PLS still on track to reopen July 22 BY OLIVIA ROSE PROVIDENCIALES International Airport is set to reopen for visitors on July 22 following a fourmonth hiatus due to the Covid-19 pandemic, although plans remain fluid. Premier Sharlene Cartwright Robinson made this disclosure during a press conference at her office on Tuesday (July 14). “Given the reality of the increased numbers, some people have rightly raised whether we should open our airport to international commercial flights as was previously announced for July 22,” she said. “As we stand here today, the answer is still yes, because of the other factors we have highlighted - our improved surveillance capabilities, our improved medical capabilities, and our ability to quickly isolate cases.” She said that as the reopening process continues the Government will direct resources and focus targeted efforts on reducing the spread of Covid-19. It will also continue to increase its capacity and capabilities to pursue plans and policies that will ensure the nation is capable of withstanding any further outbreak of Covid-19. “Even more so, we are ensuring that we have a robust system that is designed to catch and stop Covid-19 at the borders, to effectively quarantine and contact trace any possible cases, and to test, test, test. “We understand and appreciate that the only way to stay on top

of this pandemic is by employing those measures, until a vaccine is eventually discovered.” She said that the TCI’s quarantining and contact tracing methods are proving invaluable, in this current situation. The premier underscored that when the borders open, arrivals will be under very controlled circumstances with strict protocols to safeguard the health of both residents and guests. “Once the system works as designed, once we do not encourage any shortcuts, once we keep our vigilance and discipline, once we ensure there are no exceptions to every established rule, we are confident that any potential for a spread of Covid-19 from arriving passengers to the wider population, is very negligible. “Because of the measures we put in place, it will probably be one of the safer endeavours we will undertake. It is for now the only segment of society where there will be 100 percent testing.” Cartwright Robinson said the Government is not only looking to jump start the economy, but to supercharge it to ensure it does not just bounce back, but comes back better and stronger. “The opening of our borders is not just an economic and social activity, done meticulously and carefully; but importantly - it is a signal of both faith and hope. “For in this period of uncertainty, our strongest currency must be hope and we must march forward with the same faith that guided our forefathers to overcome surmounted obstacles.”

She said that in more recent times, the Government and the public have faced and overcome a

great number of challenges. “For this current challenge is not a moment to despair, it is a moment

that shall define us as a people who refuse to be numbed by cynicism and fear,” she added.

Airlines confirmed to return to TCI DELTA and American Airlines have agreed to resume operations the same day the territory opens on July 22, while other airlines will resume flights shortly after. The Government is actively engaged in talks with both international and regional carriers to work out time management and other logistics for the resumption of flights. “I must also report that the majority of the major carriers are on board with American Airlines and Delta beginning on day one,” Premier Sharlene Cartwright Robinson said. “We also have JetBlue, United, Air Canada to begin July and August. British Airways has advised that it will resume hopefully by September. “South West has shared some time ago that it will return early next year - we await an update from West Jet.” Regional carrier Bahamasair has also signalled its intention to resume flights soon. A simulation exercise was rolled out at Providenciales International Airport on June 26 for frontline

Airlines have geared more resources to keeping surfaces clean, giving passengers more space, and offering safer service and personal care.

A PUBLIC Order Team has been formed within the Royal TCI Police Force to protect officers and the public from flouters of laws and rules in the new Covid-19 normal. Commissioner of Police Trevor Botting announced the formation of the unit on Tuesday (June 14) on the force’s Facebook page. The announcement follows public gatherings and curfew breaches that have resulted in cops being assaulted as they attempted to enforce the Covid-19 laws. In the latest incident last Saturday (July 11), a large gathering of people, cars and motorbikes

The brazen afternoon robbery occurred sometime around 1.19pm on Thursday (July 16). Hon. Josephine Connolly, an elected member of the House of Assembly, said the men jumped over the front desk and into the office area wielding what she said looked like imitation firearms. “They were wearing their Covid-19 masks, black...my staff ran out so they were out of the way, but I was the only one that was left in here,” she told the Weekly News. “I was standing up with my hands on my head, and when I saw the other guy come in I went under the desk.” The elected representative said that neither of the businesses - Tropical or Western Union - keeps cash in the building, as such the bandits only escaped with a small amount of money.

When two mobile police units showed up to disperse the crowd, they refused to do so, challenging and cursing at the officers. Those gathered were some of the TCI’s substantial Bahamian population celebrating the 47th independence of the Bahamas following 325 years of British rule. “Police can’t stop us, Government can’t stop us,” one person can be heard saying in one of several widely circulated videos of the confrontation with officers. This incident prompted the formation of the Public Order Team, which is made up of police officers. They will work along with their colleagues on patrol in quelling disturbances in an effort to ensure the community stays safe and officers are afforded protection from rule breakers. Botting said that over the last two weeks, police officers responded quickly to defuse parties to protect the public but were met with extreme opposition. He noted that for the regulations which are in place to be effective, the full compliance of the public is needed. “The last week has seen instances of large scale breaches of the Covid-19 regulations regarding social distancing and groups gathering together, some instances have gone beyond the 8pm curfew,” Botting said. “Whilst attempting to deal with such breaches and law breaking, my

officers have been abused, assaulted and shown very little respect. This is unacceptable in any society.” He added that his officers have been working tirelessly since the threat of Covid-19 became known, putting themselves at risk to ensure that communities are safe from crime and from the threat posed by the virus. “To have officers abused in this way is unacceptable and will not be tolerated. “Those who assaulted, threatened and abused my officers should hang their heads in shame. “Your behaviour has increased the risk of Covid-19 to you, your loved ones, your friends and your community.” The commissioner said the members of the new team will be authorised to take all measures to protect their colleagues and arrest those who seek to threaten police officers and increase the risk of the virus to the communities of the TCI. “I’m asking therefore that you comply with the requirements set out within the Covid-19 regulations,” he urged. “I wish to thank the majority who are complying with the regulations, who are doing their moral and legal duty to protect their family, friends and community from the risk of Covid-19.” He added that for those who refuse to comply, and who abuse and assault the officers of the Royal Turks and Caicos Islands Police Force, “please expect a response from the force that will be fair but uncompromisingly committed to protect the public and their colleagues”.

However, they did make off with her handbag, another employee’ bag and all of their identification cards. She added: “They had… guns… but it looked to me like it was ‘play’ guns. They even rested the gun down in front of me, going into my office, I said ‘what the hell is this’.” She assured that she was not injured in any way.

Hon. Connolly said that the building is fully covered by cameras, and that she has footage of the entire incident. Police confirmed that there were three bandits wearing dark clothing, two with firearms, who escaped into nearby bushes. Anyone with information into this incident can call 911 or Crime Stoppers anonymously on 1-800-9477.

IS ENOUGH BEING DONE?

Over the past few weeks the number of people who have tested positive for Covid-19 in the TCI has sharply risen. Providenciales - which is the territory’s hub of activity - has already had its economic reopening postponed to July 20 and public curfew extended. Do you think enough action is being taken or should the Government re-impose more lockdown measures or even extend the date that the borders will reopen? What are your thoughts?

This will pass

I think the Government is taking good action but must continue stating the importance of wearing a mask and washing hands, and watch carefully the illegal immigration situation in this Covid-19 time. It may not look good, but things will get better. It will be all right. To start having tourists again is a good idea with cautions in effect, and curfew after work hours is wise for a little bit longer. This is going to get better, this will pass.

Not difficult, just sensible

It would be helpful to know the uptake on rentals from July 22 to see if it is financially viable to open on July 22 or to postpone to November when the ‘normal’ tourist season begins. Everyone understands the predicament we are in if we don’t open and if we do. The question is, will we have the tourists in numbers sustainable to allow commercial entities to make a profit? If not, then it would be better not open our borders internationally and to achieve a sensible in-country containment of Covid-19 and allow all businesses to open and function where possible. This can only happen if the TCIG enforces strict adherence to their policies. That means everyone wears a mask the second they are in public, that they social distance, that they have continuous proper handwashing. Everyone must stay true to the rules of no social gatherings and be sensible.

It is not brain surgery - it is simply following the best practice guidelines and we could all be safer. If the Government does open on July 22 then it has to enforce its own policies and make sure the tourists do the same. A few hefty fines and jail time will get the message across to those ignorant and unwilling to understand that you wear a mask to protect them and so you would want them to wear a mask to protect you. Not difficult, just sensible.

Follow examples

It is critical that the TCI follows the model that was so effective in New York State. It took the efforts of a strong governor and a supportive public to flatten the curve and lower the number of hospitalisations and deaths. Everyone must wear a mask, use social distancing and wash hands frequently.

