FBI tip led RCMP to stop terrorist act by Canadian ISIL supporter The U.S. Federal Bureau of Investigation tipped off the RCMP about a person who was potentially planning a terrorist attack in Canada, says Reuters, which led the Mounties to a small Ontario town where a known ISIS sympathizer died in a confrontation with officers. After receiving the tip Wednesday morning, police responded to what they called “a potential terrorist threat” in Strathroy, at the home of Aaron Driver, 24, who had been under a peace bond for openly supporting ISIS on social media. RCMP told the man’s family that Driver was shot after he detonated an explosive device in the back seat of a cab. The taxi driver received minor injuries and police are awaiting results of an autopsy to determine what killed Driver. Continued on Page 9... Rio 2016

India’s sports minister, Vijay Goel, has been a conspicuous presence at Rio’s Olympic Games, frequently spotted in the stands cheering on Indian athletes and taking selfies after their events. But he and his large entourage have apparently raised the ire of Olympic officials with unruly behavior, repeatedly trying to push their way into competition zones without the proper credentials and responding rudely when checked, the Press Trust of India reported. Olympic organizers threatened to withdraw Goel’s accreditation on Wednesday if the behaviour did not improve, sending a warning letter after he and his entourage tried to enter restricted areas in the gymnastics venue and the arena where fencing and taekwondo is held. Foiled attack raises questions about value of peace bonds The use of peace bonds as a tool to deal with suspected terrorist sympathizers is being questioned, after the RCMP revealed that Aaron Driver had been poised to launch an attack, despite being subject to a court order placing him under restrictions. While some are questioning whether police should have done more to enforce the peace bond issued by a Winnipeg court, others suggest no peace bond can stop someone who is determined to launch an attack. Aaron Driver, who pledged allegiance to ISIS, was planning ‘imminent’ attack, police say Driver was killed Wednesday during a confrontation with police on a normally quiet residential street in the small town of Strathroy, nearly 40 kilometres west of London, Ont. Driver was one of only 11 Canadians who have been subject to anti-terrorism peace bonds, according to Elizabeth Armitage, director of communications for the Public Prosecution Service of Canada. With Driver dead, only one terrorism peace bond remains active. The rest have expired. Peace bonds are issued by a court in cases where authorities fear an individual is likely to commit an offence but there is no evidence that an offence has already been committed. If individuals obey the conditions of the peace bond, they stay out of jail. If they breach them, they can be put behind bars. The conditions of Driver’s peace bond were reduced

by a Winnipeg judge in February to remove the condition he wear a GPS ankle bracelet that would have allowed him to be tracked He was required to live at a specified address in Strathroy, Ont., had to notify an RCMP officer of any changes in address and report to that officer twice a month. Driver had to seek permission to own any cellphones, computers or mobile devices and stay off social media websites until the end of August. It is not clear, however, just how closely police were monitoring Driver as he planned the attack that was thwarted by police. The RCMP only learned of his plans after the FBI warned them of a credible terrorist threat and provided a copy of the martyr video he had prepared. During a news conference Thursday in Ottawa, RCMP Deputy Commissioner Mike Cabana said there are limits to how far a peace bond can go if someone is determined. “As it’s clearly demonstrated by this case here, when individuals have these kinds of intentions, intentions such as Mr. Driver had, there are no conditions that can be put in place that will prevent them from taking action.” Lorne Dawson, a sociology professor at the University of Waterloo who researches radicalization and terrorism, says a peace bond was one of the few steps authorities could take, because despite his online support for ISIS, Driver hadn’t actually broken Canadian law. “The peace bond was really the only measure available, and the new terrorism legislation of course

brought in by the Conservative government made the conditions for the peace bond easier. The police don’t have to show that someone was likely to do something — merely that they may do something,” Dawson said. “In a way, Aaron Driver was a test case for the new conditions of a peace bond. Really, their hands are tied. Until someone does something, it’s about the only measure they have available.” Phil Gurski, a former intelligence analyst, says CSIS and the RCMP can’t afford to monitor those on an antiterrorism peace bond 24 hours a day, seven days a week. There is also debate over how the conditions of a peace bond should be set and monitored. “What I find fascinating is that the father has said that his son was not surveilled enough,” Gurski told. “And we have the lawyer, trying to get all the conditions dropped as being too draconian. “So where is the balance in all this?” Gurski said Canadians have to decide where they want to set the bar between rights and security. “How much security is enough, how much is too much? How much is a violation of our charter rights? Those are the kinds of questions parliamentarians will be asking as MPs prepare to debate national security and an overhaul of the Conservative government’s controversial Bill C-51, which gave new powers to police and intelligence forces. “This is an issue that Canadians will have the opportunity to be engaged in during the course of the national security consultations,” Public Safety Minister Ralph Goodale told reporters when asked whether it should be easier for prosecutors to obtain peace bonds for terrorism suspects. “Others have pointed out in these circumstances that the peace bond may or may not have been the right tool to be used.” “No tool, in dealing with these kinds of circumstances will be perfect.” Conservative public safety critic Erin O’Toole said Bill C-51 was part of his government’s attempt to get that balance right. “I think the case of Mr. Driver demonstrates how challenging this is in the modern age…He’s actually one of the first cases that that legislation was meant to impact.” “What I worry about is the new government that actually voted for C-51 and talks about changing it. How are they going to ensure that law enforcement can apprehend or stop attacks like this. You can’t just instantly weaken these measures.”

16 year hunger strike ended by Indian love affair

But although Irom Sharmila has vowed to continue her fight against alleged Indian army brutalities in her home state of Manipur by running for political office, not all of her supporters are happy. Many have blamed her climbdown on Desmond Coutinho, a British citizen of Goan origin with whom Sharmila has had a distant seven-year romance but is now rumoured to be marrying. Activists for whom Sharmila has become an almost saintly figure have accused Coutinho of distracting her from her noble cause. Speaking as she ended her hunger strike, Sharmila said she wanted to live like a “normal human being.” “Love, marriage is natural, isn’t it?” she asked. Coutinho, 53, a fellow activist, began sending letters to Sharmila after reading about her struggle in her biography in 2009. She replied from hospital, where she was detained, and after a long correspondence

they met for the first time two years later. On Manipuri social media it is rumoured that Coutinho is a government spy sent to destabilize their heroine’s resolve. Sharmila, 44, is the figurehead for protests against a law that gives Indian soldiers powers to shoot on sight in “troubled” regions, such as her native north-eastern state. She launched her hunger strike aged 28 after 10 Manipur civilians were shot and killed while waiting at a bus stop, allegedly by the paramilitary Assam Rifles force. Critics of the law say it is used to cover up human rights abuses in Manipur, which has suffered a decades-long insurgency for independence from India. Until Tuesday, Sharmila had not taken food or drink by mouth, and was fed by plastic tube in her nose. Speaking at a court in Imphal, Manipur’s capital, where she was facing charges of attempting suicide, Sharmila said: “I have been fasting for 16 years and not got anything from it.” Sharmila was granted bail after promising to end her fast.

Green light to grow own medical pot in Canada Local pot advocates applauded the federal government Thursday after it announced new rules that will allow patients to grow medical marijuana for their own use, or designate a grower to do so for them. The Access to Cannabis for Medical Purposes Regulations go into effect on Aug. 24, replacing the Marihuana for Medical Purposes Regulations. Under the ACMPR, patients who have been authorized by a doctor to access medical cannabis will be allowed to produce a limited

amount of pot for personal use, or designate a grower to produce it for them. Those wishing to grow their own medical cannabis will need to first register with Health Canada. Dispensaries and compassion clubs, however, remain illegal. “The devil is often in the details but I think it’s a really big step forward,” said Vancouver lawyer Kirk Tousaw, who represented the four plaintiffs in the case of Allard v. Canada. The decision issued in that case is what spurred the new regulations shared Thursday.

Continued from Page 3... “We have had multiple reports of your Minister for Sports trying to enter accredited areas at venues with unaccredited individuals,” Sarah Peterson, continental manager of the Rio 2016 Organizing Committee, wrote in the note. “When the staff tried to explain that this is not allowed, they reported that the people with the Minister have become aggressive and rude and sometimes pushed past our staff. “Should our protocol team be made aware of further examples of this type of behavior, the accreditation of your Minister for Sports will be cancelled and his privileges at the Olympic Games withdrawn.” The leader of the Indian delegation called the matter “a non-issue being made an issue” and Goel himself said he had done nothing wrong, chalking it up to a “misunderstanding.” He tweeted, “To my knowledge, we have been following all rules & regulations. We are committed to the spirit of Olympics & back our Indian players.” It has otherwise been a gloomy Olympics for India, with zero medals so far. Bummedout fans on social media noted that Michael Phelps now has as many medals — 26 — as India has won in its history. Several prominent contenders have already been eliminated, including shooter Abhinav Bindra, who won a gold medal in Beijing in 2008. He placed fourth this time. “Go to Rio. Take selfies. Come back empty handed. What a waste of money and opportunity,” author and columnist Shobhaa De said in a sardonic tweet. But some bright hopes remain, with competitors foraging ahead in boxing, golf, tennis, track and field and, yes, badminton. The lone Indian woman gymnast, Dipa Karmakar, will compete in the vault finals on Sunday — showing off her fearsome double revolution “Vault of Death,” the Produnova, attempted by few other gymnasts. For a country of 1.25 billion people, India’s low medal count has always been a source of consternation. Analysts say that there are myriad reasons for this. The national obsession is cricket, which is not an Olympic sport. India has not invested heavily in infrastructure and training for Olympians — Karmakar’s first vault was made from parts of an old scooter. Parents have historically emphasized academics over sport. And the sports’ governing bodies have been dogged by corruption. The International Olympic Committee suspended the Indian Olympic Association for violations of its charter in 2012 because they had elected leaders with pending criminal charges. In Sochi, India’s three winter Olympians were not even allowed to compete for their country, carry the flag or wear the insignia. They competed as independents.

Charged with conspiracy to commit the indictable offence of reckless discharge of a firearm are Manpreet Michael Johal, 24, Himmat Singh Virk, 18, Baltej Gill, 18, and Randeep Singh Johal, 18. Charges against a fifth man are pending. A youth, who can’t be named because of his age, is also facing gun charges. Fordy says he believes the accused are linked to a bloody war over drug turf that erupted in Surrey in the spring. There have been dozens of shootings in Surrey this year and police blame much of the violence on the feud. A flurry of shootings in March led the RCMP to host community forums and set up a hotline for concerned parents.

Since then, police have made 30 arrests and seized 15 guns. Thirty-six families have contacted the hotline.

“We’re making significant progress on this file, and I think the residents of Surrey should know that,” said Surrey Mayor Linda Hepner.

