As Victor Omoruyi was driving just south of the Canada-U.S. border in North Dakota last Friday evening, his wife was driving not far away on the Canadian side — in southeastern Saskatchewan near the North Portal border crossing. The Regina pair were stopped by authorities at the two locations and taken into custody that night as part of an investigation into the smuggling of foreign nationals. Victor Omoruyi had crossed the border heading south around 8.p.m. CST. Officials had been investigating him since before Christmas for frequent border crossings. Continued on Page 9...

Horgan promises ‘real classrooms’ for Surrey students instead of portables

Sunset Beach field ‘trashed’ during annual 4/20 pot protest, says park board Vancouver Park Board officials estimate damage from Thursday’s unsanctioned marijuana protest could take several weeks and thousands of dollars to repair. Acting park operations director Howard Normann says Sunset Field, behind Sunset Beach on English Bay, will have to be closed for three to four weeks. He says the field is “trashed” and repairs could include aerating the soil and reseeding the area. Thousands of people attended the annual 4/20 event on Sunset Beach and walked past 525 vendor tents that had been set up on the field, which had not yet dried out after days of rain. The walkways quickly turned into muddy channels but Normann says the damage could have been prevented if organizers had laid plywood over the grass before setting up. This is the second year that the 4/20 event was held at Sunset Beach Park.

More than 1,000 new students are coming into Surrey schools each year. Christy Clark’s failure to plan for growth has resulted in 10 per cent of Surrey students – 7,000 kids – learning in portables,” said Horgan. “We’re going to make sure that students get every chance to succeed. We’re going to build schools that create jobs for people and get Surrey students into real classrooms.” For every portable in Surrey, $15,000 comes out of the district’s operating budget – money that could otherwise be spent on school programs. Horgan said building proper schools using capital investments will get kids in Surrey out of portables and will free up desperately needed

The Canada 7s team made history after winning the Singapore 7s Gold Medal final. Canada scored four tries to beat USA 26-19 earning them their first ever cup title in any World Sevens Series tournament. Meanwhile the Vodafone Fiji 7s team were bundled out from the fifth place play-off semifinals losing to South Africa 19-14. Looking at the series standings, South Africa extended their lead to 157 points while Fiji are sitting on second place with 132 points. England are in third place with 130 points while New Zealand are currently in fourth place with 110 points. Looking at the Paris 7s next month, Fiji will face Russia, Samoa and Australia in Pool D. Canada is pooled with South Africa, Scotland and Japan in Pool A. Pool B will see USA, New Zealand, Wales and Argentina while England are in Pool C alongside Kenya, France and Spain. The Paris 7s will be held from the 13th to the 14th of next month.

Canada’s anemic economic growth should be of the upmost concern to Canadian policymakers - but it’s not. In 2016, the economy had one of its most difficult years, with growth at a mere 1.3 per cent. Looking forward, it doesn’t get much better. The federal Department of Finance predicts economic growth will average just 1.6 per cent out to 2030. Why then is Finance Minister Bill Morneau so detached from the state of the economy? Consider a recent interview on CBC’s Power and Politics. With respect to economic growth, the minister claimed: “Our plan is working. We’ve seen real improvements.” In reality, however, growth expectations from private-sector economists have consistently declined since this government came to power. The Liberal’s 2015 economic update forecast average economic growth of 2.1 per cent over the next five years (2016-2020). Budget 2016, the first full budget for the new government, lowered expectations for future growth to 1.9 per cent. Expectations were further downgraded to 1.7 per cent in the 2016 economic update and 1.6 per cent in Budget 2017. The minister is also mistaken about 100 Canada’s competitiveness and policies 100 that are critical to ensuring a positive 95 economic environment for investment and 95 entrepreneurship. 75 For instance, he claimed: “we have a very 75 competitive tax situation right now from a corporate standpoint.” 25 Morneau seemed to be talking about 25 statutory or listed corporate income tax rates. The minister also boasted about raising taxes on higher income earners, which seems to indicate he’s unaware how such increases affect potential investment from Canadian and international investors, businesses and entrepreneurs. The tax hike on upper-income earners has worsened Canada’s competitive disadvantage on personal income taxes. The minister would also not state clearly that the government won’t raise capital gains taxes or taxes on stock options, both critical to entrepreneurs and business startups. On tax fairness, the minister stated: “I want to know that two people living side by side, one earning the same as the next, actually have the same rate of tax.” Here, the minister seems oblivious to the fact that his own actions in Budget 2016 worsened tax fairness for households by ending the limited incomesplitting for couples with young children. For example, in 2016, two households both with two parents and two children and the same income, say $120,000, would have had markedly different tax bills depending on the split of the income between the spouses. The household with two working parents each making $60,000 would have paid $21,187 in personal income and payroll taxes (both provincial and federal). The other house, where only one parent worked outside of the home, would have paid $30,409 in taxes. Lastly, the minister’s comments about the importance of dealing with “middle-class anxiety” seem detached from his government’s policies. He clearly doesn’t think large budget deficits, with no plan to return to a balanced budget, causes anxiety for Canadians. This stands in direct conflict with recent polling data that shows Canadians are increasingly concerned about deficits. Indeed, in one poll released just after the budget, Canadians ranked deficits as the third most important economic issue facing the government. It also ignores the uncertainty such deficits and mounting debt introduce into Canada’s economic environment. Such deficits mean a higher likelihood of increasing taxes in the future since deficits are simply taxes deferred. In response to uncertainty, people take a wait-and-see approach to investment and entrepreneurship or, worse, decide to take their business outside of Canada.

BC Liberals and NDP clash over spending promises Continued from Page 1... “Let’s remember that last election, Christy Clark literally put ‘debt-free B.C.’ on the side of her campaign bus,� said James, referring to Clark’s promise to eliminate the debt through a liquefied natural gas industry. “In four years since then, she’s added $11 billion to B.C.’s debt. It’s really quite incredible to see Christy Clark making these claims after her own credibility has been shredded time after time.� Michael de Jong, the finance minister in Clark’s government, held a news conference where he said the Liberals’ analysis of the NDP platform reveals $6.5 billion in costs that the party has not accounted for because of what he called costing errors and a failure to account for interest costs on increased spending. The analysis does not include the NDP’s revenue assumptions or 40 additional uncosted promises, de Jong said in a statement. The NDP’s platform calls for $7 billion in additional borrowing, but James said that will only raise the debt-to-GDP ratio by one per cent over five years. Clark, wearing a blue hard hat while campaigning in Surrey, said B.C. is leading the country in job creation and economic growth and the New Democrats threaten that progress. “Their platform creates not a hole in our budget, it is a crater, a giant, smoking crater of a hole to the tune of billions of dollars that they are going to fill with your money in the form of new taxes,� she said. The Liberals have been in power since 2001 and have a released a platform that promises $157 million in new spending over three years

flagged a man who had been frequently using the North Portal entry for more investigation and brought in RCMP investigators. On Friday, U.S. border agents noted that the same man had crossed the border into North Dakota, and alerted the Canadians. That night, RCMP were flagged that a smuggling attempt may be in the works. RCMP pulled over Michelle Omoruyi as she was driving in an isolated area north of the border. The nine asylum seekers were in the vehicle, according to police. The five adults and four children weren’t harmed and were all taken into custody by the Canada Border Services Agency. They have since been released. Information on their ages and nationality is not being released. This isn’t the first time Canadians have been charged with human smuggling.

