Users overdose minutes after cashing welfare cheques Paramedics often see a spike in drug overdoses on the day of the month when people receive social assistance cheques. On Wednesday night in Surrey, paramedics there reported a more alarming twist: people were overdosing right outside the stores that cash their cheques. “There seems to be a little bit of one-stop shopping happening,” said Bronwyn Barter, president of the Ambulance Paramedics of B.C. “A lot of the drug users are taking their welfare support cheques. They’re going right into the Money Marts and there’s a dealer outside waiting for them,” Barter said.

“A couple of our paramedics have reported having to pick up overdoses and treat overdoses right outside these Money Marts.”

Everyone has a right to protect their private properties from drug dealers and drug abusers

By Umendra Singh Why is a Victoria church being criticized for fencing off to protect its property from being used by nightly by drug dealers and homeless.?

The Central Baptist Church said its goal to create a safer environment for its attendees, as well as its neighbours on Pandora Avenue.

“We care about our street community, absolutely, but we also care about the safety of the nine-year-old girl coming in with her group of friends for an event with the youth,” said Pastor Barton Priebe.

He said it was mostly drug dealers and drug users found on the front stoop, leading to what he described as a “constant” need to clean up discarded needles and other garbage.

City officials said the wall has been “in the works” for over two years and was approved by council.

“The building owner has a right to protect their property,” said Councillor Charlayne Thornton-Joe. But others are not so generous towards the Church trying to protect its private property.

They are complaining that the Church is trying to keep the homeless and drug dealers and users

from its private property. And what is wrong with that?

“All we’re doing with that fence is moving them to another location,” said Al Tysick, who runs the Dandelion Society. “That’s not the answer.”

Grant McKenzie, who works with the Our Place Society community centre, agrees.

“I think it’s a bit of a metaphor for what’s happening in the city — we’re building walls instead of reaching out and helping people.”

Perhaps Grant McKenzie feels that the answer is for all taxpaying and law abiding citizens to open up their private properties and homes for drug dealers and users to use as they wish and leave their garbage behind - as if opening up their wallets to pay for the resources used by drug users and the homeless is not enough.

Why doesn’t he open his house and place of worship or business for drug dealers and users to use as they see fit?

This province and various municipalities within Metro Vancouver are already spending too much time, money and resources in battling drug abuse and helping revive and support those who over dose.

And now the residents are being asked not to build fences and walls to protect their private properties from being abused by drug dealers, users and the homeless?.

This is ridiculous.

Despite the backlash, Central Baptist Church said it’s going to keep the barrier. Good for them.

Dave Leary, a paramedic with the Ambulance Paramedics of B.C., said crews working in Surrey Wednesday night reported seeing people buying drugs and overdosing right outside of the chequecashing stores. “They’re literally buying drugs right there outside where they’re cashing their cheques, and then they’re overdosing right out front,” Leary said. The trend of drug overdoses spiking on the day people receive social income assistance has also been noted in various studies. On Dec. 22, there were 100 suspected overdose or poisoning events in B.C., according to the B.C. Emergency Health Services, which bases its information on 911 calls.

Vancouver Fire Rescue told that it responded to approximately 47 medical calls yesterday, and about half were overdoses.

Vancouver Coastal Health also reported that there were 666 visits to the supervised drug site, Insite, between 12:01 a.m. Dec. 21 and 6 a.m.

Dec. 22. The health authority also said that the four overdose prevention sites were also busy Wednesday, with between 11 and 80 injections recorded at each site.

These four overdose prevention sites — where staff monitor users and respond if an overdose occurs — are just a few of several sites recently opened in Vancouver, Victoria and Surrey by the provincial government in response to the overdose crisis.

The city has been plagued by a group of illegal and pseudo recovery houses that prey on addicts, particularly on welfare cheque days, she said.

“They just take peoples’ cheques and then kick them out again,” LeFranc said.

The city has been cracking down on illegal or unregistered recovery homes for the past two years. In 2014, as many as 250 were open, causing a flood of complaints, said Jas Rehal, Surrey’s manager of bylaw enforcement. But with sustained enforcement, the city got rid of the worst, and by 2015 it received only 110 complaints; this year the number dropped to 79.

Many recovery houses provide great services, including counselling referrals and other services, LeFranc said. But the object

of the council decision is to keep only the best ones, and work with the Fraser Health Authority to support their operations.

“We really are hosting a disproportionate number of recovery homes in Surrey compared to elsewhere in the region,” she said. “We’re not trying to limit the good ones, we’re trying to get rid of the bad ones.”

Rehal said the city will take seven months to close those that don’t receive a licence. No one will be evicted, both he and LeFranc insisted.

Susan Sanderson, executive director of Realistic Success Recovery Society, said there is lots of demand for recovery houses in Surrey.

“We’ve been at capacity, if not over capacity, for the last four months, which is very unusual. We really haven’t had an empty bed.

We have to turn people away,” Sanderson said.

“You’re targeting a whole community and you’re saying negative things about them and that’s so sad,” said Harjot Mannan, a 23-yearold from the Indian state of Punjab who studies at Toronto’s Centennial College.

Mannan said people should write to the CRTC to have Bassi’s program taken off the air.

“When he says that on national TV, that means a lot because many people are watching him, many people are listening to him. And when he says that, that leaves a negative impact on everybody,” she said.

And, particularly, as a member of the Punjabi community, Bassi should know better, Mannan said.

“When someone from this community says this kind of thing, that makes me angry.”

The controversy stems from a show in November in which a woman called in to complain about international Indian students in Canada. The woman, speaking in Punjabi, said they should cut off the number of students being allowed to enter because they “spread so much garbage around” and “think they can do whatever they want.”

Bassi responded that these female students don’t work, are having babies and are unaware of the father’s identity. He also said they’re trying to find a guy in Canada to take advantage of, and in the process, ruining families and causing divorces.

As part of the religion and in an effort to ensure no one goes hungry, Sikh temples, known as gurudwaras, offer free food to all people. But Bassi said these students are taking advantage of this practice.

Harpreet Kaur, a 26-year-old nursing student from India who studies at KitchenerWaterloo’s Conestoga College, found Bassi’s words offensive and discouraging.

“You are really discouraging people who are really working hard here to make their future because they’re really starting from nothing to build everything here.”

He said much of the anger directed at Bassi is politically motivated and can be linked to upcoming elections in the provincial assembly in Punjab. He said some of the students are active with the Aam Aadmi Party (Common Man’s Party) and are going after Bassi because he’s not a supporter.

“Some students are playing the politics of back home,” he said.

“It’s not related to politics. It’s just a natural reaction to what [Bassi] said.

BC India Business Network Marks its First Anniversary

The BC India Business Network (BCIBN) marked its first anniversary last week with a celebratory member’s lunch at Salaam Bombay restaurant in Vancouver.

The organization with its mandate of furthering business between British Columbia and India has grown at a remarkable level in one year and now boasts of over 60 members.

The event was attended by many distinguished guests including Hon. Peter Fassbender, Minister of Community, Sport, Cultural Development and Minister Responsible for TransLink and Anita Huberman, CEO Surrey Board of Trade.

Speaking on behalf of Premier Christy Clark, Minister Fassbender commented on the significance of BCIBN in enhancing trade relations between India and the province and emphasized that trade between province and India was a priority for the government.

Chairman Emeritus Vivek Savkur thanked members for their support and reminded them of BCIBN’s major achievements in the last year including endorsing and supporting Air Canada's new direct flight route between Vancouver and New Delhi. He welcomed Air Canada and YVR as patron sponsors of BCIBN. BCIBN President Catherine Sas, QC challenged all members to introduce at least one new member to BCIBN's growing membership in 2017.

The event closed with the cutting of the birthday cake and the celebratory chorus of "Happy Birthday".

Local Gurdwara reps ask Indian gov’t to help NRIs Representatives of Metro Vancouver gurdwaras met last week and asked for help from the Indian government in resolving issues related to demonetization and helping those Indians have successfully claimed refugee status in Canada but are unable to obtain Indian passports or travel visas.

This special meeting of Greater Vancouver’s Sikh societies was held on Nov 27 at the Khalsa Diwan Society Vancouver ‘s museum hall.

In attendance were representatives of the Khalsa Diwan Society Vancouver, India Cultural Centre, Canadian Ramgarhia Society, Akali Singh Society, Dukhnivaran sahib, Khalsa Diwan Society Surrey, Guru Ravidass Sabha of Burnaby and Khalsa Darbar society.

The meeting was chaired by Malkiat S. Dhami.

The meeting heard that the demonetization of the Indian currency had caused a lot of problems for NRIs living here.

The meet heard that Indian families visit India on an average of 2 years and upon their return to Canada, they often have 10,000 to 20,000RS left over which they keep most often to buy duty free items or to use during their next trip.

The meeting agreed unanimously that the Indian government be asked to set up a a facility here that could exchange this money up to a certain time and limit at banks like SBI. NRIs also face great difficulties in obtaining tourist visas to travel to India, the meeting heard, as Indian rules change every

few months.People are continuously asked to bring new and different documents, creating

a big inconvenience.

The meeting asked the Indian government to have a check list with all required documents and information bfor India visa posted online as well a copy circulated to all major places of worship, societies and the South Asian media.

This will prevent harassment of NRIs and once the checklist is completed, a visa should be issued..

The OIC is also creating frustration with different rules every few months. The biggest problem appears to be theold Indian passport held in the past by many NRIs. Most people facing this problem have been in this country for thirty years or more and they became Canadian citizens five years after arriving in Canada. Indian passports on which they travelled here have long since expired and, in many cases, cancelled and destroyed. These NRIs can’t produce these old and expired Indian passports in order to get OIC cards.

The meeting asked the Indian government for

a provision to be able to give a signed affidavit supported by their landing documents which has all the details of their Indian passport. This affidavit and landing papers should be accepted in case of a lost or missing passport which has long expired.

Again, a check list was requested for OCI applicants.

The meeting also asked the Indian government to grant a general “amnesty� to all those former Indian residents who applied for refugee status here as a means to get permanent residency in Canada – and those who don’t face any criminal charges in India. The Indian government has a long standing policy of

not issuing or renewing passports or travel documents of those of its citizens who have applied for asylum or refugee status in other countries by claiming they face persecution in India. “These people are having a big problem to get replacement Indian Passports which can take over two years. The main delay we are told is due to pending enquiries from India which is often taking more than 2 years. This process with modern technology should not take more than a few weeks. Same can be said about Indian visa for those who are now Canadian citizens. Strict rules can be laid down for all future refugee cases,� Dhami stated.

He said similar forums will be held in 2017 as well.

Former New West cop gets conditional discharge for theft conviction

A fundraising event was held recently to raise funds to help with medical bills of community photographer and personality Chandra Bodalia on Wednesday night in Vancouver.

A former New Westminster police officer who pleaded guilty to breach of trust by committing theft has received a conditional discharge. Adam Spindor, a constable for eight years, came under suspicion when $45 went missing from a petty cash jar at the police department’s offices in late 2014.

Police believed Spindor, 31, was responsible for the theft but problems with video images of a suspect led them to conduct an undercover operation that included an “integrity test” for the officer.

While Spindor was on-duty on Feb. 13, 2015, an undercover cop handed him a backpack containing a number of items, including marked bills and a gift card.

Surveillance cops followed Spindor as the backpack was disposed of in a garbage can at a gas station where he’d gone to fill his police car with gas. Police discovered that the wallet and other items were missing from the backpack.

When Spindor went to a convenience store later, police found other items from the backpack in another garbage can but left the

items where they were when Spindor returned to the store.

After running a licence plate of one of the surveillance vehicles, Spindor became aware he was being watched and he went back to the gas station. Unable to find the backpack, he returned to the convenience store and retrieved the items he’d put in the second garbage can. Spindor later prepared a “found property” report that did not list all of the property that had been turned over to him.

After he was arrested, he revealed that money from the backpack was in a filing cabinet at the police station.

All of the Canadian bills in the filing cabinet except for a $100 bill matched the money that had been placed by police in the backpack.

