Thousands without power as storm hits southern BC A fierce windstorm knocked out power for thousands of residents on Vancouver Island, the Lower Mainland

and the southern Interior of B.C. early Friday morning. Some of the worst damage was on Vancouver Island, where around 13,000 customers were without power by 2:30 a.m. PT. Political messaging with a twist: The colour-coded turbans of Navdeep Bains Innovation Minister Navdeep Bains possesses a colourful collection of Sikh turbans in his wardrobe, and sometimes he uses them as a tool to relay government messages. He wore a bright yellow turban to mark the “sunny ways” Liberal agenda and donned a green head covering the day the government unveiled a national carbon price plan to tackle climate change. And to announce the restoration of the long-form census — the first significant announcement after the Liberals

took office — he donned a turban in the Liberal Party’s signature red. “It’s something I have fun with, with my colleagues, or with

my girls at home as I’m packing,” he said. “They help me pack and match my ties with my turban colours. It’s really light-hearted. It’s not strategic or done by design, it’s more taking advantage of all the colours I have and matching ties with them.” During an event on innovation and economic growth in Ottawa earlier in the day, Bains said he also matches the turbans with policy “messages.” “I do take advantage of the different colours of turbans I do have and try to get some of the government messages across,” he said during the Public Policy Forum’s Canada Growth Summit event with

Bains said he hasn’t counted his collection, but estimates he has roughly two dozen turbans in different colours and shades. “I’m very blessed to live in a country where I can practise my faith. I’m very proud of the fact that I can wear a turban, be an elected official and represent such a diverse riding. It’s a point of pride,” he said. When Prime Minister Justin Trudeau appointed his first cabinet last fall, he said it “looked like Canada” in terms of diversity and gender equality. Four Sikhs were among the 30 ministers sworn in. $1-million lottery ticket unclaimed in Burnaby

The holder of a year-old lottery ticket sold in Burnaby, B.C. is entitled to $1 million — but only if they claim it by the end of the month. The B.C. Lottery Corporation (BCLC) says a Lotto Max ticket sold in Burnaby for a $1-million draw on Oct. 30, 2015, has not yet been claimed. But anyone who thinks the ticket might be theirs should act fast — the ticket expires on Oct. 30, 2016, one year after the original draw. According to BCLC, only four major lottery prizes have gone unclaimed in B.C. since 2006, for a combined total of $534,572.70. The corporation says no top lottery prize has ever gone unclaimed.

Former Alberta premier Jim Prentice among 4 killed in BC plane crash

Former Alberta premier Jim Prentice was among the four people killed in a small-plane crash in British Columbia. Prentice, 60, was aboard a twin-engine Cessna Citation that disappeared from radar shortly after takeoff from Kelowna, en route to the Springbank Airport, just outside Calgary. Bill Yearwood with the Transportation Safety Board confirmed Friday that the plane’s wreckage was found near Winfield, B.C., and described the crash as “unsurvivable.” “The aircraft is destroyed; all persons on board lost their lives,” Yearwood said.

Trudeau and Morneau’s moronic policy to hurt the young the people who voted them into power By: - Umendra Singh Justin Trudeau and his inept Finance Minister Bill Morneau have sucker punched young adults who voted them into power. This past week Morneau made a moronic decision to force bankers and mortgage lenders to “stress test” buyers, specifically first time buyers, who induced millennial s and other young voters who almost exclusively voted for Trudeau and his federal Liberals. And what is the stress test? Local mortgage broker Prem Singh tried to put it in context for people like you and me who don’t work in the mortgage industry. Prem said that suppose if the current mortgage rate is 2.2 percent and your banker finds that you easily qualify for the Mortgage you applied for. Well, from Monday, October 17, Morneau and Trudeau want mortgage brokers to “stress test” to see if you will be able to pay your mortgage if the rates were at 4.8 percent (even though the mortgage rate is actually 2.2 percent). In other words, you will be assessed for your mortgage at more than double the current rate. This “false doubling” of rates means that thousands of first time buyers

will be disqualified. In effect, the lenders will test the ability of a buyer to repay a loan against a higher fiveyear rate — the posted rate at the big banks. The actual rates available at those banks are significantly lower. That tighter requirement was already in place for “high-ratio” mortgages, where people have a small down payment, but from now on, all insured mortgages will be tested against that higher bar. Morneau said the new measures are aimed at reducing high household debt, and making sure middle-class families buy homes they can afford if interest rates go up or incomes go down. But many first-time buyers won’t meet the new requirements. For example, of a couple with a household income of $80,000 and an insured mortgage. Previously, that couple would have been able to buy a $500,000 home. Now, they will only be able to spend $400,000. Each time mortgage interest rates go up by a percentage point, your monthly mortgage payment amount increases by So in effect, Morneau and Trudeau are

denying many first time buyers their dream of owning a home. And neither Trudeau nor Morneau had said anything about bringing in this moronic measure in last year’s general election. The changes to mortgage lending have injected uncertainty into the real estate market, the president of the Canadian Real Estate Association said Friday. The measures — which include an expansion of stress test provisions that take effect Monday — could deter first-time homebuyers, said Cliff Iverson, who represents more than 100,000 real estate brokers across the country. “The finance minister’s recent changes to regulations affecting mortgage lending has added to housing market uncertainty among buyers and sellers,” Iverson said in a news release. “For first-time home buyers, the stress test for those who need mortgage default insurance will cause them to rethink how much home they can afford to buy.” Gregory Klump, CREA’s chief economist, said the effects on first-time homebuyers will likely trickle down into other segments of the housing market.ent’s recent changes to mortgage lending have injected uncertainty into the real estate market, the president of the Canadian Real Estate Association said Friday. Later in the morning the storm appeared to be hitting Metro Vancouver where over 4,700 customers were without power by 9 a.m. PT. At least one school on the North Shore, Sherwood Park Elementary, was reporting a delayed opening because of a power outage. Traffic was also jammed on Highway 1 in Metro Vancouver after a fatal crashed closed the Barnett Highway 7A for much of the morning commute. And in the southern interior about 3,700 customers were without power at 6 a.m., according to BC Hydro. As of 9 a.m., there were no BC Ferries cancellations. Wind warnings issued by Environment Canada remain in effect as the storm continues to pass over the region. “As the low approaches, the wind will

increase from the southeast along the west coast of Vancouver Island peaking at 100 km/h early this morning,” said the warning. “East Vancouver Island, the Sunshine Coast, Howe Sound near Bowen Island, Southern Gulf Islands and Metro Vancouver regions will see their winds from the southeast increase up to 80 km/h this morning. “As the low moves across the South Coast, the winds will veer to southwest 40 gusting to 80 km/h beginning Friday morning over West Vancouver Island region, midday through Inland Vancouver Island region and progressing eastward reaching Metro Vancouver by Friday afternoon. “Port Alberni will see their strongest winds from the southwest gusting to 90 km/h with the passage of the low.” The strong winds will ease this afternoon before the next powerful storm arrives late Saturday. Just south of the border, the storm triggered a tornado warning for parts of the coast south of Seattle.

Surrey husband jailed for life in wife’s murder Continued from Page 1... The family of the victim, Amanpreet Kaur Bahia, reacted in tears after the sentencing. They say there is no real justice, only sorrow, in this case. “She was very hard working, she was so innocent. And how her life was gone, and how it impacted everybody’s life around her, it’s very sad. It was very sad to see how she was murdered,” said Perminder Chohan, the victim’s uncle. The body of the young mother of three was found inside her Newton home in Surrey in 2007. Baljinder Singh Bahia and the man he hired to carry out the brutal slaying, Eduard Baranec, heard the verdicts in B.C. Supreme Court in New Westminster on Saturday. Baranec was also found guilty of first degree murder. A third person, Tanpreet Athwal, is also charged with first degree murder in the case, but has not gone to trial. The court heard that Athwal and Bahia were suspected of having an affair and allegedly schemed to kill Bahia’s wife. The victim’s brother, Jugraj Kahlon, came from India to hear the verdict today, but says there is no real justice in a case like this. “We are satisfied that justice has been done, but for us it is not a game to win or lose. We are losing from the very first day. And today we also lose. First we lost our sister and now we are thinking about their kids. They’re going to not have their mother. They’re going to not have their father,” he said. “We are satisfied that justice has been done but we are not happy. We can’t be happy. It is only a satisfaction that the person who did this, they have to pay. But this is the satisfaction — maybe now she will be rest in peace.” For years, the killing of 33-year-old Amanpreet Kaur Bahia — a mother of three girls — remained a mystery. The jury heard that her body was discovered on the kitchen floor by her inlaws, who had come back from a doctor’s appointment, in February 2007. She had been stabbed and her throat was slashed. Two of Bahia’s young daughters were home at the time. There were no immediate arrests.Four years later, police made a break in the case. First degree murder charges were laid against three people including the victim’s husband, Baljinder Singh Bahia. This came after an undercover police investigation which started in Saskatchewan. The court heard that the police sting was underway on an unrelated case when Baranec disclosed information about the Surrey mother’s murder and his connection to a realtor named Tanpreet Athwal.

Girl in coma after routine trip to dentist Continued from Page 1... The family is devastated. Life will never be the same.� It all began with a routine trip to the dentist on Sept. 2. “She had front teeth decay and some molar cavities,� Singh said. “So the doctor recommended her to a specialist because, according to him, this needed to be done under sedation.� The dentist referred the family to Dr. William Mather and told them he is “one of the best in town,� Singh said. On Sept. 6, Mather’s office called to say they had a last-minute cancellation for the next day and suggested bringing Amber in for an examination. Around 8:15 a.m. on that Wednesday Amber ate a piece of bread with butter and a half cup of milk, according to her mother, Arsh Athwal. Then the girl’s father drove her to Mather’s office for the 9:30 a.m. appointment. Singh said Mather told them he could do the surgery later that morning. Amber’s mother wrote in an online post: “He asked if my daughter Amber had anything to eat today and my husband told the specialist that she had breakfast. However, he said it’s OK and carried on. He used general anesthetic for this procedure.� Singh said Amber’s father held her hand while Mather put a mask over the little girl’s face. “She did resist a bit,� Singh said. “While he was there, no intubation or heart monitoring or [blood pressure] rate check was done. We don’t know what happened after that.� Once Amber was asleep, Mather sent her father to the reception area to wait before performing the surgery, Singh said. About an hour later, the dentist approached Amber’s father and asked him to come into the

office lunchroom. “He told him she stopped breathing after the procedure,� Singh said. The dentist appeared to downplay the severity of the situation. “He told him he already called the paramedics, nothing to worry about, she’ll be OK. They might need to take her to the hospital for a checkup. “By the time my brother saw Amber,� Singh said, “she wasn’t breathing and paramedics were still doing CPR on her.� Singh said his niece was on a ventilator for a week and a half before she was able to breathe on her own. After 12 days, Amber was moved to a regular ward at the Stollery Children’s Hospital. “They say she’s going to be disabled for life,� Singh said. “She’s still tube-fed, and even though doctors say this might improve, she will still need a tube for the rest of her life because she might not be able to swallow that amount of food on her own. She’ll be in diapers. She’ll be wheelchair-bound.� Amber’s parents have quit their jobs so they can stay with her around the clock while still taking care of Amber’s two-and-a-half-yearold sister, who Singh said is upset and confused about what’s happened to her big sister. “She often asks why she’s not waking up,� Singh said. “She often cries when we take her to see Amber.� A GoFundMe page has been set up to help the family. Mather reported the incident to the Alberta Dental Association and College. It remains under investigation. Amber’s family is frustrated with what they perceive as a lack of

progress. “We are not getting any answers,� Singh said. “They don’t give us a timeframe when we can get any answers. At least we want to know what happened. What went wrong? Looking at Amber, we need those answers now.� The registrar and CEO of the dental association refused to provide a timeframe for presenting findings of its investigation. In an email, Dr. Randall Croutze said: “The Alberta Dental Association and College must balance a number factors when a reportable incident occurs — the safety of the public through appropriate standards

and practices, requirement to protect patient privacy and conducting a thorough review in accordance with the Health Professions Act. “While there may be information on this incident being shared by other parties, the ADA&C cannot provide further details on the incident as our extensive review is still underway.� Croutze had earlier confirmed the ADA&C has suspended Mather’s licence to sedate patients pending the outcome of its investigation. Amber’s family said they were told by the college that Mather is also temporarily not allowed to treat patients eight years and younger. The college and Mather refused to confirm that information. The registrar and CEO of the College of Dental Surgeons of B.C. said incidents like what happened to Amber don’t occur often.

