Message from KICOX President On behalf of the Local Organizing Committee, it is a great honor of me to welcome you to Daegu, Republic of Korea for the 18th TCI Global Conference- TCI 2015. For the past 50 years, KICOX has been the backbone of economic development in Korea. We have reinforced the competitiveness of the industrial complex by consistently supporting the tenant companies in advancing their technology, management, and business environment, which has created an innovative industrial complex that is at the forefront of the global and local industrial trend. This has created a mecca for state-of-the-art technology, where people and technology create a synergy that elevates a once simple production business culture to new heights and new possibilities. The venue city Daegu is the heart of industrial development for the region, particularly for electro fusion/convergence, mechatronics, mechanical transport, and is a leader of state-of-the-art industry in Korea. Furthermore, Daegu is also best suited to exhibit the success of the industrial clusters concept, and to exchange information and knowhow with increasing interest in further development of industrial clusters in the neighboring areas such as Gumi, Ulsan, and Changwon. What is TCI Network? TCI Network is the leading global network of main organizations and practitioners with deep expertise in clusters and competitiveness, who collaborate in a unique open, flexible and practical context to advance in the practice of competitiveness, innovation and cluster development. Through its activities, TCI reaches out to 9,000 practitioners from development agencies, government departments, cluster organizations, academic institutions, companies and multilateral organizations in over 110 countries. Founded in 1998, TCI is a nonprofit, non-governmental organization with a global scope, open to members from all continents. Official Website : www.tci-network.org Origin The formal constitution of the TCI Network - then known as The Competitiveness Institute - took place during the Institute's First Annual Conference dedicated to "Nuts and Bolts of Cluster Development", held in Barcelona on 3-5 November 1998. There is a general consensus among cluster practitioners that the best way to promote cluster development is to develop local consulting and facilitating skills: in this sense, the ideal background for cluster enhancement is a combination of economic development, business strategy and organizational change expertise. However, difficulty in finding effective facilitators for cluster development initiatives has been pointed out on numerous occasions, and especially with regard to developing countries. Since there are few if any education or training programs that cover all the relevant disciplines, expertise in cluster development often must be developed through practice, and this creates a distinct need to concentrate local experiences into one center of excellence open to all practitioners. For this reason, a group of professionals and cluster practitioners of diverse backgrounds and nationalities decided to found The Competitiveness Institute, a non-profit, global network of cluster practitioners dedicated to facilitating the spread and success of cluster-based competitiveness initiatives through networking.

Call for Presentations We are organizing the 18th TCI Global Conference on "Clusters in a Creative Economy: New Agendas for Companies and Policy Makers" and are looking for presentations that can integrate the conference theme with one or more of the focus areas outlined below. We invite you to share your best practices, successes, and proven techniques to an audience representing an array of countries, backgrounds, and industries. Main Theme Clusters in a Creative Economy: New Agendas for Companies and Policy Makers The conference will contain a mix of plenary and parallel sessions addressing the following themes/tracks: 1. Creative Economy Models and Clusters in the World Today's economy is fundamentally a creative economy, which has been the new paradigm for economic development and job creation. Building a creative economy will occupy a central role in promoting and promising sustainable growth. Cultural and creative industries form an integral part of the creative economy. They are in a strategic position to promote economic development and job creation in all regions and cities. The cluster concept has had an important influence on thinking and policy towards the creative economy and creative industries. This theme aims at reviewing how creative economy policies and strategies can help in economic growth and job creation, based on their own context. And this track will also cover the role of clusters as the key drivers for a creative economy. The other aim is highlighting the role of the creative industries working with a cluster approach. Therefore this track welcomes presentations on how creative industries contribute to economic transformation. 2. Cluster Policy of the World and Competitiveness Clusters have been recognized as the key factors and effective tools for regional and economic development for a long time and are still perceived as the main factors for the policy makers and planners to consider. Competing in the era of globalization is related to the presence of clusters directly and indirectly. So it is still important to address the role of clusters for strengthening competitiveness. This theme is to review the cluster policies and strategies for strengthening regional and national competitiveness all over the world. This theme also aims to describe the dynamics of clusters as vehicles to bring innovation in traditional sectors and accelerate their transformation towards more added value activities. New trends and emerging issues for improved competitiveness are especially welcome for the presentation. This track aims to describe new ways of designing clusters (in their scope and activities) to better respond to global competitiveness challenges, i.e. crosssectorial clusters, emerging industries. Finally, this track will provide the new direction of cluster policy in the era of globalization. 3. Cluster Models in the Asian Countries Asian countries have played the role of ‘factory of the world’, servicing the manufacturing industry of the developed countries. Over time, Asian countries have promoted and encouraged industrial clusters and innovation capacities. Beyond its own specific objectives, the cluster initiative can help to catalyze a broader transformation of their socio-economic context. First of all, this track will review the cluster initiatives and strategies of the Asian countries. It aims to see how clusters in Asian countries can provide new opportunities and new direction for them to compete with other countries, and to connect and to collaborate with other clusters in the global era. Therefore various emerging issues and challenges for Asian countries regarding their cluster policies like knowledge transfer, institutional innovation, and building innovation capacity will be covered under this theme. 4. Inter-industrial Convergence and Clusters The global industrial environment is changing rapidly, facing convergence era following globalization and informatization. Economic and social agents that are moving toward an eco-friendly society and meeting the needs of the market are promoting the development of new technology, convergence of new technologies, development of hybrid technology and inter-industry convergence. Clusters all over the world are strengthening innovation competence through linkage and convergence of inside and outside resources. Regional universities and research institutes should play an important role in order to strengthen convergence of innovative competence. Active interaction among the stakeholders in clusters will develop many kinds of voluntary communities and also promote inter-industrial convergence. The aim of this track is to redefine the roles of clusters for the industries to promote convergence efficiently. They can support the creation of a new industry through convergence of technologies, products and services. We will also take a look at the roles of regional universities, research institutes and businesses.
5. Innovation, Entrepreneurship and Internationalization Innovation and entrepreneurship are crucial factors in business competitiveness. Innovative leadership has influence on the development of a new business model, activation of spin-off and growth of an individual company, clusters, local & national economy. Cluster organizations can play a vital role for entrepreneurs by providing knowledge-specific guidance and networking cluster actors. The aim of this track is to review the roles of innovation and entrepreneurship in clusters and search global clusters which were able to achieve success because of outstanding entrepreneurship. This track will be relevant for exploring diverse relationships between innovative businesses and clusters. And this theme is directly and indirectly related to internalization. So the links made in Asia and other clusters in the EU, America, etc. will be reviewed through this track. 6. Collaboration and Cluster Management Building innovative clusters requires creating horizontal and open networks and cooperation of many different regional sectors to reinforce innovation capabilities and competitiveness. Transnational cluster collaboration and sectoral partnerships offer great opportunities for the cluster companies as they can promote access to new knowledge, technology and markets. Cluster management can play a crucial role in making successful innovative clusters. The aim of this track is to share ideas on how to enhance various types of collaboration inside and outside clusters (cross borders and cross sectors). We will deal with practical matters such as methods and tools of cluster evaluation, and leadership in cluster management.
