Ladies are fit 4 the 5k Ladies from Tarporley Fit 4 Life club took part in the Delamere Race for Life 5k run in May, raising over ÂŁ1,000 for Cancer Research UK. The team was led by Jen Francis, supported by Idina Hastings, Liz Spearman, Beryl Thornton, Pat Blundell, Margaret Pearman, Jean Kay, Barbara Wilson, Tricia Bell, Margaret Durbin and Lucia Gale. Bunbury Parish Plan 2014 and beyond The Steering Group has now achieved its goal and completed the draft Parish Plan. This has been handed over to the Bunbury Parish Council for publication and we anticipate that it will be distributed in the summer. We would like to again thank everyone who contributed by completing the questionnaire and look forward to seeing the final document in print.

TARPORLEY PARISH COUNCIL NEWSLETTER People booked on the Rising Sun Car Park There has been a change in how parking is enforced in Tarporley. Since November 2013, our local Council CWaC have taken over parking enforcement from Cheshire Police in the former Vale Royal area, to bring this area into align with the rest of the Borough. Now CWaC employees, known as Civil Enforcement Officers, issue parking tickets in our public car parks (e.g. at the Community Centre and behind the Rising Sun) as well as along our roads. They will issue tickets to people who have parked in unmarked areas, such along the hedge on the north side of the Rising Sun car park. In the car parks, please only park our car within the marked bays; don’t park across two bays and in unmarked areas, even though you may not be causing an obstruction by doing so. More details about Civil Parking Enforcement, and how to appeal against parking fine, can be found on the CWaC web site. Please note that Cheshire Police will, book you if you park in such a way that you are causing an obstruction on the highway and on the pavement, such as along Park Road by the doctors’ surgery, and the area either side of the pelican crossing on the High Street, on and between the white hatched markings. Would you consider becoming a Community First Responder in Tarporley? Community First Responders (CFR’s) are volunteers who are trained and equipped by the North West Ambulance Service (NWAS) and respond to certain 999 emergency calls in the local area. Being local, CFR’s can be on scene before an ambulance or rapid response vehicle arrives, thus saving vital seconds. For every minute’s delay in getting defibrillation to a person in cardiac arrest, their survival chances are reduced by 10%. Responders are accredited by NWAS to deliver basic life support (CPR and Defibrillation), administer oxygen, give first aid and provide support and re-assurance before the paramedics arrive. We are called out to emergencies, including; Cardiac and Respiratory arrest, Stroke, Diabetic incidents, choking and bleeds, along with a range of other medical emergencies. We are also trained to deliver the British Heart Foundation’s “Heartstart” course in basic life support skills as well as defibrillator familiarisation training. At present Tarporley has only one responder and as the village is expanding, more are needed to cover Tarporley and the surrounding area. Tarporley Carnival - 20 years

Following a complaint about bins and recycling boxes being left on the pavement for several days after they have been emptied on a Monday - please remember to collect them on the same day from the pavement and return them to your property.

Thanks to the hard work of local volunteers, from Round Table and Rotary , this event is taking place on Saturday July 12th with the parade along the High Street (starting at 12.30 pm) followed by the main event on the field behind the Community Centre. Please come and see us at the Parish Council stall and see the progress made towards producing our Neighbourhood Plan.

Prompt reporting to the police Police are asking us to report immediately, via 999, if you see any young people on the Primary School premises and playing fields after school hours, even if they don’t appear to be doing any harm. The police want to stop this practice before any serious incidents occur.

Parish Council Meetings

The Parish Council meets in the Committee Room of the Community Centre at 7 pm on the second Monday of each month, with the exception of August. Meetings are open to the public, and start with an Open Forum session, during which members of the public can address the whole Council on matters of concern to them. Also the Parish Council holds a surgery at 6.30 pm prior to each Parish Council meeting when members of the public are welcome to discuss matters with councillors on an informal basis.