U.S. lumber trade faces uncertain future Negotiations for a new deal to regulate Canadian lumber exports to the U.S. are continuing as the protection of the latest softwood lumber agreement expires this week. As of Thursday, the U.S. industry is free to launch new unfair trade actions against Canada, although new tariffs can’t be imposed until six months after a formal complaint is filed. With most U.S. lumber exports coming from B.C., the temporary period of free trade may be the calm

before the storm for the B.C. industry. The Canadian and U.S. governments issued a joint statement Wednesday promising to continue talks towards a “durable and equitable solution for North American softwood lumber producers, downstream industries and consumers.” That solution may have to wait until after the U.S. election in November, with a campaign marked by antitrade rhetoric from Republican presidential candidate Donald Trump and Democrat Hillary Clinton.

Navdeep Bains wants to boost immigration, but some Liberals, Canadians push back Canada’s innovation minister says a linchpin of the government’s economic agenda is facing resistance not only from within government but also from Canadians worried about their jobs. Navdeep Bains used an appearance at the Public Policy Forum’s Growth Summit to make the case for increasing immigration numbers to give Canada a competitive economic advantage. But Bains said there is a reluctance in Canada to boosting immigration — even from inside the Liberal government. “I have to tell you, I’m hitting a bit of a challenge within government in having this conversation because there is this hesitation of maybe immigration might be viewed negatively,” Bains said. Bains said that resistance is sparked by concerns there is still relatively high unemployment in certain parts of the country and fears that many Canadians view immigration as “someone taking away their jobs.” “In Canada, we say diversity is our strength. I think we take enormous pride in the fact that we have a multicultural society,” Bains told the conference. “But the honest truth is that there is still reluctance here around immigration policy. When we want to talk about immigration and we say we want to bring more immigrants in because it’s good for the economy, we still get push-back,” he said. Bains’ comments reflect the findings of a recent poll conducted by Angus Reid that suggest a hardening of Canadians’ attitudes to

immigration. Sixty-eight per cent of respondents said minorities should be doing more to fit in with mainstream Canadian society instead of keeping their own customs and languages. “It does seem like a very surprising finding, especially when you consider this is a country that has been living with 45 years of official multiculturalism as government policy,” Shachi Kurl, executive director of the Angus Reid Institute, said of the results of the poll. “It is maybe not what conventional wisdom might expect. But what these findings show is there are real limits on what Canadians — regardless of their own heritage or walk of life — are prepared to put up with in terms of accommodation and the sense of the mosaic versus the melting pot.” Bains said the government needs to do a better job of selling the message that “more immigration creates more jobs.” He says that in the era of Brexit, which saw a majority of Britons vote to leave the European Union, and U.S. presidential candidate Donald Trump’s anti-immigration protectionist rhetoric, Canada has a competitive advantage in luring global talent. “We need to change that conversation to say it’s not a social policy, it’s economic policy,” Bains said. “It’s important to our economic agenda, our innovation agenda. If we bring the right people, the motivated people, they will create more jobs and more opportunities for Canadians.”

Victoria is the best city for women in Canada A new study ranks Victoria as the best city to be a woman in Canada, while Windsor, Ont., rated last of the country’s 25 largest metropolitan areas. The study by Canadian Centre for Policy Alternatives senior researcher Kate McInturff

looks at the gaps in men and women’s access to economic security, personal security, education, health, and positions of leadership

in Canada’s biggest cities. McInturff ’s report says the biggest factor in Victoria’s standing is the level of representation of women in politics — Victoria has a female mayor and is the only city in the study to have more women than men on its council. Victoria also topped the rankings in 2015. The study says Windsor placed last due to its large gap in women’s representation in leadership roles, its larger than average employment gap, and the fact that Windsor has the highest gap in the percentage of women living in poverty, compared to men. Canada’s largest cities fall in the middle of the rankings, with Vancouver at ninth and Toronto in 11th, due significant gaps in employment levels, while to Montreal placed sixth.

Lower Mainland youth baseball and hockey coach facing child porn charges A longtime youth hockey and baseball coach and president of the Coquitlam-Moody Baseball Association has been charged with making or publishing child pornography and secretly recording or observing nudity in a private place. Randy William Downes was scheduled to appear for a bail hearing in provincial court on Wednesday in Port Coquitlam, B.C. He faces one count of possession of child pornography, four counts of secretly recording or observing nudity in a private place and four counts of making or publishing child pornography. According to Coquitlam RCMP, the sex crimes unit began investigating Downes in March after a tip to the child exploitation unit. Const. Jamie Phillipson said a search warrant was executed, which resulted in the seizure of digital images that meet the criteria for child pornography. “We have no evidence to suggest that Mr. Downes has had sexual

contact with any of these children,” Phillipson said. Phillipson wouldn’t speak to specifics of the investigation or the images, but said that the photos in question appear to have been taken in a public setting without the knowledge of the children involved. D ​ ownes, 59, has coached at various levels of hockey and baseball for three decades, including with the Burnaby Winter Club, the Coquitlam Minor Hockey Association and Coquitlam-Moody Baseball. He has also acted as a photographer for hockey, soccer and baseball. The B.C. Amateur Baseball Association ​ said that Downes has been suspended from “all baseball, volunteer and board activity, effective immediately.” “The club says it has no knowledge of any criminal conduct involving any of its players, past or present. RCMP are asking parents with children who may have come in contact with Downes to speak with their kids.

Vancouver renters squeezed to the streets A new study from the University of Victoria and the Union Gospel Mission says Vancouver’s sky-high rental rates and low vacancy rates are pushing people into homelessness — and preventing those who are already homeless from getting housed. “People who are living on low income ... have faced an increasingly unaffordable, unavailable housing market,” said study author Bernie Pauly, an associate professor in the school of nursing with the University of Victoria. Pauly said one problem is social assistance rates have not kept up with the average rental rates. A person on social assistance receives around $375 per month, but rental units for that price — or close to it — are limited in Vancouver and elsewhere in the province. In fact, the report found the vacancy rate of Vancouver bachelor suites renting at $750 per month plummeted from 1.3 per cent in 2014 to 0.1 per cent in 2015. Coupled with dwindling supply, many Vancouver residents are facing dire circumstances. “We’re seeing more and more people coming to our doors,” said Jeremy Hunka,

senior public relations specialist with the Union Gospel Mission, a shelter in Vancouver. Hunka said in the past year, the shelter has had to turn away more people and has

struggled to find housing to help people get out of homelessness. “We have people homeless because they can’t find a place to go live,” he explained. “Never before have we seen a structural factor like affordability playing such a major role in the lives of people who come to the Union Gospel Mission.” “We know the need. We are doing something, but are we doing enough? We would say no,” Hunka said.

Father of man on terror peace bond given conditional discharge after destroying son’s rifle A Toronto father was sentenced to a conditional discharge Wednesday for improperly disposing of an AR-15 “assaulttype rifle” belonging to his son, the subject of a terrorism peace bond that requires him to stay away from ISIL. Mohammad Uddin, 57, was arrested after he admitted five months ago to breaking apart his son Kadir Abdul’s restricted semiautomatic rifle and dropping it down the garbage chute at the family’s east Toronto

apartment building. At the time, the Toronto Police Service was investigating after Kadir and an alleged associate, Samuel Aviles, suddenly flew to Turkey, where they were both arrested about 200 kilometres from the Syrian border. The charges against Uddin were relatively minor: he faced two counts stemming from

his handling of what police described as a “Windham Weaponry AR15 assault-type rifle” between March 24 and April 28. But during the proceedings at Toronto’s College Park courthouse, prosecutors disclosed that the rifle was actually owned by Uddin’s son Kadir, who is one of a handful of Canadians arrested on ISIL-

related terrorism peace bonds. In addition, it emerged in court that Uddin was also the father of Malik Abdul, a member of a Toronto extremist network who left Canada two years ago to join the Islamic State of Iraq and the Levant and is believed to have since died in Syria. Canadian police have been increasingly asking the courts for peace bonds that impose travel and Internet restrictions on suspected extremists, including those believed to be preparing to leave for Syria and Iraq.

Government appoints 9 people to BC Real Estate Council The Real Estate Council of B.C. has nine new “public-interest members” chosen by the provincial government. The new appointments, announced Wednesday, are the first since Premier Christy Clark announced the council would no longer have the right to self-regulate the province’s real estate industry. The council will become one of several real estate boards that will be overseen by the Office of the Superintendent of Real Estate, which will be report to superintendent of real estate Mike Noseworthy beginning on October 17. Trump says Canada’s health care system is not good Donald Trump took aim at Canada’s Health Care System during Sunday night’s town hall debate with Hillary Clinton. When asked about costs associated with the Affordable Care Act, also known as Obamacare, he called it a “disaster.” He then said Clinton’s changes would create a system similar to Canada’s, which he called “catastrophic.” “She wants to go to a single-payer plan, which would be a disaster, somewhat similar to Canada. And if you haven’t noticed the Canadians, when they need a big operation, when something happens, they come into the United States in many cases because their system is so slow. It’s catastrophic in certain ways.” A report released on Wednesday by the Fraser Institute, a right-leaning think-tank in B.C., found that 45,619 Canadians in 2015 received non-emergency medical treatment outside of the country. That’s approximately 0.126 per cent of Canada’s population, according to Statistics Canada’s population count as of July first. Physicians in British Columbia reported the highest proportion of patients travelling abroad for treatment (1.5 per cent). However with 22,352 residents leaving the country for procedures, Ontario saw the largest number of patients going abroad. The report did acknowledge that there is

“no readily available data on the number of Canadians travelling abroad for health care.” Instead, the authors produced an estimate by using data from their annual survey of Canadian physicians in 12 specialties and data from the Canadian Institute for Health Information on the number of procedures performed in Canada. But Bacchus Barua, senior economist in the Fraser Institute’s Centre for Health Policy Studies and co-author of the study, said they do not have numbers on how many of those patients went to the U.S. specifically. Barua says there are a variety of reasons why Canadians could be seeking treatment abroad including state of the art medical technology in other countries and lengthy wait times in Canada. He added that Canada has “some of the longest wait times for health care in the developed world.” The Fraser Institute’s annual measurement of health care wait times in 2015 found patients waited 9.8 weeks for medically necessary treatment after seeing a specialist, which they said is three weeks longer than what physicians consider clinically “reasonable.” “Our health care system is good when it comes to an emergency or a crisis but the thing is what about everyone else?” Barua said. “Do they have to wait until something is a crisis in order to get treatment?”

