Trudeau’s reward for courting Trump is a trade war on lumber and trouble for BC Justin Trudeau has always played nice with Donald Trump. The refugee-hugging liberal bit his tongue, flooded Washington with envoys, feted Ivanka Trump on Broadway and relentlessly talked up Canada-U.S. ties. It hasn’t worked. On Monday, Trump teed off a fresh trade war by slapping tariffs of up to 24 percent on Canadian softwood lumber as battles brew over the North American Free Trade Agreement and the dairy industry. After winning praise for his Trump strategy, with Angela Merkel and others pressing the Canadian prime minister for advice, Trudeau finds himself a target -- or an example. “Think of this as the violin Trump

The research published in the Journal of Obstetrics and Gynaecology Canada has found that among all Indian immigrant women with two previous daughters, male to female ratios were higher than expected, particularly among those whose mother tongue was Punjabi and Hindi. BC leaders get personal during election debate 2017 The B.C. election debate may have been an opportunity for the three party leaders to discuss their platforms, but it also gave them a chance to point out their opponents’ weaknesses and attack their personal characters. At the centre of those attacks, woven throughout the debate, was the question established in past weeks around the temper of self-described “mercurial Irishman” B.C. NDP Leader John Horgan. “Are you going to lose your temper on me now Mr. Horgan, because you did last week,” said B.C. Green Party Leader Andrew Weaver, apparently referring to Horgan’s response to when Christy Clark touched his arm during another debate. B.C. Liberal Leader Christy Clark also made a passing remark on the issue. Clark emphasized the need for a leader who can control their temper, particularly

when dealing with U.S. President Donald Trump and his protectionist policies on issues like softwood lumber. “What B.C. is going to need is a leader who is tough, but who is calm and is considered,” Clark said during the debate. When moderator Jennifer Burke specifically asked Horgan if he had anger management issues, he defended his passion for the matters at stake during the election. “I’m an Irish descendant, I’m passionate,” he said. “When I see a government that ignores children in care to the point that they take their own lives, I get angry.” The B.C. Liberals have been criticized over the highprofile deaths of some children in care. But Horgan wasn’t the only leader subject to personal attacks. As the leader of the governing Liberals, Christy Clark also took

some heat. “How should anyone believe you now?” Horgan asked her. “Just before an election

you’re always quick with a smile and a promise, but you don’t deliver.” Horgan also called Clark out for prioritizing homeowners over renters, claiming she treats the latter as “second-class

citizens” and calling her attitude towards them “patronizing.” But Horgan’s harshest criticism of Clark came during the section on education, when he criticized her record on the matter. “You can’t apologize for anything, can you? You will never take responsibility,” he said. Weaver wasn’t subject to much in the way of personal attacks, but Horgan did take a jab at Weaver’s apparent attempts to set himself apart from the political establishment. “You don’t look like a different politician to me Andrew, you look like all the rest of the politicians,” Horgan said. Former Liberal strategist Alise Mills said Clark’s approach seemed to involve standing aside as Weaver and Horgan duked it out over much of the debate. TELUS STORES

Key moments from the debate The leaders traded jabs on three main categories — leadership, the economy and housing — during Wednesday’s election debate. Here are five moments we found most interesting: The debate began with a question on how all parties would deal with affordability in light of the rapid rise in housing prices — largely in B.C.’s Lower Mainland — over the last four years. “The thing about home ownership is, for people who already own a home, you have a lot of equity in that home,” said Liberal Leader Christy Clark. “It was really important that we did all of our homework before we moved with a tax on foreign buyers,” she said. But NDP Leader John Horgan countered, “While you waited, the average housing price in Vancouver went up $600,000. Why did you wait so long? Was it because your rich developers were making a bundle?” Clark and Horgan also battled over the B.C. Liberals’ home ownership grant and the NDP’s $400 rental subsidy proposal. The U.S. government’s announcement of planned softwood lumber duties has dominated the B.C. campaign for the last two days. And Clark has raised the issue of the United Steelworkers paying the salaries of top NDP staffers, tying this to Horgan. “He didn’t raise softwood lumber even once in three years in question period,” Clark said. “Why is this, Mr. Horgan?” Later she said: “He’s taking his orders from the unions in Pittsburgh … who stood behind Donald Trump.” In the past, the American arm of the United Steelworkers has supported some of President Trump’s protectionist policies. Horgan was ready with a quip: “Well Ms. Clark, if you came to question period more often, maybe I’d have the opportunity to do that.”

- Learning from failure, it’s often said, can lead to triumph. Some of the great leaders in history, from Napoleon to Steve Jobs, had crash-and-burn moments before breakthroughs (even if, in the former case, things didn’t ultimately go well). Why don’t political parties get that? Why do they cling to tactics that keep them locked into cynical, outdated ways of attaining power? The answer, it appears, is that they’re always pursuing short-term gain while ignoring the risk of long-term pain. The latest to walk down this path is the Conservative Party of Canada. They are, ironically, doing exactly what the Liberal Party did before them - pinning their hopes for political revival on a charismatic leader. The Conservatives, you will remember, went down to a sound defeat in the last federal election after holding power for a decade. Critics at the time agreed the party had lost its way, watering down its conservative principles in a desperate attempt to appeal to the greatest number of voters. Ultimately, with a leader who mailed in his campaign effort, the Conservatives lost the middle ground of voters, who shift their support to the political platform that 100 makes the most sense. 100Columnist Andrew Coyne, not everyone’s 95 favourite conservative - at least among 95 Conservatives - decried the decline of the 75 party in an April 18 Maclean’s magazine 75 online article. He blamed Stephen Harper for “the atrophying of conservatism as an intellectual force” and urged his fellow right25 25 of-centres to get back to basics. “Rethinking conservatism 5 VICTOR does BAINSnot mean reinvention 5 much as rediscovery, a return to first so 0 principles, yes, but also a fresh consideration 0 of how they might be applied to current problems.” Continued on Page 7...

Instead, the Conservatives toyed with taking a moon-shot with the outrageous Kevin O’Leary, a kind of Trump-lite. Now that he showed the good sense to withdraw from the leadership race, party faithful seem poised to pick Maxime Bernier, a career politician who is: from Quebec, looks good, bilingual and promises to add a little spark to a rather drab party. Sound familiar? Yes, it’s pretty much exactly what the Liberal Party did in picking Justin Trudeau as its leader. Bernier, to be clear, is no carbon copy of Trudeau. For one thing, he is a free-market libertarian - a critical policy point that may get less attention than his electability. Now, there’s nothing wrong with picking a leader who could be attractive to voters. But both leading federal parties put their leadership cart before the ideological horse. For the Liberals, the gamble paid off - as long as you think your existential purpose is to gain power. As we are gradually seeing post-Trudeau honeymoon, however, the Liberals aren’t the new party of “sunny ways” that their leader promised. Rather, they’re the same old pig with some fresh lipstick. As the Grits grow more comfortable with their grip on power, does anyone doubt that their old arrogance and indifference to voters will re-emerge? Conservatives, on the other hand, should not feel smug. The opportunity to reflect and reposition the party is still real, but it will quickly fade if the party becomes convinced it has found a leader who can win. Only a sincere period of introspection will spare them from a fate like the one the ruling party appears to be steamrolling towards. Parties, in case we forget, don’t exist to win elections. It’s the disease of our age that such thinking dominates the discourse. As upstarts like the Greens show, parties exist to present a vision of a better country and formulate policies that will help us get there. Sadly, any party that gets close to power seems to allow rhetoric to overpower principles, and charisma to overtake substance. Parties may not feel this way but losing an election is a gift. It’s a chance to do a full reset and rediscover what the people think and want and need. The Conservatives have been given this gift. If they choose to squander the opportunity, it will be at their own peril.