Beware of complacency

I do not think we should further postpone opening. The main issue here is complacency. During the lockdown, the people of the TCI were very good at compliance with the rules but the lifting of restrictions seemed to signal for some that they could go back to a relaxed condition. People were socialising and partying. The problem as I see it is that awareness and more that continuing vigilance is the key to control of the virus. While I understand (and agree) that the health services have done a very good

job, that is no reason to ignore the many regulations which will remain in place until the end of the year. It is important that the media send a clear message which the people will understand (perhaps in Spanish and Creole also), setting out the calendar of regulations and dates upon which they will be lifted. I am surprised that the ministries, health and tourism, have not published a clear calendar in a form that the ordinary person can understand. A list in the Gazette is not sufficient. We can get through this if we just stick to the basic rules - masks at all times in public, social distancing at all times, wash hands and use sanitisers, no gatherings of more than 10 persons. Apply common sense at all times. You do not know if the person next to you is carrying the virus - assume they are and take all precautions with strangers and friends alike.

Open but take care

At some point, we will have to open. We just have to be prepared to manage the cases, practise social distancing, sanitise, wear masks, clean and clean surfaces, stay at home as much as possible, work from home, exercise, boost immune systems, take some bush medicine and ask for Samaritan’s Purse to be on alert should we need extra beds to treat more patients. So yes, full lockdown until July 19 and open the boarders on July 22.

Follow examples

We should follow New Zealand’s example - they have adopted serious lockdown measures which have eradicated the virus. In other words, they have shown common

sense and value lives. The US and Brazil are almost beyond redemption on this one. The UK unbelievably are still prevaricating on the value of face masks at this late stage in the game. Perhaps that’s why, per capita, the population has the highest mortality rate in the world. Yes, they should delay opening up, otherwise we will be investing in mortuaries and not tourism.

A miracle needed

Covid-19 remains an unprecedented beast of a plague that mankind is grappling to know what it really is. Apocalyptic comparison and end time reflection are inescapable and very possible is dealing with this new trend for the Earth. Out of self-protection we must all be distant and apart for each other. Finding solutions may be evasive and distrust of vaccines will prove to be challenging to governments of the Earth and healthcare authorities. In the case of the TCI the numbers of Covid-19 cases remained low and signs of proper management of the situation were

FortisTCI rate increase takes effect from July 22 BY DELANA ISLES STARTING next Wednesday, July 22, FortisTCI will be adding an average of 6.8 percent to power bills across the Turks and Caicos Islands. A statement from the June 19 meeting of Cabinet stated that members agreed for the increase to take effect this month along with the associated amendments to the regulations. Previously, the increase was to begin on June 30, but was pushed back due to a pause in the economy caused by the Covid-19 pandemic and resultant lockdown. In February this year, the Government had accepted the arbiter’s report that FortisTCI should be granted an increase in consumer electricity rates, as there were no legal grounds for refusing. This decision came years after the company first applied for rate variation on July 11, 2018. Consumers using less than 300 kilowatts, will remain at the existing rate of 0.25 cent per kilowatt.

continued ... evident. Yet as soon as the youth were flown in, some of them ignored the distancing protocols, gathered and held parties. The numbers spiked and are spiking. Added to that were the silent numbers who were in the bush and now they are out on the street and mixing as usual. It is not possible to divine a cure or solution for something defined as asymptotic and silent. Covid-19 is not something to manage as its effects and any medical reaction cannot be planned. It will be a miracle if this comes to an end suddenly and we are allowed to return to our usual way of life.

A no-brainer

Apparently, a significant part of our rise in the incidence of Covid-19 cases arose from a number of students returning from the UK and not adhering to the 14-day quarantine requirement – proof that even a university education can’t cure stupid. With a very large proportion of our tourist inflow historically coming from or through the United States, why would we even consider exposing this country to travellers from a country that has by far the worst pandemic control record in the world? With both Canada and the European Union denying access to visitors from the United States, should we not be taking the hint? If the pandemic in Florida has now tied up 100 percent of that state’s intensive care beds, how quickly could infected passengers from even one aircraft completely overwhelm the healthcare system here? Seems to me pretty much a no-brainer!

Robinson had announced in February. At that time, the premier indicated that the Government

was not happy with the increase “knowing and understanding its impact”, but was pleased that the most vulnerable consumers would be protected. “Legally we have no grounds to refuse the request as we are bound by law and must take this position,” she stated. The rate increase is broken down by customer class as follows: 5.5 percent to 5.7 percent increase in tariff of rates for residential customers and 7.9 percent increase in tariff of rates for all other customer categories. However, even as the rate increase kicks in, consumers will continue to see decline in the fuel factor reflected in their electricity bills due to a global drop in the price of fuel. Those declines were first reflected in the June bills. In June, FortisTCI had advised the public of these declines, stating that by July, their forecast models show there will be a decrease of about 52 percent compared to January 2020. The projected decline in

August is about 68 percent, and in September, about 73 percent, compared to January 2020’s fuel factor, the company stated. This is before reaching the estimated 80 percent decline in the fuel factor by October. Current forecasts show that by October, residential customers will see their electricity bills reduced on average by about 23 to 27 percent. Commercial customers will see a reduction on average, by about 20 percent, medium hotels and supermarkets on average by an estimated 23 percent, and large hotels on average by approximately 26 percent, compared to January 2020. These declines, FortisTCI said, is based on the company’s internal forecast, warning that fuel prices may differ at the time of purchase as global crude and diesel commodity markets remain volatile. In March and April, the cost of oil on the world market hit a near historic low due to disputes between oil producing countries and Russia, and reduced fuel demand because of the novel coronavirus pandemic.

Visitors must have negative test within five days of travel BY OLIVIA ROSE TRAVELLERS to the TCI are now required to have a negative Covid-19 test result at least five days prior to travel – but children under the age of 10 are exempt. Along with the certification, passengers will also be subject to a rigorous set of protocols on arrival as the Government ramps up safety measures at all ports of entry. Minister of Tourism Hon. Ralph Higgs announced the new measures last Friday, July 10, in a press statement. He said that visitors must have insurance that covers medevac, a completed health screening questionnaire and certification

We are confident about all the measures that are being taken to ensure that our people remain safe – Premier Sharlene Cartwright Robinson that they have read and agreed to a privacy policy. These requirements must be completed and uploaded to the TCI Assured portal available on the TCI Tourist Board website (www. turksandcaicostourism) prior to travel. A certification sticker will be given to guests who provide proof of negative Covid-19 polymerase chain reaction test results from an

accredited facility. The measures are being implemented ahead of Providenciales International Airport’s reopening on July 22 to ensure the health and safety of residents and guests, Higgs said. He explained that the updated travel requirements are a part of the TCI Assured initiative, a quality assurance pre-travel programme and portal designed for travel during the pandemic.

Couple arrested after breaking curfew A MAN and woman were taken into custody on Sunday (July 12) for breaching the 8pm to 5am curfew in place in Providenciales. The couple who were driving along Airport Road were pulled over at 9.43pm, according to the police press office. The driver, who became aggressive with the attending officers, was arrested and taken to Chalk Sound Police Station along with the female passenger.

It is a criminal offence under the Emergency Powers Covid-19 Regulations 2020 to break curfew and could lead to a fine or prison sentence. The aim is to control the movement and assembly of residents to halt the spread of Covid-19. When addressing the curfew in March, Commissioner of Police Trevor Botting said: “I would like to strongly encourage all residents to obey the orders

given. “It is our job to enforce this regulation and we will do just that. “We have adjusted our resources to meet the changes and with the assistance from our immigration colleagues, we are confident that we will maintain control. “Again, I want residents to cooperate with us as we try to break the chain of the spread of Covid-19.”

“Once travellers register on the TCI Assured portal and complete the requirements as outlined, a travel authorisation notification will be given.” He further explained that visitors should present their TCI Assured travel authorisation at the time of check-in to their airlines. All international and regional carriers have been instructed not to board passengers without this authorisation. “We look forward to welcoming you to the Turks and Caicos Islands, which can best be described as ‘beautiful by nature’. “We feel confident these safety measures will allow us to safely reopen our borders and we will continue to review conditions on an ongoing basis to evaluate whether further changes are necessary. “We would like to encourage travellers to comply with all health protocols enforced in our jurisdiction as they are designed to help ensure the safety of our visitors and residents.” Speaking at a press briefing on Tuesday (July 14), Premier Sharlene Cartwright Robinson made it clear that visitors will not be allowed entry without the stipulated requirements.

“No one will be allowed into the territory without having returned a negative Covid-19 test within five days before coming to our shores.” She said Cabinet has been meeting regularly to discuss issues relating to the reopening of the territory’s borders. “We are confident about all the measures that are being taken to ensure that our people remain safe. “I will be disingenuous if I suggest to you that this - as with any endeavour - is totally risk free. But we believe we have appropriately all things in place to minimise the risk.” Cartwright Robinson said that preparing for the reopening of the borders and navigating the ‘new normal’ is not an easy task but the Government has risen to the challenge. “While all the choices before us are neither easy nor straightforward they are fundamentally at the core clear cut - to take all the precautions, make all the sacrifices, keep our people safe and return to economic sustainability and prosperity. “And while this administration must take the lead overall, we also must continue to understand that this is a joint endeavour, involving all of our people. “Given all that we have learnt over these past few months, including what this new normal will look like, we believe, following the advice of scientists, that keeping our people safe and opening back the economy to some semblance of appropriate activity is not a binary choice, we must do both.”

