Four thefts at Tattenhall outbuildings CRIMES reported in this area include: Tarvin and Kelsall: l A garage burglary occurred at Frith Avenue and a motorbike was stolen. This was subsequently recovered in the Ellesmere Port area. Three offenders have now been charged by detectives with conspiracy to commit burglary and have been remanded in custody. l An attempted burglary occurred on Chester Road, Kelsall. The offenders were in a van with no registration plates and made off from the scene. l PCSO Ryan Reid has identified speeding as an
issue in Oscroft, Delamere, Willington and Kelsall. He has taken action using the speed gun and speed indication device in these areas and will continue to do so. Tattenhall l In the past month there have been four outbuilding burglaries in the Tattenhall area. Offences have occurred on Aldersley Lane, Nantwich Road, Tattenhall Road and Bolesworth Road. Offenders have cut the locks and stolen numerous items. Please be vigilant and ensure suitable locks/bolts are used to secure your property.

IN 2015 we substantially increased our daily care service in our local community. After researching why we had so many enquires, especially from clients who were in hospital, I came across a worrying report titled “NHS crisis sees elderly blocking hospital beds as there’s nowhere for them to go”. It said, ‘1 in 3 families find it difficult to care for an elderly relative after they leave hospital and that there was a shocking lack of community care meaning that the elderly are stuck in hospital even though they are well enough to return home’. Apparently, the average family now lives over an hour away from their elderly relatives. Juggling work and childcare with visits to older family members made them feel guilty that they could not do more to help and caused a great deal of additional stress. Because the demand for care in the community is so great, finding a care service at the last minute is increasingly difficult. Time and time again we hear about local authority cuts to social care, with our increased ageing population, the answer to providing care for all those who need it obviously a massive problem.
We continue to recruit more daily carers who can provide high level care in the home or just companionship. They will visit you for a minimum of one hour at a time convenient to you. You will only have up to two carers so you will always have familiar faces that you can trust and rely upon. Liaising closely with the hospitals, relatives and social services is the key and we can provide that all important rapid response. Initially they may require a substantial amount of care, perhaps even live in care for a short period but because they are back in familiar surroundings i.e. sleeping in their own beds and resuming their normal routine, people seem to improve rapidly. I feel very strongly that elderly people should not stay in hospital for longer than is necessary, which is why we do all we can to enable people to return to their own home as quickly as possible.

Size matters for male slimmers!
A SLIMMING club might be thought of as a woman’s world but nine local men are celebrating after losing weight at their local Slimming World group. The men, who are aged 22 to 70, all attend the Slimming World group in Tarvin and have lost a total weight of 25 stone between them. But best of all, they’ve done that without giving up their favourite foods and still tuck into curries, steaks, burgers, roast dinners, fry-ups, and fish and chips, even enjoying the odd glass of beer too. James, who has lost 4st, says: “Like most men I thought slimming clubs were for women and expected to be eating nothing but salad. But the minute I walked through the door I realised that nothing could have been further from the truth. I was made very welcome. TARPORLEY PARISH COUNCIL NEWSLETTER New Tarporley Website Goes LIVE! The new Parish Council website is now live. The website has a contemporary new look and contains information on the Village and the Parish Council. You will find Parish Council announcements, meeting agendas, minutes, publications, and contacts on the new site at www.tarporley.org.uk. Further content will be progressively added. Meetings with Developers Readers will be aware that Tarporley has been the subject of considerable interest from developers in recent years. Prior to submitting a Planning Application developers often ask to meet with the Parish Council to discuss their proposals. The Parish Council will normally grant a request for a meeting, subject to developers accepting the terms set out in the Council’s Planning Protocol. The Council adopt a neutral position at these meetings and will neither support nor oppose the plans. The benefit of the meetings is that they forewarn the Council of developers’ proposals and give us the opportunity to remind them that they should be taking account of village planning policies, such as the Draft Neighbourhood Plan and Village Design Statement. Notes are taken of the meetings and these are published on our website. For all significant developments the Parish Council will convene a public meeting to hear the views of Parishioners, once a formal Planning Application has been submitted. This will inform the Council’s response to the Application. Volunteer Dog Wardens Appointed Dog fouling is one of our most commonly received complaints, so we are delighted to announce that two volunteers have been appointed as village Dog Wardens. They will be keeping an eye out for antisocial dog owners so, to avoid the embarrassment of getting caught (not to mention potential fines), please clean up after your pet. Dogs on the Community Centre Field The Community Centre Committee (which is independent of the Parish Council) have asked us to announce that, unless dog fouling on the field stops, all dogs will be required to be kept on leads. WANTED - Community First Responders Community First Responders are volunteers trained, equipped and insured by North West Ambulance Service. Being local they are generally able to reach medical emergencies before ambulance crews and can administer vital early life saving treatment. More volunteers are wanted to assist existing groups in Tarporley and other villages in the area. Tarporley and Tattenhall First Responders Group are holding a drop in event for anyone interested in helping on Saturday 16th January, from 10:00am to 3:00pm at the Barbour Institute in Tattenhall. Online Reporting of Street Scene Issues Help us to keep our village looking tidy by reporting street scene issues online to Cheshire West & Chester Council using their SMYLE service. Utkinton & Cotebrook Parish Council
2016 is upon us and we have had an eventful year – the transition from 2014/5 into 2015/6 has gone smoothly thanks to the work of the PC and our Clerk, who also administers Rushton. One thing we have done is to instigate regular meetings between representatives of the Tarporley Ward Parishes to talk about issues that affect and bind us – notable topics have been: planning, Aldi, bus timetables, broadband, roads and infrastructure and CWAC’s ‘Let’s Talk’ consultation.