WSO releases report on bullying of Sikh students The World Sikh Organization of Canada released a report today on issues faced by Sikh students in Ontario’s Peel District School Board (PDSB). The report, titled “The Experience of Sikh Students in Peelâ€?, is based on survey results of over 300 young people between the ages of 5 and 17 who identify as Sikhs. The report aims to bring a better understanding of the challenges faced by Sikh students in Peel, a region that has one of the highest proportions of Sikhs in Canada. The report finds that 27% of Sikh students surveyed reported being bullied for their Sikh identity. This figure is down from 2011, when in a similar survey conducted by WSO found over 40% of Sikh students reported being bullied. In July 2016 the World Sikh Organization of Canada (WSO) conducted surveys amongst Sikh young people attending summer camps in Peel region (Ontario, Canada). The objective of the survey was to measure the prevalence of bullying targeted towards the Sikh identity to better inform remediation and prevention options available to schools, parents, and caregivers. The report examines the following areas: • Frequency and nature of bullying experienced • Factors motivating the bullying behaviour • Level of parent and teacher engagement when bullied The key finding of the report is that 27% of Sikh students reported being bullied because of their Sikh identity. The largest percentages of students bullied were among those who wore visible articles of faith such as the uncut hair, turban and kara (Sikh bracelet). Thirty-

four percent of students who kept at least one visible article of faith said they had100 been bullied. Students who did not wear any article of faith reported an 11% bullying rate. 95 One student reported that due to bullying, 75 she “avoided class by pretending to be100sick so that I wouldn’t go back to school the95next day�. The WSO hopes to use this report to 25 inform and engage with educators on possible 75 remediation actions to further reduce the 5 impact of bullying. Notably, there is a reduction in the rate of 0 25 bullying reported in the 2011 data. This trend indicates that changes in policy and diversity 5 initiatives within the Peel District School Board may be drivers of the improved results: 0 school staff were reported to be helpful in solving bullying issues in 36% of bullying instances in the 2011 survey, whereas this year’s report showed them to be helpful in 51% of cases. Since 2011 WSO has been actively working with PDSB on raising awareness about issues faced by Sikh students and also been participating in PDSB’s Faith Forward initiative. WSO National Vice President for Ontario, Sharanjeet Kaur said today, “One in four Sikh students report being bullied for their Sikh identity in Peel region, despite being a region with tremendous diversity and one of the highest proportions of Sikhs in Canada. This finding demonstrates that there is still more opportunity for actions that better support our young people and foster healthy and safe environments. We are pleased however that there has been significant positive change at the PDSB since our first survey in 2011.

Sajjan retracts claim he was ‘architect’ of Canada’s biggest combat operation in Afghanistan Continued from Page 1... He told a gathering of security experts in New Delhi on April 18 that “on my first deployment to Kandahar in 2006, I was the architect of Operation Medusa where we removed 1,500 Taliban fighters off the battlefield … and I was proudly on the main assault.” The description was denounced as “a bald-faced lie” by a retired Canadian officer familiar with the planning done for Operation Medusa in the late summer and fall of 2006. Other officers who served in Afghanistan expressed similar anger and disappointment in Sajjan’s speech. “What I should have said was that our military successes are the result of the leadership, service and sacrifice of the many dedicated women and men in the Canadian Forces,” Sajjan said in a statement on Thursday. “I regret that I didn’t say this then, but I want to do so now.” “Every military operation our Forces undertook in Afghanistan, including Operation Medusa, relied on the courage and dedication of many individuals across the Canadian Forces. My comments were in no way intended to diminish the role that my fellow soldiers and my superiors played in Op Medusa.” Sajjan’s office provided a web link to the speech to the Delhi-based Observer Research Foundation; the security think-tank put a video link to it online. Op Medusa was Canada’s biggest combat operation since the Korean War, and it is still widely regarded as the biggest set battle of NATO’s long war in Afghanistan. At the time Sajjan was a reservist major serving as a liaison officer with Task Force Kandahar. It would be highly unusual for majors from the reserves to

be the architects of large combat operations. Such duties in Afghanistan were the responsibility of generals and colonels in staff positions at headquarters in Kandahar, Kabul and Ottawa and of battalion commanders in the field. “Making a statement like that is completely contrary to our military ethos,” said the former soldier who had called Sajjan’s remarks “a baldfaced lie.” Other retired officers who spoke similar sentiments said they did so on condition that their names not be used because they are still involved in various military projects. The Afghan vets who were part of Op Medusa said they liked “Harj” personally and described him as an effective intelligence officer. But they said they were flabbergasted he would claim to be at the centre of Canadian decision-making in Afghanistan in 2006. They described his remarks in India as “really quite outrageous.” They said there was no single architect of Operation Medusa, describing it as a highly collaborative effort. Many Canadians with Task Force Kandahar and at higher headquarters were involved in the planning before and during the battle, which stretched over several months in the late summer and fall of 2006. During his first of three tours in Afghanistan, Sajjan, whose civilian job at the time was as a police officer in Vancouver, gathered intelligence about the enemy, and was not part of the command’s decision-making process, the former officers said. He was elected to as the Liberal MP for Vancouver South in October 2015 and named minister of defence a few weeks later by Prime Minister Justin Trudeau.

‘Epic’ Bollywood film premieres in Saskatchewan Movie lovers in both Regina and Saskatoon were in for a treat Thursday night when part two of India’s highest-grossing film premiered in both cities. Satish Kumar Ramakrishna and Praveen Chandrasekaran of Conch Cinemas Inc. were adamant about bringing Baahubali to the province.

In 2015, when Ramakrishna’s company got the rights to the first film and showed them in Saskatchewan, the feedback from audiences was overwhelming. “No one ever expected it to break all the box office records for the Indian community here,” he said. With a budget of nearly $100 million and seven years of production, you have to at least be curious about how ‘epic’ the film must be. Ramakrishna said it’s one of the

biggest motion pictures ever produced in India, throughout the past 100 years of the film industry. The movie will be shown in over 18 languages worldwide. According to Ramakrishna, between 15,000 and 18,000 people in Saskatchewan share Indian ethnicity. “Even though they watch lots of Hollywood movies, their heart beats for Indian movies,” he said. “This movie connects to all audiences — from five-yearold kids to 50-year-olds.” Many Canadians also worked on the project, especially on computer graphics. “It’s a massive, massive project and there were 60,000 to 80,000 people who literally worked on it.” The Indian film industry is the second largest in the world, but Ramakrishna said their movies are usually romance, action or drama. This epic focuses on the real story of a king in south India, and Ramakrishna said it will transport audiences back 400 to 500 years ago. He said viewing the film at Rainbow Cinemas adds even more to the experience because of the vintage vibes.

Micro suites in Vancouver renting for $1,700 a month A new building in Vancouver is getting a lot of attention on social media. New micro suites, or micro condos, are under construction in the Strathcona neighbourhood, which is made up of the Downtown Eastside and the False Creek Flats. These new apartments are located at 609 Heatley Ave. The homes

will be available starting Aug. 1 but they’re getting attention because they’re only 400 squarefeet and the rent is $1,700 a month. Vancouver residents all agreed, these apartments are just too expensive and unaffordable, especially for families.

95,000 sponsors vie for 10,000 spots in lottery to bring parents and grandparents to Canada More than 95,000 people took part in the first immigration lottery, hoping to win a spot to bring their parents or grandparents to Canada.

With only 10,000 spots available, that put the odds at roughly one in 10. Immigration, Refugees and Citizenship Canada brought in the new lottery process this year to replace the former first-come, first-served system. The change aimed to make the system more fair and transparent after complaints the process was skewed by geography and an applicant’s ability to pay a lawyer or other representative to get to the head of the queue. Between Jan. 3 and Feb. 2, sponsors could fill out a web-based form to take part in the lottery, and the Immigration Department says the number who participated reflects the “popularity” of the parent and grandparent program. “This is the first year this new process will be in place, so we will monitor results to see if adjustments are needed for next year,” said spokesperson Carl Beauchamp. Of those who filled out the online form, Immigration randomly selected 10,000 sponsors and sent an email inviting them to submit an application. The department also contacted those who weren’t picked to let them know about the results. The family reunification program has been plagued with massive backlogs in past, as the number of applicants far exceeded the limited number of spots. The logjam peaked in 2011 with a backlog of 167,007 applications, which

had decreased to 40,511 by the end of 2016. Immigration lawyer Mathew Jeffrey said the lottery system is fraught with problems, including confusion over who is eligible to sponsor whom. One woman called his office to say both she and her husband completed the form, and that he was picked in the lottery but wanted to sponsor her parents. “My sense is that it was a very poorly thought out system,” Jeffrey said. “What this example tells me is that there will be a lot of unqualified people taking up the spots that should have gone to qualified applicants. There was absolutely no vetting to see if the person enrolling for the lottery was qualified to actually sponsor.”

including an alleged incident in which fellow officers asked whether anyone ordered a cab when they saw Sandhu — it was the fact that his superiors didn’t value the work they’d assigned him that prompted the complaint in 2013, Barry Swadron said. Sandhu emigrated to Canada from India in 1981; he speaks fluent English, Punjabi, Urdu and Hindi. The tribunal found that the officer’s cultural and linguistic background resulted in his superiors routinely seconding him for assignments involving the South Asian community. And yet while those skills were considered an asset for those portfolios, his superiors said he needed more “traditional� front line policing experience to become an inspector, according to evidence submitted to the tribunal. “To think that the brass of the Peel Regional Police Service take the position that diversity or officers who are not white are to be undervalued, it was too much to swallow.�

The RCMP alleges this group was responsible for importing 30 kilograms of cocaine during that time. The two border officers, a 37-year-old man from Toronto and a 41-year-old man from Barrie, Ont., each face three charges.