An hour later, around 9 p.m., Michelle Omoruyi, 43, was pulled over by officers and arrested with nine people from West Africa in her vehicle. Welcoming Satbir Cheema as CEO Gill said, “I am extremely pleased to hand over the baton to someone with whom I have worked closely for many years. I am rest assured that PICS will be in safe and able hands.” He also said that Cheema’s familiarity with the culture and working environment of PICS and the community it has been serving for the last 30 years was most definitely an added asset. Cheema has worked for PICS for the last 19 years. His most recent positon was Director of Employment Programs and Planning at PICS. Under Cheema’s leadership, PICS Employment Programs rose to new heights with the addition of a number of new programs including the successful Mega Job Fair, touted as the largest career fair in all of Metro Vancouver. Talking about his selection as CEO of PICS, Cheema said that although he was excited to take over as CEO and has great plans to take PICS forward, it would be a daunting task to fill the shoes of someone like Gill. “The road ahead is indeed exciting but I need the support of all community members,” said Cheema. An Engineering graduate from Punjab Engineering College, Chandigarh, India, Cheema came to Canada to gain his Masters in Business Administration from the University of Manitoba, Winnipeg in 1988. He moved back to India after his degree but chose to make Canada his permanent home in 1994 arriving in Vancouver as a landed immigrant. Satbir worked in the banking and finance sector in Metro Vancouver before joining PICS in 1998. Clark, Horgan get personal in scrappy leaders debate BC’s election campaign veered sharply into personal attacks and name-calling on Thursday, in a confrontational first leaders’ debate. The BC Liberal, NDP and Green campaigns accused each other of dragging the debate into the mud during a raucous first 30 minutes in which NDP Leader John Horgan proved the most aggressive — some might argue too aggressive — debater of the trio. It started with Horgan defending his party’s platform as fully costed, a day after the Liberals accused him of more than $6 billion in improperly costed promises. “That is just not true though. … The NDP plan is not costed,” said Liberal Leader Christy Clark. “Just 14 of the promises that they laid out were costed, it’s a $6 billion hole in that. And yesterday.” “Yesterday, your finance minister made an embarrassment of himself,” interjected Horgan, referring to a press conference in which Mike de Jong was challenged by reporters for incorrectly summarizing the NDP platform. “Whenever she gets in a corner she makes stuff up, and this is why British Columbians have no confidence in the B.C. Liberals,” said Horgan. “You’ve got to use some real facts, not alternative facts. Where is (White House press secretary) Sean Spicer? Is he
going to be rolling in here any minute now?” “Mr. Horgan, we didn’t make up five balanced budgets,” replied Clark. At one point during another testy exchange, Clark turned to Horgan and said, “Calm down, John,” before briefly placing her hand on his arm. “The premier kept wanting to poke and poke,” Horgan told media afterwards. “She was physically pushing me. What was I supposed to do?” Clark said she wasn’t trying to offend him, though her campaign did immediately launch a coordinated Twitter campaign using the hashtag #CalmDownJohn. For Horgan, the event marked his most high-profile appearance so far and a chance to introduce himself to voters. He was left to walk a careful line between being critical of Clark’s premiership and appearing too aggressive or mean. New Democrats immediately hailed Horgan’s performance as that of a champion and fighter for the common person, who is fed up by 16 years of Liberal government. He vigorously attacked the Liberal record on housing affordability, seniors care homes, education underfunding, the Site C dam project and transportation projects like a bridge to replace the Massey tunnel. Canadians have a right to be ‘concerned’ about 1984 Sikh massacre, Harjit Sajjan says A recent motion by the Ontario Legislature condemning 1984 anti-Sikh riots in India as a “genocide” has led to some uncomfortable conversations for Defence Minister Harjit Sajjan as he visits the country of his birth. In a conference call with reporters in Ottawa on Wednesday, Sajjan said the matter came up in meeting with the government of Prime Minister Narendra Modi. Sajjan’s itinerary has
included meetings with senior Indian officials, including Defence Minister Arun Jaitley and External Affairs Minister Sushma Swaraj. Sajjan, who immigrated to Canada from India with his family when he was five years old, downplayed any tension brought about by the motion’s passage on April 6, but also sought to put distance between the federal and provincial wings of the Liberal Party.
Trudeau gov’t says there’s no ‘free ticket’ to Canada as number of asylum seekers climbs The number of asylum seekers illegally crossing the border from the U.S. into Canada continues to climb, but the government says
they still represent only a fraction of the total new arrivals to the country. In March, the RCMP intercepted 887 people entering the country outside an official crossing point, up from 658 in February and 315 in January. That brings the total for the first three months of 2017 to 1,860. Most of the illegal crossings occurred in Quebec, where 644 people were intercepted by the RCMP. That’s up from 432 in February and 245 in January, and brings the total for the three-month period to 1,321. Scott Bardsley, a spokesman for Public Safety Minister Ralph Goodale, said the vast majority of immigration to Canada is carefully planned and managed and that spontaneous asylum seekers are much smaller and largely unpredictable. “These are people who feel they are in danger or at risk, and once they get themselves into Canada by whatever means, they claim asylum in this country for their personal protection,” he said. “They represent only a fraction of all the newcomers we welcome every year, and do not impinge on the regular system.” He said authorities are tracking the trends, planning for possible developments and managing the increase in a measured way
while respecting Canada’s international obligations. Bardsley said the majority of irregular migrants hold visas for the U.S., so have already cleared a security screening. Once in Canada, they receive further security screening. “To be clear, trying to slip across the border in an irregular manner is not a free ticket to Canada,” he said, adding that asylum seekers are apprehended and secured by police, their identities determined, health checks performed and records examined for immigration, criminal or terrorist flags in domestic and international databases.

Woman admits she fraudulently raised $30M A B.C. woman has agreed to pay the 100 Securities Commission (BCSC) a B.C. $3-million penalty after she admitted that 95 fraudulently raised at least $30 million she from investors. Surrey Creep Catchers post another video of alleged sex predator Surrey Creep Catchers have posted another video of an alleged sex predator who came to meet a seven-year-old girl Wednesday night. The video shows a man being confronted about wanting to meet a sevenyear-old girl for sex, and then being taken down by two people. The man refused to admit that he was there to meet a child, but was forcibly kept on the ground until a security guard arrived. The man claimed he was joking and that he knew he was talking to Creep Catchers. The video ended after an RCMP officer handcuffed the suspect.
Ryan Laforge, the vigilante group’s leader, claimed in a Facebook post Thursday that an arrest warrant was out for him after the incident. “I’ll go to jail any day for detaining a guy who comes to meet a ‘sexy’ 7 year old. Its how we do,” he said in his post. Surrey RCMP has refused “to confirm or deny the existence of a warrant unless there is an investigational need or public warning to be made.” The current video follows two incidents earlier this week relating to allegations of childluring. Earlier this month, Surrey RCMP arrested and released Laforge after a similar encounter led to a physical altercation.

A man who broke into a Surrey child’s bedroom and molested her seven years ago has had his application for parole denied. Kyle Wayne Berkson, 43, is serving an indeterminate prison sentence after being deemed a dangerous offender. He was convicted in 2011 of break-and-enter to commit sexual assault with a weapon, sexual interference, invitation to sexual touching and uttering threats. The assault took place in April 2010, when Berkson snuck into the nine-year-old
75 girl’s bedroom in the middle of the night, sexually touched her and threatened her. He25 left his DNA and a prescription pill bottle bearing his name at the scene. He 5 was arrested less than a month after the incident. 0 Berkson previously committed a sexual assault against a young boy in the mid1990s and after his arrest for the 2010 incident, child pornography was found on his computers. He also has a lengthy history of drug and property offences.
Surrey singer Kirti Arneja signs on with Bollywood Kirti Arneja of Surrey, may be on her way to reaching pop star status after signing on with a Bollywood recording label. The 20-year-old vocalist who sings in Punjabi, Hindi and English signed on with Music and Sound, the same label used by King Mika Singh, a well-known Indian singer. Singh has voiced songs for Bollywood films including Singh is Kinng starring Akshay Kumar and Jab We Met, which starred Shahid Kapoor. Both Kumar and Kapoor are major stars. “It was one of those things like...your mind just exploded at that moment,” Arneja said.
She met Singh in Vancouver in October 2015 after she sang during intermission for his show at the Orpheum Theatre. Now she is touring with him in the United States. On April 28, she will release her first single with Singh — called Jogi — in India. Vancouver real estate developer was fined $300,000 for goods and services tax evasion The Canada Revenue Agency (CRA) announced today that Vancouver real estate developer Brendan James Schouw was sentenced April 10, 2017, in the Provincial Court of British Columbia to one count of goods and services tax (GST) evasion. Mr. Schouw was fined $300,000. A CRA investigation determined that between July 31, 2008, and July 1, 2009, GST of $203,082 was not remitted on personal units sold by Grace Residences Ltd. to Mr. Schouw. Mr. Schouw was the sole director and officer of Grace Residences Ltd. The preceding information was obtained from the court records. When taxpayers are convicted of GST

March home sales hit record high: CREA Home sales across the country hit a record high last month, propped up by transactions in the fiercely hot market of Toronto, further fuelling concerns about the city’s real estate sector.
The Canadian Real Estate Association said Tuesday home sales over its Multiple Listings Service system increased by 1.1 per cent in March to top the previous monthly record set in April 2016. On a seasonally adjusted basis, sales totalled 46,353, up from 45,856 in February. “Almost the entire province of Ontario’s housing market is now on fire, while most of the rest of the country wonders what all the
fuss is about,” Porter wrote in a research note. Policy-makers, think tanks and the Bank of Canada have issued repeated warnings that while concerns of an overheated housing market may be confined to the Toronto area, a correction could have repercussions for the national economy given the sheer scale of the city’s real estate industry. The latest sales data came ahead of a meeting between Mayor John Tory and the federal and Ontario finance ministers to discuss soaring home prices in the Greater Toronto Area, which have leapt by more than 30 per cent in the last year. The actual national average price for homes sold in March this year was $548,517, up 8.2 per cent from a year ago. Excluding Greater Vancouver and Greater Toronto, the average price was $389,726. Compared with a year ago, actual sales in Canada, not seasonally adjusted, were up 6.6 per cent. Gains in the Greater Toronto Area led the way with a 17.0 per cent increase. But it wasn’t just Toronto posting whopping hikes.
Canada is moving to strip citizenship from a man accused of slaughtering villagers in Guatemala using a grenade, gun and sledgehammer during the country’s civil war. The federal government said in newly filed court documents that Jorge Vinicio Sosa Orantes concealed his role in a 1982 massacre by the Guatemalan military when he obtained Canadian citizenship a decade later. He’s one of four former soldiers arrested by U.S. authorities in 2010 on allegations of participating in the killing of more than 200 people in the village of Las Dos Erres. Sosa, 59, is now serving a 10-year sentence for immigration fraud in the United States, where he also held citizenship until it was revoked in 2014. Canada has opted to strip citizenship in only a handful of modern-day war crimes cases. Sosa was arrested in Canada in 2011 and extradited to California, where he stood trial for lying about the massacre on his naturalization forms. He left Guatemala in 1985 and sought asylum in the United States,
claiming he was fleeing guerrillas. When he was denied, he went to Canada, where he became a citizen. He later married an
American, got a green card and applied to naturalized in 2007. He had been working as a martial arts instructor in Riverside County. U.S. authorities searched his home in 2010, but he had left for Mexico and later Canada, where he was arrested on U.S. charges. He was a second lieutenant in the army during the massacre. At Sosa’s trial, another former Guatemalan soldier suspected of helping carry out the massacre testified that Sosa fired his rifle and threw a grenade at villagers who screamed from within a well. Sosa is expected to be deported after his U.S. prison sentence ends.
Little doubt foreign buyers are pumping up Victoria’s housing market, says BMO chief economist The impact of a foreign buyer’s tax on Vancouver housing is clearly being felt in neighbouring Victoria, Doug Porter, Bank of Montreal’s chief economist, said Tuesday as three levels of government meet to discuss the Toronto market. “If there’s really any doubt that the nonresident buyer tax in Vancouver had an impact, look no further than Victoria’s accelerating price growth since August,”

A man has been charged with first-degree murder following the shooting death of a 34-year-old man in Nanaimo, B.C. RCMP say Brandon Woody, 30, also faces a charge of possessing a firearm while prohibited to do so. The shooting happened at the Howard Johnson Hotel early Wednesday morning. Const. Gary O’Brien had said officers arrived to find a man dead in the hotel lobby with apparent gunshot wounds. A man was arrested about an hour after the attack and police said the incident appeared to be targeted. Mounties say Woody, from Victoria, remains in custody and is scheduled to appear in provincial court on May 2. The identity of the victim has not been released.

