Welcome back to Waco! I have come to consider our Annual Meeting as a family reunion. It’s the one time of year that I get to catch up with peers and mentors from all over Texas. This is our opportunity to reconnect to friends, recharge our spiritual batteries, and engage with new people who share our eagerness to serve Christ.

I want to thank you for your investment of time and resources to be present with us as we conduct the business of the Convention, celebrate what God has done among us, and lay plans for the future of our work for the Kingdom. We serve a big God who has big plans for us. I get excited thinking about the impact we can have in our world as we work together for the common causes God has prepared for us.

Each Annual Meeting is the product of thousands of hours of diligent work by Texas Baptists staff and volunteers. Help me say “Thank You” to everyone who contributed to putting together this year’s gathering.

As Texas Baptists, we are always building toward a glorious future with absolute dependence upon the strength and vision God grants us. I pray that you will come away from our gathering with a greater sense of how your participation with Texas Baptists is impacting the world. May future generations look back upon our time and thank God for our unwavering dedication in our service to Him and to each other.

Dear Texas Baptists!

I well remember my first Annual Meeting as your Executive Director in Corpus Christi in November of 2012. On the morning I was to give my first report to you as your Executive Director I came down with an illness and was confined to our hotel room for about 24 hours. Fortunately, the illness didn’t last too long but I did miss giving my report. I’ll forever be grateful to Dr. Steve Vernon, our Associate Executive Director at the time, who willingly and capably filled in for me and gave a great report.

As we gather for this year’s Annual Meeting, I’m preparing to give my last report as your Executive Director. And, barring an unexpected illness, I plan to share my report with you on Monday night of our gathering at the Waco Convention Center. There’s so much to share about the good mission and ministry work that we are doing throughout our state and far beyond.

I know you are joining me in praying for the Search Committee for the next BGCT Executive Director. That committee is led well by Dr. David Mahfouz, Pastor of FBC Warren. They are seeking God’s direction and will find the right, next leader.

During these days of transition, I’m glad you chose to attend this meeting in Waco. It is good to be together for fellowship, worship, and some business. Your Texas Baptist Convention is in a good place today. Thank you for making that possible. I’m hoping and believing that the best is yet to come for us.

On behalf of the City of Waco, I am pleased to welcome you to our continuously growing city. We are glad that you traveled to Waco for the Texas Baptist Annual Meeting, taking place November 13 15, 2022

It is my hope that you will have a memorable time and visit some of the various attractions, restaurants, and shopping that Waco has to offer. The area around downtown and the Silo District continues to grow and thrive, with new shops and restaurants opening each week.

Waco offers many options for entertainment and fun. While you’re here, be sure to check out some of Waco’s most interesting attractions: Waco Mammoth National Monument, Cameron Park and Cameron Park Zoo, Texas Ranger Hall of Fame & Museum, Dr Pepper Museum, Texas Sports Hall of Fame, as well as all our other great attractions. Our downtown is one of the most walkable in the state, with shopping, restaurants, and entertainment just steps away from the Waco Convention Center.

SPEAKERS

Jason Burden

Jason Burden is the current president of the Baptist General Convention of Texas and pastor of First Baptist Church in Nederland, where he has served since 2011. Previously, he served as pastor of churches in Trinity and Chilton; two terms as first vice president of the BGCT; and moderator of both the Golden Triangle Baptist Association and the Falls Baptist Association.

Burden is a graduate of Tarleton State University and earned both his Master of Divinity and Doctor of Ministry from Baylor University’s Truett Theological Seminary. He and his wife Kristi have three children: Hayden, Hallie and Rylie.

Tony Canady

Affectionately known as, “Pastor T”, Tony Canady is the lead pastor/church planter of a Triumphal Christian Fellowship, a new church that launched in Waxahachie in September 2021. Canady has been preaching the gospel of Jesus Christ since 1997.

He earned his Bachelor of Arts in Journalism from the University of Houston and is currently completing his Master of Divinity from Rockbridge Seminary. He has also completed theological studies at Tyndale Theological Seminary, Andersonville Seminary and Southwestern Baptist Theological Seminary. He is married to Melanesia and they are the proud parents of their daughter, Madisyn.

