Greetings and I hope everyone had a great holiday season!

Well, another year is behind us. Up by my hometown of Superior, we sure have seen our fair share of snow, but the unseasonably warm weather and heavy, wet snow have scattered tree and branch debris on many trails. I know many of you are not only members of our association, but also belong to local snowmobile clubs and have been working extra hard this winter.

Unfortunately, our Packers fell short for us this year, keeping the playoff business out of our establishments. With that, we know we will likely have to endure another off-season, free-agency saga that will keep us all on edge about the future of our beloved team. I have always been a fan of the green and gold, and will continue to cheer them on every year, no matter their record. I guess there may be a bit of a silver lining next year; not only will we be able to draft higher, but hopefully we will get away from the late prime-time games that typically don’t help business.

As most of you heard, the Board has made the decision to change management companies shortly after the new year. Many hours of planning and execution were put into this change, and I’m happy to report the transition to Wisconsin Association Management (WAM) is complete and they will be handling our day-to-day operations moving forward. You may have already seen some of the changes, like a new and improved newsletter, and an increased presence on social media, along with the most important aspect communicated to WAM, a new and improved member experience.

Change is never easy, and we will surely encounter a few speed bumps here and there over the next couple of months, but things are very different this time.

Our Board has also decided to put TLW lobbyist Scott Stenger and TLW outreach director Pete Madland into executive roles for this transition, while they jointly maintain the Executive Director role until a full replacement is implemented. These gentlemen have willingly stepped up, bringing their decades of experience to work with WAM and the Board. I’m very optimistic and believe we have all the right pieces in place to continue to grow the TLW, ensuring success not only in the short term, but also for many years to come!

Looking into the new year, our TLW calendar is beginning to shape up. A very important date to make sure you consider is February 28 for our annual Legislative Day in Madison. The session is in full swing and we continue to

keep an eye on several issues while working on our own. The elections this year have welcomed the second largest assembly turnover in our state’s history, so we have plenty of work to do and need everyone’s help at the Capitol.

Next, we will be heading to Stevens Point for our Spring Convention & Trade Show, April 3-6. The fine folks in Portage County are in full planning mode, welcoming us back after we had to pull back the reins a couple years ago due to the pandemic. We are continuing to secure more lodging options and figure out logistics, but make sure you watch for further updates on the website and get yourself registered. I’m really looking forward to seeing everyone again as we ROCK THE POINT!

Other future dates as we look into the long-term is our League Leaders Day on August 28. We will once again convene in Oshkosh for a day filled with many different industry topics. Lastly, we will be on our way to Fond du Lac for our annual state TLW Foundation Golf Outing on September 11 at Rolling Meadows Golf Course. Make sure you sign up early, as the local league has a strong presence and expects this year’s event to fill fast. We will be sure to update you more as we continue to plan for 2023.

Again, I would like to thank each and every one of you for your trust and support. The TLW is moving forward as we continue to listen and make the changes that you, the members, request. My aim as your president is to navigate these changes and update you as frequently as possible, while I continue moving our association forward.

TLW Mission Statement

The TLW is a 5,000-member, nonprofit trade association dedicated to serving the needs of the retail beverage alcohol segment of the hospitality industry in Wisconsin. WHERE YOUR DUES GO

The TLW receives $125 of your annual dues; the remainder stays with your local league. The amount of dues that local leagues charge varies from $0 to $50 annually. The breakdown of the $125 that goes to the TLW is as follows:

$67.50 stays with the TLW to pay for:

• A headquarters office building.

• A monthly TLW newsletter to keep you abreast of legislative issues facing our industry, details of events and activities going on within the organization, as well as a calendar of events.

• On Premise magazine, which is published six times a year, the official publication of the TLW that keeps you up to date on the latest happenings in your association and your industry.

The remainder of your annual dues amount to:

• $27.50 to employ a full-time government affairs director (or lobbyist) to stay on top of legislative issues facing us in the state Capitol. (It is nondeductible as a business expense.)

