Judith Guichon, the Lt.-Gov. who decided BC’s political fate If B.C.’s Liberal government is defeated as expected today in Victoria, the spotlight will shift to Lt.-Gov. Judith Guichon’s key role in the unfolding political drama. It will be up to Guichon to decide whether to send the province back to the polls for another election or ask NDP Leader John Horgan to govern. Typically, lieutenantgovernors — who are appointed by the Governor General on the recommendation of the prime minister for fiveyear terms — act upon the advice of the premier and the executive council or cabinet.

But Premier Christy Clark has made the unusual declaration she would not provide any advice to the lieutenantgovernor if she lost the confidence of the house — something Carleton University constitutional expert Philippe Lagasse said left him “bewildered.” It’s high stakes for Guichon, who is nearing the end of her term after being recommended as lieutenant-governor by then-prime minister Stephen Harper and appointed in 2012. At the time of her appointment, Guichon lived in the Nicola Valley in B.C.’s Interior, where she owned and

operated the Gerard Guichon Ranch. According to her official biography, she was born in Montreal, Quebec, raised on a farm near Hawkesbury, Ontario before moving to British Columbia in 1972. She married her late husband, commercial pilot Lawrence Guichon, and joined him on his family’s ranch, which has been in operation since 1878. As ranchers, the Guichons focused on environmental stewardship. They studied holistic management — a farming method which promotes sustainable management of livestock by emphasizing their natural habitat — and are credited with introducing the technique to the ranching community. Later, Guichon served on the Provincial Task Force on Species at Risk and was president of the British Columbia Cattlemen’s Association.

First elected in the riding of Port Moody-Burnaby Mountain in 1996, Clark was known for her probing questions and cutting attacks from the critics’ bench while an opposition MLA. A rising star in Gordon Campbell’s Liberal Party, she was promoted to deputy premier and education minister when the NDP was virtually wiped out in the 2001 election. It was there that she faced her first major political battle, taking on the BC Teachers’ Federation in 2002 with a full scale overhaul of the education system – one that involved tearing up key provisions in teachers’ contracts regarding class size and composition. That battle conclude only last year, with a landmark Supreme Court of Canada ruling that restored teachers’ contracts. Bowing out of provincial politics in 2004, it wasn’t long before Clark lined up another battle – this time for a shot to be mayor of Vancouver. That fight didn’t go her way, with Clark losing the Non-Partisan Association (NPA) nomination to Sam Sullivan, who was later elected mayor. In an ironic twist, Sullivan would later run for the BC Liberals – serving first as a backbencher, and later as a cabinet minister under Clark’s leadership. Out of the political arena, Clark spent several years in radio at CKNW AM980 hosting the Christy Clark Show – a position from which she championed Pink Shirt Day, transforming it from an inspirational oneoff high school event into a full-scale anti-bullying campaign. But her biggest fights were still ahead — and in 2010, in the wake of then-premier Gordon Campbell’s resignation, she announced her plans to jump back into provincial politics with a crack at the top job. She led a hard-fought campaign with a “Families First” platform that would become a key part of her early brand, along with a pledge for new openness and accountability. Marketing herself as an outsider candidate, Clark edged out cabinet ministers George Abbott, Mike de Jong, and Kevin Falcon – narrowly defeating the latter on a third ballot with a tally of 52 per cent to Falcon’s 48 per cent. Clark’s early term as premier was a rocky one, marked by the so-called “quick wins” scandal in which the Liberals used government resources on partisan ethnic outreach, and internal dissent — with a number of key cabinet ministers opting not to run again in the 2013 election.

TELUS, Canada’s fastest growing telecommunications company, and Huawei, one of the world’s largest information and communications technology companies, achieved a significant breakthrough with the successful completion of a wireless connection using the global 3GPP technology standards platform. As operators and vendors race towards the global deployment of 5G, this successful pilot represents one of the most advanced connections yet made using technologies that will form the standard for global 5G. The successful pilot not only demonstrates the dramatically faster wireless speeds customers will enjoy as 5G technology becomes mainstream over the next three years (which will be up to 200 times faster than current LTE networks), but it also showcases the potential for 5G technology to deliver Wireless-to-the-Premise (WTTx) connectivity with speeds and reliability necessary to power the smart homes and businesses of tomorrow. The pilot network was set up to reflect a real-world point-to-multi-point connection over commercial central office equipment and transport networks. The network leveraged equipment based on 3GPP 5G foundational technologies over a 28 GHz connection, although the 5G standards body will not be finalized until early 2018. “We are extremely proud that Canadian-led talent and expertise is at the forefront of global 5G research and technology deployment. 2 men injured in daytime shooting in residential Surrey neighbourhood Surrey RCMP says two men are in hospital with gunshot wounds after a daytime shooting in a residential area along the 15300 block of 86 Avenue. Officers say shots were heard around 3 p.m. PT on Sunday while witnesses say the gunfire was exchanged between people in a car and a pick-up truck. Police later found two injured men in hospital with non-life threatening injuries. "Shootings of any kind are a concern to both police and the community," said Staff Sgt. Dale Carr, according to a release from Surrey RCMP. "However, a midday shooting in a quiet

family neighbourhood displays disrespect coupled with a complete and utter callous disregard for the safety of the community." Police believe the incident was targeted. A short time after the shooting, officers were called to the scene of a vehicle fire in Cloverdale. Police believe the scorched remains are of one of the two vehicles involved in the shooting. Labour group delighted by transfer of power in BC; business group looks for stability B.C. premier-designate John Horgan now begins the challenging task of fulfilling key campaign promises to make B.C. better for workers and industry. Irene Lanzinger, president of the B.C. Federation of Labour, said late Thursday that her federation looks forward to working with the B.C. NDP and Green party alliance, which she believes will work for workers across B.C. “I’m excited to have a government that I think will be on the side of working people and families, I think it will be good for B.C.,” she said. During the election, Horgan’s party pledged to create 96,000 construction jobs through investments in infrastructure and to support innovation in the tech sector, while helping small businesses and conducting a review of the B.C. On Thursday, he got the chance to turn those promises into government policy as he became the province’s premier-designate after the Liberals were defeated in a nonconfidence vote. “I look forward to working harder than I’ve ever worked before to make sure that this great province continues to grow and that the prosperity that we all want to see for ourselves, we can make sure that we share that prosperity with others,” he said in Victoria after meeting with the lieutenantgovernor to accept the responsibility of governing. Horgan said he tried to reach his wife Ellie with the news, but had to leave a voicemail because she was outside. “I said, ‘It’s the premier calling, I will get back to you,’ so I’ve made the most important call I had to make.” Horgan wasn’t always on the path to becoming a political leader. As a teenager, he skipped school and played the role of troublemaker. But when a high school basketball coach took him by the collar and told him to report to the gym, Horgan turned things

around and devoted himself to sports and academics. Horgan, who fought bladder cancer a decade ago, has said he has no memories of his father. “My brothers, my mom and my sister would always tell me the stories,” he said in an interview before the campaign began. “My brothers would tell me stories about how he was a basketball fanatic.” At 6-2 tall, 250 pounds, playing team sports taught Horgan he could make points without resorting to goon tactics. He worked on staying out of the penalty box and scoring points instead. Those tactics haven’t stopped his imposing presence and verbal skills from coming across as angry or confrontational, as it did on the campaign trail. The first leaders debate was largely remembered for a testy exchange between Horgan and Liberal Leader Christy Clark after she touched his arm and told him to calm down. In the second televised debate, the moderator also singled out Horgan, asking him if he had an anger-management problem. Horgan said he gets angry when he sees government inaction on a range of issues from underfunding of schools to a lack of support for children in care, which has resulted in suicides.

