fficials of the Technical Education and Skills Development Authority (TESDA) in Caraga Region recently turned-over 1,100 armchairs in Surigao del Sur.

In his speech during the ceremony proper, TESDA-Caraga Regional Director Dr. Florencio Sunico Jr. underscored the collaborative efforts of the public and private agencies and organizations in the realization of the project. Dr. Sunico also acknowledged the support extended by the provincial and municipal local government units by utilizing their local resources in mobilizing the chairs from the production site in Agusan del Sur to Surigao del Sur. The official said the project will benefit school children in the province who are the future leaders not only of the province and the region, but the whole nation as well. “The real beneficiaries of this project are our school children who are the future leaders of our nation,” Sunico said. Sunico further stressed like the other projects implemented by all government agencies, the PNoy Bayanihan project is a triumph of convergence since different sectors of society are involved from planning until its implementation. “… and with the success of its implementation, we are all victorious,” he added. For her part, Surigao del Sur Schools Division Superintendent Dr. Teofila Cabatuan expressed her gratitude for this noble project of the national government. he Provincial Training Center of Surigao del Norte has passed the standards set by Technical Education and Skills Development Authority (TESDA) and received the Dual Training System (DTS) accreditation certificate.

In a simple ceremony held recently at TESDA-Caraga Regional Office in Butuan City, Regional Director Dr. Florencio Sunico Jr. handed-in the Certificate of Accreditation to TESDASurigao del Norte OIC-Provincial Director Liza Budtan who represented the training center. The DTS Programs and Dualized Training Programs (DTP) shall be implemented pursuant to the provisions of Section 4 of Rule VI of Republic Act No. 7796, otherwise known as the Technical Education and Skills Development Act of 1994, which states that “TESDA shall implement R.A. 7686, otherwise known as the Dual Training System (DTS) Act of 1994”, and lend support and encourage increasing utilization of the DTS as provided for in the aforementioned Act. The DTS Act aims to encourage increasing utilization of the DTS by both public and private Technical Vocational Institutions (TVIs). It also encourages increasing levels of investment in TVET by both public and private sectors especially in the rural areas.

The law also enhances the employability and productivity of TVET graduates by equipping them with cognitive, psychomotor and affective skills that are demanded at the workplace, and strengthens cooperation in human resource development between establishments and TVIs by designing and implementing marketled TVET programs in coordination with the local government units concerned. The main purpose of accreditation is to ensure high quality Technical Vocational Education and Training (TVET) by establishing and maintaining the DTS/DTP accreditation standards which shall encourage an increasing number of TVIs and establishments to implement the said programs. It also ensure that the objectives of the DTS law are achieved, as well as ensuring that the management of the programs is quality assured. DTS accreditation shall be issued to TVIs and establishments that meet all the requirements provided for under the DTS Law, particularly on the prescribed payment of the training

allowance to the students/trainees. DTP accreditation, on the other hand, is issued to TVIs and establishments that meet all the requirements of the DTS Law, except for the prescribed payment of the training allowance to the students/ trainees. The DTS is an instructional delivery system of technical, vocational education and training that combines inplant and in-school training based on a training plan collaboratively designed and implemented by an accredited dual system educational institution/ training center and accredited dual system participating establishments. The duration of the in-school and inplant training under this system shall not be more than the duration of the registered program of the TVI. Aside from Surigao del Norte Provincial Training Center that is accredited for its qualification on electronics, the same certificate was also awarded to its partner industry – the Panasonic Precision Devices Philippines Corporation of Sta. he holding of this year’s Regional Skills Competition in Caraga is already set as officers of the Caraga Association of Technical-Vocational Institutions, Inc. (CATVII) recently converged in a meeting to prepare for the upcoming activity.

2013 Caraga Reg’l Skills Competition set This year’s skills competition is hosted by the Agusan del Norte provincial office of the Technical Education and Skills Development Authority (TESDA), where skills competencies and competitiveness of technical-vocational students will be showcased on November 18-19, 2013. Mr. Rommel Natad, Senior TESD Specialist and the event’s focal person said that skills competition will be conducted in the cities of Butuan and Cabadbaran because of its facilities and equipment that can cater the different qualifications/ skills. However, Natad said most of the skills competition will be held at the covered court of the Agusan del Norte Provincial Capitol here. Also, Caraga Association of Technical Vocational Institutions, Inc. (CATVII) President Inocencio Angeles Jr. enjoined its members to actively support and participate in this undertaking to promote skills

competencies and competitiveness among students in the technicalvocational schools in the region. Angeles further explained by showcasing the skills of the tech-voc students, more people especially the youths will be encouraged to take up tech-voc courses as means to alleviate poverty and improve economic condition not only in the region but the country, as well. Meanwhile, in an earlier speaking engagement, TESDACaraga Regional Director Dr. Florencio Sunico Jr. stressed as part of the advocacy campaign of the agency, there is a need to raise public awareness through month-long advocacy campaigns using various forms of media on the conduct of the event. The official added people from all ages should be aware that at present, enrolling in tech-voc is a way of developing skills and be globally competitive. “Through this, tech-voc graduates can easily find job both

domestic and abroad,” he said. Dr. Sunico further said the holding of the Regional Skills Competition also encourages any forms of support from Local Government Units (LGUs), TechnicalVocational Institutions (TVIs), and industries. “This is another form of convergence, and I am optimistic that we can achieve another triumph of convergence through this,” Sunico added. The regional skills competition is a friendly competition on technical and vocational skills among trainees. Competitors are endorsed by the respective Technical Vocational Education Training (TVET) Institutions in Caraga Region who are currently enrolled or has completed at least six-months tech-voc program prior to the competition of Training Centers and/or Technical - Vocational schools of trade areas such Food and Beverage Services (Restaurant

I

n the beginning it was not so for Noel. Born to a relatively welloff family, which was considered to be a big fish in a small pond, he was flooded with good amenities and his necessities were met dotingly by his parents during his growing up years in the frontiers of Caseclan in Las Nieves, Agusan del Norte.

