100-year-old Man Kaur shines at Americas Masters Games in Vancouver It took 100-year-old Indian runner Man Kaur almost a minute and a half to complete the 100-metre race, but she never broke her stride. And when she finally crossed the finish line at the Americas Masters Games in Vancouver, her competitors — many of them two decades younger — were there to cheer her on. Her son and fellow athletes say Kaur’s energy and drive to compete has become an inspiration to participants in the unique international event for athletes over 30. Kaur began

running at age 93 at the suggestion of her son, 78-year-old Gurdev Singh, who also competes in the Masters Games and says he knew she could become a star in her age category. She has won more than 20 medals, including snatching three golds this week, as she is the only competitor in the category for women over 100. If you’re wondering whether she holds the elusive secret to a long life, Kaur says, unfortunately, it’s what you might expect — a good diet and lots of exercise.

NRI murder suspect traced to Britain

Canadians gouged with high gas prices

A 62-year-old Indianorigin man wanted in India on suspicion of kidnapping and murdering his friend and business partner in Punjab last year has been traced to his home in Britain. Baldev Singh Deol, who was seen at his home in Wolverhampton in the West Midlands region of England, cannot be arrested because extradition papers are yet to be processed by Indian authorities, UK police said. Deol is wanted by Punjab Police in connection with the murder of 54-year-old Ranjit Singh Power, an Indian-origin hotelier from Wolverhampton who went missing on a visit to India in May 2015. While his body is yet to be recovered, his disappearance is being treated as murder. “This is an Indian police investigation. As yet, West Midlands Police haven’t received any formal request for extradition proceedings from the Indian authorities. Continued on Page 6...

While Americans have seen their cheapest summer at the gas pumps in more than a decade, Metro Vancouver drivers aren’t getting the same break north of the border. That situation is unlikely to change, given the weakening Canadian dollar, higher taxes, refinery surcharges and an increased retail mark-up by corporate-owned gas stations that just rose from nine cents to 11 cents in the past week, said Dan McTeague, of GasBuddy.com, an online site that tracks gasoline prices. With oil commodity prices tied to the American dollar and a slew of competition among refineries south of the border, McTeague says “you just can’t win in Canada.” “All of these elements explain why we have a huge price delta in what we pay in Vancouver and south of the border,” he said. “Sure (the Americans) are celebrating but they haven’t seen the tax increases we’ve seen here, and they don’t have the dearth of refineries and wholesalers like we do.” Continued on Page 6...

26% slump in Vancouver real estate sales called a return to ‘historically normal’ levels Real estate prices are no longer skyrocketing and sales are slumping in Metro Vancouver’s red hot real estate market for the second straight month, statistics released Friday morning confirm. The number of properties sold in August dropped nearly 26 per cent compared to the previous year, according to figures released by the Real Estate Board of Greater Vancouver. But according to the industry association, the decline in sales represents a return to “typical levels” and it’s too early to say if the recently introduced tax on foreign buyers is responsible for the slump. “The record-breaking sales we saw earlier this year were replaced by more historically normal activity throughout July and August,” said president Dan Morrison. From a historical perspective, last month’s sales were 3.5 per cent below the 10-year sales average for the month, he noted in a statement. “The steam has definitely come out of the market,” he said. “The trend we are seeing for several months is we are getting back to a normal Vancouver market.” “A typical month in Vancouver we will see sales of 3,000 or 4,000 per month. This past spring we were seeing sales of over 5,000 per month and that is just off the

RCMP urge end to BC vigilante groups targeting online predators B.C.’s Integrated Child Exploitation unit wants vigilante groups to leave policing to the professionals after media attention on a group of civilians who are posting the names and photos of alleged abusers on social media. Sgt. Hernan Topacio, who is head of the unit, says the team targets the “worst of the worst offenders” using the Internet to lure children for sexual purposes. He says he worries that the attention on the group of civilians who claim to do the same work can undermine police by putting the public in danger or by allowing predators to escape prosecution. Topacio says in a news release that police and vigilante groups have a common goal in identifying adults who prey on children. But he says his experience shows merely posting the name and photo of an alleged abuser on social media won’t stop the behaviour. The RCMP urges anyone aware of incidents of online child exploitation to report it to the local police or use the Mountie’s online tip line. “The greater focus needs to be placed in identifying and rescuing victims and ensuring that perpetrators are not able to victimize further,” says Topacio in the release. “Any effort should certainly extend beyond just the initial public identification.”

This is indicative of a seller’s market.” And that means despite declining sales, prices have flattened out, but not fallen significantly in recent months. “There are still more buyers in the market than there are sellers, surprisingly, so we are still seeing pressure on prices.” The benchmark price benchmark price for all residential properties in Metro Vancouver is currently $933,100, which is a 31.4 per cent increase compared with August 2015 and a 4.9 per cent increase over the past three months. The loopy world of Vancouver’s eco-mayor Mayor Greg (now Gregor) Robertson is out of touch with reality

By Barry Cooper Troy Media One of the great sources of amusement in visiting Vancouver is once again to be reminded that it is no longer the place where I went to school and was a happy UBC undergraduate. To a commonsensical Albertan, B.C. was always a bit eccentric. For example, when deer wander from Stanley Park onto the mean streets of the city and get smacked by a car, the park board undertakes obsequies regarding their “tragic passing.” Even stranger, instead of being a source of moderation, today the mayor of Vancouver incarnates the epicentre of its weirdness. Under the leadership of Mayor Greg (now Gregor) Robertson, the City of Vancouver has encouraged restaurants to install more communal tables. Following the recommendations of the 22-person Engaged City Task Force, Robertson says Vancouverites need to get more “engaged.” Why? Well, according to the report, rising sea levels and the looming Big One will ensure disaster if the locals are unable

to “engage” with one another. Dining with strangers will address the engagement deficit. Bike lanes without number afflict the city. Cars are clearly unwelcome. To help ensure fewer cars, Vancouver has increased the price of parking permits in the West End from $80 a year to $700. There are 16,000 vehicles registered in that part of the city and 22,000 private off-street spaces. In response, Mayor Robertson supports a city-subsidized bike-rental program. In addition to pledging to make Vancouver the greenest city on the planet, Robertson also seeks to rid it of homelessness. This is not connected to the notorious 15 per cent additional tax that offshore property purchasers have to shell out, but a measure to ensure the indigent population mainly living in the Downtown Eastside are out of the rain. For many years the Portland Hotel Society, named for a landmark short- and long-term residential hotel, was at the forefront of providing space to the homeless. After receiving more than $20 million in

government funding, the society spent a handsome sum sending the co-executive directors, married to one another, on a pleasant cruise down the Danube, along with a trip to Disneyland and a relaxing time at the Plaza Hotel in New York. On the green front, under Robertson’s gavel, I am pleased to report that Vancouver beaches are less polluted with e-coli this summer than last year and the year before when both English Bay and West Van were closed to swimmers. Unfortunately, partypooper hotels still provide visitors with “no swimming” advisories and instruct visitors to check the bacteria count. Robertson’s main pseudo-achievement to date is saying “no” to the expansion of Kinder-Morgan’s pipeline to Burnaby: “There’s nothing the company can do to make this acceptable to the West Coast.” He also opposes building new coal export infrastructure in the Port of Vancouver. Coal has been transported through this port for a century. He was joined in his opposition to Kinder-Morgan by the mayor of Burnaby, Derek Corrigan. Kinder-Morgan has been operating in Burnaby for 60 years. Neither of these self-promoting municipal politicians mentions that shipping resources through the port supports nearly 100,000 jobs and $6 billion in earnings. They don’t care. They have a higher calling. More recently, Mayor Greg, a graduate of Colorado College - full disclosure, I have taught there and think CC is a great place - played the anti-American card. KinderMorgan is not a major contributor to the B.C. and Canadian economy, but “a Texas oil empire,” self-evidently a bad thing. Calgarians may have their doubts about Mayor Naheed Nenshi, but for the most part - and bike paths aside -heis still in touch with reality. A report by GasBuddy notes American motorists have seen the lowest gas prices leading up to Labour Day since 2004, saving $18.9 billion over the same time last summer, mainly because of increased supply outpacing demand and renewed competition between oil-producing companies to win market share. GasBuddy data suggests that since 2005, U.S. gas prices between the end of August and Labour Day have dropped seven out of ten times. Over the same time period Metro Vancouver has seen fluctuating prices ranging from $1.05 a litre to $1.17 between 2005 and 2010, then surging as high as $1.43 per litre in 2014 before dropping to $1.18 per litre last year. Gas prices are now hovering around $1.23 per litre in Metro Vancouver. While drivers can still get a break if they

head south of the border to fill up, McTeague said they would still likely pay more if they use a Canadian credit card. Gas prices in Blaine or Bellingham, for instance, are now at about $2.70 per gallon (84 cents per litre) but if the gas is purchased with a Canadian credit card McTeague said motorists would pay 94 cents a litre because of a higher refinery surcharge. Amanda Allison, who works at a Shell station in Blaine, Wash., said about 85 per cent of their customers are Canadian, and they usually see drivers year round. McTeague said he expects the price situation will prompt even more people from Metro Vancouver to head south of the border to fill up, rather than buying gas at home. “It’s not that consumption is necessarily down,” he said. “There are more efficiencies, but people are moving south with their cars.”

