Harpal Gill says in the 16 years he’s lived in Canada, he has never been told to leave a store because of his kirpan, a ceremonial dagger carried by Sikhs. That changed Sept. 8 when
he and his friend Joginder Sidhu went into the Dollarama store on Jefferson Avenue in Winnipeg and were stopped by staff and security and told they could not enter with their kirpans. “It is my religious symbol. How can you stop me?” Gill asked the manager of the Dollarama. Continued on Page 8

National Bank predicts Vancouver housing market to fall at least 10% Vancouver’s housing market may enter a correction with price declines of at least 10 per cent, according to Stefane Marion, Montreal-based chief economist and strategist at National Bank of Canada. “There is downside to single family homes in Vancouver,” after policy changes in the last year such as higher downpayment requirements and a provincial tax on foreign buyers, Marion said Tuesday at the Bloomberg Canadian Fixed Income Conference in New York. Price declines will be moderated by the province’s strong job growth, he said. “I don’t think it sends the economy into a tailspin. It’s a healthy correction,” Marion said. The Pacific Coast city is the focus of concern about a crash, with prices surging well past $1 million on the lowest mortgage rates in decades and a constrained supply of land for new properties. The British Columbia provincial government set a 15 per cent tax on foreign home buyers that took effect last month, following several rounds of federal government action to tighten mortgage rules. Longer-term forces like low interest rates will help Canada avoid a crash, and policy makers must guard
against cracking down on regional markets in a way that adds to the risks, said Emanuella Enenajor, senior Canada and U.S. economist at Bank of America Merrill Lynch in New York. “I wouldn’t be surprised if, barring any meaningful regulatory shifts, housing continues to outperform,” she said. “Putting a foreign tax on the Vancouver housing market, perhaps that pushes demand into other markets such as Toronto, creates other kinds of distortions in the economy. I think there is a need for a national solution.” Governments have tried to keep a lid on house price gains. The B.C. tax on purchases by foreigners contributed to a 26 per cent decline in transactions in Vancouver in August, though Toronto’s market continues to soar, with prices up 18 per cent on average in the month. Canada’s bigger problem right now is the lack of growth led by private spending, something Bank of Canada Governor Stephen Poloz has been counting on, Enenajor said, adding that makes a cut in his 0.5 per cent policy interest rate more likely than an increase.
A truck driver faces multiple charges in connection with a fiery 12-vehicle Highway 400 crash in Toronto that killed four people in June, including a little girl and two women from the same family. Ontario Provincial Police said Thursday that Sarbjit Singh Matharu, 35, of Winnipeg, has been charged with four counts of criminal negligence causing death and one count of criminal negligence causing bodily harm. The June 24 crash on southbound Highway 400 near Finch Avenue killed three members of the Vokshi family who were on their way home after a day at Canada’s Wonderland. Five-year-old Isabela Kuci, her mother 35-year-old Valbona Vokshi, and her grandmother, 55-year-old Xhemile Vokshi, were pronounced dead at the scene. Middle Income earners get nothing from BC government as $2 billion in budget surplus is divvied up By Umendra Singh: The middle class again got nothing from the BC government when it announced earlier this week how it will dive up the $2 billion budget surplus. Finance Minister Mike de Jong announced a $500 million investment to help deal with housing affordability in Metro Vancouver after forecasting a first quarter budget surplus of $1.94 billion for the 2016-17 fiscal year. The province says it will release details of its plans for the housing money next week. But this will not help middle class, who pay the most taxes in BC and Canada. The most likely beneficiaries would be the low income or those with no income (and pay little or no taxes) in terms of getting rental subsidies from the government or free gov’s subsidized housing. And what will the ,idle class get ? NOTHING. BC initially forecast a budget surplus of $235 million for 2016-17, but says financial growth over the last three months has been bolstered by revenue from income and property transfer taxes that have come in at $2.26 billion more
than expected. “When you consider the fact our economy is growing at a rate that is not seen anywhere else in Canada, and all of these indicators including the amount that people are paying to government in personal income tax is going up at a rate far in excess of what we anticipated, that is a good sign,” said Finance Minister Mike de Jong. “Suffice to say it was been a pretty good year so far.” It has been a pretty good year because of taxes and fees paid by middle and upper income earners. But yet, they are not getting any breaks or rewards from the government. The bulk of government’s windfall has been attributed to record-breaking property transfer tax revenues that have mainly come from Metro Vancouver’s red hot housing market. The updated books show the tax brought in $965 million more than expected, with $500 million of that now earmarked for housing affordability. The province is also expected to announce numbers for foreign homebuyers next week for
the first time since putting a 15 per cent tax on foreign nationals in place. Based on the budget projections provided on Thursday, the province is expecting the tax to bring in $165 million in the 2016-17 fiscal year. That forecast is based on estimates foreign buyers will make up five per cent of the value of homes purchased in Metro Vancouver. Before the tax was introduced, the province found foreign buyers made up 10 per cent of the value of homes purchased. “No one knows for certain what the impact of the tax and other market forces and other measures will be on the real estate market. We are in a much better position now than we were six months ago to track it,” said de Jong. “Part of the rationale behind the introduction of the 15 per cent tax on foreign purchasers was to reduce the amount of property transfer tax the government takes in. We will see to what extent that occurs.” Income tax revenue has risen along with the property transfer tax, swelling government coffers by $1.3 billion more than expected. The NDP is concerned the province is touting the strong economy in the lead-up to a provincial election without actually helping middle-class British Columbians. “I think the thing that stood out to me is that the government wants you to believe that everything is fine in British Columbia. But for many, many families, they are struggling. We know people continue to live paycheck-to-paycheck. We know we have stagnant wage growth, the second lowest in the country,” said NDP critic Carole James. As well as introducing new investment in housing, the province also announced $400 million for its prosperity fund. It is also cancelling the four per cent increase to the Medical Services Plan premium that was set to come into effect, January 1, 2017.

I will talk about gender equality. I will talk about the rights of the LGBT community. In conjunction with an investigation by the Globe and Mail published Wednesday that uncovered internal documents showing where banks allowed foreign clients to take out mortgages without having to verify income, Eby said the information raises questions about how offshore buyers are influencing metro Vancouver real estate markets. “Is Canadian banking policy enabling foreign students to flip houses in Point Grey?,” Eby said. “I think this issue of bank lending is a huge part of the problem in terms of rapidly inflating house prices.” Eby, who is also the MLA for VancouverPoint Grey released the documents Wednesday at a news conference where he called on the province to step up its oversight of real estate transactions when it comes to buyers proving the sources of funds for property purchases. Eby said the research on property titles was an extension of work the NDP caucus had done last fall in conjunction with urban planner Andy Yan, which showed that in a snapshot of purchases made in 2015, 38 per cent listed the buyers as being homemakers, house wives or students. And checking those titles again in 2016, Eby said, revealed nine buyers listed as students who bought properties worth a total of $57 million, including one student purchaser who flipped a house on West 8th Avenue in Point Grey for a substantial profit. There is no indication that the buyer, listed in property documents as Xuan Kai Huang, used a mortgage in that transaction, he added, but documents show that Huang bought the property for $7.19 million in April, 2015 and sold it last May for $8.35 million. “It certainly does raise a serious question about whether the title ‘student’ is appropriate for somebody who’s flipping real estate and doing it on the west side of Vancouver,” Eby said. Postmedia attempted to reach Huang Wednesday but there was no answer at a telephone number under that name, which also had a voicemail message box that was full. As well, no one answered the door at the address of a home on Angus Drive in Kerrisdale that the phone number is listed to, and an address where Huang was once named as a joint tenant in ownership. Of the other nine purchasers, documents in four of the transactions totalling $40 million, show that the buyers obtained mortgages for at least part of the amounts.