We are seeking additional Parish Councillors to represent the two villages, please get in touch. Utkinton Village Hall held a Quiz Night and raised around £700 with 55 people in nine teams and the event was won by a margin of ½ point! Cotebrook Village Hall Hosted a Christmas Fayre along with the pre-school group and this raised £560. Our Website and Facebook pages are beginning to gather momentum and they are good places to find out about everything that is going on in the Parish. U3A group showcase success OVER 150 people attended the Tarporley and District U3A annual showcase event in December. All of the various interest groups in the club were represented at the event at Tarporley Community Centre and gave displays and presentations of digital photography, singing for fun, make up and many crafts. Publicity manager David Carter said: “It was a really lively event, which showed the many visitors what an active organisation U3A is. We have already got over 250 members and there were about 70 enquiries for new members and membership of the interest groups. Farmer transported sick animals A Tattenhall farmer who transported animals that were in considerable pain and too ill to travel has been sentenced. Robert Sydney Smith of Oakfield Farm, Newton Lane, Tattenhall, was sentenced during a hearing at Chester Crown Court. He was issued with a 12-month conditional discharge and ordered to pay prosecution costs of £350, in additional to statutory court costs bringing the total financial penalty to £500. The 55-year-old pleaded guilty to one Animal Health offence in a prosecution brought by Cheshire West and Chester Council’s Regulatory Services. The court heard that in March this year, the Council’s Animal Health team were called by a vet working at Hewitt Abattoir to inspect sheep that had been brought in. Four sheep were identified as showing lameness; they were unwilling to stand up and in pain. The surroundings of their feet were

swollen and red. Their ear tags identified that the sheep had been transported to the site by Smith. Trading Standards were contacted and the vet moved the animals to a separate pen to conduct a full examination. The vet confirmed that the four sheep transported to the abattoir had lesions in their feet, incorrectly trimmed hooves, ulcers and exposure of sensitive soft tissue underneath the sole. Some sheep were using three legs only and, in the vet’s opinion, the animals had been neglected; suffered unnecessary and avoidable pain; and were not fit to transport to the abattoir. If Smith had followed the correct procedure to get veterinary assistance for the animals at his own farm this would have incurred a cost. The sheep were filmed to evidence their movement prior to being slaughtered for welfare reasons. The video was shown in court during the hearing.

