Joga Singh Sanhga’s Slate Joga Singh Sangha’s Sikh Sangat Sevadar Slate has been carrying a consistent two-pronged message from the start of the campaign; firstly, the current executive committee operates without transparency and accountability, and secondly, the Sikh Sangat Sevadar Slate is looking towards a future of unity. So far, they appear to be successful. The heatedly contested issue of past elections has been over the langar (dining) hall and whether the
Sikh Sangat Sevadar Slate will keep its current arrangement with tables and chairs. “Absolutely,” says Mr. Sangha. “The incumbent slate has been so focused on dividing the congregation on what happens in the langar hall, that it has been neglecting the darbar (congregation) hall for nearly two decades.” Mr. Sangha and his party insist that it’s time to leave the politics of yesterday in the past. New School officially opened in Surrey Gobind Sarvar Elementary School at 168 Street and 88 Avenue in Surrey was officially opened last weekend. The school was built and readied in three weeks with the help of Gurdwara Shri Guru Granth Sahib, under the leadership of Amarjit Singh Sangha and his team. Palo Alto, California provides a cautionary tale for Vancouver A typical home in Palo Alto goes for about $2.5 million because of onerous land-use regulations, much like those in Vancouver By Josef Filipowicz and Steve Lafleur The Fraser Institute Palo Alto, California, home to high-tech giants including Facebook and Tesla, made the news recently when planning commissioner Kate Downing resigned and announced her family’s plan to move to another city due to her family’s inability to afford housing in Palo Alto’s red hot market, where a typical home goes for about $2.5 million. The irony of a housing official not being able to afford housing in her own city led the story to go “viral” on social media, but it’s more than an amusing anecdote. There’s an important lesson here for cities such as Vancouver that aspire to be major tech hubs - in order to maintain housing affordability in the face of strong population growth, the supply of housing needs to keep up with demand. While residents and activists in the San Francisco Bay Area often blame tech millionaires for pricing them out of the market, Downing observes the underlying cause of the problem is that Palo Alto, like nearby San Francisco, has onerous land-use regulations that put severe constraints on new
housing development. The situation in the Bay Area should serve as a cautionary tale for Vancouver, which seeks to bolster its own tech sector. Vancouver policymakers should recognize that it’s impossible to achieve housing affordability unless the supply of new homes keeps up with demand. Increasing the number of homes in the region will inevitably alter the character of neighbourhoods, but in exchange can produce thriving communities where average families can live, work and play, and not just another playground for the rich. While Vancouver rightly aspires to emulate the economic successes of Silicon Valley, it should also heed the lessons of Silicon Valley’s economic and social failures. Again, the core problem in the Bay Area is housing supply not keeping up with demand, due largely to onerous land-use regulation. Harvard economist Edward Glaeser, among the foremost experts on the economics of housing and land-use policy, noted that in 2013, the Bay Area issued only 15,000 permits for new housing units compared to 43,000 and 35,000 in Houston and Dallas, which are
roughly the same size as the Bay Area. Building on previous research by Glaeser and others on the relationship between regulations and housing supply, a recent Fraser Institute study found that supply constraints are having a similar impact in Greater Vancouver. Long and uncertain building permit approval timelines, and opposition to new homes by residents and city councils, are slowing the increase of much-needed housing in Canada’s most desirable markets. Like the Bay Area, Metro Vancouver is locked in by mountains and the ocean. However, both regions have plenty of room to grow upward. Vancouver is dominated by single-dwelling houses, which represent the largest portion of the city’s area. Allowing higher density development will likely mean an increase in high-rise apartments and condominiums. However, increasing the number of laneway units, townhomes and walk-up apartments can go a long way in growing the housing supply without drastically altering the character of neighbourhoods. Like Vancouver today, the Bay Area was an expensive place to live even before its tech boom; it has always been a highly desirable location. Similarly, even though incomes in Vancouver are not particularly high compared to other large North American cities, people are willing to pay a premium to live in the city. If Metro Vancouver’s tech sector reaches its full potential, drawing more people into the urban core, the region could find itself in a situation like the Bay Area, where housing is priced out of reach of all but the ultra-wealthy. Rather than letting economic growth be the enemy of affordability, Vancouver should embrace the fact that businesses and people want to move to the city by reducing burdensome regulations that prohibit the construction of new housing units. A national debate was sparked in largely homogeneous Japan last year when Ariana Miyamoto, a half-American of African descent, was chosen Miss Universe Japan, another international beauty contest. Miyamoto faced criticism that she doesn’t look Japanese enough, even though she mostly grew up in Japan and speaks the language perfectly. So far, Yoshikawa has faced less criticism. She says her victory is perhaps a sign that Japan is becoming more tolerant of diversity. “I think (being mixed race) is getting more acceptable,” she said, citing her victory as the second in a row. It’s a matter of “who can represent your country (best) and I think that’s the answer,” she said after a fitting at a Tokyo dressmaker’s office and discussing the design of her gown for the November event. She did think about her identity at length, but being called “hafu,” or half, a term in Japanese for people of mixed-race, doesn’t bother her, though it sometimes has negative connotations. Her roots have expanded her cultural experiences and perspective, she said. While travelling in Asia, she is often mistaken as a local, while in Japan she is constantly scrutinised, Yoshikawa said. Japanese people seem to have stereotypes of how Japanese, Asians, or Americans should look. “I just let it go ... you can be anything now. We are all the same human beings.” Japanese with foreign roots or cultural backgrounds have faced discrimination, though less so as global exchanges prompt more international marriages. Mixed-race Japanese Olympians earned medals for Japan at the Rio Games. Yoshikawa, who has an Indian father and a Japanese mother, grew up mostly in Japan but spent one year in India and three years in America. She says living overseas gave her a broader perspective, but that she still calls Japan home.

Evergreen Line between Burnaby and Coquitlam to be operating before Christmas After being plagued by delays and sinkholes, the long-awaited, $1.43-billion Evergreen Line is finally slated to start running sometime before Christmas.
The B.C. government is still determining the exact date for the opening of the 11-kilometre SkyTrain extension, which is expected to carry 70,000 passengers daily on the 15-minute journey between Burnaby’s Lougheed Town Centre and Lafarge Lake in Coquitlam, via Port Moody. The project, a private partnership overseen by the province, was slated to open in early
2017, but project manager Amanda Farrell said Thursday construction was completed faster than expected and is now more than 90 per cent finished. “We’re now seeing the light at the end of the tunnel and that light is a train coming our way,� Coquitlam Mayor Richard Stewart quipped, following the announcement at Coquitlam City Hall on Thursday. “I’ve been promised a steering wheel for the new train on opening day so I can drive it.� The Evergreen Line was lauded Thursday as a way to get more people out of their cars and onto transit, which is part of Metro Vancouver’s regional growth strategy as it increases density around transit stations. TransLink CEO Kevin Desmond called the Evergreen Line a “major milestone in TransLink’s history,� saying “residents in Coquitlam and Port Moody are now much closer to having a direct rapid transit route to Vancouver.�
Man who tried to kill his wife loses appeal A Surrey man who tried to kill his estranged wife has lost his attempt to overturn a ruling against him. Ramiz Vukaj was convicted on several charges, including uttering threats and attempted murder after beating his wife with a metal stick in a Surrey basement suite six years ago. He appealed to have those two charges overturned on Aug. 30 at the B.C. Court of Appeals in Vancouver. In the case of the attempted murder charge, Vukaj argued that the evidence was insufficient to prove an intention to kill. The victim of the attack cannot be publicly identified due to a court-
ordered publication ban. In 1997, Vukaj, then 31, arranged to marry the 12-year-old who lived in Albania. They were married a year later. Court documents say he was an abusive husband, beating her on the day she arrived in Canada, “and on a regular basis thereafter, often in full view of the children,� Justice Harvey M. Groberman wrote in his reasons for judgment. After a severe attack in April 2009, the woman moved her kids out of the home and into a transition house. At the time, he was charged and pleaded guilty to assault and threatening regarding that incident.

