Sector analysis The shape of energy transition in the GCC On everyone’s lips The antagonistic views of Donald Trump and Greta Thunberg at the 50th Davos meeting in January 2020 well caricatured the burning debate over energy transition. The US President decried climate ‘prophets of doom’ while the Gen Z activist urged for immediate and radical action to reach the Paris Agreement’s commitments on limiting global warming. Meanwhile BlackRock, the world’s biggest asset manager, announced initiatives to confront the investment risks of climate change, including exiting thermal coal and introducing new products that ‘screen’ fossil fuels. In its latest oil and gas report, the IEA warned that no energy company will be unaffected by clean energy transition. So what shape is the transition taking in the GCC, cradle of the world’s most oil-dependent economies? Mighty sun shines over the desert In 2009, when Masdar inaugurated a 10MW solar photovoltaic plant in Abu Dhabi it was the first gridconnected and the largest of its kind across the Middle East. In 2016, the UAE renewable champion slashed a world lowest bid for solar power at the time, valued at US2.99 cents per kW/h, for the 800MW third phase of the MBR Solar Park in Dubai. In October 2019, DEWA achieved a new world record by receiving a US1.69 cents per kW/h bid for the 900MW fifth phase. Global cost of solar power has decreased by 89% from 2009 to 2018, and solar PV is now often the cheapest technology available to generate electricity for the gulf countries. The pioneering successes in the UAE have created momentum in neighbouring Saudi Arabia, Oman, Kuwait and recently in Qatar. Between 2017 and 2019, EICDataStream tracked the completion of 2.4GW of solar PV utility scale projects, a six-fold increase from 2016 total installed capacity. Another fivefold total installed capacity increase will happen as soon as 2023 with EIC’s database currently tracking twenty-five projects with a combined capacity of 11GW. Saudi Arabia alone released in January 2019 a revised renewable programme looking to install 20GW of PV by 2023, and 40GW by 2030. Many of those projects have yet to be announced. Diversifying the mix Although spectacular, the growth of the intermittent solar technology won’t be enough to reach a new energy paradigm in the Gulf. The choices of baseload technologies to balance the growing share of intermittent power capacity shape the transition to a cleaner energy mix. The emirate of Dubai announced in 2015 its Clean Energy Strategy, to produce 75% of its energy requirements from clean sources by 2050. In 2017, the UAE launched the Energy Strategy 2050 which aims to increase the contribution of clean energy in the total energy mix to 50% by 2050.

The bold strategies include the introduction of new baseload technologies, like hydropower, solar CSP, nuclear and... coal. The ongoing 2.4GW Hassyan ultra-supercritical coal power plant will be completed in 2023. However, all the other coal power projects in the region, including a planned expansion for Hassyan, have suffered strong headwinds to secure finance and it seems unlikely that any new coal plant will get off the ground in the region. For different reasons, the spread of nuclear energy has been limited too. Bahrain, Kuwait and Qatar all dropped their plans for a nuclear plant. In January 2020, Abu Dhabi achieved extensive operational readiness assessment at the 5.6GW Barakah nuclear power plant which is expected to start up later this year. Saudi Arabia still has plans for both large scale and systemintegrated modular reactors, but they may not start to produce power before the end of the decade. At MBR solar park phase four, DEWA is building a 950MW combined solar CSP and PV, which will dispatch 24-hour solar energy. The great gas dash No matter the disruption created by the emergence of the above-mentioned technologies to power the GCC, it only affects the magnitude of investment to develop indigenous gas resources for power generation. The UAE, Saudi Arabia, Bahrain and Oman are seeing large investment in fields development. ADNOC, among a US$132 billion plan to reach 5MMbbl/d of oil production capacity, is currently pushing ahead a US$20 billion sour gas field development programme which includes Hail and Ghasha, Dalma, Sateh Al Razboot (SARB), Nasr and Mubarraz. Saudi Aramco as well is pushing for multi billion projects, including the unconventional gas development at South Ghawar and Jafurah and the Wasit gas development programme. PDO revealed in 2019 an over US$10 billion plan to develop the greater Barik area in partnership with Total and Shell. By 2025, in addition to indigenous power generation, the gas would also be used for export through a small-scale LNG plant in Sohar and a GTL plant. In late November 2019, QP announced its plan to expand total LNG production capacity from the current 77mtpa to 126mtpa by 2027. Kuwait and Bahrain, who are both building a LNG receiving terminal, are also investing in gas for their future power generation. Far from holding on to a retrograde approach to energy transition the GCC countries, led by the UAE, are introducing new and clean technologies to their power mix. Rather than a green washing pledge, it is the increased competition on prices to generate electricity – as well as access to finance – which is shaping the energy transition and pushing the hydrocarbons industry through sharp changes. with James Larnder Managing Director, Aquaterra Energy Having survived the downturn and witnessed many changes within the industry, Aquaterra has gone from strength to strength. We talk to one of its founding members and Managing Director, James Larnder.
Q
What do you see as the company’s top priorities in 2020 and beyond?
This year we are looking to grow geographically as well as expand our regional offices. We are also revamping our head office in Norwich with a modern approach to our working environment. We are also expanding our warehouse facility in Great Yarmouth to house new equipment and are planning to increase our resources in our Aberdeen, Norway and Australia offices. Geographical expansion is going to be a big area of focus for us, but our customer focus as always, is very important to us. We pride ourselves in our comprehensive offering we give to our customers and have a good understanding of what their drivers are and tailor our offering to meet their needs.

