ACCELERATING VIETNAM’S INFRASTRUCTURE DEVELOPMENT FOR SUSTAINABLE GROWTH As one of the fastest growing economies in ASEAN, Vietnam has a seemingly endless wish list for infrastructure. Currently, just 20 per cent of the country’s na�onal roads are paved, and a recently approved plan to build a 1,372km north-south highway by 2030 is es�mated to cost $14bn. The rising popula�on in major ci�es in recent years has strained and exceeded capacity of the exis�ng connec�vity networks and u�li�es systems. With 50% of Vietnam’s popula�on expected to be living in ci�es, Hanoi and Ho Chi Minh are building rapid transit systems exceeding US$ 22 billion in the hope of reducing private vehicle ownership and improving air quality. Various expressway projects are planned and underway to improve connec�vity within major ci�es. Similarly, development and upgrading of urban u�li�es infrastructure are announced and there are 44 planed PPP projects with total investment value worth up to US$ 120 billion in the road and power sectors.
A further detail to the Vietnam’s infrastructure project given by the most recent Global Infrastructure Outlook showed that if Vietnam con�nues on this posi�ve stride of inves�ng, the country will meet 83% of its goals by 2040. Nevertheless, in order to get there, Vietnam will need an investment of $605 billion. The Vietnam government is set to meet its ambi�ous goal through liberalising various industries and embracing PPP. The government has been making efforts to introduce private-sector par�cipa�on in the roads and rail sectors, and ac�vely a�rac�ng foreign direct investment to develop its infrastructure needs. The hos�ng of the Infrastructure Vietnam 2019 (IVN2019) is to provide an interac�ve pla�orm for poten�al investors and key players of the industry to gather in Vietnam and get updated on the new direc�ons, investment policies and market poten�al of the construc�on and infrastructure sectors in Vietnam.

Quick Facts about Vietnam’s Infrastructure Investment • From 2012 to 2016, Vietnam’s infrastructure spending growth was among the fastest in ASEAN, at 11.5% p.a., nearly double its GDP growth. • The government is speeding up plans to a�ract more private investment for infrastructure as the state can currently only meet a third of its infrastructure costs.
• According to the G20 Global Infrastructure Outlook 2017 report, Vietnam requires US$605 billion in infrastructure investments by 2040. Infrastructure investments accounted a 44% share, followed by transporta�on (28%), telecommunica�ons (16%) and water (12%).
ASEAN’s Infrastructure Spending and GDP Growth • Among the ASEAN countries, Vietnam has the second highest spending on transport infrastructure and it is projected to increase to US$11 billion in 2020 and US$17 billion by 2025.

Road • Roads are the dominant mode of freight transport suppor�ng Vietnam’s development as a regional manufacturing hub. Sta�s�cs show that roads served about 77% of all freight transport and 94% of all passengers transported in 2016.
• From 2018 to 2020, the country plans to complete the construc�on of 654 kilometres out of 1,300 kilometres of North-South Expressway under the public-private partnership (PPP) model.
• Viet Nam has the highest number of pipeline road and bridge projects in the ASEAN region.
• Under the Vietnam Socio-Economic Development Plan (SEDP) 2016-2020, investments iden�fied include (1) US$48 billion for transport infrastructure projects between 2015 and 2020 and (2) US$13 billion for a 10-lane road spanning 1,800km between Hanoi and Ho Chi Minh City
Rail • Vietnam is stepping up to upgrade its rail infrastructure, which is over 136 years old. The country’s rail network is centred on a 1,726km single-track mainline running from Hanoi to Ho Chi Minh City. • Vietnam has 29 rail projects in the pipeline, which places it second among the ASEAN countries, just behind Indonesia and just ahead of Thailand. • The rail projects include the modernisa�on and expansion of the na�onal railway network and the construc�on of subway (MRT) lines in Hanoi and Ho Chi Minh City.

• The government is looking to build a North- South High Speed Rail line linking major ci�es and economic zones across Viet Nam. • Ministry of Transporta�on and the Korea Interna�onal Coopera�on Agency are also currently studying the feasibility of a 500km39 railway link to Laos

MARKET INFO ON VIETNAM’S INFRASTRUCTURE SECTOR Ports • Vietnam has 3,200km of coastline with 114 seaports and a geographically strategic loca�on. • The general sta�s�cs office (GSO) states that mari�me and inland waterway freight volumes rose from 205.8 million tonnes in 2010 to 260.2 million tonnes in 2015
• The government has approved a Master Plan for seaport system development, which will require $20 billion to build new seaports and upgrade exis�ng ones by 2020
