What does Bolsonaro mean for Brazil’s energy sector? Jair Bolsonaro, a 63-year old retired military officer and seven-term congressman, will become Brazil’s next president in January 2019. A far-right politician often compared to the Philippines’ Duterte, Turkey’s Erdogan and the US’ Trump, Bolsonaro is both a revered and reviled figure among Brazilians. While his praise for Brazil’s dictatorial past and controversial comments on minority groups have drawn widespread opposition in the country, his staunch promarket campaign and firm stance against corruption have endeared him to investors and Brazilians eager for a ‘law and order’ administration. The balance eventually tilted in Bolsonaro’s favour: he was elected by 55% of the population after winning a runoff vote on 28 October. If Bolsonaro’s election is a subject of contention among ordinary Brazilians, his victory over left-wing candidate Fernando Haddad was met with relief and enthusiasm among Brazil’s business community. A free market advocate, Bolsonaro’s key economic pledges include the reduction of government intervention, the overhaul of Brazil’s complex tax system and the sale of state-run companies. The energy sector under Bolsonaro is expected to keep the majority of the liberal policies pursued by the incumbent Temer administration. The mines and energy ministry will be one of the few government departments whose structure will remain unchanged. Frequent bidding rounds for exploration blocks, including those for production-sharing contracts in the coveted pre-salt province, will be maintained, as will the power auctions for new generation projects. In the upstream segment, the president-elect has promised incentives for unconventionals, citing small oil and gas producers as potential players in this market. Bolsonaro’s energy plans also place emphasis on natural gas, whose importance is highlighted for base-load power generation capacity. A state-run company central to any Brazilian government, Petrobras featured prominently in Bolsonaro’s manifesto. In line with the company’s divestment plans, the president-elect has proposed selling a major share of Petrobras’ refining, transport and distribution activities, while maintaining the company’s core state-controlled E&P business. Bolsonaro has also proposed third-party access to Petrobras’ extensive midstream infrastructure as a pillar for greater competitiveness in the natural gas segment. Fuel prices, a controversial topic that led to a nation-wide truck driver strike earlier this year, are expected to follow international markets, with short-term fluctuations adjusted by hedging mechanisms.

Bolsonaro has also targeted local content regulations for oil and gas projects, a controversial policy introduced during the left-wing Lula administration. Regarded as a cause for poor efficiency, low productivity and corruption, Bolsonaro’s campaign manifesto flatly denies any positive impact of local content requirements on Brazil’s economy and promises a gradual phase-out. Brazil’s shipbuilding sector, which saw opportunities dwindle following recent local content changes for FPSOs (reduced from 65% to 25%), is specifically mentioned in the manifesto as an industry where investment – and not government intervention – will be needed to achieve higher productivity levels. Although Bolsonaro has expressed scepticism about climate change and once suggested Brazil’s withdrawal from the Paris Agreement (which he sees as a threat to Brazil’s sovereignty over the Amazon), the renewables segment apparently has no reason to fear the upcoming administration. Bolsonaro’s campaign manifesto has specifically mentioned the wind and solar potential of Brazil’s north-east region, which concentrates most of the country’s installed capacity in the two segments. However, it is still unclear if public financing from the Brazilian Development Bank (BNDES), a driving force for solar and wind projects in the country, will be maintained under the new administration. The hydro segment is expected to flourish under Bolsonaro. He has controversially pledged to build large dams in the Amazon, where a significant part of Brazil’s remaining hydro potential is located. His manifesto has also proposed an overhaul of the environmental licensing process for small hydropower plants (i.e. plants with less than 30MW of installed capacity), promising a three-month assessment for all submitted projects. Key challenges face Bolsonaro as he nears his inauguration on 1 January 2019. In addition to Brazil’s many economic and social problems, the new president will need to overcome his low approval rating among large parts of the population and perfect his deal-making abilities with congress (he has authored only two laws during his 27 years as congressman). None of these challenges seem to affect the energy business, however. While Bolsonaro’s election marked a major shift in Brazilian politics, status quo defines the perspective for the country’s energy sector. Inside this issue... 2018 has been a particularly busy and memorable year for the EIC. This year we turned 75, and to celebrate we’ve held anniversary events all over the world: Afternoon Tea at the House of Lords, courtside seats at the Houston Rockets, dinner aboard the QEII in Dubai, member events with Costain and Emerson, and of course the 600-mile cycle challenge from Aberdeen to London. While being a lot fun (perhaps not the word the EIC riders would choose) our 75th anniversary activities also raised almost £15,000 for two very worthy charities: Cancer Research UK and The Ocean Cleanup. In addition to our 75th celebrations, we’ve also squeezed in another 130 worldwide EIC events, not to mention launching a whole host of new and upgraded business development tools, all designed to enable our members to win work on energy projects around the globe. EIC Connect continues to move successfully around the world. This year alone we held five highly successful events in Malaysia, the UAE, the UK, the US and Vietnam. EICDataStream keeps getting bigger and better, now tracking 8,500 projects across all sectors. Likewise, EICAssetMap is also covering more and more countries. This year we extended its reach into Norway, Brunei, Malaysia, Singapore, Bahrain, Kuwait, Oman, Qatar and the UAE. At ADIPEC, we broke our record for the largest UK pavilion we’ve ever hosted anywhere, at a staggering 1,056 square metres. Among lots of other global conferences and exhibitions, we also managed the UK pavilion at WindEnergy Hamburg. Taking part in renewable events is something we’ll be doing a lot more of. Recognising the growing importance of this market, this year we launched an EIC Renewable Energy Membership category. We also unveiled Overseas Primary Membership for the Americas, Asia Pacific and EMEA for those companies focused on business opportunities in these regions. While being a time to relax and reflect on the year gone by, December also brings with it thoughts of what the future might hold. At the EIC we’ve already got a lot of exciting events lined up for 2019. In January, the Fit4Energy programme starts. This new course, developed in partnership with RGU and ONE, will provide companies of all sizes with the knowledge, network and tools needed to scale-up their operations. We’ll continue to take EIC Connect around the world, starting with Mexico City on 19 February, Abu Dhabi on 16 April, South Korea in May (date TBC), Houston on 26 September and Thailand also in September (date TBC). Perhaps the most exciting thing on the horizon though is the first-ever Energy Exports Conference. Shaping up to be the biggest event we’ve ever organised, we’re bringing over 20 international energy companies to Aberdeen to discuss over US$150bn of projects which require UK content. Whether you’re a first-time or experienced exporter, make sure 18-19 June are blocked out in your calendars. Anyhow, that’s all to come. Operator: ADNOC Onshore Value: US$1.6bn Tecnicas Reunidas has been awarded the EPC contract. Works, which are expected to take 39 months, will include EPCIC of a new oil gathering system, new gas compression facilities and new produced water injection network.

