Brothers and Sisters in Christ,

Getting together in person for this year’s Annual Meeting is like experiencing the first gleam of warm sunshine after a cold winter’s storm. I’ve missed you! I’m thankful to God that we can return to face-to-face gatherings. When we are able to worship with one another, pray with and for one another, and lock arms in a common cause for the glory of God, the blessings of God are multiplied in our hearts. Be sure to give all our Texas Baptist staff a hearty “Thank You” for all of the work they have done, and are now doing, to make this year’s Convention possible. This is the first year in our history where the proceedings of the Annual Meeting can be attended live and online. There are many staff members working double duty to make this Annual Meeting accessible to more people than ever before. Finally, friends, I can’t wait to experience with you the joy that comes from our common work for the Lord. God has called us together to make a difference in the world we live in. Our goal as Texas Baptists is to share our faith with our neighbors, the nations, and to future generations. Thank you for participating in this historic Annual Meeting!

Hello Texas Baptists!

We continue to focus on the Great Commandment and the Great Commission. Our "nickname" for this focus is called GC2. When you see those letters/numbers just know it's our way of making sure, as a convention of churches, we are emphasizing the tasks to which Jesus has called us, loving God and others and making disciples. You'll hear more about this during my report to the convention on Monday night.

This is a very special and unique Annual Meeting for our Texas Baptist family. We are in a great location and back together after two years. The worship and preaching will be powerful, the workshops helpful and the fellowship sweet. Thanks for being a part. Certainly, we all know that the past 18 months have been unusually challenging for our churches and their leaders. As a convention we have worked to be prayerful, supportive, and encouraging to our Pastors and other leaders. Please know, if you need assistance, counseling, finances, pulpit supply, etc... we have resources available to help so do contact us!

At the end of this year I will have completed 10 years of service to you, our Texas Baptist family. Thanks, again, for allowing me the privilege of serving as your Executive Director. There are good days ahead for our BGCT family!

The good news is that, in spite of all the challenges, sorrows and uncertainty the Lord has blessed the work and ministry of our Texas Baptist family. New churches were started, thousands of people were saved, hundreds more received assistance for their personal needs and the generosity of the BGCT was evident.

SPEAKERS Jason Burden Burden, a graduate of Tarleton State University, earned both his Master of Divinity degree and Doctor of Ministry degree from Baylor University’s Truett Theological Seminary. He has been pastor of First Baptist Church in Nederland since 2011. Previously, he was pastor of churches in Trinity and Chilton. In addition to serving two terms as first vice president of the BGCT, he has been moderator of both the Golden Triangle Baptist Association and the Falls Baptist Association. Jason and his wife Kristi have three children—Hayden, Hallie and Rylie. Thom Rainer Thom Rainer is CEO and Founder of Church Answers. They are committed to providing resources, experts and community to guide church leaders through the ups and downs of ministry and church health. Thom Rainer is the former president and CEO of Lifeway Christian Resources and has written 36 books dedicated to church health and ministry. Sam Tolbert Reverend Samuel C. Tolbert, Jr. graduated from the Historic Bishop College formally of Dallas, Texas. He has also received an Honorary Doctorate of Divinity from Union Baptist College and Theological Seminary, New Orleans, Louisiana, an Honorary Doctors Degree from Christian Bible College, New Orleans, Louisiana, an Honorary Doctorate from Temple Bible College, Cincinnati, Ohio and earned a Master of Divinity from Payne Theological Seminary, Wilberforce, Ohio. Reverend Tolbert serves as President of Greater St. Mary Community Development Foundation, President and CEO of Strategic Faith Leadership Ministries, President Emeritus of the Louisiana Home & Foreign Missions Baptist State Convention, member of Lott Carey Baptist Foreign Mission Convention, and President of North American Baptist Fellowship (NABF). A devout man of faith, Reverend Tolbert has dedicated his life to religious service. He was the former Pastor the Historic Ebenezer Baptist Church, in Cameron, Louisiana. Currently, Reverend Tolbert is the Pastor of the church he grew up in, Greater Saint Mary Missionary Baptist Church in Lake Charles, LA and has been serving as their Pastor for more than 37 years. Having a heart for missions and doing his part to fulfill The Great Commission in Matthew 28, Dr. Tolbert has organized, lead, partnered and participated in many global missions trips spreading the Gospel of Christ in the Bahamas, Canada, England, France, Germany, Ghana, Guyana, Haiti, Israel, Italy, Jamaica, Mexico, Panama,, South Africa, Switzerland and Zimbabwe. Jordan Villanueva Jordan Villanueva, former lead pastor of Indian Hills Baptist Church in Grand Prairie, recently became instructor of Christian Studies in Howard Payne University’s School of Christian Studies. He served in student ministry at Grace Temple in Oak Cliff, Primera Iglesia in Brownwood, and First Baptist El Paso. Villanueva graduated from Howard Payne with a Bachelor of Arts in youth ministry and Spanish and from Southwestern Baptist Theological Seminary with the Master of Divinity degree. He will soon graduate from SWBTS with a PhD in church history. He currently serves the BGCT as Second Vice President.

