WHO WE ARE The John Fawcett Foundation (JFF) is a humanitarian not-for-profit organisation that assists needy citizens of Indonesia, with its main focus on sight restoration and blindness prevention. JFF is registered in Australia, Indonesia, the United Kingdom and the USA.
WHAT WE DO JFF’s humanitarian projects are based in Bali, Indonesia, and include Sight Restoration and Blindness Prevention, Corrective Surgery, Prosthetic Eyes and Technology Transfer. The projects target Indonesian citizens who are economically disadvantaged, and all services are provided free of charge.
WHERE WE WORK JFF’s humanitarian projects extend throughout Indonesia, in locations where people are impoverished and medical specialist services are scarce.
JFF is a Full Member of ACFID and signatory to the ACFID Code of Conduct ACFID (Australian Council for International Development) is the peak Council for Australian not-for-profit aid and development organisations. The John Fawcett Foundation is a signatory to the ACFID Code of Conduct, which is a voluntary, self-regulatory sector code of good practice. As a signatory we are committed and fully adhere to the ACFID Code of Conduct, conducting our work with transparency, accountability and integrity. Chairmen’s Reports JOHN FAWCETT FOUNDATION (AUSTRALIA) We used the downturn to focus on increasing the number of participating Outreach Clinics. At the end of 2021 we had five participating clinics, up from three at the beginning of the year. I would like to express our deep appreciation to our financial supporters who have continued to support the Foundation magnificently despite the difficult financial environment.

021 was another challenging year for the Foundation.
In 2019 we performed 4,497 cataract surgeries. In 2020 this number was 772. In 2021 it was 963. Village programs and offshore eye programs could not be held for most of 2021 and at various times during the year COVID restrictions closed our Outreach Clinics and headquarters activities. While the village, offshore and headquarters activities were not back to full capacity by the end of the year, we are confident that we will see an increase in these programs in 2022.
I can report that the Foundation is in a healthy financial position. We have experienced an increase in our revenue and a reduction in our operating expenses. We look forward to being able to fully utilise our strong balance sheet to increase our sight restoration work into the future. During the year we were made aware of the critical need for frontline hospital workers in Indonesia to receive additional personal protective equipment. The Foundation is pleased to report that at short notice we were able to source and supply a substantial amount of PPE to assist at this critical time.

It has been and remains the Board’s objective to ensure that the Foundation’s operation preparedness remains high. The Board believes that the Foundation will be able to substantially increase our operational capacity as soon as medical conditions allow. At the end of 2021 David Craig advised that he had decided that it is no longer practicable for him to continue his registration as an auditor. I would like to thank David for the work and assistance that he voluntarily provided to the Foundation. I am pleased to be able to report that Ken Thomas of Paragon Consulting of 160 Stirling Hwy, Nedlands, has offered his services as the honorary auditor to the Foundation. The Board has asked me to make mention of the outstanding work performed by Gede Bingin, Penny Lane and all our wonderful staff in Bali during these difficult times.

JOHN FAWCETT FOUNDATION (INDONESIA) since 2020 and, with high-level restrictions on activities, we were required by the local and national governments to work at minimum capacity. Yet, with our strong commitment and dedication, we were able to continue the services throughout the year.
I
am delighted to present our 2021 Annual Report, and I am hoping everyone is staying safe and healthy. The COVID-19 pandemic is a global crisis which reminds us of the value of health care. It has challenged us to develop different solutions on how to deliver eye care in Indonesia, in particular restoring sight to our disadvantaged people. As we learn, we are constantly trying to find creative and improved ways of delivering our services. In early 2021 Indonesia recorded the highest rate of COVID-19
Everyone was waiting and looking forward to our mobile eye clinic team returning to the villages to do eye screening and cataract operations again. After nineteen months of waiting, in the third quarter of the year and with a new system of delivery, we started with a small village eye screening in Bali. Finally, in the last two months of the year, we were able to do offshore eye programs in East Java. It required a strong drive and effort to persuade all stakeholders to develop the same commitments. I am very pleased and proud of all the staff and Board members for their work and contributions. In 2021 our team checked and treated 3,787 patients with eye problems, performed 963 cataract surgeries and fitted 59 prosthetic eyes. We performed 25% more cataract operations compared to the previous year.
Despite the challenges we have faced, the Foundation lived up to the essence of its existence – to help the disadvantaged people of Indonesia. In 2021 we extended our reach of Outreach Clinics, and we plan to establish more Outreach Clinics working with our Foundation to enable people in more locations to access eye health care access more easily. I would like to thank the JFF staff, JFF Boards, stakeholders, our donors, and supporters for enabling us to continue providing free services to the disadvantaged people of Indonesia. We must all be mindful that the pandemic is not yet over. The ‘new normal’ is that we will have to keep adapting to its varying demands. Terima kasih banyak atas dukungan semuanya! The actions we do today will live on. We may forget that we have changed people’s lives, but they will remember for the rest of their lives! I wish you all healthy and stay safe.

