South Asian MP becomes first woman Gov’t House Leader Bardish Chagger is now one of the most powerful people in Trudeau Gov’t Waterloo MP and Minister of Small Business and Tourism Bardish Chagger has been named the new government House Leader in a swearing-in ceremony at Rideau Hall on Friday. Chagger becomes the first woman to hold the position in Canadian history. Chagger takes over the job of leading the government’s agenda through Parliament from Dominic LeBlanc, who remains in the fisheries portfolio he assumed after Hunter Tootoo’s resignation in the spring. Tootoo left the fisheries post and resigned from the Liberal caucus to seek treatment for addiction. He later said the move came after an “inappropriate” relationship with a staffer. According to a government statement, LeBlanc will now be “dedicated solely” to his role as minister of fisheries, oceans and the Canadian Coast Guard but will be given “additional responsibilities in the coming days.” The statement said Trudeau thanked LeBlanc for his contributions as House leader and “expressed his confidence in minister Chagger as a worthy successor.” Chagger is a rookie MP who was first elected to the House of Commons in last year’s federal election. She was born and raised in the Waterloo region, attending the University of Waterloo where she was the president of the Young Liberals.

Temperatures are forecast to rise over the next week in Metro Vancouver and the Fraser Valley as a high pressure system builds along the West Coast of BC. ISIL ramps up anti-Canada propaganda after Ontario terror incident An image circulated by an ISIL propaganda outfit on Wednesday showed Toronto burning while a terrorist watched from nearby mountains, a wolf at his side. “Our wolves will come to you,” it read. As expected, ISIL has ramped up its propaganda campaign against Canada following last week’s police killing of Aaron Driver, an ISIL supporter in Strathroy, Ont. who was allegedly in the final stages of planning a bomb attack. Attempting to capitalize on the incident, the pro-ISIL al-Wa’d Foundation released two posters on its Telegram channel on Wednesday, including the one showing an apocalyptic Toronto, according to the SITE Intelligence Group. “O worshippers of the cross in Canada, now now fighting came, our wolves will come to you from where you will not know so you won’t enjoy life,” it read. The second poster showed a

terrorist walking through a destroyed Toronto street. “Soon very soon,” it read. The ISIL newspaper al-Naba also took on Canada in its Tuesday edition, calling Driver “one of the soldiers of the Islamic State” and saying his failed plot was “a martyrdomseeking attack targeting Canadian Crusader police in Ontario.” It went on to claim that Canada “participates in the war on Islam” and “takes part in the Crusader campaign on the Islamic State.” For its part, ISIL’s Amaq news agency said last Thursday that Driver was responding “to calls to target

RCMP hunting for “Fiji-Hindi” speaking robbery suspects

Mounties are asking the public for help identifying a man and woman alleged to have robbed a home in Surrey after threatening its occupants with a weapon. On April 20, police say the duo approached a home in the 10000-block of 127A Street. The woman knocked on the door, which was opened by the home’s occupants. Mounties say the male suspect then forced his way into the house, threatening the people inside with a weapon. The duo is alleged to have robbed the home, then fled in a silver Volkswagen Beetle. No one was physically injured in the incident. Surveillance cameras captured clear images of the suspects. The man is described as dark-skinned, between 30 to 40 years old with a thin build and short black receding hair. He wore a black T-shirt with a white pattern or writing, grey denim jeans, and greyish deck-style shoes. Police say he spoke Fiji-Hindi. The woman is described as fair-skinned, between 25 to 35 years old with a medium build and shoulder length brown, frizzy hair. She wore a grey tank top, denim jeans with a large hole in the left knee, and offwhite/ tan coloured raised heel boots. The silver Volkswagen Beetle the duo fled in is believed to be from 1998 to 2005 with six-spoke wheels. Teen with special needs left in hot car Kielah Tocheniuk and a co-worker were packing up items from the booth they manned at the Abbotsford Airshow on Sunday when some movement caught their eye in the car next to them. A girl was in the backseat, and she appeared to be struggling. The vehicle was not running and a window was open only about two inches in the 27 degree afternoon heat. Tocheniuk moved closer and noticed that the girl was sweating profusely. Tocheniuk began talking to her, and it soon became apparent that the girl was developmentally delayed and couldn’t

speak. She was buckled in to her seatbelt, the doors were locked, and she didn’t know how to get out. The officer tried to communicate with the girl and, as he was radioing for permission to break a window, her parents returned to the vehicle and unlocked it. By this time, another 15 minutes had passed from when Tocheniuk first noticed the girl. The parents said they had left their 15-yearold daughter in the car because she is sensitive to the noises from the airshow.

Vancouver’s rental prices reaching new highs, UBC prof warns

Photo by Chandra Bodalia The dizzying heights of Vancouver’s sky-high glass towers might make a good metaphor for the city’s rental prices: ever higher. According to Tom Davidoff, an associate professor with the University of British Columbia’s Sauder School of Business, Vancouver’s rental prices are on track to increase by a whopping 20 per cent this year. Davidoff spoke with Stephen Quinn on The Early Edition. “It’s a lot, [especially] if you think about consumer price, inflation being in the two to three per cent range.” Davidoff analyzed rental listings from Craigslist from March to August, controlling for location, square feet, and type and then annualized the data. He says his results are significantly higher than the data on rental increases released by the Canada Housing and Mortgage Corporation last year, which found prices went up 4.6 per cent. Davidoff says that’s because his study excludes renters who live in rent-controlled units. Instead he says his data applies to first-time renters or those looking for a new lease. “If I have an ongoing lease, the landlord can’t bump my rent by something more than two per cent over the consumer price index every year ... However, when I leave, the landlord can go to whatever the market can support.” It’s an important distinction, he says, especially because staying in a rentcontrolled unit will be harder than before, as landlords have a greater incentive to rent their units to a new tenant at a much higher price or sell their property on the equally sizzling real estate market. The main reason for these sky-high prices is the strong demand for rental housing in the city, coupled with limited supply. The current vacancy rate sits at 0.6 per cent. Davidoff said there are many factors contributing to this demand for rental housing, including: millennials who cannot afford to buy housing, workers who are coming to B.C. from Alberta and the lack of multi-family housing. “We’ve got so much land in Vancouver that is dedicated to housing that is almost completely useless to 100 per cent of the people who work here.” As for the city’s recent announcement that it’s adding 400 units of rental housing, Davidoff is largely unimpressed. “There’s a lot more than 400 renters in Vancouver. Any bit of new supply is helpful, but we need a lot more.”

Surrey man sentenced to 27 months in jail for Ponzi scheme A Surrey man arrested in 2012 for running a Ponzi scheme has been sentenced to 27 months in prison, officials said. The B.C. Supreme Court also ordered Roberto Castano to pay $1.5 million in restitution. Castano, who was charged in 2012, pleaded guilty to one count of fraud over $5,000 in February. The court was told that Castano was arrested on April 2, 2012 by the B.C. Securities Commission’s criminal investigations team and the Surrey RCMP. He was charged with 10 counts of fraud over $5,000 and 10 counts of theft over $5,000. Investigators say they began looking into Castano’s operations in 2009, when

an unnamed financial institution alerted the Commission that the man was raising money through his company, Skyline Communications, to invest in the stock market. During the three-year investigation, officials said they found Castano was running a Ponzi scheme, promising investors a five-per-cent-per-month return on their investment through stock market trading. Instead, Castano used some of the funds to repay principal repayments and pay interest to previous investors, as well as for personal expenses. The restitution is to be paid to seven of Castano’s former investors, the court said.