Despite the fact the two have been in the store many times before, they were told to leave. “It is allowed in the legislature, it is allowed in the federal government,” Gill said. Gill and Sidhu then went to the Manitoba Legislature to speak with NDP-Maples MLA Mohinder Saran. With his help, they filed a human rights complaint against Dollarama, claiming discrimination. Gill said he has been allowed in the Manitoba Legislative Building and even courts with his kirpan. He hopes his complaint will help teach people who work in stores such as Dollarama that the kirpan is part of his religion and his ability to wear it is protected. A spokesperson at the Dollarama head office said this is the first time there has been an issue in any of their stores across Canada. Lila Radmanovich, who works for Dollarama’s media relations, said the company has a customer service policy that does not allow discrimination based on ethnicity or religion. The company has reached out to the Manitoba Sikh Society and offered apologies to the men. The company is now working with staff and security at the Winnipeg store to teach them the company’s policy, Radmanovich said.

Seattle housing market red hot as Vancouver’s market freezes Mainland China buyers seeking to invest overseas are fleeing Vancouver and flooding Seattle. Figures prepared for Postmedia by Juwai.com, a popular website in China that connects investors with international home sellers and real estate agents, shows buying inquiries for Vancouver property from investors in Mainland China dropped 81 per cent in August after B.C.’s government introduced a Metro Vancouver offshore investor tax. Meanwhile, buying inquiries for Seattle homes on Juwai. com surged by 143 per cent in August, compared to August 2015. Realtors in Seattle and Vancouver said the data suggests growing nervousness among Chinese investors over increasing regulation of Metro Vancouver’s market. As a result, Seattle, with a similar quality of life, better wages, and homes generally at least 50 per cent cheaper, is overtaking Vancouver as a preferred destination for Mainland China buyers. “The shift to other cities has actually been going on for months, with buyer demand momentum shifting to other cities with similar appeal but lower entry prices,” said Dave Platter of Juwai.com. “Right now, Seattle is the No. 1 city in North America for Chinese buyer inquiries, even displacing Los Angeles.” Juwai’s figures on cooling interest from Chinese buyers are confirmed by Metro Vancouver MLS figures that show deep sales drops in August, especially in housing types and neighbourhoods most popular with Chinese buyers. And MLS data from Vancouver realtor Steve Saretsky shows sales drops are even worse in September, with weakness spreading from sales of luxury detached homes to broader portions of the market including townhouses and condos. “September is horrible,” Saretsky said. “The sales are on pace for historic lows for the past 10 years.” Compared to the first 11 days of September 2015, Multiple Listing Service data analyzed by Saretsky shows
sales of detached homes in September 2016 in Vancouver West are down 51 per cent, Vancouver East is down 80 per cent, Richmond is down 67 per cent, and Burnaby is down 69 per cent. Saretsky said he believes Juwai.com figures on Vancouver buyer inquiries reflects on conversations that he and other agents are having with investors since the new tax was introduced. “My Chinese investor was in town, and he said ‘We can all afford the 15-per-cent tax, but it creates uncertainty,’” Saretsky said. “He said everybody in China is being told not to invest right now in Canada.” The sense from China buyers, Saretsky said, is that B.C. residents are “pissed off” about skyrocketing home prices driven by offshore investment, and that Canadian governments are starting to respond. In China, media coverage on the new Metro Vancouver tax has been widespread, Dave Platter of Juwai Limited said. While investors may be turned off by the Vancouver tax, most Chinese citizens seem to approve. “Interestingly, most public comments left on the online news stories about the new tax are not complaints against Vancouver,” said Matthew Moore, president of the Americas for Juwai.com. “Quite the opposite, many people respect the decision to impose new taxes. “They are coming from a situation where an apartment bought two years ago in Shanghai could be worth 75 per cent more today. So, many feel that more measures should be imposed to cool their own home markets and protect accessibility to property.” Dean Jones, owner of Realogics Sotheby’s International Realty in Seattle, said he believes effects of the Metro Vancouver tax will accelerate already hot demand in Seattle from Mainland China buyers. “We are seeing a rush into Seattle as the next market that matters,” Jones said.

Air China comes under fire for issuing ‘racist’ travel warnings
Air China’s “Wings of China” magazine recently advised its readers travelling to London about taking certain precautions when entering areas inner-city areas mainly populated by Pakistanis, Indians and black people. “London is generally a safe place to travel, however precautions are needed when entering areas mainly populated by Indians, Pakistanis and black people,” the magazine said, according to a photograph published by CNBC. The magazine reportedly provides safety advice to travellers based on the race and nationality of local residents. “We advise tourists not to go out alone at night, and females always to be accompanied by another person when travelling,” the magazine adds. The remarks have caused offence among the members of the ethnic communities singled
out by the magazine. But on Chinese social media, most commenters expressed bafflement at the backlash. In a common refrain, one user of China’s Twitter-like Weibo platform asked: “This is just stating the truth what is there to apologise about?” British MP Virendra Sharma, who emigrated from India to the UK in the 1960s, complained to the Chinese government regarding the alleged racist statements. “I am shocked and appalled that even today some people would see it as acceptable to write such blatantly untrue and racist statements,” he said in an online statement. “I have raised this issue with the Chinese ambassador, and requested that he ensures an apology is swiftly forthcoming from Air China, and the magazine is removed from circulation immediately,” Sharma said.
RCMP nab rollerblading robbery suspect A man police believe may be the so-called rollerblading robber, has been arrested. Between Aug. 20 and Sept. 4, three robberies took, place along Fraser Highway, near 155 Street. In each case, the suspect threatened the person working at a store or gas station with a knife, then made a getaway on rollerblades. Surrey RCMP’s robbery unit, and identified someone who could be a suspect.
Charged with three counts of robbery is David Yasinsky, 30 years old of Surrey, who is now in custody pending his next court date. “Sharp eyed witnesses provided details that helped officers quickly locate a suspect,” said Surrey RCMP Cpl. Scotty Schumann. “Thanks to those witnesses, the investigation advanced rapidly and serves as good example of cooperation between police and the community.”

Vancouver police launch big recruitment drive to reflect city’s diversity Vancouver is launching the largest police recruiting drive in almost a decade, and the key word for this new class of officers will be diversity, officials said. Deputy Chief Steve Rai said the police force wants hire 85 new officers by next spring, the largest recruiting figure since the preOlympics effort in 2008 and more than twice the size of a normal recruiting class. Add in 20 recruits sworn in on Thursday, and that’s an addition of more than 100 officers to a police service of 1,400 — a big injection of new blood. Police find body near 88th Ave and King George Surrey RCMP is currently near the intersection of 88th Avenue and King George Boulevard after a deceased person was located by a passerby. At approximately 2:50 pm today Surrey RCMP were called to Quibble Creek just north of 88th Avenue in the 13600 block. A hiker spotted a deceased person near the creek and contacted police. Surrey RCMP General Investigation Unit is leading this investigation in partnership with the LMD