At a sentencing hearing, court heard that Spindor had suffered from symptoms of depression and post-traumatic stress disorder arising from several incidents at work, including him discovering a male who had committed suicide by hanging and an assault in which he was stabbed in the cheek.

Fleetwood home suffers fire damage

Members of the Canadian Hindu Foundation organized a free food drive for the homeless in Surrey recently. The Indian delicacies like Chick-peas (Chana), rice, Samosa, Hot- chocolate and dessert were served.

As of 4:30 p.m. Wednesday, fire crews had a blaze at a Fleetwood home under control.

The home, which seemed to also serve as an auto repair service in the garage area, caught fire on the inside, and charred much of the interior of the house.

A man in his 40s is being treated by paramedics on the scene for apparent

smoke inhalation.

The fire first broke out at about 3:30 p.m.

Wednesday, and crews arrived to find smoke arising from two sides of the home, at 16568 88 Ave. There were no other reports of injuries. The cause has not yet been determined.

128 illicit drug overdose deaths in November in BC The number of overdose deaths related to illicit drugs in British Columbia leapt to 755 by the end of November, a more than 70-per-cent jump over the number of fatalities recorded during the same time period last year.

The BC Coroners Service says the powerful opioid fentanyl remains present in a high number of the fatalities and was detected in 374 of the cases, or about 60 per cent of the deaths.

In November, 128 people died from illicit drug use, an average of more than four a day. The highest number of deaths previously recorded for a single month was 82 in January.

Chief coroner Lisa Lapointe said the latest numbers have left officials asking why there has been a spike in the number of deaths.

“Why, with all the new harm-reduction measures in place, are we still losing so many members of our communities to illicit drugs, and why was the loss so much higher in November?” she asked at a news conference.

“Clearly illicit drugs are becoming increasingly unpredictable and increasingly perilous. It may be that there has been more toxic fentanyl than usual circulating, or we may be facing the terrifying possibility of carfentanil being introduced broadly into the illicit drug stream, or the arrival of another particularly lethal analogue of fentanyl.”

Lapointe said the service will work with the provincial toxicology centre to try to determine what caused the increase in deaths. Since declaring a public health emergency earlier this year, the province has taken a number of steps to try and fight the overdose crisis.

The province’s latest move was to announce plans for overdose-prevention sites in Vancouver, Victoria, Surrey and Prince George where people can inject illicit drugs while monitored by trained professionals equipped with naloxone, which reverses the effects of opioid overdoses.

Metro Vancouver Real estate prices face double-digit drop in 2017 The forecast for a double-digit price drop in Vancouver’s housing market makes for a nice or nasty surprise for 2017, depending on where you are on the property ladder, but experts say it still won’t make the city affordable. Royal LePage CEO Phil Soper said prices are headed for double-digit decline in 2017 as buyers drop out of the market.

“Home prices had got so out of whack with the growth in underlying wages and salaries that there had to be a correction,” said Soper.

“And it’ll happen in 2017.”

Royal LePage, a unit of Brookfield Real Estate Services, is preparing a formal forecast for release in early January based on data from Brookfield, which also runs the nation’s biggest property valuation company. Those appraisals are used by banks, insurance companies and mortgage underwriters.

“We’re looking at all these trends,” Soper said. “If it’s not double digit, it’ll be close to it.”

The prediction is the latest in a series of reports by real estate groups and financial institutions forecasting a long-awaited correction in Vancouver’s overheated housing market. Last month, the B.C. Real Estate Association released a report predicting an 8.7 per cent drop in home prices in the region for 2017, with the average MLS price dropping from $1.03 million in 2016 to $940,000 next year. In October, the National Bank predicted a 20 per cent decline in the price of detached homes in Vancouver, a nine per cent drop for attached homes, and five per cent price decrease for condos.

Recent government interventions such as the 15 per cent foreign homebuyers’ tax and tighter mortgage rules have cooled the market but are not yet fully reflected in prices, Davidoff said. “I think it’s a reasonable guess prices are going to end lower in the year than how it started.”

ICBC rates to go up by 4.9 per cent Those who insure their vehicles in B.C. will see a rate increase for basic insurance of 4.9 per cent.

The provincial government has directed the B.C. Utilities Commission to approve the rate for next year for ICBC, but it wants to make sure that in the long term, the rates are in line with inflation.

Transport Minister Todd Stone told reporters in a conference call that he acknowledges an increase of nearly five per cent year-overyear is not affordable for most families.

“I’ve heard the message loud and clear that people are worried about the increasing cost of living,” he said.

The minister announced the government has launched a third-party review to make recommendations that will keep auto insurance rates affordable in the long term.

Stone said the goal is to put British Columbia drivers first and for the Insurance Corp. of B.C. to manage its cost pressures and bring rate increases closer to the inflation rate.

He said the review will look at the entire spectrum of the insurer’s operations to come up with as many solutions as possible for reducing cost pressures.

“We can’t keep doing things the same way and expect a different outcome, so we’re prepared to change,” Stone said. The minister said the government does not intend to move to a privatized model of insurance through this review. The insurance provider has already begun the process to prepare for the review, and the third party is expected to be selected in the new year.

Stone said the aim is to have results of the review ready by early next summer to be able to effect the insurance provider’s next round of rate filing that is due in August.

The third-party review comes as the frequency and severity of injury claims jumped, while the average cost of vehicle claims increased by 17 per cent between 2014 and 2015.

The seats in the House of Commons have the unfortunate tendency to rip MPs’ pants pockets, according to the Liberal MP, who said he’s had it happen at least six times so far.

The problem, he said, is that when an MP stands up to speak, then sits back down, the pocket sometimes catches on the narrow armrest of the seat, splitting the fabric down the leg along the seam. “Each armrest has three ridges. It’s very decorative, it’s very pretty. But the inner ridge is pointed, so if your pocket catches on it, it’s going to tear.

There’s no question about it.”

Although he’s managed to avoid tearing his pockets since October, it’s happened a lot.

“The number of times I’ve sat down and said, ‘uh-oh’ and stood back up,” he said. “One time

I brought my pants in, there’s a drycleaner on the Hill and they do repairs, and I had them fix it, and I got my pants back and went back to the House and that day, I tore the same pocket again. Like, that’s great. Well done.”

A drycleaner near Parliament Hill confirmed that the shop often has to repair MPs’ torn pockets. “If we fix this problem, we’re going to put somebody out of work,” joked Graham.

“I think everyone has had this issue for years and nobody wanted to be the one to talk about it because it looks so ridiculous to talk about it,” he said, laughing.

So Graham took on the issue, championing it at the Procedure and House Affairs Committee on Dec. 8. That day, the committee considered a number of proposals, deciding whether or not they merited further study.

Dozens of BC’s criminal cases could be in jeopardy because of court delays

Dozens of criminal cases — including high-profile prosecutions of Hells Angels and accused killer Jamie Bacon — could be in jeopardy because of court delays.

Since a Supreme Court of Canada ruling in July imposed time limits for cases getting to trial, many accused in B.C. have filed applications to have their charges tossed.

The Public Prosecution Service of Canada told Postmedia News that it has had 17 applications to stay charges in this province due to delays.

That includes the prosecution of Hells Angels David Giles and Bryan Oldham and their associates Shawn Womacks and James Howard, who were convicted in a major drug

conspiracy case on Sept. 30.

Lawyers for the four men argued before B.C. Supreme Court Justice Carol Ross in November that federal prosecutors violated their clients’ rights by delaying disclosure in the case, extending the length of the proceedings to 49 months.

They noted that in the case of accused B.C. dial-a-doper Barrett Jordan, the country’s highest court said the 49 months his case took to get to trial was too long.

The SCC ruled that in all but exceptional circumstances, Provincial Court cases should go to trial within 18 months, while cases at the superior court level should be completed within 30 months.

Vancouver homeowners owe $36.8 mn in property taxes The number of homeowners in the City of Vancouver who borrowed money from the provincial government to pay municipal property taxes has jumped 30 per cent since last year.

More than 6,300 households in the city delayed paying their property taxes in 2016, under a provincial tax deferment program. Although that is only about three per cent of total residential properties in the City of Vancouver, it amounts to a $36.8 million tax bill footed by the B.C. government for just the one municipality.

A spokesperson for the Ministry of Finance said the program exists to help homeowners struggling to keep up with rising property assessments. In some areas of the Lower Mainland, property taxes have tripled over the past year.

Under the deferment program, the B.C. government will pay the annual property taxes of homeowners who are 55 or older,

widowed or living with a disability at a very low interest rate of 0.70 per cent. Families with children or students of any age living at home can also apply for the program but will face a higher interest rate.

Wayne Mah, a mortgage planner in Vancouver whose firm works with homeowners enrolled in the program, said it can be a way for people to avoid being forced out of their homes.

Five-year-old Surrey boy drowns in bath tub

A five-year-old Surrey boy has died after drowning in a tub.

Surrey Mounties were called to a home in the 10900-block of University Drive in Whalley, just before 5 p.m. Sunday.

First responders, including fire and ambulance crews, had already arrived and worked for almost an hour, but they were unable to revive him.

Surrey RCMP Staff Sgt. Murray Hedderson said in a news release Monday morning, that police have spoken to the adults in the home to determine what happened.

RCMP are not speculating on how they believe the boy might have drowned in the tub, but would only say they are continuing to investigate.

The names of the family are not being released.

Food Banks BC ‘incredibly concerned’ after mail stolen from Canada Post truck Food Banks B.C. fears thousands of dollars worth of donations may never reach those in need, after a Canada Post mail delivery van was broken into and mail from the truck was stolen.

“It is during this season and right before Christmas that we will receive some significant

cheque in the mail,” said Laura Lansink, executive director of Food Banks B.C. “My heart breaks when I think about those donors who have sacrificed to send us money to help people in the community, and they’ll never be acknowledged and that money, of course, will never be able to be used,” said Lansink.

Thieves broke into the vehicle, parked on 18th Avenue and 127A Street in Surrey shortly after 10:30 a.m., Dec 6, damaging its side panel window.

The mail carrier was busy delivering in the area at the time, according to police.

“It was subsequently broken into, and within a very short period of time, mail was taken along with some personal items

belonging to the mail carrier,” said Sgt. Alanna Dunlop with the Surrey RCMP. Lansink said Canada Post informed them of the theft on Dec. 19, nearly two weeks after the crime occurred.

“That is concerning,” she said.

In an emailed statement, Canada Post said it understands the food bank’s concerns.

“But we have no information that any donations were contained in the mail on that particular day. We also know that the delivery agent continued with deliveries that day with all items remaining in the vehicle.”

When Lansink called Canada Post, she said she was told that mail theft during this time of year is a very common occurrence.

“I was flabbergasted. I had no idea. We have always felt so secure,” she said, adding that if it is a common occurrence, she expects Canada Post to put safeguards in place to prevent it from happening.

But Canada Post said it’s not common, although it will review procedures as it always does after an incident.

“But someone smashing a window in the middle of the day is difficult to protect against,” a spokesperson conceded.

“We’re just hoping that not too many cheques meant for the food banks were taken and we do hope that they can somehow be recovered and we can acknowledge those kind donors,” said Lansink.

Terrace Mountie gets suspended sentence for assaulting teen A veteran B.C. Mountie convicted of assaulting an Indigenous teenager in Terrace, B.C., has been handed a suspended sentence with 12 months probation.

RCMP Const. Bruce Lofroth was charged after video surfaced in 2014 of a violent arrest of a teenage boy on a Terrace sidewalk.

The video appeared to show two Mounties kneeling beside a teenager as he lay on the sidewalk outside a Terrace print shop.

Lofroth was sentenced Wednesday

afternoon in a Terrace court.

Provincial judge Edmond de Walle, who was brought in from Salmon Arm, also ordered Lofroth to perform 100 hours of community service and pay a $200 fine.

In the video, played at Lofroth’s sentencing hearing in October, a Mountie in black leather gloves appears to punch the youth’s body and head. After the boy is handcuffed, the officer then appears to strike him in the face.

The video sparked two investigations.

One was an RCMP code of conduct review.

The second was a probe by the Independent Investigations Office of B.C. Lofroth was charged with one count of assault and placed on administrative desk leave. He pleaded guilty in August.