Man dead in targeted Abbotsford shooting Reams of police tape cordoned off an Abbotsford cul-de-sac on Thursday after a shooting that left a 45-year-old man dead. Just after 9 p.m. on Wednesday, Abbotsford police were called to the 3100-block Crown Court for reports of shots fired. Jagtar Bhathal and his 10-year-old son, Gurkarn Bhathal live nearby and heard five gunshots on Wednesday night while they were doing some woodworking. “I thought they were fireworks, but they were actually gunshots,� said Gurkarn. He and his father went outside to see what was happening and saw police arrive. Officers who were first on scene found a man who was suffering from gunshot wounds and they performed first aid until paramedics arrived and took over. The man was taken to hospital, but died from his injures shortly before 10 p.m. He has been identified as 45-year-old Abbotsford

resident Gurdev “Dave� Hair. He was known to police and has a criminal record that includes property and drug offences, and acts of violence. According to online court records, he was convicted of being involved in a driveby shooting in the late 1990s and an assault related to a kidnapping in 2012. The Integrated Homicide Investigation Team has taken over the investigation. IHIT spokeswoman Cpl. Meghan Foster said that it is too early to tell if the homicide is linked to the ongoing Townline Hill conflict, which is a fight over drug line territory on the west side of the city. The street where Hair was shot is just outside of the Townline Hill area. She could not say whether he lived on the street where he was shot or was in the area for another reason.On Thursday morning, officers walked up and down the streets adjacent to Crown Court and interviewed neighbours.

Vancouver Island cat that took on seven pit bulls was just being protective, owners say

The owners of an elderly cat named Baby say their pet’s sudden reputation as a fearless mauler of pit bull dogs is completely undeserved. Betty Jean Thompson, 78, and her husband Del said they are mystified by the public interest in an incident that happened Monday evening on the front lawn of their Saanich home. Thompson said she was tending her garden when a group of women walking seven large dogs approached on the sidewalk and one of the dogs showed a friendly interest in her. Beside her lay Baby, the stray, creamcoloured cat that adopted the Thompsons almost 16 years ago. “She’s kind of a slow sort of thinking cat, but one thing is she is very protective of me,” Thompson said. Thompson said the dog crossed the lawn. She said she warned the woman walking three of the animals that a cat was nearby, and the

walker immediately tried to tug her pet back toward the sidewalk. But the dog’s owner, Javiera Rodriguez, offered a different version of events. She said she and three other women involved in a canine walking group were strolling by Thompson’s property with seven dogs when a cat leapt unprovoked from the bushes and latched onto the face of a three-year-old pit bull named Bandida. Thompson agreed that her cat “set on” one of the pit bulls that was on the property, but she says the cat did not leap out of bushes to attack the dog. “There is no ambush about it,” she said. “Somebody is blowing this all up.” By the time the two animals were separated, the dog and one of the walkers had been hurt, and Thompson said Baby was hanging limp but uninjured from the jaws of the surprised pooch.

Nanaimo hole-digger living the dream after $21M lottery win

A Nanaimo man is already living the dream after winning the $21-million jackpot in last Saturday’s Lotto 6/49 draw. “I bought two BMWs. One for me and one for my friend,” the 52-year-old Bill Laharty said on Thursday. His PlayNow.com windfall set a record for the biggest online lottery win in Canada. Laharty, who has called Nanaimo home for 22 years, described his fortune in one word: awesome. He plans to travel to exotic places, including Bora Bora. “Ever since I discovered I won, it’s like I’ve been in a dream. I saw this big number and had to count all the zeros. I couldn’t believe it and no one else does either. My first feeling was disbelief. Is this really happening? “I expect this will really change my life,” added Laharty, who is not married and has no children. “I’ll travel the world and help out my

family (four brothers and sisters and 14 nieces and nephews) and friends. It’s awesome.” Laharty — who, until his lottery win, worked for 20 years digging holes and building anchors for hydro poles — is now retired. “Now, I don’t have to do that anymore.” Laharty said that although he’s only been buying tickets online for five years, he’s bought Lotto tickets off and on for the past 20 years. The B.C. Lottery Corporation said that Laharty’s Vancouver Island town is now home to Canada’s two largest online lottery wins, the other one being a $7.6-million prize won in 2010 by another Nanaimo resident. BCLC said that PlayNow.com — launched in 2004 — is the only legal online gaming website in B.C., with a total of $46.3 million awarded to PlayNow.com winners in the province in fiscal 2015/16.

Real-time sales numbers show a decline in ‘average’ Vancouver home prices

Earlier this month, as surging Vancouver luxury home prices were making international headlines and local real estate boards reported continued price spikes, another set of gauges was telling a different story. These numbers revealed that average home

prices in Metro Vancouver have been falling — not just in recent weeks, but also going back several months. The various snapshots make for a muddle that might wash out over a longer period, but it’s a cacophony of confusion for buyers and sellers trying to figure out what to do right now, not to mention homeowners obsessed with the rise and fall in the worth of their assets. Zolo, a national real estate brokerage, has been attracting attention for its tracking of MLS home sales in real time. It says the “average price” of homes sold in the last 28 days in the City of Vancouver has fallen 21.4 per cent, is down 25.1 per cent over the last three months, and down 7.4 per cent from last year. In Richmond, the average selling price of homes is currently $779,000, down by 18.1 per cent in the last 28 days, down by 21.1 per cent in the last three months and down

Fraser Valley real estate board calls on members to fight foreign buyers’ tax

The Fraser Valley Real Estate Board has issued a “call to action” to its 3,000 members, asking them to fight the new 15-per-cent tax levied on foreign home buyers. In an email on Aug. 16, board president Charles Wiebe said the two-week-old tax has hurt clients and the housing market. The tax, aimed at curbing skyrocketing real estate prices in Metro Vancouver, has also created an “unfair ripple effect,” hurting local Canadians, Wiebe added in an interview. “The government needs to look at it again, and change it,” he said. “There are still deals coming forward that may collapse because of this.” The board is urging members to write to their MLAs and keep up the pressure. “It’s not uncommon for governments to amend legislation after the fact, but they’ll only do so with sufficient pressure and proof of impact,” said Wiebe in the email. It is unclear how many real estate deals have collapsed as a result of the new levy. The email said the number of failed deals in the region has doubled since the tax kicked in on Aug. 2, compared to the same period in July, but Wiebe said he was unable to provide specific numbers as the board is still trying to determine which transactions fell apart directly because of the tax.

