Surrey can expect 4 ministers in NDP cabinet on July 18
NDP Leader John Horgan will officially be sworn in as the 36th premier of British Columbia on July 18. The premierdesignate will be sworn in alongside his new cabinet in a ceremony at Government House in Victoria. And at least four Surrey MLAs are expected to get top posts in the cabinet after Surrey played a key role in the election results. Surrey MLAs Harry Bains, Bruce Ralston, Jagrup Brar and Jinny Sims will almost certainly get cabinet posts. Bains and Ralston have been MLAs continuously since 2005 and have held senior critic posts while in the Opposition - Bains for transportation and Translink and Ralston for Finance. Brar, a former two term MLA from Surrey, and Sims, a former NDP MP and former teachers union president, wrested Liberal seats for NDP - thus being instrumental in allowing NDP to form government. Former Party leaders, Adrian Dix (Vancouver Kingsway) and Carole James (Victoria), will also get senior posts with James being the leading candidate to be deputy Premier. Continued on Page 6...

Violent criminals entering Canada from Mexico due to Trudeau policy Before Prime Minister Justin Trudeau announced that visitors from Mexico would no longer need visas to enter Canada, border officials predicted the decision would make it easier for criminals to enter the country, newly released documents show. In intelligence reports, officials wrote that associates of Mexican crime groups such as the ultraviolent Sinaloa cartel were already turning up in Canada and said lifting the visa requirement would “facilitate travel to Canada by Mexicans with criminal records.” Just 0.25 per cent of the 156,000 Mexican nationals who entered Canada between 2012 and 2015 were implicated in crime, but the reports said 29 were linked to organized criminal groups, another eight had “possible links” and “likely more” had not been identified. By Lydia Miljan and Taylor Jackson The Fraser Institute The alliance between Green Party Leader Andrew Weaver and John Horgan, premierdesignate and NDP leader, will be central to the new government in British Columbia. Political alliances, however, are not formed on good graces. Weaver has some well-publicized demands, which reportedly include official party status for the Greens (they hold three seats and B.C. law requires four seats for official status) and a change to a proportional representation (PR) electoral system. Unsurprisingly, these demands would help the Green Party. A PR electoral system elects members based on the proportion of votes each party receives. PR countries are often governed by coalitions because it’s nearly impossible under this system for one party to garner a majority of the votes. One recent analysis found that between 2000 and 2015, more than 80 per cent of elections in advanced 100 democracies with PR electoral rules resulted 100 in coalition governments. 95 Some see this as a benefit because it 95 allows for a greater diversity of views to 75 be75 represented in government. But while even minority governments elected under our first-past-the-post system often don’t form formal coalitions, the idea that we’re 25 not regularly governed by coalitions is 25 false. Surrey sharpshooter aims for big competition in England as Canada’s ‘top shot’ among cadets A Surrey teen has her sight set on a big marksmanship competition in Bisley, England. Maya Naidu, 17, travels there this week as the “top shot” in Canada among fellow cadets. The recent Johnston Heights Secondary grad will spend four weeks in Bisley at the U.K. National Rifle Association’s 148th Imperial Meeting. “It’s a massive event, one of the biggest in the world,” said Maya’s coach, Randy Bach. “Last year, I think there were close to 2,200 competitors.” Among them this year is a humble Guildford-area girl who plans to study health sciences at SFU this fall. “To meet her, you’d never know that she’s an extreme, you know, top-of-the-line shooter in this country,” Bach said. “She’s one of the top shooters I’ve coached, certainly, and I’ve had other cadets over the years go to Bisley in the same program – several of them as a matter of fact,” he added. To get to Bisley as part of an 18-cadet national rifle team, Maya out-shot her competition at national events held over the past two summers. She started shooting rifles not long after she entered the cadet program, as a Grade 9 student in the fall of 2013. “I started off with air-rifle practicing, but I was never the best or felt like I was really good,” Maya recalled. “I wasn’t a great shot
immediately or anything like that.” She joined cadets because she’d heard about it through friends, and her father, Avanash, was an air cadet. “And I joined shooting because I just thought it’d be a cool thing to do,” Maya added. “I had to warm up to it a little, because it was pretty frustrating in the beginning. It’s not something you just know naturally. I had to learn a lot.” Soon enough, she greatly improved her breathing, trigger control, alignment and other aspects of marksmanship. “The big rifles I’ll be shooting in England, I only get to shoot those rifles in the summer, at a place called Connaught Ranges in Ottawa, Ontario, and this will be my third summer there,” Maya said. “I’m going to be there first and then to England, to practice with the big rifles, the full-bore rifles.… It’s known as full-bore marksmanship.” The all-expenses-paid trip is Maya’s first to Europe. “I’m super excited,” she enthused. “I’m in England for, like, four weeks, almost a month. It’s three weeks of shooting and one of touring, and also one day where we go over to France to visit Vimy Ridge.” In Bisley, Bach says Maya should do well. “She’s a very confident shooter but a quiet person, too – not flashy at all, and she goes about her business,” Bach said.

After that, there is a long line of MLAs with long resumes and credentials waiting to get in. But Premier designate Horgan will have to be careful not to ignore the BC’s interior, such as Okanagan, and Northern areas, where the party barely has any support and barely won any seats. The NDP Cabinet can’t afford to be dubbed the “Metro Vancouver cabinet.” “We are excited to deliver on our commitments. That’s why we are working as quickly as possible to give British Columbians the new leadership they voted for,” said NDP MLA Carole James in a statement. The NDP has not released any details on the expected size of the cabinet. But as part of the Green-NDP alliance, the two
sides committed to a dedicated minister responsible for implementing a mental health and addiction strategy. The swearing-in means Horgan will not be attending the Council of the Federation meetings in Edmonton. The meetings between Canada’s premiers and the prime minister are taking place from July 17 to 19. Horgan was expected to be questioned by national media, Alberta premier Rachel Notley and Prime Minister Justin Trudeau over his commitment to stop the expansion of the Trans Mountain pipeline. The NDP leader is still expected to go to Ottawa this summer to meet with Trudeau one-on-one. Outgoing Premier Christy Clark will continue to serve until Horgan is officially sworn in. Lt.-Gov. Judith Guichon asked Horgan to govern after Clark lost the confidence of the legislature last Thursday.
Air quality alert issued for Metro Vancouver and Fraser Valley An air quality advisory has been issued for parts of Metro Vancouver and the Fraser Valley as air pollution reacts with the warmer weather. Metro Vancouver issued the advisory saying smoke from a wildfire burning north of Harrison Hot Springs is also occasionally reaching into the Lower Fraser Valley, creating a haze that may also be contributing to the ozone levels. “That’s producing a haze that’s affecting visual air quality, but it also can play a role

in producing higher concentrations of ozone than we would normally expect,” said Ken Reid, the superintendent of environmental sampling and monitoring for Metro Vancouver. “Right now we’re seeing some beautiful sunny hot days and those are the triggers for ground level ozone production.” The district says high ground-level ozone is formed when pollutants from burned fuels react with the air in the presence of sunlight.

Small Green Party may wield big power in BC Continued from Page 4... Voters in B.C. know this and for the past 16 years consented to this internal coalition in each election. PR systems, on the other hand, don’t require this kind of compromise because the way the votes are counted rewards small, even fringe parties, often touting single issues, at the expense of the big-tent parties. To govern, the large parties must gain the support of smaller parties by giving into some of the preferred policies of those smaller parties. Consequently, voters of smaller parties are empowered disproportionately at the expense of the majority of voters, who tend to vote for one of a few main parties. In B.C., more than 80 per cent of voters did not vote for the Green Party and yet the Green Party may dictate changes to a system as fundamental as the way British Columbians elect their political representatives. Only time will tell what effect an NDP/Green pact will have on policy in B.C. But if the Green’s strong stance on the environment, for example, finds its way into the policies of the NDP government, propped up by the Greens, many British Columbians may not get what they voted for.

Midway through 2017, the CBSA had already identified 65 Mexican nationals it said were involved in “serious� crimes. Last year’s figure was 53, and the year before it was 28. Another 15 Mexicans cited for national security reasons have been caught since the start of the year — more than the previous two years combined. The “figures fluctuate for a variety of reasons,� said Scott Bardsley, press secretary to Public Safety Minister Ralph Goodale. “The increase in reports for Mexico occurred while the total number of visitors from Mexico increased.� The visa requirement was put in place in 2009 after Mexico became Canada’s top source or refugee claimants, although one intelligence report said a “large proportion� were economic migrants “not in need of Canada’s protection.�

Canada adds 45,000 jobs in June, mainly part time Canada's economy added another 45,000 jobs in June, bumping the unemployment rate down to 6.5 per cent. Statistics Canada reported Friday that most of the new jobs were part time. There were 37,000 new part-time jobs and about 8,000 new full time jobs created during the month, the data agency reported. The June numbers mean Canada's economy has now added jobs in all but two of the last 12 months, and has created 351,000 new jobs over that time, most of them full-time ones. Seasonally adjusted on an annualized basis, that means Canada's economy has added more than 400,000 jobs in the past year, something that hasn't happened since 1979. "It's absurdly strong," Scotiabank economist Derek Holt noted, "and the Bank of Canada's recent business outlook survey has CEOs saying they expect to continue hiring at a decent pace over the coming year." Most of the jobs in June came in Quebec and British Columbia, which added 28,000 and 20,000 jobs, respectively, during the month.
Everywhere else, the job market was either slightly higher, or slightly lower. The job numbers are the last major data release before the Bank of Canada meets next week to set its benchmark interest rate, and the consensus view in recent weeks is that the central bank will hike rates for the first time in seven years because the economy is starting to heat up.
Friday's job numbers will do little to change that plan, CIBC economist Avery Shenfeld said. "Today's jobs numbers cement the case for the central bankers to raise rates in the coming week," he said, adding that Canada's job market is getting close to what economists consider to be full employment — when just about every adult who's able and willing to work has a job. "Over to you, Gov. Poloz," Shenfeld said, referring to central bank head Stephen Poloz.