He has worked as a police officer for almost 30 years, first with the Victoria Police and then as an RCMP officer and member of the Emergency Response Team in Northern B.C.

CFIB blasts sick day policies, claims it costs Metro Vancouver $90 M A new survey from the Canadian Federation of Independent Business says municipal employees ‘banking’ sick days has created a $90-million liability for Metro Vancouver.

The report says 15 of the 17 municipal government plans in Metro Vancouver allow for banked sick days.

Employees who do not use their allotted sick days can ‘bank’ them — in Richmond and Vancouver 20 paid sick days per year can be saved, up until 261 days. An additional 120 ‘gratuity’ days can be cashed upon leaving the service.

“Some governments allow banked sick days to be used by certain employees to retire early or to receive cash payouts for banked sick days that go unused. These alternative sick day provisions raise questions as to why governments have allowed public sector employees to use banked sick days for purposes unrelated to illness,” says the report.

But the Public Service Alliance of Canada defends sick leave policies as an insurance for employees. They say it’s a myth that banked sick leave create millions of dollars of liaibility.

“We negotiated the right for our members to save up sick leave for a reason: it’s like an insurance policy. Like insurance, saved up sick leave can be indispensable. Workers battling a chronic or serious illness have to wait at least 13 weeks (65 working days) – or, if they have more than 65 days in sick leave, use that up

until it’s gone, before their disability insurance kicks in. If they have no saved up sick leave, they are forced to rely on Employment Insurance through that period. That means earning a maximum of $501 a week.”

They also point out managers have tools to make sure sick leave is not abused, as they can demand medical certificates and discipline absentee employees.

But Richard Truscott, CFIB vice president for B.C. and Alberta believes the system should be revised.

The group has been calling for sick day revisions for years. An April report claimed banked sick days cost B.C. $399-million, Vancouver $35 million and Victoria $7-million.

“If the employee doesn’t use all of their allotted sick days in a year, they can save them to be either used in the future or in some cases, they’re paid out for that time. When we see these sorts of arrangements in the public sector that really are turning out to be more of a perk than anything, that certainly does question as to whether it’s a wise practice or something we need to scale back.”

Burnaby and New Westminster are the only two municipalities that have moved away from the practice, introducing affordable short-term disability plans instead.

Custom-built cable sweeper ditched on Port Mann Bridge After falling ‘ice bombs’ first terrorized motorists driving across the Port Mann Bridge in Dec. 2012, the B.C. government promised a custom-made system to control ice and snow buildup on the span but instead installed a low tech solution.

“A custom-designed cable sweeper has been developed that will be fitted around the bridge cables and used to remove snow and ice before it can accumulate,” said a Ministry of Transportation news release dated Jan. 21, 2013.

At the time, the sweepers were apparently already being fabricated but in Dec. 2013, it was less sophisticated snow collars that debuted on the bridge’s 288 cables.

“As we were developing and working through logistics of how the sweepers would work, we actually came up with the collar system idea,” said Norm Parkes, executive director of highway operations.

“It appeared to be a much simpler approach — simple in its application, easy to deploy and effective, so we moved away from the sweepers and toward this collar chain system.”

The cost of the cable collars was paid for by the builder of the bridge, according to Parkes, who said he doesn’t know if the collars were cheaper than the sweepers.

The custom snow sweepers were two feet long and consisted of a set of wheels, scrapers and brushes that would be raised and lowered along the cables during wintry conditions to remove ice and snow buildup.

They were to be installed starting in Jan. 2013 on 152 of the 288 bridge cables that cross the roadway of the bridge.

Then-transportation minister Mary Polak said the sweepers would be positioned at the bottom of the cables and be manually winched up to the top and dropped back down to clear snow when required.

“One of the things with the sweepers that we needed to think about was the cables that pulled them up and down and how those cables would act in a snowstorm,” said Parkes.

“That’s something that made us think more to the gravity dropped collars.”

Man who scammed investors with sham stock promises banned from market A Vancouver man who defrauded investors with promises of lucrative returns from imaginary companies has been permanently banned from B.C.’s capital markets and fined $225,000.

Ayaz Dhanani bilked three people out of $188,800 in a scheme involving stocks in gold-mining and oil companies. None of the firms or stocks were real, and the B.C. Securities Commission ordered Dhanani last week to pay back the ill-gotten funds, end all involvement in the securities market, and pay a hefty administrative penalty.

“The respondent’s misconduct is an egregious form of fraud,” the BCSC panel wrote in its decision. “It was all a sham.

There is no evidence that there ever were any real investments contemplated by the respondent. The respondent simply pocketed the funds obtained from the investors and used them for the personal expenses of himself and his family.” The gravity of the scam was particularly intense because of the lies Dhanani told, including the use of aliases, according to the decision. The fraudster is known to use at least six aliases.

After more than 40 months of paid suspension, a B.C. Mountie was exonerated Tuesday in a swift two-minute phone call.

It’s the latest twist in a case that stemmed from a fall 2012 incident in which two cars were reported stolen from the Osoyoos home of Const. Amit Goyal. Since then, Goyal has faced a criminal investigation, a separate civil lawsuit, and has seen his RCMP conduct hearing rescheduled at least six times since disciplinary action began in November 2013.

The saga’s latest chapter ended Tuesday, when the RCMP withdrew all charges and exonerated Goyal, clearing the way for him to return to active duty. The hearing was held via video- and teleconference, with three RCMP adjudication board officers dialling in from Regina, Edmonton, and Ottawa.

The last time the adjudication board convened in person, in a Richmond hotel in September, the matter was adjourned after Goyal’s lawyer John Benkendorf told the hearing that after reviewing new evidence, he felt “this hearing would be an embarrassment for the RCMP were it to proceed.” Goyal was facing “extremely serious allegations,” Benkendorf said after Tuesday’s hearing. He had been accused of committing insurance fraud by allegedly abandoning his Audi S5 and an on-loan Ford Ranger on Anarchist Mountain on the outskirts of Osoyoos, torching them and

then reporting them stolen.

In the two-minute hearing, the lawyer representing the RCMP, John Reid, said new evidence submitted by Benkendorf in September was “persuasive enough” to convince Deputy Commissioner Craig Callens “it is not in the public interest to proceed, as there is no reasonable likelihood of substantiation.”

“The member (Goyal) has been exonerated by this evidence,” Reid said.

The chair of the adjudication board, Insp.

Bernard Tremblay said from Ottawa: “Alright, well, since the allegations are withdrawn, there is nothing left for this board to adjudicate. So, Const. Goyal, unless you’re suspended for any other reason, I expect you’ll be returning to active duty shortly, and wish you good luck going forward. This concludes the proceedings.”

In a statement after Tuesday’s hearing, Callens said: “This protracted process and lack of timely resolution is why the RCMP welcomed the legislative changes to the RCMP Act in 2014. The new conduct process allows misconduct to be addressed in a more responsive, timely and effective manner.”

B.C. RCMP Sgt. Annie Linteau said in an email that Goyal “will have to complete all mandatory requirements before returning to full duty,” but as for a timeline, “that is a difficult question to answer.”

by Vancouver Police, the suspect is in “serious but stable condition and is expected to survive.” No further details were given about the extent of the man’s injuries.

On Monday around 8:30 a.m., Transit police and Vancouver Police were called to the 29th Avenue SkyTrain station for a man who allegedly threatened people with a machete on board a SkyTrain car.

As police negotiated with the man, he broke out of the closed SkyTrain doors and did not listen to police demands to drop the weapon. “As the suspect approached police officers, and the exit to the station, he was eventually shot,” read the police statement.

The man was taken to hospital where he remains today. Police have identified the man but will not be sharing his name until charges are approved.

As a child growing up in the city of Amritsar in northwest India, Vikram Vij knew the sounds and sights of war very well.

“Indian and Pakistan were fighting,” the Vancouver-based celebrity chef recalls, his voice catching and his eyes brimming with tears at the memories.

“And there would be warplanes going above us. We would have blackouts.”

It is that childhood experience of war and of the soldiers and pilots who fought for India that fuelled his desire to do something unusual — and, until now, secret.

There are regular visits by comedians, singers and hockey celebrities to entertain and give a boost to Canadian troops who are based abroad during the holidays. Over the years, they’ve included Rick Mercer, Tom Cochrane and Don Cherry.

But this year, the troops got something very different. Vij flew to the patrol ship HMCS Charlottetown, stationed in the Mediterranean, last Saturday and then to a military base in Kuwait the following day, where Canadian Forces are part of Operation Impact, aimed at fighting ISIS. Vij, known for his appearance on the TV

series Dragons’ Den and his high-profile success as a restaurateur and entrepreneur, said he eagerly agreed when Defence Minister Harjit Sajjan asked him to accompany him on the trip.

“It is my sense of duty for India and for

Canada,” Vij said during an interview at his popular Vancouver restaurant, Vij’s, before he left.

Recalling again his childhood pride in the military, Vij said, “We all wanted to be soldiers.”

Instead, he came to Canada, where he wields a saucepan instead of a gun.

In the days leading up to his visit with the Forces, Vij showed off the spices he intended to carry in his suitcase: garam masala, turmeric, fenugreek and cinnamon among them.

Surrey bans e-cigarettes in public spaces Surrey City Council has banned electronic cigarettes in all the same places that you're not allowed to smoke regular cigarettes.

The city now also requires vapers to stay at least 7.5 metres away from bus stops or transit shelters when they light up.

"I know that there's been a number of complaints, particularly as it relates to using

vapours and using cigarettes and bus shelters," said Councillor Tom Gill.

"I know that's been a huge problem."

Council changed the bylaw at Monday's meeting.

Earlier this year, the province introduced similar legislation to ban vapourizers from restaurants, workplaces and other public spaces.

Ontario man who fled to Pakistan after sex assault conviction sentenced in absentia An Ontario man who fled to Pakistan after being found guilty of sexual assault has been sentenced in absentia, which a Toronto judge calls a “phenomenally rare occurrence.”

Moazzam Tariq was sentenced today to two years and nine months in prison.

Justice Mara Greene says there is no doubt that Tariq has absconded and says she decided to proceed with the sentencing largely because of the needs of the victim in the case.

Greene recounted that Tariq had met a woman at a Toronto nightclub, where he hit on her and provided her with alcohol, even though it was clear

she was already intoxicated.

The judge says Tariq then took the woman to a hotel, where he sexually assaulted her without her consent while not using a condom.

Greene says Tariq knew how intoxicated the woman was and took advantage of the situation with a general disregard for her safety.

A Toronto police detective who has worked on Tariq’s case says the man fled the country before his sentencing using a Pakistani passport that he had not turned over to police.

BC Law Society takes over part of Richmond real estate lawyer’s practice The B.C. Law Society has taken over part of the practice of a Richmond real estate lawyer, Hong Guo, and continues to investigate after $7.5 million disappeared from her firm’s trust account.

Postmedia has reported a number of Chinese investors and B.C. real estate professionals are suing Guo, alleging $2.1 million in losses, after Guo says more than $7.5 million was stolen from her trust account in early 2016.

The trust fund shortage affected property transactions and left a number of Chinese investors unable to pay tax bills on Canadian real estate transactions, legal filings say.

The Society has taken custody of the affected trust account, at CIBC, and has imposed conditions on Guo’s firm, documents filed in B.C. Supreme Court say.

One of the conditions is that Guo can’t make payments to affected clients except through the Society’s custodian. Also, for any new client matters Guo must use “only specific trust accounts” and payments must be signed

by a second lawyer that is approved by the society.

“The Law Society’s investigation of Hong Guo’s conduct is ongoing and it would be premature to speculate as to the outcome of that investigation,” spokesman David Jordan stated in an email.

Meanwhile, several of the Chinese real estate investors affected by the trust shortage have obtained judgments against Guo, legal filings say.

In a letter to the lawyer of Zhaoyan Wang, one of the clients who has sued Guo, B.C. Law Society manager of custodianships Michael Rhodes says: “The powers of the custodian are limited … and the custodian has no power to pursue assets of Ms. Guo or the law practice.” The letter says that, “at this point, the total shortage in the account is $5.5 million … if we receive funds, we intend to distribute them pro-rata among those who have suffered a loss.”

