Homeless drifter charged in fatal school stabbing

A homeless drifter from Alberta has been charged in an apparently random double stabbing that killed a 13-year-old girl and seriously injured her friend at an Abbotsford high school this week. Gabriel Brandon Klein, 21, faces charges of second-degree murder and aggravated assault in connection with the violence at Abbotsford Senior Secondary on Tuesday afternoon. He is not believed to have ties to the school, the two victims or the Abbotsford community. Continued on Page 9...

Jawahar Padda arrested and charged by Surrey RCMP
Vancouver home sales down 39%
A Punjabi show promoter and businessman has been arrested and charged by Surrey RCMP following an altercation at Gateway Pizza last Tuesday. He is Jawahar Padda, a show promoter and businessman and promotes shows. Surrey RCMP media spokesman, Cpl Scotty Schumann, confirmed Padda has been charged with pointing a firearm, uttering threats, unlawful confinement, and assault and was produced before a court on last Thursday. He was released on bail and is next due to appear in Surrey Court on November 23.
The Real Estate Board of Greater Vancouver says home sales plunged 38.8 per cent last month compared with October 2015. The board said 2,233 properties were sold in October of this year, down from the 3,646 home sales recorded in the same month last year. Board president Dan Morrison said changing market conditions combined with a series of government interventions in the real estate market contributed to the decline. Continued on Page 6...

Man whose racist tirade went viral charged by Police

The man whose racist tirade was caught on video last week in Abbotsford plans to turn himself in Tuesday, according to his girlfriend. “He’s going to meet his lawyer at Abbotsford courthouse tomorrow morning and deal with it,” said Laila Paiman, Karry Vernon Corbett’s girlfriend. Corbett, 47, is seen in the widely-circulated video verbally attacking a parking attendant who had stopped to write him a ticket. Corbett has been charged with four counts, including assault, uttering threats and causing a disturbance. Paiman says she and Corbett were just turning their truck around in the parking lot when the situation unfolded. “He’s a bit hot tempered at times but he’s doesn’t have any racist issues with anybody,” she said. “He’s sorry it happened.” “He was just angry about getting a ticket when we didn’t do anything wrong,” she said. Corbett, a resident of Hope, B.C. — a small community 150 kilometres east of Vancouver — was recorded on Oct. 21 by an Abbotsford lawyer who saw a man yelling at a 72-year-old parking enforcement officer in downtown Abbotsford. “The suspect then focused his anger and attention on that witness and went on a tirade that included many racist and disturbing remarks,” said Abbotsford police. Police quickly identified Corbett, who has a long criminal record according to Const. Ian MacDonald, of Abbotsford police. But despite the racist remarks, which included many slurs and the phrase “white power,” Corbett has not been charged with a hate crime, said MacDonald. “To get a charge, we would have to prove that he is either producing hate-based materials … or that he is trying to incite others to join his hatred,” said the officer. “We couldn’t get evidence that he was trying to get others to join in his hatred, and that’s where we hit a stumbling block.”
Sikh scholar Dr. Raghbir Singh Bains died at the age of 80 in Punjab earlier this week. The Canada-based scholar, social crusader and community activist had suffered a cardiac arrest around two weeks ago and had been under treatment at Dayanand Medical College and Hospital, Ludhiana. He produced the first multimedia encyclopaedia of Sikhism, set up the first multimedia Sikh museum at Khadoor Sahib and created awareness about the drug menace and other social evils. He spent a major part of his last 20 years at Khadoor Sahib, where he, along with noted environmentalist Baba Sewa Singh Kar Sewa Wale, established the eight-storeyed ‘Nishan-e-Sikhi’ to train the rural youth for the civil services and other competitions. He was honoured by the Canadian Government with the Order of British Columbia, the Prime Minister’s Award and the Governor General Caring
Award’. Akal Takht gave him the title of “Sikh scholar of the computer age”. He was twice voted among the top 100 Sikh personalities in the world. Premier Christy Clark issued the following statement on the death of Dr. Raghbir Bains: “It is with deep sadness that I learned of the passing of Dr. Raghbir Bains. “Born in India, he later made British Columbia his home – and has left a lasting legacy in two of the world’s great countries. “A true renaissance man, it’s difficult to overstate the scope of Dr. Bains’ accomplishments. A prolific writer, activist, scholar, and philanthropist, he was a titan in fields as different as Sikh history, remote learning, and helping those coping with drug addiction or HIV-AIDS. “He showed that great things are possible – even for the son of a humble peasant – and made a difference in hundreds of thousands of lives.

Delhi chokes on hazardous levels of air pollution Residents of New Delhi woke up to a blanket of smog last Monday as air quality deteriorated sharply overnight in India’s capital, triggering warnings that even healthy people were at risk of respiratory problems. New Delhi ranks among the world’s most polluted cities, with air quality usually worsening at this time of year, when smoke from firecrackers celebrating the Hindu festival of lights and crops burnt in nearby states envelops the city of 16 million. Drivers crawled through a thick fog as experts warned people to avoid outdoor exertion. “Diwali night, levels hit the severe category, which is the worst. You could see and sense how the visibility had come down and there was a choking haze all around,” said Anumita Roychowdhury at the Centre for Science and Environment. Levels of PM 2.5, tiny particulate matter that reaches deep into the lungs, more than doubled within a few hours to 750 micrograms per cubic meter in the city’s worst affected parts, India’s Central Pollution Control Board said. That is 30 times a mean guideline of 25 micrograms per cubic meter on average over a 24-hour period set by the World Health Organization (WHO), which says outdoor air pollution killed 3.7 million people worldwide in 2012. The U.S. embassy in New Delhi said its air pollution index had late on Sunday breached the “hazardous” level upper limit of 500, at which it stops measuring levels of PM2.5. The index had rocketed to 1,126 by 2 a.m. local time. Roychowdhury said data was not available to assess if Delhi’s air was worse on average than in prior years. Air quality is usually poorest in Delhi’s winter months of December and January.

Victoria’s pricey secrets - Dermod Travis Just how far is the B.C. government willing to go to guard its secrets? A great distance, if the 2012 health ministry firings are any indication. Four million documents linked to the firings have mysteriously materialized out of thin air for the latest investigation into the scandal, this one by B.C. ombudsperson Jay Chalke. There’s a history behind some of those documents, where they were, how they were handled and by whom. Victoria labour lawyer Marcia McNeil’s 2014 review into the firings was a bust due to what she called the “dearth of documents” which “granted decision-makers…an opportunity to avoid taking ownership of the decision.” On October 30, 2015, The Times Colonist reported that “Top officials in B.C.’s Health Ministry kept just one email from a two-year period on the botched firing of eight drug researchers.” Yet, four days before that news article, the ministry was signing what turned into a $45,000 contract with an outside consultant for an “inventory of sensitive records at 4000 Seymour Place.” The contract is included in a 23-page spreadsheet “listing all contracts...that have been directly awarded by the ministry from January 1, 2012 to February 9, 2016.”
The inventory is 92 pages long. The description of each document, CD/DVD, box or envelope is redacted on all but nine of the pages. The non-redacted items, however, include references to “Binder Investigation 2012-0601 Background from Deputy Minister Whitmarsh’s office, confidential draft for discussion, handwritten note on findings, pre-interview issue summary and data sharing agreement.” From a dearth of documents to perhaps an abundance of documents? This past January the ministry awarded a second $50,000 contract “to review sensitive material to support the Ministry of Health ability to respond in a timely way to FOI requests and to request from the Office of the Ombudsperson.” No ordinary consultant was entrusted with the two contracts. Since 2004, the government’s “go-to” consultant on such matters has billed $1.6 million, not including billings to Camosun College, Royal Roads University, BCIT, TransLink and B.C. Ferries. You might think out of 27,000 public employees working directly for the government, it could find someone up to the task. According to Hooper Consulting’s website, its president – Bev Hooper – “brings over 30 years experience providing information access, privacy and/or information management advice and services to both public
and private sector organizations.” “She maintains a welcomed practical approach in responding to her clients needs in this very regulated and policy driven field.” Interesting needs the government sends her way. Interesting timing too. B.C. Rail hired the firm when former auditor general John Doyle was conducting an audit into the government’s legal indemnity program prompted by the $6 million bill racked up by Dave Basi and Bob Virk in the B.C. Rail scandal. PavCo retained Hooper for two-years preceding the destruction of 403 boxes of documents related to B.C. Place operations, including personnel files, construction bids and engineering work logs. Hooper is identified on a government website as the freedom of information contact for two Crown corporations: Partnerships B.C. and the Transportation Investment Corporation (TIC). A Shaw email address is listed as her contact email for TIC. In addition to those hats, Hooper wears another. Since 2008, Hooper has been the chief privacy officer for Maximus Canada that administers B.C.’s MSP program. Maximus also billed the government $1.1 million – $950 per phone call – to handle calls related to the 2012 privacy breach that allegedly was at the core of the firings. First, “no records.” Then a contract to itemize “sensitive records.” Then a “review of sensitive material.” The intent of the umpteenth investigation into this scandal was to put matters to a rest once and for all, not sow more doubt. As Health Ministry spokeswoman Sarah Plank put it: “We recognize the public’s desire to fully understand what took place in regard to the issue of the health firings. That’s why the matter was referred to the ombudsperson for investigation.” Did the ombudsperson know of the third-party review by Hooper in the midst of his investigation? Were some documents redacted before they were turned over? Were others destroyed and, if so, on whose authority? His office isn’t saying, falling back on its “broad information gathering power.” The stakes are high for Chalke. This is his career defining report. No pressure.

Canada adds 44,000 jobs in October
The Canadian economy added 44,000 new jobs in October, but the jobless rate stayed at seven per cent because more people were also looking for work. Statistics Canada reported Friday that most of the jobs came from Ontario and British Columbia, which added 25,000 and 15,000 new jobs, respectively. Most other provinces were largely unchanged. The numbers blew away expectations of economists, who had been calling for a decline of 15,000 jobs. Most of the jobs were part time, with more than 67,000 new positions, the data agency said. The flip side is that the economy lost more than 23,000 full-time jobs during the month. Rona Ambrose, the Leader of the Official Opposition, was quick to note that September’s numbers mean not a single new full-time job has been created since the new government took power a year ago. During the month itself, the construction, wholesale and retail trade, “other services,” educational services, natural resources and public administration sectors added jobs. “Some of that can be attributed to the recent recovery in the oil & gas industry,” Capital Economics’ David Madani said in a note, “but the 23,800 jobs in construction (possibly weather-related) are unlikely to last if housing activity softens in the comings months, in response to tighter mortgage rules that took effect last month.” There were fewer jobs in the business, building and other support services categories.