REFRESH & REFILL Jason Bryant Jason is a 2001 graduate of Southwestern Baptist Theological Seminary with a Master of Divinity with Biblical Languages and is a 1995 graduate of Texas A & M University. He has been the Western Heritage Consultant/Starter for Texas Baptist since July 2016. Prior to coming to Texas Baptists, he was the planting pastor of Triple S Cowboy Church in Palestine, Texas from 2011 to 2016. Jason was also the planting pastor for 3C Cowboy Fellowship in Salado, Texas from 2006 to 2011. He also pastored First Baptist Church of Charlotte, Texas and North Jackson Baptist Church of Palestine, Texas. Jason accepted Christ in 1996 and began working in the ministry that same year at Montalba Baptist Church. Jason and his wife/helpmate/partner in ministry have been married since January of 1998. They have three beautiful daughters, Hannah, Abigail and Lily. Ed Stetzer Ed Stetzer, Ph.D., holds the Billy Graham Chair of Church, Mission, and Evangelism at Wheaton College, serves as Dean of the School of Mission, Ministry, and Leadership at Wheaton College, and serves as Executive Director of the Billy Graham Center. He has planted, revitalized, and pastored churches, trained pastors and church planters on six continents, has earned two master’s degrees and two doctorates, and has written hundreds of articles and a dozen books. He is Regional Director for Lausanne North America and publishes research through Mission Group. Stetzer is a contributing editor for Christianity Today, a columnist for Outreach Magazine, and is frequently cited in, interviewed by, and writes for news outlets such as USAToday and CNN. He is also the Founding Editor of The Gospel Project. His national radio show, Ed Stetzer Live, airs Saturdays. He also serves as Visiting Professor of Research and Missiology at Trinity Evangelical Divinity School, Visiting Research Professor at Southeastern Baptist Theological Seminary, and has taught at many other colleges and seminaries. Stezer serves as interim teaching pastor of Moody Church in Chicago and as teaching pastor at Highpoint Church. David Hardage David Hardage was elected by the Baptist General Convention of Texas Executive Board to serve as the convention’s executive director in January 2012. Hardage has been pastor of four churches and interim pastor of five churches, is a former Associational Director of Missions and has served as a Development Officer. He has also had the privilege of serving on various Texas Baptists committees and boards. He earned his bachelor’s degree from Baylor University, a master of divinity degree from Southwestern Baptist Theological Seminary and a doctorate from Midwestern Baptist Theological Seminary in Kansas City. He is married to Kathleen, and they have two children; John and Rebekah. John is married to Melissa and they have two daughters, Anna Marie and Molly Kate.