Millionaire real estate developer shot outside of his Calgary home Calgary tycoon Riaz Mamdani, who heads a real estate company that claims $1 billion in assets, was in critical condition but still able to speak with police Monday after he was shot multiple times as he sat in a black Rolls-Royce outside his home in one of Calgary’s most expensive residential neighbourhoods.

Calgary police said the shooting was targeted.

Mamdani was identified as the victim by his firm, Strategic Group, but not by police.

He was in the driver’s seat of the running RollsRoyce Phantom outside his house, a 9,000-squarefoot mansion built in 1912 by survivors of the Titanic disaster, with an unidentified passenger when several shots were fired into the car shortly after 8 a.m.

He jammed down on the accelerator, likely trying to escape, propelling the car forward and colliding with a barricade along the 2200 block of 7 Street S.W., badly damaging the distinctive chrome grille.

No one else was injured in the attack, police said. Investigators would not say what relationship the passenger had to Mamdani, or provide their age or gender.

He was taken to hospital and placed under police guard.

By Monday afternoon, despite injuries described as “very serious,” he was able to speak with investigators.

Police agreed it was “targeted” but didn’t narrow it so finely.

“We think that the shooter definitely knew where he was and who he was going after,” said Staff Sgt. Travis Baker of Calgary Police. “It does, from our standpoint, look

very specific.

“We’ll certainly explore all avenues — business, if this is business-related, we would certainly be exploring those things.

We’ll be looking at all kinds of motives.”

Two clues could suggest forethought or experience by the possible perpetrator.

Police said the only description of the suspect is of a male wearing a bright orange jacket. Several times recently, orange construction-style vests have been worn by gunmen in targeted hits, worn in the hope they will be mistaken for road crews or construction workers and giving them a reason to be in the area.

Three men injured in shootings in Abbotsford and Surrey Three men were injured in two separate shootings in the Fraser Valley last Friday night and early Saturday.

Abbotsford police believe a shooting that injured two men near a restaurant on Walsh Avenue on Friday night is connected to the continuing Townline Hill gang war.

Just before 8 p.m., police received a call

about shots fired. When they searched the area, they found no victims.

“Shortly after the shooting, two males arrived at the hospital with gunshot wounds,” police spokeswoman Sgt. Judy Bird said in a statement.

One man was released from hospital after treatment, while the other was in stable condition with serious injuries.

Meanwhile, in Surrey, RCMP were called to a report of a shooting in the 13500-block of 91 Avenue just after 4 a.m. Saturday morning.

According to a news release, they found a 45-year-old man suffering from gunshot wounds. He was taken to hospital where he remains in critical condition.

Three men have been arrested after trying to escape from Abbotsford police in a stolen car.

A patrol officer attempted to pull over a stolen Toyota FJ Cruiser in the area of Fooks Road and North Parallel Road early Friday around 1 a.m.

The men in the stolen vehicle fled from police, heading up Sumas Mountain Road.

Patrol officers and K9 units located the abandoned vehicle on a rural gravel road almost 10 km away near Foxglove Lane.

“K9 units tracked through rough, mountainous terrain, deep snow and inclement weather to locate three suspects who were taken into custody,” APD spokeswoman Sgt. Judy Bird said in a news release. “Items seized during the track include bear spray and a black handgun. The handgun was later determined to be a replica.”

Foreign farm workers in BC face poor working and living conditions A migrant workers’ advocacy group called Sunday for more measures to protect the rights of and improve working conditions for foreign farm workers, many of whom face abuse and poor living conditions, it said.

The Migrant Workers’ Dignity Association released a report called Beyond Our Plates, based on interactions and stories of about 1,300 foreign agricultural workers in B.C.

The hope, said executive director Raul Gatica, is to make British Columbians think about the food they eat, and the struggle of some of the workers who toil in the fields and factories to provide their local produce.

“People in B.C. love eating local and organic,” said Gatica. “They say ‘I support local. That is good food.’ But just a few people ask about ethical issues. This report talks about the ethical things.”

The 40-page report includes several stories of migrant farm workers that highlight “how unfair the treatment is and how even the laws in Canada allow the abuses of workers,” Gatica told a crowd of about 50 people in downtown Vancouver Sunday.

Gatica shared a story of a farm worker in Surrey who nearly had his finger cut off in a machine that peels and grinds carrots. His employer’s main concern was for the machine, said the farm worker, who was told to put on a glove and get back to work.

The report also includes quotes from a worker who said his employer sprayed pesticide while workers were out in the fields without providing them with safety gear, and another worker who recounted living in a small house with 40 other people.

“This is the way employers see migrant farm workers,” said Gatica. “These kind of situations happen every day in the fields.” Migrant farm workers made up 28 per cent of temporary foreign workers in 2013, said report co-author and Simon Fraser University PhD student Alexandra Henao. In 2015, that figure has grown to 59 per cent.

Many workers hail from Mexico, Guatemala, the Caribbean and the Philippines. Vulnerable workers face geographical isolation at the farms, where there is usually poor access to transit.

Many do not speak English and are unfamiliar with the procedures and services in Canada. Some foreign workers who are tied by their work permits to one employer could be afraid to speak out for fear of losing their jobs or getting blacklisted by their governments and employers.

The report makes several recommendations to protect workers’ rights, including asking Canadian employers to hire multi-lingual employees and provide migrant workers with social and education services, such as a few hours of ESL courses per week, in order to “enable their participation in the communities.”

CMHC ends 30-year monopoly of the custody of mortgage records in Canada Canada Mortgage and Housing Corp. has effectively broken up a 30-year monopoly related to the custody of mortgage records in the country, a move the new entrant into the market says could open up the multi-billion dollar securitization business to others.

CST Trust Company, a Canadianbased entity which provides financial and administration support for the financial industry, said last week it had received certification to act as a third-party to store documents related to the mortgages of millions of Canadians.

For three decades, that custody was handled by one provider which was using a manual process to record some of the data used in connection with Canadian mortgages. Banks do hold onto the loan records but CMHC, which runs the multi billion dollar program that securitizes government backed consumer mortgages, requires a third party to hold onto documentation for risk reasons.

Computer Share Inc., an Australian-based company, has been the only custodian of that information until now but that is about to change and CST says it has already signed up one major Canadian bank, a move that needed approval from CMHC. A Computershare spokesman could not be reached for comment. “Like any monopoly, it’s not the best type of service, so no one has really tried to penetrate this market and do any type of good work like digitizing mortgage records

and working to a more electronic solution,” said Frank Turzanski, a senior vice-president with CST who will head up the operation.

The company wouldn’t say what the rights to the market could be worth but there are almost $500 billion in mortgages outstanding under the National Housing Act MortgageBacked Securities program administered by CMHC. “It’s taking out a lot of risk by having an alternative provider and ultimately provides flexibility in the capital markets about how mortgages are financed,” said Turzanski. “We are building a digital registry concept and this may diversify how mortgages are funded in Canada.” The electronic repository, with CST as the registered title holder, will track beneficial ownership of every mortgage from origination through its sale to investors and subsequent securitization.

The company say this provides the issuers, originators and investors with easily searchable, on-demand access to specific asset information whenever they need it and eliminates delays and potential inaccuracies.

It will also have storage of physical documents off-site. Turzanski says that capital markets are looking for alternative funding solutions outside of CMHC’s program, but with no real electronic registry in Canada it has yet to materialize. CMHC has gradually been reducing Ottawa’s exposure to the housing market and this could help with that effort.

Edmonton drunk driver who killed 73-year-old man handed five-year sentence An Edmonton man who admitted he was driving drunk when he fatally struck a 73-year-old pedestrian was handed a fiveyear prison sentence Monday.

Erick Edgardo Garcia, 38, pleaded guilty in October to impaired driving causing a death in connection with a June 20, 2016, collision that killed Ajaib Singh Grewal.

Crown prosecutor Mark Van Manen and Garcia’s defence lawyer, Rod Gregory, made a joint sentencing submission, which provincial court Judge Janet Dixon accepted.

Garcia, who has been in custody since his arrest and did not seek bail, will receive credit for time served. He has four years and 90 days left to his sentence, and will be prohibited from driving for five years after his release. Dixon also ordered Garcia to

provide a DNA sample for a federal database.

According to an agreed statement of facts, Garcia was speeding when his Jeep went through a four-way stop near 48 Street and Mill Woods Road South about 4 p.m., and made no attempt to brake. Grewal was walking in a marked crosswalk.

The force of the impact threw Grewal 30 metres.

He was declared dead at the scene by emergency responders.

After the collision, Garcia pulled over briefly, then drove away. He parked nearby, and was arrested a short time later.

He was so drunk he had difficulty standing, and became disgruntled with police, calling an officer a homophobic slur, according to the agreed statement of facts.

Canadian ISIL fighter wanted by RCMP may have been killed in missile strike in Syria A Canadian wanted by the RCMP after he allegedly left Ottawa to join ISIL may have been killed in a missile strike in Syria more than two years ago, according to a newly released court document.

Khadar Hassan Khalib was charged with two terrorism offences in February 2015, along with John Maguire and alleged recruiter Awso Peshdary. But the document suggested Khalib died on Nov. 25, 2014.

Peshdary allegedly told Abdullah Milton, an undercover informant, that he had learned of Khalib’s death on social media, according to a summary of the RCMP investigation, called Project Servant.

“On November 28, 2014, Peshdary messaged Milton and told him that he had learned from a Twitter feed that Khadar Khalib had died in a missile strike three days earlier in Kobane, Syria,” the document says.

While social media accounts have claimed that Maguire died in Kobane in October 2014, the document is the first suggestion that Khalib was also killed there, said Canadian terrorism expert Amarnath Amarasingam.

“The battle of Kobane from September 2014 to March 2015 was a bit of a graveyard for foreign fighters,” said Prof. Amarasingam, a fellow at the George Washington University

Program on Extremism.

“It stands to reason that if Maguire died there, his friend Khalib may have been with him as well. But, as with most things Syria and ISIS, there is a lot that is unclear.”

The allegation of Khalib’s death was contained in an RCMP report to Crown lawyers. A summary of the report was filed in court

by Peshdary’s lawyer Solomon Friedman, who has asked for Canadian Security Intelligence Service records relating to the case. A former Algonquin College student, Khalib began calling himself AbdulBaqi Hanif and disappeared in October 2014. “Death is only once, so let it be jihad,” he wrote on social media, quoting extremist ideologue Abdullah Azzam. When the charges were announced four months later, the RCMP said there was “no evidence before us, official evidence that would suggest that Mr. Khalib or Mr. Maguire are deceased and therefore this is why we laid charges in absentia.” Khalib and Maguire, both alleged members of the Islamic State of Iraq and the Levant, remain on the RCMP and Interpol wanted lists. But given that Syria is a conflict zone, confirming deaths is almost impossible and, out of caution, police have been assuming that terror suspects remain alive. Khalib would be 25.

Clinton wins popular vote by nearly 2.9 million Hillary Clinton received nearly 2.9 million more votes than President-elect Donald Trump, giving her the largest popular vote margin of any losing presidential candidate.

Certified results in all 50 states and the District of Columbia show Clinton winning

nearly 65,844,610 million votes — 48 per cent __ to Trump’s 62,979,636 million votes __ 46 per cent— according to an analysis by The Associated Press.

Clinton is the fifth presidential candidate in American history to win the popular vote and lose the Electoral College. Democrat Al Gore, the only other presidential candidate this century to come up short in the Electoral College but claim a popular vote victory, received 540,000 more votes than President George W. Bush.

The vote total discrepancy between Democratic nominee Clinton and Trump has fueled arguments by some Democrats that the election process is undemocratic and an intense lobbying push to convince electors to cast their votes against Trump.

The effort failed: The Republican presidentelect won all but two of the Electoral College votes he claimed on Election Day when electors met in state capitals on Monday.

With all states voting, Trump finished with 304 votes and Clinton had 227.

To be elected president, the winner must get at least half plus one — or 270 electoral votes.