Operator: Globeleq Value: US$200m Development of a 100MW wind farm in the province of Muchinga, in north-eastern Zambia. The project comprises 40 turbines and is at early planning stage. The US Trade and Development Agency is supporting the project’s feasibility study.
Operator: Greenalia SA Value: US$74m Construction of a 50MW biomass plant in Curtis and Teixeiro in north-west Spain. The facility has a capacity for up to 500,000 tonnes of feedstock. The boiler supply contract has been awarded to Valmet.

physically and economically feasible. Moreover, reduced weight not only enables more equipment to go onto the platform itself (e.g. to improve living conditions) but also reduces transport and lifting costs. The solution One of the earliest opportunities presented to Advanced Insulation to tackle this challenge was BP’s Clair Ridge platform. The project was so critically overweight at the design stage (10%) that the operator started looking for new ideas, challenging everything. In 2009, Advanced Insulation was approached by BP, which was looking for a quick solution for light-weight blast panels to protect the platform underdeck from fire, sea and low temperatures. The oil major had used stainless steel previously, but found they were not only expensive but heavy and easily-dented. Advanced Insulation had the ideal solution for BP. Thanks to valuable insights provided by an employee who had worked at a major South Korean shipyard for years, the company pushed for the development of a better blast

Coretrax provides £500,000 saving in well abandonment project
Coretrax has successfully saved a North Sea operator more than £500,000 during a well abandonment campaign on the UKCS. The independent wellbore cleanup and abandonment specialist was selected to support the decommissioning of 11 wells and has already saved 28 hours rig time on one well alone. The project is expected to continue to March 2019.
John Fraser, global business development director at Coretrax, said, ‘We strive to deliver operational efficiencies for our clients by reducing rig time and our technologies and service led approach has quickly yielded positive results for our customer. Our continued investment in research and development means that we bring new solutions to the costly challenge of abandoning wells along with a track record of learnings from other successful campaigns.’ The company deployed its CXTubing Hanger to secure the completion tubing before utilising its CX-RTP (retrievable test packer) and CX-SVE cement retainer to assist with the restoration of annular cement. The CX-Tubing Hanger can hang up to 400,000lbs of tubing weight and eliminates the expensive and time-consuming process of tubing disposal, which can cost operators upwards of £250,000 per well and up to 30 hours rig time. The tool also eradicates the need to pull tubing back to the surface which requires manual handling in a high-risk area of the rig, commonly referred to as the Red Zone. With a strong engineering focus, Coretrax offers a range of solutions and award-winning tools designed to deliver measurable cost and rig time savings. The company, which has an engineering house, workshop and test facility at its Aberdeen headquarters also has operational bases in the Middle East and South East Asia and supports global drilling, completion and end-of-life operations. Coretrax has experienced a record year for growth in 2018 and expects to recruit a further 20 people by the end of the year.