According to David Black, a political scientist at Royal Roads University in

In fact, reports find it had an effect in the 2016 presidential election. But Black says enlisting influencers treads on unethical grounds and can have damning effects on liberal democracy.

Richmond shuts down seniors’ small-stakes poker circle Buying into the Texas Hold’em poker circle at Richmond’s Minoru Place Seniors’ Centre will cost you 10 cents a chip. But the group of about 40 seniors, ranging in age from 55 to 95, had their afternoon card games shut down recently because they were playing for cash.

Officials at the seniors’ centre, which is operated jointly by the City of Richmond and the Minoru Seniors Society, told the group members they could no longer play as long as money was involved because it violates provincial gambling regulations. “If anybody is playing poker, it’s more fun if you play for a little bit of money and it makes it more interesting,” player Marilyn Berger told On the Coast host Stephen Quinn. ​“We’re not playing for large amounts of money, it’s not about gambling, we’re playing

The New Democrats are promising to build a new hospital in Burnaby, with a price tag in the range of $1.2 billion. NDP Leader John Horgan made the announcement Tuesday standing outside Burnaby Hospital. Horgan said the money would come from a five-year, $10-billion capital investment plan that is part of the party’s platform in the May 9 election campaign. A new hospital would include a family urgent care centre, which Horgan said would reduce pressure on the hospital’s emergency room. He said if the NDP is elected, work would start immediately to find a site for a new hospital by working with the city and the regional health authority, Fraser Health. Earlier this month, the Health Ministry announced it will spend $8.8 million toward building a new emergency mental-health

and substance-use zone and consolidating outpatient clinics currently scattered around Burnaby Hospital. The Burnaby Hospital Foundation would kick in another $5 million for a total of $13.8 million to pay for the so-

called “ interim sustainment plan.” Work on that project was scheduled to be complete by 2020. Burnaby Hospital was built in 1952. The emergency ward was built in 1978.

Two Canadians added to US terrorist list The U.S. Department of State has added two Canadians to its most-wanted global terrorist list.

Farah Mohamed Shirdon and Tarek Sakr were named as “Specially Designated Global Terrorists,” according to a release from the State Department.

The designation “imposes sanctions on foreign persons determined to have committed, or pose a serious risk of committing, acts of terrorism that threaten the security of U.S. nationals or the national security, foreign policy, or economy of the United States.” Former Calgary resident Shirdon left Canada to fight with the Islamic State in Iraq and Syria. He was a student at the Southern Alberta Institute of Technology until at least 2012 and was said to be radicalized at a now-closed mosque in downtown Calgary. In 2014, the Toronto-born Shirdon was captured on video burning his Canadian passport and threatening Canada, the U.S. and “all oppressors.”

House arrest for former small claims Ottawa judge who stole $250,000 from Catholic church A former small claims court judge who pocketed a quarter of a million dollars from the cemetery funds of his Catholic church will spend the next year under house arrest. Ontario Superior Court Justice Lynn Ratushny said it was only Ronald Houlahan’s decades of good deeds as a respected lawyer, judge, volunteer and family man that spared him from time behind bars for the theft of $250,000 from the St. Patrick’s Fallowfield parish, where he was chair of the cemetery committee for eight years. Houlahan’s work within the church and in Ottawa’s legal community “placed you in a position of grace. You were trusted to do the right thing and be scrupulously careful. You were not,” said Ratushny before sentencing Houlahan Friday.

“For the majority of your life, Mr. Houlahan, you have been a good person, a dedicated family man, a hard worker, a generous volunteer who allowed himself to forget that the cemetery funds were not his to handle as he wished,” Ratushny told the 76-year-old. “It’s undeniable that you should have known better.” Houlahan’s lawyer Patrick McCann said his client and his wife didn’t lead a lavish lifestyle with the money Houlahan took; it instead was “frittered away” propping up his struggling legal practice, McCann said. Court previously heard that Houlahan spent the money to pay off his own expenses, such as bills for his law office phone, secretarial services, insurance, cellular phone, cable TV and personal credit cards.

McCann said – and the judge accepted – that Houlahan always intended to straighten

out the bank accounts and pay the money back, although it never happened. According to McCann, his client simply became

overwhelmed by all his obligations. McCann said Houlahan has already provided him with $70,000; there is a restitution order for another $103,695, representing the amount that would have been collected for the maintenance of the purchased cemetery plots. Assistant Crown attorney John Semenoff said a breach of trust such as Houlahan’s usually demands jail time. Semenoff suggested a jail sentence of 12 to 15 months would be appropriate, but acknowledged Houlahan’s lifetime of good work could be recognized as the extraordinary circumstances necessary to justify a conditional sentence that could be served in the community.

Edmonton toddler, found dead near church, lived life of abuse

Police say a 19-month-old boy found dead outside a church last week was covered in bruises and was horribly abused before he was killed by a blow to the head. A passerby found the lifeless body of Anthony Joseph Raine outside the Good Shepherd Anglican church in Edmonton on Friday. The boy was covered with a blanket. Police believe he had been dumped three days earlier. The toddler’s father, Joey Crier, 26, and Crier’s girlfriend Tasha Mack, 25, are charged with second-degree murder, criminal negligence causing death, failure to provide the necessaries of life and assault. Crier is also charged with assault causing bodily harm. Brandi Raine wrote on a Go Fund Me page that her nephew Anthony Joseph Raine “was the sweetest little boy you can meet.” “He suffered a lot of trauma,” homicide Staff Sgt. Duane Hunter said Monday. “He was living a terrible life full of violence and one that is incredibly sad that you don’t even want to speak about. Bruises all over his body and I will leave it at that.” Edmonton Police Services have released footage of two persons of interest in connection to a toddler’s death last week. Softwood deal was close under Obama, but Liberals wanted to wait for Trump for better deal A former U.S. trade representative says the Obama administration was on the verge of signing a new softwood lumber deal with Canada but the pact fell through when someone on the Canadian side felt a better deal could be reached with the incoming Trump administration. Michael Froman made the remarks in an

interview on CBC News Network’s Power & Politics one day after U.S. Commerce Secretary Wilbur Ross said Canada is dumping softwood lumber south of the border. “We worked very hard, particularly over the course of the last year, at Prime Minister [Justin] Trudeau’s request to try and find a solution to that, find an agreement,” Froman said. “I think we could have gotten one, but a judgment was made late in the year that since President [Donald] Trump was... from the building industry, he might be more receptive to the interests of builders and the Canadian government preferred to take their chances

with him and we’ll see how that plays out,” Froman told Power & Politics host Rosemary Barton. Froman said the negotiations petered out after the election, when “some on the Canadian side, whether it was the government or whether it was the industry,” preferred to take their chances with Trump. Alex Lawrence, a spokesman for Minister of Foreign Affairs Chrystia Freeland, said: “This notion is completely false. The proposals were never anything that would be acceptable to Canada.” On Tuesday, Ross held a news conference to announce the Commerce Department’s decision to levy countervailing duties of between three and 24 per cent on Canadian imports of softwood lumber. The full extent of the potential damage to Canada’s industry won’t be known until a parallel anti-dumping investigation is complete. More duties are expected when that report comes back in June, and then a combined duty rate will be determined in the fall. The range of these preliminary countervailing duties — three to 24 per cent for five major importers, with all other companies facing duties of 19.88 per cent — is not wildly off the 19.31 countervailing duties imposed in the last round of this dispute in 2001. The eventual combined duty rate in that round was about 27 per cent. It’s too early to conclude that it will be higher this time, although some fear it will be.

Froman said that there are some “serious problems” in the trade relationship between Canada and the U.S. including, but not limited to, dairy and lumber. “I think there are some other issues that they are focusing on that may have an effect on Canada such as steel or aluminum to the degree that those issues are now being reviewed, or might be reviewed, from a national security perspective.” Last week Trump signed a presidential memorandum directing the Department of

Froman said the U.S. does not import a significant amount of steel from China or other countries that could raise security concerns, but it does import a lot of steel from Canada. The former trade representative said that Canada should be proactive in trying to find “good pragmatic solutions” to the dairy and lumber issues that have continued to be trade irritants between the two countries.

