carnival fever IT wasn’t just Brazil where there was a carnival atmosphere last month. The annual Tarporley Carnival was another big success, bringing the town together and raising lots of money for good causes. You can see the pictures in this edition. There was also fun at the Tattenhall Fair where the fantastic weather certainly brought out the crowds. Summary Annual Report Departure & arrival During the year Linda Bennett left the Council Andrew Wallace joined us to maintain our complement of 12 councillors. Our working groups of infrastructure, street scene and finance performed well in dealing with specific matters needing attention by the council. We also had representatives at the High School, the Primary School and the Community Centre. Day to day jobs Our contractors dealt with the day to day cleaning, maintenance and improvement of Tarporley. Their tasks included litter picking, street cleaning, footpath maintenance, grass cutting, weed spraying and gritting icy surfaces in the cold weather. We also carried out a regular inspection of the equipment in the children’s play area which is situated behind the community centre, and have very recently had the soft landing surfaces, resurfaced. We provide a weekly minibus service for the elderly and disabled members of our community to shop for their daily necessities. Meeting CWAC officers A walk around Tarporley with officers from Cheshire West and Cheshire Council was undertaken to discuss the concerns we have about various aspects under their direct control. We were satisfied with the outcome of this meeting. Landscaping & footpaths Initiatives undertaken include work to the landscaped area to the northern area of Burton Square. Further initiatives being considered include the creation of a public village square at the entrance to St Helen’s Church, and a surfaced public footpath around the community centre playing field. A councillor has also carried out a detailed survey of the public footpaths and rights of way in and around Tarporley, and has produced a detailed assessment of his findings and recommendations. These have been fully endorsed by the council. Community Pride awards We have entered Tarporley for this year’s Community Pride Awards and with the help from local residents and businesses hope to receive a more favourable result this year. Last year’s result
was very disappointing, but we have taken note of the judge’s comments and will rectify these where possible. New homes and parking problems The Parish Council’s two major concerns over the past year have been, firstly, the number and size of very large residential planning applications for developments outside the village development boundary and secondly, the car parking problems, particularly in, and immediately adjacent to the High Street. The Parish Council is responding to the planning problem by developing a Neighbourhood Plan. We had an excellent response to the questionnaire which was delivered to every household in the parish. On completion this will provide the means to present the local voice to CWaC and the Government on future planning applications. The parking problem is being addressed in consultation with Cheshire West and Chester Council however given the difficulty in acquiring additional parking space it is unlikely that any initiatives undertaken will satisfy everyone. Financial Report We started the year with £59,765 with a planned income of £60,000. The actual income was £91,337 the increase being primarily due to the newly introduced new homes bonus. Expenditure during the year amounted to £77,225 comparable to £77,911 in 2012-13; but with a different profile and significant costs associated with the play surface replacement at the play area, replacement Christmas lighting equipment and increase expenditure on the Neighbourhood Plan this left a year-end balance of £73,877. The balance being carried forward includes provision for agreed projects such as the Neighbourhood Plan implementation project, Parish Store refurbishment, website upgrade, Village Square work and initiatives that will flow from the new homes bonus. The declared total value of fixed assets remains at £151,733 as no new assets have been purchased. Car park behind the Rising Sun & Floral displays - see page 12

Parish Council Meetings
The Parish Council meets in the Committee Room of the Community Centre at 7 pm on the second Monday of each month, with the exception of August. Meetings are open to the public, and start with an Open Forum session, during which members of the public can address the whole Council on matters of concern to them. Also the Parish Council holds a surgery at 6.30 pm prior to each Parish Council meeting when members of the public are welcome to discuss matters with councillors on an informal basis.

Car park behind the Rising Sun Apologies are due for the confusion caused by last month’s article about parking in the village’s public car parks, and the ambiguity of the phrase “the Rising Sun car park”. The public car park behind the Rising Sun is just that, the public car park behind the Rising Sun, not the Rising Sun’s car park. The CWaC parking wardens only patrol the public car park section, and not the barriered off part which is actually the Rising Sun’s car park. Thanks to the Rising Sun, The Number 6 Tea Shop, the Swan Hotel and others along the High Street for their wonderful floral displays. It was sad to see that the street light displays were not planted up by CWaC until 9th July. The Parish Council will work with the suppliers Cheshire West and Chester Council to improve this in future years.

