HOLDING BACK THE YEARS

This month I want to be more positive about getting older. You may have seen the recent documentary headed by Bill Turnbull, who used to present BBC Breakfast. Along with comedian Maureen Lipman, broadcaster Angela Rippon, choreographer Arlene Philips and chef Ainsley Harriet, they have produced this extraordinary programme in four sections about how some of our older generation are keeping physically and mentally active, staying healthy and managing on a basic pension, so they enjoy life even into their ‘90s.

DERBY AND JOAN CLUBS!

Maureen Lipman visited one of these clubs based in her home town of Hull. It is run by volunteers, many of whom are older than the people who visit for the day. The lady in charge is 81 and has been helping out for the past 37 years. ‘I get a lot of pleasure seeing everybody….it’s the highlight of my week and it gives me a purpose’. Dorothy, who is over 90, has been there for over 40 years. As she washes up after lunch, she says ‘coming here is a panacea. You realise that you may have problems, but they are not as bad as a lot of other people’s, very therapeutic.’ At 92 Joyce sits at the dinner table looking as if she should be having her dinner brought to her, but actually she still has her apron on. She is in the middle of cooking lunch for everyone else!

SO KEEP BUSY AND SOCIAL!

This group is run by Royal Voluntary Service which has been going for decades. The three ladies featured are just the tip of the iceberg. There are over 35,000 volunteers who are senior citizens and are determined to remain independent whilst staying social. Whether it’s visiting patients in hospital, going to the shops or just calling for a cup of tea, they make an astounding 90,000 journeys every year helping others.

AND GUESS WHAT……?

According to the head of the RVS, there is definite evidence that volunteering is good for one’s health. Whilst younger helpers are always appreciated, being a volunteer in your ‘70s, ‘80s and ‘90s can help you live longer, make you physically stronger and mentally more alert because you keep active and engage socially with others. Everyone wins it would seem.

TARPORLEY PARISH COUNCIL Newsletter Time Limited Parking on the High Street Cheshire West and Chester Council (CWAC) will be formally consulting the local community shortly on plans to introduce time limited parking (of two hours with no return in 2 hours) along parts of the High Street. The draft plans have been discussed at the Parish Council meeting and although approved by Tarporley Parish Council, they must go through the legal process of consultation by CWAC. It is possible that the marking of the High Street with the required lines will take place before the winter and we know that it will mean that the High Street will be closed to 2 way traffic while this work is undertaken. Overgrown Hedges A number of hedges have been cut back in the village by Cheshire West and Chester Council and local residents. If your hedge overhangs the pavement and causes pedestrians to walk into the road, please can you cut it back. It is you as the property owner who is responsible for keeping your hedge in check. It is very dangerous, and especially for people with pushchairs and young children as well as older people on mopeds or wheelchairs, to have to walk on the road. An audit of the hedges in the village has taken place and the clerk will be writing to all homeowners who have a hedge that is causing an obstruction. Litter on Community Centre field The issue of litter on the community centre field, close to the new picnic benches has been raised by a number of residents to the Council. Both Abbie and Delia (Parish Clerks) have met with Cheshire West and Chester Street Scene Team to discuss additional bins in the area, litter picking and removal of weeds around the play area. A designated street scene officer will empty the bins every day (except Sunday) and a new bin or additional wheelie bins are under consideration. Smyle App Cheshire West and Chester Council have created a new app to use with smartphones for people to report environmental issues in their local area. Litter, graffiti and broken street lights can all be reported using this app, also with the function of uploading a photograph and this will be sent directly to the Street Scene hub to be logged and assigned to a Street Scene officer to deal with. Chestnut Tree A number of residents have contacted the Parish Council with concerns regarding the Chestnut Tree opposite the Co-Op due to a number of the leaves turning brown and showing signs of disease. The Parish Council would like to reassure the community that the Chestnut Tree is being closely monitored by an Arboriculturist and a full inspection report was send to the Council in July. Parish Council Meetings Second Monday of each month (except August) in the Craven Room (the downstairs room accessed from the rear car park) of the Community Centre. Each meeting starts at 7pm with an Open Forum, during which members of the public can address the whole Council on matters of concern to them. At 6.30pm, prior to this meeting, the Parish Council holds a surgery where members of the public can talk one to one with individual councillors on an informal basis.

