Ontario court refuses to order arrest of ex-CRPF officer Dhillon An Ontario court has dismissed a plea by Sikhs for Justice for summons or an arrest warrant to be issued against a retired senior police officer from India, on the grounds that his presence in the country had not been “sufficiently proven” by the hardline activist group. Tejinder Singh Dhillon, who retired as a senior officer of the Central Reserve Police Force and was first denied entry into Canada and then returned to the country courtesy a fresh visa and air ticket provided by its High Commission in New Delhi, is learnt to have left the country for India. 2 injection sites approved for Surrey

Health Canada has approved two supervised injection sites in Surrey. SafePoint will be located along the notorious Whalley strip on 135A Street, a location selected after “consultation with the people who are most likely to access services there,” according to the announcement. The second will be located at the Quibble Creek Sobering and Assessment Centre near King George Boulevard and 94 Avenue. In 2016, 108 people died of illicit drug overdoses in Surrey, up 42 per cent from 2015. Vancouver was the only city with a higher number of overdose fatalities in the province. Besides providing supervised injection services, Fraser Health is also hoping to gain approval to allow consumption of intranasal and oral substances on site — in other words illegal drugs that can be snorted or taken by mouth — which would be a first in Canada. According to Fraser Health spokeswoman Jacqueline Blackwell, the request to include intra-nasal and oral drugs was part of the initial application to Health Canada. “Health Canada has approved supervised injection and has indicated they want more time to review our application for supervised intra-nasal and oral consumption,” she said. “We hope to receive that approval soon.” The sites will also connect users with addiction treatment, including access to suboxone and methadone. Health Canada has also approved another supervised injection site on Vancouver’s Downtown Eastside at 528 Powell St. An unsanctioned overdose prevention site has been operating at the location, known as the Powell Street Getaway, since December of last year. Last month, Vancouver’s chief medical health officer criticized the federal government for moving too slowly in approving supervised drug consumption sites, in light of the fentanyl crisis and overdose epidemic in British Columbia. llicit drug overdoses claimed the lives of 922 people provincewide in 2016.

NDP Leader John Horgan confident none of his MLAs will join Liberals NDP Leader John Horgan says he is confident his MLAs will remain loyal and none of them will leave the NDP to join the Liberals. “No, I’m not concerned about that at all,” said Horgan when asked about the possibility. If the Liberals can convince one Green or NDP MLA to switch parties, it would still be able to continue governing. The B.C. Greens have also said they are sticking together, with no plans for any of the MLAs to switch allegiances. The Liberals have promised to return to the legislature in June, put forward a Throne Speech and see if they can get enough votes to retain the confidence of the house. On Tuesday, B.C. Green Party Leader Andrew Weaver and Horgan, delivered signatures to Government House from the 44 Green and NDP MLAs that have agreed to work together to defeat the Liberal government. Lieutenant Governor Judith Guichon was not there, instead

the two party leaders handed the signatures over to her executive assistant. “Right now, today, was about giving the lieutenant governor an option,” said Weaver. “An option to form a government with 44 MLAs.” Guichon can only negotiate with one political leader at a time and she is currently working with Clark, who has the right to test the confidence of the house. The expectation is that the B.C. Liberals will recall the legislature in the middle of June and see whether they can pass a throne speech and keep the confidence of the house. Horgan says the NDP is anxious to get to a confidence vote and attempt to defeat the governing Liberals. One of the policy issues the party wants to get started on is a $10-a-day

childcare program. The issue was not mentioned directly in the agreement because the Greens and New Democrats differ on how to offer affordable child care. But the NDP says it plans on starting the process of implementing the program early on, if it receives a mandate. “We believe $10-a-day child care is the way to go. We’re going to implement that, and we’re hopefully going to have the support of the Green Party at that time,” said Horgan. “But we couldn’t reach agreement absent access to government decisions that have been made in the past, a good understanding as to how many child care spaces exist today and how many we can create in a short period of time.”

Well, in March, this year, there were several state elections in India, including in Punjab, were the Congress won a thumping victory over the AAp (as predicted by this newspaper). But in Goa and in Manipur, the voters returned a verdict similar to what happened in BC. The Congress won 17 seats in the 40-member house, while the BJP bagged 13. The Maharashtrawadi Gomantak Party (MGP), the Goa Forward Party (GFP) and the independents won three seats each, while the NCP bagged one. By all rights, Congress , as theparty which won the most seats, should have been given the first chance to form government, and then prove its majority support in the legislature by way of a confidence or budget vote. However, the BJP, which runs the central (federal) government in India, did not follow democratic norms and ordered its Lt Governor in Goa( appointed by the federal BJP government in New Delhi, to invited the GOA BJP with its second party status to form government. Not democratic, but this is India. Something similar happened in Manipur state. Congress and other smaller 100 parties cried foul but nothing came of it. BJP in100 Goa and Manipur formed government with 95 than 50 percent of seats in the Legislature less 95 and within weeks had managed to convince 75 some of the smaller parties to support its 75 minority government. Now imagine if BC’s Lt Governor had invited NDP with its 41 seats to form 25 government instead of allowing Christy Clark 25 with her party’s 43 seats to have the first shot. 5 BAINSa constitutional crises. Greater Vancouver home sales return to almost record levels in May Avocado toast be damned. Home sales bounced back to nearly record levels across the Greater Vancouver area in May, according to the Real Estate Board of Greater Vancouver’s latest numbers. Residential home sales hit 4,364 last month, just 8.5 per cent down from May 2016, which saw an all-time record 4,769 homes sold. It was also an increase of 22.8 per cent over April 2017, when 3,553 homes sold. The numbers shared Friday note that May 2017 was 23.7 per cent above the 10-year May sales average and is the third-highest selling May on record. Part of the boost is due to first-time buyers and downsizing families competing for the same type of housing, according to REBGV president Jill Oudil, “Demand for condominiums and townhomes is driving today’s activity,” said Oudil. Which means buyers looking for a detached home will soon have more options to pick from and less competition to out-bid, but anyone searching for a condo will have to hunt. The number of listings also point toward a rebound. New listings for detached, attached and apartment properties across Metro Vancouver numbered 6,044 in May, a 3.9 per cent decrease from the same month last year, but a 23.2 per cent increase compared to April 2017.

The sales-to-active listings ratio — that is, the rate at which properties are selling — across all residential categories is 53.4 per cent; detached homes are at 31 per cent. Analysts note that prices tend to go down when the ratio dips below 12 per cent for a sustained period. Any percentage over 20 for several months will result in prices going up. The ratio for condos is currently at 94.6 per cent, while the ratio for townhomes is 76.1 per cent. “While sales are inching closer to the record-breaking pace of 2016, the market itself looks different. Sales last year were driven by demand for single-family homes,” said Oudil. “This year, it’s clear that townhomes and condominiums are leading the way.” There are currently 8,168 properties listed for sale on the MLS system across the region, a 5.7 per cent increase over the same time last year and a 4.5 per cent increase compared to April 2017. The current composite benchmark price for a residential home in Metro Vancouver is $967,500, an 8.8 per cent increase over May 2016 and 2.8 per cent increase over April 2017. Last month, Australian businessman Tom Gurner blamed millennials’ inability to purchase homes on their apparent love of expensive avocado toast.

However, the 10-page agreement between the NDP and Green lays out more than two dozen policies on other issues, but contained just one bullet point on the housing market. New Democrat David Eby, who has served as the party’s housing critic and is seen as a strong contender for a cabinet post, cautioned against reading too much into the paucity of detail in the document about housing, noting that the NDP and Greens are largely aligned on the issue. “There was a lot of nervousness on social media [Tuesday] about the agreement not reflecting specific housing-platform issues that people obviously care a great deal about,” Mr. Eby said Wednesday. “There’s clearly a shared priority between the two parties of what we both see as the corrupting influence of fraud, money laundering and speculation in our housing market preventing families from getting an affordable place to live.” During the campaign, the New Democrats proposed a 2-per-cent speculation tax on properties in the Vancouver region if their owners pay little or no taxes in B.C. The party also said it would review the province’s current 15-per-cent tax on purchases in the Vancouver area involving foreign buyers. The Greens proposed doubling the foreignbuyer tax to 30 per cent and expanding it across the entire province. The party’s platform also called on the province to work with the federal government to eliminate money laundering and international property speculation. Mr. Eby said the NDP will proceed with the speculation tax and will discuss further action with the Greens. The NDP had said it would create 11,400 new units of affordable housing each year for 10 years, while the Green Party had promised $750-million a year for government-subsidized affordable housing. Matt Toner, the co-deputy leader of the BC Greens, said any new provincial government is now in the unenviable position of “catching a falling knife” with respect to cooling the housing market, but said his party agrees with the NDP that tamping down speculation is a major priority. “To us, it doesn’t matter whether the investor is from Sarnia or Shanghai, it’s just: if they’re looking at a property as an investment instrument, that’s problematic,” Mr. Toner said. Working together on housing will be one of the first tests of the NDP-Green alliance, Mr. Toner said, adding there’s “no magic eight ball” to determine how that will go. Mr. Eby, an MLA from Vancouver’s tony west side, said some other core NDP priorities are putting an end to flipping in the presale condo market, targeting those who abuse bare trusts to avoid taxes and cracking down on those who avoid the foreign-buyer tax. Bryan Yu, a senior economist at the Central 1 Credit Union, said a potential NDP government promising to crack down on real estate speculation could lead to Metro Vancouver’s hot market pausing for the next several months – much like after the Liberals introduced the foreign-buyer tax last summer. “It’s a large-asset purchase for any household, so when you are seeing uncertainty about policies or where it’s going, there may be a wait-andsee attitude,” Mr. Yu said. “It looks like it might slow down some of the market, especially in the apartment and townhome market.” The Greens and New Democrats have also called on relaxing zoning rules to bring more density to neighbourhoods dominated by single-family homes. Pushing cities to zone for more density could be a safe move politically for the alliance because neither party won many seats in Vancouver’s wealthiest neighbourhoods, according to Tom Davidoff, a University of B.C. economics professor who specializes in real estate. “If you look at their riding success, that’s a risk they can take,” said Prof. Davidoff, who spearheaded a push for B.C. to adopt a 1.5-per-cent property surcharge that would target owners of vacant properties.

She will remain a minority premier and present a budget in the Legislature this month. This budget will be a very people friendly budget. It will also be a very NDP and Green friendly budget, probably encompassing many of the NDP And Green policies. So the NDP and the Greens will be forced to vote against a budget that is people and NDP / Green friendly in order to oust Christy Clark. If they support the budget, the Christy and the Liberals get to stay for another year or so. By forcing NDP and Greens to vote against the budget and its people-friendly measures, Christy Clark will be setting them up for attacks in the next election. This is just a political move by Christy Clark.

This week on Monday they organized their annual event named Super Soccer, where around 1000 children from the Schools of Vancouver Eastside got the opportunity to play soccer at BC Place. “Its been 18 years for me as a police officer and I have always tried to help youngsters to get the motivation they need to grow. This is one of our initiatives that helps filling children up with confidence and motivation in their lives, said Kal Dosanjh, President of Kids Play organization. Kids Play Foundation, in cooperation with 14 Vancouver elementary schools, brought 60 teams and

Every child is special and unique. It is our responsibility to nurture them with care and positive attitude. Sports play a vital role in their development”, he said. Kids Play Foundation is founded by 2012 Canadian Olympian Arjan Bhullar and Law Enforcement Officer Kal Dosanjh. Kids Play is a community organization that aims to keep B.C. kids away from the life of crime through its various sports programs. Kids Play believes in building a better future for our youth, one game at a time.

