Speaking before the competitors, coaches and experts during the recentlyconcluded 2013 Regional Skills Competition (RSC) held in Cabadbaran City, Agusan del Norte, DDG Pascua pointed out that Filipino skilled workers are among the sought-after workers in different parts of the globe. DDG Pascua added this is proven through the increasing number of Overseas Filipino Workers (OFWs) based on the database of the Overseas Workers Welfare
Administration (OWWA) and the Philippine Overseas Employment Agency (POEA). According to Pascua, because of the country’s significant contribution in the world labor force, it is but necessary for technicalvocational students to be trained as early as now. “Because of the country’s significant contribution in the world’s labor force, other countries are expecting to hire Filipino skilled workers from time to time… That’s why we

need to train our students and skilled workers to prepare them for their future,” DDG Pascua said. However, Pascua said what is more important are the values and character that Filipino workers possess. He added this is also one of the reasons why most foreign employers prefer to hire Filipino workers than other nationalities. “Filipinos are trustworthy and willing to sacrifice no matter how difficult life may be… This is proven by our skilled Overseas Filipino Workers (OFWs)… Also, more foreign employers give values to their family, a thing they have seen as the reason of Filipino employees working abroad,” Pascua said. With these developments, the official enjoined those in attendance especially the youths to be at their best. “Develop your
skills and do the right thing… Be the best that you can be… and if you have already qualified in the ASEAN and World standards, you will be given the opportunity to represent the country,” DDG Pascua said. Winners in the different trade areas will undergo thorough training with their coaches to prepare them for the upcoming Philippine National Skills Competition (PNSC) which will be staged during the first quarter in 2014. National winners will then represent the country in the ASEAN Skills Competition in 2014 and from there, winners will represent the Southeast Asian region in the World Skills Competition in 2015.

Cabadbaran has hosted the 2013 Regional Skills Competition held recently at Candelaria Institute of Cabadbaran (CIC).
TESDA-Caraga Regional Director Florencio Sunico, Jr. said through the Caraga Association of Technical Vocational Institutions, Inc. (CATVII), seven trade areas were featured in the competition such as Food and Beverage Services, Commercial Cooking, IT/ Software Application, Visual Graphics Design, Electrical Installation and Maintenance, Shielded Metal Arc Welding, and Plumbing and Heating. The two-day competition kicked-off with a motorcade participated in by different Technical Vocational Institutions (TVIs) in the region, followed by a festive opening ceremonies attended by coaches, experts, competitors, students, CATVII, TVET stakeholders and TES DA officials and personnel. The competition proper started in the afternoon.