Commercial crabber fined $20,000 for fishing in a closed and contaminated area On July 20, 2016, Burnaby resident Danny My Ho pleaded guilty to four violations of the Fisheries Act in Sechelt Provincial Court. The Honourable Judge Steven Merrick fined Mr. Ho $20,000 for fishing for Dungeness crab in an area closed to commercial crab harvesting due to dioxin contamination. The charges stem from Mr. Ho’s fishing activities in Howe Sound during August 2015, as skipper of the commercial crabbing vessel the New Star. On October 9, 2015, a DFO resource management biologist requested that Conservation and Protection fishery officers investigate the fishing records of the New Star. A subsequent inspection of the vessel’s electronic monitoring data and logbook revealed that Mr. Ho was harvesting commercial crab between August 15 and 26 up to one kilometer inside an area closed due to dioxin contamination near Roberts Creek and the Trail Islands on the Sunshine Coast. BC keeps freeze on carbon tax in new climate plan, won’t adjust target dates The BC Liberals will not increase its carbon tax, rejecting a recommendation from a group of advisers to increase the levy to fight climate change. The province released its Climate Action Plan today, promising to take action on 21 measures to help it meet the target to reduce emissions by 80 per cent of 2007 levels by 2050. By sticking to the 2050 date, the province has also decided against moving up the target to 2030, as its Climate Leadership Team recommended. The group of experts, First Nations, and business leaders who were appointed by the government to the Climate Leadership Team made 32 recommendations last fall, including raising the $30-per-tonne carbon tax by $10

annually starting in 2018.

The carbon tax has been in place since 2008 but includes some industry exemptions. The government says it will re-evaluate the carbon tax once other jurisdictions catch up to BC.

Ottawa looking for ‘middle ground’ in revamp of temporary foreign worker program Federal Immigration Minister John McCallum expects a report next month on a revamp to the temporary foreign worker program. McCallum says the House of Commons Standing Committee on Human Resources should be ready to present its report to Parliament in September. The previous Conservative government

overhauled the program in 2014 by phasing in a 10 per cent cap on the number of temporary foreign workers most businesses can hire. It also disallowed the program in regions of Canada with high unemployment. The reforms followed a number of controversies that dogged the program, including reports of fast-food franchise restaurants favouring temporary foreign

workers over local employees. McCallum said in Calgary that the program at first approved virtually everybody until “everything exploded” and it was cut back to a point where hardly anyone was getting in. In areas such as Alberta, he said, there’s a strong demand for temporary foreign workers in the agriculture, hospitality and meat-packing sectors.

Canada to increase anti-terror efforts with new office to curb radicalization Public Safety Minister Ralph Goodale says the Canadian government will step up its anti-terror efforts, but won’t be rushed into passing new laws in the wake of a foiled plot in Ontario last week. “You don’t develop good law in a panic,” Goodale said Wednesday following a speech to the Canadian Association of Chiefs of Police in Ottawa. His comments come after ISIS sympathizer Aaron Driver was killed last week in Strathroy, Ont. The RCMP was tipped off by the FBI about a “martyrdom video” and a planned attack within 72 hours in an urban centre during morning or afternoon rush hour. A subsequent inquest determined Driver died from RCMP gunfire. Goodale said the government is in the final stages of hiring a senior adviser that will spearhead an anti-terror

Canada’s immigration detention program to get $138M makeover The Canadian government is committing millions to upgrade immigration detention centres across Canada. Immigration detention facilities in Vancouver and Laval, Que., are also set to be replaced. Canada’s Public Safety Minister Ralph Goodale made the $138-million announcement Monday morning at the Laval Immigration Holding Centre. He said the objective is to make detention a last resort. “In my first few months as minister responsible for Canada Border Services Agency, I have certainly heard the concerns about immigration detention, and I’ve studied those concerns with great care,” Goodale said. “The government is anxious to address the weaknesses that exist and to do better.” Samer Muscati, the director of the University of Toronto’s International Human Rights Program, said it was reassuring to hear Goodale address concerns about excessive use of detention in his remarks today. “He’s saying the right things and it’s a positive development that he’s saying these things, but of course we’ll need to see what happens in terms of actions that follow,” he

said. “The proof will be in the pudding.” The government will soon begin consultations with stakeholders with the aim of finding alternatives and ways to minimize the number of minors in detention. ​According to the Canada Border Services Agency, there are, on average, 450 to 500 people who are detained at any given time under the Immigration and Refugee Protection Act. The End Immigration Detention Network says 15 people have died in detention while in CBSA custody since 2000. It says reforms are welcome, but the system is inherently unfair. “Immigration detention including in immigration holding centres is imprisonment without charges or trial. It should end, not be expanded by throwing over a hundred million dollars at it,” said the Network’s spokesperson Tings Chak. A Red Cross investigation in 2014 found numerous shortcomings at facilities for immigrant detainees, including overcrowding and inadequate mental health care. Newcomers are often held in provincial jails or police facilities alongside suspected gang members and violent offenders.

Inmate charged with murder after deadly Surrey Pretrial fight

The man killed after a fight between two cell mates at Surrey Pretrial earlier this month has been identified as 25-year-old John Michael Murphy. The other cell mate, 22-year-old Jordan Cole Burt, has been charged with second degree murder, the Integrated Homicide Investigation Team (IHIT) announced Wednesday. Police say the two men didn’t know each other prior to their incarceration and were sharing a cell while waiting to appear in court in unrelated cases. “As this matter is now before the courts, the events and reasons that led up to the altercation cannot be released,” said Corporal Meghan Foster of IHIT. The fight broke out on Aug. 3 around 7:30 p.m. Police say correctional officers intervened in the fight, which happened at around 7:30 p.m., and separated the two men. The victim, Murphy, was taken to hospital with extensive injuries and died at hospital just before 1:30 a.m. Thursday, according to police. Burt appeared in court this morning and remains in police custody.

Victoria’s tent city solution creating headaches When a judge ordered residents of Victoria’s tent city to pack up before August 8, their primary destination was a repurposed seniors care facility on Johnson Street. Now, some neighbours of that facility are complaining that there has been a sudden increase in disturbing behaviour, large vocal crowds loitering outside, public drinking and drug use. Victoria Mayor Lisa Helps told Khalil Akhtar from those issues

are just temporary. “All of the issues that we’re hearing — and we are hearing some — are growing pains, moving-in pains.” Helps says people have only been at the

residence for just over a week and the last people finished moving in yesterday. “Everyone knows the building was rushed so that people could meet the deadline that the judge set for tent city ... So I think everyone needs a chance to settle in and have some furniture so that they can sit inside and not outside.” Mayor Helps says the biggest problem has been the fire alarm. She says the building has extremely sensitive fire alarms, and there was an instance when the fire department came five times within 24 hours. “If one person is having a cigarette in their room, it triggers an alarm that goes off in the whole building and then the fire department comes,” she said. “That is just a building glitch that is a huge disruption to everybody.” Helps says the fire department is working with the Portland Hotel Society — who run the building — to work out an interim solution while they get a new fire detection system in place.