Number of highest-earning Canadians paying no income tax is growing By Monday, most Canadians will get their annual taste of tax theory at work: the more you earn, the more tax you pay. A review of Canada Revenue Agency (CRA) data shows that, between 2011 and 2014, a growing number of Canadians earning a six-figure income or more didn’t pay a cent in income tax. The analysis compiled all individual income tax and benefit returns filed with the CRA and focused on the top three income brackets: $100,000 to $149,999, $150,000 to $249,999 and $250,000 and over. During those four fiscal years, the number of Canadians who legally avoided paying income tax rose about 50 per cent from 4,050 to 6,110. The number of filers who made more than $250,000 a year and completely avoided taxes doubled. Every year, one out of three income tax returns filed in Canada is considered nontaxable, meaning the tax payable amounts to less than $2. Almost all of them are filed by low-income residents earning less than $15,000 a year. The CRA says: “It is possible for individuals classified in the upper income ranges to reduce their tax liability to zero by using deductions such as business or farm losses of previous

years and allowable business investment losses, or significant contributions to RRSPs. “Tax filers can also use non-refundable tax credits such as charitable donations, or dividend and foreign tax credits.” ​Since April 30, the usual tax deadline, is a Sunday this year, the CRA says, it considers a tax return to be filed on time “if we receive it on or it is postmarked on or before May 1, 2017.” In the 2014 tax year, half of the 6,000 highincome non-taxable returns were filed by Quebec and British Columbia residents. Hundreds more came from Ontario and Alberta. More than 450 returns were submitted by citizens working out of country. According to the most recent CRA data available, the majority of Canadians who qualify as earning these high incomes would usually be paying between $24,100 and $157,000 in federal and provincial taxes. But two of them hinted at a larger picture, one in which rich and fiscally savvy taxpayers — most of them owners of corporations — claim most of their earnings as business and investment income in order to benefit from a combination of credits and lower their tax rates.

Retailers pushed for disclosure on supply as Bangladesh garment factory disaster anniversary nears Canadian clothing companies are making some progress in offering more disclosure about where their products are made, but more work is needed, a major report says. Toronto-based labour rights group Maquila Solidarity Network was one of many authors of a report Thursday that looked at 72 major retailers from around their world, to see what improvements they have made in both improving their supply chains and disclosing as much as they can about it. The report, Follow The Thread, found that 17 major clothiers had agreed to sign the group’s “transparency pledge” to disclose information identifying the factories that produce their goods, along with other information such as the number of workers and list of products. And many more have made improvements in recent years, even if they fell short of formally signing the pledge. The pledge makes it easier for watchdogs to follow up and monitor conditions on the ground in places like Dhaka, Bangladesh, the site of the Rana Plaza factory that collapsed on April 24, 2013, killing more than 1,100 workers. Garments bound for Canada were being

made in that factory, but it wasn’t immediately clear how many and for who since companies were lax about reporting their supply chains at the time. Details only emerged when aid workers scrambled over the wreckage and

found labels for Canadian name brands, Maquila policy analyst Bob Jeffcott told CBC News in an interview Wednesday. “There is a growing trend since then,” he said. “There’s momentum towards transparency in the garment industry.” Among many others around the world, the report looked at four Canadian garment makers — Mountain Equipment Co-op, Hudson’s Bay Company, Loblaw, and Canadian Tire — and found a mixed bag in terms of transparency.

Trudeau revealed the littleknown fact about his brother, who died in a B.C. avalanche about 20 years ago, during a broadcast interview with Vice Media on Monday night about the government’s plan to legalize marijuana. He said six months before Michel’s death, he was charged with possession of marijuana after he was involved in a collision on the highway while he was driving home to Montreal from the West Coast. Trudeau said his father contacted his friends in the legal community to get Michel a good lawyer. “He was very confident that we were able to make those charges go away,” Trudeau said of his father, former prime minister Pierre Trudeau. “We were able to do that because we had resources, my dad had a couple connections and we were confident that my little brother wasn’t going to be saddled with a criminal record for life.” Trudeau used the anecdote to highlight how minorities and people with little means often don’t have the option to clear their name in the justice system — something he said legalizing the drug will help fix.

Handful of Syrian refugees paid sponsors to come to Canada, evaluation reveals A handful of Syrian refugees paid their sponsors to come to Canada, a government study published Friday reveals. The Immigration Department evaluation of the Liberals’ landmark refugee program surveyed 581 of the 8,918 privately sponsored Syrian refugees who arrived between November 2015 and March 2016. Just over 26,000 Syrians were resettled in Canada during that time.

Of those surveyed, 23 said they paid someone to complete their sponsorship application, or to provide for their own support while in Canada, with some suggesting they were asked to pay. While the report doesn’t say how much the refugees paid, private sponsorship groups aren’t supposed to accept or require any funds from a refugee for submitting a sponsorship. “If instances of sponsors asking refugees to pay for their own sponsorship come to our attention, we will investigate, however, we will not comment on any investigations which

may be underway,” immigration spokesman Remi Lariviere said in an email. The report revealed it’s not just Syrians who have paid their sponsors. Of 451 privately sponsored refugees from elsewhere surveyed for a previous study, about 19 said they’d paid too. The slight difference is one of several between the Syrian cohort and other refugee populations. The evaluation of the first wave of Syrians — there are now more than 40,000 in Canada — documented that compared with other refugee groups, some are less educated and have less knowledge of an official language. Syrians also have bigger families and a lower level of understanding of Canadian rights and freedoms than refugees from other groups, the evaluation said. Those factors have all contributed to challenges during the settlement process, but the evaluation revealed another one — the way refugees use social media. “Unlike any other refugee populations, social media and mobile applications are very commonly used by the Syrian refugees and the population who are actively connected to each other via mobile devices, specifically WhatsApp,” the report said. “. . . Refugees were comparing what Syrian friends received in terms of services in other cities and provinces and requested equivalent services and support,” the report found.

Panel told B.C. Liberal donor dropped politicians’ names to woo investors to alleged scam A B.C. Securities Commission panel has heard allegations that Paul Oei claimed a number of politicians were supporting a Metro Vancouver recycling plant project, allegedly the centre of an immigrationinvestment scam. Oei, a prominent B.C. Liberal donor, is accused of an extensive fraud on Chinese investors, whom he allegedly impressed by “rubbing elbows” with B.C. politicians. Investor Sui Zhang on Friday added Richmond Conservative MP Alice Wong’s name to the list of B.C. politicians the panel has heard Oei mentioned to investors, a list that includes Premier Christy Clark. Lawyers for the commission have alleged Oei raised money from Chinese investors for recycling plant company Cascade, but diverted $6.9 million of $13.3 million for his own uses, including donations and luxury car rentals. Oei denies wrongdoing. Outside the hearing Friday, Oei told Postmedia he does not want to comment during the hearing process. Zhang told the panel that she and three others, including her sister, invested $100,000 in total with Oei for the Cascade project, because they believed the project was good for the environment. Zhang said she met Oei through her work as an insurance agent. Zhang said Chinese investors were told if they invested over $500,000 with Cascade, they could immigrate to Canada. She said that she and others were told they could be confident their investment was safe because it was placed in the legal trust fund of Peschisolido and Co., a firm directed then by lawyer Joe Peschisolido, who is now a Richmond Liberal MP. Like other investors who have testified this

week, Zhang said that Oei showed investors a Chinese news article that touted Chinese investment in a B.C. environmental project that purportedly created “dozens of jobs.” The article showed a picture of Christy Clark with Chinese investors. Oei allegedly told investors one of the men pictured with Clark also planned to invest in Cascade. “When we heard this news, everyone felt exciting,” Zhang said.

The panel was shown investment promotional material from Oei that included the name of Wong. Zhang said that Oei claimed to investors that Wong “was very impressed” with Cascade’s immigrationinvestment project. Zhang said she received about $30,000 in commissions to introduce investors to Cascade, and she earned a commission for introducing a woman who invested $500,000 with Oei in order to get her daughter immigration status in Canada. “Did Paul tell you the commissions were coming from your own investment?” lawyer Mila Pivnenko asked Zhang. “Did Paul tell you (Zhang’s investment) would be used on lease payments for his personal car?”

Student designs vending machine to offer pills In a first, a vending machine designed by a student of Indian origin, that dispenses the morning after pill, has been installed in a university campus in the US. The machine called “Wellness To Go” was installed in early April in a study room at the University of California, Davis in the US. In addition to morning after pill or Plan B, the machine - which took two years to build - offers pregnancy tests, tampons, Advil and condoms. “The more sceptical and negativity I got from other people like ‘oh it’s not gonna happen,’ kind of pushed me more,” said former UC Davis student Parteek Singh. The vending machine has received both

praise and criticism, CNN affiliate ‘KTXL’ reported. While some students said that the machine promoted unsafe sex as it made getting the morning after pill cheaper and more convenient than buying condoms from a drug store, others felt it is “a great thing for women”. “This project will make Plan B and other health resources more accessible and affordable impacting 35,000 undergraduate and graduate students at UC Davis,” Singh said. “Since there is only one pharmacy that is open 24/7, students don’t have the best access to emergency contraception and other over the counter medicine,” he said.

