South Asian woman jailed 12 years in sister-in-law’s death Poonam Litt’s sister-inlaw, Mandeep Punia, was given a 12-year prison term for manslaughter in court on Thursday.
Mandeep Punia Punia has been in custody since 2012. She will serve a reduced sentence of 5 years, 6 months and 12 days left due to time served in custody, court heard. Punia cried out “what’s going to happen to my kids?” as
the verdict was read aloud in the Brampton courthouse. Someone from Litt’s family fired back: “go to hell.” About 10 members from both the Punia and Litt family were present for the decision. As Coroza read through the facts, Litt’s family members held back tears. The Crown asked for a sentence of 12 to 14 years, while the defence had sought an 8 to 10 year sentence. Punia was convicted of manslaugter in April, but cleared of a more severe charge of second-degree murder. Coroza told the court that the Crown did not succeed in proving beyond reasonable doubt that Punia had an intention to kill Poonam Litt. Continued on Page 7...

Toronto student Tahmid Hasib Khan arrested in Bangladesh attack University of Toronto student Tahmid Hasib Khan’s family accused Bangladesh police of lying after he was arrested along with one other man in connection with a deadly café attack that left 20 dead. Khan, 22, and British national Hasnat Karim, 47, were arrested in different areas of the capital of Dhaka, and police were seeking court permission to question them for 10 days, said Masudur Rahman, a Dhaka police spokesman. Khan’s friends and family issued a statement Thursday blasting the police announcement as a “blatant lie.” They allege Khan has been in custody since
the attack and has not had access to a lawyer or anyone else. Five armed gunmen attacked the
Holey Artisan Bakery restaurant on the night of July 1, killing 20 people and
holding others inside hostage. Security forces stormed the restaurant on July 2, killing the gunmen and rescuing the remaining 13 hostages. Those killed were nine Italians, seven Japanese, three Bangladeshis and one Indian. Khan and Karim were known to have been inside the restaurant, but Bangladeshi authorities and police denied having them in custody immediately after the attack. Their families and New York-based Human Rights Watch had appealed for news about them, and said the authorities were holding the men. Continued on Page 6...

Canadian economy is tanking under the Federal Liberals By: Umendra Singh The Canadian economy does not seem to be doing too well under the federal Liberals. In fact, the numbers released this week are very worrisome. Apart from sitting on their hands and doing NOTHING about the crises in housing sector, specially in Vancouver and Toronto, Trudeau and his team have come up with no policies or strategies to improve the economy. As a result, there is no confidence in the business sector. Figures released on Friday by Statistics Canada showed that Canada’s merchandise trade deficit with the world widened from $3.5 billion in May to a record $3.6 billion in June. Imports for the month increased 0.8 per cent to $45.0 billion while exports increased 0.6 per cent to $41.4 billion. Imports from the United States, Canada’s biggest trading partner, were up 1.5 per cent to $29.8 billion and exports were down 1.2 per cent to $31.6 billion. As a result, Canada’s trade surplus with the United States narrowed from $2.6 billion in May to $1.8 billion in June. For the April-June quarter, Canada’s trade
deficit with the world widened from $6.4 billion in the first quarter of 2016 to a record $10.7 billion. Economists suggest the trade numbers point to a weaker second-quarter gross domestic product than expected by the Bank of Canada. Canada’s economy contracted by 0.6 per cent in May, as wildfires in Alberta and a slowdown in manufacturing elsewhere in the country combined to create the worst monthly GDP figure since March 2009. The non-conventional oil and gas extraction sector declined by 22 per cent in May. Coming on the heels of an 8.1 per cent decrease in April due to maintenance shutdowns at upgrader facilities, the output level for the oilsands is now at its lowest since May 2011. And the latest job numbers under the Liberals are, well, numbing. There are more jobs lost than created and those that are lost a full time jobs while those that are created are part time temporary jobs. On the other hands, job creation is growing by leaps and bounds in
the United States. The Canadian economy lost 31,200 jobs in July as the number of workers with fulltime jobs fell dramatically and fewer younger Canadians were employed, Statistics Canada reported. Analysts had expected Canada’s economy would create about 10,000 jobs last month -

well it lost more than three times as much. The unemployment rate ticked up to 6.9 per cent, up from 6.8 per cent in June, an increase in line with economists’ forecasts. Statistics Canada said the number of fulltime workers fell by 71,400 — the biggest onemonth decline since October 2011. The loss in full-time jobs was partially offset by an increase of 40,200 part-time jobs, the federal agency said. Younger Canadians also had a tough time finding work, as there were 28,000 fewer jobs for the age 15 to 24 group. Public-sector employment fell by 42,000 in July, while private-sector employment rose slightly. On the other hand, U.S. employers added a healthy 255,000 jobs in July, a sign of confidence amid sluggish economic growth that points to a resilient economy. At the same time, the unemployment rate remained a low 4.9 per cent, the Labour Department said Friday in its monthly jobs report. More Americans launched job searches, and nearly all were hired. But the influx of job seekers meant that the number of unemployed fell only slightly.

Toronto student Tahmid arrested in Bangladesh attack Continued from Page 3... Khan’s family asked Prime Minister Justin Trudeau on July 11 to intervene in the case as Khan is a permanent resident of Canada. Friends and family members say they don’t know why Khan was being held, but insisted he had done nothing wrong. On Facebook, his supporters point out that he has not been formally charged and no evidence has been brought against him. His brother, Talha Khan, a Canadian citizen, sent a letter through a lawyer to Trudeau’s office, seeking Ottawa’s help. On Thursday, a spokesman for Global Affairs Canada said the government had been in touch with Bangladeshi authorities regarding the status of a Canadian permanent resident and were monitoring the situation closely. “There are limits to what any country can do for individuals who are not citizens of that country,” Michael O’Shaughnessy said. “Due to privacy considerations, further details cannot be released.” Khan, an undergraduate student studying global health at U of T, had travelled to Dhaka to visit family, with plans to go on to Nepal to begin an internship last month. Two of Khan’s friends, Josh Grondin and Rusaro Nyinawumwami, published a letter in the U of T’s Varsity student newspaper earlier this week painting him as a typical student who plays guitar, sings and plays soccer. But a South Korean man from a nearby apartment had shot a video of the scene in the restaurant during which Karim was seen talking to the attackers. Police also said there were photographs showing Karim smoking on the rooftop of the building with two of the attackers standing behind him. “We are taking them to a court and we have already sought 10 days police custody for further questioning,” Rahman said soon after the arrests. Karim had lived in the U.K. for nearly 20 years and returned to Bangladesh a few years ago, when he began teaching in a private university in Dhaka. Later, he was under investigation for his alleged involvement with a banned Islamic group, Hizbut Tahrir. He left the university in 2012 and became a businessman. One of the attackers has been identified as his former student. Bangladesh police have said they are investigating whether the attackers had links to the Islamic State of Iraq and Syria, which claimed responsibility for the attack. The claim was rejected by Bangladesh’s government, which said ISIS has no presence in the country and instead blamed a local radical group, Jumatul Mujahedeen Bangladesh.

Coroza also highlighted the subsequent concealment of the stabbing as another key factor in the sentencing. This was not a case of accidental homicide, he summarized, but an aggravated manslaughter. Punia’s husband, Skinder Punia, was sentenced to seven years in prison for helping her dispose of Litt’s body. Punia’s father, Kulwant Litt, has pleaded guilty to being an accessory after the fact for burying Poonam Litt’s body. He’s set to be sentenced tomorrow, and has been in custody since he was arrested four years ago. Poonam Litt, 27, was reported missing in February 2009 after she didn’t show up for work one morning. She was pregnant at the time of her disappearance and left a two-yearold daughter behind. Her remains were found in a wooded area of Caledon in 2012. A jury found Mandeep Punia guilty of the lesser charge of manslaughter in the death of her 27-year-old sister-in-law on Saturday, after acquitting the Brampton woman of second-degree murder. Punia’s husband — Skinder Punia — was also found guilty of acting as an accessory after the fact to manslaughter in the death of Poonam Litt. Litt was reported missing in February 2009. Her remains were found on a property in Caledon Village, about 25 kilometres northwest of Brampton, three years later. The young mother worked at a dental office a few blocks from her home and walked there each day. But on the morning of Feb. 5, 2009, she never arrived. Litt had a young daughter and was pregnant at the time of her death. Her husband, Manjinder Litt, travelled to India on Jan. 13, 2009, which was the last day he saw her, according to police at the time of the search. At Punia’s first court appearance, police said Litt’s husband had never been considered a suspect in her disappearance.

Philipp said one of his offices reported four cancelled deals as a result of the tax, while another reported five failed transactions on Friday alone, with one directly tied to the tax. “There’s a domino effect here. One deal collapses, there’s so many other deals impacted by that,” Philipp said. Not all of the cancelled transactions are directly due to a foreign buyer pulling out, but when they do, it could leave sellers in the lurch and force them to pull out of their own property purchases, creating a contagion effect, he said.

