flipped pre-sale contracts before construction was completed. The federal government filed

two applications in Vancouver’s federal court office on June 29, naming the developers who are behind two high-profile Vancouver projects, namely the Marine Gateway project on South West Marine Drive and the Residences at West along on Manitoba Street False Creek in downtown Vancouver. Pakistan PM Sharif forced to step down Nawaz Sharif on Friday resigned as Pakistan Prime Minister after the Supreme Court disqualified him from holding public office and ruled that graft cases be filed against the beleaguered leader and his children over the Panama Papers scandal.

It is the third time that the 67-year-old veteran politician’s

term as premier has been cut short. The much-awaited verdict plunged Pakistan into a political crisis at a time when the country is facing a brittle economy and a surge in militancy. As the unanimous verdict by the fivejudge Bench was read out by Justice Ejaz Afzal Khan inside the packed courtroom 1 of the Supreme Court, a large number of opposition Pakistan Tehreek-eInsaf workers celebrated outside chanting the slogan, ‘Go, Nawaz, Go’. DENTAL ASSISTANT Christy Clark resigns as leader of BC Liberal party Former Premier Christy Clark is stepping down as leader of the B.C. Liberal party. Clark, who served as B.C. premier for six and a half years, has informed her caucus that she will resign as party leader on Aug. 4. Clark’s Liberals won the most seats in the May 9 election, with 43, but they fell one short of a gaining a majority. The NDP with 41 seats and the Greens with three were able to forge an alliance that led to the NDP forming government, ending the Liberals’ 16-year reign. “I’m excited to see the renewed engagement that will strengthen and energize our party as we choose the next leader,” Clark said in an email. “I am certain that British Columbia’s best days, and our party’s, are still ahead of us. Pakistani council orders ‘revenge rape’ of teen girl Pakistani police have arrested 25 members of an informal village council accused of ordering the rape of a 16-year-old girl as revenge for her brother’s alleged sexual assault of another girl. The Supreme Court also requested a report on the case, which echoed a notorious case from 2002 in which another teenager was gang-raped on a local council’s order. “A total of 29 people were involved in this ghastly crime, and we have 25 of them in our custody,” Multan City Police Officer Ahsan Younus told Reuters by telephone on Thursday. Attorney General Eby defends donation ban delay B.C.’s NDP government says it will not rush legislation banning union and corporate political donations, despite the party having already introduced similar legislation to ban big money six times. The province currently allows unlimited political contributions, and parties can accept donations from anywhere in the world. Critics have criticized B.C.’s lax political donation system alleging corporations can effectively buy political influence. There were a number of investigations involving political funders leading up to the 2017 election. The NDP made banning corporate and union donations to political parties a key part of their election platform, but Attorney General David Eby says now it might take

longer than some expect to table the bill. Dermod Travis with Integrity B.C. — which has long advocated for such a ban — says he’s “highly disappointed” by the delay. “This is a party whose leader a week before the election said banning big money from B.C. politics would be its first order of business,” he said. “Now we have the Attorney General hedging, fudging, and trying to find room, flexibility on commitments on pledges that were clear and forthright.” “I absolutely understand the frustration,” he said. “But I don’t want my first bill as Attorney General to be struck down by the courts, especially on something as important as this that will definitely be challenged.

Woman sought in Calgary quadruple homicide arrested in Toronto Calgary police say a woman they’ve been seeking in a quadruple homicide earlier this month has been taken into custody in Toronto. Yu Chieh Liao, who goes by Diana Liao, is considered a person of interest in killings police have described as brutal and ruthless. Police say Liao is wanted on a Canada-wide warrant for fraud. Glynnis Fox, her older sister Tiffany Ear and Cody Pfeiffer were found dead in a burned out car at a northwest Calgary construction site on July 10.

Hanock Afowerk, the burned car’s owner and the man police believe was the intended target, was found dead in a rural area west of Calgary two days later. Afowerk and Liao knew each other. Police say the man Liao was spotted with in the Moose Jaw, Sask., area shortly after the homicides has been identified. Tewodros Mutugeta Kebede, who is 25, was arrested in Toronto on unrelated offences last week. Police have said Liao has ties to Calgary, Vancouver, Toronto, Regina and Moose Jaw, Sask.

BC court finds four Tamils not guilty of human smuggling Four Sri Lankan men accused of bringing dozens of Tamil migrants to Canada aboard a dilapidated cargo vessel eight years ago have been found not guilty of human smuggling. Prosecutors argued that Francis Anthonimuthu Appulonappa, Hamalraj Handasamy, Jeyachandran Kanagarajah and Vignarajah Thevarajah helped organize the trafficking operation to profit from people looking for asylum in Canada. But Justice Arne Silverman of the Supreme Court of British Columbia said the Crown failed to prove its case. “I am also not satisfied that their actions were to obtain either directly or indirectly a financial or material benefit, or that any of the them obtained one,” he said while delivering his verdict in Vancouver. The four men smiled, laughed and shook hands after the judge released his ruling in Vancouver. The accused were part of a group of 76 young men who arrived on B.C.’s coast from Sri Lanka on the MV Ocean Lady in October 2009. The migrants were seeking refuge in Canada from a civil war that was ravaging their homeland, Silverman said in his decision. The Supreme Court of Canada ruled in 2015 that people providing humanitarian aid, including family members, should not be captured by smuggling laws. The Crown argued the top court’s exemptions didn’t apply because the accused helped organize and execute the voyage,

which cost migrants thousands of dollars. Silverman said that while there was evidence of organized criminal activity in the smuggling operation, he wasn’t satisfied beyond a reasonable doubt that the men were connected to any crime. “I have determined that these four accused were asylum seekers and that there is an air of reality to the defence of mutual aid.” Phil Rankin, a lawyer for Kanagarajah,

said he doesn’t expect the acquittal will prompt a surge in the number of asylum seekers making the dangerous ocean voyage. “I think it’s a good message,” he said, speaking outside court. “The message is that those who profit should be prosecuted and those who seek asylum should not be prosecuted. “You shouldn’t be convicted of trafficking because you attempted to get your wife and children and family and friends here.” Kanagarajah, who was accused of helping some of the migrants travel to the MV Ocean Lady, said he doesn’t have the words to explain how happy he is with the judge’s decision. Speaking outside court, Kanagarajah described how he and the other migrants were convinced partway through the ocean journey they would not survive.

Last Monday morning, the president of the United States urged his attorney general to investigate his election opponent. It was a remarkable breach of democratic norms. It barely made news. Donald Trump has spent so long attacking the institutions and traditions underpinning America’s political system that some of his new attacks no longer receive widespread attention. But they are increasing in frequency and gravity, renewing concerns about what scholars call democratic backsliding. Ruth Ben-Ghiat, a New York University professor who studies authoritarianism, said Trump is operating from an “authoritarian playbook.” She said she fears he will pay even less heed to democratic traditions if he faces a deeper crisis. “It’s very alarming, because he’s escalating all of the things he’s been doing,” she said. “And what unites all these manoeuvres is his back is increasingly against the wall.” Perhaps Trump’s most serious threat in the past week was to Mueller, who is probing any links between Trump’s campaign and the Russian government. In a New York Times interview last week, Trump alleged that Mueller was compromised by “conflicts,” and he warned the respected former FBI director not to probe the Trump family’s financial dealings unrelated to Russia. Trump also complained that Sessions had recused himself from the Russia probe, thus allowing the deputy attorney general to hire the special counsel. The pair of remarks led to a new round of speculation that Trump would find a way to fire Mueller. Such a move would trigger a Washington “cataclysm,” Democratic Senate leader Chuck Schumer told ABC, and represent a severe breach of the rule of law. Sources told the Associated Press on Monday that Trump had spoken to advisers about terminating Sessions, which would make it easier for him to terminate Mueller. House Speaker Paul Ryan defended Mueller on Monday, saying the former George W. Bush appointee is “a Republican who was appointed by a Republican.” Other Republicans have warned Trump against a firing, with homeland security committee chairman Michael McCaul promising a “tremendous backlash.” On Saturday, Trump floated the possibility of another way to avoid accountability: issuing pre-emptive pardons of himself and his aides. He tweeted: “While all agree the U.S. President has the complete power to pardon, why think of that when only crime so far is LEAKS against us. FAKE NEWS.” There is not, in fact, a consensus that the president has the power to pardon himself. Trump made at least four other mentions of “fake news” over the course of the week. The media, though, was not the only independent source of information to draw his ire. His administration continued assailing the nonpartisan Congressional Budget Office, saying in a White House tweet Thursday that its conclusions on health care “simply can’t be trusted.”