An India-born doctor and his wife were arrested and charged on Saturday for allegedly helping another Indianorigin doctor perform genital mutilations, a procedure that is criminalised in the United States, on minor girls. Fakhruddin Attar, 53, and his wife, Farida Attar, 50, both of Michigan state were charged with conspiring to perform female genital mutilations (FGM) on minor girls out of his medical clinic in Livonia. The charges come a week after Indianorigin doctor Jumana Nagarwala, 44, of Michigan, was charged with performing FGM on minor girls. Nagarwala, Fakhruddin and Farida are believed to be the first people charged under federal US law, which criminalises FGM. According to an online physician directory, Fakhruddin graduated from the Baroda Medical College in Gujarat, India in 1988. The charges say that Nagarwala used to

perform the medical procedure on minor girls at Burhani Medical Clinic (BMC) in Michigan that was owned and operated by Fakhruddin. Fakhruddin’s wife was employed at BMC as an officer manager. The complaint against the Attars said that the couple arranged and assisted in the female genital mutilation of minor females performed by Nagarwala. While they allowed their clinic to be used by Nagarwala to perform the procedures, Farida assisted Nagarwala during the female genital mutilation procedures. Fakhruddin told federal agents this month that he has known Nagarwala and she occasionally saw patients at his clinic even though she was not employed there. He said Nagarwala only saw the patients at BMC when the clinic was closed and that Farida used to be present in the examining room while Nagarwala treated the minor girls.

Murthy, the 19th Surgeon General and the first Indian American to hold this post said in a Facebook Post.

No money, bodies of 2 Indians lying in Riyadh The bodies of two Indian workers who died in Riyadh are lying in a Saudi mortuary for weeks as their former employers are not ready to bear the cost of transporting them to India. Jaswinder Singh (56), from Kapurthala district in Punjab, died on February 21. Ponnam Satyanarayana (48), from Jagtial district in Telangana, passed away on March 11. Since then, their mortal remains are in Riyadh, the Saudi Gazette reported

on Tuesday. Both used to work for a nowdefunct construction company. Sending back a body by making exit papers and bearing the cost is the responsibility of the employer. The deceased were in Saudi Arabia for over 20 years but had no job for some time as their employer had abandoned them along with scores of other workers, according to the report. Both Indians were waiting to receive their end of service benefits and planning to leave for good, it said.

Tearful farewell to Vinod Khanna, son Sakshi lights funeral pyre A large number of Bollywood personalities attended the last rites of veteran actor-turned-BJP politician Vinod Khanna at the Worli Hindu Crematorium here on Thursday evening. His son, Sakshi lit the funeral pyre a short while after his flower-bedecked body was brought from their Malabar Hill residence where it was kept for people to pay homage. Bride finds another man after original groom upset with no meat dishes Guests at a wedding in Uttar Pradesh saw that first hand when a groom refused to solemnise his marriage after seeing that only vegetarian dishes were being served at the wedding feast on Thursday. With the ceremony on the verge of a breakdown, a guest came to the rescue and proposed marriage to the bride, who readily accepted, panchayat officials said. The new groom apparently had no objection to the meatless cuisine. The panchayat — in Kulhedi village in Muzzafarnagar district — gave its blessings to the match. They did not name the bride or the two grooms. The officials said the original wedding party was upset on seeing that meat was missing from the menu, and refused to accept the explanation that this was due to shortage of meat in the market. A panchayat was called to resolve the matter but by then the bride had had enough and decided to call it quits. Following the ban on illegal slaughterhouses in Uttar Pradesh, the price of buffalo meat has shot up from around Rs 150 per kg to Rs 400 per kg. Mutton prices have gone up to Rs 600 from Rs 350 per kg.

A day after Delhi civic election results were out, Chief Minister Arvind Kejriwal on Thursday met the newly-elected Aam Aadmi Party councillors and administered them a “pledge of honesty”, urging them “not to betray the party”. The BJP swept the civic elections last Sunday by bagging 181 of the 270 wards of Delhi’s three municipal corporations, while the AAP won just 48 wards and the Congress 30. Addressing the AAP councillors at his residence here, Kejriwal administered them a “pledge of honesty” and cautioned them not to let themselves be lured or involved in corruption as, he claimed, the three municipal corporations in Delhi were “most corrupt”. The Bharatiya Janata Party (BJP), the AAP leader claimed, will try its level best to wean them away but they will have to remain united. “Always keep your recording devices (in mobile phones) on so that we can know if any such effort is made.” He urged the AAP councillors to ensure a check on corruption in the civic bodies by raising their voice against it. “This party has emerged from an anticorruption movement; so, please work with full honesty,” Kejriwal said. “Maintain honesty and have the courage to raise voice against corruption in the MCDs. They (BJP) might send you to jail or try to suppress your voice, but do not fear,” the Chief Minister said. Kejriwal also told the newly-elected councillors not to leave movement against corruption even if someone lured them to join other parties by offering huge money. “It is a very pious movement. If you leave AAP, this movement, the people will then never be happy,” Kejriwal said. He also advised them to listen to party volunteers who campaigned and sought votes for the AAP.

FIR against Shilpa Shetty, Kundra in cheating case Maharashtra Police booked Bollywood actress Shilpa Shetty and her businessman husband Raj Kundra for allegedly duping a textile firm owner of Rs 24 lakh on Thursday. “FIR has been registered in Bhiwandi police station against Shetty and Kundra under sections 406 (criminal breach of trust) and 420 (cheating) of IPC,” Deputy Commissioner of Police Manoj Patil said. The case was filed on a complaint of a textile unit owner in Bhiwandi who alleged that the couple collected the amount on his behalf but did not pay him, another police official said. “Big Deals, a company in which Shetty and Kundra are directors, collected money from customers for sale of bedsheets on

behalf of Malotia Textiles through TV ads, but did not (allegedly) pay Malotia Textiles the proceeds,” the official said.

Non-payment of Rs 1,500 cr will land Sahara chief in jail The Supreme Court on Thursday extended till June 19 the parole of Sahara chief Subrata Roy with a warning that failure to meet the deadline of June 15 for the payment of Rs 1,500 crore would land him in prison once again. Roy, who in compliance with the last order appeared before the court, was told by the apex court that he has to frequently make the payment according to the roadmap approved by the court or face further imprisonment. The Sahara chief gave an undertaking to a Bench headed by Justice Dipak Misra that he would deposit Rs 1,500 crore by June 15 and another payment of Rs 552.22 crore by July 15 in the SEBI-Sahara account and filed an affidavit. The court warned Roy that he may be sent to jail again if amount is not paid. The Bench, which also comprised Justices Ranjan Gogoi and AK Sikri, also ordered the

arrest of Chennai-based Prakash Swamy, who failed to deposit Rs 10 crore as per the last order. He will serve one monthjail for contempt of court. Swamy had filed an affidavit on behalf a foreign firm expressing his intent to buy Sahara’s New York-based hotel. He had failed to comply with the apex court’s direction to show his bonafide by depositing the amount in court to establish his intention to buy the property. The Bench allowed the Sahara group to make electronic payment through RTGS in the Sebi-Sahara account on or before June 15. The apex court also asked Roy to remain personally present on June 19, the next date of hearing. It asked the Official Liquidator of Bombay High Court to prepare terms and conditions for auctioning the Aamby Valley property for its approval on June 19.

500-yr-old idol worth Rs 45 cr seized in Siliguri The Sashastra Seema Bal (SSB) has seized a 500-year-old rare metal sculpture of Lord Vishnu. The idol, estimated worth Rs45 crore in the antiques market, was on Wednesday seized by the Troopers of the 41st Battalion SSB in a joint operation with Preventive and

Intelligence customs. SSB Delhi IG AK Singh said a trap was laid at the NH-31 near Bagdogra after receiving a tip-off. During preliminary interrogation, Rishi said he stole the idol with the help of one Shiv Shankar Mehta, also from Purnia, around two months ago.