Joga Singh Sanga’s slate optimistic about election Continued from page 1... “Both parties are on the same page to leave the arrangements of the langar hall exactly as they are. So let’s turn to the real issues which are facing our community, and stop sidestepping them with petty and divisive politics.” Mr. Sangha clarified that his party is made up of people of all political stripes, whose only interest is how to operate the Gurdwara with integrity. The nomination committee for the Sikh Sangat Sevadar Slate was headed by the Gurdwara’s ex-President Gurdev Singh Johal, who remains a widely regarded figure by the entire Sikh community of the Lower Mainland. “The fact of the matter is, this Gurdwara was established in 1906 and was the premiere institution for not just the Sikhs of North America, but the entire South Asian population outside of India,” says Mr. Sangha. “It’s sad to say that it’s not even serving the population of South Vancouver today.” Citing the widespread and diverse support they are receiving, Mr. Sangha laid out a vision for the future. According to him, former prominent supporters of the incumbent slate have turned their support towards Mr. Sangha and his team. Names of these new supporters include most notably Ajaib S. Janda, Kamal Beesla, Dilbag S. Kang, Avtar S. Bhullar, wrestling star Arjan S. Bhullar, and Shingara S. Johal. “There’s a recurring problem with the incumbent slate, and that’s a lack of transparency and accountability,” explains Mr. Sangha. It was these issues, as well as a troublingly dysfunctional internal power structure, which former Moderate slate executive members Gurpal Singh Birak and Treasurer Manjit Singh Cheema cite when explaining why they left their former party to join the Sikh Sangat Sevadar Slate. Sports clubs including the Bhullar Akhara, multiple Richmond and Vancouver soccer clubs, and numerous kabaddi clubs have come out in support of Mr. Sangha’s team as well. But perhaps most intriguing is the reception of support from some families of Komagata Maru passengers. These descendants have been disenchanted with the current executive since the controversial acceptance of the $2.5 million of potential government funds allotted to grants for Komagata Maru commemoration and informal apology issued by former Conservative Prime Minister Stephen Harper. Due to this, they have thrown their support behind Mr. Sangha’s Slate as well. Mr. Sangha and his team’s
optimism is infectious within their supporters and seems to be having a trickle-down effect. A few hours spent inside of the Sikh Sangat Sevadar campaign office revealed that numerous volunteers of all demographics filtered in and out consistently, taking lists for door knocking and phone call, and making preparations for election day; all buzzing with excitement. “The reception we’ve been getting from the door knocking and phone calling has been amazing,” says 26 year-old accountant and Sikh Sangat Sevadar volunteer, Parmvir Boparai. “Living in South Vancouver my entire life, Ross Street Gurdwara has always held a special place in my heart. It’s been sad to see how the Gurdwara is becoming more and more neglected, and increasingly irrelevant to the local community.” Answering questions between making phone calls, Mr. Boparai’s tone seems hopeful. “It’s nice to see so many different faces of the community around the office, and hearing the stories from voting members of how they’re ready to see a significant change at the Gurdwara makes me feel like there’s promise in the future.” Mr. Boparai was a part of a group of students who he says were unceremoniously stopped from doing seva (selfless service) at the Gurdwara by the President in 2012. “A group of us used to get together on Friday nights and clean the darbar hall after the day had been completed. After cleaning, the older youth would teach the younger ones about Sikh history and Gurbani, and counsel them on daily challenges they would face at school.” This continued for a few months until the Gurdwara President requested them to stop their weekly program. “By the end we had a good group of 20-25 students from elementary school to university who would come every week.” According to Mr. Boparai, when asked why the youngsters needed to cease their activity, the President responded that the Gurdwara hired cleaners to clean the temple, so their program was unnecessary. “A great deal of us were discouraged from attending the Gurdwara after that.” “This Gurdwara needs to be a place of inclusion, not exclusion,” says Mr. Sangha. “Even in our own slate, eleven of the fifteen members are those who prefer to sit on tables and chairs. Our hope is to do away with the divisive politics of the past. It’s time for transparency, accountability, and a Gurdwara which addresses the issues of the community it serves.”

Lead levels high in some Surrey schools Twenty-seven water fountains or taps within Surrey schools have been found to have exceeded the Health Canada since May of this year, the Surrey school district has contracted an accredited, independent laboratory to test a total of 621 water sources inside Surrey schools, with many having high lead levels both before and after the taps have been flushed for a extended period of time. A number of the fountains had pre-flush levels ashigh-as 146 times the allowable level. The testing was conducted specifically at all 63 Surrey schools built before 1990 prior to a 1989 revision to the B.C. Plumbing Code
restricting the use of lead in all potable water lines. A letter sent out by Superintendent of Schools, Jordan Tinney, explained the results of the provinciallymandated water testing program and gave a plan to remedy the situation. According to Tinney, depending on specific results, schools affected will continue to flush all faucets every morning, along with disconnecting some problem water sources and to replace faucets, install filters or bottling stations until more permanent solutions can be completed.

DND investigating if recently killed ISIL terror leader received Canadian training A senior terrorist killed in Bangladesh last week may have been trained by the Canadian Armed Forces as part of an international military cooperation program, defence sources said Thursday. The Department of National Defence said it was trying to verify whether Mohammad Zahidul Islam, the alleged second-incommand of a pro-ISIL faction behind a wave of deadly attacks, had trained in Canada. Also known as “Murad,” he was killed by Bangladesh security forces during a raid last Friday. Since then, the Dhaka press has reported that Murad, 37, was an army major who had trained at the Canadian Forces junior staff college in 2013 and 2014 before returning to Bangladesh, quitting the military and taking up terrorism. “We are currently looking into the matter,
but cannot confirm the information at the moment,” said Daniel Le Bouthillier, head of media relations at DND. But defence sources said the Bangladesh press accounts appear to be correct. Canada’s Military Training and Cooperation Program has trained more than 2,000 military students from the AsiaPacific region since 1965. Bangladesh is among the foreign militaries whose students Canada trains through the program. “The Canadian Armed Forces has exchange and training programs designed to enhance our bilateral relationships and promote Canadian values,” Le Bouthillier said. “These agreements between the CAF and the military forces and government agencies of other nations promote interoperability and by their presence, enhance understanding and cooperation.”
Metro home sales slowdown ‘a good start’ - Premier The BC government is preparing more moves to improve urban housing affordability, and is satisfied with the early results of the foreign buyer tax, Premier Christy Clark says. While real estate prices in Metro Vancouver have remained high, the pace of sales has slowed by more than 20 per cent since an additional 15 per cent property transfer tax was imposed Aug. 2 on buyers who are not citizens or permanent residents. “There’s a real affordability crisis, particularly in the Lower Mainland. That’s why we made the changes that we did,” Clark said Tuesday. “So when I see the new numbers and they tell us
that they’ve slowed down the price increases for housing, I say good, because that’s what we were trying to do. We’re going to have a lot more to do, and we’ll watch the numbers in the coming months, but I think it’s a good start.” Clark said it’s too early to assess the effect of the new tax, but the government has no plans to change the foreign buyer tax rate or the new “luxury tax” on homes valued at more than $2 million. With municipal politicians gathering in Victoria to meet with cabinet ministers in late September, Clark suggested they should be prepared to deal with the short supply of urban housing.

training in Canada, Murad “looked interested in religious activities and started telling his friends that he would quit the army
as ‘many things in the service contradicted his ethics and religious beliefs.’” He retired from the Bangladesh military in July 2015 and his family lost contact with him in April 2016, the newspaper reported. At the time he was killed, he was the alleged military commander of the group and provided arms training to its members. The leader of the terror group has been identified as 30-year-old Tamim Chowdhury, a Bangladeshi-Canadian who grew up in Windsor, Ont., but allegedly left for Syria after graduating from the University of Windsor. He arrived in Bangladesh in October 2013 and was killed by security forces on Aug. 27, along with two bodyguards.

Bank of Canada holds interest rate at 0.5 per cent Canada’s economy was a major disappointment in the first half of 2016. The same can be said for the performance in the United States — and global growth wasn’t any better. Even so, the Bank of Canada is not budging from its interest-rate stand, saying Wednesday it is prepared to weigh the heavy impact of
the devastating Alberta wildfires and weaker exports against the anticipated boost from consumer spending and recouped oil output. But that hint of optimism is unlikely to convince governor Stephen Poloz and his monetary council to begin pushing their trendsetting lending level higher. It now sits at 0.5 per cent, where it has been idling since July 2015. In fact, many private-sector forecasters are not expecting any movement until well into next year. “While Canada’s economy shrank in the second quarter, the bank still projects a substantial rebound in the second half of this year,” BOC policymakers said in their closely watched rate statement, one of eight issued throughout the year. “Exports disappointed even after accounting for weaker business and residential investment
in the United States, adjustments in the resource sector, and cutbacks in auto production,” the central bank said. Still, the economy “is expected to rebound in the third quarter as oil production recovers, rebuilding commences in Alberta and consumer spending gets an additional lift from Canada Child Benefit payments.” Douglas Porter, chief economist at BMO Capital Markets, said “hope springs eternal for the bank, especially on the export front.” “They still want to be upbeat, but I think reality is beating them on the head a bit.” Poloz and his team also expect the economy to benefit from the federal government’s infrastructure program once the spending “starts to have more impact,” which should help overall growth in the fourth quarter. “Global growth in the first half of 2016 was slower than the bank had projected in its July Monetary Policy Report, although the bank continues to expect it to strengthen gradually in the second half of this year.” Many economists are forecasting a rebound of about 3.5 per cent in gross domestic product in the third quarter of this year, following a wildfire-led contraction of 1.6 per cent in the previous three-month period. The fourth quarter should produce growth of around two per cent, according to forecasters, closely matching the central bank’s July forecast. A huge cloud remains over Canada’s housing sector, however, as consumers continue to pile on debt to purchase homes at record-high prices, especially in Vancouver and Toronto. “While there are preliminary signs of a possible moderation in the Vancouver housing market, financial vulnerabilities associated with household imbalances remain elevated and continue to rise,” the Bank of Canada said.

Surrey couple first with ‘love lock’ at new sculpture A Surrey couple is first to lock in their love at a new sculpture at Vancouver’s Queen Elizabeth Park. An engraved padlock was recently placed at the “Love in the Rain” sculpture by Arvinder Gill and Sukhdeep Uppal. They were the first to do so, and the sweethearts also got engaged at the sculpture. Gill contacted the Vancouver Park Board to enquire about the completion of the so-called “love locks” sculpture so they could be the first to get a padlock locked onto it. The park board approved the steel sculpture, which features four entwined couples and is priced at $50,000, at a meeting last May. The piece, designed by Vancouver-based artist Bruce Voyce, “celebrates the shelter that love brings and the union that it forms. Love has no boundaries and therefore the human forms in the sculpture have been left both ageless and genderless, locked together in an everlasting embrace.”

Public art is important because it creates engaging spaces in our parks and cities.” The sculpture is located in the lookout above the Quarry Garden near Bloedel Conservatory at the top of Queen Elizabeth Park. It is designed to support several thousand locks on the skirts of each couple. Keys can be deposited in a box on site and will eventually be recycled or melted down to become part of another sculpture, according to park board officials. “Love locks” are padlocks that romantic partners have traditionally locked to a bridge, gate, or similar public fixture to show their love. Names or initials are typically inscribed on the padlock, and its key is thrown away to symbolize an unbreakable bond.