Hepner says she’s pleased violent criminals are being taken off the street, but she is frustrated with the criminal justice system. “I believe any time that you fire a gun in an urban setting, and you mean to harm others, that the severity of the punishment should be significant,” she said. “From the perspective that I have seen up to now, I don’t see that happening.” Surrey-Tynehead MLA Amrik Virk says Hepner’s concerns are being heard in Victoria. “I expect the full weight of the law to come upon these individuals,” Virk said. “That’s certainly not lost on me, and it’s not lost on [B.C. Solicitor General] Mike Morris in terms of discussions that he is having with his federal counterparts.”

The tent city that has grown on the Victoria courthouse lawn will not completely disappear today, despite a court injunction ordering residents out, said B.C. Housing Minister Rich Coleman. Crews armed with large plastic containers were on site today helping people pack up their belongings and remove vacant tents and other infrastructure. About 70 of the roughly 100 people who had been living in the tent city have been moved in the past week to long-term supportive housing at the former Central Care Home, a former seniors’ facility purchased by the province in June. “We have made excellent progress actually and we have seen very good cooperation from the campers,” said Coleman in a statement. “There’s no need to go for any type of an enforcement order at this point.” He noted the population is vulnerable and difficult to house, so they’re being moved “at a pace that ensures it is a success for them,” and housing will be provided for everyone that wants to be housed. Coleman didn’t say exactly how much longer it will take to move the remaining campers to available housing, or when it plans to enforce the court order if anyone refuses to go. One of the former tent city campers said she’s excited to be coming inside after years living on the street, but it will take time to get used to having walls and a door. “It’s a huge adjustment going from outside to inside,” said Jaime Green, who was among the first campers on the courthouse lawn, living there from mid-November until last Tuesday. The tent city drew so many homeless campers, because in other parks homeless people have to take down their tents every night, and carry them around all day — an exhausting process, said Green. “This is awesome,” she recalled. “We were pretty happy to not have to tear down.” She used cardboard to insulate her tent from the winter rain and winds. Green has lived in Victoria for 20 years, and slept in parks for the past several years while on a list for social housing. Now, she and her partner are getting used to the echo off the walls of her room at the former Central Care Home, and the quiet when she closes her door. “We are still getting used to the idea of having a space that is ours, that we can lock and be safe”

FBI tip led RCMP to stop terrorist act by Canadian ISIL supporter Continued from Page 3... Police told Driver’s family they had to shoot him because he had another device and planned to detonate it. A senior police official told The Canadian Press on Wednesday that the man allegedly planned to use a bomb to carry out a suicide attack in a public area. The FBI had learned that a man had indicated he planned to carry out a rushhour attack in a major Canadian city, according to Reuters news agency. “The RCMP received credible information of a potential terrorist threat,� an RCMP statement said earlier Wednesday. “A suspect was identified and the proper course of action has been taken to ensure that there is no danger to the public’s safety.� One source said the FBI did not know the identity of the man and sent a wide notice across Canada about the potential threat. A second source said the RCMP then realized it was Driver and deployed officers to the home in Strathroy where he was living. The sources Reuters spoke to declined to be identified as they did not have permission to speak to media. There were no details provided of what kind of attack Driver, who also used the alias Harun Abdurahman, had allegedly been planning. On Wednesday morning, the RCMP warned transit and airport officials in Toronto of a credible threat, but were not given specific details. Maria Pereira, who lives next door to the home where Driver was located, said she had been sitting on her porch Monday afternoon

and heard what sounded like firecrackers coming from her neighbour’s yard. She called police. “It was louder than fireworks and that’s what started to worry me. And my dog goes nuts — he doesn’t like fireworks. And I was just mad at that point because there was no reason to be setting off fireworks in the middle of the day.� Pereira said she had to leave before the police arrived, but she saw them coming down the street as she left her house that day. Pereira said she didn’t know Driver. She said a man and woman, three young teenagers and a young boy moved into the house about a year ago. Driver didn’t appear to live in the home on a regular basis, but would come and go, she said. She added that she wasn’t sure how Driver was related to the family. “He wouldn’t go in the house, he’d go in the back. I thought someone was living in the back shed because I could hear TV at some points and rustling, and my dog would go nuts at the back shed. “I just thought it was strange how he would come over there and not even go into the house. He would just hang out in the backyard most of the time.� Other neighbours said they should have been warned that Driver lived near them. “I think they should have [told us], just so that we’re well aware of this, so that we can keep an eye out ourselves too,� said Harry Denharton, who lives nearby and heard two loud bangs Wednesday afternoon but only later learned what had happened.

Vancouver Police say scammer impersonating local officers

Vancouver posts 18 straight months of rising house prices

House prices in Vancouver increased by 2.3 per cent in July, marking the sixth straight month that prices in the city have increased by more than two per cent, according to the latest release of the TeranetNational Bank Composite Housing Price Index. The string of price increases​brings the 12-month rise for the Vancouver market to a record 24.3 per cent. The survey of prices also reported that Vancouver marked its 18th consecutive month without a decline, with a new record set each month. Big gains in July were also seen in Victoria, up 3.8 per cent, Toronto, up 3.1 per cent, and Hamilton, up 2.4 per cent.

Toronto saw its 14th price rise in 15 months, with new records set in each of the last six months. Prices have also set records in each of the last five months in Hamilton, in each of the last three months in Victoria and in the last two months in Winnipeg. Nationally, those four hot markets helped house prices rise by two per cent in July and by 10.9 per cent from a year earlier. National Bank senior economist Marc Pinsonneault said some observers believe prices are going to cool in Vancouver, based on July’s 19 per cent drop in year-over-year home sales and the new 15 per cent property transfer tax on foreigners’ purchases of residential real estate.

The traditional dance has been integrated with Western dance styles in many South Asian communities across B.C. and KPU Punjabi instructor Ranbir Johal believes the course will be extremely popular. “Students will learn much about Punjabi culture and performance traditions,” she said Bhangra instructors Gurpreet Sian and Rayman Bhullar are both accomplished musicians. Sian, who is executive director of the South Asian Arts Society, has participated in dozens of international bhangra competitions and events, including the 2009 Juno awards and the

2010 Olympics in Vancouver. “This is a unique opportunity for KPU students to learn the energetic, yet graceful dance form of bhangra,” says Sian. “This studiobased course will also dive into the history and folklore associated with Bhangra dance and music.” He and fellow bhangra aficionado Raakhi Sinha created a comedic dance musical, “Bollywood Wedding,” which was voted Best Outdoor Interactive Theatre Event by The Georgia Straight in 2009. Bhuller is a multi-talented musician who plays piano, harmonium, tabla, dholak and dhol, among other instruments. Senator Mike Duffy back to claiming Ottawa living expenses

The Ol’ Duff is back to making his old expense claims. Shortly after his court vindication, Senator Mike Duffy returned to charging taxpayers for some of his Ottawa living expenses. According to the Senate’s quarterly proactive disclosure report, Duffy claimed $1,691.59 in National Capital Region expenses between March and June of 2016. These are the types of claims that led to the Senate expenses scandal in the first place, and prompted an overhaul of the rules and regulations for the Upper Chamber. “I filed my claims as the Senate rules provide, and was approved by Senate administration, and as Judge Vaillancourt agreed were valid,” Duffy told in an email. Before the scandal broke in 2013, it had been widely known that Duffy, who represents Prince Edward Island, had lived in Ottawa for more than two decades during his time as a television broadcaster. Duffy’s previous expense claims led to a criminal investigation, and he was charged with 31 counts of fraud and breach of trust. After a year-long legal saga, Duffy was found not guilty on all charges in a resounding victory issued by Justice Charles Vaillancourt. While Duffy’s previous claims landed him in court, there appears to be no uncertainty about whether he is entitled to make Ottawa living expense claims now. Senate administration confirms Duffy is

Canada’s first baby with Zika-related birth defects Canada’s public health agency is reporting the country’s first baby with “severe neurological congenital anomalies” resulting from the Zika virus. Thousands of babies have been born with microcephaly (abnormal smallness of the head) and other birth defects since the Zika epidemic began in 2015 in Brazil, other parts of South and Central America, and elsewhere. Earlier this year, the World Health Organization declared the mosquitoborne virus a public health emergency of international concern. Until this week, there had been no reported cases of birth defects related to Zika in Canada. Public health officials are releasing no other information about the baby, including whether or not he or she is alive. It represents the second confirmed case of maternal-tofetal transmission of the Zika virus in Canada. Canada is the latest country to report a case of congenital malformation associated with a travel-related case of Zika virus infection.” The WHO added that “probable location” of the infection is undetermined. Last week, Chief Public Health Officer Dr. Gregory Taylor confirmed another case in which the virus was transmitted from a mother, who was infected while travelling in the first trimester of her pregnancy, to her baby. That baby, which had traces of the Zika virus in the fluid around the brain, is normal, although being monitored, he said. Although microcephaly and related neurological anomalies are the most visible and tragic signs of congenital Zika syndrome, damage to babies can be much more widespread, even in those whose heads are of normal size, health officials are now finding.

Eleven days before her wedding, BC bride found out her fiance was already a husband and father of two

For months, Riya, her fiancé and her family had been preparing for the couple’s Aug. 6 wedding. The gurdwara in Richmond was booked. More than $20,000 in jewelry and gifts had been purchased by Riya’s family. Her intricately embroidered Indian wedding gown hung in the closet. The happy couple had completed their registries, posed for engagement photos, and

sent out invitations to hundreds of guests. But 11 days before the big day Riya discovered her loving boyfriend of two years was another woman’s husband and a father. “I was devastated. I never imagined for two years… I never thought anyone could go to those depths,” said a heartbroken Riya from her Vancouver home on Monday. Riya met Harry on an online dating site in September 2014. He seemed nice and down-to-earth. Harry told Riya his parents lived in the U.K. and sent him to boarding school in India when he was five. He told her he moved to B.C. three years ago, works as a manufacturing company manager

in Mission, and lives with relatives in Abbotsford. The two fell in love. He quickly wove himself into her life, meeting her friends and family, and spent Christmas Eve and Day with her family. During a two-week vacation to Japan last September, Harry gave Riya a ring blessed by monks at a temple. “That’s my promise ring,” he told her. After about a year together, Riya and Harry, both in their 30s, started talking about marriage. That’s when the problems began. At first, Harry said his parents didn’t approve of their marriage because her family wasn’t as wealthy as his, recalled Riya, who is a health-care professional. Then, in January, he said his parents had come around, and would be going to India to withdraw funds for the wedding and would then come to Vancouver. Harry told Riya that while in India, his mother fell ill and had to be admitted to ICU. Later, he said a problem with the money transfer required the dad to go to Toronto before coming to Vancouver to meet Riya and her family. Then, he said the mom was diagnosed with advanced cancer. Throughout all this, the wedding plans continued. Whenever Riya wavered, Harry urged her not to give up on their relationship. He fed her enough truths to make the lies believable. He used his real name and real job. At one point he told her he was stressed because his company was being sold to a U.S.

firm (also true). His distress was also real. Over the last few months he had dropped 15 to 20 pounds, said Riya. She chalked it up to grief over his mother’s deteriorating health, but realizes now it was stress over his lies. At one point, Riya’s dad talked on the phone to a man with a Toronto number who claimed to be Harry’s dad. The man apologized for the delay in meeting his future daughter-in-law’s family and said he’d be coming to Vancouver very soon. Riya also received texts from someone claiming to be Harry’s cousin’s wife. “Everything was fake,” said Riya. “It was all a lie.” Riya said her boyfriend told her he was an only son, so his parents wanted to be able to choose his bride. He also told her his family’s custom dictated she couldn’t meet his Abbotsford relatives before she met his parents as it would be considered an insult to his mother and father. “He always had a very plausible explanation for everything,” Riya said. “I loved him. I trusted him. I had no reason to doubt him.” The web of deceit fell apart on July 28, when a long-awaited meeting between the two families was to take place at Riya’s house. Her family spent all day cooking and cleaning. That afternoon, Harry called Riya. His mother had taken a turn for the worse, he said. His dad had to fly to India on an emergency visa. Riya’s family decided enough was enough. Riya, her brother, and parents drove to Abbotsford to meet Harry’s relatives. A woman who met them at the front door said Harry was her husband and they had been married for 13 years.

