Liberals table bills to legalize pot, clamp down on impaired driving The Liberal government has tabled legislation to end the prohibition on pot, checking off a major promise from the 2015 campaign. The pot plan comes with two new bills; one to regulate the recreational use, sale and cultivation of marijuana, and a second that strengthens measures to stop impaired driving. A man who was allegedly involved in a physical confrontation with Surrey’s Creep Catchers has been charged. Kuljinder Singh Bhatti, a 35-year-old Burnaby man, faces charges of trying to lure a minor for a sexual purpose and of making an arrangement with a person for a sexual offence involving an underaged individual. The confrontation took place Monday and was captured on video by Surrey members of the controversial vigilante group Creep Catchers. In the video, a man believed to be Bhatti can be seen being repeatedly shoved up against a wall. The CM said Sajjan was welcome to attend conferences in Punjab and visit the Golden Temple but he would not play host to him as he had information that like his father Kundan Sajjan, a board member of the World Sikh Organisation, he too was sympathetic to the Khalistan cause. “The state government will provide security to the minister and ensure that he is treated as per the protocol,” Amarinder said. He lashed out at AAP and Dal Khalsa for attacking him on the issue, accusing the two of playing into the hands of forces inimical to India. He said his sole concern was the future of Punjab that had lost 35,000 innocent lives during militancy. The CM said he had never believed in public posturing and “from breaking away from the Congress in the wake of Operation Bluestar to resigning from the Lok Sabha over the SYL issue,” he had only upheld values to protect the interests of Punjab and its people.

US drops ‘mother of all bombs’ on ISIS Continued from Page 3... General John Nicholson, the head of US and international forces in Afghanistan, said the bomb was used against caves and bunkers housing fighters of the Islamic State in Afghanistan, also known as ISIS-K. It was not immediately clear how much damage the device did. White House spokesman Sean Spicer opened his daily news briefing speaking about the use of the bomb and said, “We targeted a system of tunnels and caves that IS fighters used to move around freely, making it easier for them to target US military advisers and Afghan forces in the area.” Last week, a US soldier was killed in the same district as the bomb was dropped while conducting operations against Islamic State. “The United States takes the fight against ISIS very seriously and in order to defeat the group, we must deny them operational space, which we did,” Spicer said. He said the bomb was used at around 7 p.m. local time and described the device as “a large, powerful and accurately delivered weapon.” The United States took “all precautions necessary to prevent civilian casualties and collateral damage,” he said. US officials say intelligence suggests Islamic State is based overwhelmingly in Nangarhar and neighboring Kunar province. Estimates of its strength in Afghanistan vary. US officials have said they believe the movement has only 700 fighters but Afghan officials estimate it has about 1,500. Islamic State’s offshoot in Afghanistan is suspected of carrying out several attacks on minority Shi’ite Muslim targets. The Afghan Taliban, which is trying to overthrow the U.S.-backed government in Kabul, are fiercely opposed to Islamic State and the two group have clashed as they seek to expand territory and influence. The US Central Command said they took every precaution to avoid civilian casualties in the strike. Controversial Chinese-language attack ads renew focus on targeted political campaigning A recent set of controversial Chineselanguage political attack ads is raising questions about whether political campaigns that target an ethnic community do more harm than good. The ads, which were published in the Ming Pao and Sing Tao Daily newspapers and ran on Chinese-language radio, were directed at NDP Richmond South Centre candidate and current city councillor Chak Au. In translation, part of the ad — paid for by a group called Richmond Community Concerns — reads: “You should know that NDP advocates for drug injection sites, gender-neutral washrooms, encourages sex education to young children and supports same sex marriage.” The newspapers have large circulations and are widely read by Chinese-Canadians and the broader Chinese community.
It is not clear who Richmond Community Concerns is, whether it is backed by a political party or has a specific community affiliation. The group was not registered with Elections BC at the time the ads were published. Dora Ng, a Chinese-Canadian trans and queer rights advocate, says the ads are not only personally hurtful and an “embarrassment,” but “throw the Chinese-Canadian community under the bus.” While the ads might have limited political sway, Ng said, the damage is in how it reinforces stereotypes of who ChineseCanadians are. It also hurts how ChineseCanadians are perceived by outsiders. “It’s like oh my God, not this again. We know how this will make the Chinese community look,” Ng said. Political campaigning focused on ethnic groups has long been a campaign tool, although not without controversy.

and consumption,” Blair said during a news conference after the bills were tabled. “And that focus enables us to avoid many of the pitfalls that other jurisdictions have experienced, where the focus was primarily on maximizing revenue.” The new legislation provides for ticketing for possession that exceeds the personal limit by small amounts, or up to 14 years in prison for illegal distribution or sale. It also imposes tough new penalties of up to 14 years in prison for giving or selling marijuana to minors. A new offence with a penalty of up to 14 years in prison will also be created for using a youth to commit a cannabis-related offence. However, youth who are found in possession of up to five grams of marijuana would not be criminally prosecuted, in order to avoid consequences of criminal prosecution.