Brother of Surrey Six killer Cody Haevischer sentenced to 20 months in jail The younger brother of Surrey Six killer Cody Haevischer has been sentenced to 20 months in jail for helping to dispose of evidence of the October 2007 gangland murders. After giving Justin Haevischer credit for pre-sentence custody, B.C. Supreme Court Justice Catherine Bruce said the defendant will have another 10 months of jail time to serve. In imposing sentence Wednesday, the judge said that Haevischer was aware that his brother Cody and the coaccused Matthew Johnston were criminally involved in the deaths of more than one person and he knowingly helped destroy the evidence. “It’s true he was a young man and a drug addict, but he was also a member of the Red Scorpions and involved in criminal activity. He was not a completely innocent bystander in the wrong place at the wrong time.” Court heard that after the murders, Cody Haevischer and Johnston returned to Haevischer’s Surrey apartment. The killer’s girlfriend, who cannot be identified due to a publication ban, and Justin Haevischer were
at the apartment. Johnston carried a large bag into the apartment and threw it on the floor. Money and cellular phones could be seen inside the bag. Cody Haevischer boiled the cellphones in hot water and directed his girlfriend to bring out a laundry bag and he and Johnston threw in the clothes that they had worn as well as shoes and cellphones. Justin Haevischer helped wipe down the laundry bag with a towel and put the towel into the bag. Cody Haevischer wrote the words “People died” on a whiteboard and showed it to his brother, then told his girlfriend to follow his brother’s directions. The younger brother and the girlfriend took the laundry bag and drove to a gas station where they bought a can of gas. They went to a location to burn the evidence but left the gas can behind when some other people arrived at the scene. They went to a second gas station and bought a second can of gas and went to a second location, off King George Highway, where Justin Haevischer burned the evidence.
Majority of BC workers live paycheque to paycheque Workers in B.C. are more optimistic about the economy than Canadian workers overall — even as most say they couldn’t go a week if a paycheque was delayed. The Canadian Payroll Association, which successfully advocated for upgrades to the Canada Pension Plan this year, released its annual survey of more than 5,600 workers on Wednesday. Some numbers from the feedback: 43 per cent - Tomorrow, tomorrow Some 43 per cent of B.C. workers expect the economy in their city or town to improve in the coming year, with 36 per cent of workers overall in Canada expressing similar optimism. Only Albertan workers, at 45 per cent, are more optimistic about things getting better. One week- Walking the tightrope Many working Canadians are only one missed paycheque away from financial trouble. About half (48 per cent Canadawide and 53 per cent in B.C.) say they’d have trouble paying their bills if their pay was delayed by even a single week. About one-quarter (24 per cent nationally and 27
per cent in B.C.) say they probably could not come up with $2,000 for an emergency if it happened within the next month. 49 per cent - Holes in the net pay According to the survey, 49 per cent of B.C. employees say they spend all or more than their net pay. Nearly half nationally (47 per cent) and more than half in B.C. (52 per cent) save five per cent or less of their earnings. Despite that, only 28 per cent of those surveyed cite higher wages as a top priority. Instead, they seek better work-life balance. In B.C., 31 per cent of employees want a higher wage, while 46 per cent seek a better work-life balance and a healthy work environment. $1 million- Small eggs, big nest Half of Canadians and 47 per cent of B.C. respondents think they will need a retirement nest egg of at least $1 million. But 76 per cent nationally and 80 per cent in B.C. (the biggest retirement savings shortfall in Canada) say they have saved only one-quarter or less of what they feel they will need for retirement.

Foreign kids get in class at expense of locals A Nelson, mother is livid her 14-year-old daughter is on a wait-list for the only high school in the city, while about 50 international students are attending L.V. Rogers Secondary this year. Today, on the second day of school, Camara Cassin said she still hasn’t received an official answer about whether her daughter Solara can start Grade 9, though the school district has told all catchment-area students will be accommodated. Cassin voiced her outrage yesterday in a Facebook post that has been shared more than 2,500 times in 24 hours, detailing what happened when she tried to register her daughter. She missed the March 31 deadline by “about a week,” she said, not realizing early April was too late to apply for a transfer from homeschooling. Cassin was told Solara would be on a waitlist. “I said OK, when am I going to have an answer whether she’s in or not?” she recalled.
They didn’t know, and she was told to call back. Several months and phone calls later, still no answer. “I said well that’s not OK. Like, I need an answer. Am I going to have to move to a different town? Do I need to enroll her in a different school? Do I need to homeschool her again next year?” Yesterday, Cassin didn’t want her daughter to miss out on the first day of school, so they went anyway despite being told wait-listed students should stay home. “It’s the start of a new part of her life,” said Cassin. “I think it’s an important psychological moment to start school.” When she got home, she learned the school district gets $12,000 in tuition from each international student, compared to about $7,000 from the ministry for each local student. “It’s just not right the local kids can’t go to school, because the school district has to meet their funding deficit by having international students cover the bills.” said Cassin.

BC NDP leader appears confused with party’s gender equity policy for candidates The BC NDP continues to wrestle with confusion caused by strict gender equity rules for its political candidates. Leader John Horgan said Wednesday that retiring male MLAs, like the Cowichan Valley’s Bill Routley, do not have to be replaced by female candidates. “It does have to be a woman if a woman (MLA) steps down,” said Horgan. “Bill Routley, for example … it doesn’t have to be a woman there.” The statement at first appeared to be at odds with the NDP’s gender policy, which stipulates that any departing NDP MLA must be replaced by a woman or “equityseeking candidate”. Horgan’s office later clarified he was trying to say that a male candidate could meet the “equity-seeking” provisions, if that man was from a racial minority group, First Nation or the LGBTQ community, for example. The BC NDP’s strict gender policy has been passed by the party membership at previous annual conventions, with the intent to boost the number of female and minority MLAs in the party’s caucus. Currently, 43 per cent of the 35 NDP MLAs are female.
It has been a divisive issue within the party, garnering both praise and criticism from some members, including those who have called it reverse discrimination against men and unnecessary interference with the democratic process of selecting candidates. Horgan said the policy hasn’t changed under his leadership. It remains “a collection of equity targets we want to see… making sure the legislature you cover represents the communities you come from,” he said. The NDP’s constitution also mandates that a woman should hold at least one of the party’s top three jobs of leader, president or treasurer. The issue of candidate gender has also caused confusion in the ridings of Skeena and Columbia River-Revelstoke, where male candidates have indicated interest in replacing outgoing MLAs Robin Austin and Norm Macdonald. Party spokesperson Trish Webb said it’s “overly simplistic” to describe the party policy as requiring women candidates in NDPheld ridings, and the party is interested in the larger picture of caucus diversity. The party also wants to pick candidates that can win, she said.
50-storey education centre proposed for former Surrey Stardust roller rink site A developer has announced plans to replace the former Stardust roller rink building in Surrey city centre with a $200-million, 50-storey education centre. The 550,000-square-foot “GEC Education Mega Center” project, subject to city approval, is a partnership between developer WestStone Group and CIBT Education Group. “International student enrolment across British Columbia has been growing at an astonishing rate of 25 per cent since 2014, generating over $5 billion in gross income for the province,” said CIBT Education Group President and CEO Toby Chu. “This is despite the fact that B.C. not only has some of the most expensive real estate in the country but also vacancy rates of 0.3 per cent forcing students to live in expensive buildings that aren’t necessarily close in proximity to their school,” he added. CIBT is an “education management company focused on the global market since 1994,” according to a release. It owns and operates a network of business, technical and language colleges in North America and Asia, such as Sprott Shaw College, offering programs in 12 countries with campuses, recruitment offices and training centres enrolling more than 8,000 students a year. The company offers recognized business
and management degrees, programs in college preparation, healthcare, hotel management, tourism, English language training and more. Chu said with WestStone’s experience in developing residential and commercial highrise buildings, the proposed education centre will help students across the province find “affordable, high quality student housing that is central to public housing.” The would-be education centre is set to be located in City Centre, between SFU Surrey and the future Kwantlen Polytechnic University at 10240 135th Street. Levels one to three would offer amenities including a food court, student lounge, computer centre, electronic library and conference rooms as well as office space for education consultants. Levels four to 20 would be leased to educational institutions as their satellite campus in Surrey. Residential suites on levels 26 to 35 would be designed for long-term stay international students and the remaining levels 36 to 50 would be “flagship student hotels” for shortterm stays students and visitors. Brian Regehr, president and CEO of WestStone Group, said he is “delighted to be adding an exceptional education component to the city centre to complement and enhance those already here.”

