Introduction Introduction

A

n organization geared for success in public service needs a foundation of values, expertise, and experience that encompasses both its physical and human resources who make it what it is: the officials, employees, stakeholders and the clients.

At Technical Education and Skills Development Authority (TESDA)-Caraga, the entire personnel from the different Operating Units were able to deliver the agency’s mandates, thrusts and programs in 2014 through the successful conduct of various projects and activities in five provinces and six cities. This year’s Annual Report highlights the accomplishments of TESDA-Caraga’s Operating Units in PEGACE (Profiling, Enrolled, Graduated, Assessed, Certified, and Employed), as well as in the Unified TVET Program Registration and Accreditation System (UTPRAS) and Competency Assessment and Certification System (CACS). Underscoring the importance of providing free skills training to Caraganons, the report also presented the accomplishments of the scholarship slots provided in Training for Work Scholarship Program (TWSP), Private Education Student Financial Assistance (PESFA), Skills Training for Employment Program (STEP), and the Grassroots Participatory Budgeting (GPB). It is also presented in this Annual Report the activities undertaken by the Human Resource Department (HRD) to ensure that personnel have undergone training and development, the organization is developed, as well as the career of all employees. The Budget and Financial Accomplishments are also presented in this report to showcase the financial activities of the agency which is in-line with the Transparency and Accountability program of the present administration. Further, report on different Industry Programs has been shown here signifying the strong partnership of TESDA-Caraga with the different industry partners and stakeholders. Corporate activities or those events that are spearheaded by TESDA Central Office were also successfully participated by TESDA-Caraga through the support of the different Operating Units in the different provinces of the region. Among these activities include: Tatak TESDA Video-Making Contest, TESDA Idol, Kabalikat Awards, Holcim Galing Mason, Gender and Development (GAD), Career Guidance, Pinoy Bayanihan Project, and the TESDA Specialista Desk. As one of the regional offices that are recommended for ISO 9001:2008 certification, TESDA-Caraga takes pride in achieving such international certification which means that the quality management system of the office has passed the international standards. In terms of external affairs, the report showcased the support of the different operating units to the flagship programs of other government agencies such as: Pantawid Pamilyang Pilipino Program (4Ps) of the Department of Social Welfare and Development (DSWD); Armed Forces of the Philippines (AFP) through the Philippine Army’s Community Organizing for Peace and Development (COPD); K to 12 Program of the Department of Education (DepEd); and programs for Persons With Disabilities (PWDs), Senior Citizens, and the Filipino Family. To look into the current and emerging issues and concerns of Technical Education and Skills Development (TESD) in the region, the Provincial and Regional TESD Committees have continued to convene through the full support of committee members and the agency. As frontliners in delivering the agency’s thrusts and mandates, activities of the Provincial Offices and TESDA Technology Institutions (TTIs) were also showcased in this Annual Report highlighting the innovations and initiatives made by the officials and personnel to achieve and surpass its target. Lastly, activities undertaken by the Regional Office from January to December 2014 were likewise included in this report showing a remarkable success in every conduct of the events.

Message Message

T

ime and again, we have emphasized that the task of developing “Filipino workers with world class competence and positive work values,” as our vision states it, and the challenges attendant to the fulfillment of this mandate, is not the sole responsibility of TESDA, but a collective undertaking of a community of stakeholders. The strides and accomplishments that TESDACaraga had achieved in 2014 would not have been made possible without the unflinching support of stakeholders both public and private. The main programs and services of TESDA were successfully undertaken by all the implementing units of the agency in 2014. Through the Regional Technical Education and Skills Development Committee (RTESDC), TESDA-Caraga has provided direction on TESD to what it should be, where it should be going and the priority programs and projects that should be implemented, during the regular meetings attended by its committee members. Believing that training the people saves the nation, TESDA-Caraga has regularly supported Institution-Based Programs. The three TESDA Technology Institutions: Northern Mindanao School of Fisheries (NMSF), Agusan del Sur School of Arts and Trades (ASSAT), and the Surigao de Norte College of Agriculture and Technology (SNCAT) have made significant contributions in the accomplishments of the regional and provincial offices for 2014. The Private Technical Vocational Institutions (TVIs) continues to deliver more graduates of TESD programs. The Agency has also conducted capability build-up programs for administrators, supervisors, competency assessors and trainors to ensure quality training delivery and integrity of assessment and certification programs. Also, the agency has continuously provided scholarship slots to the TVIs categorized as PESFA, TWSP, and C4TP, among others. Another highlight of activities is the status of the PNoy Bayanihan armchair production. The annual report presents the Production, Initiatives of Partners, Sustainability Plan, Delivery of knock-down armchairs, as well as the Ceremonial Turnover to different places/schools in the region. PEGACE

P rofiled E nrolled G raduated A ssessed C ertified E mployed

YOUTH PROFILING FOR STARRING CAREER

YP4SC or Youth Profiling for Starring Career was developed for career guidance and will provide the students with information on the careers that they are most suited with for their future professions. The program also aims to equip high school students and out-of-school youth, and other TVET entrants as future job seekers, with technical skills and competencies thereby increasing their chances for speedy employment. The assessment is focused on the trainees' verbal ability, arithmetic reasoning, spatial ability, computation ability, clerical and form perception. For CY 2014, TESDA Caraga has continuously monitored the implementation of the Youth Profiling for Starring Career as one of the components of TESDA’s paradigm on SEEK-FIND-TRAIN-CERTIFY= EMPLOYABILITY. A total of 13,544 persons were profiled before they undergo the skills training. The figure suggests the purposive implementation of the program to address the Best-Jobs-Fit the strategy of the Agency. The Province of Surigao del Norte posted to have the highest contribution to the Regional Output which is 29% of the total number of trainees profiled. Figure 1 below presents the provincial disaggregation of the YP4SC accomplishment for Caraga Region.

MASSIVE TRAINING The TVET sector of Caraga Region trained a total of 66,438 persons for CY 2014. Of the total, 10,517 (16%) were trained under UTPRAS-based programs offered by technical-vocational institutions, 708 (1%) in EnterpriseBased, 32,488 (49%) in Community-Based and 22725 (34%) in Sector-monitored programs. The training programs conducted encompass all technical vocational skills training conducted by TESDA Training Institutions (TTIs) to include TESDA Administered Schools and Training Centers, private TechnicalVocational Institutions (TVIs), community-based training programs in partnership with Local Government Units (LGUs) and sector-monitored outputs from various agencies and training institutions.

Figure 2 below shows the number of persons that were trained region-wide in 2014 by delivery mode. The Community-Based Training Program (CBTP) has the highest number of persons trained with 32,488. This is followed by Sector-monitored, UTPRAS, and Enterprise-based.

Figure 3 below shows the number of persons enrolled and graduates per province. The provinces of Agusan del Sur and Dinagat Islands posted to have the highest completion rate at 98%. Accordingly, Agusan del Norte has the highest contribution to the Regional Output at 27% of the total graduates.

SCHOLARSHIP TESDA offers various scholarship grants to qualified and deserving beneficiaries in post secondary nondegree technical vocational education. The program aims to promote technical vocational education and training, contribute to the development of competent skilled workforce, and guarantee productive employment opportunities to graduates by enrolling in programs with high demand for employment both in local and foreign setting. A total of 7,660 persons benefited from the scholarship programs of the Agency for CY 2014. This output is disaggregated into various types of scholarship programs graduates i.e Training for Work Scholarship Program (TWSP), 3,604 (47%); Private Education Student Fund Assistance (PESFA), 1,468 (19%); Skills Training for Employment Program (STEP), 889 (12%); and Grassroots Participatory Budgeting (GPB) Scholarship Program, 1,699 (22%).