Drug dealer’s father says his son had no idea cocaine was tainted with fentanyl The father of a young man suspected in the distribution of tainted cocaine that led to a string of overdoses earlier this month in Delta, B.C., says his son “had no idea” what was in the drugs. In fact, when he learned there might be a problem, he tried to be “pro-active” and immediately got in his car to go warn others. “As soon as he found out something bad was happening, he went straight to the people. He did what he could,” the father told the National Post. “Unfortunately the situation was already out of control.” In the early hours of Sept. 1, emergency crews were called to four locations in the communities of Ladner and Tsawwassen to deal with nine overdoses. One person went into cardiac arrest, several others were struggling to breathe. They had all taken cocaine, which police have now confirmed was tainted with fentanyl, a powerful synthetic opioid, and other substances. Delta Police Chief Neil Dubord said this week the investigation is continuing and police are getting close to a decision about whether to proceed with charges. Dubord said investigators have talked to several people of interest and are exploring all angles — from the street-level dealing to the manufacturing. He confirmed investigators suspect the drugs that caused the overdoses that night were all purchased from the same dealer. Delta Police say a gram of cocaine sells for roughly $80 and that “dial-a-dopers” typically work specific shifts in specific areas. Dubord said he believes that whoever made
the tainted batch knowingly cut the cocaine with fentanyl. “It’s my opinion people are doing this for profit. Fentanyl is relatively cheap and very strong, and I think it provides a good opportunity to take one kilogram of cocaine and make four,” he said. Also, in the eyes of some users, the euphoria can be enhanced, he said. The father confirmed his son was picked up by police and later released. He insisted his son had no knowledge of what was in the drugs. His son is not a drug user himself, he said. “As soon as there was an inclination something bad was happening, I know for a fact he jumped in his car and drove somewhere to tell someone,” the father said. “This is a kid that cares. He’s not just a callous person.” The father insisted his son is just a bit player in a much larger scheme and “caught up in something that’s much bigger than him.” “I’m pretty sure he wasn’t the sole source of what was going on here,” he said. “It’s set him back on his heels more than I’ve ever seen.” While his son has a rebellious side, he is also likable and has a big heart, he said. “Anybody that meets him … they just gravitate towards him,” the father said. “A lot of adults say to me, wow, he makes eye contact. He’s a very, very genuine, personable individual. You’d pick that up extremely quickly.” The mother of one of the young people who overdosed that night — and was on the brink of death — says she spoke to the mother of the suspected dealer but did not get very far.
International students given priority over locals A Vancouver teen is in educational limbo — wait-listed at two city high schools while international students are being given priority placement, according to her mother. “I’m a kid who loves school. This waiting and not being in school is driving me nuts,” said 17-year-old Maya Walker, who is supposed to be starting Grade 12. Valérie Walker says her daughter was placed on the wait-list at both Eric Hamber Secondary and Vancouver Technical Secondary in February but has only recently been told by both schools there’s no room. Walker says officials from both Hamber and Van Tech told her directly the schools were accepting international students as a priority because they needed the money. “In August I was told they couldn’t take her at Hamber because they had already decided to open up their roster to international students,” Walker said. “They basically said they get three times the amount [of money] per student for international students. So they then suggested we go to her catchment school ... which is Vancouver Tech Secondary School.
“We’re still waiting to hear from them. They admitted that they are her catchment school, and that they should accept her, but they are
also accepting international student to try and make their budget, because the school board, the educational system, is short of funds and they need the money.” Vancouver School Board associate superintendent Julie Pearce said in an emailed statement there appears to be “some kind of misunderstanding.” “Vancouver School Board does not recognize the situation described because VSB only places international students in schools where there are spaces,” read the statement.
Surrey kitchen fire puts 2 in hospital A mother and her newborn baby are in hospital after a fire broke out in their Surrey home early Thursday morning. Surrey Fire received multiple 911 calls about a fire that had broken out in the kitchen of their house near 131A Street and Balloch Drive. When crews arrived, the family of five had already made their way out of the house safely. “They’re a little distraught, it’s unfortunate… it was a cooking accident that caused it,” said Battalion Chief Richard Ellis.
“But everyone’s safe, that’s the main thing.” A few of the family members suffered some minor smoke inhalation, but were otherwise OK. The mother and her newborn baby were taken to hospital in an ambulance to get checked up on but should be fine, according to Ellis. The damage to the house was mostly contained to the kitchen, but the family will not be allowed to return for some time.

Trustees discuss closing 12 Vancouver schools
Tonight, school board trustees meet to ask questions about 12 schools listed for possible closure in Vancouver while those fighting for the schools hold their breath. “I hope there will be some hard questions asked,” said Mike Evans, who is fighting to save Britannia Secondary School. He’s not convinced that closing 12 schools and annexes will save $7.7 million per year as the VSB claims. Other savings are outlined in a detailed administrative report that was posted to the Vancouver School Board’s (VSB) website yesterday. “I don’t think they understand the real cost of closing those schools,” said Evans. He said 33 per cent of students at Britannia are Aboriginal. “There are grandparents who have gone to the same school as the children going there now,” he said. Evans also cited the ice hockey program and the International Baccalaureate as initiatives that would have to be reestablished elsewhere, and argues that it makes no sense to close the school when the city is expanding recreation facilities in the area because of projected population growth. VSB trustees will go over details of the report tonight at Sir Charles Tupper Secondary School and ask questions, starting at 5 p.m. PT Staff will present details of the report, and trustees will then ask questions before making recommendations. By the end of the meeting, trustees say the public should have a good idea whether any schools will be removed from the list, and whether any trustee might fight to keep any
of them open. The public is allowed to attend but cannot ask questions. As of now, the following schools are threatened with closure:

The Charity has been looking after the homeless, disabled, paralysed, terminally-ill and the poorest sick people for the last eleven years-FREE OF COST. Dr. Naurang Singh Mangat, the founder of “Guru Amar Das Apahaj Ashram”, purchased land near village Sarabha of district Ludhiana, Punjab and started with kerosene lamp (for light) and kerosene stove (for cooking) in a mudroom, and built a well-equipped Ashram for the needy homeless. Since 2011, more than hundred homeless needy people have been admitted to the Ashram, with more than forty living in the Ashram permanently. After treatment, many have been rehabilitated again in life. The number of patients arriving at the Ashram is increasing every month. They belong to different religions from different states of India. Most of the patients are either mentally challenged who cannot reveal their whereabouts or they are old, terminally ill, disabled, blind, paralysed, bedridden, or critically sick. In the beginning for many years without any office and building, Dr. Mangat pedaled his bicycle on the roads of Ludhiana city and saved the lives of more than hundred homeless disabled individuals lying on the roadsides and other places crying for help. He ensured their safe transport to the hospital, paid for their treatment expenses, and stayed near their bedside to look after
them. Once they were given treatment, these individuals had nowhere else to go but Dr. Mangat had to leave them on the roadside again. Thus he opened a free shelter-cum-nursing home called “Guru Amar Das Apahaj Ashram” for such needy people so that the proper follow up and nursing care could be provided to them. Prime Minister Justin Trudeau used the example of Italian grandmothers in Montreal on Thursday to explain why Canadians shouldn’t be “overly impatient’’ with the integration of newcomers. Being fearful of immigrants is “nothing new’’ in Canada and around the world, he said, explaining that Italians and Greeks settling in Montreal in the 1950s faced similar kinds of discrimination as do Muslims and other immigrants today. “The first generation is always going to have challenges in integrating,’’ Trudeau said during a panel discussion with London Mayor Sadiq Khan. “There are districts (in Montreal) where Italian grandmothers still pretty much only speak Italian and don’t speak that much French or English. But their kids and grandkids are seamlessly and completely integrated into Montreal and the only difference is they tend to be trilingual and not just bilingual.’’ The prime minister was taking part in a daylong conference hosted by Canada 2020, which describes itself as a progressive think-tank. Asked by the panel moderator what can be done to reduce fear of and discrimination against newcomers, Trudeau replied that what’s happening in Canada and around the world is

Canada Employment Insurance Commission announces 2017 Employment Insurance Premium The Canada Employment Insurance Commission (CEIC) today announced that the EI premium rate for 2017 will be $1.63 per $100 of insurable earnings, which is the seven-year break even rate forecast by the Chief Actuary in the 2017 Actuarial Report on the Employment Insurance Premium Rate. The release of the new EI premium rate for 2017 marks the beginning of the CEIC assuming responsibility for setting the annual EI premium rate. In the future, the Commission will set the premium rate each year based on the seven-year break-even rate, which is a rate forecast to cover the projected costs of the EI program over a seven year period, including any cumulative surplus or deficit in the EI Operating Account. The CEIC also announced today that for residents of Quebec covered under the Quebec Parental Insurance Plan (QPIP), premiums will be reduced by $0.36 per $100 of insurable earnings. As such, they will pay $1.27 per $100 of insurable earnings.
The Maximum Insurable Earnings (MIE) for 2017 will increase to $51,300 from $50,800 in 2016. The MIE is indexed on an annual basis and represents the ceiling up to which EI premiums are collected and the maximum amount considered in applications for EI benefits. The Commission also announced the premium reductions for employers registered under the Premium Reduction Program (PRP). For 2017, it is estimated that the reductions will provide registered employers
and their employees with $955 million in premium relief. Registered employers will be notified individually, as individual reductions may vary. Employers not qualifying for a premium reduction pay 1.4 times the announced EI rate for 2017, that is $2.28 per $100 of insurable earnings. Furthermore, for self-employed Canadians who have opted-in to the EI program, the annual earnings required to qualify for special benefits will increase to $6,888 on January 1,

Stabbing in North Surrey One man has suffered serious stab wounds and another has been arrested after a violent attack in Whalley. At about 1:50 p.m. Wednesday (Sept. 14), Surrey RCMP received a call of an assault in the area of 135A Street and 108 Avenue. When police arrived, they found a man in critical condition. A well-placed source says the man was likely stabbed in the neck, possibly hitting a major artery. He is described as in critical condition. A second victim was also found nearby and was treated for serious, but not life-threatening injuries. It is not clear at this time if the two incidents are related. Police learned of a man who fled the scene. He was captured by police and taken into custody.