Government processes outstanding stimulus grants BY OLIVIA ROSE PENDING applicants who qualify for the Government’s $1,200 employee stimulus grant should expect their pay soon. Although the programme has been closed to new applications since May 25, submitted applications are still being vetted for payment. To date almost 7,000 applications have been approved. Of that figure some 6,100 tourism and hospitality workers have received their money paid to their bank accounts or by cheque. Speaking at a press briefing on Tuesday July 14, Premier Sharlene Cartwright Robinson stressed that in spite of the challenges inflicted by the pandemic, the Government has been working assiduously to protect the most “socially and economically vulnerable citizens”. “Your Government has taken a very aggressive, proactive approach in the fight against Covid-19,” she told gathered

Teen arrested for pointing fake gun at boat NINTEEN-year-old Amory Chesterton was arrested after pointing an imitation rifle towards a boat in Providenciales last week. On Wednesday, July 8, a complainant reported that he was in a boat at sea with his family when he saw a man standing from a balcony of a home in Turtle Cove pointing a rifle towards him. The next day at 10.50am, officers executed a search warrant on a home on Coconut Road and several items relevant to the investigation were seized. Chesterton was arrested on suspicion of possession of imitation firearm with intent to cause fear. He is currently on police bail. This investigation is in progress by the Tactical Unit and Criminal Investigation Department and the police press office said on Thursday (July 16) that there is no update.

Police recover $870k in cocaine on North Caicos A LARGE quantity of cocaine was recovered from North Caicos last week and has since been taken to Providenciales to be destroyed. Officers of the Royal Turks and Caicos Islands Police Force found the class A drug worth $870,000 at about 6am on July 8 after acting on intelligence received. The police press office was “not able to say” where on the island the drug was discovered when questioned on Thursday

(July 16). No arrests have been made. In April, a 31-foot speed boat containing $852,000 worth of cannabis arrived in TCI waters. Police reported that the illegal boat sped ashore and about 10 people escaped into bushes before the vessel was seized. Reopening schools in the era of Covid-19

THE BLEAK and contactless communities of the TCI. Hitherto, a nation smitten by natural and artificial disasters. Today, we’ve seen it traumatised by a different kind of disaster - the novel coronavirus. The TCI Government, its health experts and education minister are on a collision course with the devastating effects of the pandemic ensuing from the lockdown, which has caused school closure likely for the remainder of the academic year. Education is of utmost importance and so is public health. It is critical to strike a balance supported by a well thought out plan for the reopening of schools across the Islands. Considering the viral resurgence currently in several US states and the second wave expected in the fall of this year, the reopening of schools in the TCI must be vehemently debated. On the one hand, researching the guidelines for reopening schools in this pandemic reveals that vital consideration

in the epidemiology of Covid-19 must take precedence. From this, experts from the Journal of the American Medical Association (JAMA) network health forum argue that children are less susceptible to infection, highly asymptomatic and less likely to be admitted and die. Conversely, they assert that school closure profoundly impacts children, which cannot not be ignored. In their probe, they found that students relapse academically, it increases depression and anxiety, drives greater digital reliance and ignites a myriad of unrealised social

needs - hence their support for reopening of schools with a plan. To bolster this argument, experts claim that hundreds of workers are depending on the school system for childcare and an extended school closure will certainly inhibit the TCI from effectively reopening and sustaining its economy. For successful reopening, they believe that health bureaucrats, parents, the Government and teachers must work together and facilitate debates surrounding this ideal. They begged that countries benchmark Germany, Israel, Japan and Denmark

to garner lessons about their reopening strategies. In this light, students’ temperatures must be checked and schools must provide selfadministered viral tests with oversight and allow attendance only if the students tested negative as in the case of Germany, Vietnam and Taiwan. Safeguarding students to and from school is another criterion. While private transportation is encouraged, physical distancing must be adhered to in public buses. Henceforth, the number of buses and pick up and drop off points must be increased. As seen in Germany, there is the need to maximally limit students’ movements at schools by alternating students’ attendance and moving some classes outdoors. Norway has reduced class sizes, while Israel and Japan implemented staggered arrival times. It is critical, however, to design a contingency plan in the event there is a CONTINUED 

Is it time for a return of Frankenstein? TO BEGIN with who is Frankenstein? He is not the monster so often referred to in conversations on television and radio. Frankenstein first appeared on the scene in 1818 when a book by that name written by a gal named Mary Shelley appeared on the shelves of London book stores. The monster was a monster because he was put together by a doctor whose name was Frankenstein. This evil doctor built the monster from parts removed from dead and buried human beings which he had dug up. Electrical charges restored life to the assembled creature revealing that his brain was defective.

played what the world has come to accept as the monster – Frankenstein. This movie was so popular it resulted in spin off movies such as ‘Bride of Frankenstein’ and ‘Son of Frankenstein’ and numerous remakes. The monster himself appeared in other horror films. Frankenstein became the

standard for something big, looming and scary. More horror films came out during this and subsequent eras. A popular theme was Dracula. Dracula was a vampire. A dead person who stayed alive by drinking the blood of normal folks. He could hunt his victims in human or bat form. He could escape capture by turning into a blood drinking bat and then flying away. Once he took a bite the victim also became a vampire. Then there were the cat woman films. They were appreciated because the cat woman who clawed her victims had a nice human figure. In 1974 another Frankenstein movie came out ‘Young

Frankenstein’. This new film was a comedic parody on all those that went before. This film was well done providing a laugh a minute hit. Frankenstein took on an entirely different meaning. As a monster, Frankenstein was then caput, dead, obsolete. It looks like we are left with the Chinese bat. The bat, its owners, handlers and most probably the government it works under are used to make humans sick. So sick they often die. The bat in normal times is not a creature admired. They hide in caves, get rabid, bite other creatures and people. They look like rats with wings. This is way more than enough. Frankly, I want Frankenstein back!

More testing, fines and policing needed PART ONE THERE are laws and policies in place for everything, but people are getting away with breaking these due to the lack of enforcement and limited policing and monitoring. The major issue that is common among all of us in the world today is Covid-19. Covid-19 does not discriminate, it is impacting the poor and the rich, the white and the black. We must stop the spread of Covid-19. The best way of course to stop the spread of Covid-19 is through a cure or vaccine, however this may take time to develop. In the meantime, the three simple things we can do: wash hands frequently, wear masks covering nose and mouth in public settings,

and practice social distancing. These three things do not cost much except for the purchase of a mask that ranges from $2 to $10. If we do not perform these three things it can cost us and other people their lives. Keeping the country locked down is not the answer. I think it is time we become more aggressive by controlling the behaviour of others.

I know this is a difficult task but at least we can try and we can do so through imposing fines and frequent monitoring of individuals and businesses. VISITOR TESTING The Government is requiring all visitors to have a Covid-19 test done five days within travel. This is a great initiative as visitors will

know whether they have the virus. However, it is a challenge for some as some places are taking as long as seven days to conduct and provide results of a test. It is also risky as you can contract the virus the day before or the day of travel. Therefore, I am suggesting that further testing be done upon arrival even if we use the antibody testing. This of course may be a challenge for our public health authorities as they may not have the capacity to accommodate the testing. Therefore, the Government should engage and encourage the private medical sector to conduct these tests for our visitors. I believe they are very capable of doing this and it will also bring comfort to the people of the country that our visitors are

Covid-19 negative. I know on the island of Antigua there were threats of visitors suing the government as some visitors were required to test upon arrival. As a result, Antigua now requires visitors to be tested within 48 hours of arrival. However, in order to avoid and legal battles, the TCI should require guests to sign an agreement prior to their arrival. This should say that they have agreed for testing be done on them upon arrival in the country and if they are positive they will be placed in quarantine or sent back. Many countries such as Alaska, Austria, Iceland, Cuba and Jamaica have already implemented this, and others are considering this idea. The UK plans to institute this at some of the major airports.