Surrey council approves ‘iconic’ highrise project that aims to revitalize Whalley Redevelopment plans for Whalley’s Flamingo Block are moving ahead after city council approved the application Monday night. Council gave third reading to the project described as “innovative” and “critical” to Whalley’s revitalization. James Stewart, who has been a lawyer in Surrey for nearly 40 years, told city council that his office in the Gateway tower faces Whalley and that he’s “watched the community evolve, and in some cases deterioriate over all those years.” Stewart said the development will be “an iconic gateway project that will help rewrite the image of Surrey in general and Whalley in particular” and create a “balanced community.” “A new community rising out of the wounded community that exists right now,” Stewart continued, “despite the determined efforts of the city and so many other organizations and residents. I don’t believe that Whalley can heal unless physical changes are made that promote and facilitate an influx of new residents. It will be those new residents that form and reform this community.” The Tien Sher development, at 13665 107A Ave. and 10740 and 10768 King George Blvd., would see a 35-storey highrise and six-storey building constructed during the first phase of the project. Over the next decade or so the developer plans to build three residential towers in all, along with some smaller buildings and some inviting park space on

4.3 acres. The proposal requires an OCP (Official Community Plan) amendment to increase density, a City Centre Plan amendment as well as a portion of the properties to be rezoned. The developer must now work with the city toward completing the necessary requirement before final adoption. During the public hearing, 61 people voiced their support for the project (14 who spoke at the hearing), and one was opposed. “Whalley is at a tipping point,” Surrey resident and CEO of Fifth Avenue Real Estate Marketing Scott Brown told city council. Brown said the area is the “disregarded step sister” as King George and Surrey Central SkyTrain stations see more and more development around them. “This particular development is a critical, critical development for signalling the future of Whalley and actually drawing the positive attention that Whalley already has but needs more of,” he added. Rourke Anderson, who owns Surrey MMA at 10708 136A St., urged council to approve the project. “I’ve watched the area in the last year deteriorate even more so,” said Anderson, referring to “a mecca of tents” along 135A Street. “I unfortunately have the RCMP non-emergency and emergency on speed dial because when we’re teaching people to be better people and right across he street is, in some cases, the exact opposite. It can be very disconcerting,” he told city council.

Surrey pedestrian killed had complained about feeling ‘invisible’ in crosswalk before A young Surrey woman who was fatally struck by a car while walking in a crosswalk on her way to work had complained about that crossing before. Police have not released the victim’s name but numerous Facebook posts have revealed her to be Emily Sanregret, 21. She died in hospital on Wednesday night, six days after the 7 a.m. crash at 168th Street and 60th Avenue in Cloverdale. Leanne Waniek, owner of Kidz Rock Daycare, was Sanregret’s boss. The crash happened nearby. “That’s where she was going, to work. We’re just waiting right now for any news on any memorial, things like that,” she told the NowLeader on Thursday afternoon. Surrey RCMP investigators are looking into whether the bright morning sunshine was a factor in the crash.

“The pedestrian was in a crosswalk,” Cpl. Scotty Schumann said. “Investigators are going to be looking at the sun being a factor.” Schumann said the driver remained at the scene and is cooperating with police. Speeding and impaired driving are not considered factors in this crash, he added. The driver was heading east, into the morning sun. Waniek said Sanregret had complained about the crossing. “Cloverdale’s grown up, there’s been more and more congestion in the area. I do know that there has been problems with the sun, just the way it hits sometimes. I know that we’ve experienced it and I think that it was mentioned even in the accident with Emily. I do know that Emily had complained about it before, about that being a difficult intersection to use as a crosswalk.”

Another teen gangster arrested by Abbotsford police after high-speed chase A 17-year-old male is in police custody after leading Abbotsford police on a dangerous high-speed chase Wednesday. The APD Gang Task Force had attempted to pull over the teen along Highway 11, but he made a run for it, running a red light and veering into oncoming traffic at dangerous speeds. He then fled his vehicle and was arrested a short time later. The teen has been charged with two counts of trafficking,

one count of possession for the purposes of trafficking, dangerous operation of a motor vehicle, failing to stop for police and breach of undertaking. Police say that it appears the drugs seized contain Fentanyl. This is the Abbotsford police’s second arrest in the past two weeks of youngsters connected to the Lower Mainland gang conflict. The identity of the accused teen is protected by the Youth Criminal Justice Act.

Hamdan, who described himself as a non-practising Sunni Muslim, said his posts of political satire, poetry, including some he’d written himself, and parodies were used to “highlight the problem” through humour and exaggerated blunt statements that were innocuous. “This is my struggle with Facebook. I’m the little guy on Facebook against multimillion-dollar media organizations, whether it’s Saudi Arabian TV or 100 CNN.” Hamdan said that when he noticed 95 Facebook accounts using an Islamic insignia 75 were being deleted.

Teen girl missing after leaping into Thompson River to evade police 25

Kamloops Mounties continue efforts to find a teenaged girl who escaped arrest and plunged into the Thompson River in the early morning hours of Thursday. Cpl. Jodi Shelkie said the incident began at about 2 a.m. when police were alerted to a report of a stolen bicycle. The bike was recovered and RCMP later used a dog to locate a young female suspect, found hiding beneath a dock on the river beside Royal Avenue on the North Shore. “The girl was subsequently arrested in connection with the bicycle theft,” Shelkie said in a statement.

“During her arrest, the girl escaped custody from police and entered the river prior to being placed in handcuffs.” The girl was seen swimming toward Rabbit Island. Shelkie said the Kamloops Fire Rescue boat was called out and used a thermal imaging camera in the search. Police are continuing the search, using the police dog service, air support and Kamloops Search and Rescue. The Independent Investigations Office, an agency that investigates policerelated deaths or harm, has been notified and is monitoring, Shelkie said.

Vancouver bans pet store sales of cats, dogs and rabbits Vancouver city council has unanimously voted to ban the sale of cats, dogs and rabbits from pet stores in the city. The motion was put forward by Coun. Heather Deal last week.

Deal cited how difficult it can be to assess the breeding conditions in retail stores. The hope is the ban will also curtail the abandonment of hundreds of pets that end up in shelters. Amy Morris, B.C. SPCA manager of public policy and outreach, is applauding council’s decision. “Council is standing up against the importation of puppies from mills and issues

related to impulse purchases,” said Morris in a statement. “With so many cats and rabbits being abandoned and surrendered to shelters and rescues, this is the right move.” The B.C. SPCA stresses it is the responsibility of both breeders and buyers that pets come from — and end up in — good homes. When explaining her decision to put the motion forward, Deal said commercial breeding facilities that supply animals to pet stores can raise them in horrible conditions resulting in neglect, abuse and suffering. In addition, Deal highlighted the public’s desire to see an end to the inhumane transport practices and lack of inter-animal socialization in pet stores. Under the new ban animal rescue operations and reputable breeders will still be able to sell or adopt out animals. Vancouver is the latest city in the Lower Mainland to enact such a ban, following other municipalities including Richmond and New Westminster.

Video of the incident taken by a bystander shows the SUV trying to edge into traffic from a section of road that appears to be closed to vehicles. The man filming the video warns the flagger, “He’s going to run you over,” just a few seconds before the SUV apparently strikes the flagger, knocking her down and running over her with the front left wheel. After fleeing the scene, the same driver then hit a second flagger a little farther down the road, RCMP believe. One flagger was taken to Royal Columbian Hospital with non-life threatening injuries. The other flagger had less serious injuries. Shortly after the incident, police received a call about a woman allegedly assaulting two children on a nearby street. Burnaby RCMP Staff Sgt. Maj. John Buis says the woman is also the suspect involved in the hit and runs. Buis says she is related to the children but would not describe exactly how. Police say there is no indication alcohol or drugs were factors in the crash. They say the woman may have been suffering from severe emotional issues at the time of the incidents. No charges have been laid yet.

Vancouver Fire and Rescue Services responded to 41 overdose calls in one day and 198 last week Vancouver’s overdose deaths continue to rise with the week of June 19 having three of the busiest days on record for Vancouver Fire and Rescue Services (VFRS). The Vancouver Police Department reported seven overdose deaths for the week of June 19, which is up from the five reported the week prior. While the VFRS said the same week produced the second highest call volume of the year at 198 calls; which is 77 per cent increase from the previous week. On June 21, VFRS said they responded to 41 calls for overdoses in a single day. The City of Vancouver said in a statement the overdose deaths and calls have been steadily increasing throughout the month of June; which only highlights the need for new strategies and more action to be taken by the new provincial government. “Vancouver’s overdose death rate continues

to soar with no end in sight, and the provincial government remains missing in action,” Vancouver Mayor Gregor Robertson said. “Four British Columbians a day are dying of drug overdose from fentanyl, and our first responders and front line community