Crondall Energy secures Cambo field contract
Floating production and subsea specialist Crondall Energy has secured a frame agreement contract with Siccar Point Energy to provide support on the Cambo field, West of Shetland. Support will initially cover the identification and evaluation of FPSO options for the development and pre-FEED technical assurance of the subsea design. The FPSO scope of work includes consideration of a range of FPSO options, including new builds, redeployments and conversions. The FPSO studies will consider the suitability of the various options for operations in the challenging West of Shetland environment, as well as compliance and suitability for operations on the UK continental shelf. The subsea engineering work scope involves peer review and peer assist activities on the pre-FEED subsea design, including flow assurance and operability reviews. Crondall is providing Siccar Point with a unique assurance service which is ideally suited to operators implementing the latest cost-efficient contracting models.

Emerson to modernise Sonatrach gas plant Emerson, in partnership with Fores Engineering, has signed a US$32m contract with Sonatrach, Algeria’s state energy company, to modernise its gas processing plant in Alrar. As part of the contract, Emerson will update control and safety systems, fire and gas systems, field instrumentation control and isolation valves, and other equipment to improve production efficiencies, equipment reliability and safety. The project includes the engineering procurement, commissioning and testing of the new integrated control and safety systems. Emerson’s modernisation programme at the Alrar gas processing plant, in the south-east of Algeria, is designed to help Sonatrach achieve top quartile performance – defined as operations and capital performance in the top 25% of peer companies. The project strengthens Emerson’s presence in Algeria, which is a strategic market for the company in Africa.

MTE completes fabrication project for Hornsea One offshore wind farm
North-east fire, blast and heat hazard solutions specialist MechTool Engineering (MTE) has successfully completed a fabrication project comprising a series of transportation cradles for Hornsea One, one of the world’s largest offshore wind farms to date. The Darlington engineering firm has built eight heavy duty steel fabricated transportation cradles that will be used to move the transition pieces used on the project’s wind turbines. Located 120km off the Yorkshire coast, once complete Hornsea One will generate enough energy to power two million homes. Anthony Jones, Managing Director at MTE said, ‘We are extremely pleased about how this project has progressed. MTE has delivered the eight cradles in only a matter of 16 weeks. This is true testament to our ability to turn projects around quickly, without compromising on quality.’

Stork awarded Chrysaor contract extension
Stork, part of Fluor’s Diversified Services segment, has been awarded a two-year contract extension by Chrysaor to deliver integrated specialist asset integrity services for its Armada, Everest and Lomond offshore production platforms located in the Central North Sea. Fluor booked the undisclosed contract value in the third quarter of 2018.

Roxtec boosts team with four new hires Cable seal manufacturer Roxtec has made a series of new appointments to drive growth across its rail, infrastructure, heavy machinery and nuclear divisions. The company has expanded its UK team of 20 full-time staff with four new starters. Roxtec’s products protect people and assets from multiple hazards including fire, flooding, explosion and electromagnetic disturbances. Chris Anderson joins the firm as Data Centres, Life Sciences and Telecoms Manager, while Will Melvin secures the role of Nuclear and Process Manager. WEG invests in modernisation programme
Global manufacturer of motors and drive technology WEG has recently completed a major investment in the modernisation of machinery at its subsidiary Watt Drive Antriebstechnik GmbH in Markt Piesting, Austria. The Austrian gearbox specialist has taken delivery of a new €1.1m production machine. Installation was carried out using the world’s most powerful all-terrain crane, the Demag AC 1000-9, which has a carrying capacity of 1,200t. The new 4-axis machining centre Makino A99E will be utilised for the machining of gearbox housings and is the first step in a broad-based modernisation/expansion campaign at the Markt Piesting site.

November has been a truly cross sector month in terms of events, kicking off with a wellattended sector showcase Opportunities in the Energy from Waste Sector in Terri S ylveste r Teesside. This was followed with a fully booked event, the Hydrogen Economy – Decarbonising the UK Energy Sector, hosted by long-serving EIC member company Costain (see photos opposite) which offered some real insight into the important work taking place in this area. As I write, I am now on the train travelling to Manchester in readiness for EIC Connect Oil & Gas 2018 and what a great couple of days we have ahead of us with operators, contractors and supply chain companies ready to meet, discuss opportunities and do business.