Vancouver Coun. Geoff Meggs named John Horgan’s chief of staff Longtime Vancouver Coun. Geoff Meggs is stepping down to become the chief of staff for premier-designate John Horgan. The three-term city councillor will begin working immediately as part of Horgan’s transition to the premier’s office. “When the premierdesignate invites you to serve in this capacity, it’s kind of hard to say no. Especially when they are committed to making the province more affordable” said Meggs. “I think John has said from very early on that he is committed to solving some of the problems around the Lower Mainland.” Meggs has served as a Vancouver city councillor since 2008. He ran for the provincial nomination in VancouverFairview before the 2013 provincial election, losing to current MLA George Heyman. Meggs says he spoke to Vancouver Mayor Gregor Robertson over the weekend to tell him he was resigning. No date has yet been set to elect Meggs’ replacement to council. “I’m going to miss working at the city,” said Meggs. “I think there have been some enormous changes accomplished already,
especially since Gregor has become mayor — the greenest city commitment and his relentless struggle against homelessness, which has been a very tough one.” The NDP also announced that former BCIT president and Central 1 Credit Union CEO Don Wright will serve as deputy minister to the premier and the head of the public service. Wright will resign from Central 1 effective July 7. “It’s very exciting to have someone who is so well respected by the public service, by the private sector. He has worked in the forestry sector, as well as been a deputy minister in previous governments,” said MLA Carole James, who is serving as spokesperson for the NDP during the transition to power. “He will provide real stability and real experience in this position.” Wright will replace Kim Henderson, who has been serving in the role since March 25, 2016. The NDP also announced outgoing chief of staff and campaign director Bob Dewar will stay on as a special advisor to Horgan.
South Asian man charged with murder in connection with 2011 shooting The arrest of a suspect nearly six years after the murder of a 21-year-old Vancouver man won’t bring the victim back to life, but the news is bringing closure to his family.
Harpreet (Hapi) Sandhu On July 25, 2011, Harpreet (Hapi) Sandhu, 21, was gunned down following an argument with a group of youths in the area of Arlington Street and Whitehorn Court in the south Vancouver neighbourhood of Champlain Heights. He died in hospital. A 25-year-old Vancouver man, Heval Hishyar Tilli, was apprehended Tuesday and has been charged with second-degree murder in connection with the 2011 shooting death. According to the victim’s uncle, Lak Chahal, “finally some justice will be served.” “We’ve been waiting for this news for six years,” Chahal said. “He was a good kid. (He had) nothing to do with gangs or drugs. “For us it’s been devastating. Not a day has gone by where we’ve not thought of Hapi.” Chahal said his nephew was much-loved by his mother, Chahal’s sister Narinder Sandhu, and that she was very proud of her son. “Just before he passed away, she was saying she was happy she didn’t have to worry at night about her kids going out.” And he also said his family was thankful they lived in a place like B.C., where
“someone will be held accountable.” Chahal grew up in England, but moved to Canada 20 years ago. He started a software company and now employs 65 people. “We’re very fortunate. I’m very proud to be in B.C. and in Canada,” he said. “Our family is hardworking, very law-abiding. “We want to say a big thank you to Vancouver police, to the two detectives who have been updating us on a regular basis,” he said. “They’ve been building a lot of trust where we can get through this.” The police said they were still looking to speak with witnesses to the crime. “We are aware that there are other witnesses to this murder that have been afraid to come forward or to cooperate with the police investigation,” said Vancouver police Const. Jason Doucette. “Now that charges have been laid, we are again appealing to those people to have the courage to speak up and clear their conscience.” Of the incident outside of a friend’s house, which ended with a single shot hitting Sandhu and severing his aorta, Chahal said his nephew’s “only mistake was he thought there would be a minor argument.” “A bunch of wannabe gangster types,” he said of the shooter and his associates. “These people, they have no regard for life.” That it had taken six years to lay charges was frustrating, but “we’re glad it will finally bring closure.” “It was very devastating,” he said of the impact Sandhu’s death made on his close-knit family. He also expressed frustration it had taken so long for the Crown to lay charges. “They want to win every case — and I can understand that — but it takes too long. I think it destroys B.C.’s justice system’s accountability. It becomes a joke. People think they can get away with it.

Ferrari driver caught doing 210 km/hour over Lions Gate bridge A 22-year-old driver’s Ferrari has been impounded after he was clocked doing 210 kilometres an hour over the Lions Gate Bridge. The posted speed limit on the bridge is 60 kilometres an hour.
The West Vancouver man’s 2015 Ferrari 458 has been impounded for seven days and he has a court date for excessive speed and driving without due care and attention charges. It’s not the first time the driver has been caught speeding by police. The same West Vancouver police officer stopped him in April for excessive speed on the same bridge. In total, this is the man’s fourth speeding offence. West Vancouver Police have impounded 95 vehicles for excessive speed so far in 2017.
A woman was rescued and is in hospital thanks to a passerby who called 911 after she had spent days at the bottom of a ravine in Surrey, B.C. Clint Whitla said he was just enjoying nature in one of the more secluded areas of the city Monday when he heard a woman’s calls for help. “I guess I was making a lot of noise,” he said. “She heard me and called out for help. “She said she fell, I guess rolled off the wrong way. It was a good 50-foot [15.2-metre] drop. She got bruised and banged up pretty good.” The woman, whose identity has not been released by officials, was found beside Delta Creek, a small waterway in the northwest part of the city. Battalion Chief Gary McHarg of the Surrey fire department said firefighters were called to Scott Road and 96th Avenue after receiving the phone call.
“We found a woman in sound distress at the bottom of one of our ravines,” he said. “She was conscious at the time [and] BC Ambulance will be assessing to see the extent of her injuries.” When talking about the day she had fallen down the ravine, the woman gave both last Tuesday and Thursday, said Whitla. “She was barely conscious, laying there. She wasn’t able to get up or move ... a day or two more, exposure would have gotten to her.” Whitla said his role in the rescue came down to simply being in the right place at the right time. “I don’t think that I’m a hero or anything,” he said. “I just made a phone call to help another person.”
Suspicious death being investigated in Abbotsford The Integrated Homicide Investigation Team says it is investigating as a homicide the discovery of a body Tuesday morning in Abbotsford, B.C. Police were called to an apartment complex in the 33000 block of Braun Avenue around 7:00 a.m. PT. When they arrived, they found a man dead at the scene. “The initial indications suggest the death to be suspicious in nature, [but] does not
appear to have an association to the Lower Mainland gang conflict,” said Abbotsford Police Department Sgt. Judy Bird. It’s unknown how the man died or if anyone else was in the apartment when police arrived. Vancouver proposes new rules to curb short-term rentals Faced with a rental-housing crunch and the country’s lowest vacancy rates, the City of Vancouver is proposing new regulations aimed at curbing short-term rentals — a
move it estimates could restore about 1,000 units for long-term renters. The rules, which also require online rental platforms such as Airbnb or Expedia to only allow listings with valid business licences, could be a litmus test in terms of how these companies operate in Canada. “Short-term rentals have gobbled up a lot of the long-term rental supply,” said Mayor Gregor Robertson on Wednesday. “Right
now there’s not enough rental housing to keep the city functioning as it should.” With vacancy rates hovering below one percentage, and the popularity of Airbnb — which Robertson said makes up 30 per cent of tourist accommodations, effectively making it the city’s largest hotel — the city said it’s advocating a balanced approach: Protecting long-term rental spaces while allowing some people to earn additional income from their homes. It proposes a ban on short-term rentals in secondary homes, which would in effect cut out large, commercial hosts. Homeowners and renters would be allowed to rent out part or all of their principal residence, but rentals of secondary suites or laneway homes are prohibited. Operators are required to get a $49 annual business licence, in addition to a one-time $54 “activation fee.” Platforms are expected to levy a transaction fee of up to three per 100 cent, to be paid by guests then remitted to 95the municipal coffers in order to fund enforcement and administration of the new 75 licensing scheme.

Diabetes needs urgent focus by new NDP government, advocacy organization says 25 5 0
In its gloomiest report yet, Diabetes Canada says 29 per cent (1.4 million) of B.C.’s population either has diabetes or is at risk of getting it.
In the next decade, that proportion will grow to a third of the population if prevention efforts fail to curtail the trend, it warns. The 20-page report by the advocacy organization is meant to sway the new NDP government towards more public funding of medications and devices. Nearly 500,000 B.C. residents have type 1 or 2 diabetes

and health system costs associated with the condition are said to be $1 billion a year, including what the taxpayer-funded health system expends and what patients pay in out of pocket costs. In the past decade, the number of people diagnosed with the disease has increased by 74 per cent and the report projects that over the next decade diabetes will increase in prevalence by 44 per cent. An estimated 765,000 residents have pre-diabetes, a precursor to type 2 diabetes in which blood glucose levels are abnormally high, it says. About half of those with pre-diabetes go on to get type 2 diabetes. “Diabetes has reached epidemic proportions in B.C.”, said Sheila Kern, regional director of Diabetes Canada. Although B.C. is generally considered to be a healthier 100 province than others due to lower rates of 95 diabetes-triggering factors like smoking, obesity and inactivity, the organization says 75 the province’s growing populations in South Asian, Chinese and aboriginal communities are25 driving the increase because such “ethnic-cultural groups are at a higher risk of 5 developing type 2 diabetes, compared to the 0 general population.”