English ousted as Wellington Court language dispute escalates

A battle between English and Mandarinspeaking condo owners in Richmond, B.C. is heating up. An agreement to hold strata council meetings at Wellington Court in English has been overturned. The dispute got so heated, personal and nasty in the comment section of the GoFundMe page set up to finance a human rights battle over the language dispute — the page was pulled down by the site. When the complex’s council decided to hold council meetings in Mandarin only a year ago, four homeowners filed a human rights complaint. The English speakers said they felt unwelcome and are being “racially discriminated against” by the new council elected July 2015, which conducted all business in Mandarin only.

Andreas Kargut, owner of one of the 54 units in the Heather Street building, said he felt like an “outsider.” Things seemed to improve, but this week took a turn again. “This has been very hard on myself and my family,” said Kargut. Hard work to compromise, ignored Wellington Court homeowners worked hard to come up with a compromise since a dust-up over a Mandarin-only meeting planned last December 8, he said. They were told that going forward English would be spoken at meetings and a translator would be there for the one person who spoke only Mandarin. Then during an annual general meeting on Aug. 29 a new motion surprised English speakers in the building, said Kargut. The use of English was voted down. “Usually anything to do with money [strata members] just go No! No! No! No!” said Kargut, but this time the vote was no for English-speaking meetings. “It’s telling us that we wish to make sure that not everybody understands what is going on,” said Kargut who is not giving up saying he has the right to understand the decisions made in the building where he owns a home. So now the case moves forward to the human rights tribunal, where Kargut expects there will be a push to dismiss the entire case.

Ontario mother, daughter die in horrofic crash Monday morning started off like any other work day for Pradeep Guruge, but it ended with the loss of his wife and one of his daughters in a horrific car crash. His wife, Inoka Athuraliya Liyana Waduge dropped him off at the Markham Go Station. His four-year-old daughter, Savani Guruge, was also in the car. “I kissed both of them goodbye like any other day.” He had no idea that would be the last goodbye. On the way home, the mother and daughter were involved in a two-car collision at 16th Avenue and Bur Oak Avenue. It happened just after 10 am. Guruge was at work when he got a call from home. “My other daughter said there is a police officer here. He talked to me and he said there is an accident and he wanted me to come to the hospital.”

When he arrived Guruge says he was told his wife had died. He then went to Sick Kids Hospital, where his daughter had been taken and there he was told she too had died. “it’s very hard to stop all the memories that are coming to my mind.” The family moved to Markham from Sri Lanka 10 years ago. Inoka stayed home to care for their two kids during the day and worked evenings and weekends at a local McDonald’s. “She was a very helpful person. She used to help everyone and she was very caring and she looked after everything because I leave home in the morning and come back in the evening and she looked after me and my kids,” Guruge said. Savani Guruge had just finished Junior Kindergarten at Black Walnut Public School. She would have started senior kindergarten next month.

“My daughter was very playful. She wanted to spend time outside, all the time,” Guruge said. “I wanted my daughter to grow up.”

Guruge says a public viewing will be held on Saturday at Chapel Ridge Home on Woodbine between 6 pm to 9 pm. “They have been loved by everyone in the community, even the neighbourhood, so everyone misses them so much.”

Police and ICBC launch new province-wide campaign to combat distracted driving Following the recent introduction of tougher penalties for distracted driving, ICBC, the province and police across B.C. are launching a new month-long campaign. Distracted driving is now responsible for about a quarter of all fatal crashes in B.C. Police will be ramping up their enforcement and “cell watch” volunteers will be along the sides of roads reminding drivers to leave their phones alone, according to a statement from ICBC. At community events, ICBC will have road safety coordinators who will invite people to try a driving simulation that demonstrates how using a cellphone can affect one’s ability

BC Gov’t helps communities impacted by logging shortfall Despite an announcement to keep the province’s forest sector competitive, the government is readying to help logging-dependent communities affected by an impending timber shortage. Forests Minister Steve Thomson appeared on CBC’s Daybreak North to discuss measures the government is taking to ensure communities affected by reductions in the annual allowable cut remain economically stable. “People know this day has been coming,� said Thomson. “As part of the plan, we will be consulting directly with communities, and

we’re looking at how we help diversify the economies in those communities.� According to the province, harvest levels are expected to decrease substantially in the Cariboo, Omineca, Thompson/Okanagan and Skeena regions. The decline comes after a surge of logging operations that were meant to extract timber that was devastated by the mountain pine beetle. The province now expects a 20 per cent decrease in the allowable cut from preinfestation levels, and says it could last for nearly five decades.

GDP shrinks 1.6% as Canada’s economy has worst performance since financial crisis

The Canadian economy shrivelled in the second quarter to its worst performance in seven years, Statistics Canada said Wednesday. The federal agency said real gross domestic product fell at an annualized rate of 1.6 per cent in the three-month period, due in large part to the wildfires that destroyed parts of Fort McMurray. That’s the biggest quarterly decline since the second quarter of 2009 when Canada was in the midst of the global financial crisis. The contraction reported Wednesday compared with growth at an annual pace of 2.5 per cent in the first quarter, which was revised from an initial

reading of 2.4 per cent. Economists had expected a drop of 1.5 per cent in the second quarter, according to Thomson Reuters. The drop in GDP came as exports of goods and services fell 4.5 per cent in the quarter following a 1.9 per cent increase in the first three months of the year. Exports of goods were down 5.5 per cent, while exports of services grew 0.6 per cent. Already hurting from the drop in energy prices, the Alberta wildfires dealt a blow to the energy sector, forcing the evacuation of Fort McMurray and shutdown of several oilsands operations in the region.

Nusrat Jahan was only two blocks from her family’s apartment when she was struck by a Tomlinson construction truck and pinned under its back wheel at the intersection of Lyon Street and Laurier Avenue West around 7:45 a.m. ‘She meant the world to us. In our family, she was the most beloved’ The 23-year-old is described by her loved ones as bright, “very honest and selfless.” Despite her age, she cared for everyone around her and just yesterday had made a cake for her parents. “She would take care of everyone else,” said her brother Mohd Abdullah Al Nasser.

“Everyone is devastated. We can’t believe that this happened.” “She meant the world to us,” he added. “In our family, she was the most beloved of all of us...because she was always the smallest. Even though she was 23. She was our little baby.” Jahan came to Ottawa with her family from Bangladesh three years ago. Her father is an administrative accountant for the Bangladesh High Commission. The 23-year-old was following in her father’s footsteps and was on her way to accounting class at Willis College when the tragedy struck. She had plans to attend Carleton University’s Masters program in January and already had a bachelor of business administration from a university back home.

BC trial over private health care could reshape Canadian medicare Two of the eight plaintiffs have died, the designated judge has changed three times and the trial has been delayed numerous times since legal action began nearly eight years ago. But a constitutional case that could fundamentally change how health care is delivered in Canada finally goes to trial Tuesday in B.C. Supreme Court. At the heart of the case is whether patients have a constitutional right to pay for their medically necessary treatment in private surgery centres, thus bypassing long

waits for many non-emergency operations in the public system. The trial before Justice John Steeves is scheduled to last at least four months with evidence from nearly 200 witnesses. When the lawsuit was filed against the B.C. government by the private Cambie Surgery Centre in 2009, then health minister George Abbott said the province would “vigorously defend” laws meant to prevent patients from using their own money to get expedited care in private clinics.

Home sales fall in Metro Vancouver after tax Sales of single family homes dropped by half last month across several parts of Metro Vancouver, but it’s too early to call a long-term cooling trend, says one industry expert. According to Nancy Beaton, the

president of SnapStats, preliminary numbers indicate that sales of single family detached homes have dropped by 47 to 54 per cent in Vancouver, Richmond, Burnaby and Surrey. These numbers compare July 2016, sales and sales in August, 2016. The August

numbers exclude the last day of the month. The average median sale price dropped three per cent across the four markets, following the B.C. Liberal government’s introduction of a 15 per cent tax on foreign buyers in late July, she notes. Beaton says one of the most interesting insights from the data is for the first time in three years, the West Side of Vancouver is “officially a buyer’s market” for detached homes. The SnapStats sales data comes just one day ahead of the Real Estate Board of Greater Vancouver’s full monthly sales report. According to the data, on the West Side of Vancouver 57 homes sold by August 30, compared with 108 in July. The median price of detached homes sold in the desirable neighbourhood also fell from $3.52 million to $3.42 million.

5,000 jobs gone in four months, says Vancouver Home Builders’ Association People who build homes in Metro Vancouver say they are bracing for serious losses over the next few months, as the effect of the 15 per cent real estate tax on foreign buyers penetrates the market. Bob de Wit, CEO of the Greater Vancouver Home Builders’ Association, is predicting the loss of 5,000 jobs in the region by the beginning of December. That’s about 10 per cent of approximately 50,000 people in the region directly involved

in the home construction trade, including electricians, plumbers and framers, among others. De Wit said within days of the tax announcement in late July, building contracts started to vanish. “I was surprised at how quick it was,” he said. “The very next day we were getting emails from our members about contracts falling through.”

Judge acquits man accused of threatening to kill Justin Trudeau’s wife, female MPs A man from southwestern Ontario has been acquitted on charges of uttering death threats against Sophie Grégoire Trudeau and 10 female members of Parliament while he was on a VIA train earlier this year. James Martin Platts, 57, of Chatham-Kent was arrested in Coburg on Jan. 5 after another passenger on the Ottawa to Toronto train notified VIA staff when she noticed him pacing around and allegedly heard him utter the words “kill the 10 female MPs” followed by “… and the PM’s wife” during a conversation on his cellphone.

Coburg police arrested Platts at the terminal and later charged him with two counts of uttering threats to cause death. Police also seized a cellphone, laptop computer, six paper notebooks, and hundreds of scraps of papers filled with writing. Witness Mary Sutherland, identified by the Northumberland News as an Ottawa English teacher, testified she was so alarmed by what she was overhearing from the man seated in front of her that she started to jot down what he was saying on a sheet of paper she had been using as a bookmark.