Nothing illegal about birth tourism at BC hospitals
Federal authorities say foreign nationals coming to Vancouver to have babies aren’t breaking any laws as long as they can show they have money to pay for their medical care. Birth tourism is becoming increasingly popular, especially in Richmond, where nonresident births are steadily rising, from just 18 in 2010 to 339 in the past fiscal year. Women primarily from China are seeking labour and delivery services at Richmond Hospital. Canada Border Services spokeswoman Sarah Lawley-Wakelin said pregnancy is “not a reason in itself to not admit a tourist. “But if a foreigner is seeking entry to Canada for the express purpose of undergoing medical treatment and can’t show they have the money to pay for it, then that could be deemed by a CBSA officer as a potential excessive demand on health service, thus making that individual inadmissible.” Chinese nationals must have a temporary (tourist/visitor) resident visa (TRV) to enter Canada and must state the purpose of travelling to Canada, said Nancy Caron, spokeswoman for Immigration, Refugees and Citizenship Canada (IRCC). “People should always be honest about the purpose of their visit when applying to come to Canada. It is a serious crime to lie or to provide false information or documents when dealing with (IRCC). Lying on an application or during in an interview with an IRCC officer is fraud and it is a crime,” Caron said. Asked if there have been any investigations, charges or convictions against foreigners who didn’t admit they were coming to Canada to have a baby, she said: “Immigration, Refugees and Citizenship Canada isn’t aware of any investigations into foreigners who didn’t admit they were entering Canada solely for the purpose of giving birth to a baby.” Vancouver immigration lawyer Steven Meurrens said the increasing popularity of birth tourism would appear to be so mothers can obtain Canadian citizenship, passports, birth certificates and other documents for their newborns.

BC-led study of Tibetan monks suggests meditation can improve long-term brain activity British Columbian scientists who recently trekked into Tibet to study the impact of meditation on monks have returned with research that suggests the practice can increase long-term brain function. University of Victoria neuroscientist Olav Krigolson, along with Gordon Binsted, dean of the faculty of health and social development at UBC Okanagan, led the study that monitored the brain activity of 27 monks while they meditated in their monasteries. Each monk was outfitted with a headbandsized electroencephalography (EEG) system. The devices recorded alpha, beta and gamma brain activity.

BC jobless rate bright spot in Canada B.C. stands out according to Statistics Canada’s most recent look at joblessness, with the unemployment rate in this province falling to 5.6 per cent. The province has the lowest unemployment rate — and the strongest growth rate — in the country, according to the data. The rate fell last month three-tenths of a percentage point, while in other provinces it climbed. About 12,000 people found jobs in B.C. in July this year. Over the past year a total of 85,000 jobs were added to the economy. While B.C.’s rate falls, national numbers show a different story — the unemployment
rate nationally rose to 6.9 per cent last month, blamed in part on 36,000 jobs lost in Ontario alone. The number of Canadians in full-time jobs also dropped, along with the number of young employed Canadians. Alberta unemployment rises to 8.6% in July, highest rate since 1994
The unemployment rate in Alberta has hit its highest level since September 1994, at 8.6 per cent in July, Statistics Canada says. The July numbers were released on Friday in the federal agency’s monthly Labour Force Survey (LFS). Over the past year, 104,000 full-time jobs were lost in Alberta. Factoring in fulland part-time job losses, the figure shrinks to 49,000. Since July 2015, Alberta’s unemployment rate has risen 2.4 percentage points. In Calgary, the unemployment rate of 8.6 per cent was the worst among 33 Canadian metropolitan areas surveyed. Edmonton’s unemployment rate of 7.7 per
cent was the sixth highest. Economist Todd Hirsch of ATB Financial said that although Alberta shed jobs for the fourth consecutive month, the number was “negligible� and the increase in the unemployment rate was really caused by 17,600 more people entering the workforce. Statistics Canada reported the province lost 10,600 full-time jobs and gained 9,100 part-time jobs in July compared with June. Nationally, Canada’s economy lost about 31,000 jobs in July. Full-time employment fell by 71,000, offset by a gain of 40,000 part-time jobs.

Canada’s economy sheds 31,200 jobs, pushing jobless rate to 6.9 per cent Canada’s employment market caved in July, unexpectedly losing tens of thousands of jobs — most on them full-time positions, with Ontario taking the brunt of the declines — and pushing the jobless rate higher. Most forecasters had expected job growth to resume last month after a small loss in June, which would have continued the recent sea-saw labour pattern. But data from Statistics Canada on Friday showed a net loss of 31,200 workers — enough to push the unemployment rate to 6.9 per cent, up from 6.8 per cent the previous month. Canada trade deficit widens to record $3.6 billion, far worse than economists expected Canada’s trade gap unexpectedly widened to a record deficit in June as imports of motor vehicles and parts jumped, while the increase in exports was lacklustre, data from Statistics Canada showed on Friday. The $3.63 billion deficit was greater than the $2.82 billion that economists had expected. Exports were up just 0.6 per cent in June, but that was largely due to a jump in prices, with volumes down 1.4 per cent. Overall exports were lifted by a 7.2 increase for energy products as prices for crude oil and bitumen rose. But excluding energy products, exports were down 0.4 per cent. Canada’s job numbers also disappointed Friday, with the economy losing 31,200 jobs in July — enough to push the unemployment rate to 6.9 per cent, up from 6.8 per cent the previous month. “While both figures are worse
than expectations, the trade data are probably the bigger disappointment,” wrote BMO chief economist Douglas Porter. “While we still believe the BoC is likely to stay on the sidelines for a prolonged period (even if the Fed resumes tightening), the ugly export trend keep the slim chances of BoC easing alive.” In the second quarter, exports tumbled 4.7 per cent, the largest decline since the second quarter of 2009. After a strong start to the year, economists expect this drop, along with the disruption to oil production caused by wildfires in northern Alberta, to weigh on economic growth data for the second quarter. Fatal hit-and-run driver with previous records gets only 15 month in jail
A Surrey father whose teenage son was killed in a hit-and-run crash two years ago was “speechless” after seeing the other driver receive a 15-month jail sentence. “I feel like I’ve been disappointed like crazy by the justice system,” Ken Dhillon said Thursday, following sentencing in provincial court in Surrey for Balwinder Kumar Saggu. “Justice delayed is justice denied — it’s been two years. I didn’t expect much, but I didn’t expect this either.” Saggu, 64, pleaded guilty to a charge of failing to stop at the scene of an accident. At about 10:45 p.m. on June 24, 2014, 16-year-old Kevin Dhillon was riding a motorcycle west on 96th Avenue at 123A Street when a Honda Accord driven by Saggu turned left in front of him. Dhillon hit the rear passenger side of the car and was thrown from his motorcycle. He died a short time later. Following the crash, Saggu continued driving on 123A Street for a short distance, pursued by Dhillon’s cousin and friend, who had been following Dhillon as he drove. Saggu pulled over and came “stumbling and tumbling” out of the driver’s seat. They asked if he had been drinking and he said he had not. Dhillon’s cousin and friend then went back to help Dhillon, and Saggu walked from the scene. The next day Saggu called police to report the Honda stolen. The car was not insured and had been given to Saggu by a friend to be repaired. On June 25, 2014, Saggu was arrested. He confessed that he had left the scene and filed a false police report. In her decision, Judge Jennifer Oulton said Saggu failed in his moral and legal duty as a driver, citizen and human being to stay and offer assistance to the victim and police. “Mr. Saggu’s actions prevented a complete investigation at the time, and left important unanswered questions,” Oulton said, calling Saggu’s decision to leave “callous.” Saggu has a lengthy driving record, with 61 offences dating to the 1980s, including a previous instance of leaving the scene of an

Ms. Decary was formerly licensed with Haven Properties of Surrey. A Discipline Hearing Committee of the Council ordered the cancellation of Ms. Decary's licence after she deliberately breached the terms of a suspension order. The Council had suspended Ms. Decary's licence for thirty days, from July 6, 2016 to August 4, 2016 inclusive, during which time she was prohibited from providing real estate services to or on behalf of any member of the public. The Discipline Committee found that Ms. Decary had continued to provide real estate services during her suspension. Any concerned former clients of Ms. Decary can contact the Council at 604-6839664. Metro Vancouver real estate sales fall almost 20 per cent in July The torrid pace of home sales across the Lower Mainland cooled substantially in July as sales in both the region’s main real estate boards fell, particularly for high-priced singlefamily houses, though markets remain in favour of sellers. Across Greater Vancouver and Fraser Valley boards, prices remain elevated at near record levels. “Home sale activity showed some moderating signs in late June and this carried into July,” said Dan Morrison, president of the Real Estate Board of Greater Vancouver. Sales tumbled 19 per cent in July across the Real Estate Board of Greater Vancouver’s territory, with 3,226 transactions recorded through the realtor-controlled Multiple Listing Service compared with 3,978 sales in July of 2015. That also represented a 27 per cent decline from June. However, sales of detached homes dropped the most with 1,077 units changing hands in July, down 31 per cent from the same month a year ago and the second month in a row that sales of single-family homes have declined. In the Fraser Valley, sales across the region were down 10 per cent compared with the same month a year ago to 1,962 transactions in July. However, that was a 32-per-cent decline from June. “A slowing down in activity is expected during the summer,” said Charles Weibe, president of the Fraser Valley Real Estate Board in a media release. “While it may seem drastic or alarming when compared to months prior, this easing off is welcome as we get further into
the year,” which gives inventory a chance to catch up. And once again, it was sales of detached homes that were down the most in the Fraser Valley with 828 properties changing hands in July representing a 30-per-cent drop from the same month a year ago and a 35-per-cent decline from June. Measured by the salesto-active-listings ratio, however, both Greater Vancouver, at 38 per cent and Fraser Valley, at 32 per cent, remain in so-called seller’s market territory. Economists typically estimate that a ratio over 25 per cent over a sustained period will put upward pressure on prices. In the Real Estate Board of Greater Vancouver’s territory, the benchmark price for detached homes — an average of typical homes sold — hit $1.58 million in July, which is still running at 38 per cent above the same month a year ago and up just over one per cent from $1.56 million in June. In the Fraser Valley, the benchmark price for single family homes hit $881,400 in July, up 42 per cent from the same month a year ago, and up 2.3 per cent from $861,600 in June. Morrison said that for Greater Vancouver, July was the first month since January that sales across the board’s region fell, which includes most of Metro Vancouver except Surrey, and stretches to Bowen Island, the Sunshine Coast and along the Sea to Sky Highway to Squamish and Whistler. In the Fraser Valley, the drop meant that July was the first month in 2016 that sales did not break a previous record.

