Obhrai targeted by racist emails A Calgary MP said he’s worried about a return to “old Canada” after receiving a flurry of racist emails at his office this week. Vancouver woman fights to keep young husband alive on life support The family of 34-year-old Onkarbir Singh Toor is fighting to stop doctors from taking him off life support, after he was declared brain dead at St. Paul's Hospital in Vancouver.
According to court documents, Toor's family has filed an injunction in B.C. Supreme Court ordering staff at the hospital to keep administering life-saving treatment. The petition filed by Toor's wife — Raspaul Kaur Toor — states that her husband went into cardiac arrest early Sunday morning at his home in South Vancouver. He was taken to St. Paul's Hospital for treatment. The court documents state doctors conducted a CT scan of Toor's brain hours after he was admitted and the results were normal. But a second CT scan conducted 24 hours later found edema in the brain — an accumulation of fluid. Based on those findings, doctors declared Toor clinically brain dead, according to the petition. Toor's family says hospital staff advised against further treatment but requested further investigation of Toor's brain activity. The family states in the petition that the hospital initially agreed, but then told them that they would not proceed with an investigation. Toor's wife is now fighting to keep him on life support and for staff to keep administering care in order to maintain his condition. "I know my husband's wishes and know that he would want treatment to continue," stated Raspaul Kaur Toor in an affidavit. "The decision by Providence Health care to end all care for Onkarbir, including mechanical life support is being made against my wishes." Onkarbir Singh Toor's father, Dalvinder Singh Toor, has also filed an affidavit in which he questions the decision to administer aripiprazole — an anti-anxiety drug — to his son. Toor is a doctor and states in the affidavit that the drug is known to depress the central nervous system and should not be used in comatose patients. The family sought a second opinion of Toor's CT scan from Dr. Amarjit Bajwa, a radiologist at Abbotsford Regional Hospital. According to Dalvinder Singh Toor's affidavit, Dr. Bajwa noted while there was an accumulation of fluid in the brain, he wasn't able to identify "cerebral necrosis" — that is, dead brain tissue. The petition states: “Given his young age, good health prior to the cardiac arrest, and the extremely short time under which he has been in the
Respondent’s care, it is reasonable to give him a chance to recover.” Providence Health Care isn’t commenting on the case but released the following statement. “Our hearts go out to this family and we continue to offer our support and compassion to the family during this tragic time,” the statement read. “However, we are unable to go into more details due to patient confidentiality and the fact that the case is before the courts. We will continue to follow the court’s directions.”

Overdoses claim another 63 BC lives in October Illicit drug overdoses claimed another 63 lives across B.C. in October, the highest monthly death toll since April. The total deaths reported by the B.C. Coroners Service now stands at 622 for the year up to the end of October, up markedly from the 397 deaths in the same 10 months of 2015. The powerful synthetic opioid fentanyl continues to be linked to approximately 60 per cent of fatalities this year – 332 cases in all or three times as many as the same period last year. More than a third of the total overdose deaths this year – 211 – have happened in the Fraser Health region, compared to 147 in Vancouver Coastal, 120 on Vancouver Island
and 108 in the Interior. The top cities where deaths have occurred so far this year are Vancouver (124), Surrey (76), Victoria (51), Kelowna (37), Kamloops (31), Abbotsford (28) and Maple Ridge (24). A multi-prong response strategy has been underway since the province declared a public health emergency in April and created a dedicated task force in July. Efforts include making naloxone much more widely available to reverse overdoses in progress. The strategy also aims to block fentanyl production and distribution, increase harm-reduction options, foster greater public education and increase the number of addiction recovery beds.

Trump expected to serve up higher food prices By Sylvain Charlebois Donald Trump has been a topic of conversation at dinner tables for some time. Now, the American president-elect is poised to push up the cost of the food on those same tables. Policy proposals on immigration, trade and security dominated the U.S. presidential campaign. Not much was said about agriculture or food policies. But a new approach in Washington, with a Republican president and a Republican-dominated Congress, could affect what North Americans eat and how much it will cost. Food prices have been dropping in recent weeks in Canada, so any increase in prices would be welcomed by the industry. Not so for budgetconscious consumers. It all starts with energy. Trump’s victory could have major implications on global energy geopolitics. Trump wants more fossil fuel drilling, fewer regulations and a complete withdrawal from the Paris Agreement on climate warming. His defiance of Organization of Petroleum Exporting Countries (OPEC) is consistent with his views on U.S. energy security. The Keystone XL pipeline project also fits well with his intentions.
All of this could initiate the next commodity super-cycle. Trump’s infrastructure plan has already pushed up prices for iron, copper and other materials. Commodity prices could go higher and increase processing costs. Agricultural commodity prices are still at historic lows and will remain so for a while. In parts of the U.S., food prices have dropped by eight to 10 per cent in one year, the most significant drop in almost 50 years. This is great news for consumers, but the number of jobs in the sector has stagnated over the last six months. The phenomenon has now reached Canada, to a lesser extent. We all want lower food prices, but this situation clearly hurts the food industry. The sweet spot for food inflation is one to two per cent a year. That allows industry to provide higher quality products at affordable prices. With Trump in the White House, labour challenges will also rise. Eventually, Trump’s immigration proposals could impact your dinner plate. More than 66,000 temporary agricultural workers with visas enter the U.S. every year. Of greater note, an estimated two million illegal workers help U.S. farmers at harvest. Without that support, U.S. production levels will decline and
prices will go up. How will Trump create jobs for Americans in agriculture? It’s an issue Canada has also struggled with. The next U.S. Farm Bill will be written by the Trump administration. The bill is Americandriven but its influence is far-reaching. It’s easy to assume that American farmers will come first in any new legislation. We could see subsidies driving commodity prices higher. For example, Trump has a thing for ethanol, which diverts grain to fuel production. That drives up grain prices as it restricts supply. Food prices jumped dramatically when oil was over $140 a barrel. American farmers could be well served by a new Farm Bill, but the rest of the world should brace for more food price volatility. Ironically, restaurants will benefit from Trump’s election. Restaurant chain stock values are on the rise after the election. And the push for $15 minimum wages was hit hard in many states during the election, which is also good news for restaurant operators. So menu prices could drop. For Canadian restaurants, it means less pressure from the United States, for now. Many in the Canadian restaurant industry are cheering, ever so quietly. Trump’s proposal of a 15 per cent cap on business taxes will make some Canadian lawmakers nervous. We could see more food processing move from Canada to the States, where tax and labour costs are lower. This could further jeopardize our control over food supply chains and make it harder to maintain our competitiveness. In addition, the loonie is likely to fall further with lower interest rates here, while the U.S. is likely to raise rates. That will make our food economy more vulnerable to currency fluctuations. So as Trump policies push food prices higher over the next few years, Canada will not be immune. And higher food prices hurt consumers. Dinner table discussion may soon centre around a global agriculture economy beset by abrupt shifts in commodity prices. And that’s unsavoury for consumers. - By Troy Media

Leitch came under fire from other candidates when she recently expressed her support for Donald Trump as the new president-elect. “Tonight, our American cousins threw out the elites and elected Donald Trump as their next president… it’s an exciting message and one that we need delivered in Canada,” Leitch said in an email sent out to supporters after Tuesday’s vote. Under fire from Ontario MP Michael Chong who accused her of “importing Trump-style politics north of the border” on CTV’s Question Period slated to air Sunday, Leitch stated, “I am not a racist.” She came out and said she agrees with Trump, who is clear about being anti-Muslim. On Leitch’s campaign page, she details her policy on screening refugees, immigrants and visitors for “anti-Canadian values.”
Obhrai said his main issue with Leitch’s plans include her subjective definition of Canadian values, and some of her views that align a little too closely to those of newly elected U.S. president. “She came out and said she agrees with Trump, who is clear about being anti-Muslim,” Obhrai said. “But her values don’t mean everyone else’s values.” Especially with the wave of support seen in Canada for a government that supports immigration and sanctuary for refugees, Obhrai said people need to remember we’re living in a new Canada filled with citizens from many different cultures and environments who greatly impact the definition of what is Canadian. “Canada was built by successive waves of immigrants from all different parts of the world,” he said. “We are a unique country with a good identity. One of our biggest strengths in this world is that we stand for equality and respect.”

The assault this week took place as the couple arrived at Auxenfans’ residential building in the 16th arrondissement of Paris at 9:40 p.m. The assailants fled empty-handed, according to Agnes Thibault-Lecuivre, of the Paris prosecutor’s office, leaving a shocked Sherawat and her friend to call the emergency services. A criminal inquiry has been opened. According to Le Parisien, a daily newspaper, the criminals wore scarves across their faces and “without saying a word, sprayed their victims with tear gas” before landing punches. Both Sherawat and Auxenfans are thought to have inhaled tear gas fumes. The prosecutor’s office said the actress and model got away with
only minor injuries but it was thought her boyfriend was harmed. The couple refused to see a doctor to assess how badly they were hurt, said Thibault-Lecuivre. After rising to fame in India in 2003, Sherawat went on to star in a string of films including Myth with Jackie Chan and is a sexsymbol in her native country with nearly two million followers on Twitter. She also appeared in a remake of Hawaii Five-0. Auxenfans, who specialises in real estate, owns the flat in the building outside which the crime happened. On October 3, a gang of five robbers tied up and robbed Kardashian at a Paris hotel and escaped with jewellery worth millions of pounds. The gang are still at large.

Radio-Canada broke news of the “Muslim housing project” planned for Brossard Monday and, within 24 hours, the three main parties in the National Assembly had denounced it. Premier Philippe Couillard, speaking Tuesday in Morocco, where he is attending the United Nations climate conference, worried nonMuslims would face discrimination. “Discrimination works in both directions, and so does inclusion; we are in favour of mixed housing for cultural communities and religious groups,” Couillard said. The proposal to build up to 80 homes became a hot issue in the legislature, where members unanimously adopted a motion Tuesday directing the Minister of Municipal Affairs to inform municipalities that “no realestate development can be based on religious or ethnic segregation.” Coalition Avenir Québec leader François Legault, whose party is proposing a values test for all immigrants, described the proposal as an affront to Quebec values. At a time when restricting religious attire is a recurring theme in Quebec political debate and when some municipalities have blocked proposals for new mosques, the proposed housing project could be seen as a defensive gesture.

Turns out that major American retailers, including Target and Wal-Mart Stores Inc., have been selling premium-priced sheets purportedly made of Egyptian cotton — a byword for luxury in linens — but that may in reality be woven with lower-quality cotton blends. Three suits seeking to be certified as classactions have been filed against supplier Welspun India Ltd. — and a separate one last week was directed at Wal-Mart. That complaint, filed in New York by customer Dorothy Monahan, accuses the world’s largest retailer of questioning the fiber content of Welspun’s products as early as 2008, but not halting sales until after Target did so in August. Wal-Mart said it will “vigorously defend” itself. The other lawsuits, all filed in the U.S. against Welspun, allege the company fraudulently labeled its bed sheets as Egyptian cotton. Welspun declined to comment on the suits. Managing Director Rajesh Mandawewala told analysts during a conference call in August that “the error is on our side so we have to take responsibility for it.” Target, meanwhile, hasn’t been sued.