Shooting at Surrey restaurant leaves man in serious condition A man in his 30s is in hospital after a shooting at a restaurant in Surrey Tuesday night. Police officers responded to a report of a shooting at a sushi restaurant in the 14800-block of 108 Avenue at around 8:30 p.m. When they arrived, they found the man suffering from multiple gunshot wounds. He was taken to hospital in serious condition. Surrey RCMP said officers arrested a man a short distance away from the scene — the man is believed to have been involved in the shooting.
“If you saw the shooting or the suspects, or if you know who the identity of any of the suspects, police would like to speak to you,” said Staff Sgt. Dale Carr, watch commander with the Surrey RCMP, in a statement. “What you saw, no matter how insignificant you think the detail is, may help police move the investigation forward.” Police said the shooting appears to be targeted and the victim is known to police for criminal behaviour. Police said it’s too early to say whether this incident is linked to drugs or gang activity in the city.
Illicit drug death numbers through May 31 Illicit drug deaths in British Columbia continued to account for an average of more than four deaths each day in the month of May. Provisional data from the BC Coroners Service show that a total of 129 persons died as a result of illicit drug use during the month of May, down only a little from the April figure of 136. Until November 2016, B.C. had never seen as many as 100 drug deaths in a single month. In every month since then, the number has exceeded 110, with the all-time high being December 2016 with 159 deaths. in which fentanyl was detected continues to climb. During 2016, the proportion of deaths in which fentanyl was detected remained stable at about 60%. But for the first four months of 2017, that figure rose to 72%, indicating continued toxicity within the drug supply. Other findings remain consistent with those of recent months. Almost threequarters of the illicit drug deaths involved persons between the ages of 30 and 59 years. More than four out of five who died were male. More than 90% of the deaths occurred in indoor settings with none reported from supervised consumption sites or overdose prevention sites. The cities with the highest numbers of deaths are Vancouver, Surrey and Victoria. Chief coroner Lisa Lapointe reiterated that persons who are not currently drugdependent should avoid experimentation or any casual use of illicit drugs. “The number of deaths shows that the risks remain extreme. The drug supply is unsafe, and casual and occasional users are at high risk of overdose due to their opioid naiveté.” She also repeated the urging that anyone using illicit drugs, be they opiates, amphetamines or cocaine, should do so only where medical help is available, such as an overdose prevention site, or at the very least, a sober person with access to, and training in, the use of naloxone. Those who are in the company of someone who has used drugs should note that heavy snoring and lack of rousability are frequently signs of the respiratory distress caused by an overdose; 911 should be called immediately if these symptoms are present. The BC Coroners Service continues to work with the B.C. government’s Joint Task Force on Overdose Response and with health, community and law enforcement agencies to try to reduce this death toll. The BC Coroners Service also notes that the Provincial Toxicology Centre, which performs toxicology testing on suspected illicit drug deaths, has now begun testing for the more-deadly carfentanil. Statistics on deaths in which carfentanil was detected will be available in the coming months.

Richmond man who fought Mandarin-only strata meetings moves away A Richmond man who took his fight over Mandarin-only strata meetings at his townhouse complex to the B.C. Human Rights Tribunal has moved away from the city with his family. Andreas Kargut and six other residents filed a class-action complaint because they couldn’t participate in a Mandarin-only meeting in the 54-unit complex. They claimed they were being discriminated against by the strata council. After the parties reached a pre-settlement last year, things appeared as though they would work out, and a handful of meetings were held in English with a Mandarin translator. But then a resolution that would have ensured every meeting would have an
accredited interpreter was voted down by strata members. Now, Kargut and the other parties to his complaint are waiting for a decision as to whether they can proceed to a hearing at the human rights tribunal over the matter. In the meantime, Kargut has had enough and on Canada Day, he and his family moved to Vernon in the North Okanagan. “The human rights case is the greatest contributor to us leaving,” Kargut said. “With all of the discrimination that was happening (it) ruined my good name in Richmond. There was accusations of me being a liar, a crook and a racist.” Kargut ruled out a move within Richmond because he could not afford a
larger place and would have lost money in commissions, taxes and legal and transfer fees had he moved into a place of similar size. A downsize was off the table at this stage in life, he said. Kargut would like to see the Strata Property Act amended to state that English, as an official language, must be used — rather than denied — at strata council meetings.
Mary Zhang, president of the strata council at the time of the failed resolution vote, previously told Postmedia News that most owners in the complex speak Mandarin as a first language. She said members supported using a translator when non-Mandarin speakers were present at meetings, but opposed using one when all in attendance spoke Mandarin.
Hot weather, lack of rain prompt campfire ban in BC’s Coastal Fire Centre Parched conditions on British Columbia’s west coast has prompted a campfire ban. The BC Wildfire Service says all open fires, including campfires, will be banned across the Coastal Fire Centre starting on Thursday, although gas, propane or briquette cooking stoves are still permitted. Only Haida Gwaii and the fog zone, a thin strip along the western edge of Vancouver Island, are exempt from the ban. The service says in a news release that a stretch of hot weather, with no
rain in the forecast, has forced the ban which covers the entire south and central coasts and extends east to Manning Provincial Park and north to Tweedsmuir Provincial Park. The prohibition will remain in effect until Oct. 21, 2017 or until further notification. Violators face fines ranging from $1,150 to $10,000 and a year in jail, and if a campfire or other burning contributes to a wildfire, the person responsible may be ordered to pay all firefighting and associated costs.

On April 19th, 2017, the victim noticed an unusually large cheque had been cashed against his account for over $7,000. The victim contacted his bank and the Surrey RCMP who learned that the victim had left his cheque book unattended at a local retail store for a few minutes before going back to collect it. BC baby first to get health card without gender marker In what could be the first case in the world, a B.C. baby has been issued a health card with the letter “U” for a sex marker. It comes as the baby’s parent fights to allow their child to develop their own gender identity. Searyl’s parent Kori Doty is going to court against the Vital Statistics Agency for its refusal to issue a birth certificate for the child. Since the baby was born outside the medical system, there was no ‘genital inspection.’ “We’re not actually asking to have anyone’s ID changed against their will. We’re just asking to change the structure of how identification, particularly the birth certificate, starts out,” Doty said. Doty said the goal is for the child to discover their own gender identity — and so far the decision hasn’t been a problem, even when people ask if the baby is a boy or a girl. “Often I’ll just say I don’t know yet, or I’m not rushing to apply those types of labels on this kid. Right now they’re just a baby.” Human Rights lawyer barbara findlay is working on Doty’s application for a judicial review of the province’s refusal to issue birth certificate. She said it was a big surprise when baby Searyl’s health card came in the mail. “For us, it’s a huge step forward.” “The assignment of sex in this culture is done when a medical person lifts up the legs
and looks at the baby’s genitals. But we know that the baby’s own gender identity will not develop for some years until after they’re born.” In Doty’s child’s case, the letter “U,” presumably for unspecified or unknown, has been entered in the spot for “sex.” Felix Gilliland with the Gender Free ID
Coalition is also supporting the application for a judicial review, calling it a matter of human rights for trans people. “It really just demonstrates the logistical nightmare that trans people go through every day. This is what we’re navigating. Every time we want to see a doctor, this is what comes up. Gender expression has been a protected ground in BC’s Human Rights Code since 2016 and was added as a ground to the Canadian Human Rights Act earlier this month.

Federal judge says strict bail terms necessary for Egyptian accused of terror ties
Strict release conditions need to continue for an Egyptian man the federal government has long branded as a potentially dangerous terrorist, a Federal Court judge has ruled. In rejecting a request from Mohamed Mahjoub to have most conditions lifted, Judge Henry Brown ruled the terms were necessary to ensure public safety. “No one suggests (he) is currently engaged
in activities dangerous to Canadians,” Brown said in his decision. “However, his previous Free and active and estimates material support -forFast terrorists — including Mr. (Osama) bin Laden, al-Qaida and others — are facts that lead me to find that his danger is serious.”

Mahjoub, 57, who has steadfastly denied any terror ties, came to Toronto in December 1995 and was granted refugee status almost a year later. However, he was slapped with a national-security certificate and arrested in June 2000, in part based on secret evidence supplied by foreign agencies linked to torture. The federal government has wanted to deport him for years, but he argues he faces a substantial torture risk if sent to Egypt and so he has remained in a limbo that his many efforts have failed to change. Mahjoub was released in 2007 under conditions he found so onerous — among them almost constant surveillance — that he opted to go back to prison. He was released again in 2009 under conditions the courts eased substantially in 2013 and again in July last year.

Canada trade data shows economic strength ahead of rate decision Canadian exports and imports both hit record highs in May, Statistics Canada said on Thursday, reflecting continued economic strength ahead of a highly anticipated interest rate decision next week. Although the trade deficit almost doubled to $1.09 billion, that was partly due to one-time imports of five new airliners. Analysts in a Reuters poll had forecast a shortfall of $530 million. The Bank of Canada is set to make an interest rate announcement on July 12. Markets increasingly expect
a hike to come soon as the economy recovers from a prolonged shock caused by low oil
prices. The central bank, which cut rates twice in 2015 to help contain the damage, has consistently fretted about what it says are disappointing non-energy exports. Paul Ferley, assistant chief economist at Royal Bank of Canada, said the strength in imports implied a strong domestic economy, and the gain in exports suggested robust demand for Canadian products. “The Bank of Canada will probably take some comfort from indications that export growth is holding up,” he said. Canadian companies are more optimistic about future sales and exports, while improving demand should boost investment and hiring, the Bank of Canada said last week, increasing expectations for a rate hike.
Imports climbed 2.4 per cent to $49.77 billion, their sixth consecutive gain, on increased purchases of aircraft and other transportation parts. Exports rose 1.3 per cent in May from April to hit $48.69 billion, thanks to shipments of unwrought gold to the United Kingdom as well as motor vehicles and parts. Export Development Canada Chief Economist Peter Hall said eight of the 11 main export sectors had grown for three months in a row. “This is really strong evidence of a broadly based increase,” he said. “It gives us confidence that there is real muscle behind this.” Exports to the United States, which accounted for 74.5 per cent of all Canadian exports in May, dipped by 0.3 per cent, while imports from the southern neighbour rose 3.6 per cent. As a result, Canada’s trade surplus with the United States shrank to $3.53 billion from $4.76 billion in April. Separately, Statscan said the value of Canadian building permits issued in May jumped 8.9 per cent on plans for more construction of residential buildings, particularly in the red-hot market of Ontario.
Canada appoints ex-RBC executive Fukakusa as infrastructure bank chair
Janice Fukakusa, a former Royal Bank of Canada chief financial officer, was appointed on Thursday as the first chairperson of Canada’s new infrastructure bank, the country’s infrastructure minister said. “Today’s announcement is another step forward in fulfilling our commitment to have the Canada Infrastructure Bank operational by the end of 2017,” Infrastructure Minister Amarjeet Sohi said in a statement on Thursday. Canada’s Liberal government announced last November it would set up the agency to facilitate private investment in such projects as new roads and bridges in order to supplement government investment with funding from investors such as pension and sovereign wealth funds. The creation of the new entity is part of a broader plan to invest $180 billion over 12 years in improving the country’s infrastructure. The government advisory panel that recommended the bank’s creation had said it could look to raise $4 to $5 of private funding for every $1 provided by taxpayers to fund projects. The government also plans to appoint a chief executive and board members for the bank in the coming months, it said.