The trend has prompted fears that the current citizenship costs — $530 per adult, plus a $100 right of citizenship fee — are creating a growing underclass of newcomers who can’t afford the fee and hence are prevented from full integration and participation in Canadian society, according to a report published in the Institute for Research on Public Policy. According to the latest government data, only 36,000 citizenship applications were received from January to June in 2016, just more than one-third of the number for the same period last year. In 2015, a total of 130,000 citizenship applications were submitted to Immigration, Refugees and Citizenship Canada, compared to an average of 200,000 received in previous years. “The decline is so significant that it cannot be ignored,” said retired immigration department director-general Andrew Griffith, who obtained the government statistics for policy analysis for the Montreal-based Institute for Research on Public Policy. “I had thought the citizenship fee increases would provoke a decline in applications, but I was surprised by the steepness of the decline.” Griffith’s report came just as Canada is celebrating Citizenship Week that runs Oct. 10 to 16.

The former Conservative government raised the citizenship fee to $300 from $100 per adult in 2014, and again to $530 last year — to fully recover the processing cost of applications. The fee had been held constant at

$100 for almost two decades. Although immigration officials said at the time the fee hikes would have no impact on the number of immigrants applying to become citizens, Griffith said the data clearly shows otherwise. Besides the fee hikes, the only major change to the citizenship program was the new requirement for applicants between the age of 55 and 64 to pass the knowledge test. Griffith said the group only represents 6 per cent of the new citizen population and the current 2016 data provides a clear picture of the impact of the fee hikes on their own. “As the government considers further increases to the number of immigrants, current fees mean that fewer will apply to become citizens. If the current 2016 trend continues, we will have 300,000 new immigrants and far less than 100,000 new citizens,” Griffith cautioned.

3-year-old Victoria boy dies from poisonous ‘death cap’ mushroom A three-year old boy from Victoria has died after eating a poisonous “death cap” mushroom picked in the city, a health official said Wednesday. The boy was foraging for wild mushrooms with his family last week at an undisclosed location in downtown Victoria, said Richard Stanwick, chief medical health officer for Island Health. He was treated in Victoria, then airlifted to Stollery Children’s Hospital in Edmonton, where he died last night. His family decided to make his death public to warn others of the dangers of picking mushrooms without proper knowledge, said

Stanwick, who has spoken to the boy’s father. “He basically wants to make sure that no other family has to go through what they’ve had to go through,” said Stanwick. “It’s just so so terrible.” It is the first recorded death in B.C. from a death cap mushroom, also known as Amanita phalloides, which kills more people than any other mushroom worldwide. There have been two other significant but not fatal poisonings since the death cap was first spotted in B.C. in 1997, according to Paul Kroeger, a mycologist who helps identify mushrooms responsible for poisonings.

Former Mountie appeals his perjury conviction in Dziekanski case

Accused Saskatchewan killer found dead after BC manhunt The suspect in a recent Saskatchewan homicide and the shooting of an RCMP officer in British Columbia was found dead today near Revelstoke, B.C., following an extensive manhunt that shut down the TransCanada Highway for several hours. “The deceased was located within the identified search area east of Revelstoke. The area will remain closed to allow for a full evidentiary search to be completed,” said RCMP Cpl. Dan Moskaluk in a statement. Sheldon Kyle Thunderblanket, 40, had been charged with first-degree murder and several other charges after a woman was found dead Monday night in a home on Little Pine First Nation in Saskatchewan. On Tuesday afternoon, a gunman opened fire on a female officer at a traffic stop on the Trans-Canada Highway near Golden, B.C. Police said the man refused to follow orders and fired at the officer before stealing another vehicle at gunpoint and fleeing, prompting police to close the Trans-Canada Highway between Golden and Revelstoke. The officer was taken to hospital with a gunshot wound to her arm. The injury is not lifethreatening. On Wednesday morning, police confirmed that Thunderblanket was the suspect in the shooting near Golden. Thunderblanket’s status was unknown for much of Wednesday. The City of Revelstoke put out a statement in the early morning saying he had been located, and at mid-afternoon Mayor Mark McKee said he had been apprehended. RCMP acknowledged the delay in providing information on the case, but said it was necessary “to ensure that next of kin notifications had been completed, as well as notifications to all the partner agencies who have a connection or interest in this case.”

Benjamin “Monty” Robinson was one of four Mounties charged with perjury in relation to their testimony at an inquiry that was held into the Tasering death of the Polish man at the Vancouver airport in October 2007. B.C. Supreme Court Justice Nathan Smith concluded that the former corporal had lied in his explanation for having initially told police investigators that Dziekanski had to be wrestled to the ground after the first Taser firing. A video filmed by a bystander showed that Dziekanski collapsed in pain after being

Tasered by police and was not wrestled to the ground. Robinson had testified at the inquiry that he was mistaken in that version of events but that he was telling the truth at certain points that officers did wrestle with Dziekanski and that in his statement he “blended” the whole interaction with Dzkiekanski. The judge found that Robinson also lied when he testified at

the inquiry that he did not discuss with his fellow officers details of the incident before giving statements to the Integrated Homicide Investigation Team. He found Robinson had colluded with the others in the lie. The Crown’s theory at trial was that Robinson and the other officers lied in order to justify their use of force because they knew there was going to be an investigation and possible consequences.

Report outlines grim reality of homelessness in Vancouver In “No Vacancy: Affordability & Homelessness in Vancouver,” researchers from Union Gospel Mission and the Centre for Addictions Research of B.C. at the University of Victoria found that tightening vacancy rates, rising rents and social housing shortages are

pushing people onto and keeping people on the streets. And while media have focused on struggling first-time home buyers and a potential “brain drain” from the region, “for low-income individuals and families, the consequences of the affordability crisis in the rental market may be even more severe,” the authors wrote. The report, to be released Wednesday morning during Homeless Action Week, found between 2010 and 2015 the average rent for a bachelor suite in Metro Vancouver increased by 16 per cent and a onebedroom by 15 per cent. Meanwhile, the overall vacancy rate in Metro Vancouver hit 0.8 per cent in 2015, down from 1.9 per cent in 2010. Vacancy for most affordable rental units is below 1 per cent and at 0.1 per cent for bachelor suites renting at less than $750 in Vancouver.

Shelter occupancy has hovered around 97 per cent for the past four years while more than 10,000 Metro Vancouver individuals or families are waiting for suitable housing on B.C.’s Housing Registry. More women are using shelters, making up 32 per cent of those in shelters in 2015-2016, up from 28 per cent in 2011-2012. Bernie Pauly of CARBC said the data shows a rise in the number of British Columbians struggling to hold on to their housing or find a place to live. “They’re spending more on their housing with very little left for other essentials such as food … being able to save money or being able to handle an unexpected expense due to a crisis,” Pauly said. Incomeassistance payments are coming up short in the current rental market and for people already experiencing homelessness, getting out of that situation is “extremely difficult,” she said. UGM spokesman Jeremy Hunka said the affordability crisis is “touching pretty much everything” his organization does. “Guests who are otherwise ready to leave UGM shelters or recovery are forced to stay longer. They’re searching for scarce housing, they can’t find it, so this backlog then prevents us from taking new guests into our shelter or programs,” Hunka said. The UGM turned 1,545 people away in the first nine months of 2016, up from 1,251 during the same period last year. The study’s authors concluded that increasing assistance rates, ensuring ongoing rental supplements and continuing to invest in permanent-subsidized housing are critical factors in reducing homelessness.

Richmond schools saved from closure Trustees of the Richmond school board voted unanimously to end the school closure process Tuesday night at a public meeting that was packed to the rafters with standing room only. Chairwoman Debbie Tablotney said the decision was made after the province eliminated its 95 per cent capacity utilization target, noting the three Richmond Liberal MLAs published a letter in the Richmond News stating that funding is available for all schools that need it. The letter — printed Oct. 5 and signed by Teresa Wat, Linda Reid and John Yap — says, “the money is available to all high-risk schools and the pace of projects is largely dependent on how quickly and efficiently local school boards map out their priorities and deliver on upgrades.” “We’re going to hold them accountable for that,” Tablotney said. “All of you need to hold them accountable for that. … We need to hold their feet to the fire.” The raucous crowd of at least 300 parents and children gave trustees a standing ovation when the decision was made. Dozens of signs were hoisted by parents and children, supporting schools in Richmond. “Seismic safety first,” one sign read. Another said, “We stand with you for public education.” In reaction to the trustees’ decision, Minister of Education Mike Bernier said his ministry “will continue working with the Richmond board on advancing seismic upgrades quickly as they finalize their long term facility plan to identify priority schools to be upgraded.”

Parents Kim Nowitsky and Kelly Greene are founders of Richmond Schools Stand United, a group of parents fighting to keep schools open. They wrote letters, held rallies and spoke out against closures throughout the spring and summer. Nowitsky said she is thrilled trustees voted to save the three schools. “It made no sense to proceed with these closures now that the Richmond MLAs have

publicly admitted that there is $560 million set aside to seismically upgrade schools and now that the Ministry of Education has retracted the elusive 95 per cent mandate across the province,” Nowitsky said. “What doesn’t make sense though, is why Richmond hasn’t received any upgrades for the last five years. Or why every proposal by the school board over the last seven years has been rejected. We are going to push for answers and action together with the board and whole Richmond community.” Many trustees said it was parent advocacy that caused the government’s decision to eliminate its capacity target. “We heard your voice,” said trustee Jonathan Ho. “Your voice is loud and clear.