Michael Gossett

Michael Gossett is the lead pastor of Green Acres Baptist Church in Tyler. Before being called to this role, Gossett served as teaching pastor of Green Acres. He has also served in various churches in a variety of ministries and roles, including Student Ministry, Young Adult Ministry, Associate Pastor, and Campus Pastor.

Gossett holds a bachelor’s degree and a Master of Divinity from Liberty University in Virginia. He also received a Doctor of Ministry degree from Liberty Theological Seminary, with an emphasis on Discipleship.

Gossett grew up in Rex, Georgia, and married his high school sweetheart, Katie. They have four kids: Ryleigh, Reagan, Rowan and Lincoln. Gossett enjoys playing golf and anything outdoors. One of his favorite things to do with the family is to go camping.

Ariel Martinez

Ariel Martinez is the lead pastor of Del Sol Church in El Paso, a bilingual, multisite, online and in-person church. Before becoming lead pastor, Martinez served on staff at Del Sol Church in various ministry roles for 18 years.

He holds a bachelor’s degree in Religion from Liberty University and a Master of Arts in Theology from the B.H. Carroll Theological Institute. He and his wife Lauren share a passion for food, cycling and investing in younger men and women to help them rise into Christian leadership.

Andy Muskrat, FIRST BAPTIST WACO WORSHIP MINISTRY

Andy serves as the worship pastor at First Baptist Church Waco and joined the staff in August 2019. He has also served on church staff in the DFW area, Houston and Northwest Arkansas. Born in Joplin, Missouri and raised in Buenos Aires, Argentina where his parents served as music missionaries with the International Mission Board. He is a graduate of Baylor University ‘05 with a B. M. in Church Music / Piano and a graduate of B. H. Carroll Theological Institute ‘12 with a Master of Arts in Worship. Andy has a passion for leading worship in all styles of music where classical, traditional and contemporary worship are all incorporated in the same service. He and his wife, Heather, have four children, Jacob, Braeden, Jamie and Helen.

David Talaguit often writes music for Mesquite ISD of which the most recent was a commissioned piece, “Light Shines Brightest”, performed by MISD teachers to uplift students during the 2020 lockdown. His works have been featured in many of MISD’s Elementary Fine Arts Festivals. One of his passions is conducting Orff-based Music Seminars which he has been privileged to do in Dallas, Amarillo, Alabama, Honduras and most recently, back to his roots, the Philippines. His latest work includes being the guest conductor of Wylie ISD’s 4th Grade All City Choir virtual concert, which featured his composition “Por La Vida”. He has been the general music teacher at Motley Elementary School and Music Director for Biblical Community Church since 1998.

David studied Music Education with a Voice concentration at SMU Meadows School of the Arts. He also finished his Orff Levels certification from the same institution.

Art Wellborn, FIRST WOODWAY BAPTIST CHURCH

Art comes from a long line of ministers and musicians.  His father was a pastor and his mother was the church pianist in every single church they served in, so he was raised in the middle of church and church music. He began leading worship for the children’s ministry and youth ministry at First Woodway in Waco when he was in high school, then after graduating he joined the youth staff as the worship leader.  He went to Baylor University and continued leading for the youth as well as serving in the Sunday morning worship band from 2011-2015. In 2015 he moved to the Dallas area and served as a worship leader at Community Life Church. 10 months later, Art felt God calling him back to Waco to join the worship staff at First Woodway. In addition to leading there, he travels with his band leading worship for various events. Art is married to Maddie, and they have one child named Wesley.

UPCOMING ANNUAL MEETING CELEBRATES BEING “UNWAVERING” IN PURSUIT OF GREAT COMMISSION, GREAT COMMANDMENT

WACO – The Baptist General Convention of Texas will gather for the 137th Annual Meeting on Nov. 13-15, at the Waco Convention Center. This year, Texas Baptists will focus on being “unwavering” in the mission to do good works and glorify Christ.

“The Annual Meeting of Texas Baptists will be a special time of fellowship, worship, education and some business to which we need to attend, as always,” Texas Baptists Executive Director David Hardage said. “Please join me in praying for the Lord to bless our time together.”