In spite of this tremendous growth in tourist volumes, most of the tourist-dependent countries in the Caribbean region have realised annual GDP growth of less than two percent during this expansionary period. More than 76 percent of those citizens of the tourist-dependent countries in the Caribbean region who have tertiary-level education are now residing and working abroad - a clear indication that the best and brightest of the region’s young people recognise that there are very few skilled positions in which they can use their education and training in their home countries. The Turks and Caicos Islands were not specifically included in the countries surveyed, but is unlikely that the trends and experiences reflected in the touristdependent countries in the survey would be much different here. Yes, the TCI enjoys the significant support of the United Kingdom, but the UK is in the midst of serious economic challenges of its own, from both the current pandemic and its imminent

departure from the European Union, and those may well have an adverse effect on the extent to which it will provide economic support to this country. The expected effects of the Covid-19 pandemic are likely to include: Job loss percentages that will be highest in the tourism-dependent countries – Aruba, the Bahamas, Curacao and Saint Martin – and likely the TCI as well. These losses will be primarily lower-skilled jobs and the people displaced will be unlikely to be absorbed in other fields. Any attempt to mitigate these job losses by reducing the number of foreign workers allowed into the country will simply handcuff all industries here by forcing them to draw on a proven inadequate and unsuitable local population to properly serve their guests and customers. Expected GDP losses that will be at least as bad as during the global financial crisis. Many of the tourism-dependent countries in the region can expect a contraction in GDP of over 10 percent in 2020, and probably no

more than a 3.5 percent recovery in 2021. Sources of government borrowing are expected to become both scarcer and more expensive, especially with the continued efforts by the Canadian banks that are the foundation of lending in this region to ‘de-risk’ by withdrawing from, or reducing their presence in, the countries of the Caribbean region. Much of the recent expansion of the tourist accommodation in this country has been through the building of luxurious vacation villas for short-term rental. I suspect that many, if not most, of these properties are heavily financed and it will be interesting to see the effect on investors’ appetite for similar investments after having gone through what is likely to be a year or more of substantially reduced rental income. When it comes to re-opening of the TCI, we must recognise that by far the largest portion of our tourist volume comes either from or through the United States - a country CONTINUED 

Graceway IGA closes for deep cleaning after employee tests positive BY OLIVIA ROSE GRACEWAY IGA supermarket on Leeward Highway, Providenciales, temporarily shut its doors for cleaning and sanitising after an employee tested positive for Covid-19. In a statement on Monday (July 13), the company said it began closing procedures immediately after learning about the positive test. A third party deep cleaned the premises and the store was reopened for customers around noon on Tuesday. IGA explained that upon learning of the employee’s positive status, the individual was asked to self-isolate for the recommended period as advised by the Ministry of Health. “We have worked with the Ministry of Health to complete contact tracing and Graceway employees who worked closely with the individual in the last seven days have been advised to self-isolate as per the Ministry of Health guidelines. “As a member of the Graceway family, the affected employee will be taken care of during the selfquarantine period and upon their return to work in line with our company values and policies.” IGA stressed that aggressive health and safety measures were implemented from the onset of the pandemic at all locations to ensure the safety of customers and employees. “In addition to our existing heightened sanitation measures across all stores, an assessment was completed of the employee’s work-area at the IGA store and we performed an immediate disinfection of the area. “As part of our safety protocols, we will be taking further steps this evening and employing a thirdparty professional electrostatic disinfection service across the entire IGA building, shop floor, warehouse and offices to ensure the continued safety of our customers and employees.” The company said it has spared

no effort to maintain the best cleaning and safety standards for its customers and employees. “We strictly adhere to the Ministry of Health’s Covid-19 guidelines to maintain public health. “We remain very confident that our health and safety protocols make our stores and the products we sell safe for all on Providenciales.” The company emphasised that management began making preparations months ago for any eventuality as cases started to increase across the Islands. As news swirled around on social media of the supermarket’s closure, rumours also started to make the rounds that Sunny Foods Supermarket had to close its doors. However, when contacted by this newspaper, general manager of the supermarket Sanjay Gopaldas quickly rubbished the claims. He said the store was never forced to close down and no employees were tested positive, adding: “It’s not true at all. We’ve made a statement online as well.” He pointed out that the health ministry visited the supermarket following the rumours and gave the green light for operations to continue. “They have been doing spot checks regularly. They came Monday, we never closed, we close our regular hours 7pm. “I’m disappointed because we always take precautions to protect our staff and customers. “We make sure that we follow the health department’s policy - no one is allowed in store without a mask covering both their nose and mouth. “We sanitise regularly, we spray down all shopping carts with disinfectant and hands are sanitised at the door. “I have contacted the police to see how they will be able to track who is spreading these false statements,” he added. Gopaldas appealed to the public to desist from disseminating unverified information as it could lead to panic and cause businesses to suffer in the process.

that is now proving itself to be highly incapable of controlling the spread of the pandemic within its own borders. To what extent is it prudent for us to encourage tourist inflow from the United States until that country has reached acceptable international standards of virus control? And so, we all long for a return to normal - but what is that normal? If we are expecting just a return to historical tourist volumes and a more mask-free environment, then I suggest we are seriously missing the point. We should all accept this Covid-19 pandemic as a wakeup call that it is well past time for this country to begin a serious programme to diversify its economy away from its current high level of dependence on the tourism industry. If we fail to do this, then we subject the country to remaining at the mercy of discretionary spending in our major source markets.

One need only look at Ireland, Malta and Mauritius as example of countries that have successfully re-focused their economies since the global financial crisis - their growth volatility has been reduced by over 50 percent between 2006 and 2015, and foreign investment funds have replaced much of the previous need for bank borrowings. But is our Government up to this task? Past experience would suggest not, because it has never been blessed with many proactive thinkers - especially ones whose visions extend beyond their current term of office. And it would seem that a change of governing parties in the coming election will do very little to provide us with a Government capable of recognising and dealing with this challenge. These and several other guidelines for all areas of life on Island can be found on the Government’s website at www. gov.tc/moh/coronavirus/guidance The implementation of these protocols should be guided by what is feasible, practical, acceptable and tailored to the needs of customers, the Ministry of Health has advised. They are there to protect employees, customers, and TCI communities from the spread of Covid-19. Minister of Health Hon. Edwin Astwood told Weekly News that the public health team and his ministry’s task force will continue to work to ensure these guidelines and protocols are met. Already, these teams have been out and about, monitoring restaurants that have been offering takeaway service since June. ENTRY According to the protocols these businesses should operate at a 70 percent capacity (patrons), so as to comply with physical distancing guidelines and the recommendation of about 113 square foot per person or group. They are to arrange furniture in the reception area to allow for physical distancing, remove shared, self-service refreshments such as water, coffee, and tea from these areas. Remove shared reception area material including magazines and books. Remove shared, self-service items such as toothpicks, mints, matches or any other guest amenity to take. Remove shared condiments such as ketchup, mustard, hot sauce and salt and pepper shakers. Install or make available hand sanitiser in the entrance area. Require patrons to sanitise or wash

their hands upon entrance to the restaurant or bar. Wear face masks at all times inside the restaurant for employees, however patrons may remove face masks once they are seated. Encourage large groups (six and above) to make reservations beforehand and establish a maximum amount of reservations that can be made for any day. The maximum group size should be no more than 10 individuals.

SEATING ARRANGEMENTS Reduce seating capacity to 70 percent in restaurants, ensure there is at least six feet of space between tables or seating or if furniture is immovable ensure guests or groups of guests are seated six feet apart from other groups. Remove the ability for patrons to seat themselves and guide patrons to seats to ensure distance between tables is maintained. Discontinue the use of communal tables or seating for multiple parties unless six feet physical distancing can be achieved. Wipe down all tables and chairs between use with alcohol-based cleaner (70 percent alcohol). Remove all condiments and self-serve items such as napkins, toothpicks and straws. These items should be provided upon request and containers should be sanitised between use if not in single use containers. Eliminate the use of any table pre-sets including cutlery, glassware, mugs and table decorations including candles, vases of flowers. FOOD SERVICE As for table service, the ministry is advising businesses to use existing hotel digital interfaces or social media pages, where possible, to display menus and encourage patrons to use their personal phones to browse food options in lieu of receiving a physical menu.

Information for links should be placed at the entrance and or on the walls in the restaurant. They are advised to allow complimentary wifi for patrons, if possible, if it is required to access the menu. Discourage the use of multipleuse menus (food, beverages, specials) if digital operations are not available. Use either signage or disposable printed menus, to be discarded after use. If choosing to continue to use reusable menus, ensure they are laminated and sanitised after each use. All food should be covered until it is delivered to the table and food covers should be wiped down between every use. Restaurants are advised to use single-use tablecloths or change linens after each guest party. BUFFETS The ministry further advises restaurants to eliminate all guest self-service on all buffet and bar operations and install glass, plastic or plexiglass shields between food and patrons. Remove common condiments and food laying out in large quantities not behind a shield, this includes salt, pepper, oil, butter, sugar cubes. SOCIAL/CULTURAL ACTIVITIES All social or cultural activities are to be limited to those which can be accomplished from a safe, physical distance of six feet. Businesses are to ensure six feet of space between patrons and performers on stage or the designated stage area. They are to sanitise microphones prior to each use for musical and karaoke activities. Businesses are also advised to limit the number of games or contests which are held within the restaurant or bar space, which break physical distancing rules.