1 dead, 1 injured in Abbotsford school stabbing Continued from Page 1... The deceased student is Letisha Reimer. Her 14-year-old friend is in hospital in stable condition. Pound said Klein has no fixed address, and he does not appear to have a criminal record in B.C. He has frequented different cities in the Lower Mainland since February or March of this year, and was most recently seen in Vancouver. Investigators are asking anyone who has had contact with Klein — whether in person or online — to contact police. “It’s rare that we don’t have a lot of details about an individual,� Pound said. She added that the accused was taken to hospital immediately after his arrest, and was in the hospital overnight. He has since been released and is in police custody. The attack began when a shoeless man walked into the school early in the afternoon, according to police. A Grade 12 class was working in a computer lab just off the rotunda when the students heard the first shrieks of terror from one of the victims. “There was this horrible, horrible screaming — it was just bursts of screams, only stopping so she could breathe. And then she just came running. I’ve never seen anyone run the way that she did,� a male student told Postmedia News on Wednesday. The traumatized student, who asked not to be named, said he watched as the injured girl ran past the door of the lab in search of help. One student opened the door to let her in, then quickly closed it behind her. “She was just covered in blood,� the male student said. “There was a cut that was going down her face from about her eyes, and she was bleeding from somewhere lower down on her body.� Two of his classmates helped apply pressure to the wounds, while the rest of the
terrified teens ducked for cover, worried the assailant might follow her. There was no cell phone signal in the lab, so they could only wait and hope for police to arrive. When officers arrived on the scene, they found that school staff had already subdued the suspect, and students and staff were giving first aid to the two wounded girls. Pound commended the “selfless� actions of Abbotsford Senior Secondary staff in the aftermath of the stabbing. “It is heroic,� she said. “It should absolutely be acknowledged.� The name of the injured girl who found help in the computer lab is being withheld due to a publication ban. A family friend at the survivor’s household told a reporter that her parents did not wish to comment and were at the hospital with their daughter. Those who knew her remember Reimer as a happy girl who was deeply involved in the congregation at the evangelical South Abbotsford Church. “It was very difficult not to love Letisha. Because of her fun personality, she had people drawn to her. I’m proud to call her a sister,� one of her closest friends wrote in a message to Postmedia News. The church’s pastor, Matt Ewert, expressed his grief in a written statement, describing Reimer as a ray of sunshine for everyone around her. “Letisha had a vibrant faith in Jesus; a faith that shaped the way in which she lived her life. She generously gave her time, energy and heart in sacrificial service, both to those inside our church family and to those in our broader community. There is so much about her life that is worthy of remembrance and reflection,� Ewert said.

Support group raising money for shunned gay South Asian International student
A support group for LGBTQ South Asians is fundraising to help a 21-year-old student from India who was recently kicked out of his home and cut off financially by his family because of his sexual orientation. “They have sent a very strong message — that they are not willing to accept a gay child,” said Sher Vancouver Founder Alex Sangha. “I felt really sorry for him — he didn’t choose to be gay and everyone is making his life miserable.” The young man — whose identity is not being made public because he fears for his safety — is on a student visa. “His father was sending money to relatives in Surrey. When they found out he was gay, they cut him off and the family kicked him out,” said Sangha. “Because he’s on a student visa, he got caught in the gap. He doesn’t qualify for any services — you have to support yourself when you’re on a student visa.” Sangha has launched online fundraising to help support the student. “What we want to do is finish his two semesters in school. We’re
fundraising for his tuition, we’re fundraising for his immigration application,we’re asking for $3500 from the public.” Sangha said Sher Vancouver receives about 20-25 emails a month asking for information or referrals for support services. He says attitudes among South Asians towards homosexuality have changed over the years. “It’s really getting better,” said Sangha. “I don’t want to stigmatise or stereotype the whole South Asian community because over the last 8 years [there’s been a lot of progress].” The young man is currently staying with a member of the Sher community until more permanent housing can be found. “We’ve had other immigrants contact us [in the past] but they’ve always had some resources that they could go to — whether it was an immigrant agency or a settlement agency...in this case this person is 21. He has no money, he has no options. He has no one.” Sangha said the organization is trying to help find the young man a part time job as he studies computer science at a local Metro Vancouver college.

Family of three struck by vehicle while crossing road in Surrey A young family was struck by a vehicle while crossing the street in Surrey Thursday evening. The collision took place at 8:30 p.m. on the 2700 block of 160th Street. Surrey RCMP said a mother, father, and three-year-old child were hit by a car while crossing the road mid-block. All three people were taken to hospital with minor injuries.
The driver, a 46-year-old Surrey resident, stayed at the scene and cooperated with police. Authorities do not believe alcohol or drugs were a factor in the crash. RCMP are taking the opportunity to remind drivers and pedestrians that longer nights and low visibility in fall and winter months mean all street users need to be extra vigilant while out on the
roads. Pedestrians should always cross in well-lit crosswalks and not in the middle of blocks. As well, both pedestrians and drivers should try to make eye contact with each other to ensure they have been seen. RCMP also add pedestrians are most visible when wearing reflective or bright clothing, especially at night.

School districts reviewing safety protocols after Abbotsford stabbing School districts in Abbotsford and Vancouver are reviewing their security protocols following Tuesday’s attacks at Abbotsford Secondary school. 13-year-old Letisha Reimer was killed and
a 14-year-old girl is recovering in hospital. “We want our schools to be places that are open and welcoming to families and to students,” said Abbotsford school district superintendent Kevin Godden. “Whenever there’s a situation like this, we review our protocol … we’re working carefully with some national experts and the province of B.C. on this issue.” Godden was quick to credit staff for swiftly locking down both Abbotsford senior and junior secondary schools and restraining the
suspect during what police called a ‘random act of violence.’ “The quick reaction of our school staff shows that our critical incident protocols are effective,” he said. Godden also announced Wednesday the outside doors of all secondary schools in the district would also be locked. Theresa Campbell with the group ‘Safer Schools Together,’ which provides emergency management and anti-bullying strategies to B.C. schools, says her group will be checking to see if all schools in the province should lock their doors every day. “You do come across different procedures and practice depending on what district you’re in,” said Campbell. “I can assure you that in this province this is going to be a question we are going to be spending some time responding to in the next couple days.” Parents at Ecole Andre-Piolat in North Vancouver were given notices Wednesday about tighter security measures in light of the attacks. The Vancouver School Board says schools hold two lockdown drills a year and it will review its procedures as well.
3 more suspects sought in Vancouver kidnapping and double murder Police are seeking three additional suspects in the case of a kidnapping and double murder in East Vancouver.
Canada-wide arrest warrants have been issued for Ellwood Thomas Bradbury, 26, Matthew Scott Stewart, 33, and Erlan Lizandro Acosta, 26. The three men are wanted for kidnapping and aggravated assault. Const. Brian Montague said the men are likely aware that police are looking for them, and they should be considered dangerous. Montague said police have not yet determined a motive for the murders or the
kidnapping. “[This is still] a very early and active investigation,” Montague said. “To determine a motive right now is a bit speculative.” The kidnapping the men are wanted in connection with happened Sept. 17, 2016. Police have not released the name of the person who was kidnapped. Officers learned of the kidnapping after discovering the bodies of Xuan Vanvy Bacao, 24, and Samantha Le, 29, at a house on Dieppe Place, in East Vancouver. The kidnapping victim was rescued by police two days later, on Sept. 19. Police also arrested three men in connection with the incident at that time. Police are asking anyone with information on the newly named suspects to contact the Vancouver Police Department’s major crimes section, or Crime Stoppers if they wish to remain anonymous.
Man killed in Plaza of Nations stabbing identified Vancouver police have identified 25-yearold Jia Hong Chen, of Burnaby, as the man who was killed in an incident that involved multiple stabbings at the Plaza of Nations early Tuesday morning. Shortly after 2 a.m., two groups of men got into an altercation near the taxi stand at 750 Pacific Boulevard and a fight broke out, said Sgt. Brian Montague in a news release. When Vancouver police officers arrived they found two men with serious stab wounds. The other, a 23-year-old Surrey man, remains in hospital. A third man who showed up at Burnaby General Hospital a few hours after the incident, also suffering from stab wounds,
was treated and released. Investigators want anyone who may have any cell phone video that shows the area near the Plaza of Nations between 9 p.m. on
Oct. 31 and 2 a.m. on Nov. 1, to contact the Vancouver Police Department Major Crime Section at 604-717-2500.

BC top court rules in favour of Trinity Western in fight over law school
The B.C. Court of Appeal has ruled that Trinity Western University’s law school graduates will be allowed to practice law in B.C., despite a community covenant that restricts sexual intimacy to heterosexual marriages. The Christian university in Langley and the Law Society of B.C. have been locked in a legal battle since the law society decided not to recognize TWU’s law school in October 2014. The decision was then reversed by a lower court in late December, spurring an appeal from the society in January 2015.
In their Tuesday decided, the judges said the society’s move not to recognize the grads “would limit the engaged rights of freedom of religion in a significantly disproportionate way.” The judgement also noted that allowing the law school to go ahead would be “insignificant in real terms.” Similar legal battles over the covenant are playing out in Ontario and Nova Scotia, with the Ontario case headed to the Supreme Court of Canada. The university’s law school is set to open in September 2018.
Woman wanted in Vancouver pot shop robbery Vancouver police have identified a fourth suspect in the Oct. 16 robbery of the Stressed and Depressed marijuana store. Brittany Ulmer-Wightman, 23, is wanted for robbery, use of an imitation firearm and for sex assault. Three men have already been arrested in the incident and remain in custody.
“Four people entered and robbed the store of product and cash,” said VPD Cst. Jason Doucette. One staff member was injured, but did not require medical treatment. Ulmer-Wightman is believed to be from Surrey. Anyone who sees her, or knows of her whereabouts, is asked to call VPD immediately at 604-717-3321.
Proper drug-driving test needed now, says BC researcher B.C. experts are renewing calls for a systematic approach to drug-impaired driving after two U.S. studies suggested marijuana legalization has led to an increase in motor vehicle fatalities. In Washington, marijuana-impaired driver fatalities rose from eight per cent in 2013 to 17 per cent in 2014. In Colorado, the number rose from three per cent in 2005 to 12 per cent in 2014. In an editorial in the B.C. Medical Journal, Dr. Chris Rumball said the studies show a need for “a scientifically sound and fair approach toward drugimpaired driving.” Tim Stockwell, director for the Centre for Addictions Research of B.C. at the University of Victoria, agreed. “There’s no doubt that cannabis impairs one’s ability to drive,” he said. “We need rigorous testing and we need a very good system put in place ... and we need to move very quickly.” There is little deterrence when only a handful are convicted under the current system, he said, and people know they can get away with it. “It’s urgent with legalization impending that something is done with it.” While he commended the U.S. studies for putting the spotlight on drug-impaired driving, he cautioned the research deserves
more scrutiny and follow-up research. “It’s something that’s got to be looked at really closely,” he said. “For example, [cannabis] can be detected for quite a long
time after the incident itself ... so it’s unclear when you detect cannabis in the system whether it was responsible for the death.” Follow-up research, Stockwell suggested, could help us better understand how marijuana impairs driving and what the limit should be. “There’s some tests to suggest people under the influence of cannabis drive more slowly and are more risk averse ... it depends very much on the dose,” he explained. Research could also help develop a better test to measure marijuana impairment. “You’d need to have a mobile testing unit for maximum benefit ... to make rapid, quick tests and confirmation at the roadside,” he said. The federal government is expected to introduce legislation legalizing marijuana in the spring of 2017.

