TARPORLEY PARISH COUNCIL Newsletter Parish Council Precept Each year the Parish Council has to submit its proposed precept to CWaC for inclusion with annual Council Tax demands for each household and, through their collection, receive the funds necessary to fulfil our responsibilities in the village, including making grants to various community bodies we choose to support. Our estimated budget for 2016/2017 is around £67,000 and this means we have proposed raising the precept by 2% to also help offset the reduced grant we will be receiving (and which CWaC plan to phase out over the next 3years). For the average Band D property, the new precept element on their Council Tax will amount to an annual charge of £46.06 (increased by 2% from £45.15). We are also proposing to CWaC that they end the collection of a separate Special Expense in Council Tax that helps fund our village Christmas Lights and that this amount (£4.50pa for a Band D property) is forthwith included in the percent for the Parish Council. This has no net affect in the total Council Tax charge but we believe will give us the opportunity to deliver better value for our Christmas lights by managing all the arrangements and funding ourselves. It does though mean that the proposed precept amount for a Band D property of £46.06 increases by a further £4.50 to £50.56 (with a corresponding reduction with removal of the Special Expense charge) Overall these proposed adjustments to the Precept amount will still mean that it is less than £1 per week for a Band D property, which is a relatively small proportion of the Council Tax charge and especially so considering the responsibilities and activities managed for the benefit of the community. Looking forward, as Central Government and CWaC grant support reduces, we will undoubtedly face challenges to maintain and fund the services we cover. More significantly, we want to deliver major improvement projects for the community (like the Brook Road Sports & Recreation field) and try and resolve on-going parking and traffic management issues in the village, none of these of course are possible without us being successful in attracting additional funds from various bodies, sponsors and benefactors. The support and understanding of villagers is appreciated as we endeavour as a Parish Council to deliver services and improvements for community benefit. 12 To advertise call 01244 350398
Cheshire West and Chester Parking Consultation The Parish Council has been notifed by Cheshire West and Chester Council that a 12-week Parking Consultation is currently taking place which closes on the 24th February. The consultation relates to all parking related matters across the borough and a number of proposals are being consulted on as a result, including the introduction of parking charges in Tarporley. There is a drop-in event taking place on Tuesday 24th January between 3pm and 7pm in Tarporley Community Centre where representatives of both Cheshire West and Chester Council and Tarporley Parish Council will be available to discuss this matter and raise any issues or concerns. For further information relating to the Parking Consultation, and to submit your views via the online survey, please visit http://inside.cheshirewestandchester.gov. uk/get_involved/consultations/parking_ strategy_consultation for an executive summary of the strategy. 20 mph Speed Audit Following on from the recent Cheshire West and Chester 20mph speed audit in Tarporley, it was revealed that Brook Road had the highest percentage of speeding traffic compared with any other road in the village. Over 45% of all vehicles travelling along Brook Road were going over 30mph and 20 % of that were going above 35 mph. The Parish Council are looking for extra volunteers to help with the speed management scheme so if you have a spare hour or two and would like to get involved, please email Abigail at projects@ tarporley.org.uk. The training for the scheme will take place in February.