Queen Elizabeth invites Premier Christy Clark to forest ceremony Premier Christy Clark has been invited to Buckingham Palace for a recognition ceremony Tuesday to mark the preservation of rainforest on the B.C. Coast. The reception is to honour projects recognized by the The Queen’s Commonwealth Canopy Initiative, a global project to preserve forests that began in 2015. Prince William announced that the region now known as the Great Bear Rainforest would be part of he initiative during his visit to B.C. in September. The premier’s office says this is the first time in more than 40 years that a B.C. premier has been invited to an official function at Buckingham Palace. The Great Bear Rainforest agreement was finalized in 2009, covering 6.5 million hectares

One pedestrian dead, another injured in separate Surrey accidents A 66-year-old man was pronounced dead on the scene after being struck by a vehicle travelling south in the 9500 block of King George Boulevard at approximately 9:15 p.m. Wednesday night. The driver of the vehicle stayed on the scene and is co-operating with the ongoing RCMP investigation. King George Boulevard was closed for traffic between 96 and 94 A Avenue for several hours while police gathered evidence. This fatal accident followed an earlier incident the same day (Nov. 9) near 148 Street at 105 Avenue. A woman was sent to hospital with lifethreatening injuries after being struck by a northbound car.
She was reportedly on a marked crosswalk and the driver stayed at the scene. Anyone who witnessed either incident or has further information is asked to call the

Racist flyers turn up in Richmond mailboxes Richmond Mounties are investigating after extremist flyers were dropped through the mail slots of some homes in Steveston on Thursday morning. The flyers directed against Chinese people featured a caricature trumpeting a xenophobic slogan and encouraged recipients to “join the alt-right� and “save Richmond.� Richmond RCMP spokesman Cpl. Dennis Hwang said police take matters that may be hate motivated seriously. “We are currently investigating this incident. The flyer directed people to websites populated with hand-wringing essays about the decline of “White America� and depictions of U.S. president-elect Donald Trump in imperial garb. Lorne McMillan, a father of two, was among those who received one of the flyers Thursday. McMillan had been away from his home between 8:30 a.m. and 10:30 a.m. to drop his children at school. By the time he returned, the flyer was waiting for him. “My first reaction was, ‘Is this a joke?’ It was disbelief. After I finished reading the whole thing I realized it wasn’t and I got really upset. Then it just went straight into anger,� he said, adding that he immediately went outside to find the person who had distributed it.
While walking around his townhouse complex, McMillan learned from neighbours and a passing police officer that others had received flyers too. Not all homes had been hit, but those without vehicles in their driveways and those closest to the road had been targeted, he said. When asked what he thought of the flyer’s slogans, McMillan said: “Save Richmond from what? The only thing that I think Richmond needs saving from is attitudes like the person who created these.� Jordan Reid, who lives in the townhouse complex as McMillan in the 10900-block Springmont Drive, also received the flyer in his mailbox. “It’s alarming,� said Reid, who has lived there for more than two decades. “Racism is apparently now allowed. It makes me worry about the direction of the community. It just promotes hate.� Reid said his 24-year-old daughter was leaving their home at about 11 a.m. and “got a good look� at the man as she went through the front door and saw him stuffing the flyer into their mailbox before taking off. “My daughter said the guy was black, wearing a hoody. She said he was about 24 to 26.“She was really shocked and found it quite alarming. Her boyfriend is part-Chinese.� Reid said that everyone in their complex gets along. “But if that’s the direction we’re headed, something needs to be done. It seems this is happening with racism basically allowed now in the U.S.�

World’s largest Christmas light maze opening in Vancouver next week The largest Christmas light maze in the world will make its debut in Vancouver next week.
“Enchant” opens Friday, Nov. 25 after over a year of planning. The 55,000-square-foot maze, located between the Cambie Bridge and Olympic Village, will be lit up with professionally designed holiday displays and
sit adjacent to a brand new Christmas market. There’ll be over 40 local vendors, 12 food trucks, and a beer garden for special holiday beverages. Vancouver police arrest man accused reselling stolen baby formula in China Vancouver police have cracked down on a crime ring accused of stealing so much baby formula that retailers noticed a spike in the product disappearing from their shelves. Det. Const. Doug Fell said officers have arrested a 46-year-old man who allegedly
recruited as many as 20 drug-addicted people in the city’s impoverished Downtown Eastside to shoplift. Fell called it a “predatory” operation at a news conference Thursday, adding that police seized an estimated $100,000 in stolen baby formula earlier this month. Police believe the crime ring shipped an additional $200,000 of the baby food to Asia, he said. He said the operation was a mobile fencing ring, where someone known as a fence buys stolen goods from multiple thieves. “They feel very insulated from the criminal justice system for some reason because they’re not committing the theft,” Fell said, standing before a multi-coloured display of hundreds of containers seized as part of Project Lactose Intolerant. “It’s just a really good way to make money for these individuals and stay under
the radar. But as you see now, they’re not under the radar anymore.” Police believe the ring accounts for about 70 per cent of the baby formula stolen in Metro Vancouver. Retailers reported the jump in thefts to police. The suspect’s name has not been released as charges are pending. Fell said the man will be charged with counselling to commit a criminal act, trafficking stolen property and possession of stolen goods worth more than $5,000. A box of formula at a store costs about $33, while the street value in Vancouver is around $12, said Fell. Sellers can pocket many times what they originally paid by moving the product to China, where consumers pay up to $90 per container, he added. China was rocked in 2008 by a scandal over tainted baby formula, which killed half a dozen children and sickened tens of thousands more. The formula was found to contain the industrial chemical melamine, which is known to cause kidney stones and kidney failure in infants. Tony Hunt, a manager of loss prevention with London Drugs, said the drug store is taking extra steps to secure its baby formula, such as limiting how much it keeps on shelves, installing anti-theft devices and increasing surveillance. “All of these items, to my knowledge, were stolen through shop theft,” Hunt said, gesturing to the recovered formula stacked around him.

City of Vancouver approves empty homes tax Vancouver city council has voted to approve a tax on empty homes, the first of its kind in Canada.
Self-reporting owners will be assessed a one per cent tax on homes that are not principal residences or aren’t rented out for at least six months of the year. That means a $1-million home left vacant would be taxed $10,000. The motion passed 8-3, with Vancouver Mayor Gregor Robertson and all Vision
Vancouver councillors voting in favour. Green Coun. Adrianne Carr supported the motion, while all three NPA councillors voted against it. Robertson has said the tax is a way to combat what he called the housing crisis in Vancouver, and justified the measure as a “business tax” on owners he said were treating housing as an investment property. Robertson has said the tax will improve Vancouver’s rental vacancy rate, which is currently around 0.6 per cent, by persuading owners of thousands of empty apartments and houses to put them up for rent. The city will conduct random audits to catch cheaters, and property owners who try to skirt the rules will face penalties. The tax will be implemented in early 2017 with the first payments due in 2018.
Missing New Westminster mom Florence Leung found dead near Bowen Island A missing 32-year-old mother from New Westminster has been found deceased, New Westminster police confirmed Thursday. The New Westminster police release said Leung’s body had been found in the water near Bowen Island and that foul play is not suspected. A post Wednesday night on a Facebook page set up to help find her said her body had been found. On the ‘Find Missing Mother Florence Leung’ Facebook page, a statement reads: “It is with great sadness to tell everyone that Florence Leung has been found. Police notified husband Kim Chen and family earlier today of the discovery. We ask that everyone at the moment respect the family’s privacy and we will release more details as they become available. We thank you all for your prayers, love and support at this very difficult time. #PrayForFlo“ Leung was last seen on the morning of
Tuesday, October 25th when she left her New West home. A surveillance video discovered a few days later showed Leung buy several items from a convenience store in Vancouver’s West End. Her vehicle was discovered in Stanley Park the day after she went missing, but North Shore Rescue later suspended its search after thoroughly combing through the surrounding areas, including parts of West Vancouver. Leung, the mother of a two-month-old boy, was thought to have been suffering from postpartum depression. Her husband Kim Chen had said he and Leung were very happy as they awaited the birth of their first child. “We were married for two years. We always wanted to have children and build a family. And everything was perfect, everything was bliss,” he said.
Money-laundering watchdog cites ‘significant’ deficiencies at 100-plus BC real estate firms Canada’s anti-money laundering watchdog found “significant” or “very significant” levels of non-compliance at more than half of the B.C. real estate companies it examined over a four-and-a-half year period, its records show. The Financial Transactions and Reports Analysis Centre of Canada (FINTRAC), the federal agency mandated to detect and combat money laundering, examined about 220 real estate companies in B.C. between 2012 and mid-2016, finding 112 companies with “significant” levels of non-compliance and five with “very significant” noncompliance, according to records obtained by Postmedia News through an access to information request. In the past year, FINTRAC has ramped up scrutiny of real estate — particularly in B.C. In an operational brief this week intended for banks and real estate professionals, the agency highlighted the Canadian housing market’s vulnerability to money laundering. The 12-page FINTRAC brief also notes the
“minimal” filing of suspicious transaction reports in Canadian real estate, with 127 reports filed on five million sales over 10 years. “Canadian Mortgage and Housing (CMHC) statistics indicate that in a 10-year period, over $9 trillion of mortgage credits were negotiated and up to approximately 5 million sales took place through Multiple Listing Services (MLS),” the brief says. “In contrast, FINTRAC received, during approximately the same 10-year period (2003 to 2013), 127 suspicious transaction reports nationally by real estate brokers, agents or developers. “Minimal filings of suspicious transaction reports regarding real estate transactions indicate a clear need for operational guidance to all relevant reporting entities,” the brief says. “FINTRAC, through its compliance examinations, has observed deficiencies in most aspects of the real estate sector’s compliance programs that render it more vulnerable of being used by criminals to launder illicit funds.”

Federal Liberals restore $25 million in funding to controversial Palestinian aid agency The federal Liberals are providing $25 million to a UN relief agency for Palestinian refugees that was cut off by the previous Conservative government for alleged ties to Hamas. International Development Minister Marie-Claude Bibeau made the announcement at a news conference and also during question period in the House of Commons — news that was greeted by cries of “shame” from the opposition benches. The United Nations Relief and Works Agency for Palestine Refugees, also known as UNRWA, lost federal funding in 2010 amid allegations it was tied too closely to Hamas, considered a terrorist organization by Canada and others. Bibeau says $20 million will go support education, health and social services for millions of vulnerable Palestinian refugees, as
well as urgent humanitarian assistance. An additional $5 million is being provided in response to the agency’s appeal for help for those impacted by the crisis in Syria and its environs. “I’m horrified,” said Conservative foreign affairs critic Peter Kent, who said there is ample proof that “massive amounts” of UN aid have been redirected to support Palistinian military efforts against Israel. The government says the money will be accompanied by “enhanced due diligence,” including a “very robust oversight and reporting framework” that includes regular site visits and anti-terrorism provisions. “Millions of Palestinian refugees across the Middle East have the right to receive basic services such as health care and to send their children to school,” Bibeau said in a statement.
Parking meter rates set to rise on busiest streets City of Vancouver officials won’t say how much cash they could rake in from changes to parking meter pricing that will immediately increase curbside rates around the city. City councillors on Wednesday green-lit the city’s new “data-driven” parking program. It’s a complicated system designed to change parking practices and one that will see prices increase in the short term then fluctuate annually based on usage. Because there will be so many changes in either direction, staff say they can’t estimate what impact the program will have on annual
revenues. The only hint on the ultimate outcome appears in a single sentence in a staff report to council that reads: “Overall revenues are expected to increase.” Jerry Dobrovolny, the city’s general manager of engineering, said the first sense of the plan’s financial impact won’t come until the first quarter of 2017. “There’s a financial piece to it, of course, but that’s not the thrust,” Dobrovolny said. “The whole point of (the program) is to make sure the space is used as effectively as possible,” he said.
BC Appeal Court upholds extradition for men facing drug trial in California Four men have lost their legal fight in the B.C. Court of Appeal to avoid extradition to California. The court says Darrell Romano, Ivan Djuracic, Aaron Anderson and Jamie Nenasheff can be sent to the United States to face drug trafficking charges. The court says it is alleged that marijuana was hidden in hollowed-out logs that were shipped from a workshop in Armstrong to what appeared to be a log-home business in Ontario, Calif. The court says three others are being extradited to the United States, but Romano, Djuracic, Anderson and Nenasheff appealed to the immigration minister to set aside the extradition order on several grounds, including the potential violation of their charter rights should a harsher sentence be
imposed in the U.S. When the minister would not intervene, the men sought a judicial review of the decision. But the three-judge panel of the appeal court unanimously decided to refuse the review. “The applicants have not established there to be good reason the minister’s decisions are not to be afforded the deference that is normally to be afforded executive decisions of this kind,” the decision says. Three of the men made submissions to the minister, but in his response he says Canada’s extradition treaty doesn’t allow him to refuse surrender of someone because of penalties under U.S. law, except for death penalty cases.
Counterfeit U.S. cash circulating in Victoria, police warn Victoria police are warning local businesses about a spike in fake American bills circulating in the city. Officers say they have had 24 separate reports of counterfeit currency since Nov. 1, and all but one of those cases have involved U.S. bills. Police say most of the fake bills were $20 notes but some were $50 bills as well. They were used at cash-based businesses such as convenience stores, fast
food restaurants and gas stations. “It does not take much to produce somewhat realisticlooking counterfeit notes,” said Det. Sgt Derek Tolmie. “All you need is a computer, colour printer and a little bit of knowledge.” Investigators say they believe there are close ties between the street-level drug trade and the fake currency.