For the Food and Beverage Services, Jorlex Solde Villa of AMA Computer Learning Center in Agusan del Sur won gold medal while Geronimo Pino of Philippine Electronics and Communications Institute of Technology (PECIT) won silver medal. In the Electrical Technology, gold medalist is Junrel Adante of Surigao del Sur Electric Coop. (SURSECO) Training Center. Silver medal went to Ramulo Acal Jr. of the Agusan del Norte Provincial Training Center, while Joy Col of Surigao del Norte Provincial Training Center won third place and received bronze medal. Meanwhile, Greg Gauden Mundiz of Bislig City Water District Training Center was declared winner in the Plumbing and Heating Technology and received a gold medal. For Commercial Cooking, the gold medal went to
Monaliza Fundar of Agusan del Norte Provincial Training Center, followed by Janice Merin of Agusan del Sur College who went home with silver medal, while Joselle Tabares of Andres Soriano College was proclaimed bronze medalist. Computer wizards in the region have also competed in the IT/Software Application where Walter Lad of Surigao del Sur State University (SDSSU) Main was proclaimed gold medalist. Saint Michael College of Caraga’s Jhoremavic April Balinton won second place and awarded silver medal. In the Visual Graphics Design, the lone contender from Candelaria Institute of Cabadbaran has reached the minimum standard set by the Regional Skills Competition and received a gold medal. Under the welding area, Agusan del Sur School of Arts and Trades’ (ASSAT) Christian Gerongco won the gold medal. Followed closely by Ray Anthony Orbillos of Agusan del Norte’s Provincial Training Center while third place was shared by Junrey Hinayon of Surigao del Norte Provincial Training Center and Jerlyn Casia of Great Center in Surigao del Sur. All winners received cash prizes amounting to P3,000; P2,000; and P1,000 for gold, silver, and bronze medalists, respectively during the Closing and Awarding Ceremonies held at the People’s Hall in Cabadbaran City Hall. The Regional Skills Competition showcases and recognizes the work excellence of trainees for both sexes and a competitive setting. It also provides technical-vocational education and training system with an objective and precise means of measuring the comparative and collective quality of its output. Dir. Sunico likewise emphasized that the skills competition is a venue where capabilities of skilled workers and technical-vocational students will be featured and will somehow be enhanced because winners will represent the region in the national level next year. The official also said before the winners will be sent for the national finals, they will undergo massive training and coaching with the different experts and coaches in the region to see to it that they can meet the standards set in the national and international. Sunico further said that winners of the Philippine National Skills Competition will have the chance to represent the country in the Association of Southeast Asian Nations (ASEAN) Skills Competition scheduled next year. of the Technical Education and Skills Development Authority (TESDA) has graced the Closing Ceremonies of the 2013 Regional Skills Competition (RSC) held recently in Cabadbaran City, Agusan del Norte. During the press conference held prior to RSC’s Closing Ceremonies, TESDA Deputy Director-General for Field Operations Atty. Teodoro C. Pascua underscored the importance of partnering with the private sector. He said the government’s effort to partner with private organizations has been noted to be successful in delivering services towards the attainment of quality technical-vocational education. DDG Pascua explained through the convergence of public and private Technical-Vocational Institutions (TVIs) with TESDA supervising the tech-voc program offerings, skilled individuals in the country has been observed to be increasing. The official further said with TESDA spearheading the skills competition, it promotes the capability and skills not only of tech-voc students but as well as skilled workers to be effective in their respective areas of specialization. Pascua said in the history of ASEAN skills competition, skilled Filipinos are at par excellent with the other neighboring countries as it showed remarkable performance for the past years. He added sometime in 1995-1996, the Philippines was proclaimed overall champion, besting competitors from other neighboring Southeast Asian countries in different trade areas. Last year in the same competition held in Jakarta, Indonesia, the Philippines made a remarkable comeback after the country did not participate in late 1990s, winning bronze medal in the fashion design courtesy of Christine Guzman. DDG Pascua added that with Christine receiving the ASEAN fete, she is now one of the seven most outstanding and promising young fashion designers of the country. The second top official of TESDA admitted that because of the country’s absence in the previous staging of the competition, the Philippines has been left behind by other Southeast Asian neighboring countries. With this development, Pascua said the government, thru TESDA with the help of the public and private TVIs have been doing strategies to develop skills of young Filipinos. “… One of these strategies is the holding of skills competition showcasing capabilities and skills of tech-voc students and skilled workers… Through this event, we could be able to scout for talents who will be developed so that they may represent the country not only in the ASEAN Skills Competition but as well as in the World Skills Competition,” Pascua said. The Regional Skills Competition is a friendly competition on vocational and technical skills. Competitors are endorsed by the respective TVET institution in Caraga Region who is currently enrolled or six-months graduates prior to the competition of Training Centers and/or Technical-Vocational schools of trade areas such as Restaurant Service, Electrical Installations Technology, Visual Graphics Design, Welding, IT/Software Application, Cooking, Plumbing and Heating. The competition promotes transfer of tech-voc education and training technologies. It also highlights active participation and contribution of industry organizations in advocating skills excellence through competition. This year’s skills competition is anchored on the theme: “Ganda ng Buhay, Tekbok ang Tulay” (Good Life through TechnicalVocational Education). (RER)