Incomplete foreign buyers study still has value, BC Govt. says The B.C. government says it can still find a use for an unfinished study into the effect of foreign buyers on local real estate, even if it has already leapt ahead with a foreign buyer property tax. Housing Minister Rich Coleman said Thursday that the foreign buyer research, which was started by BC Housing in February, will cost $68,000 and be completed by the end of the year. “This is a complex issue and certainly the province finds value in any credible data or analysis which may help inform further consideration, discussion, and future decision-making,” Coleman said in a statement. “We look forward to the findings. The study is intended (to) go far beyond the scope of recent policy changes, which government decided to act upon more quickly to address immediate challenges in (relation) to housing affordability.” The Opposition NDP maintains the study is a waste of money because the government
charged forward with the 15 per cent foreign buyer tax last week, without waiting for any data or conclusions from the research. Any work would be of dubious value because government dramatically changed the marketplace with the new tax halfway through the study period, said NDP critic David Eby. “This is evidence of the sudden panic and rush to get something, anything on the table for the public that showed some kind of action other than just studying the problem,” said Eby. “This study and the money spent on it is a victim of that.” Though the province describes the research as far-reaching, internal documents show it’s focused heavily on the issue of foreign buyers in real estate. “Currently there is not any direct way to determine the magnitude of foreign ownership,” reads a 20-page proposal to government by the Conference Board of Canada, which was hired in February to conduct the research.
Abbotsford Police investigating possible teen ‘date rape’ drugging Abbotsford police are investigating an incident involving two teen girls who may have been slipped the date-rape drug, GHB. Two young women told police they were drinking near Matsqui Recreation Centre and skateboard park, which is in the 3100 block of Clearbrook Road. It’s believed the teens were there between 11 p.m. PT on Saturday July 30 and 1 a.m. PT on Sunday. The 14 and 16-year-old girls told police they somehow became separated. That’s when, according to police, a couple passing by found the 16-year-old who appeared not only intoxicated, but possibly under the influence of drugs and gave her a ride home. Her parents returned to the park, looking for the 14-year-old. Both teens were taken to hospital, where staff ran tests to determine if Gamma Hydroxybutyrate or GHB — one of the substances used as a “date rape drug” — had been ingested by the girls. Results of the tests are not yet available. “The mystery is how one or both of them would have ended up ingesting GHB and so what we’re trying to do is preclude the possibility that
someone came upon them or met them there and maybe with ulterior motives slipped them some GHB with who knows what intentions,” said Cost. Ian Macdonald of Abbotsford Police. Shawn Lecy, whose son often rides at the park, said it’s usually busy with kids and teens
from the neighbourhood. “I’ve never heard of a problem here before, my son’s never come home with any issues from here,” he said. Police are looking for the “Good Samaritan” who picked up the “upset and intoxicated” teen by the side of the road to help get her home. Macdonald says the girls have only a foggy memory of what happened, and more information is needed before it becomes clear what exactly happened in this case.

BC blueberry glut fuelled as buyers play land value ‘long game’ An aging mansion sits vacant on an estate outside Vancouver, the garage overtaken by a blueberry sorter and a walk-in cooler packed with the fruit. The owner, an investor from mainland China, leases the estate to Fred Liu at such a bargain the farmer grows blueberries in its fields even though the bottom has fallen out of the market. As it turns out, the same wave of Chinese wealth that has fuelled real estate booms in cities like New York, Sydney and San Francisco and stoked the art market worldwide also has contributed to an unexpected glut of blueberries. Chinese investors riding a hot property
market along the Pacific Coast have socked millions into a belt of protected farmland around Vancouver, long a destination for Asian immigrants, and many have taken advantage of Canadian agricultural tax breaks, agents and farmers said. Because much of the land is restricted to farming, rents have remained stubbornly low. Earlier this summer, Lala Bandres quit her job in Mexico to learn English in Canada. She received a three-month student visa, paid about $5,000 in tuition fees and packed her bags for Vancouver. But the teachers at her school, Vancouver English Centre (VEC), have been on strike since Tuesday. The school is refusing to give her the refund she has asked for — and the clock on her student visa is ticking. “What happens if I [go] back to Mexico, and this school doesn’t give me my money, and this school doesn’t give me my education?” Bandres asked. “I quit my job to study here and I [now] don’t have anything — no school and no money.” About 600 students at VEC have had their English as a Second Language (ESL) classes cancelled until further notice due to the strike. ETEA Local 9, the union representing the school’s teachers, says it’s been trying to secure a fair contract for its members for the last 15 months, leaving them with no option but to strike. “I felt really bad about having to do this [to the students],” said Kim Fissel, interim president of ETEA Local 9 and a teacher at the school for the last four years. “It’s a very extreme movement, but unfortunately, it’s
what we had to do.” The school issued a notice to its students on Tuesday informing them of the strike. In place of classes, the school is offering students “a wide variety of leisure and sightseeing activities” in and around Vancouver, as well as

A missing eight-year-old girl has been found safe and sound, but her 19-year-old brother is facing charges in the case, Calgary police said in a release Wednesday night. The family called police around 5:30 a.m. Wednesday when they woke up and found the girl, her brother and a vehicle missing from their Greenview home in the city’s northeast. Calgary police determined the pair was headed to B.C. and asked RCMP for help. The Mounties spotted the car near Hope, B.C., followed it and made an arrest near Abbotsford. The girl is unharmed, police said. The girl’s father was flown out to be reunited with her through a Missing Children Society of Canada and WestJet program. The older brother will return to Alberta later in the week to face charges related to the incident. The girl was found before investigators could determine if the case met the criteria for an Amber Alert.
Surrey is getting provincial government cash for its Bear Creek Greenway cycling infrastructure project. The $141,302 in BikeBC funding will help pay for the expansion of cycling lanes and paths cyclists and pedestrians can use. “We want cycling to be an option that is safe and convenient for all of our communities,” says Amrik Virk, Liberal MLA for Surrey-Tynehead. “Creating more cycling and pedestrian lanes helps reduce some of the extra traffic on our roadways and is also a great way to promote a more active lifestyle.” The provincial BikeBC cost-sharing program is part of the government’s 10-year transportation plan, B.C. on the Move. Molson Coors to open new plant in Chilliwack A new Molson Coors Canada brewery will be built in Chilliwack, the brewery announced Thursday. After months of discussions with various B.C. municipalities, Molson Coors chose a 14-hectare site located along Kerr Avenue in Chilliwack. The company had been searching for a new site since last November when it announced it had sold the land at the south end of Burrard Street in Vancouver where its brewery has stood for more than 50 years. A 25-year-old man is dead after a fight between two cell mates at Surrey Pretrial on Wednesday (Aug. 3). He is the second person to die at Surrey pretrial in a week. Police say correctional officers intervened in the fight, which happened at around 7:30 p.m., and separated the victim from his 22-year-old cell mate. The victim was taken to hospital with extensive injuries and died at hospital just before 1:30 a.m. Thursday, according to the Integrated Homicide Investigation Team (IHIT), which has conduct of the investigation. The victim’s family has been notified, but due to the isolation of the event within the Surrey Pretrial Centre, the victim’s name will not be released. IHIT has consulted with Crown Counsel regarding charges, but homicide related charges have not yet been approved. “IHIT is working with the Integrated Forensic Identification Section, the Surrey RCMP, the Surrey Pretrial Services Centre, and the BC Coroner’s Service to help piece together the factors that led up to the altercation, and subsequent death of the male victim,” said Corporal Meghan Foster in a release. Both males were awaiting court appearances on separate matters, police say, and neither of the males knew each other prior to their incarceration.