Dangerous man o’ war spotted in Grace Bay Man o’ war use a large air bladder as a sail while long tentacles hang many feet below the surface

PORTUGUESE man o’ war – jellyfish like creatures that can deliver painful and debilitating stings - have been spotted in Grace Bay, Providenciales. On Tuesday (July 14), the Department of Environment and Coastal Resources (DECR) warned swimmers, snorkelers and divers to take care when in the area. Also known as the man of war or blue-bottle, the blue, pink and purple marine hydrozoan is found in the Atlantic, Indian and Pacific Oceans. While the creatures resemble jellyfish, they are in fact siphonophores – colonies of four minute, physiologically integrated individuals which depend on each other for survival. The organisms live in groups of hundreds floating at the surface of the ocean and strong onshore winds can drive them onto bays and beaches. They use a large air bladder as a sail while long tentacles hang many feet below the surface. “Its long tentacles have numerous venomous microscopic nematocysts which deliver a painful sting powerful enough to kill fish and even occasionally humans,” the DECR said. Stings usually cause severe pain to humans, leaving whip-like, red welts on the skin that normally last two or three days, though the pain should subside after one to three hours. However, the venom can travel to the lymph nodes and may cause symptoms that mimic an allergic reaction including swelling of the larynx, airway blockage, cardiac distress and an inability to breathe. Other symptoms can include fever and shock, and in some extreme cases, even death, although this is extremely rare. Those exposed to large numbers of tentacles may need to seek medical attention to relieve pain if it becomes excruciating or lasts for more than three hours, or open airways if breathing becomes difficult. Stings can be treated by rinsing with fresh water or by applying a warm vinegar compress to the affected areas. Heat in the form of hot salt water or hot packs may be applied as heat

Hydrocortisone cream may also be used. “Jellyfish problems in near shore areas such as this usually resolve themselves within a few weeks and should not be considered a cause for concern,” the DECR added. Portuguese man o’ war (Physalia physalis) were named after a Portuguese war ship style of the 15th and 16th century which had triangular sails of a similar shape to the creature’s bladder. The bladder is translucent and tinged blue or purple and can extend as much as 15cm above the water. Below the main body long tentacles dangle up to a massive 50 metres (165 foot) beneath the surface. The tentacles contain stinging venom-filled nematocysts and are used to kill small sea creatures. Portuguese man o’ war are found in open ocean in all of the world's warm water seas but most commonly in the tropical and subtropical regions of the Pacific and Indian oceans. In April 2010, hundreds of man o’ war swarmed Providenciales’ north shore and were found washed up on Blue Hills beach and on tourist hotspot Grace Bay. Marlon Hibbert, scientific marine officer for the DECR at the time, told the Weekly News recent bad weather may have caused them to float down from the Gulf of Mexico. “They are not a frequent visitor – they are found in this region but visit occasionally.” He advised the public not to panic just exercise caution and attempt to stay away from the eyecatching creatures. “They are really beautiful organisms and similar to the Lionfish they are tempting to look at, but if you see them in the water you should try to get out. “Their tentacles can extend many feet behind them, so keep in front of them and not behind to avoid being stung.” Any sightings or questions can be directed to the DECR at 3384164 or environment@gov.tc

Wine Cellar reopens after deep cleaning Health minister urges other businesses to take note BY DELANA ISLES FRESHLY sanitised and with stricter protocols in place, popular liquor and wine store The Wine Cellar has reopened its doors. The company closed for five days to conduct deep cleaning of its facilities following a confirmed case of Covid-19 among its staff members. On Tuesday, July 14, the store welcomed back customers under stricter Covid-19 protocols. A press release from The Wine Cellar said the decision to close the facility was taken to prevent any further spread of the infection to staff and customers. It was also to engage in deep cleaning and sanitisation of all areas within the building that may have been contaminated. The Weekly News reached out to the Minister of Health, Hon. Edwin Astwood this week to enquire whether the closure of stores or offices when an employee has tested positive is a policy of the Government.

The minister said that while the Government is not telling businesses to close, it makes sense for them to do so, especially businesses that cater primarily to the public. “If that’s the best way that you can facilitate an effective sanitisation process, then go ahead and close… but if it’s just an office then it may not be required. “If you know your facility and persons move around a lot then make a determination based on that.” He said it all depends on the business, as each business has had to put in place its own Covid-19 plan. A cleaning company was contracted to carry out the sanitisation process at The Wine Cellar’s Leeward Highway location, following which the ministry of health’s Covid-19 team conducted an investigation. Contact tracing and testing of staff were done and all those affected were quarantined and managed according to the Ministry

of Health’s Covid-19 protocols. “The management of The Wine Cellar, having been satisfied with these interventions by the cleaning company and the Ministry of Health, has taken a decision to open its doors to the public but under new Covid-19 protocols to protect the health and wellbeing of staff and customers,” the company said. These protocols include the wearing of masks by all employees at all times, social distancing during meeting and gatherings in the building, reduction in the number of staff in office, a robust end of day sanitisation regiment, frequent sanitisation of all frequently touched surfaces in the building, daily temperature checks of all staff, requirement of masks for all customers without exception, and sanitisation of customers’ hands upon entry and exit from the store by security. Outpatient Department now supports ventilators THE RENOVATION project to support ventilator connections in the Outpatient Department at Cheshire Hall Medical Centre was completed several days ahead of schedule. As a result, the area is accessible and reopened for staff and patient use on July 6, a statement from TCI Hospital said. A total of 12 rooms in the

Outpatient Department are now equipped with medical gas lines and electrical fixtures to support ventilator connections. Brand-new Hamilton G5 ventilators were used to test the newly installed medical gas lines. Six of these ventilators were received from Public Health England in partnership with the Government to expand the number

of ventilators available across both medical centres. “The completion of the renovation work is a major step in the plans to expand critical care capacity in response to Covid-19,” the July 3 statement said. The other pending components are related to the supply and installation of an oxygen generator along with the receipt of additional

equipment from the Ministry of Health. These elements and others are under active discussion and procurement. The Outpatient Department will be used for patient surges and critical care as a part of the health sector capacity being built in response to the Covid-19 pandemic.

Designated rooms on the general ward are currently the location used for the isolation and clinical management of patients affected with Covid-19, and shall remain the primary location once the capacity exists. Alternative clinical areas were used to operate outpatient services during the renovation period.

TCI welcomes new Canadian consul ANDRÉE Piche is the new honorary consul for Canada in the Turks and Caicos Islands. The Canadian citizen who lives in Providenciales assumed official duties on July 1. Piche, a general manager of an international bank in the TCI, will primarily assist the Canadian government to deliver high quality consular services to Canadians in the territory. She will work closely with

the consular section of the Canadian High Commission in Kingston, Jamaica. Laurie Peters, high commissioner to Jamaica and non-resident consul general to the TCI, said she was delighted to be appointing Piche to the role. “We have a growing population of Canadian citizens - travellers, business persons and residents alike - that will

benefit from the presence of this new consulate.” About 30,000 Canadian tourists visit the TCI every year and a significant number of Canadians are now living, working and choosing to retire on the Islands. Flow celebrates graduates of scholarship programme FLOW scholarship awardees, Shawn Gardiner and Vincent Zamora, have graduated from British West Indies Collegiate’s year 11. They are the latest students to benefit from telecoms company Flow’s scholarship programme which has invested more than $500,000 in educating students since its inception in 2008. Shawn and Vincent, who both topped the Grade Six Achievement Test in 2015 and were awarded full five year scholarships to the schools of their choice. Flow TCI country manager Joanne Missick said: “At Flow, we have always been proud to support education and the youth in the TCI. “Since the inception of the programme in 2008, we have seen exceptional performances from all of the scholarship recipients as they pursue their goals of higher learning.

Freshly trained constables take up their new posts in Grand Turk

Eight new constables arrive in Grand Turk IMMEDIATELY out of quarantine and with their negative Covid-19 certificates in hand, eight police constables arrived in Grand Turk to take up duties. The eight were from a group of 19 sent for training at the Police Training School in Freeport,

Bahamas, in January of this year. The new recruits were received by Inspector Valanda Barranco of Division A. On Tuesday, July 7, at the Police Marine Branch Base they met with Commissioner of Police Trevor Botting, Deputy Commissioner

Rodney Adams and training manager Odessa Forbes. Commissioner Botting congratulated all 19 new police constables as they start their next step toward becoming official members of the Royal TCI Police Force.

“I believe they will make a real difference in serving and protecting the TCI communities as they carry out their duties,” he said. Botting added: “The public wants to see more officers in their neighbourhoods and we are

grateful to the Turks and Caicos Islands Government for this major investment. “I look forward to building on the great relationship the force has with the Government as we work even closer to protect the public.”