In a press conference held recently in time with the 2013 Regional Skills Competition in Cabadbaran City, Agusan del Norte, TESDA Deputy Director-General for Field Operations Atty. Teodoro C. Pascua said partnering with the media is a right move for any organization especially in the government to raise public awareness of the agencies’ thrusts, programs and mandates. In this case, Pascua said media serves as the bridge bringing the government closer to the public. “Ang media ang magiging tulay ng impormasyon upang paglapitin ang gobyerno sa publiko” (The media serves as a bridge of information to bring the government closer to the public), he said. However, DDG Pascua emphasized the kind of information that the media personalities are delivering to the public can either make or break an organization or a person. “Thus, I am asking the media to be the messenger of development… Let us bring good news to the people so that they will know what the government has been doing for the common good of the people,” he said. The official likewise acknowledged the local tri-media of this city and in Agusan del Norte who have attended the press conference saying that their attendance is a proof of TESDACaraga’s strong partnership with them. “I therefore thank the local tri-media of Butuan City and Agusan del Norte for giving their time to us today and listen to the thrusts, programs, and activities that are undertaken by TESDACaraga which manifests strong relationship between our regional office and the media sector,” DDG Pascua added. In other developments, DDG Pascua said the government in general and TESDA in particular is doing everything to equip
individuals to develop their skills which will pave the way for economic development of the country. “The government, through TESDA is regularly strengthening its programs to equip individuals with their desired skills and prepare them for a better future,” Pascua said. TESDA’s skills development is in line with President Benigno S. Aquino III’s Philippine Development Plan that is embodied in the Human Development Cluster. (RER)

Association of Technical Vocational Institutions, Inc. (CATVII) said the holding of the skills competition in the region served as venue to change the world into a better one. Caraga Association of Technical Vocational Institutions, Inc. (CATVII) President Inocencio J. Angeles underscored the relevance of conducting the Regional Skills Competition, serving as a venue in changing the world into a better one.
In his speech during the opening ceremonies of the 2013 Regional Skills Competition held recently in Cabadbaran City, Agusan del Norte, CATVII President Inocencio Angeles, Jr. pointed out that in coordination with the Technical Education and Skills Development Authority (TESDA)-Caraga, the dream of engaging all the Technical Vocational Institutions (TVIs) and its trainees in the region for a friendly competition have come into a reality through the event. Angeles discussed that this year’s competition is the first skills competition spearheaded by CATVII which was founded in 2012. He added the activity is showcasing the different skills and capabilities of the tech-voc trainees and students to prepare them for the upcoming Association of Southeast Asian Nations (ASEAN) Skills Competition slated next year. “We shall showcase the skills and capabilities of our trainees as we prepare them in accordance to international standards particularly the ASEAN standards in the areas of Food and Beverage Services, Commercial Cooking, IT/Software Application, Visual Graphics Design, Electrical Installation and Maintenance, Shielded Metal Arc Welding, and Plumbing and Heating,” Angeles said. The activity, according to the officials also promotes cooperation among different Technical Vocational Education and