Conduct hearing postponed again for BC Mountie in fourth year of paid suspension The lawyer for a Mountie in his fourth year of paid suspension told a disciplinary hearing Tuesday that proceeding with the matter could prove to be “an embarrassment for the RCMP”. John Benkendorf, representing Const. Amit Goyal of the Osoyoos detachment, said that after reviewing new evidence in the case, “it got to the point where I felt this hearing would be an embarrassment for the RCMP were it to proceed.” The material, which Benkendorf described as “incontrovertible evidence of (Goyal’s) innocence,” led him to do something he had never done in five years of representing officers in misconduct allegations. Ahead of the scheduled hearing, he presented his defence case to his opposing counsel, the lawyer representing the RCMP. After the opposing lawyer reviewed Benkendorf ’s evidence, he agreed the four-yearold matter should not go ahead on Tuesday’s scheduled hearing and instead he requested it be
adjourned for a fifth time. The lawyers for both sides told Postmedia News it was a particularly unusual turn of events. Goyal faces five allegations of misconduct stemming from a 2012 incident where two cars were reported stolen from the officer’s Okanagan home and later found burnt. Officers from an outside RCMP detachment investigated and recommended criminal charges against Goyal, but criminal charges were not laid. Goyal has been suspended with pay since at least June 2013, and the conduct hearing has been repeatedly rescheduled. John Reid, the lawyer representing the RCMP, said Tuesday that Benkendorf shared “new evidence” with him on Sunday and Monday. Reid asked the panel to adjourn so Deputy Commissioner Craig Callens, the commanding officer of the RCMP in B.C., could analyze the new information and decide how to proceed with the case.
BC minimum wage went up to $10.85 this week
Anyone making minimum wage in B.C. received a raise of 40 cents per hour from last Thursday, but some critics say that is not nearly enough. The hourly rate is rising from $10.45 per hour to $10.85 per hour, while the minimum wage for liquor servers will go from $9.20 to $9.60. Live-in home support workers, camp leaders, residential caretakers and crop harvesters are also getting a mimimum wage hike today. And next in September the rate will go up again, to at least $11.25 an hour. The province announced the increases in May, saying the new numbers reflect B.C’s economic growth. The increase moves B.C.’s minimum wage from the lowest in Canada to the middle of the pack. The highest minimum wage in Canada is $13 per hour in Nunavut.
But Alberta recently promised a $15 per hour minimum wage by 2018 and both the B.C.Federation of Labour and the BC NDP are calling on B.C. to follow suit. Iglika Ivanova from the Centre for Policy Alternatives said few full time workers actually make minimum wage, and that’s why she believes a $15 per hour minimum would be effective. “If you look at the number of people who earn less than $15 in B.C. that is close to half a million workers.” One industry where today’s raise will be felt is the restaurant business, according to Ian Tostenson, CEO of the B.C. Restaurant and Food Association. “I think you will see restaurants looking at ways to be more efficient, to schedule better, and look at portion sizes,” said Tostenson.
Alberta minimum wage to officially rise to $15 an hour by 2018 It’s on the books and in effect: Alberta’s minimum wage will be $15 an hour by 2018. Labour Minister Christina Gray says cabinet has passed the required regulation to not only raise the rate to $12.20 an hour this October, but also to boost it again in October 2017 and once more in October 2018. The changes can only be rescinded by Premier Rachel Notley’s cabinet or by a successor government. The move aligns with promises made by Notley and Gray to hike the wage. “One of the things we heard strongly from many of the stakeholders, including business, was the desire for certainty, to know what was coming,” said Gray in an interview. “In July, we laid out the plan for all three years, and now we’ve enacted that plan for
all three years.” Gray said it’s critical to pay lower-end earners a fair wage, adding the money will be reinvested in the economy. “We are committed to supporting to our low-wage Albertans, people who are working full-time jobs and are still not able to make ends meet,” she said. “We know that Alberta has the highest percentage of food bank use (for) working people.” Business and industry groups and opposition critics have been urging Notley’s government to rethink the hike or at least further investigate its implications on the economy before acting. They say the wage hikes are too much too fast and will further cripple businesses already hurt by the protracted slump in oil prices. On Tuesday, Amber Ruddy of the Canadian Federation of Independent Business, said the province is pursuing an ideological agenda that is making a bad situation worse. “This government has ignored their own advisers, entrepreneurs and the facts,” said Ruddy, whose organization represents smallbusiness owners. “Every policy that’s coming down is a jobkilling policy, and it’s time to change things.” Grant Hunter of the Opposition Wildrose party called the move ill-timed tinkering that will prove to be self-defeating when business owners try to recover the cost of a higher wage by cutting jobs or raising prices. “Vulnerable Albertans will be affected by this,” he said. As of Oct. 1, Alberta will have the highest minimum wage amongst all provinces. The territories — Nunavut ($13/hour) and the Northwest Territories ($12.50/hour) — remain higher. The changes were promised by the NDP in the 2015 election campaign and began last fall with the wage rising from $10.20 to the current rate of $11.20 an hour. On Oct. 1, it will rise by $1 to $12.20 an hour, then to $13.60 next year and finally reaching $15 an hour on Oct. 1, 2018. The province is also making changes to the minimum wage paid to servers, bartenders and others whose main job is to dispense liquor.

Different diagnoses on private medicare Advocates on either side of a polarizing debate over the future of universal public health care in Canada are offering opposing diagnoses on how to rejuvenate what many see as an overburdened medical system.
Jonathan Penner, a lawyer for the British Columbia government, told B.C. Supreme Court on Monday that a lawsuit proposing to change the rules around how medicare operates risks undermining the principle of equal medical access for all. “British Columbians, like other Canadians, are rightfully proud of their public health-care system, and in particular the commitment by Parliament and all the provincial legislatures to the principle that medically necessary services should be based on need rather than ability to pay,” Penner said in an opening statement. “The health-care system is highly complex and the repercussions to various components of that system of striking down those prohibitions are uncertain and problematic.” Cambie Surgery Centre, a private surgical clinic in Vancouver, is suing the
B.C. government for stopping doctors from providing medically necessary treatments in both the public and private systems, as well as for forbidding private insurance for core medical services. Last week a lawyer for the surgery centre argued that a public-private system would help B.C. curb skyrocketing health-care costs by releasing the pressure valve off the public system, freeing resources and shortening wait times. Penner countered with an alternative prediction on how privatization would affect the access of Canadians to health-care services. He said it would “create perverse incentives for physicians and would introduce a private system that would depend on abandonment of present efforts to reduce wait times in the public system.” The plaintiffs, which besides Cambie Surgery Centre include several patients, argue that forcing people onto wait lists for medically necessary procedures violates Canadians’ charter rights to life, liberty and security of person. Penner made repeated references to the Chaoulli case, a lawsuit that was decided at the Supreme Court of Canada in 2005 ruling in favour of the allowance of some private health care in Quebec. Privatization proponents point to the case as an instance in which the high court ruled in favour of a more hybrid model, but Penner dismissed those assertions, arguing that those circumstances were unique.
$13.5M seized from Chinese travellers
The amount of undeclared cash seized from Chinese travellers at Vancouver International Airport has spiked in recent years, according to documents released by the Canada Border Services Agency. Between 2013 and 2015, Chinese citizens were caught with about $13.5 million in cash by customs officials at the airport. According to the documents the following amounts were seized each year: 2013 - $2.8 million 2014 - $4.3 million 2015 - $6.4 million That amounted to more than 70 per cent of the $18.7 million of undeclared cash seized from all travellers, including Canadians, during that time at the airport. The reports did not say the number of people involved.
The figures come from CBSA reports obtained by an Access to Information request by B.C. NDP MLA David Eby. While it is not illegal to bring large amounts of cash into Canada, anything over $10,000 must be declared at the border or it can be seized by customs officers. Surrey development should be put on hold until new schools are built- Advocate Surrey council has voted to move forward with a proposed development expected to bring almost 100 new students to a neighbourhood where schools are already over capacity. Hub Engineering Inc. has proposed building 131 homes on a 6.5-hectare lot made up of 14 parcels located in the southern portion of the West Clayton neighbourhood — the largest land assembly under application to date in the area, according to a city planning report. The development itself does not seem to be controversial. It fits with the West Clayton Neighbourhood Concept Plan, the engineering and parks departments have no objections, and the Cloverdale Community Association supports the application. However, when it comes to how the development will affect the area’s jam-packed schools, concerns emerge. “I’m not against development — I believe in development,” said Cindy Dalglish, an education advocate with Surrey Students Now, prior to the public hearing Monday night. “At the end of the day, there’s just nowhere for those children to go to school.” According to projections from the Surrey School District, the proposed development will result in 66 new elementary students and 33 new high
school students. A document with comments from the district states that enrolment in the Clayton
area exceeds the capacity of all area elementary and secondary schools, and enrolment is projected to grow significantly. For example, Clayton elementary was 81 students over capacity in September 2015. This year, the school could not accommodate any new portables, so a large section of its catchment was moved to Hazelgrove, which is already full. “Until new elementary and secondary space is complete in Clayton, the schools in this area remain under significant enrolment pressure,” the district said in its report.