Film Night The Rotary Club’s Film night season starts again on Friday 15th September at 7.30 pm at the Community Centre, and continues throughout the year on the second Friday of each month. All are welcome and the money raised goes to charity.

Tarporley woman ran unlicensed ‘dog hotel’ A Tarporley woman who ran an unlicensed dog hotel business from her home has been ordered to pay fines and costs of hundreds of pounds. Gillian Dennett, 57, of Eaton Lane, Tarporley pleaded guilty to two offences in West Cheshire Magistrates’ Court. In promotional material for the ‘Happy Dog Hotel’ she stated that she was both licensed and insured, which was untrue, creating an offence under consumer protection legislation. Also, under the Animal Boarding

Establishments Act 1963, a licence from the council is needed to operate a home boarding business or a day care facility for dogs. Traders must apply for and be granted a licence before they can begin operating and the premises of all applicants are rigorously inspected by the Council before a licence is issued. Dennett was fined £838, ordered to pay investigation costs of £522, legal costs of £85 and a victim surcharge of £83 - a total of £1,528. Despite initially contacting the council in 2015 regarding a licence for her business, she continued to run her business without one. In court Mrs Dennett explained that she mistakenly believed that her registration on the ‘Dog Buddy’ and ‘Tailster’ websites covered her licence and insurance obligations. Cheshire West and Chester Council’s Cabinet Member for Environment, Cllr Karen Shore said: “This case sends out a clear message that the authority will not tolerate unlicensed businesses that potentially put animal welfare at risk. We had no option other than to instigate prosecution proceedings. “Licences are needed and conditions are attached to licences to ensure that animals are kept in safe and appropriate conditions; safe from the risk of infection or other harm. “Registering a home dog boarding business with one of the many websites available does not provide the necessary licence or insurance needed.” There are currently 68 licensed home boarding businesses in Cheshire West and Chester – this does not include the many kennels and catteries not within a residential setting.

Attempted burglary in Peckforton POLICE are appealing for witnesses following an attempted burglary in Peckforton. At 12.30am on Tuesday 8th August an attempt was made to gain entry to an address in the village. The suspects didn’t manage to gain entry but caused damage to the door. They then left empty handed. PC Nick Jackson said: “Prior to this, on 3rd August a man was seen knocking at the door of the property. While at the door he stood whistling. When it wasn’t answered he walked off. The man seemed out of place in the village. I would appeal to anyone who saw anyone acting suspiciously in the area over the past week or so to contact police.” The man seen knocking at the door is described as white, 35 to 45 years-old, about 5ft 5ins tall and of slim build. He had very close cut shaven hair which was mousey colour and was wearing dark coloured clothing. He was carrying a large black holdall slung over his shoulder.

Village speeders caught out POLICE carried out speed checks in Oscroft, near Tarvin, following complaints from villagers. Officers brought out the Tru-Cam speed camera on Willington Lane, which has a speed limit of 30mph. Nine vehicles were recorded travelling at speeds between 36 and 45mph.

Sixth form students unwind in style The sixth form leavers’ prom at Peckforton Castle was an outstanding success. At the end of a very busy exam season, the hard working students were finally able to relax and let off some steam; following a meal and a presentation of awards, they danced into the night.

Maisey’s a spectacular Spanish speller Tarporley High School’s Maisey Brown did brilliantly to reach the national finals of a Spanish language competition. Maisey progressed from the school Spelling Bee to the regional finals in Manchester and then onto the nationals in Cambridge. The format involved learning as many Spanish words as possible and then spelling as many out as possible in one minute. In the end, Maisey came 7th, which is pretty magnificent given that 62,000 people entered in the first place! She said: “I had a great time doing the spelling bee and I really enjoyed it!”

I've just read that HMRC collected record inheritance tax payments of £4.9bn in the 12 months to April 2017 which was a 4% increase on the previous year. That's an awful lot of money which for the most part has already been taxed along the way (possibly several times) as its been accumulated, either as income tax when it was earned in the first place, more income tax if it's been saved, capital gains tax if the asset realised a profit and finally, inheritance tax at 40% when the owner leaves this mortal coil!