BC’s rental rate hike loophole to be fixed next spring B.C.’s housing minister says he’s prepared to plug a loophole that has allowed some landlords to hit tenants with higher-thanlegal rent hikes, but the legislation won’t be ready until the spring. Rich Coleman brushed aside attacks Tuesday from the Opposition NDP that the fixed-term rental increase problem could be solved now, if only the Liberal government hadn’t chosen to skip the scheduled fall session of the legislature. “It’s never as simple as some people think it is, but certainly the work is being done,” said Coleman, who added he should have

solutions ready by the spring session that begins February 2017. “It isn’t the intention that leases should be used to, for lack of a better description, circumvent the law. So I’m going to look at how I can put some strength back into it, that they can’t do that.” B.C.’s Residential Tenancy Act only allows a landlord to increases a tenant’s rent once a year, at a rate of two per cent above inflation — set at 2.9 per

cent this year and 3.7 per cent in 2017. But some landlords are trying to skirt the limit, using the pressure of Metro Vancouver’s near zero rental vacancy rate to force tenants to sign one-year leases with clauses that require them to move out at the end of the term. As the contract expires, the landlords offer the tenant the choice of leaving or signing an entirely new one-year contract with a significantly higher rent

— a move that effectively bypasses the rate cap under the illusion it’s a new tenancy. Tenant groups say they’ve seen rate hikes of up to 30 per cent in a single year. Coleman said his ministry has yet to determine how widespread the practice has become. NDP leader John Horgan said the government should be striking back against these “unscrupulous landlords” by reconvening MLAs to pass changes. “I think it’s time we get into the legislature and start addressing those issues,” Horgan told reporters. “Tenancy advocates have been talking about this issue for over a decade.” The organizations representing both tenants and landlords agree the act should be changed to make clear the rental rate cap. “It’s not the professional landlords and property managers, they all know how it works,” said David Hutniak, CEO of LandlordBC. “But there’s a small group here who think it’s a license to charge whatever they want.” Hutniak said his organization has “vigorously” denounced the practice, and welcomed clarity. “It’s these small guys new to the industry who are messing it up for the rest of us. I’ll be honest with you, it’s extremely frustrating,” he said. “It’d be really unfortunate if the minster did some sort of knee-jerk reaction on this because we do not need anything to discourage folks from developing new rental property here.” With low vacancy rates causing bidding wars over properties, tenants have little bargaining power to fight back, said Andrew Sakamoto, executive director of the Tenant Resource & Advisory Centre. “It is a loophole and it does need to be closed,” he said. “I’m glad the minster has acknowledged that and is planning to make some legislative amendments.”

Early morning fire rips through downtown Port Coquitlam businesses Port Coquitlam firefighters are cleaning up after a large early morning fire destroyed a number of businesses in the city’s downtown. Mayor Greg Moore confirmed the four-alarm fire started in Martha’s Bakery and Cafe which is located in a strip mall in the 2200 block of McAllister Avenue, between Shaughnessy Street and Mary Hill Road. “The fire started at one end of this building. There’s five different businesses within this building and they’re doing their best to contain it,” said Moore. “It will be hard to tell the extent of the damage for a while.” A nearby apartment manager who identified herself only as “Rita” called 911 after being

awaken by an explosion around 4:30 a.m. PT. “The blast woke me up and I heard glass breaking. And I thought ‘oh my what’s that?’” she said. “I got up and looked out and could see the building from my house and it was in full flames. It spread so fast.” The bakery, a wellness centre and Curves Fitness have been badly damaged by the fire. Other businesses in the strip mall have sustained water and smoke damage. C o q u i t l a m firefighters were put on standby in the event Port Coquitlam Fire Rescue needed assistance. City officials took to twitter to warn people about traffic closures in the area.

Homeless group asks Liberals to focus housing plan on poor and Indigenous people The federal government is under quiet, but growing pressure to focus housing spending on the neediest, instead of forging ahead with a national plan aimed at the entire housing spectrum. The lobbying comes as the government works towards a national housing strategy that will map a path forward on everything from homeless shelters to the housing market and decide the fate of billions in federal funds earmarked for social infrastructure, such as affordable housing. The latest push came Tuesday, when the Canadian Housing and Renewal Association argued in a public submission that particular attention needs to be paid to urban aboriginals and youth, who face higher poverty rates, and to the North, where housing and repair costs are higher than in the rest of the country. The group argues there is a need to focus on affordability in the rental market and not just on reducing housing prices as part of a targeted approach to help those who face extra barriers to break the cycle of poverty.

“The fact is that there are a lot of Canadians for whom house prices simply don’t mean anything, because that’s just completely out of reach,” association executive director Jeff Morrison said. “We need to focus as part of the strategy on those Canadians for whom the non-profit, the affordable housing sector, the social housing sector, is really their only option.” A spokesman for Social Development Minister Jean-Yves Duclos said the government believes it’s important to cover the full spectrum of housing in order to have a strategy that meets the needs of all. Mathieu Filion said the goal is to ensure all Canadians have access to affordable housing that meets their needs. ”We think that looking at all the aspects of housing under this strategy is the best way to address housing issues for all Canadians,” Filion said. “It will meet the needs of all Canadians. And it must improve the lives of those in greatest need. The (strategy) will provide a vision, outcomes and priorities to help guide housing investments and policy responses in the future.”

Canada expected to run bigger deficit than Trudeau budgeted: TD Bank Canada’s federal deficit could be much higher than Justin Trudeau’s government projected, according to a new report from Toronto Dominion Bank.

TD Bank says it could be as high as $34 billion, roughly $5 billion higher than the Liberal government budgeted for in March, thanks to weak economic growth. “Recall that the government built in a $6-billion annual cushion into its numbers to protect against unforeseen events,” read the report, released Thursday. “This allotted cushion is poised to be absorbed, and then some.” Weak exports and the Alberta wildfires hammered the Canadian economy this year, resulting in the worst quarterly performance since 2009, following the global financial crisis. In August, Statistics Canada said real gross domestic product fell at an annualized rate of 1.6 per cent during the second quarter. But real GDP rose 0.6 per cent in June – better

than the 0.4 per cent expected by economists – as production in the oilsands started to resume. The report noted that deficits will also be larger over the next five years, which means the government will take on an additional $16.5 billion in debt that it didn’t budget for. However, TD notes that despite the widening of forecasted deficits, the country’s debt as a share of GDP is expected to remain effectively stable. “Canada is thus likely to remain in an enviable fiscal position, relative to its advanced economy peers. This position should not be taken for granted, however,” read the report. “We would caution against implementing additional measures that would drive the deficit profile significantly above the statusquo.” In February, Trudeau backed away from campaign vows to balance the public books before the end of his government’s four-year mandate and cap the deficit at $10 billion. Those promises were central to the Liberal election platform. When the Liberals unveiled the federal budget in March, they projected a $29.4-billion deficit in 2016-17, followed by a $29-billion shortfall the following year and almost $23 billion in 2018-19. The Liberals claimed their budget will create 100,000 jobs and boost national economic growth, as measured by gross domestic product, by half a percentage point per year – a huge increase on a $2-trillion economy.

Trudeau stops short of condemning Trump

Justin Trudeau stopped short of directly condemning sexist and lewd remarks and alleged misconduct by U.S. Republican nominee Donald Trump, with Canada’s prime minister insisting his own record as a feminist speaks for itself. During a news conference with visiting French Prime Minister Manuel Valls, Trudeau again avoided wading in to the U.S. election, repeating his line that he will work with whomever is elected U.S. president to advance Canada’s interests. “This relationship goes far deeper than any two personalities at their countries’ respective heads,” he said. “This is my responsibility.

I think, however, I’ve been very clear in my approach as a feminist, as someone who has stood clearly and strongly through all my life around issues of sexual harassment, standing against violence against women, that I don’t need to make any further comment.” Trump has lost support from some powerful politicians within the Republican Party after the Washington Post released a 2005 video of the candidate making vulgar remarks to Access Hollywood reporter Billy Bush. Trump’s wife Melania Trump and his vice-presidential running mate, Mike Pence, condemned the 2005 remarks, but have stood by him.

German court rules against injunction over Canada-EU trade deal Germany’s highest court has rejected calls from opponents of a Canada-European Union trade deal for an injunction that had the potential to spell an end to the pact. The Federal constitutional Court ruled Thursday against complaints over the trade deal, known as CETA. Tens of thousands of citizens joined in two of those complaints. The plaintiffs wanted the government to be forced to vote against approving the accord at an EU meeting Oct. 18 pending full consideration by the court of their contention that it violates the principles of democracy.

Vice Chancellor Sigmar Gabriel, who is also Germany’s economy minister, had warned putting off CETA’s signing could effectively torpedo the accord. The judges attached some conditions to their decision designed to help address the plaintiffs’ concerns. Approval of the pact by EU trade ministers at their meeting next week is needed for a planned Canada-EU summit to take place

later in the month where Prime Minister Justin Trudeau and his EU counterparts are expected to sign the deal. Canada and the EU have committed to signing the deal this year and ratification in 2017. International Trade Minister Chrystia Freeland has called the Canada-EU treaty a gold-plated deal that, once ratified, will give Canada better access to a market of more than 400 million people. Opponents of CETA are deeply suspicious of the proposed Trans-Atlantic Trade and Investment Partnership, or TTIP, with the United States, which is still being negotiated, and view CETA as a blueprint for that accord. On Sept. 20, thousands of demonstrators marched at the European Union headquarters in Brussels to protest both deals, claiming they would hurt labour and consumer rights while undermining environmental protection. Freeland, who recently attended meetings in different countries in an attempt to save the trade pact, said the Liberals have been trying to address those concerns. She said it would improve free trade, streamline dispute resolution and eliminate barriers to trade. CETA was negotiated under the former Conservative government, but the Liberals supported it while in opposition.

Morneau says housing market rule changes will take time to play out Finance Minister Bill Morneau says it’s “impossible to say with absolute clarity” what the impacts of new mortgage rules introduced by Ottawa earlier this month will be. The federal government announced a series of changes aimed at stabilizing the country’s housing markets, including tightening mortgage rules that will put new limits on how much some buyers can borrow. The new rules mean that as of Oct. 17, all insured mortgages will have to undergo a stress test to make sure borrowers will still be

able to make their payments even if interest rates go up in the future. Ottawa also closed a tax loophole so that only Canadian residents can use the principal residence tax exemption. The exemption allows homeowners to avoid capital gains tax when they sell a home as long as they were living in it. Morneau says the government will continue to stay focused on the housing market, but that he isn’t currently planning to announce any other measures aimed at cooling the market.

Woman stripped of refugee status after questions raised over identity A typo could be costly, especially when it’s in the name on the ID of a refugee claimant. In a rare appeal case, Ottawa has overturned a decision to grant refugee status to a Nigerian woman, in part because of a misspelling of her name in a government birth document from Lagos. Gift Daniel, 32, now faces deportation from Canada at any time. What was unusual with the government’s appeal is immigration officials did not challenge Daniel’s claim that she was a victim of female genital mutilation and domestic abuse, but contested her credibility on the grounds that she is not who she claims to be. “I have never seen or heard of a positive decision overturned completely by the refugee appeal division, where the pressing concern was on the identity and not on the merits of the decision,” said Daniel’s lawyer, Richard Wazana. “They did not question the forced marriage, abuse and violence.”