Inflation will erode value of Liberals’ new child benefit, budget watchdog says Canadian families will see their payments slowly erode over time under the Liberal government’s new child benefit program, says Parliament’s budget watchdog. In a report released today, the parliamentary budget officer says the benefit doesn’t

automatically adjust to account for inflation, which means the number of families who qualify will also decline in the long run. The original three benefits that were replaced by the new system — the universal child care benefit, the Canada child tax benefit and the national child benefit supplement — were all indexed to inflation. The changes that ushered in the Canada Child Benefit removed that index, meaning that over time, inflation will reduce the buying power, or so-called “real value,” of the monthly payments, the report says. While 91 per cent of Canadian families are eligible for benefits this year, that will fall to 86 per cent by 2021, and will continue to decline as some families see their income levels rise high enough to no longer qualify for the benefit, the report says. The PBO predicts that by 2025, the new

Liberal benefit will cost less than the three programs it replaced, including the universal child care benefit. The benefit is expected to cost the government $22.4 billion next year — the first full year it will be in place. In five years, as a result of the declining number of eligible families, that number falls to $21.5 billion, the report says. Were the new benefit to be indexed to inflation, the net cost over the next five years would have been $42.4 billion, instead of the $17.2 billion the PBO forecasts. The federal government has said it will start indexing the Canada child benefit in 2020, a commitment that was affirmed in a statement Thursday from Social Development Minister Jean-Yves Duclos’s office in response to the PBO report. The new benefit, a central plank in last year’s Liberal election platform, kicked in on July 1. The government says the new benefit provides the average family with $2,300 a year, with a maximum of $6,400 per child under six going to families with net incomes of less than $30,000. The value of the benefit drops as incomes grow, phasing out entirely around $189,000, according to the government’s online benefits calculator. The PBO report acknowledges that the number of families who qualified for the original benefits also declined somewhat over time, since incomes tend to grow faster than inflation. The Liberals say the benefit will cut the child poverty rate in Canada to 6.7 per cent from 11.2 per cent by this time next year, once families feel the full effect.

Canada Post, postal union reach tentative deals Canada Post and the Canadian Union of Postal Workers have reached tentative agreements, averting the prospect of a labour dispute that has loomed over the talks for months. In a statement, Labour Minister MaryAnn Mihychuk says the agreements were reached “voluntarily,” but provides no other details about the deals themselves. The issue of differences in paycheques for rural mail carriers — most of whom are women — and urban letter carriers had been at the forefront of protracted contract talks between the two sides. The negotiations were extended twice since the weekend, when a deadline expired on a 72hour job action notice issued last Thursday by the Canadian Union of Postal Workers.

The two sides were in talks nearly around the clock at the request of a special mediator appointed Friday by Mihychuk. Canada Post described the tentative agreements as short-term. It said they are for two years and that four-year contracts were typically negotiated in the past. “The agreements will avert a work disruption, bringing muchneeded certainty in the postal system for our employees and customers,” said Canada Post in a statement. “Canadians can now use the postal system with confidence.” The tentative agreements, however, still must be ratified by the members. The Canadian Union of Postal Workers is Canada Post’s largest union, representing more than 50,000 postal workers.

Cocaine laced with fentanyl a growing concern 9 overdoses in 20 minutes in Delta Sometime in the early hours of Thursday, a group of nine friends met in Delta and scored some coke. They then went their separate ways to party at four different houses in South Delta. At some point, they all snorted a line of cocaine, they all overdosed and eight of them ended up in the emergency room in respiratory distress. Paramedics were swamped as they attended the four locations, administering the opioid antidote naloxone to eight of the patients because the cocaine was believed to

be tainted with fentanyl. None of them died, but one person was found in critical cardiac arrest. The 20-something revellers had one thing in common. Police believe they were casual cocaine users and not habituated opiate users. Young adults out for a good time. But with the deadly opiate fentanyl being mixed into everything from a gram of coke to a hit of ecstasy, what started out as a good time with a perceived harmless-in-small-doses party drug ended up in a trip to the hospital.

City permits make Surrey most expensive to build townhouses Surrey was the most expensive city in which to obtain permits for a mid-sized group of townhouses, while Vancouver was the slowest to grant approvals, according to builders’ experiences. The findings were among those discovered in a multi-year series of reports authored by SFU researchers who collaborated with the Greater Vancouver Home Builders’ Association (GVHBA) and a dozen participating municipalities. Associate SFU Prof. Meg Holden, coauthor of the Getting to Groundbreaking series on municipal permitting, said the reports were meant to discover ways to speed up a backlog of 69,500 housing units awaiting approvals in a half-dozen Metro municipalities. “We completed two rounds of research and found that the wide variety of practices causes frustration among builders,” Holden said. In one study, researchers asked participating municipalities to list the cost of fees for a hypothetical 22-unit townhouse on a half-hectare site. The GVHBA 2016 report: The Getting to Groundbreaking reports continued in 2016 with a paper about how regulations for apartment buildings could be made to work better for builders, consumers and local governments. Surrey’s municipal fees and charges were the highest at $742,000, while Port Moody and White Rock came in lowest at $184,000. The report said that costs in outlying

areas like Surrey are higher because major infrastructure works such as pipes and roads tend to be less developed than they are in the metropolitan core. Home Builders CEO Bob de Wit said other aspects make Surrey a good place to do business. “Although the costs are higher, the ease of doing business is good. It’s not all about fees and the amount of time it takes to get a permit,” he said. The amount of time spent waiting for building permits varied widely. Construction firms reported their “actual experience” in waiting for townhouse building permits was more than 90 weeks in Vancouver; however, data supplied by Vancouver said “average” waiting times were about 50 weeks, close to the municipal norm. The size of amenities which municipalities required also varied widely in a second study which asked cities about a hypothetical 60unit, four-storey wood frame apartment building on a one-quarter-hectare lot. Space requirements for outdoor amenities were highest in Delta with 14,455 square feet, 716 square feet bigger than the building footprint, while Maple Ridge required only 646 square feet. De Wit said the reports “are important. (But) Some cities weren’t crazy about being compared,” he said. “A wide array of innovations were adopted in 2015 by municipalities to improve the efficiency of their approval processing.”

Health Minister Terry Lake is the second senior cabinet minister in Premier Christy Clark’s government to announce he won’t be running in the B.C. election next spring. The B.C. Liberal Party confirmed Thursday that Lake is retiring, joining Energy and Mines Minister Bill Bennett. Lake was first elected in 2009 and served as environment minister before being appointed to the health ministry. B.C. Liberal backbenchers who have announced they aren’t running again include Comox Valley MLA Don McRae, Vancouver-Langara MLA Moira Stilwell and Peace River North MLA Pat Pimm.

On the NDP benches, Esquimalt-Royal Roads MLA Maurine Karagianis also confirmed Thursday she will retire after three terms. She joins NDP veterans Columbia RiverRevelstoke MLA Norm Macdonald, Cowichan Valley MLA Bill Routley, Skeena MLA Robin Austin, Burnaby-Deer Lake MLA Kathy Corrigan and oneterm Burnaby-Lougheed MLA Jane Shin. Vancouver police officers cleared in fatal 2015 shooting in Downtown Eastside

The civilian body that investigates policeinvolved injuries and deaths in British Columbia says it will not seek charges against a Vancouver officer involved in a fatal shooting.

A report from the Independent Investigations Office says the shooting happened on April 9, 2015, as police were trying to arrest a knifewielding man suspected of stabbing several people. During the arrest, the 26-year-old Edmonton man was shot and died at the scene in Vancouver’s Downtown Eastside.

The chief civilian director for the police watchdog has ruled the matter should not be referred to the Crown because an offence was not committed. However, the director is forwarding a complaint to the Office of the Police Complaints Commissioner over the time it took two of the officers involved in the case to write duty-to-account reports describing the shooting. The Independent Investigations Office says the case appears to be an example of a pattern where Vancouver officers, members of the RCMP and police in two other municipal agencies haven’t provided the necessary reports or notes outlining their part in a critical incident. It says the reports can form vital evidence during an investigation and cites a Supreme Court of Canada decision that “police officers do have a duty to prepare accurate, detailed and comprehensive notes as soon as practicable.”

Marijuana grow-op cost $135,000 in damages A Coquitlam woman says she has incurred $135,000 in damage to her rental property due to a medical marijuana grow-op licensed by Health Canada without her knowledge or consent. And she says the federal government’s new regulations leave the door wide open to continued abuses, especially in B.C. where the number of state-sanctioned grow-ops has increased exponentially. “I don’t want this to happen to other property owners,” said the woman, who shared documentation of her plight but spoke on condition of anonymity. She said she’s convinced there are many other victims who won’t report the problem due to fear that their home’s property value will plunge. Urging landlords to amend their rental agreements, she said they should insist on bimonthly inspections and clauses prohibiting the manufacture or storage of drugs, whether legal or illegal. “The government has taken the position that homeowners do not have the right to prevent their homes from being turned into

commercial-scale grow-ops, or even know about it,” she said Tuesday. “People need to protect themselves.” A B.C. lawyer who successfully fought the former government’s attempt to crack down on state-sanctioned home grow-ops, meanwhile, said the lack of a requirement for landlord consent is a “defect” in the new regulations. But Abbotsford lawyer John Conroy, lead counsel in the Allard vs. Canada case that led to the new regulations, amended his comment in a subsequent e-mail exchange, saying a consent requirement could have an “unreasonable” impact on renters. He said he hopes the Trudeau government, which said the August regulations were an interim step en route to pot legalization, will resolve the dilemma. “It seems to me there are valid concerns on the part of the owners and tenant-patients in the current market that will hopefully ultimately disappear in a legal market.” Health Canada’s new regulations, which took effect last week, were in response to the Federal Court of Canada’s Allard decision in February.