Bhabjit Aujla, who was with Basran the night of the shooting, was handed the equivalent of an 11-month sentence for assaulting Bath.
Number of asylum claims lodged in Canada from Mexico rose again in March — highest yet in 2017
Khela said his family was satisfied with the sentences that came after joint submissions by Crown and defence lawyers. “It’s nice to see that after 12 years … there is some closure to be had. Everyone worked very hard on this case,” Khela said. “As a family, we believe that some sort of justice was served today. Nothing that they would do today would bring Amandeep back.” Khela read an emotional victim impact statement to B.C. Supreme Court Justice Ian Bruce Josephson, noting that there had been no apology or expression of remorse from either accused. Shortly afterwards, Aujla’s lawyer Michael Klein and Basran’s lawyer Ian Donaldson read letters of apology written by their clients. Asked about the letters outside court, Khela said he accepted them at face value. “If someone says they are remorseful, we hope that they are,” he said. Crown Wendy Stephen read an agreed statement of facts to Josephson about the night of the deadly shooting. She said Bath, who was 27 at the time, was out with a friend at a New Westminster nightclub when they began receiving calls from Aujla and Basran to meet up.
National flour recall due to E. coli contamination A national recall of flour due to E. coli contamination, which was first announced last month, has been expanded yet again. The Canadian Food Inspection Agency’s recall on March 28 affected Robin Hood flour sold in four provinces in Western Canada and was later expanded across the country. Last week, more products were added to the recall, including certain flour goods produced by Ardent Mills of Brampton, Ont. Now Ardent Mills is adding even more

items to the list, including various sizes of Robin Hood Best for Blending flour, as well as the brand’s bread and roll mix. The federal agency says all recalled products should be thrown out or returned to the store. The agency said after the initial recall there were 26 cases of people being infected with E. coli in British Columbia, Saskatchewan, Alberta and Newfoundland and Labrador. No deaths have been reported, but at least six people required hospital care.
The number of people seeking asylum in Canada from Mexico continues to rise. New figures from the Immigration and Refugee Board show that March recorded the highest number yet of new claims in 2017 — 110, up from 85 in February and 71 in January, for a total of 266 so far this year. In all of 2016, there were just 241, statistics from the IRB show. Last December, the Liberal government lifted a requirement for Mexicans to obtain a visa before travelling to Canada and an increase in claims was forecast. The volume of asylum seekers from Mexico had been the reason the previous government begin to require visas in 2009, but the move caused diplomatic bad blood between the two countries. The federal Liberals had promised to remove the requirement and doing so was given new impetus given the impending renegotiation of the North American Free Trade Agreement.
Still, in lifting the visa, Canada told the Mexican government that if asylum claims reached a certain level, the visa could be reinstated. That figure has never been publicly released, but the current claim level is believed to be well below the threshold. In 2008, the year before the visa was introduced, there were 9,000 claims lodged, making up nearly a quarter of all claims filed that year. Claims plummeted the next year and continued to drop; in the first three months of 2016, 11 claims filed in January, 4 in February and 11 in March. The cost of lifting the visas has been pegged at $261.9 million over 10 years, after the expectation of increased tourism and travel dollars from Mexicans is factored in. Flights between the two countries have increased, though some immigration service providers point out those increases lead to the corresponding increase in asylum claims — it is easier to get to Canada from Mexico.

Former missing B.C. investment adviser appears in court on fraud charges An investment dealer and former Olympic rower who went missing for nearly 18 months made a brief appearance in a Victoria court Tuesday and had his case adjourned to May 2. Harold Backer, who stared straight ahead during his time in court, was remanded until his next appearance. Victoria police say Backer is facing two counts of fraud over $5,000 after he turned
up at the department’s headquarters last Thursday. The 54-year-old man disappeared on Nov. 3, 2015, after telling his family he was going for a bike ride but failed to return home. His son Harrison and daughter Emma were in court but declined comment outside. A publication ban was placed on details of Tuesday’s hearing.
Alberta bans hiring foreign workers for 29 high-skilled jobs Alberta companies looking to hire temporary foreign workers in one of 29 highskilled job categories will be directed to a new service that will match them with qualified local workers. The Alberta government initiative, believed to be the first of its kind in Canada, will be watched closely by the federal government to see if it can be implemented federally or in other provinces, federal Employment, Workforce Development and Labour Minister Patty Hajdu said in Edmonton Wednesday. “We’re always interested in good ideas, to reach that goal — to make sure that Canadians have the first shot at good paying jobs — and so we’ll be following the progress of the pilot very closely and all of that data will help inform us, but we are certainly open to replicating it if it show success in Alberta,” Hajdu said. The job categories covered under the new employer liaison service include civil and mechanical engineers, plumbers, electricians, carpenters, construction millwrights and heavy equipment mechanics. Under the 24-month pilot program, those job categories will be placed on a “refusal to process” list within the temporary foreign worker program. Instead, any company seeking a permit to bring in a foreign worker in those job categories will be contacted by staff in Alberta
Labour and directed to potential local hires. The job categories were selected because there is a sufficient pool of unemployed workers with those skills within Alberta. The initiative was announced in Edmonton Wednesday by Alberta Labour Minister Christina Gray. Hajdu was also there.
Gray said the program will be evaluated every quarter and future adjustments could be made to the job categories covered by the initiative. “The data we gather, as Minister Gray has just finished speaking about, is going to be essential in deciding at a federal level whether or not there’s application in other provinces or other regions that are experiencing downturn,” Hajdu said. “The focus of the federal government with the temporary foreign worker program is always to make sure Canadians have the first crack at available jobs, and then after that is done, then to look at supporting employers with prolonged labour shortages in very specific areas.”
BC Liberals say NDP promises will lead to $6.464 billion financial crater An analysis of John Horgan’s NDP platform reveals a $6.464 billion crater, BC Liberal Michael de Jong announced today. “Horgan looked British Columbians in the eye and said his platform was balanced. We now know that his claims couldn’t be further from the truth,” said de Jong, architect of five balanced budgets. “Horgan’s platform doesn’t add up. There is a massive $6.464 billion crater that can only be filled
with middle class tax hikes.” The analysis – which covers four years and took six days to complete – is based on the 14 most egregious costing errors, plus the failure to account for interest costs on increased spending - covering empty promises that Horgan made that include freezing various rates, pledges to postsecondary students and MSP. The $6.464 billion figure does not include the NDP’s revenue assumptions or 40 additional uncosted promises. The impact on British Columbia’s credit rating is also excluded. The BC Liberals have retained two respected economists, C. Scott Clark and Peter Devries, to complete a further review. “I’ve seen what happens when people get in over their heads financially. The NDP’s $6.464 billion in uncosted spending will need to be paid for by all British Columbians, including our children and grandchildren,” says Tracy Redies, the BC Liberal candidate in Surrey-White Rock and former CEO of Coast Capital Savings. “We need a budget that is realistic and transparent, not one that is financially irresponsible so we continue to control spending and build the bright future we all want.” “John Horgan is making promises that British Columbians can’t afford to keep and he’s refusing to come clean on the crater he’s deliberately creating,” says de Jong. “We’ve seen this before – Horgan and Adrian Dix put together the same playbook for the 1996 election. It wasn’t transparent, it wasn’t balanced and it wasn’t credible. It’s the same old BC NDP.