International Coordinator’s Report more village eye screenings and were able to conduct two offshore operating programs in East Java, finishing the year on a relative high note. JFF’s Outreach Clinics in Lombok were able to continue their work with reduced numbers, while those in East Java were affected more severely by the pandemic.
T
he JFFA AGM was held in Perth in April with a good attendance from our supporters despite the pandemic. Gede Bingin and I attended via Zoom, and it was wonderful to see so many familiar faces on screen. In 2021 eye clinics and cataract operations continued at our Headquarters in Bali, with limited numbers by appointment. The activities gained momentum from October as the COVID-19 situation eased. We celebrated World Sight Day in October modestly, with our first village eye screening program in Bali for nearly two years, followed by a second village eye screening two weeks later. By November and December, the team were doing
We had to be flexible and adapt our mode of delivery as conditions changed. Screening large numbers of people, which was our previous practice, was not safe or allowed so, once we were able to conduct offshore eye programs, we focused on pre-screening of patients by local medical personnel and sending our operating team to perform the cataract operations. While this is efficient in terms of operations, people with less serious vision problems missed out on being tested and receiving glasses, and many of those who could be helped with eye medication went untreated. Gender Equity Our team is working towards achieving a more equitable gender balance in the patients we assist, including proactive initiatives to encourage women to attend clinics and screenings.

We recognised International Women’s Day with a dedicated female-only eye clinic and followup sight-restoring operations. The year ahead … Because of the pandemic, during which so many Indonesians, especially Balinese, have lost their livelihoods, it is very apparent that the level of poverty in Indonesia will rise, and more and more people will be needing assistance. We are hoping that, as the COVID-19 situation eases in Indonesia, our team will be able to return to conducting regular village programs in Bali and offshore eye programs, recognising that the mode of delivery may be different, and that flexibility will be necessary. While this is a challenging time for the whole organisation, it is also a valuable learning experience and opportunity to try new approaches. My sincere appreciation to the senior staff in Bali and the Australian Board members for their support and cooperation, and to the whole team in Bali who carry out their work with enthusiasm and dedication.

COVID Assistance
PPE DONATED FOR FRONTLINE HEALTH WORKERS IN INDONESIA

FF donated urgently needed PPE items in May and August to the Bali Department of Health for frontline health workers treating COVID-19 patients.

Sight Restoration and Blindness Prevention B
lindness prevention and cataract surgery is an ongoing challenge in countries like Indonesia, a challenge our Foundation has taken on and will continue. The International Agency for the Prevention of Blindness (IAPB) estimated that, in 2020, around 3.7 million Indonesians were blind. With 65%, or nearly 2.4 million, of these needlessly blind with cataracts and 11.5 million moderately to severely visually

impaired, the challenge is a big one as most of these people are unable to seek specialist medical attention. Since this estimation, because of the pandemic, the numbers of people who cannot afford this type of treatment have increased in Indonesia. Vision 2020 estimates that for every blind person, two people are required to care for them, resulting in three people taken out of the full-time workforce.

WORKING DURING THE COVID-19 PANDEMIC The COVID-19 pandemic that started in March 2020 and continued through 2021 has had a significant impact on the ability of JFF’s team to help the poor with eye testing, operations, and treatment. While JFF’s team is fully vaccinated with booster shots and PPE protocols are followed, outcomes have been affected by limitations on numbers of people, travel restrictions and the necessity of patient and team testing that slows down the activities and increases costs.

Eye Clinics and Cataract Operations at JFF Headquarters Our team conducted weekly eye clinics and sight-restoring operations at the JFF Headquarters in Sanur, Bali through the year. These activities were undertaken with limited numbers by appointment, employing strict PPE protocols to protect the team, patients, and their accompanying family member. We welcomed the participation of young ophthalmologists from PERDAMI Bali who assisted our team with the eye clinics through the year.

GENDER EQUITY: SIGHT RESTORATION World-wide, women have higher rates of visual impairment than males but are less likely to receive treatment due to barriers to access. To achieve gender equity, as opposed to equality, in our Sight Restoration and Blindness Prevention Project, our long-term
target is to achieve a ratio of females:males operated around 60:40, the ratio recommended for Indonesia by the International Agency for Prevention of Blindness (October 2020). We aim to work towards this by proactively encouraging more women to attend screenings and clinics and
to hold special female-only eye clinics on occasions such as the International Women’s Day in March, at which six women were identified with cataracts and later scheduled for operations in the mobile eye clinic.