The province’s Criminal Justice Branch announced Monday that Pimm had been charged with one count of assault. The assault was alleged to have occurred in Dawson Creek on Aug. 13, but the branch is releasing few other details. Pimm was due to make a first appearance in provincial court in Dawson Creek on Sept. 13. A special prosecutor was appointed on Aug. 16, the same day that Pimm revealed that unspecified allegations had been made against him. He also announced he would quit the B.C. Liberal caucus to sit as an independent while the matter was before the courts. His statement at the time informed his constituents that allegations were brought
against him that required him to obtain legal counsel. Information obtained from the B.C. court registry in Dawson Creek alleged Pimm “did commit assault of Jody Cooper, contrary to section 266 of the criminal code.” A biography posted on the B.C. legislative assembly website said Pimm is married to Jody and has two daughters and two sons. Pimm, who represents the riding of Peace River North, was first elected in 2009 and appointed agriculture minister in 2013 but left the post after being diagnosed with colon cancer. He announced last November that he would not seek re-election in the May 2017 provincial election. The Criminal Justice Branch said special prosecutor Michael Klein assessed and approved the charge against Pimm and will conduct the prosecution.

BC announces $500M for affordable housing on projected surplus of nearly $2B The B.C. government has announced a $500 million investment to help deal with housing affordability in Metro Vancouver after forecasting a first quarter budget surplus of $1.94 billion for the 2016-17 fiscal year. The province says it will release details of its plans for the housing money next week. The province initially forecast a budget surplus of $235 million for 2016-17, but says financial growth over the last three months has been bolstered by revenue from income and property transfer taxes that have come in at $2.26 billion more than expected. “When you consider the fact our economy is growing at a rate that is not seen anywhere else in Canada, and all of these indicators including the amount that people are paying to government in personal income tax is going up at a rate far in excess of what we anticipated, that is a good sign,” said Finance Minister Mike de Jong. “Suffice to say it was been a pretty good year
so far.” The bulk of the financial success has been attributed to record-breaking property transfer tax revenues that have mainly come from Metro Vancouver’s red hot housing market. The updated books show the tax brought in $965 million more than expected, with $500 million of that now earmarked for housing affordability. The province is also expected to announce numbers for foreign homebuyers next week for the first time since putting a 15 per cent tax on foreign nationals in place. Based on the budget projections provided on Thursday, the province is expecting the tax to bring in $165 million in the 2016-17 fiscal year. Canada’s household debt is now bigger than its GDP, for the first time The insatiable appetite of Canadians for cheap credit has been well-documented since the Great Recession, as consumers piled on debt by ever-increasing numbers. Now, household borrowing has reached a new milestone, of sorts. For the first time, the level of debt held by Canadians has exceeded the country’s gross domestic product as the red ink spilled over in the second quarter to 100.5 per cent of GDP, up from 98.7 per cent during the previous threemonth period. “It represents a scaling of the sector’s debt to a common denominator. In addition, GDP is a broad measure of an economy’s ability to service debt.” At the same time, Statistics Canada said the ratio of credit market debt to disposable household income climbed to 167.6 per cent between April and June, from 165.2 per cent in the first quarter of the year. Total credit market debt was $1.97 trillion at the end of the second quarter, while consumer credit alone, reached $585.8 billion and mortgage debt stood at $1.29 trillion. Net worth of households increased 1.9 per cent in the second quarter to $9.84 trillion, boosted by a gain in real estate. Household net worth on a per capita basis was $271,300. ‘The issue is not debt, it’s income,” said
Benjamin Tal, deputy chief economist at CIBC World Markets. “Debt is rising by about 5.2 per cent year-over-year since mid-2015. But historically speaking, that’s not very high. So, we’re not seeing an acceleration at the rate of which households are accumulating credit.” “Given that interest rates are so low, this is an environment you’d expect consumer credit to rise to the sky — and it’s not. The debt-to-income ratio is not because of the debt accumulating very fast, but rather the income is not rising fast enough to compensate (borrowers).” The Statistics Canada report came one day after the Bank of Canada cautioned that historic growth in consumer debt — fueled by near record-low interest rates coming out of the 2008-09 global financial and economic collapse recession — would eventually become unsustainable. Low interest rates “encouraged growth in household credit, leaving many highly indebted,” said Carolyn Wilkins, senior deputy governor at the Bank of Canada, in speech in London. The central bank — along with the International Monetary Fund and other nation-lending organizations — has repeatedly warned that any adverse shock to the economy could push Canadian household balances deep into negative territory.

It is also cancelling the four per cent increase to the Medical Services Plan premium that was set to come into effect, January 1, 2017.
BC government to scrap planned 4% MSP increase The provincial government won't be increasing MSP premiums by 4 per cent next year as it originally announced. Finance Minister Mike de Jong is expected to make the announcement at the province's quarterly financial update on Thursday morning. The province says a stronger fiscal quarter has given it room to cancel the increase, which would have brought in more than $100 million. In February's provincial budget, De Jong
announced changes to the system, effective for next year, which would have increased the base rate from $75 to $78 a month. It also announced plans to stop charging parents with kids 18 and under the health premiums, and to pro-rate the amount people making between $22,000 and $42,000 have to pay. Those announced changes will stay in effect. Last quarter the province said revenues from property transfer taxes were almost $500 million more than expected.