Vancouver commits $3M to expand electric vehicle ecosystem In order to meet its goal of being the world’s greenest city by 2020, Vancouver approved a new electric vehicle (EV) ecosystem strategy Wednesday, committing $3 million to bring more EV charging stations to the city over the next five years. Those stations will supplement the 78 that are already in place around the city. “We have the good beginnings of a network,” City of Vancouver sustainability specialist Ian Neville told. Electric vehicle charging station rebates rolled out in B.C. “The idea is to get that started now. We expect there will be big growth, we know that people want these vehicles,” he said. Neville says the plan targets drivers who have considered buying an electric vehicle, but held off because of barriers like slow charging speeds or the lack of ability to charge at home. “It’s important because ... in order to have an electric vehicle, you’ve got to charge it somewhere,” he said. Neville describes a “chicken and egg conundrum”: without very many electric
cars on the roads, it’s not too attractive to build charging stations, but without readily available charging stations, buying an electric car is less attractive. He says with the addition of the new stations, the city will help combat that problem, especially since the vast majority of them will be fast-charging hubs. The current stations, which can be found in parking lots and roadsides across Vancouver, provide around 30 kilometres of range for one hour’s worth of charging. Plug In BC claims the fast-charging stations can charge up to 80 per cent of a vehicle’s capacity in 20 minutes. But whereas the chargers already in place are free to use, fast-charging hubs will cost 35 cents for every kilowatt hour of use. For reference, that would translate into a $21 fee to fully charge a 2017 Chevrolet Bolt; that amount of power would allow you to drive from Vancouver to Kelowna without stopping, according to the car’s claimed maximum range.

But she can’t find a modest amount of money to ensure that the women and children in our community are safe.” The provincial election will be held on May 9. North Delta was the closest result in the 2013 election with just 200 votes separating the NDP and the Liberals.

Red FM radiothon raises $715,000 for Surrey Memorial Hospital
Metro Vancouver’s South Asian community celebrated the 10th year of the RED FM Gurupurab Radiothon by donating $715,000 to expand the Kidney Centre at Surrey Memorial Hospital. Donors called the phone lines or visited the 93.1 RED FM station in Surrey to make their donations to honour the birthday of Guru Nanak. As RED FM organizes the radiothon and donates the airtime, all the funds raised will go to Surrey Hospital & Outpatient Centre Foundation to increase the capacity of the hospital’s busy kidney centre, which will be named the Dukh Bhanjan Kidney Centre. Long time radiothon supporters Raghbir and Manjit Atwal, owners of Atwal’s Insurance and Financial Centre, made a special contribution in honour of the 10th year of the radiothon. The Atwals’ $100,000 donation is the largest in the history of this successful fundraising event. “We believe that it is not money alone that

Victoria man killed in Mexico, 2nd Canadian in custody
A Victoria man has been slain and another Canadian arrested following an altercation in Mexico. Global Affairs Canada confirms consular officials are assisting the family of a Canadian citizen who was killed and another Canadian who has been arrested. Family in Victoria have confirmed that Roger Corbett, 49, was killed while on vacation in Mexico. His mother, Mary Corbett, said her son was in Mexico for a vacation when he was stabbed at a home
near Merida on the Yucatan Peninsula. She said few details have been shared with the family. “They were there and a fight broke out,” she said. “It’s all hearsay.” Corbett was the father of four children, “I don’t know how to explain it. It’s a shock to me that anybody would do something like that to him,” his mother said. She said the accused was a friend of her son’s, but she did not know him.

Kamloops man loses bid to recoup engagement ring, money from former fiancée A Kamloops man hoping to recover almost $100,000 from his former fiancée has come away from B.C. Supreme Court emptyhanded. The man — identified only as Mr. S. — was asking for $85,000 he had “loaned” the woman when they were still romantically involved and for the return of a $17,000 engagement ring. Mr. S. contended he deserved to be compensated, because the marriage never went through. But in his ruling, Justice Murray Blok dismissed both claims, determining that Mr. S. had no expectation of repayment after the break-up because both the ring and money were given to the woman — identified only as Ms. R. — as unconditional gifts. “Mr. S. and Ms. R had the very definition of a whirlwind relationship,” wrote Blok, noting the two first became romantically involved in October of 2013, started discussing marriage and ring-shopping soon after, before eventually getting engaged on Christmas Day of the same year. But the engagement lasted only 11 days. According to the court documents, Mr. S. — a 65-year-old retired businessman — had paid off Ms. R.’s $60,000 line of credit and
$25,000 mortgage in October of 2013. The payment “came about following a general discussion of finances and how Mr. S ... can write off interest as an expense,” read the statement of evidence. “He explained that since they were about to be married, it made financial sense to carry out these arrangements.”
Ms. R., 59, testified that when he first offered to retire her debts she stated “I don’t know if I’m comfortable with that.” The full-time health-care worker also testified that Mr. S. “told her that he had done this sort of thing for many people. He had the means because he was very wealthy ...” On Christmas of 2013, Mr. S. presented Ms. R with the ring and the two left a few days later for Palm Springs. That’s where the relationship soured, according to Mr. S.’s testimony, after “a very unfortunate event
that occurred during a time of intimacy ...” According the court documents, “As Ms. R’s later evidence made clear, essentially Mr. S. forced himself sexually on Ms. R ... According to Mr. S., Ms. R. asked him to stop, but he replied ‘I will decide when to stop’ and carried on. Mr. S. said that despite his immediate apology, ‘she clammed up and was not communicative. The whole tone changed.’” Ms. R. testified she felt “like a piece of meat” and that she thought he was a “monster” after the incident. She broke up with him over the phone two nights later on Jan. 4. Ms. R. testified that when she offered to return the ring, Mr. S told her he didn’t want it, but rather she should try and take it back to the jeweller for a refund she could spend on her daughter’s upcoming wedding. Mr. S. claimed he himself did not go the jewellery store to inquire about a refund because “I trusted her to do it.” Mr. S. also argued that he paid off Ms. R’s debts as “a gift in contemplation of marriage” and that, because the marriage never took place, the money should have been returned.” In his decision, Justice Blok found that if there were any conditions on the $85,000, they were never made explicit.

Arson investigators inspecting fire at abandoned Vancouver home
Vancouver firefighters knocked down a fire at an abandoned house near Kingsway and Miller Street Tuesday they say appears to have been deliberately set. Battalion chief Kevin Wilson said firefighters were able to get into the building and fought the fire on the first two floors. “The fire managed to get into the walls, and we continued to battle it for the next hour,” he said. This isn’t the first time firefighters have been called to a fire at that particular building. “We have been here numerous times. The house has been boarded up,” Wilson said. “We have a suspected set fire ... the arson investigator is on scene. He will be investigating.” Eric Castonguay, who lives a few houses down from the one that was on fire, said he was walking back from the bus station around 10:30 a.m. PT when he saw a man come out of the house from a basement window, hop on a bike and ride away. Castonguay said it all seemed normal, and he didn’t give it any more thought. “Not even five minutes later, I heard someone screaming ‘fire in the house, fire in the house,” he said. “I came out of my house and I saw the air was full of smoke.” Castonguay said he described the man to police officers. There have been at least 25 suspicious fires in vacant homes in Vancouver so far this year, according to the police. They are asking for the public’s help in identifying those responsible. Investigators are working to determine a motive and if any of these fires are related.

Coroner identifies man shot by VPD at Canadian Tire Rate of child poverty in BC ‘scandalous’ advocate says A man shot and killed by Vancouver police last week was detained in China in 2002 for his involvement in a Tiananmen Square demonstration in Beijing. Daniel Peter Rintoul, 38, has been identified by the B.C. Coroners Service as the person fatally shot at an East Vancouver Canadian Tire store on Thursday. Rintoul was arrested in China after trying to unfurl a banner for the spiritual practice of Falun Gong. Rintoul repeatedly yelled “Falun Gong Hoa” (Falun Gong is good) as he was shoved into a police van. He was allegedly beaten, detained for 20 hours and sent home to Alberta. He has been living in Vancouver for the last few years. Relatives in Calgary acknowledged that Rintoul was the well-known Falun Gong activist. The Calgary woman at the family home said she was working on writing a media statement. She said she expected Rintoul’s name to be released to the public Tuesday, and was caught off guard when it was revealed a day early. “I’ve been getting phone calls like crazy,” she said. “I just don’t know what to say. All I can say is, ‘No comment.’ ” Falun Gong, also known as Falun Dafa, is a spiritual practice based on truthfulness, compassion and forbearance and involves slow-moving exercise and meditation. It has been outlawed in China since 1999, where thousands of practitioners — who are considered a cult by the Chinese government — have been detained or forced into labour camps. Rintoul told the Calgary Herald he was on a quest for answers when someone handed him a Falun Gong pamphlet at a transit
station. He said his chronic knee pain and astigmatism “virtually disappeared” because of Falun Gong’s “mind/body/spirit cultivation.” A Falun Gong official contacted Postmedia News on Monday and spoke about Rintoul. “I would like to clarify that Rintoul has not had any contact with the Falun Dafa community in over a decade,” said spokesman Joel Chipkar in an email. “The teachings of Falun Dafa strictly forbid killing and violence. “In the early 2000s, Rintoul did participate in public Falun Dafa meditation sites (he was not a Falun Gong ‘member,’ as was reported). In 2002, he travelled to China to appeal peacefully for the human rights of Falun Dafa practitioners.” But Rintoul was discouraged from continuing with the practice, Chipkar said. “We are deeply saddened by the tragic events last week, and wish to express our condolences to the victims who were affected,” he added. Rintoul gave up Falun Gong about a year after his 2002 arrest in China. Since then, he had tried various religions, and was seen by one member in a coffee shop reading the Torah about 10 years ago. He was active in the Falun Gong movement but later “vanished,” said one member. When Rintoul returned to Canada after his problem with the Chinese authorities, he arrived at Calgary’s airport bandaged and badly bruised from the ordeal. Rintoul was detained in China along with five others from Canada. Vancouver police continue to review what happened at the Canadian Tire store last week.
An advocate is calling out British Columbians for accepting child poverty in the province as a fixed fact. Yesterday, a Hunger Count report from Food Banks Canada revealed that food bank use in B.C. is at a record high, with children accessing the service at disproportionately high rates. In fact, in 2016, one-third of B.C. food bank users were children. Adrienne Montani, the provincial coordinator with First Call B.C. Child and Youth Advocacy Coalition, told we’ve allowed families to fall by the wayside. “We have allowed our governments not to step up,” she said. “We’ve allowed the narrative around poverty to be individualized and say it’s these individual families’ problems to struggle through this.” Systemic problems are the root cause of poverty in the province, Montani said, pointing out food often takes a back seat when families have to pay high rents on low wages.
“The majority of poor kids in this province have parents who work but they are stuck in low wage work or precarious work ... or
they’re not being able to work if you’re a single parent and you can’t afford childcare.” She said the solutions are clear — making sure people have access to better paying work and adequate childcare. “This is not rocket science,” she said. “We can do more but we’re choosing not to.”