Randeep Sarai hosts BBQ in Appreciation of Dedicated Volunteers

Randeep Sarai, Member of Parliament for Surrey Centre, alongside the federal Liberal Party’s Surrey Centre Electoral District (‘EDA’) hosted a successful volunteer appreciation BBQ at Holland Park on July 16th, 2017. The BBQ was held in appreciation of dedicated volunteers, both past and present, who have contributed to Sarai’s 2015 campaign and ongoing efforts to spread the Liberal Party’s message of positive politics in Surrey. Sarai emphasized, “No matter how you contributed, big or small, I appreciate the endless hours our volunteers have put in. Without you I could not have been the prominent voice for Surrey Centre I am now”. Randeep Sarai was elected to represent the riding of Surrey Center with Prime Minister Justin Trudeau’s Liberal Party of Canada in October 2015. He has since become chair the Pacific Caucus- the council comprising all 17 federal Liberal Members of Parliament in British Columbia. The BBQ was held from 12:00pm to 4:00pm and several hundred people were present throughout the day. The event was

attended by an all ages crowd, a testament to Sarai’s strength in uniting one of the most diverse electoral districts in the province. During the event, Sarai was seen interacting with guests and thanking them for their hard work. New banking rules a ‘game changer’ for real estate tax evasion New Canadian banking rules that took effect July 1 are a “game changer� that could help governments in Victoria and Ottawa fight real estate tax scams exploited by foreign buyers, says a prominent B.C. immigration lawyer. As of July 1, Canadian banks must confirm detailed information on non-resident clients — such as name, address, date of birth and taxpayer identification numbers — in order to report to the Canada Revenue Agency on all financial accounts held by non-residents of Canada. The new, so-called “Common Reporting Standard� will allow dozens of countries including Canada and China to share information about bank accounts held by, or for the benefit of, non-residents, in a system designed to fight global tax evasion and improve voluntary tax compliance, the CRA says. A number of experts, including immigration lawyer Richard Kurland, say that Canada loses significant tax revenue because B.C.’s real estate transaction system does not properly monitor whether property sellers are being honest when they say they are, or are not, residents of Canada as defined under the Income Tax Act. It is believed many non-residents who don’t principally live in Canada, but claim they do, are evading paying tax on 25 per cent of their capital gains on home sales, Kurland says. These tax dodgers tend to be speculative Metro Vancouver investors who own or flip multiple expensive properties, according to Kurland. A common scam is claiming to live in a home that is actually vacant, he said, and claiming

principle residency tax exemptions. Kurland says that if the CRA were to proactively work with B.C.’s provincial government in sharing real estate data and using computer programs to search for red flags, tax compliance would rapidly improve and speculation would fade in Metro Vancouver’s overheated market. “Lifestyle audits are hard to do when the person (selling a home) and the cash are gone, and there’s nothing to seize,� Kurland said. “But using CRA algorithms and artificial intelligence means this is fixable, if you have the data. We’re looking at a game changer.� An even better reform, Kurland says, would be if the CRA’s new data pool could be automatically matched with a modernized B.C. title transfer system that would require a seller to register at the time of a sale, whether they are a Canadian resident, or non-resident, under the Income Tax Act.

Vancouver City Council by-election on Oct. 14 Vancouver’s byelection to fill the council seat vacated by Geoff Meggs will take place in mid-October. The date for the upcoming byelection was shared this week after city council appointed City Clerk Janice MacKenzie as chief election officer. MacKenzie will be responsible for all aspects of the election. Meggs resigned after serving three terms as councillor for the City of Vancouver, to become new Premier John Horgan’s chief of staff. The byelection could also be an opportunity to fill the nine spots left vacant on the Vancouver School Board after then-B.C. education minister Mike Bernier fired the elected trustees. The shakeup came after the board failed

to pass a balanced budget and following a “letter of concern” written by the B.C. School Superintendent Association. In that letter, the association called for the protection of senior VSB leaders amid claims of workplace harassment and bullying. The provincial government has not yet expressed its intention to fill the school board seats, but has until Aug. 4 to notify the city if it wishes to do so in the same byelection. The candidate nomination period will run from Aug. 29 through Sept. 8, with advance voting to take place on Oct. 4 and 10, and general voting on Oct. 14. To be eligible to vote, individuals must be 18 or older, a Canadian citizen, and have lived in B.C. for at least six months and in Vancouver for 30 days immediately before voting day.

Balmoral Hotel and Sahotas face 60 charges for maintenance bylaw infractions News that 60 charges have been filed against the Balmoral Hotel and its owners, the Sahota family, for violating Vancouver’s building maintenance bylaws was met with skepticism Thursday. It’s not the first time the family has faced fines for failing to provide adequate living conditions in their single room hotel buildings, said lawyer Jason Gratl, who is representing tenants in a class-action lawsuit against the family. “As long as the fines are less than the cost of the maintenance, the repairs will never be done,” he told Postmedia. But City of Vancouver general manager of development Kaye Krishna said the charges are part of a larger strategy to compel the owners of the rundown rooming house to make changes. In mid-June, officials evacuated the hotel’s 150 residents after the 105-year-old building was deemed structurally unsound. While it has since been stabilized, it must undergo extensive renovation and pass city inspections before it is deemed habitable

again. The city is now moving ahead with 60 charges, which are related to 18 infractions found during a Jan. 31 inspection and another 42 found during an April 19 inspection when people were still living in the building, said Krishna. They include”quality of life type

Burnaby RCMP hunting for ‘shady characters’ seen in Central park on night Marrisa was murdered Officials warned the public to be on high alert on Wednesday, after police declared the murder of Marrisa Shen was a random act.

The 13-year-old’s body was found in bush at Burnaby’s Central Park at 1:10 a.m. last Wednesday, less than two hours after she’d been reported missing. “Until we catch this person, everybody should be doubly careful,” Burnaby Mayor Derek Corrigan said. “I was hopeful we would have found a suspect at this point. It’s even more concerning police are saying this is a random act.” Burnaby RCMP has ramped up patrols of the park, including uniformed and plainclothes officers and bike patrols, Supt. Chuck McDonald said. The RCMP is doing everything in its power to keep the community safe, he said. “It is not something we can do on our

own,” McDonald said. “This is a time for us to watch out for each other, to be open about where we are going and who we are with.” He urged parents to talk to their children about safety, and advised joggers and walkers not to go out in the dark. “Stay visible and walk with confidence. If you think someone is following you then switch directions or cross the street. If the person continues to follow you, move quickly to an open store or restaurant or lighted house. Don’t be afraid to yell and call 911,” McDonald said. There are no suspects, said Cpl. Meghan Foster of the Integrated Homicide Investigation Team. “These events have caused great distress and sparked much concern about safety in the community,” she said. “I can say there have been no links made between this homicide and other reported acts of violence.” Video captured the girl leaving her apartment building around 6 p.m. on July 18, her last known whereabouts. She did not appear to be in distress when seen on video camera, Foster said. “I lost my daughter for 15 minutes at the PNE when she was two. I can’t imagine what the (Shen) family is going through in these circumstances,” McDonald said. “It is very difficult to make sense of, and as a parent of two daughters I cannot begin to imagine the impact and terrible toll this has had on Marrisa’s family.”

Specifically, it wants to know if buyers reported real estate profits as business income or capital gains. Officials say they want to ensure taxes were paid on the transactions from real-estate flipping, which are often high. Canada Revenue Agency officials say they want details about people who signed agreements with the developers to buy condo units, but then assigned that purchase agreement to another person before the units were constructed. “Analysis of third-party data has revealed in the past that some flips are not being reported or incorrectly reported,” a spokesperson for the CRA wrote in an email to CBC. Flipping is defined as the practice of rapidly buying and reselling real estate for profit, and has become a high-profile issue in Vancouver’s hot real estate market, inspiring rampant speculation. “I have never seen this type of inquiry

before in my short business career of 30 years,” said Jason Hong, president and CEO of Argo Ventures, a developer behind one of the Vancouver projects named in court documents. Hong says the CRA order is a concern for clients, and no developer would comply with such a request without a court order. “We need to see if the court will allow this type of thing to be divulged,” said Hong, adding that he will do what the court decides. In Canada, profits from real estate transactions are deemed a capital gain — and are subject to tax — less any legitimate expenses associated with the sale. Pakistani council orders ‘revenge rape’ of teen girl Continued from Page 1... Earlier this month, a local council in the southern city of Multan was called after a family accused a 16-year-old boy of raping a 13-year-old neighbour. The council ruled that the sister of the boy should be handed over to the victim’s brother to be raped. The punishment was carried out on July 17 after her family handed the girl over. The case came to light when both families filed criminal charges with police accusing the other family’s son of rape. Questioning both sides in the cases, however, soon revealed the role of the informal village council, Younus said. “All the village council elders who ordered

the revenge rape have been arrested,” he said. Both the victims and their mothers have been sent to a women’s protection centre, he added. Pakistan has a centuries-old tradition of quick justice handed down by gatherings of local elders, known as jirgas or panchayats, seen by many villagers as preferable to the often-cumbersome and corrupt formal legal system. In most of the country, jirgas are tolerated but not recognised by the formal courts and police. The jirgas and the practice of “revenge rape” drew international attention in 2002 when a woman named Mukhtaran Mai was ordered gang-raped by a local council for a male relative’s alleged crime.

2 cult leaders found guilty of polygamy Two former bishops of an isolated religious commune in British Columbia have been found guilty of practising polygamy after a decades-long legal fight launched by the provincial government. Winston Blackmore, 60, was married to Jane Blackmore and then married 24 additional women as part of so-called “celestial” marriages involving residents in the tiny community of Bountiful. The court heard his co-defendant James Oler, 53, had five wives. Justice Sheri Ann Donegan said Monday the evidence proves Blackmore has been a practising member of the Fundamentalist Church of Jesus Christ of Latter-Day Saints, a breakaway Mormon sect that believes in plural marriage. “His adherence to the practices and beliefs of the FLDS is not in dispute,” she said, reading her written ruling in a Cranbrook courtroom. “Mr. Blackmore … would not deny his faith in his 2009 statement to police. He spoke openly about his practice of polygamy.” “Mr. Blackmore confirmed that all of his marriages were celestial marriages in accordance with FLDS rules and practices.” Donegan praised the testimony of Jane Blackmore, calling her a highly credible and “careful” witness. “There was nothing contrived or rehearsed in her answers. She was impartial.” Blackmore’s lawyer Blair Suffredine has already told the court he would launch a constitutional challenge of Canada’s polygamy laws if his client was found guilty. The 12-day trial earlier this year heard from mainstream Mormon experts, law enforcement who worked on the

investigation and Jane Blackmore, a former wife of Winston Blackmore who left the community in 2003. Oler was selfrepresented in the trial but had the services of Joe Doyle, an amicus curiae, a so-called friend of the court appointed to ensure a fair trial, though he could not offer any legal advice. Both men’s lawyers argued against the credibility of evidence related

to marriage and personal records seized by police from the Yearning for Zion Ranch, an FLDS church compound in Texas, in 2008. The information pertained to members of the sect in the United States and Canada. Doyle said important events related to Oler were missing, such as his client’s elevation to presiding elder in the community in June 2004. He also argued the Crown didn’t prove Oler continuously practised polygamy between 1993 and 2009. “I find that the FLDS marriage records are ultimately reliable,” Donegan said before announcing her verdict against Oler. “Having concluded the Crown has proven beyond a reasonable doubt that James Oler … practised a marriage with more than one person at the same time I find Mr. Oler guilty of practising polygamy,” Donegan said.