Online TIPS Bartender Training Course

The eTIPS on-premise training course is an online program designed to teach those who sell and serve alcohol ways to prevent intoxication, drunk driving and underage drinking. This two- to three-hour online course addresses concerns specific to restaurants, hotels, bars, nightclubs, banquets, private parties and other onpremise liquor license holders that serve alcohol by the drink. eTIPS certification is valid for three years.

Online Bartender Course from 360Training

The Wisconsin Department of Health mandates that at least one person in each establishment must be certified by the state as a food manager within 90 days of opening a new or existing restaurant. The only exceptions are Portage and Kenosha counties, where certification must occur before opening for business. Certification is accomplished by passing an exam on safe food-handling practices.

The TLW is one of a few groups to offer instructional classes. Our experienced instructors have taught over 37,000 hospitality employees over the last 27 years. They are people from the industry who know what to teach and how to teach it. The information covered allows participants to learn the proper techniques for handling food in a safe and convenient manner. With constant flux in the food industry, our instructors also review all changes to the Food Code to keep food-handlers up to date.

Certified food managers must take the written exam every five years after initial completion of the program. When the certified person is not on premise, the person in charge must demonstrate the same knowledge. Establishments that have five or fewer cooks or food-handlers across the entire staff may qualify for the small operator’s permit under Wisconsin licensure of Food Safety Training for Small Operators.

Due to a change in 2019, certified food managers no longer have a 30-day grace period after the expiration of their license or certificate. It is the responsibility of the license holder to get the proper certification in the mandated time.

With 360training.com, you can take your bartending certification training and exam anytime and anywhere you have an internet connection. The Wisconsin Responsible Beverage Server Training is a four-hour, interactive e-learning course that teaches students how to responsibly sell and serve alcoholic beverages in Wisconsin. This certification is good for three years.

Food Manager Certification

The National Registry of Food Safety Professionals, approved by the Department of Health and Family Services, approves the TLW's instructors and provides us with state-approved exams for our classes. We provide certification and educational classes that are available at several locations throughout the state. Our certifications are valid for five years. Below is a glossary of commonly used terms you may see in Tavern League publications or hear at meetings.

ABI – The American Beverage Institute is an association that represents major chains, distilleries, breweries and wineries, and includes the TLW.

ABL – American Beverage Licensees is an association representing on- and off-premise licensees across America.

ABLPAC – This acronym stands for the American Beverage Licensees Political Action Committee.

ASCAP/BMI/SESAC – ASCAP stands for the American Society of Composers, Authors and Publishers; BMI stands for Broadcast Music Inc.; and SESAC stands for the Society of European Stage Authors and Composers. These organizations represent songwriters, composers and publishers worldwide, and collect and distribute public performance royalties.

CORE – This acronym stands for Children of Restaurant Employees, a charity.

Direct Givers Fund – This fund is comprised of voluntary personal contributions to be held in escrow for a later contribution to a candidate’s campaign account with the consent of the donor.

DISCUS – The Distilled Spirits Council of the United States is a national trade association representing producers and marketers of distilled spirits.

DOR – This acronym stands for Department of Revenue. DOT – This acronym stands for Department of Transportation.

NHSTA – This acronym stands for National Highway Safety Transportation Administration.

NRA – This acronym stands for National Restaurant Association.

NTSB – This acronym stands for National Transportation Safety Board.

TIPAC – The Tavern Industry Political Action Committee is a fund that individuals may donate personal, not business, monies to. This money is then contributed on behalf of the Tavern League to candidates supportive of our industry.

TLW Foundation (Wisconsin Tavern League Foundation) – The foundation is the TLW's charity arm.

WAMO – Wisconsin Amusement & Music Operators is a trade association that includes vendors of pool tables, jukeboxes, darts, etc.

WBDA – The Wisconsin Beer Distributors Association consists of most of the beer wholesalers in Wisconsin.

WISTAVPAC – The Wisconsin Tavern Political Action Committee is similar to TIPAC, but monies are used to support candidates on the federal level.

WRA – This acronym stands for Wisconsin Restaurant Association.

WWSI – The Wisconsin Wine & Spirit Institute is an association comprised of several liquor wholesalers in Wisconsin.