Police hunting for missing South Asian senior Surrey RCMP is re-appealing to the public for assistance in locating a missing female. Maya Kaur SINGH was last seen at August 10th as she left her home for another family’s residence. It wasn’t discovered until August 13th that she didn’t make it to her destination and was reported to police as missing (see previous release). Maya SINGH is described as a 68 year old Fijian female, 5’3” tall, 155 pounds, with black shoulder length hair and brown eyes. She was last seen wearing a black and white striped hoody, pink top, and plaid pajama pants. Maya SINGH was also seen carrying three large purses/handbags (see attached photos). Surrey RCMP Missing Person’s Unit is leading this investigation. Investigators have located surveillance photos from August 10th, the day she was

last seen. The photos come from a business in the 12100 block of 72nd Avenue in Surrey. “Police and family are concerned for Maya SINGH’s health and well-being,” says Corporal Scotty Schumann. “She does not appear to be in distress on the surveillance photos but quite likely is lost and unaware of how to get home or ask for help given her current medical condition.” Maya SINGH generally uses public transportation as her main mode of transportation. Liberal Health Minister says $1,700 she spent in one day on limousine service was ‘inappropriate’ Federal Health Minister Jane Philpott concedes it was “inappropriate” to spend $1,700 on a car service to drive her around the Greater Toronto Area for a day, and says it is not something she will do again. Philpott attended three events on March 31, travelling from her home in the federal riding of Markham-Stouffville to Hamilton, from Hamilton to Toronto, and back to her riding again to attend a gala. It was a busy day that also included $211 in airfare, according to publicly available travel expense reports. Philpott travelled to Hamilton that day to announce roughly $20 million in funding for chronic disease research at McMaster University. In Toronto, she participated in an announcement by the Canadian Foundation for Healthcare Improvement and the Canadian Frailty Network that Mount Sinai Hospital’s elder health-care strategy would

be extended to 18 other facilities. The day ended at a James Bond-themed gala at the Angus Glen Golf Club in support of the Evergreen Hospice in Stouffville. The bill for ground transportation amounted to $1,709, including a $223 gratuity, all charged to Philpott’s Health Canada account. That amount, which covered a full day’s worth of service, was paid to Executive Sedan Livery Service Inc., a Toronto-based limousine company. Its owner, Reza Shirani, was a volunteer on Philpott’s electoral campaign last year. Her office has since revealed even higher expenses paid to the same car service, including a $1,994 bill for a car on the day the minister spoke at a July gathering of the Assembly of First Nations in Niagara Falls. The minister also paid the company $3,814 for 20 trips to Toronto’s Pearson Airport before flying to Ottawa for ministerial business.

Bangladesh extends detention of Toronto student as photos surface of him holding gun Tahmid Khan was led to a Bangladeshi court Saturday, where a judge authorized police to continue holding the University of Toronto student in connection with a deadly café attack claimed by ISIS that killed 20 hostages. The six-day extension comes about one week after Bangladeshi police announced that the 22-year-old had been arrested, seeking permission from the court to question him along with British national Hasnat Karim, 47, for 10 days. Friends and family of the Canadian permanent resident have vigorously maintained that Khan has been held in police custody since the July 1 attack, and is innocent. “They

don’t have to articulate to the court what the suspicion is, whether they have any evidence,” lawyer Marlys Edwardh told the Bangladeshi authorities. “They’re not obliged to do anything more than saying, ‘We have a suspicion and we’d like a few more days to investigate.’ That’s what happened today.” Saturday’s decision followed on the publication of photos in the Dhaka Tribune apparently showing Khan holding a gun on the rooftop of the Holey Artisan Bakery restaurant, along with one of the suspects in the attack. Security forces would later storm the restaurant on July 2, killing the gunmen and rescuing the remaining 13 hostages.

Harjit Sajjan has numbers but not location for African peacekeeping Defence Minister Harjit Sajjan knows how many troops he wants to send to Africa, but says he has no clear direction from cabinet on where to place them. Sajjan told reporters in a conference call on Monday, at the end of a five country tour in the troubled region, that an announcement on Canada’s renewed United Nations peacekeeping commitment will be made shortly. He wouldn’t say what the number might be. There has been a lot of speculation about a possible Canadian contribution to existing missions in Mali, and perhaps even Congo. The UN Security Council recently approved

a beefed-up protection force of 4,000 troops in South Sudan, which has been torn apart by civil war. But the government in that nation has said it won’t co-operate. When asked if any country had been stricken off his list as a result of the fact-finding mission, Sajjan did not rule out South Sudan, or any nation in the region. He rejected the notion Africa is somewhat off the beaten path when it comes to Canada’s security interests, saying peace support

operations and de-escalating conflicts are concepts that have been raised repeatedly in the Liberal government’s defence policy review. “I think it’s very important for Canadians — and the rest of the world — to know the challenges and the absolute atrocities that are being committed in Africa,” he said. “They can’t be ignored.” But there are few countries — or UN

missions for that matter — without some messy political or humanitarian aspects that could threaten to derail the good intentions that underpin the Liberal election promise to make Canada a player in peacekeeping again. A new international report, released Monday by the Intergovernmental Authority on Development, says the militant group al-Shabab, like the Islamic State, has been able to recruit young men and women from countries beyond its power base. In West Africa, UN peacekeepers have been involved in an increasingly dangerous stabilization mission in Mali, a country that’s also facing an Islamic insurgency.

Trudeau won’t commit to a Supreme Court judge from Atlantic Canada Prime Minister Justin Trudeau says regional representation is important but won’t guarantee the country’s top court will continue to have a judge from Atlantic Canada. Trudeau said Monday his Liberal government is weighing several factors as it considers the next vacancy on the Supreme Court of Canada. “We need to make sure that we’re folding in all sorts of different aspects to get the best possible people to sit on the Supreme Court,” he told reporters in Corner Brook, N.L., as he began a string of East Coast visits. “Having the perspective from Atlantic Canada is an extremely important one, and we’re looking forward to making sure we make the right choice.” Justice Thomas Cromwell of Nova Scotia

retires next month, but Trudeau appears to be departing from the convention of automatically filling that place with another judge from the region. That prospect drew criticism last week after the government announced it would make the selection process more transparent by having a new non-partisan advisory board develop a short list of potential new judges. The seven-member independent panel, led by former prime minister Kim Campbell, will review candidates from across the country. Trudeau’s mandate letter to Campbell asks her to ensure prospective judges are “functionally bilingual” and reflect Canada’s ethnic diversity. Trudeau says rights must be balanced with security in battling terrorism An alleged terrorist plot in Ontario that created anxieties over police monitoring of suspects hasn’t shaken Prime Minister Justin Trudeau’s emphasis on balancing civil liberties with public safety. In his first reaction to an alleged plot that led to the death of Aaron Driver in Strathroy, Ont., Trudeau said Tuesday that balancing individual rights with keeping Canadians secure from bombing threats has to be handled with care. “Canada is a country that values its freedom (and) its basic charter rights,” he said during a stop in Bridgetown, N.S., for an infrastructure announcement. “All Canadians expect their government to do two things: to keep Canadians safe and to defend and uphold the values and rights that all Canadians hold dear.” “Getting that balance right isn’t always easy in the challenging situation we now live in but it’s extremely important.” Last week, the RCMP fielded media

questions about why it was the FBI and not the Mounties who discovered a video that led them to Driver, who police said had threatened to detonate an explosive in an urban centre. Trudeau was asked the same question Tuesday but did not answer directly. Driver died Wednesday night after a confrontation with police that saw a bomb detonated in a taxi cab. Police have said he made a martyrdom video that described his plan. The Ontario Provincial Police said Tuesday an autopsy shows Driver died from a gunshot wound. Trudeau said to applause from about 300 people gathered along the tranquil Annapolis River that he congratulates the security services and police for “having managed to prevent any serious incidents related to this particular individual.” “It is something we continue to work very, very hard on to keep Canadians safe in their homes and communities right across this country.”