Financially strapped legal service for BC immigrants gets temporary federal help A program that provides free legal services to B.C. immigrants and refugees has been given a temporary reprieve after the federal government provided it with a $386,000 emergency cash injection.

The services provided by the Legal Services Society, were set to be suspended on August 1st due to a lack of funding. The program is now set to continue until at least midNovember. In a statement, B.C. Attorney General David Eby thanked his federal counterparts for the cash infusion, which will keep the program running — at least temporarily. “Legal aid and equal access to justice for all in British Columbia is a top priority for me and for Premier Horgan,” Eby wrote in a statement. “We appreciate the work of Justice Minister Jody Wilson-Raybould who secured additional short-term federal funding which provides a solution at least until the fall.” In June, officials with Legal Services Society said the number of claims had increased by 145 per cent over the past three years, but it had not received an increase in federal funding to continue the program. As a result, it said it would have to close by

November. The legal society has a $1.7 million annual budget for immigration and refugee services — roughly $900,000 comes from the federal government, while $800,000 is provided by the province. Angela Marie MacDougall, the executive director of Vancouver’s Battered Women’s Support Services — where over 40 per cent of clients are immigrant or refugee women, said she often refers her clients to the legal aid society. MacDougall said that while she’s relieved the program has been salvaged for now, she remains concerned for the future. “Temporary isn’t sufficient when we’re talking about a vulnerable population,” she said. “[The] effort that we want to take going ahead is to ensure the government understands the importance of this resource for some of the most vulnerable people.” MacDougall said that immigrant women facing domestic violence are particularly vulnerable — in some cases, women may not even be sure of their own immigration status. “We want to be sure that they have access to all the legal services that are available to them within Canadian law as it relates to immigration and refugees, and that means having access to a lawyer.” The situation in B.C. is not unique — Legal Aid Ontario also said it would be cutting legal aid for refugees and immigrants in November if it did not receive more federal funding, but eventually backed away from its threat to suspend the program.

1 injured in daytime shooting at Surrey strip mall Police are again condemning the disregard for public safety held by those involved in brazen criminal activity, following a daytime shooting in South Surrey. Surrey RCMP were called to the Southpoint Exchange Mall in the 15200-block 32 Avenue around 3:30 p.m. Thursday after several reports of gunfire. Upon arrival, police found “apparent” signs of a shooting, while multiple witnesses described seeing a man flee the scene on foot. Investigators were able to locate the man a short distance away. He was taken to hospital for non-life threatening injuries resulting from the gunfire. Early indications are that the shooting was targeted at the victim, who is known to police and has a criminal history. As a result of the gunplay, a commercial building, a residential building and a vehicle

were all hit by bullets. Police have confirmed there were no other injuries. “This incident once again demonstrates the lack of respect and concern that people engaged in this behaviour have for the community,” said Staff Sgt. Dale Carr.

Surrey fire crews battle 2-alarm blaze at vacant home A two-alarm fire caused heavy damage to a vacant house in Surrey Thursday morning. The fire broke out around 3:30 a.m. at a boarded up home on 132 Street, near 80th Avenue.

Fire crews had to battle heavy flames from the exterior of the building. “It was boarded up, so the crews had to spend a little extra time cutting in,” said Battalion Chief Brian Carmichael. Officials said firefighters have dealt with fires at this house before. “This home here is a home that has had fires in the past,” said Carmichael. Crews knocked most of the fire down within an hour, preventing it from spreading to a neighbouring house. The cause is under investigation and there is no word yet if it is considered suspicious.

TransLink ridership figures show Surrey surge Transit ridership in the Metro Vancouver area increased last year to levels not seen since the 2010 Olympics and nowhere more so than in regions south of the Fraser River, according to new figures released Wednesday. There were nearly 385 million boardings throughout the transit system last year, which represents a 4.5-per-cent increase over 2015, according to TransLink’s 2016 Transit Performance Review. The decline in Seabus ridership was due in part to last year’s wet summer, Translink says. South of the Fraser River, however, bus ridership grew by 10 per cent over the course of the year. The region includes the municipalities of Surrey, Delta, the city and township of Langley and White Rock. Much of that increase was due to the popularity of the 96 B-Line bus, which runs along 104th Avenue between Guildford and Newton exchanges. “The 96 B-Line had the largest increase in annual boardings (up 570,000) of any route in the entire Metro Vancouver region in 2016,” the report noted. Ridership on the Canada Line increased slightly more than the Expo and Millennium

lines. This was likely due to increased development on the line and increased numbers of passengers coming into the airport, the report said. The station with the biggest increase in passenger volumes on that line was Marine Drive. SeaBus and West Coast Express both saw drops in ridership in 2016. The TransLink report blames last year’s wet summer for the drop in Seabus riders. With buses switching to a one-zone fare across the board, however, it is less expensive for some passengers to take a conventional bus over a bridge rather than 100 pay for an extra zone on the Seabus. 95 West Coast Express ridership also decreased slightly, likely due to the opening 75 of the Evergreen SkyTrain extension in December.

Surrey man to serve 13 years in U.S. jail for cross-border drug smuggling ring 5

A British Columbia man convicted of leading a cocaine and ecstasy smuggling ring has been sentenced to 13 years in a U.S. prison. U.S. Attorney Annette Hayes says Kevin Kerfoot, 53, of Surrey organized an operation to smuggle 41 kilograms of cocaine to Canada from Washington state in 2005. A news release says Kerfoot was indicted in July 2006, nine months after others involved in the operation were arrested in the Bellingham, Wash., area while attempting to get the cocaine on a boat to Canada. The boat operator was also bringing more than seven kilograms of ecstasy into the U.S. for distribution through Kerfoot’s drug network. The release says Kerfoot fought extradition from Canada for more than a decade but eventually exhausted his options, leading him to plead guilty in U.S. court in April. Other members of the smuggling ring,

BC’s new attorney general says province won’t delay Trans Mountain permits British Columbia’s attorney general says the NDP government will not artificially delay permits for the Trans Mountain pipeline, despite the premier’s vow to use every available tool to stop the project. David Eby said he’s been tasked by Premier John Horgan to identify options to halt Kinder Morgan Canada’s $7.4-billion expansion of its Alberta-to-B.C. pipeline, which has already been approved by Ottawa and the previous B.C. government. necessary agencies, as construction of the project is phased. Eby did not immediately respond to requests for comment from The Canadian Press. Horgan’s NDP won 41 seats in the province’s May 9 election, shy of the 44 needed to mount a majority. But the Greens, who hold three seats, signed an agreement to support the New Democrats in a minority government. The agreement states the government will “immediately employ every tool available to stop” the pipeline expansion. A mandate letter issued by Horgan to Environment Minister George Heyman on Monday softens the language slightly, saying instead that he must employ every tool available to “defend B.C.’s interests in the face of ” the expansion. James Coleman, an energy law professor at Southern Methodist University who previously worked at the University of Calgary, said Eby’s remarks reflect the

government’s need to be cautious about what it says and does. “That’s certainly what you’d want to say. If you want to avoid compensation (to Trans Mountain), you wouldn’t want to give the suggestion that you were deliberately delaying or acting in bad faith,” he said. “That’s one of those challenges the government faces. Because it has been so explicit that it’s going to use every tool to try and block this pipeline, that they may worry that the courts will see the government’s actions as being in bad faith.” First Nations and environmental groups have filed lawsuits against the federal government’s approval of the project. Some groups have also launched legal challenges of B.C.’s environmental certificate. The NDP government has not said what it plans to do about the lawsuits, but Coleman said if it is looking to avoid compensation, then the normal move would be to defend the certificate.

Dump truck destroys Burnaby pedestrian overpass A pedestrian overpass in Burnaby has collapsed after being hit by a dump truck. The incident happened around 11 a.m. PT Wednesday in the 8900 block of Beaverbrook Drive, near the intersection of Eastlake Drive. No one was injured. RCMP say it appears the dump truck’s box was in the raised position when the collision occurred and the driver would likely receive multiple traffic tickets. City crews and a structural engineer were called to the scene to remove the truck and debris.

Vancouver considers fining drivers without winter tires The snowmageddon of the past winter left many drivers spinning their tires. In fact, stuck vehicles blocking roads constituted a big enough problem that the City of Vancouver is now considering fines for people who insist on driving on snowy roads without winter tires. The idea is floated in a report into the city’s 2016-17 snow response, and will be discussed at

Wednesday’s council meeting. “Some of the obstacles to snow clearing included people driving ill-equipped private vehicles that blocked traffic and snow clearing equipment,” reads the report. Taryn Scollard, the city’s director of streets and engineering, said the fine would help get the message out that people need to be prepared before driving in snow.

“It’s about those who have caused disruptions,” she said. “It’s essentially trying to help people understand to play their part. Certainly on those snow days if you choose to not get winter tires then perhaps you stay home, take transit or bike or walk.” The report makes no mention of winter tires becoming a requirement on buses, emergency vehicles or car shares.