Alberta’s NDP Premier Rachel Notley warns caucus members not to campaign for BC NDP Alberta’s NDP premier has a message for anyone in her government who is thinking of going to British Columbia to campaign for the New Democrats in that province’s
election: Think again. The B.C. NDP are locked in a tight election campaign and one of the party’s key planks is opposition to the Trans Mountain pipeline expansion from Alberta through B.C. It’s fairly common for members from different provincial wings of the same party to help in each other’s campaigns. But Premier Rachel Notley says it would be difficult for anybody who works for her government to support candidates that oppose a project so crucial to Alberta’s interest. The B.C. Liberals are seeking re-election after supporting the pipeline, while the B.C. Greens also oppose it. Trans Mountain pipeline expansion

BC political parties begin election race to May 9 finish British Columbia’s Liberal party began its bid for a fifth straight majority government on Tuesday as Premier Christy Clark visited the lieutenant-governor to formally dissolve the legislature. The campaign has been underway unofficially for weeks with the Liberals, NDP and Greens releasing platform details for an election that polls suggest will be a tight battle. Clark has tried to make NDP Leader John Horgan’s judgment an issue, accusing the New Democrats of siding with fringe advocates over the mainstream interests that drive job creation in a province that has led the country in economic growth. Horgan has attacked Clark on social policies, arguing too many people have been left behind by a Liberal government that is out-of-touch after 16 years in power as he promotes a daycare program that would cost $10 a day and a significant increase in the minimum wage to $15 an hour. Green Leader Andrew Weaver, the first member of his party to win a seat in a provincial legislature, is asking voters who are tired of the status quo to give his party a chance, promising a revamped economic plan that encourages growth in emerging business sectors while protecting the environment. Job creation has been an early theme in the unofficial campaign for the May 9 vote. At dissolution, the Liberals held 47 seats in the legislature, the NDP 35, and there were

three Independents, which includes Weaver. There are two new ridings this election, bringing the total to 87 seats. Clark unveiled her party’s platform on Monday, promising to freeze income taxes, deliver balance budgets and create jobs in the technology and resource sectors. She emerged from her meeting with the lieutenant-governor to tout her government’s record of balancing the books and lowering taxes to support families and the middle-class. Voting for the NDP or the Green party would mean higher taxes that would kill jobs, Clark said. Horgan has also offered voters a peek at his platform, saying his party will create jobs in every corner of the province by making public investments to attract more private-sector investment. From the base of his single seat on Vancouver Island, Weaver is pushing for a breakthrough for his party by setting out a Green vision that offers free daycare for children up to the age of three, tougher greenhouse gas emission standards and more money for public education. Weaver campaigned Tuesday in Vancouver’s Olympic Village on his party’s housing policy that he says aims to cool the overheated real estate market by, among other things, improving the supply of homes through capital spending to build about 4,000 new units a year.

NDP promises to introduce housing speculation tax and eliminate interest on student loans The B.C. NDP is promising to increase corporate income tax, introduce a speculation tax and eliminate interest on current and future student loans as part of its 2017 election platform. The platform includes $717 million in new spending for the current fiscal year and projects a budget surplus of $108 million for the 2017/2018 year. To generate new revenue, the party wants to increase corporate taxes as well as income taxes on the top 2 per cent of earners and introduce a new speculation tax. It also plans to reallocate the $500 million in Christy Clark’s LNG prosperity fund over the next three years. Once the money from the prosperity fund is used, they say they will
have created a new transportation plan for the entire region in consultation with Metro Vancouver mayors. The NDP also says it will cut waste from the current budget and that— combined with an increase in revenue based on higher GDP growth than the Liberals are forecasting — will allow for the budget to be balanced. Anyone who owns a home in B.C. but doesn’t pay income tax in Canada will have to pay the new tax, which it estimates will raise $100 million in this fiscal year. In an effort to appeal to younger voters, the party — if elected — promises students who are are qualified for financial assistance will receive a $1,000 grant when they graduate from a college or university in B.C. to cover part of their student loans.

Bring basic income to BC, says politician behind Ontario pilot project A pilot project to give people struggling under the poverty line a guaranteed salary with no strings attached is currently underway in Ontario and the man behind the idea is in Vancouver today, making the case that it's time for a basic income in B.C. too. Former Conservative Senator Hugh Segal, a strong advocate for the basic income model, penned the provincial discussion paper that prompted the pilot project in Ontario. He explained to On The Coast host Stephen Quinn why he believes spending is key to saving when it comes to poverty reduction. "Folks who are on a low income will get sick sooner, they will go to hospital for longer periods of time, they will have less constructive educational outcomes, they will have more difficulties with the law— all of which end up costing us quite a bit of money," he said. Instead, Segal proposes that everyone between the ages of 18 to 65 should earn a basic income that, if not reached through employment, is topped up by the provincial government. In Ontario, the basic income level for the three-year pilot project is $1,320 per month, with an additional $500 for those with a disability. "The bottom line is, unlike welfare which discourages people from working, this would give people a base they could rely on and then they could end up working and earn more and be taxed fairly," Segal said. B.C is the only province in Canada without a poverty reduction plan and, despite being one of the wealthiest provinces, has among the highest poverty rates in the country. Nearly one in 10 people in Metro Vancouver
is considered working poor — someone who is employed but still falls under the poverty line. Poverty reduction advocates in B.C. have also called for raising the minimum wage to $15 an hour, establishing $10-a-day child care, reducing housing prices and investing more in current social assistance program. But Segal is convinced that a guaranteed
income is the solution. The pilot project in Ontario will illustrate the net costs and gains, he said, and then it is up to the other provinces to make a decision about poverty reduction. "When you go forward and test an idea, test it constructively and see what it's results are, that is the best way to build a plan that is tied to reality," Segal said.

