BUSINESS Everything You Need to Know: Upcoming Temple ISD Bond Election Dear Citizens of Temple ISD,

OCTOBER 2021 MFG DAY JOB FAIR

On August 16, 2021, the Temple ISD Board of Trustees unanimously voted to call a $184.9 million bond election for November 2, 2021. This was in alignment with the final recommendation presented by the Temple Citizen Advisory Committee, a diverse citizens group created to study and prioritize the needs of the district. The 2021 bond is the last phase of a ten-year strategic master facilities plan that began with the 2011 TISD bond. With voter support, this bond would complete all projects promised to the community and proactively start on the new 2021 facilities master plan.

Temple ISD is Committed to Honest and Transparent Communication

Temple ISD delivers on its promises when it comes to bonds. The last two were delivered on time and on budget. They have also welcomed community members onto district campuses and allowed for facility usage of such facilities. One such facility is Wildcat Stadium. The track and turf at Wildcat Stadium are at the end of their useful life. This bond will allow for new track and turf so students and the community can continue to safely utilize these facilities. School playgrounds are also used by community members and their families after hours and on weekends. This bond will replace seven elementary playgrounds.

Temple is Growing

Temple ISD expects to add an additional 1,250 students over the next five years. This bond will add a new elementary campus in the rapidly growing southeast portion of the district and add fourteen additional classrooms across four campuses to accommodate growth. (Temple High School 4, Bonham 4, Scott 4, Kennedy Powell 2) The elimination of 20 remaining portables ensures that every student is in a proper brick and mortar physical school building. This bond further provides equitable facilities for all programs regardless of campus.

Why should you vote FOR this bond?

1.

Good Schools Make Good Communities

This bond proposal will be used to continue improving education in Temple ISD that will produce an educated workforce, which in turn attracts new businesses, good paying jobs and a growing tax base. The return on investments made thus far in Temple ISD have resulted in one of the best school districts in the state of Texas; with the Temple Independent School District Board of Trustees being recognized as 2020 Region 12 School Board of the Year by Texas Association of School Administrators (TASA) and a Top Five State Finalist.

4.

Temple ISD Needs Your Help

While the district does a good job of maintaining its facilities, most facilities within Temple ISD are over 30 years old, and this bond proposal will allow for necessary repairs and upgrades to include roofing, HVAC, plumbing, kitchen, and electrical systems to keep the schools in good condition as they age. If we are to prepare our students for a global and high-tech workplace, we must have the appropriate school facilities and tools to provide them with a 21st Century education. The state of Texas does not currently help pay for the construction of new school facilities. Texas law permits Temple ISD to determine its tax rate for debt Continued on Page 2

Everything You Need to Know: Upcoming Temple ISD Bond Election Continued from Page 1 service to pay for educational facilities. The proposed $184.9 million TISD bond is estimated to raise the tax rate by a total of 12.5 cents which would equate to $10/month or $125/year per $100,000 evaluation. Temple ISD’s tax rate has dropped more than 16.5 cents in the last three years due to the district’s fiscal responsibility. Additionally, existing state law freezes property taxes paid by homeowners 65 years of age or older. Seniors who file their exemption would not have to pay any additional taxes associated with this bond.

The Central Texas community is frequently recognized as one of the fastest growing and stable economies in the United States. The Chamber applauds TISD in the development of programs that address the dreams and aspirations of all students as they prepare to enter the workforce. Students graduating from TISD are ready to hit the ground running to satisfy a growing need for skilled labor in our community and, most importantly, establish lifelong careers that provide excellent pay and ongoing support of the robust Central Texas economy. The Temple Chamber of Commerce is proud to be in a community that strongly supports the next generation of leaders and stands firmly in support of the Temple Independent School District 2021 Bond.

“The process utilized by Dr. Ott and the TISD leadership team was thorough, inclusive, and transparent, a textbook example that ISD’s across the State will follow,” McLane noted.

“We have met with Dr. Ott several times to gain a better understanding of the demographic study that forecasts the need for a new elementary school and the expansion of 14 new classrooms within the system,” McLane shared. “This plan further enhances the educational opportunity that TISD will deliver to the students and our community!”

The Essentials of City Government: Bold Leadership, Safety, Preparation, & Planning

Bre’Layshia Alexander, Baylor Scott & White SportsCare, Kevin Koonce, Right Sized Inventory, and Shawn Reynolds City of Temple Police Deparmtent - LT Class of 2022

The experience, leadership, and details in the plans and discussions highlighted the time, talent, and energy it takes to run the City of Temple. However, what stood out was not the management and administration of the processes and departments but the passion and energy in the desire to continue to provide government services with empathy, compassion, and a bold vision for the future of the City of Temple.

Fully informed, Leadership Temple left in awe and, shortly after, had to practice holding their breath as they traveled to one of the two wastewater treatment plants the City of Temple utilizes. They got a fascinating (and sometimes odoriferous) look at what goes into separating the wastewater into the things we do not want in our watershed and into clean water that enters back into our streams, rivers, and lakes.