ASSESSMENT AND CERTIFICATION Competency Assessment and Certification anchored on the Philippine TVET Qualification and Certification System (PTQCS) has been continuously implemented by TESDA in Caraga Region. This aims to professionalize the nation’s skilled workers by determining the level of their skills through collection of evidence and making judgements on whether competency has been achieved in a particular occupation. The assessment focuses on the individual’s skills, knowledge, and attitude and work values to a unit or cluster of units of competency. Successful applicants will be issued National Certificates or Certificates of Competency to match their acquired skills after undergoing a skills training. For CY 2014, a total of 34,683 persons were assessed where 29,191 of them were issued National Certificates (NC) or Certificates of Competency (COC) resulting to an eighty-four percent certification rate. Figure 5 shows the provincial disaggregation on the number of person’s assessed and certified. It further suggests that TESDA Surigao del Norte Provincial Office posted the highest contribution to the regional output with a 31% and 31% share of the total, for the number of persons assessed and number of persons certified respectively.

EMPLOYMENT OF TVET GRADUATES Monitoring the employment status of every TVET graduate determines the relevance and effectiveness of TVET Programs. In the absence of a scientific study that is conducted every year by TESDA, the tracking of employment by the concerned implementing units and training institutions still serve as an important tool in determining policy recommendations that will guide TESDA in its planning and policy making as the Authority of TVET in the Region. For CY 2014, TESDA Caraga was able to track 14,877 TVET graduates that are employed either in wage and self-employment category. This resulted to a 37% accomplishment vis a vis its target for the year. 6,383 TVET graduates landed in wage employment while 8,494 opted to open their own business using the skills acquired during the training.

Under the Unified TVET Program Registration and Accreditation System (UTPRAS), the total number of Training Providers in the region was recorded at 89 for 2014. This is composed of 23 Technical Vocational Institutions (TVIs), 38 Higher Education Institutions (HEIs), 5 TESDA Technology Institutes (TTIs), 10 State Universities and Colleges (SUCs), 4 Industries, and 9 Local Government Units (LGUs)/Government-Owned and Controlled Corporations (GOCCs). Table 1 shows the Training Providers in the entire region.

Of the total number of training providers, 29 of which came from Agusan del Norte; Agusan del Sur – 22; Surigao del Norte – 15; Surigao del Sur – 21; and Dinagat Islands – 2; For Agusan del Norte, there are 4 TVIs, 16 HEIs, 2 TTIs, 2 SUCs, 1 Industry, and 3 LGUs/GOCCs. Training providers in the province of Agusan del Sur is composed 12 TVIs, 7 HEIs, 1 TTI, 1 SUC, and 1 LGU/GOCC. In Surigao del Norte, it is composed of 3 TVIs, 7 HEIs, 2 TTIs, 2 SUCs, and 1 LGU/GOCC. Surigao del Sur is recorded to have 2 TVIs, 8 HEIs 5 SUCs, 2 Industries, and 4 LGUs/GOCCs. Finally, in Dinagat Islands, there is 1 HEI and 1 Industry. The total registered programs in Caraga Region were recorded at 414, with 10 No Training Regulations (NTR) and 404 With Training Regulations (WTR).

Agusan del Norte has 122 registered programs composed of 8 NTRs and 114 WTRs. Agusan del Sur with 105 – 2 NTRs and 103 WTRs; Surigao del Norte – 83 registered programs all WTRs; Surigao del Sur with 84 programs, all with Training Regulations; and Dinagat Island with 20 registered programs, all with Training Regulations. Table 3 below shows the Registered Programs per Sector in five provinces of the region.

Of the registered programs, the Tourism sector was recorded to be the highest with 99, followed by the Information and Communications Technology (ICT) – 81; Health, Social and Other Community Development Services (HSOCDS) – 65; Construction – 48; Metals and Engineering – 35; Automotive – 22; Agri-Fishery – 18; Electronics – 15; Land Transportation – 14; Garments and Heating, Ventilation, Air-Conditioning and Refrigeration – 5; Furniture and Fixtures, Processed Foods, and TVET – 2; and Maritime (Seafarer) – 1. Again, the province of Agusan del Sur has contributed the highest rate of 97%, followed by Surigao del Norte with 86%, Agusan del Norte – 85%, Surigao del Sur – 82%, and Dinagat Islands – 50%. The Summary of Compliance Audit for 2014 is shown Table 6.

The regional percentage of compliance for Caraga Region is 78%. The Province of Dinagat Islands was found to have the highest compliance rate of 100%, followed by Agusan del Sur with 91%, Agusan del Norte – 86%, Surigao del Sur – 85%, and Surigao del Norte – 85%. There are 145 Compliant Programs recorded for the year, with Agusan del Sur having the most number of programs – 48. This is followed by Agusan del Norte – 44; Surigao del Sur – 31; Surigao del Norte – 16; and the Province of Dinagat Island – 6. Meanwhile, a total of 13 programs were voluntarily closed by the TVET providers. Of this figure, Agusan del Norte has closed 4 programs while the remaining province except for Dinagat Island have closed 3 programs each. The non-compliant programs is 44 with TVET Providers from Surigao del Norte having the most number which is 25. This is followed by Agusan del Norte – 8; Agusan del Sur – 5; and Surigao del Sur – 6. The TVET providers are given 30 days to comply all the requirements needed for the program. Afterwhich, in case they cannot still comply, they will be subjected for closure proceedings.

Of the five provinces of the region, Agusan del Sur has the highest certification rate of 88%, followed by Surigao del Norte with 85%, Surigao del Sur and Dinagat Island sharing at 83% each, while Agusan del Norte has the lowest ratem with 81%.

National Competency Assessment and Certification (NATCAC) Program Under the National Competency Assessment and Certification (NATCAC) Program, the regional accomplishment rate of Caraga is recorded at 107%. This is shown in Table 8 below. Table 8. NATCAC Accomplishments for 2014