Gregor Robertson agrees to turn Vancouver tent city into ‘100% social housing’ Vancouver Mayor Gregor Robertson has committed to turn an empty lot that’s been the site of a tent city protest into social housing. Robertson made the announcement after meeting with poverty activists and members of the Downtown Eastside community Tuesday afternoon for an hour and a half to discuss housing issues. “We’ve come to an agreement to make sure that the 58 West Hastings site is 100 per cent social housing,” Roberson said. “Part of this is making sure this building is available to people who are on welfare, who are on pensions.” Protesters, led by the Vancouver Area Network of Drug Users, have occupied the empty lot for almost a month. It has long been a contentious site for those arguing for affordable housing in the city; the lot was turned into a tent village during the 2010 Winter Olympic Games.
“We’ve lost so much of the housing here in Vancouver that was at shelter rates, partly because of affordability here in Vancouver, partly because welfare rates have been frozen for so many years,” Robertson said. “Whoever the next [provincial] government elected next year is, they have to commit to raising shelter rates so people can afford to live in this province. They have to commit to solving homelessness.” Robertson said the city has 20 vacant properties it wants to develop into social housing, in partnership with the federal and provincial governments. Completing the rezoning work for 58 West Hastings would probably take place in early 2017, Robertson said. The site, once developed, could have as many as 300 units of housing. Robertson said it could take several years to get the housing built and have residents move in.
Port Mann Bridge lost $82.5M last year The Port Mann Bridge is still operating at a loss even though more people are using the span, a new report shows. The bridge showed a loss of $82.5 million for the fiscal year 2015/2016, according to a report from the Transportation Investment Corporation, which operates the span.
It’s an improvement from last year, when the bridge lost nearly $89 million, the report says Greg Johnson, a spokesperson for the Transportation Investment Corporation, said the news is not all bad. Despite the loss, the report said traffic on the bridge has increased by five per cent in the last year and revenue was $8 million higher than targeted. “More and more drivers are choosing the Port Mann bridge everyday,” Johnson said. “In 2015-16, we saw about five or six per
cent more drivers choose it over 2014. That’s because it’s safe, it’s fast, it’s reliable.” However, one critic said he thinks toll prices are steep and thinks the losses provide lessons for future bridge construction projects. “I think the toll is too high,” said Jordan Bateman of the Canadian Taxpayers’ Federation. “I think people are struggling with the cost of living across the Lower Mainland,” which may have affected traffic numbers on the bridge, Bateman said. He suggested that Transportation Investment Corporation — a Crown corporation — might consider introducing cheaper tolls for off-peak hours. Figures from the provincial budget last spring showed the bridge is forecast to lose more money in the coming years, estimated at $102 million in 2016/17 and $106 million in 2017/18. In 2012, the provincial budget projected a $28.3 million loss on the bridge for 2014/2015. The bridge opened to traffic in September 2012, and full toll rates were introduced in January 2014. Those rates rose slightly in August 2015 due to costs linked to building, operating, and maintaining the new span.
West Kelowna shooting leaves driver injured, alleged gunman run down A man was shot multiple times in West Kelowna Tuesday night during what police say was a targeted attack. West Kelowna RCMP say the 48-year-old victim was in a vehicle when he met up with a man on a bicycle at Hudson Road near Highway 97. The cyclist allegedly produced a firearm and started shooting at the driver. Then, police say, the driver hit the cyclist with his vehicle. The driver was rushed to hospital with serious but non-lifethreatening injuries. RCMP used a police dog to find and arrest the alleged gunman, a 29-year-old West Kelowna man, who they say was hiding in the vicinity. Cst. Jesse O’Donaghey says the suspect was suffering from what are believed to be non-life-threatening injuries and remains in custody. RCMP say they are investigating and charges have yet to be filed.
Opposition claims BC Liberals rushed foreign buyers tax What’s the point of paying for a study and then introducing a policy before that report is complete? That’s the question the NDP is asking about the BC Liberals’ move to introduce a foreign buyers tax while waiting on research on that very issue. The Conference Board of Canada was commissioned by the province to examine the impact of foreign buyers — but before the province had a chance to get that back, the move was made to bring in the 15 per cent foreign buyer tax for Metro Vancouver. “The government commissioned this study, which was supposed to advise them about what was causing the out of control prices in the real estate market,” says NDP Housing Critic David Eby. “It turns out to be a huge waste of public money and a waste of time for everybody, because the government acted before the study was complete. I think it’s just one more indicator about
how rushed this tax was, and how poorly thought out it was, given the government had commissioned a number of studies that it didn’t even bother waiting for.” He adds the levy is hurting many people who had deals lined up before its surprise introduction. “The political reality was that the province wanted to do nothing, and the polls were telling them that was no longer a viable option, that they had to do something,” says Eby. “So they rushed this tax through. That’s the unfortunate piece. There were a bunch of casualties along the way. So, a number of British Columbians who had real estate deals in the pipeline for example, a number of people who live, work and pay taxes here who got hit by the tax who certainly don’t deserve to be hit by this tax, because they’re in the immigration pipeline. “Also, a significant spend on research and studies that were totally pointless.
Ultrasounds by non-accredited company forbidden by B.C. Supreme Court A British Columbia court has banned an American man and his medical diagnostic company from providing ultrasounds in the province. Provincial Supreme Court Justice George Macintosh has granted an injunction order prohibiting Randy Spielvogel and his company, Mobile Life Imaging, from unlawfully practising medicine in B.C. The College of Physicians and Surgeons of B.C. says it conducted a lengthy investigation after hearing concerns that the company was providing ultrasounds to screen for diseases, but was not accredited by the regulator. It says the company had a mobile unit that travelled around several communities, including Abbotsford, Chilliwack, Langley, Maple Ridge and Delta. The college says it sent Spielvogel letters informing him neither he nor the company are authorized to provide medical services in B.C., but says the North Dakota man’s replies indicated he would not stop. The court order says Spielvogel and the company cannot provide any service regulated by the college, including ultrasound services, until they have been accredited by the regulator.

Charlie’s Tree, a fighter pilot memorial, falls after 300 years Charlie’s Tree survived near-bulldozing for a highway and several fires, but in the end, the 300-year-old Douglas Fir, which served as a memorial to fallen fighter pilots, may have fallen because of the ivy lovingly planted at its base.
Charlie Perkins trained fighter pilots during the First World War, and survived horrific injuries himself. When he returned to farm in Surrey B.C. he used the old tree to create a memorial to the young pilots he’d trained who were lost. Anybody driving east on Highway 1, just before Langley B.C., could see the massive fir with three small flags, a white cross and a sign: Charlie’s Tree. There it stood as a memorial for 97 years. The Douglas Fir stood for years, memorial wreaths at its base and a year marker, skirted by ivy that Perkins had planted around the tree. Then Saturday night just before 8:30 p.m. PT the tree fell, blocking two eastbound lanes of Highway 1 in Surrey. Crews worked for hours to remove what took 300 years to grow.
Larry Perkins said his dad saved the landmark from the very highway where it eventually fell. “Dad wrote a letter (to the highways minister) and he came out and walked down the skid road with my dad to the tree. It was in commemoration to past pilots and fighters. Phil Gaglardi (then highways minister) said .. that’s no problem we will go around it,” said Perkins. So the tree survived, as it would several fires, its survival credited to the ivy wound around it. But that ivy may have been its downfall. Douglas Fir trees can survive up to 1,000 years. Shade-tolerant English ivy — an exotic invasive species in B.C. — is known to climb, cover tree canopies and reduce light to the forest floor while strangling its host tree by eventually girdling it. Once a tree is girdled, meaning the bark is damaged around the circumference of the trunk, the tree will eventually die. Ronda Murdock of Pacific Rainforest Adventure Tours said in an email that the tree could have survived many more centuries if it had not been girdled by the ivy, which chokes the nutrients to the tree. People who loved the tree are calling for something to replace it. Roy Knott used to lay wreaths at the foot of Charlie’s Tree wants a plaque at the site. Charles Carroll, an old friend of Charlie, wants a parking lot so that Charlie Perkins’ wish to honour his fallen comrades does not fall with the majestic tree lost this weekend.

Jeannine Buck says she was a passenger in a Cessna 140 Monday when she accidentally dropped her phone while the plane flew above Stanley Park. Dave Zoppa, who was also on the flight, says they
turned into high-tech sleuths when the flight ended, using the Find My Phone app to zero in on the device. Zoppa says it was in the woods off a path and even though it must have hit trees and branches on the way down, the screen is uncracked.
Owner of Burger King and Tim Hortons reports eight-fold profit jump as new lunch menu clicks The parent company of Tim Hortons and Burger King saw its profit soar as the company added restaurants to its global network and saw higher sales of wraps and lunch salads. Net income at Restaurant Brands International Inc. in the second quarter leapt to US$90.9 million, or 38 cents per share, up from US$11 million (five cents) in the second quarter of 2015. Adjusted earnings of 41 cents per share in the period ending June 30 beat analyst estimates of 35 cents. Last year’s profit was reduced by one-time costs associated with the restaurant company’s acquisition of Tim Hortons. Revenue was flat at US$1.04 billion, largely due to a negative currency impact. Shares rose three per cent in afternoon trading to US$46.05. Chief executive Daniel Schwartz said the company is keen to further expand Tim Hortons’ lunch menu after the recent success of new offerings including side salads, potato wedges and the Chicken Bacon Ranch Wrap. The side dishes will be “very important
to building our lunch business over time,” Schwartz said in an interview. “We still see such a big opportunity to continue to grow the size of our lunch
business,” which is smaller than the company’s breakfast business. During the quarter the company secured a development deal in Minnesota to open Tim Hortons outlets with local partners over the next 14 years. Last week, the rapidly expanding Canadian coffee and baked goods chain announced a development deal for the Philippines. Tim Hortons’ systemwide sales were US$1.67 billion, up from US$1.66 billion a year ago due to currency fluctuations.
UBC sexual assault suspect David Singh Tucker dies at Surrey Pretrial Centre
A man charged in relation to a violent sexual assault on the UBC campus has died while in custody of the provincial Corrections Service. The B.C. Coroners Service confirmed that David Singh Tucker, 28, died at the Surrey Pretrial Services Centre late on July 24 and was found by staff early July 25. Coroners service spokeswoman Barb McLintock said the cause and manner of Tucker’s death were under investigation. B.C. Corrections confirmed the death and expressed condolences for Tucker’s family. “Any custody-related death is a tragedy, and I can assure you that each and every one is taken extremely seriously,” said spokeswoman Amy Lapsley. “We are conducting a critical incident review to investigate the circumstances, relevant history, and possible contributing factors preceding this death, to make recommendations that may reduce the likelihood of similar incident in the future.”
Tucker and 23-year-old Yuan Zhi Gao, the co-accused in the case, were both charged in May with one count of breaking and entering. Tucker was also charged with three counts each of: • Sexual assault with a weapon. • Forcible confinement. • Robbery. He had also been charged with one count of wearing a mask with intent to commit an indictable offence. Gao was granted bail in May after posting a $50,000 bond with conditions that included not going west of Blenheim Street, onto the UBC Campus or Endowment Grounds. He was also banned from having contact with the alleged victims or Tucker. The pair were arrested in May outside an apartment on Birney Avenue near Wesbrook Mall on the UBC campus. At the time, RCMP said the victims and suspects did not know each other.