Shooting hoops helps Huxley and Utkinton pupils PUPILS at Utkinton and Huxley Primary Schools are benefitting from healthy lifestyle programme Hoops 4 Health. Hoops 4 Health is the British Basketball League’s national community programme, combining basketball coaching with practical healthy living advice for young people aged between eight and 11. More than 40 pupils currently in Key Stage two classes at the two schools took part in the programme, delivered by coaches and players from local basketball club Cheshire Phoenix. Senior teacher at Utkinton Primary School, Gareth Coyne, who worked with the club to bring the programme to the schools, said: “We are dedicated to ensuring that our pupils are as well equipped as possible to make the right lifestyle decisions as they grow up and when I found out about this programme I wanted to make sure we brought it to Utkinton and Huxley pupils. “It was great to see the children getting so involved with the project and enjoying it – combining educational material in a fun way alongside three hours of basketball training really ensured that they were engaged with what they were seeing and hearing.” Cllr Mike Jones contributed £250 of the £800 costs of the four-week programme from his member budget grant, and went along to one of the sessions to see the school pupils in action. Pupils from Utkinton and Huxley Primary Schools taking part in the Hoops 4 Health roadshow.

Bunbury Scouts and Guides take a hike! Five intrepid pairs of Bunbury Scouts and Guides walked and camped in the tough Cheshire Hike. Toby Moss and Thomas Adkins (Intermediate), Luke Williams and Ed Harris (Junior) represented Bunbury Scouts. Annabelle Moss and Charlotte Munson (Senior), Hope Dewson-Smyth and Charlotte Williams (Intermediate), Emily Pape and Becky Edwards (Intermediate) represented Bunbury Guides There were over 300 teams that started the Cheshire Hike this year, walking distances of at least 30Km (Junior) up to 58Km (Senior). All our teams did really well and completed the two-day hike. One team member said: “I found the practice hikes a challenge and seemed to always get lost! However, when it came to the real thing, all the training and skills came together - we managed to plot co-ordinates,

take bearings and therefore read the map, completing the 30km hike without getting lost once!! It was hard carrying everything you needed for the whole weekend on your back, but we had a laugh along the way and made a few new friends from other Scout groups. It was definitely the hardest thing I have ever done, and it felt great to finish the hike.” “During the training we learnt many new skills including map reading, which used to seem impossible to me. The challenges found on the walk varied from the phonetic alphabet to moving shredded wheat with straws, testing our new skills. We walked a total of 27 miles (45km) with 9.5 kg to carry. I’ve been writing articles for you for quite a long time now and I’m always delighted when I get a phone call as a result of one of them. I’m often told “I read your articles every month” which is great news as of course I never know whether they find their way to the recycling bin before you’ve got past the first line! That said, it’s really important to me that they’re relevant and hopefully interesting and so I’ve been thinking recently of how to keep your attention for the next five years (yes it really has been that long). One of the best ways to make my articles relevant is to give you some real life examples of some of the questions and issues I’ve been presented with by my clients over the years and how together, we’ve managed to find solutions. This month, I’d like to introduce you to Bill and Carol. They’re both in their early fifties and have two grown up children, Sara and Sam, who have now left university and are back at home (sound familiar!). Bill and Carol have very good final salary pension schemes as they both work in the public sector, and are contributing to AVC’s. They have 10 and 8 years respectively until their scheme retirement dates of 60 but will of course have to wait another 6 years until their state pension is payable. Bill and Carol have a whole host of financial planning needs, but the question they are most concerned about is how much they will need to have accumulated to have sufficient funds in retirement. This is a question I’ve been asked a number of times recently, and it may seem obvious but the starting point is to look honestly at your outgoings now, consider what expenditure will have finished by the time retirement arrives, and what additional expenditure may replace it. For Bill and Carol, 60 is the new 40, they have their health (fortunately) and want to travel, Carol has recently discovered that she’s a better golfer than Bill and hopes to indulge in a couple of golfing holidays a year, and Bill is a keen motor sports fan and a lifelong ambition is to go to some of the Grand Prix events.