Quebec murder suspect will remain detained while he appeals deportation order A man who was charged with killing his wife will remain detained by the border services agency while he appeals a deportation order, the Immigration and Refugee Board of Canada ruled Thursday. Immigration board member Stephane Morin said Sivaloganathan Thanabalasingam remains a flight risk and a danger to the public. Thanabalasingam, 31, arrived in Canada as a refugee from Sri Lanka in 2004, and recently became the first person in Quebec to not have murder charges against him proceeded with due to unreasonable delays in the justice system. Despite the stay of proceedings, Canada Border Services Agency arrested him before he was officially released on the murder
allegation and Canada’s immigration and refugee board ordered him deported to his country of origin. Thanabalasingam is appealing that decision, which could take years to be heard. His lawyer, Vic Artinian, argued at the immigration hearing that his client should be released into the care of his brother and sisterin-law while he appeals his deportation order. Morin refused, stating that the two family members didn’t seem to understand Canada’s justice system, and had testified earlier in the day they didn’t think he did anything wrong, despite being accused of murdering his wife. Thanabalasingam was also arrested and served jail time in 2012 for domestic abuse. During Thursday’s detention review hearing, Thanabalasingam’s sister-in-law said
she believed his dead wife was the person causing problems “because she kept on calling
the police on him.” “I am being asked to release you into the custody of people who believe you did
nothing wrong,” Morin said. “The alternative to your detention is not reasonable.” Thanabalasingam was charged with second-degree murder in the slaying of his 21-year-old wife, Anuja Baskaran. He was arrested in August 2012 and spent 56 months in jail without a trial, which is almost double the ceiling set out in a 2016 Supreme Court ruling referred to as the Jordan decision. That ruling set a deadline of up to 30 months for a case in Superior Court to reach trial from the time someone is arrested. In lower courts, it is 18 months. Superior Court Justice Alexandre Boucher stayed the charges against Thanabalasingam on April 6, triggering outrage and calls for more action from provincial politicians.
Canadian dairy protected ‘for good reason: Trudeau replies to Trump
Prime Minister Justin Trudeau has met U.S. President Donald Trump’s pointed criticism of Canada’s dairy industry with calm counterarguments in defence of how Canada prefers to manage its milk. “Let’s not pretend that we’re in a global free market when it comes to agriculture,” he told Bloomberg News editor in chief John Micklethwait during a question and answer session in Toronto Thursday. “Every country protects for good reason its agricultural industries. We have a supply management system that works very well here in Canada. The Americans and other countries choose to subsidize to the tunes of hundreds of millions of dollars, if not billions of dollars, their agriculture industries, including their dairy,” the prime minister said. “Different countries have different approaches, and we’re going to engage in a thoughtful, fact-based conversation on how to move forward in a way that both protects our consumers and our agricultural producers,” he said. Trudeau’s comments were, in the words of his interviewer, his first chance to react to the “constructive dialogue” started by Trump Tuesday, when he used a speech in Wisconsin to attack the unfairness of recent pricing changes for dairy ingredients in Canada that make American imports less competitive. The “terrible” plight of American dairy farmers has captured the attention of U.S. politicians of all stripes as the U.S. sector grapples with the twin difficulties of overproduction and low global prices for milk. “How certain governors are speaking to certain constituencies on that, it’s politics,” Trudeau said. “At the same time, the U.S. has a $400-million dairy surplus with Canada. So it’s not Canada that is the challenge here.” Trump’s jabs at Canada continued Thursday as the media was invited to watch him sign another memorandum on trade in the Oval Office. “I wasn’t going to do this,” he told reporters as he changed topics away from the foreign steel investigation he was meant to be discussing.

Panel hears about company used by alleged fraudster to sponsor lunch with Trudeau A B.C. Securities Commission panel heard this week about Organic Eco-Centre Corp., a company created as part of an alleged immigration-investment fraud and later used to sponsor a pre-election speech by federal Liberal Leader Justin Trudeau. In hearings this week, lawyers for the commission alleged businessman Paul Oei
perpetrated a scam based around a Metro Vancouver recycling plant startup, Cascade. The panel was told that Oei diverted $6.9 million of $13.3 million raised from Chinese investors for Cascade into his personal bank accounts, using money for his immigration business, Canadian Manu, and to fund charity donations and beauty pageants, and to rent luxury cars.Oei impressed while “rubbing elbows” with B.C. politicians, the panel was told. And Canadian Manu was used as a funnel to receive investor money after it passed through a legal trust at Peschisolido and Co., the firm of Richmond Liberal MP Joe Peschisolido.
The panel heard claims that Peschisolido and Co. was paid legal fees by Manu, using funds diverted by Oei from Chinese investors. Organic Eco-Centre Corp. is the company listed as sponsor of a July 2015 Richmond Chamber of Commerce lunch featuring Trudeau. Oei and Trudeau shared the head table and embraced before the future prime minister addressed Richmond business and political figures. Trudeau’s speech was about improving the lives of middle class Canadians. Attendees included B.C. Liberal MLA John Yap and wealthy Richmond political fundraisers such as Cindy Chan and Pius Chan. The panel heard this week that former Coquitlam mayor Lou Sekora introduced Oei to Cascade’s then-CEO, Jerry Salberg, in 2009. Sekora believed Oei could raise money because of his connections with wealthy Chinese immigrants. Documents suggest Sekora received shares in Cascade that were purchased through Oei, the panel was told this week. As Oei raised funds from Chinese investors for Cascade, he “exploited” a language barrier between Salberg and the investors, and “controlled” the flow of information, the panel was told. It was shown charts that suggest that while some investor money was paid into Cascade, investor funds quickly started to pile up in Oei’s personal and company bank accounts. Salberg was ousted from Cascade in 2012 and Oei became chairman, the panel heard.
The company went bankrupt in May of 2013, and Oei bought its equipment at a bankruptcy auction. Between June and August, 2013, Oei went back to the Cascade investors he is accused of cheating, and told them they could recover their investments by giving him a 15 per cent “top-up” to start a new company, Organic Eco-Centre Corp., commission investigator Sharmin Lyon testified this week. “Oei did not disclose to the Cascade investors that he had given Cascade less than half of the money he raised from investors,”

Investor Yicheng Jiang told the panel this week that Oei and his wife, Loretta Lai, heaped blame on “corruption” by Cascade’s Caucasian managers, in an effort to draw more money from Chinese investors to start Organic Eco-Centre. Jiang said that Loretta Lai told him, “they wanted to drive all the Caucasians out of Cascade, and build a company (Organic EcoCentre) that would contain only Chinese shareholders.

Ontario to collect citizenship, residency data for real estate purchases Starting Monday, homebuyers in Ontario will have to provide more information about their citizenship and place of residence when they buy a piece of real estate anywhere in the province. The government first announced the news in last fall’s economic statement, but the new rules come into effect on April 24. Starting then, anyone who buys a piece of land in the province that contains between one and six single-family homes — or agricultural land — must fill out the Prescribed Information for Purposes of Section 5.0.1 Form — one more piece of paper in the sea of red tape associated with real estate. The form will be incorporated with documents that govern the payment of landtransfer taxes, which is a tax everyone in the province must pay when any property changes hands. (First-time buyers, however, don’t pay the tax on the first $368,000 of a home’s purchase price and can receive a rebate of up to $4,000 after that.) As part of collecting that tax, the province’s new form must contain information on: Whether the home is intended to be a principal residence or an investment property. The type of dwelling (detached,
semi‑detached, condominiums, cottages, etc.). Residency, citizenship and permanent resident status of the individual buying the property. Information about the identity of who owns the corporation, if the purchaser is a numbered company. Information about so-called beneficial owners, if the person nominally buying the property is acting on behalf of someone else. The province says there will be a two-week grace period between April 24 and May 5, where there will not be any penalties if people fill out the new form incorrectly. But after that, the information gathered from the form will be one of the government’s newest tools to tackle the province’s ongoing housing affordability crisis. The information is being sought “to support evidence‑based policy development with respect to Ontario’s real estate market,” is how the government explains the purpose of the new rule. Policy-makers have long complained that Canadian data on real estate transactions is rudimentary and lacking compared to other jurisdictions. So the new rules are one small step in trying to change that. Vancouver recently slapped a punitive tax of 15 per cent on foreign buyers in the city — the immediate effect of which was to slow down the feverish activity on the high end of the market.

In a speech in Toronto, senior deputy governor Carolyn Wilkins said Tuesday innovations like artificial intelligence and robotics are expected to help re-energize underwhelming productivity in advanced economies like Canada. Over the longer haul, she added that new technologies should eventually create more jobs than they replace. However, the fastapproaching changes come with concerns for Wilkins – from the challenging adjustment for the labour force, to the distribution of the new wealth. She noted how experts predict changes like automation to have downsides, which could include impacts on close to half of all jobs in some industrialized countries within 20 years. Policy-makers, she added, must get ready to manage negatives like amplified income inequality brought on by conditions that could help workers whose skills are complemented by innovations and those whose tasks are replaced by machines. Her speech to the Toronto Region Board of Trade comes as governments grapple with the challenge of providing support to these emerging fields, while also easing the fears of workers who could lose their jobs.