Supreme Court will hear extradition case for mother & uncle charged with honour killing The Supreme Court of Canada will hear a Crown appeal in the extradition case of a mother and uncle accused in connection with a so-called honour killing in India. Jaswinder (Jassi) Sidhu was stabbed to death in Punjab in June 2000; her mother, Malkit Kaur Sidhu, and uncle, Surjit Singh Badesha, are accused of murder and conspiracy in India. In 2014, a British Columbia Supreme Court judge ordered them committed for extradition to India to face the charges, prompting thenjustice minister Peter MacKay to issue a surrender order. In court, the Crown alleged the pair orchestrated the murder because Sidhu had married a poor rickshaw driver in India, rather than the wealthy older man they preferred. Four men have already been convicted of murder in India in the case. Sidhu and Badesha appealed the extradition, raising a number of grounds, including that they might be tortured or neglected in Indian jails. In a split ruling in February, The British Columbia Court of Appeal set aside the minister’s order. “In my view, there is a valid basis for concern that the applicants will be subjected to violence, torture and/or neglect if surrendered,” Justice Ian Donald said in his reasons for judgment.

Trudeau gov’t worries that Vancouver’s foreign buyer tax will not be enough In Vancouver, there’s plenty of worry the 15 percent tax on foreign home buyers could be too successful, chasing away legitimate investors. In Ottawa, the big worry is the tax won’t be enough. Federal government officials studying the move have doubts about its effectiveness to slow the market, according to two people familiar with discussions on the matter who spoke on condition they not be identified. Offsetting factors include Vancouver’s lack of supply and Canada’s record-low interest rates. The federal government wasn’t involved in the decision, the people said. It could, however, be a problem for Prime Minister Justin Trudeau. He has promised to act on the affordability issue but is worried any full-blown attack to contain Vancouver and Toronto — the country’s two most expensive markets — would trigger declines in the rest of the economy, or even produce a major correction. “Fifteen percent, when prices have been escalating at more than 10 percent a year, won’t do very much,” former Bank of Canada

Governor David Dodge said in an interview. “It will have some initial disruption but it really won’t do very much.” After tighter mortgage rules Finance Minister Bill Morneau introduced in December failed to cool the market, he sought to devolve some of the responsibility to the provinces and cities, with British Columbia’s move the first salvo in those efforts. A failure in B.C. could make it more difficult for the federal government to resist pressure to become more active. “One thing that is very hard for governments to learn, and this is a new government very much in the learning process, is that there are some issues you don’t want to take responsibility for,” Dodge said. “The housing market in Vancouver is not an issue that the federal government really ought to take responsibility for.” Morneau has nonetheless vowed to lead a “coordinated approach” that ensures Canada’s housing market remains stable and accessible. “B.C. has taken an initiative, which we’re watching closely,” he told reporters last week in New Brunswick.

Gurdev Dhillon will have to fight to get back in Canada A man thrown out of Canada after a wrongful sexual assault conviction must pay $1,500 for his improper deportation and fight for the right to return so he can seek redress. “It is obscene,” Vancouver lawyer Jason Gratl complained this week. “It’s hard to make this stuff up. It’s an obscene demand to require the man to cover the cost of his wrongful deportation. He makes $200 a month as a subsistence farmer in India!” His client Gurdev Dhillon, now 36, came to Canada in 2003 and was wrongly convicted in October 2005 of participating in a July 2004 Surrey gang rape at his apartment. The permanent resident who had been sponsored by his wife served four years in prison before he was deported. It’s hard to make this stuff up. It’s an obscene demand to require the man to cover the cost of his wrongful deportation. He makes $200 a month as a subsistence farmer in India

The Supreme Court of Canada in October 2013 tossed this case back to the B.C. Court of Appeal because of fresh evidence, and Dhillon’s convictions were set aside in December 2014. But he is deemed inadmissible to Canada because he was deported for serious criminality, even though that was mistaken. In the interest of fairness you’d think that would be a paper fix so he could come back — but there are complications, his new family, a wife and son. “Of course, he doesn’t want to leave them in India and the government says not only can he not bring them, they have also refused to process his application to return to the country for 14 months,” Gratl said. “The Government of Canada is doing all sorts of inappropriate things like charging them application fees to return to the country.” The case is a perfect example of how the system fights tooth and nail to prevent victims from being compensated for institutional injustice.

Calgary man charged with importing drug 100 times more powerful than fentanyl RCMP have charged a Calgary man with importing a dangerous synthetic drug that can be 100 times more powerful than deadly fentanyl. Canada Border Services Agency staff seized a package containing one kilogram of carfentanil that came from China, enough for 50 million doses. “It is very dangerous,” RCMP Insp. Allan Lai said Tuesday at a news conference. “This is serious enough that we do have to prevent this from coming into our country.” The synthetic opioid is used to sedate elephants and other large animals but has been showing up in heroin around the world. RCMP said it is hard to imagine what this drug would do if even a small amount made its way to Canadian streets. The CBSA said the package containing the drug was

intercepted in Vancouver on June 27. The package was marked as containing printer accessories. The white powder was sent to a lab that confirmed the substance was carfentanil. Officials said the public was never at risk. RCMP and Calgary police then began investigating. Joshua Wrenn, 24, has been charged with importing a controlled substance and possession for the purpose of trafficking. He is to appear in Calgary provincial court on Oct. 19. Carfentanil is the latest synthetic opioid to cause concern in Canada. Fentanyl has been linked to hundreds of deaths in Canada, including 443 in Alberta since 2014. The NDP government passed a law this year to ban machines that make pills of illegal drugs such as fentanyl.

B.C.’s public auto insurer says it’s cautiously optimistic there won’t be any massive problems as it rolls out the last phase of the largest computer project in its history, but auto brokers warn customers might temporarily face longer lines. The Insurance Corp. of B.C. started a “soft launch” Sunday of new software that private insurance brokers will use in their day-to-day work selling auto insurance and registering vehicles for customers. It’s the last step in the corporation’s $400-million “transformation” project, which started several years ago and replaces technology up to 40 years old. ICBC CEO Mark Blucher called it “the single biggest, most complicated, implementation this company has ever seen in its history.” The new PolicyCenter software, which cost $170 million, will tie into other new systems already online that help manage claims and calculate rates. “We’re not seeing any issues with the technology,” said Blucher. “Nothing that is really worrisome at all.” Most B.C. drivers shouldn’t seen much of a difference when they go to renew or buy insurance at their local Autoplan broker, said Nicolas Jimenez, ICBC’s vice-president of insurance and driver

Police in Windsor, Ont., have charged a local monk in connection with what they call the possible historical sexual assault of a child. Police allege a child was assaulted on multiple occasions about two years ago at the Khemara Buddhist Temple. The child was six years old at the time of the alleged assaults and police say they are concerned “there may be a potential” for other victims. Then Phan, 38, of Essex County is charged with two counts of sexual assault, two counts of sexual interference and one count of an indecent act. Police, which began the investigation in July following a complaint from the family, have not revealed the child’s gender.

Port Moody police say a 16-year-old girl died Sunday in a Port Moody Starbucks washroom where they also discovered drug paraphernalia and a small amount of drugs. Police say they were called to the coffee shop on Ioco Road at around 5:19 p.m. PT by Starbucks staff. When they arrived, they say the B.C. Ambulance Service and Port Moody Fire Rescue were already there, trying to revive the young woman. Port Moody Sgt. Travis Carroll says the teen’s death highlights the dangers of illicit drug use. “The Port Moody Police would like to emphasize that the risks involved in using illegal drug use are real and can easily result in unintended overdose,” Carroll said in an emailed statement. Police have previously cautioned, particularly given the recent rise in fentanyl-related deaths, that anyone using drugs should not use alone. However, Carroll says police cannot yet say whether fentanyl was involved. The B.C. Coroners Service is investigating.

Civil Liberties Association says it has confirmed that Vancouver police have used a controversial cellphone surveillance device — a StingRay — at least once. Police confirmed the device was used nine years ago. The device was employed with “legitimate, appropriate and proper” authorization and based on “exigent circumstance,” police said. In an email to CBC, Vancouver police Const. Brian Montague said the device was

Violence in the drug trade is endemic on the Downtown Eastside according to a German researcher and university professor studying the subject. And because some of that violence is between higher-level drug dealers and their subordinates, Anke Stallwitz says police can be part of the solution when it comes to making arrests by being more thorough with paperwork. “Street dealers suffer from so-called ‘not getting a ticket’: getting their drugs taken off them but not getting the adequate paperwork,” she told On The Coast host Stephen Quinn. “So when they go to their boss and say, ‘The drugs are actually gone, they have been taken off me,’ they would often get the response, ‘You just smoked it or injected it or stole it.” In fact, police took the drugs but didn’t provide the suspects with proof. Stallwitz spent the last five months studying drug violence in the Downtown Eastside, partnering with the Vancouver Area Network of Drug Users to interview people who use and deal drugs. The research so far suggests that violence among drug users and dealers is prevalent, especially in the 100-block of East Hastings Street, where she says drug dealing is chaotic because no one has established control.