Talent night fundraiser for Hannah’s Nepal trip An open mic event takes place next month to raise funds for Cheshire Fire Cadets’ expedition to Nepal later this year. Among the 16-strong group will be Hannah Ford, who is in year 10 at Tarporley High School, and is a member of Tarporley Fire Cadets who meet every Tuesday at the village fire station. The group need to raise over £70,000, which will fund the building of a new school and enable the team to go to Nepal and finish off the build where they will also meet and work with the children and villagers who will be using the facilities for generations to come. Two years on from the first earthquake in Nepal, children are still living and studying under tarpaulins, so it’s important that the cadets raise the money to enable them. The trip to Nepal will take Hannah out of her comfort zone and into a place where she will need to push herself, trekking on foot through the Himalayas before getting to work on the school. Hannah will be running lots of independent fundraisers over the coming months to hopefully raise sponsorship cash. The open mic night takes place at Tarporley Community Centre on Saturday 18th March from 7pm. After the initial 2.5 hour open mic session, Spitting Feathers there will be homemade curry and beers/wine on sale followed by an evening’s entertainment of live Saturday 18th March music from the local band Spitting Feathers. Charity begins at school Sixth formers at Tarporley High School took time away from their busy studies to do some fantastic charity work. Short Mat Bowling: We now have short mat bowling available to play, along with some necessary equipment to play the game. You don’t need to worry about getting out and putting away the equipment as our very helpful caretaker will see to this for you, all you need do is turn up and have fun playing and enjoying yourself. The game can be played by 4 teams simultaneously and can be played for a set time, or so many bowls each. Normal crown green bowls can be used. The game can be played at family/adult parties as well as by current organised groups or individuals. We would also love to hear from anyone (individual or group of friends) interested in possibly starting a club up where a number of people could all come together and not even have to worry about what the weather is doing outside! GARDENING BY JANET HEATH
COLOUR in the Cold FEBRUARY holds the promise of spring in often in cold and frozen conditions so plants have to be tough to flower. February is known as the snowdrop season so try and take time out to visit local woodland or some of the gardens with drifts of snowdrops and other early flowering bulbs. Rode Hall in Cheshire has snowdrop walks from 4th February to 5th March, Dunham Massey has a large winter garden with snowdrops and is open daily then there is Chirk Castle with the display of drifts of snowdrops in the woodland. Other bulbs to look out for are the tiny Scilla or Chionodoxa with their dark to light blue star shaped flowers. They would do well planted with snowdrops and the winter aconite Eranthis hyemalis with their rich buttercup yellow flowers. Dunham Massey gardens plant drifts of the bulbs mentioned above and add the short Iris reticulata varieties. The blue Chionodoxa with the Iris Katharine Hodgkin peeping over the dead leaves makes a lovely show for early spring. In addition there are some shrubs that have scented flowers. The small spidery flowers of Witch hazel or Hamamellis come in a number of different varieties. Some are scented and I would recommend Hamamelis x intermedia Vesna with pale orange flowers. Another classic scented shrub is Daphne mezereum which needs some shelter and does well on any soil but heavy clay soil. The shrub will grow to 1.5 m tall, is evergreen and has heavily scented pink flowers from February onwards. Lastly the winter honeysuckle, Lonicera fragrantissima smells like summer honeysuckle but the flowers are small. This shrub also likes a bit of shelter and also dislikes heavy clay soil. The shrub doesn’t look much in summer with its twiggy stems but earns a place in any garden with winter scent. Run a summer flowering clematis through it in summer to add colour. Late February into March is the time to prune dogwood grown for their stems. If your soil is rich and the plants are growing well, you can cut the stems down to a stump about 30 cms tall and new shoots should be produced. If the plants are spindly, then give them a good feed in March and cut back stems every couple of years. Do we really need to do maths? Year 9 students took part in the Springboard to GCSE Maths Day. The purpose of the event was to promote the new maths GCSE as well as to inspire the students. Firstly, students were posed with the question, “When am I ever going to need this?� This session was designed to get students thinking about how different professions use different elements of maths. For the second session the students took part in a relay of maths activities to enhance their team work and problem solving skills. The final session was designed specifically for problem solving. The new GCSE places a large emphasis on problem solving and the hope is that students will now feel more confident and can approach these types of questions with a clear and logical method. Students had to find out how many meatballs would fit into a pan without it overflowing!

Students and teachers experienced the use of virtual reality to experiment with a revolutionary form of learning, which aims to fully immerse the students in a variety of subject related scenarios such as travelling the world to walk around ‘Places of Worship’ as well as looking around the galaxy discovering the planets within it. Most students took part in the national Bebras Computational Thinking Challenge. His wife, Rachel Clegg is Principal Oboe with Manchester Camerata and Paul Barret is Co-leader with the Hallé. There will be also a pianist and singer. It will be a café style performance with tables in the Barbour Institute and will be an evening of fun items with classical musicians who like to let their hair down. KELSALL KELSALL TENNIS CLUB Kelsall has three tennis courts located behind the Community Centre. The club has a ladies team playing in both winter and summer leagues, a men’s team playing in a winter league and a mixed team playing during the summer. We arrange monthly evening walks of about three miles in summer, & often arrange trips & social functions. Walks always finish at a convenient hostelry. Membership is £6 a year, & is open to anyone.