Canada’s economy is growing at the slowest pace in 60 years Canada is in the midst of one of its weakest expansions ever, and only the housing boom keeps it from getting worse. That’s one of the key takeaways from Friday’s GDP report. Two years since oil prices started plunging, Canada’s economy is almost completely reliant for growth on bank lending and the hot Vancouver and Toronto housing markets generating fees for brokers. Real estate and financial services now account for 20 per cent of the economy, levels not seen in the data since the early 1960s. That could be a problem, with household debt at a record and policy makers scrambling to slow price gains that are making homes unaffordable for all but the wealthiest buyers. While Bank of Canada policy makers expect a sharp second-half rebound as oil production resumes and exports pick up, some investors are hedging their bets. Swaps trading suggests an almost 30 per cent chance Governor Stephen Poloz will cut interest rates
by the October meeting to give the economy another jolt. At the very least, the economy’s lethargy will add urgency to efforts by Prime Minister Justin Trudeau and Finance Minister Bill Morneau to bolster long-term growth ahead of the 2017 budget. economy has stalled altogether with zero growth. That’s mostly due to Alberta wildfires in May shutting down oil production. But there appear to be deeper forces at play. Averaging GDP over three months in order to reduce the effect of the wildfires still produces the same result: the worst two-year expansion outside a recession in decades. Output of mining companies, oil and gas producers and their support sectors plunged
14 per cent in May from the same month two years earlier. Averaged over three months, the decline is only 9 per cent. Excluding the May figures, oil production has held up relatively well in volume terms, even with the oil-price drop. The same can’t be said for investment into new capacity. Engineering-related construction — closely associated with oil company investments — is down 21 per cent over that time. The decline in resource production, coupled with the fall in engineering works, has shaved about 1.7 per cent off Canadian GDP in the two years through May.

Local film industry headed for another record-breaking year Just a little over half way through the year, and already people in the local film industry predict this will be a record-breaking year. Some are saying business is up by 20 per cent from last year – a year which also broke records. Pete Mitchell, who is president of Vancouver Film Studios, says every aspect of the business is operating at full capacity. “We’re at a point right now where we have a shortage of equipment, facilities and people. Locations are being
stressed because there is such high demand to get into neighbourhoods that get a lot of repeat filming.” He points out the industry not only employs productiontypes but technicians, carpenters, electricians, wardrobe experts and even sculptors. He says anyone who may have dropped out of the business a few years ago when things were tough are back at it, and production companies are recruiting to keep up with demand.
The overall health of the sector is being enhanced by the sheer number of Netflix and Amazon TV series being shot here, like A Series of Unfortunate Events, Man in a High Castle and Bates Motel as well as others such as The Flash and Arrow. “TV series are able to commit to multi-year productions. It allows people to invest to expand their facilities and
the equipment they have. It’s what is really driving the industry,” says Mitchell. And why is business so good? Mitchell says it’s not only the low dollar, but the quality of production-making for the right price. Vancouver, incidentally, is number one in Canada when it comes to the place production companies come to make pilot TV episodes.
Richmond Mayor says Massey Tunnel Replacement Project should be scaled back Richmond’s mayor is using the BC government’s own data showing traffic is declining at the Massey Tunnel to strengthen his case for the replacement project to be scaled back. He says it’s more proof the 10-lane, $3.5-billion bridge is a bad idea. The data is found in the BC government’s environmental assessment submissions for the project. It shows average traffic volume for the tunnel decreased steadily between 2005 and 2014. Malcolm Brodie has a laundry list of reasons to oppose the project. He says the data is the latest. “The north bound traffic is just going to have gridlock just as much as ever before except it will be a shorter line because they’ll get over the big, new bridge fast, but Oak and 70th is still going to be a problem. We’ve got problems or challenges in relation to the farm land, we’ve got challenges with the tolling policy because traffic is going to be diverted to other bridges…and of course the involvement of the port. So I think the story is far from being told in public by the government and I think it’s time that they did.” Brodie has been vocally opposed to the
project in this form since its announcement. Brodie, and others, believe better access for freighters and tankers for the port is the major reason the bridge was chosen as opposed to a more modest option. “They want the tunnel removed so they can
get bigger ships, more ships to come up and down that river with LNG, with jet fuel, with this terrible coal they’re bringing from the United States. All kinds of products are to go up and down that river. It’s to be a far bigger channel for commerce and that’s a big part of why they want this high, long bridge.” He would rather see a regional tolling policy which would spread the traffic over all crossings.
Toronto real estate market sees record sales for July The Toronto Real Estate Board says the average resale price of a home in the Greater Toronto Area climbed to $709,825 last month, up more than 16 per cent compared to a year ago. The average price of a detached home soared 21 per cent from July 2015 to $952,983. The real estate board says there were 9,989 homes that changed hands in the Greater Toronto Area last month — the highest number ever recorded in July. That’s up from 9,813 in July of last year.
The number of new listings shrank roughly seven per cent to 13,542 last month, reflecting what the real estate board calls a “troubling trend” as demand outpaces supply in the Toronto area. The average condo price in the Greater Toronto Area rose 9.2 per cent to $406,865. “Housing policy is now top of mind for all levels of government,” Toronto Real Estate Board president Larry Cerqua said in a statement Thursday. “Policy makers need to be focusing on solutions to the sustained lack of low-rise inventory throughout the GTA.”

How to fight the CRA So you’ve just received your notice of assessment in the dreaded brown envelope from the CRA. You open it with trepidation to learn that the CRA has reassessed your taxes from three years ago, and is ordering you to pay an additional $50,000. What should you do? First, stop hyperventilating and bring your blood pressure down to a respectable level. Once you catch your breath, immediately remit the taxes demanded to stop the clock on accumulating interest charges. The CRA charges interest on any amounts owing back to the date of the original tax year. The interest is currently calculated at five per cent on a daily compounding basis, and is not deductible for tax purposes. Thus, the five per cent payable is an aftertax cost, which in today’s market is an exorbitant cost. By the time you receive the reassessment, there would be nearly three years of accumulated interest charges payable on your account, and you would already owe about $58,000. The second step is to immediately file an “objection” with a tax service office (or electronically) that sets out in general terms the reasons, and relevant facts, for your tax
filing position. As a general rule, you have 90 days from the date of sending of the assessment to file your objection. In exceptional circumstances, you can get an extension from the minister of national revenue if she considers the extension “just and equitable,” but in reality that’s rarely granted. File the objection immediately. The CRA is required to respond and consider your objection “with all due dispatch.” You will receive a standard response in about eight weeks that acknowledges receipt of your objection, and informs you that you will be contacted by an appeals officer. It may take as long as 10 to 12 months (or longer) for someone to contact you and ask for further details. This is the beginning of a long relationship that you will have with the appeals officer, a CRA employee who will evaluate the agency’s own assessment. During the delay you should cultivate patience, which is why you should pay the tax claimed immediately to avoid accumulating interest charges. Delay works to the government’s advantage through daily compounding of interest.
Hunter Tootoo apologizes for ‘consensual but inappropriate relationship Nunavut’s MP and former federal cabinet minister Hunter Tootoo made a statement Wednesday, finally addressing allegations he had an inappropriate relationship before his sudden resignation from cabinet and Liberal caucus this May. “I made a mistake and regrettably engaged in a consensual but inappropriate relationship, and that is why I resigned,” he said in the CBC newsroom in Iqaluit this afternoon. “I am ashamed, and I apologize to all involved, especially the people of Nunavut. I am deeply sorry.” Tootoo called the station earlier this afternoon to announce he was coming in to make a statement. Tootoo resigned suddenly from cabinet in May, saying he was leaving the Liberal caucus for addictions treatment. “On May 31, I voluntarily informed the
prime minister that I made a mistake,” said Tootoo. “That is why I resigned my cabinet post and my position in caucus. I then checked myself into rehab for my addiction.” Tootoo refused to offer more information on the individual involved. “The individual has asked me to protect her privacy and I am respecting those wishes, and I ask that you respect that wish,” he said. Much as he did in his statement last Wednesday, at the opening of his Iqaluit office, Tootoo spoke about his addiction. “I let my judgment be clouded, and I have also let alcohol take over my life.” The Prime Minister’s Office issued a statement shortly after Tootoo’s announcement. The statement confirmed that Tootoo communicated with the PMO on May 31.
Feds wants provinces to ratify free trade deal Canada’s provinces and territories will ratify a free trade deal next year and the federal government is pushing hard to include an ambitious liberalization of alcohol laws in the agreement despite provincial intransigence, the country’s economic development minister says. The premiers hashed out an agreement-in-principle last week during their talks in Yukon, but the deal has been kept secret. Sources tell that despite the media messaging about reaching a “historic” agreement in the northern territory, much has yet to be nailed down.“I am very confident, and I’m very hopeful, that we can ratify this agreement next year,” Navdeep Bains said in an interview with David Cochrane, adding the federal government has taken the lead on the file and nudged the provinces along.
As an example, Bains said the federal government has agreed to open up its procurement process to allow companies in any jurisdiction to bid on big contracts. He cited the shipbuilding program as an example. The deal is based on a “negative list” concept, meaning there are only barriers to trade for things on a mutually agreed list. “Everything is going to be on the table,” Bains said. “Everything is fair game and then each respective jurisdiction or party will have to explain any exemptions, and those exemptions would have to be clearly demonstrated.” That makes this deal even more “ambitious” than the one Canada has negotiated with Europe, the Comprehensive Economic and Trade Agreement (CETA), he said.

142 high-end vehicles carry fake address The investigation into the scam recently unearthed by the UT Vigilance Department at the Registering and Licensing Authority (RLA) has revealed that 142 high-end vehicles, including Mercedes, BMW, Range Rover, Audi and Jaguar, were registered on fake addresses in Chandigarh between January and June this year. Residents staying there are unaware about cars being registered on their addresses. In June this year, the Vigilance Department had uncovered a scam in which the invoice of vehicles was forged, showing these to be of a lesser value, to pay less registration fee, which runs into lakhs. Four such cases were detected in which forged documents were submitted to the RLA to get vehicles registered following which two BMWs, a Mercedes and a Range Rover were impounded.
Sources said Vigilance sleuths had sought the records of high-end cars registered in Chandigarh from January 1 onwards from the RLA. The investigation revealed that 1,182 high-end vehicles were registered in the city in six months. The sources said the Vigilance sleuths physically verified the addresses during which it was found that 142 vehicles were registered on fake addresses on the basis of fake documents. The investigation also revealed that after the December 2015 Supreme Court orders banning the registration of new diesel-guzzling luxury cars and SUVs with an engine capacity of 2,000 cc in the National Capital Region (NCR), many diesel cars were registered in Chandigarh on the basis of fake documents.