NDP and Greens agree to fight pipeline, electoral reform, hike carbon tax B.C. NDP government, backed by the Greens, would do everything it could to kill the Kinder Morgan pipeline expansion, to hold a referendum in 2018 on proportional representation, to eliminate Metro bridge tolls, to increase the carbon tax, to bring in a $15 minimum wage and to put the Site C dam project before an immediate review, according to details of the power-sharing deal between the two parties. The ambitious deal, which was signed by NDP Leader John Horgan and Green Leader Andrew Weaver at the legislature Tuesday, will formalize a deal to give both parties a 44-seat majority of votes in the legislature and be given to Lt.-Gov. Judith Guichon later this week as proof the two parties are ready to succeed the Liberal government. The 10-page document is not intended to be a detailed list of all the actions of a new government, but instead a guiding document of shared values, say party officials. Nevertheless, it is very detailed and ambitious. Highlights include: • Recalling the legislature within a month of the swearing in of the NDP cabinet. • Do everything in the government’s power to oppose the expansion of the Kinder Morgan pipeline, including withholding relevant provincial permits for the project and engaging in court action. • Introducing legislation to ban corporate and union donations in the first sitting of the next session and put limits on donations. • Introduce legislation to call a referendum on proportional representation to coincide with the fall municipal elections in 2018, and if possible introduce in time for the 2021 provincial election. • Extend the term of the government to four and a half years, by moving the legislated

spring election date to the fall of 2021. • Increase the carbon tax by $5 a tonne every year starting next April, bumping the current rate of $30 per tonne up to $50 per tonne in 2021. There’s no cap on the agreement, so presumably increases would continue if the government were re-elected. The change represents one of the victories for the Greens, as the rate increase is more ambitious than the one proposed by the NDP. They are also proposing to extend it to fugitive emissions and slash-burning.

An agreement to work toward more affordable child care, improve quality and spaces, but no specific mention of $10 a day child care as the NDP had promised, or free child care as the Greens had promised. Details are to be sorted out later. Design and implement an income pilot project to test whether giving people a basic income would improve their lives. Eliminating medicare premiums over the next four years, with a review on how that will be paid for and whether that includes rolling it into income tax. An agreement for the NDP and Greens to consulting on filling major public service jobs and hiring heads of Crown corporations. No mention of balanced budgets, or any other tax increases. Budget will be set by the NDP based on their platform, which did include restoration of the higher income tax bracket for people with incomes of over $150,000. No mention in the agreement of liquefied natural gas industry to address the concerns of the Greens about LNG. There was no mention of fracking, though the NDP platform did promise a scientific review of fracking. Restoration of free adult basic education and ESL. Develop a province-wide poverty reduction strategy, something the NDP has tabled in the house several times.

Clark not resigning as premier — yet Christy Clark may not have enough seats to win a confidence vote, but she won’t resign without a fight. Clark told reporters Tuesday she would test the confidence of the house rather than give up her post as premier. That test will come as early as next month, she said. “We have a duty to meet the house and to test its confidence. Constitutional conventions tells us that and I intend to do that in very short order.” The decision comes one day after NDP Leader John Horgan and Green Leader Andrew Weaver reached a power-sharing agreement to lead the house. “If there is going to be a transfer of power in this province, and it certainly seems like there will be, it shouldn’t be done behind closed doors. It should happen in public … it should happen in the peoples’ house with 87 members elected by British Columbians to our legislature making that decision,” she said. “In times of uncertainty and (with) a close election result like the one we have now, it is more important than ever that we look to the institutions that govern us for guiding us as they have for 150 years.” Should the government fail the test of confidence in the house as seems likely, I would be given the job of leader of the opposition, and I’m more than ready and willing to take that job on Clark’s Liberals won 43 seats in the May 9 election, but together the Greens and NDP hold 44. If Clark can’t win the confidence of the legislature, she would be expected to resign. She would not ask the Lieutenant-Governor for another election, she said.

7 things to watch for next in BC politics Following B.C politics in recent weeks has been a lot like riding a roller coaster — it’s hard to know what twists and turns to expect. Here’s seven things that could happen next in B.C. politics: 1. Christy Clark and the Liberals will form the next government — for now Christy Clark is still the premier of B.C., at least for now. As Clark said yesterday, she plans to recall the legislature sometime in June, introduce a throne speech and wait for the NDP and Greens to vote her down. Assuming that happens, she says she wants to stay on as leader of the opposition. Clark has a reputation for being a tenacious fighter, but it’s worth noting she stood alone at the podium at yesterday’s announcement. 2. The NDP will take over with the support of the Greens If Clark loses a vote in the Legislature, John Horgan is expected to ask the Lieutenant Governor for a chance to form the next government with the support of Andrew Weaver and the Greens. The government will be based on a deal the Greens signed yesterday promising to support the NDP for the next four years, but it’s just a deal to work together — not a formal coalition. And with just a one-vote majority in the Legislature, it’s a fragile arrangement that could easily come unraveled if just one MLA is unable to turn up for a vote in the Legislature. Anything from an illness to a cancelled ferry or flight could quickly spell the end of the NDP-Green government and trigger a new election for B.C. 3. The fight over the Trans Mountain Pipeline expansion will continue Both the B.C. NDP and the Greens have promised to do everything possible to stop the Trans Mountain Pipeline expansion project from breaking ground, but it remains unclear how they plan to do that. Prime Minister Justin Trudeau has already approved the project and promised yesterday that he is not changing his mind. And with the premiers of Alberta and

Saskatchewan backing the pipeline, and First Nations and environmentalists still fighting it in the courts and the streets, the only certainty is more uncertainty before this issue is resolved. 4. Metro Vancouver’s bridges and tolls are on hold Neither the NDP nor the Greens support the Liberals’ plans to replace the George Massey Tunnel with a bridge, but they don’t agree on what should happen instead of that — meaning this project is still up in the air. As for tolls on the Port Mann and Golden Ears bridges, while the NDP has promised to get rid of them, the Greens did not. While there was nothing specific in the deal yesterday, the Greens have promised to support an NDP budget which could axe the tolls. As for the rest of the region’s transportation projects, like the Broadway SkyTrain Expansion Line, light rapid transit in Surrey and a new Pattullo Bridge, both parties have promised more funding to get them underway. 5. The Site C dam will undergo review Both the NDP and Greens have said they don’t support the continued construction of the massive hydroelectric dam on the Peace River in Northern B.C. But they don’t actually plan to stop it yet. Instead, they have promised the megaproject will be reviewed by the B.C. Utilities Commission, with the expectation the independent regulator will rule it’s not in the province’s financial interest to continue with it. 6. $10 a day daycare ... eventually One of the NDP’s biggest election promises is to bring in $10-a-day daycare in B.C., but it’s going to take a decade to roll out the party’s plan. While the deal signed by the two parties apparently promises to bring stable government to B.C. until the next scheduled election in May 2021, minority governments tend to have shorter life spans. So that means while plans to bring in cheap universal daycare may be put in motion, there is a lot that could happen before a daycare

opens in a neighbourhood near you. 7. The next election may have a new set of rules One of Green leader Andrew Weaver’s key demands to support the NDP was a promise to start a process that could change how we vote and elect governments in B.C. As part of the deal signed yesterday the province will hold a referendum during the 2018 municipal elections to decide if we

should switch to proportional representation. And once again, the changes require that the NDP-Greens deal holds together long enough to see it becomes legislation in time for the 2021 election. But one thing that will likely change is the way campaigns are financed in B.C. With both the NDP and Greens making it clear they intend to ban corporate and union donations from politics in B.C.

Fraser River rising with hot weather and snow melt The Fraser River has been rising in response to melting snow and warm temperatures and that’s prompted the River Forecast Centre to issue a high streamflow advisory. The advisory affects the river from the Fraser Canyon to the ocean and means water levels are rising or are expected to rise quickly. “We saw a big jump in the river levels with snowmelt last week and then we’re expecting another jump from the melt earlier this week,” said Dave Campbell, head of the River Forecast Centre. Campbell said river flows through Hope are expected to reach up to 10,000 cubic metres per second this weekend. When the Fraser River flooded in 2007 and in 2012, the river flow was in the 11,000 to 12,000 thousand range. The advisory means that there could be minor flooding in lowlying areas not protected by a dyke. The City of Maple Ridge has already begun regular dyke inspections. “The Fraser River has not been at this level for a few years,” said Patrick Cullen, emergency program coordinator for the City of Maple Ridge. Cullen said those who plan to spend the weekend on the water should exercise caution. “A lot of debris that gathered on the shoreline has been picked up and is sweeping down toward the ocean. The combination of the high flow rate and debris poses a risk for citizens who use the river for recreation,” said

Surrey Six Mounties trial delayed yet again The much-delayed trial of four Mounties charged in connection with the Surrey Six murder investigation has been adjourned again for nearly six months — but the reason for the postponement can’t be reported because the matter is covered by a publication ban. Following numerous prior adjournments, the trial of the accused had been set to get underway before a jury in B.C. Supreme Court in Vancouver on Sept. 25, but has been moved back to March 5, 2018 after a brief court appearance by special prosecutor Christopher Considine and several defence lawyers Wednesday. “The trial of this matter has been adjourned to allow for the completion of the appeal proceedings,” Dan McLaughlin, a Crown spokesman, said in an e-mail. “The special prosecutor is seeking leave to appeal two decisions on this case, one

from the trial court and one from the British Columbia Court of Appeal, to the Supreme Court of Canada. “The issues under appeal are of significance to the trial process. The special prosecutor is not able to specify the legal issues involved as there are bans on publication in place.” Trial delay has become a major issue for courts across Canada with the country’s highest court recently setting time limits on completion of court cases. Asked whether he expects the case of the Surrey Six RCMP officers will see an application by the defence to have the charges stayed on the basis of an unreasonable delay getting to trial, McLaughlin said: “As the matter remains before the courts the special prosecutor will not be making any further comment or speculating on potential applications.”

BC’s small claims disputes go online British Columbians will now be able to resolve their small claims disputes on or under $5,000 through an online tribunal. According to the tribunal, the digital project is a first in Canada where small claims disputes will be filed, negotiated and resolved almost exclusively online. Telephone and mail services will be available for anyone without Internet access. Shannon Salter, the chair of the Civil Resolution Tribunal, says she hopes the online

system will be faster than the current system and increase access to justice. Salter says the online system will also have a “solution explorer” to begin the process which is free for anyone use. “[There are] basic, plain language questions and answers to give you free legal information about your claim as well as things like template letters you can use to try and resolve it yourself,” she said. B.C. has allowed condo owners to resolve their strata disputes online since July 2016.