Petition against Omar Khadr’s $10M payout gains more than 50,000 signatures The Canadian Taxpayers Federation (CTF) is pushing for the federal government to revoke its $10.5-million settlement to Omar Khadr. The federation says a petition it launched following Tuesday’s news that Canada will apologize to Khadr has gained more than 52,000 signatures. “With over 52,000 names in under 48 hours, it is clear this issue has struck a nerve,” CTF federal director Aaron Wudrick said in a press release Thursday. “The notion of giving $10 million in taxpayer money to Khadr is so outrageous that many Canadians are simply beside themselves.” The petition, posted online at Taxpayer. com, is addressed to Prime Minister Justin Trudeau. It says the payout to Khadr is “offensive” to Canadians. “Mr.Khadr admitted to killing an American soldier while fighting with al-Qaeda in Afghanistan in 2002,” it reads. “Canadians should not be forced to pay millions of dollars to a killer.” The CTF added in the press release that it will present the petition to the Trudeau
government. The federal government’s decision to apologize and pay Khadr — a Canadian who spent 10 years at the U.S. military prison in Guantanamo Bay — has been largely praised by advocacy organizations and lawyers. “Canada has a history of recognizing and apologizing when it has made mistakes,” Toronto-based lawyer, Warda Shazadi Meighen, told Global News. “This settlement is a recognition of the fact that we have standards in Canada.” It has also received some backlash from the Conservative Party. Tory MP Michelle Rempel tweeted her criticism of the decision Tuesday, saying the government is rewarding a “convicted killer.” The prime minister, who was in Ireland when the news broke, has been relatively mum on the issue. “There is a judicial process underway that has been underway for a number of years now,” Trudeau said during a press conference in Dublin. “We are anticipating, like I think a number of people are, that that judicial process is coming to its conclusion.”

Khadr, who was suspected of throwing the grenade that killed Speer, was taken to Guantanamo and ultimately charged with war crimes by a military commission. He pleaded guilty in 2010 to charges that included murder and was sentenced to eight years plus the time he had already spent in custody. He returned to Canada two years later to serve the remainder of his sentence and was released in May 2015 pending an appeal of his guilty plea, which he said was made under duress.

The lawyer for the widow of an American soldier killed in Afghanistan said Tuesday they have filed an application so that any money paid by the Canadian government to a former Guantanamo Bay prisoner convicted of killing him will go toward the widow and another U.S. soldier injured. Lawyer Don Winder made the comments as a decision by the Canadian government to apologize and give millions of dollars to Omar Khadr came under mounting criticism. An official familiar with the deal said Tuesday that Khadr will receive CAD $10.5 million. The official was not authorized to discuss the deal publicly before the announcement and spoke on condition of anonymity. The government and Khadr’s lawyers negotiated the deal last month.

Rona Ambrose officially resigns as Conservative MP after serving for 13 years Former interim Conservative leader Rona Ambrose is officially out of federal politics. Ambrose formally resigned her House of Commons seat today by way of a letter to the Speaker. Ambrose represented an Alberta riding for the last 13 years and took on temporary leadership of the party in the fall of 2015. She had already indicated plans to resign her seat once a permanent leader was chosen and the Commons rose for the summer; Andrew
Scheer was elected in May and MPs went home late last month. Among other things, Ambrose will be working on CanadaU.S. relations with a D.C.based think tank. In her letter, she says it was the privilege of her life to serve and she hopes she has inspired women and girls to aspire to public office as a way to make the world a better place. 14 terrorism charges laid against woman accused of threatening Canadian Tire employees with knife A woman accused of threatening employees at a Canadian Tire store in Toronto with a knife last month is now charged with terrorism-related offences, the Royal Canadian Mounted Police say. Rehab Dughmosh, 32, had previously been charged with two counts of assault with a weapon, assault, uttering threats, carrying a concealed weapon, and two counts of possession of a weapon. Dughmosh now faces 14 terror-related charges under Section 83.2 of the Criminal Code, federal Crown prosecutor Howard Piafsky told CBC News. The section bans “terrorist activity,” whether it takes place “in or outside Canada.” Most of those charges mirror the woman’s earlier charges, Piafsky said, but those actions are now alleged to have been undertaken “for the benefit of, at the direction of or in association with a terrorist group.” The charges laid Tuesday include one of participating in terrorist activity. That charge relates to Dughmosh allegedly travelling to Turkey and attempting to enter Syria in April 2016. Last month, Dughmosh appeared in a Toronto court where she pledged her allegiance to ISIS. “I am pledged to the leaders of the believers, Abu Bakr al-Baghdadi,” Dughmosh said in

Who wins and who loses when the Bank of Canada raises rates Another month of solid growth for the Canadian economy in April and upbeat survey results from the Bank of Canada have strengthened expectations that the central bank will soon begin increasing interest rates for the first time in seven years. Higher borrowing costs would have farreaching implications for average Canadians, rate-sensitive industries and the broader economy. Below is a breakdown of some potential winners and losers.
THE BANKS With the Bank of Canada keeping its main policy rate near rock-bottom levels since the 2008 financial crisis, Canadian banks have found their net interest margins — the difference between the money they earn on the loans they make and what they pay out to savers — under pressure. “As interest rates have continued to decline, they couldn’t lower their funding costs anymore,” says Barclays analyst John Aiken. For example, the banks fund much of their lending via deposits, and they don’t want to reduce the interest rate on savings accounts
to below zero, Aiken notes. Rising rates will alleviate some of that pressure on their net interest margins. Another sector that’s poised to benefit from rising rates is the insurance industry. Life insurance companies have liabilities that are very long term in nature, but their investments tend to be for much shorter terms. “Therefore, in a rising interest rate environment, you actually get more return on your assets as they reprice than what you had originally factored in when you wrote the contract,” says Aiken. That being said, the major Canadian life insurance companies have a greater exposure to U.S. interest rates than to Canadian ones, Aiken notes. HOMEOWNERS Homeowners with outstanding mortgage debt are likely to see their monthly payments rise — but only by a little. Rob McLister, the founder of RateSpy. com, says that if the big banks boost their prime rates by a quarter of a point, the typical variable-rate borrower will see their monthly payment go up by about $24. That’s based on an average mortgage of around $201,000, with an average rate of roughly 2.15 per cent, an average contracted amortization period of 22.4 years and a remaining amortization of somewhere between 14 to 19 years. “One or two rate hikes alone won’t derail the housing train or economy. Nor will it cause a material uptick in defaults or real estate listings,” McLister says.
Interest rates are about to go up in Canada no, for real this time After almost a decade of warnings that never came to pass, it appears as though the Bank of Canada is ramping up to hike its benchmark interest rate — possibly as soon as next week. On July 12, Canada’s central bank will announce its latest decision on where to place
its trend-setting interest rate, which has an impact on the rates that Canadian borrowers and savers get for their bank accounts, mortgages and other products. Eight times a year, the bank’s board of governors meets to assess the latest economic indicators and decide whether Canada’s economy needs a shot in the arm from a rate cut, or a pump of the brakes by way of a hike. And for the first time in 54 such meetings, it’s looking like the latter is in order. It’s not like there haven’t been warning signs. By the time Stephen Poloz was named to replace Mark Carney atop the bank in 2013, the central bank had already been on the sidelines for more than two years, its benchmark interest rate set at one per cent. But even as the bank kept loans cheap coming out of the financial crisis, the messaging from the top came early and often that Canadians should be forewarned — rates have to go up eventually.
As far back as 2014 Poloz warned Canadians that rates would rise “soon” — before oil’s plunge in 2015 caused the bank to lose its nerve. Instead, the central bank moved in the opposite direction, cutting rates twice that year to bring its rate to 0.5 per cent, where it currently sits. At the time, those hikes were described as a temporary measure to help a Canadian economy that had been waylaid by an oil price that lost more than 70 per cent of its value in a matter of months. But in recent weeks the bank has started leaving clear signals that despite oil still being in the $40-per-barrel range, those temporary conditions are over and it’s time for a return to normalcy. It started on June 12, when senior deputy governor Carolyn Wilkins told a Winnipeg audience that Canada’s economy was starting to “pick up” and was showing signs of “moving past” the oil shock. That prompted speculation that the bank was ready to take its foot off the gas, a notion that was reinforced by a number of pronouncements since then. Poloz told U.S. financial network CNBC this week that “those cuts have done their job.” That may not sound like a ringing endorsement, but economists who monitor the bank say it marks a sea change in messaging. He’s not the only one who expects a rate hike. It would be “imprudent to ignore the aggressive communication shift we have seen from the Bank of Canada,” Manulife’s senior economist Frances Donald said. Since Wilkins’s speech started the speculation, the bank has had more than one chance to walk down those expectations, if it felt her comments were misinterpreted. The fact that the bank hasn’t done so speaks volumes, Donald said.