Lobster season opens on August 1 SEAFOOD lovers will delight as lobster will soon be legal to serve up and down the country when the season opens again on August 1. This year the season will run until March 31, 2021, so foodies have eight months to enjoy the culinary delicacy. A press release from the Department of Environment and Coastal Resources (DECR) on Tuesday (July 14) spoke of the restrictions on crawfish in the Fisheries Protection Ordinance. Crawfish size restrictions are as follows: When whole, they must be a length of 3.25 inches measured from the front of the groove between the horns directly above the eyes, along the middle of the back to the rear edge of the back shell. When the tail has been separated, a tail weight of five ounces whether processed or not is the limit. Fishers are not to be in the

possession of any egg-bearing crawfish and are not to remove eggs from egg-bearing crawfish. Fishers are not to take or be in possession of moulting or softshelled crawfish or crawfish in early stages of spawning (described as appearing ‘tar-spotted’). Fishers must ensure that the crawfish are landed unharmed and whole after being taken and landed at processing plants or at home, unless processed at sea as per the terms of the processing licence. Fishers and fish processing plants are also reminded to adhere to prescribed social-distancing guidelines due to Covid-19. THE SALT CAY NOTE

The poet, the hovel and the coffee tree

W

E TRULY live in peculiar times. My week, on an otherwise quiet, drama free Salt Cay, began with the threat of eviction. Was it really true, an email from my landlord asked, that my canine companions were trashing my current abode as well as the unit next to me? As a result, I was informed, the property was deemed unsalable and the neighbouring unit unrentable to the flocking property speculators and tourists alike. A quick reply from me accompanied with some photographs proved beyond a shadow of a doubt that the allegations were baseless and founded on misinformation (I am being polite). And with that went the threat of eviction and things reverted back to normal. This brief episode reminded me of when I first moved to Salt Cay and my now closest native friend warned me at the time: “Watch out for some of the expats and winter residents - if they think you’re getting ahead, they’ll start gunning for you.” Very shortly after receiving his warning I knew what he meant. I had just moved into a new property on Salt Cay when the owner received an email from a winter resident who wasn’t even on the island and who he hadn’t heard from in years, asking him whether he was aware of the fact that I had just moved into his rental property; this only minutes after we had signed the lease. This mischief making and the inevitable gossip on a small island doesn’t particularly bother me - it is par for the course. And on the flip side I have met such incredibly

kind people on Salt Cay, whether natives, expats or winter residents, that the few who struggle with minding their own business really don’t register. One such interesting and charming character is the anonymous poet I refer to in the title of this piece. For the benefit of the reader I should explain that the property I currently occupy is jokingly referred to as ‘The Hovel’ in my neighbourhood. Perhaps also of note is the fact that I have an indestructible plant in my yard, which according to Provo-based Denis Belanger, is a purslane. The presence of purslane is in itself not

noteworthy - it grows in abundance on the island. Yet this poor plant flourishes with astonishing ardour even when I abuse it by watering it with the remaining dregs from the teapot or cafetière. One of my dogs also kindly assists in its cultivation by occasionally ‘watering’ it as well. So, when it seemed, for a brief moment, as if I might have to vacate The Hovel and leave my coffee tree behind for good, my amateur poet friend did what poets do best and wrote about me, The Hovel and the coffee tree. Popa T once lived in a hovel - quite a sight to see. Spider webs adorned the sills, not a problem so said he. They complement the menagerie that exists inside and out, cats, dogs, donkeys cavort about. People come from all over the world and Salt Cay to gander at the coffee tree. It’s a plant like no other thriving on a toxic mix of coffee, tea, and pee. I’ve seen rainbows end at The Hovel on that dusty street; is that a sign of some kind? I don’t know but it makes you stop and think: If it’s a pot of gold you’re seeking my friend give up because it’s just a little house on a little island... The poem came to me by email and I was really touched to receive it. What’s more, it reminded me, once again, why Salt Cay is so special and why those who live here are genuinely blessed. The poem said it all - if you can derive happiness from a rainbow at the end of a dusty road on a small isle, then look no further than Salt Cay. This column is dedicated to my anonymous poet friend. Bahamas: Fake Covid-19 tests used by visitors HEALTH officials say people have tried to enter the Bahamas with fake COVID-19 documents, prompting a police investigation. Dr Merceline Dahl-Regis, coordinator of the government’s COVID-19 task-force, could not say how many people have used fake documents to enter or try to enter the country since the borders were reopened on July 1, but she said during a press conference yesterday that “government officials are on high alert for cases of suspected forgery, tampering or altering of required documents and are prepared to take action if necessary.” Senior police officials declined to comment on the investigation when contacted this week. Meanwhile, the Ministry of Health confirmed on Wednesday that there are three new cases of COVID-19 in New Providence. The new cases are a 57-year-old woman with a history of travel who is now in hospital; a 51-year-old woman with no history of travel who is in isolation at home and a 29-year-old woman with a history of travel who is also in isolation at home. The total number of cases now stands 119 with 15 of those active. The Ministry also addressed reports on social media that claimed there were three new cases on Grand Bahama and all were police officers.

Haiti’s Covid-19 cases have climbed rapidly since late March.

In a press statement, Bahamasair

Managing Director Tracy Cooper said that the flight attendant has not been to work since July 6. He said the airline has been in contact with the Ministry of Health and is following the established guidelines and protocols health officials have outlined. One airline official, who declined to speak on the record, said there is minimal contact among people on the planes, and cabin services are not provided. Britain welcomes Bermuda’s register commitment DOMINIC Raab, the British Foreign Secretary, has welcomed Bermuda’s commitment to make its companies beneficial ownership register public as a step forward to improve global transparency. In an update to the British Parliament on Wednesday, Mr Raab said the island was one of eight Overseas Territories to commit to transparency on who owns companies. “This is an important step forward by governments from across the Overseas Territories,” Mr Raab said. “I welcome the leadership to improve corporate transparency, and the message it sends about the need to tackle illicit finance globally.” The British Government said it “expects that beneficial ownership information on businesses registered in the Overseas Territories will be accessible to the public by 2023”. The statement added that Anguilla, the Cayman Islands, the Falkland Islands, Montserrat, the

Pitcairn Islands and St Helena, Ascension Island and Tristan da Cunha, and the Turks and Caicos Islands, as well as Bermuda had made the commitment. It added: “The UK Government has led an international campaign to make such registers a global norm by 2023 and is hopeful the only remaining permanently inhabited territory not to make an announcement, the British Virgin Islands, will make a similar commitment soon. “The FCO [Foreign and Commonwealth Office] is continuing to work with their Government in encouraging them to take this action.” On Sunday, the Bermuda Government confirmed its intention for the beneficial ownership register the island has kept for about 70 years to become publicly accessible. The statement said the European Union was due to publish an implementation review of the fifth

Anti Money-Laundering Directive in January 2022. The directive requires EU member states to keep records on true ownership of companies that are open to the public. The Bermuda Government statement added: “Within 12 months of that publication, we will therefore bring forward to the legislature proposals to establish public access to beneficial ownership data of companies held on a central register.” Curtis Dickinson, the finance minister, said the move “underpins our commitment to ensure that Bermuda remains a jurisdiction of choice for quality and compliant business”. International law firm Conyers said in response to Bermuda’s statement: “The announcement is made in anticipation of, and it would appear is contingent upon, public registers of beneficial ownership of companies becoming a global, international standard.” (Royal Gazette)

Haiti continues to lead CARICOM countries in Covid-19 cases HAITI recorded a significant increase in the number of positive coronavirus (COVID019) cases on Tuesday as the death toll from the virus climbed to 143 with two new deaths. The Ministry of Public Health said that the 104 new cases of Covid-19 is a marked increase to the 37 cases that had been recorded on Tuesday and have pushed the total number of cases to 6, 831 since the first case was detected on March 19 this year. The ministry said that the two new deaths were recorded in the North Department adding that there were 3,405 active cases being treated, an increase of 259 in 24 hours. It said that the number of suspected cases in the Frenchspeaking Caribbean Community (CARICOM) country, is 15,424, an increase of 560 over Tuesday’s figures. In Guyana, the Ministry of Public Health said that the country as July 14, has 308 positive cases of the virus after eight more persons tested positive. It said that while deaths from the pandemic have increased by one to 18, there are currently 135 active cases in isolation at various facilities and 20 persons in institutional quarantine. The COVID-19 ICU is currently housing five patients. The ministry said that to-date, 3,379 tests have been conducted with 3,071 yielding negative results and urged citizens to continue practising social distancing in the workplace, public spaces, and while using public transportation to reduce the spread of the coronavirus disease. Meanwhile, in Jamaica, where there are 759 positive cases and 10 deaths associated with the virus, the Andrew Holness government on Tuesday tabled in the House of Representatives the COVID-19 The Task Force which consisted of ministers of government, members of

the public sector, civil society, union and business leaders, was appointed to develop recommendations that can assist Jamaica in its economic recovery from the COVID-19 pandemic. Under the title “Rebuild Jamaica”, the Report focuses on key policy and legislative reforms that could support Jamaica’s economic and jobs recovery. Finance and the Public Service Minister, Dr. Nigel Clarke, who chaired the Task Force, said that he was grateful to all persons who contributed to the discussion and dialogue that informed the report. “The COVID-19 pandemic is the most serious global public health threat in a century and is causing the most damaging global economic crisis since the Great Depression of the 1930s. Every country in the world is being gravely affected, and Jamaica is no exception.” Clarke said that the “still uncertain depth and duration of the pandemic compounds the challenges,” and that Jamaica cannot afford to wait to begin to chart its economic recovery. “Our recovery efforts must immediately start and we must adapt to living with the realities of COVID-1,” he said, adding that the Task Force Report puts forward “ambitious reforms” that, on implementation, will assist with the island’s recovery. “Jamaica’s resilience has been tested time and time again. And we have always come on top. This time is no different. By embracing reform with ambition, Jamaica can endure this pandemic, absorb its adverse social and economic effects, restore lost jobs and output, and not only “rebuild Jamaica”, but attain even higher levels of economic and social development in the years to come,” Clarke added. US calls on Guyana’s government to ‘step aside’ after disputed vote