Setting BC on course to $15 per hour minimum wage on NDP/Green government agenda Putting British Columbia on course to a $15 minimum wage will be part of the Greenbacked NDP government-in-waiting’s agenda, a move that business groups have been wary of as much as labour organizations welcome it. On Tuesday, the same day Ontario announced that it will become the next Canadian jurisdiction to aim for the $15 per hour mark, NDP Leader John Horgan and Green Leader Andrew Weaver unveiled their plan to follow suit. A new government would “(immediately) establish an at-arm’s-length fair wages commission that will be tasked with establishing a pathway to a minimum wage of at least $15 per hour,” and, within 90 days, make recommendations on bridging the minimum wage to “livable wages.” But a rapid jump from the current $11.35 per hour to $15 per hour is “terrible economics”, according to Richard Truscott, the Canadian Federation of Independent Business’ vice-president for Alberta and B.C. Truscott said moving toward a $15 per hour minimum wage in Alberta “has been a tough pill to swallow.” He argues that B.C. should take a more gradual approach or consider exemptions for small businesses. “It makes a great talking point for politicians, but the on the ground reality is that it’s going to hurt small business,” said Truscott. Truscott argued that

large employers like Walmart might be able to adjust to a sudden wage hike, but small businesses would likely respond by raising prices and reducing hours for entry-level employees. “That money doesn’t appear out of thin air,” Truscott said. “Employers have to make adjustments to the new reality, and that’s going to hurt.” However, labour advocates counter that consumers would be likely to pay higher prices if they knew it was paying for better wages for small business employees and that much of it would be recirculated by those workers who have a little more to spend. “I think it will be a huge benefit to the lowest paid workers in the province,” said Irene Lanzinger, president of the B.C. Federation of Labour. Truscott argued that to deal with poverty, focusing on income supports and training initiatives for workers stuck at minimum wages is a better bet. Lanzinger said businesses do need to have time to adjust to an increase but she’s skeptical about the warnings of doom since B.C.’s 2012 $2 minimum-wage increase raising it to $10 from $8 per hour didn’t result in massive job losses. Besides a proposed increase to the minimum wage, Truscott said CFIB’s member businesses are also concerned about the NDP/ Green alliance’s pledge to review labour laws and start raising the carbon tax by $5 per tonne per year starting in 2018.

Health Canada investigating after babies allegedly burned by Banana Boat sunscreen Health Canada says it’s looking into three recent complaints of babies allegedly being burned by Banana Boat sunscreen products. Spokeswoman Renelle Briand says the three reports were all made within the past month and came from multiple locations in Canada.

The most recent report involves a Montreal mother alleging her son developed blisters on his face after she applied a Banana Boat product. Briand says the other complaints, originating in Newfoundland and an unknown location, are similar in nature. Briand says Health Canada has reached out to Banana Boat products maker Edgewell Personal Care for more information, but has not taken any action against the products yet. Edgewell did not immediately respond to request for comment. Briand says Health Canada is taking the complaints seriously and has not ruled out the idea of further action if it determines there’s a significant public risk. “If we do determine that the product actually needs to be taken off the shelves, we’ll take the appropriate measures to do a

recall,” she said. “We’re not at that point yet. The most recent complaint surfaced on May 26 when Montreal mother Caroline Morneau wrote a Facebook post about her nine-month-old son’s recent experience with a Banana Boat product, though she did not indicate which specific sunscreen she used. Morneau wrote that her son developed blisters on his face shortly after using the product, prompting a visit to his pediatrician. The doctor diagnosed second-degree chemical burns and attributed them to the 100 sunscreen, Morneau alleged in her post, 95 which was accompanied by a photograph showing a child whose nose, cheeks and 75 upper lip appear burned. Health Canada acknowledged receiving Morneau’s complaint, which it has not 25 yet5 had a chance to add to its database of adverse reactions. Once it has been added, the0 database will reflect 10 complaints against Banana Boat products filed since 1965. Briand said one previous incident reported in 1996 involved alleged burns. “Often it is not possible to determine if an adverse reaction reported to Health Canada is a result of using a specific health product,” Health Canada said in a statement.

Victoria man injured in indirect lightning strike A Victoria man was injured by an indirect lightning strike Tuesday in what was described as a freak event. At around 9:30 a.m. PT, lightning hit a tree in an RV park in the town of View Royal. At the the time, the man was just feet away, delivering propane to one of the units. “When the lightning bolt hit the tree, it energized the ground around the tree,” said View Royal acting fire chief Rob Marshall. “The gentleman had work boots on — steel shanks and steel toed — so we’re assuming that the lightning connected to the steel and went up one leg, through the body and down the other leg. There were no exit or entry wounds.” The man was conscious and talking but in an extreme amount of pain when the fire department arrived on

scene, said Marshall. He was taken to nearby Victoria General by ambulance. “With electricity [injuries are] hard to tell because you don’t know what it’s done internally to the body. Quite often, we see organ damage,” said Marshall. months, says he now has nowhere to go. “I haven’t really thought about it, too much,” Martin said. “I’ve been worried about getting all my stuff out [of the shelter] and finding a place to put it.” Ty Doucette, who has also been staying at the shelter, says he hasn’t had any luck trying to find a place over the last several months. “Nobody seems to want to rent to people with any kind of issues, whether they’re on welfare or mental health stuff or whatever,” he said. A small group of protesters held a demonstration outside the facility Wednesday. RainCity staff have been working for months to help residents try to find places to stay. “We have been working with people really diligently, trying to find options for them,” said Rain City Housing co-executive director Catherine Hume. “We would all loved to have been talking to you today about all 40 people from inside the shelter who have found safe and secure housing but we’re not in that place. We’re confident that we can be in that place by the fall.” Hume says some people from the shelter have moved into transitional housing and she’s hopeful the remainder will move across the street to the Salvation Army, which just opened several emergency beds. She admits, however, that many people will likely move onto the street or to a nearby tent city. Originally, the RainCity shelter was only supposed to be open for six months

but funding was extended when plans for a permanent shelter in Maple Ridge fell through. In early May, a group of homelessness activists set up a tent city on a municipal lot to protest the closure of the shelter. The city is going to court on Monday to

seek an injunction to close the camp. “Concerns relate to physical harm to the property and delays to the city’s park development plans,” the city said in a news release. “The city is aware, for example, of several rudimentary latrines having been dug into the property, used hypodermic needles being discarded on the property and garbage collecting on the property.” Martin says he’s disappointed the city isn’t doing more to help its homeless population. “Not everybody is a thief and a drug addict,” he said. “Nobody chose to be homeless and it’s not illegal, either. If you lose everything and you walk down the street and people are hating you. It doesn’t make sense to me. Everybody should spend some time on the street for a month. You’d smarten the hell up.”

Drennan. “We know that sex offences on the system are underreported, as are sexual offences in general,” said Drennan. “We estimate that fewer than 10 per cent of sexual offences on the system are reported.” “We have been making a concerted effort to get people to report these offences, whether they are victims or witnesses, and each of these arrests are directly attributable to people who reported these incidents either immediately afterwards, or in one case during the incident.” One man was arrested by police on May 20 after allegedly sitting down next to two women and groping them during two separate bus trips earlier in the month. In one of the incidents the victim was with her young daughter. The suspect was recognized by police and later arrested at the Waterfront Station. The second man was arrested at the Surrey Central Bus Loop on May 21 after allegedly making rude sexual remarks and gestures. The 44-year-old Surrey man was released without charges on a promise to appear by police.

Ottawa announces $867M in financial assistance for softwood lumber industry The Canadian government today announced it will make $867 million in loans available to the forestry industry, workers and communities impacted by softwood lumber tariffs recently imposed by the United States. The deal includes a series of loans and loan guarantees that will work in concert with provincial efforts to support the industry. “We believe that this group of measures across the sector in both the near term and

long term is the appropriate response and one that we think will stand the test of scrutiny,” said Natural Resources Minister Jim Carr at a news conference in Ottawa. Carr said Ottawa is working with the provinces to speak with one voice on the issue. He also said he is not worried about further criticism from the U.S. that Canada is subsidizing the industry with this financial support, because the loans are at market rates. The Ontario and Quebec governments asked the federal government to set up a program to help companies offset the tariffs, which range from three per cent to 24 per cent for five major exporters, with all other companies facing countervailing duties of 19.88 per cent. Countervailing duties are used to level the playing field when a country believes that another country’s product is unfairly subsidized. U.S. lumber companies claim Canadian companies have an unfair advantage with preferential access to Crownowned lands that charge lower stumpage fees.

Delta homeowners stunned by huge tax increases Tsawwassen residents Ron and Verna Neufeld couldn’t believe their eyes when they opened their 2017 property tax bill and discovered it had gone up over 25 per cent in one year. “As seniors on a fixed income, it’s a little bit shocking to get this kind of increase,” said Ron, 85. Last year the Neufelds paid $3,269.65 in property taxes but this year they’ll be forking out $4,093.98, an increase of $824. “That’s approaching $100 a month out of our budget. We certainly did not budget for that,” said Ron. All across Delta, homeowners are reporting stiff increases in their property tax bills due to sky high property assessment values. Rain Longson saw her property tax bill increase 60 per cent, or almost $1,000 dollars over the $1,600 she paid the city last year. Longson says the assessed value of her 114 Street North Delta property jumped over $300,000 “for no apparent reason.” “There’s no way we could sell it for [the assesed value],” she said. The Neufelds say the same is true of their home, which they believe is worth under $900,000 in today’s market, despite being

assessed at $1.254 million. “It seems to us to be a false reading because in July the value of properties around here were at an all-time high and have since slumped significantly,” said Ron Neufeld. Neufeld believes there were two major factors that drove a buying frenzy in his area last summer, pushing sale prices up but only for a short time. “Tsawwassen was suddenly discovered ... by the East Asian market and then there was the reports of the new bridge going across the Fraser River giving us improved access to the city,” he said. “We’ve thought about going to the city and saying, OK, you document that we can sell our house for this much and then we’ll happily pay the tax. But that’s certainly not the case.” Delta Mayor Lois Jackson said the assessment process is outside municipal jurisdiction, but she is sympathetic to those who saw large increases to their property taxes. “Certainly, there are people from other countries coming here and investing,” Jackson said. “There certainly is an impact there, and local government doesn’t have much to say in that situation.”

18-year-old reports sexual assault while canvassing for donations in Vancouver Vancouver police are investigating after an 18-year-old woman reported being sexually assaulted Tuesday night in the city’s Collingwood neighbourhood. The teen was canvassing door-to-door for donations in the area of Vanness Avenue and

Rupert Street just after 8 p.m. PT, according to a statement from police. She was pulled into a home and groped by a man, police said. The woman ran and contacted police, who are now looking into the allegations.