She noted that advancements such as the steam engine, the combine, the jet engine and the assembly-line robot have boosted Canada’s productivity and helped raise the average income per person 20-fold – adjusting for inflation – over the last 150 years.
No amnesty plan for past pot convictions amid legalization move: Goodale The federal plan to legalize recreational marijuana does not include the general amnesty for past pot convictions some would like to see, says Public Safety Minister Ralph Goodale. Newly tabled legislation would allow people 18 and older to publicly possess up to 30 grams of dried cannabis, or its equivalent in non-dried form. But the Trudeau government is not considering a blanket pardon for people with criminal records for possessing small amounts of the drug, Goodale said in an interview.
“That’s not an item that’s on the agenda at the moment.” The government has also made it clear that the move to legalization by mid-2018 doesn’t mean lax law enforcement during the transition period. “It is important to note that as the bill moves through the legislative process, existing laws prohibiting possession and use of cannabis remain in place, and they need to be respected,” Goodale told a news conference last Thursday. “This must be an orderly transition. Heartbroken and bankrupt: Why divorce can destroy your finances It’s well-known that debt can wreck a marriage. “Till debt do us part,” as financial guru and TV host Gail Vaz-Oxlade would say. But breaking up won’t end your financial woes. Indeed, it can drive you deeper into debt and even lead to bankruptcy. Divorce was a significant cause of insolvency for 14 per cent of respondents surveyed by Kitchener, Ont.-based debt management firm
Hoyes Michalos. Among those between the ages of 40 and 49, the share who cited marital breakdown as a leading cause of insolvency was as high as 20 per cent. For those between 30 and 39 years of age, it was a similar 18 per cent. There’s rarely a single cause of bankruptcy, says Douglas Hoyes, licensed insolvency trustee at Hoyes Michalos. But if you were financially overstretched in marriage, divorce can push you over the edge. Divorce lawyers will do their part in driving you deeper into the red. Legal costs range from $1,772 on average for an amicable
split-up to as high as $46,578 for a contested divorce, according to a 2016 survey of legal fees by Canadian Lawyer magazine. Still, legal battles don’t appear to be the chief cause of insolvency for divorced couples. The first reason that licensed insolvency trustees mentioned to Global News when asked about why divorce can lead to bankruptcy is the simple fact that going back to being single usually lowers your income and racks up costs. “Two can live as cheaply as one” in marriage, by sharing fixed costs such as mortgage and utilities, said Hoyes. You also generally have two incomes supporting one household, he noted. “It’s the double-whammy of divorce: Your income goes down, and your expenses go up,” he added. And while you might have been accustomed to surviving on pizza and popcorn in your pre-marriage days, resizing your life to fit your shrunken budget might not come easy after a divorce. Even if you are ready to downgrade your lifestyle, transitioning from your married life back to singledom can incur what one might call high re-startup costs.
Another Senator and his Soth Asian policy advisor face probe over workplace harassment allegations Conservative Yukon Senator Daniel Lang and his policy adviser were forced to fend off allegations of workplace harassment, multiple senior Senate sources tell. After a complaint about his behaviour earlier this year, an internal investigation was launched by Senate officials into the senator’s treatment of a parliamentary staffer. The Senate would not confirm the review, or identify the nature of the complaint. “The integrity of any complaint-based human resources process is dependent on confidentiality being maintained. For this reason, the Senate does not disclose information of this nature,” Senate spokesperson Jacqui Delaney said. This is the second complaint against Lang and his policy adviser, Naresh Raghubeer. The first complainant withdrew the accusation after quietly being transferred to another job on Parliament Hill. Senate officials privately describe the complaints as being about bullying and intimidation, including screaming and belittling in front of other senators and staff. The sources spoke on the condition of anonymity because they were not authorized to discuss the matter with reporters and/or they feared retribution from their superiors. Lang, appointed by former prime minister Stephen Harper in 2009, declined requests for an interview but Raghubeer initially provided a statement quoting the senator. “I don’t know where you heard this, but neither my office nor I are currently subject to any administrative review,” the senator said in the statement. Late Thursday, Raghubeer issued another statement in which a different version of events were presented. “There was a workplace complaint against me in 2016 that was fully investigated by an
outside independent investigator and found to be ‘utterly baseless,’” Raghubeer said in the statement. “Senate harassment policy strictly prohibits me from commenting on this matter so as to respect the privacy of the complainant. “I can confirm that legal fees were provided as part of the employer’s indemnification policy, and as the complaint was deemed ‘unfounded,’ the Senate assumed the
responsibility for the legal costs incurred. “I do note that Senator Lang is not, and never has been, subject to a harassment complaint or a probe by the Senate.” Lang and Raghubeer have applied for and received approval for Senate funds to cover legal expenses associated with the harassment allegations. In total, the Senate’s internal economy committee has approved more than $28,000 from the legal indemnification fund for Lang and his staff since the Yukon senator was first appointed, according to Michel Patrice, the Senate’s law clerk and parliamentary counsel. Australia has abolished a visa programme - 457 visa - used by over 95,000 temporary foreign workers, majority of them Indians, to tackle the growing unemployment in the country. The programme will be replaced by another
visa programme with new restrictions. The programme allowed business to employ foreign workers for a period up to four years in skilled jobs where there is a shortage of Australian workers. Nasscom said it will work closely with the governments of India and Australia to understand more details on the changes+ and ensure these changes can be implemented seamlessly to ensure business continuity for Australian customers. “Our initial assessment is that the move should not have a major impact on visas granted to Indian IT workers as the 457 visa category covered a lot of fields and was difficult to manage,” Nasscom said.

Rs 1,000-crore budget for ‘Mahabharata’ movie A UAE-based Indian businessman is investing Rs 1,000 crore to produce India’s biggest ever motion picture, ‘The Mahabharata’. This magnum opus is being directed by noted ad man and advertising film maker VA Shrikumar Menon. It will be produced in two parts and is scheduled to go on the floors by September 2018 for a release in early 2020. The second part will be released within 90 days of the first. “The film will be shot primarily in English, Hindi, Malayalam, Kannada, Tamil and Telugu and will be dubbed into major Indian and leading foreign languages,” a release from a company owned by BR Shetty, who is backing the film, said. The film will be a coming together of the crème de la crème of Indian and global cinema in terms of cast and crew. Narendra Modi’s pitch against ‘triple talaq’ has added fuel to the contentious debate on the Muslim divorce practice, with Uttar Pradesh CM Yogi Adityanath today saying those silent on the issue were as “guilty” as the ones practising it. The All India Shia Personal Law Board (AISPLB) asked the UP Government to draft a strict law against triple talaq, similar to the one which banned the practice of sati. The Hindu far right also reacted angrily to the All India Muslim Personal Law Board’s (AIMPLB) assertion that Muslims have a constitutional right to follow their personal laws of which ‘triple talaq’ was a part, contending the Sunni outfit was responsible for “all problems” faced by the community. While deprecating any outside meddling with the Muslim personal law, the AIMPLB had said it would issue a code of conduct under which those pronouncing ‘triple talaq’ without valid reasons mentioned under ‘Sharia’ (Islamic law) will face social boycott. Drawing an analogy between the silence of politicians and that of the nobles during the disrobing of ‘Draupadi’ in the Mahabharata, he said: “Those in the political class that are keeping mum need to be put in the dock along with the perpetrators of the crime.” At an event to mark the 91st birth anniversary of ex-PM Chandra Shekhar, he said: “There is a debate on a burning issue. Some are maintaining silence. This reminds me of the scene in Mahabharata where Draupadi is being disrobed and she asks a question to the gathering as to who is responsible for this sin.” Calling Adityanath’s remark foolish, AIMPLB general secretary Maulana Wali Rahmani said: “I don’t know how to react to the jaahilaanaa (foolish) statement. He is linking talaq with a greater issue — the disrobing of Draupadi. No sane person will do so.”

UN to issue commemorative stamps for International Yoga Day
he United Nations will issue special stamps commemorating the International Yoga Day on June 21 this year. “Releasing soon. @unstamps Special Event sheet to commemorate International Day of Yoga,” India’s Permanent Representative to the UN Ambassador Syed Akbaruddin tweeted. The UN postal agency, UN Postal Administration (UNPA) will issue the new special event sheet to commemorate Yoga Day that has been marked annually since 2015. The special sheet consists of stamps with images of the sacred Indian sound “Om” and various yogic postures. The first International Yoga Day was commemorated at the UN in 2015 with aplomb, with External Affairs Minister
Sushma Swaraj leading the celebrations along with then UN Secretary General Ban Ki-moon, spiritual guru Sri Sri Ravi Shankar and US Congresswoman Tulsi Gabbard. Ban and his wife had joined hundreds of students and yoga practitioners to perform asanas and mediate under the guidance of Shankar during the yoga day celebrations. In December 2014, the UN General Assembly had adopted a resolution with a record number of 177 co-sponsoring member states to commemorate the International Day of Yoga every year on June 21. United Nations stamps are issued simultaneously at UN offices in New York, Geneva and Vienna. Each issue carries a related design theme, with different denominations for each office.
10 terror suspects held after police raids at Mumbai Police from different states in a joint operation raided various places at Mumbai, Jalandhar, Bijnor, Muzaffarnagar and Natkatiyaganj (Bihar) on Thursday and arrested 10 terror suspects. Delhi Police Special Cell, Andhra Pradesh CIE Cell, Maharashtra ATS, Punjab Police and Bihar Police were involved in the operation. According to information, they were involved in enrolling members for the terror group and preparing them for terror attacks. UP ATS IG Aseem Arun, in a statement in Noida, said the accused, associated with the ISIS Khorasan module, were planning to launch a major terror attack in the country. Mufti Faizan and Tanveer, who are connected with ISIS, were arrested from Bijnor district. Nazim Shamshad Ahmed (26), who hails from Bijnor was nabbed from Mumbra township in Thane district adjoining Mumbai, and Muzammil was apprehended from Jalandhar district. He said the three accused will be produced in a Noida court where the ATS will seek their transit remand to take them to Lucknow. He said important documents relating to ISIS were seized from them. role in the operation. According to the IG, the ATS had seized some important documents after the March 7 encounter in Lucknow in which a suspected terrorist belonging to the Khorasan module was killed. Following this, the probe was
expanded to five states. The ATS had received information that the ISIS was expanding its network in the states of Uttar Pradesh, Mumbai, Punjab and Bihar and some youths from these areas had joined the terror organisation. “All those arrested are in the age group of 18 to 25 years and were living in different places like Mumbai, Jalandhar and UP. We have also found that they were definitely influenced by the material available on the internet,” UP ADG (Law and Order) Daljit Chaudhary said in Lucknow said.
Couple claims ‘Mowgli girl’ is their daughter A family in Lakhimpur Kheri district has claimed that Ehsaas, popularly known as the ‘Mowgli girl’, who grabbed national headlines recently after being found living with monkeys, is their missing daughter ‘Lakshmi’. The couple has submitted an application in the Singahi police station here claiming they are parents of the girl who went missing in 25 November, 2012. They have asked police to conduct a DNA test to confirm their relation. The couple, however, had not filed a missing complaint with the police earlier. Makhana Devi and her husband Ram Adhaar, residents of Pukhri village here met the station officer of Singahi police station, Satyendra Kumar Singh, on Thursday and requested him to assist them in
getting custody of ‘their child’. In the absence of a missing complaint or evidence in support of their claim, Singh asked them to contact Bahraich police where the girl was rescued from the Katarniaghat forest range. Eight-year-old Ehsaas was found with a troop of monkeys during a routine patrol by sub-inspector Suresh Yadav in the Motipur range of the Katarniaghat range. Forest officials later denied the possibility of her living with simians stating that she was found in the range’s buffer zone and never captured in camera traps installed in the area. She was discharged from RML hospital in Lucknow where she was admitted for a few days and sent to a shelter home there.
CJI removes red beacon, judges to follow suit Chief Justice J S Khehar set an example for other judges by implementing on Thursday the Centre’s decision to curb VIP culture by banning use of red beacon atop official cars irrespective of the Constitutional post held by the person. While official cars of the CJI and some other judges entered the SC premises on Thursday morning without the red beacon, other judges probably waited for the May 1 deadline. But by evening, almost all judges said they had asked for removal of the red beacon on their official vehicles. Justices J Chelameswar, Ranjan Gogoi and Madan B Lokur have removed beacons atop their official cars. All the SC judges spoke to welcomed the move by the Centre to do away with the red beacon. But some of them flagged