There are 3,274 total graduates assessed in the region. Of this figure, 1,825 are Males and 1,449 are Females. When compared to the total persons assessed, the total number of graduates who were issued with National Certification is 2,877. Thus, the region’s certification rate for 2014 is 88%. Accredited Competency Assessment Centers As of December 2014, a total of 324 Competency Assessment Centers were accredited. Surigao del Norte has the most number of assessment centers with 98. This is followed by Surigao del Sur with 84. Agusan del Sur follows next with 76; Agusan del Norte – 51%; and Dinagat Islands – 15%. Of all the sectors, Tourism has the most number of assessment centers while HVAC/R has only 1 accredited assessment center region wide. Accredited Competency Assessors The accredited competency assessors for the region in 2014 is recorded at 369. Agusan del Sur has the most number of assessors with 105, followed by Agusan del Norte with 100, Surigao del Norte – 85, Surigao del Sur – 59, and Dinagat Islands – 20. Of all sectors, still, the Tourism sector has the most number of assessors in the region which is 84. This is followed by Construction – 66; HSOCDS- 49; ICT – 48; Metals and Engineering – 36; Land Transport – 20; Automotive – 19; Agri-Fishery – 17; Electronics – 14; Processed Foods – 7; Garments – 5; and HVAC – 4. National TVET Trainers Certificate (NTTC Level 1) The total NTTC Level 1 issued for 2014 in the region is 1,310. Still, tourism sector has the most number of issued NTTC with 395. Of this figure, Agusan del Norte has 125 which is the highest number NTTC issued, while Agusan del Sur has the lowest with 42. Scholarships TWSP, PESFA, STEP, GPB/BUB Training for Work Scholarship Program (TWSP) The Training for Work Scholarship Program (TWSP) provides free training and assessment for the purpose of operationalizing the President’s commitment to invest in people in order to reduce poverty and build national competitiveness. This program provides immediate interventions to meet the need for highly critical skills. The program has two-fold objectives: 1. to purposively drive TVET provision to available jobs through incentives and appropriate training programs that are directly connected to existing jobs for immediate employment, both locally and overseas and; 2. to build and strengthen the capacity and capability of TVET institutions in expanding and improving the delivery of quality, efficient and relevant training programs that meet job requirements, including programs for higher levels of technology. The program was launched in May 2006 with funding from the Office of the President and mainstreamed in the regular budget in 2008. This program is a response to the clamor of industry to address the critical skills shortages in priority sectors, particularly the Business Process Outsourcing, metals and engineering, construction and tourism, among others. In 2014, a total of 3,990 slots were approved for Caraga Region and were distributed to the five provinces, as follows: Agusan del Norte – 20.50%; Agusan del Sur – 21%; Surigao del Norte – 26%; Surigao del Sur – 30%; and Dinagat Island – 2.5%. Enrollment rate was recorded at 99.7% with the four provinces having 100% rate while the province of Surigao del Sur has 98.9%. As to the completion rate, the accumulated regional accomplishment was recorded at 60.5%, with Dinagat Island having the highest rate of 98%, followed by Agusan del Sur – 87%; Surigao del Sur – 57%; Agusan del Norte – 56%; and Surigao del Norte – 42%. When compared to the number of graduates, the assessment rate of the region posted at 89% while at the provincial level, the provinces of Surigao del Norte and Dinagat Island have 100%. This is followed by Surigao del Sur with 99.7%; Agusan del Sur – 80% and Agusan del Norte – 73%. Of the total assessed scholars, the region has posted 90% certification rate. The province of Agusan del Sur was recorded to have the highest certified graduates at 93%, followed closely by Surigao del Norte with 92%; Dinagat Island at 89%. The provinces of Agusan del Norte and Surigao del Sur shared the same spot at 88%. On the other hand, 379 TWSP scholars were monitored to have been employed in 2014. However, tracking is ongoing for the number of employed beneficiaries.

Private Education Student Financial Assistance (PESFA) The Private Education Student Financial Assistance (PESFA) was established through Section 8 of Republic Act No. 8545, otherwise known as the Expanded Government Assistance to Students and Teachers in Private Education (GASTPE) Act. PESFA offers educational grants to qualified and deserving college freshmen both in degree and non-degree courses. The program seeks to extend financial assistance to marginalized but deserving students in post-secondary non-degree courses; promote TVET; contribute to the development of a competent skilled workforce; and assist private institutions in their development efforts by assuring a steady supply of enrollees to their course offerings.The PESFA directed the beneficiaries on the choices of careers to the critical skills requirements of in-demand jobs in the labor market. It also allows for equity distribution of the opportunities made available through government subsidies. The enrollment rate of the five provinces was recorded to have 100% which means that all allotted slots were filled-in. As to the number of graduates, the region was able to achieve 92% completion rate. As to the provincial accomplishment, Dinagat Island was able to achieve 100% completion rate. This is followed closely by Surigao del Sur with 98%, Agusan del Sur at 95%, Surigao del Norte at 91%, and Agusan del Norte with 77%. All graduates in this scholarship program were able to take the assessment and 80% of them found to be competent and were issued National Certificate (NC). Meanwhile, 110 of these scholars were monitored to have been employed in 2014. Special Training for Employment Program (STEP) The Skills Training for Employment Program (STEP) is a community-based specialty training program designed to address the specific skills needs of the communities and promote employment, particularly through entrepreneurial, self-employment, and service-oriented activities. Training Programs are generally short-term and shall use the cluster of competencies prescribed in the Training Regulations promulgated by TESDA whenever applicable. Table 14 shows the summary of Physical Status Report per Allocation of the STEP, as well as the PEGACE output of the program. Under this program, a total of 2,178 slots were allocated to TESDA-Caraga for which the four provinces were allotted 22% of the slots. The province of Dinagat Islands, however, was allotted 11% of the total slots. Of these slots, the region posted 54% enrollment rate for the year with the province of Agusan del Sur having the highest rate of 95%, followed by Surigao del Sur with 53%, Agusan del Norte at 51% and Surigao del Norte with 46%. No enrollment was recorded in the Province of Dinagat Island. The completion rate of the region is posted at 75%. The province of Surigao del Norte was recorded to have 100% completion rate. This is followed by Agusan del Sur – 83%; Agusan del Norte – 82%; and Surigao del Sur – 33%. Of these graduates, the regional data has posted 80% who were assessed with Surigao del Sur having the most number of assessed graduates with 100%, followed by Agusan del Norte – 90%, Surigao del Norte – 82%, and Agusan del Sur – 70%. For 2014, the certified graduates who were issued National Certificate is recorded at 90% based on the regional data. In the provincial level, Agusan del Norte posted the highest number of certified graduates with 94%. This is followed closely by Surigao del Norte at 93%; Agusan del Sur – 87%; and Surigao del Sur – 84%. Moreover, the Province of Surigao del Norte was recorded to have 40 graduates who were employed. GRASSROOTS PARTICIPATORY BUDGETING (GPB The Grassroots Participatory Budgeting (GPB) for the Technical Vocational Education and Training (TVET) has just launched in Caraga Region. The first leg of the launching was held on June 25, 2014 at Gigaquit, Surigao del Norte. TESDA-Caraga top officials led by Regional Director Dr. Florencio F. Sunico, Jr. and TESDA-Surigao del Norte OIC-Provincial Director Liza B. Budtan, as well as officials of the local government unit led by Gigaquit Mayor Carlo A. Egay graced the affair. To ensure smooth implementation of the program, TESDA and the LGU of Gigaquit signed a Memorandum of Agreement. On June 27, the municipality of Mainit, Surigao del Norte has immediately followed its launching on June 27, 2014 with 57 beneficiaries under the Shielded Metal Arc Welding (SMAW) and 30 for the Cookery. Same with the first launching in Gigaquit, TESDA-Caraga officials and the local government unit of Mainit signed a Memorandum of Agreement to ensure that the program will be properly implemented. BOTTOM-UP BUDGETING (BUB) PROJECTS In response to the Millennium Development Goal of reducing poverty and to contribute in attaining the Philippine Development Plans of inclusive growth and poverty reduction, TESDA Caraga actively participated in the activities of the Regional Poverty Reduction Action Team (RPRAT) to ensure effective implementation of the BottomUp Budgeting (BUB) in the region. TESDA, as the authority mandated to train Filipino workforce started its involvement in the BUB process in the year 2013. Thus, the Local Poverty Reduction Action Team (LPRAT) proposed in their Local Poverty Action Plans (LPRAPs) for CY 2014 the programs of TESDA that will be implemented in their municipalities. Shown below is the amount and the no. of beneficiaries per province under BUB.