That is one of the key factors to our success with a lot of different clients and has enabled us to move into different locations globally, because we listen to what the gaps in the market are and look to see where we can help to fill those gaps. We also care about our people; I often talk about our intelligent engineering approach and how we can deliver that through the right training of our people internally and externally, to create a leadership team of the future. We have won awards based on that. For example, we won last year’s Offshore Achievement Award for our outstanding skills development.
Above all, as always, we are looking to hit our financial targets. But if we achieve all of our priorities, we will smash our financial target.

What would you say is your strongest product?
We have a couple of flagship products, one of which is our Sea Swift conductor supported platform which is supplied to shallow water environments in key marginal fields. It is a lowcost quick delivery solution to field development.

Another product is our riser system offering focused around subsea high-pressure drilling. This enables drilling, re-entering or abandonment of subsea wells from a jack-up rig. Our success has been driven by innovation and expansion of our product line; this year we have a couple of major subsea riser projects we will be delivering which will be a higher capacity version of our current equipment. This will take us into brand new areas of the market. That is super exciting for us and will be one of our biggest ever launches.
Q
Aquaterra recently won a contract from Chevron, how did that come about?
Chevron is a company we have been involved with for many years. They were actively seeking new ways of accessing assets in offshore Angola, bearing in mind they have been in the country for 40 years, so have many assets and more they want to exploit.

They like the way we are using our engineering expertise to challenge the traditional way they have always done things, along with many others in the industry. Our approach to platform design supports the growing importance of flexible platform fabrication that can not only help local content rules but also reduce environmental impact via innovative installation options available.
It’s an excellent project for us to be involved in. Chevron is a blue-chip client and it further cements our place as a conductor supported platform provider of choice.

Your company has also partnered with Oceaneering on a decommissioning project, tell us a bit more about what that entails.
Decommissioning is an area that we have worked on before, supplying our products and services which happen to be used in the decommissioning of wells as opposed to drilling. So, we do have a track record. We have collaborated with Oceaneering to tackle the decommissioning market head on. They will bring an expansive product portfolio and we will complement that by drawing on our engineering and project management expertise combined with our own equipment. It’s very much a collaboration because Oceaneering want a base in the North Sea.

We have a great facility in Great Yarmouth as well as office space for them to mobilise and run projects from the southern North Sea area. It’s very much a win-win scenario. It’s quite an exciting time for us. We have set our strategy and are backed by excellent staff and a board who are driving our initiatives forward.
Q
How do you see the energy transition impacting decommissioning within the industry?
A
The whole energy transition is big in the headlines right now. Obviously, the aim of the North Sea is to be net zero by 2035. What that will do is give authorities the drive and power to push for more decommissioning. There are many assets out there. Two or three hundred platforms need to be removed from the North Sea in addition to approximately 1,000 wells that need to be taken out. The transition will look to accelerate the UK’s decommissioning plan. I think people will need to decide how they will do so efficiently and whether they can re-use any of those assets. Carbon capture is obviously a prime candidate for that, I think it’s more challenging than originally people thought but can be done.