India is now world’s fifth largest defence spender India, after having made a push in its spending, is now the world’s fifth largest defence spender for the year 2016. India moved from 7th to 5th place after its largest annual military spending increase since 2009. China is second on the list, while Pakistan does not figure in the top 15 spenders. The rankings were released on Monday morning (IST) by Swedish think-tank Stockholm International Peace Research Institute (SIPRI). Titled ‘Trends in world Military Expenditure, 2016’, the report said India spent $55.9 billion on defence in 2016, which was 2.5 per cent of its gross domestic product (GDP). India also spent 3.3 per cent of global spending, which stood at $1,686 billion in 2016 or is estimated at $227 per person globally. “After 13 consecutive years of increases (from 1998 to 2011), world military spending has continued to plateau—with only minor decreases between 2011 and 2014”, the SIPRI report said. The US is the top most spender at $611 billion, followed by China at $215 billion, Russia at $69.2 billion and Saudi

Arabia $63.7 billion Notably, five of the top fifteen global spenders in 2016 are in Asia and Oceania: China, India, Japan, South Korea and

Australia. “China had by far the highest military spending in the region: an estimated $215 billion, or 48 per cent of regional spending. This amount is almost four times that of India’s total, which is the second largest in the region at $55.9 billion,” the report said. Between the 2007 and 2016, China has seen the biggest growth in military spending, with an increase of 118 per cent, followed by Russia (87 per cent) and India (54 per cent).

The other persons who have been convicted are retired government servants Jayashree Dattatray Rahate, Deepak Natvarlal Shah and

Lalitha Lakshmanan. Rajan is lodged in Tihar Jail here. The other three persons, who were out on bail, were taken into custody yesterday after the verdict was announced. The court had on March 28 reserved its judgement in the case in which Rajan allegedly procured a fake passport in the name of Mohan Kumar with the help of the three government officials. Lakshmanan had approached the high court to transfer to Bengaluru her trial in the case but the petition was rejected on January 9 on the grounds that a district court here could also hear the matter. During pendency of the plea, the high court had ordered a stay on pronouncement of verdict in the case by trial court. However, the high court later rejected the plea.

Student kills self after being stopped from writing exam Harpreet Singh, a Khalsa College student and a resident of Bathinda, committed suicide by hanging himself with the ceiling fan of his hostel room here this evening.

Agitated over the incident, a large number of students of Khalsa College staged a dharna and blocked the main GT road leading to traffic chaos before the police diverted the traffic. Harpreet Singh was a student of BSc (agriculture) final year. He was detained from appearing in the examination by the college authorities, as his lectures were short of the mandatory 75 per cent in the semester. The incident came to light when his fellow students knocked at the door of his room. As they received no response, they broke open the door only to find him hanging from the

Debt relief, not waiver, the way forward: Banks The Congress’ pre-poll promise of waiving agricultural loans, when translated into a figure, comes out to be Rs 62,931 crore. The way ahead for the state government could be a debt relief rather than a debt waiver. As a three-member expert group headed by Dr T Haque gets ready to meet here tomorrow (Friday), the state government and the StateLevel Bankers’ Committee are ready with the monumental figures regarding the extent of farm loan. The agricultural debt in Punjab is Rs 77,684 crore, out of which Rs 14,753 crore is the term loan. This means the working capital loan (taken from the public sector, and private, regional rural and cooperative banks) is Rs 62,931 crore, availed by 30.23 lakh farmers. The loan extended through Kisan Credit Cards is Rs 54,521 crore. The amount of loan availed from arhtiyas is still unknown. The RBI has started a debt swap scheme, wherein farmers can swap up to Rs 1 lakh of debt raised from an arhtiya by availing a loan from a bank. Every year, 3 per cent of the agricultural credit is to be earmarked for the scheme. In Punjab, the scheme has not cut much ice. Only 47 per cent of the target (Rs 718.75 crore of debt was swapped) could be achieved till December 2016. Official sources say bankers have indicated that the only way forward for the state government is to take over the entire debt and clear dues of the banks. But the precarious health of the Punjab’s economy does not allow the state to take over such a huge debt burden — with the state’s outstanding public debt already more than Rs 1.78 lakh crore. Sources say Punjab could adopt a pattern of debt relief similar to the one announced by UP Chief Minister Yogi Adityanath — though the limit of debt relief would be much higher than in Uttar Pradesh. Dr Haque said during tomorrow’s meeting, experts would come up with ideas of how to go about the task entrusted on them. “We will also discuss the matter with some officers,” he added.

Khanna’s death means Gurdaspur by-election The death of four-time MP and Bollywood star Vinod Khanna has necessitated a byelection from the Gurdaspur parliamentary seat.

Ever since a photo of a frail Khanna went viral recently, some senior BJP leaders had started visiting the party office in New Delhi in their haste to seek the ticket — shocking the actor’s family. Khanna had stormed the Congress bastion on his electoral debut in 1998, defeating five-time MP Sukhbans Kaur Bhinder. He won the seat in 1999 and 2004 as well, but lost to Congress candidate Partap Singh

Bajwa in 2009. In the run-up to the 2014 Lok Sabha elections, his candidature was initially opposed by a section of senior BJP leaders. His main rival, Mumbai-based industrialist Swaran Salaria, was being supported by a powerful lobby, including yoga guru Ramdev. Salaria was tipped to be nominated, but party patriarch LK Advani put his foot down and backed Khanna. The latter got the ticket at the eleventh hour and went on to beat Bajwa by a huge margin of more than 1.38 lakh votes. Being the ruling party in the state, the Congress is keen to wrest the seat. A party leader who served as a minister in the Manmohan Singh Cabinet is among the contenders. Dera Baba Nanak MLA Sukhjinder Singh Randhawa, a former president of the Gurdaspur district Congress committee, is said to be in contention. In the BJP camp, Sujanpur MLA Dinesh Singh Babbu is in the fray, besides former state BJP chief and ex-MLA from Pathankot Ashwani Sharma. Insiders said the saffron party also had the option of fielding the film legend’s wife, Kavita Khanna, who is close to the Advani family and had nurtured her husband’s constituency during his prolonged absence.

18 injured as school bus overturns near Sangrur Fourteen students of a local private school and four teachers suffered injuries when the bus they were travelling in overturned near their school on the Thalesa road in this afternoon. They were going home at the time of the incident. All students were discharged after treatment while two teachers are still under treatment. As per information, driver Karnail Singh lost control over the

bus at a short distance from the school and it overturned. Some passerbys informed the school authorities and all injured were admitted to Singla Surgical Hospital. “All are out of danger. Monopoly of private transporters to go To end monopoly in the transport sector, Chief Minister Captain Amarinder Singh has mooted an open-door policy for bus permits, except on national highway routes. He has directed the Transport Department to allocate certain bus routes to youth to facilitate employment generation. An official spokesperson said the CM today suggested rationalisation of the interstate routes to make them more competitive. This, he said, would also ensure better service and more cost-effectiveness for the consumers. Chairing a preliminary meeting of the Transport Department to draft the transport policy, the CM directed the officials

concerned to explore the modalities for interstate route rationalisation. It was decided to go for e-tendering on

lucrative routes to make the business more viable and profitable, while providing a level-playing field to all players. The draft policy will be put before the Cabinet for approval soon. To eliminate the transport mafia, the CM suggested that permits should have registration numbers of buses mentioned thereon.

AAP alleges police ‘excesses’ A district-level delegation of the Aam Aadmi Party (AAP) today submitted a memorandum to the Deputy Commissioner (DC) and the district police against alleged police excesses being committed on party workers. The party has threatened to stage a dharna in front of the District Administration Complex on May 5 in case the authorities fail to provide justice to the victims. Kartar Singh Philwan, Bhupinder Singh Bittu and Ranjit Singh Cheema, who were the party candidates from Tarn Taran, Khadoor Sahib and Patti constituencies, respectively, in the Assembly elections, were among those who led the delegation.

The AAP leaders alleged that there was a clash between two groups over a local issue at Chaudhry Wala village on April 5. Members of both sides were injured. The latter were admitted to the Civil Hospital, Kairon, where the doctors issued medicolegal reports (MLRs). The memorandum said the Sarhali police registered a case under Section 326 and other sections of the IPC against members of Nirmal Singh’s group because the complaint and the MLR submitted by the group were not entertained by the police. AAP alleged that an MLA from the ruling party was playing a dubious role in the case.

I want marijuana planting and marketing to be legalized in Fiji - Nawaikula SODELPA MP Niko Nawaikula has today confirmed to Fijivillage that he wants marijuana planting and marketing to be legalized in the country. Nawaikula says it would encourage the commercial farming of marijuana in Fiji and help those living in rural communities who have no source of income. Nawaikula confirms that he will push for this in the next elections and if he makes it into government next year. The SODELPA MP had earlier asked in Parliament whether any thought will be given to legalize the commercial planting of marijuana. Defence Minister Ratu Inoke Kubuabola says he will never recommend to the

government to legalize marijuana in the country. When questioned by Fijivillage on whether the opposition supports the legalization of marijuana, Opposition Leader Ro Teimumu Kepa made it clear that Nawaikula’s view is not the opposition’s stand. Meanwhile Kubuabola also confirms that hard drugs like heroin and cocaine are available on the streets in Fiji and Police are doing their best to arrest the sellers and distributors. When contacted on Nawaikula’s comments, Police Commissioner Sitiveni Qiliho said that he will not comment on statements made by politicians.