Half a million people going hungry in BC - report The bank account is empty. There are two days left until payday. There are hungry children to feed and only crackers, peanut butter and a can of soup in the cupboard. In 2011-12, this was the reality for roughly one in 10 B.C. households, or about half a million people, according to a report from the University of Toronto and B.C.’s Provincial Health Services Authority released Wednesday. Many of those people live in rural regions of the province where there are no food banks. Most have jobs. And because food and housing prices have increased significantly since 2012 while incomes have stayed relatively constant, experts say there’s little reason to believe the situation is any better today. Food insecurity, in its mildest form, means not being able to afford healthy, nutritious food at certain times of the month. At its most severe, it means skipping meals or just going without. The report, which used data from the Canadian Community Health Survey collected between 2005 and 2012, found the rate of food insecurity in B.C. was higher for families with children, affecting about one in six of these households. These families were more likely to report poorer health in general and higher rates

of anxiety and depression. Food insecurity was a bigger problem for households in northern B.C., affecting one in six families in the Northern Health region and one in four families with children. Food costs more in the north because of the distances it has to travel, said Flo Sheppard, chief dietitian for population health at Northern Health. Northern residents paid a monthly average of $1,032 to feed a family of four a standardized nutritious selection of food in 2015, according to a report released earlier this year by the Provincial Health Services Authority. This compares with a provincial average of $974. Food was most expensive in the northwest and northeast of the province, while the northern interior, which contains the urban centre of Prince George, was on par with the B.C. average. Food was least expensive in the Fraser Valley. “We’ve got some communities where the sole grocery store has just closed down, so that will influence food cost as well and not even within the measures of this report,” Sheppard said of conditions in the north. “If you’re having to travel 60 kilometres or 100 km to get to your nearest grocery store, that factors into the cost of your food.”

Canadian gets kidney in China after three days A Canadian patient’s receipt of a kidney transplant after waiting just three days during a recent visit to China raised an immediate red flag among surgeons at the Montrealbased Transplantation Society: A turnaround that quick indicates the organ likely came from the body of an executed prisoner. The case adds to doubts among many doctors internationally about whether China has met its pledge to stop harvesting the organs of executed inmates. The practice

is widely condemned by the World Health Organization and others because of concerns over coercive practices and fears it could encourage executions. China officially claims it ended the harvesting of executed inmates’ organs in January 2015. Some foreign doctors who have worked in China say authorities are behaving more responsibly,

but other observers say China hasn’t done enough to prove that it’s fulfilled that pledge. China sought to use the Transplantation Society’s decision to hold its annual meeting in Hong Kong this month as validation of

But Dr. Philip O’Connell, the society’s president, rejected that interpretation, even if it appeared some reforms had been successful. “We realize that this isn’t going to change in a day,” O’Connell said. “It’s not going to go from a system that was using organs from executed prisoners, that was driven by corruption and where organs were being paid for … to a system that’s completely open, transparent and ethical.”

New bike lanes are being considered for Vancouver, including some that would travel along key driving routes. The proposed lanes would criss-cross Grandview-Woodland in the city’s east side along Nanaimo Street, Victoria Drive, Powell Street and a handful of side streets, according to the Grandview-Woodland community plan recently passed by city councillors. The plan does not list timelines for the routes and city staff could provide no dates Wednesday, but some are listed as being of higher priority than others because they fill gaps in the biking network or connect key destinations. Among the priority projects is a bike lane that would travel along Powell Street between Clark and Woodland drives, before moving to quieter roads. The lane would connect the Powell Street overpass to Wall Street. Plans to put a bike lane along Commercial Drive have drawn fire over the last few months but that route, as well as a twoblock stretch of Graveley Street, are also listed as priorities for the city. The Graveley Street section would connect the existing Woodland bike lane to the northernmost end of the Commercial Drive route. It could also be used to connect Commercial to Victoria Drive.

Bangladesh police kill Canadian accused of masterminding Dhaka attack Police in Bangladesh killed three suspected militants Saturday, including a man they identified as a Canadian accused of masterminding a deadly attack on a cafe in Dhaka last month. Top counterterrorism official Monirul Islam said police raided a two-story house near Dhaka and killed the suspects early Saturday. The dead included Tamim Chowdhury, a Bangladeshi-born Canadian, who police allege was one of two masterminds of the July 1 attack on a popular restaurant in Dhaka that left 20 people dead. The militants belonged to the banned group Jumatul Mujahedeen

Doctors want THC in recreational marijuana regulated The Canadian Medical Association says 72 per cent of doctors who responded to a survey it conducted want the federal government to regulate THC levels in recreational marijuana. A total of 788 doctors, or 19 per cent of the association’s membership, responded to the survey earlier this summer, the group’s annual meeting heard Wednesday.

Dr. Jeff Blackmer, vice-president of medical professionalism at the association, said the survey was based on federal Health Minister Jane Philpott’s request for feedback from physicians. “We really want to take a public health view to this and represent the views of physicians the same way we would on other issues, for example, smoking or alcohol use,” he told the meeting. “It’s not to say that we do or don’t support legalization, it’s to say if it is legalized, here’s what we think that should look like.” Blackmer said doctors who responded to the survey were split on whether the

government should combine recreational and medicinal marijuana regimes or deal with them as separate issues as part of legislation that is set to be introduced next spring. Over 57 per cent of survey respondents said they did not want medical marijuana to be sold in health-care settings, such as pharmacies. “The feeling was that that would send the wrong message, that in fact recreational marijuana was somehow equated with other types of pharmaceutical products,” Blackmer said.Forty-seven per cent of respondents said pot should be distributed in non-health care settings, such as liquor stores, where there would be regulatory controls on who could buy it, along with requirements for identification. Ontario Premier Kathleen Wynne has mused about selling marijuana through the province’s liquor stores. In British Columbia, the B.C. Government and Service Employees’ Union and the B.C. Private Liquor Store Association have joined forces to advocate for the right to sell recreational cannabis through public and private liquor stores. Doctors responding to the survey were also divided on whether people with medical exemptions could grow their own marijuana. However, a new law that came into effect on Wednesday allows users with a medical exemption to grow a limited amount of the plant or have someone else cultivate it for them.

A University of Windsor convocation record shows a student with the same name graduated from the school with an honours chemistry degree in 2011.

Vancouver couple killed in downtown crash The husband and wife killed in a horrific car crash downtown Monday ran a Vancouver accounting office before retiring about seven years ago. Matthew Ma, 68, and his wife Linda, 70, were killed when their Lexus SUV left the road, hit a tree and then wrapped around a light pole at Seymour and Davie streets at about 5:30 p.m. Three pedestrians, all in their 30s, were injured by flying debris and the falling tree. Their injuries ranged from cuts and bruising to a broken leg and a punctured lung. A professional colleague told Postmedia that Ma ran a Pender Street accounting

firm before retiring. His wife also worked in the office. Their only child, a daughter who lives in California, is arriving in Vancouver Wednesday to plan her parents’ funeral. Acting Sgt. Brian Montague said postmortem exams will help police determine whether the driver had a medical condition, while information from the SUV’s event data recorder and the airbag control module will help determine the exact speed the car was travelling while northbound on Seymour Street, just off the exit from the Granville Street Bridge.

Vancouver taxi driver beaten by passengers The third time Gurmail Singh’s drunk passengers opened the door of his moving taxi to get some fresh air, the veteran cab driver had had enough. It was around 2:45 a.m. last Sunday, and Singh pulled to the curb on Nelson Street, about a block from Granville Street in downtown Vancouver. He told his

four passengers to get out, sober up, then call a different cab. It was just too unsafe to drive with the door open, he told them. Moments later, Singh says, he was sprawled out on the street, bloodied and being kicked. The 15-minute police response to the attack has Singh questioning whether officers put a higher priority on the needs of other citizens than those of cabbies. It’s a claim that police reject. Singh has driven for MacLure’s Cabs for more than 14 years. Because he drives the night shift, he spends a lot of time shuttling passengers home from the downtown core. Drunk fares are a regular part of the job, but if there’s any fighting or verbal assault, it’s usually between the passengers, Singh said in an interview. But Singh says he was the target on Aug. 21. Singh said he had stopped near Davie and Burrard streets to pick up four passengers — two men and two women — one of whom was so drunk that she couldn’t hold herself up. Singh told the passengers he was worried the woman would be sick in his car, but they said she’d be fine. They gave him a pair of East Vancouver addresses and he headed off. A few blocks down the road, the woman said she was feeling sick. One of the men — who claimed to be the woman’s husband — opened the rear door and pushed her head out the cab, said Singh, who quickly stopped the car. This pattern played out twice more before Singh finally asked them to get out and offered to ignore the $6.90 fare.