I've not written about this subject for a long time, mainly because until this year, there have been no changes to the inheritance tax nil rate band for some years, and to be fair, the fact that the nil rate band is now transferable between spouses, means that the old adage of "use it or lose it" is no longer a worry. Reading these figures though reminded me of how I felt when I had to write out a cheque to the Inland Revenue many years ago on the death of my mother. My father had predeceased her by some 16 years, she sadly passed away before the rule change allowing the transfer of a deceased spouses unused nil rate band, result, a hefty IHT bill on an estate which today wouldn't even raise a glimmer of hope in the Revenue's eye's. It's clear though, from the figures announced by HMRC that many people are still falling foul of this most unpalatable of taxes, and it's equally clear to me that with some sensible planning and discussion, those of you who may inadvertently be making HMRC one of your main beneficiaries, may be able to remove them, or at the very least considerably reduce their "inheritance" from you. Of course, some of you reading this may not mind in the slightest if more of your estate passes to the revenue than your children, or grandchildren, and that is of course your choice. If that's not your eventual aim though, there are

some very simple things you can do to ensure your wealth passes to the people who matter the most to you. For example, I write a lot about retirement planning, and keeping as much of your capital as you can, for as long as you can in a pension "wrapper" is incredibly tax efficient, so often when I undertake cash flow modelling, I'll suggest drawing on other capital before pension capital. Many people don't realise that gifts from surplus income don't eat into the nil rate band, so if your income is building up, diverting this to a savings or investment product for a child, can help reduce the final inheritance tax bill on your estate, whilst building up capital to enable a child to perhaps put down a deposit on a property or pay off a student loan in years to come. It's fair to say that one size definitely does not fit all, and advice, in what can be a complex area is to my mind essential. Tarporley dance group are the reel deal!

The Tarporley-based Cheshire Branch of the Royal Scottish Country Dance Society attended the White Rose Festival near Leeds. This festival is a prestigious Scottish Dance Festival in its 63rd year and comprises a rigorous programme of Country and Highland dancing. There are massed dances for both adults and children and four ‘demonstration’ dances which are particularly complex. The team from Tarporley had been practicing for two and half hours each week for the five weeks preceding the festival under the keen eye of our Teachers Paula Wright and David Horsman. Appeal for Marie Curie volunteers in Tarporley The Marie Curie charity is appealing for people in the local community to volunteer within the new Tarporley Fundraising Group. Kaylie Chapman, Marie Curie’s community fundraiser for West Cheshire and Wirral said: ‘We are looking for individuals who are organised with great communication skills to join our fantastic Fundraising Group covering the Tarporley area. Endurance king Alex hits new heights KELSALL’S man of steel Alex Staniforth has completed his Climb the UK challenge. Alex had to scale the highest point of all 100 counties in the UK without any help. This involved climbing a total of 380,000ft, equivalent to 13 Mount Everests! The 22-year-old has managed to raise a staggering £20,000 to support young people with mental illness Alex said: “This journey tested my mental and physical limits to a whole new level. I never imagined what the British weather could throw at me. I found myself battling 18

hour days, 118 mile cycles, sleep deprivation, muscle injuries, chest infections, hypothermia, exhaustion, heatstroke, kayaking to the Isle of Wight, sharing my journey with hundreds of kids in schools, and being so isolated that I was talking to sheep... “The highs and lows have taken me from the remote mountains of Scotland to the highest point of Kent on a ladies’ back garden lawn... best of all it highlighted the amazing landscapes and generosity of the people on my home soil. Hundreds of people joined, walked and cycled with me in their counties - achieving and challenging themselves in the process. “In every corner of the UK I wanted to spread the message that mental illness is not a sign of weakness; that talking about it is a sign of strength. This reason kept my legs spinning. I discovered that mental illness affects so many people everywhere - and that more help needs to be available. Young Minds are the leading charity for mental health in young people and are working to fill this huge gap.” The money raised will go to the charity Young Minds UK. Duo jailed after violent Tarvin farmhouse robbery Two men have been jailed for 18 years for their role in an armed masked robbery in Tarvin. Michael Allen, 53, of Windle Street, St Helens, and Mark Bennett, 46, Rodney Street, St Helens, appeared at Chester Crown Court where they pleaded guilty to robbery. They were both sentenced to nine years behind bars. The incident took place on the evening of Saturday 11 February when Allen and Bennett, along with an unknown third accomplice, forced entry into a large detached farmhouse on the outskirts of Tarvin. Once inside the address the men, who were all disguised in balaclavas, threatened the occupants with weapons, causing serious injuries to one of the victims; they then when on to ransack the property, stealing a number of items, before fleeing the scene. Following an extensive investigation by the team at Chester CID, both Allen and Bennett were identified as suspects and subsequently arrested. Detective Constable Stephen Owens from Cheshire