Financial

ACCOMPLISHMENTS

I. FUND SOURCES

Through the issuance of Republic Act 10633 or the General Appropriations Act of 2014, TESDA CARAGA was appropriated the total amount of P93,023,000.00. In addition, TESDA Central Office sub-allotted to the Regional Office the total amount of P27,475,000.00 for scholarship purposes and for the implementation of other CO programs. Thus, the aggregate funds received by the officeamounted to P120,498,000.00.Out of this amount, P38,856,000.00 was allocated for the payment of salaries and other personnel services and benefits of the personnel . This also includes the amount paid for the Performance-based Bonus (PBB) in the amount of P1,110,000.00. The total amount of P79,990,000.00 is allocated for the Maintenance and Other Operating Expenses (MOOE). The remaining amount of P1,652,000.00 is intended for the Capital Outlay of the municipalities participating in the Bottom-Up-Budgeting Projects. MOOE funds is allotted for different purposes. Figure 8 below shows the disaggregation of the MOOE funds as to Program/Project/Activity (P/P/A)

The biggest share of the agency’s MOOE budget is intended for the implementation of the scholarship program. It posted a percentage share of 80% of the total MOOE budget. As shown in Figure 8, Training for Work Scholarship Program (TWSP) got the biggest share of the budget followed by Special Training for Employment Program (STEP) which shared 18%. Implementation of the Local Govt. Units for their projects under the Bottom-Up Budgeting was allocated 15% or in the amount of P13,276,000.00. TESDA CO downloaded funds in addition to the RO funds to implement TWSP in the amount of P10,897,000.00. This shared 14%. The funds for the operations of the regional and provincial offices amounted to P10,459,000.00 or 13% of the total budget. Fund for PESFA implementation also shared 13%, or a total amount of P10,418,000.00.

1. Fund Distribution The budget of the entire region for PS and MOOE was distributed to the eight (8) operating units which is composed of the Regional Office, the five (5) TESDA Provincial Offices (PO) and two (2) Training Centers (PTC). Below is the graphical presentation of the fund distribution per operating unit per P/P/A.

For CY 2014, TESDA Caraga is participating for the first time in the Bottom-Up-Budgeting Project (BUB). There are 25 municipalities of the Caraga region with skills training program to be conducted in their communities. The Province of Surigao del Sur has the biggest budget for BUB, followed by the province of Surigao del Norte. The province with the lesser BUB projects is the province of Agusan del Norte. Figure 10 below presents the allocation per province of the BUB.

2. Fund Utilization For CY 2014, the agency was very careful in spending its budget allocation for, the benefits of the employees depend on how cost efficient the office is. Though savings that can be generated from scholarship funds cannot be used for the payment of employees’ benefits, utilization rate of these funds can greatly affect the financial performance of the office which in effect determine how much Performance-Based Bonus will be given to each employee. Aside from the PBB that each employee is looking forward to receive every year, each office is also aiming to give the full amount of CNA benefits even if it means belt-tightening in all expenses that the office will incur. Cost-cutting measures were implemented that resulted to savings in MOOE in the total amount of One Million Four Hundred Seventy-Four Thousand Pesos (P1,474,000.00) . These funds were utilized for the payment of CNA benefits. For the BUB funds, there were four (4) provincial offices that downloaded the funds to the municipalities. These municipalities were evaluated whether they had complied with the documentary requirements. As of the end of December, 78% of BUB funds were already utilized. Scholarship funds which comprised 80% of the total budget of the office posted a utilization rate of 95%. Figure 11 shows the comparison of the scholarship allocation as against utilization.

The over-all budget utilization rate of the office is 98%. The remaining 2% can be attributed to the funds for the unbilled scholarship obligations of the training providers.

Dual Training System (DTS) The Surigao del Norte Provincial Training Center is consistently providing training programs requested by the mining companies and other establishments. The year in review reports 22 trainees of PTC-SDN who were scholars of Hinatuan Mining Company, Inc. in Consumer Electronics Servicing NC II last July 2013 under DTS program were deployed to Panasonic Precision Devices Philippine Corporation, Sta. Rosa, Laguna on June 12, 2014 for the On-Job- Training exposure for 10 months. These trainees are expected to finish their OJT on April 2015. They are also accepting allowances from Panasonic Precision Devices Philippines Corporation.

The Caraga Oil Refining, Inc. (CORI) at Mate, San Francisco, Agusan del Sur and Filipinas Palmoil Plantation, Inc. (FPPI) were among the companies visited and conducted with orientation by Engr Noel P. Nonan, DTS focal person of TESDA Agusan del Sur. Shown in photo is Engr. Tatak TESDA Video-Making Contest

Caraga Region’s lone finalist in the first Nationwide Tatak TESDA Video-Making Contest won Best in Video during the Awards Night on May 1, 2014 at the PAGCOR Grand Theater in Parañaque City, Metro Manila. Noel Japitana of Butuan City was chosen as one of the awardees in the Individual Category out of 10 finalists coming from different regions in the country. The three-hour show was hosted by Philippine showbiz comedian Bayani Agbayani and Korean Disc Jockey Grace Lee. The crowd was likewise entertained by performers of Gateways Institute of Science and Technology Choir, Asia Pacific College of Advance Study, Jacobo Z. Gonzales Memorial School of Arts and Trades, TV-5’s Talentadong Pinoy Grand Champion, and ABS-CBN’s The Voice Artists Thor and Lecelle Trinidad. For the Individual Category, Bryan Hernandez of San Pablo City, Laguna won the Grand Prize and received P100,000 plus plaque and trophy, while Elnard Ympal of San Juan, Province of Siquijor was declared Best in Story receiving P25,000.00 cheque and trophy, and National Capital Region’s Omar Kevin Mohammad of the host city won the People’s Choice Award and received P50,000 and a trophy. In the School category, United Christian Academy College of Asia grabbed the Grand Prize, winning P1 million worth of Training for Work Scholarship Program (TWSP) scholarship slots. The school also won the People’s Choice Award grabbing P500,000 worth of TWSP scholarship slots. Negros Occidental Language and Information Technology Center of Bacolod City won the Best in Video award, receiving P250,000 worth of TWSP scholarship slots, while I-Link College of Science and Technology in Midsayap, Cotabato was declared Best in Story and also received P250,000 worth of TWSP scholarship slots. They also received trophies each. From a total of 137 official entries received by TESDA Central Office, the top twenty were selected – 10 for Individual and 10 for School categories and from the ten finalists, special awards and the grand winner were selected in each category. The five judges were headed by Mr. Robert Labayen, Head of Creative Communications Management of ABS-CBN. In his speech, Sec. Villanueva emphasized that the winning videos will be used by TESDA in the agency’s promotional and advocacy campaigns which include the showing as advertorial materials in national and international shows promoting technical-vocational education in the Philippines.

Idol ng TESDA Caraga Region’s lone finalist in the first Nationwide Tatak TESDA Video-Making Contest won Best in Video during the Awards Night on May 1, 2014 at the PAGCOR Grand Theater in Parañaque City, Metro Manila. The winners were feted in a ceremony held at the TESDA complex on August 28, 2014 which was graced by Sec. Joel Villanueva, Sen. Paolo Benigno “Bam” Aquino IV, Labor Sec. Rosalinda Baldoz, and TESDA Officials. In his speech, Sen. Aquino lauded the accomplishments of TESDA and the important role played by tech-voc in changing the lives of people and sustaining the development of communities. Also, Sec. Baldoz who is also the Chairperson of TESDA Board cited the importance of honing the skills of Filipino workers for them to become competitive in the world market. Under the Wage-Employed category, Ronnie L. Abao from Agusan del Sur was declared regional winner for Caraga Region.

