Message from the President I am particularly proud to present you a new version of the TCI Member Directory. This dynamic document presents the core group of members of a wider community of 4,000 cluster practitioners from 111 countries and is designed as a more detailed guide to the people and organizations that make up our membership base and its rich variety of backgrounds, experiences, geography, etc. The directory presents a picture of a network that has evolved since the establishment of TCI in 1998, and has continued to grow with a marked positive tendency towards a consolidation of the number of members, especially in the last years. The increase in the membership base has been particularly significant as it provides sustainability to TCI and enriches the network with experience and knowledge. This directory is therefore a recognition of the core group of members, that make part of the TCI Network and who drive the organization’s activity. We hope you also benefit from the use of the directory as a tool to strengthen linkages among members and to facilitate the exchange of best practices and knowledge on competitiveness and cluster reinforcement initiatives. Being a network open to every practitioner working worldwide in the field, we would be glad if the directory is seen as a stimulus for other organizations to join TCI. 1. Membership report Membership in 2012: Expanding the network and consolidating the capacity Despite the difficult global economic environment and the constraints on budgets, the TCI community has shown a consistent growth over the last 5 years and more than 4,000 competitiveness practitioners, double than in 2008, make up the TCI community today. We attribute this growth to a host of activities that include our consolidated Annual Global Conference (we are holding our 15th Annual Conference in the Basque Country, October 2012), and the addition of increased and diversified conference offerings, including regional and thematic conferences and specific workshops, where practitioners can share and analyse problems with peers and get prepared to tackle new challenges in their daily work. But it is the ongoing increase in organizational membership, where we added on average 10 new supporting organizations in each of the last 5 years, what makes us particularly happy as this bodes well for the long-term health of the organization in terms of financial sustainability, but also with their expertise and advanced capabilities. 62 leading organizations, government departments, development agencies, consultancy firms and academic institutions from Europe, North and Latin America, Asia, Oceania and Africa, have believed in the great potential of the TCI Network to make true progress in the practice of cluster development, regional competitiveness and innovation, and have decided to support TCI as organizational members in 2012. While our core members come from Europe, the increase in members in other geographical areas like Latin America, Africa or Oceania are even stronger and reaffirm the global nature of TCI, one of the most important assets of our organization. Again, we attribute this membership growth to a re-shaped strategic direction, an improved communication with members and a renewed emphasis on a participatory organizational culture, which has always been a characteristic of TCI, but mainly to the fact that members perceive TCI as an active partner from which they can get value for their organizations. It is our explicit aim to seek new ways of involving members in our activities and decision making, and finding ways to collaborate in generating outstanding value for and together with our members. The positive results we are showing today are a reality thanks to many people and their organizations who have believed and continue to support this private non-for-profit organization. Business climate in Egypt is undergoing a remarkable transformation. The EDA-funded Cluster Mapping Project aims to provide policymakers and development practitioners across America with rich data and tools for understanding industry clusters in every region of the country.

A new role of cluster managers is emerging. We have to be human and digital at the same time. It is essential to acquire new skills that enable us to adapt faster to the new challenges we are facing in a global digital world.
“The Good, The Bad & The Ugly” session by Lars Eklund and Ifor Ffowcs-Williams 13th TCI Annual Global Conference 2010, Delhi, India A breakout group of 30 participants met in the conference’s ‘village’, an open air, think-big space under the welcoming shade of a large tree. With the deliberate absence of PowerP oints and set speeches, small teams interacted and identified good practices or bad practices in cluster development. Two thirds of the groups self-elected to focus on bad practices! These deliberations were followed by a plenary discussion, with participants circulating in the open spaces between the flip charts. Voted by participants as the best session in Delhi, facilitators were awarded with free TCI membership for 2011.

3. Perspectives from the TCI Network Regional Initiatives: Linking local practitioners and bringing TCI closer

It aims at linking the community of competitiveness and cluster practitioners in the Caspian region, including Russia, Kazakhstan, Azerbaijan, Iran and Turkmenistan. Raising awareness of the potential of the region for the TCI Network is a second objective. Coordinator Nataliya Korchagina: “There is a great potential for TCI members to come and share the state of art knowledge and skills in promoting the cluster concept, facilitating cluster initiatives and developing unique strategies around competitiveness in the Caspian Region�.
European Chapter of the TCI Network - European Cluster Group (ECG)
The ECG provides a platform for European members who play critical roles in the different cluster-related networks and projects at European level, to collaborate with the objective of supporting the professional development and excellence of cluster management in Europe. TCI Latin American Chapter This regional chapter aims to generate synergies and joint actions among cluster practitioners and organizations in Latin America, as part of the global TCI network. A regional committee leads the main projects defined: professional training, systematization of Latin American cluster experiences, evaluation and monitoring of cluster programs and collaboration with European clusters. The chapter will also support the CLACs – TCI Latin American Cluster Conferences. Coordinator Jaime Echeverri: “Latin America has gained presence in TCI Network (it ranks second in number of members after Europe). This chapter becomes an opportunity to strengthen ties between Latin American practitioners through strategic projects designed to face their challenges as a region”.
PACF - Pan African Competitiveness Forum TCI collaborates with this initiative with similar objectives for Africa as those of TCI globally. The PACF is a continent-wide competence and action centre for innovation and cluster based competitiveness initiatives for national and regional economic development in Africa. National development agencies Colombian Private Council on Competitiveness www.compite.com.co The Colombian Private Council on Competitiveness (CPC) is an independent non-profit organization, financed exclusively through contributions from private firms, and acts as a bridge between the public and private sector in competitiveness-related matters. With the objective of fostering productive transformation in Colombia, the CPC has been promoting the deepening of the country’s vertical agenda, consisting of the implementation of public and private efforts to address distortions and other bottlenecks that might be hindering productivity growth for some sectors and the emergence of new sectors. Confecámaras - Colombian Confederation of Chambers of Commerce www.confecamaras.org.co Confecámaras brings together the 57 Chambers of Commerce that exist in Colombia. This is an institution promoting regional business development and defending free enterprise and private initiative.