WORSHIP Singing Men of Texas The Singing Men of Texas was organized in 1975 by the Church Music Department of the Baptist General Convention of Texas. The group consists of ministers of music, pastors, associate pastors and Baptist university faculty who have a profound desire to share the gospel of Jesus Christ through music in local churches, in our nation and abroad. The Southeast chapter of the Singing Men of Texas concert season is from September through May and includes an annual retreat in late August. Rehearsals and concerts are held Thursdays, and the group sings in churches in the Southeast Texas area. First Baptist Church Nederland Celebration Choir The Celebration Choir, under the direction of Rev. Allen Cade, is the heart of the worship ministry of First Baptist Church of Nederland, Texas. Consisting of 50 members, the choir leads congregational music as well as performing anthems on Sundays. This ministry group also performs special Easter, Patriotic and Christmas presentations each year. First Baptist Church of Nederland and the Celebration Choir are committed to serving a multi-generational community and congregation as it has done throughout its 114 years of ministry. Cecile Dagohoy Dr. Cecile Gonzales Dagohoy is a graduate of the West Visayas State University, Iloilo City, Philippines where she obtained both a Bachelor of Science in Biological Sciences degree and a Doctorate in Medicine. Aside from her involvement at Rice Temple Baptist Church, she is also an active participant in denominational work. She is the Adult Missions Consultant of the Woman’s Missionary Union of Union Baptist Association and has been featured at conferences sponsored by the Woman’s Missionary Union as well as the Texas Baptists Intercultural Ministries. Dr. Dagohoy currently serves as a Gastrointestinal Oncology Business Systems Analyst at the M.D. Anderson Cancer Center in Houston and has coauthored four publications. John Bolin John Bolin has served as Pastor of Worship Ministries at Kingsland Baptist Church since March 2020. Formerly, John was the Minister of Worship and Arts at Houston's First Baptist Church from 2008-2020. John has written and arranged more than a hundred songs for print through Lifeway Worship and is viewed as a leading voice for worship ministries, choirs in worship, multigenerational worship, and family worship. He's been singing and leading since he was old enough to stand and has performed over 1300 concerts nationally and internationally, produced and sang on more than 20 albums, all while leading congregations of people in worship on a weekly basis. He and his wife Paige have 5 children, Grace, Hudson, John Luke, Levi, and Ellie.

REFRESH & REFILL Houston Baptist University Schola Cantorum Choir Houston Baptist University’s top choir, Schola Cantorum, is an auditioned ensemble that performs sophisticated and advanced choral repertoire. To be selected as a member of Schola Cantorum, students must demonstrate expertise in sight-reading, excellence in vocal development, and a deep commitment to the artistry of the choir. Schola Cantorum frequently represents HBU in concerts, tours and church services. In addition, Schola Cantorum often collaborates with the HBU University Singers and local performing organizations such as the Houston Choral Society and the Houston Civic Symphony. Kevin Klotz Dr. Kevin Klotz is assistant professor of Music and director of Choral Activities at Houston Baptist University. He directs the Schola Cantorum and University Singers, and also teaches courses in conducting, piano and musicology. Since 1999, he has served as Music Minister at St. Laurence Catholic Church in Sugar Land. In addition to his work in the church and school, Dr. Klotz has worked as a conductor and clinician for a variety of ensembles. Dr. Klotz is an active and participating member of the American Choral Directors Association, Texas Choral Directors Association and National Pastoral Musicians. Keron Jackson Keron Jackson is committed to being an example of what God can do in the life of a kid born to homeless drug addicts. Following his debut with The Dallas Opera, Jackson was hailed by The Dallas Morning News as, “A powerhouse bass voice who takes command of the stage.” His professional highlights have earned Jackson stage debuts with several national orchestras. Jackson has taught at the Moody Bible Institute in Chicago, Liberty University, the Baylor University Bible Conference, and East Texas Baptist University, as well as performing concerts and preaching in many parts of South America.

TEXAS BAPTISTS GATHER TOGETHER TO CELEBRATE, FELLOWSHIP AND LEARN IN GALVESTON By Bonnie Siess, news manager GALVESTON – The Baptist General Convention of Texas will gather for the 136th Annual Meeting from November 14-16, at the Galveston Convention Center. Texas Baptists are celebrating being together in person after meeting virtually last year due to COVID-19. “This is a very special and unique Annual Meeting for our Texas Baptist family. We are in a great location and back together after two years,” said Executive Director David Hardage. “The worship and preaching will be powerful, the workshops will be helpful and the fellowship will be sweet. Thank you to everyone who is a part of this. There are good days ahead for our BGCT family!” Featured speakers throughout the event include Ed Stetzer, executive director of the Wheaton College Billy Graham Center; Samuel Tolbert, president of the North American Baptist Fellowship (NABF); Thom Rainer, founder and CEO of Church Answers; David Hardage, executive director of Texas Baptists; Jason Burden, president of Texas Baptists and pastor of First Baptist Church in Nederland; Jordan Villanueva, second vice president of Texas Baptists; and Jason Bryant, Western Heritage consultant at Texas Baptists. Worship will be led by Keron Jackson, an acclaimed bass singer; Dr. Cecile Dagohoy and her praise team; Singing Men of Southeast Texas; Kingsland Baptist Church Choir and Orchestra; Schola Cantorum from Houston Baptist University; and the First Baptist Church in Nederland Celebration Choir. There will also be various worship rallies hosted on Sunday evening. These rallies will take place in locations across Galveston and are open to anyone who wishes to attend. Workshops will be offered on topics including church health, racial reform, worship and evangelism. Attendees are encouraged to stop by exhibit halls throughout the three-day event to learn more about Texas Baptists resources, partnering ministries and institutions, and for networking and fellowship.

