HE YEAR WAS 1979. I wasn’t there, but in my mind I see it happening something like this. It was a typical Houston mid-morning summer day (in the 90’s and humid.) The man’s name was Ebert Dupree, but everyone called him “Spud.” Spud was a foreman with the Longshoreman’s Union. He was also a WWII veteran who spent his 18th birthday on a ship to Germany. He was wounded while serving in General Patton’s Third Army. On this day he was looking for a church to attend for his family. When he arrived at the Pentecostal Church on E. Mt. Houston Rd., he saw a man picking weeds in the flowerbed. When he asked to see the pastor, the man stood up. He wiped the sweat from his face and the dirt from his hands. He then reached out and shook Spud’s hand. “Hello he said, I’m Pastor Franklin Jones.” Now Franklin Garner Jones was also a veteran. He was a Navy man, a First Class Gunner who served on the USS St. Paul off the shores of Korea. Although years later both men lost their battle with cancer, they both still influenced the lives of many people. You see, I married Spud’s daughter Sharon in 1987 and my Uncle Frank became Bishop Jones. Because of his servant leadership way of life, his church now has four locations.
SERVANT LEADERSHIP: We are not elected to Rule, we are elected to serve. National Commander-In-Chief Fritz Mihelcic said at the National Convention “The Time Is Now.” I say the time is now for all of us to stand up and lead. Leadership does not reside in position but in attitude. The members of our Post, Districts, and Department must have trust and confidence in those in leadership positions. Leaders understand that communications are the vehicles for creating that trust and confidence. Remember that people want to be led. “They reject intimidation or manipulation. They want to be inspired,” said Roben Rosen. Rosen also said. “A self-serving leader who is addicted to power, recognition and who is afraid of loss of position is not likely to spend any time or effort in training (mentoring) their replacements.” Let us always remember that “The measure of a leader is not the number of followers he/she has but the number of people they serve. It’s amazing what can get done when no one cares who gets the credit.” “Now Is The Time.”

VFW Post 7634, Falfurrias, celebrates 75 years of Patriotic and Public Service VFW State Senior Vice Commander Macey along with District 6 Commander Richardson presented to VFW Post 7634 Commander Carvajal at the District meeting the following award which reads: “Veterans of Foreign Wars of the United States, 75th Diamond Jubilee Award is presented to Lopez and Williams Post No 7634, Falfurrias, Texas, mustered June 23, 1946. In special commemoration and grateful recognition of its seventy-five years of exceptional service to the nation and its Veterans of Foreign Wars.” The City of Falfurrias and Brooks County Citizens gathered on June 19, 2021, to honor, applaud and appreciate the veterans from VFW Post 7634. For seventy-five years these veterans helped build an outstanding community where the young and old feel protected and loved. VFW Post 7634 veterans and the public celebrated this momentous achievement with fanfare. This co-existence with the public was expressed as the City of Falfurrias Mayor Justo Ramirez presented a Proclamation Honoring the Veterans and their 75th Anniversary. Congratulating VFW Post 7634 veterans were U.S. Congressman Gonzalez, Mr. Martinez, Brooks County Judge Ramos, Commissioner Williams, Police Chief Gonzalez, Veterans and citizens from the community. Ms. Lourdes Trevino Cantu, representing the Falfurrias Historical Museum, gave a history and stood tall in support of the community and for the Post being a home for veterans. Family members, whose parents or the veteran in their families passed years ago were also recognized.
Three original members who assisted with the recruitment, establishment and leadership roles were present at the Post hall for the official ceremony. They were Amancio Garza, WWII Veteran; and Salvador Gonzalez and Raul Perez, Korean Veterans. Unable to attend was WWII Veteran Leopoldo Herrera at 102 years. Present at this ceremony were VFW Post 7634 Veterans who served in WWII, Korea, Vietnam, Panama Conflict, Desert Shield/Desert Storm, Bosnia, Kosovo, Operation Iraqi Freedom, Operation Enduring Freedom (Afghanistan) and Special Operations. Assisting the veterans with logistics of this special event were the Brooks County 4H Clubs, HEB, the City’s First National Bank and the Falfurrias High School Junior ROTC.