“I took the one less traveled by” However, in the midst of plenty, he still found a quantum of reasons to complain; he was afflicted with polio months after he was born and therefore could not walk. He felt that his lot in life was merely to be a liability in the family, a whining brat who demanded that all his caprices and whims be taken cared of by others. One thing going for him was his drive to move on and up. Thus, because of his ambition, which is to prove to himself and his family that he could be an asset, he persevered in going to school, even if it meant that somebody would carry and tug him along.

Like a seesaw, of course, he at times felt self-pity because of his condition in life. But then he got the courage and fortitude also to veer into the sunny side of life. Indeed, “it was the best of times, it was the worst of times, it was the age of wisdom, it was the age of


wisdom, it was the age of foolishness. . . .” When he graduated from high school back at his rustic home town in year 1995, he determined upon himself to knock at the doors of heaven, so that he can walk – even if not normally. At least, for him, it would still be a walk. Meanwhile, he shelved his plan to go to college and focused rather on incessantly calling up his aunt – Margarita Japitana McDermott, who’s residing at Tampa, Florida – to help him stand on his feet. He likewise pummeled his father with bullets of request to help him go to the United States so that he can be rehabilitated. His father, who at that time was a municipal councilor, was grieved and therefore egged others to help him help himself. Several politicians like the then Congresswoman Charito Plaza and even the then House Speaker, Cong. Jose de Venecia, bamboozled the U.S. embassy to be humanitarian enough, so that this poor soul – named Noel – would be attended to in the U.S. But to no avail; the embassy could not be moved. After almost a year of frequenting the embassy to no avail, one US politician, who’s known to be Cong. Fuller, heard his resolute petition, got pity on him, and later intervened in his behalf in a strongly worded appeal to the embassy. Presto, he made it to U.S. The Doctors at the Shriners Hospital in Tampa. Florida, known to be the center for rehabilitating crippled patients, took charge of him right away after diagnosing that he had a good chance of being able to walk. Sponsored by Morocco Temple, which is a humanitarian organization, he got confined at said hospital from September 1996 up to March 1997, underwent at least four major surgical operations, and had to frequent the hospital often for post-op rehabilitation. His aunt’s moral support held him through throughout the ordeal of his rehabilitation process. And then he was back to the Philippines when the doctors gave him a clean bill of health. He then pursued a two-year Computer Technician course at the now

defunct Butuan City Training Center, then continued to pursue higher studies at the Agusan Institute of Technology also in Butuan City until he graduated with a degree Bachelor of Science in Computer Science in year 2004. While working as a Network Administrator for DENR Regional Office starting year 2004, he likewise established an internet café business at Emily Homes, Butuan City. The business side was picking up well, but he folded shop later due to misunderstanding with a family kin by

The year 2007 was a pivotal epoch for him; he resigned from his DENR job, plunged into a business partnership with two partners in Bayugan City by putting up a computer shop and sales, and dubbing the same as NPJ Computer Express with him as the main computer technician. (NPJ means Nestal, Pastrana, and Japitana.) By 2011, he put up a single proprietorship business known as the Data Thread Computers in Cabadbaran City, and in 2012 he established another single proprietorship business, the Data Trend Computers, in Butuan City. Silently, or perhaps going incognito, he also has a construction company which ventures into constructing canal linings in Surigao del Sur. He owns several earth-moving equipment like two backhoes, a mixer, etc. For swift mobility in shuttling between his several

businesses, he got a Starex van and another pick up type SUV. Needless to say, we need not speculate whether he got millions of bucks to bankroll and sustain his several businesses. It’s fairly obvious, isn’t it? Now, at 34 years of age, but still single, he feels to have reached the pinnacle of success, all because he disciplined himself to dwell only on the positive side of life. As one writer puts it, “It is not what we can’t, but what we can that matters.” As one who had been down and close to the gutters before, he made it a point, as a matter of devotion, to spread glad tidings and cheers to the least of his brethren like the elderly and street children through gift-giving and other interventions. “Instead of celebrating my own birthday,” he shared, “I dispense of it and spend the intended money for them. It makes me happier in the end.” His close associate, Mr. Dulfuss Nollora, revealed that he’s been doing it for five years already. Meanwhile, he dreamed of establishing a SEC-registered foundation, so that he could formally, sustainably, and more passionately engage in development interventions. When asked when he plans to settle down, he smiled and revealed that he got a 25-year old sweetie who answers by the name of Sheila Mae. He plans to settle down with her at the most auspicious time, this he shared. Meantime, he continues to dream of a better tomorrow, so that when he continues to get blessed, he will sustain his binge also of shoveling out a part of his riches as a Good Samaritan and responsible humanitarian citizen of his community. Perhaps, as one featuring him, I shall still be talking about him from time to time as a good role model, who got up from the mud and started shining. But of course, as a description in a nutshell, more apt for him are the lines of a poem by Robert Frost (1874 – 1963), which states: “I shall be telling this with a sigh Somewhere ages and ages hence: Two roads diverged in a wood, and I – I took the one less traveled by, And that has made all the difference.”

Dinagat Islands Province The Cash for Training Project (C4TP) is a TESDA collaboration with DSWD that has been effective as significant training provision and intervention on the identified priority skills need has been pursued as a shared responsibility to address community development. A total of 142 beneficiaries from the province have finished the program. Self-employment recipients were given entrepreneurship training program to enable potential entrepreneurs to generate and select business ideas that can be subsequently developed into a concrete business or any productive economic activity.