I’m often told by clients that they will downsize their property and use some of the equity they release to help fund their retirement plans. Experience shows me that this almost never happens. When most of us have spent our lives building up our home into what we want it to be, at the very time when we have more time to enjoy it, the last thing we want to do is sell it for someone else to enjoy. Carol and Bill are no exception, Bill told me he would be prepared to sell the house, but Carol’s reaction confirmed that this would only happen over her dead body! As divorce is probably the more expensive and least harmonious option, I think we can assume the house will stay firmly with them (the alternatives will be covered in future articles!). When we’ve worked out what level of income, and indeed capital, is likely to be needed, using cash flow tools which take into account their projected pension income, any income spikes (state pension) and larger items of expenditure (Sara’s wedding which by Carol’s own admission she’s been mentally planning since the christening) I can calculate what level of pot they should aspire to. For Carol and Bill, making the next 10 years count were absolutely crucial, I know it’s very likely that she will reduce her working hours when Bill retires two years before her, so this had to be factored in too. For me, I was thrilled when I was able to put together a financial plan which made Carol and Bills retirement wishes an achievable reality. They have a target to work to which is considerably better than burying their heads in the sand and just hoping things will come together, and they are delighted they picked up the phone when they did, and not simply assign my articles to the recycling bin.

Going for gold During June, Year 12 students successfully completed their Gold Duke of Edinburgh’s Award practice expedition in the beautiful setting of the Elan Valley in Mid Wales. For once the weather was kind and students set about improving their orienteering skills and overcoming the individual challenges that are explicit in an expedition such as this. During the four day trek, students encountered steep hill climbs and long days; walking for a minimum of 8 hours per day while carrying all their own equipment. As expected, the team performed admirably and completed the expedition exhausted yet proud of their achievements. Their experiences will ensure they have the expertise and know-how to help them through the rigours of the five day assessed expedition, which will take place in September.

Housing proposals turned down PLANS for 28 homes in Tattenhall have been thrown out by councillors. The agricultural land is off Smithfields, next to the settlement boundary of Tattenhall. Part of the field already has outline planning permission, granted to the Bolesworth Estate, for a further 28 homes. The scheme had been recommended for approval by officers and had been called in by local Councillor Mike Jones due, he said, to the amount of public concern. Cllr Jones said: “Allowing this site will create a total development with the Redrow site and with the previous Smithfields application agreed, will create a development of 120 houses. This is massive urbanisation of the village of Tattenhall.”

However Matthew Morris, estate manager for Bolesworth who were the applicants, said they were simply responding to housing demands. He said: “We are aware of the depth of anti developer sentiment in Tattenhall, after all we live and work there. “As an estate we are seeking to enable this land for development so we can continue to invest not only in the estate but in the wider community and the facilities we provide. This is an application for 28 houses and must be judged on its own merit. “We are not land banking, Bolesworth has no intention of sitting on this permission. We want to deliver quality housing as rapidly as possible.”

Relief in Tattenhall as local plan is set in stone Five thousand hours of hard ‘work, dedication and commitment’ finally came to fruition last month when Cheshire West and Chester Council gave its approval to the Tattenhall Neighbourhood Plan. Members gave unanimous backing to the widely-acclaimed vision for a ‘sustainable and successful’ future for the West Cheshire Domesday Book village declaring the plan - “formally made”. The first in West Cheshire, it would have been the fifth in England but was delayed when two national housebuilding companies sought a Judicial Review claiming the plan was technically flawed and questioning the impartiality of its Independent Examiner. But to the delight of the villagers the High Court dismissed all claims against the document after finding that none of the grounds for challenge to CWAC’s Executive to approve the draft plan should succeed. Parish Councillor Carol Weaver, chairman