Nuttall, Korody are still a threat to puclic safety, court hears A British Columbia couple found guilty of masterminding a terrorist plot but then freed when a judge ruled they had been entrapped by police are still a danger to the public, a Crown lawyer says. John Nuttall and Amanda Korody appeared via video from Victoria at a Vancouver provincial court hearing on Wednesday called to consider if they should be restricted under a peace bond while their case is under appeal. Crown counsel argued throughout the pair’s
lengthy criminal trial that Nuttall and Korody embraced violent extremism and repeatedly spoke about killing and maiming members of the public who didn’t share their world view. Crown lawyer Sharon Steele said the pair continue to pose a threat to the public despite their guilty verdicts being reversed. She said the conditions of the bond have yet to be finalized, but Korody’s
lawyer Mark Jette said they will likely resemble the bail terms now in place. Those conditions stop Nuttall and Korody from visiting the B.C. legislature, the Canadian Forces Base in Esquimalt and any synagogue or Jewish school. They are also forbidden from having weapons and must report regularly to a bail supervisor. They were

Doctors want minimum age of 21 to smoke pot The national organization that represents physicians says Canadians shouldn’t be legally allowed to smoke pot until they are 21 and should face restrictions on the quantity and potency of the drug until they are 25. It’s just one of a long list of recommendations the Canadian Medical Association made in its submission to the marijuana task force, which will advise the federal government on legalization. The CMA provided a copy of that submission. The question of age limits will be a significant one for Justin Trudeau’s government as it develops its legalization plans. He and his party have repeatedly insisted legalization is the best way to keep pot out of the hands of young people, arguing the current system fails in that regard and funnels the profits to organized crime. The CMA said in the submission that ideally the legal limit would be 25, because the brain is still developing until about that age. But the group said a lower legal age is needed to keep youth from turning to criminals to buy pot. The legal drinking age is set by each province and territory, but the CMA suggested the legal age for pot consumption should be set nationally to reduce enforcement problems near territorial
and/or provincial borders. The group, which represents some 83,000 physicians, also called for a public education campaign. Among the CMA’s other recommendations to the federal government: - Limit how much pot one person can buy, in order to reduce trafficking. - Take adequate time to prepare for legalization and consider a phase-in period or pilot projects. - Start collecting national data on marijuanarelated emergency room visits, rates of drugimpaired driving, unintentional poisonings and other public health problems. - Prohibit marketing and advertising of pot, similar to the restrictions on cigarettes. - Ban “high potency” marijuana products and restrict certain types of products. The CMA expressed particular concern about children overdosing on edibles, such as marijuana cookies. - Make more mental health and substance abuse services available. - Don’t allow home cultivation of pot other than for medical purposes. - Don’t permit public smoking of pot due to the risk of secondhand smoke.
Fentanyl dealer facing 18 year jail term Walter James McCormick is facing a 18 year jail sentence for Fentanyl trafficking. And with a long criminal history behind him and an epidemic of fentanyl-related deaths raging on the streets outside, the 51-year-old has turned into a poster boy in the fight for stronger sentencing. The Crown is asking for an unprecedented term of 18 years in prison. His lawyer says a term in the range of eight years is more appropriate. He’s asking — if not for mercy — for some understanding of his client in the bigger context of an opioid crisis. Lawrence Myers said McCormick had a difficult upbringing. He spent the parts of his adult life when he wasn’t dealing drugs or behind bars employed as a steelworker. He saw a co-worker die on the job and suffered emotional consequences that continue to haunt him still. He pleaded guilty to trafficking and possession for the purpose of trafficking fentanyl at what the Crown calls a high-level. Myers said that has to count for something. “He still stepped up and embraced the responsibility in that guilty plea, which he entered,” Myers said outside the courtroom. “He is truly remorseful. And I think he has come to a fuller appreciation of fentanyl and its consequences in the community.” Myers was set to make submissions on McCormick’s behalf, but the day’s proceedings were derailed by other facts of life in B.C.’s provincial courtrooms: a scarcity of judges, overloaded lists and endless delays. The prisoner stood behind a Plexiglas barrier in a red prison track suit, stretching his arms. He’s a short, stocky man with a full head of close-cropped grey hair. He listened intently as the judge said the possibility of a lengthy sentence and the complexity of the issues at hand would require a day’s arguments. The matter is now set for Dec. 6. But even with the adjournment, new details
emerged about the high-profile case and the Crown’s hope that Judge Bonnie Craig will forge new legal ground by creating a new sentencing range for fentanyl trafficking. Photographs entered as court exhibits show

The pictures include bounty seized in a search of his suburban home: a moneycounting machine; bags full of green fentanyl pills; bills splayed in denominations of $1,000, $100, $50 and $20. His common-law spouse was originally charged in the case as well. On the day McCormick pleaded guilty, the Crown withdrew the charges. According to the Crown’s statement of facts, McCormick said “she had nothing do with it.” McCormick has served lengthy sentences in the past for trafficking cocaine in the United States and in Canada. He was identified as part of a massive probe sparked by a rash of overdoses in 2014. Even while on bail, he managed to rack up another fentanyl-related charge, which is one of the offences for which he will ultimately be sentenced. Outside court Wednesday, Crown counsel Oren Bick said judges regularly consider both the circumstances of the offender and his community in sentencing. “Everything from the most minor sentencing to the most major one should send some sort of message to the public about the way the public views that sort of offence,” he said.
Search for BC couple missing 5 weeks RCMP are now linking the mysterious disappearance of a B.C. couple five weeks ago to the disappearance of a third person around the same time. The missing people include a married couple, and a man RCMP call the husband’s
“friend and associate,” who shares his Romanian ancestry. Mihai Vornicu, 44, his wife, Marie Olarte, 58, and Robert Dragoescu, 32, were
last seen together in the Mission/Maple Ridge area just before July 25, according to police. An abandoned vehicle that turned out to be Vornicu’s Volvo station wagon was towed from a street on July 26 in Williams Lake, 500 kilometres to the north. Vornicu and his wife own property about 100 kilometres from Williams Lake, in Likely. RCMP Cpl Dan Moskaluk said investigators are concerned by the abandoned vehicle and the length of time the trio have been missing. Dragoescu was in contact with family members on a weekly basis and his disappearance was “extremely uncharacteristic,” according to police. Investigators are also concerned for Olarte’s well being, since the four-foot tall woman has a health condition that may require regular medical monitoring.

South Asian Man’s body found in Abbotsford Homicide police are investigating after a South Asian man was found dead on a rural property in Abbotsford early Wednesday. Around 10:40 a.m., Abbotsford Police received a report of a dead man in an outbuilding of a property located in the 35000-block Fore Road. According to Const. Ian MacDonald, the man was discovered by a worker on a nearby berry farm. Initial indications are that the death is suspicious, and the Integrated Homicide Investigation Team was brought in. “We’re dealing with a male who was in his 40s, we believe, and so anytime there isn’t any clear indication why this person would have
passed away, we just can’t rule out foul play,” he said. MacDonald said there were no obvious or apparent signs of injury, and that while the body was “fairly dirty” due to recent rains, it was not in an “advanced stage of decomposition.” Police believe they have identified the man and are in the process of notifying next of kin, said MacDonald. Saying ISIL is neither Islamic nor a state, Canadian government to start calling the terror group Daesh The Liberal government will no longer refer to the Islamic State of Iraq and the Levant (ISIL) and will instead call the terrorist group a different, potentially insulting name: Daesh. Public Safety Minister Ralph Goodale revealed the change in a report on terrorism released last month, saying ISIL is neither Islamic nor a state and that the report would instead use the group’s Arabic acronym. Global Affairs Canada and the Department of National Defence also say they are adopting Daesh to refer to the group. The decision continues a trend that has been sweeping through Western governments. France and the United Kingdom are among those that have adopted the term in recent years. But while the term has long been used by Arabic speakers and comes from the group’s Arabic acronym, it can also be considered
an insult, with some translations meaning to tread underfoot or crush.
The group has forbidden use of the name Daesh within its territory. There has long been confusion and debate over what to call the terrorist organization. Canada and many other countries used its original name, the Islamic State of Iraq and the Levant, or ISIL, for years. Others referred to it as the Islamic State of Iraq and Syria or the Islamic State of Iraq and al-Sham, or ISIS.