Member news New orders for Amarinth in Asia Pacific
Amarinth has recently secured two new orders from Yinson Offshore Production and the Fatima Fertilizer Company, further extending the company’s presence in the Asia Pacific region. © Amarinth Ltd
Amarinth already supplies spare parts to support several existing Girdlestone pumps at Fatima Fertilizer and so when a new pump was required for the expansion, Fatima Fertilizer was keen to build on the existing relationship. The plant processes rock phosphate to produce nitro phosphate fertiliser and so the vertical pump will be designed to handle liquid phosphoric acid that also contains particulates.
Blue Water has seen positive developments in energy and projects over the last few years. This includes the successful execution of the TCO FGP project with a value in excess of US$1.3bn as well as winning the HLPFI award as project logistic provider of the year (2019).
The orders for Yinson and Fatima were both secured through Amarinth’s Malaysian office. Established a few years ago in Kuala Lumpur, the office has contributed to strong growth in orders for Amarinth from the Asia Pacific region.
DNV GL launches new standard

The first order, from Yinson Production, Malaysia, follows a successful delivery of pumps to Yinson by Amarinth. This new order of four stainless steel horizontal pumps will be installed on a condensate unit in a hazardous zone aboard a floating, production, storage and offloading (FPSO) vessel. The FPSO will be moored off the coast of Nigeria processing produced oil as part of the Anyala and Madu field development project. The Anyala and Madu fields are estimated to contain combined reserves of 193m barrels of oil and 0.637tn cubic feet of gas. To meet the project schedules, Amarinth will design and manufacture the pumps on an aggressive 18-week delivery deadline. The second order, from the Fatima Fertilizer Company, Pakistan, is for a 4m vertical sump pump in duplex stainless steel to be deployed in the expansion of its existing nitro phosphate plant in Mukhtargarh, Sadiqabadt, Pakistan.

Blue Water Shipping opens in Italy Blue Water Shipping has been involved in providing logistical solutions to Italian clients for many years. To support and develop this business further Blue Water has established an office in Milan. The office will initially focus on serving clients in the oil and gas, power generation, renewables and infrastructure sectors. The ambition is to add other activities within other business areas later on.
To develop the Italian market, Blue Water has employed Mr Alessandro Crocitto, who comes with more than 34 years of experience from the logistic industry and more than 21 years of dedication to project logistics. A new standard for site investigation, engineering, planning and execution of pipeline installation through horizontal directional drilling (HDD), has been published by DNV GL, the technical advisor to the oil and gas industry.

Fulkrum Technical Resources wins new Mozambique contract

The cutting operation is by a hardened steel cutting blade, energised with 400 tonnes of force. The equipment has significantly improved general and operator safety due to its configuration and remote operation being a safe distance away from any cutting activity. Through some very innovative design features the client is able to overcome any labour intense complex tasks reducing production downtime onsite by up to 80%. Latest Saftronics case study for oil and gas MCC replacement programme
Saftronics was approached by a blue-chip oil company to tender for their 415VAC switchgear replacement programme at one of their operating plants. Following the ITT process, final award of a sole supply framework contract was agreed. Consultancy took place to define client’s specifications as well as current standards and legislation on low voltage switchgear. Working with CoP, standard electrical schematics were designed and agreed. Saftronics then built and tested prototype compartments and a bespoke test rig was built to prove the concept designs worked prior to production. On completion of initial designs of the MCC steelwork, Saftronics manufactured the cable glanding facilities so that the cable contractors could trial prior to production. Saftronics’ industrystandard manufacture, inspection, quality and test documentation was also reviewed.