Daniel, a hairstylist from Benin, arrived in Canada in February 2015 using a false Canadian passport under the name of Desiree Dobson and filed an asylum claim upon landing at Pearson International Airport. She was also in possession of a Social Insurance Number card, birth certificate and driver’s licence under the same name, according to federal government officials. Daniel claimed she was forced to undergo

female circumcision in 2012 and was sold by her father a year later to an older man who sexually, physically and psychologically abused her before she fled Nigeria with the help of a smuggler. The refugee board confirmed there was documented evidence of genital mutilation.

Maryam Monsef still working to resolve passport issues tied to her place of birth

Democratic Institutions Minister Maryam Monsef is still trying to resolve problems stemming from the revelation that her birthplace was Iran and not Afghanistan. “I am working on the matter and will keep you updated,” Monsef said, following a funding announcement at Trent University in Peterborough on Wednesday. “This is a very personal matter for my family and I, and I assure you that the work that needs to be worked on, we are working on it.” The cabinet minister has largely avoided the Ottawa media after announcing last month she was born in Iran, not Afghanistan as she had long claimed. Monsef

said she only learned the truth from her mother when a national newspaper asked about the issue. After Monsef’s true birthplace became public, Jean-Bruno Villeneuve, a spokesman for her office, confirmed Monsef’s passport would need to be corrected. “Until recent days, Maryam Monsef believed that she was born in Afghanistan. As a result, when she applied for a Canadian passport, she listed Herat, Afghanistan, as her place of birth. Now that she has learned that this is incorrect, she will be taking steps to see how she can rectify this unintentional error,” Villeneuve wrote in an email on Sept. 22.

Canadians want proportional representation when it comes to electoral reform, NDP says NDP MPs say that the Canadians they’ve heard from on electoral reform support proportional representation, but also want to maintain local representation. Nathan Cullen, the NDP’s democratic reform critic, presented a report on Wednesday that summarizes the consultations New Democrats have undertaken over the last few months. And the findings, Cullen said, set out “clear benchmarks” that will determine whether NDP MPs can support a new electoral system. New Democrats say their report is the result of more than 40 town hall meetings,

as well as telephone and online surveys and mailouts. Including a petition for proportional representation that received 15,000 signatures, the NDP says it heard from 37,000 Canadians. According to the NDP, 84.3 per cent of respondents supported the notion that “a party’s seats in Parliament should reflect the percentage of votes they received,” while 81.7 per cent agreed that “having a local representative is important to me.” Canadians also want parties to work together to choose a new system: 79.1 per cent agree that “working collaboratively and having cross-party support for a new system is vital.”

Tsawwassen Mills mall is a sign of ‘reconciliation in action,’ says local First Nation chief The grand opening of Tsawwassen Mills near the B.C. Ferries terminal included chanting native drummers in traditional dress and trapeze artists floating from the ceiling. “What the Tsawwassen First Nation was able to accomplish with the opening of the mall is an amazing feat,” said Shane Gottfriedson, B.C. regional chief of the Assembly of First Nations. “What they accomplished is what every First Nation would like for themselves,” he said. Tsawwassen First Nation Chief Bryce Williams called the mall “reconciliation in action,” referring to the federal government’s initiative to acknowledge and move past a dysfunctional relationship with Canada’s indigenous people through the Truth and Reconciliation Commission. The project is a partnership between the local First Nation and developer Ivanhoe Cambridge. The revenue it creates for the 470-member nation will be used to support further economic development and social programs, said Williams, adding that a new community centre will also be built. The 1.4 million-square-foot mall — which is home to 180 stores, with room for 20 more — was flooded with thousands of shoppers when it opened at 10 a.m. Wednesday. The first two people in line had been waiting since 2:30 a.m. The first 1,000 shoppers in line were each rewarded with a $50 gift card for the mall, which is filled with outlet stores that feature discounted merchandise. They included casino employees Lisa Walker from Mission, who made a beeline for H&M as soon as the mall opened, and her Abbotsford friend Cynthia Lam, who headed to Saks Off 5th. “We haven’t slept all night,” said Walker. “It’s been fun. We’ve been talking to people.” “The opening of Tsawwassen Mills represents the end of one journey and the beginning of a new one for the Tsawwassen people,” Chief Williams told a gathered assembly of invited guests before the mall opened.

The $600-million mall has been in the works since 2009, when Tsawwassen First Nation signed a treaty with B.C. It was built by Ivanhoe Cambridge, which leases the land from the Tsawwassen First Nation. The mall’s developers weren’t available for comment, according to their public relations firm. The huge building includes a 1,100-seat food court designed to look like an oversized cedar longhouse that’s at least six storeys high. The mall has created around 3,500 jobs and enticed potential employees with promises of pay higher than minimum wage and a regular shuttle to the Canada Line rapid transit. Williams said 20 members of the TFN got jobs at the mall. The mall’s opening comes a few weeks after the Business Council of B.C. and the B.C. Assembly of First Nations signed a new formal agreement designed to help lift indigenous communities out of poverty and build the province’s economy. Council chair Marcia Smith, a senior vice-president with Teck Resources Limited, described the memorandum of understanding as the first of its kind in Canada and said it would give investors more confidence in B.C.-based projects. “We are going to work together to build shared understanding of aboriginal rights and title issues, economic opportunities and the priorities of First Nations communities,” she said. Reconciliation is a key theme of the memorandum. Gottfriedson pledged his commitment to the 94 recommendations of the Truth and Reconciliation Commission, and promised he would not support economic development that conflicted with the needs of indigenous people or threatened the environment. The memorandum also contains a commitment to erasing some of the disadvantages First Nations face in terms of education, health care and social supports. After the signing, Gottfriendson said he hoped the agreement would bring opportunities for training and employment.

Ottawa will continue revoking citizenship of immigrants accused of misrepresentation Immigrants accused of misrepresenting themselves in order to get into the country will continue having their citizenship revoked, according to court documents sent Friday by the Justice Department. Ottawa will not heed the demands of two civil society groups and impose a moratorium on its practice of citizenship revocation, said lawyer Angela Marinos, in a letter to the Federal Court. The British Columbia Civil Liberties Association (BCCLA) and the Canadian Association of Refugee Lawyers (CARL) launched a constitutional challenge to the federal law because they say there is no proper appeal process. They argue the government should stop all citizenship revocation until the matter is settled in court. The government confirmed on Friday it won’t be doing that. “We are very disappointed that the government refuses to stop stripping people of citizenship without a hearing, choosing to defend the last government’s unfair process

in court instead,” said BCCLA executive director Josh Paterson. Marinos said in her letter that people who have their citizenship revoked have the right to file for judicial review of the government’s decision. Paterson said hiring lawyers is expensive and immigrants should have the right to a formal appeal process before losing their citizenship. Immigration Minister John McCallum has in the past criticized the lack of an equitable appeal process, a policy put in place by the Conservative government. He had also publicly supported the Senate’s past efforts to modify the law. Paterson said that McCallum “acknowledged that taking away a Canadian’s citizenship is unfair and has committed to change it — but until the law changes, we don’t understand why they insist on continuing to do the very thing they say is unfair.”

BC to lead provinces in economic growth this year, Alberta in a recession: BMO British Columbia is on track to lead Canada’s other provinces in economic growth in 2016 and 2017, according to a report

released Thursday by BMO Financial Group. It estimates B.C.’s economy will grow by three per cent this year — more than twice the national growth of 1.2 per cent. But BMO says neighbouring Alberta is in a recession, with its economy expected to shrink by another 2.3 per cent this year — following a decline of four per cent in 2015. The banking group says the downturn in Alberta’s energy sector has spilled into other parts of the economy, and the provincial unemployment rate is above eight per cent for the first time since the early 1990s.

“The fallout from lower oil prices has Alberta’s economy still grappling with recession,” BMO senior economist Robert Kavcic writes in the 26-page report from the Canadian banking group. “By next year, the economy should return to growth, but remain historically subdued at just above two per cent, assuming a gradual upward grind in oil prices.” Newfoundland and Labrador is also expected to see its economy shrink this year — by two per cent — but Saskatchewan will eke out a small gain of half a per cent following last year’s decline. The report says Ontario, Manitoba and Quebec are expected to have growth above the national average while the three Maritime provinces will come in below the average. “Ontario’s economy is one of Canada’s growth leaders, expected to outperform the national average for a third straight year in 2016. This is a noteworthy change after a decade of under-performance through 2013,” Kavic writes. Ontario’s real gross domestic product is estimated to grow at 2.6 per cent this year and 2.3 per cent in 2017, trailing only British Columbia in both years.

Calls mounting for federal government to speed up judicial appointments Calls are mounting for Ottawa to swiftly appoint more judges after a first-degree murder charge was stayed in Edmonton because of unreasonable delay in getting an accused to trial. Alberta MP Michael Cooper, the Conservative deputy justice critic, is urging Liberal Justice Minister Jody WilsonRaybould to immediately fill dozens of vacancies across the country, including at least nine on Alberta’s Court of Queen’s Bench. “It’s time for the minister to stop talking about appointing judges and actually get around to appointing judges,” Cooper said. “Otherwise, thousands of cases across Canada could be thrown out due to delay.”

A jury trial was to begin next week for 29-year-old Lance Matthew Regan, who was accused of stabbing to death fellow inmate Mason Tex Montgrand at Edmonton Institution in August 2011. But on Friday a Court of Queen’s Bench judge stayed the murder charge due to the long delay. That wait — more than 62 months — was more than twice as long as what a Supreme Court ruling this summer deemed reasonable. Bank of Canada deputy warns of lingering uncertainty around non-resource exports The Bank of Canada’s senior deputy governor says there’s still uncertainty around the longhoped-for rebound of the country’s crucial nonresource export sectors. In a speech Thursday, Carolyn Wilkins said the future of these exports is not entirely predictable despite some encouraging signs in the numbers from July and August. “Uncertainty lingers,” Wilkins said in the address she delivered mostly in French at the Universite du Quebec a TroisRivieres. “This uncertainty comes in part due to the future growth prospects for investment in the United States. It is also possible that the effect of lower oil prices on the American economy is not as positive as anticipated.” The Bank of Canada has been waiting for the country’s non-commodity exports to rebound ever since the collapse of oil prices and the dollar’s slide a couple of years ago. Many are banking on the sector’s eventual pickup to help lift the stubbornly sluggish economy. Wilkins noted that while the central bank has seen “a clear upward trend” in non-commodity exports over the last six years, the weaker dollar’s influence on their growth rate has mostly faded. She recalled Thursday how Canada’s nonresource exports underperformed in the second quarter of 2016, which was partly due to a period of weaker-than-anticipated growth and investment for the country’s most-important trading partner: the U.S. Canada, she added, also continues to face stiff competition from other countries like Mexico, where she noted the currency fell further than the loonie. “It will take time to fully determine which factors affecting exports are temporary and which ones are permanent,” Wilkins said.