Metro Vancouver cities need more help from the B.C. government to deal with what the region calls an “unprecedented surge� in homelessness documented in the latest homeless count, said Vancouver Mayor Gregor Robertson. The count showed a 30 per cent increase in 100 homelessness in the region since 2014, with 95 about 2,500 in shelters and more than 1,000 “unsheltered,� sleeping in doorways, alleys or 75 makeshift camps. More than 70 homeless camps were tallied throughout Metro Vancouver, including Vancouver, Surrey, Burnaby, North 25 Vancouver, Langley, Maple Ridge, Delta and Coquitlam — some along streets and others 5 tucked into forested areas. 0Not in my park! While the number of homeless may be unprecedented, calling on higher levels of government for help is not. When Roberton’s election promise to end street homelessness by 2015 was not fulfilled, he laid the blame in part on the province and feds, which have greater tax-raising power than municipalities. Provincial support will be key to getting people off the streets and out of makeshift camps, said Robertson.

Class-action suit seeks damages for people who got sick from Robin Hood flour

Higgerty Law say they’re seeking damages from Smucker Foods of Canada Corp. following a national recall of 10-kilogram bags of Robin Hood Original All Purpose Flour. A statement of claim says the representative plaintiff lives in Victoria, B.C., and became so sick after eating cookie dough that her kidneys began shutting down. Robin Hood flour recall expanded nationwide due to E. coli The Canadian Food Inspection Agency issued a recall in Western Canada for the flour late last month, and the Public Health Agency of Canada says an outbreak of E. coli O121 has been linked to the flour. The health agency says there have been 26 cases of people being infected with the bacteria in British Columbia, Saskatchewan, Alberta and Newfoundland and Labrador. No deaths have been reported, but at least
six people required hospital care. The recall applies to flour with a bestbefore date of April 17, 2018 (2018 AL 17) and the production code 6 291 548. No one from the company could be immediately reached for comment about the lawsuit. A spokeswoman for the J.M. Smucker Co., Maribeth Burns, said last week that the recalled flour was produced at a mill in Saskatoon. Burns said consumers should note public health warnings telling people not to taste raw dough or batter, and that eating a small amount could make people sick. The lawsuit claims the company breached its duty to safely manufacture goods. It alleges the company was negligent by failing to test its flour thoroughly, and that it failed to recall the tainted flour immediately upon learning people were becoming ill. It also says the company failed to adopt 100 technological advances in laboratory testing for95 flour, lacked adequate procedures for cleaning equipment and didn’t train staff 75 properly for food handling. None of the allegations has been proven in 25 court. The lawsuit says it seeks compensation for5 physical and emotional injury and lost wages. It also seeks a refund for consumers 0 who bought the flour. Food contaminated with E. coli may not look or smell spoiled, but can still make people sick. Symptoms can include nausea, vomiting, mild to severe abdominal cramps and watery to bloody diarrhea. The bacteria can be found in the lower intestines of animals and people.

The need to communicate with a wider-world coupled with a move away from the cosy, close-knit communities of the 90s has dramatically changed the way British people speak over the last two decades, researchers said.
The study, by Lancaster University and Cambridge University Press in the UK, looked at the most characteristic words of informal chit-chat in today’s Britain. These documents follow serious concerns of privacy law violations also arising from the NDP’s data sharing scheme with municipal organizations, now the subject of a complaint to the Office of the Information and Privacy Commissioner. In a newly revealed report from a September 12, 2015 BCNDP Provincial Council meeting, Saanich South representative Ellen Godfrey reports that Party President Craig Keating told the Council, “We have to gather data from the federal election—who are our voters?” In a section of her report titled, “Notes from the committee reports,” Godfrey writes, “We need to coordinate getting data from the federal election bingo cards. The sheets coming back need to be collected to see where our ‘1’s’ are,” which is an apparent violation of BC’s strict privacy legislation. The federal NDP codes voters in their Populus database numerically, with ‘1’s’ being identified NDP supporters. In a subsequent Saanich South Constituency Association executive meeting on October 27, 2015, it is clear that the BCNDP is tracking not only NDP support, but also Green supporters on the South Island. Easter brings us hope
David McLauren, Ph.D. Easter is the time for holidays, festivals and a time for giving chocolate Easter eggs. But Easter means much more. On Easter Sunday, Christians celebrate the resurrection of the Lord, Jesus Christ. They believe, according to Scripture, that Jesus came back to life, or was raised from the dead, three days after his death on the cross. As part of the Easter season, the death of Jesus Christ by crucifixion is commemorated on Good Friday, always the Friday just before Easter. Through his death, burial, and resurrection, Jesus paid the penalty for sin, thus purchasing for all who believe in him, eternal life in Christ Jesus. The first Easter occurred on the first day of the week after the Passover Sabbath. The first day of the week became the Christian’s “sabbath rest” (Heb. 4:1-11), the time of weekly Christian celebration of the resurrection. Annually, the Lord’s Day immediately subsequent to the Jewish Passover was a day of special resurrection celebration. Today Easter is celebrated all over the world. Historically, the celebration of Our Lord’s Resurrection is a time of joy, hymns, celebration, and light. Many churches use bright colors to decorate the sanctuary and the altar, traditionally white and gold. White represents purity and the resurrection, gold symbolizes triumph. Many churches add trumpets to their instrumental music on this day to signify the trumpet of victory after battle and the trumpet “calling” people out of death. Many people use flowers to signify resurrection life, the lily being the most popular because of its long association with spring and the white of salvation. (Confidence in the resurrection is also the historical significance of flowers, especially lilies, at funerals.) Some churches conclude their Easter services with a congregational feast, commemorating the marriage feast of God with His people made possible through Christ’s death, burial, and resurrection. Most churches repeat the proclamation taken from the gospels and standard from the early second century of the church: He is Risen! He is Risen indeed! The resurrection gives your life meaning and direction and the opportunity to start over no matter what your circumstances. Experience and celebrate Easter!

