Luke joins Harlequins academy FORMER Tarporley High School student Luke White has signed with top rugby union club Harlequins. The 18 year-old fly-half was at Tarporley for five years before moving to Bromsgrove School, in Worcester. He was part of the Bromsgrove team who won the NatWest Schools Cup in March. Luke recently played in the Greene King IPA International Rugby Sevens before starting a trial period with Harlequins at the beginning of August. Now he has earned a place at the Harlequins academy. The fly-half will be dual registered with Dorking Rugby Club for this season. Harlequins academy manager Tony Diprose said: “We are really pleased to welcome Luke into the Harlequins Academy set up this season. Luke has impressed us both with his attitude and his skill set during his trial period in pre-season.”

‘THE AGE OF LONELINESS’ THE BBC recently showed a heart rending documentary called ‘The Age of Loneliness’. It highlighted how loneliness affects so many of us in so many different ways and at so many different stages of our lives. ‘It’s becoming a major public health issue’ they said ‘A silent epidemic that we don’t want to talk about’. The film maker Sue Bourne believes loneliness has to be talked about, so she went out to find people brave enough to go on camera and talk about their loneliness. I could not believe their age range, from 19 to 100 years old. Having worked in the elderly care industry for nearly 12 years now, I have always been so aware of how lonely old age can be, but was quite shocked to see so many younger people suffer this way. What hope is there for the future I ask myself? However, I could not help feel that to be all alone when you are old and frail must be the worst of all.

TARPORLEY PARISH COUNCIL NEWSLETTER Outdoor Sports & Recreation Committee The Brook Road sports and recreation facilities is being managed by the Outdoor sports and Recreation Committee of 10 members, with 2 vacant positions. If you are interested in becoming a member of the Outdoor Sports and Recreation Committee, please get in touch with Ann Wright, Parish Council Clerk, (clerk@tarporley,org.uk) The committee has been working extremely hard in developing plans for the Brook Road site. A final consultation on the proposed sports and recreation facilities, will be held early in 2016 with more details to follow. Parking in the village Parking is an on-going issue in Tarporley, even after last year’s remarking of Tarporley’s car parks, to provide an additional 30 spaces. A January meeting has been arranged with CW&C highways officers to discuss what options are available. Once these options have been determined, there will be a need for wide public consultation to gain public support before any parking regulations are put in place. Updates will be included in future editions of Tarporley Talk.

Council Tax Precept 2016-2017 The Parish Council is discussing and setting its precept for 2016-2017 which provides around £60,000 each year to support the services it is responsible for and, together with some modest grants, help with small-scale but important village improvements. This amounts to a charge of under £45 per year per Band D property, less than £1 per week. Whilst we foresee that this level of charge can be broadly maintained in the near term, once additional facilities like the Brook Road Sports and Recreation Field is completed and operational, then we do foresee that there will be increased running costs that have to be funded in the order of £15,000 pa. This would lead to modest increases in the precept for the parish, mitigated though by there being more new homes that would also be contributing by then. However, of much greater concern regarding Parish Council finances is the proposed withdrawal by CWaC of the New Homes Bonus as detailed below. We estimate this would result in a loss of some £470,000 for our village, over the next few years. These are funds that are essential to help the proper completion of major projects like the Brook Road Sports and Recreation Field, besides other village improvements that become increasing important as we grow in size in consequence of the planning decisions already made.