Hacked emails reveal Clinton’s annoyance with federal Liberals Hillary Clinton’s entourage expressed annoyance that Canada’s Liberal party used an Ottawa event she appeared at as a fundraising opportunity, according to an exchange from a purportedly stolen email published by Wikileaks. The back-and-forth involving a 2014 event was included in the latest cache of messages supposedly hacked from the email account of Clinton campaign chair John Podesta, and released Wednesday by Wikileaks. Clinton was receiving a fee to speak to a conference that fall hosted by the progressive think-tank Canada 2020, which has close ties to the Liberal party that was in opposition at that moment. Rumours swirled at the time of a possible joint appearance featuring Clinton and Justin Trudeau. Liberals were eager to billboard that event as a glimpse at the future of North American leadership, as both were leading the polls in their respective countries at that point. Wednesday’s email release offers clues into
what happened next. “As Trudeau’s team is aware, there was some unhappiness that they used this event to raise money for their political party,” said an email purportedly sent by top Clinton aide Huma Abedin. She added that Clinton would meet him anyway: “Regardless, I think we are set for Monday and she will see him backstage.” She specified that Clinton would not only see the Liberal leader backstage, but also then-foreign affairs minister John Baird. The exchange suggests the Liberals pushed hard for the high-profile encounter. A parliamentary aide to Trudeau reached out to a number of Liberals, asking them to work potential connections to the Clinton circle. “We would need to drive this in order to see it happen,” says a note supposedly from Marlene Floyd. “I think a multi-prong approach is the best one in this circumstance, so I am reaching out to this group to see if we can brainstorm other approaches, or connections.”
Tax evasion “educator” sentenced to 18 months in jail for tax protester scheme The Canada Revenue Agency (CRA) announced that Keith David Lawson of Burnaby, British Columbia, was sentenced on October 31, 2016, in the Supreme Court of British Columbia to six months in jail for each of two counts of tax evasion to be served concurrently and a fine of $30,717. In addition, Mr. Lawson was sentenced to 12 months in jail to be served consecutive for one count of counselling others to evade taxes. A CRA investigation determined that Mr. Lawson failed to report total income of $159,629 for the 2004 to 2008 tax years and, as a result, evaded $18,036 in federal income tax payable. In addition, Mr. Lawson failed to collect and remit $12,681 in Goods and Services Tax (GST) for the 2005 to 2008 tax years. Mr. Lawson was an “educator” with the Paradigm Education Group (Paradigm), a tax protestor scheme which counselled people across Canada to commit fraud by evading tax. Paradigm sold products (books, DVDs, and CDs), organized and taught fee-based seminars which “educated” people on how to structure their affairs in a way to illegally avoid taxes. The preceding information was obtained
from the court records. The CRA warns all Canadians to beware of “tax protesters” who try to convince you that Canadians do not have to pay tax on the income they earn. Canadian courts have repeatedly and consistently rejected arguments made in these tax protester schemes. For those involved in tax protester schemes, the CRA will reassess income tax and interest, and charge penalties. In addition, if convicted of tax evasion, the court may fine them up to 200% of the tax evaded and sentence them for up to a five-year jail term. Second-hand economy in BC worth $1 billion Almost everyone in B.C. participates in the province’s second-hand economy, buying $1 billion in used things every year, according to a Vancity-commissioned report released Thursday. An overwhelming 97 per cent of British Columbians buy, sell, or donate used goods, according to the poll, conducted by Qirously. Affordability is the biggest reason people buy things second-hand, especially for millennials said Wiliam Azaroff, vice president of community investment at Vancity. “[Millennials] are in a time of their life where they’re not earning as much as they will later in life and yet the cost of living is so [high],” he said. “This is a cohort that has had to become creative in order to live here.” More than half of people who reported buying second-hand goods said they did so in order to save money or to make their dollar stretch more, according to the report. But that doesn’t mean people are not willing to spend more money on certain things, said Azaroff. In fact, 74 per cent of millennials, compared with 66 per cent overall, said they would be willing to pay more for a big ticket item if it is of high quality and can be sold later for a higher price, he pointed out. “The people who have a harder time affording things are still thinking, if I spend a bit more, when I’m done with it, I can sell it for a bit more.”

Record breaking number of rainy days in Vancouver
If you felt like Vancouver has been extremely soggy this month, you’re not wrong. The record for most days of rain in October was broken. It rained 28 days out of 31 days this month, surpassing the old record of 26 days set in 1967 and again in 1985. It wasn’t just a record breaking number of rainy days in Vancouver. Victoria set a new record too. It rained on 27 days over the province’s capital this month, surpassing the old record of 25 days. While it’s been a wet one, the record has not been broken for the most rainfall this month. At Vancouver International Airport, 190 mm of rain was recorded as of noon on October 31, making it the 10th wettest October on record. “So we’ve had a lot of days with rain, in terms of the amounts it certainly has been above normal. We usually see about 120 mm of rain in the month of October, “ said Ross MacDonald, meteorologist with Environment Canada.

Ultra-low-cost airlines to fly Canadian skies after foreign ownership exemptions The race is on to launch a new ultralow-cost airline in Canada after the federal government said Thursday it will immediately exempt two aspiring carriers from existing foreign ownership limits and eventually ease the rules for all Canadian airlines. Enerjet, a Calgary-based charter airline, said it intends to partner with Phoenix, Ariz.based Indigo Partners LLC, one of the world’s most influential airline investors, to get its planned ultra-low-cost carrier (ULCC) off the ground. That announcement came only hours after Transport Minister Marc Garneau said he’ll exempt Enerjet and Canada Jetlines Ltd., another nascent ULCC, from a law that restricts foreigners from owning more than 25 per cent of a Canadian airline. Under the exemption, Jetlines and Enerjet’s ULCC, tentatively dubbed FlyToo, will be able to sell up to 49 per cent of their shares to foreign investors, although no one foreign shareholder will be able to own more than 25 per cent. The federal government will also pursue legislation to permanently raise the foreign ownership limit to 49 per cent for all Canadian carriers, including Air Canada and WestJet Airlines Ltd. Indigo co-founder and managing partner Bill Franke told
the Financial Post in July that he would be “actively interested” in Canada, but only if the foreign ownership rules changed. “We would like to thank the minister and his dedicated team for taking up the challenge of making much-needed and difficult changes to the transportation investment environment,”
Franke said in a statement Thursday. “We look forward to the benefits that all Canadians will enjoy from this leadership.” Indigo Partners has backed some of the world’s most successful ULCCs, including Florida-based Spirit Airlines Inc., which introduced the model to the United States under Indigo’s guidance a decade ago. Although Enerjet and Indigo still need to reach a definitive agreement on what exactly the investment will look like, having such a prominent investor lined up will significantly cut down on the airline’s launch time, said
Darcy Morgan, Enerjet’s chief commercial officer. Enerjet already has an operating certificate for its charter service, which will save it “at least a year,” and Indigo’s support will also take “months out of the cycle,” Morgan said. “I’d like to think we’re probably 18 months ahead of anyone who would be starting from scratch.” At Jetlines, meanwhile, chief executive Jim Scott said Thursday’s announcement has made it much more likely that the airline will get off the ground, and he is targeting a summer 2017 launch date. “It’s a lot easier for us than it was before, there’s just no question about that,” Scott said. Jetlines has “more than one party” that has expressed interest and is examining which one will offer the best terms, he added. The prospect of two new ultra-low-cost carriers could pose a threat to NewLeaf Travel Co. Inc., which launched its first flights in July. NewLeaf has a similar ULCC model to those proposed by Enerjet and Jetlines, flying out of smaller airports and charging for extras like carry-on bags. However, it is not actually an airline but rather a travel company that has partnered with Flair Airlines, a B.C.-based charter service, to provide its aircraft and crews.

BC-wide earthquake warning system
Earthquake technology saves lives. Japan has it, the U.S is working on it, and now B.C. is beginning the process to get it in place — a province-wide earthquake early warning system. The province of B.C. has issued a formal request for expressions of interest on an earthquake early warning and seismic monitoring program. It’s the first step to gain a better understanding of what sensors and networks are already in place, and what groups are interested in — and have the capacity to implement — the program. Currently, there are a number of different entities independently working on seismic sensors in the province but up until now it’s been a race against a ticking clock. There’s a 33 per cent chance a damaging earthquake will occur in B.C. in the next 50 years, but there are no plans to put a cohesive warning system in place everyone can connect to. While there has been some government investment in researching the issue, this is a huge step in finally making a province-wide warning system a reality. “Thanks to I think Johanna Wagstaffe and her podcast series, this is [a] conversation people are having now and certainly that awareness of not having proper plans in place was something that the premier also felt, that’s my new job. I’m really enjoying it but there’s a lot to do now”. This is incredibly exciting news for the scientists, emergency planners and advocates of earthquake early warning systems — but what does this actually mean for the province? When an earthquake strikes, it sends out a series of seismic waves that travel at different speeds. The fastest waves don’t actually shake the ground in a damaging way — in fact, we can’t even feel them. But sensitive instruments can. And the lag between those first waves and the more damaging waves that come later is enough time to get a warning out. The farther away you are from the epicentre, the greater the warning time. Depending on the various earthquakes that could strike the West Coast, that warning time could be anywhere from a few seconds to a couple of minutes. Though it may not sound like much, it’s enough time to get under a desk or a table, measures that have proven to be life-saving.

Playground planned at former site of Victoria tent city The province has announced plans to turn the site of a former homeless camp in Victoria into a playground. The lawn of Victoria’s courthouse was home to roughly 100 of the city’s homeless for almost a year before the province received a court injunction to remove the campers after it provided more supportive housing in Victoria.
“The decision has been made to convert that former park at the courthouse to a children’s playground,” said Amrik Virk, the Minister of Technology, Innovation and Citizens’ Services. A playground emerged as the most popular choice during discussions with people who live in the area, Virk said. It will be accessible to children of all ages and abilities, and the design will include features such as chess tables and seating for adults and seniors. The playground will also be closed from dusk-to-dawn each day and overnight camping will not be permitted, the province said.Contaminated soil has to be removed from the property before work can start to install a playground.
Cooking fires and drug use by people living in the tent camp left behind contaminants, including trace amounts of methamphetamines, Virk said. “We are taking no chances. We are going to take off about a foot and a half of soil. It’s about 75 dump trucks full of soil out of that site,” he said. A rat infestation was also a problem at the site, but that has now been dealt with, Virk added. Previous estimates pegged the cost of cleaning up the tent city property at as much as $350,000, but the province said it is waiting for another estimate and it likely won’t cost that much. People in the neighbourhood around the homeless camp struggled to deal with drug use at the site and disturbances that were associated with it, and the announcement of a playground was welcomed. “It’s nice to put that chapter to bed, so to speak,” said Stuart Hall, principal of the nearby Christ Church Cathedral School. “It’s just really uplifting to know that that space will now be turned into something that will benefit the whole community, including the children.” Victoria’s mayor said the playground also fills a need as more families move to the city’s downtown area. “Our downtown population is exploding right now,” Lisa Helps said. “Having that park there, a playground, also equipment for older adults will be good for everbody.”

Vancouver goes to court to end Eastside tent city The City of Vancouver has filed for a B.C. Supreme Court injunction to shutdown a makeshift campsite on the Downtown Eastside, citing significant health and safety risks. “The amount of garbage, rodents, human waste, sharps — it’s a really hazardous site,” said the city’s deputy manager Paul Mochrie. “The conditions there on the site are certainly not, we believe, safe or conducive to the well-being of the people who are staying there.” The empty lot, at 58 West Hastings St., has been home to dozens of people since July. On Oct. 21, the city gave notice to occupants of the site to leave by noon on Oct. 25 and move to 30 newly opened shelter spaces. “The site is now down to roughly 10 tents from about 45, so many people have moved on,” said Mochrie. “But there’s a group there that, as of yet, we’re still working with to move them off.” In a statement, the city says, “conditions at the camp have deteriorated to the point that it has become necessary to take further action to ensure the safety and well-being of the dozen or so people who currently remain there.” “This is not an action we take lightly,” said Mochrie. “Our aim really is to support those individuals who are down there. These are not good conditions they’re living in and our
hope is we can work with them to transition into shelter and then that’s a stepping stone for them to move on to more permanent housing.”
Last month, the city announced a $70-million plan to build 250 units of social housing at the site. Staff will be available to help people find shelter and move their possessions, said Mochrie. Many of the people at the encampment, however, argue living in a tent is preferable to living in a shelter. “The City hopes to count on the cooperation of camp residents to ensure that this transition period results in a safe and peaceful resolution,” continued the written statement. Two years ago, the city obtained an injunction to shut down a similar homeless camp at Oppenheimer Park, also on the Downtown Eastside. It ended in the arrest of five people.
Ontario court rejects Shafia family’s attempt to appeal murder convictions for ‘twisted honour killings’ Ontario’s top court has rejected an attempt by a father, mother and son to appeal their convictions for murdering four family members. Mohammad Shafia, his wife Tooba Yahya and their son Hamed were convicted in January 2012 of four counts of first-degree murder — killings
their trial judge described as being motivated by their “twisted concept of honour.” In June 2009, the bodies of Shafia and Yahya’s three teen daughters and Shafia’s first wife in a polygamous marriage were found in a car at the bottom of the Rideau Canal in Kingston, Ont.
Shafia, his wife and his son argued in their appeals that allowing evidence on so-called honour killings at their trial was prejudicial. Hamed Shafia also argued he was too young to be tried as an adult. But Ontario’s Court of Appeal rejected all their arguments.