Kabalikat Awards The 2014 Regional Kabalikat Award was actively participated in by TESDA-Caraga with the nomination of the region’s entry to the national level. Ma. Cristina V. Soberano, TESD Specialist II and Regional Kabalikat focal person presented the implementing guidelines of this annual competition which primarily aimed to promote technology-based education and training. Soberano added the competition encouraged active participation of institutions, private firms/companies, Local Government Units (LGUs), and Legislative Units in the development and employment of Filipino workforce. Meanwhile, TESDA-Caraga Regional Director Dr. Florencio F. Sunico, Jr. said this is TESDA’s way of recognizing and honoring outstanding partners from institutions, industry, LGUs and Legislative for their unselfish contribution to Technical Education and Skills Development (TESD). Dir. Sunico further said the Kabalikat Award also recognizes good practices of the partners in manifesting their deep sense of corporate social responsibility through the conduct of training, assessment and certification and other programs/projects related to workforce development such as provision of technical assistance in provincial and regional TESD Committee, skills competition, Technical Expert Panel (TEP), standards/curriculum development and employment facilitation. The Kabalikat Award is one of TESDA’s reward mechanisms in giving due recognition and honor to its outstanding partners in the promotion and enhancement of TESD. The award is conferred to outstanding institutions, private firms/companies, LGUs and Legislative partners cognizant of their good practices and contribution in the promotion and development of the country’s technical and vocational workers in terms of qualification and/or competencies gained.

Said contributions may be in the form of training scholarships, donation of training machines and equipment, supplies and materials, recruitment and placement assistance to trainees and certified persons, internship training, TESD promotion and advocacy and other support services in pursuit of the advancement of TESD. The award has four categories, namely: 1. Institutional Partner, 2. Industry Partner, 3. LGU Partner; and 4. Legislative Partner. The Institutional Partner category includes TESDA’s partners from the private schools/training institutions, training centers, non-government organizations/institutions that employ good practices in the promotion and enhancement of TESD such as the following: conduct of regular tracer study of graduates, meeting market-based performance standard, proper incentives, labor market research, and public-private partnership. Under the Industry Partner category, these TESDA partners may be an industry association or individual private and public establishment/firm/company that adhered to good practices in the promotion and enhancement of TESD. The juridical personality of the awardees shall be considered in the selection. For instance, franchises will be treated as separate entities. However, departments/units/project areas shall be treated under its mother organization. Regional winner in this category is the Hinatuan Mining Corporation in Surigao del Norte. The LGU partner category may be a municipality, city or provincial unit, and other related government offices which provided exemplary support and cooperation with TESDA in the area of TESD activities translated to programs/projects related to workforce development such as training and assessment, scholarships, donations, provision of technical assistance in provincial or regional TESD Committee, skills competition, TEP, and standards/ curriculum development. In this category, the provincial government of Agusan del Norte through the leadership of Gov. Erlpe John M. Amante was declared regional winner. The Legislative partner category includes the office of a Congressman or Senator which provided exemplary support to and cooperation with TESDA in the area of TESD activities translated to programs/projects related to workforce development such as training and assessment, scholarships, donations, provision of technical assistance in provincial or regional TESD Committee, skills competition, TEP, and standards/curriculum development. Under this category, the Legislative Office of Cong. Philip A. Pichay of the second district of Surigao del Sur was declared regional winner. The regional/executive office awardees received the awards during the awarding ceremony held at TESDA Women’s Center on August 2014 as part of the yearly celebration of TESDA anniversary. It can be recalled that in 2012, Surigao del Sur Governor Johnny T. Pimentel was awarded National Kabalikat Awardee under the LGU Partner Category, besting other local chief executives in the country. TESDA Specialista Desk Technical Education and Skills Development Authority (TESDA)-Caraga launched and opened the TESDA Specialista Desk at Robinsons Place-Butuan on May 1, 2014 in time with the Labor Day Celebration. TESDA-Caraga Regional Director Dr. Florencio F. Sunico, Jr. said this is under the Robinsons Mall Lingkod Pinoy Center (RMLPC) for which Memorandum of Agreement (MOA) was signed between Robinsons Land Corporation (RLC) and TESDA on May 20, 2013. The event was graced by City Councilor Ferdinand Nalcot who represented Butuan City Mayor Ferdinand M. Amante, Jr. who cut the ceremonial ribbon together with Dir. Sunico, Dept. of Labor and Employment (DOLE)-Caraga Regional Director Atty. Johnson Cañete, and Robinsons Malls Re-

gional Operations Manager for Mindanao Danilo Camat. Immediately right after the event, the TESDA Specialista Desk has started serving the general public. It is open from 10:00 a.m. to 5:00 p.m. Mondays to Fridays. The services will be closed during weekends as well as during holidays. As part of its Corporate Social Responsibility (CSR) and in its desire to bring government agencies in one convenient location closer to the general public, RLC has conceptualized and established the RMLPC in selected Robinsons Malls, where it has invited government agencies to put up satellite branches/offices/desks to serve their clientele under a rent-free arrangement. Meanwhile, pursuant to its mandate to provide relevant, accessible, high quality and efficient technical education and skills development in support of the development of the Filipino middle level manpower responsive to and in accordance with the Philippine Development goals and priorities, TESDA needs to reach out to the general public through more branches and satellite offices. The TESDA Specialista Desk Program (TSDP) is providing inquiry/referral on Training Programs offered in the locality or nearby provinces; inquiry/referral on Scholarship Applications Requirements and available scholarship slots in TTIs/TVIs; referral for Career Profiling; inquiry and referral for Assessment and Certification Requirements and Assessment Schedules; inquiry on program registration, issuance of SO, CAV, etc.; distribution of pamphlets, brochures and other literature and/or other advice on TESDA’s programs/projects; and film showing on TESDA’s programs and services. Since its opening in May 1 until December 31, 2014, a total of 1,558 clients were served in the desk. Gender and Development In time with the Kick-off Activity of the 2014 Women’s Month Celebration, personnel of TESDA-Caraga, TESDA-Agusan del Norte and Northern Mindanao School of Fisheries (NMSF) actively participated the Fun Walk from Butuan City Hall to Agusan del Norte Capitol’s Covered Court where the Opening Ceremonies of the month-long celebration was conducted on March 3, 2014. Commission on Human Rights Commissioner Loreta Ann “Etang” Rosales graced the ceremony. Personnel of government agencies also actively participated the event. 2014 Women’s Month Kalandrakas TESDA-Caraga actively participated the “Kalandrakas sa Kababaihan” on March 10, 2014 at the Balnghai Hotel and Convention Center. Now on its 10th year, the activity highlighted Trade Fair and Exhibits from both public and private entrepreneurs. For TESDA’s part, services such as Massage, Foot, Hand and Hair Spa were conducted by trainees from the Agusan del Sur School of Arts and Trades (ASSAT) and the Butuan Manpower Training Center.

2014 Non-Traditional Skills Competition for Women In time with the 2014 Women’s Month Celebration, TESDA-Caraga in cooperation with RDC-GADCC Caraga spearheaded the conduct of the 2014 Non-Traditional Skills Competition for Women. The first day of the competition on Wednesday, March 26, 2014 featured Automotive Servicing NC II Gas Engine Tune-up and Plumbing NC II. The host school, Agusan del Sur School of Arts and Trades (ASSAT) dominated the two areas of competition, winning Gold Medals. The second day of the 2014 NonTraditional Skills Competition for Women featured Welding & Fabrication and Electrical Installation Maintenance held at TESDA-Agusan del Norte Provincial Training Center in Cabadbaran City. Competitor from the Agusan del Sur School of Arts and Trades (ASSAT) won gold in the Welding, followed by the representative from the Surigao del Norte Provincial Training Center who was declared silver, while bronze medal was awarded to the competitor of the Surigao del Norte College of Agriculture and Technology (SNCAT). Meanwhile, the sole competitor from the Surigao del Norte Provincial Training Center has met the standards set by TESDA and was awarded gold medal in the Electrical Installation Maintenance. The event is one of the highlights of the 2014 Women’s Month Celebration in Caraga Region which is anchored on the theme: “Juana, ang Tatag Mo ay Tatag Natin sa Pagbangon at Pagsulong.” 2014 Women’s Month Culminating Activity On Friday, March 28, 2014, the Regional Development Council-Gender and Development Coordinating Committee (RDC-GADCC) successfully conducted the Culmination Activity of the 2014 Women’s Month Celebration in Caraga Region. Public and private stakeholders have actively participated the event. Atty. Marylin M. Pintor, GADCC-Caraga Chairperson and Commission on Human Rights (CHR)-Caraga Regional Director acknowledged those who have made the month-long celebration very successful. Also, winners of the 2014 Non-Traditional Skills Competition for Women were awarded medals and cash prizes during the activity. Moreover, the 1st GADCC Photo Contest was launched where Atty. Pintor and GADCC Vice-chairperson Ms. Edna Hontiveros of Forward Filipina enjoined the public to participate in this first photo contest sponsored by RDC-GADCC Caraga. To make the event more colorful, public and private stakeholders were grouped according to their clusters and participated in Laro ng Lahi and Volleyball games. This year's Women's Month Celebration is anchored on the theme: "Juana, ang Tatag Mo ay Tatag Natin sa Pagbangon at Pagsulong." The culmination activity was held at the Agusan del Norte Provincial Covered Court in Butuan City.