Constabulary said: “To be the victim of any violence is distressing enough, but to be the victim of masked

armed assailants in your own home is even more traumatic. “These men left their victims distraught and violated. Robbery has an immense effect on people with offenders targeting people in their own homes, a place where people should be able to feel safe and secure. “While the victim has now recovered from the injuries that they sustained on that day, the mental trauma will not simply disappear; although I do hope the sentences handed to Allen and Bennett will help them move on with their lives.” Detective Inspector Karen Jaundrill added: “This successful operation is a testament to the dedicated team of detectives and forensic staff working together to make sure those responsible were stopped in their tracks and put before the courts. “As a result of the overwhelming evidence gathered by the team both Allen and Bennett were left with no option but to plead guilty to the crime, and now they will both face the consequences of their actions.”

Abbey Gate College celebrates 40 Years with special gala concert In July, Chester based independent school Abbey Gate College hosted a special Gala Concert as it marked its 40 years anniversary. As part of the concert, 75 past choir members joined the current choir producing a spectacular sound of 140 voices. The concert was directed by Mr Stewart Smith (right, above) who is retiring after 39 and a half years as Director of Music. During this time, he has led a thriving music department with many of his former pupils progressing to careers in opera, music production and cathedral music. At the concert, the audience also enjoyed performances from the Infant and Junior School choir, instrumentalists, and vocalists. The choir has sung in most English cathedrals including London’s St Paul’s Cathedral, where they will return to in April 2018. The choir has also toured to various locations including France, Belgium (Menin Gate), St Mark’s Venice, Germany, Italy, Holland, Denmark and the west and east coast of the USA on two occasions. The concert also welcomed the new Head of Music, James Andrews (right, below) who, as well as being a former pupil of the College, is an ex-Head Chorister of Chester Cathedral and a graduate of the Birmingham Conservatoire. Duddon St. Peter’s waved a fond farewell to Year 6 and Treetops held a graduation service at St.Peter’s Church for the Reception Class. The children all looked the part in their graduation attire. The class performed a wonderful song and went on to proudly recite a charming poem about becoming a Year One pupil before each being presented with a graduation certiÞcate by their teachers who were also dressed for the ceremony. “It’s important to mark this very special occasion for the children at Treetops their big transition is from reception to Year One. The children have been so excited about the ceremony, they have been rehearsing for a couple of weeks and did themselves and all of us proud.” .” said Claire Knight, Treetops Leader. Headteacher, Paul Hudson closed the ceremony with some heartfelt words for the children and the families. “It’s wonderful to see how the children have grown during their time with us. It’s an honour to be part of their educational journey and I'm looking forward to welcoming our new starters in September”.