Merger, acquisition and divestment sprees in Europe

In the power sector, the UK’s Competition and Markets Authority has cleared the merger between SSE and Npower. Once complete, it will create the UK’s second largest energy supplier. Iberdrola subsidiary Scottish Power has announced its intention to divest from hydro and conventional power generation and focus solely on wind power. Drax Group will acquire the company’s generation assets for £702m.

The transaction is scheduled to close by the end of 2018. In the oil and gas sector, Equinor has acquired operatorship and a 40% interest in the Rosebank development from Chevron for an undisclosed sum. In continental Europe, Shell is divesting its Danish upstream assets, which will be sold to Norwegian Energy Company ASA (Noreco) for US$1.9bn. The transfer is expected to be completed in 2019. Finally, Neptune Energy has announced its acquisition of VNG Norge AS. The move gives Neptune a 30% interest in the Fenja development, three operational fields, two development projects and 42 licences on the Norwegian Continental Shelf.

Middle East news Regional update
In December we all seem to ask ourselves: ‘Where has the year gone?’ Perhaps even more so here in the Middle East given the way in which the calendar year gets split Terry W illis according to the changes in climate and the moving list of holidays that rely on accurate sightings of the moon. This month can be a time of reflection as well as a time to forecast what we expect to happen during the next year with the constant feeling that time refuses to stand still and seems to disappear in the blink of an eye. At the Dubai office, we have a major event taking place later this month on the 11th. As the EIC’s 75th year of operation draws to a close, we intend to ‘push the boat out’ (pardon the pun) and celebrate the occasion by holding a formal dinner for our members on the QE2, an icon that everybody will agree is a formidable player in the UK’s recent history. With some classy entertainment, we believe that this reflects the perfect celebration to close out what has been a very important year for the EIC. Of course, this type of event would not be possible without the support of our main sponsor, Imagine Cruising Group, who were quick to grasp the synergy of supporting us at such a prestigious venue for which we extend our sincere thanks. Last month’s ADIPEC was again a fantastic success. Already the largest oil and gas global gathering in the world, it once again surpassed all expectations in terms of visitors and engagement at the newly laid out EIC lounge that this year incorporated a dedicated presentation area, kindly sponsored by Wood who incidentally once again supported our networking reception where we were pleased to welcome the UK’s Minister of State at DIT, Baroness Fairhead. New Iraq national oil company names oil minister as chief
Iraq’s Oil Minister Jabar al-Luaibi has been named as the head of a new national oil company which will serve as an umbrella organisation for state oil firms. The new company, approved by Iraq’s government in March, will manage the country’s upstream operation.
BP and Eni to work together in Libya UK supermajor BP, Italy’s Eni and Libya’s National Oil Corporation have signed a letter of intent to work together on exploration and production work in the North African nation, which has stalled since 2014 due to widespread unrest across the country. The parties agreed to work towards Eni acquiring a 42.5% interest in the BP-operated exploration and production sharing agreement (EPSA) in Libya. On completion, Eni will also become operator of the EPSA. BP currently holds an 85% working interest, with the Libyan Investment Authority holding the remaining 15%. The agreement includes three contract areas, two in the onshore Ghadames Basin and one in the offshore Sirt Basin, covering a total area of around 54,000km2.

It is hard to believe that we are approaching the end of another year. Over the last twelve months, as the energy market has realised some stability, we have also seen an Amand a Duho n openness to engage by the energy industry in the region re-emerge. This was evident at a series of very successful events the EIC Houston office has organised from market updates, sector and regional showcases, a 75th anniversary night at the Houston Rockets and the second annual EIC Connect Oil & Gas USA event. Over the next 12 months we will deliver several events to further examine opportunities across the region and connect our members with key decision makers. We will hold, in partnership with the Canadian Trade Commission in Texas, a Canadian Regional Showcase, with a focus on LNG and Canadian Atlantic offshore opportunities. We are also working to host EIC Connect: Mexico Energy Forum in Mexico City, the 3rd annual EIC Connect Oil & Gas USA, an offshore wind event in the north-east United States, trade missions to Trinidad and Tobago, Guyana and Canada, the UK pavilion at OTC 2019, and much more. Fluor and JGC rake in US$14bn following LNG FID Fluor Corporation and JCG Corp will take forward the engineering, procurement, fabrication, and construction contract for LNG Canada’s LNG export facility in Kitimat, British Columbia. The US$31bn Kitimat export terminal will comprise: four 6MMtpa trains, two LNG storage tanks, process cooling towers, plant piping and facility site flare systems.
Trinidad and Tobago shallow water auction
An upstream licensing round for shallow waters offshore Trinidad and Tobago took place in midNovember. Blocks offered in the round include: NCMA 2, NCMA 3, 1(b), U(c), and Lower Reserve L. The call for onshore block Charuma A and B has been postponed and will now take place in 2019.