‘Incoming weather’ heightens fears for wildfires Fire officials are warning of an increased risk of new and spreading fires Wednesday and Thursday because of worsening weather conditions.

Strong gusting winds and potential lightning strikes are expected to start new fires and increase the growth of uncontrolled fires, particularly in the Cariboo Fire Centre, according to an information bulletin from the B.C. Ministry of Forests. ​“Weather’s going to be a huge factor for us and we are expecting a challenge in the few days ahead,” said chief fire information officer Kevin Skrepnek. We are also expecting some significant winds to be coming through in the 30 to 40 km/h range across most parts of the province,

so that is ideal conditions for fires to start and fires to spread quite quickly.” By Wednesday afternoon, it had already caused two wildfires. One is to the west of Nelson around Beasley Bluffs, which is now fully contained, but has caused the closure of Highway 3A between Taghum and Beasley. The other fire is near Monte Lake southeast of Kamloops, which has caused the closure of Highway 97 near Paxton Valley Road. The Monte Lake fire was approximately 30 hectares in size and threatening structures as of 6:00 p.m. PT. Winds were expected to shift from southeast to northwest before easing near midnight, then pick up again Wednesday. The risk of lightning will continue through Thursday. The major wildfires burning in the Cariboo Fire Centre, with the exception of the Gustafsen fire, are classified as out of control. Fire officials are concerned high winds could cause some fires to breach containment lines and spread further or create new spot fires outside of the main fire areas.

Over 100 insurance brokers investigated for bridge toll avoidance scheme The Insurance Council of B.C. says at least three brokers have been penalized for helping drivers avoid paying bills for bridge tolls by entering fake payment

receipt numbers into the Autoplan system — and the organization says more than 100 could be affected by the time its ongoing investigation ends. In 2015, ICBC launched an inquiry after it discovered the false receipt numbers. Following an 18-month investigation, the corporation said it had a list of fake receipts, all accompanied by the name of the broker that authorized the transaction. The insurance council, which regulates brokers in B.C., says it has been working to ferret out those licensees and names three who have been disciplined. Edmund George and Jacqueline Babcock have each been fined $5,000 for entering false information into the system 84 times between January 2014 and June 2015. In Babcock’s case, the disciplinary order says less than eight of 50 debts authorized by the broker were paid within five days. The rest were either never paid or cleared weeks later. Kanesaratna Lyer has been suspended for six months. A disciplinary ruling from the insurance council said he skipped paying his Port Mann bridge toll to renew his own car insurance in 2015.

He later paid the bill but was suspended for breaching his responsibility to ICBC for his own “personal benefit or convenience.” There will be more than those three named, said Gerald Matier, executive director of the Insurance Council of B.C.. “There are a number of decisions where a tentative decision has been made, but the individual’s time to request a hearing has not expired,” he said.

NDP promise to fix Insurance Corp. of BC amid spectre of rate hikes British Columbia’s attorney general is reassuring drivers they will not be on the hook for a hike in auto-insurance rates, despite a report released Monday forecasting prices could soar as much as 30 per cent without immediate and drastic action.

David Eby said such a rate increase would not happen under his watch, as he lambasted the former Liberal administration for leaving the Insurance Corp. of British Columbia in a financial mess. “This is a very serious and a very grave concern,” Eby said during a news conference in Vancouver Monday. “We will take the steps necessary to fix what is happening at ICBC, to make British Columbia’s roads safer for British Columbians and to ensure that rates are affordable for British Columbians, because clearly that is not where we are tracking right now,” said Eby, who is also the minister responsible for ICBC. The report by Ernst & Young, commissioned under the previous government and leaked on the weekend to Postmedia News, says a massive overhaul to the Insurance Corp. of B.C. must happen immediately in order to avoid steep rate hikes forecast over the next two years. “B.C.’s auto insurance system is facing unprecedented challenges,” says the report. “The average driver in B.C. may need to pay almost $2,000 in annual total premiums for auto insurance by 2019.” The report points to a spike in the number of car crashes and a jump in the cost of vehicle repairs and injury claims as some of the main reasons for growing financial pressure at the

Crown corporation. The government has also sheltered B.C. drivers for years from necessary rate increases, it says. “This rate protection has eroded ICBC’s financial situation to a point where such efforts are not sustainable.” The previous Liberal government directed the board of ICBC to commission the report last year, months before the May election. The report suggests changes that include capping payments for pain and suffering, making high-risk drivers pay more, charging higher rates for luxury vehicles and bringing back speed cameras, commonly referred to as photo radar. Eby dismissed some of the report’s proposals as non-starters, including photo radar and no-fault insurance, which directs a person involved in an incident to deal with their own insurance company regardless of who is at fault. He also criticized the previous government for treating the Crown corporation as a “bank machine,” withdrawing money when it was convenient in order to distort the province’s overall finances to show them as healthier than they really were. “ICBC has been careening toward a crisis over at least the last couple of years. This should have been an election issue,” Eby said. “Our goal is to make roads as safe as possible and to make sure that rates stay affordable for British Columbians, and that’s what we’ll be doing. It was not a priority of the previous government, obviously.” Liberal MLA Andrew Wilkinson, who served briefly as attorney general, criticized Eby for failing to outline a concrete plan to help ICBC. “It’s time for the NDP to show some competence in office and tell us what they’re going to do,” he said of the government that was sworn in last week. Wilkinson did not respond when asked about what responsibility the Liberal government accepted for its role in ICBC’s financial circumstances.

Surrey Creep Catchers president on order to destroy videos: ‘I told them to go f*** themselves’ The Surrey Creep Catchers, a controversial group of vigilante pedophile hunters, have been ordered to destroy all videos and “stop collecting, using and disclosing” the personal information of two individuals caught up in their sting operations. In a ruling, B.C.’s acting privacy commissioner Drew MacArthur found that the Surrey Creep Catchers had violated the Personal Information Privacy Act in regards to two complainants, and that they weren’t carrying out an investigation of any sort, but rather a campaign to publicly shame both individuals. The complainants are not named in the ruling. “Despite its suggestions to the contrary,” said MacArthur in his ruling, “the organization was not actually collecting, using or disclosing the complainants’ personal information for any investigative purpose. I agree with the complainants that the organization’s true purpose was eventually to publicly name and shame them, as its dissemination of the videos and its request that others share them indicates. “This belies any argument that, when it posted or responded to the Craigslist advertisements, or when it confronted and video-recorded the complainants, the organization was trying to investigate individuals who had lured or may lure a child.”

MacArthur also dismissed the Surrey Creep Catchers’ argument that the act did not apply to them because they were acting as journalists.

“There is no fair attempt to describe or analyze the facts, or to provide opinion or debate. The purpose of the exercise is to entrap individuals,” he said. A definition of journalism by the Canadian Association of Journalists was cited by MacArthur as part of his ruling. The Surrey Creep Catchers must now take down and destroy all videos related to the two complainants by Sept. 6 or potentially face hundreds of thousands of dollars in fines. However, Ryan LaForge, the organization’s president, has indicated that he doesn’t intend to comply. In a Facebook Live video posted Monday, LaForge spoke about the ruling.

Victim of fatal shooting in Chilliwack was Calgary gangster The man shot Friday morning in Chilliwack has been identified. Police say Yee Hung (Roland) Chin, 33, died in hospital after being shot in the 43900 block of Progress Way. His death is being treated as a homicide and the Integrated Homicide Investigation Team is now investigating. Chin had most recently lived in Chilliwack and was known to police. Chin had an extensive criminal history in Calgary. He was a member of the FOB gang in Calgary; his

brother Roger was killed in 2008. More than two dozen deaths were connected to a longrunning gang war with their rivals, the FOB Killers. He was convicted of several firearms offences in 2011; he was also prohibited from owning or possessing any firearms, ammunition or other weapons for life. At his December 2012 sentencing, he told the judge “I’ll take something positive from this sentence.” That just over a year after he had finished serving a prison term for weapons and drug trafficking offences. He first came to the police’s attention in 2002, when he was attacked with a meat cleaver. Police do no believe his shooting on Friday was random; a minivan set alight nearly six kilometres away just a few minutes later is also believed to be connected to the shooting. Police are hoping witnesses will come forward with information about either the shooting or the burning of the minivan. According to the RCMP, at 8:56 a.m. Friday, Chin was shot by unknown assailants who are believed to have fled the scene in a Dodge Caravan. Six minutes later, the Caravan is believed to have been set on fire nearly six kilometres east, near the intersection of Dyke Crest Road and Yale Road. Shortly after, two vehicles, a white sedan and a dark sedan, fled the scene of the burning van.

Petronas cancels $36B Pacific Northwest LNG project Malaysian national energy giant Petronas and its partners scrapped the Pacific NorthWest LNG megaproject Tuesday, ending months of anticipation on the fate of what would have been one of Canada’s largest private infrastructure investments. The decision to cancel the development boiled down to simple economics -- a world market awash in liquefied natural gas, which has driven down prices, making Pacific NorthWest LNG no longer financially viable, said Anuar Taib, CEO of Petronas’s oil and gas production division. “Unfortunately for us, we don’t believe we have that mix of where the sweet spot can be hit,” Taib said. While Pacific NorthWest LNG worked its way through regulatory channels over the last

several years, numerous LNG projects have come online around the world.