Two young South asian men killed in Friday-night shooting in Surrey Police were called to 159th Street and 110th Avenue just before 7:30 p.m. and found 19-year-old Ashim Raza and 24-year-old Vikram Toor suffering from gunshot wounds. One of them was pronounced dead at the scene, while the other was taken to hospital, where he later died. According to a homicide team press release, investigators believe the shooting was independent from the gangland violence that has rocked the Lower Mainland in recent weeks. “It is early in the investigation, but police are making every effort to establish the motive for the shooting,” said Cpl. Meghan Foster. “We ask that the public exercise vigilance, while we work to find justice for our victims and their families.” The shooting happened in Fraser Heights, a quiet, family-oriented neighbourhood north of Highway 1, near an elementary school,
playground and sports fields. The homicide happened hours after the province’s public safety minister Mike Morris made a statement reassuring the public that
police are working tirelessly to try to put an end to a recent string of gang-related violence. Police have linked two killings and several shootings this month to gang involvement. There have been 56 shootings in Surrey so far this year.
Diwali celebrations continue in Metro Vancouver Diwali, the festival of light, is the second largest holiday for many people in Metro Vancouver and a chance for Hindu and Sikh families to gather over good food and exchange gifts. The holiday celebrates the triumph of good over evil, light over darkness. In India, Diwali is often celebrated by lighting small oil lamps called diyas and setting off fireworks. “It is very much oriented around the home because it’s about illumination,” said cultural advocate Mo Dhaliwal. “More than anything it’s a recognition of the sort of hope we all have but there’s a real focus on prosperity, success, illumination ... positivity.” On Saturday, Diwali kicked off in Vancouver with a “Diwali Downtown” event at the the Roundhouse Community Arts & Recreation Centre in Yaletown that included music, dance performances, a roomsized rangoli, delicious cuisine and a fashion show. And Diwali Fest will continue with events until the third week in November. Nov. 5 will be the marquee Diwali Downtown Surrey event. Many people, like Fruiticana store-owner Tony Singh, have been preparing for the holiday for weeks. “We bring in Diwali products for Diwali ... 12 to 14 containers extra just for that one weekend,” he said. Dhaliwal says for those who can’t get out to events, a drive through certain neighbourhoods should help light up the festival for them. “The way to see it would be to drive through
any South Asian or Punjabi neighbourhood. You might see Christmas lights turned on, wondering why they’re on,” he said. “But Christmas lights take on additional
significance in this region, because of Diwali lights you’ll see many houses lit up.” On Friday, Premier Christy Clark encouraged all residents to participate in Diwali and Bandi Chhor Divas, a Sikh festival that coincides with Diwali. “As British Columbians of all backgrounds participate in festive celebrations, we have an occasion to recognize and take pride in our province’s rich cultural diversity,” she said in a release.
Hells Angel forfeits full share of drug lab property A Hells Angel who was reportedly “annoyed” when a drug lab on property he co-owned led to a civil forfeiture action has nevertheless agreed to give up his entire interest in the industrial building. Under a consent order filed in B.C. Supreme Court, the director of civil forfeiture received
net proceeds of approximately $23,000 from the sale of 7191 Horne St. in Mission. The property recently sold for approximately $229,000, most of which went to the mortgage holder. Haney Hells Angel Justino Pace is among the defendants named in the order. In September 2014, a fire at the building led Mission RCMP to investigate and bust one of the largest drug labs in B.C. history. Inside,
officers found volatile precursor chemicals that can be used to manufacture synthetic drugs. RCMP drug lab teams in hazmat suits carefully dismantled the lab, also recovering significant quantities of MDMA, ecstasy and crystal methamphetamine. Upon completion of their criminal investigation, Mission RCMP referred the file to B.C.’s Civil Forfeiture Office (CFO). The 10-year-old office works to undermine the profit motive behind unlawful activity by taking away tools and proceeds of that activity, and the vast majority of cases the CFO pursues have links to drug, gang and organized crime.

Father of 4-year-old Edmonton girl says dental association’s decision ‘is too late’ Raman Athwal is glad to hear the Alberta Dental Association and College is looking into its rules regarding deep sedation and general anesthesia. But, for his family, it comes too late. “Everything has changed. On the third of September, we moved to a new house and we were having a house-warming function. We were all happy… Amber was dancing. She was celebrating. We were all together. On Sept. 7 his four-yearold daughter was rushed to the Stollery Children’s Hospital after a dental visit that turned into “a nightmare.” The family says, after an exam, they were told by a specialist Amber needed a dental procedure done that day. The family said the specialist asked if Amber ate breakfast and when told yes, they allege he said it was OK and put her under with a general anaesthetic. They allege Amber suffered from a lack of oxygen during the operation and was rushed to hospital. The family says Amber was transferred to the Glenrose Rehabilitation Hospital on Oct. 10 but remains unconscious. According to the family, doctors said an MRI showed the girl has a brain injury, although the severity of the injury has not yet been established. “Amber is recovering but she’s not awake yet,” Athwal told Global News. “She’s opening her eyes. She can move her limbs but these are uncontrolled movements. We are hoping the best for her.” He said his little girl doesn’t recognize her
parents. “Doctors are still telling us to wait,” Athwal said. “They keep on saying that she will recover but they don’t know how much she’s going to recover, how her future is going to be.” While the whole family is suffering, the situation is especially difficult for Amber’s younger sister Anahat, who is two-and-a-half. “She still can’t understand what happened to her sister, why she’s not waking up, why she’s not getting out of the bed, why she’s not playing with her,” Athwal explained. He wants to speak with the health minister directly. Athwal wants to know why a dental procedure left his daughter in a coma and what is being done to prevent this from happening again. “Until we hear anything from the government or from Alberta Health Services – why this happened or what happened to Amber – we are not allowing the doctors to sedate her again.” On Tuesday, the deputy minister of health said a meeting with the Athwal family had been scheduled for this week. Amber’s father confirmed to Global News they were meeting with the health minister on Wednesday. On Oct. 28, the Alberta Dental Association and College decided to “immediately suspend” the practice of allowing one dentist to provide deep sedation or general anesthesia while also providing dental treatment.
Trudeau to open doors of top-secret committee The secretive all-powerful committee that governs members of Parliament will conduct its business publicly for the first time, throwing open the doors to the inner workings of the House of Commons. The board of internal economy, which adjudicates disputes, sets office budgets and polices the expenses of MPs, among many other responsibilities, will be “open by default,” the government announced today. MPs have faced far less scrutiny over their expenses than senators down the hall, who were subjected to an extensive audit after its equally secretive internal economy committee called in the auditor general, and referred certain members of the Red Chamber to the RCMP. The change was among a number of non-financial measures buried in Finance Minister Bill Morneau’s fall fiscal update released Tuesday. The committee, chaired by Speaker Geoff Regan, is known for dealing with some of the less savoury elements of federal politics, including when human resources go awry. In the last Parliament, it helped draft a code of conduct after a number of female NDP staffers came forward alleging sexual harassment by Liberal MPs, men who were ultimately booted from caucus by Justin Trudeau. Its internal review of the situation was kept entirely under wraps, something that might not change even with the new push for transparency.
“In all but exceptional cases involving sensitive or personal information, business of the board of internal economy will be made public,” the update said. The government also announced a plan to shore up the independence of Statistics Canada — only weeks after the department’s head, Wayne Smith, left, publicly voicing concerns over his lack of control over information technology. The former Harper government tasked Shared Services Canada with centralizing and running the government’s IT, including StatsCan, but its rollout has been bungled by departmental infighting and outdated technology. Shortly after this year’s census went live, for example, the website crashed. Another top statistician, Munir Sheikh, also left in the Harper era, protesting the move to axe the long-form census. “These proposed amendments will entrench into law the authority of the chief statistician of Canada to make decisions on statistical methodology and the production and release of official statistics, and will ensure transparency around decisionmaking,” the government said in the fiscal update, adding it would table legislation to make these changes. The update also promised to “increase transparency around decisions and directives by the government,” to the national statistics agency but it did not say explicitly what processes would be changed

Deeper deficits, no sign of balanced budgets in economic forecast Justin Trudeau‘s Liberal government laid out a plan Tuesday for boosting infrastructure spending and encouraging private investment in the projects. But missing from the fall economic update tabled Tuesday in the House of Commons was a road map back to balanced books — or any indication when that could happen. The Liberals have, once again, downgraded their economic outlook, projecting deeper deficits than announced either during the 2015 election campaign or in the 2016 federal budget. By the end of the current fiscal year, the country will be almost $31 billion in the red, according to the fall economic update released Tuesday – that’s $1.3 billion beyond the $29.4 billion deficit Finance Minister Bill Morneau forecasted in the March 2016 budget. The finance department’s figures released actually peg the 2016-17 deficit at $24.7 billion, but that takes into account a $6 billion emergency fund the Liberals announced in their maiden budget. In fact, Tuesday’s figures indicate the Liberal government intends to use that annual envelope of $6 billion every year, effectively minimizing the projected deficit for each year. The $1.3 billion difference between the March forecast and today’s may not seem so stark compared to the vast divide between what voters were told during the 2015 campaign and the maiden budget. Throughout the months-long campaign, Trudeau campaigned on a pledge to run “modest” deficits of $10 billion. Trudeau was also elected on a promise to balance the books by 2019-20. Now, the government is projecting a $24.2 billion that year ($18.2 billion when taking the emergency funding into account), and balanced budgets aren’t even on the radar. Tuesday’s document casts ahead five years to 2021-22, at which point the government is still projecting a deficit of at least $11 billion. Commenting on the report, Conservative interim Leader Rona Ambrose zeroed in on the Liberal deficit projections. Tuesday’s economic update details $81 billion in infrastructure spending through to 2027-28. This includes $25.3 billion on public transit, $21.9 billion for green infrastructure, $2 billion specifically for rural
and northern communities and $10.1 billion for trade and transportation projects intended to help Canadian businesses remain competitive. The publication also signals the government’s intention to come through on its pledge to create an “infrastructure bank,” a move intended to facilitate private investments in infrastructure. “The new [bank] will allow us to identify a pipeline of projects on which we can base our long-term investment decisions,” Morneau told the House of Commons Tuesday afternoon. The Liberals rode into Ottawa on a promise of increased transparency and accountability – a tenet that has recently come under fire with questions surrounding their fundraising tactics. The fall economic update doesn’t touch on political fundraising, but instead looks to the independence and power of the Parliamentary Budget Officer and Statistics Canada. Morneau said the government will introduce new legislation releasing the budget watchdog from the direction of the Library of Parliament and establishing it as an independent office – in much the same vein as the ethics, lobbying and privacy commissioners, and the auditor general. The legislation will also grant the PBO “greater access to relevant information” in departments and at Crown corporations. Similarly, proposed legislation will cement in law the independence of Statistics Canada and the authority of the chief statistician to decide on methodology, as well as the production and release of reports. The fall update included a full page summarizing the funds spent since the Liberals tabled their March 2016 budget. The Liberal government has announced $672.3 million worth of spending for 2016-17, and is holding another $54.3 million for “nonannounced” measures for a total of $726.6 million. Among the items included in the 2016-17 total is: • $15.3 million to support immigration targets • $152.3 million to extend employment insurance to additional regions • $500,000 to support the Supreme Court appointments process • $17.5 million for the June North American leaders’ summit