Manpreet’s drive against ‘lal batti’ pays off The Modi government may have won accolades for abolishing “lal batti”, but it was Manpreet Singh Badal who had taken a stand against this symbol of VIP culture way back in 2007. He was then Finance Minister in the Parkash Singh Badal government. His colleagues would deride him for refusing an official vehicle and not having the red beacon atop his own SUV. “He did not seek reimbursement for train or air travel and would willingly pay at the toll barriers,” said Jasbir Singh, his confidant. Manpreet parted ways with the SAD in 2010 and formed the People’s Party of Punjab (PPP). In the 2012 Assembly elections, the PPP election manifesto vowed to end the VIP culture and ban the red beacon atop vehicles of VVIPs.
Wanted in rape case, suspended SP gives up
Suspended SP Salwinder Singh, who had been recently declared a proclaimed offender (PO) in a rape case, surrendered in a local court today. The SP, escorted by an advocate, walked into the court of Chief Judicial Magistrate Mohit Bansal in the afternoon. He was remanded in judicial custody till May 5. City police station SHO Vishwa Nath, who was standing outside the court room with a police force, took him to the Central Jail. However, the local prison authorities refused to lodge him here, following which he was shifted to the Amritsar jail by the police. A senior jail official, who did not wish to be quoted, said the prison staff here feared that the officer may be attacked by some inmates having enmity with him. Salwinder had served as the SP (headquarters) before he was transferred to the PAP, Jalandhar, after the Pathankot airbase attack. The Punjab and Haryana High Court had rejected Salwinder’s bail application on September 23 last year. He surrendered in a case registered against him under Section 376 (2) (public servant taking advantage of his official position to rape a woman) of the IPC. He was booked on August 3 last year after the victim’s husband had approached the then CM Parkash Singh Badal. An offence under the Prevention of Corruption Act was also made out after the husband complained that the SP sought money to hush up a case. The SP was also booked under Section 354 of the IPC on October 20 last year after senior IPS officer Gurpreet Kaur Deo probed the allegations of sexual assault, levelled by Gurdaspur-based women police employees. The officer had been allegedly abducted by a group of militants on December 31, 2015, two days before the terror attack on the Pathankot Air Force station. After an interrogation and a polygraph test, the NIA had given him the clean chit.

When he authored the manifesto of the Congress in January, Manpreet’s main thrust was again the same. On coming to power, Chief Minister Capt Amarinder Singh backed Manpreet and made his ministers to shun red beacons despite opposition from some quarters. Following in the footsteps of the Congress government in the state, now Prime Minister Narendra Modi has directed all concerned to do away with the red beacon culture. The campaign has almost spread across the country. “I am happy that the campaign that I launched against the VIP culture about a decade ago has paid off,” said Manpreet Badal, commenting on the Prime Minister’s move. Quoting Victor Hugo, he said: “Nothing is more powerful than an idea whose time has come.”

Talking to the Tribune, Sidhu said, “Hemant Batra, Chief Town Planner, was not even a qualified town planner. There are serious allegations on his educational qualifications which need to be verified. Reports on Chief Vigilance Officer (CVO) and Engineer in Chief Anil Kumar Kansal led to doubts on his professional integrity too. Both will be verified separately. Meanwhile, the office work needs to continue. Fresh appointments will be made very shortly.” Department sources said Chief Town Planner Batra faced a number of departmental inquiries and even court cases on different accounts, including his qualifications for his job throughout his career. Town Planner Raj Kumar who fought against him with the department and court, said, “I am once again seeking information from the department regarding the authenticity of certificates on the basis of which he has served the department for so many years. His basic appointment was as a ‘work charge tracer’ for 89 days and he continued to get extensions till a formal appointment in 1984. Somebody is responsible for the undue favour granted to him.” Kansal faced charges of having sought gratifications for favouring certain officials in vigilance reports. In reply to question of his removal, CVO Kansal said, “I am continuing in my office for the second year after the age of 58 years as per the government policy. Change in my job profile is the prerogative of my department.” Transfer orders of both officials have been signed by Additional Secretary Hargunjit Kaur.

Gounder, aides kill 3 of rival gang in Gurdaspur A four-member gang, led by notorious gangster and Nabha jailbreak mastermind Vicky Gounder, created terror in the city by killing three of a rival gang and seriously injuring another today. Around 12.45 pm, a car carrying Gounder and members of his gang pulled up in front of an SUV at Kahnuwan road bypass. Eyewitnesses claimed that three of the five persons travelling in the SUV were shot at point blank range. “The crime was committed by Gounder and his gang
so swiftly that the SUV occupants failed to react,” said an eyewitness. Gounder was accompanied by Sukha Bikhariwal, Happy Chatta and Gian Kharlanwala, all hardened criminals. While Sukhchain Singh of Sangalpura area of Gurdaspur and Harpreet Singh alias Subedar Bhatti of Mustafabad village died on the spot, Happy succumbed to his injuries on way to the hospital. Prince, who sustained critical injuries, was shifted to an Amritsar hospital. The fifth occupant of the SUV, Daman Mahajan alias Daman Nabipuria, sustained minor
injuries. He told the police about the involvement of Gounder. A case has been registered under various sections of the IPC, including Section 302 (murder), at Tibber police station. IG (Border) Naunihal Singh and SSP Bhupinderjeet Singh Virk confirmed Gounder’s involvement. A senior officer confided that the notorious gangster’s presence had taken them by surprise because he was not known to have a network in this area. “The last time Gounder was sighted by the Punjab Police after the Nabha jailbreak was at a place near Mansa in the last week of December. Since then the police have been hot on his trail,” said an officer. The cops launched a massive manhunt by putting up 20 check posts in the area immediately after the crime. “We are working on several clues and are expecting a breakthrough anytime,” said the SSP. Sukhbir mum on Jathedar’s charges Akali Dal chief and former Deputy CM Sukhbir Singh Badal today refused to comment on Takht Damdama Sahib Jathedar Giani Gurmukh Singh’s allegations that the SAD and the Delhi Sikh Gurdwara Management Committee (DSGMC) top brass had put “undue pressure on him for political gains”. In a video, Giani Gurmukh Singh had said that SAD leaders had repeatedly asked him not to speak against the SAD over seeking support from Dera Sacha Sauda in the recent Assembly elections. Talking to mediapersons at Tarmala village, Sukhbir said, “This is an SGPC matter. Capt seeks Modi’s support to sell power to Pak Punjab Chief Minister Capt Amarinder Singh today met Prime Minister Narendra Modi and sought the Centre’s support to the state to sell its surplus power to Pakistan or Nepal. It was Capt’s second meeting with Modi after he became the CM. The meeting lasted about 45 minutes. Later, Amarinder met Union Minister for Law and Justice Ravi Shankar Prasad. Capt informed Modi that Punjab had 1,000 MW of surplus power and, if supported to sell
it to Pakistan or Nepal, the state’s economy would benefit. He justified the proposal on the grounds that the locus of the Goindwal Sahib thermal power plant was contiguous to the International Border. The CM also sought the Centre’s support in helping farmers diversify. He specifically sought help in instituting a ‘Deficiency Price Payment’ mechanism to encourage a shift from the traditional paddy cultivation. In the present dispensation, the Centre bears only 50 per cent of the loss.

He gave up his Ministerial and Parliamentary salaries. perks and privileges. Very few politicians would make such a sacrifice. We welcome Lt-Col Tikoduadua and his supporters to our party. Supreme Court dismisses Fiji Times Limited’s appeal The Supreme Court has dismissed the appeal of Fiji Times Limited, Brian O’Flaherty and Fred Wesley against the Court of Appeal judgment regarding the contempt of court case against the newspaper company.
The appellants had earlier pleaded not guilty and the High Court Judge after the hearing found the appellants guilty of contempt scandalizing the Court and made the following orders.
Fiji Times Limited was convicted and fined $300,000 to be paid within 28 days from the date of the judgment. The Appellants appealed against the judgment and orders of the High Court to the Court of Appeal. The Court of Appeal by judgment dated 2nd October 2015 dismissed the appeal subject to the variation of the fine imposed on the 2nd appellant by reducing the fine of $10,000 to $7,500. Now the Supreme Court has dismissed the appeal and has also ordered that Fiji Times Limited, O’Flaherty and Wesley shall jointly and severally pay a sum of $5000 as costs to the Attorney General.