She died later that night at 11 p.m, and the Integrated Homicide Investigation Team was notified. WSO General Counsel Palbinder Kaur Shergill Appointed to Supreme Court of BC Ottawa (June 23, 2017) - The World Sikh Organization of Canada congratulates The Honourable Madam Justice Palbinder Kaur Shergill Q.C. on her appointment as a judge of the Supreme Court of British Columbia in New Westminster. Justice Shergill is the first turbaned Sikh to be appointed to the judiciary in Canada. She had served as general legal counsel for the WSO since 1991 on a pro bono basis. In today’s announcement by The Honourable Jody WilsonRaybould, Minister of Justice and Attorney General of Canada, announced three appointments to the Supreme Court of British Columbia. Justice Shergill was appointed to the Supreme Court of British Columbia in New Westminster, effective immediately. Justice Shergill has been a leading human rights advocate and has represented the WSO and the interests of the Canadian Sikh community in several landmark cases heard by the Supreme Court of Canada, including Syndicat Northcrest v. Amselem, dealing with freedom of religion, Multani v. Commission Scolaire, dealing with right of Sikh students to wear the kirpan in schools and Loyola High School v. Quebec (Attorney General) with respect to the right of a Catholic high school to teach the provincial Ethics and Religious Culture course from a Catholic perspective. Justice Shergill is a prominent member of the Sikh community in Canada and is regularly invited to speak on human rights and Sikh issues both nationally and internationally. She was appointed Queen’s Counsel in 2012 and is also a recipient of the Queen’s Golden Jubilee

Medal for Community Service. Prior to her appointment, Justice Shergill had a busy fulltime private practice as lawyer and mediator with her law firm Shergill & Company, Trial Lawyers, specializing in commercial and civil litigation. In addition to her volunteer work in the Sikh community, Justice Shergill also served as a Governor for the Trial Lawyers Association of BC and as a Director on the Fraser Health Authority Board from 2002 to 2008. She is also a past Chair of the National Administrative Law Section of the Canadian Bar Association. Andrew Scheer says he will not appoint independent senators if elected prime minister Newly minted Conservative Leader Andrew Scheer said that if he is elected prime minister he will abandon the notion of an independent Senate as pursued by Prime Minister Justin Trudeau. Scheer said his Senate appointees “would be Conservative senators who would help implement a Conservative vision for Canada that would improve the quality of life for Canadians.” Scheer made the comments in an interview on Wednesday in which he also said he still supports an elected Red Chamber but recognizes that making

that a reality may be out of his reach. “When it comes to Senate reform, in general, I’ve always been a believer in an elected Senate and would hope to achieve aspects of Senate reform,” Scheer told host Rosemary Barton. “I do note that the Supreme Court has set the bar pretty high to make any fundamental changes.” In January of 2014, Trudeau expelled every Liberal member of the Senate from the Liberal caucus, leaving them as independent senators with no formal ties to the Liberal parliamentary machine.

At the time, Trudeau said he made the move because he felt a senator could not do their job properly if they had to toe the party line. Independent senators in the Red Chamber are now the majority, and they have not been afraid to exercise their independence to amend government legislation. Scheer also said he would not back a free-trade deal with China because doing so would put both Canadian workers and manufacturers at a competitive disadvantage. “When it comes to protecting workers, labour conditions, labour legislation, the rights for collective bargaining,” Scheer said. “When you look at our environmental standards, when you look at our public disclosure laws and accountability and securities regulations

to ensure that companies abide by the law, we don’t have a level playing field with China.” The Conservative leader also questioned the prime minister’s approach to China, suggesting that allowing the Norsat deal to go through without a national security review raised questions about the Trudeau government’s ability to negotiate. A Chinese company is taking over Norsat International Inc., a Canadian firm that manufactures electronic communication systems used by the U.S., Canada and other NATO countries. When Hytera Communications Co. Ltd. launched its bid for Norsat last year, it triggered a review to ensure it would not harm Canada’s interests. That review determined that a full national security review is not necessary, but the Conservatives want Trudeau to order one regardless. “We’re just asking the question: what’s the harm in doing a national, a comprehensive, security review?” Scheer said. “To me it looks like they’re taking these steps to appease the Chinese government before free-trade negotiations even start,” he said. “So if this is the type of thing [Trudeau] is agreeing to on the front end, I don’t have a lot of confidence in getting a good deal for Canada when they actually sit down at the bargaining table.”

Low interest rates have ‘done their job,’ says Bank of Canada’s Poloz

The governor of the Bank of Canada says it looks like low interest rates put in place in 2015 have “done their job” but he stopped short of predicting the central bank’s next move. Stephen Poloz said in an interview broadcast on business news channel CNBC that the Canadian economy has been recovering from the global financial crisis that erupted in 2008 and the sudden decline in oil prices that began in late 2014. The Bank of Canada’s next interest rate announcement is set for July 12 when it will also release an updated outlook for the economy in its monetary policy report. Poloz made the comments in Portugal, where he’s participating in a forum hosted by the European Central Bank. He says virtually every major area of the world seems to be gaining economic momentum — with the United States “way out in front.” He says the drop in oil prices set Canada’s economy back — causing the Bank of Canada to compensate by lowering interest rates — but growth has returned to a more normal pace.

More trouble for Canada-EU trade deal, as drug changes delay implementation Canada’s goal to see its trade agreement with the European Union take flight this summer now appears grounded by a second series of concerns, this time from the pharmaceutical industry. The concerns, which at first seemed to impose only minor delays, now appear significant enough to require engagement at the highest levels on both sides of the Atlantic. Justin Trudeau spoke to the president of the European Commission, Jean-Claude Juncker, by telephone Tuesday and “urged proceeding” with a provisional application of the deal as soon as possible “so that its benefits can be realized,” a statement from the Prime Minister’s Office says. Most of the Comprehensive Economic and Trade Agreement (CETA) was supposed to be provisionally applied by July 1, but it snagged on a dairy dispute, and now other dissatisfied customers are piling on. “On the one side, you have Canada saying, ‘Let’s just get this provisionally applied and then we can deal with these issues afterwards,’

and then you have the Europeans saying, ‘We’d prefer to deal with these issues now ... because once provisionally applied it will be too difficult to deal with these issues,’” said Jason Langrish, executive director of the Canada Europe Roundtable for Business, who’s been championing the deal for years. “There needs to be a resolution to that difference of opinion.” Asked why implementation was taking so long, Trudeau told reporters at an event Toronto Wednesday he understands that some people are getting impatient. “We are right now moving forward in the last steps for implementation. I’m very much looking forward to crossing the finish line on this one,” he said. But now we have learned that the European pharmaceutical industry doesn’t want the EU to set a date to start implementing the deal until Canada publishes and consults on some regulatory changes promised to generic drug manufacturers, and some member states are expressing these concerns to the European Commission.

A Canada Day miracle: Gas prices at 7-year low for July long weekend In what might be described as a Canada Day miracle, the price of gasoline across the country is expected to be the lowest it’s been in seven years for a July long weekend. Accordin to research done by GasBuddy. com, gasoline prices in Canada are averaging $1.04 per litre, 14 cents per litre lower than the 10-year average. That’s the lowest since 2010, even though gasoline taxes have risen in many provinces in the past seven years. As well, in a rare switch, gasoline has been less expensive in June than it was in January. Summer gasoline blends have fewer emissions and are more expensive to refine, one of the reasons why gas prices move up in the summer. “Motorists are getting a well-deserved break at the pump after years of high summer gas prices,” said Dan McTeague, a senior petroleum analyst with GasBuddy, in a release. “Call it an early Christmas present in July, complete with fireworks in the skies rather than at the pumps.” Three factors are at play in the gasoline market this summer: According to Roger McKnight, a senior petroleum analyst with En-Pro, demand for gasoline in the United States is lower than it was a year ago. “It’s been in negative territory since the start of the year,” he said. “Some people have said that the mileage performance of [vehicles

Much has been said about the inventories of crude oil in storage around the world, but there is also more gasoline in storage. Canadian gasoline prices tend to be based on U.S. wholesale market prices, which are set daily by refiners. Refineries in the U.S have been working at near full capacity to get ready for what was expected to be a busy summer driving season, but demand has yet to come through as expected. “Much like at the retail level, [refineries] compete with each other for customers, and if they have a lot of gasoline to sell, they will lower the wholesale prices”.

Ontario is proposing banning the practice of double ending, in which a real estate agent represents both a buyer and a seller in a transaction. The Liberal government announced its 16-point housing plan earlier this year, with centrepiece planks of a 15 per cent foreign buyer tax and expanded rent controls. Another plank was reviewing the rules for real estate agents to ensure consumers are fairly represented. The government has now published several proposals for changes to real estate agent rules and penalties, and is seeking public consultation on them. One of the proposals is to ban — with

CMHC to pay $4B special dividend to federal government Canada Mortgage and Housing Corp. said Thursday it will pay a $4 billion special dividend to the federal government.

The national housing agency said the dividend will be paid out in instalments over a period not longer than than the next two years.

