Message from the Minister for Tourism, Major Events, Small Business and The Commonwealth Games, the Honourable Jann Stuckey Welcome to the Toowoomba Carnival of Flowers – another great Southern Queensland Country experience on the state’s dynamic and growing events calendar.
Tourism is one of the largest contributors to the State’s economy ... events in Toowoomba will help us achieve our goal to double annual overnight visitor expenditure to $30 billion by 2020.
The Newman Government is proud to support this event through Tourism and Events Queensland, recognising the importance of events tourism in driving visitation to Queensland’s regional areas. Events like this are not only a great source of community pride, they also bring social and economic benefits to the host community. Tourism is one of the largest contributors to the State’s economy and through a genuine whole-of-government approach, supporting events in Toowoomba will help us achieve our goal to double annual overnight visitor expenditure to $30 billion by 2020.
The Toowoomba Carnival of Flowers is supported through Tourism and Events Queensland’s Regional Development Program, which assists communities throughout the state. To date, this program has invested more than $21 million across 976 events since 2001. I would like to thank the local community, volunteers and event organisers for their terrific efforts in delivering another great event for Queensland and the Southern Queensland Country region.
The Hon. Jann Stuckey, Queensland Minister for Tourism, Major Events, Small Business and the Commonwealth Games
Mayor’s Welcome
Toowoomba Regional Council invites all residents and visitors to join festivities for the region’s premier tourist attraction, the 64th Toowoomba Carnival of Flowers. Join activities across the city in our magnificent civic parks, private gardens and scores of other venues from Friday, September 20 to Sunday, September 29. Carnival’s reputation is founded on a proud history of celebrating spring renewal in our city and region. It is a wonderful time of year to see the world-famous civic and residential gardens blooming in a riot of colour. This natural spectacle is a labour of love for devoted home and exhibition gardeners and Council’s gardeners who showcase an amazing array of blooms, shrubs and trees. These magnificent displays are the centrepiece of one of Australia’s best and longest running horticultural events. Fantastic floral displays feature at every turn and are a treat for all the senses. Similarly, Carnival crowds can enjoy the rich spring bounty from a diverse range of the region’s food and wine producers. Enticing treats feature at many events and allow primary producers to display their renowned talents. Original artworks and musical performances also highlight the area’s rich cultural talent.
Good gardeners know the value of prudent trimming and pruning for revitalising annual displays. Like a prize garden, Carnival has tweaked its program with the Grand Central Floral Parade now starting at 3:00pm. The established city route leads to events in Queens Park where patrons can enjoy the Ergon Energy Flower Food and Wine Festival (featuring the Heritage Bank Live Concert Series) or the thrill of the fair at Sideshow Alley around Frog’s Hollow. Both events run from September 20 - 22. Attractions and displays cater for all ages and tastes. This year’s theme, Exhilarating Stories, encourages all visitors to ‘write’ their own adventure and delve into Carnival’s varied delights. Council acknowledges all volunteers who contribute to the event’s success and thanks all sponsors and foundation partners for their valuable ongoing support.
Carnival crowds can enjoy the rich spring bounty from a diverse range of the region’s food and wine producers.
No party is complete without an enthusiastic crowd, so please, feel the vibe and get in the mood to celebrate the 2013 Toowoomba Carnival of Flowers. It’s your story. Cr Paul Antonio, Mayor, Toowoomba Regional Council
Carnival puts the hip in hip-pocket with many free community events along with a wide range of musical entertainment in city parks.

Floral Design competition The Gallery Space is also home to the Floral Design Competition. Now in its 9th year, the Floral Design Competition has established a firm reputation as one of Australia’s premier annual floral design events, increasingly attracting loyal and high calibre participants as well as emerging talent. One thing you can be certain of, competition will be fierce as flower lovers from all over Australia converge on Toowoomba with the goal of taking out the top award.
Ready, Steady, Snip! It’s designer against the clock in this fun, round robin, floral design competition. Each designer needs to craft a unique floral masterpiece, using only the
limited selection of resources provided, all within a time limit. The showdown finale will see two floral designers go head to head to each create an amazing table setting for 4 guests. Meanwhile, guest Celebrity Chef, Miguel Maestre, also working against the clock, has to prepare, cook and present one course for each table. Watch out for flying flowers and foliage! Who will get your vote? The floral design spectacular continues with Changing Blooms, where floral designers create a series of floral scenes that intertwine and unfold progressively during each day of the festival. Each designer is given identical materials to work with and their only limit is their imagination.

“Our displays are spectacular and we aim to showcase flowers and plants that grow well together to inspire people to push the boundaries in their own home gardens”. Gary Arnold, Coordinator Public Gardens North

picnic point Located on the escarpment of the Great Dividing Range, Picnic Point has panoramic views to the horizon. One of Queensland’s earliest tourist attractions, visitors of the early 1900’s travelled to Picnic Point for the fresh mountain air. This is the place to see the sunrise. A variety of artists will perform each day over Carnival. There will be something for everyone from rock and roll to country, jazz, blues, folk, funk, soul and big brass sounds.
“Our signature parks have much to offer, open space, colour, trees, clean air and a touch of splendour.” Simon Underwood, Coordinator Parklands Entertainment Program

“It is amazing to see artists working live in their pop-up studios in the shopfronts - onlookers will be amazed and inspired at the collective talent on display...it’s not to be missed!” Alex Stalling
Toowoomba’s streets come alive during Carnival, with artist’s telling their story of creativity by setting up pop-up studios in business windows throughout the CBD. Called Creative Tanks, this creative story brings together some of the region’s most accomplished artisans in an exposé of their unique, fabulous and at times, flamboyant skills and talents. During each Saturday of Carnival, 10:00am – 2:00pm, wander the CBD and witness the creative process in action. Arrows guide the way, from one shop to the next, with each window revealing a fresh and vibrant expression of the local arts scene. During the week you can see a display of the artists’ work in progress in the window. There’s an eclectic mix of stories, including painting, dance, crafting, sewing and sculpture, making a trip along the sidewalk well worthwhile.