Work underway on Tattenhall retirement village THE Lord Mayor and Lady Mayoress of Chester have celebrated the start of work on a purpose-built luxury retirement village in Tattenhall, by breaking ground on the construction site. They were joined by two future residents of the new village which is being developed by Inspired Villages alongside Seddon at Frog Lane in Tattenhall. Mr and Mrs Jacks had their handprints set in cement at the development, to mark the ‘ground-breaking’ phase of the project. Construction of the development is now underway, with the initial 48 high-quality apartments on schedule for completion in Autumn 2016. Once complete, Inspired Villages in Tattenhall will offer a total of 151 apartments as well as a range of facilities, including a wellness spa and pool, gym, shop, restaurant, a bowling green and shared community space. Year seven food heaven Year 7 students brought their aprons and ingredients with aim of winning the annual cook-off. The students cooked a range of starts, main courses and desserts and did themselves and their tutor groups proud. The food was amazing and the judges were not disappointed! Artistic talents flourish
This term has seen a talented group of Year 9 pupils delve deep into historical fairy tales and see their artistic talents grow as they have produced a series of narrative works of art inspired by the production ‘Into the Woods’. In collaboration with the Royal Exchange Theatre in Manchester pupils were set the challenge of independently producing works in a media of their choice inspired by twisted tales. The stunning work produced ranged from wire Cinderella shoes produced by Izzie Moulton and poison apples by Lucy Pickstock to a mad hatter vortex by Catrin Blockley. TARPORLEY VICS FC Tarporley Vics 1st Team fixtures have been decimated by the early winter storms of late, especially “Storm Desmond”! There have been only three games played recently and the returns have been mixed with one win, one draw and one loss to report on. The one loss was to Mersey Valley FC in a JA Walton League Cup game. The draw versus Golbourne FC & the win against Egerton FC were greatly appreciated by all, especially as they provided four much needed League points. The First Team end 2015 in sixth place in the League and this should be seen as the “minimum required” position for the remaining League campaign Tarporley Vics Reserves rewarded the patience shown in them over recent weeks by claiming their first win by defeating Sandbach Town 4 goals to 3. We now hope that the young group of players, expertly marshalled by veterans Damien Woods & Andy Clacher, will continue to develop this season. Pupils add some extra sparkle CHILDREN at Eaton Primary School brought some extra festive joy to Cotebrook Shire Horse Centre in December. The youngsters created stars and decorations to make a stable nativity scene at their neighbouring Shire Horse Centre and wildlife sanctuary. The entire school has been involved in the project to transform one of the centre’s stables into a festive scene – in the run up to Christmas. Eaton Primary School headteacher Paul Mitchell said: “The children and staff have been busy cutting, sticking and gluing their Christmas decorations and the finished scene at Cotebrook Shire Horse Centre looks wonderful. Tarporley Royal British Le I submitted an article for the October issue of Tarporley Talk in which I attempted to counter the misunderstandings surrounding the disposal of the Tarporley Royal British Legion Land and to explain the situation in which the RBL had been placed due to the closure of the Club. It is apparent that there are those who disagree with the tenor of my article, which is unfortunate, writes Ernest Boynes. In December 2014, despite strenuous efforts by its committee, the Tarporley RBL Club closed because the lack of support from its Members, which included bowlers and allotment holders, together with the wider community. This meant it produced insufficient income to meet its repair costs and rent. The Royal British Legion then had to decide what to do with the property. The Royal British Legion is a charity and its primary purpose is the care of the members of the Armed Forces Community, whether they are serving or ex-service and their dependents. These dependents are entitled to this care for the remainder of their life when they are in distress. It is run principally by volunteers assisted by an administrative staff and professional welfare advisers. It is not some vast conglomerate, hell bent on making a profit and prepared to trample on all in sundry who might get in their way. CONSULTATION There was a meeting held on 17 February between a representative of the RBL Property

Department and representative members of the Tarporley RBL, allotment holders and Tarporley RBL Bowling Club. A paragraph in the report of the meeting states: “It is obviously apparent that CW&C and the Parish Council have been in discussions with the RBL regarding planning decisions, car parking, access to the Primary School etc. and the possible development in some way of the Club and car park area. It is hoped that there will be a possible decision within about the next three weeks but if it is finally

