uring 2009 our main focus has been on the surgical training of ophthalmologists to strengthen the foundations of our Sight Restoration and Blindness Prevention Project. This focus meant a small reduction in the number of cataract operations we performed over the year compared to the previous year, but strengthens our skills base for future growth.

The potential capacity of this Project was significantly boosted with the donation of a new mobile clinic in February by PT Hino Motors. The new storage facility and base camp in South Denpasar has proved invaluable and has very adequately coped with the container delivery in 2009 as well as providing much needed storage facilities for supplies for our growing activities. We consolidated our two mobile clinic teams in Bali into a single team based in South Bali, supported by the Field Screening Team which identifies and refers patients for cataract operations to the two mobile clinics. Our Field Eye Screening teams worked very hard and exceeded 105,000 patients this year, a 29% increase on the 2008 figures. The teams issued 76,833 pairs of glasses during the screenings, which was 105% more than in 2008. Special programs were mass eye screenings in Lombok and in North Bali, and also on Nusa Penida, the large island off Bali’s southern coast. We have strengthened relationships with the Government of Bali, and the BKKKS (Institution of Bali Social Welfare which

comes under the jurisdiction of the wife of the Governor), several of the Government Districts of Bali and Lombok and also entered new agreements with the Armed Forces, in particular the sector which has jurisdiction over the eastern part of Indonesia. During the year we conducted several field eye screenings and cataract surgery programs in cooperation with the Armed Forces, as well as proceeding with arrangements for children’s corrective surgery programs for 2010 in military hospitals in Bali and Lombok. The Children’s Corrective Surgery Project has seen a 49% increase in the numbers operated during 2009, mainly due to increased local awareness for this assistance to those who cannot afford medical treatment. The numbers of children being assisted in the Education Assistance Program have increased, thanks to more donors helping with this vital program, and our Prosthetic Eye Program goes from strength to strength, with 80% more people helped with artificial eyes this year.

Following one of our most successful years (2009) the Foundation enters a new decade with achievements of humanitarian assistance beyond my wildest dreams.

The statistics speak for themselves, but our positive memories are the personal stories of our assistance to and resulting successes for those who were blind or had birth deformities, or those who had developed life-threatening medical problems and could not afford to do anything about it. Much of our success is due to well-developed teamwork and devolution of decision-making within a policy framework. The leadership of Bob Foord, Chairman of The John Fawcett Foundation, has been vital. Bob is gathering around him a strong group of like-minded individuals who are demonstrating their effectiveness and willingness to take on the challenges ahead. Thank you, Bob, and to each and every one of you who work with JFF and YKI. Drs Wayan Sukajaya, our Senior Projects Manager, is also a vital part of the team. With his diplomacy and understanding of Balinese and Indonesian social and political structures, he is the consummate negotiator and much of our effectiveness is due to his vision and his deep appreciation of the plight of the less fortunate in the community. Our Foundation chooses to help the greatest number of people with the funds we are given. Of our five senses, the loss of sight personally disables, reduces dignity and makes an individual dependent on others; however, from a collective point of view, when a community reaches a blindness level of 1.4% and above, the problem becomes a ‘social’ one, reducing community output, standards of living and life expectancy and adding to the financial imbalance within that community. The disturbing fact is that at least 65% of all blindness is surgically curable. The operations are simple, quick, cheap and effective -

and restore productive lives. This is our professional and social area of humanitarian aid. Also, treatment of curable blindness is the area of work in which the Foundation is most experienced and, while we are delivering valuable services in many other humanitarian fields such as assistance to desperately ill children, educational support for the poor, facial reconstruction and corrective surgery, our greatest impact is in the simple gift of sight, currently unavailable to the poor. Indonesia has a very poor record of its treatment of curable blindness and needs drastic policy changes to make any significant impact by the year 2020. However, recognition of the need for change and a corresponding political will is now becoming evident. We are fortunate to enjoy strong support from the Balinese and Indonesian Governments which are clearly developing an awareness of the social problems facing their country. Many factors contribute to these imbalances in human existence. For some the platitudes of why we have these social problems are often only excuses to do nothing and to avoid professional and moral responsibilities – we must all act now to correct the imbalances. As Mahatma Gandhi said, “We have enough to satisfy man’s needs but not enough to satisfy man’s greed”.