Distribution of medicine in Fiji being handled by outdated computer system The purchasing, storage and distribution of essential medicines throughout Fiji are being handled by a computer system which was installed in 2003 and has never been upgraded. Health Minister Rosy Akbar made this revelation in Parliament today adding that the company that supplied the system has not supported it for the past nine years. She says the computer system is so old that it is no longer fit for purpose and staff are forced to adopt manual approaches for many key tasks. Akbar says to counter the persistent problem of shortages and stock-out of medicines, the Ministry of Health and Medical Services recently obtained support from the Australian Government to appoint an expert

in health supply chain management to review the current system and provide a plan for its improvement. The Health Minister says she received this plan last week and it provides a clear basis on which they can begin to build a better system. Meanwhile, Akbar has stressed that people must realize that Fiji is a small remote island nation and it takes months for deliveries of medicines to reach our shores. She says at times the manufacturers and wholesalers’ stocks are low and they may give priority to orders placed by larger and wealthier countries. The Health Minister has also highlighted that they cannot go and buy medicine from just any manufacturer.

PM upsets Methodist Church THE Methodist Church in Fiji and Rotuma is “very disappointed” by the comments made by Prime Minister Voreqe Bainimarama in Parliament yesterday that the religious body was a campaign mouthpiece for the Social Democratic Liberal Party (SODELPA). In an interview last night, church general secretary Reverend Epineri Vakadewavosa said the church leaders would see the Prime Minister and “sort things” out over comments he had made. Mr Vakadewavosa said the church was neutral and not a mouthpiece for SODELPA. “The Methodist Church is a neutral organisation, biggest religious organisation in the country, and we were very sad with what had transpired with the program (Parliament sitting),” he said. Lankan PM arrives, visit to help clear strain in ties Sri Lankan Prime Minister Ranil Wickremsinghe arrived here today for a visit that takes place in the background of growing Chinese investments in the island nation. The visit also assumes significance since it comes just a few weeks before Wickremsinghe’s trip to Beijing to attend the Belt and Road Summit. Beijing and Colombo’s growing cooperation is one of the strains in the bilateral ties that India will try and sort out during this visit. The fishermen issue is another irritant in the relationship and despite several rounds of negotiations between the two sides, Indian fishermen continue to be arrested and harassed when fishing in the Palk Straits. Wickremsinghe will hold talks with PM Narendra Modi tomorrow. The

two sides are expected to give finishing touches to an MoU to develop Trincomalee port through operating a major oil-storage facility. The MoU is likely to be signed when Modi travels to Colombo next month. The MoU is important for India to somehow balance out China, which has already been given the go ahead to develop the Hambantota and Colombo port development projects.

Time to dismantle terror safe havens: India on Afghan attack India on Friday strongly condemned the terror attack on an army base in northern Afghanistan, saying it is a stark reminder of the need to immediately dismantle safe havens sustaining terrorism from outside that country’s borders. We see European Union under challenge. In Bangladesh we see much of the future in the sub-region. It is the sub-region we are focused on. We have BBIN, BCIM and BIMSTEC... this is where we see our future,” Rizvi said, giving examples of the state of the regional groupings in the world. The seven countries’ grouping BIMSTEC connecting South Asia with the Southeast Asia received much attention after the last year’s SAARC summit in Islamabad was postponed following tensions between India and Pakistan over terror attacks, the report said. India’s Research and Information System for Developing Countries, Bangladesh’s Centre for Policy Dialogue, Bhutan’s Royal Institute for Governance and Strategic Studies, Myanmar Institute of Strategic and International Studies, Nepal’s Centre for Economic Development and Administration, Institute of Policy Studies of Sri Lanka and Thailand’s Indian Studies Centre of Chulalongkorn University are the members of the BNPTT which was formed at the second summit in November 2008. The grouping is promoting 14 priority sectors of development and common concerns including trade and investment, transport and communication, tourism and people- to-people contact. Sirisena govt has taken more loans than Rajapkse, says former Sri Lanka foreign minister It was Mahinda Rajapakse who allowed China to build a strategic port in Hambantota, for which he left behind a massive $8 billion debt and the impression that Sri Lanka had fallen into the Chinese embrace. When he lost the election in 2015, he made India the villain of the piece, accusing New Delhi of bringing the opposition together against him. However, it was significant the prime minister Narendra Modi took time out for a separate meeting with Rajapakse when he visited Colombo in 2015. In 2016, Rajapakse led protests against the Sirisena government for what he said was a sale of Sri Lanka’s strategic interests to China, after it transpired that theChinese companies would be allowed to take 15000 hectares of land.In 2017, he has set up his own party with a symbol (lotus) by the Election Commission. The current chief of the party, G.L. Peiris, former foreign minister spoke to TOI about the problems with the Sirisena-China arrangement. If the deal had been done the way Rajapakse had intended, Peiris said, Hambantota would have been a sustainable entity. “What was proposed at the time is different from what is being done today. There is certainly no agreement to hand over 15000 hectares to a Chinese company. That was not contemplated at all. The agreement as structured at the time did not involve the wholesale leasing of the port. It was only leasing a terminal of the port.” Answering questions on the huge debt that Rajapakse left behind, Peiris said, “Loans taken by this government is far in excess of

what President Rajapakse had taken. There was something to show then - today there is nothing. The government has admitted that the money to be paid by China for the port ($1.4 billion) is not to be used for retiring this debt. So the government argument of doing this (giving the land) to pay off the debt doesn’t stand. It will stay in an account in the central bank and it is to be used for things other than repayment of the debt. The debt remains.” Peiris said the payment scheme as set out by the Sirisena government is unsustatinable. “We are still committed to paying it back. In the proposed agreement, the Chinese company will not pay any money for the next 15 years, which means the Sri Lanka Ports Authority will receive no income. At the end of 15 years, Sri Lanka Ports Authority will get money from the Chinese company only if a dividend is declared.” Therefore, he said, for a decade and a half there will be no income accruing to Sri Lanka from the Chinese company in Hambantota Port, but Sri Lanka will be obliged to continue to service the Chinese debt. “That means people of SL will have to be taxed more.” Rajapakse’s deal, he said, was different. “By 2020, Hambantota port would be a viable commercial concern - we would have ensured all services at the port be paid for — investors were required to pay a minimum of $50000 for lease/rent per hectare. Then investors were required to bring in $1.1billion for the development of the port.” This, he said, would ensure continuing income for the period.

Five Indians jailed, fined in Singapore for fraud GST claims Five Indians, who were part of a syndicate, were jailed and fined in Singapore on Monday for making fraudulent goods and services tax (GST) refund claims amounting to over $120,000. They were jailed for making fraudulent GST refund claims amounting to Singaporean dollars 167,253 between January 2015 and May last year. Kothandaraman Gnanam, 29, Karunanidhi Rajesh, 32, Ramaiyan Karthikeyan, 44, and Waithiyalingam Karunanidhi, 61, were jailed for three years and three months. Their accomplice, Karunanithi Saravanan, 37, was jailed for three years and two months, the Strait Times reported. The court heard that the men loitered in and around jewellery shops in ‘Little India’ area to obtain invoices and jewellery tags from customers, who were Singapore permanent residents and work pass holders, not entitled to GST refunds. They would buy the invoices from the customers but no mention was made on the amount they paid for each invoice. Tourists visiting Singapore can claim GST refunds on goods they have bought when

they leave the country. They receive a receipt for goods purchased and an Electronic Tourist Refund Scheme (eTRS) ticket when they buy items from a GST-registered retailer. They can then use the eTRS ticket to make GST refund claims at ports of departure such as the Changi Airport. They can also make similar transactions using the credit cards which they had used to buy their goods.

The five men used their passports and white embarkation cards to obtain eTRS tickets from the respective shops using the receipts they had obtained. They then matched the invoices, jewellery tags and eTRS tickets with the jewellery they already had at hand. Saravanan also provided jewellery from his own wholesale purchases to his accomplices to help them make false claims. The men would then claim eTRS GST cash refunds at the airport before flying off.