The case was registered after Pathankot SP (H) GS Khurana conducted a probe in the case. SSP Jagdeep Singh Hundal said a case under Section 376- C (rape by a public servant after taking advantage of his official position) of the IPC and the Prevention of Corruption Act had been made out against Salwinder. An Indian-origin cancer expert who was recently knighted by Queen Elizabeth II today warned against London losing out on scientific talent in the wake of Brexit. Harpal Kumar, chief executive of Cancer Research UK, was speaking at the launch of a new 650-million-pound Francis Crick Institute biomedical research centre in London. “The Crick will be a place that absolutely attracts the very best people from across the world. We need to make it as easy as possible for that to happen. That is true preand post-Brexit. That is absolutely critical for us,” Kumar said. “The fundamental point is that we are
all about attracting the best and brightest scientists from wherever they are. That is what underpins fresh thinking and fresh ideas. Indian-American Pramila Jayapal wins Washington open primary
Indian-American Pramila Jayapal has swept an open Congressional primary in Washington State and could make history as the first woman from the community to be elected to the US House of Representatives if she wins the November general election . Born in India and raised in Indonesia and Singapore, 50-year-old Jayapal would be facing either of the two candidates she defeated in the open primary by more than 16 per cent. Besides Pramila there are three other serious Indian-American contenders for seat in US House of Representatives. Ami Bera is seeking his third term from California. He is the only Indian American in the current Congress. Two others running
for a House seat are Raja Krishnamoorthi from a suburb of Chicago and Ro Khanna from Silicon Valley. All four are considered to have a bright chance of winning the November general elections. Running from the seventh Congressional district in Washington State, Jayapal swept the Tuesday night open primary with 38.2 per cent of the votes. Her two other rivals were Joe McDermott (21.5 per cent) and Brady Walkinshaw (20.9). “Thank you so much to the voters of the 7th Congressional District! Don’t glorify terrorists, Rajnath tells Pakistan India did some hard talking at the SAARC Home Ministers’ Conference in Islamabad today, without mentioning Pakistan, and bluntly raised the issue of terrorism and that of justice to the victims of the Mumbai and Pathankot attacks.
There were no bilateral talks and sources privy to the developments said Home Minister Rajnath Singh’s visit was not expected to lead to any kind of thaw in the India-Pakistan relations. In his speech, Singh talked about terrorism striking Pathankot, Dhaka and Kabul, thus ensuring that the highlight was on the SAARC region and not just India. He pointed out that “terrorism remains the biggest challenge and threat to our peace. South Asia continues to
be deeply affected by this malady”. Denying reports that the Minister’s speech was “blacked out”, government sources said: “It is the standard SAARC practice that the opening statement by the host country is public and open to the media and the rest of the proceedings are in camera.” Singh also took a dig at Pakistan’s recent actions where it referred to slain militant Burhan Wani as a martyr: “It also needs to be ensured that terrorism is not glorified and is not patronised by any state. One country’s terrorist cannot be a martyr or freedom fighter for anyone.” He made an appeal to the SAARC nations to isolate those who sponsor terrorism: “Those who provide support, encouragement, sanctuary, safe haven or any assistance to terrorism or terrorists must be isolated. Strongest possible steps need to be taken not only against terrorists and terrorist organisations but also those individuals, institutions, organisations or nations that support them.” The Minister said the distinction between ‘good’ and ‘bad’ terrorists was misleading and urged all SAARC member states to adopt ‘zero tolerance’ to any type of terrorism.
Nita Ambani becomes first Indian woman member of IOC The founder and chairperson of the Reliance Foundation Nita Ambani became the first Indian woman member of International Olympic Committee after being elected at the 129th IOC Session in Rio on Thursday. Nita, who also founded the Indian Super League football tournament, was nominated for the post in June this year. She is the only individual member from India and her appointment at the world body is until she attains the age of 70. The independent selection process follows a new procedure for the recruitment of IOC members based on the Olympic Agenda 2020 recommendations; those nominated are done

The national channel would be comprised of four feeds: Pacific, Prairies, and East, which would mirror OMNI’s local stations in those regions, and ICI Quebec, made possible due to a strategic partnership with Montreal ethnic television station International Channel/Canal International (ICI) to serve French-language ethnic communities in the province of Quebec. If approved by the CRTC, OMNI Regional would have priority access to basic TV packages (pursuant to section 9(1)(h) of the Broadcasting Act). Today’s local OMNI stations in Toronto, Edmonton, Calgary, and Vancouver would continue to operate as free over-the-air channels, as would ICI’s local station in Montreal. “We believe our application offers a win-win solution: Canadians get low-cost access to quality news and information programming in their language of comfort no matter where they live, and OMNI and its community and production partners get a stable revenue source that we can use to build a strong and relevant voice for ethnic audiences in Canada,” said Colette Watson, Vice President, Broadcast and TV Operations, Rogers. As part of its proposal, OMNI Television is committing to bringing back four daily newscasts in Italian, Mandarin, Cantonese and Punjabi, making it the only national ethnic programming service in Canada to provide daily newscasts, seven days a week, in multiple languages. “Our new current affairs programming is resonating with local viewers, but we’ve also heard from our community partners, Parliamentarians and the CRTC about the importance of news
and information programming to our democracy. If approved, our proposal will allow us to produce both current affairs programming that is locally relevant and news programming that is national in scope,” added Watson. OMNI Television’s proposal also includes the following: • A commitment to devote 80% of OMNI Regional’s schedule to ethnic programming – a 20% increase over current – and maintaining the requirement
to devote 50% of the schedule to thirdlanguage programming; • A commitment to devote a minimum of 40% of OMNI Regional’s annual revenues to the production of Canadian programming; • A commitment to maintain local daily current affairs shows in Mandarin, Cantonese and Punjabi languages; • The creation of a national cultural affairs series produced in Alberta that is designed to showcase important cultural and social contributions from Canada’s ethnocultural communities; • A commitment to re-establish inhouse production in all of the markets served by OMNI’s OTA stations; and • The creation of four regional feeds that comprise the national network will be specifically tailored to ethnic Canadians living in B.C., the Prairies, Eastern Canada and Quebec by including English and French-language ethnic programming as well as third-language programming produced by local independent producers that reside in those regions. OMNI Television expects the CRTC to post its application for public comment shortly.

There’ll be war if GST makes money Bill A day after the Rajya Sabha passed the historic 122nd Constitution Amendment Bill to pave the way for uniform tax structure, the Congress warned the government against bringing subsequent Goods and Services Tax (GST) legislations as money Bills. The Upper House cannot vote on money Bills and the Congress has a majority there. “There will be a war in Parliament if that happens,” Deputy Leader of Congress in Rajya Sabha Anand Sharma told. Officially also, the Congress said it was “putting the government on notice on the matter” and would make efforts to ensure the
government doesn’t bring two related GST Bills — the Central GST Bill and the Interstate GST Bill in the winter session of Parliament — as money Bills. The Congress says these Bills are far too historic to be made money Bills. Finance Minister Arun Jaitley, meanwhile, indicated the government may be considering the money Bill route when he said he didn’t intend to bypass the Constitution. The Constitution provides for a Bill mentioning a tax rate to be brought as a money Bill. But Congress leaders argue that the government is not obliged to follow that route.
Delhi High Court rules against AAP In a jolt to the Arvind Kejriwal government, the Delhi High Court today ruled that the Lieutenant Governor was the supreme administrative authority as he was not bound to act on the advice of the Council of Ministers and no laws passed by the Delhi Assembly could be notified without his assent. A Bench of Chief Justice G Rohini and Justice Jayant Nath held that Delhi continued to be a Union Territory despite the 69th Constitution amendment of 1991, granting special status to the city. The Aam Aadmi Party government said it will file an appeal; “it’s a matter of democracy, not supremacy”.
The HC clarified that the Delhi Government had no say in bureaucratic postings and no power to issue orders without the LG’s consent or probe corruption charges against Central officers. Consequently, the HC quashed several orders issued by the Kejriwal government without taking the LG’s approval. Among these were the orders raising circle rates of properties and policy directions to the Delhi Electricity Regulatory Commission over disruption in power supply to consumers and payment of compensation.