Featured speakers at the meeting will include Michael Gosset, pastor of Green Acres Baptist Church; Tony Canady, pastor and church planter of Triumphal Christian Fellowship of Waxahachie; Ariel Martinez, pastor of Del Sol Church; and Jason Burden, Texas Baptists president and pastor of FBC Nederland.

Worship will be led by First Baptist Church Waco Choir, led by Andy Muskrat; First Baptist Woodway, led by Art Wellborn; Biblical Community Church, led by David Talguit; and the University of Mary HardinBaylor worship team.

Three rallies will be held on the evening of Sunday, Nov. 13 to kick off the meeting: the African American Worship Rally at Greater New Light Missionary Baptist Church, the Texas Baptists en Español Celebration at First Baptist Church Waco and Pastor’s Common for Young Adults at Heritage Coffee.

During the business sessions, messengers will elect officers and vote on the 2023 proposed budget, nominations for affiliated boards and ministries, resolutions and more.

Several workshops will be held on topics including reaching millennials, church revitalization, the mission of Texas Baptists, women’s ministry and more. Attendees are encouraged to visit exhibit halls throughout the three-day event to learn more about Texas Baptists resources, partnering ministries and institutions, and for networking and fellowship. Several meals and receptions will also be hosted by Texas Baptists ministries and partners.

Registration for this annual meeting is being held in the Upper Lobby of the Waco Convention Center beginning Sunday, November 13 at 4:00 pm. Visitors are required to register at the registration desk.

CONSTITUTION OF THE BAPTIST GENERAL CONVENTION OF TEXAS (excerpt)

Article III – Membership

Section 1. This Convention in session in all its meetings shall be composed of messengers elected by Baptist churches that shall voluntarily cooperate with the Convention. All messengers must be members of the church by which they are elected. A messenger must be enrolled at the Convention in session to be qualified to vote. The messengers have no right to act except for annual or special meetings constituting the Convention in session for which they have been elected by their cooperating churches.

Section 2. Each church cooperating with this Convention shall be entitled to:

A. Two messengers for the first one hundred (100) members or fractional part thereof. Two additional messengers for the first two hundred fifty dollars ($250) given during the previous fiscal year to the Texas budget as adopted by The Baptist General Convention of Texas in annual session, and

B. One additional messenger for each additional hundred members and each additional one thousand dollars ($1,000) given during the previous fiscal year to the Texas budget as adopted by The Baptist General Convention of Texas in annual session, and

C. If, as calculated under B above, a church’s giving surpasses its membership, then one additional messenger for each two thousand dollars ($2000) given during the previous fiscal year to the Texas budget as adopted by The Baptist General Convention of Texas in annual session, not to exceed six additional messengers, provided, however, that

D. No church shall be entitled to more than twenty-five messengers.

E. A mission church shall be considered a church under the Constitution solely for the limited purpose of electing messengers to the Annual Meeting if it is identified as a body of believers separate from its sponsoring church; it contributes to the BGCT in an identifiable way either directly or through the sponsoring church from its own resources; it exists to address some specific mission need, such as language, culture or location, it regularly practices baptism and the Lord’s Supper separate from its sponsoring church; and it identifies itself with, aligns itself with, and endorses, generally, the purposes and work of the Convention. The total number of messengers a mission may qualify for is four (4).

TO PROPOSE A RESOLUTION

A resolution has been defined as an expression of opinion from a messenger, as opposed to a motion, which calls for action. The following guidelines are offered for persons desiring to submit a resolution.

• Only registered messengers may submit a resolution.

• Resolutions must be submitted in print directly to any member of the Resolutions Committee on Monday, November 14 before 10:00 AM. The committee members are identified on page 41 of the Bulletin. The committee members will be available to receive resolutions and answer questions at the front of the stage on Monday morning, Nov. 14 following the 8:00 AM worship service (which should conclude around 9:00 AM). The Resolutions Committee will then be available in the Rangers, Room 108, on the Lower Level of the Waco Convention Center until 10:00 AM. All resolutions must be submitted to the committee by that time.