Fisheries minister plans ‘concrete’ action to fight declining sockeye run Canada’s minister of fisheries says the government is taking action in a “rigorous and robust” way to restore the Fraser River’s sockeye salmon run after nearly four years of silence following a federal inquiry into the decline of the iconic species. Dominic LeBlanc said Ottawa is committed to the 75 recommendations that came out of the Cohen Commission of Inquiry in October 2012, agreeing delayed action has been “unacceptable.” “The beginning of a transparent and open accountability to Canadians is today,” he said Tuesday. LeBlanc made the remarks at the Department of Fisheries and Oceans’ West Vancouver lab to a room packed with politicians, scientists, environmentalists and Indigenous leaders. Many expressed hope that after nearly four years — and an election — the federal government was finally talking about action to protect wild salmon.

“Make no mistake, there are many challenges to come, minister,” said Michael Meneer of the Pacific Salmon Foundation. “It’s been four long years of no communication ... there’s a lot of work to be done.” LeBlanc said he was asked about the Cohen report “within hours” of assuming the role as fisheries minister in June, and that it’s a priority for Prime Minister Justin Trudeau. The government has started implementing 32 of the 75 recommendations, said LeBlanc and needs to work with other levels of government and stakeholders to achieve all of them. Some will require legislative changes. One key action already underway is scientific research by DFO, the Pacific Salmon Foundation and others to answer questions raised by Justice Bruce Cohen in his report about whether fish farms are hurting wild salmon.

Woman dies after alleged nightclub attack in Vancouver A woman who was allegedly attacked outside a nightclub in downtown Vancouver on Thursday morning has died. The 28-year-old woman suffered critical injuries early on Aug. 11 and died later in the

evening, said Vancouver Police Const. Brian Montague in a statement. Police said the attack, which happened outside the Caprice Nightclub at Granville Street and Smithe Streets, occurred a few minutes after a brief altercation inside the club between the victim and two women. Montague said witnesses captured parts of the incident using cell phones, though Montague said the footage is disjointed.

The two suspects are age 25 and 29. One is from Vancouver and the other from another B.C. city outside the Lower Mainland. Montague said police don’t believe the suspects knew the victim. It appears the fight started over a minor incident, he added. Club staff intervened to stop attack, Montague said, adding the bouncers “are very traumatized.” The two suspects then ran away. About half an hour later, police said they arrested two women as they got out of a taxi near Hastings and Abbott Streets. Montague said the two suspects have been interviewed and released. Montague said police don’t think the women pose a safety risk. Police will continue to investigate, awaiting autopsy results. This woman’s death marks Vancouver’s fifth homicide police said. The Caprice club posted a note on Instagram Friday, offering condolences to the victim’s family, and adding that “staff are heartbroken over the senseless tragedy.”

B.C. conflict commissioner clears Christy Clark of 2nd complaint

B.C. Premier Christy Clark has been cleared for a second time on conflict of interest allegations connected to party fundraising events. Conflict commissioner Paul Fraser says he found nothing compellingly different in the most recent conflict complaint filed against the premier by Opposition New Democrat David Eby than he did in Eby’s first complaint filed in April. Eby asked Fraser to reopen his original ruling after Clark attended a fundraising event in her Kelowna riding last September in which a donor paid $10,000 to attend. Last May, Fraser ruled exclusive fundraising events and a stipend paid to Clark by the Liberal party are not conflicts because they do not amount to a private interest. He says Eby’s most recent concern that Clark benefited from the $10,000 donation did not amount to a personal benefit because the money went to her Westside-Kelowna riding association.

B.C. ombudsperson to look into Burnaby rezoning, civic party says A Burnaby civic party says the B.C. ombudsperson will investigate Burnaby’s rezoning practices due to allegations the city didn’t go through proper procedures before allowing condo towers to be built near SkyTrain stations. The Burnaby First Coalition filed the complaint, alleging the City of Burnaby never went through the proper consultation process required under the Local Government Act before rezoning for more density in 2010. “There was a notice in the newspaper about that text amendment. The notice said: ‘The purpose of this zoning bylaw text amendment is to provide a supplementary community benefit bonus policy within the city’s designated town centres,’” Burnaby First chair Helen Ward told On The Coast host Stephen Quinn. “It doesn’t even mention the word ‘density.’

They omitted that word in that little notice they gave. Nobody attended that public hearing; nobody submitted anything … the public was not aware of what that meant.” Ward says any additional population growth should occur at all of Burnaby’s SkyTrain stations, not just a select few. She

also accused the city of favouring developers’ need to build new projects over the proper consultation processes. ‘Every confidence’ proper procedures followed For his part, Burnaby mayor Derek Corrigan says the city did everything by the books. He says the Burnaby First Coalition is simply trying to re-hash issues from the last municipal elections, in which he says this sort of development was an issue. The Burnaby First Coalition unsuccessfully ran against Corrigan’s dominant Burnaby Citizen’s Association in that election, failing to take the mayorship, any seats on council or the board of school trustees. “I think they’re trying to reinvigorate the people they ran with and this application to the ombudsman is a way for them to restate positions they made earlier,” Corrigan said. Corrigan says city staff found Burnaby to be more conservative than neighbouring cities when it comes to building height, and it makes sense to further densify near SkyTrain stations. He disputes the characterization of zoning amendments being done quietly, saying they were reported on by the media and followed all proper legal procedures. He says he’s not concerned about the ombudsperson’s investigation and has “every confidence” the investigation will exonerate the city.

India hunts for Bangladeshi - Canadian terrorist India is hunting for a terrorist who has connections to Canada. Ahead of Independence Day on Aug. 15, the National Investigation Agency(NIA),Intelligence Bureau (IB) and anti-terrorism squads (ATS) of several states are busy looking for one man -- Abu Ibrahim Al-Hanif alias Tamim Chowdhury, the emir (chief) of Islamic State Bangladesh and alleged mastermind of the July 1 Holey Artisan bakery attack in Dhaka. Following inputs from Bangladesh that the 35-yearold BangladeshiCanadian may have fled+ to India before the Dhaka attack, intelligence sleuths, while sharing his photograph and other details, have asked police stations in West Bengal, Assam and other states sharing border with Bangladesh to watch out. Terrorists and aspiring recruits of Jamaat-ul-Mujahideen Bangladesh (JMB) -- which owes allegiance to IS -- had recently attended training camps, religious classes or taken shelter in India due to easy access. After a 2014-15 crackdown on JMB by NIA and local police, several members had disappeared underground. “Bangladesh has shared some confidential details, but if Chowdhury is here, he will be tracked,” a senior counter-terrorism official said. Chowdhury had called for establishing a caliphate in the Bengal region. “Having a strong jihad base in Bengal will facilitate guerilla attacks inside India simultaneously from both sides,” he had stated in the 14th issue of IS’ Dabiq magazine. Agencies are also looking for JMB leader Mohammad Suleiman, the handler of arrested IS recruit Mohammad Masiuddin alias Abu Musa. Dabiq, the slick English-language magazine from IS, calls Shaykh Abu Ibrahim al-Hanif the “Amir of the Khilafah’s Soldiers in Bengal.” If the reports are right, Al-Hanif is actually Chowdhury, a quiet former resident of Southern Ontario who,

according to those who remember him, was hardly the fearless commander that he’s made out to be in the magazine. “Not many people knew him. The few people who knew him said he just kind of hung around the mosque in Windsor, was a skinny guy, was a shy kid.” The connection was first made by Daily Star, an English-language newspaper, reported that al-Hanif is simply the nom du guerre of the Bangladeshi-Canadian. In the Dabiq interview, al-Hanif declared with pride that the emergence of ISIS militants in Bangladesh has “terrified the kuffar [unbelievers] in the region in general and in particular the atheists and secularists who mock Islam and our beloved Prophet. “But it is not the methodology of the Khilafah’s soldiers to send mere threats to the enemies of Allah,” he said. “Rather, we let our actions do the talking. And our soldiers are presently sharpening their knives to slaughter the atheists, the mockers of the Prophet, and every other apostate in the region.” Not much is known about Chowdhury’s life in Canada, but it is certainly likely that he is, in fact, al-Hanif. Amarnath Amarasingam, who researches foreign fighters at the University of Waterloo, said he’d heard of Chowdhury from a community activist in Windsor, who mentioned he may be travelling to Syria several years ago. While Amarasingam hasn’t been able to confirm whether or not Chowdhury did, in fact, end up in Syria, his name later popped up in an ISIS study group website as someone who was active in Bangladesh. “Not many people knew him. Canada’s cellphone rates rank among highest in 8-country study Canadians continue to pay some of the highest rates for wireless service in the G7 and Australia, according to a study commissioned by the CRTC and released Thursday. The study, which was carried out by Nordicity Group for the telecom regulator, found that Canadians looking for 150 minutes of monthly mobile service paid more than consumers in every other G7 country and Australia. That entry-level wireless package costs an average of $41.08 a month in Canada. By way of comparison, the cheapest price for that level of service cost just $17.15 in Germany. When Canadians needed more service — 450 minutes of wireless service and 300 text messages — they fared a bit better in the international comparison. Canadians paid an average of $48.77 a month for that level of service, while Americans paid an average of $51.64 and Japanese consumers paid one cent more than Canadians. French wireless customers paid the least — $24.17. At each of four other levels of higher-

service options, topping out at unlimited talk and text and 10 GB of data, Canadians were paying the second-highest price among the eight countries the study looked at. The U.K. was the cheapest.

The only time Canadian phone users scored a relative break was if they used landlines. Canadians paid an average of $39.52 a month for a basic package that included a modest amount of longdistance usage. Five other countries were more expensive than Canada. The survey also found that Canadians tended to pay higher monthly bills for fixed and mobile broadband internet service than some other countries in the study.

DFO shutting down all salmon sports fishing on Lower Fraser to protect sockeye Fisheries and Oceans Canada has taken the extraordinary measure of shutting down all sports salmon fishing on the Lower Fraser River because of a lower-than-anticipated return of sockeye. The closure of all recreational fishing for salmon — including Chinook and possibly Chum when they arrive later in the year — is taking place so that sockeye aren’t inadvertently caught while other salmon species are being fished. Anglers can still fish for trout, steelhead and sturgeon. The closure was to go into effect one hour after sunset Thursday until further notice. It covers the mouth of the Fraser River to the Alexandra Bridge south of Hell’s Gate in the Interior, a stretch of about 200 kilometres of river. “Some techniques for recreational fishing are more likely to intercept sockeye than others, but because there’s that possibility, and the numbers are so low (for sockeye), we’ve got to keep our eye on that conservation

issue,” Jennifer Nener, Fisheries and Oceans Pacific region salmon director, said Thursday. “Really, there’s no room for further impacts at this time.” Nener said the priority is to conserve as many sockeye as possible so they can return to the spawning ground to give a chance for the stock to rebound in four years. Nener noted that they took the step of closing all recreational salmon fishing on the Lower Fraser in 2013 as well, that time because of high water temperatures that can stress salmon on the way to their spawning grounds. One small piece of good news this season is that river temperatures aren’t too high and water levels are not too low, she said. There has been a limited aboriginal ceremonial and food fishery this year, about 100,000 fish of the one-million-plus salmon First Nations could take in a normal year, noted Nener.

