WHO WE ARE The John Fawcett Foundation (JFF) is a humanitarian not-for-profit organisation that assists needy people in Indonesia, with its main focus on sight restoration and blindness prevention. JFF Is registered in Australia, Indonesia, the United Kingdom and the USA.

WHAT WE DO JFF offers its assistance to people in the lower socio-economic group free of charge and without religious, political or ethnic consideration. The Foundation’s headquarters are in Bali, Indonesia, and its humanitarian projects include Sight Restoration and Blindness Prevention, Corrective Surgery, Prosthetic Eyes and Technology Transfer.

WHERE WE WORK While JFF is based in Bali, its humanitarian work also extends to other Indonesian islands where people are impoverished and medical specialist services are scarce.

Chairmen’s Reports JOHN FAWCETT FOUNDATION (AUSTRALIA)

I

n 2019 we exceeded our own expectations with the funds received and the outcomes we achieved. Our existing donors continued their generous support, and we were fortunate to receive support from many new donors. We are continually surprised by the dollar volume, and range of reasons that accompany the donations. The donations are mainly from Australia, but there are more and more receipts from Indonesian sources and from our British supporters. All are most welcome, and we spare no effort in acknowledging them with grateful thanks from us and in particular from the underprivileged people of Indonesia. In Australia raising funds remains our major objective for all facets of our work and, while we have been successful, we also are always conscious of the need for our activities to be cost effective.

Our overall expenses cover a variety of items, including salaries for our hardworking Balinese staff, provision and maintenance of adequate levels of medical supplies and equipment, maintaining our fleet of vehicles in good condition, utility costs, insurances, cleaning products and general maintenance requirements. Upskilling our staff is a very important part of our activities, and we are fortunate to have the volunteer services of medical specialists, nurses and technicians to assist with this work. Our core activity is to provide eye care. This includes cataract removal and lens replacement for blind adults, a relatively simple 20-minute operation, and cataract removal and lens replacement for blind children, a more complicated procedure that requires a general anaesthetic. To find the patients we travel across the archipelago and in so doing find thousands of people with less serious eye problems that can be alleviated with eye drops and in many cases the provision of glasses. This is all provided free of charge. A life-changing ancillary function is the making and supply of prosthetic eyes for the unfortunate people who have only one eye due to a birth defect or have lost an eye as a result of an accident. The difference the provision of a prosthetic eye can make to a person’s self-confidence and future life prospects is significant.

Another important activity is the provision of cleft lip and palate operations to young children born with a facial deformity. This free service is provided in a hospital in Denpasar by a skilled local surgeon who has been trained in this speciality by volunteer Australian medical specialists. To see the look in the eyes of parents when they see their ‘repaired’ child is truly something to behold. These same volunteer specialists also conduct surgical training sessions where patients who have been seriously burned and suffer quite horrific scarring and contractions that significantly limit their mobility are treated. The Foundation’s medical work is carried out by skilled doctors supported by JFF’s experienced nurses and technicians. They are a dedicated and proud group of people. I wish that I could name them all, but you will see evidence of their work in the pages of this 2019 Annual Report. We are eternally grateful to our wonderful donors and supporters They are our lifeblood. The thousands of people that we have assisted would surely like to join me in that sentiment. Our Founder, John Fawcett, continues to look over us and retains a strong influence over the way that we carry out the work that he commenced.

JOHN FAWCETT FOUNDATION (INDONESIA) continuity of our ongoing program of giving the gift of sight to those poor people who are needlessly blind. The Prosthetic Eye Program increased its outcomes by 44% in 2019, making and fitting the eyes to people in need.

I

t is a great honour and privilege to present to all our friends, donors, partners and stakeholders the 2019 Annual Report. In our 2018 Report we noted that we had performed 4.5% more cataract operations than during the previous year, and yet in 2019 we increased by 30.8% the number of cataract operations compared to 2018. This increase was due largely to the effectiveness of our offshore programs and the support we have from the local governments in providing their medical staff to help to screen patients prior to our visits to the villages. In order that the local medical staff are able to identify operable cataracts we provide training at JFF Headquarters, and also run training sessions and seminars at the locations where our team is working. This is proving very effective and will ensure the

A big moment for all of us in 2019 was the launch of the new fully-equipped Mobile Eye Clinic, donated by Reliable Education to The John Fawcett Foundation. This also involved an upgrade of the medical equipment to enable us to provide more sophisticated services to those in need. Our services would not be so effective without support from our medical consultants. This year our volunteer medical specialists continue to provide training to the local surgeons in the corrective surgery program to help people with severe burns from Eastern Indonesia, and our ophthalmic consultants from Australia and the United Kingdom gave their time to teach the local surgeons at Udayana University and JFF medical team, increasing their knowledge of eye diseases and how to treat them. Transfer of Technology has been one of the key programs of the Foundation for many years and will continue to grow and expand to ensure the sustainability of the Foundation’s services.