School stalwart Sam wins inaugural Barbara Steele award Many of you will remember Barbara Steele MBE who had a long association with Tarporley High School when she began working as a volunteer and then was employed from 1974 until her sudden death at the end of the Autumn Term 2011. In agreement with members of her family, the school wanted to remember her by creating a special award known as The Barbara Steele Award, which would be awarded to a student for actions that reflected her community values and for all that Barbara stood for. This first winner of this award was Sam Windsor, a Year 13 student who has shown exceptional commitment throughout his time at Tarporley both in terms of his studies and his involvement within the local community. • He has been an active member of the Student Council throughout his time at Tarporley and most recently, in the 6th Form Council, has made a significant impact to school events including the Christmas Market and the 6th Form Coffee Morning. • He has always been heavily involved in our school productions. As a musician, Sam has taken a lead role to support staff with
the Musical and Technical organisation of the performances. • His role within our High School Carol Service has always been significant but has increased tremendously throughout the years to the extent that, whilst in Year 11, in the absence of one of the key members of staff, Sam stepped in and pretty much organised the whole event! He was a regular reader at the school Carol Services. • Sam’s faith has also inspired him to contribute to the local community in a huge way. 2-3 nights a week, Sam attends Tarporley Methodist church to support with the service; he organises the fête on behalf of the church and also runs the local youth group. • On top of all of this, Sam is a wonderful support to staff at Open Evenings and to lower school students when he volunteers within curriculum lessons. The application was unanimously rejected by the members of CWAC’s Planning Committee for the following reason:- “It is considered that the design and layout of the proposed development would fail to improve the character and quality of the area and would be harmful to the character and appearance of the Conservation Area”. Your voices have again been heard and have made all the difference! Coping with Kelsall’s housing boom PEOPLE in Kelsall are trying to find a way of controlling new developments in the area. The Kelsall Neighbourhood Development Plan Steering Group aims to keep residents informed of new building on green belt land. They want to manage the potential influx of new homes, ensuring that there are enough facilities and infrastructure to cope. In a poll, 63% voted in favour of controlled green belt development and 37% voted against it.

For Adult Learners’ Week a Book & Bakes Night was held at Tarporley Library.
The MacDonald Portal Hotel kindly supplied some amazing cakes that were shared with the borrowers during the evening. Some came especially and others just joined in as they were passing through.
Visitors had a great time eating cake, discussing books and sharing information about book groups. The Tarporley Done Room Pre School visited the library for a very special session to celebrate National Bookstart Week and Elmer the Elephant’s 25th birthday.

Tribute walk raises £8,000 FRIENDS and family of the late Richard Pover completed a gruelling charity walk from Sheffield to Tarporley recently. The 63-mile trek took place to mark the first anniversary of the 21-year-old’s death from cancer. Richard’s mum Anne, who also took part in the walk, said they raised approximately £8,000 for the Teenage Cancer Trust Unit, in Sheffield, where he was cared for while at university. Anne said: “The consensus of opinion was that perhaps the challenge was a little too ambitious and next year they’ll do a cake sale!” Afterwards the group let off some red balloons for Richard and raised a glass to him. Burglaries and break-ins l PROPERTY was stolen and damaged on the Wimpy building site, in Tarvin, last month. l SHEDS and garages have been broken into in Tattenhall over the last few weeks. Bolt croppers have been used to break through the hasps and padlocks. Police are advising people to beef up their security with stronger padlocks and longer screws or bolts. l POLICE have arrested two men following break-ins at houses in Tarvin. The police helicopter was used to help catch the burglars.

Winning on the windswept Wirral The latest National Schools Karting event took place at a wet and windswept Hooton Park Race Circuit on the Wirral in June, and as usual the Tarporley Karting Team (TKT) fielded a strong team. TKT had entries in 5 of the 7 different race classes for children aged 10 to 17 years old. In Class 7 TKM, where competitors compete in Karts with 100cc engines, TKT drivers took the first 6 places. From a field of 18 Lee Whittingham finished 1st , followed by David Haynes 2nd, David Thorne 3rd, Amy Duke 4th, Tom Evans 5th, and Henry Kirby 6th. In Class 11, which are lower powered Honda engines, Charlie Whittingham was TKT’s sole entrant and he did well to finish 7th in a field of 12. It was a TKT one-two in Class 14, which is for 85cc two stroke Raket engines. From
a field of 6 drivers it was the turn of TKT’s Theo Hesketh to take the honours, with Kurt Roberts close behind in 2nd place. Class 15 is where competitors race in the high powered Rotax karts, TKT fielded 4 drivers in a field of 12, their highest finisher being Connor Bailey who came 6th. Finally in a close contest between just 2 competitors in Class 8, which are high powered Honda karts, Henry Kirby just lost out finishing 2nd. Tarporley team’s medical service is a tour de force! Tarporley-based Jigsaw Medical Services provided over 200 of the doctors, nurses and paramedics for the Tour de France grand depart in Yorkshire. This was all co-ordinated from the head office in Tarporley. Managing director Chris Percival said: “This is a massive achievement for us as a company. We are pleased to have been selected to provide a large proportion of the medical cover at this historical and high-profile event. We put in place an experienced team to manage this
huge project and deliver exceptional care during this very busy weekend for Yorkshire.” Chris, who is just 22, is a former Tarporley High School student whose first venture into commerce began as a 14-year-old, designing websites. He founded Jigsaw Medical while studying paramedic emergency care at Oxford Brookes University in 2012. The company operated with just one vehicle, which was a vehicle loaned from his parents’ business and converted into an Ambulance Response Car. Chris found himself travelling between his office and business in Cheshire and his university education in Oxford, which made his time at university somewhat ‘out of the ordinary’.

