HRM students of Caraga State University (CSU) Cabadbaran Campus show their skills in the fruit-carving competition, winning the grand prize in the said category.

Spearheaded by the Caraga Council of Tourism Deans and Educators (CCTDE) and the Tourism Events And Management (TEAM) Caraga, students enrolled in different Higher Education Institutions (HEIs) in the region converged in Butuan City and participated in a friendly skills competition. In his speech before hundreds of participants at the Balanghai Hotel and Convention Center here, Dean Celso Felipe Jr., an official of TEAM Caraga said the activity

showcases the skills of HRM and Tourism students in various competencies such as Culinary, Flair Bartending, Bed Setting, Tour Guiding Service, and Table Skirting with buffet centerpiece. Felipe further said the holding of the competition provides students with the basic framework planning and managing skills, exposure and learning experience. The official added skills competition is a unique means of exchange of comparison

of world class competency standards in the field of restaurant service and tour guiding services and has come to symbolize the pinnacle of

excellence in training. Also, Prof. Felipe said the experience of the results of the competition provide valuable feedback both the individual and the system and enterprise in which they are being trained. “For some it is recognition for outstanding achievement, others may also say that this activity provides motivation and knowledge to students in aspiring higher standards,” Felipe said. In the culinary challenge, contestants were required to do fruit and vegetable carving for which the competition followed the “Farmville” theme. The dining and bar service challenge was conducted in three categories: 1) Flair Bar tandem Team; 2) Table skirting with fresh flower buffet centerpiece following the “debut” theme; and 3) Table napkin folding competition. Under the housekeeping challenge, and on-thespot bet setting was conducted, and in the Travel and Tour Guiding Challenge, an on-the-spot tour-guiding was held. Among the speakers during the whole day event is Department of Tourism (DOT)-Caraga Regional Director Leticia DC Tan who presented the Tourism Situationer in the region. said tourist arrivals in the region continue to pour in and was noted to be increasing, contributing to the economic development of the region. Vienna Borro, Mindanao Tourism Council Secretary also presented the “huge” opportunities of tourism students in working abroad. She emphasized that with the exceptional skills of tourism students, they can easily find job abroad because one of the common business industries that is booming at present is the tourism industry. Gracing the affair is Technical Education and Skills Development Authority (TESDA)-Caraga Regional Director Dr. Florencio Sunico Jr. who was very supportive to the activity. He also declared the opening of the competition proper. Dir. Sunico also intends to give incentives to the winners of the competitions by offering them free assessment in the related qualifications. Meanwhile, to wrap up the wholeday activity, a Farmville/Cowboy Party was conducted in the evening where participants are required to wear a cowboy costume. Highlighting the program is the Search for Mr. and Miss Cowboy of the Night and the Awarding of Best in Costume.

Skills Summit 6th Reg’l HRM, Tourism Summit winners bared AFTER A WHOLE-DAY success of the conduct of 6th Regional Hotel and Restaurant Management (HRM) and Tourism Summit, winners in the different competitions were revealed. Hosted by the Caraga Council (CSUCC) who was then declared of Tourism Deans and Educators overall champion during the whole day (CCTDE) and the Tourism Events activity garnering a total of 106 points,

And Management (TEAM) Caraga, the competitions featured different skills of students enrolled in the HRM and Tourism courses in the region. According to Abegail Eupeña, TESDA-Caraga Senior TESD Specialist and TEAMCaraga Vice President, majority of the competitions/categories were dominated by students of the Caraga State University-Cabadbaran Campus

followed by Surigao State College of Technology (SSCT) – 56 points. Completing the overall standing, De La Salle John Bosco College (DLSJBC) was declared third place with 44 points; Northern Mindanao Colleges (NORMI) – 40; Surigao del Sur State University (SDSSU) Main – 22; Saint Michael’s College of Caraga (SMCC) and Holy Child Colleges of Butuan (HCCB) –