of the Steering Group that produced the plan told members that every step had been dogged with controversy as developers had challenged its findings. “We fought every step of the way; sought advice from our officers and mentors. We wrote letters to Government and objected to planning applications we felt were inappropriate.” she said “The belief and conviction that the Tattenhall Parish Council had in neighbourhood planning was born out when Mr Justice Supperstone issued his judgement.” And she added: “We have had our victories and defeats- we have had good days and bad. We have laughed and cried together – we spent over 5,000 hours developing this plan but we got there in the end.” The Tattenhall Village Plan, which took over two years to prepare, will now stand alongside the Local Plan to guide future developments in the area.

Rhodri races to Welsh ski squad Continued success in ski racing has secured Tarporley High School student Rhodri Gale a place in the Wales national ski race squad. As one of the highperformance squad athletes, Rhodri will benefit from Snowsport Wales support in his racing development, taking part in a full training and race programme, including a forthcoming training camp at the world’s largest indoor ski resort in Landgraaf, Holland. The 15-year-old regularly trains at his

home slope Chill Factore, as a member of Manchester Ski Racing club. Thanks to continued sponsorship from Chill Factore, Rhodri is able to develop his all round snow skills, by utilising the skiing, moguls, skier cross and snowboarding offered at the indoor facility. His summer race season got off to a great start with an U16 podium place in the GBR Indoor Race Series. Over the next few months he will be competing in races around the UK, including the English Ski and Boarder Cross Championships to be held at Chill Factore.

Lifesaving defibrillators in Tattenhall The Tattenhall Community First Responders have recently installed their fourth defibrillator in Tattenhall at The Studio in Worley Court where they have been running British Heart Foundation Heartstart training since September 2012. During this time they have trained 181 people and raised over ÂŁ1200. The money is then reinvested in the community with the purchase of the defibrillators which have been installed at Budgens, The Pheasant, Tattenhall Recreation Club at The Flacca, The Studio, Worley Court, with a fifth one due to go into The Barbour Institute. Tarvin Youth Club shuts down Tarvin Youth Club has had a challenging year running with an average of six dedicated parent volunteers and a youth leader (three adults are needed per session) which has become unsustainable. At the committee meeting in May, after the failure of any new volunteer committee

members to come forward, we had to make the difficult decision to close the Youth Club after this year’s final session on Tuesday 8th July. The committee wishes to thank everybody who has been involved with the Youth Club over the last nine years for their time and commitment.

Karting team shine in the sun The latest National Schools Karting event took place at the Fulbeck Race Circuit in Lincolnshire in May, and as usual the Tarporley Karting Team (TKT) fielded a strong team. With a number of racers absent due to the event falling in the middle of the school exam season the grids were smaller than usual, but TKT still managed to pick up a decent amount of silverware. TKT had entries in five of the seven different race classes for children aged 10 to 17 years old. In Class 7 TKM, where competitors compete in Karts with 100cc engines, TKT drivers fared well. From a field of 14 Lee Whittingham finished 3rd, followed by David Haynes 4th, Amy Duke 7th, David Thorne 8th, Reece Griffiths 9th, Henry Kirby 10th and Dan Malyon 12th. It was a busy day in the Kirby household as Henry also competed in Class 8 (Modified TKM) where he finished 2nd, so well done to him and his race mechanic otherwise known as Dad!

Charlie Whittingham, younger brother of Lee, fared well in Class 11, which are lower powered Honda engines, finishing a creditable 5th from a field of 15. As usual, TKT enjoyed more success in Class 14, which is for 85cc two stroke Raket engines. From a field of 6 drivers Kurt Roberts once again triumphed with Theo Hesketh very close behind in 3rd, Robbie White in 5th and Tristan Bird in 6th. Class 15 is where competitors use the high powered Rotax engines, TKT fielded 3 drivers in a field of 12, well done to Fraser Sime who finished 6th, Tommy Taylor who was 9th and to Dan Mills who was 12th.