Five militants belonging to Jumatual Mujahedeen Bangladesh, or JMB, had targeted the cafe in Dhaka and killed 20 hostages, including 17 foreigners from Japan, Italy and India. Two security officials succumbed to their injuries in a hospital, while commandos killed the five attackers. “We are here to remember the victims, to show respect to them,” said Shahriar Kabir, a prominent Bangladeshi activist, who talked tough against militancy as he led a delegation to the attack site. “We thank the authorities for keeping the militancy under control, at least apparently, but the main concern is to eliminate the elements that bring people to extremism,” he said. The cafe attack followed several years of smaller attacks targeting scores of individuals deemed by extremists to be enemies of radical Islam, including secularists, writers, religious minorities, foreigners and activists.
The Islamic State group claimed the responsibility for the cafe attack, but the government of Prime Minister Sheikh Hasina rejected the claim and said it was the domestic group JMB behind it and numerous other smaller attacks. The government says the IS has no existence in the country. Since the attack, authorities have captured and killed dozens of suspects, and said the network has been weakened if not eliminated
completely. Bangladesh has experienced a rise in Islamic militancy in recent years, but the government launched a massive crackdown and said it is following a policy of zero tolerance in the fight against radical Islamists. On Saturday, some relatives cried while people placed wreaths to remember the victims of the attack, which rattled the Muslim-majority South Asian nation.

Dengue outbreak in Sri Lanka kills 225 Sri Lanka is suffering its worst-ever dengue outbreak, with the mosquito borne virus killed 225 people and infected more than 76,000 this year. Alarmed by the magnitude of the crisis, the government deployed 400 soldiers and police officers to clear away rotting garbage, stagnant water pools and other potential mosquito breeding grounds. Dr. Ruwan Wijayamuni, Colombo’s chief medical officer, said people’s failure to clear puddles and piles of trash after last month’s heavy monsoon rains had compounded the problem. “It’s pathetic that they don’t keep clean their environment,” Wijayamuni said. “Some residents do not allow officials to inspect the houses and clean them. This is really unacceptable.” The number of infections nationwide is already 38 percent higher than last year, when 55,150 people were diagnosed with dengue and 97 died, according to the Health Ministry. The highest number of cases is in the region around the main city of Colombo, though cases were being reported across the tropical island nation. “This is mostly an urban disease” said Dr. Priscilla Samaraweera of the National Dengue Eradication Unit. Last month’s heavy rains left the cities waterlogged, with puddles and
rain soaked garbage providing ideal spots for mosquitoes to breed and multiply. In Colombo alone, 25 teams of soldiers, police officers and public health inspectors
were knocking on doors at people’s homes, advising them to clear clogged drains and empty outdoor pots that might have filled with rainwater. This year’s strain is particularly dangerous, Samaraweera said. There is no cure for any of the four strains of the virus, which causes a high fever, weeks of exhaustion and in some cases a vicious skin rash. Patients most at risk of dying are the elderly, children or those with other medical complications. Hospitals were so crowded with dengue patients, the army was building two temporary wards at Negombo Base Hospital, about 38 kilometers north of Colombo, military spokesman Brig. SGPC launches ‘kar sewa’ for Bluestar victims’ gallery The SGPC here today launched “kar sewa” for the “martyrs’ gallery” dedicated to those killed during Operation Bluestar, despite objections by Chief Minister Capt Amarinder Singh. The gallery will be set up in the basement of Gurdwara Shaheedan at the Operation Bluestar memorial in the Golden Temple complex. Among those present were Akal Takht Jathedar Giani Gurbachan Singh, SGPC chief Kirpal Singh Badungar, Golden Temple head priest Jagtar Singh, DSGMC chief Manjit Singh GK and Damdami Taksal head Harnam Singh Khalsa. A series of “akhand path” was started in the name of Jarnail Singh Bhindranwale, who once headed Damdami Taksal. The “akhand path” would also be held for others who were killed in the 1984 operation.
4 suspended for allotting civil works on single bid
The Chief Vigilance Officer (CVO), Local Bodies Department, today suspended four Superintending Engineers (SEs) in connection with the allotment of civil works on a single bid. Of the work orders of Rs800 crore, Rs500 crore were allotted on a single bid in Amritsar, Jalandhar and Ludhiana Municipal Corporations. Local Bodies Minister Navjot Singh Sidhu confirmed this at a press conference here today. He said Superintending Engineers (Civil Works) PK Goel (Amritsar MC), Kulwinder Singh (Jalandhar MC) and Pawan Sharma and Dharam Singh (both from the Ludhiana MC) had been suspended for violating MC laws for tender allotment. He said three IAS officers, who had allegedly approved the work orders while being the Commissioners of the Municipal Corporations, had been chargesheeted in this connection. “Based on the CVO’s report, we have sent a chargesheet to Chief Minister Capt Amarinder Singh seeking action against MC Commissioners — Sonali Giri (Amritsar), GS Khera (Jalandhar) and Ghanshyam Thori (Ludhiana). Those found guilty of looting public money will not be spared,” the minister said. Of 157 tenders scrutinised in Amritsar, 101 were allotted on a single bid. The number of such works in Jalandhar is 160 out of 318 tenders and, while in Jalandhar, 252 out of 526 tenders were allotted through a single bid. A department note read that when a Vigilance team inspected sample files of work orders for the Amritsar MC, several works were found to be awarded through a single bid. A majority of funds for civil work was received under the Urban Mission and Hriday schemes of the Centre. Subsequently, the department extended the scope of investigation to Jalandhar, Ludhiana and Bathinda.
About 220 of them have been identified so far. Capt Amarinder Singh had recently stated that the SGPC was bent upon disrupting the peace of the state by raising the gallery at the SAD’s instance. Badungar sought the CM’s intervention to deliver justice to the innocent Sikhs killed in the 1984 riots. “Capt Amarinder had submitted his resignation in protest against Operation Bluestar, but later he opposed the setting up of the memorial. Now, he is opposing the martyrs’ gallery,” he added. Meanwhile, the Akal Takht Jathedar did not address the gathering. It is learnt that several radical Sikh organisations had told the SGPC that they would stage a protest if Giani Gurbachan Singh delivered an address.

He today tweeted, “Will not give up ’84 carnage cases. Asking Bar Council if by giving up minister status, I can appear in these cases.” The Delhi Bar Council has disallowed Phoolka to appear in riot cases against Congress leader Sajjan Kumar and others for allegedly perpetrating violence and killing Sikhs. The council has said Phoolka is a Cabinet Minister, which is an office of
profit. Enjoying the status of a Cabinet Minister, the AAP leader is entitled to a monthly salary of Rs2 lakh and perks. If Phoolka resigns, it will cause a power struggle in the AAP Legislative Party of 18 MLAs, including him. No other leader enjoys the support and confidence of all legislators. “I have requested the Bar Council to let me appear as I am willing to leave my Cabinet Minister status. Nothing is dearer to me than getting justice for the riot victims,” he told. Phoolka has been representing the victims for more than 30 years free of cost.

Five booked for sedition, 1 held The police today booked five activists of the Sikhs for Justice (SFJ) on the charge of sedition, as the outfit allegedly put up hoardings in the state announcing “Referendum 2020” for Punjab’s “independence”. One of the accused has been arrested. The hoardings have either been removed or are in the process of being removed, the police said. Three of the accused — Gurpatwant Singh Pannun (legal adviser to the SFJ), Jagdeep Singh alias Baba Jagg and Jagjeet Singh — are based in the US. The other accused are Harpunit Singh of Jammu and Gurpreet Singh of Mohali. Gurpreet has been arrested. Baba Jagg had recently staged a demonstration outside the White House, Washington, when Indian Prime Minister Narendra Modi met US President Donald Trump. The SFJ and Punjab Chief Minister Capt Amarinder Singh have had run-ins in the recent past.
The Chief Minister has accused the outfit of conspiring with Pakistan-based InterServices Intelligence (ISI) to cause trouble in Punjab. The SFJ slapped a defamation case on the CM in Canada, seeking $1 million in compensation. After filing the defamation suit, Gurpatwant announced a $10,000 reward for serving summons on the Chief Minister. A police spokesperson said Capt Amarinder ordered strict action against those putting up provocative hoardings that could vitiate the peace of the state. The police said several provocative posters and hoardings came up at more than 40 sites across the state. The investigation showed that the SFJ’s campaign to put up hoardings, titled “Punjab Independence Referendum 2020”, had been managed by the Baba Hanuman Singh Enterprise Agency hired by New-York-based SFJ through Gurpatwant.
Rain damages cotton on 7k acres Crop on over 7,000 acres has been damaged in the state’s sprawling cotton belt spread over eight districts — Bathinda, Mansa, Muktsar, Ferozepur, Sangrur, Barnala, Faridkot and Moga — due to a week-long spell of rain. While the Agriculture Department is mulling a multi-pronged strategy to counter growing attack of whitefly on cotton at its existing ‘vegetative growth’ stage, some farmers have already started ploughing their standing cotton crop apprehending a ‘whitefly epidemic’ as had happened in 2015. Then, whitefly had damaged over 80 per cent of the crop. “We are monitoring the developments related to whitefly on a daily basis. The crop is not in a danger zone as on an average, 1.5 adult whiteflies per leaf have been spotted. It is alarming when on an average, there are four adult whiteflies per leaf,” said Sukhdev Singh Sidhu, Joint Director (Plant Protection), Agriculture Department. This year, cotton has been sown on 9, 55,000 acres against 70,000 acres last year. Crop on at least 7,000 acres has already been damaged
so far as it has got submerged in rainwater accumulated in the fields after incessant rains for three days last week. Though there is a possibility of checking the proliferation of whitefly by using pesticides, there seems to be no way out in case the crop has submerged. “The only alternative farmers
are left with is to plough their fields and go in for paddy or lentils like ‘moong’,” said the agriculture official, also a member of the inter-state whitefly monitoring committee. Some farmers in Mansa, Nathana, Barnala and Bhucho have already started ploughing their cotton crop that was either damaged by rainwater or is under whitefly attack.
PSPCL slaps Rs 75,000 fine on Akali leader The Punjab State Power Corporation Limited (PSPCL) has imposed a fine of Rs 75,000 on SAD leader and former Punjab Mandi Board vice-chairman Mandeep Singh Pappi Tarmala for installing a “free power supply” tubewell at his residence at Tarmala village in Lambi Assembly segment. A team of PSPCL officials had yesterday conducted raids at Tarmala and other villages. Parminder Singh, SDO, PSPCL, Abul Khurana subdivision, said, “The team found a ‘free power supply’ tubewell installed at the residence of Pappi Tarmala. For this, he will be fined Rs 75,000.” Pappi Tarmala said, “We recently extended the boundaries of our residence. A tubewell now falls on the premises. I was not present in the house when the team arrived. My father told the power officials that we would relocate the tubewell outside our residence. But they told us that a notice would be served on us.” He added, “We have a three-phase power supply connection at our residence
and a meter installed outside. We are paying a power bill of Rs 12,000 to 14,000 per month. Besides, we have two ‘free power supply’ tubewell connections for our fields.” Alleging political vendetta, he said, “The electricity meters of only SAD workers were checked in the village. The team didn’t visit the residence of any Congressman. They came twice to my residence.” Sources said the officials had imposed a penalty of about Rs 20 lakh on those found violating norms. Earlier this year, PSPCL officials had acted against defaulting SAD and Congress leaders. The supply to SAD’s Muktsar district incharge Dyal Singh Kolianwali’s residence, SAD’s Muktsar constituency incharge Kanwarjit Singh Rozy Barkandi’s (now MLA) office and former Congress MLA Karan Kaur Brar’s residence was discontinued over outstanding power bills. Modi govt’s GST a mockery, ‘very, very imperfect’ The Modi government’s Goods and Services Tax (GST) law is “very, very imperfect” and cannot be labelled “one nation, one tax” as it has
seven or more tax rates, senior Congress leader P Chidambaram said here on Thursday. The Congress will press for reduction in tax rates and demand a cap of 18 per cent, besides seeking to bring petroleum, electricity and real estate under the new tax regime, the former finance minister told reporters. “This is a very, very imperfect law. This is not the GST which we (the UPA) had envisaged...What has been implemented, however, is a GST with seven, or possibly more, rates. It is a mockery of GST. “When we have rates like 0.25, 3, 5, 12, 18, 28 and 40, and possibly more because of the discretion vested with state governments, how can we call this a ‘one nation, one tax’ regime?” he asked. Chidambaram said the Congress would
continue to watch the roll-out of GST and articulate the fears and grievances of small and medium size and multi-state businesses and consumers. “We will keep vigil over the possible misuse of the draconian powers given to anti-profiteering authority. We will highlight the elements of the true GST.” He noted that authorities and businesses were “unprepared or underprepared” for the roll-out of the tax regime and said its launch should have been deferred by two months and the GSTN (goods and services tax network) should have been put through a trial run. The leader said the party would hold meetings and conferences across the country to highlight that the Congress was the “original proponent” of the GST and campaign for bringing a “true GST”. According to Chidambaram, BJP leader and former finance Minister Yashwant Sinha had also confirmed that this was not the GST envisaged by the first NDA regime led by Atal Bihari Vajpayee.