Most states give all their electoral votes to whichever candidate wins that state’s popular vote. Maine and Nebraska award them by congressional district.

A joint session of Congress is scheduled for Jan. 6 to certify the results of the Electoral College vote, with Vice-President Joe Biden presiding as president of the Senate. Once the result is certified, the winner will be sworn in on Jan. 20.

AP’s popular vote count does not include finalized results for third-party candidates and write-in votes.

Status of Women minister spent $1.1M to have new office built even with quicker, cheaper option available Status of Women Minister Patty Hajdu approved a $1.1-million price tag to build a new suite of offices for herself and her staff earlier this year, even though she was told the cost might raise some eyebrows.

Hajdu wanted her new office to be in the same building as the rest of the agency — located at 22 Eddy St. in Gatineau, Que., according to documents obtained by The Canadian Press through the Access to Information Act. Those documents also show that senior management fast-tracked the expensive renovation project to get her there, even before knowing how they would pay for it.

Before Prime Minister Justin Trudeau appointed a full-time status of women minister — part of his commitment to gender equality around the cabinet table — there had

been no need for an office of that size in the building.

Hajdu chose to have the new offices built instead of renovating a space at the building housing Canadian Heritage, the department that contains the Status of Women Canada agency within its portfolio, the documents indicate.

That option would have cost about $400,000, with a much earlier completion date and a location directly across the street, but emails suggest it was never seriously considered.

Hajdu was also warned that the pricier option might create a political problem for her once the word got out.

“The cost is higher than (the space at Canadian Heritage), and could increase since the estimates at this time are not firm,” said a Jan. 26 memo prepared for Hajdu that detailed the pros and cons of the two options.

Conservative Senator accuses Trudeau of trying to ‘destroy’ opposition in the Senate In a video posted to YouTube Tuesday that may violate Senate rules, Conservative Senator Denise Batters accuses Prime Minister Justin Trudeau’s office of trying to eliminate opposition in the upper chamber.

In her 65-second video, Batters refers to Trudeau’s controversial past comments about communist China and Cuba’s late dictator, Fidel Castro.

“We know that Prime Minister Trudeau is a fan of communist China’s efficiency, and that he called Cuban dictator Fidel Castro, a Trudeau family friend, a ‘remarkable leader,’”Batters says.

“Opposition in the Senate might be inconvenient for the Trudeau government, but we have a critical role to play in protecting Canadian democracy: to hold the government accountable and to voice minority and regional views not represented in the majority Liberal government in the House of Commons.”

Senate chamber and speaking directly into the camera, Batters says she is concerned that Senator Peter Harder, the government’s representative in the Senate, wants to do away with an organized official opposition, as she gestures to the empty chairs behind her.

“This is Canada, a free, democratic country. We must not allow the Trudeau government to destroy the opposition in a democratic chamber of Parliament, emptying these opposition benches forever.”

Batters, who was picked by Stephen Harper to represent Saskatchewan in the Senate, is known as a strong defender of her party.

The Conservative opposition in the Senate have viewed Trudeau’s appointments of Independent senators with great suspicion.

The Conservatives have sparred with the Independents over membership in Senate committees, which are the prime vehicle for examining legislation.

Provinces reject $11 billion health funding offer from feds that now appears to be off the table The federal government pulled billions of dollars off the negotiating table Monday after failing to reach a long-term healthcare funding agreement with frustrated provincial and territorial health and finance ministers.

Ottawa attempted to sweeten its offer somewhat at midday in the face of withering criticism that it wasn’t bargaining in good faith, but the additional $3.5 billion over 10 years wasn’t enough to bridge the widening gap between the two sides.

“We were working today to have partners with the provinces and territories,” Finance Minister Bill Morneau told a news conference. “We were unsuccessful in that effort.”

Heading into the talks, Morneau warned that if no deal could be reached that federal support would revert back to what the Liberals have long said they would do: limit the annual increase in health transfers to three per cent, or nominal economic growth, and provide $3 billion for home care.

The annual transfer payment increase is poised to drop next April to three per cent

a year — half the six per cent it has been since 2004.

“We were disappointed that the provinces and territories did not feel that they could accept this offer,” said federal Health Minister Jane Philpott.

Monday’s talks appeared doomed from the start, with the provinces accusing the Trudeau government of refusing to negotiate a new federal health-care funding framework, instead putting forward what they considered a lacklustre take-it-orleave-it offer.

“Let’s be clear, we did not walk away from this meeting … It was the federal government that closed the meeting, ultimately,” said Ontario Finance Minister Charles Sousa.

“We are here to negotiate at the directive of the first ministers; by the prime minister himself, who invited the ministers of health to attend as well to find a solution. We didn’t have the opportunity here today to have that discussion.”

The federal government put forward a unilateral approach, Sousa added.

Earlier Monday, Philpott ducked questions about the concerns of the provinces, describing Ottawa’s earlier offer of mental health and home care cash as “historic” and “transformative.”

“They can’t continue to make ultimatums, to make threats,” said Manitoba Health Minister Kelvin Goertzen, who added that the provinces have long been demanding health-funding negotiations with Ottawa.

“For months, we’ve been begging for this.”

It was clear the federal government wasn’t offering much wiggle room.

U.S. commerce department officially launches softwood investigation The U.S. government says it is launching investigations to determine whether softwood lumber imports from Canada were dumped into the country and harmed the American forestry sector.

The U.S. Commerce Department says it will work with the U.S. International Trade Commission to examine allegations that

wood was dumped at less than its fair value and that Canadian forestry firms received unfair financial assistance from governments.

The decision to investigate is in response to petitions filed last month from the U.S. Lumber Coalition and could result in the imposition of preliminary duties in the next few months.

The Commerce Department will determine whether dumping took place while the International Trade Commission will decide if the U.S. industry was materially injured or threatened.

If the commission determines by Jan. 9 that

Canadian softwood harmed the U.S. lumber sector, it will issue preliminary countervailing duties on Feb. 21 and preliminary antidumping duties on May 4, unless those deadlines are extended.

Canada exported about US$4.5 billion worth of lumber to the U.S. last year, according to the Commerce Department.

The U.S. Lumber Coalition alleges that provincial governments, which own most of Canada’s vast timberlands, provide trees to Canadian producers at rates far below market value, along with other subsidies.

As a result, the group says Canadian lumber is being sold for less than fair value in the U.S., hurting mills, workers and communities.

Softwood producers in Canada dispute the U.S. Lumber Coalition’s allegations.

Montreal-based Resolute Forest Products said producers in Quebec and Ontario pay market prices and should have access to free trade with the U.S. The B.C. Lumber Trade Council has said the claims levelled by the U.S. lumber lobby are based on unsubstantiated arguments that were previously rejected by independent NAFTA panels.

Burnaby MP says he supports Trudeau on Kinder Morgan After weeks of silence, Burnaby MP Terry Beech says he supports the federal government’s decision to approve Kinder Morgan’s Trans Mountain pipeline expansion project — even though it puts him in a difficult position.

Beech’s riding is considered ground zero for the Kinder Morgan pipeline expansion project and the site of some of the project’s most vocal protests.

Beech himself has been a vocal critic of the project, saying most of his constituents did

not support it. He presented his objections to the Trans Mountain Panel and penned an 18page report emphasizing a project like Kinder Morgan would require community and First Nations support in order to proceed.

“I support cabinet in making their decision,” he told. “It was a difficult decision for them to make and it’s a difficult reality for myself and the members of my constituency who have very valid concerns about this project.”

Beech said there’s still a substantial implementation process to come for the pipeline project. He said he would use that time to make sure conditions were met and decision-makers had the “best information.”

Throughout the interview, Beech promised to continue to advocate on environmental issues for his constituents, but used carbon pricing to distance himself from the pipeline issue.

“I talked about carbon pricing in the election as much as I talked about being a strong advocate on the Kinder Morgan pipeline.” he said.

The Trudeau government has been working towards creating a national carbon price plan, but has so far failed to get Saskatchewan and Manitoba on board.

When questioned about the pipeline expansion project — which would triple the capacity of the existing pipeline to carry oil products from Alberta to the B.C. coast — Beech pointed again to carbon pricing as a significant way to fight climate change and said the Trudeau government was best positioned to put a framework into place.

“If you think back to two years ago under the Harper government, I couldn’t imagine us putting a price on carbon nationally,” he said.

“Having that policy nationally will have an incredibly significant impact on being able to fight climate change.”

The federal government approved the Trans Mountain pipeline expansion project Nov. 29.

Need Workers, Pay ACCORDING TO Experience

Trudeau pays back taxpayers about $38K for personal expenses Prime Minister Justin Trudeau reimbursed taxpayers at least $38,000 for personal and family expenses during his first year in office, with extra childcare for his three kids topping the list.

Financial records of more than two dozen reimbursements Trudeau made for food, internet service and caregivers since becoming prime minister on Nov. 4 last year, as well as his payments to National Defence and RCMP for personal and family use of government aircraft.

Fuzzy rules on what must be reimbursed have evolved over 30 years, as previous prime ministers voluntarily paid for food at 24 Sussex Drive or for holiday trips using government aircraft.

In February this year, rules for travel were finally codified and became retroactive to Trudeau’s first day in office, which allow a rough reckoning of total reimbursement payments under the policy. Householdexpense reimbursements can also be added, calculated based on actual repayments, estimates and projections.

The first year’s estimated tally, based partly on documents obtained under the Access to Information Act, works out to at least $38,000, or just over 10 per cent of the prime minister’s salary of $340,800.

The biggest single bill was reimbursement for overtime run up by taxpayer-funded “special assistants” — bureaucratic code word for nannies — who work a maximum

of 37.5 hours a week on the public dime.

The Trudeau family had two such caregivers until June 30, when they terminated one and replaced the person with someone they now pay entirely out of pocket. All the overtime costs of the

first person are reimbursed, as well as any overtime incurred by the second person up to June 30.

The total overtime amount reimbursed to the end of July 2016 was $13,404, according to records released by the Privy Council Office. The prime minister also pays his own internet/cable bill, an average of $83 a month.

Estimated food costs for three adults (two parents and one caregiver) and three kids are about $1,100 month, based entirely on Statistics Canada averages rather than actual grocery bills — a method previous prime ministers have used. Trudeau pays that calculated amount on a monthly basis, the records show.

Trudeau government begins to (slightly) lose its appeal

For the first time in a year, the U.S. Federal Reserve has hiked its key rate by a quarter of a percentage point to 0.75 per cent, fuelled by strong economic growth. This stands in contrast to the Bank of Canada‘s decision to hold its rate at 0.5 per cent, amid sluggish growth.

Wednesday’s hike had already been priced into the market, said TD Bank Group deputy chief economist Derek Burleton. That means there shouldn’t be any dramatic reactions, but there will be ripple effects.

In general, a Fed rate hike will see the U.S. dollar strengthen, and that tends to dampen the loonie.

“The Canadian dollar is at risk of decline, the U.S. dollar could strengthen, but my hunch is we’re not looking at any large market movements,” said Burleton.

What this hinges on is the indication of how many rate hikes the Federal Reserve has in store for next year. There are four opportunities a year to raise the rate.

“If they signal fewer than four and the U.S. dollar goes down, then the loonie could take off,” said Colin Cieszynski, chief market strategist at CMC Markets Canada.

The suggestion of fewer hikes next year could be due, in part, to a wait-and-see approach by the Fed, hinging on Presidentelect Donald Trump’s plans for stimulus projects next year.

“My best guess is the Fed takes a cautious approach,” said Burleton.

The Trudeau government may be showing the first signs of wear after more than a year in power, a new poll suggests, with Prime Minister Justin Trudeau’s approval rating holding steady even as Canadians begin to lose confidence in his party’s ability to get things done.

The survey, conducted by Ipsos on behalf of Global News between Dec. 15 and Dec. 19, reveals that two in three Canadians (67 per cent) agree strongly or somewhat that “the Trudeau government is more style than substance.”

That’s up eight points since the government’s one-year anniversary, just over a month ago.

A third of respondents (33 per cent) disagreed with that statement, down eight points.