CSIS broke law by keeping sensitive metadata, Federal Court rules A Federal Court judge says Canada’s spy agency illegally kept potentially revealing electronic data about people over a 10-year period. In a hard-hitting ruling made public Thursday, Justice Simon Noel said the Canadian Security Intelligence Service breached its duty to inform the court of its data-collection program, since the information was gathered using judicial warrants. CSIS should not have retained the information since it was not directly related to threats to the security of Canada, the ruling said. “Ultimately, the rule of law must prevail,” Noel wrote, adding, “without it, the actions of people and institutions cannot be trusted to accurately reflect the purpose they were entrusted to fulfil.” At a press conference in Ottawa Thursday afternoon, CSIS Director Michel Coulombe said the agency accepted the court’s decision and has “taken immediate actions to respond.” “I deeply regret the court’s serious concerns with respects to meeting our duty of candour, and I commit to continuing my efforts with the deputy minister of justice to address this concern,” Coulombe said. “All associated data collected under warrants was done legally,” he said. “The court’s key concerns relates to our retention
of non-threat-related associated data linked with third-party communication after it was collected.” “CSIS, in consultation with the Department of Justice, interpreted the CSIS Act to allow for the retention of this subset of associated data. It is now clear that the Federal Court disagrees with this interpretation.” Associated data, or metadata, includes information such as telephone numbers and email addresses but not recordings of conversations or the content of those emails. In this case, it is difficult to determine the precise nature of the metadata involved due to heavy redactions to the 126-page court ruling. Coulombe said CSIS has halted all access to, and analysis of, the data in order to assess the “operational” impact of the ruling and to determine the way forward. “We are working closely with the Department of Justice to make sure that we meet our obligations with the court,” he added. “The trust of Canadians is essential in the fulfillment of our mandate.” Asked how Canadians can be reassured that CSIS is not still retaining metadata about people that it is not authorized to keep, Robert Frater, chief general counsel for Justice Canada, told reporters the agency now understands its limits.

Ontario Liberal Pat Sorbara charged with bribing Glenn Thibeault to defect from NDP A former senior staffer for Ontario Premier Kathleen Wynne offered a federal
MP — who is now Ontario’s energy minister — an inducement to run for the provincial Liberals, knowingly violating the Election Act, police allege. Pat Sorbara, Wynne’s former deputy chief of staff, was charged Tuesday with two bribery counts under the provincial Election Act, while Liberal operative Gerry Lougheed faces one count. Court documents show that one of Sorbara’s charges relates to Glenn Thibeault. Thibeault was a New Democrat MP for Sudbury, Ont., before he ran for the Ontario Liberals in a byelection in that riding in February 2015. He said Wednesday that the premier did not offer him a cabinet position in exchange for running, nor did Sorbara make him any offers.
“I had many conversations with Pat during that time,” he said. “Those conversations were: ‘Are you still considering doing this? What do you need to know from us about running for our party?’ We talked a lot about policy, we talked a lot about the byelection, if that’s going to happen, when it’s going to happen and building a team, but in terms of offers being made, this was a choice that I made to do this.” Thibeault’s lawyer said in a statement that no inducement was made or accepted so that he would run for the Ontario Liberals. Police allege that at some point between Nov. 19, 2014 and the day after the byelection Sorbara promised to get Thibeault “an office or employment” to induce him to become a candidate. Police also allege that she did so “knowingly,” which would boost the maximum penalties from a $5,000 fine to a fine of up to $25,000 and/or up to two years less a day in jail. Sorbara recently took a leave of absence from her job as Wynne’s deputy chief of staff to become the Ontario Liberals’ CEO and 2018 campaign director, posts she resigned from on Tuesday. She said she believes the charges against her will not succeed and she is “shocked” by any suggestion she has done something wrong.
Immigration targets to remain unchanged despite calls for significant increase Ottawa will bring in the same number of immigrants in 2017 as it did in 2016, despite calls from think tanks, the corporate sector and advocacy groups to admit substantially higher numbers of newcomers. The news of the plan to keep the immigration level at 300,000 on Monday was a bombshell to many after a summer of public consultations where Immigration Minister John McCallum had repeatedly hinted at “substantially” boosting the number of immigrants and rolling out multiyear targets to manage immigration. The new plan represents a higher target for economic immigrants from 160,600 in 2016 to 172,500 in 2017, and for family reunification from 80,000 to 84,000 — at the expense of the admission of refugees from 55,800 to 40,000. At least two national interest groups recently recommended the government increase immigration amid Canada’s aging population and low birth rate in order to sustain the country’s economic growth and support its strained healthcare and pension systems. “This is almost anti-climactic. With all the buildup and
rumours, not much is done,” said Toronto immigration lawyer Chantal Desloges, who called the government decision a “safe, conservative choice” to avoid anti-immigrant backlash among voters. Added Debbie Douglas of the Ontario Council of Agencies Serving Immigrants: “We are all surprised. We attended several of the consultation sessions. There appeared to be a consensus even among the bureaucracy that we needed to increase the target to at least 1 per cent of the population.” The Liberal government’s 2017 immigration target will keep the immigration level in check at 0.86 per cent of the population. “What we did was from 2011 to 2015, we took in an average of 260,000 immigrants. Then we jumped to 300,000 because of the Syrian refugees. It wasn’t permanently funded,” McCallum told the Star in a phone interview. “What we’ve done now is we set the 300,000 target for 2017 as the foundation from which we can grow immigration in the future. We shifted the composition a bit with more emphasis on economic immigrants. Refugees are twice as high in 2015 but not as high as 2016.”
Man awaiting $60K court award spared deportation A Nigerian man who was facing deportation amid a court fight to secure a $60,000 award by an Ontario judge over mistreatment during jail lockdowns has been granted a last-minute reprieve. Jamil Ogiamien, 46, was awarded the compensation in a decision in May by Superior Court Justice Douglas Gray. But the ruling is under appeal by both the federal and Ontario governments and not scheduled to be heard until February. “I’m so relieved that at least I would be able to have my date in court,” Ogiamien told the Star in a phone interview from the Toronto East Detention Centre on Thursday after he received a letter from border enforcement officials that his deportation has been suspended for now. No reason for given for the temporary reprieve. He was scheduled to be deported on Friday to Nigeria, a country
he left as a child and has no memory of. Ogiamien was arrested and charged by Peel Regional Police in April 2013 for impaired driving and possession of cannabis. Although he was acquitted of the charges a year later, he continued to be held by Canada Border Services Agency for alleged immigration violations, until June 1, when the court ordered the compensation and his immediate release from detention. However, border enforcement officials arrested him again in October when he showed up in their office for his regular reporting. When he learned he was slated to be deported on Friday, he contacted the Star and said he believed Canadian officials were trying to pull a fast one on him by depriving him of an opportunity to attend February’s appeal hearing and thus a chance to collect his money.

TD Bank raises mortgage prime rate to 2.85% Toronto Dominion Bank has become the first major lender to hike its mortgage rates after Ottawa’s move last month to change some of the rules that govern insured mortgages. The bank’s mortgage prime rate is rising 0.15 points to 2.85 per cent, effective immediately, after it had remained steady for 15 months. Only customers with variable rate mortgages will be affected, the bank said in a statement, while fixed-rate customers should see no change. Other products such as lines of credit are not affected. “We regularly review our rates and adjust them based on a number of factors, including the cost that TD pays to fund mortgages,” the bank said. “Increasing our rates is not a decision we take lightly. We consider the impact on our customers before proceeding with any rate change, and we communicate directly with customers whose loans or mortgages are affected.” It’s rare for the big banks to leave much gap between themselves on their prime lending rates, so other major lenders are expected to follow suit. James Laird, a co-founder of rate-comparing website RateHub and president of mortgage brokerage Canwise Financial, says he can’t recall the last time
a major bank moved its prime lending rate out of step with the Bank of Canada, which has been on the sidelines for all of this year and is next scheduled to meet next month. “That being said, there’s been some very major changes to the mortgage industry,” he said in an interview. “This could be in anticipation of higher funding costs when the new rules come in.” In addition to a new stress test for borrowers, Ottawa also implemented new rules set to kick in at the end of this month that will make many types of mortgages ineligible for bulk insurance — which is one of the cheapest ways for lenders to insure their loans. That means in less than a month, many lenders won’t be able to cut their costs by packaging their mortgages together and selling them to investors. That will raise the cost of mortgages everywhere, especially for non-bank lenders. So TD moving to raise their mortgage rates could be a way of getting out ahead of those changes, Laird said. “Without being able to ensure those mortgages,” Laird said “we can point to that as a likely reason for today’s news.”
Housing and debt risks best addressed by government, rates blunt tool: Poloz Bank of Canada governor Stephen Poloz says risks from household debt and the housing market will be better addressed by the government’s recent policy moves, not by adjusting interest rates. In a speech in Vancouver, the head of Canada’s central bank said adjusting interest rates is a “very blunt tool,” which has widespread effects. “Our view is that these socalled macroprudential policies are best placed to deal with threats to financial stability because they can be designed to target specific financial vulnerabilities,” Poloz said Tuesday. “Given all the work done to strengthen the global financial system over the past few years, it makes even more sense to separate monetary policy from efforts to stabilize the financial system.” Household debt levels have hit record levels in recent years and housing markets have boomed, helped by low interest rates that have allowed consumers to borrow cheaply. Poloz said the bank does not ignore financial stability issues but suggested it has flexibility to deal with uncertainty.
“We acknowledge that there is always uncertainty around the outlook for inflation, and developments in the financial system bring uncertainties for financial stability,” he said. “These uncertainties generate a zone within which we can tolerate variations in either the risks to our inflation outlook or risks to financial stability.” The Bank of Canada uses the inflation target when determining monetary policy and setting its key overnight interest rate. The central bank and the federal government renewed their inflation-targeting framework agreement last week. The target was kept at two per cent, the midpoint of a range of one per cent to three per cent that the central bank deems acceptable. However, the Bank of Canada said it will change the way it measures core inflation, which it uses to help focus on the underlying trend in inflation. It will use three different ways to measure instead of a single method of assessing core inflation.

New rules for government student loans kick in today New student loan repayment rules announced during Ottawa’s spring federal budget kick in today, meaning graduates don’t have to start repayments until they earn at least $25,000 a year. Under the old rules, single people had to start paying back Canada Student Loans once they earned $20,210 a year. For families of five or more people, the cut-off is now $67,825. Official figures show three-quarters of a million Canadians had student loans from the federal government during the 2013-2014 school year. As well, “borrowers who are having difficulty making their monthly Canada Student Loan payments can apply for help through the Repayment Assistance Plan,” Employment and Social Development
Canada said Monday. “Depending on their financial situation — such as their income and family size — borrowers can get approved for a reduced monthly payment on their Canada Student Loan, or for no monthly payment at all.” Ottawa also beefed up the amount it has available for student grants that don’t have to be repaid, by more than $1.5 billion over the next five years. In practice, that means an increase of as much as 50 per cent for certain grants: • From $2,000 to $3,000 per year for full-time students from low-income families. • From $800 to $1,200 per year for students from middle-income families. • From $1,200 to $1,800 per year for parttime students from low-income families.