Accused in crossbow killings robbed banks after racking up debt in romantic relationships The man charged with killing his mother and two brothers in the so-called crossbow slayings turned to robbing banks in 2009 to pay more than $60,000 in debts he’d largely accrued in two romantic relationships, according to parole and bankruptcy documents. Brett Ryan accused of killing his mom, 2 brothers in Scarborough crossbow slayings Brett Anthony Ryan, 35, was diagnosed with depression when he had psychological counselling during the 15 months he spent in jail and reports said depression over his debt burden was a factor in the robberies. Before he was released on day parole in April 2010, he was termed an apparent model prisoner who was considered at low risk to re-offend, Parole Board of Canada documents show. A psychiatric report entered into his January 2009 sentencing hearing found that he showed no signs of aggression or violence, but a psychologist noted in jail that he’d had

issues with unhealthy romantic relationships. Ryan now stands charged with three counts of first-degree murder in east Toronto, charged exactly three weeks before he was to be married. The couple met before Ryan’s parole would have ended. He would have had to report the relationship to his parole supervisor as a condition of his release, because the board considered a past breakup a trigger for the robberies. “The board noted that you had undergone a number of personal and financial setbacks and that, rather than being open about these factors, you chose not to share these concerns with your family or others, and believed that robbing banks was your only way out of your dilemma,” a November 2010 parole decision reads. “You told the board that you had invested everything in your two previous relationships and were let down on both occasions.”

Langley dog fight ends with owner killing animal attacking his pet The RCMP says a dog died in Langley after it attacked another dog and a man in a local park. In a news release, the RCMP says it’s believed the Cane Corso died while it was being held down by the owner of the dog that was attacked. Police say they received a report shortly after 4:30 p.m. Tuesday of the Cane Corso attacking a retriever and its owner in Noel Booth Park. Police say the owner of the dog that was attacked did not require medical attention for his injuries. Jenny Ramirez, an animal control officer from the Patti Dale Animal Shelter, says a witness reported a person and a dog had been bitten by a loose dog. She says the owner of the attacking dog arrived shortly after the incident. Both animal control and the RCMP declined to release further information, saying the incident is still being investigated by the Langley Animal Protection Society.

Fraser Health takes the offensive against substance use Fraser Health has recently opened 50 new substance use recovery beds — including a dozen for pregnant women — and will today launch a pair of new posters in a bid to reach specific users at risk in B.C.’s ongoing overdose crisis. The new treatment and prevention measures were designed after looking closely at overdose data and finding support gaps, said Victoria Lee, the chief medical health officer and vice-president for population health at Fraser Health. Lee said that while the data shows men aged 30-49 tend to overdose at greater numbers than do other groups, teens, seniors and women can be counted among the hundreds dead so far this year. “Overdoses do not discriminate,” Lee said. “The people affected by this are your sister, your brother, children and parents.”

Some of the new recovery beds are for young people. Others are for women, including women who are expecting or who have newborn children. The intention of the new beds is to make sure anyone willing and ready to get treatment can get it. Meanwhile, the new posters are aimed at making sure substance users who are not seeking treatment know how to use in safer ways. Scare tactics don’t necessarily work with people who use drugs regularly, Lee said, and these posters don’t use them. “If you use drugs: Have a plan. Go slowly. Use with a buddy. Carry Naloxone,” reads one. Naloxone is an easy-to-use overdose-reversing drug that the health authority has distributed to users this year. “A needle with fentanyl can kill you. A needle with Naloxone can save your life,” reads the other.

Richmond fish broker fined $77,500 for selling endangered abalone A Richmond retailer has been fined $77,500 for possessing abalone, an endangered shellfish whose numbers have been in sharp decline since the 1970s. A provincial court judge fined N G Fung Enterprises earlier this month for violating federal species protection laws that forbid the sale and harvesting of the endangered shellfish, according to Fisheries and Oceans Canada. The company was also convicted of obstructing a fisheries officer. Abalone harvest should be allowed for Gitxaala First Nation: UBC research Northern abalone, which is found off West Coast waters extending up to Alaska, is sold at premium prices, from between $50 to $100 each. DFO spokesperson, Tom Hlavac, said the vendor was a broker who sold to restaurants and also had a retail outlet. Inspectors visited the warehouse three times between 2013 and 2015. The inspectors took samples each time and had them tested at a lab in Nanaimo, B.C., which revealed that it was indeed Canadian northern abalone.

The abalone fishery closed in Canada in 1990 after its numbers dropped dramatically, said Hlavac, acting director of conservation and protection for the DFO’s Pacific region. He said inspectors routinely receive tips about the illegal sale of abalone. In one case, a group harvested 12,000 over a period of several days “It was actually quite shocking,” Hlavac said. “Many of those fish died, because we couldn’t get them back in the water quick enough.” But fishing and poaching of the shellfish has continued, in part because there is a high demand. Dried abalone is also used for medicinal purposes. “A bowl of abalone soup might sell for $12, and it will have a sliver of dried abalone in it,” Hlavac said. It is still legal to fish abalone off Mexico and parts of the U.S. West Coast and import it for sale in Canada. The Species at Risk Act forbids the capture and sale of Canadian northern abalone, which has been declared an endangered species.

Conservative Kellie Leitch’s campaign asks “Should we screen immigrants for ‘anti-Canadian values?” Conservative leadership candidate Kellie Leitch wants to know what her supporters think about vetting would-be immigrants and refugees for “anti-Canadian values.” The question comes in a survey that was emailed to people who signed up for news from her campaign. It seeks opinions and gauges support for a variety of positions and issues, including electoral reform, corporate tax cuts and the legalization and regulation of marijuana for recreational use. The question reads: “Should the Canadian government screen potential immigrants for anti-Canadian values as part of its normal screening for refugees and landed immigrants?” Some of the other questions are fairly straightforward, such as whether the federal government should retain the supply management system for farm products such as eggs and dairy, summarizing the common arguments for and against. Others are more provocative, such as the one about screening immigrants. U.S. Republican presidential nominee Donald Trump has called for would-be immigrants to undergo what he calls “extreme vetting” to determine their stance on things like religious freedom, gender equality and

LGBTQ rights. The Leitch survey does not spell out what is meant by “anti-Canadian values,” nor otherwise declare where Leitch herself stands on the issue. Neither did her campaign manager Nick Kouvalis, who said Thursday he would not comment on the substance of the survey. Kouvalis did say more than 8,000 people had responded to the survey since Tuesday and that it was based on subjects Leitch had been hearing about from Conservatives during her travels across Canada since launching her leadership bid this spring. During the 2015 federal election campaign, Leitch helped promote a controversial Conservative promise to establish a tip line for so-called “barbaric cultural practices,” aimed at helping the RCMP enforce a law aimed at cracking down on forced marriages and keeping polygamists out of Canada. She said her goal of protecting woman and girls was lost in the broader conversation about the role that ethnic and cultural identity politics played in the Conservative campaign, which included a proposed ban on the niqab — a face covering worn by some Muslim women — during Canadian citizenship ceremonies.

CRA phone scam fraudsters start calling cellphones The chance you will become a victim of the Canada Revenue Agency phone scam has gone up — way up. Police agencies all over the country have issued warnings about the scam in which a fraudster poses as a Canada Revenue Agency (CRA) agent and tells the intended victim they owe money that must be repaid, and threatens to have them arrested them if they don’t pay up. There were more people defrauded by this scam in the first half of 2016 than in all of 2015, Daniel Williams, a senior fraud specialist with the Canadian AntiFraud Centre (CAFC), said. “The scammers

are leaving no stone unturned,” Williams said. “They’re reaching out to as many people

as they can and, sadly, they continue to reach people who are not aware of the scam and are going to fall for it.” The number of

victims from across the country who report to the CAFC in North Bay, Ont., is only a tiny percentage of the actual number of victims. “Keep in mind that what we see is maybe as much as five per cent of what’s out there,” Williams said. “Certainly, there’s more and scarier stories out there.” In one case, an overseas bank account connected to the scam was seized by international authorities, who said there were as many as 300 Canadian victims. “Out of those 300, we are lucky to have 11 or 12 of them show up in our database,” Williams said. Part of the dramatic escalation

of victims is due to the fact that the scammers are becoming more sophisticated, Williams said. In the last five weeks, the CAFC has started receiving complaints that fraudsters are reaching victims on their cellphones. “That could be the earmark of a big game changer,” Williams said. “With the CRA landline calls, it’s basically a cold call. ... They don’t know who they are reaching; it’s just a shot in the dark. “Now that they’re calling cellphones ... chances are the scammers are starting to make use of the millions of pieces of information that’s out there on Canadians online.”

Supply management is driving tens of thousands of Canadians into poverty As of Sept. 1, the price of industrial milk goes up for the second time this year — as if Canadians weren’t already paying far too much for dairy products.

The reason milk, cheese and butter (and poultry and eggs) are so expensive in Canada is simple: supply management. That’s the system where producers pay thousands of dollars to acquire a permit for the right to operate. Since the number of permits granted by the government is limited, our supply of milk, cheese, butter,

poultry and eggs is limited as well. However, as Canada’s growing population keeps getting richer, demand for these foods keeps increasing. The result is soaring prices, since Canadians can’t import these goods from abroad because of the sky-high duties imposed to keep foreign dairy out. The burden of this system falls more heavily on poorer households. A one-dollar increase in the price of milk or chicken means much more to a household earning $25,000 a year than it does to a household earning $100,000. Recent estimates show that the cost burden created by the supply management system represents 2.3 per cent of the incomes of the poorest 20 per cent of households in Canada. For the richest 20 per cent of households, the added cost burden is a much less painful 0.47 per cent. Supply management actually has the concrete effect of effectively pushing many Canadians close to or below the poverty line.