Inflation in Canada dips to 1.3% in July Canada’s annual inflation rate fell to 1.3 per cent last month as consumers paid less for gasoline, Statistics Canada reported Friday. That’s down from 1.5 per cent in June. Pump prices fell by 5.6 per cent in July, bringing their 12-month drop to 14 per cent. Fuel oil and natural gas prices also were down by double digits from a year earlier. Clothing prices fell year over year, but consumers paid more for food and shelter, the data agency said. Canadians paid 10.3 per cent more for fresh or frozen fish last month compared to July 2015. The annual gain in fish prices is the largest in more than two years. On a monthly basis, prices fell 0.2 per cent in July compared to June. The core rate of inflation, which strips out volatile elements like fresh produce and fuel, was unchanged from June at 2.1 per cent. Consumer prices rose less in July than in June in seven provinces. But on an annual basis, the consumer price index was up more in New Brunswick (+2.5 per cent) and in Newfoundland and Labrador (+3.4 per cent) as both provinces boosted the

provincial portion of the HST on July 1 by two percentage points. Here are the annual inflation rates in the other provinces: P.E.I.: 0.6%. Nova Scotia: 0.8%. Quebec: 0.2%. Ontario: 1.5%. In a separate report, Statistics Canada said retail sales in June unexpectedly fell by 0.1 per in June from the month before. Canadians spent less on food, beverages and clothing, offsetting higher sales of motor vehicles. Sales at new-car dealers rose by 2.5 per cent — the first such increase in five months, Statistics Canada said. Sales of alcohol fell 4.7 per cent — the largest monthly drop in the category since June 2013. Sales fell in five provinces, led by 0.8 per cent drops in Quebec and Nova Scotia, and a 0.4 per cent drop in Alberta. In Saskatchewan, by 2.1 per cent, led by stronger sales at car dealerships.

Meridian Credit Union to launch a national bank Meridian, the largest credit union in Ontario, says it will create a new national bank to serve customers outside Ontario. Meridian Bank is not expected to begin operations for another two years, offering online and mobile banking services. Initially, Meridian Bank will not have any bricks-and-mortar branches. But Meridian CEO Bill Maurin told CBC News that a few branches will be built in the years after it launches online. “It will be very selective,” he said, adding that Meridian Bank eventually plans to expand beyond retail banking. While Canadians are comfortable doing retail banking online, he said commercial banking is “a face-to-face business” that requires a street presence. Meridian says its new bank will be a wholly

owned subsidiary and its shares will not be publicly traded. As a credit union, Meridian has aggressively tried to take market share from the big banks and from online banks like Tangerine and PC Financial. It made a splash earlier this year by offering one-year fixed mortgages at 1.69 per cent, below what virtually every other lender was charging. “We pride ourselves on being bold and feisty and we will bring that philosophy to Meridian Bank,” Maurin said. Meridian could have chosen to convert from a provincially regulated credit union to a federal credit union with power to operate across the country. But like most credit unions, it has chosen not to do that. So far, only one provincially regulated credit union — New Brunswick-based Caisse populaire acadienne ltée.

Majithia deserves jail for drug mess: Cong Punjab Congress leaders today declared a war on drugs at a rally here. In one voice, they held Revenue Minister Bikram Singh Majithia responsible for spreading the scourge of drugs in the state and destroying an entire generation. For which, they said, he deserved to be sent to jail. The sentiment was summed up best by PPCC chief Capt Amarinder when he said, “I want to see the sparkling smile back on every Punjabi’s face. One generation is already lost. We have to

save the next generation.” He promised that he would finish the problem of drugs within four weeks. The former CM said that not only had the Badals and Majithia pushed the state into drugs, they have also destroyed it economically, pointing to Rs 1.25 lakh crore debt that the state owes. He said the Badals had accumulated personal wealth. Through hotels, transport, cable, sand mining, liquor trade and other profit-making ventures, they have grabbed everything.

A speeding bus of Dabwali Transport, a company owned by the Badal family, today crushed two members of a family to death on the Ludhiana-Ferozepur highway near Mullanpur. The victims, Hardev Singh (61) and his son Harmeet Singh (24), were on a motorcycle. The bus, which was on its way to Bathinda, was torched by furious passengers, who accused the driver of being negligent. Both the driver and conductor fled after the incident. The passengers alleged that their pleas to the driver not to be rash fell on deaf ears. “We warned him that reckless driving could lead to an accident. But he paid no attention,” said a passenger. The victims were welders. Harmeet Singh, who was riding pillion, was carrying tools. The bike was hit from the rear. Ajay Raj, DSP, said: “The victims were rushed to the DMC Hospital, where doctors declared them dead”. The bus driver has been booked.

Novel drone developed by an Indian-origin student in UK may help disaster-hit areas An Indian-origin student in the UK has developed a drone that provides communication immediately after the occurrence of a natural disaster, allowing victims to quickly contact family and rescue groups. The potentially life-saving system, called Exigency, was invented by Luqmaan Patel, a student at Staffordshire University in the UK. “I felt there was more application for drones, than just simply flying and taking landscape images, I wanted to push the

application forward and create more of a beneficial use for drones,” said Patel. “My research found that after a natural disaster, it takes up to 72 hours to rebuild the infrastructure - that’s a long time for someone to not be able to tell their loved ones that they’re alive,” he said. BJP worker killed by cow vigilantes In a brutal incident of cow vigilantism, a BJP worker was killed and another person injured allegedly by VHP and Bajrang Dal activists who waylaid and attacked them near Hebri in this district last night. Praveen Poojary (28) and Akshay Devadiga (20) were surrounded and attacked with sharp weapons by the VHP and Bajrang Dal activists as they were transporting three cows in a vehicle, Udupi Superintendent of Police KT Balakrishna said. Poojary died instantly while Devadiga has been admitted to a hospital at Bramhavar, he said. Seventeen people were arrested and a hunt was on to nab the others involved, he said. The coastal districts of Udupi and Dakshina Kannada have been reporting cases of cow vigilantism in the last several years. The incident comes days after the Union Home Ministry had cracked the whip on

cow vigilantism, asking all states not to tolerate anyone taking law into their hands in the name of protecting cow and to take prompt action against such offenders. The Home Ministry advisory had come two days after Prime Minister Narendra Modi attacked cow vigilantes and asked people to beware of these ‘fake’ protectors trying to divide the society and the country. He made these comments after his government and BJP came under attack over incidents of violence against Dalits and Muslims by cow vigilantes in various states including Uttar Pradesh, Gujarat and Madhya Pradesh. Karnataka Home Minister G Parameshwara said prima facie cattle trade-related business dispute may be the reason behind the killing of the BJP worker. “Seventeen people have been arrested. They (police) are suspecting some sort of a cattle trade-related business dispute,” he said.