Mast concern: campaigners say some studies suggest electromagnetic radiation could make chronic illnesses worse

Bermuda: Petition to block 5G gathers 3,200 signatures A PETITION set up to block the introduction of 5G mobile phone technology has attracted more than 3,000 signatures in Bermuda. Camilla MacPherson, of Bermuda Advocates for Safe Technology, said that there were sound scientific reasons to be wary of the dangers of wireless radiation. Ms MacPherson added: “People who want to discuss the health implications of electromagnetic frequencies are often branded as people with tin foil hats. “But we have had overwhelming support from the community.” The petition has been signed by 3,200 people, alongside 32 letters of objection to 5G technology, on the Regulatory Authority of Bermuda’s website. The petition said: “Our mission is to educate and inform our community and policymakers about the dangers of exposure to unsafe levels of wireless radiation. “We call on our government and regulatory agencies to make a firm commitment to our health and our children’s health and deny small cell and 5G applications and to create a more protective policy for wireless radiation in our community.” The campaign group said it was worried by some scientific studies that suggested electromagnetic radiation could make chronic illnesses worse and cause some cancers, such as glioblastomas of the brain. Ms MacPherson said: “A lot of people have contacted us to express their concern about the issues or feel that towers in their neighbourhoods contributed to their cancer.” The 5G technology — dubbed the network of the “near future” by supporters — is said to provide quicker downloads and better network reliability. But the 5G infrastructure has a more limited range than the earlier

4G network and needs more cell towers. Opponents argued that more cell towers would expose the public to more electromagnetic radiation. The RA is still in the preliminary report phase of the publicconsultation process for integrated communications operating licences. The Bermuda petition organisers appealed to people with comments or responses to the preliminary report and order to submit them to the RA before the July 20 deadline. They questioned why Horizon Communications was verified as a qualified applicant for an ICOL in May, when its business proposal was centred around 5G technology. Ms MacPherson said: “I think it is putting the cart before the horse.” She questioned if it represented a change in the RA’s decision to hold off on 5G, announced earlier this year. But Charmaine Burgess, the director of communications and stakeholder engagement at the authority, said there was no alteration in its stance, which it confirmed in April. She added: “Our process is to first carry out a detailed radio frequency study, which will be conducted in the coming months.” Ms Burgess highlighted the public’s opportunity to review and comment on the potential grant of multiple licences. She said: “Therefore, I can confirm that Horizon Communications has not been granted an ICOL licence.” Gilbert “Artie” Darrell, the founder of Horizon Communications, said: “Unfortunately, with the pending review of 5G in Bermuda by the RA, it would be premature for me to comment.” The introduction of 5G has sparked worldwide health and safety fears.

UNITED STATES Secretary of State Mike Pompeo on Wednesday called on Guyanese President David Granger to “step aside” following a disputed election in the new oil producer. Preliminary data from a recount of votes published by Guyana’s elections commission last month showed opposition candidate Irfaan Ali won March’s presidential election. But Granger has remained in power, drawing condemnation from regional bodies like the Organization of American States. At a press briefing, Pompeo said Washington was restricting the U.S. visas of “individuals responsible for or complicit in undermining democracy in Guyana.” He did not name those individuals. “The Granger government must respect the results of democratic elections and step aside,” Pompeo said. In a statement, Granger’s government said it “regrets” the State Department’s decision and said the outcome of the election was the responsibility of the judiciary, which has not yet made a final declaration. “The Executive arm has not

He was speaking as the GBPA unveiled a monument in memory of those who died from Hurricane Dorian. “The unveiling of this monument cements the fact that our recovery demands a unified approach,” he said. “We are in this together. And we will get through this together. So forgive me as I just nudge the GBPA and its partners just a little to redouble their efforts to complete the clean-up of our communities on the island. Too many streets in my community here, just up the street remain littered with boats, debris, poles and wire, hampering the rebuilding effort and indeed the mental recovery of residents. I humbly ask that we complete this project which will go a long way towards the recovery. We need our airport, at least one of them back in operation as soon as possible. The temporary facility is working but far from adequate.” Those attending were gathered at the Sir Jack Hayward Bridge.

World News Almost one-third of Florida children tested are positive for coronavirus

Teachers unions believe that reopening schools too soon will risk the health of teachers, children and parents.

Florida health officials have identified a troubling trend; approximately 31 percent, or one-third, of children in Florida tested for COVID-19 yield positive results, according to the Sun Sentinel. State data indicates that out of 54,022 Florida children tested, 31.1

percent have returned positive results on average. This is higher than the statewide positivity rate, which reads in at about 11 percent. Aside from the staggering figure indicating the transmission of the virus, health experts fear it can cause potential lifelong damage in children. Alina Alonso, the health department director of Palm Beach County, reportedly told county commissioners on Tuesday that the long-term consequences of coronavirus in children are unknown. Alonso described X-rays that reveal damage caused to human lungs by the coronavirus, even for people without severe symptoms. “They are seeing there is damage to the lungs in these asymptomatic children. ... We don’t know how that is going to manifest a year from now or two years from now,” Alonso told reporters. “Is that child going to have chronic pulmonary problems or not?” Throughout the pandemic, children have largely been exempt from severe COVID-19 infections, despite the recently discovered pediatric multisystem inflammatory syndrome that occurred in a small number of children who were exposed to the virus. Similar to the inflammatory illness Kawasaki

Disease, the U.S. Centers for Disease Control and Prevention (CDC) issued an alert and guidance page for children exhibiting symptoms. “We are learning something every day,” said Jorge Perez, who co-founded Kidz Medical Services and operates pediatric offices throughout South Florida. “We have to be knowledgeable about this and continue to monitor to see what effects it has in children.” This comes as states determine whether in-person education will resume in the fall. Outside of potentially hazardous consequences of a coronavirus infection to children, asymptomatic carriers pose a threat to teachers and other staff, who are demographically more likely to have a severe infection. Local outlet reported that Gov. Ron DeSantis (R) was expected to meet with the Florida Department of Education this week to outline how schools may proceed in the upcoming academic year. Both DeSantis and other government officials, such as Florida Education Commissioner Richard Corcoran, said public school districts have to “open brick and mortar schools at least five days per week for all students.”

Terence Richardson MIAS. MBEng. Passed in peace surrounded by family on Tuesday 16th June, aged 72. He is survived by his daughter, son in-law and grandchildren. Born in West Yorkshire in the UK, he was son to Frank and Dorris Richardson and eldest brother to Phillip. Terry graduated as a licensed Corporate Land Surveyor and specialized in property management and real estate in the Turks and Caicos Islands (TCI), after he left the UK in the late 60’s. Some of his early survey work in the early 70’s included the Prospect of Whitby Hotel in North Caicos, the subdivision of the Third Turtle Inn in Turtle Cove, and the Leeward subdivision in Providenciales. He additionally resided in South Caicos and Grand Turk and later settled in Provo almost 50 years ago. He was a member of TCASE, The Chamber of Commerce and was instrumental with early advances in the Land Survey Ordinance. A man of high moral ethics and sound principals, he was also a kind, passionate and doting father whose absence will be greatly felt. An avid bird lover, he was a keen contributor to the RSPB in the UK and enjoyed bird watching and donating photographs to local magazines in the TCI. He is preceded in death by his parents and brother and leaves behind his only daughter Anna Parrish, former wife Nicola Richardson and his Aunt Valerie Fisher. Coronavirus: Chinese economy bounces back into growth CHINA’S economy grew 3.2% in the second quarter following a record slump. The world’s second biggest economy saw a sharp decline in the first three months of the year during coronavirus lockdowns. But figures released on Wednesday show China’s Gross Domestic Product (GDP) returned to growth during April to June. The numbers are being closely watched around the world as China restarts its economy. The figure is higher than experts were predicting and points towards a

V-shaped recovery - that is, a sharp fall followed by a quick recovery. It also means China avoids going into a technical recession - signified as two consecutive periods of negative growth. The bounce-back follows a steep 6.8% slump in the first quarter of the year, which was the biggest contraction since quarterly GDP records began. The country’s factories and businesses were shutdown for most of this period as China introduced strict measures to curb the spread of the virus

World News Coronavirus: US disease chief Dr Anthony Fauci calls White House attacks ‘bizarre’ US infectious disease expert Dr Anthony Fauci has described recent efforts by the Trump administration to discredit him as “bizarre” and “nonsense”. “Ultimately, it hurts the president to do that,” Dr Fauci said in an interview with The Atlantic. “It doesn’t do anything but reflect poorly on them.” On Sunday, a White House official shared a list detailing past apparent erroneous comments by Dr Fauci. But on Wednesday Mr Trump insisted he had a “good relationship” with him. “We’re all in the same team including Dr Fauci,” he said. “We want to get rid of this mess that China sent us, so everybody’s working on the same line and we’re doing very well.” The White House statement attacking Dr Fauci criticised him for

what it said was conflicting advice on face coverings and remarks on Covid-19’s severity. Responding to the criticism, Dr Fauci told The Atlantic that targeting him was “completely wrong”. “I cannot figure out in my wildest dreams why they would want to do that,” he said. “I think they realise now that that was not a prudent thing to do, because it’s only reflecting negatively on them,” he added. Dr Fauci was also criticised by Peter Navarro, Mr Trump’s top trade adviser, in an opinion piece for USA Today in which he said the disease expert had been “wrong about everything I have interacted with him on”. However, the White House distanced itself from Mr Navarro’s remarks, with communications chief Alyssa Farah tweeting that the article