He was merely in a state of deep meditation. “He is not dead. Medical science does not understand things like yogic science. We will wait and watch. We are confident that he will come back,” his spokesman Swami Vishalanand told the BBC. Vishalanand said after the doctors declared him dead, his devotees watched over the body for a week at the centre in Punjab’s Jalandhar city. “The body did not decompose before we put it in the freezer. It was a spiritual experience. We thought of embalming it, but somebody told us that his chances of revival were less if
we did it.” The body has allegedly been kept in a freezer ever since, although the Hindustantimes reported that in September 2015 the body was moved to a 3.5 by 4.5 metre glass room and kept under constant surveillance by security guards. In January 2015, the Jalandhar district administration asked to see the body. They were granted a one-time inspection. “The body has turned completely black and shrunk to a great extent,” an officer who saw the body told the Hindustantimes. “It has been kept under observation of the sansthan doctors who inspect it on alternate days. A special chemical is used to ensure its preservation.”

Army jawan in J-K deserts unit A Kashmiri Army man deserted his unit in north Kashmir and fled with arms and ammunition on the intervening night of Tuesday and Wednesday. While there is no confirmation whether the jawan, hailing from Sirnoo village in volatile Pulwama district of south Kashmir, has joined militancy, an alert has been sounded. There have been instances in J&K where policemen have joined the militant ranks, but this is the first incident when a Kashmiri soldier has deserted the Army ranks. Sepoy Zahoor Ahmed Tokar was posted in 173 Territorial Army (Engineering) at Gantmulla Baramulla. He went missing, along with an AK rifle and three magazines. He had been posted at the Gantmulla base since he joined the Army two years ago.

In a first, 3 aircraft carriers to operate in Bay of Bengal In a significant strategic signal to the military world, India, the US and Japan will create a unique first when three seaborne aircraft carriers — considered the most potent projection of power by a country at sea — will be operating in the Bay of Bengal under exercise named ‘Malabar’ commencing on July 10.
India will field its Russian built 46,000-tonne warship, the INS Vikramaditya, with onboard MiG-29k fighter jets. The US navy will bring its one lakh-tonne nuclearpowered USS Nimitiz with onboard F/A-18 Boeing fighter jets. Japan will be fielding its flat-deck, JS Izumo, a 24,000-tonne helicopter carrier specialising in antisubmarine warfare. Though named helicopter, the carrier’s 248-metre-long deck makes it often getting termed as an “aircraft carrier in disguise”. The F-35B jet built by Lockheed Martin has the ability to do short take off and vertical (STOVL). More than 120 platforms - fighter planes,
warships, submarines, surveillance aircraft and helicopters - drawn from the navies of these three countries shall be part of the exercise. And with such a massive flotilla being around, China is expectedly not far behind. Its intelligence-gathering warship, the ‘Haiwingxing’, entered the waters of the Indian Ocean in the end of June. These are international waters and one can be stationed there outside the designated and announced area of exercise. A spy ship normally listening can captures radar signatures of vessels — unique to ship, plane or submarine. The Malabar is part of ongoing series of exercises that have grown in scope and complexity over the years to address the variety of shared threats to maritime security in the Indo-Asia Pacific. The exercise will feature both ashore and at-sea training. While ashore in Chennai, training will include subject matter expert and professional exchanges on carrier strike group operations, maritime patrol and reconnaissance operations, surface and antisubmarine warfare, medical operations, damage control, explosive ordnance disposal (EOD), helicopter operations, and visit, board, search and seizure (VBSS) operations. The at-sea portions, to be conducted in the Bay of Bengal, are designed to advance participating nations’ military-to-military coordination and capacity to plan and execute tactical operations in a multinational environment.
CBI files case against Lalu, family after searching premises over hotel tender irregularities The CBI on Friday carried out searches at the premises of family members of former railway minister Lalu Prasad Yadav in connection with a fresh case of alleged irregularities in awarding the tender for maintenance of hotels. A case has been registered against the then railway minister, his wife Rabri Devi, Bihar Deputy Chief Minister and his son Tejashwi, the then IRCTC MD, P K Goyal, the wife of Yadav’s confidante Prem Chand Gupta, Sujata, and others, CBI sources said. Gupta is a former Union corporate affairs minister. The sources said the FIR relates to allegations of irregularities in the tender for development,
maintenance and operation of BNR Hotels in Ranchi and Puri, awarded to the private Sujata Hotels in 2006. The BNR Hotels are heritage hotels of the Railways which were taken over by the IRCTC from the public transporter earlier in the same year. Searches are being conducted today at 12 locations, including Delhi, Patna, Ranchi, Puri and Gurgaon, they said. The CBI on Friday carried out searches at the premises of family members of former railway minister Lalu Prasad Yadav in connection with a fresh case of alleged irregularities in awarding the tender for maintenance of hotels.

Sign up or miss out AN Education Ministry circular stating that permanent staff must accept new contracts before being allocated pay rises announced in the national budget has caused outcry among teachers’ unions. The circular stated all staff will be given contracts to sign this month. It highlighted that staff of “permanent status” will be given two options: * will be offered a five-year contact from this month with the inclusion of the new salary increment; and, * those who do not accept the contract and choose to remain as permanent staff will not receive any pay adjustment. Also all teachers who are within the permanent status and yet to be contracted will also be given the same options. Fijian Teachers Association (FTA) acting general secretary Peni Delaibatiki said this move by the ministry created fear and the feeling of insecurity among teachers. “This move by Government was done without any consultation with the unions. This sudden change will really affect teachers’ morale in school and if their morale is low, their delivery in school will not be effective.” Mr Delaibatiki said Fijian Teachers Association and Fijian Teachers Union have echoed similar serious sentiments regarding the circular. Meanwhile the Confederation of Public Sector Unions has also expressed concerns with what they say are the conditional pay rises being afforded to civil servants.

CPSU General Secretary Rajeshwar Singh said while civil servants could expect pay raises of 14.3per cent on average, the terms of individual contracts were not mentioned at all. “The circulars for ministries state that civil servants who are on tenure or “permanent status” will be placed on contracts and those who do not want the contracts will not receive a contract and those not taking offers of new contract will cease to be employed by 2019,” Mr Singh said. He explained the CPSU treated the whole exercise as putting civil servants on forced contract and Government effectively withdrawing from the Collective Bargaining in breach of Section 189 of the ERP (Amendment) Act No. 1 of 2016 and also the 2013 Fiji Constitution. “About 40 per cent of civil servants are on tenure or “Permanent Status” and the Confederation will challenge the compulsory offer of contracts through it’s available means.” Questions sent to the Minister for Civil Service and Economy, Aiyaz Sayed-Khaiyum remained unaswered when this edition went to press last night. Minister for Education Dr Mahendra Reddy when approached for a comment yesetrday said: “I will respond if I feel it is appropriate to respond.” Mr Sayed-Khaiyum announced last Thursday in the 2017-2018 National Budget that the average increase for qualified teachers is 14.3 per cent while school heads and administrators is 13.8 per cent.
Education Minister charged with bribery EDUCATION minister Dr Mahendra Reddy made his first appearance this afternoon in the Suva Magistrates Court on corruption related charges.
Dr Reddy is charged with one count of bribery and another count of undue influence.
He was charged by the Fiji Independent Commission Against Corruption (FICAC) and appeared before Chief Magistrate Usaia Ratuvili. He is alleged to have conferred or offered to confer a benefit namely a steady water source for the Ra High School in order to influence the vote of Waisea Lelobo, the manager of Ra High School. Dr Reddy is also alleged to have interfered with the free exercise or performance of a political right of Lelobo that is relevant to the 2018 election. The minister pleaded not guilty to both charges after it was put to him in court. Magistrate Ratuvili has granted Dr Reddy bail on the condition that he provided two sureties who would sign a bail bond of $500. The matter has been adjourned to July 19.
CANE producers associations say the regulation of mechanical harvester hire will have dire consequences for machine owners. Cane producers associations said every machine owner would be affected by the $17.50 per tonne maximum hire rate set out by Government in the 2017-2018 National Budget. Last Thursday Attorney-General and Economy Minister Aiyaz Sayed-Khaiyum said after a study conducted by the Fiji Commerce Commission, Government decided that mechanical harvester hire rates should not exceed $17.50 per tonne of cane. The A-G said because of the dominant position of suppliers of mechanical harvesters and the uncompetitive environment, the cost of harvesting had not necessarily decreased for farmers. Mr Sayed-Khaiyum said the $17.50 per tonne hire rate allowed for a 19 per cent profit for machine owners. Up until the announcement last week, machine owners were charging in excess of $20 an hour. Mechanical harvesters were introduced in a bid to address the labour shortage faced by most farmers.