“The special dividend returns excess capital to the Government of Canada while ensuring enough capital is retained for the risks we’ve assumed,” said Wojo Zielonka, CMHC’s chief financial officer, in a statement. Since its creation in 1946, CMHC said, the agency has retained all of its net income as capital, but in the future it will consider a regular quarterly dividend to the federal government in the event its actual capital exceeds its capital target. The agency said its earnings are already consolidated into the federal government’s accounts, meaning the dividend will not impact Ottawa’s projected deficit. “CMHC’s special $4 billion dividend is a sign

of how well the Crown corporation is managing its mortgage loan insurance and securitization businesses,” said federal finance minister Bill Morneau in a statement. “By sending excess funds to the government, CMHC is abiding by good governance principles.” The announcement of the $4 billion special dividend comes after CMHC said it would pay a dividend of $145 million to Ottawa as part of

its first-quarter report at the end of May. In that report, CMHC also said it saw a sharp decline in the number of home buyers who qualified for mortgage insurance under tougher rules implemented last fall. The agency said that it insured just over 48,000 new mortgages between January and March, a 41 per cent decline from the previous three-month period.

Following throne speech, BC Liberals enjoy boost in popularity: Poll It may be too little too late, but the BC Liberals are enjoying a bump in popularity in the wake of the throne speech, according to a new Mainstreet/Postmedia poll. Since their May 17 poll that indicated a virtual tie with the NDP, the Liberals are up seven percentage points to 45 per cent support, the NDP are down five to 34 per cent support and the BC Greens are also down five to 17 per cent. “It appears that Christy Clark and the BC Liberals are enjoying a throne speech bump.” said Quito Maggi, president of Mainstreet Research, in a release. “Two-thirds (66%) of B.C. residents told us they followed coverage of the throne speech including 35 per cent who said they followed it very closely. Just nine per cent said they were not aware of the throne speech at all.”

Canadian dollar touches 77 cents US for first time since February The Canadian dollar continued to climb Thursday as speculation grew that the Bank of Canada is ready to raise its key interest rate sooner rather than later. The loonie touched 77 cents US for the first time since February during the session before pulling back at the close to an average price of 76.83 cents US, trading 0.26 of a U.S. cent higher. The increase was also helped by an uptick in oil prices, with the August crude contract adding 19 cents at US$44.93 per barrel.

Comments from Bank of Canada governor Stephen Poloz on Wednesday raised expectations that a rate increase could come as early as next month’s central bank meeting on July 12. The bank had lowered its rate twice in 2015 to the very low level of 0.5 per cent to help offset the effects of the lower oil prices. Chief market strategist Colin Cieszynski of CMC Markets Canada says Poloz’s remarks point to the prospective trend that central banks around the world may start moving on rates.

The U.S. Federal Reserve has already hiked its interest rates three times in about six months, and earlier this month, suggested it will raise rates again later this year. “Ideally what the Bank of Canada is looking for is some kind of sweet spot for rates,” said Cieszynski. “A few years back when the loonie was up at par (with the U.S. dollar), companies were really, really struggling,” he said. “When it was down in the low 70s, it was tough for consumers.” He says he expects the Canadian dollar to “take a break” over the next few days because it has risen a full U.S. cent against the greenback in two days. The gain in the currency Thursday came as the S&P/TSX composite index shed 142.16 points, or almost one per cent, to 15,213.42, with nearly all sectors ending in the red. It was also a negative session in New York. The Dow Jones industrial average lost 167.58 points to 21,287.03 and the broader S&P 500 index fell 20.99 points to 2,419.70. The Nasdaq composite index dropped 90.06 points to 6,144.35 as U.S. technology companies continued to decline for another day. Elsewhere in commodities, the August gold contract retreated $3.30 to US$1,245.80 an ounce, the August natural gas contract dipped five cents at US$3.04 per mmBTU, and the September copper contract added two cents at US$2.70 a pound.

Calgary outpaces Toronto and Vancouver as Canada’s least affordable city for low-income residents Calgary is the least affordable city in Canada — if you’re poor. That’s according to a new analysis that looked at decades’ worth of data on rental costs and social-assistance rates. Average housing costs may be higher in Vancouver and Toronto, but it’s actually

harder for single parents living on a low income to afford a low-end apartment in Calgary, said economist Ron Kneebone, who produced the analysis. “There’s a lot of talk about a housing affordability crisis in Canada, but when we talk about that issue we’re typically talking about an average Canadian family finding it difficult to afford a house,” said Kneebone, a professor with the University of Calgary’s School of Public Policy. “The affordable housing crisis is very much a different thing for someone with low income.” Renting a low-end apartment in Calgary cost a typical single parent living on social assistance a staggering 66 per cent of their monthly income in 2015, according to the analysis. That compares with 55 per cent in Toronto and 54 per cent in Vancouver. And it’s not a new phenomenon, either. Calgary was also the least affordable city in Canada in 2010, according to the analysis. The numbers are based on rental price

data from the Canada Mortgage and Housing Corporation and social assistance income rates from the Caledon Institute of Social Policy. The available data means the analysis is current only to 2015, when Calgary’s rental market had tightened to a level that prompted Mayor Naheed Nenshi to publicly admonish the city’s landlords on a live Radio program. Anger in Nepal’s south threatens landmark polls Ganesh Yadav was shot by police during deadly protests that roiled southern Nepal in 2015, but he is ready to return to the streets — a mark of the intense anger still felt as the area prepares to go to the polls. Nepal last month began holding its first local elections in 20 years, a key stage in the country’s post-war transformation from feudal monarchy to federal democracy. China to carry out ‘shuttle diplomacy’ for Pakistan, Afghanistan China today announced that it will launch “shuttle diplomacy” between Pakistan and Afghanistan to ease tensions between the two neighbours and promote the peace process in war-torn Afghanistan amidst a spurt in terror attacks in both the countries. China will conduct the shuttle diplomacy between Afghanistan and Pakistan, Chinese Foreign Minister Wang Yi said during his visit to both the countries, according to Chinese Foreign Ministry spokesman Geng Shuang. During the visit, the two countries agreed to establish the bilateral Crisis Management Mechanism, Geng said. The main targets for the visit is to implement the consensus between the state leaders and in addition the requirement of Afghanistan and Pakistan as directed by Chinese leaders, he said. “We will conduct shuttle diplomacy to help improve relations between the two countries within our capacity and also to promote the peace process in Afghanistan,” Geng said. Asked about Afghanistan’s allegations that Pakistan is harbouring Taliban militants who were blamed for the recurring terrorist attacks

in that country, Geng said “this shuttle visit made by Wang was conducted in agreement with Afghanistani and Pakistani sides”. “During this visit, the two countries have sent out goodwill messages to each other and two sides agreed to establish the bilateral Crisis Management Mechanism. “We think that this is important step forward towards the improvement of their bilateral relationship and we also stated many times that maintenance of friendly relationships between two countries is conducive to regional stability and security and international efforts against terrorism, we will continue our efforts in this regard,” Geng said. Afghanistan in recent months has alleged that Pakistan is carrying out destabilisation and terrorist activities inside the country. “We call it an undeclared war because the objectives are not set. We do not know what the objectives are for Pakistan. And that is something that we have been trying to discover,” Afghanistan’s Ambassador to the US Hamdullah Mohib told an audience at an event organised by Indus think-tank in Washington where his Pakistan counterpart Aizaz Chaudhry was also present.

‘Gau bhakti’ killing not acceptable: PM In a tough message against cow vigilantism and lynching, Prime Minister Narendra Modi today said killing people on the pretext of protecting cows was not acceptable and warned that none had the right to take law into his own hands. Addressing a public meeting to mark the centenary of Mahatma Gandhi’s Sabarmati Ashram here, he said indulging in violence in the name of “gau bhakti” went against the ideals of the Father of the Nation. Voicing concern over the incidents of lynching, the PM said nothing would be achieved thus. “I want to express my sadness and my pain when I am here at Sabarmati Ashram... This is a country which has the tradition of giving food to ants, street dogs, fish, the country where Mahatma Gandhi taught us lessons of non-violence. What has happened to us?” asked Modi. “Nobody would have practised cow protection and cow worship more than Mahatma Gandhi and (his follower) Vinoba Bhave. They showed us how to protect the cow. The country will have to adopt their way,” the PM said. “The Constitution also teaches us about cow protection. But does this (cow protection) give us any right to kill a person? Having spent 10-odd days in jail for allegedly celebrating Pakistan’s victory over India in the Champions Trophy, Anees Babu Mansoori shudders at what he had to endure in prison. We were made to clean toilets and drains in the Khandwa jail and were called traitors by the jail inmates. When we entered the jail, nearly a dozen senior jail inmates slapped each one of us and abused us,” recollected Mansoori, a tailor by profession. Mansoori was among 15 locals of Burhanpur – some 350km from Bhopal – who were picked up by the police and charged with sedition hours after India lost to Pakistan in a one-sided game on June 18. The police claimed the Muslim men had burst crackers and then shouted pro-Pakistan slogans after the match. “We did not,” protests Mansoori, standing up to show bruises on his leg due to alleged beating by the police. “We are Muslims, but also Indians,” the 25-year-old insisted. Villagers agree, saying the police cases were trumped up. They say a few crackers were burst that night but none is sure who was behind them. No one is also sure why the crackers went off, or to celebrate what. The arrests and sedition charges against the 15 men triggered nationwide outrage, prompting the police to drop the charge a week later. But for the men, granted bail by the court on June 27 and let out of the jail the next day, the scars still remain. The worst treatment was reportedly meted out to Sarfaraz Khan, a farmer whose first name sounded similar to that of Pakistan’s cricket captain Sarfraz Ahmed.