Meanwhile, six in 10 Canadians still approved (13 per cent strongly and 49 per cent somewhat) of “the performance of the Liberal Government under the leadership of Prime Minister Justin Trudeau,” which is down only three points since October.

Four in 10 disapproved of the government’s performance under Trudeau’s leadership.

Comparatively, the poll found that on average, Canadians are far less fond of their provincial leaders. The average approval rating for provincial governments across the country was just over 40 per cent, suggesting that they’re experiencing a rough ride compared to Trudeau.

Lt Gen Bakshi may resign after being superseded Lt General Praveen Bakshi, who was superseded along with another senior officer in selection of the new Army Chief, today met Defence Minister Manohar Parrikar and Army Chief General Dalbir Singh Suhag in Delhi amid speculation that he may resign.

Eastern Army Commander Lt Gen Bakshi had flown in from Kolkata for the post-lunch meetings. On December 17, the government appointed Lt Gen Bipin Rawat as the Army Chief, superseding Lt Gen Bakshi and Lt Gen PM Hariz, the Southern Army Commander.

In the past, Lt Gen SK Sinha had resigned when his junior General AS Vaidya was

appointed as the Army Chief in 1983. In April 2014, Vice Admiral Sekhar Sinha resigned when his junior Admiral Robin Dhowan was appointed as the Navy Chief. In the forces, there is no concept of a senior working under his junior.

Lt Gen Bakshi is senior by two batches to Lt Gen Rawat when he passed out of the Indian Military Academy, Dehradun.

But former military officers say even if Lt Gen Bakshi resigns, he will do that at the end of this month when Lt Gen Rawat takes over as the Chief. Also, there is possibility that he can continue for a few days in January and wait for the government to “rehabilitate” him and then opt to quit.

Delhi’s Lt Governor Najeeb quits Delhi Lt Governor Najeeb Jung today tendered his resignation to the Centre, after a nearly three-and-half-year tenure, on the plea that he wanted to “return to academics”.

The acceptance of his resignation is only a matter of time, said sources in the Ministry of Home Affairs.

Jung’s tenure was dogged by his constant power tussle with Chief Minister Arvind Kejriwal and his Aam Aadmi Party (AAP) government on a range of issues that virtually brought governance in the city-state to a halt on several occasions. A case related to a dispute between the AAP government and the Centre is pending in court. A decision is likely to be announced mid-January.

In his brief resignation letter, 65-year-old Jung, while citing no reason, said he would return to academics. Jung, who took charge in July 2013, thanked Prime Minister Narendra Modi for his help and cooperation and the Chief Minister for his “association”.

A source close to Jung said: “His decision to quit has nothinbg to do with his ties with the AAP government. It is purely a personal decision. He had been thinking about it for quite some time.”

On whether Jung had resigned on the advice of the Centre, Home Secretary Rajiv Mehrishi said: “That is not the case. Rather, I had met him on Tuesday and discussed pending issues related to the city government. We had decided to meet again on Friday. I came to know about his resignation only through the media and I am rather surprised.”

The Congress wondered if the move was aimed at “appointing someone ideologically close to the RSS to the top administrative post”.

Criminal charges pending against Gujrati businessman The Income Tax Department is considering initiating criminal action against the Ahmedabad-based controversial businessman Mahesh Shah who declared unacounted assets worth Rs.13,860 crore and then disappeared before paying the first of the four tranches of tax.

Criminal proceedings, if any, would also cover his chartered accountant Taimul Sethana, although he had told IT sleuths earlier that he did not know Shah well and had only given him professional advice to make a declaration if he really held such a huge amount of black money. “I knew Shah as a smalltime dealer in property for the past few years and had no idea how he could amass such a wealth,” Sethana had told the media earlier.

Declaration Scheme on September 30. His declaration was accepted and was given time till November 30 to pay the first installment of Rs 1,560 crore in tax. Following suspicion, the department, however, cancelled his declaration, prompting Shah to go underground. He, however, resurfaced before the media three days later and claimed the money he disclosed was not his and that it belonged to some “big fish”, including some Gujarat and Karnatakabased politicians, bureaucrats and businessmen.

Director General (Investigations) of the IT Department Gujarat PC Modi said, “We have sent a detailed report to the nodal authorities (Central Board of Direct Taxes) and now any further steps are out of our purview.”

India’s Mongolia overture irks China India today got a load of advice from China as its state-run media, referring to India as a ‘spoilt kid’, asked it to take a cue from China’s handling of US President-elect Donald Trump’s questioning of the ‘One-China’ policy.

The Chinese Navy recently seized a drone operated by a US survey vessel in the disputed South China Sea. Following protests by the US, China released the drone. Many, however, see this as an example of China sending out a message to President-elect Trump who has upset China by taking a congratulatory telephone call by the President of Taiwan. Large amounts of cash seized at India-Bangladesh border With the income Tax Department stepping up the heat on black money hoarders , many Indians could be sending their black money in new notes to Bangladesh to escape the I-T net.

The possible modus operandi caught the attention of Indian security agencies after the Border Security Force (BSF) on Thursday seized Rs 29.70 lakh in new Rs 2000 notes from two people at Nokchi in West Garo Hills District in Meghalaya. Nokchi borders Bangladesh.

This has given rise to strong doubts that money was meant for smuggling+ into Bangladesh through coal consignments for a safe keep.

“The porous India-Bangladesh border is a known conduit for entry of fake Indian currency notes+ (FICN) by some Bangladeshi racketeers who are also involved in smuggling of cattle from India. The reverse flow is possible and Indians could be sending their black money to Bangladesh through the same racketeers,” a source said.

The income tax department has identified an additional 67.54 lakh non-filers who carried out high-value transactions in the 2014-15 financial year, but did not file tax returns for 2015-16.

The I-T department is set to initiate action against these people soon.

The information was collected from banks and other financial institutions.

Data analysis carried out by the Central Board of Direct Taxes (CBDT) identifies non-filers about whom specific information is available in transaction reports received in its databases from various sources. The analysis is carried out as part of the I-T department’s Non-filers

Monitoring System (NMS) which is meant to identify non-filers with potential tax liabilities.

A CBDT press release said that the I-T department had identified the 67.54 lakh people by conducting its fifth cycle of data matching.

The department is in the process of sending notices to these nonfilers to now account for their transactions and pay taxes as applicable. The nonfilers can access details of their transactions when they log on to the e-filing portal with their PAN, the CBDT said. The PAN holder will be able to respond electronically and retain a copy of the submitted response.

I-T raids Tamil Nadu Chief Secy’s house The Income Tax (I-T) Department today carried out searches at more than 15 places in Tamil Nadu and Andhra Pradesh against the son and relatives of Tamil Nadu Chief Secretary P Rama Mohana Rao and claimed to have seized Rs 30 lakh in cash and 5 kg gold. The action is a follow-up of the biggest cash haul of over Rs 170 crore — the single largest case of disclosure of undisclosed assets post the note ban — in raids against sand mining operators in Tamil Nadu and a few others, including businessman Sekar Reddy. Bank receives Rs 169 crore in old notes in five days A CBI team which conducted a surprise inspection at Malabar District Co-operative Bank (MDCB) in Malappuram on Wednesday found that the bank received deposits of scrapped currency notes worth Rs 169 crore during the first five days after demonetisaton of high-value notes came into force on November 8.

The agency has asked the bank to produce all documents related to depositors, though the bank’s authorities already seem to be partly washing their hands off by citing ambiguities in RBI guidelines related to sharing of KYC details of deposits from primary cooperative societies as opposed to the cooperative bank’s own branches.

The investigation team found Rs 169 crore was deposited between November 10 and 14 in 54 branches and 296 cooperative societies including 140 co-operative banks which

function under MDCB. The branches deposited a total of Rs 84 crore and societies deposited currency worth Rs 85 crore in the bank during the five days.

CBI also sought clarification regarding the Rs 97 crore balance in the bank on November 10. The raid was conducted as part of the ongoing drive to check whether accounts operated in district cooperative banks have been used since demonetisation to launder money.

Bank authorities denied reports that money laundering was involved and clarified that all branches of the bank have followed KYC norms while receiving deposits.

“It is not our responsibility to check the source of the money deposited by each person in bank branches. But, as we followed KYC norms, we can share the details of customers with the investigation agency,” said Pradeep Menon, vice-president of MDCB.

PM got crores in payoffs: Rahul Congress vice-president Rahul Gandhi today alleged that Prime Minister Narendra Modi had received crores in kickbacks from Sahara and Birla groups as Gujarat Chief Minister.

At a rally on the PM’s home turf Mehsana in north Gujarat, Rahul demanded “plain talking” from Modi whether the entries found in the companies’ records about money given to him were true or false. He also demanded an independent inquiry into the case.

Rahul said Sahara paid Modi Rs 40 crore in nine instalments between October 30, 2013, and February 22, 2014. Records show Birlas promised to give Rs 25 crore to “the Gujarat Chief Minister”, of which Rs 12 crore were paid and a question mark was put on “rest of the money”.

“The records are with the I-T Department for the past two-and-a-half years, yet no action has been taken. Who prevented them from probing into the matter and why?”

Gandhi said.

India 96th in download speed, behind Nepal and Bangladesh A cashless economy is possible only when a country has high internet speeds and high cyber security. Though India is going through demonetisation , a major aim of which is to promote digital transactions, the country figures poorly in the global cyber stakes. The country is 96th in terms of download speed and 105th in terms of average bandwidth availability. It also has a record of poor internet security, which is progressively becoming worse.

While in download speed India is behind even Bangladesh and Nepal, it tops the world in terms of ‘ransomware’ attacks. These assaults target banks and establishments with sensitive, confidential information.

Users and experts alike are worried about growing cybercrime, with almost zero conviction. Cyber experts say the public in India are wary of cyber transaction for fear of falling victim to hacking attacks that steal personal data and in the face of which banks and the police more often than not plead helplessness.

Experts say the government should simultaneously give a thrust to expanding support infrastructure and vigilance to ensure safer online monetary transactions.

When it comes to cybercrime, India is 6th in the world. The incidence of cybercrime in the country has doubled in just a year.

In terms of availability of bandwidth, Sri Lanka, China, South Korea, Indonesia, Malaysia and several other countries are far ahead. Cyber experts welcome the digitisation of transactions, but lament the deplorable condition of IT infrastructure and education.

Deputy commissioner of police (cybercrime), Nagpur, Sachin Patil emphasises the need for awareness. “In cardbased transactions, no one should disclose

pin number or OTPs to anybody over the phone. People give fake calls claiming their association with banks and ask security details. Always swipe your card in front of yourself as sometimes it is swiped in skimmer devices which read your magnetic data on the card,” he said.

Endorsing reports by Kaspersky Lab and Akamai, which suggests that India tops the world in ransomware attacks, cyber expert Vijay Mukhy said even a person like him thinks twice before doing online monetary transactions.

Child taken from Indian couple in Norway External Affairs Minister Sushma Swaraj on Thursday sought a report from Indian Ambassador in Norway on the allegations made by an Indian couple that the Norwegian authorities have taken away their five-yearold child on frivolous complaint of abuse.

“I have asked Indian Ambassador in

Norway to send me a report,” Swaraj tweeted.

BJP leader Vijay Jolly had written to her and the Indian Ambassador in Norway after the couple sought his help in getting back the custody of their child.

Meanwhile, MEA officials said, “Our Embassy officials in Oslo have spoken to the boy’s father Anil Kumar Sharma and extended full support. However, Sharma informed the mission that he has hired a lawyer to represent him in the case.”

When contacted, Norwegian Embassy spokesperson said, “The Embassy became aware of this case yesterday evening. We have asked relevant authorities in Norway to provide us with further information,

Referring to the opposition to demonetisation, Sewhani said surprisingly it is coming from those who earlier wanted the government to fight against corruption.

Ajay Lodha, president of American Association of Physicians of Indian Origin (APPI), said the Indian-American doctors fully support the move.

In 2011, a three-year-old and a oneyear-old were separated from their parents, prompting the then UPA government to take up the issue with Norway.

The Norwegian court later allowed the children to be reunited with their parents.