Rarawai Penang Cane Producers Association president Kalyan Prasad said it would be difficult to meet loan repayments, maintenance and other related costs if mechanical harvesters were hired out for $17.50 per tonne. “Cane producers associations are non-profit organisations. The money we make goes back to funding projects that benefit our members,” he said. “Unlike canefarmers co-operatives, we did not receive the $90,000 grant under Government’s $2 million mechanical harvester support program, so meeting all our financial obligations will be hard at $17.50 per tonne.” Lautoka Cane Producers Association president Parbindar Singh said $17.50 did not take into account the VAT component of the hire fee. “Out of $17.50, $1.50 will go towards VAT and that leaves $16 per tonne to take care of wages, diesel, hydraulic oil, transportation from farm to farm and other associated costs,” he said. “Government can regulate the hire fee, but they need to increase it to $19 per tonne to absorb the VAT component or subsidise the hire rate by $1.50 per tonne.”

Fugitive liquor baron Vijay Mallya’s twoweek extradition trial date has been fixed for December 4 after Westminster Magistrates’ Court in London heard that all the evidence in the case has finally been received from the government of India and reviewed by the Crown Prosecution Service (CPS). Chief magistrate Emma Arbuthnot demanded the CPS now pull the evidence, which runs into 2,000 pages, together and summarise it by the end of July. Ben Watson, acting for Mallya, said: “We now have over 2,000 pages of material - it is not entirely clear how it all fits together. It would assist us greatly if we could have an
opening note by the end of this month that would be their own analysis of their own evidence.” Watson told the court: “We need to see a more detailed analysis of the evidence they intend to rely on to meet the statutory test of an extradition case, specifically Section 84 (of the Extradition Act of 2003),” he said. Section 84 requires the judge to decide if there is sufficient evidence which would make a case, otherwise he must order the person’s discharge. Arbuthnot fixed Mallya’s two-week trial to start on December 4 despite attempts by the CPS for it to be advanced.
Team with Indian origin scientists develops battery-free cellphone Scientists, including those of Indian origin, have developed a new battery-less cell phone for the first time, that consumes almost zero power and runs by harvesting energy from ambient radio signals or light. The team also made Skype calls using its battery-free phone, demonstrating that the prototype made of commercial, off-the-shelf components can receive and transmit speech and communicate with a base station. “We have built what we believe is the first functioning cell phone that consumes almost zero power,” said Shyam Gollakota, associate professor at the University of Washington (UW) in the US. Researchers eliminated a power-hungry step in most modern cellular transmissions - converting analogue signals that convey sound into digital data that a phone can
understand. This process consumes so much energy that it has been impossible to design a phone that can rely on ambient power sources, researchers said. Instead, the battery-free cell phone takes advantage of tiny vibrations in a phone’s microphone or speaker that occur when a person is talking into a phone or listening to a call. To transmit speech, the phone uses vibrations from the device’s microphone to encode speech patterns in the reflected signals. To receive speech, it converts encoded radio signals into sound vibrations that that are picked up by the phone’s speaker. In the prototype device, the user presses a button to switch between these two ‘transmitting’ and ‘listening’ modes, researchers said.

Chopra, also the film’s co-producer, said the scenes are important since they establish the infatuation Tagore experienced for his teacher. “The story is about his infatuation, so we can’t have a holier-
than-thou approach. We knew this was a difficult film and it will require permissions because certain sections would be touchy about it, but the hurdles are all worth it.” Chopra argues that the subject was detailed after gathering information about Tagore’s past from reliable sources. “Our argument is simple — we haven’t created this story. There are books on the subject. We aren’t taking cinematic liberties. The story and the script were presented to the university.” Asked about the possibility of a stay on the film, Chopra said, “If things get out of hand, we might be forced to cheat the kissing. People need to understand that we don’t intend to malign Tagore. I have Bengali roots too. We won’t do injustice to the subject.”
SHE may still be finding her feet in Bollywood, but Amyra Dastur is already set to turn entrepreneur. The actor, who was last seen in Jackie Chan-starrer Kung Fu Yoga, wil open a Parsi restaurant in the city. “My brother [Jehangir Dastur] and I had dreamt of becoming chefs. My dream was to open a café in Goa. Once I started earning and saving, our conversations turned into business plans. Now that my brother has graduated from London’s Le Cordon Bleu, we’ve decided to set up a quaint Parsi restaurant in south Mumbai,” says Dastur. The actor’s love for “ghar ka khaana” encouraged her to zero in on Parsi cuisine. “As kids, we would wait for festivals and weddings to feast on authentic Parsi dishes like patra ni machhi, dhansak chawal and papeta par eedu. Mumbai doesn’t have many restaurants that serve authentic Parsi food. Our plan is to come up with a fun, family-friendly eatery,” she says. Dastur, who is currently working on an untitled Telugu film, admits that balancing her film career and restaurant will be difficult. “My brother and I will divide the work. I will be funding the business and plan to handle the marketing. He will take charge of the menu and kitchen. We are hoping to put together a strong team,” she says.

Sridevi‘s Mom has released. With great buzz around the film and Sridevi’s presence in the movie it is bound to get audience to the theatres. Her last Bollywood release, a sweet and refreshing English Vinglish was a treat for all movie-goers. That’s how a comeback for a prolific actress like her should have been. The actress took almost over two years to sign a Hindi film. The actress was in the meantime considered for SS Rajamouli’s magnum opus Baahubali, but went on to feature in southern film Puli. Mom has a lot of expectations riding on it but does it live up to it? Let’s find out. What’s it about: A mother’s love for her children is unparalleled. In a patriarchal society, the male figure is often hero-worshiped and given the task of protecting his family. In Ravi Udyawar’s disturbing thriller, the mother becomes the hero, the face of destruction for those who damaged her daughter. Sridevi plays Devaki, a soft-spoken wife whose job is mostly packing lunches for her husband and filling water bottles in the kitchen. Her stepdaughter, Arya (Sajal Ali), refers to Devaki as Ma’am, refusing to give her the dignity of motherhood. The film sets the tone with the tense equation between Devaki and Arya. But one night changes everything when Arya attends a party where she’s brutally gang-raped and thrown in a gutter, left to die. What follows is Devaki’s fight to deliver justice and punish the offenders in her own style. Akshaye Khanna plays a fence-sitter cop, while Nawazuddin is a comical detective, whose idiosyncrasies lend ample humour to an otherwise serious plot. What’s hot Sridevi is Mom. In the true sense she carries the entire weight of the film on her nimble shoulders. Her body language, especially the use of her eyes, that gaze, the way she breaks down and howls – all of this is par excellence. There needs to be no acting remarks for this actress, who has competed five rock solid decades in the industry. Her performance has the right balance of empathy and anger and her first breakdown scene on seeing her daughter in the ICU will bring you to tears. Mom is a performance-heavy film and Akshaye and Nawaz both support Sridevi beautifully in totally different ways. Sajal Ali, who plays her daughter, deserves a special nod for holding her own in front of such a stalwart. AR Rahman’s score has ample drama and the cinematography, in the second half, is stunning. The scenes between Nawaz and Sridevi are major highlights and it’s a treat to watch their jugal-bandi on screen. What’s not Mom suffers from a few OTT moments. Especially when it comes to Devaki’s nervous breakdowns and her anger. I wish it was better scripted and the narrative had a stronger cohesiveness to it. Also being a revenge film, I wonder why Devaki doesn’t
Akshaye had more screen time and a more evolved role. The writers underplayed his role way too much. What to do Mom is a must watch because of the powerhouse performer that is Sridevi. Despite the shortcomings, the film keeps you on the edge solely because of her stellar act.