South America news Regional update
We’ve had a successful 2018 at the EIC Rio office. Overall, we hosted 14 events with over 370 attendees. We were delighted to receive speakers from the likes of BHGE, Teekay, Sapura, the Amand a Duho n Brazilian Petroleum, Gas and Biofuels Institute, among others. We launched our first EIC Country Report for the Americas region focusing on Brazil, hosted the first and very successful Brazil Energy Future Summit and managed the UK pavilion at Rio Oil & Gas. These activities have provided a clear message that South America, specifically Brazil, has a need for a well-developed local supply chain across oil and gas, renewable energy and alternative sources for decarbonisation. A main area for opportunity in the region is Brazil, following the recent bidding rounds in September for exploration areas where operators have agreed to invest US$781m in activities. New projects are being developed, reinforcing Brazil’s appeal as one the world’s main investment destinations in the oil and gas industry.

Petrobras and the China National Oil and Gas Exploration and Development Company (CNODC) have signed a business model agreement advancing their partnership for the completion of the Comperj refinery, a US$16bn project in Rio de Janeiro suspended in 2015. The agreement calls for a feasibility study, to be carried out by specialists from both companies, to define the refinery’s technical status, investment case and remaining scopes. Once the study is completed, the two companies plan to create an 80:20 joint-venture led by Petrobras that will conclude and operate the facility. The agreement also saw CNODC acquire a 20% interest in the Marlim oil field complex in the Campos Basin.

First Argentine offshore bidding round in 25 years to go ahead
Government officials have given the green light to the country’s first bidding round for offshore blocks in more than 25 years. There will be 38 blocks on offer, of which 18 are located in the Malvinas Oeste Basin, 14 in the Argentina Norte Basin and six in the Austral Marina Basin. Water depths are varied, ranging from 100 to 4,000 metres. Roadshows will take place in Houston and London, with bids scheduled to be submitted in February 2019. Shell, a key player in Argentina’s Vaca Muerta shale play, is reportedly interested in joining the bidding process.

The event was attended by 200 delegates from various energy sectors in Malaysia, while 25 speakers from major industry players gave brief presentations with topics ranging from the outlook of energy projects in Malaysia to the latest technology employed in the region and the issues facing the country’s clean energy programme. Among the speakers were high level representatives from PETRONAS, Johor Petroleum Development Corporation, Malaysian Marine & Heavy Engineering, Mubadala Petroleum, Sapura Energy, SBM Offshore, Shell and TechnipFMC. Twenty companies took part in over 150 one-to-one appointments throughout the day. Malaysia’s Deputy Minister of Energy, Science, Technology, Environment and Climate Change Isnaraissah Munirah gave a keynote address and spoke about the new government’s aspirations for clean energy in Malaysia. Other notable attendees included the British High Commissioner to Malaysia Vicki Treadell and PETRONAS’ Head of Corporate Strategy, Rahim Mohmood. In the preceding week on 25 October 2018, we hosted 50 technology companies at our Kuala Lumpur office. Nine UK technology companies pitched to Malaysian technology companies in a bid to find the most suitable partner for their respective businesses. In collaboration with the BMCC, EIC Asia Pacific has organised a two-hour talk entitled Transition to Renewables. Malaysia’s Minister of Science, Technology, Environment and Climate Change HE Yeo Bee Yin is gracing the occasion as a special guest. Other speakers at this event will be PETRONAS and Shell Malaysia. H-Energy aims for Kukrahati FID
India’s H-Energy is targeting a final investment decision (FID) by December 2018 for its planned floating storage unit-based liquefied natural gas regasification project in West Bengal.

Pertamina plans global bond to finance upstream investments
The Indonesian state-owned oil and gas firm PT Pertamina plans to issue a global bond to help finance its long-term investments, particularly in the upstream sector. The bond is anticipated to be issued before the end of 2018. Pertamina will require huge financing to develop its various upstream assets particularly as the government has decided to transfer operatorship of 11 oil and gas blocks, where current contracts are set to expire in the 2018-23 period, to the state firm.