Comrade Camplen is a Gold Legacy Life member of the Veterans of Foreign Wars. He earned his eligibility by serving in Desert Shield and Desert Storm while assigned to the USAF 53rd Tactical Fighter Squadron. He is a recipient of the Southwest Asia Service Medal with two bronze service stars, the Kuwait Liberation Medal–Saudi Arabia, the Kuwait Liberation Medal– Kuwait, and various other medals.

Texas VFW Post 812, El Paso Members, Auxiliary, Officers and families place flags on graves at Ft. Bliss National Cemetery on May 28, 2021, to honor Memorial Day. The Post decorated the largest section in the cemetery then decorated another medium-sized section adjacent to it. They returned to retrieve the flags and holders on June 1, 2021.
Texas VFW Post 12178, Weslaco Members participate in five different Memorial Day remembrances starting Thursday, May 27, 2021, and ending on Memorial Day at the State Veterans Cemetery in Mission, Texas.
THE TEXAS VFW is fully engaged in our advocacy efforts and the National and State level. The Regular Session of the 87th Texas Legislature ended on May 31, 2021. Since the end of the Regular Session, Governor Greg Abbott called two Special Legislative Sessions. The Second Special Session began on August 7, 2021 and includes 17 items identified by Governor Abbott as his legislative priorities, including a proposed constitutional amendment that must be approved by voters in November that will eliminate the current quorum requirement that 2/3 of members of the Senate or House must be present for the body to conduct business. If the proposed Constitutional Amendment passes both Houses (2/3 majority vote required) and is signed by the Governor and approved by the voters, a simple majority will be the new quorum requirement. During the Regular Session, the Texas VFW was invited, asked, or testified on our own initiative on more than 30 bills that were filed, including our two bills, Senate Bill (SB) 989 and SB 1493, which would have prevented closure of our Posts due to future emergency orders of the Governor. These bills were heard in a hearing of the Senate Business and Commerce Committee on the floor of the Texas Senate on April 20, 2021. There was a strong presence of more than 50 comrades from across Texas at the Capitol as State Commander Dick Shawver and I testified. Although the bills did not get a vote out of committee, we did make our case strongly that the Texas VFW is essential to the State of Texas and the communities we serve during our testimony and throughout our constant presence at the Capitol during the Regular Session. We also were honored by Resolutions in the Senate and House of Representatives honoring the 100th Birthday of the Texas VFW. The Department of Texas was chartered on April 21, 1921. Senate Resolution (SR 353), authored by State Senator Roland Gutierrez of San Antonio and signed by Lt. Governor Dan Patrick and all
31 Texas Senators, honored this occasion on the floor of the Senate on May 11, 2021. State Representative Donna Howard of Austin authored a resolution honoring the Texas VFW in the House of Representatives. Of the more than 30 bills on which we testified in Senate and House Committees, 17 were signed into law by the Governor. These bills included a broad range of issues related to Veterans transition to civilian sector employment and apprenticeships, professional licenses for Veterans and military spouses. Other important bills were property tax exemption for surviving spouses of service members killed in the line of duty, and mental health, including a bill related to a study of alternative treatment for PTSD, etc. Highlights include SB 4, authored by State Senator Dawn Buckingham of Lakeway. We were invited by the Senate State Affairs Committee and Senator Buckingham to testify on SB 4, which requires the National Anthem to be played at all professional sports events in Texas, if the team receives any public money from any level of government. SB 792, authored by State Senator Donna Campbell of New Braunfels, requires a handicapped placard or handicapped symbol on a license plate for handicapped parking effective January 1, 2022. Disabled Veteran plates alone (without the handicapped placard or symbol on the plate) will longer be enough to legally park in a handicapped spot with the new law. Our testimony on these bills solidified what we already know: the Texas VFW is the preeminent Veterans Service Organization in the Texas. Since the end of the Regular Session and during the Special Sessions, the Texas VFW continues to advocate for our interests in the public and private sector, including meetings of the Texas Veterans Commission (TVC), Texas Lottery Commission (TLC) and the Bingo Advisory Committee of the TLC and senior leaders of these agencies, as well as members of Congress.