Canadian auto industry faces biggest existential threat since 2009 crisis as labour talks begin The Canadian auto industry is facing its biggest existential threat since the 2009 crisis, with the future of at least three plants at risk as autoworkers gear up to begin labour negotiations this week. Unifor, which represents Canadian hourly workers at the Detroit Three, will open talks with General Motors of Canada on Wednesday and with Ford Motor Co. of Canada and Fiat Chrysler Automobiles (FCA) Canada on Thursday. The existing contracts expire on Sept. 19 and the union is already talking openly about the possibility of a strike. In some ways, this

round of talks is even more critical — and contentious — than the 2009 negotiations that accompanied the government bailouts of GM and Chrysler, said Jerry Dias, national president of Unifor. “During the ’08-’09 crisis, we were debating about keeping the companies alive on both sides of the border … there wasn’t a fear at the time of them choosing some operations over another,” Dias said in an interview. “The challenges today are much different. The challenges today are profitable companies making global decisions that, candidly, don’t include Canada.”

The Greens became Canada’s first federal party to endorse the Boycott Divestment and Sanctions movement during the party’s biennial convention in Ottawa over the weekend. Some Canadian Jewish groups denounced the Green Party

for supporting a boycott policy against Israel. MLA Weaver rejects Greens’ anti-Israel policy B.C. Green Party leader Andrew Weaver has rejected the federal party’s adoption of a policy supporting a boycott and sanctions against Israel, adopted despite objections from federal Green Party leader Elizabeth May. Weaver issued a statement Tuesday saying the policy resolution should not have been allowed on the convention floor. “The passage of a policy endorsing Boycott, Divest and Sanctions (BDS) at the Green Party of Canada convention in Ottawa this past weekend represents a significant step away from the values that define the B.C. Green Party,” Weaver said.

“BDS is a politically motivated movement that damages any attempt at peace in the Middle East by assigning blame to one party. It risks increasing tension and does not represent a responsible or thoughtful approach to a difficult international issue.” Jewish advocacy organization B’nai Brith Canada said the federal party’s decision puts it “beyond the fringe” of Canadian politics. “Greens have chosen to embrace the policy position of shills for 9/11 conspiracy theories and terror apologists, rather than side with the democratic and environmentallyfriendly state of Israel,” said B’nai Brith Canada CEO Michael Mostyn.

Canadian banks prove virtue of universal banking model derided in US: CIBC Canadian banks are benefitting from the universal banking model where a single bank operates several different business units, according to CIBC World Markets analyst Rob Sedran. The diversification inherent in the model helps them absorb shocks, such as sustained low oil prices. “In Canada, the banks are proving its virtues,” even as the model remains under scrutiny in the United States where large banks with varied operations have been under pressure since the financial crisis, Sedran told clients in a note Wednesday. Stronger revenues related to capital markets have sustained earnings estimates despite hits to the Canadian banks’ oil portfolios, and though Sedran said he does not like to rely on that as an earnings driver he is “disinclined to fuss too much about earnings quality” in periods of stress.

“The dislocations created by some of the [recent] market turbulence have led to better trading revenues,” while quarterly results to be reported by Canada’s large banks later this month should also reflect “pretty good” underwriting revenues, the analyst wrote. In his note, Sedran said it is becoming “widely accepted” in the United States that banks whose operations span many segments of the financial services business are pursuing a model that “creates unacceptable risks.” Five out of the eight largest U.S. banks were told by federal regulators in April that they did not have credible plans to wind down operations during a crisis without a taxpayer bailout. The financial services institutions were given six months to correct what were deemed serious deficiencies, or be faced with stricter regulations such as higher capital requirements or limits on business activities.

Canada seized nearly $11.5M from Chinese travellers last year Canada has been seizing increasing amounts of undeclared or suspected criminal money from mainland Chinese travellers, border officials said, with the amount confiscated last year more than double that taken in 2013. Capital flight in various forms has been a growing concern for China, with factors ranging from the depreciation of the yuan to an anti-corruption campaign launched by Chinese President Xi Jinping at the end of 2012. Reuters obtained limited seizure figures from the Canada Border Services Agency under the country’s access-to-information laws. The agency provided more comprehensive numbers in July. The data showed seizures from Chinese citizens dipped by about one-quarter from 2012 to 2013, when they were at $5.5 million. Seizures jumped to nearly $11.5 million last year. At least $6.5 million has been seized so far in 2016. By year end, that figure fcould eclipse 2015 levels, as the data consistently showed more seizures in the second half. According to the agency, suspected criminal proceeds and undeclared money

over $10,000 could be seized. The former is forfeit, while the latter can be returned on payment of a $250-to-$5,000 fine. The agency’s numbers did not separate the two and did not indicate the exact origins of the seized money. Canadian border service spokeswoman Esme Bailey said it is not unusual for the amounts seized to vary from year to year, and the agency does not base enforcement on nationality. A spokesman for the Chinese embassy in Canada, Yang Yundong, said his government always urges citizens to “learn in detail and comply with” Canadian law. He said China’s own law enforcement does not tolerate illegally carrying money abroad. China said last year more than onequarter of its 100 most-wanted corruption suspects had fled to Canada. The Royal Canadian Mounted Police declined to comment on the number of Chinese corruption suspects in the country. Canada’s Department of Justice said it does not track those numbers.

General Motors of Canada Ltd, union ‘miles apart’ as labour negotiations begin General Motors of Canada Ltd. and its workers are “miles apart” on the key issues, according to the union’s president, as labour negotiations formally kicked off Wednesday, with the two sides already voicing disagreement over what needs to be accomplished before an agreement can be reached. The key issue in these talks is the future of GM’s operations in Oshawa, Ont., which include two assembly lines. The consolidated line is set to close next year after a contract to produce the Chevrolet Equinox expires, while the flex line has no product slated for beyond 2019. It appeared Wednesday that the two sides were already at an impasse over how and when Oshawa’s future will be decided. GM Canada said no decision on future investment will be made until after a labour

agreement is reached, while Unifor, the union that represents 23,000 Canadian workers at the Detroit Three, said no agreement will be reached without an investment commitment from GM. “We are not — we are not — going to leave negotiations until we have a firm commitment from General Motors on product,” Unifor president Jerry Dias said at a press conference following the official launch of talks at a hotel in downtown Toronto. But David Paterson, GM Canada’s vicepresident of corporate affairs, said any investment decision will have to take into account several factors beyond the labour agreement, including government policy, the macroeconomic situation and the company’s supply base.

the go-ahead for a conversion policy allowing plot holders in industrial estates and focal points to convert the land for residential, retail and institutional use; and a new policy allowing for country homes to be built by the state’s elite amid verdant green fields. Under the policy, any developer having minimum 30 acres of land in rural areas can now build and sell farm houses, having a minimum area of one acre and a maximum of 2.5 acres. These farmhouses will have to be built as per the green building norms, having water harvesting structures and accommodating low density habitation (35 people to an acre). Official sources in the Housing Department, which had brought the policy for Cabinet approval today, said considering the high inventory available with realtors in Punjab and the demand for high-end farmhouses on the lines of Sainik Farms in Delhi, the new policy had been prepared. The developer will be allowed to construct swimming pools. The cap on saleable area has been kept at 65 per cent. This is the first time that licences will be granted for building farmhouses. The government expects the concept to pick up in Amritsar, Jalandhar, Ludhiana and Patiala. The conversion policy was also brought in by the Housing Department. Only plots located at a distance of 100 m from “red” industries will be allowed for conversion. The conversion charges to the tune of 25 per cent of collector rate for residential use minus collector rate for industrial use, whichever is more, would be applicable in case of hotels and hospitals. In case of residential flats, the collector rate of residential use minus the collector rate of Industrial use would be applicable. Two-third of the collector rate of commercial use minus the collector rate for industrial use would be applicable in case of commercial use to determine the conversion charges.

Foreign radical groups recruiting youths: Cops To exploit the religious sentiments after the sacrilege incidents, certain radical groups based in the US, Canada, Italy and Germany have recruited and funded youths to carry out specific attacks in Punjab. This startling revelation came to light with the busting of two terror modules, one in Hoshiarpur and another in Jalandhar. Two NRIs Harjap Singh from the US and Avtar Singh from Italy, both belonging to Chabbewal and Bullowal, respectively, in Hoshiarpur allegedly carried out the recruitment in the last several months. The Punjab Police have alerted Interpol to declare them “wanted”. On target of the modules were persons accused of sacrilege and some leaders of organisations such as the RSS. The fresh recruits have allegedly bought weapons from Moradabad in Uttar Pradesh. One of the modules is under investigation on the suspicion of attacking RSS leader Brig Jagdish Gagneja (retd). A youth from Jalandhar, identified as Pali, is among the recruits. He was paid around Rs1 lakh via foreign funding. He is in the custody of the Jalandhar police. A .32 bore gun has been recovered from him.

Zakir Naik receive Rs 60 crore in 3 years from abroad

A total of Rs 60 crore was deposited in controversial televangelist Zakir Naik ‘s bank account in the last three years from three different countries, a Mumbai police probe has found. The money was transferred to five accounts belonging to Naik’s family members, a police officer who did not wish to be named said. Police sources said they had probed the money angle and found details of all transactions. “We still don’t know what this money was meant for. We have done an inquiry and found the money trail. The money was transferred to family members’ accounts,” said the officer. The account, the officer made clear, does not belong to Naik’s NGO Islamic Research Foundation (IRF) but is his own. Police are looking into the financial transactions of Naik and the IRF. However, they are yet to question IRF officials. “We may question them about the source of income, the connection between the depositors and Naik,” said the officer. A decision on whether to initiate action against Naik’s two NGOs under the Foreign Contributions (Regulation) Act 2010 is yet to be taken. The Union home ministry is examining possible FCRA violations by IRF and IRF Educational Trust, both registered

as “educational” NGOs under FCRA but reportedly receiving and utilising foreign funds for “religious and religion-linked” activities. A source close to Naik however said, “There is no illegal transaction. The money came into the bank account, and all the records of IRF have been cleared till 2015 by the Income-Tax department. Whatever money came is in white and all the records are maintained. This also helps the country’s foreign exchange to grow.” Mumbai police are also probing the accounts of an international school run by Naik. A police inquiry report, submitted to commissioner D D Padsalgikar recently, was compiled after going through the bank statements and money transfers, sources said. The tele-preacher has been under the scanner after a probe into the July 1 Dhaka attack revealed two of the attackers were inspired by him. Last month, Kerala police registered a case of forcible conversion against Arshi Qureshi and Rizwan Khan and arrested the two. Qureshi was in the past attached to the IRF. Mumbai police on August 6 registered a case against four persons, including Khan and Qureshi, for allegedly radicalizing Ashfaque Abdul Majeed, 22 and instigating him to join the IS.