REGISTRATION INFORMATION Registration for this annual meeting is being held in the Main Lobby of the Galveston Island Convention Center beginning Sunday, November 14 at 4:00 pm. Premium Registration: Pre- Registered Messengers who have their QR code and ID, proceed to the “fast” Pre-Registration line. Standard Registration – Bring your Messenger Card (required) and ID to register, proceed to the Registration line Guest/Visitors are encouraged to register. Proceed to the Guest Registration line to self-register and receive your name badge. Attendants will be there to assist. CONSTITUTION OF THE BAPTIST GENERAL CONVENTION OF TEXAS (excerpt) Article III – Membership Section 1. This Convention in session in all its meetings shall be composed of messengers elected by Baptist churches that shall voluntarily cooperate with the Convention. All messengers must be members of the church by which they are elected. A messenger must be enrolled at the Convention in session to be qualified to vote. The messengers have no right to act except for annual or special meetings constituting the Convention in session for which they have been elected by their cooperating churches. Section 2. Each church cooperating with this Convention shall be entitled to: A. Two messengers for the first one hundred (100) members or fractional part thereof. Two additional messengers for the first two hundred fifty dollars ($250) given during the previous fiscal year to the Texas budget as adopted by The Baptist General Convention of Texas in annual session, and B. One additional messenger for each additional hundred members and each additional one thousand dollars ($1,000) given during the previous fiscal year to the Texas budget as adopted by The Baptist General Convention of Texas in annual session, and C. If, as calculated under B above, a church’s giving surpasses its membership, then one additional messenger for each two thousand dollars ($2000) given during the previous fiscal year to the Texas budget as adopted by The Baptist General Convention of Texas in annual session, not to exceed six additional messengers, provided, however, that D. No church shall be entitled to more than twenty-five messengers. E. A mission church shall be considered a church under the Constitution solely for the limited purpose of electing messengers to the Annual Meeting if it is identified as a body of believers separate from its sponsoring church; it contributes to the BGCT in an identifiable way either directly or through the sponsoring church from its own resources; it exists to address some specific mission need, such as language, culture or location, it regularly practices baptism and the Lord’s Supper separate from its sponsoring church; and it identifies itself with, aligns itself with, and endorses, generally, the purposes and work of the Convention. The total number of messengers a mission may qualify for is four (4).

BULLETIN TO PROPOSE A RESOLUTION A resolution has been defined as an expression of opinion from a messenger, as opposed to a motion, which calls for action. The following guidelines are offered for persons desiring to submit a resolution. • Only registered messengers, that attend in person, may submit a resolution. No resolutions submitted via zoom or email will be accepted. You must attend in person to submit a recognized resolution. • Resolutions must be submitted in print directly to any member of the Resolutions Committee on Monday, November 15, before 11:00 AM. The committee members are identified on page 42 of the Bulletin. The committee members will be available to receive resolutions and answer questions at the front of the stage on Monday morning, Nov. 15, following the 8:00 AM worship service (which should conclude around 9:10 AM). The Resolutions Committee will then be available in the Leeward Boardroom of the Galveston Island Convention Center until 11:00 AM. All resolutions must be submitted to the committee by that time. • The resolution should be typed and state the name of the messenger submitting the resolution, the name of the BGCT church from which the messenger was elected, and a contact phone number in case the Resolutions Committee has questions or concerns. • Anyone needing help submitting a resolution may contact any member of the Resolutions Committee or the BGCT staff liaison Dr. Katie Fruge at (817) 475-4173 or katie.fruge@texasbaptists.org. The Resolutions Committee will consider every resolution properly submitted. However, the Resolutions Committee is responsible for deciding which resolutions will be presented to the messengers for their consideration (see Article IV, Section 5 of the Bylaws of the BGCT).