Police ‘begged’ Site C activist to put down knife before shooting him, witness says The IIO interviewed 16 civilian witnesses as well as reviewing video footage and talking to police and paramedics. The overall conclusion is police acted appropriately in the face of a ‘real and imminent’ threat. “According to witnesses, the affected person [McIntyre] was: ‘waving’ the knife, ‘threatening’, ‘lunging at’, ‘jabbing at’, or ‘trying to stab’ them,” reads the report. “The manner of his advance is described variously as approaching ‘really fast, coming at, rushing towards’ or ‘chasing’ them ... There is no evidence that either officer did anything to provoke or justify these actions but they were confronted with threatening and potentially deadly assaultive acts involving a non-trivial weapon.” One witness described the officers backing away from McIntyre while begging him to drop his weapon. Police tried using pepper spray, but it was ineffective. A single shot was then fired, which killed McIntyre.
The IIO says based on the evidence, the officer who pulled the trigger did not commit any offence and charges will not be recommended. The report notes the officer who shot McIntyre did not take part in the investigation, nor does he seem to have filed a report as required by RCMP protocol. “Subject officers are protected under the Charter [of Rights and Freedoms] and are not compelled to provide the IIO with any statement,” explained IIO spokesperson Marten Youssef. However, Youssef said it is policy for police to provide internal statements any time they use deadly force and that doesn’t appear to have happened, either. “They are required to write timely reports, timely accounts, detailing their account of what happened. It appears as of the time of writing this case that the subject officer in this investigation did not comply with that policy.”
Pedestrian struck and killed while crossing Highway 1 in Abbotsford Mounties say a 47-year-old man walking across the Trans-Canada Highway in Abbotsford was struck and killed by a vehicle. They say it happened at about 3:30 a.m. Monday. Abbotsford police officers and BC Ambulance were called to the scene but found the man had succumbed to his injuries. Cpl. Mike Rail says any witnesses should contact investigators. Meanwhile, RCMP say
a young woman who was struck by a vehicle in North Vancouver has died of her injuries. They say the 21-year-old pedestrian was hit last week while crossing at an intersection. Investigators say the driver of the vehicle that collided with the woman remained at the scene. However, police are looking to identify further witnesses to the incident, including the driver of a dark SUV.
Man found stabbed at Surrey Central bus loop A 20-year-old man is recovering in hospital after being seriously hurt in a stabbing in Surrey on Tuesday evening. Police and paramedics were called just after 6:30 p.m. when bystanders reported the injured man had collapsed at a bus loop near Central City in Surrey. Witnesses say the victim was seen with a group near the bus loop before he was stabbed in the abdomen and back. Investigators are now searching for anyone who may have seen the victim with the group or have any other information about the attack.

Police and Health officials warn opioid drug users following rash of overdoses in Downtown Vancouver - Police and health care providers are warning local drug users following a rash of non-fatal drug overdoses in the Downtown Eastside. Today, 11 overdoses from a variety of service providers were reported to police. The specific cause of the overdoses has yet to be determined. The suspected drug appears to be purple in colour and overdoses may be as a result of the consumption of fentanyl. Fentanyl is a synthetic narcotic that is 50100 times more toxic than other opioids. The
dose must be carefully monitored to avoid accidental overdose. Early signs of a fentanyl overdose include severe sleepiness, slow heartbeat, trouble breathing or slow, shallow breathing or snoring, cold, clammy skin, and trouble with walking or talking. If any of these signs are observed in someone who is believed to have taken illicit drugs, call 9-1-1 immediately. Drug users are advised to never inject, snort, or swallow drugs alone, and to call 9-11 immediately if overdose symptoms start.
Woman in hospital, two people in custody following morning shooting in downtown Vancouver
A woman was taken to hospital early Monday morning following a shooting near International Village mall. Vancouver police were called to the area of Abbott and West Pender streets just before 5 a.m. where they located a Vancouver Taxi cab with a 29-year-old woman in the back seat suffering from a gunshot wound. The victim was taken to hospital with what police referred to as non-life threatening injuries. The cab sat behind police tape throughout the morning. Its rear windshield mirror was partially shattered. Two “people of interest” were taken into custody, police say, and the investigation is ongoing.

BC to restore smaller class sizes after teachers’ union court victory B.C. Premier Christy Clark says her government set aside $100-million in case the province’s teachers won their epic fight
over class size and composition, and now that the Supreme Court of Canada has ordered British Columbia to restore those contract provisions, work will get under way to figure out what is the right size for a class and what is the right number of specialized teachers. But the B.C. Teachers Federation estimates it could cost as much as three times that per year to right the wrong. And a report from the Vancouver School Board suggested requiring more teachers could actually limit the programs available to students due to shortages of teachers and physical space. “We have to sit down with the teachers’ union and talk about what changes come as a result of the court ruling,” Ms. Clark said in an interview. “We agree on the outcome. The next step is figuring out how to get there,” she said. The Supreme Court of Canada ruled Thursday that provincial legislation that
took away teachers’ rights to negotiate class size and composition was unconstitutional. That decision marked the end of a legal battle that began in 2002, when the British Columbia Teachers’ Federation challenged two education bills brought in by the Liberal government under former premier Gordon Campbell. B.C. Supreme Court Justice Susan Griffin twice – in 2011 and 2014 – found provincial education legislation to be unconstitutional. The government appealed the 2014 decision and last year, the B.C. Court of Appeal sided with the province and overturned the 2014 Griffin decision. But there was a dissenting opinion in that decision, by Justice Ian Donald, in which he agreed with the findings of the trial judge, including her conclusions that the government had bargained in bad faith. The Supreme Court of Canada, it turned out, agreed with that dissenting opinion, saying in a Nov. 10 notice on its website that “the majority of the Court would allow the appeal, substantially for the reasons of Justice Donald.” Government officials have not provided an estimate of what it could cost to respond to the court ruling. BCTF president Glen Hansman says it could take between $250-million and $300-million a year to bring staff and support levels close to what they were in 2002.
Overdose fears in Downtown Eastside after computer upgrade gives credit union members access to overdrafts Service providers in the Downtown Eastside are fearing a spike in overdoses and homelessness in the area after computer upgrades gave members of a local credit union temporary access to overdrafts. ATMs were being drained Saturday after word spread quickly around Hastings and Main streets that members of Pigeon Park Savings could use their client cards to make multiple withdrawals of $80, despite never having access to an overdraft before. Many account holders who spoke to Postmedia News said they didn’t believe they’d have to pay the money back. Pigeon Park Savings is a collaboration between Vancity and Portland Hotel Society, which provides community services to people living in the Downtown Eastside. It has given residents with low incomes access to basic financial services since 2004. A message on Pigeon Park’s answering machine told clients that starting Thursday, the branch would be updating its banking computer system and clients would only be able to access their accounts using ATMs until Monday. Vancity spokesman Darwin Sauer said the credit union performed a “rigorous risk analysis” leading into its upgrade weekend and developed measures to establish daily limits for members. “These limits were set to limit the risk to Vancity while ensuring our members could access their money,” Sauer said. “We set
small daily limits for the majority of Pigeon Park members based on an analysis of what they would normally withdraw. We’re aware of a small number of people across the system who have over-withdrawn their accounts and we put measures in place to deal with those situations.” Fewer than 100 Pigeon Park members had
over-withdrawn their accounts, but Vancity was “temporarily suspending access from ATMs for those members,” Sauer said. However, before access was suspended, more than a dozen Pigeon Park Savings members told Postmedia they had used local ATMs to make cash withdrawals of $80 or more. “I went to the bank machine and then pressed chequing, 80 bucks,” said Johnny Gulbrandsen. “Apparently other guys were doing it (and) went two or three times — $80, $80, $80. I know one guy got $240 and I heard another guy got up to $900.”

HMCS Vancouver to help quake-ravaged New Zealand A Canadian naval vessel will assist with the rescue efforts to help people cut off by Monday’s devastating 7.8 magnitude earthquake in New Zealand. HMCS Vancouver, which is based at CFB Esquimalt on Vancouver Island, was already on its way to Auckland to participate in 75th anniversary celebrations for that country’s naval fleet. At the request of officials in New Zealand, the ship has been diverted to provide humanitarian assistance. “Canada is pleased to support our friend and partner, New Zealand, following Monday’s disaster,” said a joint statement from Stéphane Dion, minister of foreign affairs, and Harjit Sajjan, minister of national defence. “Canada stands firmly with the people of New Zealand during this difficult period.” The magnitude 7.8 quake that struck New Zealand early on Monday left two people dead. It also brought rocks and mud crashing down on highways and triggered a small tsunami.
Hundreds of people — including tourists — have been evacuated from the coastal town of Kaikoura after access was cut off by the quake damage. “HMCS Vancouver comes equipped with
a Sea King helicopter and an air detachment, which will assist in evacuating people and transporting emergency supplies,” the government statement said. Vessels from the U.S. and Australia are also expected to help restock the town with supplies such as water and fuel.
After Trump win, Philadelphia CEO says employees can relocate to Vancouver office
As soon as it looked like Donald Trump was going to win the election last week, many Americans started asking the same question: How can I move to Canada? Canada’s immigration website crashed that night. Since then, a number of articles
have provided answers and suggestions to Americans who are considering moving north. Darren Hill is the CEO of the Philadelphiabased tech company WebLinc. He has told his employees that they can relocate to the company’s Vancouver office, if they’re worried about Trump’s presidency. The company is offering two options.
According to Hill, it’s a pretty simple process to work at the Canadian office for less than six months. If employees want to permanently relocate, the company’s immigration attorney would help with that process. “We wanted to give the employees a pass if they felt uncomfortable in the United States — that they could get out and still stay employed at a company they love. DEATH ANNOUNCEMENT Sardarni Gurnam Kaur Gill has passed away on November 12. Gurnam was born on February 10, 1927 to parents Sardar Roor Singh Sandhu and Mata Basant Kaur Sandhu in the village of Sanewhal, Punjab. She was the fourth eldest of six children, four boys and two girls. She graduated from middle school in Sanewhal. She married Professor Ghamanda Singh Gill, of Village Sudhar, in 1951. She immigrated to Canada in 1981 and spent the majority of her years since in Canada. At 5:23pm on November 12th, she left peacefully for her heavenly abode surrounded by family. She was three months shy of her 90th birthday. She lived a long, healthy and happy life. She leaves behind a large family; her husband Professor Ghamanda Singh Gill, four children; Khushpal Singh Gill, Daljeet Kaur Dhillon, Jaskiran Kaur Virk and Rupinder Singh Gill. She also leaves behind six grandchildren and four greatgrandchildren. A funeral service will be held on Sunday November 20, 2016 at 11:00am at the Five Rivers Funeral Home located at 7410 Hopcott Road in Delta. Inflation in Canada ticks up to 1.5% despite cheaper groceries The cost of living in Canada inched up last month as increases in gasoline and shelter prices offset slightly cheaper groceries. Statistics Canada reported Friday that the consumer price index rose to 1.5 per cent in October, up from 1.3 per cent in September. Gasoline prices increased at a 2.5 per cent annual pace in October. The previous month, they had declined by 3.2 per cent over the previous year. The cost of shelter also rose, with the index up by 1.9 per cent annually — its fastest pace since January 2015. Food prices, meanwhile, posted their first
decline since January 2000, down 0.7 per cent year over year in October after rising 0.1 per cent in September. Prices for fresh fruit declined by 7.4 per cent, while meat prices dropped by 1.7 per cent, dairy products by 2.4 per cent and vegetables by 3.6 per cent. “Some of this reflects the rebound in the Canadian dollar from the February low, some a price war among retailers,” Doug Porter at Bank of Montreal said. But “you name it, they are all down sharply from a year ago,” Porter said, referring to most major food groups.