Landmark deal in RCMP sexual-harassment class-action lawsuit An unprecedented settlement that will pay up to $220,000 to women who were sexually harassed while working for the RCMP over the past 40 years has been approved by a Federal Court judge, who called the agreement fair and reasonable. In a written decision, Judge Ann Marie McDonald called the settlement one that was in the women’s best interests, given that litigation might otherwise have dragged on for years with uncertain prospects as to an outcome. “The proposed settlement has a number of features and benefits that extend beyond a strictly monetary compensation scheme and, as a result, the settlement agreement goes well beyond what the plaintiffs may have been awarded after a trial,” McDonald said. “Considering the very personal and painful nature of the claims, the settlement process includes a non-adversarial claims process with numerous safeguards to protect the privacy of claimants.” The deal covers all women harassed while working for the RCMP, starting in September 1974 when the force first began taking female recruits. Many of the women would otherwise now have had no legal recourse because of the passage of time. Each victim is eligible for a minimum of $10,000, with $220,000 going to those most egregiously harmed. In some cases, close relatives can receive a total of 10 per cent of a claimant’s reward. While as many as 20,000 women are believed eligible for compensation, the lawyers involved estimate more than 1,000 claimants will receive about $89 million. The government has set aside $100 million for the payouts, even though there is no total cap. McDonald praised the agreement for including a public RCMP apology to the women — already delivered by Commissioner Bob Paulson in October — along with “institutional change initiatives” aimed at eradicating gender-based harassment. Neither the RCMP nor the federal government explicitly admitted any wrongdoing. The judge also agreed the two law firms

involved should get 15 per cent of the claims paid to victims. The lawyers had initially signed on for 33.3 per cent. They agreed to cut that in half because the government is also paying them $12 million.

Megan McPhee, one of the plaintiffs’ lawyers, expressed pride at the outcome of the lawsuit. “This is the first workplace gender-based harassment class-action settlement in Canada,” McPhee said on Wednesday. “We’re hopeful that it will provide a model for people in other situations … where there has been harassment or deeply personal common injury.” McDonald approved $15,000 in honoraria for two representative plaintiffs — Janet Merlo and Linda Davidson. “This included publicizing their personal account of the gender and sexual-orientation harassment which they endured within the RCMP,” McDonald said. “This has required the public reliving of painful events.” In an interview Wednesday, Davidson, 58, now of Bracebridge, Ont., said she had to speak out when she realized her attempts at internal redress were going nowhere and that many other women were “very silent” about what they were enduring. At the same time, she said, it’s been a difficult path. “My whole life has been exposed to every Canadian and American and anybody who wanted to read my most frail and intimate moments,” said Davidson, who started with the RCMP in 1985 and became one of the few women to become a commissioned officer. “It’s taken its toll. The toll has been horrific.”

Balmoral Hotel residents occupy Vancouver mayor’s office More than 20 residents of a single room occupancy hotel on the Downtown Eastside protested in Vancouver Mayor Gregor Robertson’s city hall office for several hours Wednesday, saying they wouldn’t leave until the issues with the rotting building are resolved. A statement from the Carnegie Community Action Project (CCAP), which is supporting the residents of the Balmoral Hotel at 159 East Hastings Street, said the tenants refused to leave until they got copies of engineer reports and “a guarantee that the city will pay for emergency repairs while not displacing tenants during the renovations.” The building, long plagued with problems, holds 150 tenants and is at the “risk of collapsing,” said a CCAP coordinator. The group argued the “Residential Tenancy Branch does not have enough power to defend us and city hall has not enforced their maintenance bylaws.” It also believes that, if the building is condemned and tenants are forced to leave, it will be sold and renovated for high-income residents. In a statement, Mayor Gregor Robertson said the hotel conditions are “disgusting.” “No resident of Vancouver should have to live in housing like that. The repeated building and safety violations are putting

some of our most vulnerable residents at risk and are a massive strain on city resources,” he wrote.

Robertson said staff are looking at “every possible” regulatory and legal tool at their disposal to force the owners to improve the Balmoral. The building is owned by the Sahota family, which runs a number of Vancouver buildings for low-income residents that have had maintenance issues in recent years. City Coun. Geoff Meggs, who visited the protesters to listen to their concerns, said the Sahotas have a poor track record as landlords, and didn’t mince words in his characterization of them. “They’re despicable slumlords, and that’s been true for a long time,” he said. “The last thing we want to do is dislocate anybody. The first thing we want to do is get the place safe. I think some of you have reflected that catch-22.”

Overdose deaths hit 488 in BC so far this year, almost 200 more than this time in 2016 British Columbia’s coroners’ service says there were 136 suspected overdose deaths in the province in April. That amounts to almost double the number of deaths compared with the same month last year. The newest data bring the total number of overdose deaths in B.C. to 488 in the first four months of 2017. At this point last year, that number was 290. Chief coroner Lisa Lapointe said in a statement that it’s concerning that more than half of the deaths occur in private residents

and many drug users don’t take advantage of safe consumption sites. “I strongly urge those using illicit drugs to do so only at a safe consumption site or drug

overdose prevention site, if one is accessible,” she said. “The risks associated with all illicit drugs in the province are extreme, and access to emergency medical assistance is essential to prevent fatal consequences.” Lapointe also urged users to first take a smaller dose to limit the effects of a highly potent batch and use drugs in the presence of someone who can administer the overdosereversing drug naloxone and call 911. Men account for over 80 per cent of the deaths so far this year, and more than half the deaths involved people aged 30 to 49. Vancouver has the highest number of fatalities this year, with 144 overdoses, followed by 51 in Surrey and 37 in Victoria. Overdose deaths have been largely attributed to the synthetic opioid fentanyl, which was connected to nearly 45 per cent of drug deaths between 2015 and 2016. The coroners service says data reflecting the proportion of fentanyl related deaths from a more recent period is expected to be released in June.

BC has no exclusive claim on its coast, Alberta premier warns pipeline foes British Columbia cannot lay solitary claim to western tidewaters and must allow landlocked Alberta to have access to the coast for export markets, says Alberta Premier Rachel Notley. “At the end of the day, we can’t be a country that says one of its two functional coastlines is only going to do what the people who live right beside it want to do,” Notley said in an interview. “We have to be able to engage in international trade, and that’s what we’re doing.” British Columbia’s New Democrats and Greens signed a four-year political manifesto Tuesday with a long list of ambitions to govern the province, including a plan to stop the Kinder Morgan pipeline expansion.

The $7.4-billion project would triple the capacity of the line, which runs from Edmonton to Burnaby, B.C., providing Alberta critical access to international export routes. NDP Leader John Horgan, who would become B.C. premier under the agreement with the Greens, said both parties have a responsibility to “defend” the coastline and stop the pipeline. The line, which opponents say would increase tanker traffic seven-fold off the West Coast, has faced opposition from

environmental and Indigenous groups who fear increased crude oil exports would threaten B.C’s fragile coastal waters. Even before the alliance was announced, both federal and provincial leaders sparred over the pipeline proposal with Andrew Weaver, leader of the B.C. Green Party, who downplayed any future economic benefits to B.C.. He told reporters the prospect that thousands of promised pipeline jobs would materialize was as likely as “unicorns in all our backyards.”

Despite the aggressive political posturing among her counterparts to the west, Notley remained adamant the pipeline will proceed. The pipeline has been approved by the National Energy Board and no province, or newly formed political alliance, has the power to veto those decisions. It’s critical that Alberta oil be granted access to the B.C. coast, Notley reiterated on Wednesday. “And that’s why our Constitution sets out that the federal government has the ultimate responsibility for infrastructure projects,” said Notley, who noted that her government has seen no need to draft any contingency plans for oilsands exports. “There is not really a Plan B. Once the decision is taken, the work will go forward.”

Homolka volunteers at Montreal elementary school

As Karla Homolka rushed past news cameras and photographers snapping pictures in front of her children’s private Christian school in Montreal, a woman was pacing behind her, screaming and clapping her hands. “In the name of Jesus, leave her alone,” she yelled at the throng of reporters. “It is written that everyone of us is sinful and we must forgive, because God is a forgiving God. Leave her alone.” Homolka, who lives in Châteauguay, has been sending her three children to the Seventh-day Adventist school in the NotreDame-de-Grâce neighbourhood since September. On Wednesday morning, she parked her black Honda SUV in front of the photographers, and rushed her three children inside the school. On her way back to her car, she used her purse in an attempt to block the view of her face. Homolka served 12 years in federal prison after pleading guilty to manslaughter in the deaths of Ontario schoolgirls Leslie Mahaffy and Kristen French. Her ex-husband, Paul Bernardo, is serving a life sentence for his role in multiple rapes and homicides. Homolka reportedly supervised kindergarten children from the Greaves Adventist Academy on a field trip in March. Parents told the Montreal Gazette on Wednesday that Homolka has been seen in the schoolyard with her dog, and allowed the children to pet the dog. She was also permitted into school to show off her dog to the students. The school was aware of Homolka’s criminal past before she started volunteering there. Several parents told the Montreal Gazette they only became aware of Homolka’s involvement with their school after a man, who called himself a concerned citizen, passed out leaflets to parents back in March. One parent, who tried to raise the issue with the school, was told he would not be welcome back when the new school year starts in September.

Woman dies while trying to cross illegally into Canada from USA A Ghanaian woman found dead near the Canada-U.S. border was on her way to see her newborn granddaughter in Toronto and had been living in the U.S. under an expired visa. Mavis Otuteye was heading for Toronto to see her daughter’s five-week-old newborn when she was reported missing, said Maggie Yeboah, president of the Ghanaian Union of Manitoba.

Border patrol officers on the U.S. side found Otuteye dead in a ditch after several hours of searching. Yeboah said she talked to Otuteye’s daughter about what happened. “She’s not taking it very well. She is the only daughter,” Yeboah said. “Mavis doesn’t have any other children aside from her. She’s very devastated.” Mavis Otuteye’s niece Augustina Otuteye said she felt something was wrong when she spoke to Mavis last Thursday. “She wasn’t herself. I was asking her, ‘Are you OK?’ She said, ‘I’m fine,’” Augustina said. “She sounded very quiet, but I thought maybe she was tired or not feeling good, so I said, ‘OK, I will call you back later, I will let you rest.’’ That was the last time Augustina spoke to her aunt. Augustina said she tried calling Mavis last Friday, but got her aunt’s voicemail. She kept trying all weekend but couldn’t get through. “Me and Mavis, we talk three to four times a day. She didn’t answer, so I thought maybe something happened,” Augustina said. On Monday, she got a phone call from another aunt in Ghana, asking if she’d heard Mavis was dead. “It made me feel sad, I cry for two days. I didn’t sleep. It was very, very, very disturbing.

It’s like I’m dreaming. Any time I see the news, I think, ‘Wow — this is real?’” Augustina said. She questioned whether her aunt would have even been able to walk across the border, because she had back problems and limited mobility. “She came in on a visitor visa and has an overstay since 2006. She was not legally present in the United States. If we had encountered her, she would have been arrested and subject to removal,” said Kris Grogan, a public affairs officer with U.S. Customs and Border Protection. Border patrol officers found her body in a ditch late afternoon last Friday, and an initial autopsy has ruled hypothermia as the cause of death. Residents in nearby border towns have expressed concern about the safety of the people walking across the border into Canada seeking refuge. Otuteye’s family wants answers into the circumstances surrounding her death, which the Kittson County sheriff ’s department and the Minnesota Bureau of Criminal Apprehension are investigating. The United Nations High Commissioner for Refugees issued a statement Thursday afternoon expressing condolences to Otuteye’s family. “Like elsewhere in the world, UNHCR remains concerned by such irregular movements over borders that often put in danger those feeling that there is no other way for them to seek protection,” said Azadeh Tamjeedi, a lawyer with the agency. The agency said it is confident Canada will be “responsive” to the plight of refugees and allow those seeking asylum to get protection in Canada. Dozens of Ghanian asylum seekers have made the trek through farmers’ fields and walked into Manitoba often through treacherous weather with the hope of seeking refugee status in Winnipeg this year alone. Yeboah said news of the death of one of their own has sent shock waves throughout the community. “We are very sad because nobody was expecting this to happen.”

