The Belton ISD bond consists of Proposition A for $168.8 million and Proposition B for $5 million. When one takes the time to look at the details surrounding the BISD request, one quickly concludes the requests are the most prudent and reasonable approach to tackling the needs of this fast-growing ISD. It is significant to note the BISD tax rate will not increase as a result of these proposals, primarily due to new rooftops and increased property valuation. The district through responsible financial management and practices has also passed savings onto residents by lowering the tax rate by 24 cents since 2018 and recently saved taxpayers $4 million through bond refinancing. BISD’s Proposition A will address three essential areas: (1) growth and capacity needs; (2) safety and security upgrades; and, (3) aging facilities to provide equitable facilities district-wide. The population growth in central Texas equates to higher enrollment in BISD with expectations of adding 3,100 students over the next 5 years. This accelerated growth exacerbates already overcrowded BISD campuses – two elementary schools are over capacity – and highlights the need to build new schools. The district also needs to bring many of its current facilities, which are aging and in need of capital repairs, to similar standards as the district’s newer campuses. BISD’s Proposition B will provide new technology devices and equipment for students, teachers, and staff. The COVID-19 pandemic proved how critical having access to technology and devices is to our day-to-day lives and the role it plays in student learning.

We applaud TISD for utilizing a textbook example of transparency, community engagement, and communicating the details on “why” this action is critical. Temple is a growing community and with growth comes the need for improved and enhanced infrastructure, including our schools. The numbers are showing the necessity for a new elementary school to serve the southwest quadrant of our community, as well as the addition of 12 classrooms across three campuses. We agree that TISD must focus on safety, security, student programs, and aging facilities to take care of existing families. Some of the projects outlined include: eliminate the remaining 20 portables; complete security vestibule projects at 3 campuses; complete fire suppression systems and alarm upgrades; create a backup site for technology; provide sidewalk, pavement & lighting improvements; replace/renovate Auxiliary Services Center at the current site; providing middle school athletic competition facilities; improve the THS Fine Arts Auditorium; complete the Meredith-Dunbar Fine Arts Auditorium; and improve upon the Career Technical Education Agriculture facility. TISD has been a good steward of the tax dollar, having lowered the tax rate by 16.5 cents since 2018, due to efficient financial accounting processes.
Though the economic forecast with current geopolitical events is uncertain, actions now to invest in all of our students will pay dividends in both Belton ISD and Temple ISD to be able to continue to grow a skilled labor force in our community, and shepherd students to lifelong careers that provide excellent pay and ongoing support of the robust Central Texas economy.

Leadership Temple Class of 2023: Accepting Applications
Temple Chamber Staff The Temple Chamber of Commerce is accepting applications for the Leadership Temple Class of 2023.
Leadership Temple is a professional development and education program that surveys the inner workings of Temple and Central Texas. The program helps both current and emerging leaders understand the dynamics of the community and the role leadership plays in its long-term success. “Leadership Temple is one of the greatest assets Temple has,” noted Tyler Jermstad, Leadership Temple Class of 2016. “The program afforded me the opportunity to see how the community works from an entirely new perspective." "Each experience I had as a participant was incredibly impactful and helped me grow as a leader and professional," continued Jermstad. "There are things I got to see and do that I would never have been able to do if not for the program. I also built relationships that will last a lifetime. I recommend Leadership Temple