South Asian man won’t be tried for his wife’s death because it’s taken too long to bring the case to trial The Montreal police officer who was first on the scene in the slaying of a woman in 2012 says he’s outraged that proceedings against the woman’s husband aren’t going ahead due to the long delay in bringing the case to trial. On Thursday, a Quebec Superior Court judge ruled that Sivaloganathan Thanabalasingam would not be tried for the death of his wife Anuja Baskaran because too much time had passed since his arrest on the allegation against him. Thanabalasingam, now 31, was arrested in August 2012 and spent 56 months in jail without a trial, which is almost double the ceiling set out in a Supreme Court ruling referred to as the “Jordan decision.” His is the first murder charge in Quebec to be placed under a stay of proceedings since the high court decision was delivered last summer. The ruling set a deadline of up to 30 months in superior courts and 18 months for cases at the provincial level. “I’m outraged,” said Montreal police officer Hugues Olivier. “It doesn’t make sense.” Olivier was first to arrive on the scene where Baskaran, 21, was found in her Montreal home with her throat slit. Thanabalasingam, her husband, was arrested soon after. In a phone interview, Olivier told The Canadian Press the police investigation had been properly done and there was “nothing
especially complex” about the case that would justify a lengthy delay. He was asked to testify at the preliminary inquiry in 2014 and remembers it being fairly brief. “I’ve seen some messes in my life but…if you were to ask me to testify without notes, I’d easily be able to do it,” said the 18-year veteran of the force. He said he rarely comments publicly on cases but is making an exception because he’s so angry. “I can still see it,” he said, referring to the crime scene. “And he’s getting off (without a trial).” Thanabalasingam’s lawyer, Joseph La Leggia, would not discuss the arguments that led to his client’s release. He pointed out that cases aren’t automatically dismissed after 30 months and each is judged on its own circumstances. The initial trial date proposed by the court was February 2018, later changed to April 2017, he said. La Leggia said he understand that some Quebecers are shocked at the ruling. “I did the work I had to do as a defence lawyer,” he said. “I represented the best interests of my client.” The Crown prosecutor’s office refused to comment on the reasons why the case wasn’t proceeded with, but indicated it was considering an appeal of the decision.
NDP says rest of province will help pay to get rid of tolls NDP Leader John Horgan clarified today his party's position to get rid of tolls on two Lower Mainland bridges — that the rest of the province would make up the lost revenue. Horgan has said, if elected, his government would eliminate tolls on the Port Mann and Golden Ears bridges. Critics have pointed out the loss of tolls would translate into a revenue loss of about $200 million and questioned who would make up this shortfall — particularly with infrastructure improvement projects on the horizon.
"I think British Columbians understand if we can't move goods and services through our ports then that has an impact on rural B.C. If we've got congestion, that hurts everybody," he said. "The only place in British Columbia where citizens are paying tolls is on the Port Mann bridge and the Golden Ears. There's no toll in the Sea-to-Sky Highway. There's no toll on the Island Highway. There's no toll on the Kicking Pass Bridge on Highway 1 just outside of Revelstoke. There's no toll on the new bridge in Kelowna," he said.

Pakistani International student lost $6,000 in scam involving terrorist accusations An international student studying at a Halifax university said he lost $6,000 in a telephone scam involving accusations that he was a terrorist and would be arrested if he didn’t comply with the caller’s demands. Mehran Durrani, who is from Pakistan, said he got a phone call from someone claiming to be from Immigration Canada on March 28. He said the caller knew his address and told him he was suspected of being involved in terrorist activity and got him to cross-check the caller ID online to confirm the caller’s claim of authenticity. During the conversation, he also got a call from a number he believed was from the Halifax Regional Police and was told he was going to be arrested within a couple of hours.