Man accused of carrying beef beaten to death by 100-strong mob in Jharkhand A mob of more than 100 people in Jharkhand’s Ramgarh district lynched a 45-year-old Muslim trader on the suspicion of carrying beef in his car on Thursday afternoon. The incident happened on a day Prime Minister Narendra Modi warned against mob attacks on cattle traders, beef-eaters and dairy farmers, saying killing people in the name of protecting cows is unacceptable. Police said they “rescued” trader Alimuddin aka Asgar Ali from the attackers and he died in hospital. “Though injured, he was walking

Congress to bunk ‘publicity tamasha’ The Congress will tomorrow boycott the midnight launch of the Goods and Services Tax (GST) the Modi government has planned from the Central Hall of Parliament, the historic venue that first witnessed midnight political camaraderie when India attained Independence on August 15, 1947. That was the day when India’s first Prime Minister Jawaharlal Nehru delivered his famous “tryst with destiny” speech. With today’s decision, the Congress has joined Opposition TMC, Left, DMK, RJD and Akhilesh Yadav’s SP in deciding against attending the event. The development also means former Prime Minister Manmohan Singh, invited to share the dais with PM Narendra Modi, won’t oblige though another former PM HD Deve Gowda has confirmed his presence. Taking strong offence to what its leaders described

as attempts to equate the merger of GST to Independence, the Congress said it could not and will not endorse the ruling party’s “midnight spectacle, tamasha and publicity gimmick around taxation”. The party’s principal objection relates to the venue of the event. The Central Hall of Parliament, it says, has hitherto seen only three midnight events and each one has been associated with national freedom. “How can you see GST rollout and Independence celebrations in the same light?” Ghulam Nabi Azad, Mallikarjun Kharge, Anand Sharma and Jairam Ramesh asked. “There have been only three occasions when the Central Hall has witnessed midnight celebrations. The first was when India attained freedom. The second was the 50th anniversary of Independence in 1972 and the third was the golden jubilee of Independence.

China refers to 1962, says ‘learn lessons’ Beijing today hardened its stance on the standoff with Indian troops, with the Chinese foreign ministry asking India to withdraw its troops from the Donglong area in Sikkim sector as a precondition for a “meaningful dialogue”. China went a step further and in a reference to the 1962 war said India should learn “historical lessons”. The Chinese defence ministry joined ranks with the foreign ministry and dismissed the protests by Bhutan that People’s Liberation Army soldiers violated its territory in Donglong, saying its troops operated on “Chinese territory” and also asked India to “correct” its “wrongdoing”. In effect, this also means that the pilgrimage to Kailash Mansarovar, which China has put off given the tensions, is unlikely to resume anytime soon. the ministry uploaded two photographs on its website. “The diplomatic channel for communication remains unimpeded. We urged the Indian side to withdraw troops back to the Indian side of the boundary immediately. This is the precondition for the settlement of this incident and also the basis for any meaningful dialogue,” Lu said. In a parallel briefing, Chinese defence ministry spokesperson Col Wu Qian dismissed Bhutan’s protests and said, “I have to correct when you say Chinese personnel entered Bhutan’s territory. Chinese troops operated on Chinese territory.” Bhutan yesterday said it had issued a demarche to China over the construction of a road towards its Army camp in Zomplri area of Doklam and asked Beijing to restore status quo by stopping the work immediately. India’s Army Chief Bipin Rawat also came under criticism by the Chinese military.

From automobile to real estate and consumer goods: What will be the impact of GST The Goods and Services Tax (GST) has been termed a potential game changer, the single biggest tax reform in independent India, one that the government says is founded on the concept of “one nation, one market, one tax”. The GST, according to the government, will be extremely beneficial to consumers, as it will bring down the price of goods and curb inflation. It is also said to reduce the delays in tax payments and ensure more stringent checks on the same. What remains to be seen, however, is how the GST rates—from 5% to 28%—will affect various consumer-facing sectors of the Indian Economy. A look at some of these sectors and how GST will impact them. AUTOMOBILE: Robust demand to drive away any near-term dips in car sales GST adds to the challenges the sector has faced, from demonetisation and then

implementation of more stringent emission norms. The passenger car segment is expected to see an overall reduction in tax outgo, with bigger cars and sport utility vehicles (SUV) benefiting from lower tax rates. CEMENT: A marginal tax relief Contrary to expectations of cement firms, which were hoping for an 18% GST rate, the sector has been categorised in the 28% slab. Despite that, cement makers will see some relief in tax payout as the effective tax rate for packaged cement is anyway 29-31%. CONSTRUCTION, REAL STATE: Input cost credit to offset higher rate So far, the construction sector, including real estate, has had an effective tax outgo of between 11% and 18%. Under GST, the entire works contract is charged 18% tax. However, the sector is likely to gain from the input tax credit that is available under GST rules.

A UPA concept, GST was blocked by Modi for years The Congress today said GST, as a concept, was pioneered by its leaders and BJP leaders, mainly then Gujarat Chief Minister Narendra Modi, blocked the reform for years. Former minister Jairam Ramesh today cited his meeting with then Leader of Opposition in the Lok Sabha Sushma Swaraj to argue how the BJP was always opposing the uniform tax even after the Congress-led UPA introduced the GST Bill in the Lok Sabha on March 22, 2011. “When I asked Swaraj why the BJP was opposing GST, she said two BJP CMs — Narendra Modi and Shivraj Singh Chauhan — were opposing the Bill. She said efforts were being made to change their mind and that the BJP at some stage was prepared to override their objections,” Ramesh said, recalling that GST was first mentioned as a concept by then NDA Finance Minister Jaswant Singh in 2003. On July 8, 2004, then FM P Chidambaram under the UPA mentioned GST in his Budget speech and repeated the concept in his 2005 Budget speech. “It was on February 28, 2007, that the Finance Minister for the first-time ever said

GST would roll out from April 1, 2010. On March 22, 2011, then FM Pranab Mukherjee introduced the GST Bill in the Lok Sabha. The

Bill was referred to the Standing Committee on Finance headed by BJP’s Yashwant Sinha. The committee met after 15 months and submitted its report after two-and-a-half years on August 7, 2013. Then elections came and we were unable to bring a reworked Bill,” Ramesh said. He said 2008 onwards, Narendra Modi as then Gujarat CM was the only Chief Minister opposing GST. “GST is very important, but the current Bill is not radical or revolutionary as the Congress had wanted it to be,” Ramesh said after the Congress decided to boycott the midnight GST launch.

PSPCL mulls winding up Bathinda, Ropar plants Punjab’s two oldest thermal power plants — Bathinda and Ropar — are staring at closure. Taking the first step to shut both plants in phases,

the Board of Directors of Punjab State Power Corporation Limited (PSPCL), in a meeting on Friday, will deliberate on the proposal to shut down stage-I (two units set up in first phase) each at Bathinda and Ropar thermal plants. The plants have four and six units, respectively. That both plants were established over 25 years ago is being cited as the reason behind the move. While Guru Nanak Dev Thermal Plant, Bathinda, was set up in the mid-1970s, the first phase of Guru Gobind Singh Thermal Plant, Ropar, was commissioned in 1985. Sources said though the item was not part of the agenda list circulated among top officials and chief engineers today, the agenda in this regard had been separately forwarded by the office of Chief Engineer (Thermal Designs). Confirming the development, MR Parihar, Director (Generation), PSPCL, said: “We are just following the guidelines of the Ministry of Power and the Central Electricity Authority, which state that thermal units set up more than 25 year ago and which are not economical compared to newer ones should be shut down in phases. Our neighbouring states, including Delhi and Haryana, have already closed some units.” He said: “On an average, newer units are generating power at Rs2.25 to Rs2.60 per unit as compared to Rs3.60 in the older ones. Misery for traders, commuters The rain in the past 24 hours has brought misery for local shopkeepers as the streets remained flooded throughout the day. Most of the shops in the town remained shut due to waterlogging in streets. The rainwater even entered some shops. “The rain is overall good, but it has affected our business badly. The administration makes tall claims of dealing with the rainwater, but nothing has improved on ground,” said Gaurav Kumar, a local businessman. The rainwater also flooded some government offices, including that of the Civil Surgeon, and residences of some officers. The Red Cross Park on Kotkapura road and a newly built park at the District Administrative Complex were also inundated. Abohar: The Municipal Council and state Water Supply and Sewerage Board were caught napping by pre-monsoon rain despite sub-divisional magistrate Poonam Singh telling them to gear up for it a fortnight ago. Commuters found it difficult to wade through the national highway that had been inundated with rain water. Inquiries indicated that only 30 per cent of the sewer manholes’ de-silting had been done in the past two weeks.