he key to the success of this Project is the availability of skilled local ophthalmologists and during 2009 we focused on the surgical training of new ophthalmologists, a focus we will follow through into 2010. Five newly-graduated ophthalmologists undertook wetlab training with Australian volunteer ophthalmologists, Dr Gordon Bougher and Dr Ian Spencer. Dr Wayan Dharyata continued the training in the mobile clinics over the following months. Two of the newly-trained ophthalmologists joined our surgical team – Dr Dini and Dr Cosmas – and are now working with our teams in the mobile clinics. PATIENTS SCREENED

Donated vehicles We were delighted to receive the donation of a fully fitted-out mobile clinic from PT Hino Motors in Jakarta. The clinic which was constructed in Bali was completed at the end of February and quickly incorporated into our cataract program. The official handover ceremony was held on 11 April at the Hino Motors premises in Denpasar, attended by Toshiro Mizutani, President Director, and Mrs Jayashree Ralhan, Director of Corporate Social Responsibility for Hino Motors Ltd, as well as officials from the Balinese Government. We were also delighted to receive the donation of a vehicle for the support team for the Hino mobile clinic – a 12-seater Isuzu ELF – from a Perth donor.

Surgical Training - paediatrics In four separate paediatric surgical training sessions with visiting volunteer ophthalmologists from Australia, 29 blind children were operated. Dr Bill Ward (February, November), Dr Nitin Verma (May), and Dr Raf Ghabriel (April) worked with Dr Dharyata in the Puri Raharja Hospital, Denpasar, passing on their surgical skills and new techniques.

World Sight Day – 8 October We celebrated World Sight Day in Bali with a special village eye screening and operating session in the village of Babakan in Gianyar. Members of the JFF Board, in Bali for Foundation meetings, attended the session, which was followed up by similar activities over the ensuing weeks in Amed and Nusa Penida. The Sight Restoration and Blindness Prevention Project comprises:

Field eye screening & glasses distribution Our Field Eye Screening team took on the task of locating cataract blind patients for both Bali mobile eye clinics, and embarked on a four days a week screening program, often extending to five days a week. As a result 2009 saw huge increase in the numbers of field screenings and patients assisted, with 105,138 patients being checked for eye problems over the year. Minor eye infections were treated and 76,883 pairs of corrective glasses were issued. The teams also visited primary schools, and screened 1,199 children.

Bali Mobile Eye Clinics The North Bali Mobile Eye Clinic team relocated to the south, and the two mobile clinic teams combined to work together over the whole island, supported by the Field Eye Screening team. Dr Wayan Gde Dhartata enthusiastically took on the task of leading the teams as senior ophthalmologist and over the year operated 864 patients, in addition to teaching our new ophthalmologists in the specialised skills of small incision cataract surgery. Dr Dini and Dr Cosmas joined the Bali teams through the year, and together operated 458 cataract patients.

East Lombok Cataract Program In May our Bali team travelled to Lombok at the invitation of the Governor to conduct mass eye screenings and undertake cataract surgery in the new mobile clinic donated by PT Hino Motors. Over six days the team screened over 4,500 people and operated 44 who were blind with cataracts. This Cataract Program, based in the Selong Hospital in East Lombok, continued until August with ophthalmologist Dr Endro and his hospital team, supported by YKI’s consumables and field screening team. In August, Dr Endro’s appointment as Head of the East Lombok Department of Health prompted a restructuring of the East Lombok Project to include a full mobile clinic program which could reach even more people living in more isolated areas. The screening team from Lombok and three newly appointed team members came to Bali to train in the more specialised mobile clinic work with our Bali teams, and by late November we were ready to send a mobile clinic to Lombok. To kick-start the program our Bali teams conducted another mass screening and surgery program in late December, in conjunction with the armed forces.