Sell last gasoline car by 2035 to meet climate goals The last gasoline-powered car will have to be sold by about 2035 to put the world on track to limit global warming to the most stringent goal set by world leaders last year, a study said on Thursday. The report, by a Climate Action Tracker (CAT) backed by three European research groups, said a drastic shift was needed towards clean electric cars and fuel efficiency since transport emits about 14 percent of world greenhouse gas emissions. Last December, world leaders at a Paris summit set a goal of limiting a rise in temperatures to “well below” 2 Celsius above pre-industrial times while “pursuing efforts” for a much tougher 1.5C ceiling. “We calculate that the last gasoline/diesel car will have to be sold by roughly 2035,” the CAT report said, to make the car fleet consistent with staying below 1.5C. It assumes the last fossil-fuel vehicles would be on the roads until 2050. The CAT is one of the main groups that monitors government actions to restrict global warming and includes researchers who are authors on UN climate reports. “It’s striking that it’s so early - it means a huge change in the whole automobile industry,” Niklas H hne, of the NewClimate Institute, told Reuters. The other think-tanks behind the report were Ecofys and Climate Analytics.
The phase-out is earlier than set by most car makers. Toyota, for instance, has a “zero carbon dioxide emissions challenge” for new vehicles under which it aims to cut emissions from its vehicles by 90 per cent by 2050, from 2010 levels. Many scientists reckon that the 1.5C goal, seen by many developing nations as a dangerous threshold for droughts, floods and rising sea levels, has already slipped out of reach and that the 2C limit is growing close. They believe temperatures will almost inevitably overshoot 1.5C, and that new technologies will be needed to turn down the global thermostat later this century. This year is set to be the warmest on record, with temperatures around 1C above pre-industrial times. The CAT report focused most on the promise of electric vehicles, developed by manufacturers from General Motors to Tesla. Other options are cars run on biofuels or hydrogen. The study said a greener transport sector would require a parallel shift to clean power generation, to avoid charging electric cars on power based on fossil fuels. “Electric vehicles are still more expensive to purchase than other cars, and policy projections still only see a share of around five percent of electric vehicles in the total European Union, China and U.S. fleets by 2030,” the report said.
Fiat Chrysler recalling 1.9 million vehicles for defect that affects air bags Fiat Chrysler Automobiles said Thursday it’s recalling more than 1.9 million vehicles worldwide because their air bags might not deploy in a crash. The recall affects certain Chrysler, Dodge, Jeep and Lancia vehicles from the 2010-2014 model years. Most are in the U.S., but 224,860 were sold in Canada and Mexico and 284,051 were sold outside North America. FCA says an air-bag and seat-belt control module with a certain wiring design may not deploy the air bags or tighten the seat belts if the vehicle is involved in a frontal crash. That could increase the risk of injury. FCA says it’s aware of three deaths and five injuries that may be related to the issue. FCA will contact owners and replace the defective parts for free. Still, the young couple felt good they’d found an affordable place within the city’s hot real estate market — with enough room for the baby they one day plan on having. “We could have definitely gotten a place maybe more in the city, nicer, that we wouldn’t have to fix anything up, that was a one bedroom,” says Moorhouse, who also blogs about her finances. “But we would have been limited because ... we want to start a family.” People yearning for home ownership and parenthood can face an uphill battle in cities where soaring housing prices and costly daycare fees can be formidable. Stephen Harper takes job at international law firm Dentons
Former prime minister Stephen Harper has landed himself a job with an international law firm. Dentons announced Monday that Harper has teamed up with the firm to provide clients with advice on market access, managing global geopolitical and economic risk, and maximize value in global markets. The law firm has on its roster former Liberal prime minister Jean Chrétien, former ambassador to the U.S. Gary Doer, and James Moore, Harper’s former industry minister.
The statement from Dentons announcing Harper’s position touts his experience as the leader of a G-7 country, his management of the 2008 economic downturn and his work negotiating free trade treaties for Canada. The company calls the relationship with Harper a “strategic affiliation,” noting that Harper remains chairman and CEO of his own consulting agency. Harper will work out of the Dentons office in Calgary. He officially resigned as an MP last month after stepping down as Conservative leader following the party’s 2015 election loss.
Kevin Garratt back home in Canada following China deportation order
Kevin Garratt, the Canadian held for two years in China on charges of spying and stealing state secrets, is back home in Vancouver after a judge ordered his deportation. According to an emailed statement from the Garratt family, a Chinese court in the border city of Dandong handed down its ruling on Tuesday. Two days later, he was deported and “has returned to Canada to be with his family and friends.” “The Garratt family thanks everyone for their thoughts and prayers, and also thanks the many individuals who worked to secure Kevin’s release,” the statement said. “Please respect the family’s privacy in this time of transition. We will be releasing more information in the coming weeks.” The family also released photos showing Garratt on his way back to Canada. A statement issued Friday by China’s Ministry of Foreign Affairs said Garratt was allowed to leave after the court released its decision.
Petricic said Canadian officials were allowed to be at the hearing, which was not the case at earlier court appearances. They then accompanied him to Vancouver via Tokyo. “Sources in Beijing say a major irritant has now been removed from the relationship between China and Canada,” Petricic reported. Garratt’s release came just over a week after Prime Minister Justin Trudeau returned from his first official visit to China. During a press conference with Trudeau in Bejiing on Aug. 31, Chinese Premier Li Keqiang was asked about Garratt’s case. Li responded that he would be treated humanely and his case would be handled in accordance with Chinese law. It was announced this week that Li will be in Canada next week for an official visit, and is scheduled to meet with Trudeau in Ottawa. Trudeau welcomed Garratt’s release in a statement Thursday, saying the government had been “seized” by the case “at the highest levels.”
Electoral reform consultations kick into high gear as deadlines approach Canadians may not agree on the kind of voting system they want but Maryam Monsef says they do agree on some common principles they want to see in any electoral reform. The democratic institutions minister says her consultations thus far have revealed no consensus on the precise voting model that should replace Canada’s current first-past-the-post voting system. That said, she’s also heard some “consistent messages.” Canadians, Monsef said, want a system that is more inclusive of those who’ve historically been on the sidelines during elections. They want election results to better reflect the way they vote. And they want a specific MP to represent them and be accountable to them. “What is really clear is that there is a select few who like to engage in the highly technical aspects of the different systems,”
Monsef said in an interview. “But we’re finding that people want to talk about these values that are so important to them.” For the past two weeks, Monsef has been on a cross-country consultation tour that’s taken her to the northern territories, British Columbia, Alberta, Saskatchewan, Manitoba and Ontario. She’s held 15 townhalls so far with more to come as she heads east. Her listening tour is in addition to the hundreds of townhalls that have been held over the summer by MPs from all parties. MPs have until Oct. 14 to report back to the all-party committee exploring electoral reform options, which spent the summer hearing from experts and will hit the road next week on its own cross-country consultation tour. The committee is to issue its final report by Dec. 1.