In Indonesia, it is estimated that over four million people are blind with cataracts. The province with the highest rate of cataract blindness is East Java with a prevalence of about 4.1% of the population, equating to over 1.5 million people. While this is one of the focus areas for JFF, we are conscious that there are many other provinces that also have high rates of cataract blindness, in particular, the eastern part of Indonesia, where we continue to schedule programs and develop cooperative relationships with the local authorities. For the Foundation to be able to increase its services to help more people in need, we continually seek assistance from donors, businesses, organisations and granting institutions. I would like to take this opportunity to express our gratitude to all the donors, supporters and partners for your wonderful gifts to the people of Indonesia. Sight Restoration and Blindness Prevention B

lindness prevention and cataract surgery is an ongoing challenge in Indonesia, a challenge our Foundation has taken on and will continue into the future. With around four million people needlessly blind in Indonesia

and over eight million visually impaired, the challenge is a big one. The social and economic costs of these large numbers are enormous, as well as the personal difficulties of the blind individuals and those who care for them.

TAKING THE SERVICE TO THE PEOPLE IN THEIR VILLAGES JFF’s team and signature mobile eye clinics travel to remote and impoverished locations in Bali and on other islands of Indonesia,

screened for eye problems in a single day. Glasses and eye drops are distributed to those who need them, and people who are cataract

4,082 school children screened for eye problems in 2019 JFF’s team checks the eyesight of village primary school students so they can detect eye problems early, and treat them if possible to prevent them worsening. Glasses are issued to those who need them, and eye drops provided for those with infections. The team leader also takes the opportunity to educate the children and teachers about caring for their eyes and avoiding accidents.

JFF’s sophisticated mobile units take the cataract surgery to the people in their villages where

the cataract blind are operated in a sterile environment by JFF’s experienced ophthalmic surgeons

and nurses. Patients are identified at a village eye screening and operated the same day.

87 Bali village programs conducted in 2019 In Bali JFF’s team conducted 87 village programs and 15 school sessions, screening 26,043 village people with eye problems and operating 454 who were cataract blind. During a Bali village program up to 500 people are checked for eye problems, glasses and eye drops are distributed to around 60%, and up to 10 cataract-blind people are operated in the mobile eye clinic.

In 2019 offshore programs were conducted in East Java, West Java, Central Java, Lombok Nusa Tenggara Barat, Flores and Sumba Nusa Tenggara Timur. On these islands the JFF team screened a total of 29,782 village people with eye problems and 2,617 people who were blind with cataracts received sight-restoring operations.

JFF is fortunate to have a unique partnership with the Indonesian Air Force, members of which work with our team and assist with transporting our equipment and mobile clinic to remote parts of Indonesia to reach even more people in need.

2019 HIGHLIGHT World Sight Day & New Mobile Eye Clinic The World Sight Day program, held in the second week of October, was a huge event this year with the financial

support and visit of 70 Reliable Education students, some of the 350+ people who also generously donated funds

to enable the building and equipping of a new mobile eye clinic for JFF.

The program was conducted in Situbondo, East Java, where our team screened 2,848 people with eye problems, distributed glasses to 1,725 and

treated 580 for eye infections. Eight ophthalmologists (from East Java, Malang and Nusa Tenggara Barat) operated 425 cataract blind people, restoring

their sight, and JFF’s ocularist made and fitted 24 artificial eyes.

CHILDREN’S CATARACT SURGERY Fifteen cataract-blind children had their sight restored in this program in 2019. The majority of the blind children were identified in JFF’s offshore programs. Nine were operated in Denpasar, Bali, and six in Sumba, Nusa Tenggara Timur.

Corrective Surgery J

FF provides free operations to children from poor families who suffer from congenital deformities such as cleft lip and palate. In recent years the program has expanded to include burns scar release. This program is supported with discounted rates by the Puri Raharja Hospital in Denpasar and surgeon, Dr Ketut Anom Ratmaya, and is also assisted by anaesthetists from the Bali Anaesthetists’ Association who provide their services free of charge.

Prosthetic Eyes The provision of a naturallooking artificial eye restores the confidence and dignity of the patient so that he or she can have a normal life, free from disfigurement and social stigma. In 2019 JFF’s prosthetic eye technician made artificial eyes for 163 patients, 44% more than in 2018. This program is becoming more well-known, especially in East Java where our team works regularly. Most of the patients are found during our offshore

programs and our ocularist prepares the basic prosthetics in his laboratory in Bali, doing the final finishing touches and fittings in the field so that more patients can be assisted in the time available. Each prosthetic eye is custommade by hand for the patients so that they look as natural as possible and move with the other eye, so much so that it is difficult to detect which is the artificial eye and which is the real eye.