Ottawa still mopping up benefits boondoggle 18 months later Thousands of low-income seniors are getting special compensation payments this month after federal bungling denied them their guaranteed income supplement (GIS) cheques for up to seven years. Ottawa has already delivered retroactive GIS payments to 89,840 seniors, by the end of last month, at an average of $1,970 each — though several hundred got cheques for more
than $20,000. The retroactive payments have totalled $271 million to date. In a precedent-setting move, the government reversed its position and agreed to additional cost-of-living payments to account for the impact of inflation on the GIS money that was owed. Those extra payments have hit almost $11 million so far. And this month, some 13,500 low-income seniors are getting another cheque for an average of $135 each to partially compensate them for the loss of means-tested government benefits and credits that resulted from the
sudden spike in their income because of the retroactive GIS payments in 2015 and 2016. That compensation — so far about $1.8 million — is based on the Canada Revenue Agency’s annual June calculation of benefits and credits that the agency administers. Altogether, mopping up the GIS boondoggle has meant a $284-million hit to the federal books. That figure does not include any compensation for the loss of provincial benefits and credits that many of these low-income seniors have forfeited because of the sudden influx of cash. It also excludes the Canada Revenue Agency’s bill for the labour-intensive exercise of reviewing more than 100,000 files. “It’s just a nightmare,” said Ottawa social-policy consultant Richard Shillington, referring to the complexity of fully compensating these financially fragile seniors. “Some things you can’t undo.” There are currently about 1.8 million recipients of GIS, a poverty-fighting program intended for low-income retirees. Eligibility for monthly payments is largely determined automatically through income data supplied by the Canada Revenue Agency, but some files have had to be handled manually. In April 2015, while installing a new computer system to help end those manual reviews, officials discovered thousands of seniors whose potential GIS eligibility had never been reviewed.
Why Alberta still has the highest employment rate in the country, despite all the job losses Alberta has seen tens of thousands of layoffs in the past couple of years but its employment rate — a measure of workingage people who have jobs — remains the highest in the country. That seemingly contradictory situation is due to Alberta’s relatively young population and the fact that older people in this province tend to keep working longer than other Canadians. It also means Alberta’s economy is relatively resilient, said University of Calgary economist Trevor Tombe. “We were better placed than most other provinces to absorb the kind of economic shock that we’ve seen over the past two years,” he said. Statistics Canada measures a province’s employment rate by dividing the number of working people by the total number of people over the age 15. At 66.7 per cent, Alberta’s rate is the highest among all provinces as of October, and well above the national rate of 61.2 per cent. Andrew Fields, an analyst with Statistics Canada’s labour data division, said Alberta’s situation has a lot to do with the fact that it’s such a young province, with a median age
of just 36.3. By contrast, the national median age is 40.6 and the oldest province is Newfoundland and Labrador, with a median age of 45.3. “This means that, despite a decline, there are still more people working as a proportion of Alberta’s total population than the other provinces,” Fields said.
The proportion of people aged 55 and older in Alberta is only 29 per cent, which is the lowest among the provinces and below the national average of 36 per cent. While people tend to work less as they get older — due to retirement, illness, injury or a variety of other factors — that’s less true in Alberta than the rest of the country. “We have a noticeably higher employment rate among those 55 and over,” Tombe said.
Global powers should act to shut down offshore tax havens, economist Joseph Stiglitz says Offshore havens are “co-conspirators” in crimes like tax evasion, corruption and even child pornography, and should have a firewall built around them by the biggest global economies in an effort to choke them out, a famous economist says in a report published today that was prompted by the Panama Papers. Recommending “severe” penalties for violations, former World Bank chief economist Joseph Stiglitz says it should be illegal to open a bank account in a secretive tax haven, to set up an offshore corporation in one, or for banks to send or receive money there. “Regulators should treat secrecy havens like the carriers of a dangerous disease.… They should be cut off from the global financial and economic system,” Stiglitz writes with coauthor Mark Pieth, a professor of criminal law
at the University of Basel in Switzerland and an expert on global money laundering and financial crime. The goal should be to force reforms in, or at least seal off, any countries or jurisdictions that refuse to open up their financial systems and provide a basic level of transparency about corporations, accounts, money movements and tax treatment, the authors say. “It’s a good idea,” said Vancouver-based financial crime expert Kim Marsh, a former RCMP fraud investigator who is now president of IPSA International, a global firm that does corporate investigations and due diligence. “It would be difficult to compel people to comply on, but there would be ways of enforcing it if the World Bank and IMF and others got behind it, and they would have to be aggressive.”

Loblaw and Metro expect grocery prices to start declining Two major grocery chains say food prices, especially meat, are coming down from their recent highs as the industry continues to grapple with falling food prices. “During the quarter, we saw the grocery market shift from an inflationary environment to a deflationary one,” said Galen G. Weston, executive chairman and president of Loblaw Companies Ltd. in a conference call with analysts after the company released its third-quarter earnings. The “biggest force” behind the shift is the industry cycling through last year’s high inflation, he said. It’s tough for inflation to climb if the prior year was quite high, noted Loblaw spokesman Kevin Groh, as was the case during the company’s third quarter last year when food inflation reached nearly four per cent, said. Weston said that during the high inflationary period, the company noticed shoppers were switching to purchasing less expensive items. “We’re reducing prices to see if we can draw the customer back in,” he said, adding
that Loblaw is seeing a reasonable degree of success with the strategy. Metro Inc. ended its fourth quarter with lower inflation than when the quarter began, CEO and president Eric R. La Fleche said in a conference call with analysts following the company’s earnings release — but he wouldn’t call it deflation just yet. There’s little price increase in produce, he said, and meat has come down in price year-over-year. The average retail price of one kilogram of pork chops, for example, is down from $13.16 in Sept. 2015 to $12.55 this past September, according to Statistics Canada. One kilogram of ground beef, meanwhile, dropped from $12.96 to $12.40 during the same time period. Metro has taken advantage of falling food prices to generate some in-store inflation, La Fleche said. “Pricier cuts of meat ... which were less affordable a year ago, are now more affordable,” he said, noting that the company has already seen the amount of beef — including costlier cuts — that customers buy increase.
Canada expects Britain to be part of EU trade deal Canada expects Britain to be part of the CETA trade deal between Canada and the European Union, and stands ready to work with Britain on how the system will function after Brexit, Finance Minister Bill Morneau told BBC radio on Wednesday. He also defended Canada’s NAFTA trade deal with the United States and Mexico, which has been criticised by U.S. “Our expectation is that Britain will ratify the CETA deal and be part of that deal with Canada,” Morneau said. Britain has voted to leave the EU but remains a member for now. Negotiations on the terms of its exit and of its future relationship with the EU are expected to start next year. Asked whether the CETA deal would automatically result in a Canada-Britain free trade deal on the same terms after Brexit, Morneau said: “We’re going to respect the agreement that the UK has with Europe ... and stand ready to work together after that’s concluded.” As an EU member, Britain is not supposed to negotiate separate trade deals with third parties.
Morneau also said NAFTA had been very positive for Canada, and his country would work to show its benefits to Trump. TD Bank joins Royal Bank in increasing fixed mortgage rates TD Bank has raised its fixed mortgage rates, ahead of a similar move by the Royal Bank of Canada as the costs of borrowing rise. TD spokeswoman Cheryl Ficker says the lender has raised its special rate offer for a four-year fixed mortgage by five basis points to 2.44 per cent and a five-year fixed mortgage by 10 basis points to 2.69 per cent. RBC has said that as of Thursday, its special offer for a four-year fixed rate mortgage will
rise by 30 basis points to 2.79 per cent and a five-year fixed mortgage rate will be 2.94 per cent, an increase of 30 basis points. The bank’s changes are based on amortization periods of 25 years or less. The mortgage rate hikes come amid a sell-off in the bond market and recent federal mortgage rule changes that have made it more expensive for banks to get access to cash.

Former Senate Liberal leader Jim Cowan, who is set to retire in January, said the government’s representative in the Senate has been “insulting” and “demeaning” in his treatment of Liberal senators in recent weeks. Cowan said that Senator Peter Harder’s description of the Liberal Senate caucus as “party-controlled” is wholly inaccurate, adding he resents Harder’s efforts to turn partisanship into a “dirty word.” Cowan said it is actually Harder, and his two lieutenants, senators Diane Bellemare and Grant Mitchell, who take direction from the government, and not his Liberal Senate colleagues, who he said vote and act in true independent fashion. The Nova Scotia senator also accused Harder of being “radical” and “slyly subversive” in his push to reconstitute the Red Chamber along regional lines — a proposal that has been floated as a way to reorganize the Senate as it moves further away from party politics. Cowan said the proposal also threatens to undermine national unity. In an appearance last month before the Senate’s modernization committee, Harder said that “there should no longer be an organized and disciplined government caucus … [or] an organized official opposition caucus.” Those remarks, Cowan said, point to Harder’s drive to consolidate power behind

