WHO WE ARE The John Fawcett Foundation (JFF) is a humanitarian not-for-profit organisation that assists needy people in Indonesia, with its main focus on sight restoration and blindness prevention. JFF Is registered in Australia, Indonesia, the United Kingdom and the USA.

WHAT WE DO JFF offers its assistance to people in the lower socio-economic group free of charge and without religious, political or ethnic consideration. The Foundation’s headquarters are in Bali, Indonesia, and its humanitarian projects include Sight Restoration and Blindness Prevention, Children’s Corrective Surgery, Prosthetic Eyes and Technology Transfer.

WHERE WE WORK While JFF has active programs in Bali, its humanitarian projects extend to other Indonesian islands where people are impoverished and medical specialist services are scarce.

Chairmen’s Reports CHAIRMAN, JFF AUSTRALIA

A major loss occurred in August when illness took the life of Wayan Sukajaya. Wayan had been John Fawcett’s right-hand man from the beginning of John’s humanitarian work in Bali, and was the most senior person in the organization.

016 was a mixed year. We progressed financially, mainly due to an unexpected bequest, and our position at the end of the year was better than we had enjoyed for three or four years. Our long-standing treasurer, Pat Emery OAM, tendered his resignation from the Board, effective 30th April 2016. His contribution to our work over many years was immeasurable. We were fortunate to gain the services of Philip Andrew, an experienced businessman with accounting skills and compassion for less fortunate people. Phil has settled into the role of Treasurer smoothly and is introducing some more modern accounting procedures.

Our humanitarian work continued unabated during the year. Cataract operations, cleft lip and palate operations, provision of prosthetic eyes and the supply of glasses and eye drops to thousands of needy people form the basis of our work. We continued to provide assistance on islands other than Bali where cataracts are prevalent, sometimes with the assistance of the Indonesian Air Force to transport our mobile clinic to remote parts of the country. We record our thanks and appreciation to the Indonesian Government for allowing us this concession. We were most fortunate to attract several new donors in the Asia region and this resulted in the sharp growth to our ‘Adopt a Village’ programs. The Board meets quarterly to discuss our statutory requirements and all Board members diligently attend to the various matters left for their attention. We are proud

of our record in keeping costs to a minimum without sacrificing our duty of care to the patients and the staff. Our recently-appointed Coordinator, Penny Lane, is of enormous assistance to us and in particular to John Fawcett. She has proven to be invaluable and is highly respected by all with whom she comes in contact. Each staff member in Bali has specific duties and it is always a pleasure to observe them going about their work. They are a delightful group of young people who obviously enjoy their work, always pleasant and efficient. We are indeed fortunate to have them as co-workers and friends. John Fawcett continues to amaze us, and most other people who know him, with his energy, dedication, enthusiasm and continuing compassion for the Balinese and other Indonesians in the lower socio-economic group. On behalf of the Board I express deep gratitude to our wonderful donors and supporters. They are our life-blood and the reason that we are able to continue to exist and continue our humanitarian work.

I

t is an honor for me to present my first annual report for JFF Indonesia. First of all I would like to thank the Founder of the Foundation, Mr John Fawcett, for his compassion and continuous hard work to help the needy people of Indonesia. In 2016, Yayasan John Fawcett Indonesia conducted more offshore programs than we have ever done before, to even more distant locations. West Papua is one of the areas visited. It is a very remote, isolated area and very challenging for the team to visit, as the area they went to had

never been visited by Government officials and had no health facilities. It is very adventurous for our medical team to go to these areas, and also for many of the patients, who had never had their eyes checked and have no medical health facilities in their village. They were very enthusiastic to come and have their eyes checked at our medical facilities, and it is heartwarming to see their smiles after they have their sight returned. These trips to remote areas could not happen without the generosity of donors and a highly motivated, dedicated staff, who leave their families for many days at a time, and we thank every one of them. JFF Indonesia has strengthened its relationship with Perdami (Association of Ophthalmologists Bali) who are actively involved in every program the Foundation conducts. Upgrading the skills of young ophthalmic surgeons is one of our foci, and visiting professional consultants is the key. In 2016, not only Australian ophthalmic specialists but also specialists from UK volunteered

their time and skills, and we thank them all most sincerely. The future of the work of JFF Indonesia remains dependent on donations from all sectors government, business and private sources. We are very pleased to acknowledge more business groups in Indonesia supporting our offshore programs. We also acknowledge the support of various Government Ministries and the District Heads and Governors in the areas where we are working. All of this has been achieved through the involvement and hard work of all sectors of JFF. We would like to sincerely thank all supporters and donors who contribute to our humanitarian work, volunteers who give so generously of their time and skills to Yayasan staff, and to all John Fawcett Foundation Boards Australia, UK and Indonesia.