New Homes Bonus CWAC Council propose to end the New Homes Bonus payment to Town and Parish Councils, including Tarporley, from 2016. CWAC propose to retain this funding to spend in line with their own priorities. The final decision will be made when the 2016-17 Budget is agreed by the Council in February 2016. The New Homes Bonus goes to the places that have had to accommodate the large number of new houses and it is used by those communities to improve or build new facilities that improve the quality of life of local residents. In Tarporley’s case, given the large number of houses built recently and to be built in the near future, the New Homes Bonus amounts to hundreds of thousands of pounds over the next few years. To lose this funding would severely reduce Tarporley’s ability to implement and maintain infrastructure improvements to accommodate the impact of the increased population. Young medical boss joins the big time The owner of a Tarporley-based medical company has been named among the 100 most influential British entrepreneurs. Chris Percival, who runs Jigsaw Medical, said he is delighted to enter the Richtopia 100 Most Influential British Entrepreneurs list. Chris’s new entry at number 32 in the list caps what has been a remarkable year for Chris personally and for his independent medical company Jigsaw Medical. In only the last six months of 2015, Jigsaw Medical added over 30 fully-kitted ambulances to the already expansive fleet as well as eight response vehicles that help supplement the ambulances clinically. Q. I notice that you often use pressure points in your treatments at Sensoria. Why is that? A. We often use pressure points in our treatments to facilitate increased blood flow to an area and to release energy blockages. Incorporated into skin treatments and facials they can help to improve muscle tone and facial contours. They also assist in alleviating sinus congestion, headaches and stress. Pressure points are popular in our massage treatments for pain relief and in releasing muscular tension. In addition, there is a point we use in our Bioslimming treatments to help refresh the liver and flush out toxins. Q. What is your top make up tip for a Valentine’s date? A. My top tip is to make the most of your eyelashes. Start by adding lift and curl to your lashes either with an eyelash curler or an eyelash perm. Remember to plan ahead with an eyelash perm as this requires a patch test to ensure suitability. Apply an eyelash primer as this will help to create a larger surface area onto which your mascara can adhere, giving you thicker, fuller luscious lashes. Many primers are white which gives you an instant guide on whether or not your eyelashes have been fully coated with mascara. Applying a liquid eyeliner to the top lid will give the illusion of longer lashes and then finish with two coats of mascara. We love Blinc mascara as it is completely waterproof but soaks off easily with warm water. TARPORLEY HIGH SCHOOL & SIXTH FORM COLLEGE Exhibition showcases artists’ work ART created by pupils Ellie Corlett-Moss, Alice Farnworth and Hannah Sinclair has been exhibited at the Contemporary Arts Space Chester (CASC) as the Young Artists in Tuscany exhibition opens. Hosted in the CASC gallery, based in Chester University’s Kingsway Buildings, this week-long exhibition showcased pupils’ drawing, painting, 3D casting, print making and 3D sculpture work, all of which was inspired by an annual residential arts project entitled Young Artists in Tuscany. The Young Artists in Tuscany project is a valued tradition and spans many years with the involvement of a significant number of teachers and students. Attending the opening night, Mr Bowland said: “The exhibition really captures the enthusiasm and passion of our three talented girls, reveals their working process and contains highly accomplished works of art; they are truly a credit to the Art department.”

Tattenhall Community First Responders are offering defibrillator training and British Heart Foundation “Heartstart” Training at the Studio, on Bolesworth Road. MP’s concern for future of Tarporley allotments ON a very cold, windy and showery afternoon Tarporley’s allotments and Bowls Club welcomed local MP Antoinette Sandbach on a fact-finding visit. Ms Sandbach has asked the Royal British Legion (RBL) to account for their actions in relation to the legality of the sale and the procedures they followed (or failed to follow). The Charity Commission and the RBL’s considered responses are still eagerly awaited and allotmenteers and bowlers are hopeful that with Ms Sandbach’s valuable assistance and influence, the sale might be reversed. Were that to happen, it would give local interest groups the time and opportunity to source funding via, for example, Lottery Heritage Funds and to mount their own bid for the land. Thus the Open Green space would be secured for the benefit of the village. Support for the principle of retaining one of Tarporley’s last remaining Open Green spaces is still growing as numbers signing the petition against developments now stands at 1,382. Antoinette Sandbach said: “I am extremely concerned about the way in which the Royal British Legion has handled this sale, particularly since the allotments and bowling green have been present on this site prior to the transfer to the Legion for many years. Growing your own food provides an invaluable link to nature and is very healthy and rewarding for the allotment holders. I have raised my concerns with the Charities Commission about the way in which the sale has been handled.” Ken Warburton, spokesman for the welcoming committee and president of the allotments association added: “Antoinette has been really supportive. Inheritance Tax could still threaten your f You may remember the Conservatives were planning to increase the Inheritance Tax (IHT) threshold to £1m if they won the General Election.