South Kalimantan Mobile Eye Clinic Ophthalmologist Dr Puspa continued his work in the Kalimantan Project operating 122 cataract blind patients in regular visits over the year. Two new government nurses from Kalimantan, appointed to the SKMEC Project, spent several weeks training in ophthalmic theatre work in a mobile clinic and field eye screening activities with our Bali teams. This Project is fully funded by PT Adaro Indonesia as part of the company’s Corporate Social Responsibility program.

O

ur Foundation offers free operations to children from poor families who suffer from facial and other deformities. This assistance can be a life-changing event for these children and young people, and gives them the chance of a normal life, free from disfigurement and disability. In 2009 70 children were operated in our regular monthly surgical program in the Puri Raharja Hospital in Denpasar, supported by a volunteer team of Balinese anaesthetists. Volunteer plastic surgeons from Australia also travelled to Bali to work in a training capacity with the Balinese teams focusing on particularly complicated cases.

ASSISTANCE TO DESPERATELY ILL

CHILDREN & YOUNG PEOPLE

I

n Indonesia, many families cannot afford to seek medical treatment especially for a major operation. Our Foundation offers medical treatment to children and young people from these families for certain medical conditions which will either save their life or make a significant difference to their quality of life. In 2009, 475 patients were seen at our afternoon office clinic, run by Dr Gede Sukrawan, general practitioner.The patients were assisted with referral to specialist services, advice and minor treatment or placement on our waiting lists for free operations. During the year we assisted nine children with major medical treatment or operations, including release of constriction bands, preparation of stumps for prosthetics, resetting broken limbs, infection control and colostomy reconnections.

Patient to Perth Our policy is for the patients to be treated locally wherever possible but one patient we were unable to help in Bali was little Komang, a three-year old boy who was born with his bladder on the outside of his body. With financial backing from an Adelaide supporter to cover travel and accommodation expenses, we were able to send Komang and his mother to Perth for surgery. Paediatric urologists, Dr Andrew Barker and Dr Naeem Samnakay, and their theatre team operated in a five-hour session at the St John of God Subiaco Hospital. Komang’s surgery and his three-week stay in hospital post-operatively were provided free of charge by all those involved, and we thank them very sincerely. Komang can now expect to live a normal healthy life.

Prosthetic Eyes The provision of a natural-looking artificial eye restores the confidence and dignity of the patient so that he or she can have a normal life, free from disfigurement and social stigma. Our prosthetic eye technician was kept busy during the year, making eyes for a total of 47 patients. Wayan Wijaya travelled to Lombok in November to measure, manufacture and fit eyes for 10 patients there, and returned in December with the field screening team to assist more waiting patients.

Prosthetic legs Once again, we thank Mr Alan Crumlin from the Fremantle Orthotics Service in Western Australia for his generous assistance in making prosthetics for several patients in need. The ongoing needs of these young patients as they grow will continue to be a challenge in the years ahead.

education assistance program

T

his Program assists some of the many children from poor Balinese families to stay on in school despite their families’ economic circumstances. Specific funds are received by the Foundation from donors who want to support one or more children in this program, and these funds are deposited in a local interest-bearing account from which the family can withdraw a specified amount each month to pay for school expenses for their child.The donations are at three different levels according to the level of schooling of the children. At the end of 2009, this Program was supporting a total of 576 children in school. Many of the donors who are visiting Bali take the opportunity to meet their sponsored children in locations arranged by our Program staff.

HELENA COLLEGE PROGRAM In this program, the Foundation selects two Balinese students who have completed Year 12 schooling and displayed potential to benefit from an overseas experience, and arranges for them to go to Helena College, Western Australia, for a three-month period. During their time in Australia the students stay with a host family and attend the College, learning English and computing, and assisting with the Indonesian language and cultural programs. This year the two students were Iluh Ariningsih and Gede Yasa.

he TB Consortium held its last training sessions, with a closing ceremony on Friday 20 November, for the Bali TB Training Project. This marked the end of the six-year project which was funded by the Australian Red Cross.