New homegrown bank targets Chinese Canadians for deposits, mortgages A new Canadian bank led by a former Bank of Nova Scotia mortgage executive is hoping to seize a share of the Chinese-Canadian market. WealthOne Bank of Canada has opened offices in Vancouver and Toronto and has begun to take business and personal deposits and offer residential mortgages. “At the heart of this bank is a team with a deep knowledge and respect for Chinese values and culture, and frontline financial services managers who are fluent in Chinese and English,” says Charles Lambert, WealthOne’s chief executive, who earlier in his career worked as a managing director of
residential mortgages at Bank of Nova Scotia. He also worked in the finance group before leaving Canada’s thirdlargest bank in 2012. WealthOne Bank’s founding shareholder and vice-chair of the board of directors is Shenglin Xian, president of Torontobased financial advisory firm Shenglin Financial Group Inc., which deals primarily with insurance products. Lambert declined to disclose financials or targets for the new bank. But
Federal court rules former CRTC commissioner denied procedural fairness
A federal court judge tossed out a workplace harassment investigation that ultimately cost a former commissioner his job at Canada’s telecommunications regulator.
Justice Russell Zinn ruled that Raj Shoan, former government-appointed commissioner at the Canadian Radio-television and Telecommunications Commission, was denied procedural fairness and natural justice during an investigation into whether emails he exchanged with a staffer amounted to harassment. Shoan sought a judicial review over the findings of harassment and subsequent restrictions placed on his workplace behaviour, but the Governor in Council fired him in June before the judge ruled on the case. (Shoan has filed a separate judicial review to try to get his job back.) Minister of Heritage Mélanie Joly cited the workplace harassment investigation in a letter warning Shoan of his potential dismissal. Yet in the judgment released Friday, Zinn concurred with Shoan’s statement that the investigation against him turned into a “witch hunt.” The judge took issue that CRTC chairman Jean-
Pierre Blais acted as both a witness in the investigation and the final decision maker. It was known that Blais and Shoan had a difficult relationship, Zinn wrote, and Blais’ interview with the investigator turned into an opportunity to discuss his personal opinion that Shoan created a toxic work environment. “It is impossible to see how, in light of these opinions expressed by the chairman and summarized in the report, it could be said that he, whether consciously or unconsciously, could decide the matter fairly,” Zinn wrote. “To be clear, the views of the chairman may be accurate, but they go far beyond what was to be decided.” Zinn found that the investigation went outside the scope of the original complaint filed by the director of communications. Gov’t won’t reconsider tax on foreign home buyers: Premier The plunge in real estate sales and deceleration in price increases in the Vancouver area last month were exactly what the government was trying to manoeuvre, and Premier Christy Clark says there will be no changes to the foreign-buyers tax. Clark told reporters Tuesday that her government will not reconsider the 15-percent tax that is intended to calm what she called a “distorted market.” “The prices were going up way too fast and if we helped slow that down, that’s good,” she said. The Real Estate Board of Greater Vancouver announced last Friday that August sales were down by 26 per cent compared with last year,
signalling a return to more typical levels. The largest drop in property sales last month was among detached homes, with a decrease of 44.5 per cent. Along with the slowdown in sales, the board said prices that were once skyrocketing may be tapering off. The average price of a detached home fell to $1.47 million last month, a 16.7 per cent drop from the month before. Dan Morrison, president of the real estate board, said on Friday that the region was seeing fewer sales of the highest-priced detached homes and fewer sales of detached homes compared with other kinds of housing, causing average prices to slump.
Manulife snags Royal Bank executive as new chief operating officer Manulife has reached into Canada’s largest bank for its next chief operating officer. Linda Mantia, who was executive vicepresident of digital, payments and cards at Royal Bank of Canada is joining the insurance giant on Oct. 3. Paul Rooney, Manulife’s current COO, is leaving the insurance company but will remain through the end of December “to ensure a smooth transition.” At Royal Bank, Mantia oversaw the mobile and online platforms, and her experience with technology was a draw for Manulife. “Linda is a collaborative, innovative and transformative leader, with deep roots in digital disruption and a passion for delivering exceptional customer experiences,” said Donald Guloien, Manulife’s chief executive. “The proven track record of success she has built throughout her career is not only directly relevant to the COO role, but also aligns closely to our customer-centric strategy.” She will join Manulife as a member of the

TD Bank CEO says mortgage market still ‘growth story’ despite lagging peers Toronto-Dominion Bank is not pulling back on involvement in the domestic mortgage market, despite slowing growth relative to peers and concern some pockets of the market may be overheated, the bank’s chief executive said Wednesday. “We haven’t stepped back,” Bharat Masrani said during an investor conference hosted by Bank of Nova Scotia in Toronto. “It continues to be a growth story.” Canada’s second-largest bank has become more diligent when it comes to scrutinizing underwriting standards including income verification, and that might have some impact in the mortgage business, Masrani said. But there has not been a deliberate decision to pull back on real estate lending in markets where home prices have been soaring. “I wouldn’t want that to come across… as pulling back,” Masrani said. “I feel comfortable how we are growing.” Earnings in TD’s domestic personal and commercial banking unit grew by just one per cent in the most recent fiscal quarter from a year earlier, lagging both peers
and the bank’s U.S. retail banking segment. Sumit Malhotra, Scotia’s bank analyst, said the third quarter results caused him to question whether TD had made a decision to ease up on mortgage lending in response to concerns some real estate markets such as Vancouver and Toronto were becoming overheated. He suggested that the focus should be on TD’s large lending base, and noted that external factors can lead to lumpy results from quarter to quarter. “These growth numbers can sometimes not tell the whole story,” Masrani said. Some NDP MPs lobby party president to dump Tom Mulcair as leader
A number of current and former NDP MPs have approached party president Marit Stiles to express frustration with leader Tom Mulcair’s performance, saying it is time for him to step down and hand the reins of the party to someone else. But Mulcair says he has heard no word from anyone in the party suggesting he is a drag on the NDP’s fortunes and that he plans to remain as leader until a new one is chosen next fall. “There’s no question that the entire caucus has been spoken to, and I’ve been speaking to them consistently throughout the summer in great numbers, and support is extremely strong and I am very happy,” Mulcair said. NDP vice-president Hans Marotte, however, said Stiles called him earlier this week saying she had heard from a number of people who wanted Mulcair to vacate his leadership of the party. “I was quite surprised when Marit told me that some MPs, and maybe some exMPs, wanted Tom to leave his position,”
Marotte said. “So now I am on the phone the last couple of days asking people if it is still the same thing, if you still want Tom to be leader.” “We have a retreat in a couple of days in Montreal … in the middle of next week. We’ll see where the MPs stand,” he added. At the NDP convention in Edmonton in April, party delegates voted in favour of proceeding with a leadership election by a vote of 52-48 per cent in favour. According to then NDP party president Rebecca Blaikie, Mulcair needed 70 per cent support to avoid a leadership contest. After the vote, Mulcair agreed to stay on as leader until a new one could be chosen by the party. The party’s leadership contest will be held in the fall of 2017. Nominations open July 2 of this year. Candidates must stump up a $30,000 registration fee and can spend no more than $1.5 million on their campaign, with 25 per cent of all donations going into party coffers.
Oshawa GM workers brace for ‘fight of our lives’ Just over a year ago, Corina and Joe Colacicco — both employees at the General Motors facility in Oshawa — sold their house and bought a bigger one to accommodate their growing family. Today, the couple is contemplating what might happen to them and their four-year-old son if GM decides to close up shop. “We’ve got all our eggs in one basket,” says Joe, whose father spent 30 years working for GM before retiring several years ago. “I grew up on a GM paycheque my whole life, like most of my family has, so it’s hard to even fathom the thought that they might not be there one day.” Oshawa is a ground zero of sorts for the ongoing contract negotiations, which kicked off last month, between the Detroit Three automakers and its unionized workers. The plant, whose future is on the line, represents the struggle between the union’s desire to keep investment in Canada
and efforts by the Detroit Three to move production to jurisdictions such as Mexico and the southern U.S., where labour and power costs are lower. GM’s operations in Oshawa include two production lines. The consolidated line, which produces the Chevrolet Equinox, was originally expected to close in 2005 but continues to operate. It is scheduled to close next year, and if that happens, Joe expects he’ll be shown the door. As a supplemental workforce employee, Joe doesn’t enjoy the same pay, benefits or job security that his wife Corina, an employee of 14 years, does. Over the past decade he has been laid off several times before being called back to work. But even the flex line, which Corina works on, faces an uncertain future. The flex line produces the Chevrolet Impala, the Buick Regal and the Cadillac XTS, but it has no product scheduled past 2019.

Both Tootoo and the Prime Minister’s Office have said the decision was left to the

And I knew that I needed help to get off of that path,” Tootoo said. The Border Security Force (BSF) foiled an attempt to smuggle in 26kg heroin at the Shahpur border outpost under the Ajnala sector today. Twenty-five packets of heroin weighing 26 kg (worth around Rs 130 crore in the international market), a pistol, a pistol magazine loaded with six rounds, a Pakistani mobile phone and two Pakistani SIM cards (Zong and U Fone) were seized during a search operation. Land trouble hits airport’s take off The BJP and Akali Dal have locked horns over the allotment of land for the proposed domestic airport at Adampur. State BJP chief Vijay Sampla had initiated the project and got necessary approvals from the Ministry of Defence (MoD), Ministry of Civil Aviation and the Airport Authority of India (AAI) for the airport to be constructed on 80 acres. But the state government is not ready to allocate more than 40 acres for it. Vishwajeet Khanna, Principal Secretary, Civil Aviation, Punjab, said that though AAI is seeking 80 acres, the state government would initially allocate only 40 acres. “Presently, we will not be able to allocate more than 40 acres. However, we may allocate more land as the need for expansion arises in the future,” said Khanna. The AAI had told the state government to make arrangements for 80 acres of land parcel towards the expansion of the existing runway of the airport.
Congress plans no-trust move against govt The Congress plans to corner not only the ruling SAD-BJP alliance but also the Aam Admi Party (AAP) on the issue of drug abuse during the ongoing Vidhan Sabha session by proposing mandatory dope test of all MLAs and MPs from the state. Earlier, AAP MP Bhagwant Mann, who came under fire over allegations that he came drunk to various events, had challenged Deputy Chief Minister Sukhbir Singh Badal and other leaders to get dope test conducted on all legislators. After the first day of the session, the Congress legislature party decided to demand that all 117 MLAs and 13 MPs should undergo dope test to prove that Punjabis are not addicts. Dera Baba Nanak MLA Sukhjinder Singh Randhawa has been asked to raise the issue during zero hour. The Congress also plans to corner AAP on the issue of its MLA Devinder Sehrawat allegedly tarnishing the image of women in Punjab. Indian-origin brothers close to $10 billion Chinese computer deal
Two Indian-origin brothers were on Sunday said to be close to clinching a whopping $10 billion deal to sell a stake in one of the world’s biggest computer hosting networks to a Chinese consortium. Mumbai-born brothers - David and Simon Reuben - are in advanced talks to sell half of their UK-based company Global Switch, which runs data centres in locations ranging from London to Hong Kong and Singapore, according to The Sunday Times. Global Switch’s two centres in Canary Wharf, east London, are together the
biggest in Europe. They manage servers for a range of Wall Street banks and Sprint, the US wireless internet provider. The Chinese consortium is led by Daily Tech, a data centre giant run by founder Li Qiang. NRI charged with ill-treatment of worker An Indian-American CEO of an IT staffing and consulting firm has been charged in the US with callous treatment of a domestic worker who had come from India to work for her. The Department of Labor in its complaint alleges that Himanshu Bhatia, the CEO for Rose International and IT Staffing, paid her domestic service worker $400 a month plus food and housing for work being performed during 15 and half hours a day seven days a week at her home in San Juan Capistrano and other luxury residences in
Miami, Las Vegas and Long Beach, California. According to the complaint filed by the US Labor Secretary Thomas E Perez on August 22 in the US District Court for the Central District of California, the domestic service worker identified as Sheela Ningwal was subject to callous abuse and retaliation. She was forced to sleep in the garage on a piece of carpet alongside Bhatia’s dogs when she was ill, and being left without food when Bhatia leave her residence for days, the complaint alleged.