Punjab village is a haven for drug addicts
The lone open one has a thick iron grille with a small window, big enough only to let out a hand from inside. It’s here that half a dozen vehicles are parked and scores of youngsters are queuing up. At first, it seems that the shop is selling items of daily use, but a closer look reveals that on sale is “samaan”, known as “chitta” (drugs) in common parlance. As one moves around the village, one sees youngsters huddled together, consuming drugs. Used syringes are seen strewn in every nook and cranny of the village. On a small plot, two youths are lying, heads down, apparently in an inebriated condition. A girl in her early twenties, who says that she is from Galoti village, near here, begs for Rs 200, saying that it’s important to save her life. A six-foot-tall man, who was once a hotelier with a happy family in Harike, sits dejected, waiting for someone in the village to keep last night’s leftover food before him, even as he waits to regain his senses. Once sober, he recalls how a regular customer at his hotel got him addicted to drugs. This village, where at least one-fifth of the

In an embarrassment to the Punjab Government, the Punjab and Haryana High Court today held that the state suffered a loss of more than Rs 2.27 crore by cancelling the process of allotting a liquor vend in Bathinda district “with a view to favouring some persons”. Setting aside the allotment in favour of three successful applicants, a Division Bench also rapped the state for its attempts to mislead the court by producing fabricated record. The conduct of the Deputy Excise and Taxation Commissioner for producing fabricated record would be examined by the competent authority, Justice Rajesh Bindal and Justice Darshan Singh ruled. “If the manner in which the authorities conducted themselves in the process of cancellation of allotments, re-grouping and fresh allotments is examined on the touch-stone of the law laid down by the Supreme Court, it can safely be opined that the same suffers from unreasonableness and arbitrariness. Yadav family comes together for launch of Akhilesh’s rath yatra Presenting a picture of unity Samajwadi Party patriarch Mulayam Singh Yadav, accompanied by brother and state president Shivpal Yadav, flagged off Chief Minister Akhilesh Yadav’s ‘Vikas se Vijay Tak Rath Yatra’. Amidst unprecedented crowds that virtually choked every road in the state capital the yatra was flagged off almost two hours behind schedule from the La Martiniere school ground close to the chief minister’s official residence. Samajwadi Party sources said the delay was reportedly due to the party backstage boys persuading Mulayam to be present on the occasion to send a positive message. Finally, Mulayam arrived, accompanied by brother Shivpal Yadav, and the programme started. The show of unity, however, did not last. Chief minister Akhilesh Yadav neither
wished nor greeted his uncle Shivpal Yadav with whom he is reportedly at loggerheads. In his address, Akhilesh referred to chacha Shivpal as ‘state president’ and mentioned him only after naming many senior leaders. The palpable tension on the dais was clear. Most of the ministers kept a safe distance from Shivpal. Dismissed minister Manoj Pandey was also seated on the dais. Shivpal also appeared visibly ill at ease in the presence of youth leaders close to Akhilesh whom he had expelled last month after becoming the state president, for indiscipline and anti-party activities. Interestingly, senior minister and Muslim face of the party Mohammad Azam Khan was conspicuous by his absence as was Beni Varma who had tried to broker peace in the faction-ridden party last week.
Separate probes into SIMI jailbreak, encounter begin A special investigation team, formed by the Madhya Pradesh Police, today inspected the site of alleged encounter where eight SIMI men were gunned down on Monday while a separate investigation began into the jailbreak by extremists by recreating the scene. The CID team led by SP Anurag Sharma also examined some people about the encounter, which has come under scanner with Opposition parties and the lawyer of the slain SIMI activists pointing to several alleged smoking guns to claim that it was fake. Former Director General of Police Nandan Dubey, who is investigating the jailbreak, visited the Central Jail here. The jailbreak scene was recreated as part of the probe and Dubey examined some prisoners also. “Yes I spent more than three hours in the jail. I have started the investigation,” Dubey said. Asked about the lapses that led to the SIMI activists’ escape, he said it was too early to jump to any conclusion. Madhya Pradesh Chief Minister Shivraj Singh Chouhan also inspected the Central Jail here and directed strengthening of security measures. The lawyer of the eight SIMI activists today claimed that they had sustained gun shots in the head and chest. He claimed that he had seen the autopsy reports of the slain men. “They were fired upon from the front and
all of them sustained injuries in their head and chest, above the waist,” lawyer Parvez Alam said. Repeating his claim that it was a fake encounter, he said that according to a Supreme Court ruling, police should fire below the waist. Meanwhile, state Home Minister Bhupendra Singh said any video or evidence about the encounter should be submitted to the SIT. “The slain men were terrorists who had killed policemen earlier,” he said, adding that “Ending terrorism is a priority for our government. We will not compromise at any cost when dealing with terrorism.” ATS chief Sanjeev Shami maintained that the police were well within the law “to resort to maximum force” if they see the possibility that criminals who are a threat to society may escape. Union Home Minister Rajnath Singh did not specify when the National Investigation Agency would conduct a probe into the case. “We have not yet received anything (from the state). The MP government has already ordered an investigation,” he said. The SIMI activists were killed on the city outskirts at Malikheda following their escape from the jail after slitting the throat of a security guard and scaling the 32-foot wall using bedsheets in the wee hours of October 31.
Chaos as leaders leave little room for mourners The body of ex-serviceman Ram Kishan Grewal, who committed suicide on November 1 over the “delay” in implementation of the One Rank, One Pension (OROP) scheme, was brought to his hometown early this morning after a postmortem at Lady Hardinge Hospital, Delhi. “I don’t know why the Delhi Police kept me and my two brothers in detention for the whole day yesterday,” said a crestfallen Dilawar Singh, Grewal’s eldest son. He said they were let off after being told the family would be paid a compensation of Rs 10 lakh and one member given a government job. Jaswant Singh, angry with Union Minister VK Singh for calling his father “mentally unstable”, said: “My father served the forces for 30 years. Post-retirement, he was elected sarpanch. But the minister thinks he was
unstable.” Senior state Congress leaders thronged the deceased’s house. Among them were former CM Bhupinder Singh Hooda, CLP leader Kiran Choudhry, AICC

Political war over suicide by veteran Suicide by an Army veteran, Ram Kishan Grewal (70), over One Rank, One Pension (OROP) today turned into a massive political showdown with the Congress and AAP accusing the Narendra Modi government of betraying soldiers on its promise. The BJP hit back, accusing them of doing “politics over deaths”. The Delhi Police detained Congress vice-president Rahul Gandhi and Delhi Deputy Chief Minister Manish Sisodia, while they restricted Chief Minister Arvind Kejriwal’s movement at a hospital where they had gone to meet the family members of the deceased. Home Minister Rajnath Singh defended the police action, saying: “Whatever has to be done for risk reduction, the Delhi Police will do.” He said the OROP issue had been resolved and “we are implementing it”.
Even the Delhi Police officially justified the action of detaining leaders, saying they would not allow anyone to disturb law and order. There is a feeling among officials in the defence establishment that the suicide by the former Army man was the result of unpaid OROP arrears. Defence Minister Manohar Parrikar tweeted the list of OROP beneficiaries. Refuting BJP’s allegation of the Congress politicising the issue, former Defence Minister AK Antony said: “Instead, the ruling party had made it a political issue when we were in power. The government must implement OROP in its entirety and remove anomalies, otherwise things will be difficult.” Antony also asked the PM to apologise to the nation and the armed forces for misleading them on OROP.

Indian Americans say community’s votes could make the difference With the race for the White House tightening, Indian-American Democrats are making a push to get their community to turn out to vote for Hillary Clinton, saying she has been a steadfast friend of Indians and India. Leaders of “Indian-Americans for Democrats and Friends of Hillary for President” appealed in particular to Indians living in states expected to play a key role in the presidential elections next week saying that despite its small size the community’s votes could have an outsize effect in a tight race. At a news conference here Wednesday, New York hotelier Sant Chatwal pointed to the 2000 elections which Democrat Al Gore lost
by less than 400 votes in Florida and said that in states like that votes of Indian Americans carry more weight as a deciding factor. Missing Indian-origin woman found murdered near Heathrow airport A 30-year-old Indian-origin woman, who had been missing for nearly a fortnight, was found murdered on wasteland near London’s Heathrow airport, with Scotland Yard on Wednesday appealing the public for information about the incident. Pardeep Kaur was reported missing by a relative last month, after she failed to turn up for work. Metropolitan Police murder detectives took over the investigation and formally identified the body last week. Kaur, who was married and worked as a hotel housekeeper, was last seen alive on October 16. Her body was found by police nearly a week after, during their search and it is believed she was strangled by a stranger on her way back home from work in southwest London. “We have carried out extensive

Indian-origin millionaire wins Australia council election For the second time in a row, Indian-origin millionaire Intaj Khan won the local council elections from the Wyndham suburb of Australia’s Victoria state. Khan, from the Labour Party, will now serve for another four years as a councillor following his successful election from the Harrison Ward of the suburb. Wyndham city council this year recorded the highest number of nominees, a whopping 95 candidates which included over a dozen candidates of Indian background. Across the state, over 2,100 candidates had filed their nominations for this year’s elections for over 600 councillor vacancies across 78
councils. Expressing delight at his win, 44-year-old Khan said, “I feel privileged as I can serve my community as well as my council for another term. However, it is also a bit disappointing to see that no other Indian-origin candidates were elected across the state in this year’s election.” In the last elections, Wyndham city council had two Indian origin councillors, Gautam Gupta and Khan. Sugarcane harvest plan announced All harvestable sugar cane will be processed before the Fiji Sugar Corporation makes any decision to close its three mills. This was the word from Sugar Ministry permanent secretary Yogesh Karan. “We are taking into account the difficulties the industry has gone through this year with Severe TC Winston and most especially what our biggest stakeholder — the growers — have experienced with the ongoing labour shortage issues,” Mr Karan said. “And in this respect I have given instruction that all harvestable cane will be crushed for this season.”
The assurance given by Mr Karan was a big thumbs up by farmers in the Western Division. Rarawai Penang Cane Producers Association president Girish Kumar said about 40 per cent of cane in the Ba, Tavua and Rakiraki areas were yet to be harvested. “This is comforting news because this is the worst season on record for farmers and every stalk of cane must be processed because farmers need every single cent,” Mr Kumar said. About 35 per cent of crop remains to be harvested in the Lautoka mill area and 25 per cent for the Rarawai-Penang mill area.
Taxi driver denies rape charge A 33-YEAR-old taxi driver pleaded not guilty to one count of rape in the High Court
in Suva this morning. Rajinesh Kamal Narayan made an appearance today before Justice Salesi Temo charged with the rape of a 16-year-old student. The incident is alleged to have occurred at Suva Point at 8pm on September 13 this year. The charge was read out to the accused in the English language to which he understood and pleaded not guilty. The matter is being adjourned to February 10 and the accused was also granted bail.
PM says he will never allow Great Council of Chiefs The subject of the reinstatement of the Great Council of Chiefs (GCC) or Bose Levu Vakaturaga reared its head once again at a talanoa session between the Prime Minister Voreqe Bainimarama and the villagers of Naimasimasi, in Vugalei, Tailevu last week. A villager asked the Prime Minister whether the institution would ever be reinstated to which Mr Bainimarama said it would not as long as his government was in power. “The Government’s first priority is to educate our children, and carry out developments in the country. “Previously every development which the Government wanted carried out had to go through the GCC which hampered things. “My government was able to carry out many changes and developments without the presence of the GCC,” Mr Bainimarama said in the iTaukei language. “As long as my government is in power, the