She did, however, say that Canada has seen improvements in its services sector, which accounts for about 70 per cent of the country’s economy and 80 per cent of its jobs. Wilkins said that some high-value-added sectors have “grown quite nicely,” including cultural and air transportation industries. Canada exports about $100 billion worth of services, or about one dollar out of every six from total exports, she said. Still, TD economist Brian DePratto wrote in a research note to clients Thursday that the speech suggests the Bank of Canada is maintaining a “more cautious view of Canadian export performance (and by extension the overall economic adjustment process).” “Indeed, today’s speech seems to be one that could be pointed to down the road as an ‘I told you so’ should the Bank hold or decide to cut rates,” DePratto wrote. Going forward, Wilkins said she expects several factors to help feed stronger growth in Canada, including the federal government’s commitment to spend an additional $25 billion over two years on infrastructure projects and to increase childbenefit payments for families. “The effects of these budgetary stimulants will become more important as the year progresses,” she said. She also touched on the bank’s financial stability concerns, including the high debt levels of Canadian households and sizzling housing markets. Wilkins said she thought Ottawa’s rule changes announced this week, which seek to slightly limit borrowing and to cool housing markets, will help mitigate some of these risks.

Rona Ambrose’s nearly $320,000 in expenses leads MPs for first half of 2016 Members of Parliament spent a combined $71-million in the first six months of the year on travel and living expenses, running their constituency offices, promoting their activities with advertising, and buying meals and gifts for others. Interim Opposition Leader Rona Ambrose led the way, spending just under $320,000 from January 1 to June 30, according to an exclusive National Post analysis of the expense reports of all 338 MPs. The analysis also found: • A pair of Liberal MPs spent $40,000 between them on smartphones, laptops and other information technology gear. • An Alberta Conservative MP spent $65,000 far this year for “repairs and maintenance” on a riding office. • A St. John’s Liberal MP spent $50,000 in just six months on the lease for his constituency office while, at the other end of the country, in Prince George, B.C. a Conservative MP spent all of eight dollars in six months for “constituency lease, insurance and utilities.” Information on how MPs spend money has only been made public since the 201415 fiscal year. The information is published online by the Library of Parliament but in a way that makes it difficult or impossible to compare spending among groups of MPs or compare spending across any one of 24 different expense categories.

The National Post created its own database incorporating all of those expense categories for all 338 MPs over the course of the two most recent fiscal quarters for which information is available. Having organized the data differently than the Library of Parliament, the National Post can report that no MP racked up more expenses in the first six months of the year than Ambrose. Ambrose’s total of $319,180.54 was well above the average for all Alberta MPs, which was $227,851.16. One of the largest components of Ambrose’s spending was her travel bill. “She’s made a concerted effort to visit every part of the country since becoming Leader of the Opposition,” said Mike Storeshaw, Ambrose’s director of communications. The travel component alone for Ambrose was nearly $92,000 from January to June, which works out to more than $15,000 a month. That travel bill included $26,000 spent so that Ambrose’s designated traveller, her partner J.P. Veitch, could travel with her. House of Commons rules, set by MPs themselves, allow an MP to allocate some of their authorized travel resources for a designated traveller (usually a spouse), dependants and employees. Aaron Wudrick, a former Conservative political staffer who is now the national director of the Canadian Taxpayers’ Federation, said there’s a question as to whether Ambrose is using taxpayer-funded travel for partisan political work.

Six get life term for faking death to claim insurance

The incident occurred on January 22, 2014, when bodies of three persons charred to death were recovered from a car near Pingalwara. Later Jasbir Kaur, a resident of Maqboolpura, had identified one of the bodies as that of her husband Surinder Singh. Another body was identified as that of Sahib Singh of Bhullar village near Ajnala. The third person was never identified. Initially, the police had considered the case as an accident and death certificates of Surinder Singh and Sahib Singh were issued. Later, Sahib Singh’s wife approached the Punjab Human Rights Organisation (PHRO) alleging a conspiracy as she was not aware of the scam. “Our investigations revealed that Surinder Singh and Sahib Singh had faked their deaths and instead, killed three unidentified persons. We presented the facts before the police and an investigation was

initiated,” said Sarabjit Singh Verka of PHRO. While the police investigation established that Surinder Singh and Sahib Singh were still alive and even managed to arrest Sahib Singh, it failed to reveal the identity of the three victims. The investigation revealed that Surinder Singh had got himself insured for Rs 2 crore while Sahib Singh was insured for Rs 1 crore. Surinder Singh had even got the car used in the crime insured for up to Rs 10 lakh. Public Prosecutor Amritpal Singh Kehra said Surinder Singh and his two sons living in Australia— Sukhwant Singh and Mukhtiar Singh— have been declared proclaimed offenders in the case. Efforts were being made to extradite Sukhwant and Mukhtiar from Australia.

The Congress will emerge as the single largest party followed by Arvind Kejriwal’s Aam Aadmi Party if elections to the Punjab Assembly are held today, an opinion poll by Axis-My-India conducted for the India Today Group has predicted. It predicts the ruling SAD-BJP combine at the third spot. None of the parties is expected to win a comfortable majority in the 117-member House. The opinion poll gives 49 to 55 seats to the Congress, 42-46 to AAP and 17 to 21 seats to the SAD-BJP combine. Others are expected to win 3 to 7 seats. The Congress is predicted to bag 33 per cent of the total votes and AAP 30 per cent. The SAD-BJP combine’s vote share is expected to be at 20 per cent, while others are getting 15 per cent, the Axis-My-India poll claimed.

Celebrations turned into mourning at a house in Janak Nagar of Basti Sheikh area, when a 29-year-old property dealer was allegedly killed by a group of armed assailants late Wednesday night.Deceased Munish Luthra was to get married next month. As per eye-witnesses, Luthra was in his shop when armed assailants entered and attacked him. Luthra, somehow, managed to get out of the shop, and ran, but the assailants chased him and stabbed him. Luthra was taken to the Civil Hospital, and from there shifted to Johl Hospital, where he succumbed to his injuries early today. Uniform Civil Code ‘not good for nation’, says Muslim Law Board

The Muslim Personal Law Board said on Thursday that a Law Commission questionnaire, to gauge public opinion on triple talaq and other anti-women practices across religions, is a “fraud”, that it will boycott it and that a uniform civil code is not good for India. The Muslim Law Board also said that the law commission isn’t acting independently and is instead acting at the behest of the Centre, which last week opposed the practice of triple talaq+ in the Supreme Court and said it can’t be regarded as an essential part of religion. “A uniform civil code is not good for this nation. There’re so many cultures in this nation, (they) have to be respected. India can’t impose a single ideology,” said the Board’s Hazrat Maulana Wali Rahmani at a press briefing today. The Commission in its questionnaire asks whether triple talaq - which according to Islamic law based on the Koran permits a husband to pronounce talaq three times to instantly divorce his wife - should be abolished altogether, retained only in customs without legal sanctity, or retained with suitable amendments.

Parliament’s month-long winter session from Nov 16 The month-long Winter Session of Parliament is set to begin from November 16 during which the issue of surgical strikes in Pakistan-occupied Kashmir is likely to dominate the proceedings. The Cabinet Committee on Parliamentary Affair (CCPA) met here this evening and recommended that the session would commence from November 16 and end on December 16. The Winter Session dates have been advanced as in the past it was normally convened in the third or fourth week of November. An early session may help the Central GST (CGST) and Integrated GST (IGST) legislations, which will pave way for the Goods and Services Tax (GST), to be approved within November or latest by early December. The government is also considering advancing the Budget Session by a month or so starting from January next year. Sources in the government said besides

legislations relating to GST, nearly 15 new bills are likely to be introduced. The government would also push for the passage of the ordinance which seeks to amend the Enemy Property Act. In December, the

Centre had for the fourth time promulgated the ordinance to amend nearly 50-year-old Enemy Property law to guard against claims of succession or transfer of properties left by people who migrated to Pakistan and China after wars. The issue of the Army’s surgical strikes across LoC and allegations by some parties that the government was trying to politicise the issue are set to grab the limelight during the session.

India slams Pakistani daily for ‘concocting’ story on surgical strikes

India on Friday lashed out at a Pakistani daily for ‘concocting’ a story on Indian Foreign Secretary S Jaishankar “admitting” that the recent surgical strikes by the Indian Army were a “bluff ” and asserted that the entire report was baseless. “The News International Pakistan’s story titled ‘Indian FS admits surgical strike was a bluff ’ is completely concocted and baseless,” Ministry of External Affairs (MEA) official spokesperson Vikas Swarup said in a series of tweets. He said German Ambassador Dr Martin Ney was in the group of foreign envoys briefed by the Foreign Secretary on September 29 on the surgical strikes and that “they have had no further conversation since on this subject.”

Eight Indians arrested for trying to enter America illegally Eight Indian men, along with three others, have been arrested by officials of the US Customs department for allegedly trying to illegally enter American territory of Puerto Rico. The arrests were made on Thursday by the US Customs and Border Protection (CBP) along with local law enforcement agencies from Dominican Republic. These 11 undocumented migrants from India and Dominican Republic made landfall on Wednesday in the

islands’ western coast, CBP said in a statement. “Migrants that make an extremely long travel from India should be aware of the perils of coming all the way to the Caribbean to enter the United States,” said Ramiro Cerrillo, Ramey Sector Chief Patrol Agent for the Ramey Sector in Aguadilla. “Crossing the Mona Passage is a treacherous voyage filled with many dangers that poses a huge risk to migrants,” he said. The undocumented people were

transported to the Ramey Border Patrol station for further investigation and processing. On September 29, Border Patrol Agents apprehended 20 migrants, 13 claiming to be citizens of the Dominican Republic (12 males and one female) and seven claiming to be Indian nationals (six males and one female). On February 1, four undocumented migrants from Pakistan and India were apprehended while wandering in the western side of the island.

Meanwhile, a story has surfaced on a Pakistan publication ‘The News’ where the Indian foreign secretary in a recent meeting with German ambassador in New Delhi is said to have admitted that there was no “surgical strike” undertaken by the Indian Army. Quoting an official source, the daily reported, “The Pakistani mission had been told that during a formal meeting on the issue of the ongoing India-Pakistan stand-off between German Ambassador to India Dr Martin Ney and Indian FS Subramaniam Jaishankar in New Delhi, “The Indian Foreign Secretary has categorically denied and said that there was no ‘surgical strike’ undertaken by Indian Army inside Azad Kashmir, Pakistan.”

Fiji Times staff plead not guilty to antagonism charges The director of public prosecutions laid the charges over an article in the iTaukei language newspaper, Nai Lalakai, regarding

the Muslim community. The article was written by Josaia Waqabaca,

who was jailed after the 2000 coup for his role in a plot to kill the then-military commander - and now prime minister Frank Bainimarama. Charges were also laid against the Nai Lalakai editor Anare Ravula, Fiji Times editor-in-chief Fred Wesley and its publisher Hank Arts. All four appeared in court this morning, where they pleaded not guilty. The plea for the Fiji Times Limited was deferred due to the absence of an authorised director. The accused have been granted bail and the case has been adjourned until 28 October.