Training (TVET) institutions, TESDA provincial and regional personnel, industry partners and other stakeholders. Angeles further said winners of the different skills competition will represent the region in the staging of the Philippine National Skills Competition early next year. He added the region’s representatives will be trained accordingly to comply with the ASEAN skills competition requirements. The Regional Skills Competition is a friendly competition on vocational and technical skills. Competitors are endorsed by respective TVET institutions in Caraga Region who is currently enrolled or 6-month graduates prior to the competition of Training Centers and/or Technical-Vocational schools of trade areas stated earlier. With the successful conduct of the activity, Angeles expressed his thanks and gratitude to all TVIs in the region who have made significant contributions. He also lauded the efforts of TESDA-Caraga for extending full support to the event. National TESDA launches video-making contest
T
he Technical Education and
Skills Development Authority (TESDA) is launching a video-making contest. Dubbed as “Tatak TESDA video-making contest,” the competition aims to document success stories of technical-vocational (tech-voc) graduates. It also propagates Technical Vocational Education and Training (TVET) through testimonials from tech-voc graduates themselves using digital and social media. Also, the video-making contest aims to give recognition to successful tech-voc graduates, and create greater awareness on TESDA and its programs and services. There will be two categories for the entries to this contest. For individual category, any TVET graduate of any qualification/ course from 1996 onwards. He/she must be a holder of a National Certification (NC) of Certificate of Completion (CoC) and is working in the Philippines or abroad either as wage employed or self-employed in the qualification where he/she was trained, and of any age. For school category, any TVET graduates endorsed by their Technical Vocational Institution (TVI) may join the competition. The TVI must be a holder of Certificate of TVET Program Registration for any qualification covered by Training for Work Scholarship Program (TWSP). The TVI must also be a holder of Certificate of TVET Program Registration for the qualification of the graduate on the video and currently offering the said program. More importantly, the school must be of good standing, compliant to all the Unified TVET Program Registration and Accreditation System (UTPRAS) requirements including passing the compliance audit. TESDA employees and their relatives up to the third degree of consanguinity and affinity are not eligible to participate. Interested participants must create a two to three minute video using any recording device. Language used can be in English, Filipino or combination of English and Filipino. The entry shall be submitted/uploaded by the graduate or by the TVI. The video should be taken at the workplace/work setting and may be in the form of dramatization, storytelling or music video and contains the answers to the question: “How did tech-voc training change your life?” Participants are also required to upload the video in their Facebook account and send the link to tataktesda@tesda.gov.ph, along with an accomplished entry form which can be downloaded
from the TESDA website at www.tesda.gov.ph. Entries are accepted from November 4 to December 30, 2013. The TESDA Screening Committee shall review the entries and notify the graduate/TVI if the video is considered an official entry to the contest. The first 1,000 entries that pass the screening shall receive a token from TESDA. The TESDA Screening Committee shall upload the video on the TESDA Facebook account. The graduate/TVI shall promote the video to their friends and relatives since entries that get 1,500 Likes shall be entitled to one TWSP scholarship slot. This is a one time availment during the submission/uploading period. The videos shall remain on the TESDA Facebook account until the end of February 2014. Top ten entries from the Individual Category shall receive P10,000 for the refinement of their videos. For Best in Video (Cinematography) category, the graduate will receive P25,000 and a trophy while winner in the TVI will receive P250,000 worth of TWSP scholarship and trophy. Same prizes will be given to winners under the Best in Story (Screenplay) category. A graduate who wins the People’s Choice Award will receive P50,000 and a trophy while the TVI receives P500,000 worth of TWSP scholarship and a trophy. Grand winner in the graduate category receives P100,000 and a trophy while in the TVI category, the grand winner receives P1 million worth of TWSP scholarship and a trophy. Participants/finalists can win only one of the first three categories and the Grand Winner Award. The award and utilization of the TWSP slots by the graduate and the TVI shall be subject to and in accordance to the existing guidelines of TESDA. oclim Philippines Inc., one of the leading cement manufacturers of the country is partnering with LGUButuan City, Association of Construction and Informal Workers (ACIW), and TESDA-Caraga to train masons.
Dubbed as "Holcim Galing Mason" Training, the project aimed at developing and recognizing program for masons. Some 40 masons in different barangays of Butuan City will undergo 7-day training from Nov. 12-18, 2013 where they are required to construct classrooms at Ampayon Integrated School in Brgy. Ampayon, Butuan City. After the training, they will be assessed by TESDA-assessors. Those who will pass the assessment will receive National Certificate (NC)-I. From 40, the assessors will choose 25 trainees who will continue with the Phase 2 of the project for 10 days from Nov. 25 to Dec. 4. After the training, TESDA will again assess the trainees where successful trainees will receive an NC-II certificate. All trainees were provided with complete gears and accessories used by masons. They will also be receiving P225 each per day as their honorarium for the entire duration of the training. 12 TESDA-Caraga pulse beat november 2013

n its quest to re-activate and strengthen the role of Community Training Employment Coordinators (CTECs) in the region, a skills convergence forum was conducted on Nov. 22, 2013 at Luciana Convention Center, Butuan City.
The activity also provides direction, policies and objectives in the Skills Convergence mechanism as a strategy to provide quality community-based training in the cities and municiupalities in the region.