Government to act tough, not allow ‘Wahabi theocracy’ in J&K
The Centre has decided to toughen its posture on the Kashmir protests and not blink in the face of violence by those who want to “throw out a democratically elected government to install a Wahabi theocracy”. Amid continuing pressure from some opposition parties that the Centre and state government should talk to all “stakeholders”, official sources said meaningful talks could be held only after security forces had defeated the attempt to bring in an Islamic regime: a position which leaves no doubt that the government will not desist from using force to beat back what it considers religion-driven disturbances. CBI ordered to resume probe in Bulandshahr rape The Supreme Court allowed the CBI to resume its probe into the gang-rape of a woman and her and 14-year-old daughter on national highway 91 near Bulandshahr, Uttar Pradesh, on July 29 in the presence of the minor victim’s father. A Bench comprising Justices Dipak Misra and C Nagappan passed the order on a fresh petition by the man. On August 29, the Bench had stayed the investigation as it was under the impression that the state police was handling the case. The apex court also stayed the proceedings in the Allahabad High Court, which had taken suo motu notice of the incident and ordered
a CBI probe by transferring the case from the state police. This order comes in the light of the victim’s family approaching the Supreme Court, seeking a court-monitored CBI probe, payment of compensation and free and secure education to the minor till she completed higher studies, besides transfer of the trial to Delhi. The apex court has also decided to go into the need for clamping a gag order on ministers and other ‘netas’ to prevent them from dubbing rape and other heinous crimes as a political conspiracy since such comments raised doubts over the integrity of the investigations, besides hurting victims’ sentiments.
Barack Obama supports India’s NSG bid
The US “strongly supports” India’s NSG membership bid, President Barack Obama on Thursday told Prime Minister Narendra Modi here as they discussed the immediate priorities in the strategic partnership, including deepening the civil nuclear cooperation and combating climate change. “Had a great discussion with President of the US (POTUS) on India-USA relations,” Modi tweeted after his meeting with Obama on the sidelines of the East Asia Summit here, their eighth in the last two years. A White House official, giving details of the meeting, said, “Reaffirming the strong bonds of friendship between the United States and India, the President underscored that the United States strongly supports India’s membership in the Nuclear Suppliers Group (NSG).” The US has been playing a lead role in supporting India’s bid in the 48-member elite group. China had scuttled New Delhi’s bid at
the plenary session of NSG in June. The two leaders reaffirmed the importance of the deepening partnership between the US and India and the value of their shared
engagement in the region, including through the East Asia Summit, the official said. “President Obama praised Prime Minister Modi’s initiatives to reform the Indian economy. In particular, the US President expressed confidence that the passage of GST will unleash significant economic activity,” sources said.
Air pollution killed 1.4 million people in 2013
India lost 1.4 million lives to air pollution in 2013, while in China the toll was 1.6 million, estimates a World Bank report released on Thursday. The report, released by the World Bank and the Institute for Health Metrics and Evaluation, shows that in 2013 more than five million deaths worldwide were attributed to health conditions caused by air pollution. About 60% of them were in the world’s two most populous countries. Exposure to air pollution increases a person’s risk of contracting ailments such as
lung cancer, stroke, heart disease and chronic bronchitis. China and India aren’t among the worst hit in absolute terms because of the sheer size of their respective populations. Even after adjusting for population, these two countries along with Bangladesh, Sri Lanka and Pakistan were among the 15 nations with the highest toll per million population. China and India ranked 4th and 6th worst in the world respectively. Bangladesh, Sri Lanka and Pakistan were ranked 11th, 12th and 15th on this count.

ADB offers $719m loan
The Asian Development Bank has made a $US350 million ($F719m) loan available to the Fijian Government over the five years from 2016 to 2020. This, according to ADB, is entirely up to the Fijian Government how much of the loan it wanted to use. The bank said it would seek to mobilise co-financing from other partners. “ADB offers relatively cheap loans for Fiji. ADB is a multilateral development bank made up of member countries including Fiji. As such, the price of finance Fiji can get through ADB is cheaper than borrowing directly from the market,” said Robert Jauncey,
ADB’s regional director for the South Pacific Sub-Regional Office. His comments come after ADB revealed it would provide about $US2.5 billion ($F5b) in loans and grants to 14 countries in the Pacific region from 2016-2020. “Part of our job is to help the Government put together the best possible financing package for projects. “So we also try to mobilise grants and other cheap financing from partners. One example is how ADB helped Fiji to get $US31m ($F63m) in grant funds from the Green Climate Fund for water and sanitation investments in Fiji.”
Court to hear challenge to Gov’ts advertising policy
The High Court in Suva dismissed the Government’s attempt to strike out The Fiji Times legal challenge to the exclusive award of government advertising to the Fiji Sun. The case will now go to full hearing on September 23. The Fiji Times has issued judicial review proceedings against the Government’s decision to advertise only in the Fiji Sun, saying that the move was in breach of the Government’s own procurement regulations. The Attorney-General’s Office sought to strike out the case. It claimed that because the Government had sought new newspaper advertising tenders last month, the case on the previous tender was no longer relevant. It said the new tenders had been sought because of the change in the Government financial year. But in his ruling issued yesterday, Justice Deepthi Amaratunga noted that the Government’s change of fiscal year “was not a sudden eventâ ¦ adequate notice was given for
all government institutions as the budget for the new fiscal year was also announced”. “In this case there is no evidence of (Government) quashing the decision to appoint the Fiji Sun as the Government approved print media, though a subsequent tender was advertised on 16 August 2016,” Justice Amaratunga said. “What is (Government’s) position until the tender process is completed and a fresh print media is selected is not explained. How long that process would take and what would be the new time period is also not explained,” the judge said. Justice Amaratunga said substantial issues between the parties were still outstanding. “At the hearing the counsel (for Government) could not explain why the tender was advertised on 16 August 2016 when the financial year ended on 31 July 2016. These are issues that cannot be determined in a summary manner in a strike out application without a substantive hearing.”
Rugby 7s legend Serevi returns Rugby 7s legend Waisale Serevi returns home this week as special guest speaker during the University of the South Pacific Rugby Seminar on Thursday. Serevi helped Fiji win a number of tournaments from 1990-2007 including two 7s Rugby World Cup in 1997 and 2005, both in Hong Kong. Fake doctor to appear in court A 52-Year-old man will be produced at the Nasinu Magistrates Court today. According to police spokeswoman Ana Naisoro the man is charged with four counts of obtaining property by deception and one count of use of certain titles or descriptions prohibited contrary to sec-91(1) of the
medical and Dental Practitioners decree 2010. The accused is alleged to have operated as a medical practitioner where he attended to patients with a consultation fee of $75.00 and in the process he obtained $450.00. The incident is alleged to have occurred between September 3 -7 this year.
Woman jailed one month for begging A 51-year-old woman from Lautoka was sentenced to one month imprisonment for begging. Niel Wati was found guilty of begging by Magistrate Rangajeeva Wimalasena. According to police
prosecutors, the woman had been acquiring money by begging despite being a Social Welfare recipient. The case is the first begging offence which resulted in imprisonment. Ms Wati was sentenced on August 17.

Pakistan can’t ‘pick and choose’ terror groups to go after: US In a blunt message, the US on Thursday told Pakistan it cannot “pick and choose” the terrorist groups it goes after and has to target militants who seek to harm its neighbours by taking refuge on its territory. The US also rejected 2008 Mumbai attack mastermind Hafiz Saeed’s remarks that America and India+ have joined hands against the China-Pakistan Economic Corridor+ , which runs through Pakistan-occupied Kashmir (PoK) and the recent US-India defence logistics+ agreement is anti-Muslim. “... I would dismiss it (Saeed’s comments)
outright,” deputy spokesperson Mark Toner said in his daily press briefing. “...we made it very clear that Pakistan can’t pick and choose which terrorist groups it goes after and it has to go after those groups that seek to do harm to its neighbours and may seek refuge on Pakistani soil,” he said. Toner said the US has a strong bilateral relationship with Pakistan, “but one that is premised on counterterrorism cooperation and as - as part of that conversation, or that dialogue and that cooperation that we have on counterterrorism issues.”
US says no sanction yet against Pakistan The Obama administration on Tuesday said it was not at the point of considering sanctions against Pakistan despite implicitly conceding the country remained a terrorism-sponsoring entity. In exchanges with reporters at a state department briefing, spokesman Mark Toner referred to “very frank conversations with Pakistan’s leadership and military leadership about the need to focus more efforts on all the terrorist groups operating from within Pakistani territory,” leaving little doubt that the country was still using terrorist proxies in the neighborhood. “We continue to have conversations with the highest level of the Government of Pakistan. And our basic point in all of these conversations is that Pakistan must target all militant groups, including those that target Pakistan’s neighbors, and eliminate all safe
havens,” Toner said, amid searching questions from the press corps about US forbearance for Pakistan-backed terrorism. Toner and other US officials have made similar statements for years, offering anodyne defenses and digressions for not holding Pakistan to account for its sponsorship of terror attacks of which there is direct, taped evidence. This includes the Mumbai assault in which six Americans died along with more than 140 Indians, and many attacks in Afghanistan on US and Indian interests. Tuesday was no different. In fact, question by US journalists suggested Washington was indifferent even to American lives in its defense of Pakistan. Many US commentators have also pointed out that Pakistan-backed attacks have killed American soldiers in Afghanistan.