OUTREACH EYE CLINICS The Outreach Clinic Program, which forms part of JFF’s Sight Restoration and Blindness Prevention Project, partners with selected Indonesian ophthalmologists who operate patients in private clinics or in government hospitals. JFF supplies the outreach clinics with surgical consumables, interocular lenses, and a modest operating fee. In 2021 JFF Indonesia continued partnerships with two Outreach Clinics in Lombok and one in Gresik, East Java. The Gresik Clinic was unable to continue beyond April but, in the latter part of 2021, JFF established agreements with two new Outreach Clinics in East Java (Jember and Surabaya) and one in North Bali.

Prosthetic Eyes T
he provision of a naturallooking artificial eye restores the confidence and dignity of the patient so that he or she can have a normal life, free from disfigurement and social stigma. Each prosthetic eye is custommade by hand for the patient so that they look as natural as
possible and move with the other eye, so much so that it is often difficult to detect which is the artificial eye and which is the real eye. In 2021 JFF’s prosthetic eye technician made artificial eyes for 59 patients.

STAFF LONG-SERVICE AWARDS became one of the mobile eye clinic drivers, a position he held for many years. Nyoman trained as a Medical Technician and, in 2014, was appointed Technical Assistant. He has continued in this role assisting JFF’s Biomedical Technician to maintain and service JFF’s medical equipment.
One of the unique aspects of JFF is the retention of its staff. Many of the staff have very long service records with the Foundation, with several now exceeding 20 years. With such experience on our team, we are confident that we can deliver the best possible service to our patients.
In May Nyoman Juliarta received a long-service award for his work with JFF over 20 years. Nyoman started as a cleaner in the eye hospital in Denpasar where a small team organised schedules for eye patients in JFF’s Sight Restoration Project. He later

hile JFF has its own team of nurses, screeners and technicians, all operations are performed by Indonesian ophthalmologists. Cooperation from relevant government departments and professional organisations facilitate this and enable JFF to conduct its activities in Indonesia.

JFF reciprocates with our volunteer medical consultants conducting symposiums and teaching sessions for Indonesian ophthalmologists and other medical personnel, and this has continued with virtual sessions through the pandemic. The Reliable Education community continued its support during 2021, including a successful fundraising effort at its Virtual Summit held in March. Many Reliable Education members donated directly or conducted their own fundraising for JFF.

OPTIMISING DONATIONS Donations of equipment and medical supplies, as well as the contribution of medical and technical specialists who volunteer their time and skills to train local personnel, mean that donated funds can be more effectively directed towards our projects and the people we assist. In 2021 we were unable to receive visits in Bali due to the pandemic,
and we gratefully acknowledge the support of many volunteers who worked in other areas from afar to support the Foundation’s work. We received generous support from the Essilor Vision Foundation in the form of glasses frames and lenses for visually impaired patients.
During the pandemic lockdown, the staff, rostered into small groups, assembled the lenses and frames of around 50,000 of the donated glasses, ready for the resumption of village programs.

The John Fawcett Foundation’s action arm is in Indonesia, with all projects managed and carried out by the Yayasan John Fawcett Indonesia (JFFI), based in Bali. This humanitarian work is supported with funds and governance by The John Fawcett Foundation in Australia, and with fundraising by The John Fawcett Foundation (UK) and The John Fawcett Foundation (USA).
JFF Australia The John Fawcett Foundation was formally established and registered in Australia in 2000, with a governance and fundraising mandate to support the humanitarian activities carried out by the Yayasan John Fawcett Indonesia.
JFFA is registered with the Australian Charities and Not-forprofits Commission (ACNC) to receive tax-deductible donations in Australia and is a full member of the Australian Council for International Development (ACFID).

JFFA Annual General Meeting The JFFA Annual General Meeting was held in Perth in late April, with interstate and overseas Board members attending via Zoom. Win Jones stood down as Chairman, a position he held for eight years and was presented
with an etched glass plaque in appreciation of his dedicated commitment to JFF over 30 years. David Miller (previously Deputy Chair) was appointed to the position of Chairman. At a subsequent Board meeting, Allison Manners was appointed to the position of Deputy Chair.

JFF Indonesia The Indonesian Foundation was registered as Yayasan Kemanusiaan Indonesia in 2000. In 2014 the name was changed to Yayasan John Fawcett Indonesia.
JFFI has two Trustees, being John Fawcett’s daughters, Susan Fawcett and Catherine Saccone, a Supervisor, and a Management Board of three senior staff
members. All programs are run in Indonesia under the management of JFFI. Funds for JFF’s work are also raised in Indonesia