Survey to assess economic impact The Centre for Research in Rural and Industrial Development (CRRID) here will conduct a survey on the economic loss suffered by Punjab due to drug abuse. The Indian Council of Social Sciences Research (ICSSR) has chosen CRRID for a project to study the “Dynamics of drug addiction and abuse: Social, economic and political implications.” The research, for which the ICSSR has provided Rs40 lakh, would ascertain the extent of drug abuse not only in Punjab, but also in the neighbouring states of Jammu and Kashmir, Himachal Pradesh, Haryana and Rajasthan. Project director Prof Ranjit Singh Ghuman said, “There has been no elaborate study so far on the

history and impact of drug abuse on the state. “A drug addict could have been a valuable human resource. He could have done well in life, had he not gone astray. It’s a loss not only for his family, but for the entire state,” he said. The project was awarded to the team of Dr Ghuman and Assistant Professors Dr Gurinder Kaur and Dr Jatinder Singh. The research would focus on eight districts — Amritsar, Tarn Taran, Jalandhar, Ludhiana, Sangrur, Moga, Bathinda and Mansa. Drug abuse in the state was the subject of a controversial film, Udta Punjab, released last year. It was also a key issue in the 2014 Lok Sabha polls and the 2017 Assembly elections.

Debts waived, farmers need not repay loans, says Captain Chief Minister Capt Amarinder Singh has said that farmers, whose loans have been waived, need not pay the instalments. “The

process of loan waiver, as announced in the Budget, will start within two months,” he said at a meeting of farmer organisations here today. In the recently concluded Budget session, the government announced total waiver of crop loans up to Rs2 lakh for small and marginal farmers (up to 5 acres), and a flat Rs2 lakh relief for all other marginal farmers, irrespective of their loan amount. The Chief Minister said his government would continue to mount pressure on the Centre for implementing Swaminathan Commission recommendations, which unions said would provide a long-term solution to problems of farmers. “A Cabinet sub-committee has already

Any individual or company holding more than the permissible 18 acres of land, acquired through “dubious” means, now stands to lose the surplus land. This move by the Capt Amarinder Singh government in Punjab has triggered panic among big landlords, colonisers and mega project developers. Sources say the Revenue Department has drawn up an action plan to ensure that provisions of the Punjab Land Reforms Act, 1972, are not violated by any individual, society or company. Sources in the department said orders had been issued to ensure that large tracts of agriculture land acquired for industrial projects that had failed to take off be put to agriculture use again. Reforms Act is not violated, especially by private individuals who have bought land beyond the permissible limit and by societies/ companies who were exempted from the cap to give a fillip to industrial investment in the state. “This order will impact all those who acquired huge chunks of cultivable land at low prices in the name of setting up hospitals, educational institutions, including universities, and integrated housing and industrial projects,” he told The Tribune. He said the Punjab Government, to attract investment in mega and super mega projects (over 100 acres), had earlier allowed land acquisition. “Several developers bought agriculture land and obtained sanction for land use change, but failed to develop the projects. The government now wants all such land back which, under the Punjab Land Reforms Act, can then be allotted to other persons or companies,” he added.

When the post of Chairman falls vacant, the Vice

Drug abuse: Survey to assess economic impact The Talwandi Sabo police yesterday questioned Sub-Inspector Jagdish Kumar, in-charge of the CIA wing of the Mansa police, in connection with a case of embezzling material from the “malkhana” of the Rama Mandi police station. In May, it came to light that gold, cash, dollars and a revolver seized from the house of former Director (Agriculture) Mangal Singh Sandhu were missing from the “malkhana”. The recoveries were made when Sandhu was in custody of the Rama Mandi police in 2015 in connection with the pesticide scam. On May 19, former SHO of the Rama Mandi police station Gursher Singh, head constable Iqbal Singh and constable Manpreet Singh were booked in this connection. The needle of suspicion points to Kumar as he was the in-charge

of the CIA wing of the Bathinda police, where Sandhu was interrogated that time. The seized material was kept in the CIA Bathinda (now CIA-1) before being shifted to the “malkhana” of the Rama Mandi police station. Bathinda SSP Naveen Singla confirmed that Kumar was questioned in the embezzlement case in the presence of Talwandi Sabo DSP Barinder Singh Gill. Kumar, however, refuted this. “Nobody questioned me in the embezzlement case,” he said. All those involved in embezzlement would be arrested soon and the material would be recovered, the SSP said. The Punjab and Haryana High Court has already ordered a stay on the arrest of constable Manpreet. The other two accused —Gurhser and Iqbal — have been absconding since May 19.

FNPF granted exclusive Casino licence The Fiji National Provident Fund will be granted an exclusive Casino licence to construct a casino by the new convention centre at Momi Bay which will in turn support

members of the Fund.

This has been revealed by the Minister for Economy Aiyaz Sayed-Khaiyum in the 20172018 National Budget address. Sayed-Khaiyum adds that FNPF will build a state of the art, modern day convention centre with the capacity of 4,000 people at a cost of $90 million. He says that FNPF’s future convention centre will be ready in time to host the Asian Development Bank Annual Meeting in 2019 and $4 million has been allocated for the preparatory works to hosting this meeting.

Minister for Economy Aiyaz SayedKhaiyum says first choice will be given to those who applied during the freeze period. There has also been an increase in capital expenditure for the Ministry of Infrastructure and Transport due to the expansion of the Rural Electrification project which is $33.8 million. $11.5 million has been allocated for the major grid extensions around the country. 27 new positions will also be established for enforcement and compliance units in the LTA.

The Reserve Bank of Fiji in conjunction with the Fijian government has granted a total of $60M for affordable housing in the 20172018 National Budget. Minister for Economy Aiyaz SayedKhaiyum says this housing assistance fund will be made available to households earning less than $50,000 a year at a 5 percent interest rate. Sayed-Khaiyum also revealed the partnership government has with FNPF in the construction of a multi-unit housing development in Matavolivoli in Nadi that will offer different price points. 478 affordable housing will also be available by the end of 2018 as $7m has been allocated to subsidise the land development cost of two new subdivisions of the Housing Authority in Nepani and Davuilevu. Sayed-Khaiyum says the average increase for the common cadre is 15 percent. The wage increases will commence in July.

Rape cases topped the list of offences committed by inmates, who are from Serua and Namosi provinces. Of the 28 inmates from Namosi province, 11 are rapists, while four inmates of the 14 from Serua Province are rapists. This was highlighted during a presentation by Fiji Corrections Service (FCS), rehabilitation director Elenani Vuru, during the launch of the Yellow Ribbon Project for Namosi and Serua at The Pearl Resort in Pacific Harbour on Wednesday. His remarks came in response to the IndiaUS joint statement issued after the talks between Prime Minister Narendra Modi and US President Donald Trump. “We have to say Pakistan stands at the frontlines of the international counter terrorism fight and has been making efforts in this regard,” Lu said in response to the statement in which India and the US had asked Islamabad to ensure that its soil is not used for cross-border terror. The joint statement issued yesterday after Modi-Trump meeting had also called on Pakistan to expeditiously bring to justice the perpetrators of the Mumbai, Pathankot, and other cross-border terrorist attacks. Modi and Trump also vowed to strengthen efforts to fight terrorism and eliminate safe havens for terrorists. Ahead of the ModiTrump meeting, the US State Department had set the tone for the summit by declaring Syed Salahuddin, chief of Kashmiri militant group Hizbul Mujahideen, as a ‘global terrorist’.