3 ex-call centre employees arrested for cyber fraud The Batala police stumbled upon a massive cyber fraud having national ramifications and running into several crores after a head constable of its control room received an innocuous call asking for his credit card details. The accused are all former Gurgaon-based call centre employees and used the stolen database of the two banks, one nationalised and the other a private one, to defraud people. The accused identified as Sanjana, who is

said to be the mastermind, Yogesh Kumar and Rajesh Kumar, all residents of New Delhi, were arrested today. A few days ago a head constable of the police control room received a call in which he was informed about his credit card details. Suspicious, he informed SSP Daljinder Singh Dhillon. The SSP too got doubtful and laid a trap which led the police to New Delhi and Gurgaon. Two teams were formed led by a DSP-rank officer to track the activities of the accused.

Irom Sharmila ends fast, says wants to be CM Manipur’s ‘Iron Lady’ Irom Sharmila on Tuesday broke her 16-year-old hunger strike, the world’s longest, and declared that she wants to become the chief minister so that she could repeal the contentious AFSPA. Outside a government hospital, a room of which was turned into a jail for her, the 44-year-old iconic rights activist turned emotional as she licked honey from her palm to end the fast that she undertook in

protest against the Armed Forces Special Powers Act (AFSPA). During her fast she was forcefed through a nasal tube to keep her alive. Now the familiar Ryles tube hanging from her nose was missing as she broke the fast. “I want to be the chief minister of Manipur to make positive changes... If I become chief minister, the first thing I will do is to remove the AFSPA,” she told reporters here.

“I need power. In Manipur, politics is so dirty and everyone knows it. But people don’t realise that the people are also involved in this dirtiness,” Sharmila said, adding “I want to invite 20 independent candidates to join me and topple Chief Minister Ibobi.” Asked about Narendra Modi, she said, “Mr Prime Minister, you need non-violence in this age. Without this draconian law (AFSPA) you would be able to connect with us. PM Modi needs to follow the path of non-violence of Gandhiji.” She said she would now stay in an Ashram and wouldn’t need any security. “I

Mumbai hospital CEO, four medicos held in kidney racket case In a major breakthrough, the Mumbai police have arrested five medicos, including the CEO and Medical Director of the reputed L.H. Hiranandani Hospital in Powai, in connection with a racket in kidney sales, officials said. Hospital CEO Dr. Sujit Chatterjee, Medical Director Dr. Anurag Naik and three other medicos Prakash Shetty, Mukesh Shah and Mukesh Shetye were arrested late on Tuesday. They have been accused of being involved in illegal trade and sale of kidneys. The Powai police will present them before an Andheri magistrate’s court later on Wednesday for remand, the official said. When contacted, an official spokesperson for Hiranandani Group said an internal probe is being conducted and declined further comments

till the investigation was completed. So far, a total of 15 persons (including the five medicos) have been arrested in the case which first came to light last month at the hospital. A few more suspected cases have surfaced later and police are probing around 30 transplants conducted at the hospital in the past one year. Following the expose, the Maharashtra Directorate of Health Services set up a committee of medical experts which found irregularities related to at least four kidney transplant cases at the hospital. Based on the probe report of the committee, the police arrested the five medicos of the 12 years old, 240-bed prestigious hospital, sending shockwaves in the state medical fraternity.

Demarche to Pak envoy on border terror, Ali case cited Days after Home Minister Rajnath Singh’s “unceremonious” visit to Islamabad, Foreign Secretary S Jaishankar today summoned Pakistan High Commissioner Abdul Basit and issued him a strong demarche over Pakistan’s continued support to cross-border terrorism. The demarche pointed out that the continued infiltration of terrorists was “contrary to assurances given by the Pakistani leaders at the highest level”. The India-Pakistan relations, since the January Pathankot attack, have moved from bad to worse. The Kashmir issue is back at centrestage since the killing of Hizbul militant Burhan Wani on July 8. While Pakistan tried

to use it as an opportunity to globalise the issue, India has sought to stick to the line that Kashmir remains a bilateral issue. “The demarche made specific reference to LeT terrorist and Pakistan national Bahad-ur Ali, who was apprehended recently,” MEA spokesman Vikas Swarup said. Ali was arrested in Jammu and Kashmir on July 25 with weapons, communication equipment and other material of Pakistani/ international origin. The demarche states that Ali has confessed that after training at Lashkar-e-Toiba camps, he infiltrated into India, with instructions to carry out terror attacks.

Lt Gen Surinder Singh to be Western Army Commander The Ministry of Defence has finalised the new officers who will be the Western Army Commander, Director General Military Intelligence (DGMI) and the Master General Ordnance (MGO) of the Indian Army. The previous DGMI Lt Gen KG Krishna retired on July 31 and will be replaced by Lt Gen SK Patyal, the Leh-based 14 Corps Commander. Orders in this regard are expected soon. The MoD has also finalised Lt Gen Surinder Singh as the Western Army Commander. He is from the mechanised infantry and now heads the Sukhna-based 33 Corps. The outgoing Western Army

Commander Lt Gen KJ Singh retired on July 31. Lt Gen DR Soni, an Armoured Corps officer, who till a forthnight ago was commanding the Bathindabased 10 Corps is set to be heading the Shimla-based Army Training Command (ARTRAC). The appointment of Lt Gen Soni will come into force from August 31 when the present ARTRAC commander Lt Gen PM Hariz takes over as Southern Army Command on September 1, replacing Lt Gen Bipin Rawat, who has been appointed as the next ViceChief of the Army.

An Indian-American has sued a New Jersey car dealership for USD 1.26 million, alleging it refused to sell him a swanky Mercedes Benz because a manager thought he came from a “high-risk area” and he might ship the vehicle to the Taliban. Surjeet Bassi, 50, claims the manager at Prestige Motors Inc. told him that he came from a “high-risk area” where people buy cars and export them to the Taliban. Bassi, who has lived in New Jersey for 30 years, said he told the manager he is Indian and not connected to the Islamic fundamentalist and terrorist organisation, NJ.com quoted the recent federal lawsuit as saying. “Prestige Mercedes Benz values its relationships with customers and prospective customers,” spokeswoman Theresa V. And they sang in celebration after the final whistle. Osea Kolinisau and his rugby sevens teammates capped Fiji’s domination over the past two years with a mighty performance in the Olympic final gold medal game against a British team that was steamrollered by the powerful Fijians. The final score was 43-7. Kolinisau scored the first of the first of Fiji’s seven tries, fittingly for the long-time captain, by reaching calmly back over his head as he was rolled onto his back in a tackle to touch down in the corner. It was all but over at half-time, with the

Fijians scoring five tries before the break for a 29-0 lead. Rugby is back in the Olympics for the first time since a 15-a-side tournament was played in 1924. The International Olympic Committee took the decision in 2009 to add the sevens format for Rio, and the Fijians have been preparing ever since to end a drought at the Summer Games. Woman denies managing a brothel A woman appeared in the Suva Magistrates Court yesterday afternoon for allegedly managing a brothel. The woman pleaded not guilty to charges of managing a brothel and operating a business without a valid licence when she appeared before magistrate Jioji Boseiwaqa. A statement from the Office of the Director of Public Prosecutions said it is alleged that she was managing a brothel inside a massage parlour in Nabua in 2011. Bail has been extended for the accused person and the matter adjourned to August 31 to fix a trial date.

FRCA collects direct tax income The Fiji Revenue and Customs Authority (FRCA) collected about $5 million in direct taxes from the company that was filming the US reality TV show, Survivor, on Mana Island in the Mamanuca Group. FRCA acting CEO Visvanath Das said it was a pleasure for the team at the tax and revenue office to be able to facilitate the making of the reality TV show, which had injected millions of dollars into the country’s economy. “It has been a pleasure for us to be a partner for this project and of course as the revenue authority for the country, knowing that we were enable to make this production happen,” Mr Das said at the presentation of the rebate cheque to Survivor Entertainment Group (SEG) in Suva yesterday. “As for us, we look at the multiply effect of all the spending and all the spending creates three times the multiply effects.

Police probe officers Police say they are investigating some of their own officers for allegedly colluding with suspects in investigations. This information has come to light after a drug raid on a house in Cuvu, Sigatoka. During the raid, officers were alleged to have threatened the house owners with cane knives and guns and did not produce a search warrant. Commenting on the search Police Commissioner Brigadier General Sitiveni Qiliho said police were investigating all complaints against officers including officers working on both sides of the law.

Pakistan mourns Quetta blast victims

Lawyers in Pakistan today boycotted courts and staged protests against the killing of their colleagues as a shocked nation mourned the death of 70 people in a horrific suicide bombing at a hospital in restive Balochistan province. The national flag flew at half-mast as the government announced a national mourning. A suicide bomber yesterday struck 200 lawyers who had gathered outside the emergency ward of civil hospital in Quetta after a senior lawyer was shot dead, killing at least 70 people, including 40 lawyers. The attack also left close to 150 people injured. Taliban’s Jamaatul Ahrar faction and Islamic State extremists claimed responsibility for the attack. Pakistan Bar Council in a statement said, “Lawyers throughout the country will boycott court proceedings in protest against the killing of lawyers in Quetta yesterday.”

The lawyers boycotted all courts in the country while observing mourning for their colleagues. They held demonstrations in major cities including Islamabad, Karachi and Quetta wearing black arm bands and chanted slogans against terrorism. In Quetta, all businesses were closed to mourn the victims. Two photo journalists were among those killed and media organisations strongly protested the killings and demanded protection for journalists. Local police said that most of the victims were buried yesterday while dead bodies of those belonged to far flung areas were sent to their homes to be buried at their native places. The Balochistan police asked the provincial government to constitute a Joint Investigation Team (JIT) to probe the attack. It would comprise experts from civil and military departments.