STANDING RULES The Convention today will be asked to act on the following recommended “Standing Rules” for this annual meeting: 1. All reports, motions, resolutions or amendments to the constitution, bylaws or articles of incorporation shall be submitted by a registered messenger to the body, then sent to the recording secretary in writing, legibly signed by the maker and shall include their name, address, church membership and phone number where they can be reached during the convention. 2. Registered messengers must attend in person to present a recognized report, motion, resolution or amendment to the constitution, bylaws or articles of incorporation. Those attending via zoom will be allowed to listen and vote only. 3. All motions requiring a vote not scheduled on the agenda must be introduced by the close of the Monday business meeting. Amendments to the Constitution and/or Bylaws must also be introduced by the close of the Monday business meeting. 4. All resolutions must be submitted by 11:00 AM on Monday, November 15th. 5. To obtain the floor, a messenger shall approach the microphone, address the chair, give his or her name and church and wait to be recognized. 6. Discussion or debate and nomination speeches shall be limited to three minutes for each speaker. There may be no more than one nomination speech per candidate. 7. No messenger shall speak more than once on the same question or topic until all have spoken who wish to do so. 8. The chair shall recognize messengers wishing to speak to each side of the question alternately. 9. All messengers who attend and participate in the business meetings of the convention shall conduct themselves in keeping with the stated objectives of the Constitution of Texas Baptists. 10. Voting shall be conducted by voice or by the raising of ballots by messengers. Division of the assembly shall be conducted by messengers standing and raising ballots. The president, by his/ her own decision, may order a vote by ballot. 11. In the election of officers, if no nominee receives a majority vote of the messengers, there shall be a runoff election between the two nominees who received the greatest number of votes on the first ballot.

BULLETIN TO MAKE A MOTION A motion calls for specific action by Texas Baptists or some entity of Texas Baptists. Only registered messengers, that attend in person, may make a motion. No motions submitted via zoom or email will be accepted. You must attend in person to submit a recognized motion. A motion normally begins with “I move to ..." or "I move that…” 1. Write the motion legibly. (If the motion is spontaneous and you don’t have time to write it before presenting it to the convention, write the motion before leaving the microphone area.) 2. Go to a microphone at a time when business is being considered. 3. When recognized by the presiding officer, state your name, that you are a messenger, the name of your church, and read your motion, which must be presented to the convention during a business meeting to become an official motion. 4. Before leaving the microphone, give the written copy of your motion to the page at the microphone. A page will take the copy of your motion to the platform so the motion can be entered into the record by the recording secretary. 5. The Committee on Annual Meeting will announce a time for the convention to consider the motion or recommend its referral to some convention entity.

NOTICE Texas Baptists’ Bylaws call for the meeting of the convention to be conducted according to the current edition of Robert’s Rules of Order Newly Revised. The officers abide by this manual on parliamentary procedure. In the past, a messenger’s motion has been ruled out of order because it did not comply with Robert’s Rules of Order when a change in wording was all that was necessary for the motion to have been appropriate and in order. Every effort is being made for the business of our convention to be conducted in the smoothest and best way possible for the advancement of our Lord’s Kingdom. If a messenger has a motion to make, the parliamentarian will be available to assist with the wording so that the motion will be in proper format. Note: A motion will not be considered by the convention until a messenger has personally made it at the appropriate time and place while the convention is in session. A motion cannot be submitted to the delegates except during the Annual Meeting.

COMMITTEE ON CREDENTIALS The Committee on Credentials has been assigned an area near Registration, located in the main lobby of the Galveston Island Convention Center. Messengers must have a messenger card properly endorsed by the church clerk or moderator. Messengers who do not have such a card will need to be approved by the Credentials Committee.

BULLETIN HELP FOR MESSENGERS Materials are prepared each year to help messengers during business sessions of the Texas Baptists Annual Meeting. Among those materials is the Book of Reports, which contains the annual reports of Texas Baptists Institutions and Agencies, the Texas Baptists Executive Board and a copy of the Texas Baptists Constitution and Bylaws. Additionally, the Texas Baptists Bulletin contains information about business matters to be voted on and proceedings.