• The resolution should be typed and state the name of the messenger submitting the resolution, the name of the BGCT church from which the messenger was elected, and a contact phone number in case the Resolutions Committee has questions or concerns.

• Anyone needing help submitting a resolution may contact any members of the Resolutions Committee or the BGCT staff liaison Dr. Katie Fruge at (817) 475-4173 or katie.fruge@texasbaptists.org

The Resolutions Committee will consider every resolution properly submitted. However, the Resolutions Committee is responsible for deciding which resolutions will be presented to the messengers for their consideration (see Article IV, Section 5 of the Bylaws of the BGCT).

STANDING RULES

The Convention today will be asked to act on the following recommended “Standing Rules” for this annual meeting:

1. All reports, motions, resolutions or amendments to the constitution, bylaws or articles of incorporation shall be submitted by a registered messenger to the body, then sent to the recording secretary in writing, legibly signed by the maker and shall include their name, address, church membership and phone number where they can be reached during the convention.

2. All motions requiring a vote not scheduled on the agenda must be introduced by the close of the Monday business meeting. Amendments to the Constitution and/or Bylaws must also be introduced by the close of the Monday business meeting.

3. All resolutions must be submitted by the close of the Monday Business session.

4. To obtain the floor, a messenger shall approach the microphone, address the chair, give his or her name and church and wait to be recognized.

5. Discussion or debate and nomination speeches shall be limited to three minutes for each speaker. There may be no more than one nomination speech per candidate.

6. No messenger shall speak more than once on the same question or topic until all have spoken who wish to do so.

7. The chair shall recognize messengers wishing to speak to each side of the question alternately.

8. All messengers who attend and participate in the business meetings of the convention shall conduct themselves in keeping with the stated objectives of the Constitution of Texas Baptists.

9. Voting shall be conducted by voice or by the raising of ballots by messengers. Division of the assembly shall be conducted by messengers standing and raising ballots. The president, by his/ her own decision, may order a vote by ballot.

10. In the election of officers, if no nominee receives a majority vote of the messengers, there shall be a runoff election between the two nominees who received the greatest number of votes on the first ballot.

TO MAKE A MOTION

A motion calls for specific action by Texas Baptists or some entity of Texas Baptists. Only registered messengers may make a motion. A motion normally begins with “I move to ...” or “I move that…”

1. Write the motion legibly. (If the motion is spontaneous and you don’t have time to write it before presenting it to the convention, write the motion before leaving the microphone area.)

2. Go to a microphone at a time when business is being considered.

3. When recognized by the presiding officer, state your name, that you are a messenger, the name of your church, and read your motion, which must be presented to the convention during a business meeting to become an official motion.

4. Before leaving the microphone, give the written copy of your motion to the page at the microphone. A page will take the copy of your motion to the platform so the motion can be entered into the record by the recording secretary.

5. The Committee on Annual Meeting will announce a time for the convention to consider the motion or recommend its referral to some convention entity.

Texas Baptists’ Bylaws call for the meeting of the convention to be conducted according to the current edition of Robert’s Rules of Order Newly Revised. The officers abide by this manual on parliamentary procedure. In the past, a messenger’s motion has been ruled out of order because it did not comply with Robert’s Rules of Order when a change in wording was all that was necessary for the motion to have been appropriate and in order.

Every effort is being made for the business of our convention to be conducted in the smoothest and best way possible for the advancement of our Lord’s Kingdom. If a messenger has a motion to make, the parliamentarian will be available to assist with the wording so that the motion will be in proper format.

Note: A motion will not be considered by the convention until a messenger has personally made it at the appropriate time and place while the convention is in session. A motion cannot be submitted to the delegates except during the Annual Meeting.

NOTICECOMMITTEE ON CREDENTIALS

The Committee on Credentials has been assigned an area near Registration, located on the Upper Lobby of the Waco Convention Center. Messengers must have a messenger card properly endorsed by the church clerk or moderator. Messengers who do not have such a card will need to be approved by the Credentials Committee.

The Texas Baptists Bulletin is published daily during the Annual Meeting by the Baptist General Convention of Texas.