How Sri Lanka became malaria-free Even as Delhi is reeling under rising mosquito-borne illnesses, tiny Sri Lanka, among the most malaria-affected countries not long ago, has today been certified malaria-free+ by the World Health Organization (WHO). After the Maldives, Sri Lanka is the second country in WHO’s South-East Asia Region to eliminate malaria. Sixty years ago, Sri Lanka was one of the most malaria affected countries. And since October 2012, indigenous cases of malaria there have come down to zero. By comparison, India is third among 15 countries having the highest cases of malaria and deaths due to the disease. And while malarial deaths have fallen across the world in the last 15 years, the disease is still an acute public health problem. In 2015 alone, there were an estimated 214 million new cases of malaria, and approximately 4.38 lakh died of the disease. WHO said that the island nation’s success comes from a strategy shift it made in 1990s. The strategy: intensively target the parasite in addition to targeting the mosquito.

Kabul siege ends as all 3 attackers are killed
An hours-long militant attack on a Kabul charity ended today after all three assailants were gunned down by Afghan forces, the interior ministry said.
“Forty-two people including 10 foreigners were rescued,” ministry spokesman Sediq Sediqqi said on Twitter, confirming at least one fatality in the attack.
Earlier, security forces sealed off the centre of Kabul on Tuesday as they battled gunmen who barricaded themselves inside the offices of an international aid group after a car bomb attack on Monday night. 24 people were killed and 91 wounded in Monday’s attack, when twin blasts in quick succession tore through an afternoon crowd in a bustling area of the city close to the Defence Ministry. The Taliban immediately claimed responsibility for that attack, in which a suicide bomber caught security forces personnel and civilians who rushed to help victims of the first explosion.
One nation in South Asia spreading terrorism: PM PM Narendra Modi kept up his attack on the sponsors of terrorism on the second and last day of the G20 Summit in China’s Hangzhou. Without taking names, he categorically said terrorism was being spread by a single South Asian country. “Growing forces of violence and terror pose a fundamental challenge. There are some nations that use it as an instrument of state policy,” said PM Modi in the final session of the G20 Summit. “Indeed, one single nation in South Asia is spreading these agents of terror+ in the countries of our region,” he said, leaving little to imagination over which country he was referring to. “India has a policy of zero tolerance to terrorism. Because anything less than that is not enough. For us, a terrorist is a terrorist,” he added. PM Modi also urged the international community to speak and act in unity and urgency to fight terrorism. “Those who sponsor and support terrorism must be isolated and sanctioned, not rewarded,” he said. The PM’s attack is the second time in as many days he has characterized Pakistan as a fountainhead of terrorism in the region, without actually naming the neighbour. The statements also form part of a larger effort on India’s part to press the global community to move towards adopting a clear stand on terrorism. The lack of a globallyaccepted legal definition of terrorism has often been faulted for double standards and inefficacy in dealing with terrorism and terror organizations and networks.

Bangladesh on Sunday summoned Pakistan’s envoy here to protest its “interference” in the country’s internal affairs after Islamabad said it was “deeply saddened” by Jamaat leader and 1971 war criminal Mir Quasem Ali’s execution. Bangladesh additional foreign secretary for bilateral affairs Qamrul Ahsan summoned Pakistani High Commissioner Samina Mehtab and protested the reaction. “The opinion that Pakistan gave over the execution of Mir Quasem Ali was entirely tantamount to interference in Bangladesh’s internal affairs,” Ahsan said after the meeting. Kapil Sharma expressed his outrage on Twitter by alleging that despite paying Rs 15 crore in income tax for the last five years, he was asked to pay Rs 5 lakh as bribe to a BMC official to set up his office. In the next tweet, Kapil Sharma taunted PM Narendra Modi by asking him sarcastically if these were the ‘achhe din’.

5 reasons why Sidharth Malhotra and Katrina Kaif’s Baar Baar Dekho ended up being a huge disappointment ! Katrina Kaif and Sidharth Malhotra’s Baar Baar Dekho opened across ticket windows today. The film had huge buzz thanks to the smash hit track Kaala Chasma and also due to the fact that Katrina and Sidharth haven’t been paired before. Their jodi brings a certain freshness to the table and also ample excitement given the fact that they both are good looking and have huge fan following. We saw them interact with the media, do the promotional rounds and give a dozen interviews talking about the film. All of that seemed like a build up to an exciting and interesting film. But we were wrong, oh so wrong! In fact we should have been worried from the day Sidharth started denying the fact that Baar Baar Dekho was not a time travel film! In all his interviews leading up to the release, the actor has maintained that stand. But after walking out of the theatre I realised yes he was right, cause Baar Baar Dekho is not a time travel film, it is in fact a royal mess that even a time
travel expert wouldn’t be able to solve. Lesson learnt! Two good looking actors might make a fabulous cover for a fashion magazine, but they might not work in a time travel love story. We rooted for you Katrina and Sidharth, so much that we were hoping you would be the next big pairing of 2016. It’s time Katrina took a break from working with the older men (Salman Khan, Shah Rukh Khan, Saif) and gave the younger guys a chance, similarly it was refreshing to see Sidharth romance someone other than a Shraddha or an Alia. But unfortunately all that off screen chemistry just didn’t manifest on screen. Jai and Diya failed to connect with us. Their love and romance looked smashing with the lush locales, fancy clothes and bouncy tunes, but take all that away and you have two good looking people awkwardly looking at each other. Blame the writing and the lazy characters they played but Sid and Katrina deserved better.

Movie Review
Freaky Ali Nawazuddin’s comic act is amusing in parts Bollywood has never seen a movie made on the sport of golf, which is often considered a niche game by many. With Freaky Ali, Sohail Khan attempts to make a film on golf, a laudable attempt indeed. However, instead of big bro Salman Khan, he chooses to work with Nawazuddin Siddiqui, the man of immense acting gifts, this time. This will also be Nawaz’s first foray as the sole leading hero in a commercial entertainer. What’s it about Ali (Nawazuddin Siddiqui) is an orphan living in one of the bastis of Mumbai, with his foster mother (Seema Biswas). Wanting to make her happy by being rich, he jumps from one business to another with failing results. From selling underwear to being a goon for a local bhai, Danger (Nikitin Dheer) along with bestie Maqsood (Arbaaz Khan), he tries it all but fate has different plans for him. In a freaky twist, his neighbour (Asif Basra), who is also a caddie, discovers his hidden talents as a golfer. He encourages Ali to pursue golfing as a profession and enter the tournament. After some persuasion, Ali agrees to play golf full time to earn the prize money and be rich the right way. However, golf is always perceived as a rich man’s sport, so this puts Ali at loggerheads with the current golfing champion, an arrogant Vikram Rathod (Jas Arora). In the interim, he also starts a romance with Vikram’s manager Megha (Amy Jackson). Whether Ali wins the tournament from under the nose of Vikram is what the film is all about… What’s hot We have seen him as a serial killer, we have seen him as a gangster, we have also seen Nawazuddin Siddiqui as a ghost! But in Freaky Ali, for the first time, we see him in a full-length pakka masala role. And guess what? Nawazuddin scores here as well! If Freaky Ali is watchable even for one time, it is only for this chameleon in guise of an actor. Seriously, is there anything this man can’t do? Be it enthusiastically selling chuddies in the first scene of the film to bringing the right stance while playing golf, Nawazuddin brings his A-game to the film, that perhaps doesn’t even deserve his
talent. If there are any people in the theatre to watch Freaky Ali, it’s all because of this man. Arbaaz Khan also lends him able support as his best friend. Among the supporting cast, it’s Seema Biswas and Asif Basra who stand out. Another thing I appreciate about the film is for trying to bring a niche sport like golf as its main theme, though I am not sure whether it will resonate with the common man in India who is more obsessed with cricket and football (Also I am doubtful anyone would bet huge on golf). One more positive for the film is the dialogues and the humour in them that works most of the time. Some of the jokes go way beyond the belt especially when they are targeted towards the old and the women (like when Ali refers to an old man in his basti as Walking Dead), and yet they have enough potential to make your face show off those pearlies. The scene where Ali sells underwears is terrific, and so is the scene where he trolls Vikram (but actually making fun of the actor playing the role). The first half is especially interesting, thanks to these witty lines. What’s not The film is lifted off from an Adam Sandler movie, Happy Gilmore, which is not exactly a great idea (however, the biggest WTF moment is Sohail Khan claiming the story as his own). Yet, it was one of the most enjoyable Sandler movies, and if Freaky Ali had focussed more on humour and the sport, it would have worked well with the audience. However, the director insists on adding melodrama and a devotional song in the proceedings which is needless and feels forced as well. Speaking of forced additions, the Ali – Megha love story is so lifeless and underwritten that Megha feels more like a cheerleader than an actual character. The subplot involving Danger Bhai and his cronies, while having its moments of mirth, later taxes your patience. None of the songs catches your interest – the first song is so badly picturised that you wonder which era this film belongs to. Poor Amy Jackson, who possesses one of the most beautiful smiles I have seen in recent times, is reduced to a one note character, while Jas Arora seems to channel Gulshan Grover.
And pray, what the heck was Jackie Shroff doing in the film, playing an unfunny don towards the end? This could be his worst screen appearance till date, and mind you, the man was a part of a few B-Grade Mithun films in the ’90s. Even though Sohail Khan has made sure there is no over-the-top shots being played while depicting the golf sequences, there is no tension building up even in the final match (though Ali is playing with a fractured hand). What to do While we all love Nawazuddin Siddiqui as a performer, it’s high time that he chooses his projects more carefully, since this is the third film of his this year, after Te3N and Raman Raghav 2.0, that has let us down. Freaky Ali has a few moments of comic mirth that will make you crack a smile, but the film, overall, sputters and drags all the way to the final hole.