Message from John Fawcett I

would like first to make reference to the loss of Drs Wayan Sukajaya who was a major influence on the concept and development of the Foundation. Despite experiencing all the negatives of an early life of poverty and illness, through his powerful drive and education, he became the catalyst for many of the Foundation’s best achievements. ‘Always missed but never forgotten’

produced top results, and points the way to continuing the same policy in 2017. Being able to reach the ‘unreachable’ curable blind is very much on our minds, with the Indonesian archipelago comprising over 17,000 islands and spanning 5,150 km, wider than the 4000 km-wide Australian continent. With the blindness rate in Indonesia one of the highest in the world, figures suggest around four million cataract-blind people could be returned to sight with a 20-minute operation.

Following the loss of Wayan, Gede Bingin, Administration Manager, was appointed to the role of Chairman of The John Fawcett Foundation Indonesia, and Komang Wardhana, Senior Programs Manager, was appointed to the Indonesian Board in the role of Secretary. Wayan’s role as Senior Projects Officer is now shared among six senior project staff who are rising to their new challenge admirably.

The capacity to move to distant parts is a challenge that we have taken on, and in 2016 we conducted programs in eight different provinces of Indonesia. While we enjoy the support of the Indonesian Air Force and its ability to transport our mobile clinics, we also take our team by commercial airlines and send the mobile clinic ahead by ferry to smaller islands that do not have airports where C130 Hercules can land.

2016 was such an exciting year. Our decision to focus on our key activities, curable blindness and children’s corrective surgery has

been blind for twenty or thirty years, or a child born blind, seeing for the first time. Of course all this happens because of the generosity of you, the donors. It is possible to experience this during an ‘Adopt a Village’ program. Donors who are travelling to Bali can arrange for their village program to be conducted to coincide with their holiday, and can even select the village. Over the twenty-six years of the Foundation’s existence we have developed a strong team of wonderful people - the doctors, nurses, technicians and team in Bali, and also those who make all this happen in Australia, the United Kingdom, the United States and Indonesia. Our programs rely on the generosity and compassion of individuals, businesses and organisations around the world, and I would like to express special thanks to all our supporters, as well as the members of the three Management Boards who give their time and effort to make our goals a reality.

Sight Restoration and Blindness Prevention Blindness prevention and cataract surgery is an ongoing challenge in countries like Indonesia, a challenge our Foundation has taken on and will continue into the future. With over four million needlessly blind in this country,

the challenge is a big one. The social and economic costs of these large numbers are enormous, not to mention the personal difficulties of the blind individuals and those who care for them.

VILLAGE MOBILE EYE CLINIC PROGRAM JFF’s signature mobile eye clinics take the surgery and service to the people, offering free eye screening, glasses, eye drops and cataract

surgery to the blind in villages across Bali and other islands of Indonesia.

FIELD EYE SCREENING The Foundation’s teams conduct mass village eye screenings in Bali and other provinces. At these sessions, 500+ people can be

screened for eye problems in a day. Glasses and eye drops are distributed to those who need them and people who are cataract

blind are identified and operated on the same day in the mobile eye clinic.

SCREENING PRIMARY SCHOOL FOR EYE PROBLEMS JFF’s team goes into village primary schools to check the eyesight of the students. The purpose is to detect eye problems early, and if possible treat them to prevent them worsening.

Glasses are issued to those who need them, and eye drops provided for those with infections. The team leader also takes the opportunity to educate the children and teachers about caring

for the health of their eyes and avoiding accidents.

ADOPT A VILLAGE MOBILE EYE CLINIC JFF’s team ran 72 separate village programs in Bali, screening 26,624 village people and operating 411 cataract blind. This program

is promoted at A$2,500 for a two-day program during which up to 500 village people are screened, glasses and eye drops

are distributed to around 60% and up to 10 cataract-blind people are operated in the mobile clinic.

An increasing amount of JFF’s work is now happening outside Bali. The need in other islands is acute, with large populations, high incidences of poverty and lack of access to specialist medical

facilities. We find higher numbers of people blind with cataracts in these areas than in Bali where JFF’s Sight Restoration and Blindness Prevention Project has been active for 25 years.

With funding and logistics support from humanitarian-minded Indonesian businessmen, JFF conducted programs in South and South-east Kalimantan in 2016.

In 2016 JFF conducted offshore programs in Lombok, Flores, Yogyakarta, West Java, East Java, West Kalimantan, South

Kalimantan, West Papua and Maluku. On these islands the JFF team screened a total of 17,670 village people with eye problems

and 1,023 people blind with cataracts received sight-restoring operations over 29 operating days.

WORLD SIGHT DAY –13 OCTOBER 2016 World Sight Day is an annual day of awareness, coordinated by the International Agency for the Prevention of Blindness under the VISION 2020 Global Initiative, held on the second Thursday of October, to focus

global attention on blindness and vision impairment. The ‘Call to Action’ for World Sight Day in 2016 was ‘Stronger Together’. JFF celebrated World Sight Day 2016 in West Kalimantan,

conducting a screening and operating program in the remote village of Sukadana, Kabupaten Kayong Utara, as part of the Indonesian Government’s Sail Karimata program.