20; Surigao del Sur State University (SDSSU) Cantilan and Agusan Institute of Technology (AIT) – 18 points; Don Jose Ecleo Memorial College Foundation (DJEMCF) and Agusan del Sur College (ADSCO) – 10 points); Butuan Doctors’ College (BDC) – 8 points; Saint Joseph Institute of Technology (SJIT) – 6 points; and Saint Theresa College (STC) – 2 points. In the fruit carving competition, John Rey Cadungog and Emand Sumagang of CSUCC bested the other six competitors. In the Flair Bar Tandem, CSUCC’s Jimbryan Calonia and Ronnie Gunoy dominated the competition. Declared champion in the Table Skirting is the duo of Diosy Guatlo Jr. and Jasper Mira, also from CSUCC. The table napkin folding was also won by a student of CSUCC through Ma. Jessa Alba, while Mark Jefferson Gonzalo of the same university won in the Bed Setting. Meanwhile, Sandi Camarin of CSUCC was declared winner by the board of jurors in the Tour Guiding Competition. Declared Mr. Cowboy is Joy Rebusora of Holy Child Colleges of Butuan (HCCB) while Meriam Rocero of Caraga State UniversityCabadbaran Campus (CSU-CC) was chosen as Miss Cowgirl. This year’s regional summit is anchored on the theme: “OATHS: Opportunities for Tourism and HRM Students.” (RER)

Galing Mason Butuanon mason is 2013 Holcim ‘Galing Mason’ regional winner

A MASON FROM Butuan City has been chosen as this year’s Holcim “Galing Mason” regional winner for Caraga.

Eric L. Mapalo from Purok 6, Brgy. Ampayon here won from among the other two competitors from Surigao del Norte and a fellow Butuanon. In an interview with TESDA, Mapalo said this is his second time to be declared regional winner in the competition. In 2010, he bested the other 24 competitors for where the competition was held in Brgy. Mahay, this city. Mapalo said this year’s Technical Skills Competition was held on October 10-12, 2013 at Southville 6, Barangay KayAnlog, Calamba, Laguna. This bears 60% of the final criteria for judging the 2013 Galing Mason Awards Grand Champion. During the skills competition, Mapalo stressed they were required to construct a cemented fence of the KayAnlog Elementary School for two hours while the judges are roaming around and inspected their works. He added the judges, like the previous years are from Holcim Philippines Inc., one of the leading cement

manufacturers in the Philippines. “After two hours, the judges who are from Holcim Philippines Inc. individually inspected our works and gave their ratings/ points,” Mapalo said. Despite time pressure, Mapalo said he has managed everything since he has already experience in joining this competition, a thing which he has an edge over the other competitors. Though he has already an idea on what the judges are looking for, he said he still managed to share what he has experienced three years ago to his two competitors prior to the actual hands-on competition. “I just want to share what I have experienced for them to have an idea of the competition,” he said. Mapalo already received P5,000 cash prize while the other competitors who did not make in the final round were also given consolation prize of P1,500 each. During the Grand Awards Night

on October 25, 2013, all regional finalists from the 15 regions each received another cash prize of P20,000 from Fuego de Cinco Creative Communications, Inc. However, the regional finalists who were not able to attend the final stage of the search – Panel Interview, did not receive any cash prize. The panel interview is the third and last level of screening. It is scheduled a day before the awards night, and bears 40% of the total score. The awarding ceremonies was held at the Grand Ballroom of Manila Hotel on October 25, 2013. The program is in partnership with Technical Education and Skills Development Authority (TESDA), Philippine Constructions Association, Inc. (PCA), and Association of Construction and Informal Workers (ACIW) which primarily aimed to honor Filipino masons who show great skill and pride in their work and are also model citizens in their community. Phl Qualifications Framework

iting the importance of educational qualifications towards the attainment of quality education in the country, Technical Education and Skills Development Authority (TESDA)-Caraga Regional Director Dr. Florencio Sunico Jr. presented the Philippines’ qualifications framework. TESDA-13 chief presents Phl’s qualifications framework Speaking before the members of the Regional Technical Education and Skills Development Committee during its second regular meeting held recently in one of the local convention centers here, Dir. Sunico explained that qualification is a package of competencies describing a particular function or job role existing in an economic sector. Dir. Sunico added it covers the work activities required to undertake a particular job role. The Philippine Qualifications Framework (PQF) according to Dir. Sunico is a national policy describing the levels of educational qualifications and sets the standards for qualification outcomes. 10