Akshay Kumar has been around in the industry as long as Shah Rukh, Salman and Aamir have been but he is the only actor from the league who has managed to work in more than 100 films. While everyone is busy comparing the three Khans with one another, Akshay did his job quietly and today pose a threat to everyone of them including Salman Khan. Now, it wasn’t an easy ride for this actor who has even worked as an assistant to a photographer before he got his big break. Today, he has turned into an imposing authority at the box office. Akshay didn’t have a godfather to fall back on whenever things went south and he is perhaps the only actor, who in the 90s stuck to his brand of cinema like a loyalist – action. Come what may, he did more and more action films to stay relevant in an era where people just couldn’t stop talking about Shah Rukh Khan. But after a point of time, his films started to look repetitive and the list of disappointments started to get lengthier. Mr. and Mrs. Khiladi, Aflatoon, Khiladi 420, International Khiladi were disasters and it continued for some more time. Guess Akshay realised that the Khiladi genre has dried up and was quick enough to switch to his next big asset – comedy and got heftily rewarded. Hera Pheri was a game changer in the genre. He was a revelation in it. But apart from sporadic successes, Akshay hardly got any hits. Then came 2006 and 2007, when all his films from Bhagam Bhaag to Welcome became raging hits. There was no looking back for him or so you would think! But even after that he gave huge duds like Chandni Chowk to China and 8X10 Tasveer. Things took a turn for the good when he decided to break the rut and do films that

Spicy Chicken Masala Curry There are certain recipes which always remain our favorites and we can never be tired of cooking them over and over again. One such favorite recipe that I cook often and is enjoyed by my family and friends is the Spicy Chicken Masala Curry. Its better than any restaurant recipe. This chicken curry recipe is not a fancy one, very simple, straightforward and quick to make. I don’t remember the recipe source, its been there in my recipe files since ages, thought I’d share it. There are endless variations to the chicken curry and today’s chicken curry is prepared with the same basic ingredients as any normal chicken curry, the only other major ingredient is cashewnut paste. The spice level of the curry is high due to the use of black pepper and chilli powder. But the blending of cashewnut paste with the spices offsets the spicy flavor of the curry and gives this dish its unmistakable, not-too-rich, subtly sweet, warm and spicy flavor. Prep & Cooking Time: 30-35 mts Serves 4-5 persons Ingredients: Marinate: ½ kg chicken, washed and cut into medium sized pieces 3 tbsp curds 1 tsp red chilli powder (adjust to suit your spice level) ¼ tsp turmeric pwd salt to taste Make a paste: 6-7 cashewnuts
4-5 tbsps milk Dry roast and make a fine powder: 1 cinnamon 10-12 curry leaves 3 cloves Rest of the ingredients: 3-4 tbsps oil 2 big onions finely chopped 1 large tomato finely chopped 1 tsp ginger-garlic paste 1 tsp coriander powder 3/4 tsp black pepper powder (adjust to suit your spice level) ¼ tsp cumin powder coriander leaves for garnish Method: 1 Marinate chicken pieces in chilli powder, turmeric powder, curds and salt for 20 mts. 2 While the chicken pieces are marinating, make a paste of cashewnuts and milk. Keep aside. 3 Dry roast cinnamon, cloves and curry leaves for 1 mt and make a powder of them. Keep aside. 4 Heat 1 1/2 tbsps of oil in a cooking vessel. Add the onions and saute till pink. Add ginger-garlic paste and saute further for another 3-4 minutes on medium heat. 5 Add coriander pwd, cumin pwd, pepper pwd and combine well and fry for another minute. 6 Add the tomatoes and let it cook for 3-4 minutes. Combine well and cook till oil separates.Turn off heat. Cool and grind the cooked masala. Keep aside this masala paste.
7 Heat 1 1/2 tbsps oil in a cooking vessel and add the marinated chicken and cook on high flame for 4-5 minutes, reduce heat and cook covered for another 4-5 minutes.
9 Garnish with fresh coriander leaves. Note: Adjust the spices according to your choice. Dont over fry the masala too much
8 Add the ground masala paste, cashewnut paste and ground powder of cinnamon, cloves and curry leaves and combine well. (Add a cup of water for more gravy consistency). Cook till chicken pieces are soft and you get the desired curry consistency. Adjust salt.

Paneer Jalfrezi Paneer Jalfrezi basically is an Indian style stir-fry dish which tastes delicious and looks beautiful. This is also a popular restaurant dish. Paneer Jalfrezi is a quick and easy recipe to make. Serve Paneer Jalfrezi with paratha, naan, or plain rice. This recipe will serve 3. Preparation time 15 minutes Cooking time 15 minutes Ingredients: About 1 cup paneer cut in long strips about 1/4” About 1 cup bell pepper cut in long strips about 1/4” – capsicum (I am using different color bell pepper for color) About 1 cup carrots cut in long strips About 1 cup green beans cut into about 1” pieces 1 tomato medium size cut into byte size pieces 3 tablespoons Oil 1 teaspoon cumin seeds 1/2 teaspoon nigella seeds, kalonji 1 tablespoon ginger thinly sliced
1 tablespoon green chili chopped 1/4 teaspoon turmeric About 3/4 teaspoon salt 1/4 teaspoon garam masala 2 tablespoons Cilantro chopped Method Paneer jalfrezi vegetables should not be very soft, to taste best vegetables should be little crisp. Vegetables are added in steps as all the vegetables take different time in cooking. Heat the oil in frying pan over medium high heat. Oil should be moderately hot, add cumin seeds, and nigella as the seeds crack, add carrots, beans and salt. Stir-fry three to four minutes. Add bell pepper, ginger, green chili, turmeric, and red chili powder, stir fry for two to three minutes. Add paneer and tomatoes stir gently cook until all the vegetables are tender.
Add garam masala and cilantro stir gently everything is mixed well. vegetables should be crisp, do not overcook. Turn off the heat. Enjoy!

There’s a housing bubble in Vancouver but it’s not caused by foreign buyers, says a note out Friday from Capital Economics. Paul Ashworth, chief North American economist with Capital Economics, said media reports showing a decline in housing sales in Vancouver following the implementation of a new tax on foreign buyers is missing a key part of the story. Sales were down 26 per cent in August, 2016 from a year earlier — a decline that coincides with an additional 15 per cent lander transfer tax on foreign buyers that was announced July 25 and took effect Aug. 2. Some in the real estate industry said July sales were boosted by foreign buyers moving transactions forward to avoid the tax. “Most of those media reports failed to mention that Vancouver home sales were down by an even bigger 27 per cent year over year in July,” said Ashworth. “The foreign buyer tax had very little impact on Vancouver home sales, which have been on a downward trend since February. That supports our claim that, rather than foreign buyers, it is irresponsible lending and rising domestic debt that has been driving Canada’s housing bubble.” The economist points out that Vancouver sales have declined 40 per cent since peaking in February and show a marked decline in the annual growth rate of house prices in Vancouver. “We would be amazed if sales didn’t fall further over the next six months,” he

A first cluster of towers – some two million square feet – was built downtown in the past three years. Another 11 office developments are proposed within blocks of Credit Suisse’s Exchange tower at Howe and West Pender streets, even while the office-vacancy rate in the region continues to inch up as a result of the first wave of building. But commercial brokers say the city is not about to be populated by ghost towers.

B.C. judges to enforce monetary judgments awarded in Chinese courts. These Chinese rulings typically involve people found in China to have defrauded Chinese banks or business partners and then fled to Canada with the money and invested in real estate here. The rapid rise in the numbers of Chinese cases in Canada and the U.S. — two preferred destinations, according to the Chinese government, for financial fugitives — has also been recognized by Dan Harris, a Seattle lawyer who advises international law firms on strategies for recovering assets from Chinese defendants. Such cases have been trickling into B.C. courts for several years, including a 2015 B.C. Supreme Court award of $670 million to the Bank of China against money allegedly laundered through buying multiple homes

and setting up bank accounts in Richmond. But, according to Vancouver lawyer Christine Duhaime, a precedent-setting case in June appears to have opened the flood gates. Duhaime says that after her client, China Citic Bank, won a so-called Mareva injunction from B.C. Supreme Court, prohibiting the sale of four Vancouver-area homes worth $7.2 million, calls from China poured in. The homes belong to a couple who were alleged to have “fled China” with an unpaid $10-million loan. Duhaime says she understands this is the first case of a Mareva injunction, also called a freezing order, being won by a Chinese bank in North American courts. Such injunctions prevent assets from being sold before a court can rule on whether they should be used to repay a court award. Based on the case, Duhaime says she has obtained information from China alleging that “billions of dollars” of bank fraud proceeds are invested in B.C. real estate. She said she could not share the documents for reasons of client privilege. “The (Citic) Mareva case absolutely increased the interest in China, and caused a number of banks in China to reach out to us and say ‘We have all these cases. Can we do something in B.C., too?’” Duhaime said. “There is lots of cases coming down the pipe, and there is lots of appetite in China from the government, down to the banks, to come to B.C. to enforce judgments.