The Consortium’s Australian specialists trained staff from the Bali Health Department in correct laboratory diagnosis of TB and procedures for DOTS management of patients with TB and has been very successful and much appreciated by Health Department workers. They also developed and produced promotional and educational materials for TB treatment which can be used throughout Indonesia. The Consortium members spent their time working on this Project on a voluntary basis, with only their travel expenses covered by the Project funding. As a result of the drive and effort of these scientists, the program is seen as one of the most progressive health training programs in Indonesia.

equipment donations & Shipments I

n May a shipment of donated medical equipment from Fremantle, Western Australia was delivered to our new store in Sanur. A second container of equipment left Fremantle in mid-December. Prior to shipment, the donated equipment was received, sorted and held at HR Products in Canning Vale, Perth, and we are very grateful for the free use of this store and logistical assistance from HR Products. Much of this equipment is intended for use in our Foundation’s projects and the projects’ recipients, while other donated equipment such as good quality, hydraulic hospital beds, patient trolleys and wheelchairs is distributed to hospitals that treat the poor in Bali and Lombok. We are also indebted to Paccon Logistics and Maersk Sealand for their assistance with the shipments of these containers.

promotion fundraising Fundraising Function – Adelaide JFF Chairman, Bob Foord, organised a very successful fundraising function in Adelaide at the end of March. The luncheon was attended by over 200 leading members of Adelaide’s business community, as well as the Governor and Premier of South Australia. The function was an outstanding success and the Adelaide community donated over $300,000 during the luncheon. The Foundation also gained many new members for the Adelaide Supporters Group. A reception was held on the previous evening at the home of the Governor, His Excellency Rear Admiral Kevin Scarce, who hosted around 40 South Australians who support the work of the Foundation.

JFF (UK) Fundraising Jeremy Hope, voluntary fundraiser for the JFF in the UK and Trustee of JFF(UK), continued his very successful fundraising activities in the United Kingdom. 2009 was a challenging year economically in the UK, and we thank Jeremy very much for his continuing work, the results of which represent a significant percentage of our overall donations.

Harvey World Travel: ongoing support for the Foundation’s humanitarian work Harvey World Travel continued its very valuable and much appreciated financial support for the Foundation’s administrative expenses. This support enables us to allocate at least 90% of all other donations direct to project work, helping those in need.

Bequests The bequest from Frank Alwyn Hawkes which is received from the Hawkes family in monthly payments over a six year period is also very much appreciated. These funds go to the Sight Restoration and Blindness Prevention Project and are a great boost to that program. During 2009 we also received several groups of donations in the name of supporters who had passed away, and in particular would like to thank the families and friends of Helen Lumb, Brian Kirby and Bob Zarb.

Adelaide Supporters Group This group of donors from South Australia commits a significant amount of funding to the Foundation’s humanitarian activities over a three-year period and often beyond that period. Members of the group travel to Bali each year to take part in a field trip, accompanying our teams working in remote, rural areas, giving them an excellent insight into how the Foundation spends their donated funds.

Corporate Social Responsibility Programs (CSR) The Foundation’s first Indonesian CSR program was the South Kalimantan Mobile Eye Clinic, financed in full by Indonesian mining company, PT Adaro Indonesia. In 2009 we have been very fortunate to have support from PT Hino Motors CSR program in the donation of a mobile eye clinic. BIMC Hospital in Bali has also contributed as part of its CSR program, in conjunction with two Balinese specialists Dr Bramantya Karna and Dr Widyana, to operate free of charge a young boy in its theatre facility. ur Foundation staff (all Indonesian) numbered 39 at the end of 2009, including five office staff and 34 on the project teams. The Foundation has accident & medical insurance coverage for its staff which also includes a pension scheme.

We also encourage professional and personal development for the staff at all levels and facilitate this where possible. Staff get-togethers are held from time to time, and we also facilitate staff exercise sessions, which contribute to maintaining a good team spirit as well as encouraging a level of fitness. In 2009 the Bali staff received English language instruction and swimming training with visiting volunteer teachers.