Choctaw Resort & Casino | Durant, Oklahoma At the final Council of Administration meeting for the 2020-2021 year, outgoing State Commander Dick Shawver recognized the entire Department for its outstanding performance under the restrictions of the Covid-19 pandemic and Emergency Orders issued by the Governor, which led to closure of our Posts. State Commander Shawver also lauded VFW leaders throughout Texas for their advocacy efforts during the 2021 Session of the Texas Legislature and perseverance and dedication under challenging conditions. Prior to the joint opening ceremonies and throughout the Convention, attendees had the opportunity to purchase Texas VFW branded merchandise at the Texas VFW Store and from several vendors/sponsors: CapTel from Team Mobile, CaptionCall, Combat Boots Jewelry, Honor Audiology, Humana, Lone Survivor Foundation, Military Order of the Cootie, Mutual of Omaha Mortgage, Serenity Veterans Villages, Texas VFW Motorcycle Group, U.S. Veterans Service Dogs, VFW National Home, and V-Sweeps. The Texas VFW is grateful to all the vendors/sponsors who were present at the Convention. The Joint Memorial and Joint Opening were emotional and a huge success and welcome for all participants as these events did not take place at the 2020 Texas VFW State Convention due to very stringent COVID-19 restrictions in place at the time.
Following the Business Meetings that included reports from Committee Chairs, individual recruiting awards, and nominations for State Leadership positions, the Awards Banquet was held on June 18, 2021. State level awards were presented at the banquet and highlights included the presentation of the J.T. Rutherford Award, the highest honor in the Texas VFW, to Comrades Ben Lowrance, William Smith, and Eddie Terry. Nominations and elections were held on June 19, 2021, with Norman Macey of Post 4816 in Porter, District 17, being elected to lead the Texas VFW as the State Commander for the 2021-2022 year. Elected to the following State positions were: Senior Vice Commander — Lynn Toomer; Junior Vice Commander — Larry Sanders; Quartermaster — Dan West; Judge Advocate — Keith King; Surgeon — Gerard “Jerry” Greene; Chaplain — Foy Day. At the VFW and VFW Auxiliary Joint Officer Installation Ceremony, State Commander Norman Macey announced his appointments and thanked his family and Posts who helped him in his VFW career. State Commander Macey extended his concern that all members travel home safely and protect themselves from the COVID-19 virus. He expressed his enthusiasm for a great 2021-22 and his motto “Build, Bridge, Belong.”

Dan West resigned as Executive Director, effective June 19, 2021, to accept a position at the National Veterans of Foreign Wars as the Assistant Adjutant General. We thank him for his relentless pursuit of funding and ways to improve the Foundation’s ability to assist Texas veterans. He will truly be missed, but we congratulate him and wish him the best in this new role to continue his advocacy for veterans.

The Board of Directors appointed Beth West as Executive Director following Dan West’s resignation. She was currently serving as the Manager of the Texas VFW Foundation. Paul Melton, the President of the Board of Directors, stated “the Texas VFW Foundation is in great hands. Beth is a great leader and steward of the Foundation and will take it to new heights of excellence. The Board looks forward to working with Beth in the years ahead as we continue to assist Texas veterans and their families.” The Texas VFW Foundation received a grant of $500,000 from the Fund for Veterans’ Assistance for the period July 1, 2021 to June 30, 2022. Post 8554 raises Funds for Mason County Tragedy IN FEBRUARY OF 2021, Mason County lost their heirloom courthouse built in 1909 as a result of an arsonist, who allegedly was upset with the determination of the court to refuse him custody of his children. The irony of the whole story is that this was the second courthouse of Mason County to be burned by an arsonist. Fortunately, due to a pending renovation the building was empty except for historic furnishings. Mason County was established as a Texas County in 1851 containing two factions of residents. Those to the east and south were German immigrants who came there in about 1848, and the north and west portions were settled by Anglos. The burning of the original courthouse was due to the warfare nature of events between the two factions over cattle theft and intrusion of grazing on ranges west of Mason. This was known as the Hoo Doo War. The second courthouse was torn down because it had no indoor plumbing and lacked other requirements needed for a county courthouse.
Mason is in the process of rebuilding the historic courthouse that was destroyed by fire on the night of February 4, 2021. The County cannot afford to rebuild the courthouse on its own and needs much public support in the way of funding. When the 1909 courthouse was constructed, the cost to build the facility was close to $40,000. The projected cost to rebuild the courthouse today is $20,000,000. The Mason VFW Post 8554 operated a booth during Round-Up Days, July 10, 2021, for the purpose of funding a new “Old Courthouse,” — hopefully, identical to the last one destroyed by fire. OFFICER TRAINING SEMINAR (OTS) July 15-17, 2021 Renaissance Austin Hotel OVER 250 TEXAS VFW LEADERS participated in the training sessions held over three days. The day prior to the start of OTS the Budget and Finance Committee met at the hotel and State Commander Norman Macey and State Adjutant/Quartermaster Dan West conducted a Leadership Workshop for the 2021-22 Council of Administration (COA) and Committee Chairs. The COA also met on July 15 for the first of its regularly scheduled meetings for the 2021-22 year. The agenda for the training sessions included: Opening Remarks from State Commander Macey; Membership, Recruiting, and Retention; Legislative and Public Affairs Update; VFW Programs and SOP; State Commander’s All-State Program; and Post Operations,