The overall project would have cost $36 billion in total, including a 900-kilometre pipeline proposed by TransCanada (TSX:TRP) to a natural gas export terminal on the province’s Lelu Island, as well as the production of gas to supply it. TransCanada later said it was reviewing its

options on the $5-billion Prince Rupert Gas Transmission project, which was dealt its own setback last week after the Federal Court of Appeal ruled that the National Energy Board will need to reconsider whether it requires federal approval. The export facility, with an estimated cost of $11.4 billion, would have compressed the natural gas into liquid form before it would be shipped to markets in Asia. The announcement Tuesday came a couple of hours after Prime Minister Justin Trudeau met with British Columbia Premier John Horgan in Ottawa. The federal government gave its conditional approval to the project last September. Horgan voiced opposition to it, though late last month he said his position may be swayed if the concerns of First Nations were taken into consideration.

Both the federal and provincial governments emphasized that the decision was a private sector one. “The company was very clear: this was a decision they are making because of the economic challenges in the global energy market place,” B.C. Energy Minister Michelle Mungall said. “The Pacific NorthWest LNG project as proposed in its current state was uneconomical to move forward.” Mungall said the government would work to make B.C. competitive in the global LNG industry as other proposed West Coast LNG projects sit in various stages of development. The B.C. Liberal caucus was quick to lay blame on what it called a “closed for business” agenda of the newly sworn-in B.C. NDP government.

John Horgan delivers mandate duties to new BC cabinet ministers British Columbia’s new premier has handed his cabinet ministers their to-do list, and the tasks include a mix of both campaign promises and new plans. John Horgan, who appointed his 22-member cabinet last week, says his cabinet’s priorities involve relieving families of rising costs and fees, better services for people, and good jobs and economic opportunities throughout B.C. Finance Minister Carole James has been told to implement some of the NDP’s major election promises, including the elimination of tolls on two Metro Vancouver bridges and getting rid of medical services premiums within four years, starting with a 50 per cent cut next January. Energy Minister Michelle Mungall’s mandate includes campaign pledges to freeze B.C. Hydro rates and refer the Site C dam to the B.C. Utilities Commission for a review. Other ministers have been given blueprints for new plans, including Environment Minister George Heyman who has been tasked with enacting an endangered species law and Attorney General David Eby who must re-establish B.C.’s human rights commission, which was dropped by the previous Liberal administration.

Pair charged with murder after Fraser Valley street fight Police say two people have been charged with second-degree murder following a fatal street fight in Chilliwack, B.C. Officers were called for reports of a fight late on July 7 and found three people suffering from stab wounds. Two men from Chilliwack, Douglas Presseau, 46, and Steven Drage, 51, died of their injuries. An unnamed 26-year-old woman was taken to hospital and has since been released. Police say Kirkland Russell, 34, and Victoria Purcell, 29, have been arrested and charged with second-degree murder in Presseau’s death. Cpl. Meghan Foster with the Integrated Homicide Investigation Team says police are still working to find information about Drage’s death. Presseau’s family says in a statement that his death has “torn a gaping hole’’ in their hearts and lives.

IMF predicts Canada will pass the U.S. to top G7 growth this year Add the International Monetary Fund to the list of institutions that have boosted their expectations for Canada’s economy this year. The IMF now expects Canada’s gross domestic product to grow 2.5 per cent this year, leading G7 growth, according to its latest World Economic Outlook. That’s up from the prior forecast of 1.9 per cent released in April. The IMF expects Canada’s economy to grow 1.9 per cent in 2018, a slight decrease from the April forecast of 2.0 per cent. The IMF boosted its 2017 outlook after taking stock of Canada’s surge in strong, year-to-date economic data. “Buoyant domestic demand boosted first-quarter growth to 3.7 per cent and indicators suggest resilient second-quarter activity,” the IMF said. The Bank of Canada raised its policy interest rate by 25 basis points to 0.75 per cent on July 12. It was the first hike to the bank’s overnight target rate in seven years. Many economists expect that Canada’s central bank is on a path to bring the rate up to 1.5 per cent by sometime next year. In the July edition of its quarterly Monetary Policy Report, the Bank of Canada increased its forecast for 2017 Canadian GDP to 2.8 per cent, up from its April outlook of 2.6 per cent. Others have been boosting their views on Canada. In June, the Paris-based Organization for Economic Co-operation

and Development bumped up its call on Canadian 2017 GDP growth to 2.8 per cent, double last year’s pace. The IMF’s revised outlook was contained in its latest World Economic Outlook, a quarterly report that sets out the organization’s projections for global and country-specific growth.

Premier John Horgan is in Washington, D.C., for a second day of meetings with top trade officials from the Trump administration to discuss the future of B.C. softwood lumber. According to his schedule, Horgan and his trade delegation are set to meet with representatives from the National Association of Home Builders and Washington State congresswoman Suzan DelBene. Yesterday Horgan met with U.S Secretary of Commerce Wilbur Ross, U.S. Trade

representative Robert Lighthizer, and touched base with B.C.’s special softwood trade envoy David Emerson. In a meeting in Ottawa on Tuesday, the premier and Prime Minister Justin Trudeau discussed the need to resolve trade disputes with the United States. During the B.C. provincial election campaign, Horgan pledged to travel to Washington D.C. to discuss softwood lumber within the first weeks of his administration.

The IMF has noticed that as the global economy recovers from a cyclical slowdown, there is less need for fiscal policies that are designed to encourage growth, such as low interest rates. Overall, the IMF said global output is projected to grow by 3.5 per cent in 2017 and 3.6 per cent in 2018. Both estimates are unchanged from the IMF’s April outlook. On a country specific basis, the big loser seems to be the United States. The IMF forecasts the U.S. economy will grow 2.1 per cent in 2017, down 0.2 percentage points from its April forecast. Growth is expected to be 2.1 per cent in 2018, down from a prior estimate of 2.5 per cent.

The working copy obtained by The Canadian Press suggests the federal government has completely overhauled the book used by prospective Canadians to prepare for the test. The current “Discover Canada” guide dates back to 2011 when the previous Conservative government did its own overhaul designed to provide more information on Canadian values and history. Some of the Conservatives’ insertions attracted controversy, including increased detail about the War of 1812 and a warning that certain “barbaric cultural practices,” such as honour killings and female genital mutilation, are crimes in Canada. Getting rid of both those elements was what former Liberal Immigration Minister John McCallum had in mind when he said early in 2016 that the book was up for a rewrite. But although work has been underway for over a year, there’s no date set for publication of a final version. Family, friends losing hope as Calgary imam arrested in Turkey remains imprisoned For a year, Calgary Imam Davud Hanci has spent most of his days in solitary confinement in Turkey, accused of being a terrorist linked to failed 2016 coup attempt. Last week, Hanci made his latest court appearance, which like many others before resulted in prosecutors — working for the government of Turkish President Recep Tayyip Erdogan — petitioning the judge for more time to gather evidence, leaving the Canadian and Turkish dual-citizen to languish in prison with no resolution in sight. “They’re just holding him there and they

don’t want to release him because they don’t have any real evidence,” said Malik Muradov, executive director of Calgary’s Intercultural Dialogue Institute and a friend of Hanci. “He’s just in limbo.” Hanci was arrested on July 23, 2016, a week after a failed military coup, and accused in state media of being the right-hand man of Fethullah Gulen, a U.S. cleric who is the founder of the Hizmet, an Islamic social and educational movement, labelled a terrorist organization by the Erdogan government in December 2015. He remains imprisoned at a jail in Sakarya Province, east of Istanbul.

Family and associates of Hanci, who works as an imam for Correctional Service Canada, said he had returned to his homeland last summer along with his wife and two young sons to visit his father, who had been suffering from heart issues. But he was soon swept up in mass arrests in the country during the aftermath of the failed coup, and was among the tens of thousands of Turkish citizens detained, among them journalists, educators and bureaucrats. Following his arrest, Turkish media released photos of a man who looks like Hanci, suggesting he was from Pennsylvania and

was working for U.S.-based Gulen, a longtime critic and former ally of Erdogan, a contention that perplexed family and friends who have steadfastly maintained Hanci’s innocence. Hanci’s wife, Rumeysa, has claimed he has suffered psychological torture during his imprisonment, had minimal contact with family and had limited access to his lawyer. Most troubling for Muradov is the fact that through numerous appearances before a judge, Hanci’s yet to be charged with any crime, while state prosecutors continue to delay the case as they attempt to find some evidence that would link him to the coup.

Severance packages for fired BC Liberals cost taxpayers millions The new NDP government’s transition to power cost taxpayers $11.3 million in severance packages for fired Liberal political staffers. The NDP terminated 133 Liberal appointees, including ministerial assistants, public relations staffers and a few deputy ministers. The total bill for severance packages was $11,322,206, the government revealed Friday, or an average of about $85,000 per person. That figure does not include any severance paid to B.C. Hydro CEO Jessica McDonald, who was fired by Hydro’s board on Friday. Her severance package is expected to be particularly large, because she earned $528,342 in pay, benefits and pension in the last fiscal year. Any severance would go on Hydro’s financial books, and not those of government.