Respect rights: FTU School headteachers and principals should not be penalised for not adhering to the Ministry of Education’s zoning policy. Instead, the Fiji Teachers Union believes that parents should be given the right to choose the schools for their children. In responding to Education Minister Dr Mahendra Reddy’s comments that he would “fix” school heads who failed to adhere to the zoning policy, FTU secretary Agni Deo Singh said while the zoning policy had its advantages, the parents’ rights to enrol their children in their preferred schools should be respected. “I don’t see any reason why heads should be disciplined for any reason at all because enrolment is between school management and parents,” he said. “We must not deny that not all schools are the same and zoning could be made compulsory if all schools in the country are provided with the same level of facility and one would not be disadvantaged in terms of quality. Some schools have had the advantage of improving facility because they were in better catchment areas in terms of students

coming from better families so the urban schools are well facilitated and there are those rural schools that even lack some basic facilities.” Mr Singh believes parents should have the last decision over their children’s schools. “Parents’ rights to choose the schools they want for their children should be respected because there are many reasons which includes religious beliefs and culture,” he said. The other option to improve the zoning policy, Mr Singh said, was to allow parents to privately pay for their children’s fees. “If parents want to pay privately because they are enrolling their children in schools beyond the zoning boundary but are of their choice, then they should be allowed and there won’t be many. “While zoning is effective, parents must still be given the choices because they have cultural and religious ties to it. Some schools are built by faith-based organisations and they teach the religion and culture which children should not be deprived of and secondly, there are schools that are better than others.”

Reconsider travel to ‘miracle water’ site, says FRA Motorists intending to travel to the ‘miracle water’ site at Natadradave in Dawasamu, Tailevu have been asked by the Fiji Roads Authority to reconsider their travel plans. In a statement this afternoon, FRA said rising water levels from nearby streams and creeks could flood two Irish crossings located en route to Natadradave village. “The two crossings including Nabulau

Crossing located 8.8km on Dawasamu Road and Delakado Crossing located 0.48km on Naboro Cocoa Road may soon come under water,” it said. FRA’s maintenance contractor in the area will continue to monitor the water level at the two crossings and they strongly advise that travellers reschedule their trip as they may find themselves stranded as a result.

Life after miracle water He is probably the busiest village headman in the country. Apart from adhering to the duties and responsibilities of turaga ni koro of Natadradave Village in the district of Dawasamu in Tailevu, Tomasi Naisoso, with the help of villagers, has a duty to ensure that everyone who visit the village seeking what is now termed the miracle life-giving water is taken care of. Following Severe Tropical Cyclone Winston which wreaked havoc in the country on February 20 this year, the 120 villagers of Natadradave were still gathering the pieces — carrying out rehabilitation works when news of the power of the water broke out — spreading like wild fire within the country and even overseas. Thousands of people from around the country and abroad began flocking to the village in search of miracle. For the past two months, the villagers witnessed people coming in busloads, taxis, minibuses, carriers and even by foot and waited for hours to taste the water. They welcomed them with open arms, offering the little they have to cater for their visitors. For the villagers, rehabilitation works had to be put on hold. They planned on how they would serve the visitors and a roster was drawn up for their daily activities. “We have those that go to the farm during the day while the others assist those that visit

the stream,” Mr Naisoso said. “Almost all houses are occupied with visitors for those wanting to spend a few nights in the village. “With the very little we have, we share among ourselves and I am happy to say that not once have we run short of supplies. “We have been richly blessed with people coming in with food and clothes, but we don’t receive cash as we believe that doing so will take away the blessings or the mana.” He said the ‘miracle’ water has strengthened bonds — especially his family. His wife Ana Ranadi Naisoso, an administration officer at Dawasamu Primary School and had previously worked at a senior citizens’ home in Auckland New Zealand. said since people started coming to the village, their family bond had become stronger and they were happier. “I know my husband cannot do this work alone and he will need my support and in the past few weeks our marriage has been strengthened and our spiritual life has been enriched. “It is amazing that we have been richly blessed because of the work that we are doing.” Originally from Noco in Rewa service is not new to the mother of two. The youngest in a family of three siblings, Mrs Naisoso had to leave school to look after her father who passed away in 2010.

Corrections officers in court for rape The State will be relying on photographs of the crime scene in the case of an alleged rape of a female corrections officer. The two accused Ratu Meli Vatureba and Nasoni Raburau, who are also corrections officers, appeared before Justice Vinsent Perera in the High Court in Suva yesterday.

The two are charged with one count of rape each. The alleged offence took place in September last year within the premises of the Suva Remand Centre. The matter has been adjourned to December 2. Bail has been extended for both accused.

Man jailed for life for murder A farmer was given a life sentence by the High Court in Lautoka on friday for robbing and killing an elderly woman. Jovilisi Godrovai, 29, pleaded guilty to aggravated robbery and murder when he appeared before Lautoka High Court judge Justice Thushara Rajasinghe. Godrovai robbed and killed Sushila Devi, 69, in Lautoka in May this year.

He was jailed for 12 years and seven months for aggravated robbery with a nonparole period of 11 years imprisonment. Justice Rajasinghe imposed a mandatory sentence of life imprisonment for the murder charge, with a minimum term of 20 years to be served. Both sentences are to be served concurrently.

Interior Minister Chaudhry Nisar, while addressing a press conference here for the first time since the controversy over Dawn journalist Cyril Almeida’s name being put on Exit Control List (ECL) erupted, said, “We had no other option but to put his name on the ECL as he was travelling abroad the next day.” “Had we not put the central character on the ECL, we would have been blamed for letting him go,” he said. Nisar said the action was taken after the journalist had booked a flight for UAE to leave the country next day after the story was published. The minister alleged that the news was “inaccurate”.

He said, “Who leaked this inaccurate news? It was published at the behest of someone, and that will be uncovered ... they will be brought to justice. But how can that person be brought to justice, if we allow the journalist to leave the country?” Nisar stated that an ongoing investigation would be completed very soon. “The inquiry will end in three to four days and then everyone will be allowed to travel freely,” he said. Talking about Almeida’s travel ban, Khan said that he would have a meeting with journalists’ representative bodies. Referring to the story, the interior minister was quoted by Dawn News as saying, “An attempt has been made to adversely impact a critical national security paradigm, so there should be an inquiry ... Indian media used the report, saying that publication of the story verifies the Indian narrative of Pakistani dealings with non-state actors.”

The US delivered another harsh message to Islamabad today, by slamming Pakistan-based “avowed terrorist” Hafiz Saeed and by stressing - in the same breath - that it wants action taken against the Mumbai attacks’ perpetrators, one of whom happens to be Saeed, who roams freely in Pakistan. The US today also made it amply clear that it has no interest in responding to incendiary comments made by Saeed, ANI reported. “I’m not going to dignify comments of an avowed terrorist one way or other,” said US State Department spokesman John Kirby today, when asked to comment on the terrorist’s statements about the US and India. “We continue to urge Pakistan to take

steps to shut down access to areas inside their borders to terrorists, terrorist individuals and groups. As I’ve said before, we continue to want to see perpetrators of Mumbai attack brought to justice,” Kirby added. The US has designated Saeed a terrorist and declared the Lashkar-eTaiba that he founded, a terrorist group. Saeed also has a $10 million bounty on his head.’ Saeed has in the past called the US-India military logistics pact “ anti-Muslim+ “. In July, Saeed told the Associated Press he will force Pakistan to sever ties with the US if it cannot convince Washington to intervene in the decades old “ Kashmir dispute”.

Spanish diplomat found dead in home A Spanish diplomat was found dead Thursday in his Islamabad home in what authorities suspect is a suicide, Pakistani police said. The 60-year-old man was found in his bedroom by a domestic servant with a revolver by his side, said police officer Iftikhar Chatha. A doctor at Islamabad’s Federal Government Services Hospital said the man

died of a gunshot wound to the head. But the doctor, who spoke on condition of anonymity because he wasn’t authorized to brief the media, said there would be no ruling on whether the death was suicide until an autopsy had been performed. The row over how far Islamabad will go to get rid of jihadi fighters and leaders has hurt relations between Pakistan and Washington, in part because nearly 10,000 American soldiers are in Afghanistan supporting the war against insurgents. A spokesman for the US State Department's South Asia bureau said it was not "not in a position to confirm Hibatullah Akhundzada's whereabouts, past or present." Akhundzada is now believed to be in hiding after crossing the long and porous border between Pakistan and Afghanistan, but not before going untouched in Kuchlak, located in Balochistan province, as he rose up the ranks of the Afghan Taliban. Describing China as a “trusted partner” of Bangladesh, Prime Minister Sheikh Hasina has said President Xi Jinping’s visit this week would elevate the bilateral ties to newer heights as the country seeks enhanced cooperation in trade and investment. Hasina’s comments came ahead of Xi’s visit to Bangladesh on Friday, the first by a Chinese head of state in 30 years. Bangladesh is hoping to get an estimated $40 billion from China as credit during Xi’s visit, media reports here have said. “I believe that President Xi’s visit will also be more important for South Asia,” Hasina told China’s state-run Xinhua news agency. “China has become our largest trading partner and we consider China as a trusted

partner in realising our dreams too. China is the leading generator of many our megaprojects in terms of finance, capitalisation and technology,” she said. Noting that BangladeshChina relations are now framed within a comprehensive partnership of cooperation, she said, “We are planning to elevate the relationship to a newer height with the much-awaited visit of President Xi.” Hasina said cooperation between Bangladesh and China has gained maturity in past decades and the relations are underpinned by “the Five Principles of Peaceful Co-existence, spirit of good neighborliness, mutual trust, confidence and non-interference into each other’s internal affairs.”