Note ban halts cooperative credit system
Near absence of liquid money in the market has hit not only the cooperative societies — whose loan recovery has hit the rock bottom — it has also affected over 10 lakh farmers registered with such societies, who can’t avail fresh loans until they repay the earlier loan they had taken six months ago. Reason: The societies are not accepting old notes and farmers do not have the new ones to repay the loan. It is this block in this bi-annual “credit-credit limit renewal-credit” cycle that is affecting the farmers and the societies.
The gravity of the situation can be gauged from the fact that within 40 hours after the Reserve Bank of India’s decision barring cooperative banks from accepting old notes, Chief Minister Parkash Singh Badal had shot off a letter both to Union Finance Minister Arun Jiatley and RBI Governor Urjit Patel, demanding exemption for the district central cooperative banks of Punjab. All primary agricultural cooperative credit societies function under the district central cooperative banks located in their respective district. Dr SK Batish, Managing Director, Punjab State Cooperative Bank Limited, said: “The demonetisation move has brought the functioning of cooperative societies to a standstill. The CM has taken note of this situation and urged the Centre to let cooperative banks accept old Rs500 and Rs1,000 notes.” The societies have so far recovered only Rs1,200 loans, which is just 12 per cent of the total Rs7,400 crop loan lent by the societies of six months ago.
Former Jail Minister and sitting SAD MLA from Kartarpur Sarwan Singh Phillaur today resigned from the party, a day after he was denied ticket. Phillaur told The Tribune that he had submitted his resignation today at the office of Vidhan Sabha Speaker Charanjit Singh Atwal. When asked about the possible reason for the ticket denial, Phillaur said despite working hard for the development of his constituency, his effort was not recognised by the party. Also denying his son Damanvir Singh’s alleged involvement in the multi-crore drug racket case to be
the reason behind the ticket denial, Phillaur said he would open his cards at the right time. Phillaur was earlier Jail Minister but was removed from his post after he and his son Damanvir Singh’s name cropped up in the drug racket. His close proximity to Gorayabased businessman Chunni lal Gaba also proved to be a costly affair. Phillaur was instrumental in winning the Congress dominated Kartarpur seat for SAD in 2012. The General who said no twice to Indira Gandhi yet went on to play a major role in India’s post-Independence era is no more. Lt Gen SK Sinha, 90, passed away in Delhi on Thursday due to age-related ailments. Lt Gen Sinha was all of 21 and India a two-month-old nation when their destinies intertwined. As a young Major, he was among the first Indian Army officers to land in Srinagar when the momentum was with the Pakistani raiders. Lt Gen Sinha marshalled the airlift of troops from Delhi. In his words: “We flew in 800 sorties in 15 days. About 5,000 troops with stores and equipments were flown to last the winter. I was shuttling between Delhi and Srinagar, often overstaying nights in Srinagar.” Had the Indian Army, with then Major Sinha as a key participant, not established the air bridge, the entire state would have keeled over to Pakistan. Army officers of that time were cut from a different cloth. Lt Gen Sinha dazzled in his post-Independence tenures and was slated to take over as Chief of the Army Staff. He would have got that coveted post had his truthfulness and candour not come in the way. The year was 1983 and India’s charismatic though authoritarian Prime Minister Indira Gandhi was planning two misadventures with the Army in the lead role. Indira Gandhi wanted to dispatch a mix of Intelligence and armed force personnel to intervene in Mauritius. The Indian military was divided with Navy Chief Admiral OS Dawson backing the idea. But Lt Gen Sinha, who was the Deputy Army Chief then, said a firm no. The second is part of Punjab’s lore when Lt Gen Sinha counselled Indira Gandhi against storming the Golden Temple. She rejected the advice and Punjab along with parts of India suffered a decade-long trauma as a consequence.

Indian-American couple charged with human trafficking US urges India, Pak to work bilaterally to reduce tensions An Indian-American couple has been indicted on human trafficking charges related to forced labour of foreign nationals, primarily from India, authorities have said. A federal grand jury charged Satish Kartan, 43, and wife Sharmistha Barai, 38, with conspiracy to commit forced labour and the commission of forced labour. Kartan has also been charged with fraud in contacting foreign labour and Barai with benefiting from forced labour, the Department of Justice said on Thursday. If convicted, each defendant faces a maximum sentence of 20 years in prison and a USD 2,50,000 fine. The couple from California was arrested on
October 21 on a criminal complaint and was released on bond with special conditions that prohibit them from hiring any non-relatives to perform domestic services or child-care work for them. The arraignment is scheduled for November 21. According to court documents, between February 21, 2014, and October 3, 2016, Kartan and Barai hired workers from overseas to perform domestic labour in their homes in Albuquerque, New Mexico; Stockton and elsewhere in the US. In advertisements seeking workers on the internet and India-based newspapers, the couple made false claims regarding wages and duties of employment, federal prosecutors alleged.
With the tensions between India and Pakistan at the Line of Control (LoC) and the International Border (IB) refusing to die down and resulting in killing of soldiers on both sides, the United States has urged both India and Pakistan “to work bilaterally to try to reduce tensions”. Answering a question at a daily press briefing on Thursday, US State Department spokesperson John Kirby said, “We remain in close communication with our counterparts in both countries, and again, as we’ve said before, urge them both to work bilaterally to try to reduce tensions.” A terrorist attack in Uri had claimed the lives of 19 soldiers, which was followed by a surgical strike by the Indian Army at the seven Pakistani terror launch pads in which reportedly 40-45 terrorists were killed. Since the surgical strike, the LoC and the IB have been witnessing escalation in exchange of fire between armies of the two countries that claimed lives of many soldiers.
On Thursday, the Indian Army rejected Pakistan’s claim of killing 11 Indian soldiers in cross-border firing across the LoC. “No fatal casualties due to Pak firing on November 14, 15 or 16. Pak Army Chief ’s claim of killing Indian soldiers on 14 Nov false (sic),” Northern Command of Indian Army said in a tweet. Earlier on Wednesday, Pakistan Army Chief General Raheel Sharif had claimed that his troops killed at least 11 Indian jawans on the same day when seven Pakistani soldiers were killed in retaliatory firing by Indian troops across the LoC. He claimed that Pakistan had killed “40-44 Indian troops” in the current clashes, but the Indian Army was refusing to accept and own its casualties. General Sharif said India should “show courage” and own the deaths of its security personnel. “The Indian army should accept their losses,” he said.
Kejri, Mamata set deadline for rollback Delhi Chief Minister Arvind Kejriwal and his West Bengal counterpart Mamata Banerjee today lashed out at Prime Minister Narendra Modi demanding a rollback of the Centre’s demonetisation order within three days or face protests. Calling the move a “massive fraud”, Kejriwal at a rally here alleged a conspiracy behind the scrapping of Rs 500 and 1,000 notes, claiming the move was aimed at increasing liquidity in banks to write off loans worth thousands of crores of defaulters, especially those of industrialists like Ambani and Adani, and give them fresh loans. The TMC chief termed the demonetisation move an “economic emergency” and said: “Have you ever seen a situation like this before? They used to say good days are approaching. Now they are sleeping in their houses while the common man is crying.”
“Don’t test the patience of people. Take back this decision in three days or else people will revolt,” said Kejriwal, while addressing supporters at Azadpur Mandi, Asia’s largest
vegetable and fruit market. “I supported the PM in Swacchh Bharat Abhiyan, Yoga Day and when he launched the surgical strike against Pakistan. But if you run a scam under the garb of fighting corruption and back money, we won’t let it happen,” said Kejriwal.

Indian banks in China to not accept bank notes Indians living in China cannot deposit the scrapped currency notes of Rs 500 and 1,000 at Indian bank branches here. The Indian embassy in an advisory said the demonetised bank notes “cannot be deposited at branches of
Indian banks located in China or Hong Kong”. One will have to authorise in writing enabling another person in India to deposit the notes into his or her bank account.
“The person so authorised has to go to the bank branch with the specified bank notes, the authority letter given by you and a valid identity proof,” the embassy said. Thousands of Indians live in China, mostly in Beijing, Shanghai and Guangzhou. Of the seven India banks here, two are from the private sector. “I couldn’t be more grateful,” Isha Luthra, who works in Beijing, reacted sarcastically. “I am glad I have a trip back home before December 30,” Luthra told. December 30 is the last date to deposit or exchange the spiked currency. India on November 8 announced the scrapping of Rs 500 and 1,000 rupee notes to battle corruption and black money.
Sikh truckers reach settlement in faith discrimination case The trucker with the long white beard and turban faced a dilemma over work he desperately needed that would require him to violate the tenets of his Sikh religion by cutting hair that had never been cropped. It wasn’t about the way Lakhbir Singh looked that was an issue - it was just a clipping for a drug test. When he refused to go against one of Sikhism’s five articles of faith, he lost the job. “It was one of the hardest times of my life,” Singh said through an interpreter of the incident five years ago. “My body went numb and I had tears in my eyes.” Singh was one of four Sikh truckers from California who will split a $260,000 settlement from JB Hunt Transport Services Inc. to resolve discrimination charges, the US Equal Employment Opportunity Commission said on Tuesday. The trucking company failed to provide religious accommodation by offering an alternative to Singh and two other men who refused to provide hair
clippings for drug testing samples and to a fourth man who wouldn’t remove his turban before providing a urine sample for testing, the EEOC said. Observant Sikhs never cut their hair and wear turbans in public at all times. It is considered shameful and humiliating to remove a turban in public, said Harsimran Kaur, legal director for The Sikh Coalition, a civil rights group that represented the men in the complaint. “It’s absolutely a challenge for observant Sikhs to maintain unshorn hair,” Kaur said. “The importance of this settlement is that it sends a message to employers that even drug testing regimens do not fall outside the purview of the federal anti-discrimination law. Employers can’t proffer safety as a blanket justification to discriminate.” JB Hunt, which didn’t admit liability, agreed to offer drug testing alternatives to accommodate religious beliefs, revised its antidiscrimination policies and said it would train employees on hiring practices, the EEOC said.
17-year old Indian Sikh student shot dead in US A 17-year-old Indian-origin Sikh boy has been shot dead when he was returning home from work, prompting police to launch an investigation. The incident took place last week at his home in his garage on Kandinsky Way in California. Famliy of Gurnoor Singh Nahal, who was a high-school student, says he was coming home from work when he was shot. They do not suspect anything was taken and cannot understand why. “We cannot imagine it. We are lost,” his uncle Tejinderjit Singh was quoted as saying by the CBS Local News. Nahal’s grandmother found him lying in the garage. She said he cried for help, but it was too late. “She heard it and it was very loud and I think when she heard that, she came out and then she saw him,” Singh said.
Over 62,000 complaints received from Indians working abroad Over 62,000 complaints ranging from wage related issues, violation of contractual terms to adverse working conditions have been received by government from Indians employed in Gulf and some other countries in the last four years. The data was placed before Rajya Sabha by Minister of State for External Affairs M J Akbar while replying to a question on complaints reported in Indian missions by Indians in the Middle East. He said a total of 13,132 complaints were received from Indians working in Middle East and some other ECR (Emigration Check Required) countries while the figure in 2014 and 2015 was 17,801 and 16,390. In the current year, till October the number of complaint received has been 15,381. The total number of complaints comes to 62,704 since 2013. According to the Emigration Act, 1983, Emigration Check Required (ECR) categories of Indian passport holders need to obtain Emigration Clearance from the office of Protector of Emigrants (POE) for going to 18 countries which are mostly in Gulf region.

Rabuka complains about opposition MPs being banned from school events Social Democratic Liberal Party (SODELPA) leader Sitiveni Rabuka has criticised the Education Ministry for what he claimed is an apparent policy of banning Opposition MPs from officiating at school awards ceremonies. Mr Rabuka said this after being informed that an invitation from the Thomas Baker Memorial School in Nanoko, Navosa, for him to officiate at their prizegiving ceremony yesterday was allegedly rescinded after instructions from the Education Ministry to the school principal. “I question the motive of the ministry making political decisions like this illconceived one, to ban me as party leader of SODELPA, from speaking to our young children,” he said. Mr Rabuka said civil servants, including senior education officials should be apolitical especially given that all taxpayers fund the Government, not only the FijiFirst voters. “The idea that our society and our children
should hear only one point of view, that they be denied hearing from all quarters and all parties of all political persuasions, is archaic and undemocratic.” He said democracy could only thrive in a society where there was a free flow of ideas, where freedom of opinion and freedom of association was respected. “Why is there a fear of alternate points of view in the ministry? In any case, I was not going to speak of politics, I was only going to encourage the children to work hard, to be good and productive citizens and strong and proud people of Navosa. When contacted yesterday for a comment, Education Minister Dr Mahendra Reddy said, “I don’t want to respond to him (Mr Rabuka)”. When asked about the allegations Mr Rabuka made that the Education Ministry disallowed him from officiating at the school’s prize-giving ceremony, Dr Reddy said “thank you”.
Child abuse and neglect The Ministry of Women, Children and Poverty Alleviation has so far received 725 cases of child abuse and neglect — statistics show a continuous increase in such cases. Women, Children and Poverty Alleviation Minister Mereseini Vuniwaqa has called on stakeholders to work together and protect the children. At the opening of the National Day of Prevention of Child Abuse and Neglect in Savusavu yesterday, Mrs Vuniwaqa said the increased stats also reflected the impact of community awareness. “We believe these are some effects of the awareness created to inform the public through community and stakeholder advocacy programs provided by the ministry and its loyal partners,” she said. “As a government ministry responsible for the protection of children, we are committed to ensuring that children are protected from violence, exploitation and abuse. As parents
and guardians, we should accept that we now live in a different time to when we were raised and that is something we cannot change.” She said parents could change the ability in learning to trust their children, be supportive and stand by their side at all times. “We need to find that passion to raise our children with their identity and their responsibilities in both the traditional and in the context of today’s space and time. “Living in an increasingly modernised environment has brought its benefits and challenges and as parents, we have a huge responsibility in the life of our children. “Let us change our mindset and show warmth and understanding to our children.” Mrs Vuniwaqa urged parents to listen to their children, get a picture of what challenges and opportunities they faced and how to assist them.