“He then made me merge the call with the immigration officer, and they kind of got into an argument. The immigration officer wanted more time. The cop was like, ‘We don’t have time,’” said Durrani. Durrani, who works two jobs, said he became increasingly worried when they told him he was being watched, leading him to transfer money for what was described as legal help from the United States. He was promised that if his criminal background check came back clean, he would be refunded his money which totalled about $6,000. Durrani said he felt pressured to do what the callers asked because he was concerned with completing his final semester of school and making sure nothing negatively impacted his career.
Prime Minister Justin Trudeau's vacation to the Aga Khan's private island in the Bahamas cost taxpayers more than the government revealed to Parliament. In addition to the initial $127,187 disclosed in documents tabled in the House of Commons, the government spent $6,695 to transport a Privy Council Office technician from Nassau to Bell Island by seaplane along with 400 pounds of equipment. That brings the total cost to taxpayers as a result of Trudeau's vacation to the exclusive island to $133,883. The revelation also raises questions about Trudeau's explanation for why he travelled from Nassau to Bell Island aboard the Aga Khan's private helicopter. Conflict of Interest and Ethics Commissioner Mary Dawson is conducting an investigation following complaints about
the trip and allegations that Trudeau violated government rules, which prohibit the prime minister, cabinet ministers and parliamentary secretaries from accepting free travel on non-commercial chartered or private aircraft without prior approval from the ethics commissioner. As prime minister, Trudeau is also restricted for security reasons to travelling on government of Canada aircraft — even when on vacation. Trudeau has defended the decision to hop aboard the Aga Khan's helicopter, insisting it was the only way to get to Bell Island. "The travel back and forth from Nassau to the island happens on the Aga Khan's private helicopter, which he offered us the use of," Trudeau told reporters in Kingston, Ont., on Jan. 12.

Spike in fentanyl-related deaths forces Ontario to overhaul investigation process Ontario is moving to overhaul the way it collects and analyzes data on opioid overdoses and deaths in an effort to get a better understanding of the extent of the problem in the province, officials said Tuesday. “We are making significant efforts to completely turn our investigative process for opioid and other drug-related deaths on its head,” said Chief Coroner Dr. Dirk Huyer. Police forces and health units across the province have complained about the lack of timely data, and many are struggling to come up with their own methods to track the use of the deadly opioid fentanyl. The Office of the Chief Coroner said 718 people died in from opioid-related toxicity in 2015, the most recent year that data is available. “We are in the latter stages of developing a new investigative approach to these cases that will provide us with more timely data,” said Huyer, adding his goal is to have those statistics made public within months, not years.
In British Columbia, which has been the epicentre of the opioid crisis, the Coroners Service releases monthly reports on opioidrelated deaths. Under the new system, Ontario’s coroners will expand the amount of data they collect earlier in the process, said Huyer. “The current investigative process doesn’t allow identification of opioid-related deaths, or drug-related deaths, at the front end, in our way of managing the cases,” he said. “Our whole process means we determine that it’s an opioid-related death ... many months after the death has actually occurred.” At the moment, the coroner’s office has to search back through its files to create statistics on overdose deaths, but under the new system that information will be proactively collected and standardized so it can be analyzed more quickly and consistently, Huyer said. That information, he said, will include the type of drug, whether it was prescribed or illicit, a detailed history of the person’s health and if that person used opioids previously.
Accused hacker Karim Baratov denied bail Karim Baratov, the Canadian charged in connection with a massive Russian hacking scheme, has been denied bail. The Crown, represented by Department of Justice attorney Heather Graham set out three grounds for Baratov to be remanded until his extradition hearing. Firstly, he is a flight risk, Graham argued, because of his large amount of available funds, his alleged ties to Russian officials, and the severe prison term he could face if convicted. Secondly, said Graham, there is a strong
chance that Baratov could commit crimes while on bail. Graham pointed to 80 websites that U.S. Investigators say Baratov has maintained for the purposes of hacking, beyond the alleged Russian intelligence scheme. Thirdly, Graham argued that keeping Baratov in custody was a matter of preserving public trust in the effectiveness of the justice system. The onus was on Baratov’s lawyers to counter all three of Graham’s arguments.

Conservationists today captured a rare one-horned rhinoceros in Nepal as part of an attempt to increase the number of the vulnerable animals, which are prized by wildlife poachers. Five rhinos -- one male and four female -- will be released into a national park in Nepal's far west over the coming week in the hope of establishing a new breeding group. The first, a large male estimated to be around 12 years old, was located by rangers in Chitwan National Park after a four-hour search on elephant-back. "He is one of the dominant males in this area," said park chief Ram Chandra Kandel. The team of vets, wildlife experts and mahouts hope to capture a second rhino later Monday before departing for Shuklaphanta National Park, a 12-hour drive away. It will take at least a week to capture and transport the remaining rhinos to their new habitat, which is already home to an estimated eight of their kin. The first group of rhinos was released into Shuklaphanta in 2000, Dr Kanchan Thapa, a biologist from conservation group WWF, told AFP. The latest rhinos are needed to replenish the population, he added. Thousands of one-horned rhinos once roamed the southern plains of Nepal but rampant poaching and pressures of human encroachment reduced their numbers to around 100 in the later part of last century.