PARKING W/MAP OF SURROUNDING AREA The Galveston Island Convention Center (map) has an underground parking garage that is free to attendees of Annual Meeting with unlimited in and out privileges. There are two entrances on 57th street and one entrance in the Hilton parking lot. For those that have oversized vehicles and vans, parking is available at the back by the Rainforest restaurant or in the backlot of The San Luis Hotel.

SHUTTLE TO HOST HOTELS Shuttle service will be provided approximately every 30 minutes from the hotels that are a part of the Annual Meeting hotel block. Beginning on Sunday, November 14th from 3:30-6:30 pm, Monday, November 15th at 7:00 am until 10:30 pm and on Tuesday, November 16th from 7:00 am until 2:00 pm.

MASK PROTOCOL Texas Baptists recognizes that the safety of all of those on site at the Texas Baptists Annual Meeting is our top priority. Our commitment to safety will continue to evolve based on state and federal guidance to ensure that all participants follow safe and healthy protocols on site. Out of an abundance of caution, Texas Baptists in partnership with the City of Galveston will continue to follow CDC recommended guidelines related to coronavirus. All participants are encouraged to:

• Wear fabric face covering according to the CDC guidelines (mask covering both nose/mouth). • Galveston Island CC will have located throughout the center hand sanitation stations.

SECURITY PRECAUTIONS In cooperation with the Galveston Island Convention Center and event security, please wear your Texas Baptists Annual Meeting name badge at all times. Texas Baptists have taken every precaution to ensure the safety of all messengers and visitors.

FIRST AID The First Aid room is located across from the Registration desk in the Galveston Island Convention Center. First Aid will be available Sunday, November 14 from 3:00 pm – 7:00 pm and Monday, November 15 from 6:00 am – 10:00 pm and Tuesday, November 16 from 7:00 am – 1:00 pm.

LOCAL INFORMATION Maps, restaurant guides and other local information are available at the kiosks located at the Texas Baptists Information Desk in the main lobby of the Galveston Island Convention Center by registration.

LOST AND FOUND To find a “lost” item or to turn in a “found” item, please go to the Texas Baptists Information Desk located in the Main Lobby of the Galveston Island Convention Center across from the escalators.

RECYCLE BADGES Annual Meeting is going green. At the end of the event, please help us by placing your name badges in the recycle bin at the inside back doors of the General Session.

PHONE CHARGING STATIONS As a convenience for Annual Meeting attendees, phone charging stations (that accommodates most phone and tablet connections) are provided in the Grand Ballroom of the main exhibit hall (second floor).

LIMITED REFRESHMENTS OFFERED Coffee and limited refreshments will be provided during exhibit hall hours on Sunday from 4:00 pm-6:00 pm, Monday from 9:00 am-5:00 pm and on Tuesday from 8:00 am-10:00 am. There are no vending machines in the Galveston Island Convention Center.

Los auriculares estarán disponibles en el puesto de información ubicado en el nivel principal del Centro de convenciones de la isla de Galveston. BULLETIN 2022 BUDGET PROCESS The Business and Financial Plan calls for each administrative office, ministry, and program area of the convention to submit an itemized budget of its expected expenditures for the next fiscal year to the Executive Director. The Executive Director works with staff to make necessary changes and presents the proposed budget to the Finance Committee of the Executive Board which, in turn, presents it to the Executive Board for its approval. The Executive Board submits the Cooperative Program budget, consisting of all the anticipated income and expenditures which have been submitted and approved, to the Convention in session. Preparation of the proposed budget includes months of projections, research, planning, committee reviews and prayer to arrive at the proposed resource plan for the coming year. Such is the case for the proposed 2022 calendar year budget. For ordained staff members, the Executive Board allows advance designation of a portion of the salary as housing allowance as permissible by IRS regulations. Ordained staff members pay their own selfemployment taxes, which are 15.3 percent of taxable compensation. The detailed budget is published annually and provided to the Executive Board and committees involved in the budget preparation process. A budget summary is mailed to each church annually. The budget summary and the detailed report can be found at texasbaptists.org. For a hard copy, please call 888.244.9400. The Finance Committee is authorized, on a contingency basis, to adjust spending based on actual receipts.

The proposed 2022 budget is based on expected Cooperative Program and other income receipts. This percentage distribution is necessary to provide adequate funding for the Texas mission field.

2. We recommend that the percentage allotment of the adopted budget continue at 79% BGCT – 21% Worldwide, with each church selecting the recipient(s) of the Worldwide portion.