India sets terms for talks with Pak India today laid out the conditions on the basis of which, it clarified, Foreign Secretary S Jaishankar has expressed his willingness to travel to Islamabad to hold talks with his Pakistani counterpart. Interestingly, India also upped the ante today by stating that the people in Pakistan-occupied Kashmir (PoK) are “our own” and that India has a future strategy in place as far as PoK and Baluchistan are concerned. India wants that the discussions should first focus on the more pressing aspects of the Jammu and Kashmir situation that include, as spelled out today by the Ministry of External Affairs, cessation of crossborder terrorism by Pakistan aimed at J&K; detaining and prosecuting internationally recognised Pakistani terrorist leaders, who have been publicly active recently in exhorting violence in the state; and denying safe havens to terrorists in Pakistan that have escaped Indian law, among other conditions. India, in laying out these conditions, today said the ball was in Pakistan’s court now and it was yet to hear back from Pakistan. MEA spokesperson Vikas Swarup said as far as PoK and Baluchistan were concerned, India would do what it took. “As far as the next course of action is concerned, the Prime Minister also gave us certain instructions in the all-party meet. How those instructions will be implemented, I cannot at this stage share with you. However, the MEA will do what it has to do; after all the people of PoK are our own people,” Swarup said. India also said the Foreign Secretary looked forward to discussing with his Pakistani counterpart “the earliest possible vacation of Islamabad’s illegal occupation” of J&K. Jaishankar’s visit would provide India a chance to press on Pakistan to bring all those guilty in the Mumbai attacks of 2008 and the Pathankot attacks to justice, it said.

A Pakistani spy allegedly belonging to ISI was arrested on Thursday night from a hotel here in a joint operation by Rajasthan Police Intelligence agencies. He is a frequent traveller to India, and had come to Jaisalmer on Thursday morning on a valid visa and passport, Superintendent of Police Gaurav Yadav said. as Army Commander in June 2012 by levelling “false, baseless and imaginary allegations of lapses” in May 2012. In an affidavit filed in the Supreme Court, Gen Suhag said the alleged lapses pertained to an operation conducted by the 3 Corps Intelligence and Surveillance Unit at Jorhat, Assam, on December 2021, 2011. He said he was not even on duty on that day as he was on annual leave and

rejoined duty on December 26. He pleaded that the Court of Inquiry convened by the Eastern Command headquarters did not find “any iota of evidence of any lapse” against him, nor had he been blamed by any agency. Nevertheless, he was served a show-cause notice in May. “Despite there being no evidence against me at the Court of Inquiry, the show-cause notice was issued malafidely as it is clearly established now from the affidavit filed by the Respondents 1 & 2 (Centre and Army) as well as the findings of the Hon’ble Armed Forces Tribunal” on September 6, 2013, Gen Suhag contended. Gen Suhag has filed the affidavit in response to a Supreme Court notice on an appeal by Lt Gen Ravi Dastane who has challenged Suhag’s promotion as Army Commander on June 15, 2012, ignoring the show-cause notice issued to him.

Digvijay under fire over ‘India occupied Kashmir’ comment Senior Congress leader Digvijay Singh on Thursday described Kashmir as “Indiaoccupied Kashmir” while criticising PM Narendra Modi’s utterances on Pakistan. “Prime Minister Modi seems more concerned about Pakistan-occupiedKashmir, which is welcome, than he is interested in holding talks with India’s Kashmiris,” Digvijay told reporters here. “Boosting trust among Kashmiris, whether

they belong to Pakistan-occupied Kashmir or India-occupied Kashmir, is possible only through dialogue,” he said. The Congress general secretary later corrected himself by saying he only meant that Modi is not worried about “India’s Kashmir — not worried about the Valley — but worried about Pak-occupied Kashmir”. Digvijay’s gaffe invited immediate reactions on social media.

Time to rethink sports quota The Hyderabad High Court has observed that it is high time there is a rethink on sports quota as they have no constitutional basis and said sports and professional education take a beating as a result of this reservation. The Bench of Justices V Ramasubramanian and Anis, in its order on August 8, also noted that in an earlier case, the High Court had clearly spelt out that reservations for persons excelling in sports and NCC are not based on any constitutional guarantee and such reservations, in reality, appear to be inventions made for the purpose of diluting the constitutionally guarantees granted to BCs, SCs and STs. The Bench said this while dismissing a writ petition filed by a student, who was refused allotment of a medical seat under sports category by Andhra Pradesh government and NTR University of Health Sciences. The petitioner, who appeared for Andhra

Pradesh EAMCET-2016, had sought to declare the action of the respondents in not considering the persons who excel in games such as tennikoit, power lifting, netball, throwball, sepak takraw and boxing etc, as illegal and arbitrary and for consequential directions. “It is sad to note that except video games, all other games that one could conceive of, have been brought within the sports quota, to enable persons, who cannot excel in academic studies, to gain admission to under-graduate medical courses through the back door,” the Bench said. Therefore, it is high time that there is rethinking on such quotas, which have no constitutional basis, the bench said, adding the reservation for such quotas neither helps the students to become great sports persons in life nor to become great professionals in other fields.

Fiji may not be able to afford its 7s coach FIJI cannot afford to pay its most successful rugby 7s coach, Ben Ryan, to stay on. This is a fact says Youth and Sports Minister, Laisenia Tuitubou and they can only hope Ryan’s love for Fijian rugby and its flair would make the Englishman continue with FRU. Tuitubou told this newspaper that after winning two HSBC World Rugby 7s series and being an Olympic Gold medal winning coach, Ryan’s value would have shot to the moon with nations that could afford him obviously putting offers on his table now. Cyber criminlas create fake FB accounts of central bank chief

Cybercriminals have created several fake Facebook profiles of the governor of the Reserve Bank of Fiji (RBF), Barry Whiteside, and provided false RBF approvals for victims to remit funds to secure proceeds of fake lotteries, investments and loans. The Fiji Financial Intelligence Unit (FIU) cautioned members of the public on these cases of fake Facebook profiles, scam emails and bogus loans involving the central bank. FIU said the governor did not have any Facebook profile under his name. “Cases have been brought to the attention of the FIU and the RBF that these false personations were used to provide fake RBF approvals for victims to remit funds to secure proceeds of fake lotteries, investments and loans,” the RBF said in a statement.

Papaya farm destroyed A Sigatoka pawpaw farmer is trying to come to terms with the loss of about $200,000 worth of trees laden with fruit that was allegedly destroyed by fire last weekend. Janendra Prasad, a farmer and supplier to exporters and the local market, lost ready-toharvest trees at his Sigatoka Valley farm. “At that time, the damage wasn’t so bad, but this time it has really affected my business,” he said. “I have been farming pawpaw for about 10 years and it is a very lucrative crop. At the moment a box of pawpaw sells for between $80 and $150 and my loss is more than $200,000 if you take into account the fruit that was about to be harvested and the trees itself.”