India says Pakistan refuses to give information on Jadhav India has no information on retired Indian Navy officer Kulbhushan Jadhav’s location in Pakistan or his condition, the external affairs ministry said on Thursday, noting that it is in touch with the government there on this “immensely important” issue. It is also understood that India, which has been denied consular access to Jadhav 13 times, has again moved a request for access. Asserting that the whole country’s sentiment is with Jadhav, External Affairs Ministry spokesperson Gopal Baglay said the government will not spare any effort in securing justice for the “innocent” Indian national but refused to divulge details. Jadhav, 46, has been awarded death sentence by a Pakistani military court on charges of alleged “espionage and sabotage” activities. “India has no knowledge of Kulbhushan Jadhav’s location and his condition. We are making all efforts to get him back but we can’t reveal the steps that will be taken to achieve it,” he said. The government is in touch with Pakistan through the Indian High Commission on this

Which kind of spy keeps an original passport with him so I have my doubts on any allegation of his being a spy...We need to know how he came to be in Pakistan in the first place.” Jadhav trial was opaque and farcical, no due process was followed and all legal and international norms were defied, Baglay said. Pakistan’s top military officials said they would not “compromise” on Jadhav’s death sentence. The decision was taken at a Corps Commanders meeting presided over by Army Chief General Qamar Bajwa at the General Headquarters in Rawalpindi, the military’s media wing Inter- Services Public Relations (ISPR) said in a statement.

BJP wins 5 seats, Cong bags 3 in Assembly bypolls The BJP on Thursday continued with its winning streak, registering convincing wins in five of the eight states where bypolls were held on Sunday and claiming five of the 10 seats. A defiant Calcutta High Court Judge Justice C S Karnan on Thursday asked the Chief Justice of India and six judges of the Supreme Court, who have issued contempt notice to him, to appear before him at his “residential court” on April 28. Justice Karnan claimed that the seven judges of the bench have insulted him “wantonly and deliberately and with malafide intention”. He said the judges have been asked to defend themselves against the charge of violating the SC/ST Prevention of Atrocities Act, levelled by him. Justice Karnan has been insisting that he is being discriminated against because he is a Dalit. Addressing journalists at his residence Justice Karnan said, “On 28.04.2017 at 11.30 am the Hon’ble seven judges as mentioned above will appear before me at my Rosedale Residential Court and give their views regarding quantum of punishment for the violation of the Scheduled Castes and Scheduled Tribes Atrocities Act.” He passed the “suo motu judicial order” from his residence which, he said, has now become his “makeshift court”. In the signed order, Justice Karnan said on March 31 he had “pronounced a judgement wherein the Hon’ble 7 judges are accused under the Scheduled Castes and Scheduled Tribes Atrocities Act, 1989.” In today’s order, Justice Karnan said CJI Justice J S Khehar had on March 31 raised a question as to how his mental health was. The question was “endorsed” by the six other judges of the bench, Justice Karnan, said, adding it amounted to insulting him in the open court.

BJP bags Rajouri Garden Assembly seat, AAP loses deposit The BJP has registered a thumping victory in the Rajouri Garden Assembly bypoll in the national capital crushing the hopes of both the Congress and Aam Aadmi Party, which finished a distant third and even lost its deposit. Celebrations in the winning camp broke out outside the counting centre at Hari Nagar after the result was announced a little before noon by the Delhi Chief Electoral Officer (DCEO) while the ruling AAP downplayed the result. Deputy Chief Minister Manish Sisodia said the result would have no bearing on the April 23 MCD polls. Sisodia said the bypoll result is not a setback for the party while attributing it to disenchantment of the electorate due to forsaking of the constituency by party MLA Jarnail Singh. BJP-SAD candidate Manjinder Singh Sirsa, who maintained his lead till the last
round, was elected as the new MLA from the seat by a margin of 14,562 votes over Congress’s Meenakshi Chandela. With this victory, the BJP’s count in the
70-member Delhi Assembly has gone up to four. Chandela polled 25,950 votes whereas AAP’s Harjeet Singh polled 10,243 votes and lost his deposit.

Over 100 sacrilege incidents in 2 years
Baisakhi celebrated across Punjab & Haryana Devotees across Punjab and Haryana on Thursday thronged gurdwaras, including Golden Temple at Amritsar, to mark the
festival of Baisakhi which is being celebrated with joy and enthusiasm. For the predominant Sikh population of Punjab, Baisakhi is a big festival as it marks the foundation day of Khalsa panth or Sikh order by tenth Sikh Guru, Gobind Singh. Farmers are jubilant over the festival as for them it marks the start of harvest season. The Sikh community celebrated Baisakhi by participating in the special prayer meets and Baisakhi processions. In Amritsar, several devotees paid obeisance in the sanctum sanctorum of Golden Temple. In the villages of Punjab and Haryana, cries of ‘Jatta aayi Baisakhi’ reverberated in the skies as gaily-dressed men and women
moved towards the fields to celebrate the occasion. In some villages, performance of traditional folk dance ‘bhangra’ and ‘gidda’ was performed by men and women respectively. Taking an early bath in ponds or rivers, people visited gurdwaras to express gratitude to the Almighty for the bountiful harvest and to pray for prosperity and good times in future. At several places in Punjab colourful Baisakhi fairs were also organized to celebrate the day. People participated in these fairs with a lot of enthusiasm. After Ardas (prayer as per Sikh rituals) and distribution of Karah Parshad (sweet pudding), langar (community kitchen) was served. People greeted friends and relatives by exchanging a box of sweets or other traditional gifts.