Baylor Scott & White Glenda Tanner Vasicek Cancer Treatment Center-Temple New Radiation Oncology Facility Baylor Scott & White Health
Baylor Scott & White Glenda Tanner Vasicek Cancer Treatment Center (VCTC) – Temple opened a new radiation oncology facility that will benefit Central Texas cancer patients. Located on the Baylor Scott & White Medical Center – Temple campus, the two-story 27,800 square-foot facility is adjacent to the BSW VCTC and will allow patients to receive all cancer treatments in one location. The facility will be able to treat up to 70 patients per day and features advanced radiation treatment equipment. "We are excited to expand our comprehensive cancer care services here in Central Texas," said Stephen Sibbitt, MD, chief medical officer, Baylor Scott & White – Central Texas region. "This new facility will allow us to significantly improve the entire patient experience and allow us to perform more complex procedures with decreased wait times." The new facility will include two linear accelerators with one extra vault empty for future expansion, a high dose rate (HDR) suite with a CT for HDR implant procedures, a CT simulator capable of scanning dual energy CT, 4DCT, partial auto-contouring of anatomical structures, and a procedure room and nine exam rooms. The building is situated on a centrally located courtyard to create a calm environment for patients and staff. "Our medical staff continues to focus on delivering care for patients diagnosed with highly complex and rare cancers," said Niloyjyoti Deb, MD, chairman, radiation oncology at Baylor Scott & White – Temple. "This new advanced radiation oncology facility will allow us to significantly expand our patient care capabilities and help deliver radiation treatments in a spacious, peaceful, and compassionate environment for our patients."
The radiation oncology program was established on the Baylor Scott & White – Temple campus in the 1960s and modernized in 2010. Through a multidisciplinary approach to care, the radiation oncology program provides a multitude of treatments for breast, lung, gastrointestinal, head and neck, gynecologic, and genitourinary cancers by board-certified radiation oncologists. With several radiation therapy options available, medical staff can select appropriate treatments, including technologies that may reduce a patient’s treatment time from six weeks to as little as five days, depending on the type of cancer. Treatments that the Baylor Scott & White – Temple radiation oncology program provides include: intensity modulated radiation therapy for head and neck, lung, gastrointestinal, brain cancers; deep inspiration breath hold, prone breast irradiation for breast cancers; stereotactic body and cranial irradiation; and high-dose rate brachytherapy for gynecologic, head and neck and skin cancers. "As a well-established cancer center with multiple prestigious accreditations, we are committed to staying in the forefront of the medical community," said Sherronda Henderson, MD, FACP, interim division director of hematology/oncology at Baylor Scott & White – Temple. "This new facility reaffirms our commitment to expand patient care and serve Central Texas cancer patients." Baylor Scott & White Medical Center – Temple received the highly-esteemed American College of Surgeons Commission on Cancer (CoC) accreditation in 1933 and has since maintained it. In addition to treating different types of cancers, providers at BSW VCTC conduct ongoing cancer research through clinical trials.

“We all have it [mental health]. Why are we so afraid to discuss it?”: Leadership Temple Class of 2022 changing the narrative surrounding Mental Health in our Community
Leadership Temple Class of 2022 May is Mental Health Awareness Month, a national observance held annually since 1949 to raise awareness about mental health conditions and the importance of good mental health for everyone.
According to Mental Health America, one-in-five American adults live with a diagnosable mental health condition. Mental health, defined as emotional, psychological, and social well-being, affects how we think, feel, and act. It also helps determine how we handle stress, relate to others, and make choices.
Though we all experience emotional ups and downs, mental health conditions extend beyond these emotional reactions to become something longer lasting. They are diagnosable medical conditions that, like other diseases, are treatable. They are not the result of personal weakness, lack of character, or poor upbringing. However, many individuals are ashamed to seek help because of misconceptions about mental health.
The topic of mental health resonated with the Leadership Temple Class of 2022.
During their nine-month program, they saw first-hand how unaddressed mental health issues have led to homelessness, stressed the justice system and emergency departments, and became more aware of the landscape within the business community with employee burnout, distress, and suicide.
The group recognized a stigma still surrounds the topic of mental health and wanted to be part of changing the narrative.
Engaging the Temple High School Career & Technical Education Video Production students, the group produced a video public service announcement. In the video public service announcement, Mental Health is All Our Concern, the participants were vulnerable about their own mental health struggles, shared the facts surrounding mental health, and provided resources for those in need.

Typically when discussing mental health conditions, the language is clinical and impersonal. Though useful for doctors, it is isolating and unrelatable to those experiencing mental health conditions.
“The video project by Leadership Temple was a labor of love by the professionals engaged in the program,” expressed Shawn Reynolds, Chief of Police, Temple Police Department, and Leadership Temple Class of 2022 participant. “These professionals further recognized many misconceptions related to mental health and wanted to share personal experiences with mental health conditions and the facts to tackle the stigma associated with mental health.”
The video served as the opening to the Central Texas Community Health Summit: Connecting the Dots 5.0 on April 27, 2022, at the Central Texas Council of Governments. The theme of the annual regional summit was Prioritizing Community Mental Health.

In May, the Leadership Temple Class of 2022 participants will complete the Mental Health First Aid Certification through Central Counties Services. This 8-hour training teaches one to identify, understand and respond to signs of mental health conditions and substance use disorders. It gives participants the tools to help friends, family, colleagues, and community members experiencing a mental health crisis.