Big 6 banks see profits rise to $10.4 billion, helped by oil’s rebound Earlier this year, some analysts were expecting that the country’s big banks would see their profits squeezed by delinquent oilpatch loans. And while the banks have incurred some energy losses, they weren’t enough to prevent all six from posting higher profits in the third quarter. Total profits of Canada’s big six banks came to $10.37 billion in the quarter, which ended in July. That’s up 12.6 per cent over last year’s Q3 profit figure of $9.21 billion. Figures from Bloomberg show that the big banks collectively set aside $1.99 billion for bad loans in the May-to-July quarter — lower than what analysts had been expecting. Scotiabank, for instance, lowered its third-quarter provision for credit losses by $181 million to $571 million, suggesting it thinks the worst of the energy downturn is in the rearview mirror. “We have been consistent in stating that [energy sector] losses will be manageable and we are confident that losses in this sector have peaked,” Scotiabank CEO Brian Porter said during a conference call with analysts. Oil’s rebound from $26 US a barrel in

mid-February to the current level of about $45 US has helped energy companies pay their bills and boosted most of the banks’ confidence that the worst is over. Only one of the big banks — Bank of Montreal — raised its loan loss provisions. Bank loans to the energy sector — which

Many automakers in Canada, U.S. report lower August sales

Auto sales are starting to slow in Canada and the U.S. but are still healthy, industry figures released today show. In Canada, overall sales fell two per cent in August, compared to a year earlier. Figures from DesRosiers Automotive Consultants show that light truck sales — which include SUVs — rose by 2.3 per cent. But a 9.2 per cent drop in passenger car sales made for an overall drop. That said, sales levels are still healthy. Dennis DesRosiers said that despite softness seen in both July and August 2016 sales, Canada is still on pace to achieve another sales record by the end of the year.

Ford Motor Co. said its overall sales in August were up nine per cent year-overyear. But its other Big Three competitors, GM Canada and Fiat Chrysler Canada, both reported sales declines. Ford’s Canadian sales gain was powered by strong truck sales. Its light truck sales rose by more than 18 per cent year-over-year in August to 25,315 units. For the year to date, Ford’s truck sales are running more than 17 per cent ahead of last year. It was a different story for the company’s car sales, which were down almost 30 per cent in August from the same month last year. Ford said it sold 3,672 cars last month.

The Punjab government on Thursday announced that statues of Dr Bhim Rao Ambedkar would be installed in 21 districts of the state and allocated Rs 15 lakh to each district to execute the project. Besides, the government has sanctioned an amount of Rs 3.15 crore for construction of Dr Ambedkar Bhavans to mark his 125th birth centenary. As a part of the celebrations, it was decided that in 21 districts of the state statutes of Baba Saheb would be installed, whereas in Bathinda such a statue is already installed. Cabinet minister Gulzar Singh Ranike said a decision was made to install magnificent statues all over the state. An amount of Rs 15 lakh has been allocated to each district for this purpose, he added. The minister also said all the deputy commissioners had been directed to organise special programmes on the installation of the statues. He said to pay homage to Dr Ambedkar on his 125th birth anniversary and to motivate the youth to embrace his teachings, a series of National Seminars based on his teachings were being organised all over the state.

High drama as teachers on rooftop threaten suicide in Faridkot Two government Adarsh Schools here today witnessed a lot of hubbub when some teachers threatened suicide to protest the move to hand over the management of the schools to a new private partner. The management members of a private trust visited these schools at Pacca and Middumann villages here today to assess the financial viability to run these schools under the public private partnership (PPP) mode. The situation turned tense when the trust members reportedly declined “demanded” hike in teachers’ salaries. Known as the dream project of the Chief Minister, two Adarsh Schools were opened in Pacca and Middumann villages in 2011 under the PPP mode. However in 2013, the private management of these schools withdrew from the partnership. Members of the private trust called the police to control the situation.

Indian-origin software industry veteran Ajei Gopal named CEO of US firm An IIT Bombay alumnus and software industry veteran has been named CEO of a leading US company that produces engineering simulation software used for testing product designs across a wide spectrum of industries including rockets and wearable technology. Ajei Gopal, 54 will become the CEO of Pennsylvania-based ANSYS with effect from January 1 next year. Gopal, a 25-year technology industry veteran who has served as a member of the ANSYS Board since 2011, has been

appointed president and chief operating officer of the company effective immediately and will continue to serve on the Board. James Cashman, who has served as ANSYS’ Chief Executive Officer since 2000, will become Chairman of the Board of Directors, effective from January 2017. ANSYS said Gopal has extensive management and business development experience at large software and technology companies. He has held leadership roles at companies including Symantec, HewlettPackard and IBM.

Police arrest wife, lover for murder of Indian-origin man in Australia Ten months after the death of an Indianorigin man, Australian police have arrested his wife and her paramour for allegedly poisoning him with cyanide. Sam Abraham died of cyanide poisoning at his Epping home in October last year, just three months after he was attacked in what police allege was an attempted murder. After several months of sophisticated covert investigations, detectives have arrested his wife Sofia Sam and her lover alleging a poison plot, The Herald Sun reported. All three hailed from Kerala. The police have charged Arun Kamalasanan, 34, of Port Melbourne, with attempted murder and a separate charge of murder while 32-year-old Sofia Sam has been charged with murder. In a hearing recently, Melbourne Magistrates’ Court heard that police had

intercepted phone calls throughout their covert probe and had about three months of phone recordings to transcribe.

In July last year, Abraham was also attacked and stabbed by a balaclava-clad man who had been hiding in the foot-well of his car at Lalor train station, leaving him with injuries to his neck, temple and cheek. Cable ties, material scraps and handcuffs were found in the car. Police alleged Kamalasanan was the man in the balaclava.

Essential services hit as unions go on strike Banking operations are likely to be hit on Friday as five public sector bank employee unions have decided to join the day-long nationwide strike called by trade unions to protest against “anti-labour policies” of the government.Five unions have served notice on the government saying they will go on

strike on September 2. However, the All India Bank Officers’ Confederation (AIBOC) pulled out late this evening. A section of RBI employees will also join the strike. The government has urged government hospital nurses not to go on strike from Friday and address the need of patients’ health care in this season of rising vector-borne diseases like dengue and chikungunya. The All India Government Nurses Federation is against recommendations of the Seventh Pay Commission and wants revision of pay and allowances. Essential services like banking and public transport, as also work at public sector entities, may be hit on Friday with 10 central trade unions giving a one-day nationwide strike call to protest against the government’s “indifference” to their demands for better wages and facilities and the “anti-worker” changes in labour laws. All major unions, excluding RSS-

associated BMS (Bhartiya Mazdoor Sangh), have joined the strike call, terming the government’s assurances to look into their demands and the recent announcements for two-year bonus and hike in minimum wage as “completely inadequate”. On its part, the government asked all ministries to ensure that public utilities and essential services are not affected. Secretaries of all departments have been asked to take effective measures for smooth running of various services coming under their respective ministries. Trade union leaders, however, claimed that the strike would be even bigger than the one last year on September 2 and expected the number of striking workers to swell to as much as 18 crore. Last year, the unions had said that around 14 crore workers participated in the nationwide strike at that time. The CTUs will strike work protesting against what they call the government’s apathy towards their 12-point charter of demands including a monthly minimum wage of Rs 18,000, controlling price rise and assured minimum monthly pension of Rs 3,000. “This time strike will be bigger than last year as over 18 crore workers from formal and informal sectors would come on streets to protest against government’s indifference to their 12-points charter of demands and unilateral anti-worker labour law amendments,” Trade Union Coordination Committee (TUCC) General Secretary S P Tiwari told.

‘I said RSS ke logon ne goli maari and want to face trial,’ Rahul to SC Congress vice-president Rahul Gandhi told the Supreme Court on Thursday that he would stand trial for his remark “RSS ke logon ne (Mahatma Gandhi ko) goli maari,” instead of issuing clarifications adding or subtracting anything. Rahul’s senior counsel Kapil Sibal took the stand while rejecting Rashtriya Swayamsevak Sangh (RSS) activist Rajesh Mahadev Kunte’s offer for withdrawing the criminal defamation case if the Congress leader clarified that the “RSS was not involved in the assassination of Mahatma Gandhi.” “I stand by every word of what I said,” Sibal told the Bench on behalf of Rahul. At the last hearing on August 24, Rahul had informed the Bench that he had filed an affidavit in the Bombay High Court, clarifying that he had never blamed the RSS as an organisation for the crime. At this, the Bench had sought Kunte’s consent for quashing the criminal case against Rahul.

Kunte’s senior counsel UR Lalit, however, sought time to consult his client, prompting the Bench to defer the hearing till Thursday. On Thursday, Lalit said his client was willing to drop the case if Rahul was ready to give a clean chit to the RSS. Kunte wanted such a statement as the Congress was in the habit of RSS-bashing, particularly at the time of elections, for political gains. Kunte and another RSS activist had filed the defamation case in Bhiwandi in Thane district of Maharashtra for Rahul’s remark at an election rally on March 6, 2014. Despite the fact that he was already facing a case, Rahul repeated his remark during his poll campaign in Assam, Lalit pleaded. Taking strong exception, Sibal said Lalit was giving a political speech and sought to withdraw his appeal seeking quashing of the defamation case as his client would rather face trial instead of making clarifications.

70,000 nurses go on strike The government was at its wit’s end as it made desperate efforts to stop government nurses across India from going ahead with their strike which they began on Thursday. The All India Government Nurses Federation had given a call for strike from September 1, unless nine of their demands, including some which did not fall in the Health Ministry’s domain, were met.

With the vector-borne diseases reaching alarming proportions across India, mainly in Delhi (around 500 dengue and 600 chikungunya cases), the Health Ministry again reached out to nurses on Thursday and told them it had made positive recommendations to the Ministry of Finance in respect to their demands on pay scale revision and upward revision in a range of allowances.