More than 100 incidents of sacrilege of Guru Granth Sahib have taken place in the state in the last two years. The police have been able to identify the culprits/suspects only in 50 such cases. This has come up in a comprehensive report prepared by the state police to know the extent of the crime. Officials found that more than 100 sacrilege incidents took place since June 1, 2015. The report belies claims by certain politicians and police officials that there were only a few cases. The first incident took place in Burj Jawahar Singh Wala in Faridkot. Later, a series of incidents happened in mid-October in 2015, including in Bargari village which led to massive protests. Subsequently, two youths were killed in police firing at Behbal Kalan village. The first incident and the Bargari incident among several others have remained unsolved. The series of sacrilege incidents became an emotive issue for the masses. It led to violence and a major reshuffle in the
police also. The previous SAD-BJP regime was criticised widely for its failure to solve the cases. However, two alleged incidents of sacrilege of the Sikh holy scripture have occurred since Capt Amarinder Singh-led Congress government took over. While one took place in Tarn Taran, the other in Muktsar. The Chief Minister ordered another reshuffle of top-ranking officers following the Muktsar incident. The government has already announced setting up a new commission to investigate all these instances of sacrilege. Earlier, the Justice Zora Singh Commission set up by the SAD-BJP government had inquired into a few main incidents. It probed the cases in and around Faridkot only. Its report was neither made public nor implemented. However, the Aam Aadmi Party had accessed the report somehow and released it to the media.

CM orders probe after Rs 10 lakh paid to SAD worker’s family
We provide custom colors choice Following the death of a SAD worker during police raid to search for illicit liquor at his house at Tarmala village in Lambi, the government today handed over a cheque for Rs10 lakh to the family and ordered a magisterial probe. Chief Minister Capt Amarinder Singh has asked Malout SDM Vishesh Sarangal to probe the incident and submit report in a week. The cremation of 62-year-old Gurdev Singh was attended by former CM Parkash Singh Badal and senior SAD leaders of the area. They demanded a government job for the family as well. Congress MLA from Malout Ajaib Singh Bhatti visited the family and handed them a cheque of Rs10 lakh. Meanwhile, the cause of the death could not be ascertained in the post-mortem, which was conducted by a board of three doctors at the Civil Hospital, Malout. “There were only minor scratches on one side of forehead and one elbow, which could not establish anything. We have now sent the heart of deceased to Faridkot to know if he died due to cardiac arrest. Besides, the viscera samples have been sent to the Forensic Science Laboratory, Kharar,” said a doctor. Baljot Singh Rathore, SSP, Muktsar, said: “The investigation is underway and as of now, only ASI incharge of Bhai Ka Kera police post Gurdeep Singh has been booked and arrested in the case.”

Naicker says their temples and other entities are well managed and he has thanked GUARANTEED the board members for their commitment. He says the Sangam College of Nursing’s new center in Ba is scheduled to open on the 4th of next month. Naicker says Sangam’s largest investment is in Labasa which is the Sangam College of Nursing. He says other campuses are in Suva and Lautoka. Naicker says that the College of Nursing has this year partnered with APTC to establish age care courses that will start in Labasa from July. He says soon similar projects will be established in other branches.

Indian sentenced to death by Pakistan Pakistan’s response to India’s note verbale in the form of a letter of assistance seeking help to probe the alleged charges against Kulbhushan Jadhav has left India seething about the farcical nature of the proceedings against him. As foreign minister Sushma Swaraj said in Parliament, Islamabad levelled ridiculous allegations against senior Indian officials in its response. Indian authorities said Pakistan sought to draw a false equivalence by claiming Jadhav was acting at the behest of top Indian security and intelligence officials. “In fact, the announcement of Jadhav’s arrest days before a visit to Pathankot airbase by a Pakistan team was the worst form of propaganda and gamesmanship. They clearly wanted to deflect international attention from cross-border terrorism
promoted by Pakistan,” said an Indian official. The most significant authentication of India’s stand that Jadhav was abducted from outside Pakistan came from a former German ambassador to Pakistan, Gunter Mulack, who said last year that Jadhav was picked up by Taliban from near the BalochistanAfghanistan border and later sold to ISI. He made the remark speaking in Karachi in a seminar, Crisis in Middle East -- A German Perspective, after Pakistan announced Jadhav’s arrest. “The person who is being presented as an Indian spy was actually apprehended by Taliban years ago, and is now sold off to Islamabad. However, the case is in favour of Pakistan since India has accepted that he was a member of Indian Navy,” he was quoted as having told a news channel later.

Kidnapping, forced marriage: Pakistan’s Hindu women hope for protection in new law Sapna Gobia is busy preparing for her wedding in Pakistan in a few weeks. In many ways, her wedding will follow traditions passed down through generations, with the bride and groom circling a sacred fire lit by their families. But unlike the marriage of her parents, Gobia’s will be formalized by a government certificate under a new Hindu marriage law. The 25-year-old will be one of millions of women from Pakistan’s Hindu minority who now have the right to a certificate establishing her marital status under the Hindu Marriage Act 2017 that was signed into law on March 19.“We Hindu girls and married women have lived in the shadow of constant fear ... of being kidnapped, forced to abandon our faith and
convert and re-married forcibly to someone not from our faith,” said Gobia, a graduate in English literature from a government college in the town of Dharaki in southern Pakistan. She hopes the new marriage law will help prevent such incidents of kidnapping of Hindu minority women and their forced conversion to other faiths for bigamous, forced marriages. “With our marriages now legally registered with government authority ... no one could be able to stop us and our husbands from proving our marital status,” Gobia told the Thomson Reuters Foundation. “More importantly, bigamy has now been termed an unlawful and punishable crime in the new law - that is a big relief.”