PM stands his ground
PRIME Minister Voreqe Bainimarama says his Government is empowering indigenous Fijian landowners by channelling funds from their leases for investment that will be made available when they are 18 years old. This comes in response to the Opposition’s statement condemning Government’s decision of withholding more than 30,000 iTaukei minors lease monies owed to them by the iTaukei Land Trust Board (TLTB) for investment. The Opposition questioned on what mandate the TLTB funds were invested and why there was no prior consultation with landowning units. TLTB announced last week that $12.5 million would be deposited in a trust for 30,634 young landowners registered in the Vola ni Kawa Bula (the register of all indigenous landowners). “This is the difference between my Government and previous governments. In the past, someone else decided how lease monies would be
distributed,” Mr Bainimarama said. “But we have empowered individual iTaukei and given them options and choices. Given them their fair shares of the proceeds from the lease of their lands. “My political opponents want that power to be taken away again. “But I believe the vast majority of the iTaukei want to be able to choose for themselves. “I am determined to give them that choice, going one step further now to protect the interests of iTaukei children and ensure that they too obtain their fair share when they come of age. “We want to provide them with a springboard for the future.” Speaking on behalf of the Opposition, Niko Nawaikula said the policy was against customary practice and was, therefore, in breach of the landowners’ group rights to look after their resources and affairs independently, especially to be consulted and to give their prior and informed consent.
Indian origin woman re-elected to Australian senate THE granddaughter of a former Fiji parliamentarian and National Federation Party (NFP) member, Ram Jati Singh, was elected into the Australian Senate last week. This is the second time Labor Party member Lisa Singh, 44, will enter the Australian Senate as a representative of Tasmania. Her uncle, NFP member Raman Pratap Singh, said they were proud of the re-elected Senator’s achievements. “We have a very rich history in politics and it’s always a proud moment for us when one of our family members follow in that footstep,” he said. “She is my elder brother’s daughter and we are very proud of what she has achieved in Australia.” On twitter, Mrs Singh said her win was
“historic”. “Deeply honoured by this historic result that’s returned me to the Australian Senate. Thank you Tasmanians, this is your win,” she tweeted. According to the Australian Financial Review, Senator Singh was placed in sixth position by the Tasmanian Labor Party. Despite losing union and party state executive support, a number of Labor members ran a “re-elect Lisa” campaign, urging supporters to vote for her “below-the-line” and bypassing party processes. She eventually won 20,074 below-the-line votes while ticket leader Anne Urquhart won 4465. NFP leader Dr Biman Prasad congratulated Mrs Singh on her historical win. “Your reelection over the preferred Australian Labor Party candidate despite the fact that you were ranked 6th in preferences shows the impossible is possible,” he said.

Boy dies trying to get to his sister A Seven-year-old student who crossed a busy Queens Highway to attend to his sister died instantly when he was hit by an oncoming vehicle at Malolo, Nadi. A distraught Deepak Naidu said his son, Kapish, had gotten off the bus and realised his sister was still on the bus. “They usually get off on the right side where we live but today his sister who is eight years, missed their stop and did not get off,” he shared. “The bus turns into a road across from the place they usually get off and that is where his sister got off. So she was across the road from him. “He saw his sister crying because the road was too busy and there were cars speeding. “She was too scared to cross the road. “Kapish tried to go to her side of the road because he saw her crying.”

Pakistan looks other way as terror groups’ supporters protest Rajnath’s Islamabad visit
Home Minister Rajnath Singh+ arrived in Islamabad on Wednesday to a volley of street protests+ that made it clear Pakistan had made no arrangements to curb or even push back terrorist organizations openly demonstrating against a foreign dignitary on the capital’s streets. In fact, security was so poor+ that Rajnath had to take a chopper for the 16-kilometer journey from the airport to his hotel, Times Now reported. Terrorist group Hizbul Mujahideen’s Syed Salahuddin is supposed to be situated a mere 7km away from Rajnath’s hotel. It isn’t as if the Pakistan-based terrorist groups Jamaat-ud-Dawah (JuD) and Hizbul Mujahideen had made a big secret of the fact that they planned this so-called protest . Earlier this week, on Monday, they announced to the world they would protest when India’s home minister Rajnath Singh visits Islamabad
for a SAARC meeting . So there they were, not very far from the SAARC venue in Islamabad, all 2,000-odd of them, either affiliated with terrorist organizations or sympathetic to them. They were protesting the unrest and violence in Kashmir since Indian security forces killed separatist Burhan Wani+ on July 8. As many as 49 people have been killed in the ongoing clashes in the Kashmir valley since then. Earlier this week, Saeed, founder of the terrorist JuD, said home minister Rajnath is “responsible for the killings of innocent Kashmiris”. Separately, terrorist group Hizbul Mujahideen member Syed Salahuddin also asked Pakistan Prime Minister Nawaz Sharif to immediately recall the country’s ambassador from New Delhi and “suspend trade and diplomatic ties” with India.
Pentagon refuses to pay Pakistan $300 million in military reimbursements
The Pentagon will not pay Pakistan $300 million in military reimbursements after US secretary of defense Ash Carter decided not to tell Congress that Pakistan was taking adequate action against the Haqqani network, a US official said. Relations between the two countries have been frayed over the past decade, with US officials frustrated by what they term Islamabad’s unwillingness to act against Islamist groups such as the Afghan Taliban and the Haqqani network . “The funds could not be released to the government of Pakistan at this time because the secretary has not yet certified that Pakistan has taken sufficient
action against the Haqqani network,” Pentagon spokesman Adam Stump said on Wednesday.The $300 million comes under the Coalition Support Fund (CSF), a US defense department program to reimburse allies that have incurred costs in supporting counter-terrorist and counterinsurgency operations. Pakistan is the largest recipient. “This decision does not reduce the significance of the sacrifices that the Pakistani military has undertaken over the last two years,” Stump added. According to Pentagon data, about $14 billion has already been paid to Pakistan under the CSF since 2002.

Pakistani helicopter crashes in Afghanistan, occupants feared held by Taliban A Pakistani government helicopter crash-landed in Taliban-held territory in Afghanistan on Thursday and all passengers and crew are feared captured by the insurgents, officials said. The helicopter went down in Logar province, near Afghanistan’s border with Pakistan’s lawless and mountainous tribal areas. “Those detained by the Taliban are Pakistanis,” Sameem Saleh, spokesman for Logar’s governor, said. “The chopper was not shot but made the landing because of technical failure.” A Pakistan Foreign Office spokesman confirmed that a helicopter belong to the Punjab provincial government had gone down, saying the fate of the crew was not yet clear.
“The Afghan authorities have assured they will investigate and know about the whereabouts of the helicopter and the passengers,” spokesman Nafees Zakaria said. He said seven passengers were on board, comprising six Pakistanis and one Russian, a technician. The pilot was Pakistani. Hameed Khan, district governor of Azra district of Logar, said the helicopter landed in his border district. “They were detained by the Taliban,” Khan said. A senior Pakistani military official said the Russian-made MI-17 transport helicopter was en route from Peshawar in northwest Pakistan to Uzbekistan for maintenance when it experienced technical failure and made an emergency landing.
Bangladesh officials visit Manila to seek recovery of bank heist money Officials from the Bangladesh central bank are visiting Manila this week to pressure the authorities in the Philippines to find ways to return the $63 million that is still missing out of the funds stolen from its account at the Federal Reserve Bank of New York earlier this year, two people close to Bangladesh Bank said. Unknown cyber criminals tried to steal nearly $1 billion from the Bangladesh Bank account between Feb. 4 and Feb. 5, and succeeded in transferring $81 million to four accounts at Rizal Commercial Banking Corp (RCBC) in Manila. Only about $18 million has been recovered. The Bangladeshi officials are alleging that the money was allowed to disappear into the casino industry in the Philippines, where investigators say it was laundered, because of systemic failures at RCBC, the two sources said. Foreign tourists attacked in western Afghanistan: Officials Taliban militants attacked foreign tourists escorted by an Afghan army convoy in the western province of Herat on Thursday, officials said, with a military spokesman saying at least six people were wounded. The Taliban have officially not claimed responsibility so far for the attack and the nationality of the tourists was not immediately known. “The convoy was ambushed by the Taliban in Chesht-e-Sharif district. The tourists were on their way to Herat from Bamiyan and Ghor provinces,” said Jilani Farhad, the spokesman for Herat’s governor. Military spokesman Najibullah Najibi said the ambush left at least five foreign tourists and their Afghan driver wounded, adding that they were being escorted to Herat city. The attack comes as Taliban militants intensify their annual summer offensive after a brief lull during the holy fasting month of Ramadan, which ended in early July.

This is how Akshay Kumar’s Rustom director recreated the 1950’s in the film One of the most awaited films of the season is Akshay Kumar starrer Rustom. The plot of the film is based on the infamous Nanavati murder case that shook the nation back in the 1950’s. The makers did their best to give the movie a realistic 50’s feel. From the trailer and songs of the film, it seems like the makers have nailed it. So did they do it exactly get it right. Director of the film spills the beans. Rustom director Tinu Suresh Desai talked to a news daily about how they approached the idea of recreating the 50’s
era, and how creative production work took shape. “A lot of research went into everything , from the interiors and the costumes., to details like what the people of the high society used to wear to the kinds of clothed the middle class wore etc etc.” he said. The director got hold of a video shot way back in the 1950’s, which turned out to be of great help in research for the film. “We had got real life footage of the city in 1959, which was shot by a great British tourist. It was of great help.
PC’s marketing campaign for Baywatch might give Deepika sleepless nights! There have been a lot of debates and disputes going on about who is bigger between Deepika Padukone and Priyanka Chopra in Hollywood since both are debuting with their films next year. Sonam’s relation with Anand goes back to Raanjhanaa days and it was speculated that the director might

know you just made history? No. At the point I didn’t! Now that my Bumfie (aka belfie) is well and truly out there. I’ve been hearing that I really might be a first among my generation to do such a role, and you know what, being proud of one’s decisions is what makes your choices infectious… Gay, straight, fat or thin, we are what we are, and I was proud to play a gay character finally in my career. But the incredible response I’ve received from so many people is what makes this so amazing. All I can say is — thanks for the unconditional love. Were you not afraid what this could do to your image? Honestly, I wasn’t afraid even for a second. I was, however, hoping the world would embrace my character. As for my image, I’m fully aware I’ve been a gay icon in India for many years now. If I can be loved by the gay fraternity why shouldn’t I portray one in good faith for all their love and support over the years?