HELP FOR MESSENGERS

Materials are prepared each year to help messengers during business sessions of the Texas Baptists Annual Meeting. Among those materials is the Book of Reports, which contains the annual reports of Texas Baptists Institutions and Agencies, the Texas Baptists Executive Board and a copy of the Texas Baptists Constitution and Bylaws. Additionally, the Texas Baptists Bulletin contains information about business matters to be voted on and proceedings.

MASK PROTOCOL

Texas Baptists recognizes that the safety of those on site at the Texas Baptists Annual Meeting is our top priority. Our commitment to safety will continue to evolve based on state and federal guidance to ensure all participants follow safe and healthy protocols on site.

Out of an abundance of caution, Texas Baptists, in partnership with the City of Waco, will continue to follow CDC recommended guidelines related to the coronavirus. All participants are encouraged to:

• Wear fabric face covering according to the CDC guidelines.

• Hand sanitation stations are located throughout the Waco Convention Center.

SECURITY PRECAUTIONS

In cooperation with the Waco Convention Center and event security, please wear your Texas Baptists Annual Meeting name badge at all times. Texas Baptists has taken every precaution to ensure the safety and security of all messengers and visitors.

First Aid room is in Room 213, next to the Information Desk in the upper lobby of the Waco Convention Center. First Aid will be available Sunday, November 13th from 3:00 pm -7:00 pm and Monday, November 14th from 7:00 am – 10:00 pm and Tuesday, November 15th from 7:00 am – 1:00 pm.

Coffee and limited refreshments will be provided during exhibit hall hours on Sunday from 4:00-6:00 pm, Monday from 9:00 am-5:00 and on Tuesday from 8:00-10:00 am. Vending machines are available in the lower level by the Washington Street entry doors for snacks, water and soda options.

TBM is providing free breakfast from 7-8:30 am on Monday and 7:30-9:00 am on Tuesday.

2023 BUDGET PROCESS

The Business and Financial Plan calls for each administrative office, ministry and program area of the convention to submit an itemized budget of its expected expenditures for the next fiscal year to the executive director. The executive director works with staff to make necessary changes and presents the proposed budget to the Finance Committee of the Executive Board which, in turn, presents it to the Executive Board for its approval. The Executive Board submits the Cooperative Program budget, consisting of all the anticipated income and expenditures which have been submitted and approved, to the Convention in session.

Preparation of the proposed budget includes months of projections, research, planning, committee reviews and prayer to arrive at the proposed resource plan for the coming year. Such is the case for the proposed 2023 calendar year budget.

For ordained staff members, the Executive Board allows advance designation of a portion of the salary as housing allowance as permissible by IRS regulations. Ordained staff members pay their own selfemployment taxes, which are 15.3 percent of taxable compensation.

The detailed budget is published annually and provided to the Executive Board and committees involved in the budget preparation process. A budget summary is mailed to each church annually. The Finance Committee is authorized, on a contingency basis, to adjust spending based on actual receipts.

Background:

In September of 2021, Denison Ministries contacted the BGCT in order to “further explore a closer relationship between our organizations…” The BGCT and Denison Ministries have worked cooperatively together to follow the Great Commandment (Matthew 22:36 40), fulfill the Great Commission (Matthew 28:18 20) and to be the light of the world (Matthew 5:14) in Texas and beyond sin ce Denison Ministries was founded in 2008. In some regards, the formation of Denison Ministries was made possible through the work its founder and CEO, Jim Denison, with the BGCT.

Through several conversations over the past year, the BGCT and Denison Ministries have identified way to strengthen the relationship between the two organizations and to formalize and clarify the relationship by explaining it in a written agreement. Relating to Denison Ministries by special agreement brings the relationship under the BGCT Constitution and Bylaw provisions for related ministries. It also provides Denison Ministries with greater religious liberty protection as i t conducts its ministries.

Recommendation: The Institutional Relations Committee recommends the approv al of the proposed Relationship Agreement between the Baptist General Convention of Texas and Denison Ministries.