In December 2012, an Indian couple was jailed on charges of ill treatment of their children, 7 and 2 years. Later, they were were sent to their grandparents in Hyderabad.

Indian-origin transplant specialist organises stem cell donor registration drive in California Dr Akshat Jain, an internationally renowned stem cell transplant specialist of Indian origin, recently organised a stem cell donor drive at the Jain Center of Northern California in Milpitas, California.

He partnered with “Be The Match” the registry arm of National Marrow Donor Program (NMDP), and shared his desperation as an oncologist and stem cell specialist, when he has to provide treatment for cancer or other blood disorders in children or adults of south Asian origin who require a stem cell match. The registry consists of more than 70% Caucasian donors predominantly and more often

than not, Dr Jain sees a challenge for transplanters across the world to establish a full match for their patients of South Asian origin.

The procedure involves collecting stem cells, either from the donor’s blood or the bone marrow of the hip bone with a needle. Both processes take less than 6 hours and the donated stem cells are then purified, condensed and given to the patient suffering from cancer.

The drive was held on December 17 at the Jain Center in the heart of Silicon Valley and successfully energised the attendees, who comprised of a diverse group of multiethnic professionals.

Worst floods in decades in Rakiraki Rakiraki Town residents have dubbed the recent flooding as the worst in more than a decade.

Michael Kumar, the owner of Chicken Masters, said most businesses in the town would have suffered extensive damage because of the flooding and recovery would be hard.

The town and Naqoro flats were completely flooded when a team from this newspaper visited the area yesterday.

With the news of more rain anticipated for the group, Mr Kumar said the only thing they could do

was wait until the water receded. “My family has been here for 15 years and we have never seen flooding like this,” he said.

“Right now everything is closed.”

Mr Kumar and his family lived upstairs from their eatery in Rakiraki Town and like many others, were forced to wait for water levels to recede.

Another resident, Vikash Lal, said business would be gloomy particularly in the province because they had taken another hit with the first being Severe Tropical Cyclone Winston.

“I am a taxidriver and I know fully well that business will be slow,” he said.

“It’s almost Christmas and a lot of people will struggle to get things back in order after the flood.”

Lilly Vakaloloma, a resident of Naqoro flats, said a lot of people were surprised.

“It’s like we are looking out to sea again the way the water has covered the town and the flat lands,” she said.

“Even our church the Seventh-day Adventist Church is covered in water and it’s surprising because yesterday it was fine.”

Torrential rain over the weekend had led to the flooding with several stretches along the Kings Rd closed to ensure the safety of civilians.

A police team was on standby outside the Naqoro flats in case there were any emergency cases that needed to be attended to from the town area.

Landslide sweeps homes to sea Houses were swept to sea in a massive landslide in Dreketi village on Qamea island.

Thirty two year old villager Paulo Sakaraia described the experience as a nightmare and said people had to flee for their lives at 6am.

He said the landslide occurred after heavy rain caused a massive landslide.

“It was lucky that the landslide happened at 6am this morning while there was a bit of light and people could find their way out of their homes,” he said.

“More than half of the village is covered in soil and debris and it is very hard to move

around the village.”

“A few of the old people in the village and young children have been moved to the neighbouring settlement of Natakala as we speak.”

Mr Sakaraia said that villagers with relatives on the island of Taveuni have been ferried across this morning.

He added the nursing station and the school were pushed to the sea.

District Officer Taveuni, Taveuni Kalivati Rabuka who serves Qamea and nearby northern islands had left for the island when contacted for a comment.

People in Baulevu will not have a joyful Christmas People in Baulevu, Nausori who have been badly affected by the recent floods will not have a joyful Christmas.

Baulevu District Advisory Councillor, Surendra Prasad told Fijivillage that they are yet to do a formal survey of the area but he saw some farmers trying to harvest half rotten root crops.

He is calling on the government and other organisations to help the people in his area.

Prasad says only seedlings will not help them this time.

Prasad says he has lost up to six thousand dalo plants, an acre full of sweet potatoes along with livestock.

Meanwhile, a cleanup started on Monday in the flood affected districts of Wainibuka in Tailevu as soon as flood waters receded.

Roko Tui Tailevu, Iliesa Delasau says the people affected by the floods were very active.

Delasau says officers from the National Fire Authority helped the villagers in cleaning their houses and village halls.

He says three evacuation centres are still open but they hope to clear them out today as the sun is out and cleaning is ongoing.

Delasua says the villagers have shown great effort in cleaning up without relying on the authorities.

Prepare for water cuts due to floods Residents in certain areas along Princess Road, Samabula, and the greater Delainavesi and Lami areas right up to Wainigasau are advised to store up on water and use it wisely during this period.

Customers in those areas will either be experiencing no water and or low water pressure - attributed to a failure in one of the mechanical clarifiers at the Water Authority of Fiji’s Tamavua Water Treatment Plant.

This mechanical failure has resulted in a reduction of water production at the plant.

Flooding forces Nausori hospital to relocate temporarily THE Nausori hospital has been temporarily relocated to Vunivivi Methodist Church Hall as a precaution of flooding until further notice.

A statement by the National Disaster Management Office is advising the public that only emergency outpatients are currently being treated at the Vunivivi

Methodist Church Hall while maternity cases are being transferred to Suva.

For all other health services, the public is advised to visit Colonial War Memorial Hospital in Suva or any other nearby health facility.

Take honour and pride in the policing profession Commissioner of Police Brigadier General Sitiveni Qiliho has reiterated the need for all police officers to honour and take pride in the policing profession. He made the statement during the closing of the Constable Qualifying Course at the Fiji Police Academy in Nasova this afternoon. He told the officers that there is great power that comes with the uniform that they, and with it come the equally massive opportunity to abuse it.

He says this is where officers need to draw the line and conduct their work according to the laws that govern them at all times.

Qiliho says the life of a Police officer is challenging as well as demanding.

He adds as they are just days away from celebrating Christmas and welcoming a New Year, they will not be able to enjoy the same luxuries as everyone else by relaxing and enjoying the festivities, but will instead be required to don their uniform and continue to work. He added reports of his own officers conducting their work outside the ambits of the law would infuriate him as he does not expect his officers to be caught on the wrong side of the law.

an ATR-42 aircraft took off nearly a week after the French-built turboprop planes were grounded following a crash that killed 47 people. “The officials sacrificed a goat

yesterday as a gesture of gratitude as the ATR aircraft resumed flight operations,” a PIA official was quoted as saying by local media. The official, however, clarified that it was not a management-level decision.

Later, the plane left for Multan, making it the first ATR-42 aircraft to be pressed into service since the start of shakedown tests on all such aircraft in the wake of the air crash near Havelian on December 7 that killed all 47 people on board, including pop singerturned-Islamic preacher Junaid Jamshed.

The Civil Aviation Authority (CAA) had decided to ground the ATR-42 fleet until all its aircraft had been subjected to the shakedown tests and cleared for flight operations.

Raheel Sharif influenced courts to lift travel ban, helped me leave Pakistan, says Musharraf Pakistan’s ex-President Pervez Musharraf has revealed that the former army chief Raheel Sharif had helped him leave the country by relieving the pressure the government was exerting on courts. Speaking at a talk show on a local TV station on Monday night, Musharraf said that he was absolutely clear and grateful to Gen Raheel who had helped him out from court cases which were politicised.

“I have been General Raheel’s boss and also the army chief before him. He helped me out because all the cases against me were politicised, they put me on the Exit Control List (ECL), they turned it into a political issue,” the former president said.

When asked how Gen Raheel had helped him leave the country, Musharraf said he

did so by influencing the courts. “Behind the scenes, our courts work under pressure. Gen Raheel played a role in releasing the pressure exerted on courts from behind the scenes,” Musharraf said. When asked to further elaborate his argument, Musharraf replied that the recently retired army chief removed the pressure the government was applying on the courts. “When the government’s pressure on judges was eliminated, they gave their judgment allowing me to go abroad for treatment,” Musharraf, 71, had left Pakistan for Dubai in March this year after the government removed his name from the ECL, following the Supreme Court’s order to lift a ban on him travelling abroad on medical grounds.

Teen, 15, dies after being banished to a hut for menstruating A 15-year-old Nepali girl died over the weekend in a hut to which she had been banished for menstruating – the latest victim of an ancient ritual that persists in parts of south Asia.

Malaysia said on Monday the plight of Rohingya Muslims in Myanmar was a regional concern and called for the Association of Southeast Asian Nations (ASEAN) to coordinate humanitarian aid and investigate alleged atrocities committed against them.

Cashless health plan for Punjab staff cancelled The Punjab Government has decided not to continue the Government Employees and Pensioners’ Health Insurance Scheme (PGEPHIS) from the next year. The scheme started earlier this year will come to end on December 31.

The Oriental Insurance Corporation, which was given the contract under the scheme, suffered a loss of around Rs 165 crore in one year.

Principal Secretary Health Vini Mahajan confirmed the scheme would end next week. She said the scheme was started for employees and pensioners, but it was not found much useful for them, so the government decided not to extend it.

There was a lengthy discussion on the issue during a Cabinet meeting on December 5 and it was overwhelmingly opposed on the pretext that employees and pensioners were

facing difficulty at the hands of insurance company while they were being robbed by private hospitals.

The Cabinet asked Health & Family Welfare Minister Surjit Kumar Jyani to hold a meeting with scheme beneficiaries and take a call.

The Tribune had highlighted in July how the Oriental Insurance Corporation was suffering huge losses and had conveyed to the Health Department that it could not continue the scheme any further. The company had also started refusing enrolment of new beneficiaries. Hospitals generated claims of around Rs 214 crore in a year.

Punjab-origin man charged in US bribe scam

An Indian-origin former portfolio manager at one of the largest pension funds in the US is among three people charged in a bribery scam where billions of dollars of business was steered to broker dealers in exchange for luxury vacations, drugs, cash and prostitutes.

Navnoor Kang, 38, the former director of fixed income and head of portfolio strategy at the New York State Common Retirement Fund (NYSCRF) and Deborah Kelley, 58, a managing director of institutional fixed income sales at a New York-based broker-dealer, have been charged with participating in a “pay-for-play” bribery scam involving the NYSCRF. Kang was arrested yesterday in Portland and will be presented later before a US Magistrate Judge.

Kelley is expected to surrender to authorities in San Francisco, US Attorney for the Southern District of New York Preet Bharara said.

Vienna murder: Six accused of violence let off The court of Additional Sessions Judge Nirbhow Singh Gill has acquitted six persons who were accused of a violent protest after Sant Ramanand’s murder in Vienna in 2009.

The Model Town police had lodged an FIR under Sections 440, 435, 436, 511, 148, 149 and 188 of the IPC and Section 3/4 of the Damage to Public Property Act, 1984, against more than 150 unidentified persons.

After an inquiry, the police claimed that six of them were traced and they were produced before the court.

The accused were Darshan Lal, Vinod Kumar and Surinder Pal of Nasrala, Malkit Singh Mika of Ajram, Pawan Kumar of Chakk Gujran and Manjit Kumar of Bajwara. Defence counsel Dharminder Dadra said there were nine witnesses of prosecution and they failed to identify the accused.

With the likes of Salman Khan, Shah Rukh Khan, Mahendra Singh Dhoni, Virat Kolhi and Deepika Padukone among the top 10 contenders in the list, the Forbes India Celebrity list is a compilation of celebrities and sports personalities who have made it to the headlines this year. The main criteria to get featured on the Forbes India list is for the celeb/ sports star to be famous on social media and to have made maximum earnings in that particular year. For obvious reasons, Salman Khan has made it to the top this year in 2016. His film Sultan is the top grossing film of this year as it collected over Rs 300 crore at the domestic box office alone. On number two we have Shah Rukh Khan who had two films that released this year – Fan and Dear Zindagi.

The Nawazuddin and Shweta starrer revolves around a teacher-student romance and the Central Board of Film Certification (CBFC) refused to certify it. The makers approached the Film Certification Appellate Tribunal (FCAT) in August, which reportedly cleared the film with a U/A certificate on Wednesday.