Pak ready for talks on terror, but not on Kashmir India on Wednesday rejected Pakistan’s proposal to hold foreign secretary-level talks on Kashmir and asserted that it would like to discuss aspects related to cross-border terrorism which are central to the current situation in Jammu and Kashmir . Responding to Pakistan foreign secretary Aizaz Ahmad Chaudhry’s invitation, India’s foreign secretary S Jaishankar expressed his willingness to travel to Islamabad but maintained Pakistan has no locus standi in addressing any aspect of the situation in Jammu and Kashmir, which is an internal matter of India, except to put an end to cross-border terrorism and infiltration. The response was handed over to Pakistan by Indian high commissioner to Islamabad Gautam Bambawale. “Since aspects related to cross-border terrorism+ are central to the current situation in J&K, we have proposed that discussions between the foreign secretaries be focused on

them.” “We have also conveyed that government of India rejects in their entirety the selfserving allegations regarding the situation in J&K, which is an integral part of India where Pakistan has no locus standi,” the sources added. Pakistan on Monday had invited India for talks on Kashmir+ , saying it is the “international obligation” of both the countries to resolve the issue. The invitation was extended amid tension in bilateral ties due to the war of words between the two nations over the issue. Last week, while reacting to a statement by Pakistan Prime Minister’s advisor on foreign affairs Sartaj Aziz regarding the invitation, India had made it clear that it would talk on “contemporary and relevant” issues in IndoPak relations and at this time it included stoppage of Pak-supported cross-border terrorism.

Sri Lanka arrests son of former leader Rajapaksa in money laundering case Sri Lankan financial crime police arrested the eldest son of former president Mahinda Rajapaksa on Monday on suspicion of laundering money, his lawyer said, the latest legal difficulty for the once-powerful family. Sri Lanka’s new president, Maithripala Sirisena, faces pressure to act on allegations of corruption dating back to the Rajapaksa era, especially from civil society organisations who backed his successful bid to oust Rajapaksa last year. The son, Namal Rajapaksa, who is also a member of parliament, had been questioned by officers from the Financial Crimes Investigations Division investigating some money he had invested in two companies, the lawyer said. “He was arrested by police under the antimoney laundering act. He will be produced before a court in a while,” lawyer Premanath C. Dolawatta told Reuters. Neither Namal Rajapaksa nor family

members were immediately available for comment but they have in the past all publicly denied wrongdoing. It was the second time he had been arrested.

In July, he was arrested in connection with a separate case on suspicion of misappropriating of funds in a $650-million apartment project and was released on bail after seven days in detention on remand.

Namal’s uncle, the former president’s brother, Basil Rajapaksa, who headed the economic development ministry, has also been arrested three times - twice over suspicion of misuse of anti-poverty funds and a once over suspicion of laundering money. He too has denied any wrongdoing. Since he took power in January 2015 after winning a presidential election, President Sirisena has launched a series of investigations into deals cleared by his predecessor and several members of his family. Mahinda Rajapaksa was president for a decade until January 2015 and is now an opposition legislator. He is popular among ethnic majority Sinhala Buddhists who credit him with ending a 26-year-war against ethnic minority Tamil separatist rebels in 2009. He is trying to rally opposition to the government.

Bangladesh withholding heist probe information from ‘foreign perpetrators’

Bangladesh’s central bank has said it is withholding findings of investigations into the cyber theft of $81 million from its account at the Federal Reserve Bank of New York to avoid tipping off the “foreign perpetrators” of the hack. Bangladesh Bank lawyer Ajmalul Hossain was responding to comments by Rizal Commercial Banking Corp (RCBC) in the Philippines - through which the stolen money was routed before disappearing into Manila’s casino industry - that the central bank in Dhaka was wary of releasing reports that could implicate its own officials. More than six months have passed since hackers broke into the Bangladesh central bank’s computer systems in one of the biggest-ever cyber heists. Most of the $81 million stolen is still missing and the culprits have not been identified, but Bangladesh Bank has held RCBC accountable for the loss. It has said it may sue RCBC if other efforts to recover the money are unsuccessful. “Bangladesh Bank knows enough about what happened from the internal and external reports so far obtained by it and others,” the central bank’s lawyer Hossain told Reuters late on Saturday. “This truth is being deliberately withheld from the public domain so as not to allow the foreign perpetrators of the hacking to have knowledge of the investigations.” RCBC has questioned Bangladesh Bank’s June decision not to extend a contract with U.S. cyber security firm FireEye to investigate the February theft, saying the recovery of the money could be “imperilled” if someone within the central bank was found responsible for the heist.

Speaking in parliament, CPN-UML MP Keshav Badal asked the government to implement a number of bilateral agreements reached with neighbouring countries during the then Prime Minister’s visits, Xinhua reported. “The incumbent government should work towards enhancing bilateral relationship with neighbouring countries and for this, implementation of the bilateral agreements reached with China and India will be crucial. Our party strongly suggests the government to implement those bilateral deals reached with both neighbours,” Badal said. He also said that the government should closely work with China for effective implementation of the Transit Transport Agreement signed with China. “At the same time, the government should work towards implementing a deal with southern neighbour, India to utilise the Visakhapatnam Port of India,” he said.

‘Happy Bhag Jayegi’ - Abhay Deol and Diana Penty’s Indo-Pak romcom is a decent one-time watch! Happy Bhag Jayegi is the Bollywood entertainer for this week. The film marks the return of Abhay Deol and Diana Penty after a long break, while also starring Ali Fazal, Jimmy Sheirgill, Momal Sheikh and Piyush Mishra. The film is directed by Mudassar Aziz and produced by Aanand L Rai. Read our review ahead… What’s it about Happy (Diana Penty) a boisterous girl from Amritsar, is in love with her childhood sweetheart, the unemployed musician Guddu (Ali Fazal). However, her father gets her engaged to Daman Singh Bagga (Jimmy Sheirgill), a local politician and bully. On the night of her engagement, Guddu arranges for her to elope with him with an elaborate plan. However, the plan goes awry and she accidentally lands up in Lahore, Pakistan at the house of upcoming politician, Bilal (Abhay Deol). At first, both are at loggerheads at each other, with Bilal trying to hide her from his father (Javed Sheikh) to save his political clout. Also his fiancee (Momal Sheikh) feels there is something going on between Bilal and Happy. To solve these complications, Bilal goes to India to bring Guddu and get him married to Happy and deport them together to India. More complications arise when Bilal begins to develop feelings for Happy, she gets kidnapped, and Bagga arrives in Lahore after realising she is there. What’s hot Happy Bhag Jayegi is a surprise for sure as

the film is filled with several light moments, especially in the first half. The misadventures of Happy in Pakistan are better than the

last time we attempted comedy in our neighbouring country, Welcome 2 Karachi. Mudassar Aziz, who previously made the forgettable Shah Rukh Khan-starrer Dulha Mil Gaya, redeems himself slightly in making the movie entertaining in a few places. It also helps that Aanand L Rai is the producer of the film, and it bears his stamp. The dialogues, especially in the first half, will make you chuckle. For example,