Pak rejects India’s claim of cross-border infiltration

Pakistan has rejected India’s charge of infiltration in Kashmir, after its envoy Abdul Basit was summoned and handed over a “strong demarche” over Pakistan’s continued support to cross-border terrorism. “We strongly reject Indian claim of any cross-LOC infiltration. Pakistan remains committed to the policy of not allowing its territory for any terrorist activity against anyone,” the Foreign Office said in statement last night when asked about India summoning the Pakistani High Commissioner. “Details in this regard will be gathered,” it said. Amid growing strain in ties, India on Tuesday summoned Basit and handed him a “strong demarche” over Pakistan’s continued support to cross-border terrorism by pushing

Pakistan increases security on terror threat at border points with India

Pakistan has stepped up security after a terror alert warned of possible Taliban attack+ at border crossing points with India on the country’s Independence Day on August 14, officials said on Wednesday. The Counter-Terrorism department (CTD) of Punjab+ province has sent a memo to the chief secretary that Taliban were planning to target Wagah or Ganda Sindh border crossings between August 13 and 15. It claimed that two suicide bombers had been tasked by

Maulana Fazlullah, the fugitive chief of Taliban+ who is hiding in Afghanistan, to attack Independence Day parade at the border points. “Extreme vigilance and heightened security measures are suggested to avoid any untoward incident,” the CTD said. Owed weeks and weeks of back pay from construction companies squeezed by the kingdom’s economic slowdown, thousands of foreign labourers from South Asia face the grim uncertainty of how long their plight will continue. “They don’t give us any answers about our salaries,” said Mohammed Salahaldeen, a duct fabricator from Bangladesh, as he stood in a labor camp in Riyadh set up by the Saudi Oger construction company in better days. “After they pay me my salary and benefits, I will go.” As Saudi authorities slash spending and delay payments to contractors to cope with the plunge in oil prices, the austerity is exacerbating the woes of private businesses that have, for decades, relied on government spending for growth. Casualties include the thousands of foreign laborers who helped to

keep the economy humming with low-paying jobs in construction. Abandoned laborers, including nearly 16,000 from India and Pakistan alone, according to their governments, haven’t seen a paycheck in about eight months. Under a system of sponsorship known as kafala that leaves many workers at their employers’ mercy, they’re also not being given the exit visas they need to leave the world’s largest oil exporter. In Saudi Arabia, it’s up to employers to arrange such visas, but before doing so they’d have to pay back wages and end-of-service benefits. Calls made to the Saudi Oger Ltd. and Saudi BinLadin Group construction companies weren’t returned. At King Salman’s order, stranded workers will be given food and medical services, and can receive exit visas directly from the state, the Labor Ministry said in a statement Monday, pledging to safeguard their rights and resolve their problems. Legal representation will be furnished pro bono, the ministry said. Workers have said they don’t

Temperatures soar to 50 degrees Celsius (122 degrees Farenheit) in the summer, and the electricity powering air conditioners often goes off. Some of the laborers are so destitute that they only own one set of clothes. Mohammed Khan, an Indian nurse from Mumbai at the Saudi Oger camp, is left to treat patients suffering from diabetes, hypertension and high cholesterol without medication. “They can’t go to a hospital because they no longer have insurance,” said Khan, 45. “They have no money.” Workers said Saudi

Oger stopped paying their medical insurance policies. The kingdom has for decades provided millions of foreign laborers with jobs that have allowed them to improve the lives of families left behind. In 2014, it ranked second behind the U.S. as the biggest source of workers’ remittances, according to World Bank data. Yet as oil prices plummeted, government efforts to repair public finances hit a construction industry already struggling amid a building slowdown. Companies such as Saudi Oger and the Saudi BinLadin Group have delayed wages and cut thousands of construction jobs, according to media reports. In March, Deputy Crown Prince Mohammed bin Salman told Bloomberg that Oger’s problems were unrelated to the Saudi economy. The government had also temporarily barred BinLadin Group from taking on new contracts last year after a crane operated by the company collapsed in Mecca, killing more than 100 people.

Khaleda Zia gets bail in nine cases

In a relief to Bangladesh’s former premier and opposition leader Khaleda Zia, a court today granted her bail in nine cases, including one for sedition and others for a deadly transport blockade. Metropolitan Sessions Judge Kamrul Hossain Mollah granted Zia bail in the sedition case filed by a Supreme Court lawyer over her remarks against liberation war martyrs. Speaking at a discussion on December 21 last year, 70-year-old Zia had “expressed doubts” about the casualty figures of the 1971 liberation war with Pakistan. Zia’s BNP is a crucial ally of fundamentalist Jamaat-e- Islami, which was opposed to Bangladesh’’s independence from Pakistan. The ruling Awami League, 1971 veterans and members of the martyred families had sharply reacted to Zia’s comments with some of them even calling her as the “agent of Pakistan”.

Salman Khan visits hospital to help provide free heart treatment to needy children

Bollywood actor Salman Khan, who is in Ladakh to shoot for his next cross-border film ‘Tubelight’, stopped over at the SNM Hospital in Leh on Thursday. According to an online post, Salman visited the hospital to meet Dr. Zahid Hussain and Dr. Tsering Zangmo, who are closely involved in providing special medical heart surgeries and treatments for poor Ladakhi children with heart ailments. Dr. Zahid took to his social networking handle to share a picture with the actor and stated that he visited the hospital looking for children in need of heart surgeries. Salman, who is the founder of the non-profit ‘Being Human’ organisation, visited the hospital with the aim of providing free heart surgeries or treatments to underprivileged children of the state. The treatments will reportedly be conducted at the Fortis Hospital in Gurgaon. The ‘Bajragi Bhaijaan’ actor who is known for his

Rustom & Mohenjo Daro Box Office Collections and Opening Akshay Kumar’s Rustom has opened very well at the box office on Friday morning. The film has taken a excellent start at multiplexes, which was expected because the pre-release buzz and interest to watch the film was high. The occupancy in the morning shows on Friday, suggests that the first day collections could be in the 13 crore range. A lot would depend on how the film sustains in the noon and what sort of growth it can show in the evening. The excellent opening on Friday morning is a sign that the multiplex audience has regained its trust in Akshay Kumar films. Not too long ago, his films were struggling for a initial at multiplexes, but Rustom has opened well at multiplexes across the country. Hrithik Roshan’s Mohenjo Daro has taken a poor start at domestic box office on Friday. The opening isn’t disastrous,

but considering the budget that the film has been made on, the occupancy for the morning shows should have been more than double to what it has managed. Hrithik’s star power has ensured a decent initial, especially in the South, but there is very little that a star can do when the general response to almost every promo of the film was negative. Mohenjo Daro will now depend on wordof-mouth to even have an outside chance to recover costs through theatrical business. If the film isn’t liked, it could well be one of the biggest disasters of the year. The opening numbers on Friday morning suggests a 9-10 crore start, but a lot would depend on what sort of growth the film manages evening onwards. It can’t afford a drop from here.

There were many things that kept me busy during this time — modelling, television commercials and travelling. I was always clear that I would take up something only if I liked it. If I didn’t, it wouldn’t be the end of the world. Competition has never featured in my scheme of things. As for people telling me that this is my comeback film, I would like to say that I never really left to make a comeback. What excited you about the script? Most scripts that were narrated to me had the same old plot about a boy meeting a girl and I found that boring. When I heard HBJ’s story, which was about a girl landing up in an unknown place, I realised it was a comedy of errors and I was convinced about it. To say that the script is different might sound like a cliche, but that is indeed true. It’s not something I’ve seen or heard before. Being a runaway bride is just one aspect of it; there’s so much more to the story. It’s quirky and interesting, not to mention the character. Also, it’s flattering to be flanked by three goodlooking actors.

‘Mohenjo Daro’ - Hrithik Roshan’s period drama is Agneepath set in prehistoric times! Sarman (Hrithik Roshan), an indigo farmer from Amri, always wanted to go to Mohenjo Daro, the big town nearby his village, and even has dreams that have links to the place. However, his uncle Durjan (Nitish Bhardwaj) is reluctant to send him there, due to a secret in the pasty. But Sarman manages to convince him to give the permission to visit the much famed land. When he reaches there, he himself feels he has some past connection to the place. Mohenjo Daro is, sadly, ruled by a evil despot Maham (Kabir Bedi), and his equally evil son Moonja (Arunoday Singh). There is also a raving lunatic, as seen in every village (I think that was Narendra Jha, inspired from Woody Harrelson in 2012). Disillusioned by their rule, Sarman wants to leave the place, however, he gets enticed by Chaani (Pooja Hegde), the priest’s daughter and said to be the river Sindhu’s incarnate. As their love story blossoms, Sarman learns about his past and also faces the dark forces that’s threatening the city from inside, as well as from the outside. What’s hot The biggest reason why anyone would get into a theatre screening Mohenjo Daro would be to know about Indus Valley civilization, and the era in which the film is based. Though I cannot say that Ashutosh Gowariker has done complete justice to the era, he needs to be lauded for his courage to even attempt a film

about that period. Only a visionary director like him can attempt to make a movie of this grandeur, and he succeeds to some limit in not making a complete mess of the period as everyone would assume. His direction also make the proceedings of the initial parts of the film bearable, especially after Sarman

reached Mohenjo Daro and meets Chaani. Mohenjo Daro is also bearable thanks to a convincing performance by Hrithik Roshan, though it’s time he needs to pick up roles that challenges him to bring variety in his

performance. Among the supporting cast, Manish Chaudhary and Nitish Bhardwaj stand out, while Sharad Kelkar is effective in a cameo. What’s not There is a scene in the film which I liked a lot. It was about how a girl burns the pyre of her dead father, something that is still seen as a no no in our so called modern society. Here was a chance for Ashutosh to show how ‘modern’ our ancestors were compared to us, but then the film would take the focus out of our hero, and this is a no no for any Bollywood film. You have read a lot about how historically inaccurate the film is about the era in which it is based, and I am sure even after watching the film, it won’t change that opinion much. Ashutosh does try to justify a few things here and there, like how horses were present in India even before it was domesticated here, but overall, don’t expect him to be a history teacher here. Even if you accept this and watch the film like a Bollywood potboiler, you would be disappointed by the fact that film offers you nothing new in terms of plot or even the characters. If you have seen the first trailer, you have actually seen the entire film. It’s like Agneepath revisited – a son returning to his roots, and later wanting to take revenge on the people who killed his father. It’s a tale that could be set anywhere, forget the ancient times, and Ashutosh offers nothing new to the plot.

It’s just old wine in an old bottle. It doesn’t help matters that like any of his films, even Mohenjo Daro suffers from tedious pacing issues and needed a lot of cuts, including a long drawling flood-infested climax . While the production team has managed to bring alive the artefacts from that era, it mostly looks like a checklist taken from what we learnt about the history – tablet with the unicorned goat, check. Dancing girl statue, check. The Great Bath (that looks like a swimming pool), check. The CGI is atrocious at places, especially in the much talked about croc attack in the start, as well as the flood scene in the climax. As for the music, this is perhaps AR Rahman’s most disinterested work, with only Tu Hai managing to make some impact. Let’s talk about the other performances – Pooja Hegde is a gorgeous sight to watch, but she looks more like a girl plucked out of a campus love story than a strong female who can control the village if she wants. As for the villains, both Kabir Bedi and Arunoday Singh are just seen grunting and growling, and yet incite little terror in us. What to do This is no Lagaan. This is no Jodha Akbar. Mohenjo Daro may be better that Ashutosh’s What’s Your Raashee? (actually anything is better than that bore), but the film is a let down on several counts. Watch it only if you want to satiate your curiosity about that era (even that won’t help much) or for Hrithik Roshan. If you want to see a film that lets you learn more about the Indus Valley civilization, forget the idea and open your third standard history books.