“It is also a quality assured national system for the development, recognition and award of qualifications based on standards of knowledge, skills and values acquired in different ways and methods by learners and workers of a certain country,” RD Sunico said. Objective of the PQF is to establish national standards and levels for outcomes of education and training, skills and competencies. It also supports the development of maintenance of pathways and equivalencies which provide access to qualifications and assist people to move easily and readily between the different education

and training sectors and between these sectors and the labor market. “ PQF also aligns with the international qualifications framework to support the national and international mobility of workers thru increased recognition of the value and comparability of Philippine qualify qualifications,” Dir. Sunico added. When asked what are the benefits of the PQF, the TESDA chief of the region said that for the person/ individual, it encourages lifelong learning allowing the person to start at the level that suits him and then buildup his qualifications as his needs and interests develop and change over time. He also said the certificates


and licenses awarded to the person are recognized by government. For the employers, Dir. Sunico said they are assured that standards and qualifications are consistent to job requirements and demands. It also provides common understanding on standards, qualifications and levels. The official also said for the education and training providers, PQF ensures transparency in training provision, conformance to standards and preciseness of accountability for learning outcomes, as well as to provide common understanding of policies and guidelines on credit

transfers, articulation, portability, bridges pathways and RPL. For authorities, the PQF provides the standards, taxonomy and typology of qualifications as bases for granting approvals to providers and stakeholders. It also harmonizes qualifications and education and training across the country. With these developments, RD Sunico said authorities will review and revise Policies, Standards and Guidelines (PSGs) to transform into an outcomes-based format. The Technical Panels/Committees for each discipline will also prescribe

the competencies required for each program. Further, Dir. Sunico said concerned agencies should also review and revise the training regulations to realign with the new descriptors; harmonize the pertinent K to 12 curriculum with the new descriptors; Department of Education (DepEd), TESDA and the Commission on Higher Education (CHED) to agree on the format. There should also be a continued consultations with the industries; and advocacy and public hearings to be conducted at the regional levels. (RER)

he chairman of the Regional Technical Education and Skills Development Committee (RTESDC) has recently cited benefits of mining to the economic development of Caraga Region.

RTESDC-Caraga chairman Dulmar Raagas explains the benefits of mining industry to the economic development of Caraga Region before the council members.

RTESDC-Caraga chair cites benefits of mining In his speech before the members of the RTESDC during its second regular meeting held in one of the local convention centers here, Dulmar Raagas emphasized that the mining industry has contributed to the economic development of the region. Raagas explained that aside from the two percent excise tax that is collected by the government of the gross sales of the mining companies, a five percent royalty tax of the actual market value of the minerals produced within mineral reservation is also remitted to the state’s coffer, he said. The official further said mining companies in the region have also paid corporate income tax of the contractor and other taxes and fees such as occupational fee are appropriated in accordance with RA 7160 to the LGUs concerned. RA 7160 is known as the Local Government Code of 1991. Raagas pointed out that 10% of

the royalty tax will be allotted for special projects and other administrative expenses related to the exploration, development and environmental management of minerals in government reservations, while 90% will be shared by the National and Local Government by 60% and 40% respectively. The RTESDC chair said the 40% LGU share will be distributed to Barangay – 35%, Municipality/City – 45%, and Province – 20%. In 2012, Raagas said mining companies in the region have remitted a total of P3,079,692,102.83 in taxes. In terms of employment rate, a 17% increase in 2012 was noted due to the existence of new producing companies such as the Greenstone Resources Corporation and the Sinosteel Philippines H.Y. Mining Corporation. Specifically, Raagas said mining

companies in Surigao del Norte have 9,209 employees; Surigao del Sur with 4,797; Dinagat Islands – 1,050; Agusan del Norte – 1,009; and Agusan del Sur – 3,245. While the official admitted that mining may destroy environment, he said Contingent Liability and Rehabilitation Fund (CLRF) was generated by all mining companies in the region. He said ten percent of the total amount of the cost of Environmental Protection and Enhancement Program (EPEP) or P5 million, whichever is lower will be deposited to a Government Depository Bank. For 2013’s EPEP, the mining industry has reserved some P1,329,348,974.87. To monitor the Trust Fund, a mine waste fee of P0.05 per metric ton and tailing fee of P0.10 per metric ton was put in the reserve fund. Also, final mines rehabilitation and decommissioning fund form part of the CLRF.