Trudeau and Horgan sidestep pipeline talks in first meeting Prime Minister Justin Trudeau and new B.C. Premier John Horgan sidestepped the contentious debate surrounding the future of the planned Trans Mountain pipeline expansion as the two leaders held a first meeting in Ottawa. Instead, the pair said they were focused on issues of common ground, including the economy, the opioid crisis, raging wildfires in B.C. and reconciliation with Indigenous people. Trudeau said they were both “progressive politicians” who have plenty of areas for priority, and that disputes would be worked out. “Difficult issues come up. We’re going to work together to resolve them,” Trudeau said. Horgan said he has begun meeting with affected First Nations groups, but he has not yet had thorough briefings from government lawyers on the legal issues at play. Pointing to the fact 1,400 people are expected to die from the opioid crisis this year, he said today’s talks focused on urgent issues, including the wildfire evacuations. “For today, our focus is on making sure we’re helping those who need help, and building on the relationship we need to have on those critical issues about helping the middle class and making life more affordable for British Columbians,” Horgan said. The two leaders were dressed almost identically, in blue suits, polka-dotted ties and

brown shoes. At an earlier photo opportunity, Trudeau quipped that they showed “a lot of compatibility,” and Horgan joked that he was colour blind. The witty banter continued when Horgan spilled a glass of water and noted, “Spills can happen anywhere,” in reference to the potential for an oil spill with a pipeline. “We’ll get people to clean that up right away!” Trudeau rebutted, to which Horgan shot back: “There’s a federal response for that.” Trudeau’s government approved the $7.4-billion Trans Mountain pipeline expansion project last fall, but Horgan campaigned against it and has pledged to fight the project. But there is little time for Horgan to waste if he wants to stop the project as pipelinebuilder Kinder Morgan said just last week that construction is on schedule to begin in September. Asked about NAFTA talks that are set to begin next month, Trudeau echoed last week’s remarks from Canada’s ambassador to the U.S., David MacNaughton. “A fair dispute resolution mechanism system is essential for any trade deal that Canada signs on to,” the prime minister said. “And we expect that will continue to have that in any renegotiated NAFTA.” Horgan was sworn into office last week after defeating former premier Christy Clark’s short-lived minority Liberal government with the support of the Green party.

Pacific NorthWest LNG project in Port Edward no longer proceeding A plan to build a liquid natural gas liquefaction and export facility in Port Edward, will not go ahead. A release from Pacific NorthWest LNG said the decision to cancel the $36-billion project was made after “a careful and total review of the project amid changes in market conditions.” Pacific NorthWest LNG is majority owned by Petronas, a Malaysian oil and gas company.

Anuar Taib, chair of the Pacific NorthWest LNG board, wrote that “prolonged depressed prices and shifts in the energy industry have led us to this decision.” The proposed project was to build an LNG export facility on Lelu Island in the district of Port Edward, in northwest B.C. Speaking at a news conference, B.C. Minister of Energy, Mines and Petroleum Resources Michelle Mungall said the project was “uneconomical to move forward. We respect the company’s decision.” Mungall denied that the decision was related to B.C.’s new NDP government’s position on LNG projects. “This is about global market pricing, this isn’t about anything else other than Petronas

looking at that long-term reality in the international market,” she said. “Our government is committed to working with the LNG industry to ensure we are competitive.” Jas Johal, the Liberal MLA for RichmondQueensborough who previously worked as a spokesperson for the B.C. LNG Alliance, said the decision represents “a bad day for British Columbia.” “It’s a signal that obviously this company wasn’t comfortable with what they were seeing in British Columbia,” he said. “Market forces of course play a role,” he said, noting there has been a “glut” of natural gas in recent years. When former B.C. premier Christy Clark first pitched LNG to B.C. in 2013, Canada’s prices were highly competitive internationally. But as the number of cheap energy options for Asia increased, that advantage proved shortlived. While the U.S. had previously been a market for surplus Canadian gas, demand for Canadian LNG exports has dwindled as American shale gas production has increased. Andrew Weaver, leader of the B.C. Green caucus, said that the B.C. LNG industry was never viable. “I’ve been expecting this for quite some time, I was on record saying LNG in British Columbia was not going to happen anytime soon because of global markets,” he said. “It was unrealistic, it was misleading to the general public, and here we have the evidence, despite the desperate attempts of the former B.C. government to do the impossible by giving away a resource.”

At least 26 Afghan soldiers have been killed and 13 wounded in a Taliban attack on a military base in Kandahar province, the defence ministry said on Wednesday, the latest blow to struggling security forces. The militants “attacked an army camp in Karzali area of Khakrez district of Kandahar last night,” MoD spokesman General Dawlat Waziri said. Afghan soldiers “bravely resisted”, he said, killing more than 80 insurgents. Rajmata’s ashes immersed

The ashes of Rajmata Mohinder Kaur were immersed by her son Capt Amarinder Singh and grandson Raninder Singh at “asth ghat” of Gurdwara Patalpuri Sahib here today. Earlier, the Chief Minister led the family in offering ardas. Rajmata Mohinder Kaur was cremated at the Shahi Samadhan on Tuesday, a day after she passed away in Patiala. Phoolka, govt join hands to start mobile dispensaries An AAP MLA and the Health and Family Welfare Department have joined hands to start a mobile dispensary project, with focus on drug de-addiction, for every 10 villages in the state. Dakha MLA HS Phoolka told The Tribune that he was starting the project in his constituency soon. “Health Minister Brahm Mohindra and I have teamed up for providing health facilities at the doorstep of villagers. The mobile dispensary will give free medicines and help in drug deaddiction twice a week in each village,” he said. Dr Arun Thapar, brother-in-law of Local Bodies Minister Navjot Singh Sidhu, has agreed to supervise the project, Phoolka said. Dr SS Sibia from Ludhiana is also part of the team.

Brahm Mohindra said he and his party were all for constructive work. “I have assured my ministry’s help to the project. It is a collective work. Keeping aside political considerations, anyone who wants to help is welcome,” he said. The role of the Opposition, Phoolka said, was not confined to criticising the government. “It is also to help the government in whatever it can. That is constructive Opposition. To achieve this, I had consultations with the Health Minister, who agreed to my project.” He insisted there was no politics behind the move. “About 80 per cent of Punjab villages do not have a dispensary. The project will start from my constituency under the aegis of the Gyan Sewa Trust.

Indian in US jailed for illegally selling gun silencers An Indian in the US has been jailed for 30 months for illegally selling gun silencers and planning to smuggle more, an American attorney has said. Mohit Chauhan, 31, a resident of Pitampura in New Delhi, was also sentenced to three years of supervised release, the Department of Justice said. The sentencing came after he pleaded guilty before US District Judge Elizabeth Foote in Louisiana to one count of dealing firearms without a license. According to the guilty plea dated April 20, 2017, Chauhan was contacted by someone wishing to buy silencers. Chauhan discussed by email and

phone calls manufacturing silencers for the potential client and importing more silencers and parts by labelling them as “auto parts” to evade US Customs. After they set up a meeting, he arrived in Shreveport on December 1 last year to meet the buyer and brought silencer parts with him. He travelled to a restaurant in Louisiana’s Bossier City to discuss the sale details with the buyer. Agents recorded the meeting. Chauhan did not have a license to deal or conduct a business involving silencers and parts as required by law, and the silencers and parts had travelled in foreign commerce, according to a statement by the department.

Indian-origin councillor banned as taxi driver in UK for indecent behaviour A 45-year-old Indian-origin Labour councillor in the UK has been banned from working as a taxi driver for a number of offences, including alleged indecent and racist behaviour. A court also heard Gurpal Atwal swore and made racist comments to a man as well as using unlicenced drivers to ferry children to school. Atwal, councillor for Oadby and Wigston in Leicester, was denied a licence to run a taxi firm in Leicester after a court heard a string of allegations, the Daily Mirror reported. Loughborough Magistrates Court ruled the Leicester City Councillor was “not fit and proper” to hold a taxi licence. “In essence, there were a number of allegations. From 2015, there was a consistent number of complaints, no charges, but alleged offences and contact with police. The council’s single sole duty is to protect the public,” Council legal representative Dave Gill said. “I was told your client is using unlicensed drivers on school runs and then he sat in his pants outside a swimming pool because he believes that’s acceptable,” Borough licensing

enforcement officer Tracey Aldwinckle, said. Further alleged misdemeanours were outlined to the court last Friday, including claims of racism and that Atwal swore at a man. Anthony Schiller, defending, said there was “no indication” from any member of the public of aggressive or racist behaviour. The court heard Atwal owned a 50 per cent stake in Handsome Cars, in Leicester, and is taking his former business partner to high court in regards to a sum of about 300,000 pounds. “It’s often said a business dispute can be worse than a divorce. You have to use the mythical scales of justice to make the decision,” Schiller said. Atwal denied the accusations, claiming they were “all fabricated”. “I am not a racist person. I treat everybody fairly. They [the statements] were all fabricated to discredit my character,” he said. Judicial official refused to renew Atwal’s taxi licence which runs out next year and ordered him to pay 1,250 pounds court costs.

Indian Muslim woman raped, murdered in suspected honour killing A 19-year-old Indian-Muslim woman was kidnapped, raped and murdered in the UK in a suspected honour killing after she began a relationship with an Arab Muslim, a media report said today. The deceased was allegedly kidnapped with the other woman, bound and gagged and taken to an address in Kingston- uponThames in south west London where they were raped and she was killed on Wednesday, a UK court has heard. The body was found inside a 1.5 million pound home after the other woman in her 20s who had her throat slit alerted police from a hospital, The Mirror reported. Sikh man asked to take off kirpan on New Zealand bus A Sikh man in Australia was asked to take off his kirpan and “get out” of a bus when a passenger called police in panic after seeing the ceremonial knife, a media report said on Wednesday. Police boarded a busy commuter bus in Auckland on Tuesday after a passenger was seen carrying a ceremonial knife, traditionally worn by Sikhs. “We looked out the window and we could see and the police car behind us with sirens blaring and armed men all around us. Stopping short of asking for a midterm poll, he said the Congress will fight this “treachery” on the roads of Bihar.

The party could not, however, convincingly answer why Gandhi could not pre-empt the Bihar developments if he indeed knew for months what was happening. Gandhi, in his first reaction to the Bihar mess, blamed the nature of Indian politics. “When you are in politics, you can make out what the other person is up to. We knew since three-four months what was happening. Nitishji got a mandate to fight communalism in Bihar but he embraced those very communal people for personal gains. This is the problem with Indian politics. It has no rules, no credibility. People do anything for power,” Gandhi said in Parliament. Out of power in another state, Congress was at a loss to explain what happened and why it did not move fast enough to at least stake claim for government formation in Bihar. The party privately acknowledged it did not have the numbers, with news that some of its 27 legislators may break ranks.