He added that traditional leaders would stop road developments because it ran over their land boundaries. “When a government makes the decision to build a road in some areas — the chiefs would stop it — their self-interests were paramount,” Mr Bainimarama said. “They said no because it crossed their land. That kind of thinking stopped the developments in this country. What is important is that you have your chiefs and you serve them within your vanua (land or village),” the Prime Minister said. The GCC was suspended in 2007 after Mr Bainimarama took power in 2006. The traditional body was later disestablished by decree in March 2012 after it served as an advisory to the colonial government during its 139-year history.
Largest drug bust in Fiji In what could be one of its biggest raids, police uprooted about 5000 plants believed to be marijuana from a farm in Tavua on Wednesday afternoon. Police spokesperson Ana Naisoro said four people were arrested in Matalevu after a tip-off. She said at the farm, officers found three plastic bags containing dried leaves and uprooted 4970 plants that ranged between 20 centimetres to 2.3 metres in size. She said the farm owner was yet to be arrested. “All of the four suspects have been interviewed and are in custody awaiting the analysis of the drugs seized. “However, police are appealing to members of the public for any information as to the ownership of the Matalevu drug farm.” Ms Naisoro said a similar arrest was made in Tavua Town on the same day. “Later (on Wednesday), Tavua police
officers stopped and searched a rental car in town where they found a black plastic bag which had three rolls of aluminium foil with dried leaves believed to be marijuana,” she said. “The rental car was in town and the driver was acting in a suspicious manner which made police react by stopping and searching the said vehicle.” She said the driver was taken into police custody in Tavua. Meanwhile, in Lautoka another successful drug arrest was also made on the same day. Ms Naisoro said Lautoka officers raided a 41-year-old unemployed man’s house after obtaining a search warrant. “During the search, 12 rolls of dried leaves believed to be marijuana was found along with $1025 cash,” she said. “The owner and two other occupants of the house were arrested and are still in police custody.”

this was withdrawn after an email from the Permanent Secretary for Education, Iowane Tiko. When asked on the Permanent Secretary’s email to the school that opposition members are not to be invited and only government officials should be the chief guest, Doctor Mahendra Reddy said that he has made it clear that the school managers can invite Prasad. He refused to comment further as he says that the issue has been clarified.
Police hunting for rapist of 14 year old girl An investigation is underway following the alleged rape of a 14-year-old student in Labasa yesterday morning. The student was on her way to school when she was allegedly picked up by an unknown taxi driver and taken to a secluded area where the incident took place. The matter was reported
to Police by the 14-year-old girl’s teacher. Police spokesperson Ana Naisoro says officers have been tasked to find the person responsible and make an arrest and anyone that may have information or seen the student being picked up is requested to call Crime Stoppers on 919.

93 madrassas in Sindh have solid links with terrorist groups Around 93 madrassas in Pakistan’s Sindh province have “solid links” with terror groups or banned outfits and authorities will soon launch an operation against those Islamic religious schools harbouring terrorists, a media report said on Wednesday. Pakistani intelligence agencies have credible information about the activities taking place in these madrassas, according to The Express Tribune. A special meeting held at the Sindh chief minister’s house to review the law and order in the province was apprised about these numbers on Tuesday, the report said. Chief minister Murad Ali Shah presided over the meeting, which was also attended by the Rangers director-general Major General Bilal Akbar and provincial heads of
intelligence agencies among other members of civilian leadership. The chief minister directed the police and Rangers to begin an operation against madrassas harbouring terrorists. “This kind of attitude will not be accepted,” said Shah. “We will not allow anybody to shed blood of innocent people in the name of religion or using a sacred place. This operation will also be targeted and intelligence-based.” The operation will be started just after Chehlum, a religious observance that occurs 40 days after the Day of Ashura. He further directed the home department to put the 93 madrassas involved in dubious activities on the watch list and maintain a record of their day-to-day activities.

Over 300 Pak firings since Sept-end Government officials said on Thursday that Pakistani forces were deliberately targeting civilians in border areas as Islamabad was desperate for a “face-saving” exercise following the September 29 surgical strikes by Indian troops on terror launch pads. Officials said that Pakistan had directed its forces to target BSF, the Army and not even spare the civilians as part of their “revenge”. Pakistan’s aggression is evident by the fact that two-thirds of a total of 500 ceasefire violations along the western border have taken place in the last five weeks. In Jammu alone, 200 ceasefire violations by Pakistan have been recorded this year, most of them since the surgical strikes. In 2015, the total number of violations recorded by Pakistan were 405. Officials said that the BSF was
currently dealing with the “troika” of Pakistani army, Pak Rangers and terrorists who have been trying to cross into the Indian territory under the cover of cross border fire. However, the Indian forces have retaliated to the fire
adequately. Many people have been displaced and over 100 schools have been closed near LoC and IB.
Pakistan express train collision kills at least 20 A long-distance train collided into stationary coaches in the Pakistani port city of Karachi on Thursday, killing at least 20 people, hospital officials said, in the country’s second major rail collision in less than two months. Television footage showed mangled and overturned carriages, and media reported rescuers were working to free people trapped in the wreckage. Train traffic between Karachi, Pakistan’s biggest city, and the rest of the country was suspended after the collision near the city’s Landhi station, television news channels reported. Sixty-five people were injured in the collision, said Seemin Jamali, head of the
emergency department at Karachi’s main Jinnah hospital. The collision occurred between the moving Zakaria Express and the stationary Fareed Express, the railways ministry said. Minister Khwaja Saad Rafique pointed at negligence as a possible cause, with a stop signal being ignored. The whereabouts of the driver and assistant driver of the Zakaria Express were unknown, he said. He ordered an investigation which would be completely within 72 hours. “Facts will be brought forward, and whoever is responsible will not escape legal action and punishment,” he said.

At least 15 Hindu temples in Bangladesh have been vandalized over allegations of disrespect shown to Islam on Facebook,
triggering panic among the minority community in the Muslim-majority nation. Temples in Brahmanbarhia district’s Nasirnagar were vandalized on besides over
100 houses of Hindus in the area have also been looted. A group of madrasa students demonstrated on the premises of Brahmanbarhia Press Club while hundreds of people blocked Sarail-Nasirnagar-Lakhai road by torching tyres on Sunday. After the mayhem for hours, two temples in adjacent Habiganj’s Madhabpur also came under attack, police and witnesses said. Six persons were arrested for their alleged involvement in the attack. Taliban insurgents on Wednesday killed 26 Afghan civilians after abducting them in the remote central province of Ghor the previous day, officials said, the latest brutal attack targeting the local population on one of the country’s most lawless areas. The slain civilians were from a group of 33 taken by the militants near the provincial capital of Ferozkoh, according to Ziauddin Saqib, the deputy provincial police chief. Earlier reports suggested 20 were killed but the death toll rose later in the day. The abductions took place while battles were underway between the Taliban and Afghan security forces on Tuesday that saw two militant commanders killed, Saqib added. Both commanders were infamous figures in Ghor and were involved in many anti-government activities, Saqib also said, adding that the “cowardly insurgents killed innocent civilians in revenge for their commanders killed by security forces.”
Bangladesh arrests 900 in bid to save favourite fish
Bangladesh has arrested more than 900 fishermen and deployed the army to patrol its waterways after introducing a temporary ban on catching hilsa in an effort to save the hugely popular fish. Some 60 percent of the world’s hilsa are caught in Bangladesh, but indiscriminate fishing has depleted much of the stock, driving up prices and putting the fish beyond the reach of the poor. Anyone caught catching hilsa faces at least a year in jail under a 22-day ban that began on October 12, the start of the breeding season. Armed forces have been deployed to patrol 7,000 square kilometres of rivers, estuaries and sea declared a breeding sanctuary. “We are patrolling the rivers day and night. It’s like a curfew,” fisheries department official Iqbal Hossain said from the coastal river district of Patuakhali. “One mother (hilsa) can lay two million eggs per year. So one can easily understand how big the production will be if the protection drive is successful,” said Hossain.

Shivaay box office collection day 7: Ajay Devgn’s film mints Rs 70.41 crore in the first week Ajay Devgn‘s Shivaay box office collection reports are also out and its stands at a decent Rs 70.41 crore. The film which clashed with Karan Johar’s Ae Dil Hai Mushkil is leaving no stone unturned to make sure it faces its competition with a good record. Shivaay had raked in Rs 7.40 crore on Wednesday and passed the no-holiday test with flying colours. The Wednesday numbers totalled to Rs 64.36 crore and we saw the film enter the Rs 50 crore club. Of course, it hasn’t been able to beat ADHM, not in domestic market or overseas market. The difference between the movies’ collection adds up to almost Rs 10 crore. We’ve noticed a peak as well as a drop throughout the first week. While the initial two days collection weren’t up to the mark, on Monday the film did
see a HUGE peak. But again, the record tumbled as the earnings dropped. We did inform earlier how the film passed the no-holiday test with a good number. The Thursday collections however, saw a slight dip as the film raked in Rs 6.05 crores as compared to Wednesday when the collections stood at Rs 7.40 crores. Trade analyst Taran Adarsh tweeted the final numbers of how much has been collected. His tweet stated, “#Shivaay Fri 10.24 cr, Sat 10.06 cr, Sun 8.26 cr, Mon 17.35 cr, Tue 11.05 cr, Wed 7.40 cr, Thu 6.05 cr. Total: ₹ 70.41 cr. India biz.” The overseas numbers of the film haven’t been released yet and to be quite frank, it might have easily been wiped out as we already saw how the opening overseas weekend collections panned out.

Ranbir Kapoor is back with a bang. After a string of flops namely Besharam, Roy and Bombay Velvet, Ae Dil Hai Mushkil has helped him regain his box office glory. His last blockbuster was Yeh Jawaani Hai Deewani. It’s as if Karan Johar knows what suits him the best. Wake Up Sid too was a successful film. ADHM in its first week has earned a huge amount but despite all that he hasn’t managed to defeat his contemporary Sushant Singh Rajput in the box office game. As you all know Sushant’s M.S.Dhoni-The Untold Story has changed the course of his career. The actor got the biggest hit of his career with this film. It had crossed the 100 cr mark within 9days of its release which is simply fascinating. What also aided its run was it had made over 94 cr in its first week itself and that’s where Ranbir’s ADHM fell short. It only earned a little over 80cr. With those numbers, ADHM also became the fourth highest first week grossing film this year. The first spot obviously went to Salman Khan’s Sultan with over 200cr haul. Second is MSD and the third spot went to Rustom.

This means ADHM has become one of the successful films of 2016. We told you how it’s already a hit. According to a statement released by the makers of the film, ADHM, which is made on a budget of 100 crore, has already pocketed Rs. 75 crores in the form of satellite, music and digital rights. 25 crore is the recovery to be made in terms of theatrical revenues from the domestic circuit. And the Nett revenue needed from theatrical (domestic) is Rs. 50 crores. Now, the film has already made Rs. 80. 19 cr. So the makers can easily have a celebration. What’s also big is that the entire international collection of $8.2 million which is 54. 71 crore is nothing but profits. Even with those numbers the film has not managed to scale past MSD and there is a reason behind it. Sushant’s film enjoyed a solo release with a large number of screens. Whereas Ranbir’s film shared space with Shivaay at multiplexes and single screens. With those limitations, ADHM has earned a really awesome money for the film. The second weekend will only propel it towards 100 crore.