Guest iin London movie review:
Kartik Aaryan and Paresh Rawal’s comedy is a miserable attempt to make us laugh The makers of Guest iin London have kept on saying that the movie is not a sequel to 2010 movie, Athithi Tum Kab Jaoge?. In one sense they are right, the movie is not a continuation of the Ajay Devgn and Konkona Sen Sharma-starrer, instead it involves a whole new adventure. But it borrows Paresh Rawal’s meddlesome guest from the original movie, as well as the director and the thread. Guest iin London is directed by Ashwni Dhir, and also stars Kartik Aaryan, Kriti Kharbanda and Tanvi Azmi. Here’s our review‌ What’s it about Aryan (Kartik Aaryan) is looking to get permanent citizenship in the UK and plans to fake-marry his girlfriend Anaya (Kriti Kharbanda) to get this done. At the same time, Chacha (Paresh Rawal) and Chachi (Tanvi Azmi) arrive in London to visit their faraway relative, which happens to be the hapless Aryan. Like Athithi Tum Kab Jaoge, the guests irritate the hosts with their super-intrusive ways. However, Aryan needs them to validate his fake marriage, so has to bear with them. But how much patience can someone have before they reach their tipping point? That’s the question Aryan, or for the matter, the audience has to ask themselves. What’s hot The actors do their best to lift this mediocre liftoff of the 2010 movie and make things engaging. Paresh Rawal is as always wonderful, while Tanvi Azmi is sweet. Kartik Aaryan is asked to repeat his harangued act from Pyar Ka Punchnama movies, which he is quite a pro at, while Kriti is decent, though her constant shrieking gets a tad bit annoying. The best bits involve Sanjay Mishra, who plays Aryan’s Pakistani neighbour, bu that isn’t saying much. What’s not Guest Iin London may not be a sequel to the Ajay Devgnstarrer, but it actually rehashes everything we liked about the first movie. Only in this case, the rehashing turns out to be a slipshod job. None of the jokes makes you go LOL, and the gags get stretched for no rhyme or reason. And don’t get me started on those innumerable fart gags, a big drawback lifted from the first movie. The makers felt that passing gas really
makes people laugh, so they even went on to have a ghazal about farts. I am not joking! If the comedy is bad, the sudden change of tone to super-seriousness and then back to comedy
only worsen things for us. There are racist jokes too, that won’t go down well with many of the viewers. There is also a subplot involving a lecherous boss (Naveen Kaushik) whose penchant for self-made acronyms will grate your nerves. This subplot has nothing to do with the movie and yet wastes enough time
and tests our patience. There is a twist in the movie that alludes to a real-life tragedy that happened 16 years ago. It is not wrong to refer to a tragedy to take your plot ahead, but in the case of Guest Iin London, the makers have used it as a cheap strategy to invoke viewers’ sympathies. But the idea falls flat thanks to some poor writing. It also negates some of the behaviour of two protagonists, who never betray the fact that there is a huge tragedy in their lives. Even the track involving Aryan and Sanaya doesn’t make sense. If they are in love, why the fuss over a fake marriage? The visa issues are never even touched upon later. If they were really not in love and only fell for each other later, then the building of their relationship is screwed in the favour of more farting. Ajay Devgn’s not so secret cameo is a total bust; he is completely miscast in that role, and he looks very disinterested in whatever little he has to do. The songs are mediocre and they just add to the boredom. The dialogues are weakly written, and a couple of them create unintentional humour. Like that scene where Aryan compares guests to dogs in a very serious scene. The cinematography is alright, but in some scenes, we sense the green screen being used. What to do Bollywood has a serious dearth of good comedies, and unfortunately, Guest Iin London does little to help the cause. If you loved Athithi Tum Kab Jaoge, you better skip this one, for this is nothing but a poor, low-quality reboot of the 2010 movie. Watch it at your own risk.

‘Will be completely involved with my team’ Co-owner of a squad in a new boxing league, Sushant Singh Rajput says there can’t be a better way to stay connected with the sport he loves

ALMOST a decade ago, the Indian Premier League paved the way for the fusion of sports and entertainment. Bollywood stars took their love for sports forward, with industry heavyweights, including Shah Rukh Khan and Preity Zinta, investing in cricket teams. Since then, the industry has often backed India’s sporting dreams, be it kabaddi, football or hockey. The latest addition to the list of actors owning sports teams is Sushant Singh Rajput. The actor has bought a stake in Delhi Gladiators, a team in the Super Boxing League. Talking about his involvement, Rajput says, “I have always loved boxing and have been a big fan of Sylvester Stallone’s Rocky series. I couldn’t think of a better way to be associated with the sport that I love. I’m really excited about my new venture.” With this move, Rajput has joined the likes of Suniel Shetty, Rana Daggubati, Randeep Hooda and Sohail Khan, who also coown teams in the tournament. The boxing league,
which kick-starts today, will have eight teams with top men and women pugilists from India and abroad fighting it out for the honour. Ask him how he plans to juggle the responsibilities of owning a team with his acting commitments and he says, “I hardly sleep for two to three hours a day. So, that leaves me with a lot of time. I am planning to be completely involved with my team.” With many of his colleagues being co-owners of other teams in the boxing tournament, Rajput is wellaware that there will be a sense of competition among them. “I’d want my team to perform the best. Having said that, we are all great friends and we won’t be throwing punches at each other at the after-parties.”

How the kampootar turned employer into employee
T
he internet, it is said, is inherently a democratic medium, a great equaliser, making knowledge and information available to one and all; notwithstanding your class position in the social structure. Nowhere has this been more apparent than in my domestic life. I’m an actor and have three cats, and the sheer combination of these two factors means I employ in my modest 2 BHK, a small army of help. There are two maids — one for cooking and one for cleaning — there is an ‘emergency’ maid, driver, maali, istriwala (who comes too often), car-cleaner and bhangaar-wala. There is also my hair and make-up team for shoots, my personal assistant or ‘boy’, who floats in and out of the house depending on when we shoot. It’s ridiculous, but I run a small feudal kingdom (benevolently, I’d like to believe). The internet has seriously disturbed the employee-employer equilibrium in my house. It started with Aunty, previously my cook, and now, emergency maid, asking me to book 12 Mumbai-Kanpur train tickets (return) for her and her family. They had to go to gaanv for a family wedding and her son had told her tickets can be bought on a kampootar. I obliged. The news travelled, and a few weeks later, the cleaning maid came, handed me a R500 note and asked me to book two tickets, for her and her boyfriend, for the film, Sairat. I rolled my eyes, but then felt guilty, because why should we, the welloff, have the monopoly on leisure or dating. So, I obliged. Now, everyone in my small army knew the kampootar could do anything. Soon, I was making invoices for my driver to submit his bills for shootpayments, activating his online banking services, ordering gifts and household items from shopping portals for the maali, whose wife had given birth to a son in the gaanv. Once every two days, I was doing something for my staff online, and they’d hand me the couple of hundred rupees that the products they’d bought would cost, and say “Chhuttaa nahi hai, Didi, adjust kar lena!” For a few moments, every day, the internet and the kampootar would turn employer, into employee! Truly revolutionary. Social media added a new dimension to social relations in the Bhaskar household. I now had a new set of expectations to cater to. My houseboy Ganesh was in a massive sulk for a few months. “Kya hua Ganesh?” “Hum aapsey gussa hain.” WTF, I thought. Now, I must deal not only with the boyfriend’s tantrums but also the houseboy’s roothhnaa!
“Kyun, kya hua?” I asked. “Aap humko Salman Khan sey nahi milaaye.” “Arre kahaan sey milaa detey? Hum log Karjat mein shoot kar rahey they. We all know that meditation and yoga are relaxing; a recent study done suggests that they can also 'reverse' molecular reactions in DNA which trigger ill-health and depression. According to a research published in the Frontiers in Immunology journal, the behavior of human genes is impacted by different mind-body interventions including yoga, Tai Chi, and meditation. Mind-body interventions, commonly referred to with the acronym of MBI, do much more than relax people. They also reverse molecular reactions within DNA that spur the onset of depression and health maladies. The research was conducted by Radboud University in the Netherlands and Coventry University in the United Kingdom. Ivana Buric of Coventry University's Brain Belief, and Behavior Lab served the study's lead investigator. About the Research The academicians at the abovereferenced universities reviewed 18 studies encompassing 846 individuals across 11 years. They determined a pattern of molecular changes that result from MBIs and how those alterations benefit mental health as well as physical health. The research team zeroes in on how gene expression is impacted. This phraseology refers to the manner in which genes are activated to produce proteins that influence the body's biological make-up, the immune system, and the brain. When an individual endures a stressful event, his sympathetic nervous system (SNS) is stimulated. This is the system that is responsible for the human body's “fight or flight” response. The triggering of this system boosts the production of a molecule referred to as nuclear factor kappa B (NFkB) that regulates the manner in which genes are expressed. NF-kB activates genes to create proteins known as cytokines that
spur inflammation at the cellular level. This reaction is helpful as it serves as a temporary fight or flight reaction. However, if it is persistent, there is a higher chance for the onset of cancer as well as faster aging and even psychiatric disorders such as depression. The Power of MBIs The study reveals those who practice MBIs experience a reduction in NF-kB and cytokines that spur a reversal of the proinflammatory gene expression as well as a reduction in the risk of conditions and diseases related to inflammation. The study's authors state the inflammatory effect of the body's fight or flight response plays a key role in humanity's hunter-gatherer prehistory when there was an enhanced risk of infection resulting from wounds. Yet in modern day society stress is more psychological in nature and sometimes longer-term. As a result, pro-inflammatory gene expression might be persistent and more inclined to spur medical and psychiatric problems. The Rise of MBIs In summary, the benefits of MBI commence at the molecular level and alter the ways in which our genetic codes operate. This is fantastic news for the millions of people who engage in MBIs on a regular basis. These individuals already enjoy the health benefits of such exercises. It appears as though they also enjoy the reversal of DNA reactions that induce stress and anxiety. In layman's terms, MBIs allow the brain to steer the human body's DNA processes along a route that improves well-being. Additional studies must be conducted to gain a more in-depth understanding of these effects. The previously vacant properties Fazli has seen go up for rent are ones with owners who could afford to keep them empty for the majority of the year. “We’re looking at some pretty amazing properties in Coal Harbour, some luxury homes,” he said. “I don’t think it’s going to create more affordable housing.”

Greater Toronto Area home sales plunge 37.3% in June despite a jump in listings The average price of a home sold in the Greater Toronto Area was $793,915 in June, an eight per cent decline from a month earlier, according to data released Thursday from the Toronto Real Estate Board. On a year over year basis, June average prices were still up 6.3 per cent from a year ago. Using the board MLS HPI Composite Index prices were 25.3 per cent on a year over year basis. “We are in a period of flux that often follows major government policy announcements pointed at the housing market,” said Tim Syrianos, president of the board in a statement, referencing the province’s 16-point
housing plan to cool the market in the Greater Golden Horseshoe. Among key measures were a 15 per cent non-resident speculation tax for the GGH and a rent control for the entire province. Syrianos said survey results commissioned by the board show many households are very interested in purchasing a home in the near future but some are sitting on the sidelines waiting to see the real impact of the Ontario Fair Housing Plan. “We have existing homeowners who are listing their home because they feel price growth may have peaked. The end result has been a better supplied market and a moderating annual pace of price growth,” he said.