With the death of 10 more people, the toll in Pakistan’s oil tanker fire rose to 175 on Thursday, making it one of the deadliest accidents in the country. The patients breathed their last at Lahore, Multan and Faisalabad burn centres. “The death toll in the oil tanker inferno today rose to 175 as 10 more succumbed to their injuries. The toll may continue to rise as most of the injured, over 60 people, have received 60 to 100 per cent burn injuries,” a senior official Jam Sajjad told. Quoting doctors, he said “it will be a miracle if they survived”. The patients having 60 to 100 per cent burns are being anaesthetised, Sajjad said. A senior doctor at the Jinnah Hospital in Lahore said many burnt patients are not kept in isolation rooms because of shortage of such rooms in burn centres in the hospitals in Punjab province. “Such patients are vulnerable to infection which is most common cause of mortality in burn patients,” the doctor said.

At least 120 people including women and children were killed on the spot and 140 injured last week a day before Eid when they rushed to collect leaking fuel from a crashed

oil tanker in Bahawalpur, some 400 km from Lahore. The tanker, which was headed for Lahore, overturned on the national highway after one of its tyres burst and the driver lost control over it. 11 killed as cable car lift falls near Pak’s mountain resort A cable car lift set up illegally by villagers at a popular Pakistani mountain resort broke and plunged into a ravine killing at least 11 people and injuring three others, officials said on Thursday. The accident occurred some 30 kilometres north of Islamabad between Banwari and Charra Pani village in the tourist hill resort of Murree. “There was a strong wind which led to the cable car breaking and falling,” an eyewitness, Omair, was quoted as saying by Geo News. According to rescuers, the ‘doli’ cable car lift was being used for transportation between

Sharafani in Punjab and Banwari in Khyber Pakhtunkhwa. The lift was the only source of transportation between the two hilly areas as there are no roads connecting the two, they said. Local people had reportedly set up the cable car service on a self-help basis without approval from the concerned departments, rescue officials said. The injured were taken to Holy Family Hospital in Rawalpindi, rescue officials said, adding that the 11 deceased had died on the spot. The bodies of the victims have been handed over to their families. The chances of survival of the three injured

Indian-origin man killed by cousin in US A 26-year-old Indian-origin man in the US was stabbed to death allegedly by his cousin following an argument here. Sharanjit Singh was stabbed by Lovedeep Singh, 24, in the neck and torso inside their apartment in New York City borough Queens in the early hours of June 26, police said. Lovedeep has been charged with seconddegree murder and fourth-degree criminal possession of a weapon. He faces up to 25 years to life in prison if convicted. Lovedeep admitted to police that he fatally

stabbed his cousin and roommate Sharanjit. He was arraigned on Tuesday before Queens Criminal Court Judge Eugene Guarino on a criminal complaint. Queens District Attorney Brown said Lovedeep is accused of “senselessly stabbing to death his cousin and roommate. This is a family tragedy for all concerned.” Sharanjit, who worked as a driver, moved to the US from India in 2013. His parents still live in India. The motive behind the murder was not immediately known, police said.

A career service American diplomat since 1986, Urs is currently Charge d’Affaires of the US Embassy in Madrid, Spain, where he was also the Deputy Chief of Mission. During three decades of State Department service, Urs has specialised in economic issues and developed extensive policy experience in the Andean region of South America. He has served at seven US embassies as well in senior leadership positions in Washington, DC, a media release said. Urs earned his MS from the University of Texas and a BS from Georgetown University. He speaks fluent Spanish as well as some Hindi and Telugu. The verdict is out. The Kapil Sharma Show has fared better than Supernight with Tubelight. Well, this clearly proves that Kapil Sharma is not a spent force like many would like to believe. Supernight with Tubelight was seen by many as an acid test of how Sunil Grover, Ali Asghar, Sugandha Mishra and Dr Sanket Bhosle would fare in the absence of Kapil Sharma. The show had the star power of Salman Khan, Sohail Khan and TV diva Mouni Roy but even that did not help. The channel also preponed the telecast a day ahead to avoid a clash with the finals of the Champions Trophy that had India Vs Pakistan match clashing at the grand finale. On the contrary, whenever Salman Khan has been on Kapil’s show, it has ranked amongst the top five in the BARC ratings.

Half yearly box office roundup: Salman’s winning-streak suffers a blow with Tubelight, Baahubali 2 emerges as the sole saviour

Six months of the new year have passed by in a jiffy and Bollywood doled out innumerable films in these months. Some fared well, others didn’t! No, correction…only six films, of all the releases, have managed to create box office history while the rest went down without a whimper. It is clearly not a good time for Bollywood because if Salman Khan doesn’t work at the ticket windows, there is no guarantee what will. Yes, it has happened! Tubelight has left everyone shell shocked. Honestly, such reaction is expected because these aren’t numbers that you expect from Salman’s film. Had it been someone else’s film, nobody would have questioned it as much. So, apart from a few pleasant surprises, it has been a more or less shocking and terrible first half of the year. Winners : Funnily, you can count the winners on your fingers because there are only a handful. We will begin with Shah Rukh Khan‘s Raees and Hrithik Roshan‘s Kaabil. Despite clashing with each other at the box office, both of them flourished, one a bit more than the other. Next came Jolly LLB 2 and since Akshay Kumar believes in making Rs 100 crore and more with every film, this sequel, too, became one. Next up was Varun Dhawan and Alia Bhatt’s Badrinath Ki Dulhania, which did brilliant business at the box office. This jodi is officially one of the most profitable ones at the box office. This was followed by the giant of a film called Baahubali 2, which stormed the box office. The film came up with numbers that Indian Cinema has never seen before. The Hindi dubbed version alone earned Rs 500 crore, which is the biggest achievement of this year. The first film to earn Rs 1000 crore, Baahubali 2 only got bigger and bigger. Thanks to this SS Rajamouli gem, Bollywood survived the first half. But the most interesting development of the first half is Dangal’s resounding and miraculous success in China. The country always loved Aamir Khan’s films but with his wrestling drama, they just went crazy. It created history by earning Rs 1000 crore in China alone and became the highestgrossing Indian film ever with Rs 2000 crore in its pocket! Whoa! Sachin: A Billion Dreams, too, made people sit up and take notice, that if done well, even a docu-drama can pull crowds to the theatres. Of course, it is Sachin Tendulkar who got people to the cinemas but the numbers speak volumes about what the film did. Then there was Hindi Medium, which turned out to be the only superhit after Baahubali 2. Losers : There were so many losers that despite a Baahubali 2 and Dangal, the first six months of 2017 left a bitter taste at the end. OK Jaanu’s debacle followed by Rangoon’s dismal performance has hurt the balance sheet of Bollywood tremendously. Then there’s the lackluster response shown to Meri Pyaari Bindu, Sarkar 3 and others. But what happened to Tubelight, will singe Bollywood for years to come. Half yearly trends: Despite such a low number of successes, there are certain things which left everyone pretty amused in the first half of the year. Many of them are nothing

short of lessons. Say for example Raees and Kaabil clash proved that two big films can co-exist. Yes, one will definitely earn more than the other but if the content is fine, they can survive and excel as well. Akshay Kumar has turned into a formula himself…take him in your film, and it will at least make Rs 100 crore if not more. For a film, which is made at a budget of Rs 40-45 crore, earning that much

means you have made a killing at the box office. Badrinath Ki Dulhania’s success proves that young urban stories will always find a place in people’s hearts if said right. And Baahubali 2 made everyone realise that language isn’t a barrier when you know how to make a film. It also showed that inspiration for a film can be found in our own mythology, so it’s high time we stop remaking Hollywood films. However,

Hindi Medium’s stupendous success made it evident that employ all the gimmicks you want, but if the film doesn’t have merit, it will never find a place in people’s favourite film list. This Irrfan Khan-starrer was so loved by the audience that it continued to earn good money for a long time after its release. And as for Dangal, China has never loved an Indian man more than Aamir. PERIOD.

Yesterday, Sridevi got chatty with former Indian cricketer, Sourav Ganguly, on his Bengali talk show, Dadagiri. A source tells mid-day, “They have been shooting at a studio in south Kolkata since 10 am. Sridevi turned up in a Bengali attire. Ganguly and Sridevi danced to some of her hit numbers. Since she has a large fan base in Kolkata, her admirers queued up outside the venue at 6 am.”