CRA conducting 750 audits in crackdown on international tax evasion In a continuing effort to crack down on some wealthy Canadians’ use of offshore vehicles to evade tax and “buy their way out of paying what they owe,” Minister of National Revenue Diane Lebouthillier gave an update last week on the Canada Revenue Agency’s progress to “to identify and curb tax schemes and to bring those who choose to participate in such tactics to justice.” Lebouthillier highlighted Canada’s participation as a founding member of the Joint International Taskforce on Shared Intelligence and Collaboration (JITSIC) network. JITSIC, consisting today of 36 of the world’s national tax administrations, was originally established in 2004 as the Joint International Tax Shelter Information Centre to combat cross-border tax avoidance. JITSIC offers a forum to enable its members to actively collaborate and share relevant experience, resources and expertise to tackle common tax compliance issues. “Hiding income and assets in foreign jurisdictions to avoid paying taxes is a serious issue that robs all hard-working Canadians of important services. By increasing our collaboration with our international partners, Canada is taking an active role in ensuring a fairer tax system, where tax cheats face
consequences for their actions,” Lebouthillier said in a press release. “This government has promised to pursue tax cheats and with the help of our international partners and concrete action at home, I can say that we are closing in on them.” The CRA announced that it is currently
conducting audits on more than 750 taxpayers and criminally investigating 20 cases of tax evasion specifically linked to offshore tax havens. As for the Panama Papers, the CRA announced that it has several ongoing audits and is pursuing criminal investigations in some cases. In 2015, the CRA launched its electronic funds transfer (EFT) initiative to crack down on international tax evasion and aggressive tax avoidance.
RBC and Scotiabank close accounts of marijuana companies Bank of Nova Scotia and the Royal Bank of Canada say they are no longer providing accounts to companies associated with the marijuana industry, leaving some business owners scrambling to find alternate arrangements. After a decadelong relationship with Scotiabank, Hemp Country owner Nathan MacLellan says he received a letter from the bank late last month stating his account was being cancelled. The store in Woodstock, Ont., sells marijuanarelated items such as pipes and bongs but no actual cannabis, MacLellan says. “It’s kind of insulting really, especially when legalization is right on the horizon,” he says. “Nothing in the store that we sell is illegal. Every single variety store sells pipes and bongs nowadays, so why are they singling us out all of a sudden?” Since then, MacLellan has managed to secure an account with a local credit union, but he says the process was not without
headaches. The first credit union he contacted gave him the “same rigmarole” as Scotiabank, he says. Earlier in August, a fledgling medical marijuana producer said it received a phone call from Scotiabank, advising them that it will no longer be doing business with cannabisrelated companies. The company, which is currently in the process of obtaining a licence to grow medical marijuana, did not want to be named due to its concerns that going public could negatively affect its application with Health Canada. Scotiabank spokesman Rick Roth said in an email that due to privacy issues, the bank can’t comment on specific instances. In general, however, Scotiabank aims to “manage risks soundly while making prudent business decisions,” Roth said. “We consider our stringent risk management practices a key strength of our business,” he added.
BC invests $519,000 in trades training for refrigeration apprentices Surrey-Tynehead MLA Amrik Virk announced this week an investment of $519,000 for skills training in highpriority trades seats at the Joint Apprentice Refrigeration Training School (JARTS). Virk announced the funding on behalf of Shirley Bond, Minister of Jobs, Tourism and Skills Training and Minister Responsible for Labour, during a tour of the JARTS facility in Surrey. The investment, through the Industry Training Authority (ITA), will fund 336 refrigeration mechanic seats through to March 31, 2017. The funding is part of the ITA’s allocation to B.C. post-secondary institutions and training providers to run various training programs
throughout the province. In response to the objectives outlined in B.C.’s Skills for Jobs Blueprint and the McDonald Report, the B.C. government has worked in partnership with the ITA to begin building a demand-driven trades training system with funding aligned to specific indemand trades. The provincial government invests more than $94 million annually in industry training through the ITA. The ITA leads and co-ordinates British Columbia’s skilled trades system by working with employers, employees, industry, labour, training providers and government to issue credentials, manage apprenticeships, set program standards and increase opportunities in the trades.

SC drops Sehajdhari case as new law denies voting right The Supreme Court today disposed of a petition by Shiromani Gurdwara Parbandhak Committee (SGPC) over Sehajdhari Sikhs’ right to vote in SGPC elections as the case had become irrelevant following a new central law taking away their right. A Bench comprising Chief Justice TS Thakur and Justice AM Khanwilkar said there was no point in hearing the case just for the sake of “academic interest.” The SGPC had come to the SC challenging the December 20, 2011, judgment of the Punjab and Haryana Court restoring Sehajdharis’ right to vote. The HC had ensured this by quashing the Centre’s October 8, 2003, notification disenfranchising the Sehajdharis. The HC had explained that the Centre could not take away the right, given under the Gurdwara Act 1925, through an official notification. In the light of the HC judgment, the Centre got the 1925 Act amended in Parliament and notified the new law on May 5, 2016, denying Sehajdharis the right to vote. Subsequently, the SGPC moved an application in the apex court, pleading for allowing its appeal against the HC verdict on the basis of the new law. Arguing for the SGPC, senior counsel AK Ganguly and Satinder Gulati pleaded with the Bench to reinstate the committee elected in the September 18, 2011, SGPC elections. But the court did not pass any order. On March 30, 2013, the SC had asked the November 2010 executive committee headed by Avtar Singh Makkar to manage the gurdwaras and other SGPC institutions as the Sehajdharis had not been allowed to participate in the 2011 election of the new Board. The SGPC elections are held once every five years. Appearing for Sehajdhari Sikhs Federation (SSF), senior counsel Sushil Jain sought liberty to challenge the validity of the amendment to the Gurdwara Act. The Bench said the SSF was free to do so without the court’s nod.
5 injured in Akali factions clash at Lambi village Two factions of the Akali Dal today clashed over the distribution of cheques worth Rs 15,000 each to poor families for the repair of houses at a gurdwara at Sehna Khera village here.
At least five persons sustained injuries in the brawl that took place in the presence of CM’s OSD Balkaran Singh. They were rushed to the Community Health Centre, Lambi. While one faction was led by former sarpanch Jaswant Singh, the other was headed by Kuldeep Singh, husband of sarpanch Kiranjit Kaur.
The clash ensued when both factions raised objection over keeping the cheques of some beneficiaries not present at the spot with them. Activists of both groups came to the blows and started hurling chairs at one another. They also pelted one another with stones and bricks. The incident lasted for about 25-30 minutes when a police team arrived at the spot. Kuldeep Singh alleged: “The cheque distribution work was going on smoothly, but someone from the other faction used abusive language and passed casteist remarks. It resulted into a brawl. Our two activists Sukhraj and Vicky suffered head injuries.” Khushbir Singh, grandson of Jaswant Singh, refuted the charges. He said: “The sarpanch’s husband kept cheques of some beneficiaries not present there with him, but when we wanted to do the same, he and his supporters raised an objection.

Indian-origin scientist bags $500,000 prize An Indian-origin scientist has bagged the prestigious Lemelson-MIT Prize worth $500,000 for his groundbreaking inventions to create solutions to improve lives globally. Nasik-born Ramesh Raskar, 46, is founder of the Camera Culture research group at the MIT Media Lab and an Associate Professor of Media Arts and Sciences. “Raskar is the winner of the 2016 $500,000 Lemelson-MIT Prize for his groundbreaking inventions, commitment to youth mentorship, and dedication to improving our world with practical yet innovative solutions,” a media release said yesterday. With more than 75 patents to his name, and having written more than 120 reviewed publications, Raskar is the co-inventor of radical imaging solutions including Femto-photography, an
ultra-fast imaging system that can see around corners; low-cost eye-care solutions for the developing world; and a camera that allows users to read pages of a book without opening the cover. Seeking to catalyse change on a massive scale by launching platforms that empower inventors to create solutions to improve lives globally, he combines the best of the academic and entrepreneurial worlds to achieve milestones in improving the lives and health of people in industrial and developing societies, the announcement said. The annual Lemelson-MIT Prize honors outstanding mid-career inventors improving the world through technological invention and demonstrating a commitment to mentorship in science, technology, engineering, and mathematics (STEM).

Victoria state’s local government election got a ‘desi’ flavour with three Punjabi Australians entering the fray in Whittlesea, an extension of Melbourne. Undeterred by the fact that this city council has never elected an Indian, Lakhwinder Singh Dhillon, Gurinder Kaur and Judgebir Singh are campaigning hard in Whittlesea, where Indians form the fifth largest chunk in a population of 154,900 after the English, Macedonians, Italians and Greeks. Around 40,000 voters in this zone have to elect four councillors through the preference voting system by October 21. Dhillon, who hails from Amritsar, is a taxi driver who famously returned $110,000 left behind in his cab. He was honoured by the Melbourne City Council for this act of honesty.Kaur, who works with the Australian government, is also from Amritsar. A baptized Sikh, she does volunteer work through her membership with the Brotherhood of Saint Laurence and Flying Sikhs of Australia. Singh, who is from the Abohar region in Punjab, is a
businessman also interested in volunteer service. He is associated with bodies such as the Oorja Foundation, Aurora Community Association and the Darebin Chargers Cricket Club. All three believe in door-todoor campaigning, besides using social media to woo voters.