Movie Review
‘Jason Bourne’ - Movie Review Paul Greengrass and Matt Damon together return to the 15-year-old franchise they made their own with this new outing that has Jason Bourne (Matt Damon), the former CIA rogue assassin, resurfacing years after the events of ‘The Bourne Ultimatum’, just as his former employers are bent on implementing a new program aimed at hunting him down.
With Matt Damon firmly in the saddle as Bourne and Paul Greengrass getting back his mojo (of sorts) at the helm, Jeremy Renner and his ‘The Bourne Legacy’ may well be a negligible chapter in the sequel history of this super successful action & intrigue franchise (3 for Damon and 1 for Renner). Of course, Matt Damon brings his own unassailable star power to the franchise and that is basically what gives this film its edge. Otherwise, it more than less feels like a reboot that incorporates some of the better aspects of the first three editions (Identity, Supremacy, Ultimatum). Don’t know what Bourne was doing in the interim but it’s 2016 when he resurfaces on the CIA radar thanks to Nicky (Julia Stiles)’s curiosity about the Treadstone project and
the so far untraceable details regarding Richard Webb (Gregg Henry), Jason Bourne a.k.a David Webb’s father. CIA Director Robert Dewey (Tommy Lee Jones) with tech help from Heather Lee (Alicia Vikander) is quick to cotton on to the opportunity to finish off a loose link, getting hired assassin, super marksman, ‘Asset’ (Vincent Cassel) in on the action. The spy with the memory issues has become dispensable given that there’s intrigue and back-end shenanigans behind his ‘Treadstone’ origins. Dewey also happens to be deeply involved with a tech pioneer Aaron Kalloor (Riz Ahmed) CEO of Deep Dream which promises intense levels of privacy to its customers while appropriating that data and giving it to the CIA through a clandestine deal. Following the aftermath of Wikileaks founder Julian Assange’s explosive revelations in the real world, internet privacy and government intrusion form the crux of Jason Bourne’s topmost concerns in this movie. So topicality is not much of an issue here. Unfortunately the concerns raised don’t come across as powerful or thematically strong. Greengrass and co-writer Christopher Rouse make that aspect sketchy while pursuing the chase and keeping the intrigue boiling. Spy fiction author Robert Ludlum’s novels with the eponymous Jason Bourne may have ended long ago but creators of cinema have a way of mining the same theme again and again for visceral thrills and that’s exactly what this film does.

Is Abhay Deol working overtime to bag role in international TV show? Abhay Deol may be busy promoting his upcoming film, Happy Bhaag Jayegi, along with Diana Penty and Ali Fazal, but the actor is also eyeing the lead role in an international TV show titled, The Good Karma Hospital. We hear he is leaving no stone unturned to ensure that he is part of the medical drama. Says a source, “Abhay auditioned for the show around four weeks ago. Wellknown casting director Seher Latif (she has cast for The Lunchbox, Zero Dark Thirty and The Best Exotic Marigold Hotel among others) auditioned him. In fact, he even met the show’s director, Steve November recently.”
The Good Karma Hospital, a contemporary series, follows a team of British and Indian medics as they cope with work, life and love at an over-worked and underresourced cottage hospital. Adds the source, “The show is set in Goa and will feature both Indian and British actors. Artists like Ashish Vidyarthi, Darshan Jariwala and a number of Bollywood actors besides Abhay have also auditioned for the role. At the moment, the makers are confused between Abhay and a theatre actor to cast in the lead role. The shoot will commence mid-August in Sri Lanka followed by Goa.” Abhay’s spokesperson denied the buzz.

Shraddha Kapoor to sing another song in ‘Rock On 2’ Shraddha Kapoor, who has put her vocal cords to test in all her recent releases, was supposed to playback two songs for ‘Rock On 2’. Now, we hear that she has bagged a third track following a discussion with costar and film co-producer, Farhan Akhtar. Says a source working on the project, “As per the original plan, Shraddha was given two songs. However, another song was suddenly added. It is sung by her and also features her. The production team didn’t get much time to prepare for the shoot since it was a lastminute decision.”

2016 Range Rover Discovery Sport – It’s Disco Time When a company like Land Rover builds a new SUV that has legendary off-road capability and then matches it with an aggressive price that will make buyers of Honda or Toyota take notice, you’ve got people’s attention. The 2016 Discovery Sport replaces the outgoing LR2 and in my humble opinion, thank God! Land Rover’s newest
now. The 2016 Discovery Sport starts at just $41,790, while the HSE Luxury is priced at $50,290. If we’re making comparisons, these are numbers just slightly above a Honda CR-V or Toyota RAV4. In the same breath, the Disco Sport is on par with the Europeans, namely

However, with the third row folded, there’s enough space (981 liters, in fact) in the cargo area to haul quite a bit. Even though the Disco Sport replaces the LR2, it will most likely be compared with the Range Rover Evoque. Chicken dum biryani Dum cooked hyderabadi stye chicken biryani, one of the popular dishes of Hyderabadi cuisine. Recipe type: Main Cuisine: Hyderabadi Yield / Serves: 4 Ingredients (240 ml cup used) For rice 2 cups basmati rice (preferably aged rice) 2 to 2 ½ litres water 1 tsp shahi jeera 1 small bay leaf 2 inch thin cinnamon, 3 green cardamoms, 4 cloves (optional) For gravy
3 tbsp oil 2 medium onions sliced thinly 1 star anise / chakri phool 3 green cardamoms / choti elaichi 1 black cardamom (optional) / badi elaichi 4 cloves / lavang 1 inch cinnamon stick / dalchini ½ tsp shahi jeera / caraway seeds 1 bay leaf / tej patta 1 tbsp ginger garlic paste ½ kg chicken (500 to 600 grams) (or 1 lb) Salt as needed ⅛ to ¼ tsp turmeric / haldi 1 ½ to 2 tsp biryani masala (or chickn masala) ¾ to 1 tsp red chili powder / lal mirch powder
2 green chilies slit (adjust as needed) 1 cup thick fresh curd / dahi / yogurt (do not use sour curd) Handful of pudina / mint finely chopped Handful of coriander leaves finely chopped Optional ingredients 2 tbsp hot milk with pinch of saffron soaked 1 tsp kewra water 1 tbsp ghee / clarified butter Instructions Cooking biriyani rice Wash rice few times until the water runs clear. Soak for 30 mins. Drain the water. Bring 8 to 10 cups of water to a boil in a large pot. Add bay leaf and shahi jeera. You can also add cinnamon stick, cardamoms

and cloves. You can also tie these spices in a muslin cloth and add to the pot. It can be discarded later When the water comes to a boil, add salt and drained rice. Cook until it is done al dente. Rice should be firm, grainy and you must feel the bite into the grain when you bite it. Drain it off to a colander.
Making biryani gravy While the rice cooks, Saute onions in hot oil to make fried onions. When they are golden and evenly done, set aside ¼ of them aside on a kitchen towel. Lower the flame and saute bay leaf, star anise, shahi jeera, cloves, cardamom. Add ginger garlic paste and fry until the raw smell has gone completely. Add chicken and fry on a medium heat until it turns pale or white. Sprinkle salt, biriyani masala, red chili powder, slit green chilies and turmeric. Mix well and fry for 3 mins. Cover and cook on a low to medium flame for 3 to 4 mins to let the moisture out from the meat. Pour yogurt and mix well. Cover and cook on a medium heat until the meat is completely cooked and the gravy thickens. At this stage a thick gravy is left for the dum process. Taste and adjust salt as needed. Lower the flame, sprinkle some mint and coriander leaves. Stir well. Layer the rice evenly. Sprinkle fried onions, mint, coriander leaves, saffron soaked milk, kewra water & ghee. You can also skip using saffron, ghee and kewra water but these give an authentic touch. Cover the pot with a foil or a moist kitchen cloth. Place a tight lid to trap the steam or dum. If the lid is not tight then you can place a heavy pot on top of the lid. To make multilayer biryani: Use a small pot . Just before layering the rice, set aside half of the chicken curry. Layer half the rice. Then layer the rest of the curry. Repeat layering rice then ghee, kewra , mint coriander and fried onions. Dum process on stove top Heat a old tawa or a pan, place this biryani pot and dum cook for 12 to 15 mins on a medium heat. If using a induction stovetop, you can directly place the pot at 3 No for 15 to 20 mins.

Experts are expressing doubt a property transfer tax on foreign buyers that takes effect Tuesday will have a significant impact on housing affordability in Metro Vancouver. The next four to six months will be uncertain until the different players in the market decide how to react to the 15 per cent tax, said Anne McMullin, president of the non-profit industry association Urban Development Institute. What is more certain, McMullin said, is that the tax is unlikely to improve affordability for average Canadian buyers who are in bidding wars over the stagnant supply of homes in Vancouver. “The demand isn’t changing,” she said. Removing foreign interests might bring down the price of $4 million homes to $3.5 million or $3 million in desirable neighbourhoods, McMullin said. “I don’t think that’s affordable. They’re not going to come down that much.” The tax legislated by B.C.’s Liberal government last week will apply to foreigners purchasing residential property in Metro Vancouver. Data released by the province shows that nearly 10 per cent of property transfers in Metro Vancouver during a five-week period from June 10 to July 14 involved foreign nationals. The province has also put forward changes that would enable the City of Vancouver to implement its own vacancy tax. Companies like Royal Pacific Realty have seen a surge in activity as sellers and buyers try to close before the end of the day. The new rules take effect Aug. 2 and only apply to home purchases in Metro Vancouver, excluding the treaty lands of the Tsawwassen First Nation. Provincial Finance Minister Mike de Jong unveiled the tax as part of legislation aimed at addressing low vacancy rates and high real estate prices in southern B.C. That worries Vancouver real estate agent Jamie Stewart. “Canadian sellers that have sold to non-residents who can’t complete or won’t complete are in trouble,” said Stewart. “People will face bankruptcy over this.” Stewart is worried about the Canadian families who had expected to close deals with a foreign buyers have already committed to another house.