Canada’s top CEOs earn 193 times average worker’s salary The compensation of Canada’s highestpaid CEOs jumped seven per cent between 2014 and 2015, to a record high average of $9.5 million, according to a new study. In a report published Tuesday, the Canadian Centre for Policy Alternatives, a left-leaning think-tank focused on economic and social policy, analyzed salary information from 249 TSX-listed companies and identified the top 100 earners. The 100 richest CEOs in Canada took in an average of $9.5 million in 2015, a figure that includes salaries, bonuses, share grants and stock options, the report said. That’s well ahead of the $49,510 the group says the typical full-year, full-time worker earned in 2015. Based on 2015 earnings, Canada’s 100 top CEOs will earn by 11:47 a.m. today what the average Canadian will make in a whole year. “Nobody’s worth that much money. I mean, this is absurd,” said Hugh Mackenzie,

a research associate at the think-tank and author of the report. “Thirty years ago they managed to scrape by on 40 times what the average person is paid, and now, it’s 193 times.” Between 2008 and 2015, the country’s 100 top-paid CEOs saw their compensation climb about 30 per cent, while the average wage for Canadians increased by just 17.5 per cent. The highest-paid CEOs, according to the study, in order were: Other notable names include BlackBerry’s John Chen. He was the highestearning CEO in 2014, but dropped to 91st in 2015, earning $3.8 million. Eric La Flèche of Metro Inc. was the lowest-paid CEO on the list of 100, earning $3.6 million in 2015. Landmark deal in RCMP sexual-harassment class action wins court approval An unprecedented settlement that will pay up to $220,000 to women who were sexually harassed while working for the RCMP over the past 40 years has been approved by a Federal Court judge, who called the agreement fair and reasonable. In a written decision, Judge Ann Marie McDonald called the settlement one that was in the women’s best interests, given that litigation might otherwise have dragged on for years with uncertain prospects as to an outcome. “The proposed settlement has a number of features and benefits that extend beyond a strictly monetary compensation scheme and, as a result, the settlement agreement goes well

beyond what the plaintiffs may have been awarded after a trial,” McDonald said. “Considering the very personal and painful nature of the claims, the settlement process includes a non-adversarial claims process with numerous safeguards to protect the privacy of claimants.” The deal covers all women harassed while working for the RCMP, starting in September 1974 when the force first began taking female recruits. Many of the women would otherwise now have had no legal recourse because

of the passage of time. Each victim is eligible for a minimum of $10,000, with $220,000 going to those most egregiously harmed. In some cases, close

relatives can receive a total of 10 per cent of a claimant’s reward. While as many as 20,000 women are believed eligible for compensation, the lawyers involved estimate more than 1,000 claimants will receive about $89 million. The government has set aside $100 million for the payouts, even though there is no total cap. McDonald praised the agreement for including a public RCMP apology to the women — already delivered by Commissioner Bob Paulson in October — along with “institutional change initiatives” aimed at eradicating gender-based harassment. Neither the RCMP nor the federal government explicitly admitted any wrongdoing.

Harjit Sajjan blasts Boeing in defence industry speech over trade spat with Bombardier Defence Minister Harjit Sajjan used a major speech Wednesday to the defence industry to blast American firm Boeing for picking a trade spat with Bombardier. Sajjan said Canada is disappointed by the “unfounded” action by one of its major partners in the defence industry and he delivered that message to hundreds at a breakfast speech at a major trade show for military contractors. Boeing has petitioned the U.S. Commerce Department and the U.S. International Trade Commission to investigate subsidies for Bombardier’s CSeries aircraft that it says have allowed the Canadian company to export planes at well below cost. Ontario becomes 2nd province to go ahead with $15 an hour minimum wage Ontario Premier Kathleen Wynne has announced a plan to increase the provincial minimum wage to $15 an hour by Jan. 1, 2019. The increase would be phased in over the next 18 months, rising to $14 an hour on Jan. 1, 2018, and then to $15 the following January. After that, it will rise annually with inflation. “People are working longer, jobs are less secure, benefits are harder to come by and protections are fewer and fewer,” said Wynne. “In a time of change like this, when the very nature of work is being transformed, we need to make certain that our workers are treated fairly.” Currently, Ontario’s minimum wage is $11.40 an hour. Across Canada, the current minimum ranges from $10.72 in Saskatchewan to $13 in Nunavut. Alberta became the first province to pass a $15 hourly wage in September 2016, but it doesn’t go into effect until October 2018. The wage increase is part of a larger piece of proposed legislation: The Fair Workplaces, Better Jobs Act, which aims to better protect part-time or contract workers. Among the proposed changes are the requirement that after five years with the same employer, the minimum vacation entitlement for workers would rise to three weeks per year. All workers would also be given 10 personal emergency leave days a year, and a minimum of two of those days must be paid. (Currently, only employees of large companies are entitled to this.) Employers would not be allowed to request

a sick note from an employee taking personal emergency leave. Many of the changes address shift work in particular. The proposed legislation says employers would be required to pay three hours of wages to an employee whose shift is cancelled with less than 48 hours notice, and that employees would be able to refuse shifts without repercussion if given less than four days notice.

The proposed legislation also says: Equal pay would be mandated for parttime workers doing the same job as a fulltime workers. Employers would be prohibited from misclassifying employees as “independent contractors.” Rules for creating a union would be modernized, including the extension of cardbased certification to temporary workers, building services workers and community care workers.

Canada’s $867 million in aid to lumber industry riles U.S. producers The federal government crafted its $867-million assistance plan for Canada’s forest sector to avoid the appearance of subsidy to its U.S. opponents in the softwood lumber dispute, but it has already annoyed the main American lobby group. Natural Resources Minister Jim Carr unveiled on Thursday expanded loan guarantees, financing support and employment-insurance extensions to lessen

the reduce of expected job losses caused by punishing duties attached to Canadian softwood exports to the U.S. starting at the end of April. Carr characterized the portfolio of aid as “our pledge to take swift and reasonable action to defend our softwood lumber industry and charts a stronger future,” for workers and communities that depend on the industry. The U.S. Lumber Coalition, however, said the assistance, offered through Export Development Canada and the Business Development Bank of Canada only amounts to additional subsidies in their complaint against the Canadian industry. “Today’s announcement of a new government subsidy for Canadian softwood lumber producers only further tilts the trade scale in Canada’s favour,” said U.S. Lumber Coalition spokesman Zoltan van Heyningen. The crux of the U.S. complaint is that the way provinces charge company’s stumpage

to log on Crown land effectively subsidizes Canadian producers, compared with American producers that have to buy logs from private landholders. Canada will argue that Thursday’s measures are simply extensions of existing programs that companies affected by the dispute can use, not a specific aid package. “In our world, this isn’t any kind of bailout,” said Carla Qualtrough, minister of sport and persons with disabilities, and the federal government’s spokeswoman on the issue. Qualtrough said in an interview that government believes the risk is “extremely low” that its measures will be deemed as subsidies. They include $605 million in loans and loan guarantees through Export Development Canada and the Business Development Bank to help companies with cash flow, with finding new markets or with making capital investments during the dispute. That financing, however, will be offered on commercial terms, said Susan Yurkovich, president of the B.C. Lumber Trade Council, which should also rule it out as a subsidy. Yurkovich said that while the marketdiversification elements don’t get at the industry’s immediate needs during the dispute, “those are longer-term things (that) the industry needs to do.” The package also includes $260 million over three years to expand programs to help diversify Canada’s markets and help indigenous communities explore opportunities and $10 million to extend employment insurance top-ups for jobsharing arrangements to mitigate job losses. B.C. NDP Leader John Horgan welcomed the federal announcement, calling it a “good start,” as he pledged to keep the softwood lumber dispute a top priority as his NDPGreen alliance prepares to take power. He just wants to ensure B.C. firms get a share of the assistance commensurate with its contribution of more than half of Canada’s lumber trade with the U.S.

US softwood lumber duties will cost 2,200 jobs and $700 million: Conference Board of Canada The Conference Board of Canada says U.S. softwood lumber duties will cut $700 million from Canadian exports over two years and result in the reduction of 2,200 jobs. The board released a report Wednesday that says curtailed exports should lower the industry’s pre-tax profit to $1.1 billion in 2018, down from $1.8 billion last year and $1.4 billion this year, despite growing revenues. The U.S. government recently imposed preliminary countervailing duties ranging between three and 24 per cent on Canadian softwood lumber exports. Anti-dumping duties to be announced next month are expected to raise tariffs to about 30

per cent, half of which should be absorbed by Canadian producers. Michael Burt, director of industrial trends for the board, says that without tariffs, Canadian wood sector employment would grow by 1,000 to reach 93,300 next year, but with the tariffs employment is projected to fall to 91,100. The board’s report says duties paid at current export levels will cost Canadian producers $1.7 billion a year until a softwood settlement is reached. The gloomy forecast comes after the Canada industry last year enjoyed its strongest performance since the U.S. housing collapse in 2006, as exports grew 13.5 per cent to reach $13.2 billion.

Massive Kabul truck bomb kills 90 At least 90 people were killed and hundreds wounded on Wednesday when a massive truck bomb ripped through Kabul’s diplomatic quarter, bringing carnage to the streets of the Afghan capital just days into the holy fasting month of Ramzan.

No group has so far claimed the powerful blast, which officials said was caused by 1,500 kilogrammes of explosives hidden inside a sewage tanker, in what appeared to be a major intelligence failure. Afghanistan’s intelligence agency blamed the Taliban- allied Haqqani Network for the attack. The Taliban - currently in the midst of their annual “spring offensive” denied they were involved, while strongly

condemning the blast. The insurgent group rarely claims responsibility for attacks that kill large numbers of civilians. Rescue workers were digging bodies from the rubble hours after the explosion, many of them disfigured and charred, as anguished residents searched for missing relatives. Dozens of mangled and upturned cars choked the roads as wounded survivors and panicked schoolgirls scrambled to safety. The attack underscores spiralling insecurity in Afghanistan, where the NATO-backed military, beset by soaring casualties and desertions, is struggling to beat back insurgents. “In this powerful attack 90 people have been killed and 400 wounded, including many women and children,” said the government’s media centre, with health officials warning the toll could climb further. President Ashraf Ghani slammed the attack as a “war crime”. The sound of the bomb, which went off near Kabul’s busy Zanbaq Square, reverberated across the Afghan capital, with residents comparing it to an earthquake.

Deploring the loss of lives in Kabul attack yesterday, Hussain assured the government and people of Afghanistan that he and his companions and the entire “Mohajir Nation” stands with the people of Afghanistan during this time of test. “Mojahir Nation” is an Arabic-origin term used in Pakistan to describe Muslim immigrants. The MQM, Karachis biggest political party, is facing a crackdown after its former self-exiled leader Hussain in London last year delivered an anti-Pakistan speech and asked his workers to launch attack on media.