“didn’t go through normal White House clearance processes” and was “the opinion of Peter alone”. Asked about Mr Navarro’s piece as he departed the White House for Atlanta, Mr Trump said he should not have written it. “Well he made a statement representing himself. He shouldn’t be doing that,” he said. In his interview with The Atlantic, Dr Fauci said he was not thinking of resigning over the attacks on him. “I think the problem is too important for me to get into those kinds of thoughts and discussions. I just want to do my job. I’m really good at it. I think I can contribute. And I’m going to keep doing it,” he said. Fertility rate: ‘Jaw-dropping’ global crash in children being born THE world is ill-prepared for the global crash in children being born which is set to have a “jaw-dropping” impact on societies, say researchers. Falling fertility rates mean nearly every country could have shrinking populations by the end of the century. And 23 nations - including Spain and Japan - are expected to see their populations halve by 2100. Countries will also age dramatically, with as many people turning 80 as there are being born. The fertility rate - the average number of children a woman gives birth to - is falling. If the number falls below approximately 2.1, then the size of the population starts to fall. In 1950, women were having an average of 4.7 children in their lifetime. Researchers at the University of Washington’s Institute for Health Metrics and Evaluation showed the

global fertility rate nearly halved to 2.4 in 2017 - and their study, published in the Lancet, projects it will fall below 1.7 by 2100. As a result, the researchers expect the number of people on the planet to peak at 9.7 billion around 2064, before falling down to 8.8 billion by the end of the century. “That’s a pretty big thing; most of the world is transitioning into natural population decline,” researcher Prof Christopher Murray told the BBC. “I think it’s incredibly hard to think this through and recognise how big a thing this is; it’s extraordinary, we’ll have to reorganise societies.” It has nothing to do with sperm counts or the usual things that come to mind when discussing fertility. Instead it is being driven by more women in education and work, as well as greater access to contraception, leading to women choosing to have fewer children.

Researchers found that among older women who lived in areas with high levels of air pollution, those who had the lowest levels of omega-3 fatty acids in their blood had more brain shrinkage than

women who had the highest levels. “Fish are an excellent source of omega-3 fatty acids and easy to add to the diet,” said study author Ka He, M.D., Sc.D., of Columbia University in New York. “Omega-3 fatty acids have been shown to fight inflammation and maintain brain structure in aging brains. They have also been found to reduce brain damage caused by neurotoxins like lead and mercury. So we explored if omega-3 fatty acids have a protective effect against another neurotoxin, the fine particulate matter found in air pollution.”

Del Mar: Racing suspended as 15 jockeys at US track test positive for coronavirus RACING has been suspended at a track in the United States after 15 jockeys tested positive for coronavirus. Meetings scheduled for Friday, Saturday and Sunday at Del Mar will not be held. All jockeys set to ride at the track in California were checked after leading riders Flavien Prat and Victor Espinoza tested positive. Officials say the affected jockeys were asymptomatic, are isolating at home and

they hope to resume action at the course on 24 July. “Assuming these individuals continue to show no symptoms, they will be isolated for a total of 10 days and should be able to resume their usual activities, including riding after that time,” said Dr Eric McDonald, medical director of San Diego epidemiology and immunisation department. The season at Del Mar began on 10 July without

spectators because of the coronavirus pandemic. Safety measures for those taking part included temperature checks, face covering and social distancing requirements, additional hand washing and sanitiser stations, and regular disinfecting of all common areas. Del Mar chief executive Joe Harper said: “Cancelling this weekend’s races will give us additional time to monitor the situation and

give the individuals who tested positive additional time to recover.” Espinoza rode American Pharoah in 2015 to become the first US Triple Crown winner for 37 years. Spain minister doubts return of fans in La Liga in September SPAIN’S health minister says he does not think fans will be able to return to football matches in the country when the new season starts in September. The government’s department for sport and La Liga had hoped for fans to return at a reduced capacity. But the threat of a rise in coronavirus infections is set to prevent the move.

“To be honest, I don’t see it, given the reality we are in,” health minister Santiago Illa told radio station Cadena Ser. “We have seen some clusters of infections and, although we have fortunately been able to control them, I still don’t see [fans returning].” La Liga resumed this season behind closed doors

BRITISH Olympians Katarina Johnson-Thompson and Adam Gemili have joined the board of a new independent body designed to fight for the rights of track and field athletes. Launched in response to controversial changes to the Diamond League programme, the Athletics Association will “seek an athletes-first approach” to the sport. It promised to hold governing body World Athletics to account and “to challenge them if they are not acting in the best interest of the athletes”. It will also campaign for the right of athletes to protest at the Tokyo Olympics, including taking a knee in support of the Black Lives Matter movement. Last year the 200m and triple jump were two of four events cut from the regular Diamond League programme by World Athletics because it said it wanted a “fasterpaced” event. The 3,000m steeplechase and discus will also be missing from the Diamond League final in Zurich in September. “That was the catalyst,” the organisation’s inaugural president, two-time Olympic triple jump champion Christian Taylor, told BBC Sport. “Enough became enough. We said ‘let’s stop being on the receiving end’. Director of Sports Jarrett Forbes told the Weekly News that in order for the Sports Commission to perform at its highest level, the building of “internal human resource capacity” is critical. High on the agenda is the need for a Deputy Director of Sports, who according to Forbes, would serve in a management position. “The Deputy Director of Sports leads the management of the Sports Commission. The individual has responsibility for the human resources functions: including recruitment and selection, industrial relations, organisational design and development, training and

development. The individual also leads performance management including monitoring and evaluation of Sports Commission employees.” The Director also noted that having a number two would allow him to focus on strategic aspects of development. “By having a Deputy Director, it allows the Director of Sports to focus on policy and strategic planning in addition to increased investment in sports and the expansion of sports facilities and services.” Forbes added that the objectives of the Commission remains: to provide leadership in the development of sport in the islands; to foster, develop and promote physical activity and sport in the islands;

to encourage and promote the participation of women, individuals with disabilities, and other underrepresented groups in sport to the fullest extent possible and to mandate their respectful and equal treatment by sport organisations receiving funds from the Commission; to foster co-operation in sports between the Islands and other countries through the provision of access to resources, services and facilities related to sport; and to encourage the private sector to contribute to the funding of sport to supplement assistance by the commission and the government. Darmody sails around Provo in under seven hours

– Encourages others to give it a go PROVO Sailing Academy (PSA) coach Ross Darmody skillfully maneuvered his vessel through the waters around Providenciales to circle the island in under seven hours, which is an extremely fast time. The 29-year-old was pleasantly surprised with his pace and indicated to the Weekly News that his initial hope was just to make it back before nightfall after his 7:00h (7am) departure. PERFECT WEATHER His maiden voyage last Monday around TCI’s most populated island was something planned, but along with doing his homework, the experienced sailor was blessed with perfect weather.

“The weather definitely helped, the conditions were a perfect 12 to 15 knots. It was my first time doing the full trip around Provo but I spent a couple of days speaking to friends who have lived here their whole lives and after checking the charts, weather forecast and tide table I set off early on Monday morning, expecting to return at dark! Fortunately, the weather gods were watching down on me and it took under 7 hours.” Ross clocked a distance of 46.85 nautical miles in a time of six hours, 46 minutes and 47 seconds. Since the wind tends to be more from the south, southwest in the summer months, the ace sailor decided to navigate downwind from Grace Bay, around Northwest

Point, across the shallows to Split Rock and upwind to Long Bay, then around Leeward and back to Grace Bay. “It was my first time sailing around Provo but it definitely won’t be my last!” The Dublin born, who worked as General Manager/Sailing Director of Grand Bahama Sailing Club

prior to joining the PSA in 2018, said that he hopes more sailors make the trip.

Meanwhile, due to the effects of Covid-19, Ross noted that he would have more time on his hands to teach persons desirous of learning the sport.

“I’m not going to be the full time director this year, as the club is not in a position to hire anyone full time. Fenelus aims for second consecutive win since returning from injury NATIONAL footballer Marco Fenelus is ready to help lead his team to another critical win this Sunday, just two weeks since returning from an injury that kept him away from the game for seven weeks. With the Taiwan Football Premier League heating up, Fenelus’s team, Tainan FC, will have to play hard to bounce back. Currently Tainan is 5-4 in the eight-team league. Fenelus, who had scored three goals and three assists, while

playing with a thigh injury prior to getting treatment, noted that mentally he is set to win. “Our intention is to win as many games as we can and hopefully put ourselves back in the top two position. For now, I’ll be working to get myself fit so that I can help my team in the process because I know that we cannot afford to lose any more games for the season.” Sunday’s game is against FUTURO FC.