Qiliho tough on violent attacks Commissioner of Police Brigadier General Sitiveni Qiliho has vowed that despite criticism, he will pursue all possible avenues, such as working with the military, to effectively attend to violent cases for the sake of his officers’ safety. Brig-Gen Qiliho made the comment after the attack on an officer while he was trying to attend to an attempted robbery in a shop at Nasinu on Wednesday afternoon. Detective Constable Krishan Keshwan
was struck on the head with a cane knife during the attack after an unknown man entered the shop armed with a cane knife and threatened the staff. DC Keshwan, who was in the area, confronted the man who then attacked him. Brig-Gen Qiliho said the attack on DC Keshwan was testament to the dangers his officers faced when confronting violent situations and attending to reports of aggravated robberies.

had been advised that if spaces are available, this out of zone enrollment must be strictly carried out under first come first serve basis. “They have also been advised to ensure this exercise is fairly carried out without any special treatment or bias for anyone,” he said. He further said that all school heads must ensure to disseminate complete, current and correct information to all stakeholders, including parents and children especially, in regards to the enrollment process and other necessary details.

Pakistan claims 7 soldiers killed at LoC

Seven Pakistani soldiers were killed during heavy shelling at Bhimber sector along the Line of Control on Sunday night, the largest number of army casualties Islamabad has conceded in a long time.
The admission was followed by the Pakistan foreign office summoning Indian high commissioner Gautam Bambawale to protest against “ceasefire violations”, denied subsequently by Indian authorities. “Seven soldiers were killed at LoC in Bhimber sector in ceasefire violation by Indian troops late last night,” Inter-Services
Public Relations (ISPR), the Pakistan army’s media wing, said in a statement. “The foreign secretary condemns the unprovoked ceasefire violation by the Indian forces on the LoC, resulting in the killing of seven Pakistani soldiers, in Bhimber area,” the foreign office said. Foreign secretary Aizaz Ahmed Chaudhry asked Bambawale to convey to his government that it must stop the firing and observe the ceasefire. “Pakistan is pursuing a policy of restraint, which should not be construed as a sign of weakness,” Chaudhry was quoted as saying by the foreign office. Radio Pakistan quoted defence minister Khwaja Asif as saying, “India was heating the situation up along the LoC and working boundary due to internal compulsions.” Official spokesman Nafees Zakaria said, “India must stop all ceasefire violations and avoid targeting residents along the LoC.... We reserve the right to respond befittingly to Indian aggression.”
A group of Pakistani lawmakers has expressed concern that Beijing could eventually use the $46 billion China-Pakistan Economic Corridor(CPEC) to boost its trade with India. The 2442km corridor stretches from the Chinese border to Pakistan’s Gwadar port on the Arabian Sea. According to a report in Dawn, some members of Pakistan National Assembly , during a meeting of the senate standing committee on planning and development on Wednesday , said that China was investing in the CPEC project to explore new vistas of trade with different countries from India to Central Asian states as well as Europe.
Committee chairman Syed Tahir Hussain Mashhadi said, “With improved rail and road links with India... China would expand its trade not only with Central Asian states and European countries but also with India to economically strengthen its eight underdeveloped provinces.” “Irrespective of sour India-Pakistan, China will definitely use CPEC to expand its trade with India because one who invests always watches one’s interests first.” Mashhadi also suggested that China’s trade relations with India were far bigger than Pakistan, as China had inked $100 billion trade agreements with India last year
Pakistan PM to witness military drills at India border Pakistani Prime Minister Nawaz Sharif and the country’s powerful army chief are traveling to a strategically located secret area bordering India to witness a military exercise of ground and air power. Two security officials said planes, tanks, artillery and other heavy weapons will be used during Wednesday’s exercise, which is aimed at checking preparedness of the army in reacting to any hostile situations.
The drills comes three days after Indian fire in Kashmir killed seven Pakistani soldier in a sign of increasing tension between the two nuclear-armed rivals. The officials said army chief Raheel Sharif will witness the exercise less than two weeks before he retires after completing his threeyear tenure. The two officials spoke on condition of anonymity as they were not authorized to speak to the media.

An Islamist militant leader, the prime suspect in the brutal murders of a secular blogger and a publisher in Bangladesh, has been arrested from the national capital, police said today. Khairul Islam alias Fahim, a leader of intelligence wing of the outlawed Ansar alIslam also known as Ansarullah Bangla Team, was arrested from Kamlapur Rail Station area in Dhaka last night, said Masudur Rahman, Deputy Commissioner of the Detective Branch of Police. Khairul, 24, was believed to be involved in the murders of Jagriti Prakashani publisher Faisal Arefin Dipan and secular activist Niladri Chatterjee Niloy, besides scores of deadly attacks on secular activists and foreigners.
Khairul participated in the murders of Dipan and Niloy, Joint Commissioner Detective Branch of Police Abdul Baten was quoted as saying by ‘Dhaka Tribune’. Baten said Khairul admitted his involvement in the killings during primary interrogation. He said Khairul had joined the group in 2013 and the next year he met its senior leader Sayed Ziaul Haque, a sacked army major for his involvement in a failed coup in December 2011. Khairul had started to collect information about the duo since January 2015 and provided it to the outfit’s Askari section (armed wing) to carry out the killings, he added. Niloy was hacked to dead at his residence on August 7 last year.

Strike paralyses normal life in Nepal, 100 arrested Normal life has been affected in Nepal as a Maoist faction imposed a nationwide strike to pressurise the government to ensure food security and lower the prices of essential goods, with police arresting more than 100 people for vandalising vehicles and forcing shops to close. The strike was called by the Netra Bikram Chand-led CPN (Maoist). Most of the educational institutions remained closed in Kathmandu and shops remained partially closed. The police arrested at least 100 cadres belonging to the CPN-Maoist (Chanda), a smaller faction of Maoist party, who were involved in vandalising shops and vehicles to enforce the shut down, the police said. Media reports said that the party was demanding food guarantee of the people and opposing price hike of the consumer goods. A large number of security personnel have been deployed in the capital city streets to prevent any untoward incident. The agitators torched a parked taxi and two motorcycles as they defied the strike, according to the police.
Prachanda dials Modi, seeks help
Nepal Premier Prachanda has telephoned Prime Minister Narendra Modi and sought an arrangement so that Nepalese holding a huge stock of banned high denomination Indian bank notes could swap them with legal currency in the country. During his five-minute telephonic conversation with Modi, Prachanda told him that Nepalese have quite a big stock of Indian bank notes of 500 and 1,000 denominations that have now been pulled out of circulation. Hundreds of thousands of Nepalese, who earn a living by working as daily-wage labourers in India, visit the neighbouring country seeking medical treatment or rely on Indian markets to purchase daily essentials, are said to be holding big chunk of scrapped Indian bank notes, Kathmandu Post reported. Also, those visiting India as pilgrims and those engaged in cross-border trade are said to have a big stock of now-useless Indian bank notes.

The 40-year-old star said change can bring about a bit of discomfort but it is for the larger good of people and the nation. “Anybody, who is trying do something good for the country needs to be supported. And that’s what we should do. It’s a move in the positive direction,” Abhishek told. The story of the Komagata Maru being brought to the big screen Bollywood is turning the story of the 1914 voyage of the Komagata Maru, the Japanese steamship that carried 376 wouldbe immigrants from India’s Punjab to Vancouver only to be turned away, into a feature film. The movie, titled Lions of the Sea, will star Irrfan Khan (star of Life of Pi, and Slumdog Millionaire) as Sikh businessman Gurdit Singh, the man who in 1914 booked the Komagata Maru for a trip from Hong Kong through Shanghai and Yokohama to Vancouver. The steamship was carrying 376 Indian passengers, most of them Sikhs, bound for what they thought would be a new life in Canada. Only 22 passengers, some who had previously lived in Canada, were allowed to off-load in Vancouver. The Komagata Maru, still packed with 354 passengers, languished in Vancouver harbour for two months before being ordered back to India where 19 of the passengers were killed in a skirmish with British authorities and dozens of others were imprisoned or forced into hiding. The film, a co-production between India’s Salman Khan Films and Toronto’s First Take Entertainment, will begin shooting next year in India, Britain, Hong Kong and Canada. “Lions of the Sea is a film based on a true incident which depicts heroism of all those
who were on board and challenged the racial policies of the British Empire,” Salman Khan, a Bollywood star and the film’s producer,
said in a release. “It is imperative to tell this story as it mirrors the current global refugee crisis. Lions of the Sea will allow us to embrace multiculturalism, diversity and bring humanity closer together.” The announcement of the film comes just months after the Canadian government issued a formal apology for the incident. “Mr. Speaker, today I rise in this House to offer an apology on behalf of the government of Canada for our role in the Komagata Maru incident,” Prime Minister Justin Trudeau told the House of Commons on May 18. “More than a century ago, a great injustice took place … Just as we apologize for past wrongs, so too must we commit ourselves to positive action — to learning from the mistakes of the past, and to making sure that we never repeat them.”