Just a tiny spark...

ne word is enough for a
wise man,” thus states a familiar adage. and this could be said perhaps to the movers and shakers of what is now the VerandaCTL Tourism Training Center located at Brgy. Tagcatong, Carmen, Agusan del Norte. Actually, the said tech-voc enterprise started as a germ of thought through a challenged posed by TESDA Caraga Regional Director Florencio F. Sunico, Jr. to Mrs. Vivian Otaza and company during their interaction with the former at the middle of last year. “Why don’t you put up a training center instead of just going around?” RD Sunico urged them. Sensing that there might be wisdom in the said challenge, the group therefore seriously and studiously considered the idea. Indeed, they pondered that they would just be simply workers of their very own enterprise. To up the ante therefore, they need to upgrade themselves from being mere certified and accredited tour guides and refashioned themselves into managers of their very own venture. Thenceforth, from the said “eureka” and “voila” stand point, they eagerly commenced for the realization of a dream by pooling resources and burning the midnight candle, so to speak, in order to comply with all the requirements. *** We, the contingent from TESDA, arrived at the VerandaCTL Tourism Training Center here at about 2:00pm this 13th day of November 2013 while the priest was wrapping up with his mass in
celebration for the feat of the first ever graduating Housekeeping NC II batch. As RD Sunico stood in front and shared his keynote message, he could not help but recall the immediate past wherein the movers and shakers were in quandary to respond to his challenge. “Now I’m here together with Provincial Director Rodrigo G. de Villa and party,” shared RD Sunico, “in order to witness another milestone. Of course, for every milestone that we achieve, it is just but fitting to celebrate it. And we are celebrating together with you.” He went on to congratulate the movers and shakers, the parents, other partners, and most specially the graduates. Furthermore, RD Sunico believed, “I consider that I have a stake on this milestone – and it’s about leadership. Leadership has something to do with influencing the sector to invest and cater to a particular sector of the market.” And that is what the movers and shakers had accomplished so far through the dynamic push of Mr. Roger N. Ramirez and Ms. Vivian D. Otaza, VCTL President and VCTL Executive Director respectively. Statistics showed that out of the 26 scholars provided for by TESDA, at least 22 of them went on to graduate and successfully passed the assessment under the Housekeeping NC II. successful graduates are residents here saved for one who is from Nasipit, Agusan del Norte. About six employees of Veranda, which styles itself as a training center also, marched on to claim their National Certification during the said graduation ceremony – this according to VCTL President Ramirez. Meanwhile, as the rigorous training under Housekeeping NC II qualification had just finished, another skills training, which is the Tour Guiding NC II, will follow shortly after. Thus, she figured that with the options presenting themselves conveniently, it would be advantageous for her constituents here to undergo skills training and they need not go to Butuan City anymore. Wella Saludar, who is one of the successful graduates and one of the three distinguished medalists of the batch, shared that “for the past three months that we spent here, we’ve learned a lot of things in Housekeeping. I can still remember, the first time we did laundry, I really don’t know how to squeeze the linen properly. The only thing that matters to me is how to get the water out from it.” She went on to say that after the skills training, all her awkwardness, when it comes to housekeeping, was minimized, if not corrected. And she was thankful for it. After the graduation program, we huddled to a table and sumptuously partook of the early dinner and other delicacies tendered for us. Exec. Director Otaza was at hand always and brimming with smile as she poured a red wine to our glass in celebration of the first ever graduation exercises. Perhaps it was her way of thanking TESDA, and surely RD Sunico in particular, for the blessing that has come her way and her business partners. Needless to say, had it not been for an encouragement given through challenge, they might not have realized a good techvoc venture that can grow big and sound – so long as the same is cultivated well.