Man and a 16-year-old appear in court over alleged taxi permit scam A 34‑year‑old man and a 16-year-old boy charged with one count of obtaining financial advantage by deception appeared in the Nasinu Magistrate Court.

34-year-old Praveen Kumar who is also charged with one count of impersonation has been further remanded in custody while the

juvenile has been granted bail. Both will appear again in the court next Monday. It is alleged that on Tuesday, Kumar falsely represented himself as Pranil employed by the Land Transport Authority to a Anand Sami of Nasinu. Kumar and the 16-year-old allegedly obtained $2,600 cash from Anand Sami with the intention of permanently depriving Sami on false promise to provide a taxi permit. They had arranged to meet in Valelevu however prior to that police were alerted of the meeting by the victim. The two were arrested by officers from Valelevu.

Fiji officers graduate from Hapkido training FIJI Police Chief Operations Officer ACP Rusiate Tudravu is in Korea with senior officers from the Republic of Fiji Military Forces to witness the graduation of Police and army officers who have undergone HAPKIDO training at the Inje University. He was briefed on the recruiting process of their Police and taken on a tour around the station and their Operations Centre. Fiji-born rugby player jailed in New Zealand A 25-year-old Fiji-born rugby player has been jailed in New Zealand for charge of assault with intent to commit sexual violation. Mid Canterbury rugby player Kolinio Yabia Tamanitoakula appeared in Gisborne District Court today and was jailed for three years, four months and two weeks after pleading guilty to a charge of assault with intent to commit sexual violation. The attack on the woman happened in the Gisborne central business district about 4am on October 2 last year, the morning after Tamanitoakula’s Ashburton‑based team played East Coast in Ruatoria.

Tamanitoakula grabbed the woman and pushed her down some steps where he forced her to the ground and began kissing her. Despite her protestations he forced his hand down her top then pulled down her trousers. When Tamanitoakula was distracted by a passing motorist the woman struggled away from him and ran onto the road in front of a car. She was extremely distressed and covered in wet grass and mud. She told the man driving the car that someone had tried to rape her. The man dropped her in front of the Gisborne police station.

The court ordered the Election Commission to issue a notification for Sharif ’s disqualification. The court verdict said that having furnished a false declaration under solemn affirmation, Sharif was “not honest” under terms of the Constitution. Sharif has maintained that there has not been any wrongdoing on his part. Following the court verdict, a spokesperson of Pakistan Muslims League Nawaz (PML-N) said in a statement that Sharif had stepped down as the Prime Minister. Despite reservations regarding different phases of the Panama case proceedings, the decision of the apex court will be implemented, the spokesperson said. The spokesperson claimed that during the

course of the proceedings of the case, new precedence were set which have not been seen in the history of the country. The spokesperson said all the legal and constitutional options will be exercised regarding the party’s reservations over the judgment. The Supreme Court also ordered the National Accountability Bureau to start a corruption case against Sharif, his children— Hussain and Hassan—and his daughter Maryam. The Supreme Court ordered that the cases against them be registered within six weeks and trial be completed within six months after the registration of the cases. Finance Minister Ishaq Dar, Sharif ’s trusted aide, and Captain Muhammad Safdar, who is Sharif ’s son-in-law and a Member of National Assembly (MNA), also stood disqualified from office, Radio Pakistan reported. Imran Khan, Pakistan’s leading Opposition leader and petitioner in the Panama case, hailed the verdict.

Musharraf ‘mulled using nukes’ against India Pakistan’s former military dictator Gen Pervez Musharraf says he mulled the use of nuclear weapons against India amid tensions following the 2001 terror attack on the Indian Parliament, but decided against doing so out of fear of retaliation, according to a media report. Musharraf, 73, also recalled that he had many sleepless nights, asking himself whether he would or could deploy nuclear weapons, the Japanese daily ‘Mainichi Shimbun’ said. The former President disclosed that amid tensions between India and Pakistan following the 2001 terrorist attack on the

Indian Parliament, he contemplated the use of nuclear weapons, but decided against doing so out of fear of retaliation. When tensions were high in 2002, there was a “danger when (the) nuclear threshold could have been crossed,” the paper quoted Musharraf as saying. At the time, Musharraf had publicly said he would not rule out the possibility of using nuclear weapons. Musharraf also said, however, that at the time, neither India nor Pakistan had nuclear warheads on their missiles, so it would have taken one to two days to make them launch-ready.

Two abducted diplomatic officials of Pakistan’s consulate in Afghanistan have been rescued in an operation conducted by Afghan security forces, the Foreign Office has said. The officials, posted at Consulate General of Pakistan in Jalalabad, were abducted on June 16 while travelling from Jalalabad to Torkham border crossing, the Foreign Office said on Wednesday. “(Afghanistan) President Ashraf Ghani personally phoned Pakistan’s Charge d’affaires in Kabul to inform that the Afghan security forces had recovered the two Pakistani officials in a security operation,” it said. The officials were handed over to the

Embassy of Pakistan in Kabul by the Afghan Ministry of Foreign Affairs. They would be flown back to Pakistan to join their families as soon as possible, the Foreign Office said. Foreign Secretary Tehmina Janjua talked to Afghan Deputy Foreign Minister Hekmat Karzai and conveyed Pakistan’s deep gratitude to the Afghan Government for safe recovery of the two abducted diplomatic officials. The day marked 44 years since the release of Hrishikesh Mukherjee’s Abhimaan, a film dear to him as it brought him and wife Jaya together. They had tied the knot just days before the film’s release. Big B wrote on his blog, “Amiya was the film’s production name. Ami from Amitabh and Ya from Jaya and our respective secretaries were looking after the nitty-gritties while we worked. But as is with most such productions, things went out-of-hand and we ended up with nothing. The rights still belong to ‘don’t know who,’ perhaps one of the secretaries.” Did Bachchan just drop a hint that he would like the film to be remade? Raag Desh movie review Kunal Kapoor, Amit Sadh and Mohit Marwah starrer is the most honest if not the most engaging tale of unsung heroes romance between Prem and Laxmi. Also despite its apt detailing the film lags behind other films in the same genre be it The Legend Of Bhagat Singh, Rang De Basanti etc and that’s because it isn’t as engaging as those films were. The film might also feel like a boring history lesson for those who are of an impatient nature.

Four years after directing Bullet Raja, Tigmanshu Dhulia returns with a true story of INA and its three soldiers and their trial with Raag Desh. The film stars Kunal Kapoor, Amit Sadh and Mohit Marwah in the lead role. Here’s our review of Raag Desh… The movie tells the untold saga of three INA officers Shahnawaz Khan (Kunal Kapoor), Prem Sahgal (Mohit Marwah) and Gurbaksh Singh Dhillon (Amit Sadh), while following the tribunal of the three at the Red Fort conducted by the British army. They have been accused of murder and mutiny. The question is whether they are national heroes or traitors. However their lives depend on various external factors, biggest of it all is the politics between the British Government and Congress. Kunal Kapoor is an able performer and he proves it here once again. His posture, body language, attitude, aggression are apt and he looks like an army officer. Amit Sadh’s portrayal of a brash, hot headed soldier with a perfect Punjabi diction also gives the film a few light hearted as well as whistle worthy moments. However, it was Mohit Marwah, that was a revelation for me. Last seen in Fugly in 2013, I didn’t have many expectations from him but he was spot on and there was not a wrong note in his act. Kenneth Desai as Bhulabhai Desai catapults the film with his hard hitting and highly engaging monologue, in the climax when the film starting to falter. Special mention to Kenny Basumatary as Netaji. He looked and acted perfectly in his limited screen time. Having seen umpteen number of period, as well as patriotic films, Raag Desh is the only movie that is high on factual accuracy and doesn’t succumb to the greed of playing to the gallery for which Tigmanshu Dhulia should be applauded. This is also one of the only Bollywood films where you see characters of different ethnicities and nationalities speaking in their own languages rather than speaking butchered and laughable Hindi. So much for authenticity. In fact, the actors not just fit their part to the T, they even look like the original characters they are portraying on screen. The dialogues of the film will hit you right where it needs to hit. And the recreated version of ‘Kadam Kadam Badhaye Jaa’ will surely give you goosebumps. Despite the brilliant performances, detailing and casting, the film suffers due to its slow pacing, especially in the second half and the implementation of few scenes. Also I am a fan of non-linear story-telling but here it often confuses rather than leaving you intrigued or amused. If you are an impatient kind, you might lose the track in the first 20 minutes itself. The subplots were mostly uncalled for, especially the one featuring a half baked

Make no mistake, this is no A Few Good Men, but it is surely a very well researched tale of unsung heroes we may not even be aware of. Bollywood keeps making films on the likes of Mahatma Gandhi or Bhagat Singh, but it’s high time we give due credit and respect to the likes of Shah Nawaz Khan, Prem Sahgal, Gurbaksh Singh Dhillon and

various others. The film may not be your quintessential Bollywood patriotic drama but despite its various short comings, I’ll still recommend it to everyone. Go and watch the unknown and unheard history of Indian independence unfolds in a most realistic way. If not for anything Raag Desh will surely start a discussion and that is enough.