which included an extensive block of instructions on the duties of the Post Quartermaster. Both of the Texas VFW Service Officers were present throughout OTS to assist Comrades with their VA claims and the Texas VFW Store was also operational during OTS. A broad array of Texas VFWbranded merchandise, including new shirts for the 2021-22 year, were available for purchase. The hotel provided a large hospitality room for great camaraderie and lunch was provided by the hotel was included in OTS registration for two of the three days. The 2021 OTS served as a great catalyst for the start of the 2021-22 year.

122nd VFW National Convention Update THE 122ND VFW NATIONAL CONVENTION was held in Kansas City, Missouri, from July 31-August 3, 2021. The Department of Texas VFW was well represented in Kansas City by State Commander Norman Macey, all other line officers and dozens of leaders throughout the Department of Texas.
IX (Discipline). Two new VPRs were added to the Commemorative Tribute Calendar effective September 1, 2021: October 23—Beirut Bombing and March 29—National Vietnam Veterans Memorial Day. Several Resolutions were also approved by Convention delegates in three categories: Finance and Internal Organization (one of two approved), National Security and Foreign Affairs (15 of 20 approved), and Veterans Service (37 of 42 approved).
With a theme of “The Time is Now!” Chief Milhelcic’s acceptance speech emphasized community service and involvement. “Yes our membership numbers are important, but we firmly believe that if we increase our service, increase our community involvement, and partner with other organizations, potential members will be knocking on our doors to join us,” Mihelcic stated. He also said, “Today’s warriors are not content with sitting in meetings or standing next to a bar complaining. They are doers! Give then something to do, be an active part of your community!”
Highlights of Resolutions passed by Convention Delegates include Resolution 407 (Urging Congress to pass legislation for Concurrent Receipt of Military Retirement Pay and VA Disability Compensation), Resolution 610 (Support of Federally Funded Research of Medical Cannabis for Veterans treated by VA), Resolution 613 (Extending Gulf War Presumptions Beyond 2021 and to Afghanistan Veterans), and Resolution 618 (Presumption of Service Connection for Toxic Exposures).
The National Convention also produced changes to the VFW National By-Laws, Manual of Procedure, and Ritual, including Article

Automatic Payment Plan Terms and Conditions: You authorize the VFW to initiate electronic debit entries or affect a charge by any other commercially accepted practice to your account set forth above for the payment of dues reflected on this application. You understand such charges may be made within 2-3 business days of payment due date. For installment payments, charges will be made on or around the 1st or 15th day of the month. This authorization will remain in full force until VFW has received notification from you of its termination or upon completion of the installment payments. Annual dues are subject to change. Life Membership Installment Plan Terms and Conditions: The VFW Membership Installment Plan allows any VFW member/applicant to purchase a Life Membership by making an initial payment of $45.00 and (11) monthly payments. The member will be issued an Annual membership card at the time of enrollment. The member may elect to receive a monthly statement by mail or may set up a payment profile to make the monthly payment automatically using a credit/debit card or bank account. A payoff amount will be printed on each monthly invoice, allowing the member the option to pay in full. A permanent Life Membership card will be issued upon the completion of payments. The Life Membership fee is determined from the schedule using the applicant’s age on December 31 of the year in which the application is submitted. Delinquencies will be handled as follows: Up to 30 days – continue to bill; 31 to 120 days – delinquency can be corrected through make up payment(s) or plan end date pushed forward; More than 120 days – member is dropped from the Installment Plan, all monthly payments made to date, are applied to future years annual dues.