A heart broken Ayan finds love or rather lust the second time around in the arms of a poet Sabah played by the gorgeous Aishwarya Rai Bachchan. Things get seriously complicated in the second half when Alizeh is diagnosed with cancer. Ae Dil Hai Mushkil is complex and long. It is also indulgent yet relatable to situations we all have been through. What’s hot: Karan Johar’s forte is using popular culture to narrate a story with an universal appeal. His take on love and relationships is deep and flakey at the same time. The
first half is light and the banter between Ranbir and Anushka extremely engaging.
Props to the writers for using words and language that is not only current but also entertaining. References to other films, namely the ones from the 80s and KAran’s own are a major highlight. Like every other Karan Johar film Ae Dil Hai Mushkil is glossy and extremely good looking. Performances are a major highlight with Ranbir being the stand out act. He owns Ayan like he’s felt every emotion being played out. It’s not just the heavy duty long monologues where he shines but even the small subtle reaction scenes to his co-actors make his performance that much more endearing. Fawad Khan manages to make
a striking presence felt with his good looks and charm, only if he had a longer role. Aishwarya Rai Bachchan looks like she’s sashayed out of a beauty pageant and her moments with Ranbir have intense sensuality and passion. Lisa Haydon’s cameo is funny and the ‘vaatavaran’ line will soon become a catch phrase. What’s not: Ae Dil Hai Mushkil’s biggest flaw is the lack of chemistry between its lead pair. For a film whose protagonist experiences love and loss multiple times with different people the execution of the narrative gets lost in translation. Ayan and Alizeh start off as friends only to get caught in a web of mutually unresolved feelings. When we revisit them in the second half their track is still stuck on an endless loop. Dialogues are too heavy and sound off when used in every day conversation. Sabah being a poet can speak in that dialect but when Alizeh and Ayan start their banter it just gets repetitive. Shah Rukh’s much hyped cameo fizzles out before you take that collective sigh. The plot goes downhill once Alizeh’s terminal illness track sets in. The scenes gets heavy and that cloud of ‘been there seen that’ looms till the very end. What to do: Ae Dil Hai Mushkil has some really nice moments, but they are few and suffer the curse of a weak second half. Nevertheless watch it for Ranbir and Karan’s interpretation of love, loss and longing.

Basic Eggless Cake (Using Curd) There have been a few reader requests for a basic eggless cake recipe after I posted eggless chocolate cake recipe. Yesterday, I was in a mood to bake and decided on Nita Mehta’s basic eggless vanilla cake recipe using curd. Very few ingredients go into its making, the main players being curd aka yogurt and oil. A simple, unassuming cake that has never failed me. Preparation: 10 mts, Baking: 35 mts Ingredients: 1 1/2 cups all-purpose flour, sifted from a height at least 3 times 1 cup thick curd/yogurt 3/4 cup sugar (you can use upto 1 cup) 1/2 tsp baking soda 1 1/4 tsps baking pwd 1/2 cup refined oil 1 tsp vanilla essence Method: 1 Preheat oven to 200 C for 10 mts. Grease and flour an 8” inch baking pan. 2 Cream the sugar and yogurt until the sugar is completely dissolved. Add baking pwd and baking soda and combine. Leave aside for 3 mts. You will find that bubbles appear. 3 Add vegetable oil and vanilla essence and mix well. Now, slowly add little sifted flour/ maida (about a tbsp) at a time and fold into the wet ingredients. 4 Bake in preheated oven at 200 degree C for

OUR FAVOURITE 5 DISHES South Indian cuisine? But isn’t all Indian food the same?” you might ask. 1. Dosa There is something so perfect in the combination of the crispness and nutty flavor of a dosa (a thin, large pancake made from a batter of ground rice and urad dal) and the mildly spiced crushed potato and spice mixture inside (that’s the masala mixture). 2. Thali Thalis are like many little meals in one, a little buffet on a banana leaf or metal tray. The idea: salty, sweet, sour and bitter merge in the mouth in one sitting. 3. Vada Think savory, fried and dense donut and you’ve got a vada. It’s the lentil and gram flour with the occasional dose of potato mash that provides a vada with its heft. It can be eaten straight as a snack on the street or taken in a restaurant with the familiar sides of sambar and wet chutneys. 4. Idli Savory, steamed saucer-like cakes made from a batter of fermented black lentils and rice. The result is soft, almost fluffy. And, you guessed it – they are served with the side pails of sambar and wet chutneys. 5. Kozhikode Biryani We usually found biryani (rice with meat, vegetables and spices) in the Muslim neighborhoods of southern Indian towns. Biryanis are often served with mutton, but there are vegetarian versions, too (especially when the local mosque is serving biryani for free to celebrate a festival). Biryani is more than just some rice with meat; the taste can be made surprisingly complex with combinations of cinnamon sticks, star anise, cumin, cardamom, and even a dash or two of coconut milk.
10 mts, reduce temperature to 175 and bake for 20-25 mts or till a toothpick inserted into the cake comes out clean. 5 Cool the cake for 20-30 mts and then overturn onto a plate. Note: To give a chocolate flavor to the cake, combine 1/2 tbsp of cocoa pwd to 1/4 cup of the basic cake batter and combined well. While pouring batter into pan, pour a tbsp of cocoa batter towards the edge of the pan and next to it pour a tbsp of white batter, followed by the cocoa batter.
Follow this pattern till the first layer is done. Over this layer, pour the remaining white cake batter. If you want to frost the cake follow this vanilla butter icing recipe – Sieve 1 1/2 cups icing sugar and add to 1 1/4 cups white butter and beat until smooth using an electric beater. Add pinch of salt and 1 tsp vanilla essence and combine. Chill and and spread the icing all over the cake.

The Story Of The Ghost Of An Indian Army Soldier Who Still Protects India’s Border Believe it or not, military mythology is a thing. Maybe when it comes to serving your nation, the soldiers never actually die. This is the story of Baba Harbhajan Singh, an Indian Army soldier, who died in 1986 but his ghost is believed to still be protecting his brothers-in-arms at the border. Born in a village of Punjab in 1941, Harbhajan Singh enrolled himself in the Indian Army in 1956. In 1965, he was granted a commission and was posted to serve with the14 Rajput Regiment. It was in the year 1967, near Nathu-La pass, that Singh met his end after slipping and drowning in a glacier while he was leading a column of mules carrying supplies to a lonesome outpost. His body was recovered after three days and cremated with due honors. But did he really die? Legend has it that it was his own ghost that led the search party to his own dead body. Soon after cremation, it is believed, he appeared in one of his friends dream and asked him to erect a shrine in his memory. Following this, a shrine dedicated to Singh was built. Even today, jawans posted at the Nathu-La post firmly believe that Singh’s ghost protects them. Soldiers even believe that his ghost warns them of any impending attack at least three days in advance. Even the Chinese, during flag meets, set a chair aside to honour Harbhajan Singh. The water from his shrine is believed to heal ailing soldiers. Singh’s shrine is guarded by barefooted soldiers, and his uniform and boots are cleaned on a daily basis. Stories about his ghost visiting the camps at night and even waking up the soldiers who sleep while on watch, are massively popular and very regular. The belief about his paranormal existence is so firm that every year on 11th September, a train carrying ‘his’ belongings departs for his hometown accompanied by fellow soldiers, and goes right till his home’s doorstep. Moreover, until his recent retirement, Singh was steadily promoted up the ranks and retired as an Honorary Captain. His salary has, without fail, been sent to his family up until his retirement. Singh is looked up to as a holy saint today
and soldiers often refer to him as ‘Baba’. Guess patriotism never really dies!

Real estate groups lobby against calls for GTA foreign buyers tax Calls for the implementation of a tax on foreign buyers of property in the Greater Toronto Area are “premature,” a pair of real estate groups say.
In letters to Ontario Finance Minister Charles Sousa and Toronto Mayor John Tory, the heads of the Toronto Real Estate Board (TREB) and the Ontario Real Estate Association (OREA) say introducing such a tax would be “a knee-jerk reaction to a problem which we do not fully understand.” TREB president Larry Cerqua and OREA president Ray Ferris wrote that a foreign buyers tax will do “little to address the growing affordability challenges facing many Ontarians and may have negative consequences for our broader economy.” The groups argue that more information is needed to get a better understanding of foreign buyer involvement in Toronto’s housing market. The government of British Columbia recently introduced a 15 per cent tax on foreigners buying property in Greater Vancouver. In the wake of the tax’s introduction, housing activity in Vancouver area has slowed considerably.
Reaction seems to have been swift — the Real Estate Board of Greater Vancouver said house purchases declined by 26 per cent in August compared with the same month a year earlier. The arrival of the tax in Vancouver led to suggestions that foreign interest in real estate will shift to other markets, including Toronto, which has already seen significant home price gains, just not on the same scale as Vancouver. High-end real estate seller Sotheby’s recently said it expects a lot of demand in Vancouver’s luxury market to move to Toronto. There have been a pair of calls recently for a tax on foreign homebuyers in the Toronto area to help cool the market. CIBC economist Benjamin Tal said Ontario will have little choice but to implement a tax similar to that of British Columbia. Tal said the main reason behind higher prices around Toronto is a policy-driven lack of land supply, leaving a tax as one of the only levers available to influence the market. In addition, former federal finance minister Joe Oliver, writing in the National Post this week, said Ontario should quickly impose a 15 per cent tax on purchases by non-residents and foreigners of residential property in certain Toronto-area communities. Sousa said earlier this week there are no plans at the moment to implement a tax in Toronto similar to Vancouver’s. “Our government will continue monitoring the housing market in both Ontario and B.C. over the course of the next few months to see the impacts of the recent decision by the government of B.C.,” Sousa said in a written statement.

Ontario Premier Kathleen Wynne is signalling she won’t follow British Columbia’s lead and slap a tax on foreign buyers of residential real estate in the Toronto area. People who watch the Toronto market closely say that makes sense, arguing that foreign buyers are a limited factor in driving up local prices. They’re pointing to a different, home-grown source of the surge in demand: investors who are buying houses not as a place to live, but as a place to grow their money. The craze has thrust many wouldbe investors into a market with a limited housing supply, where they compete with people who want to buy a home to live in, bidding up prices. Toronto-area real estate agents say domestic investors have grown to make up 25 per cent of their client base, according to a recent survey by Ben Myers, who researches trends in residential real estate for Fortress Real Developments. He estimates that foreign buyers make up no more than five to 10 per cent of home purchasers in the Toronto area, and are primarily focused on the pre-construction high-rise condo market. His figures mesh with a new report by condo research firm Urbanation that finds 10 times more domestic investors than foreign buyers in the market for new high-rise units in Toronto. Myers said the growth in domestic investors makes sense, given the state of the market. “When you have a situation where prices are going up rapidly, you’re going to see more investors,” he said. As president of the real estate brokerage Realosophy, John Pasalis emphasizes the power of data in helping homebuyers understand the market. He concurs with Byers’s findings about growing demand by investors. “We’ve seen it in actually pretty significant numbers,” Pasalis said in an interview. Investor interest is bringing “thousands of new buyers to the market who otherwise would not have been there,” Pasalis said. “It basically is adding a significant number of offers on every property and is driving up house prices as a result.” The investors are often ordinary homeowners — not high-rolling business people — who use the equity in their

That’s according to a new survey released Thursday by Royal LePage, which paints a picture of sizzling growth in the GTA suburbs, with one-time industrial hubs transforming into commuter cities as young professionals venture outside Toronto in search of more affordable housing. According to the numbers, based on the realtor’s quarterlyproduced national house price composite, home-price growth in all but three of 11 GTA municipalities soared past the growth in the city itself in the third quarter of 2016, with the biggest growth spurt in Oshawa. The findings come just one day after federal Finance Minister Bill Morneau touted new measures to stabilize housing prices across the country, including limiting foreign money coming into Canadian real estate. Here’s a look at the yearover-year percentage increases and the average home prices during the third quarter of this year: Home prices in Toronto grew by 12.1 per cent to $714,002. That’s on par with the national average increase of 12.0 per cent, with the average price of a home in Canada sitting at $545,5414. But in Oshawa they surged by 26 per cent to $453,975, followed closely by Richmond Hill, where they grew by 25.7 per cent to a whopping $1,074,829 — increases the report says are due to limited inventory and continued interest from foreign buyers. In Markham, prices grew to an overall average of $870,353, up 15.2 per cent, and in Scarborough they climbed 13.1 per cent to an average of $583,760. To the west, growth shot up 12 per cent in Brampton to an average of $569,510 and 9.6 per cent in Mississauga to an average of $609,266. In Halton Region, low inventory made Oakville a top performer with a 15.4 per cent increase driving prices to an average of $894,696.