Fiji Airways celebrates 65 years of flying Fiji’s national airline- Fiji Airways today celebrated 65 years of flying at its headquarters in Nadi. Fiji Airways Chief Executive and Managing Director Andre Viljoen said national airlines are rare these days as only few have survived and Fijians should be proud that Fiji Airways is still flying today, 65 years on.

“It was on this day in 1951 that our airline undertook its first commercial flight. It marked a new chapter for Fiji, as Fijians took to the skies, and our very own piece of Civil Aviation history was born,” he said. “We have to give credit to our founder, Harold Gatty, a pioneering aviator, for taking the bold step to establish an airline in Fiji. He laid the foundation for what today is Fiji’s National

Airline” “A flight that is 65 years-long doesn’t come without its fair share of turbulence. But given that we are here today, on September 1st 2016, we can proudly say we’ve weathered the most challenging storms which have come our way – natural or otherwise.” Mr Viljoen added that the support and guidance of the Fijian Government in their toughest challenges allowed the company to grow and prosper. “The success we are enjoying today would not have happened if Government had not worked together with the Board and Management to transform the company. Restrictive policies and practices which hampered our growth were changed, and these changes allowed us to expand our network, acquire modern aircraft and rebrand us into a genuine expression of the Fijian spirit.” He also acknowledged the commitment and dedication of all Fiji Airways staff and the passion, support and the pride of the Fijian people.

Govt aims to mordernise education system The Fijian Government is working with international partners to modernise the country’s approach to education, says Prime Minister Voreqe Bainimarama. Speaking at the 21st Annual Head Teachers’ conference in Labasa today, PM Bainimarama said they are working with international partners to get some of the best minds from overseas to boost resources in the education system. He said this will help make the jobs of teachers easier. “A modern nation needs to use the services of experts and specialists within

country and or to reach out to the world at large and get the best advice it can on what our children should be taught from the best minds available.” The Prime Minister told the head teachers that they are in the front line of the most important national movement in Fijithe education revolution and this revolution underpins the Government’s ambition to transform Fiji into a modern nation-state. “The way you lead your schools and inspire our young people will determine how far we can take our nation in the shortest possible time.”

$530 million in remittances sent to Fiji

The central bank forecasts the country will earn about $530 million in remittances by the end of this year. Reserve Bank of Fiji deputy governor Ariff Ali says this will only be possible if they achieve the projected 6 per cent increase over last year’s total remittances. Last year, Mr Ali said remittances stood at $492m and that was a 28 per cent growth from 2014. “For a 28 per cent growth in anything is very strong. This year, the first seven months was somewhere around 6 per cent,” Mr Ali said in an interview. “So on a record year of 2015, it is still growing — 6 per cent this year. So think it (growth) will be between 6 per cent to 8 per cent and not the strong growth we had last year. “So about 6 per cent will bring our remittance this year to about $530m and that it is quite large because when you add sugar, gold

and timber it’s still more than that.” Mr Ali said remittances were important for people in Fiji. “People were able to build their houses, send their children to school, they buy household items. Not all of it will go into consumption, some of it goes to useful investments.” He added that the growth in remittances was good for Fiji, especially with the world economy slowing down. “This is a positive despite the world economy declining. “The thing that is very positive now is the elections. “A lot of people now going for the Australia and New Zealand seasonal employment and that’s positive because of the election. “So that means we now have more avenues and hopefully we can target to get more and more people to go on a seasonal employment.” This, he said, would mean more remittances for the country.

Police arrest 9 after house raid Eight men and one woman are in police custody after a raid at a home in Lautoka on Monday uncovered a cache of dried leaves believed to be marijuana. Police spokeswoman Ana Naisoro said the team of officers who raided the house also discovered items and money believed to have been stolen. “The home of a 51-year-old self-employed man in Tavakubu Rd, Lautoka, was raided by a team of police officers around 6am on Monday,” she said. “A large quantity of dried leaves believed to be marijuana, cash and

other items believed to have been stolen were seized. “The 51-year-old man as well as seven other men and a woman, who were at the home during the time of the raid, were arrested and are currently in custody as investigations continue.” The team captured images of the raid which showed a Fijian man of Indian descent, several iTaukei men and an iTaukei woman being handcuffed and kept under guard as officers from the Drug Squad gathered brown bags, a brush-cutter and other items outside the house.

Pakistan to crackdown on Indian TV, airing of excessive foreign content The Pakistan Electronic Media Regulatory Authority (PEMRA) has decided to launch a crackdown on the airing of excessive foreign content by TV channels and cable operators. This move has been taken as Pakistani DTH service is set to be introduced in the coming months. “Adequate time is being given to the cable operators and satellite channels to adjust their timings as per the legal requirements. Otherwise, punitive action will be taken against the two important segments from October 15,” the Dawn quoted PEMRA chairman Absar Alam as saying on Wednesday.

Pakistan military admits to IS presence in country Pakistan’s military on Thursday admitted for the first time that the Islamic State group had a presence in the country but said it had apprehended hundreds of its militants and prevented them from carrying out major attacks. The army’s spokesman Lieutenant General Asim Bajwa said forces had foiled planned attacks by IS on foreign embassies and Islamabad airport but denied the group was behind last month’s suicide blast on a hospital that killed 73, as it had claimed. The comments confirming the presence of hundreds of militants stands at odds with previous outright denials. Last year, speaking from London, Pakistan’s army chief General Raheel Sharif said the military would not allow “even a shadow”of the group to enter the country, though senior police

officials in both Karachi and the Punjab province have said their forces have carried out raids against IS militants. Pakistan has been battling an Islamist insurgency since it decided to ally with the US following its invasion of Afghanistan in 2001. In 2007, Pakistani jihadis formed their own Taliban faction with ties to al-Qaida, IS’s main rival. IS, which has struggled for traction in Pakistan, gained its first toe-hold in the country in January 2015 when six Pakistani Taliban leaders switched their allegiance over from al-Qaida, the spokesman said. “Daesh tried to make an ingress into Pakistan, but the core of its group have now been apprehended,” Lt General Asim Bajwa told a press conference, using the group’s Arabic acronym.

However, he added that action against the dealers of Indian DTH would be launched with immediate effect. A PEMRA board meeting also decided to completely stop the airing of any Indian channel in the country since none of them had landing rights in Pakistan. Alam said the PEMRA would write letters to the Federal Board of Revenue, the State Bank and agencies, including the Federal Investigation Agency, for curbing the sale of Indian DTH decoders in the country. “Around three million Indian DTH decoders are being sold in the country. We not only want this sale stopped but will also ask the relevant agencies to trace the money trail to determine the mode of payments made to Indian dealers selling these decoders to Pakistanis,” he said.

Bangladesh top court upholds death sentence of war criminal Bangladesh’s top court on Tuesday rejected a final appeal by the leader of an Islamist party against a death sentence over atrocities committed during the 1971 war of independence, lawyers said, meaning he could be hanged at any time. The verdict comes as the Muslimmajority nation suffers a series of militant attacks, the most serious on July 1, when gunmen stormed a cafe in the capital, Dhaka, and killed 20 hostages, most of them foreigners. In March, the Supreme Court upheld the death penalty for Mir Quasem Ali, 63, a media tycoon and key financier of the Jamaat-eIslami party, for murder, confinement, torture and incitement to religious hatred during the war to separate from Pakistan. The war crimes tribunal set up by Prime Minister Sheikh Hasina in 2010 has sparked violence and drawn criticism from opposition politicians, including leaders of the Jamaat-e-Islami, who say it is victimising her political opponents. The government denies the accusations.

Islamic State ‘connected’ to Bangladesh, says John Kerry The United States believes that elements of Islamic State are “connected” to operatives in Bangladesh, Secretary of State John Kerry said on Monday, promising help with intelligence and law enforcement after a wave of militant attacks. Kerry’s blunt statement followed the July 1 attack on a cafe in an upscale district of the Bangladeshi capital, Dhaka, in which 22 people were killed - mostly non-Muslims and foreigners, including one American. It directly contradicted the narrative of Prime Minister Sheikh Hasina’s government, which has blamed homegrown militants and denied a foreign hand in the hostage taking at the Holey Artisan Bakery+ that was claimed by Islamic State. The cafe raid was the most shocking of a series of atrocities that has included killings of atheist intellectuals, people from religious and sexual minorities and foreigners, raising fears over the stability of the mainly Muslim nation of 160 million. Responding to questions after giving a speech, Kerry said he had a “very candid” conversation with

Hasina. He said that Islamic State had wide contacts around the world, including in South Asia, adding: “They are connected to some degree with some of the operatives here, and we made that very clear in our conversations.” As Kerry’s motorcade headed to the US embassy for meetings with opposition leaders, a government minister directly contradicted him. “I told him that there is no such terrorist or militants from outside or who are connected with the (Islamic State), but there are militants inside our country and they are homegrown,” home minister Asaduzzaman Khan said. Bangladesh’s secular government has continued to enjoy the West’s support despite mounting concerns over its handling of the escalation in militant activity. Bangladesh’s security response has, say analysts, been colored by a political standoff with the Islamist-leaning opposition that boycotted the last general election and is suspected by the government of links to local militant groups.