18-Day Campaign to End Violence Against Women On November 25, 2014, TESDA-Caraga personnel are one with the other government agencies in the region to celebrate the 18-Day Campaign to End Violence Against Women (VAW). The kick-off activity highlighted with a Fun Walk from Guingona Park to the Covered Court of Agusan del Norte Capitol. Afterwhich, a short program was conducted and ended with a “Hataw” Exercise.

Pinoy Bayanihan Project On June 2014, an order for the resumption of the production came out with an initial funding amounting to P8.2 million. Prior to the resumption, an inter-agency meeting was conducted which was participated by the different line agencies like the Dept. of Environment and Natural Resources (DENR), Department of Education (DepEd), TESDACaraga, and the Agusan del Sur School of Arts and Trades (ASSAT) Technical Working Group. The following agreements were made during the said meeting: Lumber Requirements and Delivery (DENR) 1. A new training and production plan was presented following the resumption of the operation. The production will be based on the money released by TESDA Central Office amounting to P8.2 million and the available lumber delivered by DENR-Caraga. It was agreed that training by batch will be adopted and shall start upon the availability of lumber. Training will end up with the delivery of the armchairs to DepEd’s identified schools. 2. The Regional Executive Director of DENR committed to supply lumber to ASSAT equivalent to 20,000 board feet monthly but as of May 2014, DENR has only delivered 6,000 board feet of lumber. 3. In the said delivery of the DENR, there are some lumber sizes that did not meet the required specifications but fortunately, the management of the project expected the delivery of 1” X 6” and 1” X 8” last May 2014 because the said lumber can still be utilized by milling and resizing into 1” X 2”. 4. ASSAT will prepare a Job Order and indicate the number of pieces per lumber based on the requirements needed for the production per training schedule and training plan; said training will only start if all the required volume of lumber per batch of training is available. 5. DENR suggested that ASSAT personnel should visit the accredited lumber miller to conduct quality inspection prior to the delivery of lumber to the Pinoy Bayanihan Armchair Production Project Facility at ASSAT to avoid waste. However, ASSAT is undermanned and cannot provide personnel to conduct the said inspection. 6. DENR to deliver only good lumber, free from damage and allowed lumber with multiples of length to avoid miss cuts. 7. ASSAT will prepare a schedule of lumber delivery which is sufficient for the conduct of training. Each training schedule will end with the delivery of the armchair to DepEd to complete the production flow.

8. ASSAT will conduct inventory of available lumber and armchair parts before preparing the Job Order. Mr. Jermy E. Divinagracia is assigned to conduct the inventory on June 16-20, 2014 and submit immediately the inventory report to TESDA-Caraga. This inventory will be used as reference for the Job Order of lumber sizes and volume needed for the first training schedule to be conducted. Armchair Delivery to DepEd 1. The request of DepEd-Caraga for 10,966 units of armchairs with a corresponding list of schools and quantity of armchairs were presented. 2. ASSAT will adopt a new scheme for the delivery instead of delivering a completely assembled armchair which is bulky, this time it will deliver a complete set of knock down parts to DepEd and the assembling and final coating will be done at the DepEd identified site. 3. The assistance of the PTA should be tapped in the assembling of chairs but ASSAT will make arrangements with the school regarding the arrangement. 4. The schools with existing facility for the final assembly of armchairs will be identified in coordination with the Regional Directors of DepEd and TESDA. 5. The Provincial Director of TESDA will coordinate with the Division Superintendent in the identification of beneficiary schools. 6. TESDA will inform the Division Office concerned on the delivery schedule and requested that final coating/ finishing be done on site.

The project, dubbed as “Pagbansay-bansay alang sa Kalinaw ug Kalambuan� (Training for Peace and Development), aims to develop mutual cooperation on skills development and training to help uplift the living condition of communities through sustainable livelihood programs. The project involved the concepts on Technology Training, Methodology Training, Execution/Demo Farm, Community Training, and Community Enterprise. Technology training was initiated by TESDA on various Technical and Vocational Skills through alternative education to selected soldiers. After the technology training, TESDA trained personnel participants on methods of teaching their acquired skills and knowledge to include Cooperative Development and Social Preparation. Part of the agreement is that, the AFP units established a demo farm or laboratory in their respective areas assisted by TESDA Field Offices for the participants to apply their acquired skills and knowledge. AFP, through the Community Organized for Peace and Development (COPD) and TESDA will train communities according to their preferred course with the help of Provincial Local Government Units and business sectors. The Community Enterprise will be established by trained communities as their Demonstration Farms, supervised and evaluated by AFP Units and TESDA Field Offices. Trainers Methodology Course for Philippine Army The 402nd Infantry (Stingers) Brigade Philippine Army has once again partnered with TESDA-Caraga in the conduct of Trainers Methodology Course for Community-Based Training for the men and women of the brigade.

The training, which was formally started on Monday, October 20, 2014, has ended on Friday, October 24, 2014 at the Northern Mindanao School of Fisheries (NMSF), Matabao, Buenavista, Agusan del Norte. National Advisory Committee (NAC) Convergence Member-agencies of the National Advisory Committee (NAC) have visited different areas in Surigao del Norte on October 21-24, 2014. With particular focus on the needs of Indigenous Peoples and issues of child labor and teenage pregnancy, the field visit aims that the NAC-TWG members will be able to gain better appreciation of Pantawid Pamilya program implementation including convergence of programs (Tatsulo areas).

It also aimed to monitor implementation progress and impact of convergence programs in the lives of beneficiaries, and discuss program implementation issues and concerns and provide corresponding policy recommendations and/or operational interventions. NATCAC DepEd TLE Teachers In support to the K to 12 Program of the Department of Education (DepEd), TESDA-Caraga has offered free assessment and certification to DepEd Teachers through the National TVET Competency Assessment and Certification (NATCAC), a synchronized conduct of competency assessment and certification in identified key qualifications that are critical, hard to find and with high industry demand. Table 17 below shows the detailed data for those teachers in the Education Department who were assessed and certified. Table 17. From November to December 2014, the regional certification rate for NATCAC DepEd Technology and Livelihood Education (TLE) Teachers is 58%. The province of Agusan del Sur has the highest certification rate of 100%. This is followed by Surigao del Norte – 61%, and Agusan del Norte – 37%.

Programs for PWD 2014 Abilympics In celebration of the 2014 National Disability Prevention and Rehabilitation Week (NDPR), TESDA-Caraga, in cooperation with DSWD-Caraga conducted the 2014 Regional Abilympics in separate venues on July 21-22, 2014.