Bollywood stars divided over ban of Pakistani artistes So much has been spoken on the debate of Pakistani actors being banned in India that it has started to show the cracks in the film industry. As soon as the debate started with MNS asking for a ban on Pakistani artistes and the first casualty was Karan Johar. After speaking his mind on the issue, faced the ire of the politicians, not just him, even Salman Khan said similar stuff when he was asked for his comment. He stated loud and clear that artistes are not terrorists and government provided them with visas. No points for guessing he too faced the ire. Varun Dhawan,

Sidharth Malhotra and even Sushant Singh Rajput voiced their opinion in favour of Karan Johar. All of them faced the ire of the various political parties and news channels but what was unexpected was their own industry people didn’t support them. Many like Anupam Kher, Ashoke Pandit, Nana Patekar etc voiced their opinions against them. But the unexpected opinion that went against them especially Salman Khan was his long time friend Ajay Devgn‘s. It was not the opinion that was surprising, but how he took sides against Salman Khan. When he was asked, if it upsets him that the people from the industry like Salman Khan or Karan Johar are unwilling to take a stand on the attacks and ban, Ajay Devgn replied, “Upset in the sense, it’s saddening, it is saddening. I don’t know what the reasons are and I don’t even believe they are human beings who are scared at this point of time. Why should anybody be scared?” So this made Bollywood divided into three camps: for the ban, against the ban and the neutral brigade. For the ban brigade: This camp had actors like Ajay Devgn, Nana Patekar, Anupam Kher, Nawazuddin Siddiqui etc. and there stand was Pakistani actors should be banned and there shouldn’t be any exchange with Pakistan. If they are sticking to their country by not condemning the attacks, we should too by boycotting them. Against the ban brigade: On this side there were Karan Johar, Salman Khan, Om Puri, Sidharth Malhotra, Radhika Apte etc. There stand was that art and culture should be kept aside and should be treated differently. As these artistes worked in India only because our government provided them with visas. The neutral brigade: But there was also a third side, the neutral side which consisted of Shah Rukh Khan, Aamir Khan, Hrithik Roshan etc. Shah Rukh Khan though voiced his opinion on the surgical strike made by Indian army and hailed them for their retaliation. Aamir Khan perhaps doesn’t want any controversy after the ire he faced for speaking his mind on the whole issue and as for Hrithik Roshan, he anyway is stuck in his own problems, be it personal. In all this ‘for’, ‘against’ and the neutral stand of Bollywood over the whole Pakistani artistes ban debate, there was another side that Akshay Kumar showed to all of us. He posted a video on his Twitter profile. He said that instead of squabbling over petty issues like the veracity of surgical strikes, it’s time to put our focus on more concerning matters like the fact that the terrorists are breaching the border and our soldiers are getting killed. He asserts that it is time to make our soldiers safe and valued, as we are safe ‘cos they are fighting. And as Ajay Devgn said, there is no unity in the film industry and it is proved once again after this whole debate over banning Pakistani artistes.

Beiimaan Love Starring Sunny Leone, Daniel Weber, Rajneish Duggal, Beiimaan Love directed by Rajeev Chaudhari has finally hit theatres. Our critic Rajat Tripathi is watching the film at a multiplex right now and has sent us his first impressions of the film. Rajat says,” With zero exposition and no rolling credits, a random music video featuring Sunny Leone starts playing on the screen. You know in this moment that all Beiimaan Love is going to do is cash in on Sunny’s name. As the music video ends, the film randomly cuts into a shot of Sunny doing the power walk. She is playing Sunaina, a successful entrepreneur Sunaina Verma and owner of Janaki Exports, who is being awarded for her achievements at an event. She is the envy of many men in the hall including Raj (Rajniesh Duggal). Daniel Peterson (Daniel Weber) is the man she credits her success to. Please take a moment to notice the efforts put into naming the characters in the film. An exchange of

Sunny Leone’s film is misogynistic, homophobic and racist so far

wit and sarcastic comments between Raj and Sunaina tell us there is a history- a dark secret, a hidden past. ALSO READ: Beiimaan Love: Sunny Leone’s sizzling presence helps this trailer from drowning completely! The film jumps back three years in time. Sunny makes an entry in the club with moaning noise playing as background music. Literally. Raj molests her in the club and is answered with a slap. Raj’s male ego is unable to handle rejection and swears to teach Sunaina a lesson. He starts searching for Sunaina frantically, and an unimaginably random homophobic scene pops up on the screen. The supporting cast is the shoddiest array of actors, ever. Turns out Sunaina is the business development manager of KK Exports, owned by Raj’s family. An uncountable number of misogynistic comments later Raj bets to his brother in law, Monish (Rajiv Verma), that he will have Sunaina

in his bed in 10 days.

Sunaina finds out Raj is her boss and is

suddenly at the apologetic end. Sunaina says “Anjane me Jo bhi hua uske lie sorry.” Oh sweet Jesus. At least the cast is good to look at. Raj and Sunaina take advantage of a group of Chinese investors not knowing Hindi and sell them crappy jewellery. This is supposed to be funny btw. “One kg of pure filtered Jaisalmer sand for everyone. Hindi Chini bhai bhai but not bhai behen” says Raj. I switch to Temple Run. Sunny Leone has definitely evolved as an actor. In this bad film, her improvement in acting skills is the only thing to appreciate. The supporting cast is the shoddiest array of actors, ever. It’s worth saying twice. Finally. A flash forward shows the turn that the story is going to take and I am expecting that the movie will pick up some pace. Phew. But the “is sheher ko aakhir hua kya hai” no smoking advert was better than the movie so far.

Add the stir-fry paneer in the tomato gravy and let it cook for 3 to 4 minutes on low medium heat. 13. Turn off the heat and add cilantro and garam masala stir slowly and cover the pan for few minutes. 14. Serve hot with your choice of Indian bread or over the rice. 15. Enjoy!

Mass homelessness top concern for BC seismic engineers

B.C. builds to some of the highest seismic standards in the world. So you might assume the majority of us would be able to return to our homes after a major earthquake. Turns out, it’s not quite that simple. Engineers design buildings today for what they term “life safety” during the main event, which means your building will likely still be standing when the ground stops shaking. That’s the good news, says Perry Adebar, head of UBC’s civil engineering department. “But the code doesn’t ensure that a building can be usable. So people will leave the building safely and perhaps never reenter.” Adebar points to Christchurch, New Zealand, as an example. After that city’s 2011 earthquake, teams of engineers inspected 3,000 buildings in the downtown core — and yellow or red-tagged 45 percent of them because of safety issues. By February 2015, 1,240 of those buildings had been demolished. This is the scenario that worries B.C.’s engineering and emergency planning communities most. Metro Vancouver has seven times the population of Christchurch and 20 times the density. If the earthquake strikes close enough to the Lower Mainland, Adebar predicts as many as 100,000 people could be displaced. And there is no easy way to know which buildings will be OK. So if you’re eyeing your 1960s-era, fourstorey walk-up with suspicion, Adebar says age

isn’t necessarily the deciding factor. Design, materials, upgrades, soil conditions — these all come into play. “There’s generally a belief that the older the building, the worse it will do. But I don’t agree with that. I’ve looked at drawings of older

buildings that will do very well,” he said. “On the other hand, we have brand new buildings which won’t collapse, but I am pretty certain will be badly damaged.” Victoria is facing an equally grim scenario, but for a different reason — its large stock of buildings from the late 1800s and early 1900s, including single-family homes, are all built on unstable soil. Adding to the problem, says Adebar, is the fact that B.C. doesn’t have the expertise necessary to determine what’s safe and what isn’t. “Most engineers aren’t really going to have the experience and the knowledge to make an accurate assessment. So, they’re going to err on the side of caution. It increases the chance that you will not be able to get back into your building, because somebody has said this one may be unsafe.”

The Toronto real estate market is showing no signs of slowing down, but the latest numbers suggest the suburbs are continuing to catch up — with the average price of homes in some areas outside of the downtown core rising more than 25 per cent. The Greater Toronto Area continues to see double-digit growth in the third quarter of 2016 with the aggregate price of a home rising 13.6 per cent to $693,154 year-over-year, according to the latest Royal LePage House Price Survey. The median price of a twostorey home in the GTA climbed 14.8 per cent to $812,990 and bungalows rose 16 per cent to $688,813. Condos in the region also saw a “healthy increase,” rising five per cent to $381,963 during the same period. Windsor, Cambridge, Sudbury, Hamilton, St. Catharines, Burlington, Oakville and Oshawa — which has seen the average house price grow 26 per cent to $453,975. “It’s a really, really active, vibrant real estate market as people look to those regions for more house for the money, for more affordable homes,” Soper said. “The aggregate price of a home in Oshawa is less than half of what it would be for a similar home in Toronto. … If you boil down to single detached homes, perhaps of similar size, that number is going to be three times higher four times higher in Toronto proper, versus what you see in Oshawa. “If people aren’t working in the region or didn’t grow up there, affordability is what is driving the new wave of growth and investment in cities like Oshawa.”

Vancouver foreign buyers now shopping for Toronto real estate, albeit in smaller numbers

Vancouver’s foreign buyers, scared off by a 15 per cent tax additional property transfer tax that only applies to them, appear to be making their way to Toronto, according to a new report. But Diana Petramala, the economist with Toronto-Dominion Bank, who wrote the note out Friday, says the impact on Toronto is no where near what was happening in Vancouver. Canada Mortgage and Housing Corp. said at the peak up to 20 per cent of buyers were foreign until the tax went into effect on Aug. 2 in Vancouver. “The million dollar question now is whether foreign investment has shifted east and Toronto has become the new Vancouver. With record immigration in 2016 and the strong growth in prime first-time homebuyer population, the fundamental factors supporting housing activity appear stronger in Toronto than Vancouver – helping drive existing home sales and prices up,” said Petramala. “Having said that, the sales-topopulation ratio in Toronto has risen sharply recently, suggesting that foreign investment and speculation are playing a part, albeit likely smaller than in Vancouver.” Her comments come as the Canadian Real Estate Association released results for September on the same day which show the strength of the Toronto market continues to impact national sales figures just as Vancouver, which suffered almost a 33 per cent pullback in September sales compared to a year ago, retreats. CREA, which represents about 100 boards across the country, said existing home sales rose 0.8 per cent in September from August on a seasonally adjusted basis, but remain 5.6 per cent below the high hit in April, April 2016. “The finance minister’s recent changes to regulations affecting mortgage lending has added to housing market uncertainty among buyers and sellers,” said Cliff Iverson, the president of CREA. “For first-time home buyers, the stress test for those who need mortgage default insurance will cause them to rethink how much home they can afford to

buy.” Among the changes are that all mortgage insurance backed by Ottawa include a provision that the borrower be forced to qualify for a loan based on the much higher rate posted rates of the major banks for a fiveyear fixed rate mortgage, now 4.6 per cent. Instead of 1.95 per cent, the lowest rate for a fixed five year mortgage, according to ratespy. com, consumers must now use the higher rate and get a smaller loan or not qualify at all. Those new loan figures go into effect Monday and they could impact about one-third of all new borrowers, according to some estimates. Petramala said the regulations could take some steam out of the market and is predicting a 10 per cent decline in sales next year and a one per cent reduction in prices. “This is the sixth time in eight years that the government has tightened mortgage regulation, and in each event, sales have fallen between 6 per cent and 14 per cent in the following three to six months,” she said. “The difference this time around is that the rules are more broadly targeted at insured borrowers (raising the bar on income testing), lenders (restricting the use of portfolio insurance) and foreign investors and speculators (increasing oversight of capital gain taxes on real estate and restricting non-residents from taking advantage of the principal residence exemption).” Doug Porter, an economist with Bank of Montreal, sees similar storm clouds on the horizon for housing from the government’s changes. “Prior to the new mortgage rules, the dominant story in Canada’s housing market was the diverging paths of previously whitehot Vancouver and still piping-hot Toronto. We are all along the market watchtower now, though, looking for some broad softening in sales in the wake of Ottawa’s new measures,” said Porter, who expects a five per cent drop in sales in 2017 and only a one to two per cent gain in prices next year after a 12 per cent rise in 2016.