A 26-year-old Indian-origin soldier in the UK is on trial for killing his ex-girlfriend by slitting her throat from ear to ear after she ended the relationship due to his “abusive” and “manipulative” behaviour. Lance Corporal Trimaan “Harry” Dhillon is accused of breaking into his ex-girlfriend Alice Ruggles’ flat and murdering in north-east England, the Newcastle Crown Court was told. Dhillon, described in court as obsessive, controlling and manipulative, denied murdering Ruggles in October last year. “From an early stage the defendant was abusive, controlling and manipulative. Those who knew Alice, knew her as a lively fun-loving girl whose personality changed in a months before her death as a consequence of her relationship
with Harry Dhillon. She was withdrawn, isolated, deeply troubled by his behaviour after she ended their relationship,” prosecutor Richard Wright told the jury. Dhillon is accused of using his skills as a signaller with 2 Scots, the Royal Regiment of Scotland, to hack the 24-year-old victim’s emails, phone messages and social media. She was found dead in a pool of blood by her flatmate, Maxine, just days after she had told a police officer that she did not want Dhillon to be arrested for harassment. “Maxine had seen the obsessive and manipulative manner in which Dhillon had harassed and stalked Alice before her death. She had seen first-hand how Alice’s happy, bubbly demeanour had changed over time,” Wright said.

US Sikhs launch advertising campaign that seeks to push back on hate Sikhs in the United States are launching a million-dollar awareness campaign that seeks to stop hate-fueled attacks by explaining more about who they are and what they believe. The “We are Sikhs” campaign was years in the making, funded by Sikh leaders and their
families across a dozen cities, who have been swept up in anti-Muslim sentiment since the September 11 attacks. Their beards and turbans - symbols of equality in a religion that opposes India’s caste system - make American Sikhs easy targets for the angry and uninformed. “Our hope was that as the memory of 9/11 goes down, things would get better. But they have not,” said Rajwant Singh, a dentist from suburban Washington and one of the campaign’s volunteer organizers. The ads, which will air on CNN, Fox News and on TV stations in Fresno, California, home to a large Sikh community, make no mention of the more than 300 hate crimes reported by Sikhs in the US since the 2001
terrorist attacks. Rather, they feature Sikh families explaining how the world’s fifthlargest religion, founded in India, aligns with American values. Internet advertising will begin immediately as well, and subsequent TV ads are planned for at least three more cities with large Sikh populations. “We teach our kids the American values go hand in hand with the Sikh values: tolerance, religious freedom, gender equality,” a bearded man in a red turban says in one of the ads shared with The Associated Press. Another ad highlights Sikhs embracing US pop culture: “We like ‘Game of Thrones’,” one person says. “I’m obsessed with ‘Star Wars’,” says another. The ads, developed in consultation with Republican and Democratic consulting firms, do not mention Republican President Donald Trump, whose candidacy hammered on illegal immigration and Islamic extremism. While fundraising events in Sikh communities across the nation coincided with Trump’s rise, organizers insist the $1.3 million effort has no connection to the tough-talking president. “It’s a coincidence,” says Gurwin Ahuja, a 27-year-old political operative who also helped organize the new campaign. “Administrations have changed, and we still experience violence regardless of who’s president.” This type of religious outreach has some precedent. Muslim advocacy groups launched a billboard campaign in recent years, while others developed public service announcements soon after Sept. 11.

‘H-1B visas help uplift welfare of Americans’ Even as uncertainty continues to mount over H-1B visa regulations promised by US President Donald Trump, a new study has found that foreign computer scientists granted such visas have helped increase welfare of Americans. The H-1B visa allows US companies to temporarily employ foreign workers in specialised occupations. The number of these visas granted annually is capped by the federal government. The researchers found that the highskilled immigrants had a positive effect on innovation, increased the overall welfare of Americans and boosted profits substantially for firms in the IT sector. Researchers John Bound and Nicolas Morales of the University of Michigan and Gaurav Khanna of the University of California San Diego studied the impact that the recruitment of these foreign computer scientists had on the US economy. They selected the time period of 19942001, which marked the rise of e-commerce and a growing need for technology workers. Immigration lowered prices and raised the output of IT goods by between 1.9 per cent and 2.5 per cent, thus benefiting consumers, the findings showed. Such immigration also had a big impact on the tech industry’s bottom line. “Firms in the IT sector also earned substantially higher profits thanks to immigration,” said Morales in a statement released by the University of Michigan. On the flipside, the influx of immigrants
dampened job prospects and wages for US computer scientists, the study said. US workers switched to other professions, lowering the employment of domestic computer scientists by 6.1 per cent, according to the model developed by the researchers. Indian techies have been the biggest beneficiaries of the H-1B visas—obtaining about 70 per cent of such visas—with companies posting thousands of employees to the US. This visa allows work in the particular area for six years, extendable after that. It is also
the route to a US permanent residency or a US Green Card. The US Citizenship and Immigration Services (USCIS) on March 31 issued a clarification that computer programmers, to be eligible under the H-1B visa norms, must prove that theirs is a specialty occupation. Merely obtaining a computer degree may not be enough. Coming just ahead of start of the new season for H-1B visas for skilled workers, it was largely seen as the tightening of norms by the US authorities for hiring computer programmers.