Times of India had reported that the CBFC refused certification on the grounds that a teacher is a “respectable figure in our society” and the film shows an illicit relationship between a teacher and a teenage student. The letter from CBFC read, “There are many filthy dialogues spoken by kids and body gestures of the kids were also found to be objectionable. Kids committing crime etc does not merit any certificate to the film. Hence, refused because of its theme itself.”

Fortunately, the film will now get a release which will make the producers really proud.

Movie Review

Dangal Aamir Khan’s Dangal has certainly been the most awaited film of this year. Directed by Nitesh Tiwari, the film is based on the life of former Indian wrestler Mahavir Phogat. It’s the struggle with which Mahavir brought up his daughters (played by Fatima Sana Sheikh and Sanya Malhotra) and made them India’s wrestling champions that’s extraordinarily path breaking. With so much expectations from the Perfectionist Aamir, is Dangal worth the wait? Here, read on to find out…

What’s it about Let’s get this straight. Dangal is no Sultan.

And am saying this with a lot of love to all those who raved about Salman Khan’s wrestling drama. All those who expected drama with a Sultan versus Dangal fight will be disappointed. Also is Dangal better than Sultan ? No, simply because they are two different films, who have two different stories to tell. One is a struggle of an individual to battle his inner demons and come to terms with his own calling, the other

Aamir Khan delivers the bravest, grittiest, honest film of the year is a story of a father – daughter relationship.

They are totally different stories with two unique plots. Dangal is the story of Mahavir Phogat (Aamir Khan) and his daughters Geeta (Fatima Sana Sheikh) and Babita (Sanya Malhotra). Of course, wrestling is the common thread that binds Sultan and Dangal and the promos might have seemed similar but the stories are totally different. Dangal is about self belief, conviction, courage, a father encouraging his daughters to be as good if not as equal to their male counterparts. It is a true story that has fictional shades painted to weave a gripping narrative. How much of it is true and how much made up, doesn’t matter. Because Dangal is not about accuracy as much as it is about the

human mind and the extend it can bend to achieve unbelievable goals. Dangal is a father-daughter story but it is also a tale that will resonate with anyone who has had self doubt and experienced fear in the darkest of places.

What’s hot Dangal is an Aamir Khan film that doesn’t really belong to him. He’s a bystander who sort of narrates the story, a catalyst that projects this emotional journey with utmost honesty. The real hero of Dangal is director Nitesh Tiwari who has stayed true to the material right from the very first frame. There are multiple goosebump inducing moments.

Be it Mahavir’s first fight in the room of an administrative officer or a young Geeta pining down her male opponent in a duel.

Despite several over the top opportunities that the script provides, the tempo remains uniform. The writing is stellar and the cast matches up to the cues on point. Aamir is

the star of Dangal. There is ample humility and charm in his ability to take a backseat and let the girls shine. But when he’s in a frame you can’t take your eyes off him. He becomes the father the girls despise and then begin to love. He is the husband who asks his wife to forget she is a mother to her daughters till they get trained for the job.

Aamir is a genius. The girls who play the young Geeta and Babita are remarkable simply because they make these characters identifiable.

Sakshi Tanwar and other supporting characters are top notch. There is a scene that will have the audience stand up and salute the tricolour not realising it’s just part of a film.

What’s not Dangal has its fair share of flaws. After the initial battles, the tempo loses its pace. Not every fight lives up to the glory of the first. The fight scenes are long and some of them get tiring. Apart from the title track none of the tracks sound worth humming. There are portions that remind you of Sultan.

What to do Dangal is the film of the year for me. It is brave, gritty, honest and has a performance of a lifetime by Aamir. Watch it because I can’t think of a better film that came out this year which got your attention with such intensity. \ And yes, I loved Sultan as well. But Dangal sort of won my heart over.

Broccoli Paratha This paratha is a small variation to the traditional parathas.

Instead of stuffing the vegetables inside rolled out rotis, we grind the vegetable into a smooth paste and add the paste to the atta while kneading the dough. So am not sure whether to name it as paratha or vegetable chapatti. Whatever be the name given, it is definitely a healthy food and an easier way to eat the vegetables.

This method is especially easy for making parathas with watery vegetables like spinach (palak chapatti), avocado chapatti, radish (mooli chapatti), turnip (shalgham chapatti), tofu chapatti etc.

Ingredients Whole Wheat flour - 1.5 cups All purpose flour - 1 tbsp Broccoli - 1/2 crown Onion - 1/2 (minced - optional) Garlic - 1 clove Green chilies - 2 Garam masala - a pinch Turmeric powder - a pinch Carom seeds or bishop’s weed (Ajwain) 1/2 tsp Salt - to taste Oil - for making parathas Method 1. Wash the broccoli and cut into florets.

2. Bring some water to boil and add app. 10 florets to it with some salt.

3. After 2 minutes remove the florets and grind it into a fine paste with turmeric powder, garlic, garam masala and green chilies.

4. In a mixing bowl add wheat flour, all purpose flour, the ground mixture, some minced onions, carom seeds and salt.

5. Knead it like chapatti with required water.

Graduating with flying colours

Western Community College held a grand graduation ceremony for its graduates of 2016 at Crystal Banquets in Surrey. It was a memorable event for the students as well as the organizers.

More than 80 graduates from different programs took away their Diplomas.

Wearing the graduation caps and gowns, the graduates marched down the aisle of the hall, feeling proud of their accomplishment.

The graduates celebrated their success and the high point of the ceremony was that more than 90% of the graduates present there had already found jobs. The President of the college, Mr. Gurpal DHALIWAL congratulated the graduates and said “there is nothing more satisfying than the eyes filled of gratitude glancing at you” and further added that the college is always there to support them in any of their future endeavours. Mr. Ismat Simo from Avia Employment Services was a guest of honour at the Graduation Ceremony and he inspired the graduates with a motivating story and advised them to strengthen their conviction to continuously make efforts to create a better future. Western Community College has been offering various career oriented programs since the last four years and has made its mark especially in the field of Health Care and Medical Office Assistant programs. The graduate success rate for these programs has been nearly 100 percent. Some international students from Business & Accounting and Live in Caregiver Programs were also among the graduates.

Toronto catching up to Vancouver for most unaffordable real estate market, says RBC Toronto is inching closer to Vancouver when it comes to house prices — specifically, according to a Royal Bank of Canada (RBC) study, how unaffordable it is.

RBC’s third quarter affordability index shows that 63.7 per cent of the typical household income in the Greater Toronto Area is being funneled into the cost of owning a home, which includes mortgage payments,

the principal and interest, property taxes and utilities.

That’s three per cent higher than it was last quarter, according to the bank. Toronto homeowners haven’t had to set aside this much income to maintain a home since the spring of 1990.

Vancouver remains the most costly city in the country to own a home, with 92 per cent of the average household income needed to pay ownership costs.

While Vancouver’s market appears to be softening since the city rolled out a tax on foreign buyers, there’s not slowdown ahead in the GTA, said RBC Senior Economist Robert Hogue.

“That proportion of household income is likely to continue to rise simply because prices are going to continue not only to rise in Toronto but at an accelerating pace,” he said.

Hogue said one of the biggest reasons prices continue to climb is that there’s simply a lack of houses for sale.

At the end of last month, there were 15,184 new homes built — 84 more than in August which was the lowest level on record reported Building Industry and Land Development Association.

The lack of supply hasn’t discouraged buyers from shopping for real estate during typically slow months, like December.

“I’ve been actually quite busy with people looking to get in the market next year,” said real estate agent Mike Prior.

“They’ve heard that historically speaking December, January, February might be the best months to buy because historically the prices are lower.”

The Toronto Real Estate Board said homebuyers are frustrated by the lack of listings in the city this month. That led to overall year-over-year price growth of 20.3 per cent last month, while detached home prices climbed 32.3 per cent during that period in the city to an average of $1,345,962.

“If you have prices continue to rise at a rapid rate, I think pressure would be sustained on policy makers to consider measures to cool the market down or to help affordability,” said Hogue.

A new report out Tuesday suggests rising home values have pushed Canadians to a record level of net worth relative to their disposable income.

DBRS, a ratings agency, said in its third quarter report out Tuesday that the average Canadian household had a net worth of $726,000 which includes $263,000 in home equity. The numbers are based on Sept. 30, 2016 data. The company said that net worth as a percentage of disposable income had reached a high of 843 per cent in the third quarter, based on data that goes back to 1990.

The average household had 74 per cent equity thanks to steady property appreciation. DBRS says rapid depreciation of the Canadian dollar against the U.S. dollar in the second half of 2015 was a “significant driver” in the spike of the number of homes sold in metropolitan markets in Vancouver and Toronto. “ ( T h a t ’s ) consistently above U.S. equity ratios by six per cent to 15 per cent before the U.S. housing market crash started in 2007,” according to the 19-page report.

The ratings agency says even if the market crashed 20 per cent to 40 per cent, Canadian household equity ratios would only decrease to 67.5 per cent and 56.7 per cent respectively.

The GDSR — mortgage payments, property taxes, heating costs and condo fees divided by annual income — would climb from 44 per cent to 50 per cent for the average household with a conventional mortgage under that 200 basis point increase.

DBRS noted that in July, 2012 the federal government implemented a cap of 39 per cent of a household’s monthly income.

Owners of Toronto Airbnb rentals charged with zoning violations Two Toronto homeowners have been charged with allegedly renting their properties on Airbnb and could face fines up to $25,000 if convicted.

The properties are three neighbouring row houses on Bleecker Street in the Sherbourne Street and Wellesley Street East area.

On Friday, a group of tourists from Boston, Massachusetts was staying in one of the homes.

“We had a large volume of complaints about those particular locations,” Scott Sullivan, Acting Director of Investigation Services for the city’s Municipal Licensing and Standards Division said in an interview.

The homeowners allegedly violated the city by-law that prohibits short-term rentals in the area. They are scheduled to appear in court in January.

The maximum fine if convicted is $25,000 for individuals and $50,000 for corporations.

City Hall is looking into regulating shortterm home rentals. It’s estimated there are roughly 10,000 Toronto listings on the website Airbnb alone.

But the increasingly popular business of “home-sharing” is in many cases illegal in Toronto, as it violates city zoning rules.

Still, this is only the second time the city has charged someone with a short-term rental violation.

Sullivan says short-term rentals are investigated when the city receives complaints about an individual listing, of which he says there’s been a “limited number”.

In the case of the Bleecker Street homes, Sullivan says the city received complaints

about noise, parties, parking spaces and other “community-based issues.”

In November, the owner of a home on Glenelia Avenue in North York pleaded guilty to violating zoning rules.

The short-term rental house was the scene of several loud parties, according to neighbours, and even the scene of shooting last March.

Tourist homes and traditional bed and breakfasts are permitted in some areas of the city but they must also be the owner’s primary residence. Other regulations for thing such as parking and number of rooms must also be met.

TransLink has sold its 13.8-acres Oakridge Transit Centre lot to a developer for $440 million, making it one of the largest real estate transactions in B.C.’s history.

The transit authority announced Wednesday that the sale of the site on West 41st Avenue, east of Oak Street, had been finalized.

Intergulf-Modern Green Development Corp. was selected over 13 other interested buyers, and will pay $440 million to TransLink by 2022 in the structured transaction sale.

“This transaction is a tremendous benefit to taxpayers, and is an example of how TransLink is using its resources to better serve customers across the region,” said TransLink board chair Don Rose in a statement.

Operations at the Oakridge site had previously been moved over to the Hamilton and Burnaby Transit Centres in September, allowing the lot to be declared surplus land and put up for sale.

A total of $150 million from the Oakridge sale will go towards funding the preconstruction work for the Broadway Millennium Line extension and the Surrey-NewtonGuildford light rail projects.

The remaining proceeds of the sale will fund other rapid transit projects outlined in the 10-Year Vision approved by the Mayors’ Council and TransLink’s board of directors earlier this year.

The Oakridge site, located at 949 West 41st Avenue, was the topic of community consultations before it was listed for sale. In late 2015, Vancouver City Council approved a policy statement that allows for the lot to be redeveloped as a primarily residential community. According to TransLink’s statement issued Wednesday, the city’s approval for residential redevelopment helped boost the land value of the lot.