In general, Raagas said the mining industry in Caraga Region has uplifted the region’s economic condition. It can be recalled that early this year, the National Statistical Coordination Board (NSCB) has reported that Caraga Region is not anymore the poorest region in the Philippines since the economy has increased due to the mining industry. On April 23, 2013, the NSCB released its latest report on the state of poverty in the country through their website http://www.nscb.gov.ph.

The report has used the data from the Family Income and Expenditure Survey (FIES) conducted by the National Statistics Office (NSO) last July 2012, which measured poverty incidence or the proportion of people below the poverty line to the total population. The report revealed that at the regional level, the regions with the lowest poverty incidence among families in the first semesters of 2006, 2009 and 2012, continue to be the National Capital Region, CALABARZON, and Central Luzon.

Also, for the same period in 2012, ARMM consistently figured in the bottom (poorest) cluster of regions with the highest poverty incidence among families between 42 to 47 percent in the same period. The NSCB report also emphasized that even Region 9 and Caraga were included in the poorest cluster in the first half of 2006 and 2009, the two regions did not figure in the bottom cluster during the first semester of 2012. However, SOCCSKARGEN and Eastern Visayas were new entrants in the said cluster at around 37 percent. (RER)

RD Sunico presents status of PNoy Bayanihan Project implementation in Caraga

W

hen asked by the local tri-media on the PNoy Bayanihan Project during the press conference with members of the Regional Coordinating Committee (RCC) composed of DOLE and its attached agencies on Oct. 18, TESDA-Caraga Regional Director Dr. Florencio Sunico, Jr. presented the status of the project. Dir. Sunico reported that armchair distributions were already conducted in Surigao del Sur on Sept. 9 and in Cabadbaran City, Agusan del Norte on Oct. 8. He likewise said other areas in Caraga Region are already scheduled for the conduct of same activity. (RER)

rovincial Administrative Officers of TESDACaraga convened on October 23 at TESDACaraga Regional Office in Butuan City and orient themselves on the Personnel Information System (PIS) to update the records of the agency’s personnel in preparation for the upcoming ISO External Quality Audit on the first quarter of 2014. TESDAns win 3rd in 7th Caraga Interagency/LGU StatQuiz

T

eam TESDA won third place in the annual Caraga Inter-agency/LGU Statistics Quiz held at Goat2Geder Convention Center in Butuan City on October 29, 2013.

The competition is one of the highlights of the Statistics Month Celebration in Caraga Region spearheaded by the regional offices of National Statistics Office (NSO), National Economic and Development Authority (NEDA), and the Department of Trade and Industry (DTI). The team composed of Robert E. Roperos and Lynette B. Ysalina has shown a good start as they got six correct answers out of 10 questions in the first round. After the second round, the duo got seven correct answers out of 10 questions making them among the frontrunners in the third and final round. In the final round, each correct answer is given two points and with TESDA’s seven correct answers (again), the team obtained a total cumulative score of 27, two-points shorter than the second place winners from the Department of the Interior and Local Government (DILG) Regional Office who scored 29. This year’s Champion is from the Department of Social Welfare and Development (DSWD) who obtained

a score of 30. The champion received framed certificates and P3,000 cash. Second place winners also received framed certificates and P2,000 in cash, while Team TESDA who placed third, received framed certificates and P1,000 in cash. In her speech, Dr. Rosalinda C. Apura, Regional Director of NSO-Caraga said the competition promotes awareness of statistics towards economic development of the region, the country, and the world, in general. She added this is an avenue where government workers are enjoined to take part in the economic aspect of development by obtaining knowledge on statistics. A total of 22 teams have participated the quiz, coming from National Government Agencies (NGAs), Local Government Units (LGUs), Government-Owned and Controlled Corporations (GOCCs), and State Universities and Colleges (SUCs) of the region. The National Statistics Month (NSM) was first observed in 1990 pursuant to Presidential Proclamation No. 647 signed by then President Corazon C. Aquino on September 20, 1990, Declaring the Month of October of Every Year as the National Statistics Month. This year’s celebration is anchored on the theme: “Statistics that Matter to Every Filipino.” The theme highlights the vital roles that data and statistics play in everyday life of Filipino.