Safely collecting “raw” sewage occurs at the newly installed headworks, which removes the solid matter from the liquid. The solid matter is destined for other uses, such as compost, which is available for purchase by community members. Bre’Layshia Alexander, LT Class of 2022, visits with City of Temple Mayor Tim Davis. Learning about the inner workings of our community by taking a step behind the scenes is crucial in setting a foundation for future and current leaders. Information overload would be an understatement for the Leadership Temple Class City Government Day. An informative meet and greet with our Mayor and City Council members started the morning. Mayor Tim Davis informed the class that they “will only see the cream off the top of what goes on in the city government.” The second session involved presentations from several City Leaders including, City Manager Brynn Myers, Finance Director Traci Barnard, Parks & Recreation Director Kevin Beavers, City Attorney Kathy Davis, and Performance Excellence Director Stacey Hawkins. Again, it is evident that these leaders are passionate about what they do and live their vision of “Temple, a place you’ll love to call home.” LT Class of 2022 Mock City Council Meeting

Seeing how much goes into this critical city infrastructure is yet another example of all the unglamorous, but critically essential functions, that happen every day to make a city what it is.

Lastly, Leadership Temple participated in a mock city council meeting to better understand parliamentary procedure and conflict resolution. Parliamentary procedure is a set of rules for conduct at meetings that allow everyone to be heard and make decisions without confusion.

The mock city council meeting was not prestigious; instead, it highlighted scenarios that tested the character of the meeting members and showed the importance of maintaining order.

Kevin Koonce, LT Class of 2022, snaps a photo at the Wastewater Treatment Plant

Leadership Temple left the days event with a greater understanding and appreciation for all that goes into City Government. Thank you to all the City of Temple employees for all that they do!

Meet Temple and the Temple Chamber to Celebrate the Local Manufacturing Industry Temple Chamber of Commerce Staff

Meet Temple and the Temple Chamber of Commerce are proud to partner to celebrate local manufacturers with a Job Fair on National Manufacturing Day (MFG Day), October 1, 2021, at Workforce Solutions of Central Texas. The Job Fair will run from 11:00 am - 2:00 pm at the Temple Workforce Office located at 201 Santa Fe Way, Temple, TX 76501. Job seekers are encouraged to register online with WorkInTexas.com prior to the event to streamline their process. Face coverings/masks are encouraged. The celebration will continue with spotlights of partnering manufacturers throughout October on Meet Temple and Temple Chamber of Commerce social media. Since its beginning in 2012, MFG Day highlights modern manufacturing careers, dispels myths of the public image of manufacturing, and is an opportunity to energize a future pipeline of skilled workers. Temple is home to 130 manufacturing establishments including the world’s leading producers of everything from engineered surfaces (Wilsonart) to LIQUID NAILS® brand construction adhesives (PPG) to Hefty® Waste Bags (Reynolds Consumer Products). These companies support nearly 6,600 jobs locally and drive the growing manufacturing industry, with industry employment up 28% between 2010 and 2020. “We will continue to work towards not only bringing in new manufacturers but also supporting and recognizing those manufacturers who call Temple home,”

said Amanda Carlson, Director of Marketing and Communications for the Temple Economic Development Corporation. “Our most recent efforts are through Meet Temple, a talent attraction and retention initiative that helps increase the funnel of people considering a career in Temple.”

The Temple workforce is supported by technically skilled veterans from nearby Fort Hood, robust Career and Technical Education Manufacturing Pathways at area high schools, and graduates from STEM-focused training or degree programs from eight regional higher education institutions. “With a booming manufacturing industry, there is increased demand for a skilled workforce,” noted Whitney Theriot, Vice President of the Temple Chamber of Commerce. “We do have existing pipelines in place to grow talent, to tap into transitioning soldiers, and MFG Day is a way we can help connect the dots to career opportunities locally.” Meet Temple and the Temple Chamber of Commerce hope the concentrated effort to create awareness about the local manufacturing industry through MFG Day will inspire a new generation of manufacturers in Temple. Partnering manufacturers for the 2021 MFG Day initiative include MooreCo, Inc., Palladio Industries, Inc., Reynolds Consumer Products, Sunbelt Transformer, Temple Machine Shop, and Wilsonart. America Recycles Day: A History of the Holiday Tanya Gray, Keep Temple Beautiful The concepts of reducing, reusing, and recycling are more relevant today than ever before. We often hear about drastic changes in the natural environment – droughts and fires in one area, floods or blizzards in another. Extreme weather conditions are increasing in frequency and severity: since 1980, the United States has had 219 weather and climate disasters that exceeded $1 billion in damages each. Air, water, and soil pollution are significant contributors to these changes – and we certainly have a hefty role to play. The United States has the third-largest population of all countries, but it produces the most municipal solid waste in the world, with 258 million tons generated in 2017 alone. The good news is since we are such a big part of the problem, we can be an even greater part of the solution! In some ways, we have brought more attention to the importance of recycling through holidays like America Recycles Day. The roots of America Recycles Day go to the state of Texas. In 1994 two employees at the Texas Commission on Environmental Quality suggested a holiday to promote recycling through a six-week campaign to boost recycling in the State. When they started an environmental-focused public relations and adver-

tising agency, they proposed transforming Texas Recycles Day into America Recycles Day. The first national run of America Recycles Day was Nov. 15, 1997, and has been celebrated on that date ever since.

We live in a state full of wonder and beauty, and it’s important that we do our part to keep it this way. By not recycling or attempting to reduce our trash, our landfills will continue to grow until they’re overrun with excess garbage that can be harmful to our environment. This is why Texas Recycles Day is so important. This statewide campaign which coincides with America Recycles Day seeks to educate our fellow Texans on the importance of recycling and waste reduction. The need to recycle is great and Keep Temple Beautiful encourages everyone to do their part to reduce their carbon footprint. When we recycle, we are saving our environment from being destroyed and we’re helping to keep Texas a beautiful place that we can all call home. So, here’s hoping because of Texas Recycles Day, many of you go from occasional recycler to everyday recycler.