Pakistan fears Indian influence in Afghanistan The US intelligence community has informed Congress that Pakistan does not want heavy Indian influence in Afghanistan and will likely turn to China to offset New Delhi’s sway in Kabul, the media reported on Monday. During a recent hearing on Afghanistan at the Senate Armed Services Committee, US intelligence chiefs assessed the situation in the war-torn country, and discussed Pakistan’s interests in Kabul, Pakistani newspaper Dawn reported. The Trump administration is finalising a new policy for Afghanistan and the ongoing consultations in the White House have generated much interest in the US media and think-tanks. Republican Congressman Adam Kinzinger recently suggested resuming air strikes on terrorist targets in Pakistan. Observers in Washington said the Trump administration might do so if terrorists targeted US military personnel and installations in Afghanistan. “Pakistan is concerned about international isolation and sees its position through the prism of India’s rising status, including New Delhi’s expanded foreign outreach and deepening ties to the US,” said National Intelligence Director Dan Coats, who leads a team of more than a dozen spy agencies, including the CIA and FBI. “Pakistan will likely turn to China to offset its isolation, empowering a relationship that

will help Beijing to project influence in the Indian Ocean,” the Dawn quoted Coats as saying. Coats said Islamabad had failed to curb terrorists in Pakistan and because of this failure, “these groups will present a sustained threat to the US interests in the region and continue to plan and conduct attacks in India and Afghanistan”.

Aid arrives as Sri Lanka flood toll exceeds 200 International aid arrived into Sri Lanka on Wednesday as the death toll from the island’s worst floods and landslides in well over a decade climbed to 202. Foreign Minister Ravi Karunanayake said 16 countries had rushed relief supplies and medicine to assist more than 600,000 people driven from their homes following Friday’s monsoon deluge. “We also have a lot of enquiries from other countries and organisations wanting to know our immediate needs. We are moved by the spontaneous response,” Karunanayake told reporters in Colombo. India and Pakistan also deployed medical teams on the ground in some of the worstaffected areas, he said.

The Disaster Management Centre confirmed the death toll rose to 202 after the discovery of more landslide victims beneath tonnes of mud in Sri Lanka’s hard-hit southwest. Another 96 people were listed as still missing. As the floods receded in most areas, hundreds of volunteers have fanned out to begin cleaning drinking wells to bring fresh water to survivors, officials said. Government spokesperson Rajitha Senaratne said additional medical teams were also being deployed to prevent the spread of waterborne diseases. In May 2003, 250 people were killed and 10,000 homes destroyed after a similarly powerful monsoon.

The row over beef eating and cattle trade kept the political cauldron astir today despite Finance Minister Arun Jaitley’s attempt to calm frayed tempers by insisting the new Central notification will not interfere with state laws on slaughtering animals. Following several days of protests, particularly in Kerala and Tamil Nadu, Jaitley told a press conference in New Delhi that the ban imposed by the Centre on sale and purchase of cattle from animal markets for slaughter had nothing to do with state legislations. The animal markets are meant for farmers and not for traders, he said, adding that “This is the only effect of the notification.” “Every state has its own legislation or no legislation (with regard to slaughter of cattle). You have provision in the Constitution Article 48 (Directive Principles) which says that certain category of animals have to be protected,” Jaitley said. West Bengal’s feisty Chief Minister Mamata Banerjee, who has been at the forefront of the Opposition’s attack on the ban, added a new twist to the row, claiming the Centre was planning to omit buffalo from the ambit of its notification to favour “certain people close to BJP” involved in trade of its meat. “Some people close to the BJP are involved in the buffalo meat trade and that is why, they (Centre) are planning to allow the slaughter of buffaloes,” she told a public meeting in Tarakeshwar in West Bengal.

Maharashtra farmers begin indefinite stir on violent note An indefinite strike by Maharashtra farmers, the first of its kind in the country, began on a violent note with protesters stopping milk and vegetable supplies to major cities in the state. According to the police, trucks carrying milk and vegetables were stopped along all major roads by protesters and their contents emptied on the streets. “Tankers carrying milk to Mumbai from Kolhapur, Sangli and Satara were stopped and content spilled on the highway,” the police said. They, however, added that no complaint was filed in that regard. In Ahmednagar’s Kopargaon area, trucks carrying vegetables were set on fire. In Nashik (epicentre of protests), Dhule, Sangamner and Nagpur, trucks carrying fruits and vegetables were vandalised and those transporting the produce were also beaten up, the police said. An umbrella group of farmers under

bringing agricultural produce to cities like Mumbai and Pune were damaged by

protesters. At most places, policemen remained mute spectators as the administration did not want to antagonise farmers. The morcha has put forward a number of demands including waiver of loans and a minimum support price for their produce in addition to 100 per cent subsidy for drip irrigation. A meeting between the morcha representatives and Chief Minister Devendra Fadnavis failed on Wednesday morning and the farmers resolved to press ahead with their strike. Retailers in Mumbai said they had stock of vegetables and milk for a couple of days and the supplies would be hit if the strike continued beyond a couple of days. “Mumbai, Thane, Navi Mumbai, Pune, Nashik, Nagpur and other cities will run out of milk, fruits and vegetables in the next couple of days,” farm leader and Lok Sabha Member Raju Shetti said.

India, Spain flay selective fight against terror Prime Minister Narendra Modi today landed in Madrid, on the second leg of his four-nation tour of Europe, after wrapping a successful visit to Germany. The PM held talks with Spanish President Mariano Rajoy in the morning and seven agreements were later signed between the two countries. The joint statement issued at the end of the PM’s visit highlighted many of the areas where both nations shared common views. The emphasis was on fighting terrorism, particularly in light of the recent attacks in Manchester. “The two leaders called on the international community to end selective or

partial approaches to combating terrorism and jointly called for early finalisation and adoption of a Comprehensive Convention on International Terrorism by the UNGA,” said the statement. The PM thanked the Spanish President for his country’s support for India’s membership of the MTCR. Pakistani troops also opened fire and shelled posts along the LoC in Krishnagati sector of Poonch district from 0740 hours, he said. The reports said there has been firing along the LoC in Balnoi and Mankote sectors too. “The Indian Army posts are retaliating strongly and effectively and the firing is presently on”, he said.

The firing and shelling by the Pakistan Army in May this year has affected over 12,000 people. On May 17, the Pakistan Army had fired on forward posts along the LoC in Balakote sector in Rajouri district. The Pakistan Army had shelled forward areas and civilian belts along the LoC in Rajouri district on May 15 and 16. The Pakistani Army had on May 13 pounded civilian areas and forward posts along the LoC in Nowshera area with mortars, killing two civilians and injuring three.

BJP hopeful of cow protection law As various high courts, the latest being Rajasthan, deliver differing verdicts on the Centre’s notification banning sale and purchase of cattle for slaughter, the BJP leadership believes the nationwide debate will help generate necessary awareness and support for a national law on cow protection in the country. The Rajasthan High Court today recommended that cow be declared the national animal of India and that punishment for its slaughter be increased from the current 10-year jail to life term. A day after the Madras High Court ordered a month-long stay on the Centre’s notification, the Kerala HC today declined to entertain a PIL seeking its quashing. According to reports, the Kerala court maintained there was no constitutional violation in the rules and interference in the notification was not warranted. BJP sources, who highlight “Congress

complicity” in reported atrocities against cow in Kerala and elsewhere, say the action of Youth Congress activists “who slaughtered a cow in public and cooked its meat and distributed, will prove to be its

nemesis in the South”. Saffron leaders claim with one stroke the Congress “exposed its true colours”. As the BJP sets to build on the opportunity delivered to it on a platter into a campaign against the Congress, saffron leaders say “not many changes” should be expected in the new laws formulated by the Environment Ministry.

The notification had been issued after getting the terms and conditions finalised by the Additional Chief Secretary (Home), Nirmaljeet Singh Kalsi. The commission has been set up under Section 11 of the Commission of Inquiry Act, 1952. Its tenure would initially be one month, to be extended by the government, if required. The notification said the government had taken cognisance of news reports that the H1 bidders are/were employees of Rana Gurjit. The earnest money payable by such bidders (within two days as per the tender conditions) was paid by a firm, Rajbir Enterprises. The allegation appears to be that the said H1 bidders are nothing but a front for the minister in question, who had influenced the price bid by virtue of being a minister, thus financially benefiting from the tender. Two quakes hits Haryana; tremors felt in Punjab

Two medium intensity quakes hit Haryana, tremors of which were felt in Punjab, Delhi and other parts of northern India early Friday morning. The epicenter of the first quake, measuring 5.0 on the Richter Scale, was Rohtak district in Haryana, said the Center for Seismology under the India Meteorological Department. The depth of the quake was 22 km and the tremors lasted for nearly one minute around 4.25 am and The second tremor of 3.2 intensity was felt at 8.13 am at a depth of 10 kms. She said she had gone to Saudi Arabia in January to augment her husband’s income and help repay their loans. Her husband Kulwant Singh said, “Initially, she used to call me often, but then her calls stopped all of a sudden, which had us worried. I came to know about

their condition on May 7 when I got a call from the UAE hospital. One of my friends suggested that I send a message to external affairs minister Sushma Swaraj on Twitter. Thankfully, she responded quickly and my wife is back home 24 days later.” Sukhwant said the travel agent, Pooja, had taken Rs 40,000 from her and sold her to the Saudi family for a higher sum. The woman was flown to Mumbai with the help of Indian Embassy officials in Saudi Arabia. The government arranged for her travel to Amritsar since she had no money. Her eyes brimming over, her daughter Ranjeet Kaur said that she could never ever imagine that Sukhwant was sold like a commodity and expressed gratitude towards the government for rescuing her mother. Cabinet expansion delayed With the Congress government busy working out a strategy to counter the Opposition on the mine auction row, the expansion of the Cabinet is likely to be held after the forthcoming Budget session. Speculation was rife in the political circles regarding the cabinet expansion before the Budget, there are no signs of expansion in the near future. A discussion was held on the Budget, but the final date would be decided over the next two days. Finance Minister Manpreet Badal said it would be held in mid- June. Another Cabinet meeting is scheduled in the coming days ahead of the Budget session to give approval to certain crucial bills, white papers on the performance of the SAD-BJP government and certain amendments to be tabled in the session. A senior government functionary today indicated a Cabinet expansion after the

Assembly session. A top leader of the party said due to the Rana Gurjit Singh controversy, the circumstances had changed drastically and now the first priority for the government was to counter the Opposition attack on the issue outside and inside the Assembly during the session. In the Cabinet expansion, apart from the inclusion of eight more ministers, the post of Deputy Speaker will also be filled. Other than the CM, the Cabinet can have 17 ministers. Among the hopefuls are Raj Kumar Verka, OP Soni, Rakesh Pandey, Vijay Inder Singla, Randeep Singh Nabha, Rana Gurmeet Sodhi, Sukhbinder Singh Sarkaria, Balbir Singh Sidhu, Surjit Singh Dhiman, and Sukhjinder Singh Randhawa. After the Cabinet expansion, the government plans to appoint parliamentary secretaries and one chief parliamentary secretary.

Badal’s aide Cheema faces action A close aide of former CM Parkash Singh Badal, posted as his special principal secretary, KJS Cheema, is in for more trouble. Having been relieved from service by the Punjab Government last month, he has failed to report on duty in his parent state, West Bengal. The West Bengal Government has issued a showcause notice to the officer. A copy of the notice has been sent to the Chief Secretary, Punjab, requesting him to get the original memorandum served on the officer, obtain his signature and return the same. Cheema, who has been on an “unauthorised” stay in Punjab since 2007 (according to the memorandum), was not available for comments. His associates insisted that after being relieved by the new political dispensation in Punjab on April 28, he had reported back to his parent state and then proceeded on leave till May 30.