Movie Review
Force 2 John Abraham and Sonakshi Sinha‘s Force 2 has finally hit theatres and is one of the most awaited sequels. The film is a sequel to the 2011 hit Force that starred John and Genelia Dsouza Deshmukh in lead roles. I got a chance to watch Force 2 at a special preview yestderday. Read on to find out if the film is worth watching this weekend. When Force released in 2011, it was John’s first solo hit as it catered to the action lovers. Come 2016 and John Abraham is back with its sequel, this time around there is Sonkashi Sinha and Tahir Raj Bhasin giving him the company. The film is directed by Abhinay Deo, who directed Delhi Belly, Game and two seasons of 24 India in the past. The film is shot on a bigger canvas and has a much bigger conspiracy at than the first one. It’s a rare sequel in Bollywood to have story carry forward from the first one. The film starts five years after the first part. Yash (John Abraham) in his own words has lost it after his wife’s death and is looking for that traitor
The John Abraham-Sonakshi Sinha starrer is a perfect blend of an intelligent plot and high octane action scenes who has conspired against RAW agents and has killed three agents who were posted in China. He is joined by KK (Sonakshi Sinha), who is a RAW agent. They both go to Budapest to catch Tahir Raj Bhasin. Almost everything in the film is kickass, right from its intriguing plot to the edgy action scenes to picturesque cinematography to the amazing casting. John Abraham, after disappointing us in Rocky Handsome is back at what he does best. He is fully aware of what he can do and can’t as an actor and owns the screen. Sonakshi Sinha is believable in few action scenes she got and ably supports John. Coming to Tahir Raj Bhasin, he is just amazing in his act as the mastermind behind all the killings and conspiracies. In a way, he is the life of the film. The film has a serious tone throughout except a few subtle comical moments in the second half
and that’s pleasant change. Watch out for the chase sequences, especially the one in the first half, atop buildings and the climax fight which is an amazing POV action sequence
a la Hardcore Henry, which is a first in Bollywood as far as I can remember. And lastly the captain of the ship Abhinay Deo, he has been series director of 24 India, so this sort of breathtaking thriller was expected of him. He knows his craft well and can rightly be termed as one of the best directors we have when it comes to thriller genre. He should direct more films. The film is more or less without songs except a rehashed Kaate Nahin Kat Te in the second half but the good thing is it ends soon. John Abraham‘s entry in the film is a money shot moment! There’s not much to not like about the film, except for Sonakshi’s character. Being a RAW agent she was very clumsy, the one who can’t shoot and was mere prop in many scenes. Also as mentioned earlier Tahir is life of the film but he should watch out for the roles he select next as he might get typecast in the similar roles. There are many cliches in the film but they are passable.
When a tempo driver ran into SRK’s cycle Accidents don't always occur during action scenes. The team of 'Dear Zindagi' will vouch for that. The crew was hassled while shooting a scene with Alia Bhatt and Shah Rukh Khan in Goa. The actors were cycling in a narrow lane which made it difficult to work with largesized shooting equipment. A tempo was brought in to load the camera and the crew followed the actors while they cycled. When they stopped, the tempo driver, enamored by the actors,
lost control and ran into SRK's cycle before braking hard. "As soon as the tempo halted, Gauri Shinde and our DOP jumped on to the scene to ensure everything was under control. SRK escaped without a scratch. He even laughed the incident off and was up for a retake. But Gauri and the DoP didn't want to risk it again. Also, they had already got the perfect shot," says a source from the production team.

Whole Wheat Dosa – Atta Ka Cheela Whole Wheat Dosa is a super quick and easy recipe. It is another version of the South Indian dosa. This recipe is a special one as it was my mother’s favorite, although this was known as Atta Ka Cheela in my home. Whole wheat dosa is tasty with the perfect amount of crispy deliciousness! You can serve this as my mother did, as Roti. She liked to pair it with her favorite side dishes of mint chutney, and Laucki Chana Dal.
This recipe will make 8 dosa and will serve 4. Preparation Time: 4 minutes Cooking time: 15 minutes Ingredients: 1 cup whole wheat flour, atta 2 tablespoons sooji fine, semolina 1/2 teaspoon salt 1 teaspoon sugar 1 tablespoon oil (canola or vegetable oil) 1/4 teaspoon black pepper 1/2 teaspoon, carom seeds, ajwain 1/2 teaspoon baking soda 1-1/4 cups water 4 tablespoons oil for cooking (canola or vegetable oil) Method Mix all the dry ingredients together, whole wheat, sooji, salt, black pepper, carom seeds, and baking soda, mix it well. Add water slowly to make a smooth batter, add water as needed, batter should be pouring consistency. Use a non-stick skillet and place on medium heat. Test by sprinkling a few drops of water on it. Water should sizzle right away. Wipe the skillet with moist towel. Pour 1/4 cup of the batter mixture into the center of the skillet and spread evenly with the back of a spoon. Starting from the center, spiral outward until evenly spread, about 7” inches in diameter thin circle. When the batter starts drying, smear about 2 teaspoons of oil over dosa, and cook till dosa turns golden brown in color. Flip dosa using a flat spatula, and cook for about 1 minute from other side until dosa is golden brown.
Crispy Whole Wheat Dosa is ready, repeat with remaining batter. Every time wipe the skillet. that helps spreading the dosa.

United Way (Surrey-Whalley’s) social group initiative Humjoli, a South Asian senior women’s group organized a Diwali gala evening, November 16, 2016. The entire program was conceived, planned and executed by the women of this group. They were supported by PICS who delivers program in Surrey-Whalley and Vancouver South on behalf of United Way. The event held at Grand Taj Banquet Hall was a packed, fun filled evening and attended
among others by seniors from PICS Assisted Living and Sunset Women Support Group in Vancouver. The entertainment was fantastic and had a perfect amalgamation of the young and the old. A fashion show by seniors was a big hit with the audience. As the seniors walked down the ramp, pictures from their youth were flashed across the screens, giving a wonderful before and after effect. Gidda by young girls from Shan E Punjab Girls Gidda Group school was
fantastic and so was the Gidda performance by the women themselves. Apart from this, there were other songs, dances and exciting door prizes. The Gala was emceed by Suman Sharma, who kept the audience entertained through the evening. All proceeds from this event will go towards PICS Diversity Village, a culturally sensitive complex care home to be built in Cloverdale. Mr. Charan Gill, CEO PICS, in his speech praised the group at having put up such a great show and encouraged

Body Shaming Is Not Only Exclusive To Women, Men Undergo The Same Trauma & We Need To Talk About It Body shaming, an issue that is considered exclusive to women who get shamed for their body type, their size and anything that has to do with vanity. However, contrary to popular opinion, body-image issues are prevalent in men too. Body shaming can lead to jabs about one’s weight or skin colour and even hair loss. Most over-weight men or even marginally fat people have gone through some sort of body shaming in their lives. These jabs tend to affect men with body-image issues thanks to the standards that are set by society, the media and even your own mother. I have been overweight in the past, and I have been subjected to body shaming just like everyone else. It comes from the most unexpected places and sometimes from your loved ones. I’ve always been a chubby child. I was fat during the course of my entire childhood and I have been awkward about it ever since. When I am walking down an alley or getting out of my car, my body language is still of someone who used to be fat. But during my experience growing up I faced many obstacles from peers and even my family. Yes, I am no longer considered fat today because I worked hard to look ‘normal’ according to some people, but it’s time we discuss a few things that you might be doing unknowingly and what adverse effect it can have on an overweight person. Body shaming has a huge impact on a man’s self-esteem. It affects our self-confidence and it can also lead to depression if the problem is not curbed. You can always argue that some people choose to remain fat because of their eating habits or their lack of commitment to be fit. But one must understand, all these problems are interlinked to each other. Men just like women, tend to lose confidence and become socially awkward simply because they are scared you might judge them because of their weight. I still get jabs from my friends and sometimes even my mother because they think they are looking out for us. Sometimes my mother would pass comments like ‘Nobody will ever marry you because you are fat’. Or my girlfriend would pass comments about my weight (which she thought was harmless because she meant it as a joke) that would have a very unpleasant effect on me. Body shaming in relation to men is not talked about as much but research shows that men are not exempt from it. Body shaming affects everyone equally and men’s JAN. 13, 2017 voices are repeatedly diminished because it isn’t considered ‘manly’ enough to talk about it. There are more and more men who face hurtful and legitimate experiences and most of the time it comes from other men. Fitness nuts and even fitness companies think that body shaming acts as a motivation tool to make people join the gym or look a certain way because our plastic society wants us to look our absolute best.

Maybe you should just let people be? Maybe let them gain their confidence first and then break in the idea of telling them to lose weight? We need to make it very clear to overweight people that it’s about health and not about aesthetics. While one makes people feel bad about the way they look, it develops body image issues which probably for unhealthy for that person. But being overweight is also unhealthy. Send a message of empowerment instead of body shaming the person, they are in charge of their body but the least we can do is let them be, if they are happy about it.

Ontario gives rebates to first-time buyers, penalizes wealthy and leaves out foreigners First-time homebuyers’ break on the land transfer tax will double under a new proposal by the Ontario government, but wealthy purchasers will pay the price once new land transfer rules come into effect Jan. 1, 2017. Absent from changes announced Monday to land transfer fees in the country’s most populous province is any mention of an increase in the amount charged to foreign buyers, who now face an additional 15 per cent tax in Vancouver. “The minister has avoided scapegoatbased politics. Currently, Ontario residential property buyers — the city of Toronto has its own land transfer tax — pay 0.5 per cent tax on the first $55,000 of their purchase, one per cent on amounts from $55,000 to $250,000, 1.5 per cent on anything from $250,000 to $400,000 and two per cent on anything over $400,000. The proposed changes would increase the tax on the portion over $2 million to 2.5 per cent.
“You look at even in an expensive city like (Toronto), $2 million is well above the average detached home and the additional half a point only applies to amounts above $2 million. You add another million (to a purchase over $2 million) and it only amounts to $5,000,” Soper said. “This is a very different approach to what happened in British Columbia. It’s not aimed at one group.” Soper said policymakers do not want to risk taking the steam out of the housing market, something that seems to be happening in British Columbia where sales continue to fall and were down almost 40 per cent in October, year-over-year. For now it does look like foreign buyer have escaped the wrath of the Ontario provincial government, said Doug Porter, chief economist of Bank of Montreal. “I would think we won’t see anything soon,” said Porter, about an Ontario foreign-buyer tax. “I wouldn’t say the issue is completely dead and buried. Obviously they don’t think it is the thing to do at the moment. They need more of a groundswell. That’s what it took in B.C. For a long time the B.C. government was not interested in doing anything that would bring down prices or threaten people who own homes.” Benjamin Tal, deputy chief economist with CIBC, said he doesn’t think the tax changes will change much in the market. “Clearly they don’t want to touch (foreign buyers). Let’s see what happens in the next six months. If we see significant increase in purchases, they might revisit,” Tal said. “They don’t touch it now.”

A sudden rise in interest rates could cause house prices to plummet on average 30 per cent nationally, according to stress tests performed by Canada’s federal housing agency released Thursday. Canada Mortgage and Housing Corp. said it studied the impact of two interest rate hikes – a one percentage point increase over one quarter this year, followed by a 1.4 percentage point rise during one quarter next year. CMHC said its mortgage insurance business would incur $1.13 billion in losses in such an event but that it could withstand the hit. A spokesman for the agency stressed that the scenario is an “extreme case” and would be unprecedented. Interest rates have started to go up this week as a sell-off in the U.S. bond market has driven bond yields higher, making it more expensive for banks to access capital. Two of Canada’s biggest banks – TD Bank (TSX:TD) and Royal Bank (TSX:RY) – have hiked their fixed mortgage rates, anywhere from 0.05 percentage points to 0.4 percentage points. There are concerns that as interest rates rise, some Canadian homeowners could encounter difficulty making their mortgage payments and face the risk of default. “Households are so leveraged right now and house prices are at such incredibly high levels relative to household incomes,” said David Madani, senior Canada economist at Capital Economics. “Even a moderate doubling in interest rates – which sounds like a lot but we’re talking about maybe 200 basis points (two percentage points) – could potentially pop the housing bubble.” Interest rates have been trending lower for more than a decade, but that has not always been the case. Fuelled by inflation, mortgage rates soared in the 1980s and posted five-year fixed rates topping more than 20 per cent in 1981. According to data kept by the Bank

They included a U.S.-style housing correction, a high-magnitude earthquake that destroys critical infrastructure in a major Canadian city and a drop in oil prices where they fall to US$20 per barrel next year and remain between US$20-30 for another four years. Another scenario that the agency tested involved a “severe and prolonged” economic depression, which CMHC said would see house prices drop 25 per cent and unemployment rise to 13.5 per cent. The insurer said it would incur $3.12 billion in losses in that case. CMHC said its capital holdings were sufficient to withstand all scenarios it tested. None of the scenarios should be considered a prediction or forecast, the agency added. “Stress testing involves searching out extreme scenarios that have a very remote chance of happening and planning for them,” Romy Bowers, CMHC’s chief risk officer, said in a statement. “Rigorous stress testing is an essential part of our risk management program and allows CMHC to evaluate its capital levels against these scenarios.