Christian man tortured for ‘befriending’ Muslim woman A 21-year-old Christian man was allegedly assaulted and burnt with hot iron rods by the family of a Muslim woman for ‘befriending’ her in Pakistan’s Punjab province, according to a media report. Ansar Masih first established contact with the Muslim woman two years ago and their friendship grew with time, Dawn News reported. They often spoke over phone and Masih would also visit the woman’s neighbourhood to meet her, according to the First Information Report (FIR) signed by Masih’s sister at a Sheikhupura police station. When the woman’s family learned of the friendship, her father, Manzoor, and her brothers called Masih’s father asking him to tell his son to stay away from the woman, warning them of dire consequences if their instructions were not followed, the FIR stated. Earlier this month, Ansar’s mother sent him to run an errand in the woman’s neighbourhood where he was allegedly
kidnapped by the accused and his two sons, the report stated. The three unclothed him, beat him and burned him using hot iron rods, it said. The FIR further stated that the accused then brought Ansar to his house and told his family that he had met with an accident. Ansar’s family then rushed him to Sheikhupura’s District Headquarters Hospital where, after gaining consciousness, he narrated the incident. He received severe burn wounds and after failing to get proper medical care in Sheikhupura, he was shifted to a hospital in Lahore. Ansar’s condition was reported to be stable. His sister lodged the FIR following which the police took the accused into custody. The victim’s father was quoted as saying that the family was being pressured by the accused as well as the area police to reconcile and take back the case.

Detained woman says she was to be used as suicide bomber A 20-year-old medical student, who visited Syria in February to join the ISIS and receive weapons training, has said that she was to be used as a suicide bomber to attack a church on Easter in Pakistan’s Lahore city. Naureen Leghari, a second-year student of the Liaquat University of Medical and Health Sciences in Jamshoro, Sindh, said she left her house to go to Lahore on her own. In a video confession played during a press conference by Pakistan’s Military spokesman Maj Gen Asif Ghafoor here, Naureen said that she was to be used by the Islamic State as a suicide bomber on an attack to be conducted on a church on
Easter Sunday. The woman said they were given two suicide jackets, four grenades and some bullets by the ISIS to carry out the mission. However, their mission was foiled by the security forces which killed one militant and arrested two others, including the woman, on Friday night. The woman had visited Syria to join the ISIS terror group in February, the Dawn reported, citing sources. She had also received training in Syria for using weapons, the sources added. Naureen came to Lahore about three weeks ago and was being tracked by security personnel.

6 Madhesi parties in Nepal merge ahead of local poll Six prominent Madhesi parties in Nepal today merged to form Rastirya Janata Party ahead of the May 14 local elections. The six parties that have merged into a single party include Tarai Madhes Loktantrik Party, Sadbhawana Party, Rastriya Madhes Samajbadi Party, Tarai Madhes Sadbhawana Party, Madhesi Janadhikar Forum- Ganatantrik and Nepal Sadbhawana Party. The six Madhesi parties have 24 lawmakers represented in Parliament. The new party is likely to pick up Mahantha Thakur as its Chairman. It has decided to choose umbrella as the election symbol. The merger of the six agitating Madhesi parties based on southern Nepal’s Terai region comes ahead of the country’s first local level elections in two decades.
Madhesi parties have warned the government that they would disrupt the May 14 local election if their demands, including proportional representation in Parliament, are not addressed. The Madhesi parties, who claim to represent the interests of inhabitants of the southern Terai region who are mostly of Indian origin, demand that the Constitution promulgated in 2015 be amended to revise the provisions of citizenship and re-demarcation of the provincial boundary before going to the May polls. Although they have announced to boycott the polls, Prachanda-led coalition government is making all efforts to bring them to the electoral process so as to implement the constitution.
Nepal braces for ‘traffic jam’ at Mount Everest Nepalese officials are bracing for a “traffic jam” at Mount Everest this season due to a surge in the number of climbers eyeing to conquer the world’s tallest peak. This time, there would be around 400 climbers who will embark on the journey to scale the 8,848-metre-high Mt Everest from mid-May, according to the Department of Tourism. As climbers are accompanied by high altitude workers, whose number is usually more than that of climbers, there could be around 1,000 individuals on their way to the summit, creating a queue whose snail-paced movement will be punctuated by frequent halts, The Kathmandu Post reported. Expedition teams have started arriving at the base camp a month before the start of the season to acclimatise. “Everyone will be in a hurry to reach the peak when the weather clears; there is no management up there to fix turns for the climbers,” said Sonam Sherpa, who has scaled Mt Everest five times working as an aide to climbers.

A canteen leaseholder at Bangladesh’s prestigious Dhaka University has been fired for serving beef to Hindu students and hurting their religious sentiments, a media report said on Thursday. The university has formed a committee to investigate the incident. The committee has been asked to submit a report within a week. Zakir Hossain, a class-four employee who became the leaseholder of Faculty of Fine Arts canteen, was expelled on Sunday for ‘creating disorder’ on ‘Pahela Baishakh’ when thousands of students gathered on the campus to celebrate the Bangla New Year. The students of the faculty said beef was never allowed in their canteen considering the fact that it is ‘forbidden’ for Hindus. “He was running the canteen without permission (from the authorities),” Acting Proctor Amzad Ali was quoted as saying by bdnews24. The students ordered Tehari for breakfast after working overnight to prepare for the ‘Mangal Shobhajatra’ procession. Zakir admitted to making the Tehari with beef, but alleged that Bangladesh Chhatra League leader ‘Sohag’ and his associates in the Pahela Baishakh Celebration Committee ‘intentionally’ ordered the beef Tehari and fed it to their Hindu ‘co-students’, the report said. Zakir said they did so because he did not agree to their demand to pay extortion money.

Nepal, China hold first-ever joint military exercise Nepal and China on Sunday began their first-ever joint military exercise with a special focus on combating terror, a move that could make India uneasy. The 10-day-long military drill “Sagarmatha Friendship 2017” that will last till April 25 is
being organised by the two countries as part of their preparedness against terrorism that has posed as a serious security threat globally, the Nepal army said. Sagarmatha is the Nepali name of Mt Everest, the world’s highest peak. The Chinese People’s Liberation Army’s squad has already arrived in the capital to participate in the military exercise that will focus on counter terrorism and disaster response, it said. The joint training with China marks Nepal army’s extension of military diplomacy. It maintains that the drill is a part of its regular bilateral and multilateral military exercises aimed at sharing experiences, skills and professional knowledge which it has been doing regularly with the nations that Nepal shares diplomatic ties. Nepal had proposed joint military exercises during Chinese Defence Minister General Chang Wanquan’s official visit to Nepal on March 24. Experts believe that the joint military exercise could make India uneasy as China attempts to exert influence in the region. Nepal, a landlocked country, is dependent on India for its imports. Nepal had witnessed a shortage in essential supplies from India during the 2015 Madhesi blockade. China at that time had extended its help to Nepal to ease the situation.

Lanka garbage toll hits 33; PM vows to clear area on priority The death toll from the collapse of a giant open garbage dump near Colombo reached 33 today with Sri Lankan Prime Minister Ranil Wickremesinghe promising to clear the area as soon as possible. Wickremesinghe, who cut short his state visit to Vietnam and returned last night, today visited the site and promised a house to each of the affected families in the disaster. He promised to remove the Meethotamulla garbage dump as soon as possible, Colombo Page reported. A portion of the 91-metre dump collapsed following a fire incident on Friday as the residents celebrated the traditional Sri Lankan New Year, burying dozens of residential buildings and trapping many people in Meetotamulla area in Kolonnawa. At least seven children were among the dead. Some still remain untraceable after the mishap, officials said. The death toll climbed to 33, the report said. After the explosion in the 23-milliontonne garbage mound, the air force was deployed to douse the flames. Nearly 1,000 military security personnel, including police and special task forces, have been deployed for rescue operation.
The tragedy has displaced nearly 200 families numbering more than 1500. Nearly 80 houses were completely destroyed while many more suffered partial damage, according to Sri Lanka’s Disaster Management Centre. The affected families have blamed politicians for the tragedy, though President Maithripala Sirisena has ordered officials to ensure maximum relief to them. The National Building Research
Organisation said people still living in over 130 houses in the area must be relocated to safety. The true scale of the damage remains unclear, police said as about 800 tonnes of garbage were added to the dump daily. The Parliament was recently warned that 23 million tonnes of garbage at Kolonnawa dump was a serious hazard.