However, the memorandum, a copy of which is with The Tribune, says the officer has “not reported to the West Bengal Government till date”. The memorandum also specifies that Cheema first went on a central deputation as the OSD to the Speaker, Lok Sabha, in September 2004, which was valid till March 5, 2007. However, upon being relieved, he joined the Punjab Government without any concurrence of either the Centre or the West Bengal Government. Though West Bengal did later give its concurrence to Cheema’s interstate deputation, it was rejected by the Department of Personnel and Training, Union Government, in September 2007, and the officer was asked to report to his parent cadre within a month. He, however, failed to join duty in his parent state, despite several letters communicating his overstay in Punjab and calling it unauthoried.

PTU cancels RSS-backed courses IK Gujral Punjab Technical University has been dissociating itself from RSS-backed activities after the change of guard in the state. Recently, a committee of the university has ordered closure of MTech in holistic development system and technology, a PG diploma in human values and PhD in human values, all of which were started in 2014. The courses were initiated by then VC Dr Rajneesh Arora, who was closely associated with the RSS. In another step, IKG-PTU has dissociated itself from Chandigarh-based Anovus Institute of Clinical Research, run by Dharinder Tayal, son of slain BJP leader Hit Abhilashi. While the institute was being run under the distance education programme, it was given affiliation during the tenure of Dr Arora. Officials in the academic branch of the campus now say, “As Chandigarh does not fall in our territorial limit, we cannot give affiliation to an institute there.” Tayal is still a member of the IKGPTU Board of Governors. In its last meeting, the Academic Council of IKG-PTU had set up a committee comprising Dr Ravi Kumar, Professor at NIT Hamirpur, Dr RK Gupta, Vice-Chancellor at Maharaja Agrasen University, Solan, and Dr Rajesh Bagga, Director at Apeejay IMT, Jalandhar. The committee report says, “The course of MTech in holistic development is not as per the nomenclature of AICTE or UGC approved list. There should be no admission in the 2017-18 session till the university takes

an approval from AICTE or changes the name as per the UGC approved list.” The next agenda item mentions, “The university is running PG Diploma in human values from 2014-15. As per IKG-PTU

records, the purpose of starting this diploma is to prepare teachers for training faculty of affiliated colleges to teach the course. As per the UGC norms, the faculty must possess PG degree in a discipline with 55 per cent marks with UGC-NET. Since the students who pass the diploma are not eligible to teach in affiliated colleges, it is recommended that the diploma should be discontinued from the 2017-18 session.” The committee has also recommended discontinuation of PhD in human values, Punjabi and English with immediate effect. The members are of the opinion that it could not be allowed since the university is not running PG programme in these subjects of humanities. The officials said a formal notification regarding closure of the courses would be issued soon.

United Nations to help state fight drug menace The state will soon sign a memorandum of understanding (MoU) with the United Nations Office on Drugs and Crime (UNODC) as part of its efforts to intensify its war against drugs. The decision came during a meeting here on Wednesday between Chief Minister Captain Amarinder Singh and UNODC representative Sergey Kapinos. The MoU will be signed between the Health Department, the Special Task Force (STD) on drugs and UNODC in the second week of June, an official spokesperson said. It was decided that a committee would be set up for the project implementation. It will be headed by the Principal Secretary Health, with STF chief ADGP Harpreet Singh Sidhu as co-convenor, besides two representatives of the UNODC. A government spokesperson said the Chief Minister directed the Health

Secretary to finalise the terms of the MoU after consultation with stakeholders. The pre-project activity will start immediately after the signing of the MoU and the execution would move forward as soon as the project funding is

cleared by the UN. In his presentation, Kapinos shared details of the “Star Strategy” developed by UNODC ROSA to facilitate the state government in protecting drug abusers, including measures to ensure their holistic rehabilitation by providing evidence-based treatment, such as Opioid Substitution Theory for people with opioid disorder, which in turn would reduce the demand for illegal opioids. The representative also informed the Chief Minister about the Opioid Treatment Interventions being piloted by the UNODC in Kapurthala and Bathinda.

Suva City ordered to cease work at Suva Civic Centre The Minister for Employment and Industrial Relations, Jone Usamate has stated that the National Occupational Health and Safety Service has ordered for works at the Suva Civic Centre building by SCC contractors to cease from yesterday afternoon for SCC and their contractors to improve safe work procedures on asbestos material removal. Usamate says this follows the release of the assessment report from Pacifica Environmental Services and Secretariat of the Pacific Regional Environmental Programme (SPREP) recently. The Minister specifically stressed that the asbestos identified in the SPREP report received yesterday contains 30 per cent of asbestos from the bulk material tested and is not airborne.

Govt. official receiver jailed 14 years for corruption Former Official Deputy Receiver Viliame Katia has been sentenced to 14 years imprisonment by Suva Magistrate Shageeth Somaratne. He was convicted of three counts of abuse of office for gain, four counts of forgery, one count of embezzlement, one count of giving false information to a public servant, one count of unauthorized modification of data and one count of obtaining financial advantage involving millions of dollars. The total amount involved is about $4 million. Magistrate Somaratne has also placed a non-parole period of 12 years. Between 1st July 2008 and 31st January 2010 while employed as the Acting Deputy Official Receiver he did an arbitrary act for the purpose of gain, causing payments amounting to $330,201 to be processed by the Accounts Section of the Office of the Official Receiver and which sum was drawn from the Official Receiver’s Bankrupt Account, which was an act prejudicial to the rights of the creditors from whom the Official Receiver held the sum in trust and to the Government of Fiji.Also between 1st July

2008 and 31st January 2010, with the intent to defraud, he made false documents namely emails from one Laise Dawai, employed with the Office of the Official Receiver in Lautoka in order to state that purported creditors were willing to accept reduced payments from their bankrupt debtors in order to facilitate the unlawful payment of monies from the Official Receiver’s Bankruptcy Account to himself. Katia in the same period of time embezzled monies in the sum of $339,201 from the Official Receiver’s Bankruptcy Account. Katia, between February 1st 2010 and 31st July 2014 being employed as the Acting Deputy Official Receiver did an arbitrary act for the purpose of gain, namely causing payments amounting to about $2.5 million to be processed by the Accounts Section of the Office of the Official Receiver. Year 3 student Krishna Singh experienced excruciating stomach pains that resulted in a visit to the hospital’s emergency unit last Friday. His father, Salendra Singh, claimed that after two scans, blood tests and an X-ray examination, the doctors could not diagnose what was wrong with his son. Mr Singh claims they were sent home after being given a prescription for paracetamol and a referral for an appointment yesterday at the Lautoka Hospital. “He suffers from nephritic syndrome and it causes his stomach to swell up,” he said.

The accused, who is the witness’s husband, is standing trial for the alleged offences. He is charged with one count of rape and four counts of sexual assault. The alleged incidents happened in March last year while the complainant, her mother, her siblings and stepfather were asleep in their living room.

Pak woman, who alleged rape, sentenced to death by ‘panchayat’ A 19-year-old woman has been sentenced to death by village elders in Pakistan’s Punjab province for allegedly having an illicit relationship with her cousin after she accused him of raping her at gunpoint. The incident happened on Friday in Rajanpur, a rural district about 400 kilometres from provincial capital Lahore. Shumaila escaped from the village after she came to know of the panchayat’s decision and reported the matter to police. She has denied having any illicit relationship with her cousin Khalil Ahmed and alleged that he raped her at gunpoint when she was sleeping at her house.

“I could not raise an alarm as Ahmed was holding a gun. But the panchayat refused to accept my statement and declared that I willfully slept with him,” she told the police. She said the panchayat did not take action against Ahmed. Fearing for her life, she approached the police on Saturday. “We have registered an FIR against the panchayat members and will take them into custody for declaring her kaari (liable to death either by stoning or else),” SHO of Fazilpur Police Station, Qaisar Hasnain said. Hasnain said that Shumaila’s father said in a statement that he was forced to accept the panchayat’s decision.

Pak seeks info on Lt Col went missing in Nepal In what might turn out to be another twist in the Kulbhushan Jadhav case, Pakistan has written to India seeking information about its former army officer, Lt Col Mohammed Habib Zahir, who went missing from Nepal on April 6. Anonymous Pakistan security officials in the past have been quoted by Pakistan media as saying that India had abducted Habib to secure Jadhav’s release but this is the first time Islamabad has officially raised the issue with the Indian mission. While Indian officials said they had no knowledge about Habib, Pakistan government sources said Islamabad was convinced that

he was in India’s external intelligence agency RAW’s custody. Nepal embassy officials here told TOI that investigations into Habib’s disappearance are still on. Pakistan had earlier approached Nepal foreign ministry seeking their help in locating Habib. Habib, who had worked in the past with ISI, had just arrived at Lumbini from Kathmandu when he disappeared. According to his family members, he had been offered a job with a UN agency in Nepal and was promised a salary of $ 8,500 per month. Unconfirmed media reports have claimed that he was on a “secret” ISI mission to Nepal.

At least 41 of the 64 outfits banned by Pakistan, including the Pakistani Taliban and the sectarian group Lashkar-e-Jhangvi (LeJ), are active on Facebook and just a click away from the country’s 25 million users of the social media platform, a media report said today. The outfits’ network, both interconnected and public, is a mix of Sunni and Shia sectarian groups, global terror organisations operating in Pakistan, and separatists in Balochistan and Sindh provinces, Dawn news reported. The names of all banned outfits — including acronyms and small variations in spelling - were searched on Facebook to find pages, groups, and user profiles that publicly “liked” a banned outfit, the report said. “41 of Pakistan’s 64 banned outfits are present on Facebook in the form of hundreds of pages, groups and individual user profiles,” it said. The biggest outfits on the social network, in order of size, are Ahle Sunnat Wal Jamaat (ASWJ) with 200 pages and groups, Jeay Sindh Muttahida Mahaz (JSMM) with 160, Sipah-i- Sahaba (SSP) with 148, Balochistan Students Organisation Azad (BSO-A) with 54 and Sipah-e-Muhammad with 45. Other banned outfits which exist on Facebook at a smaller scale include Lashkare-Jhangvi (LeJ), Tehreek-e-Taliban Pakistan (TTP), Tehreek-e-Taliban Swat, Tehrik-eNifaz-e- Shariat-e-Mohammadi, Jamat-ulAhrar, 313 Brigade, multiple Shia outfits and a host of Baloch separatist organisations. An examination of some user profiles linked to these banned outfits indicates open support of sectarian and extremist ideology. A few of these profiles have also publicly ‘liked’ pages and groups related to weapons

use and training. While some of the Facebook pages and groups claim to be ‘official’ representatives of the outfits, others appear to be managed by members and supporters in ideological agreement.

In general, Facebook updates are in Urdu or Roman Urdu rather than English, suggesting the content is primarily for local consumption. A very small number are in Sindhi or Balochi, also indicating a niche target audience, the report said. Invariably, most of the Facebook pages and groups glorify existing leaders or those killed in the past while some banned outfits also campaign for the release of their activists or leaders. In their Facebook updates, all banned outfits place blame on the state, or, in the case of outfits focused on Kashmir, on India, the report said. The more organised outfits appear to have ‘official’ media cells sharing press releases and religious sermons or political speeches as both audio and video. Such pages and groups also share links from websites, blogs or Twitter accounts that appear to be run by members of these outfits.