Movie Review

‘Rustom’ - Akshay Kumar is terrific in this average courtroom drama! Akshay Kumar’s Rustom releases along with Hrithik Roshan‘s Mohenjo Daro this week. The film is based on the famous Nanavati case that happened in the fifties. So how is the film? Will Akshay Kumar make a hattrick this year? Read on to find out… What’s it about Rustom is a fictionalised account of those three bullets that shook the nation in the fifties. Cdr. Rustom Pavri (Akshay Kumar) returns home early from his voyage, only to find his find Cynthia (Ileana D’Cruz) is not at home and she has been out from the previous day. Feeling suspicious, he checks her belongings to find she is having an affair with their common friend, Vikram Makhija (Arjan Bajwa). After confronting his wife, he goes to the Naval armoury, borrows a gun and goes to Vikram’s house to shoot him. Later, he himself surrenders to the police, who are shellshocked as the rest of the nation. Vikram’s socialite sister Preeti (Esha Gupta) wants the man to be punished at all costs, while a Parsi press owner (Kumud Mishra) plays the Parsi card to gain support him. Rustom himself plays his decorated Navy credentials to show he is more of a patriot than a killer, as he later tells the court he is not guilty. So what is Rustom? A true patriot? Or a cold-blooded murderer? The rest of the film answers that for you. What’s hot The infamous KM Nanavati vs The State was one of the very popular trials the country has witnessed. After all, in very few trials, has an accused gone scot-free even when everyone knows he has committed the murder.

However, his popularity as a Naval officer and the reasons behind his crime of passion were enough for people to celebrate the verdict. So a big plus for the makers for taking on this subject. Another positive for the makers is how they painstakingly recreated the 50s era

for the film. Sure, at times the CGI is obvious and some memorabilia from the golden era are too glaringly placed for our view. Yet, it’s a job done well. The first half of the film is quite decent in setting up the plot and the further courtroom drama. Akshay Kumar once again excels as the man guilty of murder but not of the crime. It may not be as good a role as he had played in Airlift, yet whenever the actor is on screen, he demands your attention. Ileana D’Cruz

looks lovely, and gives able support to Akshay. However, her character is a bit shortchanged. Pavan Malhotra, Brijendra Kala and Kumud Mishra are fine. What’s not When you go for a movie like Rustom, especially after watching the trailer, you expect high octane court drama proceedings. However, I feel it’s here that the film takes a beating. Blame it on our exposure to terrific shows like The People vs OJ Simpson (which again is based on a real-life trial), but we did expect a lot from Rustom, especially when the courtroom drama starts. But the director is more interested in Bollywood-ising the narrative than pulling off a tight narrative. We understand Rustom has to be perceived as a hero in public, mirroring what happened in the Nanavati case, but that portrayal is so sudden here that we are amused when Rustom is greeted by fans and wellwishers outside the court. It’s like Coldplay is in town. Moreover, the semi-cartoonish portrayals of the prosecutor (Sachin Khedekar, surprisingly hammy) and the judge (Anant Nag, reliving his Khichdi days) don’t help matters at all. Every character surrounding Rustom are too one dimensional, the biggest victim being Esha Gupta’s socialite, who mostly preens and pouts and smokes. The subplot of the Navy scandal is quite weak, and the romantic songs are forced. What to do Rustom is not a bad film in essence, however a little more conviction in the narrative could have made it one of the best courtroom dramas of all time.

Because, the place is famous for its cricket bats which have been used in the film as well! Wow! That’s super cool! Produced by Arun Pandey and Fox Star studios, the film will be releasing on September 30. Sushant has toiled hard to play Dhoni, and undergone serious training for the role besides donning a hairstyle akin to that of the cricketer. The film even shows Dhoni from his childhood years to a strapping teenager, to a loverboy to wicketkeeper to a captain the whole of India loves to own. There is a scene where Dhoni or Sushant is talking about excluding senior cricketers from the team and that’s gonna ruffle some feathers for sure.

Vegetable Hakka noodles are also more commonly known as Vegetable Chow Mein. This is a popular Indo-Chinese dish. Vegetable hakka noodles consists of stir fry noodles with a variety of vegetables. This is a quick and easy recipe to make. Hakka noodles is a delicious and flavorful dish and very popular with street vendors. This also makes a great one-dish meal. Ingredients: About 4oz. whole wheat noodles 2 tablespoons oil 2 cups cabbage thinly sliced 1/2 cup carrots grated or thinly sliced 1 cup bell pepper thinly sliced, use the different color bell pepper, capsic 1/2 cup finely chopped French green beans 1 tablespoon ginger finely chopped 1 tablespoon rice vinegar

3 tablespoons soy sauce 2 tablespoons chili sauce, adjust to taste 1/2 teaspoon salt Method: Cook noodles according to the package instructions. Drain the cooked noodles in a colander, and rinse them with cold water. Set aside. Heat oil in a wide pan or wok on medium high heat, first sauté the green beans, and ginger for about 1 minutes. Traditionally vegetables are tossed while cooking, I find it is easier just to stir fry Add grated carrots, shredded cabbage and sliced bell pepper. Stir fry for about two minutes, do not overcook the vegetables. Vegetables should have some crunch. Add noodles, salt, soy sauce, vinegar, and chili sauce, toss them together and stir-fry them for about a minute. Hakka noodles are ready.

There have been a few reader requests for a basic eggless cake recipe after I posted eggless chocolate cake recipe. Yesterday, I was in a mood to bake and decided on Nita Mehta’s basic eggless vanilla cake recipe using curd. Very few ingredients go into its making, the main players being curd aka yogurt and oil. A simple, unassuming cake that has never failed me.

Ingredients: 1 1/2 cups all-purpose flour, sifted from a height at least 3 times 1 cup thick curd/yogurt 3/4 cup sugar (you can use upto 1 cup) 1/2 tsp baking soda 1 1/4 tsps baking pwd 1/2 cup refined oil 1 tsp vanilla essence Method 1 Preheat oven to 200 C for 10 mts. Grease and flour an 8” inch baking pan. 2 Cream the sugar and yogurt until the sugar is completely dissolved. Add baking pwd and baking soda and combine. Leave aside for 3

mts. You will find that bubbles appear. 3 Add vegetable oil and vanilla essence and mix well. Now, slowly add little sifted flour/ maida (about a tbsp) at a time and fold into the wet ingredients. 4 Bake in preheated oven at 200 degree C for 10 mts, reduce temperature to 175 and bake for 20-25 mts or till a toothpick inserted into the cake comes out clean. 5 Cool the cake for 20-30 mts and then overturn onto a plate. Note: To give a chocolate flavor to the cake, combine 1/2 tbsp of cocoa pwd to 1/4 cup of the basic cake batter and combined well. While pouring batter into pan, pour a tbsp of cocoa batter towards the edge of the pan and next to it pour a tbsp of white batter, followed by the cocoa batter. Follow this pattern till the first layer is done. Over this layer, pour the remaining white cake batter. If you want to frost the cake follow this vanilla butter icing recipe – Sieve 1 1/2 cups icing sugar and add to 1 1/4 cups white butter and beat until smooth using an electric beater. Add pinch of salt and 1 tsp vanilla essence and combine. Chill and and spread the icing all over the cake.

The Pate family was terrified their offer on the Vancouver condominium would be accepted. Just hours after riding rented bicycles to a bank and transferring enough U.S. dollars for the 50-per-cent down payment, the Californians learned the British Columbia government had introduced a new tax aimed at them – foreign buyers. The 15-per-cent property transfer tax, which would take effect in days, amounted to an extra $105,000 on the $700,000 price tag of the property they wanted. “If they would have accepted our offer and we were bound to it, I don’t know what we would have done,” recalled Sarah Pate, whose family lives in Alamo, Calif. In late July, the BC Liberals passed the tax on foreign buyers amid an electorate exasperated that housing prices are being pushed through the roof. Figures released by the government of a five-week period starting June 10 showed foreign nationals purchased 10 per cent of the houses in Metro Vancouver. Housing prices have jumped exponentially in Metro Vancouver. The Real Estate Board of Greater Vancouver said the benchmark price of houses last month was is $930,400, a 32.6-per-cent increase from July last year. The city’s rental vacancy rate is 0.6 per cent. The Pate family’s ordeal illustrates the obstacles buyers have met since the province implemented the measure for cooling the market. Industry insiders say they’re seeing all kinds of reverberations from the tax that don’t match with the government’s target goals.

Ms. Pate said their relief was palpable when their offer on the $700,000 condo wasn’t accepted by the seller, although Emily still didn’t have a place to live. They wondered if she’d have to commute from an aunt’s home across the border in Bellingham, Wash. Ms. Pate had an idea: Maybe they could squeak in ahead of the tax if they downsized and paid in cash. “Everybody told us it was impossible,” she said of the deadline, which was just four days away at the time. They launched into a rushed house buy. Mother and daughter raced around the campus viewing the options. They liquidated assets and juggled bank accounts. They went back to their aunt’s house in Washington, scrambled to find lawyers for the paperwork.

Dream Office REIT said in its secondquarter results that it has written down the value of its Alberta holdings by $748.4 million this year, or 45 per cent, to about $930 million. The real estate investment trust said it did that because the economic conditions in the

province remain soft, and it now believes the uncertainty and weakness in the Alberta office sector could be prolonged. “Since the beginning of the year, it’s become apparent that the theme for Alberta office real estate is lower for longer,” said CEO Jane Gavan in an investor call Thursday. She said Calgary has the highest office vacancy rate in the country, and with more buildings under construction that won’t go down any time soon. “Even if the economy recovers, we expect

it’s going to take some time for businesses to add people and to require more space,” she said. Calgary’s downtown office vacancy rate hit an all-time high of 22.2 per cent in the second quarter, beating the previous record of 22.0 per cent set in 1983, according to commercial realtor CBRE. It said in its second-quarter report that so far this year there’s been a net increase of 1.35 million square feet of available downtown office space as oil and gas companies downsize because of the steep drop in energy prices. Edmonton in better shape CBRE said it expects Calgary vacancy rates to climb even further as bankruptcies and mergers open up even more office space. Edmonton’s more diversified downtown office district hasn’t been hit nearly as hard, with vacancy rates hovering around 13 per cent, said CBRE. Dream Office said the value of its Alberta investment properties, which include the HSBC Bank Place in Edmonton and the Dominion Centre in Calgary, will remain challenged for the foreseeable future and their value could drop further. Dream’s share price closed Thursday down $1.67, or nine per cent, at $16.92.