Bangladeshi security forces killed three Islamist militants, including the mastermind of an attack on a cafe in Dhaka last month in which 22 people, mostly foreigners, were killed, the head of police counter-terrorism in the capital said on Saturday. The militants were cornered in a hideout on the outskirts of the capital and, having refused to surrender, were killed in the ensuing gunbattle, Monirul Islam, the head of the Dhaka police counterterrorism unit, said. The siege was by far the deadliest in a string of attacks claimed by Islamist groups which have blighted Bangladesh over the last three years. The Islamic State organisation claimed responsibility+ and the gunmen were pictured posing with IS flags in images posted on a website affiliated to the group. Mastermind’s death The suspected mastermind killed in Saturday’s raid was identified as Tamim Ahmed Chowdhury, a 30-year-old Canadian citizen born in Bangladesh. Analysts say Islamic State in April identified Chowdhury as its national commander. “According to our evidence we are now sure that Tamim was among the three killed,” home minister Asaduzzaman Khan told reporters. “So the chapter of Tamim has ended here.”

‘Akira’ Anurag Kashyap’s corrupt cop act is the highlight of Sonakshi Sinha’s action film

Sonakshi Sinha’s Akira is one of the most awaited films of the year coz the actress returns to the big screen after a year and half in a never seen before avatar. Is the film worth watching? Our Editor Tushar Joshi is watching the film at a multiplex right now and has sent us a quick review of Akira. Tushar says, “Sonakshi Sinha’s Akira is the story of a girl who is fearless and wants to make a difference in the world. She has a backstory as well of how she grew up to become this fearless girl who wants to make every wrong right. The only problem with this story is that it is made a few years too late. Was it set in the late 90s, this remake of a South film could have left us impressed. Director AR Murugadoss has some big titles to his credit and his take on cinema is extremely massy and commercial. The first half of Akira introduces us to Sonakshi’s character from the time she was a small girl. We get to see her journey of being a small town girl to someone who

moves to Mumbai and gets dragged into a police racket. Anurag Kashyap who plays a corrupt cop is a major highlight of the film. He’s menacing alright but also super shady and that is very entertaining. Sonakshi as Akira works largely due to her no nonsense demeanour and the action scenes where she’s fighting college bullies are superb. Sonakshi might or might not have done her own action scenes, but the action choreography is effective. Anurag Kashyap has more screen time than Sonakshi in the first half and it is largely because his character has more flavour than hers. There is nothing unpredictable or new in Akira. The treatment of the film is like that of a south film, loud background music, cheesy dialogues and big action scenes. Konkona Sen Sharma plays a pregnant cop who smells a rat with Kashyap’s dealings. Her track actually is interesting and you know Koko can even make a shoddy part look good.

I loved doing action more than romance! She is fearless, she is strong and she will not back out. She will stand up for what is right, and she is Akira! Sonakshi Sinha’s next film Akira will be releasing tomorrow on September 2 and if the trailer is anything to go by, Akira is all set to beat the sh*t out of anyone who does her any harm. Interestingly Sonakshi enjoyed action more than romance onscreen! Yes, that’s right! This is her fullfledged action film with her as the only lead actor in the film, and Sona has loved every bit of playing Akira onscreen! “I loved doing action more than romance. I think everyone has seen me romancing actors all the time but in Akira I do something that’s totally different.. which is why I enjoyed action more.” Be it Priyanka Chopra’s Mary Kom or Kangana Ranaut’s Queen, Bollywood actresses are getting roles that are meater than their male counterparts. However, in Akira, Sonakshi is the whole and sole of the film. This is her first heroine-centric movie and damn, it looks killer! Directed by A.R. Murugadoss, Akira is Sona’s second film with the film maker after Holiday: A Soldier Is Never Off Duty. We met Sonakshi Sinha for Akira and this is what she had to say about how her experience was! Akira is way different from all the characters you have played onscreen. So what made you say yes to A.R. Murugadoss? The very fact that it’s something very hatke from what I have done before made me instantly say yes to Murugadoss sir. Its

something very different and I think doing Akira is one of the best decisions I have ever made so far. We see you doing a lot of stunts. Did you require a body double for that? No, I have done all the stunts all by myself. That’s because I wanted it to look very convincing and real onscreen. And for this, I had to undergo martial arts training too So can we say that you enjoyed action more than romance? Yes, absolutely! Romancing actors is something that I have always done onscreen. An action film is a first and I enjoyed it way more than romance. Clearly, Sonakshi seems to have loved doing Akira. Will the film impress movie critics and viewers equally and fetch decent numbers at the ticket window? Let’s wait and watch!

2017 Volvo S90 ESTEPONA, Spain – It’s never easy to break new ground; many have tried and only a select few have succeeded. But when done correctly, the world really takes notice. When asked to think of a premium European luxury vehicle, the usual suspects always stand out: BMW, Mercedes, and Audi. But recently, I was invited to beautiful Spain and a “sleeper” Swedish brand really made me take notice. Following the footsteps of the award-winning and successful XC90, Volvo has now launched

and support for Volvo – and it seems to have worked. The 2017 S90 is the first Volvo to be built on the company’s Scalable Product Architecture (SPA) platform. According to Kyle Denton from Volvo Canada, SPA will, “open new opportunities in the way future products will be designed, built and equipped, while still conforming to factory standards.” In essence,

Paneer Makhani Paneer Makhani is a popular Punjabi dish. Paneer (Indian cheese) simmered in rich creamy tomato gravy makes a very delicious dish. This is simple and easy recipe to make. Serve Paneer Makhani with any Indian flat bread or over rice. This will be enjoyed by everyone. Recipe will serve 4. Preparation Time: 10 mins Cooking Time: 25 mins Ingredients: 6oz paneer cubed (this will make 1-1/2 cup cubed paneer, available in Indian grocery stores) 1/4 cup cashews 2 tablespoon sesame seeds (til) 4 tomatoes medium size cut into small pieces about 2 cup

1 tablespoon chopped ginger 1 green chili chopped 2 tablespoons butter 1 teaspoon cumin seeds (jeera) 1/8 teaspoon asafetida (hing) 2 teaspoon coriander powder (dhania) 1/2 teaspoon turmeric (haldi) 1 teaspoons salt 1 teaspoon sugar 2 tablespoons heavy cream 1/2 teaspoon garam masala 1/4 cup chopped cilantro Method Powdered the cashews and sesame seeds, (I like to use spice grinder). Set aside.

Pure the tomatoes, ginger and green chili. Set aside. In about 2 cups of hot water soak the cubed paneeer for 5 minutes or more, this will make the paneer soft and give a nice texture. Set aside. Heat the butter in sauce pan over medium heat; after butter is moderately hot add cumin seeds and asafetida. After the seeds crack add cashew nut powder and roast for about one minute. Add tomato puree and mix it well. Add the remaining spices, coriander, turmeric, salt, sugar, mix it well and cover the pot. Tomatoes splatter while cooking. Cook for about four minutes stirring in between until tomatoes start leaving the oil and tomatoes will be half in quantity. Add cream, cook for about two minutes stirring often. Add one cup of water, cover the pan and let it cook for about two to three minutes. Take out the paneer from water and put into the gravy, stir and cover the pan and cook for about five minutes. Adjust the gravy to your liking if needed add little more water, and cook. Turn off the heat. Add the cilantro and garam masala stir and cover for few minutes before serving. Enjoy!

Home sales in July declined for the third consecutive month, led by a hot real estate market in Vancouver that may be showing signs of cooling, some analysts say. National figures from the Canadian Real Estate Association (CREA) show that on a national basis, sales fell 1.3 per cent from June to July, while the number of newly listed homes rose 1.2 per cent. On a year-over-year basis, sales are down 2.9 per cent. But in Greater Vancouver, monthly sales have plunged 21.5 per cent from their peak in February, the real estate group’s report notes. “The real eyecatcher is the fact that mighty Vancouver has been largely responsible for the recent cooling, with seasonally-adjusted sales now falling in five straight months, albeit from gaudy record levels at the turn of the year,” said BMO senior economist Robert Kavcic in a commentary. While falling sales sometimes lead to falling prices, that has yet to happen in Vancouver. According to the MLS Home Price Index, prices in Greater Vancouver are up 32.6 per cent year over year and are up 37.6 per cent in the Fraser Valley. “This suggests that sales are being reined in by a lack of inventory and a further deterioration in affordability,” CREA chief economist Gregory Klump said in a release. “The new 15 per cent property transfer tax on Metro Vancouver home purchases by foreign buyers took effect on Aug. 2, so it will take some time before the effect of the new tax on sales and prices can be observed,” he said.

In a report published Tuesday, TD Bank said Vancouver has started what is expected to be a modest correction, which will be reinforced by the recent implementation of the land transfer tax on non-residents. “Home prices are projected to decline by

about 10 per cent in the region by mid-2017, before stabilizing later in the year,” TD said. However, even with a drop of that size, the bank noted that prices will still be well above were they were just one to two years ago. A 15 per cent property transfer tax on foreign buyers came into force this month in Metro Vancouver. The B.C. government brought in the tax in hopes of helping to improve home affordability. The report by TD came as Royal Bank said the first half of this year marked the biggest six-month drop in housing affordability in the Vancouver area since at least the early 1990s. RBC reported its cost-of-ownership measure for Vancouver rose to 90.3 per cent of the median family pre-tax income, after rising 6.1 percentage points in the second quarter and 6.6 percentage points in the first quarter. The bank said it was the biggest back-toback deterioration in affordability for the Vancouver area in 26 years of record-keeping. RBC tracks how much of a typical family’s pre-tax income would be required to cover monthly mortgage interest and principal payments, property taxes and utilities for two categories of housing in 14 urban markets across Canada. Vancouver’s overall numbers were skewed by rising costs for single-family detached houses while the cost of condos increased modestly over the second quarter compared to the first quarter.