RELATIONSHIP AGREEMENT BETWEEN THE BAPTIST GENERAL CONVENTION OF TEXAS AND DENISON MINISTRIES

This Relationship Agreement (the “Agree ment”) is between the Baptist General Convention of Texas, a Texas nonprofit corporation (“Texas Baptists”) and Denison Ministries, a Texas nonprofit corporation (“DM”).

PREAMBLE

Texas Baptists and DM have worked cooperatively together to follow the Grea t Commandment (Matthew 22:36 40), fulfill the Great Commission (Matthew 28:18 20) and to be the light of the world (Matthew 5:14) in Texas and beyond since the founding of DM in 200 8. Texas Baptists and DM have a longstanding and beautiful history of worki ng together to advance the kingdom of God. As a result of the mutual desire of Texas Baptists and DM to continue their cooperative pursuit to build Christ’s kingdom through engaging the culture around them, Texas Baptists and DM agree as follows:

1. At the request of Texas Baptist, DM has designated DM’s Co Founder and CEO, Dr. Jim Denison, to serve in the role as Theologian in Residence for Texas B aptists. The parties may mutually agree to (i) change the title of this role without amending this Agreement, but the general substance and function of the role will remain the same, and (ii) designate another employee of DM to serve in the role.

2. Texas Baptists and DM will work together to increase the effectiveness and value of the Texas Baptists Annual Meeting a s follows:

a. Dr. Denison, or another employee of DM designated by DM, will be available to participate in the Texas Baptists Annual Meeting and, a t Texas Baptists’ request, be a platform or keynote speaker in a general session and/or lead a workshop or brea kout session on a topic of mutual agreement.

b. Texas Baptists will provide a booth space at its annual meeting, free of charge, to DM for DM to p romote its products and services.

3. Texas Baptists and DM will explore and find ways to work cooperatively on v arious ministry projects and activities with Texas Baptists’ churches, ministries, and staff which may include, but are not limited to, (i) DM co nsulting with Texas Baptists’ affiliated and related institutions in addressing cultural challenges, (ii) DM pr oviding periodic trainings, resources, and encouragement to Texas Baptists pastors and staff, and (iii) DM speaking

at churches, events, meetings, and conferences as requested by Texas Baptists and depending on DM availability.

4. While remaining autonomous and independent organizations, Texas Baptists and DM will each be allowed representation as between each other as follows:

a. Texas Baptists will be allowed to designate one (1) individual liaison to represent Texas Baptists at one meeting each year (i.e., each one (1) year term of this Agreement) of the Board of Directors of DM. The designated individual will liaise between Texas Baptists and DM to improve communication and identify areas for potential further collaboration between the two parties.

b. DM will be allowed to designate a liaison to represent DM in meetings of the Institutional Relations Committee (“IRC”) at each Texas Baptists Executive Board meeting.

5. Texas Baptists and DM agree that the term of this Agreement shall be for one (1) year from the date set forth in the signature block below, and that the term shall automatically renew for successive one (1) year periods on each anniversary of such date. Notwithstanding the preceding sentence, either party may terminate this Agreement upon one hundred eighty (180) days’ notice to the other party.

6. No amendment to this Agreement shall be effective unless the amendment is in writing and executed by both parties.

7. This Agreement is the result of voluntary decisions of Texas Baptists and DM, and each acknowledges and respects the autonomy and independence of the other. Each organization is an independent, nonprofit corporation under the laws of the State of Texas with the full legal right, power, and authority to govern itself without approval or consent of the other, notwithstanding any terms and conditions of this Agreement.

8. This Agreement shall be governed by the laws of the State of Texas. The parties agree that the proper and exclusive venue for any dispute between the parties regarding this Agreement shall be in Dallas County, Texas. This Agreement is signed by representatives of Texas Baptists and DM respectively and is jointly recommended for approval on behalf of Texas Baptists by its Executive Board to the messengers of its 2022 annual meeting and on behalf of DM by its Board of Directors. This Agreement shall become effective only upon approval by the messengers to the 2022 annual meeting of Texas Baptists and by the Board of Directors of DM. Each such approval shall be shown by the respective signature of David Watson on behalf of DM and Clint Davis on behalf of the Baptist General Convention of Texas. The date of last signing by Messrs. Watson and Davis shall be inserted in the date blank below.