WhatsApp group admins can be jailed over offensive posts in India Think twice before becoming administrator of a group on WhatsApp or Facebook as one is liable for prosecution if any rumour or fake news is circulated on it. Social media platforms allow a person to create a group on which members can share views, photographs or videos. Concerns have been raised about social media misuse as fake news, morphed photographs and disturbing videos with fabricated local narratives can easily be circulated that can trigger tension and even communal rift in an area. In a joint order issued by District Magistrate Yogeshwar Ram Mishra and Senior Superintendent of Police Nitin Tiwari, it has been made clear that any factually incorrect, rumour or misleading information on a social media group could result in an FIR against the group administrator. “There are several groups on social media which are named on news groups and also groups with other names which are propagating news and information which is not authentic. These are being forwarded without cross checking,” it said. Considering this issue, directives are being issued to social media groups, WhatsApp and Facebook group administrators and members, the order said. It directed that social media group administrators should be ready to bear the responsibility and ownership of the groups. The administrator must include only those

members who are personally known to him or her. If any statement is made by a group member which is fake, can cause religious disharmony, or rumour, the group admin must deny it on the group and remove the member from the group, the order said. “In the event of inaction from the group admin, he or she will be considered guilty and action will be taken against the group admin,” it said. Such a post must also be reported to the nearest police station so that action can be taken against the member under the law, it said. The order, issued yesterday, says while freedom of expression on social media is important, it also comes with a responsibility. Varanasi is the Lok Sabha constituency of Prime Minister Narendra Modi. The administration has directed that no statement or post which can hurt religious sentiments should be forwarded to any other group or person else legal action will be taken. It also directs that case under cyber crime law, Information Technology Act and IPC will be filed in case of violation of these guidelines. The order also makes it clear that orders of the Supreme Court and various high courts will be considered while initiating action. It needs to be seen how Varanasi police which is facing severe staff crunch implements such an order as WhatsApp and social media are not limited to the boundaries of the district.

At least based on my own spot-poll among work-mates, what’s more significant is that people actually do not remember details of ‘Baahubali: The Beginning’ (2015), this film’s prequel. Which is fair. Incidentally it was about a young man Shivudu (Prabhas:

the crown, who was supposedly slain by his own loyal bodyguard Kattappa (Sathyaraj). Mahishmati is currently ruled by Bhalladev (Rana Daggubati), a tyrant who’s deviously risen to the top, and who believes in looting public money, to build a massive statue. If you can sense a modern analogy, well, sub-text lies in the eyes of the ticket-holder. This film is about the rise and fall of the father Amarendra Baahubali. Did you really need to jog your memory though? No. Like a fine-dine restaurant

over a franchise, ‘Baahubali 2’ is, firstly, a stand-alone film. The Conclusion doesn’t preclude the audience that hasn’t caught The Beginning. It is in fact a much, much better movie, and one rarely says this about sequels. What has drawn you into the theatre already is the action, special effects, and scale of production—all of which was a given, and there is no disappointment on that front at all. For an Indian movie, you’re equally stunned into absolute disbelief. But this film also actually ends up telling a more well rounded story, encompassing both

humour—mainly between Baahubali, and Kattappa—and romance, even if an unlikely one, between Baahubali, the designated king pretending to be serf, and Devasena (hardly

a ‘Helen of Troy’, sadly), the princess of a relatively smaller kingdom. It is an epic all right (scripted by the skillful KV Vijayendra Prasad, who incidentally wrote Baahubali in the same year as Salman Khan’s ‘Bajrani Bhaijaan’). Like all epics— right from pre-historic mythologies (Greek, Indian, Roman)—there is the terrible villain, and an impossibly righteous hero. The conflict at the centre of this battle for power concerns ‘jar and joru’, or wealth, and woman, weaving in basic human emotions like jealousy, envy, greed, lust, and pride, that connects with everyone, regardless of where you’re from. And hence a film from Hyderabad that’s rightly captured the imagination of the entire country, with audiences, for once, sitting and looking up in sheer awe, clapping at the right moments, hooting excitedly. Frankly I can’t recall the last time I pre-booked an 8.10 am first row, first day, first show, in a completely packed hall. Of late, Indian cinema has been more about films that should ideally be watched online, and if it’s a franchise, even better. On a television series now on platforms like Netflix, you don’t even have to wait weeks or months to catch all the episodes. What Baahubali does is show the future of Indian big-screen cinema, if it has to survive the onslaught of Hollywood, or move beyond Rajini, Khans, Kapoor, and Kumar, to begin with. The manager in my theatre says he plans to start Saturday shows, 6.30 am onwards. I can’t think of a better way to start your day. The excitement is totally worth it.

Mahesh Bhatt: Amar will remain forever My earliest memory of Vinod is from the sets of Raj Khosla’s Mera Gaon Mera Desh (1971), where I was the third assistant, and he was making his debut as a villain - Jabbar Singh, not Gabbar Singh! At the very first shot of the film where Vinod dismounts a horse, kicks open a door, and draws his gun out, Raj Khosla said the prophetic words, “This guy will set this nation ablaze.” As an assistant who was entrusted to attend to actor’s needs, we became very close right from the beginning - even while he was a rising star, and I was a struggling nobody. When the opportunity came for me to direct a film, it was a foregone conclusion in my head that he would agree to star in it, although the movie, ironically titled Mukti, got shelved, for financial reasons. The loss of Vinod’s mother, who he was extremely close to, had jolted him to seek answers to existential questions of life - who are we, where are we coming from, and where are we going. I introduced him to ‘Bhagwan Rajneesh’, so he could find solace in the Godman’s tips. I was already a sanyasi by then. Every weekend, Vinod and I would drive down to Osho’s ashram (in Pune) in his white Mercedes, meditate for hours, listen to the Godman’s discourse, read books on Sufism, Nanak, the Gita… Those were intoxicating days. As an actor, Vinod immediately fit the demands of the times. He was extremely good-looking by the standards of the film

industry. Women would swoon over his physique, charm, and charisma. Men would look up to him for the obvious machismo. He remained the only contender who could take on the might of Amitabh Bachchan, or perhaps even dethrone him in the ‘70s. This was the prevailing narrative. And this is why, if you notice, whenever Vinod did a film with Big B - Hera Pheri (1976), Amar Akbar Anthony (1977), Khoon Pasina (1977), Parvarish (1977), Muqaddar Ka Sikander (1978) - audiences instantly lapped it up. They were a delight to watch together.

But much beyond his ambition or determination to succeed as an actor, Vinod had an adventurous spirit. What kind of person would gamble his stardom to seek enlightenment? He packed off at the peak of his career to become a gardener in Osho’s ashram in Oregon. It was considered a suicidal move by the industry. By the time he returned in the ‘90s, India and its movies had altogether changed. I did Jurm (1990) upon his return from the ‘circus’.

Canada’s housing agency says while there are some signs of improvement, the national real estate market is still displaying ‘problematic conditions’ as a whole. Canada Mortgage and Housing Corporation said in its quarterly housing forecast on Tuesday that the national housing market is still showing “strong evidence of problematic conditions,” the same state it was in back in January when the agency put out its last report on the matter. ‘While the overall assessment for Canada has not changed from the previous quarter, the level of overvaluation has been downgraded to moderate,” CMHC chief economist Bob Dugan said. “Eastern markets show weak evidence of overvaluation while this factor is stronger in western centres and markets in southern Ontario where economic fundamentals have not kept pace with recent price growth.” The CMHC examines four aspects of Canada’s various housing markets in coming up with its assessment, considering the level of overbuilding, overheating, overvaluation and price acceleration. It then grades each market on a colour coded green, yellow and red score based on if it sees the risk for that factor as being weak, moderate, or strong.

Home Capital Group says another $290M pulled out of savings accounts Home Capital Group Inc. reported Friday that money continues to flow out of the company, with roughly $290 million pulled out of high-interest savings accounts on Thursday alone. The drawdown comes after another $472 million was withdrawn from the company’s savings accounts on the day before. The alternative mortgage lender said it expects to have $521 million left in its savings accounts as of the start of the business day on Friday. That’s down from about $1.4 billion as recently as Monday. Savers are pulling money out of the company because of concerns about how long a financial lifeline that Home Capital secured this week will last. The company makes money by loaning out funds in its savings accounts to people who want mortgages or other debt. By law, the company has to have a certain amount of money on hand to offset the value of its mortgage book. On Thursday, the company said it had finalized a deal for a $2-billion line of credit, led by the Healthcare of Ontario Pension Plan (HOOPP). Those funds will be used to shore up the company’s balance sheet, but come with a hefty interest rate attached. After news of the HOOPP lifeline emerged on Thursday, the CEO of the pension fund announced he would step down from his job on Home Capital’s board of directors, citing the potential conflict of interest. HOOPP chief executive Jim Keohane had been a director of Home Capital since last year and had been nominated to be re-elected at the mortgage lender’s annual meeting, scheduled for May 11. Home Capital shares were up eight cents at $8.10 in early Friday afternoon trading on the TSX.