Kapil Pulls Sony Down To No.5. Is His Renewal Contract In Danger?
Sony Entertainment Television woke up to the horrific news of its flagship show, The Kapil Sharma Show, not making it to the Top 10 for the second consecutive week. For the first time since its premiere, the comedy show has a TRP rating of less than 2. With the ‘development’, Sony has been relegated to No. 5 amongst GECs. You may note that before the infamous mid-air brawl between Kapil Sharma and Sunil Grover, the channel was at a cool No. 3. However, little did they know that quarrelling comedians of The Kapil Sharma Show will turn the game around. From the results of Week 15 (April 7-13), it’s clear that Sunil Grover was responsible for grabbing eyeballs and was one of the main reasons behind the comedy show’s success. It’s also evident that Kapil Sharma’s image has taken a serious beating and fans no longer look forward to watching the show. The host tried every trick in the book – A-list stars, popular comedians, below-the-belt jokes – but to no avail. The Kapil Sharma Show went from bad to worse with each passing day. Furthermore, earlier this month, it was reported that Sony Entertainment Television has given Kapil one month to get things back on track after which they will take a call on the renewal of his contract. We wonder with the current scenario, will they be willing to burn their fingers? Historical Vimy Ridge Trip strengthens patriotism in students
Surrey , Apr 17: Having had the privilege of marking the 100th anniversary of the First world war and the Battle of Vimy Ridge , Abhayjeet Singh Sachal and 16 other Canadian students have returned back after spending 10 days in France and Belgium. They had been selected by the Vimy Foundation on a Vimy Pilgrimage award to visit historical World War 1 sites in France and Belgium. The historical tour included paying homage at the Vimy memorial on Apr 9 at the Government of Canada commemorative ceremony and Abhayjeet had the honor of meeting His Royal Highness Prince William, the Duke of Cambridge, the Right Honourable David Johnston, Governor General and Justin Trudeau, Prime Minister at the Visitor Centre. Abhayjeet also got an opportunity to present a picture of his grandfather, Brig Mohinder Singh(Retd) with Prince Philips taken at Barbados to Prince William. The students also visited tunnels and trenches used by the soldiers in the war and had a rare glimpse of the hardships faced by the armed men of the forces from all over. Students then spent a week visiting sites from the First World War including participating in the Last Post Ceremony (laying wreaths) at the Menin Gate. Sites included the Maison Blanche, an old chalk mine that was transformed into an underground tunnel system and safe house for Canadian Soldiers during the First World war. The site includes the rooms where soldiers used to stay, and the tunnel walls are covered with names and carvings - mainly of soldier regiment logos. Students also visited Canadian, and Common Wealth Cemeteries as well as German ones. They went to museums, and spent their days learning about the First World War, particularly those in the North East of France and Belgium. Students were
accompanied by their Chaperones, who taught them about the historical aspects of their visits. “ It was an eye opening experience to witness the hardships endured by the soldiers during the war and the visit has further strengthened my respect and honour for these brave men and women who sacrificed their lives for us. It is now upon us to further their dreams of a fair and just society”, says Abhayjeet about the trip. Students were asked to do a detailed study on a soldier of the war and then they gave presentation to their peers. Abhayjeet focused on Private Harold Bell from Manitoba. He was 23 when a hail of bullets hit him and he died fighting valiantly at Vimy Ridge on April 9 . It may be recalled that the battle of Vimy Ridge began on Easter Monday, Apr 9,1917.Vimy Ridge is still referred by many as the battle that marked Canada’s coming of age as a country, as it was the first time the four divisions of the Canadian Corps served together. Regiments from coast to coast saw action together in a distinctly Canadian victory helping create a new and stronger sense of Canadian identity. On land granted to Canada for all time by a grateful France, the Canadian national Vimy memorial is inscribed with the names of 11285 Canadians who were listed as “missing, presumed dead” in France during the First World war. The site encompasses 117 hectares and is the largest of eight Canadian and five Newfoundland memorial sites in France and Belgium. Designed by Canadian sculptor and architect, Walter Seymour Allward, the memorial two pylons represent Canada and France. The monument features 20 symbolic sculptures representing broad themes including the strength of shared ideals, the sorrow of a young nation and prayer for peace.

Sonakshi Sinha does her best to hook you in this fairytale about the highs and lows of journalism. But that’s it
Nope, just no hope. I still have to meet a journalist – male or female – like the one out here, determined to prove that she can be the new Barkha Dutt on the media block. Squawk. Now the censors may have had issues with
jogging daily on any kind of beat, requires skill and stamina? There are hundreds of journos out there who know that one has to start out as a rookie and then it’s merit that counts. Not moaning and groaning, in which case they’d
the mention of Ms Dutt’s name, but as it happens Pahlaj Nihalani and party could have saved themselves the bleep-o-suction. Because director Sunhil Sippy’s Noor is as incredible as an investigative reporter who works strictly out of an armchair. Despair. Research here largely means moving the mouse on a computer and knock-knocking on hostile doors. Plus, there’s that predictable ho-hum about covering silly non-news stories and dissing dear Sunny Leone (if you ask me, it would be challenging to draw out Ms Leone in a tell-all heart-to-heart). Indeed, did digdarshak Sippy even take into account the fact that ferreting trivia and

But hey, before this becomes a rant against the bad ole cliched portrayal of the media (in recent years, No One Killed Jessica, has been one exception to the rule), let me stop already. I didn’t expect realism, kasam se. I merely expected at least some believable situations and recognisable characters in this adaptation of Pakistani writer Saba Imitiaz’s bestseller novel Karachi, You’re Killing Me! Okay, so what’s killing about a Pakistani journo’s hard day’s night is applicable to a Mumbaikar patrakar’s slog as well. Fair
enough, the universality of the theme, accepted. Over then to the bespectacled, caloriecombating Ms Noor Roy Chaudhury (Sonakshi Sinha). Oh ho, she’s having a bad hair day although she resides with her cute dad, cuter cat in a cozy apartment, possesses a nifty wardrobe, is served by a household help and supported by her fabulous friends. Her professional field isn’t as perfect. Tsk. From a “seedhi Savitri�, she’s desperate to become a “tedi Savitri.� Right, we’re with you gal. Alas, her editor (Manish Choudhary) has sold his soul (heh heh, why aren’t we surprised?). Worse, her love life is zilch. Hang yawn though. Her heart starts beating, keeps on repeating, on espying a photographer (Purab Kohli) of some self-proclaimed
gravitas. She’s picky, you see. Presumably ordinary blokes aren’t just good enough for her. Frown. The plot has to pep up. And presto, it does
when our disgruntled journo stumbles upon scoop material – an organ-selling racket. Postintermission, the impossible dream backfires but she won’t throw in the towel. Kya kool hai she! Only if wishes were scoops, all journalists would be riding on insta-fame. At its best, the Saba Imtiaz book in its Mumbai adaptation, turns out to be a fairytale some journos dreams about. No harm in indulging in a fantasy, perhaps. Snag is that the screenplay in its endeavour of being feel-good leaves you with the burden of feel-puzzled. Sunhil Sippy’s earlier film Snip!, 2000 did have its wacky passages which are conspicuous by their absence here – unless you’re partial to jokes about drinking rum and freaking out to the remix of the R. D. Burman’s Gulabi Aankhen Jo Teri Dekhi (Train, 1970). In addition the tempo is uneven, as speedy as a hare at times, and slower than a tortoise at others. On the positive side, cinematographer Keiko Nakahara captures several unexploited locations of Mumbai, marvellously. And the acting crew appears to be inspired, particularly Kanan Gill as Noor’s buddy. Gratifyingly, Sonakshi Sinha gives her part, never mind its implausbile elements, all she’s got. She’s sufficiently expressive and diligent, far more likeable than she was in that yucktion fest Akira. Is that reason enough to make a beeline for a ticket to this Mumbai, You’re Killing Me!? Honest answer: only if you have time to kill.

Recently we had Bollywood’s top actress Deepika Padukone stuck in a malfunctioned elevator. Our Faking News reporters are working extra time to figure out what may have happened in the lift or how Deepika would have kept her calm in this adverse situation. We had heard Anu Malik sing ‘Unchi hai building, lift teri bandh hai’, and well in Deepika’s case it did come true. Our reporters got access to the exclusive footage of Deepika entering the lift. The federal and Ontario governments have agreed not to introduce any new measures that would stoke demand for housing in Canada to avoid driving Toronto house prices any higher, effectively ruling out expanding programs to help first-time home buyers. Federal Finance Minister Bill Morneau emerged from a meeting on Tuesday in Toronto with Ontario Finance Minister Charles Sousa and Toronto Mayor John Tory to offer few concrete details of new measures the trio will introduce to help cool Toronto’s overheated housing market. They said they agreed to hold quarterly meetings to discuss housing issues in the Greater Toronto Area and will share more data on home-buyer trends. Ottawa also said Canada Revenue Agency will dedicate more resources to ensuring people pay the full amount of capital-gains tax when they sell investment properties that are not their principal residence. The three levels of government have also reached an agreement that none of them will introduce any new policies that would further fuel sales. “Short-term, we have agreed to refrain from introducing new measures for buyers, which would impact housing prices in the GTA by boosting demand,” Mr. Morneau said. That means the federal and Ontario governments will not expand help for

The Ontario government moved forward Thursday with initiatives to rein in the housing market in and around its largest city, announcing 16 new measures including a 15 per cent tax on foreign buyers and expanded rent control rules. The rent control measures, which apply province-wide, were immediately met with threats from developers to cancel projects in the Greater Toronto Area, an outcome that could ultimately lead to an even tighter market for rental accommodation. Ontario’s Fair Housing Plan introduces 16 measures that aim to help more people find affordable homes, increase supply, protect buyers and renters. Read them all “Our message is this is going to have a devastating effect on purpose-built rental supply,” said Jim Murphy, president of The Federation of Rental Housing Providers of Ontario. “This is coming at a time when we have renewed interest in building rental (properties). We had a 50 per cent increase (in construction) last year.” One of the changes from the province deals with buildings constructed after 1991, which were previously not covered by rent control rules, allowing landlords to demand any rent they wanted once a lease was up. Anecdotal reports suggested landlords were doubling rents in some cases. Premier Kathleen Wynne said the Ontario’s Fair Housing Plan had been in the works for weeks after months of consultation. “The skyrocketing cost of renting or buying in Ontario and the Greater Golden Horseshoe in particular is the unwanted consequence of
a strong economy with a promising future,” Wynne said at a press conference at which speculators and landlords were also blamed for rising housing prices and gouging renters. “When young people can’t afford their own apartment or can’t even imagine owning their own home, we know we have a problem.” The Toronto Real Estate Board said this month that March prices across the region were up 33 per cent from a year ago while condo research firm Urbanation Inc. said condominium rents rose 8.3 per cent in the first quarter from a year ago. “Everything is stopping on the dime. I had nine apartment buildings in my pipeline,” said Lamb, describing projects in Toronto’s central core, its suburbs and Hamilton. I can tell you as of this announcement I will not do any of them.” Wynne was undeterred by arguments from developers. Sources indicate that up until a day ago the province was set to a agree to a deal that would have allowed landlords with post-1991 buildings to pass on annual increases of inflation and up to 1.5 per cent. “We have all heard the stories of rent gouging going on in today’s market. It’s wrong. And it is not at all fair. The argument that developers need to be able to increase rent by as much as 100 per cent or they won’t keep building rental units, just does not hold water,” the premier said. The province is trying to appease developers with breaks on property taxes, development fees and promising a better process for cooperation to identify barriers to projects.