Saftronics has a long history of working with both gas and oil facilities. While the manufacturing of the MCC is not necessarily demanding, the installation of them can be. Downtime can have a serious effect on output, but can also affect health and safety and general operations. STATS Group completes pipeline isolations for Malaysian operator
Pipeline technology specialist STATS Group has completed an extensive pipeline isolation campaign offshore and onshore Malaysia. The six month campaign covered 12 pipeline isolations on behalf of partner Handal Energy Berhad for a major operator in Malaysia, and represented the largest integrated campaign undertaken by STATS in the region. All workscopes featured STATS’ range of Remote Tecno Plug® (RTP) which provided inline pipeline isolation to allow the live repair and replacement of valves on onshore and offshore assets in West Malaysia and Sarawak.

Overseas events Nuclear sector opportunities
The civil nuclear power sector has a growing pipeline of projects across the entire value chain, from nuclear new build to decommissioning, and from maintenance and upgrades to new technologies such as small modular reactors (SMRs). New build is firmly underway at Hinkley Point C in the UK with 64% of the project value to be spent in the UK supply chain, and follow-up projects at Sizewell and Bradwell moving forward through the planning phases. Elsewhere, the global Camilla Tew nature of nuclear is evidenced by the broad range of countries developing projects. New build proposals are advancing in Bulgaria, Finland and Egypt, while countries currently engaged in the construction of reactors include Bangladesh, Turkey and the United Arab Emirates. Meanwhile, the decommissioning sector is thriving as plants are taken offline creating a burgeoning market for decommissioning skills and technologies. Europe is set to become the largest market in the world by the mid-2020s worth an estimated £60bn with dismantling projects set to get underway in Belgium, Germany, Spain, Sweden and Switzerland over the next decade. The changing energy market has also seen the emergence of new technologies in the form of SMRs. It is hoped that these will drive down the cost of nuclear construction, as well proving quicker and simpler to build, significantly enhancing the business case for new nuclear. Moreover, it is predicted that the current export market for SMRs is worth an estimated £250bn. Now is the time to ensure UK companies from across all the energy sectors are making the most of UK and global opportunities.

The UK events team has focused on a number of energy transition events in the past few months, with energy transition now becoming the latest hyper-topic Jo Cam pbell and the pathway towards transformation of the global energy sector from fossil-based to zero-carbon. Throughout the UK business leaders have come together for a number of EIC events, from working with the northern clusters to energy from waste, we also held regional energy storage showcases in London and Aberdeen, supported by Opportunity North East (ONE). Each of our events gave a market overview and discussed the huge supply chain opportunities which the UK’s transition to net zero will deliver. UK energy storage sector continues growth
At the start of the year the UK’s energy storage market made a myriad of progressions, demonstrating its importance as a key sector in the energy industry. In January, UK-based Gresham House Energy Storage Fund completed the £32.8m acquisition of the 49MW Red Scar battery from Noriker Power and Gresham House DevCo, and was expected to further acquire two 50MW projects and a 5MW extension to the pre-existing Littlebrook site in the following months. Following this, Gresham House Energy awarded multi-year contracts to Habitat Energy to provide optimisation services to three of its projects: a 20MW Wiltshire/Roundponds system, a 5MW Wolverhampton battery and the Red Scar development. In Northern Ireland, NEC Energy Solutions secured EPC contracts for the 50MW Drumkee and 50MW Mullavilly battery storage projects being developed by Gore Street Energy Storage Fund.