CHILDREN’S CATARACT SURGERY Eight cataract-blind children were operated by Dr Wayan Gde Dharyata in the Siloam Hospital, Badung. Four of the children were

20

blind in both eyes, and two in one eye. Children with cataracts undergo a general anaesthetic and are operated using Phaco-

emusification, a different technique than that used for adults in our program.

Rimayanti’s story….. Every year JFF’s skilful ophthalmic surgeons save young children from remaining blind from cataracts. Rimayanti, an eight-year-old girl from Lombok, had been blind

since birth and had never seen her parents. She was one of the children operated by Dr Dharyata in 2016. When she first opened her eyes after the surgery, she kept

holding her father’s hand in total disbelief about the world that was opening up around her. A new life has begun for Rimayanti.

Children’s Corrective Surgery J

FF provides free operations to children from poor families who suffer from facial and other deformities. Our Bali program is supported with discounted rates by the Puri Raharja Hospital in Denpasar and surgeon, Dr Ketut Anom

Ratmaya, and is also assisted by anaesthetists from the Bali Anaesthetists’ Association who provide their services free of charge. A total of 26 children and young people were operated in this program in 2016.

CORRECTIVE SURGICAL TRAINING PROGRAM In an exciting venture with the Military District of Udayana (comprising Bali, and the provinces to the east, Nusa Tenggara Barat and Nusa Tenggara Timur), JFF held a clinic for cleft patients and others who would benefit from corrective surgery. The clinic was conducted as part of a

technology transfer program with volunteer plastic surgeon, Dr Tim Cooper from Perth, and Dr Jesse Kenton-Smith, a specialist in palate surgery from Christchurch, New Zealand, with Letkol CKM dr IGN Aryana, SpB from the Udayana Army Hospital, Denpasar.

Thirty patients attended the clinic, with their family members, and 18 were operated over the following days. Two of the patients were Ingky and Jumi, who underwent follow-up surgery to their treatment in Perth in late 2015.

SPECIAL PROGRAM – ANOTHER SEVERELY BURNED PATIENT OPERATED IN PERTH, WESTERN AUSTRALIA Twenty-seven year old Heldi from Kupang, West Timor, travelled to Perth in November to undergo extensive corrective surgery for severe burns from

which she had been suffering for many years. Grateful thanks to Dr Tim Cooper, Dr Mark Duncan-Smith, Dr Simon Zidar and the Mount Hospital who all

provided their skilled services free of charge. Also to Aimee Cairns who hosted Heldi and her carer, Holtin, during their stay in Perth.

Prosthetic Eyes F

or those who have been born without one of their eyes or have lost one as the result of trauma, the provision of a naturallooking artificial eye restores the confidence and dignity of the patient so that he or she can have a normal life, free from disfigurement and social stigma. In 2016 JFF’s prosthetic eye technician, Wayan Wijaya, made artificial eyes for 76 patients. Each prosthetic eye is custommade by hand for the patients so that they look as natural as

possible and move with the other eye, so much so that it is difficult to detect which is the artificial eye and which is the real eye. In 2016 this project was significantly enhanced by the addition of updated equipment provided through the efforts of UK-based oculist, Samantha Mizzi, who had visited JFF in 2015. Samantha followed up with an intensive training program with Wayan in October 2016, during which she travelled to East Java with the JFF team on a screening and operating trip.

Helena College Program T

his Program was initiated in 1996 by John Fawcett and Mr Chris Brown who was a teacher of Indonesian at Helena College, Perth, at that time. Each year two Balinese students who have just completed their secondary schooling in Bali are selected and sent to Helena College for one term to experience life in Australia and to learn English

and Computing, as well assisting in the Indonesian language and culture classes. Since 1996, 33 young people have participated in this Program, returning to their island community enriched by the experience. In 2016 Budiartawan and Dewa Made Aditya were given the opportunity to go to Helena

College. In their farewell speeches at the College’s Awards Ceremony both students expressed their deep appreciation for the welcome that they had received from all teachers and students at the College and thanked them, their host families and JFF for their contributions.

Technology Transfer and Volunteers MAINTAINING QUALITY OF SURGERY JFF’s priority is to maintain the highest possible quality of treatment to all recipients of its assistance. Each surgeon and other medical personnel working in our programs is assessed and if necessary given training in the special surgical techniques we use. This is possible through

the invaluable contributions to JFF’s humanitarian work that are made by the many volunteer medical specialists from overseas who travel to Bali at their own expense to pass on their skills and knowledge to the Indonesian medical personnel who work in our projects.

In 2016 the areas of specialty training were in plastic and reconstructive surgery (including cleft lip and palate), prosthetic eyes, oculoplasty surgery, glaucoma, strabismus, glaucoma, cataract surgical techniques and general ophthalmology.

BILATERAL UNIVERSITY AGREEMENTS JFF facilitated the development of a Memorandum of Understanding between the Udayana University, Bali, and the Centre for Ophthalmology and Visual Sciences, University

of Western Australia, the purpose of which is to develop academic and educational cooperation and to encourage direct contact and cooperation between their ophthalmology