The RBL Property Department representative informed the meeting that he had received over seventy applications for the purchase of the entire site but was now in the process of completing the sale to Enlightened Developments (Tarporley) Ltd whose CEO stated that he would honour any arrangements made by the RBL Property Department representative and then showed the meeting a preliminary sketch of his initial ideas for the development of the land. This scheme would provide for the demolition of the redundant Club buildings and the conversion of the area for additional car parking, retaining
If there were 70 applications to purchase this land it is probable that some very large developers were interested in this very attractive site and who would, in all probability, with their access to vast capital and legal teams, propose a development which would have principally suited their aims with little concern for the village. Tarporley has little in the way of a public communication system, which is why Tarporley Talk is so important to us, so rumours abound. The latest is that the Primary School wishes to expand its facilities and to this end would like some of this land. Who knows? The community would surely agree to such a proposal. This might have changed by the time this article is published. ‘It is reasonable to assume’ as students write, that the RBL has not ridden roughshod over the community and has not sold to the highest bidder, but has sold to a developer who will give some consideration to the views of the community, including in its plans an open space, should the Parish Council accept the offer, suitable as a commemoration area or maybe just a quiet area for the use of the elderly of the village. Someone once said that old age doesn’t come on its own! They were of course right, it certainly comes with more aches and pains, probably more visits to the GP, and a greater familiarity with some of those once sneered at devices only found in the Sunday supplements, to assist in opening tin cans and jar tops with arthritic fingers. Of course it can come with some great joys too, time to spend with much loved grandchildren, financial freedom if you’ve made good decisions and choices along the journey, and if what my clients tells me is true, the liberation of no longer really giving a damn about what anyone thinks! If we are fortunate enough to keep our physical and mental health intact post retirement, then old age can mean travelling around Ireland in a Camper Van, spending a month in Australia seeing the sights, going to a Zumba class (yes I do have a 78 year old client who does just that), planning a train journey through India, or touring Northern France. You know who you are so please take a bow, you have my utmost respect and admiration. Later life, (a much better description than old age I think) does bring with it different challenges in terms of financial planning though. I recently went to see a lady who held an investment portfolio with a well known High Street Bank, who had pretty much been told that due to the fact that she couldn’t easily leave the house, she should consider taking advice elsewhere. The organisation had made the decision that an inability to leave the house, meant an inability to think for herself, and therefore I assume, a risk to the organisation. On a positive note, the bank in question did suggest she find a SOLLA accredited adviser (Society of Later Life Advisers) of which I’m a fully accredited member, so as they say, every cloud. But what does this actually mean? Because its recognised in our industry that later life can bring with it complex issues including, sadly, the
loss of mental capacity, the need for ongoing care and its associated costs, as well as ensuring that assets pass to the next generation as tax efficiently as possible, and of course the most effective way of taking retirement benefits (particularly important when the pension landscape is constantly changing), some advisers, including me, chose to offer specialist advice in this field. Thankfully, the financial services industry is also starting to recognise that it needs to shape and design solutions for clients not only facing some of these issues now, but also those wishing to plan for if and when they do. Preparing for the possibility that permanent care may be needed, is something more and more of us need to face and where appropriate take steps to fund. A number of providers are introducing new solutions to help ensure that your capital can be enjoyed now, whilst at the same time providing a lump sum to pay for care if it’s needed, a lump sum for your beneficiaries if it isn’t, or a means of paying inheritance tax if you are unfortunate enough (or fortunate enough depending upon your view point) to have a liability. Winter treasures
JANUARY is difficult for colour in the garden. For inspiration I would visit Ness Botanic Gardens on the Wirral or Dunham Massey Gardens near Altrincham and enjoy the wide variety of colour and interest from flowers, foliage and bark. In mild periods in January the winter heather Erica carnea varieties, will give colour from pink and white flowers. When a few varieties are grown together on a sloping bank, they look spectacular. Although they like a well drained acid soil in sun, they will tolerate slightly alkaline soils. Bark is one of the main delights in winter. I love the red and yellow stems of Cornus or dogwood which contrast well against the dull grey brown of deciduous shrubs. If you have plenty of space and can position it well away from houses, a silver birch, Betula jacquemontii with white bark looks lovely in winter. Plant around it with the red stemmed Cornus alba Eligantissima and yellow to orange stemmed Cornus sanguinea Winter Beauty. Then scatter around clumps of snowdrops, crocuses and early small daffodils for a wonderful winter show from December to March. Lastly, my choice of winter flowers is dominated by the magnificent Hellebore orientalis varieties. These robust plants with leathery leaves (which I cut off in November so you can see the flowers) will flower throughout winter with a show of white, pink and plum purple colours. They will grow in sun and light shade and are good for heavy clay soils but also cope with dry shade and well drained soils. Just leave them in position for a few years and the plant will clump up. They also seed well and you will often find tiny plants growing around the base which you can grow on and spread around the garden. Do beware that the sap from the plant will cause severe vomiting so always wear gloves when handling the plant and wash your hands afterwards. It is best not to grow them if children are around. Work to do in the garden? Finish pruning shrubs and start pruning apples and pear trees. Mulch the soil with organic matter such as compost from your compost bins, well rotted manure or get bags of soil improver from the recycling centre. Put a layer 3 to 4cms deep over any bare soil and the worms will gradually take it down for you

WHAT’S ON IN YOUR VILLAGE JANUARY CLUBS and SOCIETIES Peckforton and Beeston WI We had a somewhat challenging meeting in December because the hall was undergoing building works. However, our speaker Lyn Hand rose to the occasion, even though she was unable to use the projection screen, and took us on a Christmas journey through the ages in Chester. There is evidence of Christians possibly being in the in the city from the early 300s AD, from when we travelled through time learning all about the various festivals and traditions that have gradually evolved to form Christmas as we know it today. It was an extremely interesting talk and very topical at this time of the year. Our next meeting will be on the 3rd February when Angela Bartlett will talk to us about ‘the changing face of professional beauty treatments’ , this would be a very interesting evening for a first visit – do come and give us a try. Tattenhall Gardening Society & Tattenhall Wildlife Group TGS and TWiG are holding their annual joint meeting on ¬Wednesday 13th January at 7.45 pm in the Barbour Institute when Richard Brown will be giving an illustrated talk on “Establishing and Maintaining Wildflowers” - a topic which should interest members of both groups. Richard is Amenity Sales Manager for Germinal GB Ltd. On leaving school he worked in the horticultural industry, first in nurseries growing stock shrubs and trees and he then moved into landscaping. Richard then gained a degree in Horticulture from Writtle College in Essex and following a short stint travelling he began working for Germinal in 2002. Non-members are very welcome to attend for £3.00 at the door. There may well be an opportunity at this meeting to purchase/order wildflower seeds so a dark, winter’s evening could be cheered up by the thought of colour in the spring and summer.

The club has a ladies team playing in both winter and summer leagues, a men’s team playing in a winter league and a mixed team playing during the summer.