the scene where Guddu and Piyush Mishra as Pakistani cop share a peg on the terrace as Guddu asks him, ‘Main aap se kuch poochna chahta hoon.’ To which, the cop replies, ‘Kuch bhi pooch, Kashmir ke Siva.’ It’s a pity that the latter half has a very few scenes that manage this wit, though Piyush Mishra briefing his juniors about a possible terrorist attack is hilarious. The casting also works for the movie. Though Diana Penty maybe be playing the titular character, it’s the men who actually rock the show. Abhay Deol, seen after a brief hiatus, is charming and leads the cast with gusto. Ali Fazal will win your heart with several moments, especially in the aforementioned terrace scene. Jimmy Sheirgill continues his Tanu Weds Manu act here, but we are not complaining at all – he shines throughout. Pakistani actress Momal Sheikh is very pretty and makes you fall in love with her by the end. Kanwaljeet and Javed Sheikh also lend adequate support to this multi-starrer. However, the biggest scene- stealer is Piyush Mishra, who brings the house down in every damn scene. The best thing about Happy Bhag Jayegi is that it doesn’t mock our neighbouring country just for the sake of it. In fact, it tries to show that if you cut off the bad blood, they are just like us. What’s not Many Bollywood films suffer from the

average second half syndrome, so much that I feel that we should actually walk out during the interval just to keep the memories of a better half. Happy Bhag Jayegi, unfortunately, is a proud member of this club. After an entertaining first half, we find ourselves facing an uneven second half, where the jokes are rare and the director pushes in subplots too many. Though it was assumed that Bilal would fall for Happy, the average writing for this track makes it a tad implausible. Thankfully the director ties this up neatly with a logical conclusion. However, it shows the film’s glaring problem – the romantic portions suck as compared to the lighter ones. Even Happy’s kidnapping act, though funny at times, seems a li’l forced into the plot. If the writing had been better, we could have gotten the comedy of the decade. The songs are unnecessary additions since not a single one of them leave any impact. The climax almost reaches David Dhawan kind of mirth. Speaking of Diana Penty, she has improved a lot from her debut film, where I found her a bit stiff. However, in her comeback film, where she is playing the titular character, Diana is surprisingly given very less to do. It also doesn’t help her that her character is given shades of what Kareena Kapoor did in Jab We Met. After all, there can be only one Geet, right? What to do Happy Bhag Jayegi suffers from an average writing in the second half. However, thanks to several light moments and fantastic performances, it turns out to be a decent watch that has the potential to surprise you.

Paneer Tikka Masala Paneer Tikka Masala is a gourmet dish which is simple to cook but very flavorful. Marinated paneer with tomato gravy makes a delightful dish for a formal dinner. Recipe will serve 4. Ingredients: 1/2 pond of paneer 1/2 teaspoon salt 1/4 teaspoon red chili powder 1 tablespoon minced ginger or ginger juice 1/2 teaspoon coriander powder 1 tablespoon yogurt 1 tablespoon oil

For Gravy 3 medium size tomatoes 1 green pepper adjust to your taste 1 tablespoons oil 1/2 teaspoon cumin seeds (jeera) Pinch of asafetida 2 bay leaves 1 tablespoon coriander powder 1/2 teaspoon paprika (dagi or kashmiri mirch) 1/4 teaspoon turmeric 1/2 teaspoon sugar 1 teaspoon corn starch (arrow root) 2 tablespoons finely chopped cilantro 1/4 teaspoon garam masala

Method 1. Slice the paneer in about 1/8 inch thick and about in one inch squares. 2. Mix ginger, salt, pepper, coriander, and yogurt with sliced paneer in a bowl, cover it and let the mixture marinate for at least an hour. It is better to have the paneer marinate in a refrigerator. 3. Blend tomatoes and green chilies to make a puree and keep aside. 4. Dissolve the corn starch in 2 tablespoons of water and keep aside. Corn starch is used to give thickness to gravy. 5. Heat 1 tablespoon of oil in flat frying pan on medium heat, making sure to oil the entire surface of the pan. 6. Next put the marinated paneer in frying pan and gently stir-fry for about 3 to 4 minutes until paneer becomes light brown. 7. Take out the paneer in a bowl and use the same frying pan to make the gravy. 8. To prepare the gravy, add 1 table spoon of oil in a frying pan. Test the heat by adding one cumin seed to the oil; if seed cracks right away oil is ready 9. Add cumin seeds and asafetida after seeds crack add bay leaves and stir for a few seconds. 10. Add the tomato puree, coriander powder, turmeric, red chili powder, sugar, and cook for about 4 minutes on medium heat. 11. Add the corn starch mix stir for few minutes till the sauce thickens. 12. Add the stir-fry paneer in the tomato gravy and let it cook for 3 to 4 minutes on low medium heat. 13. Turn off the heat and add cilantro and garam masala stir slowly and cover the pan for few minutes. 14. Serve hot with your choice of Indian bread or over the rice. 15. Enjoy!

an Diego, CA: The information package from Infiniti said it all: the new QX50 has, “the body of a crossover, [but] the heart of a coupe.” That’s a pretty bold statement to make about this, or any, vehicle in this category, and one I was anxious to explore. The Ontario Teachers’ Pension Plan is seeking buyers for a minority stake in its $4 billion real-estate portfolio in Vancouver, including office towers and shopping malls, according to people familiar with the matter. Cadillac Fairview, the real-estate unit of Canada’s third-biggest pension fund, is looking to raise about $2 billion from the sale, according to the people, who asked not to be identified. Cadillac Fairview has hired CBRE Group Inc. and Royal Bank of Canada for the sale, the people said. Spokespeople for Cadillac Fairview, CBRE, and RBC didn’t immediately respond to requests for comment or declined to comment. Cadillac Fairview is the latest pension group seeking to reduce its holdings in the Vancouver commercial market, where prices have reached record highs amid an influx of foreign cash even as new supply drives up vacancy rates. Ivanhoe Cambridge and the Healthcare of Ontario Pension Plan are seeking about $800 million for their office towers in Burnaby, British Columbia, just outside of Vancouver. Housing prices continue to rise in the Greater Toronto Area because of land shortages that are at least partially being driven by builders sitting on real estate in hopes of a rising market, says a new report. CIBC deputy chief economist Benjamin Tal said provincial legislation which has created scarcity of land around the Toronto region has developers feeling confident that prices have nowhere else to go but up, leaving them in no hurry to erect new housing.

“If you are an owner of potential development land and you are well aware that Places to Grow (provincial policy) will result in in shortage of land by even more than currently anticipated, you will probably not be eager to sell,” said Tal, in his report released Monday. Existing home prices continue to grow in the city with the average price of a detached home up 20.7 per cent in July from a year ago to more than $1.2 million. Across the GTA, existing detached homes are now selling for

an average $952,983, while new single family homes have already crossed over $1 million. The economist took dead aim at the province’s Places To Grow Act which has limited the availability of serviced land for ground-oriented housing and set aggressive intensification and density targets. Tal says the Greenbelt Plan, which restricts the type of development that can take place in the area that rings the city is one factor but intensification policies might be playing a larger role. The plan mandated that by 2015 and every year after municipalities must make sure at least 40 per cent of new developments take place in current urban boundaries. Under the plan that intensification can take place through redevelopment of vacant or brownfield land but mostly it has meant development of more dense forms of housing. The province now wants to increase that minimum to 60 per cent. “The higher the rate is, the less land will be released in the outskirts — adding to the lack of land supply,” says Tal. Already the land value of low density units is up 100 per cent over the last decade and 150 per cent for medium density lots, which Tal says is the prime target for intensification. In some cities around the GTA, like Markham, Newmarket and Richmond Hill, land costs make up more than half of the total price of a home.