Beavers battle the Bickerton to Beeston hike
Six Beaver scouts and three cubs plus some siblings from Tarporley Beaver Scouts completed the Beeston Hike with around another 90 Beaver and Cub Scouts from the local area.
This involved a six mile Hike from Bickerton to Beeston Castle. The youngest was just four years old and the group raised over £230 for the Charity ‘Children on the Edge’.

Pre-school’s inspection delight Staff and parents at Little Budworth Preschool were delighted when their pre-school was judged ‘good’ in all areas when they were inspected by Ofsted in June. The small, rural pre-school is proud of the dedication and determination the staff and committee have shown to improving this long-standing educational setting over the last 18 months. Office Manager, Alexa Carter said: “Ofsted found the pre-school to be very welcoming for children and parents, and said that both are able to develop strong relationships with the staff. We have four very caring and conscientious members of childcare staff, and the judgment is an achievement we all, as a team, have worked hard towards.” The Ofsted inspector found the staff promoted a harmonious environment through effective behaviour management, along with being enthusiastic, motivating, proactive, alert to children’s interests, fully understanding of how to promote
children’s learning effectively, very responsive to children’s individual needs, skilful at promoting further language, active in encouraging children to develop a healthy lifestyle, and fully understanding of safeguarding procedures. Pre-school manager, Debbie Sargeant said: “I am extremely pleased that the Ofsted inspector found the children were happy, settled in, confident, and importantly were kept safe from harm.” The inspector also found that the children at the pre-school show good concentration, focus well on tasks, engage very well in activities, play well together, know the rules for sharing and taking turns, and listen attentively. The main part of our evening is a talk or demonstration, with some brief WI business, followed by delicious refreshments prepared by Members. Bunbury WI celebrates its 85th birthday this year and its 14th August Meeting will be held in the afternoon at Bunbury Mill when Members will enjoy afternoon tea and social time whilst viewing special archive material from across the WI years. Peckforton and Beeston WI We have learnt about the history of Tattenhall; once of great importance to the Romans for agriculture and trading and still a self thriving sufficient community. A group of our members spent a very enjoyable break at Grasmere. Our Summer Social took place in a beautiful setting by kind permission of the Deeside Ramblers Hockey Club followed by the opportunity to walk around the garden of one of our members. We held a very successful Musical Afternoon in The Pavilion in July and £740 was raised, (including £25 from the garden walk) for Tarporley Hospital. Caroline Docherty, the instigator of the event, accompanied David Lawrence and also several of our WI members who sang a medley of songs before tea and cakes were served outside in the sunshine. The highlight of the summer was a visit on a beautiful sunny day to Bryngwyn Hall in Powys, where we met our hostess, Auriol, Marchioness of Linlithgow who has spent many years restoring the hall (her family’s home for 200 years). The Marchioness took us on a tour of the grounds. The Book Club continues to flourish, the Rambling Club is visiting the grounds of Arley Hall and we are looking forward to our next hall meeting to hear about The King and I, we can thoroughly recommend joining the WI where, as you can see, we have a varied and interesting programme, do come and pay us a visit you will be very welcome.

The club has a ladies team playing in both winter and summer leagues, a men’s team playing in a winter league and a mixed team playing during the summer. There is an extremely popular children’s coaching scheme running throughout the year ranging from Reception to sixth formers. In addition there are coaching courses during the summer holidays and half terms. The children compete in two summer leagues.