Middle East news Regional update
Last month witnessed several high-profile events in the EIC calendar, in particular our signature EIC Connect Oil, Gas & Beyond, where we were delighted to see Ryan M cPhers on extensive support provided by ADNOC. Building closer working relationships with national oil companies (NOCs) is a key driver within our organisation, with many of our members expressing a gap in the market. We will continue to build upon this across the region while also maintaining the active relationships we have with many of the local contractors who remain a critical aspect in the supply chain process. Hopefully this year will see a number of additional ‘Connects’ added to the calendar, as we seek to widen our horizon and embark on new markets both within the GCC and beyond. A special mention goes out to our own Fabrice Abalain for looking after the UK pavilion during last months Egypt Petroleum Show (EGYPS). Another successful event where some additional intelligence was gleaned that I am sure will be passed on at our next event. New members continue to join us from the region where we recently welcomed Krusman and Leaders Oilfield Services. Our first ever EIC Open Day was successfully held last month, kindly hosted by Wood and admirably led by our Membership Manager Anand Kumar. This event allowed potential members to hear about the benefits of EIC membership while hearing testimonials from existing members Wood, Proserv and Xergy as to the benefits they have gained. We will aim to repeat this in the second half of the year. We have our first trade delegation of the year in March to Nigeria. Following on from the success of last years delegation, a tailored programme of meetings will give delegates an opportunity to assess potential business leads as well as engage with local businesses, something which is essential given the well-established local content legislation. Finally, I would also like to draw your attention to the Energy Exports Conference (EEC), the number one event for global trade delegations to meet new and experienced UK exporters. Returning to Aberdeen from 17-18 June 2020, EEC aims to introduce the best of British exporters to leading project operators and contractors around the world. Whether you’re an experienced exporter, have just started or are yet to begin your exporting journey, EEC will highlight actionable project opportunities and identify key markets to target. Samsung Engineering and Técnicas Reunidas awarded US$3.7bn refinery in Algeria Sonatrach has awarded Samsung Engineering and Técnicas Reunidas the EPC contract for the Hassi Messaoud refinery (RHM) expansion project on a turnkey basis. The refinery is expected to process 5mtpa of crude oil on completion. Works on the projects by Samsung Engineering and Técnicas Reunidas are to be completed within 52 months by 2024. The contract is understood to be worth US$3.7bn with Samsung Engineering’s share of the contract at approximately US$1.64bn. Técnicas Reunidas will be responsible for 55% of the contract, which includes environmental work and auxiliary infrastructure.
Qatar to build 800MW solar PV plant
The Al Kharsaah PV Solar IPP project has been awarded to a consortium of Total (49%) and Marubeni (51%). The project will be developed and operated by Siraj 1 SPV, jointly owned by the consortium of Total Solar International and Marubeni (40%), alongside Siraj Energy (60%), a joint venture between Qatar Petroleum (40%) and QEWC (Qatar Electricity & Water Company, 60%). The project will be developed in two phases, with first phase achieving 350MW by 2021 and full capacity of 800MW a year after. The project is worth an estimated US$467m with completion date of full 800MW park set for Q1 2022.

Asia Pacific news Regional update
For March 2020 our focus is on organising the second EIC Connect Indonesia in Jakarta which will be held on 26 March 2020. We are Azman expecting 200 delegates Nasir comprising EIC members from the region and non-EIC members who are mainly key players in the Indonesian energy market. The UK ambassador to Indonesia and the Vice Minister of Energy of Indonesia are scheduled to officiate at this event and give the keynote addresses. We are expecting some 25 speakers from the oil and gas, renewables and power sectors to give their presentations on upcoming and potential energy projects in Indonesia. The event has successfully attracted nine sponsors; NES Global, Aveva, Serba Dinamik, Rosen Engineering, DHL Energy, Hellerman Tyton, Pepperl+Fuchs, 3W Networks and Vulcanic. The continuing interest by the sponsors indicates the confidence these companies have in potential business opportunities in Indonesia. We are also encouraged by the positive support from the Department for International Trade in Indonesia and Scottish Enterprise who continue to assist in promoting the event and bringing UK delegates. As per the previous event in 2017, we are expecting more than 250 one-toone meetings to occur through out the day. The speaking companies have kindly agreed to provide at least two personnel each to act as one-to-one hosts in meeting the delegates and sponsors from the EIC. Prior to EIC Connect Indonesia, EIC Asia Pacific will be attending the OTC Asia Exhibitions and Conferences in Kuala Lumpur Convention Centre on 24-25 March 2020. On 4 March, EIC Asia Pacific will speak at the BritishMalaysia Chamber of Commerce event on the topic of ‘Regional Opportunities in New Energy’. Japan Drilling to provide semi-submersible rig
Japan Drilling has won a contract from PTT Exploration and Production (PTTEP) for its semisubmersible drilling rig for an upcoming campaign off Myanmar. The two sides entered into an agreement for the semisub Hakuryu-5 whereby PTTEP will use the rig for 283 days starting in March or April 2020. The rig will work in the Andaman Sea off Myanmar.
CSSC wins contract for LNG carriers
Hudong Zhonghua Shipbuilding Co Ltd (CSSC) has been awarded a contract by Petronas to construct two LNG carriers for LNG projects in Malaysia. The two 79,900 cubic metre LNG carriers, 239 metres length, 36.6 metres width, are designed to be able to sail in coastal areas in Southeast Asia and the river areas in Pearl River, Yangtze River and Huangpu River.
ONGC starts seventh expansion phase for PRP-7
Oil & Natural Gas Corporation (ONGC) has issued tender documents to offshore contractors for work on the seventh expansion phase of its pipeline replacement project (PRP-7). The work scope will involve the engineering, procurement, construction, installation and commissioning of more than 243 kilometres of offshore pipelines, with the job likely to be executed across two field seasons. Technical and commercial offers for PRP-7 are likely to be submitted in early 2020, with ONGC expected to finalise its preferred contractor in Q2 2020. Some of the key players expected to compete for the project include Larsen & Toubro (L&T) and Sapura Energy.