New headmistress appointed to the Queen’s School The Governors of The Queen’s School are delighted to announce the appointment of a new Headmistress from January 2018. Following a rigorous recruitment process, Miss Lyndsay Hilton has now been appointed to the role. Miss Hilton joins Queen’s from Exeter School in Devon, which was recently rated Excellent in every category by ISI inspectors and where she currently oversees the highly successful academic and co-curricular programmes as Assistant Head. After a successful career in the chemical industry, Lyndsay moved into teaching in 2004 and has worked previously in leadership roles within the state and independent sectors. Her appointment follows the announcement that current Headmistress Sarah Clark will move to take up the role of Headmistress of the North London Collegiate School in January 2018. Miss Hilton said: “As someone who has always been passionate about the education of girls, I am delighted and honoured to be named as the new Headmistress of this outstanding school. “I believe that girls should always aim high; they should be inspired, supported and challenged to think and work independently so that they may take their life in whichever direction they choose. “I know that these are also the values of The Queen’s School and I am excited to be leading the school’s future, working closely with staff, pupils and parents to build on its current success.” As well as being a regular open water swimmer and climber, Lyndsay is also a keen adventurer and has previously been selected to take part in a scientific research expedition to Antarctica with the Fuchs Foundation. She will join the school as Mrs Hilton-Lang following her wedding in the summer. GRANGE STUDENTS GET THE GRADES THEY WANTED UPPER Sixth pupils at The Grange School in Hartford were celebrating yet another terrific performance at A-level, maintaining its position as a high achieving school. An impressive 100% pass rate was achieved from this year’s cohort, with 81% gaining a grade B or above and over half (55%) achieving nothing lower than an A grade in all of their subjects. Students have been successful in gaining places on a diverse range of courses including Medicine, Textile Design and Engineering in many of the top universities across the UK, along with all applicants to Oxbridge admirably securing their place. EARLY AUTUMN 2017 has been an odd year. We had a mild dryish winter, not much spring rain and up to mid July, a dry summer. As a result, many of the later flowering plants have started flowering much earlier. However, there are some plants that will give autumn colour, so here are some recommendations. The dark purple foliage and red flowers of Dahlia, Bishop of Landaff would contrast with the bright yellow flowers of Rudbekia fulgida Goldsturm growing to about 75cms. It is one of my favourite plants because the flowers go on for weeks, in some seasons well into October. Both like a moisture retentive but well drained soil. Another long flowering plant are Asters, which can be tall, about 1m or short to 30cms.

They have recently been renamed as Symphyiocrichum but I can’t see gardeners remembering the name! Aster novae belgii Little Pink Beauty grows to about 30cms and has many pink daisy like flowers for weeks. Try Aster frikatii Monch which has lavender pale blue flowers and grows to 1m. Both would look good with the yellow Rudbekia. Sedum spectabile Autumn Joy is a reliable autumn flowering perennial with succulent foliage and flat haeds of dark red flowers loved by bees in autumn. Some perennials will flower again in autumn so maybe your Delphiniums, Roses, some perennial Geraniums and Astrantias will give a second showing provided they have had to first flush of flowers cut off in summer. For pretty flowers under the shade of trees or in other dry

shady spots, try Cyclamen hederifolium. They flower in autumn with the flowers popping up before the leaves as you can see from the photo.. Colour is white and all shades of pink. They grow from corms which start small and over time, will get to saucer size. September and October is a good time to dig up, split and move perennials whilst the soil is damp and plants have time to settle before winter. Also a good time to plant and move evergreen shrubs for the same reason. Plant out runners of strawberry plants or buy new plants. Strawberries start to reduce production after a few years and need replacing for maximum fruit production. If apples are ripe they should come away in the hand if lifted gently. Do not try to pull them off the trees, as that is a sign they are not ripe.

What’s on in your village SEPTEMBER Saturday 2nd September The International Committee of the Rotary Club of Tarporley is collecting bras and new pants to be sent to Smalls for All, a Scottish Charity collecting and distributing underwear to help women and children in orphanages, slums, camps and schools, as well as hospitals in Africa. Women owning underwear are considered wealthier and likely to be ‘cared for’ i.e. a male in their life. Seen as ‘not alone’ they are less likely to be raped. At the Rotary Country Market to be held at the Tarporley Community Centre on 2nd September, there will be a collection point for bras and new pants. Ladies, please rummage through your undies drawer and if you don’t need it, or them, give it or them to the Rotary Club! The club has a ladies team playing in both winter and summer leagues, a men’s team playing in a winter league and a mixed team playing during the summer. We welcome visitors and new members of all standards and offer a range of club activities. We cater for all abilities and families are particularly welcome. Most significantly, through our club coach we are expanding our junior coaching programme and hold an annual Junior Tournament. For senior players there are regular club sessions and tournaments in addition to the five teams we field in both winter and summer area leagues. For the less competitive there are various groups which play during the week throughout the year, enjoying our four artificial grass courts which are regarded as some of the best playing facilities in the area.