For cooking and cake decoration, the activity was held at the Provincial Training Center in Cabadbaran City. SPED Center hosted the photography competition. Meanwhile, a reassessment was conducted in Painting, Basket Weaving held at TESA-Caraga Regional Office. The flower arrangement re-assessment was held at the DSWD-Caraga Conference Room. AMA CLC-Butuan hosted the Desktop Publishing, Web-Page Designing, and English-Word Processing. The competitors are all coming from the province of Agusan del Norte who also won in the province-wide competitions. Out of the three qualifications, only the competitor in the Web-Page designing needs for re-assessment.

Policy-making Regional Industry Consultation

A Regional Industry Consultation was conducted on November 11, 2014 in Surigao City to update the Provincial Skills Priority of the different provinces of Caraga Region.

The consultation was participated in by Heads of Technical Vocational Institutions in Caraga, TESDA Technology Institutions in Caraga, Representatives of different industries in the region, and TESDA Provincial and Regional officials and personnel headed by Regional Director Florencio F. The accomplishments of the Provincial Offices play significant contribution to the accomplishments of the region. In 2014, high impact activities were successfully conducted through the stewardship of the different provincial directors. Following are the highlights of accomplishments of TESDA-Caraga Provincial Offices:

Agusan del Norte ISO 9001:2008 Audit As part of TESDA’s thrust to cover the remaining regions with the expanded ISO 9001:2008 from TUV SUD PSB Philippines, Inc. TESDA Agusan del Norte Provincial Office was audited last October 24, 2014.

The audited site represented TESDA Caraga and was recommended for certification after a thorough verification of the implementation of registered procedures. The third party Certification Body (TUV SUD-Philippines), conducted the certification audit in Program Registration, Assessment and Certification and support services in the province. The certification aimed to provide the public better services, thereby making all service delivery easier. Driving Skills Training for Lady Enforcers

Agusan del Sur

A convergence skills training with the Philippine National Police on the program entitled “Drayber Ko, Ate Ko,” a Refresher Course and Assessment on Driving Lesson for Policewomen” was conducted last May 14-16, 2014 in line with Gender and Development (GAD) program. A total of 14 policewomen have participated the program coming from the different municipalities and city of Agusan del Sur. The graduates will act as the patrol car alternate driver in times of responding to gender cases and emergencies in their assigned municipalities. The conduct of competency assessment for Driving NC 2 for the 14 graduates was done.

Competency Assessment in Isabel, Ormoc, Leyte for HEO-Rigid-on-Highway Dumptruck The value and importance of acquiring the National Certificate (NCs) from the TECHNICAL EDUCATION AND SKILLS DEVELOPMENT AUTHORITY (TESDA) was realized by the workers in one of the company and the PASAR Foundation, Inc. in Ormoc, Leyte. They have had research for an Assessment Center for the Heavy Equipment Operation – Rigid-On-Highway Dumptruck and finally landed in negotiating with the TESDA Agusan del Sur Provincial Office for our registered Assessment Center in West Agusan College (WAC), Zillovia, Talacogon, Agusandel Sur under Ms. Mirafe D. Omanglad, the School Administrator. Competency Assessor MR. KIVEN P. LONDRES of West Agusan College (WAC) conducted the competency assessment in PASAR Foundation, Inc. at Isabel, Ormoc, Leyte last June 2-5, 2014 with thirty one (31) examinees took the competency assessment segregated to ten (10) women and twenty one (21) men. The 10 women were trained in one of the Training Center in Cebu City at Gen. Maxilom Avenue, Brgy. Lorega, Cebu City. Out of the thirty one (31) examinees, all the 10 women passed the competency assessment or competent while only eighteen (18) out of twenty one (21) men passed the competency assessment. Three (3) men fail or not yet competent. On the turn of events, some companies in the area of Leyte like the Caballero Equipment wanted that they will be also schedule in the competency assessment. This will also provide them a skilled worker in the company and develops their own pool of trainers in the area. The result of the examination proves that an output can be related to “Women cannot be out judge to be weaker sex in the well dominated Men’s skills”. Women drivers in an articulated vehicle dumptrucks seem to be a challenge to men’s world since all ten (10) women passed the examinations.

Surigao del Sur Other than the regular programs implemented by the agency, following are the Highlights of Accomplishments of the Provincial Office of Surigao del Sur. Assistance to victims of Typhoon “Agaton�

TESDA-Surigao del Sur has initiated the construction of 28 houses affected by Typhoon Agaton via training cum production arrangement in Barangay Bolhoon, San Miguel Surigao del Sur. Personnel of the provincial office have also provided relief goods on February 2, 2014 to the Local Government Unit of San Miguel to those affected by the typhoon.

Partnership with Military

The Provincial Office has been a primary partner of the 75th IB, 36th IB and 3rd Special Force in the conduct of Community Organizing for Peace and Development Program (COPD). The office has also assisted the 75th Infantry Battalion, 6ID, PA relatives to their projects for the Rebel Returnees and Indigenous Peoples under their area of responsibility.

Creation of CTECs and PESOs

Meanwhile, TESDA-Surigao del Sur has initiated the creation of Barangay Community Training and Employment Coordinators (CTECs) and Public Employment Services Offices (PESOs) to the 21 barangays in Tandag City. Considered a pioneering initiative in Caraga Region.

Pinoy’s “Social Contract with the Filipino People” reflects the explicit commitment to education as the central strategy for investing people, thus, reducing poverty and building national competitiveness. This commitment to education acknowledges different pathways toward acquiring knowledge. Hence, the Philippine Education and Training System was tri-focalized into Basic Education (DepEd), Middle Level Education (TESDA), and Higher Education (CHED) systems. The Philippine Development Plan 2011-2016 recognizes workers’ skills and competencies as fundamental of improving employment outcomes and increasing productivity and growth. This Plan takes the bases of recognizing the Technical Education and Skills Development Authority (TESDA) as the lead agency that focuses on the development of Filipino middle-level workers. TESDA covers the post-secondary technical education and training for middle level learners as defined in RA 7796. Specifically, it monitors those who have acquired practical skills and knowledge through formal and non-formal education and training equivalent to at least a secondary education; and those skilled workers who have become highly competent in their craft or trade as attested by the industry. The competencies of workers are measured through the competency assessment process as promulgated by the Philippine TVET Qualification Framework.

Inauguration of Provincial Community Training Center Part of the PTC’s concern in the HEALS program of the Province was the Inauguration and Turn-over of the PCTC to the Provincial Government of Surigao del Norte. The PTC Staff worked hand in hand with the PEMO staff to make the activity successful. The activity was graced by TESDA Deputy Director General Teodoro C. Pascua as the Guest of Honor and Cong. Mel Sarmiento, Chairman, Commission on Appropriation. The crowd was attended by the mining executives and the provincial and local officials of the province.

On October 7, 2014 TESDA Director General Joel J. Villanueva visited the Provincial Community Training Center, in time with the conduct of the Caraga Regional TVET Stakeholders Conference held at the Convention Center in Surigao City. The activity showcased the tools and equipment donated by the mining companies to equipped the Center in the areas of Carpentry, Masonry, Plumbing, Welding and Electrical trades. It was attended by the complete attendance of the Provincial and Local Officials headed by Governor Sol F. Matugas, the Sangguniang Panlalawigan, Municipal Officials and other national government officials.

Northern Mindanao School of Fisheries Joint Plan “Pagbansay-bansay alang sa Kalinaw ug Kalambuan” (PKK) 2014 The Philippine Army believes that winning the hearts of the people is not a matter of always using the long arm of the law, but of initiating peace overtures also through facilitating people’s quest for acquiring knowledge and skills that can help them get employed and productive. The Philippine Army further believes that when the basic needs and aspirations of the people are met or properly responded to, insurgency issues in the region will dwindle, if not neutralized.