“When the lift man touched my butt” Akshay Kumar recalls a horrifying incident

One needs to get this right that women are not the only victims of molestation or sexual abuse. Even men get trapped in such traumatic situations but the only difference being, most of them don’t speak up about the same or let’s say the society doesn’t consider it to be that important issue to deal with. But hear it from Akshay Kumar as he recalls to the time when a lift man touched his butt. Yes. It happened when he was just 6-year old. Narrates Akshay in interaction with Mumbai Mirror, “When I was a child, my parents always encouraged me to speak to them frankly about everything. Whether it was discussing a sexual issue or inappropriate behaviour, I was asked to come home and talk frankly. When I was six, I was on my way to a neighbour’s house when the lift man touched

my butt. I was really agitated and told my father (Hari Om Bhatia) about it. He filed a police complaint. Investigations revealed that the lift-man was a history-sheeter. The cops took action and the man was arrested.”

Indu Sarkar is the name of the lead character in this film; Sarkar, being her Bengali husband’s last name. That play of words is by far the only thing clever about this blatantly political propaganda picture. Which is rare for Bollywood, because for the longest, cinema in Bombay has mainly concerned itself with unifying, universal emotions, aimed at vast masses; rather than divisive, partisan politics that inevitably polarises audiences and opinions. This film is set in 1975, when the Congress—apparently choc-a-bloc with capitalist cronies in a socialist economy— had imposed Emergency, or dissolved democracy, for 19 months flat. While the whole nation would have suffered under this oppression, some of its sins being forced sterilisation (‘nasbandi’), and black-marketing of essential supplies, the filmmaker trains his camera chiefly on the plight of Muslims under Congress rule, as tenements get cleared in Delhi’s Turkman Gate to make way for a shopping mall. India’s politically charged young had united under the call of Jayaprakash Narayan’s Total Revolution at the time. But the key people leading the movement, according to this filmmaker, was the Rashtriya Sevak Sangh (RSS). Their offices get raided. An oxymoronic Gandhian Sanghi (Anupam Kher) devices nonviolent strategies to shame the Congress government, in what he calls India’s second fight for independence. Honestly, I’m quite fond of Madhur Bhandarkar. How can you not be? There’s a child-like enthusiasm with which he’s been surveying the world and finding simplicities in it for so long through movies

with self-explanatory titles—Jail, Fashion, Satta, Traffic, Corporate, Page 3—that you can’t help but wonder what juvenility he’s up to next. Bhandarkar calls himself a realistic filmmaker (he even showed up in his own film once to say that about himself!). Be that as it may, what I actually enjoy most about his movies is spotting who’s who. While Kher’s character is probably the Sanghi Nanabhai Deshmukh, minister Om Nath is perhaps Kamal Nath, the fellow in the crooked goatee is Jagdish Tytler, the grand-villain Mogambo, enjoying qawaali in his den, in white kurta-pyjama and long side-burns, referred to only as the ‘Chief ’, is decidedly Sanjay Gandhi (Neil Nitin Mukesh): “Sarkar challenge se nahin, chabuk as chalti hain,” he growls! What about Indu Sarkar? Oh forgot. She’s a woman with a speech defect, and a terrible jallad of a mansplainer husband, who wouldn’t let her give shelter to orphans at home. The husband is also a low-level bureaucrat benefitting most from Emergency. Indu Sarkar simultaneously decides to conquer the stammer, the husband, and the state. No kidding. While high on obvious propaganda, low on aesthetics, where Bhandarkar does well is to show the deep disdain the Indian state has for activists, its excessive censorship, the complete lack of an opposition in politics, and a relentless public campaign through events to suggest all’s well, when it’s really not. Are you thinking what I’m thinking? We’ve clearly been through this before. Could we go through it again? Who knows? Ha, going through this movie is but another matter, my friend.

The Smart brand has had a long history, dating back to the late 1990’s, when the Daimler owned Smart had a diesel option that gave pretty good fuel economy. In 2004, the ForTwo was introduced in Canada under MercedesBenz and still carried the diesel engine. And I think that’s what really made the ForTwo attractive – the diesel engine. For years, smaller cars and trucks in North America never carried a diesel option; it seemed that variant was, and is, reserved for the European and Asian countries, where it continues to sell like hotcakes. Fast forward to 2017 and the third generation Smart ForTwo, complete with gas power. I was fortunate to have

It’s Quirky, but Fun some seat during some great June weather, where the Cabrio function could actually be useful. Waiting for me was a goldcoloured Cabriolet that, in all honesty, looked really cute. What? Did I really use that word? Well, yes, it’s a cute car. It doesn’t have the presence of let’s say a Mini Cooper, but in this shade, it really does make one look. The optional Passion package also adds to the appeal. Getting into the car is easy, but one thing I noticed is that with this small car, the doors seem large and bulky. They also clunk when closed, but remember, it’s not bad considering a base price that starts at $21, 800. Surprisingly, the interior is roomy. No, it’s not an S-class but I’m almost sixfeet tall and I felt very comfortable inside the ForTwo. The cabin of the ForTwo is simple, yet has all the functionality for what’s required for an urban vehicle. Two seats, two cupholders, two vents per person, and some panache. Storage space is minimal and with the engine mounted in the rear cargo area, trunk space isn’t ideal either. That being said, the cabin did feature nice use of materials, with very good fit and finish. Firing up the 898cc turbocharged engine gives a shake to the car, which does stay most of the time. It’s not bad if you are taking the car on short trips – again, built for the city mostly – but I wouldn’t recommend the ForTwo for the highway. We’ll get to that later. In the city, the Smart ForTwo is nimble car. It’s easy to

bounce in and out of traffic with ease. The 89 ponies of horsepower isn’t much, but push the little engine and it can move to get you up to highway speeds. My test vehicle was equipped with a 5-speed manual gearbox and although I like manuals, this one just didn’t have much enthusiasm.

I’m sure that the 6-speed automatic is even less spirited. Regardless, I can’t really knock the engine and transmission because again, it’s built for a purpose, and going fast isn’t really it. One positive aspect about this car that needs to be mentioned happened most times when I had to change lanes or merge – people let me in without really thinking twice. Had I been driving an E or S class, I’m sure I would have heard a honk rather than seeing a wave to usher me in. Yay, Smart ForTwo! Being in a small car did make me cringe a few times, especially when a huge truck was tailing behind me. One time, a semi truck took a little longer than expected to brake and stop. But, rest assured – the ForTwo is built around a safety cage that keeps its passengers safe in case of a collision. I’d rather not test that theory, of course. One aspect of the car that is amazing is its ability to park – this car can be parked anywhere. Even in the tightest of spaces, any parking spot feels huge, like one you’d find at a Costco in the USA. Add the factor of an amazing turning radius and you’ve got a car that even a rookie driver can park in a tight space. I actually had fun zipping around a parking lot, just going into and out of empty spots. The few times I took the ForTwo on the highway, I couldn’t wait to take an exit. The car shakes and is noisy. I’m sure that a hardtop would be less noisy, but with the Cabrio setup and location of the engine, there was a fair bit of noise. The ForTwo also has a high centre of gravity. Why is that important? Well, taking corners at slightly higher speeds needs some getting used to. If you’re not careful, your heart may just skip a beat. My Verdict: It may seem that I knocked the 2017 Smart ForTwo in this review, but in reality, the car fulfills its purpose quite well. It’s for city driving, delivering pizzas or auto parts, or just the vehicle for a dweller in a cramped downtown. While the ForTwo does have a steeper price tag than competitors like the Nissan Micra, Fiat 500, and Chevy Spark, it Jag Dhatt does have the heritage of MercedesBenz as its backing. I do wish that the diesel variant would be an option, however. Pros and Cons: + Easy to park and drive + Cool styling and panache + Fully functional + Improved powertrain and road manners - Noisy, especially at higher speeds

- Requires premium fuel - Lack-lustre transmission; 5-speed is the way to go - Higher price tag compared to the competition

The City of Vancouver has released a 10year housing target that shifts its housing strategy towards renters, low to moderateincome earners, and families. On Tuesday, the city announced a plan to add 72,000 new housing units over the next decade with an eye not just towards boosting

rental supply but ensuring that supply is the “right supply” affordable for residents. “One of the really big moves of the housing strategy here is to turn the spigot on for rental housing,” said Gil Kelley, the city’s planning general manager — a recognition from planners and politicians that for many in Vancouver renting is the only affordable option to stay in the city. Funds Available alternative lenders – and rising interest rates aren’t the only culprit. New proposals for tighter mortgage underwriting standards (B-20 guidelines) from the Office of the Superintendent of Financial Institutions (OSFI) could lead to a five to 10 per cent decline in uninsured mortgage origination volumes, and even sharper pullbacks for the alternative lenders. The proposed changes unveiled by the Office of the Superintendent of Financial Institutions (OSFI) on July 6, would require stress tests to qualify for all uninsured mortgages (roughly 80 per cent of the market), and would make the qualifying rate for these mortgages the contract rate plus two percentage points. “This could reduce purchasing power materially for some borrowers,” said Graham

Ryding, a financial services analyst at TD Securities. While his industry feedback suggests an overall volume decline in the five to 10 per cent range, Ryding noted that alternative lenders are the most sensitive to such changes and could therefore see volumes fall approximately 15 to 20 per cent. The analyst highlighted Equitable Group Inc. and Home Capital Group Inc. as the most sensitive to potentially lower volumes stemming from stricter underwriting standards. “However, we continue to believe Equitable is optimally positioned to gain further market share due to Home Capital’s pull-back, which could somewhat offset,” Ryding said in a research note. Since Genworth MI Canada Inc. and First National Financial Corp. are more focused on insured mortgages, the analyst doesn’t anticipate the proposed changes will directly impact their business, and could make it more affordable for first-time home buyers if prices decline. “If you really want to influence the market, you have to influence the non-insured segment of the market,” Benjamin Tal, deputy chief economist at CIBC World Markets, said after the proposals were unveiled. Atrium Mortgage Investment Corp. is another potential beneficiary, as Ryding noted it could boost its market share in the single family home segment, as the company is not regulated by OSFI.