S

ubsequently, the new Coalition Government shelved it. But if you are thinking that you are unlikely to be affected by IHT, think again. More and more people are affected by IHT every year. It used to be a tax that was the preserve of the very wealthy, but escalating property values in the last ten years have put paid to that. For single people, Inheritance Tax applies at the top rate of 40% to assets worth over £325,000. This threshold is known as the nil band rate. For married couples and civil partnerships the threshold is £650,000. But the higher £650,000 limit only applies when assets are passed between spouses and civil partners and this figure reduces if any money is passed onto any of your benefactors during your lifetime. There are also other financial implications to consider, particularly if you are a widow, widower or divorcee. And with the threshold remaining unchanged by the coalition government

until at least 2015 and subject to further legislation the freeze will be extended up to and including the 2017/2018 tax year, more people could get sucked in as the minimum IHT threshold usually increases at a rate equivalent to at least inflation. costs later in life. Event commemorates Oulton Hall fire OULTON Hall, within the Parish of Little Budworth, was the former magnificent seat of the Egerton family. The park land was laid out two centuries ago by William Eames and the mansion was erected from the designs of Vanburgh. Only parts of the fabric of the hall survived the great fire of 14th February 1926 when six people lost their lives. In November, 1940 two bombs dropped by German aircraft completed the destruction of the mansion. The main wrought iron gate with two lodges (opposite the end of the Coach Road, Little Budworth) still remains in good condition today. Oulton Park is now most famous as a motor racing circuit with the track passing in front of the site of where Oulton Hall stood. British Pathe have two short videos which show the devastating results of the fire as three firemen are seen holding a hose, as they are aiming it through the window of the burnt out mansion. A pan shot shows debris falling out of the main entrance and broken stain glass windows as sunlight appears through the broken roof. These are well worth watching to history unfold that happened on our doorstep. They can easily be found on the British Pathe website by searching ‘Oulton Hall Fire’. According to the RBL’s north-west property manager, there were approximately 70 expressions of interest in the sale of the Royal British Legion (RBL) site, leading to 12 bids to buy the closed RBL clubhouse and adjacent car park, but only one bid to buy the entire site including the bowling green and allotments. The selection of purchaser, therefore, had nothing to do with any respect for community views. The sale has been made with an expectation that the purchaser will seek planning permission for development on the allotments and bowling green, and the terms of the sale include extra payments to the RBL if the land is developed. This flies in the face of the community’s wishes as set out in the Neighbourhood Plan. Furthermore, the RBL was not compelled by their charitable aims to sell the land. It would be wholly within the scope of their Charter to dedicate it as a Centenary Field (an initiative for which they are a leading partner). Whilst I don’t dispute the fact that the RBL is supported by lots of volunteers, it is a large organisation with a wage bill in excess of £30 million. The RBL’s last set of accounts show that 22 staff were paid more than £60,000 p.a., with five of them paid more than £100,000. The behaviour of their North West

property division and officers in London has exemplified that of a large organisation acting with disregard to the local community. The developer who bought the land has not yet submitted a planning application, but has been trying to canvass support for a range of different proposals. The developer initially proposed building on the bowling green plus a good proportion of the allotments and gifting the community the rest of the allotments. When it was realised that relocating the bowling green would be very expensive, the developer then proposed building on all the allotments and not the bowling green. These proposals include gifting some of the land to the primary school to facilitate their expansion. The Neighbourhood Plan’s designation of the bowling green and allotments as protected green space means that planning permission will not be granted, unless the community chooses to support it through a Neighbourhood Development Order. However, this does not mean that the bowling green and allotments are safe, because the developer has said in a meeting with stakeholders that if planning permission is not forthcoming he will evict the bowlers and plotholders and let the land lie fallow. In fact, the developer has currently refused to let recently vacated allotment plots to applicants on the waiting list. So, our best hope is that the Charities Commission rule that the sale was illegal.

The club has a ladies team playing in both winter and summer leagues, a men’s team playing in a winter league and a mixed team playing during the summer.