Personnel from the Philippine Army attended series of skills training at Northern Mindanao School of fisheries in Matabao, Buenavista, Agusan del Norte.

TESDA as the authority in technical vocational education and training (TVET) strongly supports the peace initiatives of the Philippine Army through the skills and livelihood programs anchored in providing productive skills and employment opportunities to Caraganons. NMSF as one of the TESDA’s technology institutions responds to this quest by providing the relevant, accessible, high quality and efficient technical education and skills development training in support to the development of high quality Filipino middle level manpower responsive to and in accordance with the Philippine development goals and priorities. The main purpose of this project is to develop mutual cooperation on skills development and training to help uplift the living condition of communities through sustainable livelihood programs. One of the tasks of TESDA in the Joint Plan is to conduct skills enhancement trainings related to workers’ ethical, attitude and values, productivity and occupational health and safety concern. To implement this task, on June 30-July 5, 2014, the NORTHERN MINDANAO SCHOOL OF FISHERIES, a TESDA administered and a fishery institution conducted a skills training in Aquaculture to 30 selected participants from the Philippine Army in Caraga Region. The skills training was conducted and facilitated by Ms. Lilian C. Garces and assisted by Mr. Armando M. Castillo, both are Aquaculture trainers/assessors of NMSF and with two support staffs; Mrs. Florita A. Uayan Mrs. Ma. Felomina N. Balois. The 30 participants were trained with the following competencies: • Operate fish nursery • Perform fish/shrimp grow-out operations The training was conducted through lecture and practical demonstration. After the training, the participants went for a national competency assessment on two COC’s of Aquaculture NC II. The thirty (30) participants were certified competent of the following COC’s: • COC2 - Operate Fish Nursery • COC3 - Perform Fish /Shrimp Grow-out Operations The successful trainees who passed the competency assessment on the selected competencies of Aquaculture NC II are now confident to become trainers in Aquaculture in their respective units. They are expected to train people in the remote areas in the acquisition of knowledge and skills and further offer them employment opportunities.

Trainers Methodology Course for Community-Based Training for the 402nd Infantry Brigade, Philippine Army In the implementation of the partnership project dubbed as “Pagbansay-bansay alang sa Kalinaw ug Kalambuan, the 31 members of the 402nd Infantry Brigade Philippine Army tackle the Trainers Methodology Course for Community Based Training at NMSF.

The 5-day training which ran from October 20-24, 2014 provided the techniques and methods of teaching our combatants need. The said training covered the following:

• Preparation of training session plan; • Understanding the competency-based approach & the principles of CBT; • Familiarizing the competency standards and modules of training; • Familiarizing the different CBT training station; • Role playing the training scenario on a CBT mode;

• Understanding the PTQCS and PTQF; • Familiarizing the accreditation process; • Understanding the desirable work values; • Understanding the concept of 5s; • Planning and organizing competency assessment and; • Understanding the steps in conducting competency assessment;

Credits were hereby given to the Resource Speakers: Ms. Lilian C. Garces and Ms. Marife A. Peña; and to the training facilitator Ms. Florita A. Uayan. In the afternoon of October 24, 2014, graduation ceremony took place at Headquarters, 402nd Infantry ((Stingers) Brigade in Bancasi, Butuan City with the presence of the TESDA Caraga Regional Director Dr. Florencio F. Sunico, Jr. together with the NMSF Vocational School Administrator Mr. Felipe A. Maneja II and the Vocational Instruction Supervisor Ms. Brigida C. Ticar.

BLUE DESK To increase the chances of our students and graduates to be gainfully employed and to ensure their effectiveness and success in their chosen field of work, the TESDA-NMSF Blue Desk spearheaded by its Focal Ms. Victoria A. Sumayod conducts a free One-day Employment Coaching and Pre-employment Orientation and Antiillegal Recruitment Seminar in coordination with the Department of Labor and Employment (DOLE) – Agusan del Norte and the Philippine Overseas Employment Administration (POEA) – Caraga Satellite Office on October 7, 2014. A total of 125 participants attended in the said seminar broken down as follows: two (2) TESDA Provincial Office Staff, two (2) DOLE Staff, three (3) POEA Staff, 100 students and graduates, and 18 members of the Working Committees. Two (2) personnel from DOLE and POEA graced the activity as the Resource Speakers namely: Ms. Lilian A. Solis and Ms. Meriam R. Balmocena. The MPDO/PESO Manager of LGU Buenavista Engr. Alberto C. Mejia, Jr. of was the one who gave a message. Open forum was facilitated and the program lasted until 12:00 noon.

During the conduct of Mini-Jobs Fair for Local and Overseas Job Openings on October 7, 2014, six (6) private companies have actively participated namely:

There were three (3) applicants hired on the spot by the Bachelor Express Inc. as Bus Stewards and there were five (5) soon to be hired by the Placewell International Services Inc. The activity was a success and well attended despite of the presence of the TESDA Secretary Joel Villanueva in Butuan City. The one who spearheaded the event was Ms. Victoria A. Sumayod – the NMSF Blue Desk Focal.

Agusan del Sur School of Arts and Trades Training on Trainers Methodology Made Accessible to ADS, SDS TechVoc Trainers To make Trainers Methodology training accessible for techvoc trainers in Agusandel Sur and Surigao del Sur, ASSAT has registered a program on Trainers Methodology 1 under the Unified TVET Programs Registration and Accreditation System (UTPRAS) on May 22, 2014 with CoPR # 201433021018.

The beneficiaries of TWSP in Trainers’ Methodology 1 attended the Training Induction Program on November 17, 2014.

One of the activities during the Training Induction Program was the Contractsigning to ensure that scholars will have 100% completion of the program.

Surigao del Norte College of Agriculture and Technology

Horticulture Training for K to 12 Taking part of the changes brought by K to 12 curriculum, Department of Education (DepEd) Surigao Del Norte Division and Surigao Del Norte College of Agriculture and Technology (SNCAT) under Technical Education and Skills Development Authority (TESDA) work in partnership to train 22 DepEd Teachers in Horticulture NC II. They were certified and assessed as competent last May 19-23, 2014 through assessor Carlos M. Dunque. The skills that they acquire will be maximizing to train students for Technical Vocational Education and Training (TVET) in senior high school.

Military in Skills Training Known for their bravery, courage and civil sense, these 37 military men dropped their training for on Vegetable Production and Poultry Raising at SNCAT last June 30 – July 6, 2014. The intent of this training is to bring forth public service closer to the community; to maximize the capacity of these soldiers to provide services to indigenous people and farflung barangays in their covered areas. They will not only to maintain amenity and serenity but also to promote well-being to civilians. They were trained competently by Mr. Carlos M. Dunque, Mr. Ignacio M. Lincuna, Mr. Jerry P. Bernadez and Mr. Avelino C. Cervantes. They were assessed July 5-6, 2014.

Seaweeds Research The Fisheries and Aquaculture Department of SNCAT conducted a research on seaweeds grow-out entitled “Growth and Yield of Seaweeds (Eucheuma denticulatum) under Dinagat Islands Conditions”. Among the conditions of which the seaweeds are tested includes moonsons (habagat and amihan), stocking densities, and submersion at different depths.

Harvest Festival The occasion was attended by DDG Atty. Teodoro C. Pascua, RD Florencio F. Sunico and party, and SNCAT stakeholder. The vegetable mentioned in the song “Bahay Kubo” were planted at the SNCAT Agricultural Crops Production Laboratory. The area is a techno-demo farm for agri-crops trainees and a show window to all, especially to would be agri-farmers and agri-preneurs.