And the man behind the debut is Oscar-winning composersinger, AR Rahman. Hydari got acquainted with Rahman while shooting for Mani Ratnam’s Tamil film, Kaatru Veliyidai, and was encouraged by the musician to take the mic. To celebrate completing 25 years in the industry, Rahman is organising Netru Indru Naalai, a grand show scheduled for July 8 at Wembley in London. Hydari will join the performer line-up, which features singers Benny Dayal, Hariharan, Jonita Gandhi, Neeti Mohan, Javed Ali and Ranjith Brothers. “I couldn’t have asked for a better singing debut. Singing for Rahman sir is an honour. I can’t share what I’ll be singing, but I hope everyone likes it,” says Hydari, who will leave for London at end of this month. The actress adds that she is a bundle of nerves. “I am nervous because I am not a trained singer. But I’m really excited. It’s a dream come true.”

NEERJA (2016) co-producers Fox Star Studios has distanced itself from the controversial disagreement between main producer Atul Kasbekar’s Blingg Unplugged and the Bhanot family over sharing of profits, saying they do not have any contractual obligations towards the family. The family of late flight purser, Neerja Bhanot, has moved court

accusing the producers of the National Award-winning movie of criminal conspiracy and going back on their word of sharing 10 per cent of the net profit. Yesterday, the studio issued a statement that read, “Fox Star Studios is extremely proud of its film Neerja and holds the Bhanot family in great esteem. However, the facts are that the Studio does not have any contractual obligations towards the Bhanot family as the life rights and permissions were obtained by Blingg Unplugged from the late Neerja Bhanot’s family long before Fox Star Studios came onboard to produce the film.” Neerja, starring Sonam Kapoor in

the titular role, was backed by Fox Star India. It had grossed an estimated R125 crore in the worldwide market. The studio called the Bhanot family’s decision to move court “unfortunate” and said they hope Kasbekar and the family are able to resolve their differences soon. “Fox Star Studios has been duly honouring its contractual obligations towards Blingg Unplugged. It’s unfortunate that Blingg and Bhanot family have not been able to resolve their disagreements. The life story of Neerja Bhanot inspired the nation and the movie created history, created memories that we deeply cherish, memories that will last forever.

We hope for quick resolution to the ongoing issue,” the statement further read. The matter made it to the court after both sides failed to resolve the money-sharing issue and to agree on the appointment of an arbitrator. The case will be heard in July. Kasbekar had earlied claimed that all the financial transactions post release were shared with the Bhanot family “immediately and in a transparent manner.” Neerja was killed two days before her 23rd birthday, while trying to save passengers during a terrorist hijack of a Pan-Am flight at the Karachi airport in Pakistan on September 5, 1986.

BC Federation of Labour offers free English classes in Richmond, Vancouver to promote safer workplaces

Vancouver - The BC Federation of Labour is offering free English as an Additional Language (EAL) courses to help new English language speakers in the workforce and promote improved workplace health and safety.

Upon completion, participants in the program receive a certificate and are invited to a graduation dinner. “This program is unique in Canada,” said Irene Lanzinger, president of the BCFED. “We’re trying to overcome any barriers that people have to accessing health and safety information to help make workplaces safer.”

In Vancouver, the course runs from 5:45 pm to 7:45 pm Tuesdays and Thursdays for 12 weeks, starting July 4, at the BCFED office, 200-5118 Joyce Street, near the Joyce SkyTrain station. A two-per-cent tax on speculative realestate investment in B.C. that was a key part of the NDP’s election platform may not be a sure thing, says the party’s spokesman for housing. “Taxes are one tool, but there are other tools available to policy-makers,” David Eby said Thursday. “Taxes aren’t always the

right response — there may be others that are more appropriate to deal with flipping or speculative investment in our real estate market.” Eby’s comments come one day after Gregory Klump, chief economist with the Canadian Real Estate Association, said during a roundtable discussion in Toronto that he wouldn’t be surprised to see policy-makers in Ontario introduce a tax on speculative home purchases in the fast-growing Greater Golden Horseshoe region, which includes Toronto. The Ontario government introduced policies in April aimed at cooling the realestate market in that region, including introducing a 15-per-cent, foreign-buyer tax similar to the one B.C. brought in almost one year ago.

If experts say a tax isn’t going to address the issue, then we’ll look at other options — it doesn’t have to be a tax,” Eby said. “But the outcome has to be that this kind of speculative action in the market has to end.” The power-sharing accord between the NDP and Greens doesn’t go into specifics about how it would make housing affordable, simply that they would “take action to deal with the speculation and fraud that is driving up prices.” The NDP is proposing a two-per-cent tax that would affect people who buy property in B.C. but don’t live or work here and leave their property empty, and be based on assessed value. All revenue collected will go into a B.C. Housing Affordability Fund. The NDP predicted that the tax would bring in about $200 million per year.

The government has now published several proposals for changes to real estate agent rules and penalties, and is seeking public consultation on them. One of the proposals is to ban — with some limited exceptions — salespeople from representing both the buyer and seller or more than one potential buyer in a trade. The government is also considering increasing the maximum fine for salespeople and brokers who violate a code of ethics from $25,000 to $50,000 and $100,000 for brokerages.

Realtors’ internal numbers show Toronto home prices fell more than 6% in two weeks Internal mid-month statistics for June from the Toronto Real Estate Board show average prices in the Greater Toronto Area shed almost 6.4 per cent in just two weeks with sales down about 50 per cent from a year ago. TREB reported Monday, in a note sent to members, that the average home sold for $808,847 from June 1 to 14 — a sharp drop from the average of $863,910 for May. The decline comes on top of a 6.2 per cent drop in prices from April to May. The board no longer makes public mid-month stats. The peak of the market in Canada’s largest city now appears to be in April when the average price soared to $920,791, the same month that Ontario brought in its 16-point Fair Housing Plan, which included a 15 per cent non-resident speculation tax for buyers in the Greater Golden Horseshoe and expanded rent controls that limited annual rent increases to inflation, capped at 2.5 per cent, for all rentals across the province. Average prices have now declined just over 12 per cent from the peak but Craig Alexander, chief economist of the Conference Board of Canada, said it might not be the measures themselves that have cooled the market as much as the perception of their impact. “I don’t think that many buyers have been pushed out of the market,” said the economist. “One of the biggest effects of tighter government regulations is that it creates a psychological response by

potential sellers and potential buyers. It ends up like a wait and see approach. If everybody waits and sees what happens, you get a significant pullback.” Economists and realtors have reported a similar response in the Greater Vancouver market last year when the provincial government there brought in a 15 per cent tax on foreign buyers. Sales were in decline before the changes but picked up speed, although prices did not drop as dramatically as what is happening in the GTA right now. Vancouver’s tax was effective August 2016 and reports now indicate the market is starting to recover to a degree. The British Columbia Real Estate Association said this week it expects prices to decline 3.6 per cent this year in Greater Vancouver, but rise by 4.2 per cent in 2018. Alexander said the GTA might follow a similar path in terms of recovery. “You can’t say (the decline in sales) is warranted by applying a tax on non-residents,” he said. “The government hit the pause button on real estate. Changes to regulations, generally speaking, have an impact for about six months and after that the market seems to figure out like a new normal and gets back to traditional prior behaviour.” For now, the GTA is clearly cooling. On a year-over-year basis, average prices over the first two weeks of June rose by only 6.7 per cent. West Vancouver council threatens to bulldoze $2.6 Million home District of West Vancouver council is threatening to take a wrecking ball to a multimillion-dollar house following alleged bylaw violations. A Ferrari could be seen parked inside the garage of the home on the 700-block of 20th Street, which, according to a staff report, was built without permits. The house may look like an upgrade to the tiny bungalow that was razed to build the new home four years ago, but at a council meeting on Monday, staff presented a report on some of the alleged deficiencies of the home and asked members what they should do to try and enforce compliance. “The council report outlines an egregious flouting of our processes,” Jeff McDonald, West Vancouver’s director of community relations, said. Neighbours attended the council meeting to ensure the district heard their concerns about drainage issues they believe were coming from the property in question. “This area has a ground water problem,” neighbour Phil Dobson said. “Each one of our six units here has a sump… Probably every 15 to 20 minutes they’re pumping a number of gallons.” Irrigated landscaping was one of the many features listed when the home went on the market. The home was described as having a

The district claims several stop-work orders were ignored during construction and that the original house was demolished and the new one occupied without permits. The report stated an April inspection found deficiencies with regards to electrical, heating,

sprinklers, drainage and plumbing. The report also stated the homeowners missed 29 building inspections. “They were obviously shocked that something could get this far down the road with as many issues,” Dobson said. An online post listed the home for just under $2.6 million. At Monday’s council meeting, Mayor Michael Smith suggested the best way to deal with the house would be to take it down. “Council needs to think about what to do next,” McDonald said. “There’s really no way to speculate on what that will be or when.”