North Dakota feels heat of potential changes to H-1B visas

The ongoing uncertainties and fear over the proposed changes in the H-1B visa program are not just contained to the IT sector. North Dakota that has the country’s highest rate of H-1B sponsored physicians is also feeling the impact of the potential overhauling of the work-visa. The Peace Garden State is home to nearly 4.7 percent doctors who are on the H-1B visas. It is among the first states to feel the initial ripples for Trump’s stance on immigration and foreign workers. “The H-1 visa program helps us recruit people that normally wouldn’t consider North Dakota, and what we hope is that the people come here to work and they fall in love with North Dakota and they stay,” said Courtney Koebele, executive director of the North

Dakota Medical Association (NDMA), Public News Service reported on Tuesday. Reportedly, there are nearly 400 foreignborn doctors in North Dakota. Koebele said that the rural nature of the area dissuades medical practitioners to work here. Not surprisingly, even the vice president of NDMA, Fadel Nammour, came to the US on H-1B visa. Such is the gap between the demand and supply that people from the remote areas cover hundreds of miles to consult a specialist. Man raped NRI at hotel, held A 22-year-old NRI from the US was allegedly raped by a man at a hotel in Paharganj where she had been staying earlier this month. The survivor said that she had met two youths in the hotel’s restaurant who introduced her to the accused. The accused, Jaswant Singh, had raped her after a party in her hotel room. Here is the latest update on Pakeezah actress Geeta Kapoor, who was found unconscious at the SRV Hospital in Goregaon, where her son, choreographer Raja, had abandoned her. She will soon be shifted to an old age home, we had told you. This evening at 4 pm, Pandit shifted Geeta Kapoor to The Society Of The Helpers Of Mary in Andheri West. Pandit had then filed an FIR at the Goregaon police station and the cops launched a man hunt for the actor’s son Raja. Raja is still untraceable but Pandit has kept his promise of shifting Geeta Kapoor to an institution where she will be looked after in a dignified manner. Movie Review

Dear Maya Manisha Koirala was one of the most popular heroines of Bollywood in the ’90s, before a short-lived marriage and a brave fight against cancer made her take multiple breaks from films. She is back as one of the lead stars in Dear Maya that also has two newcomers in the lead. Directed by Sunaina Bhatnagar, Dear Maya is a moving drama about finding love at unexpected times, and of friendship. Here’s our review‌ In the quaint town of Shimla, Maya (Manisha Koirala), a 40-year something spinster leads a desolate existence inside her derelict mansion, in the company of her birds and two dogs. She never steps out of her courtyard, and spends time making depressing dolls. Her intriguing lifestyle catches the eye of her 16-year old neighbour, Ana (Madiha Imam), and her mischievous bestie, Ira (Shreya Chaudhary). When they learn that Maya has never experienced the love of a man, thanks to the trauma she suffered in the past, Ira convinces Ana to spice her life up by writing love letters in the name of some random admirer from Maya’s past. Reluctant at first, Ana finally caves in and starts writing beautiful letters to Maya. She feels more encouraged when Maya begins to respond to them positively and starts coming out of her shell. However, due to Ira’s mistake, one of Maya’s letters accidentally features an address from Delhi, making her sell everything and leave for the capital to be with her ‘lover.’ Guilt-stricken over this, Ana confesses to her parents, who pack her off to boarding school and she also breaks off her friendship with Ira in the process. Six years later, they, however, reunite to search for Maya, who could or could not be dead by then. What’s hot Dear Maya is a kind of genre we don’t pretty much see in Bollywood these days – a moving human drama that doesn’t

involve huge twists or shockers, but invests itself in human relationships and dynamics, without resorting to a Badshah song to spice things up. The premise is not new – it actually

reminded me of the Malayalam movie, Pavam Pavam Rajakumaran, which was about how a college professor was duped by his colleagues through fake letters from a girl. At

one point, it even reminded me of Kangana Ranaut’s Queen, only less cheery. However, Dear Maya has to be appreciated for the fact that it doesn’t stray too much from its subject, and only has a handful of characters for us to invest in. There are several interesting moments in the movie, especially when it shows Maya rediscovering life through the letters, and later through the city. In her comeback role, Manisha Koirala gives a nuanced performance that will win your heart. Though she lends an air of mysticism to the initial portions of the movie, it’s when she rediscovers life is where Manisha shines the best. Too bad that the movie invests too little in her. Despite the raw edges, both the newcomers, Madiha and Shreya, are convincing in their roles. Iravati Harshe, as Ana’s mother, is superb as always. There’s a surprising cameo towards the climax, which we are not ruining for spoiler purposes. What’s not More than this being Maya’s story, Dear Maya is actually about the two girls reevaluating their friendship through the repercussions of their prank on an unsuspecting victim. Not a bad idea, per se. But the problem is we don’t feel much for their friendship thanks to some very okayish writing in these portions. So those moments, when they fight and later reconcile, do not touch us with the same effect as Maya enjoying a sweet dish after many years. One of the characters is even given a forced sob story, just so to get her more sympathy points. Though the scene where she takes in the atmosphere of a nightclub in Delhi for the first time is welldepicted. Some of their actions also don’t make any sense. Like Ana is shown frantically searching for Maya for six years; she calls up radio stations and pastes posters of Maya’s everywhere. But at no point, does she even think of visiting a police station, until someone reminds her of doing so. The pace of the narrative is cumbersome and yawn-inducing, and will put you off the movie at several junctures. What to do Dear Maya may have an interesting story to tell, but it is a slow watch and is not everyone’s cup of tea. Manisha Koirala delivers a fine performance in her comeback role, but we do wish the movie had invested in giving her more screentime.

These days, the conversations about Toronto’s real estate market often include the word “remorse.” Some buyers who bought a property as recently as March and April are agonizing over whether they purchased at the peak of a market that has started a downward slide. The most panicked buyers are trying to back out of deals, real estate agents say, while also pointing out that an agreement to purchase is legally binding. Those buyers may not be able to simply forfeit the deposit and walk away. If they try, the seller may pursue legal action. It’s a stark change from the early months of this year when the air was filled with desperation and outrageous bidding contests were driving prices up more than 30 per cent year-overyear. There’s another kind of stress for the people who purchased a property in March or April before selling an existing property. Now they’re ready to list but the market has become unpredictable. Perhaps they have no choice but to sell the old property in order to close on the deal for the new house or condo. And in yet another scenario, agents say, deals are dying because lenders are not willing to cover the difference between the perceived value and the amount the buyer paid to beat out all of competitors vying for the house. But despite some prevailing anxiety, buyers are still willing to step up when they find the right property. Last week, Rochelle DeClute of Union Realty Brokerage Inc. listed a renovated two-bedroom bungalow in the Birch Cliff neighbourhood of Scarborough with an asking price of $899,000. This week, the house

The tenant has committed for a 10th of the 370,000 square feet – leaving a state of emptiness that is unusual for an office skyscraper in this city. Even so, a huge shift in business tenancy is expected as the region experiences something it has not seen before: an office-tower building boom much of which is speculative construction rather than for specific committed tenants. “This is kind of uncharted territory for Vancouver,” said Mehdi Shokri, a principal with the capital markets team at Avison Young. “But I don’t see a big disaster occurring.” The Credit Suisse tower is only the most visible and furthest along of a second wave of new office towers planned for Vancouver and some key suburbs. A first cluster of towers – some two million square feet – was built downtown in the past three years. Another 11 office developments are proposed within blocks of Credit Suisse’s Exchange tower at Howe and West Pender streets, even while the office-vacancy rate in the region continues to inch up as a result of the first wave of building. But commercial brokers say the city is not about to be populated by ghost towers.

It also prompted even more sellers to lighten their real estate holdings. The rapid change has created so much uncertainty that even veteran real estate agents are flummoxed. Many are grappling with the best way to attract buyers when they launch a property onto the market. That leads to the phenomenon detailed in the column last week: The swell in listings in April was partly inflated by the fact that many properties were not selling on the night scheduled for reviewing offers. The International Monetary Fund is urging Canada to take further action in order to address rising household debt levels and the risks of a sharp correction in the housing market. In a staff statement that followed an annual visit to Canada, the IMF warns of

“significant” risks to future growth due to the potential for a housing market decline that impairs bank balance sheets and spreads to the broader economy. “Credit ratings of Canada’s six largest banks were lowered recently, reflecting concern that high household debt and the rapid appreciation of house prices could weaken asset quality in the future,” the IMF stated. As a result, Cheng Hoon Lim, an assistant director of the IMF, told a news conference in Ottawa that several specific actions are needed. She called for policies that will further tighten restrictions on speculative investments in the housing sector, greater coordination between federal and provincial regulators and better data on real estate transactions, which she noted has been promised by Ottawa. Ms. Lim’s staff statement also took issue with the foreign buyers tax approach introduced in British Columbia and Ontario that “discriminates against non-resident buyers.” The IMF states that non-resident activity is not the sole driver of housing prices and the provinces should replace the foreign-buyers taxes with more effective tax changes aimed at discouraging speculative activity. Federal Conservative and Liberal governments have announced several rounds of policy changes since 2008 that are aimed at discouraging home buyers from taking on more debt than they can handle. The most recent round of federal changes were announced in October. British Columbia and Ontario have also announced tightening measures that fall under provincial

jurisdiction. The IMF noted that high debt levels and housing affordability challenges are primarily a concern in Toronto and Vancouver, where many first-time buyers have been priced out of the market. Ms. Lim said the IMF has been studying the effectiveness of all of these policy measures. “Overall, they have been effective in dampening mortgage credit growth, but less so with respect to house prices. There is an effect, but not as strong,” she said. “What we have found, it’s still a bit too early to tell because these measures were introduced in late 2016, but the measure to make it harder to qualify for mortgages by having a more stringent stress test on interest rates I think is beginning to work.” The IMF statement touched on a widerange of issues, including fiscal and monetary policy, infrastructure spending and projections for economic growth. The IMF projects the Canadian economy will grow by 2.5 per cent in 2017 and 1.9 per cent in 2018. However the medium-term outlook is described as “less upbeat,” as low labour productivity and population aging is expected to limit potential growth to about 1.8 per cent. That’s lower than the historical average of 2.6 per cent growth between 2000 and 2008. On monetary policy, the IMF said the Bank of Canada’s cautious approach is “justifiable” given the considerable uncertainty in the economic outlook. On the fiscal side, the IMF also approved of Ottawa’s deficit spending and welcomed the pledge to set federal debt-to-GDP on a declining path. On the issue of the Infrastructure Bank, which is currently a matter of heated debate in the House of Commons as the government moves to pass enacting legislation, the IMF praised the overall concept as an “effective” instrument. “The success of the CIB will depend on ensuring that the project selection process is transparent and balances public and private interests. Given the potential of the CIB to advance long-term growth, the government and the CIB must address public resistance to user fees as well as skepticism over involving private investors in public infrastructure projects, with education and a clear statement of the CIB’s benefit,” the IMF states.