Helena College Program T

his Program was initiated in 1996 by John Fawcett and Mr Chris Brown, who was a teacher of Indonesian at Helena College, Perth, at that time. The plan was to select one or two Balinese students who had just completed their secondary schooling in Bali and send them

to Helena College for one term to experience life in Australia and to learn English and Computing, as well assisting in the Indonesian language and culture classes.

LONG SERVICE AWARDS One of the unique aspects of JFF is the staying power of its personnel. Many of the staff have very long service records with the Foundation, with several now exceeding 20 years. With such experience on our team, we are confident that we can deliver the best possible service to our patients. Two of the longest-serving staff members received awards from the Bali Management Team in January 2019. Dharma started working with the Bali Eye Program in 1991 as a nurse in the original mobile eye clinic, having just graduated. From 2005 to 2008 he was Nurse Coordinator of the North Bali Mobile Eye Clinic team, and now holds the position of Nurse and Surgery Coordinator, heading JFF’s surgical team and nurse training team. Technology Transfer and Volunteers MAINTAINING QUALITY OF SURGERY AND SERVICES JFF’s priority is to maintain the highest possible quality of treatment it can to all recipients of its assistance. Surgeons and other medical personnel working in our programs are assessed and if necessary given training in the special surgical techniques we use.

This is possible through the invaluable contributions to JFF’s humanitarian work that are made by volunteer medical specialists from Australia and the United Kingdom who travel to Bali at their own expense to pass on their skills and knowledge to the Indonesian medical personnel who work in our projects.

VISITING VOLUNTEER MEDICAL SPECIALISTS Dr Tony Moriarty JFF’s consultant ophthalmologist from the United Kingdom Dr Tony made two visits to JFF in 2019. In February Dr Tony joined our team in village programs in Bali, an offshore program in East Java, and gave guest lectures at the Udayana University. He also gave our team helpful suggestions for maintaining a high quality of service into the future.

In December he returned and joined the team for another program in East Java. He gave a symposium on Setting up a Diabetic Retinopathy Screening Service to ophthalmologists and general medical practitioners at the Rumah Sakit Bina Sehat, Jember East Java, and also gave a talk to JFF staff on recognising and treating eye infections.

Dr Jean Louis deSousa Ophthalmologist from Perth WA In June Dr deSousa gave a lecture on a specific area of oculoplastics

(orbit and eyelid surgery) and performed two demonstration

surgical cases at the University of Udayana in Denpasar.

Professor Bill Morgan Ophthalmologist from Perth WA and Director of the Lions Eye Institute In November Professor Bill Morgan, gave training on Diagnostic and Management of Secondary Glaucoma to the young ophthalmologists at Udayana University.

NATIONAL GLAUCOMA & INASOPRS MEETING JFF holds a key link in the relationship between RANZCO (WA) and PERDAMI Bali that enables technology transfer and exchanges between these two organisations. RANZCO (WA) members attended

the 7th National Glaucoma Meeting (Indonesia) held in Bali in November in conjunction with the 4th Indonesia Society of Ophthalmic Plastic and Reconstructive Surgery meeting.

This meeting was jointly held by the Indonesia Glaucoma Society, PERDAMI Bali, the Faculty of Medicine Udayana University Bali and the John Fawcett Foundation.

RELIABLE EDUCATION – DONATION OF NEW MOBILE EYE CLINIC The Reliable Education community continued its generous support during 2019, sponsoring six offshore programs in East Java, with groups of students joining

the JFF team to see firsthand the effects of their donations. The highlight of the year was the launching, during our World Sight

Day event, of Rhino #1 Mobile Eye Clinic, fully sponsored by funds raised by Reliable Education at its Brisbane Summit in March 2019.

MERIDIAN GLOBAL NEW TEAM BUS FUNDED FOUNDATION BY ROTARY AWARD INTERNATIONAL In October JFF was awarded $25,000 at the Meridian Global Foundation Giving Circle Event in Perth.

The Rotary Club of Dalkeith, WA, partnered by the Rotary Club of Denpasar, Bali, secured funds from Rotary International to have a

new 18-seater bus built for the JFF team, replacing two older vehicles in our fleet.

JFF was fortunate to be included in the recipients of the first round of Friendship Grants from the Australian Government offered in 2019 to Australian NGOs that have programs in developing countries.

This grant funded training in eye care and cataract identification for two community health nurses from East Java and an eye screening and cataract program in Banyuwangi, East Java, that was held in March, with a follow-up program in September.