I went to the British Embassy in Havana in December, where I received a market introduction and met with the national oil company. There are significant opportunities for the supply Amand a Duho n chain, as the country has recently opened its offshore leases up for public tender. NY to solicit 1GW of offshore wind in 2020
The governor of New York has announced that the New York State Energy Research & Development Authority is planning to hold a second solicitation for at least 1GW of offshore wind power in 2020. It will be a major step towards achieving New York’s 70% Renewable Portfolio Standard by 2030 and target of 9GW of installed offshore wind capacity by 2035.
Mexico will not host new oil auctions in 2020 Mexico’s President Andres Manuel Lopez Obrador has said that Mexico is not planning to host oil and gas auctions in 2020; citing the 110 previously awarded contracts to oil majors in previous bid rounds. He noted Mexico first needs to see results through investment and production.

In order to show suppliers how to export, the EIC has formed a partnership with ABIMAQ (the Brazilian Machinery Association) to deliver an Oil and Gas Internationalisation Seminar. The first edition Clariss e Roch a was held in November in Sao Paulo and was opened by their President – José Velloso and Mr Martin Whalley – Director for Latin America investment from the UK government. Gathering almost 60 people, SBM’s supply chain manager, Thomas Pommared, presented on opportunities globally, followed by Elder Stringari, manager at WEG Global Oil & Gas, who presented their case story. The event also included presentations from UK and Brazilian governments on the support given to companies, the EIC about opportunities tracked on EICDataStream and RBNA Consult on international standards. This event will be held for the second time in Rio de Janeiro on 24 March and we are pleased to have Equinor as a confirmed speaker. PDVSA in privatisation talks with foreign companies The Venezuelan national oil company is reportedly negotiating with Eni, Repsol and Rosneft a possible transfer of ownership of PDVSA-operated assets in the country. It is understood that the companies would restructure some PDVSA debts in exchange for assets. A major obstacle for the Maduro administration’s latest plan are the economic sanctions imposed by the United States on Venezuela, which forbid US companies from doing business in the South American country without a waiver. It is also unclear if Juan Guaidó, the self-proclaimed Venezuelan head of government and current leader of the country’s National Assembly, would agree to the proposal.

Solar PV to surpass 8GW in Brazil
The installed capacity of solar power plants in the country – including commercial-scale and distributed generation – is expected to surpass 8GW in 2020, according to Brazil’s solar power association Absolar. Investment this year is estimated at R$19.7bn (US$4.6bn), with distributed generation accounting for nearly R$16.4bn (US$3.8bn) of the total amount.
Guyana’s oil reserves larger then Mexico’s and Norway’s
Following the announcement by ExxonMobil that its Staborek Block has more than eight billion barrels of recoverable oil, Guyana has surpassed Mexico, Norway, Oman and several other countries in terms of oil reserves. In December 2019, the country started producing oil for the first time following the start-up of the 120,000b/d Liza Destiny FPSO.