Indian-American physician to receive National Humanities Medal Indian-American physician-author Abraham Verghese, whose work has emphasised empathy in medicine, has been selected for the prestigious 2015 National Humanities Medal, the White House has announced. US President Barack Obama would confer the honour upon Verghese, along with 11 others, and the recipients of 2015 National Medal of Arts at ceremony on September 21. Currently a professor of medicine at the Stanford School of Medicine, 61-year-old Verghese has authored several acclaimed books, including “My Own Country” and “Cutting for Stone”. In a statement, the White House yesterday said Verghese has been given the award for reminding “us” that the patient is the centre of the medical enterprise. “His range of proficiency embodies the diversity of the humanities, from his efforts to emphasise
empathy in medicine, to his imaginative renderings of the human drama,” the White House said. “Abraham Verghese is not only an exemplary clinician, he is an exemplary humanist,” said Stanford President Marc Tessier-Lavigne. “Every day in the classroom, he teaches his students that professions such as medicine benefit from an understanding of the human condition. “We are so proud that his breadth of scholarship has been recognised with this honour,” Tessier-Lavigne said. Inaugurated in 1997, the National Humanities Medal honours individuals or groups whose work has deepened the nation’s understanding of the human experience, broadened citizens’ engagement with history, literature, languages, philosophy, and other humanities subjects, according to the National Endowment for the Humanities website.

"This would be a bipartisan event to celebrate the success and significance of the IndianAmerican community and to welcome in the new administration," eminent IndianAmerican investor and philanthropist M R Rangaswami said. The inaugural presidential ball was held in January 2013. He hoped that with community support, the second presidential ball might see the attendance of the new president and
vice president. Rangaswami hoped that the general elections would also result in greater representation of the Indian-Americans in the US Congress. Kamala Harris is all set to become the first IndianAmerican to be elected as a US Senator. In addition to incumbent Ami Bera, several other IndianAmericans have a much greater chance of winning the election to the US House of Representatives. Prominent among them being Raja Krishnamurthy from Chicago, Pramila Jayapal from Washington State and Ro Khanna from the Silicon Valley. "We hope that after January, IndianAmericans could comprise of one per cent of the members in the Congress," Rangaswami said. The ball among other things would showcase things that came to the US from India like yoga, Bollywood and even chicken tikka masala.

Indian flyers display rude behaviour: UAE The probe by the UAE aviation authorities into the crash-landing of an Emirates flight at Dubai last month has shown Indian flyers in poor light. Flight EK-521 was flying from Thiruvananthapurm in Kerala to Dubai on August 3 with 282 passengers -of which 226 or over 80% were Indians -when the aircraft burst into flames minutes after landing. The preliminary report by UAE General Civil Aviation Authority talks about “passenger behaviour and carryon baggage” during the crucial seconds when everyone on board miraculously evacuated the Boeing 777 just in time before it started burning. Based on cabin crew inputs, the report says how flyers evacuated the plane with their hand bags despite being told by the
crew not to do so. While the report does not name Indians, the reference is quite clear, with 80% of flyers on the plane from the country . “The cabin crew members stated that when the aircraft got impacted and slid along the runway, passengers started to unfasten their seatbelts and stand up. An announcement was made for the passengers to remain seated. When the aircraft came to rest, some passengers were screaming, grabbing their belongings, and asking the cabin crew members to open the doors,” the report says. “The cabin crew members followed the operator’s safety instructions that prohibit passengers taking their carry-on baggage during an evacuation, and they instructed the passengers to leave their bags behind.
Founding member quits PDP and as MP In the first major fallout of over two-monthlong unrest in the Kashmir valley that has left over 80 persons dead, PDP’s founding member Tariq Hameed Karra resigned from the party and membership of Parliament today. He accused the Peoples Democratic Party (PDP) headed by CM Mehbooba Mufti of “becoming a collaborator for the fascist Rashtriya Swayamsevak Sangh-governed BJP and termed it an “unnatural alliance”. “Though I was all along feeling suffocated due to PDP’s alliance
with the RSS-backed BJP, my conscience was shaken over the last two months, especially due to PDP’s newly acquired avatar during the present upheaval,” Tariq Karra told reporters. “Taking a call of conscience and as a mark of protest against the brutal policies of the BJP at the Centre and the state government’s complete sellout and surrender before them, I have decided to disassociate myself from the primary membership of the party and from the membership of Parliament,” he said.
BRICS members to counter IS threat, cyber fraud
The growing threat from Islamic State and its spread has made the BRICS to work. security, the representatives agreed to strengthen joint efforts on enhancing cyber security by sharing of information and best practices, combating cybercrimes, improving cooperation between technical and law enforcement agencies, including joint cyber security R&D and capacity building.
Yadav family feud leads to political problems
In a fresh twist to the deepening feud in Mulayam Singh Yadav’s family, his brother Shivpal tonight submitted his resignation as ruling Samajwadi Party’s state unit head and as a minister in the Cabinet of nephew Akhilesh Yadav with whom he is at loggerheads. Shivpal submitted his resignation from the two posts to Mulayam who rushed here from Delhi this evening to douse the flames that threaten to hurt the ruling party in the Assembly polls due early next year, sources said. Shivpal’s wife Sarla also gave resignation from the post of District
Cooperative Bank Chairperson, Etawah, and son Aditya gave resignation as Chairman of Pradeshik Cooperative Federation, the sources added. However, Mulayam reportedly refused to accept the resignations, they said. Earlier, as the first family of Uttar Pradesh battled an open war within, Mulayam Singh rushed to Lucknow and met Shivpal and Akhilesh separately. As soon as he reached here, the SP summoned Shivpal and held closed-door meeting with him. Shivpal later met Akhilesh at his official residence, sources said.

Prime Minister Voreqe Bainimarama is disappointed with “elements of the international community” who have aired their concerns on the detention and questioning of Fijians who had allegedly contravened our laws. In a statement issued last night, Mr Bainimarama said some elements of the international community issued such statements without objectivity. “The Public Order Act, among other provisions, requires any group wanting to hold a public meeting to apply for a permit from the police before the proposed event,” he said. In this case, Mr Bainimarama said, no application was made so the police were entirely within their rights to question those who have allegedly contravened these provisions. “Those who attended this gathering were lawfully detained for questioning and there have been no allegations of any of their human rights being breached while in detention,” he said. “These included the right to legal counsel.
They were released within the 48 hours that the law prescribes as the limit at which they can be detained without appearing in court.” He said a notable double standard was being adopted by certain countries in relation to this matter. “They either suspend certain rights themselves when incarcerating their citizens or other nationals and in some instances, even on the mere suspicion of a remote threat to their national security. “They have adopted practices and laws that are abhorrent to internationally accepted human rights values and principles. “Other nations turn a blind eye to or are mute on similar behaviour on the part of their friends and allies.” He said Fiji had a sovereign right to make its own laws and in the case of the Public Order Act, it existed because of its colonial past and an unfortunate history of civil unrest in post-independent Fiji which could not be repeated.
Police have confirmed that Goundar Shipping Ltd managing director George Goundar was taken in for questioning on Monday on issues stemming from a disagreement with a Maritime Safety Authority of Fiji (MSAF) officer. Police spokeswoman Ana Naisoro confirmed Mr Goundar was questioned by police on Wednesday over a
complaint regarding an MSAF officer. At least six people were killed and more than 150 injured today when a Karachi-bound passenger train collided with a freight train near Multan in Pakistan’s Punjab province. The incident took place near Bucch railway station in Sher Shah area. It occurred when a man reportedly was overrun by a freight train and the driver stopped it to take out the body, said police official Nadir Chattha. In the meantime, Awam Express heading on the same line collided with the stationary goods train. The collision wrecked the engine and power van, and overturned four bogies of Awam Express, he added. The incident left at least six people dead and wounded over 150, out of which 10 were said to be in serious condition, Geo News reported. Three people trapped inside damaged carriages were also saved, said rescue workers. A delay was initially observed in response by
rescue services due to Eid holidays, according to sources. Relief works were also affected as darkness prevailed in the vicinity.
The passenger train was en route to Karachi from Peshawar. Meanwhile, authorities have imposed emergency at Multan’s Nishtar Medical Hospital and Shahbaz Sharif Hospital. Earlier, railway authorities ordered investigations into the accident.

India woos new Nepal PM Prachanda to claw back ground from China
India is likely to offer Nepal’s new prime minister help building an east-west railway line and better access to its ports on his first visit this week, as it tries to regain ground lost recently to China. Prachanda+ , a former Maoist rebel commander, has chosen New Delhi as his first foreign stop, seeking to rebalance ties that chilled under his pro-China predecessor. KP Oli had sealed trade deals that sought to reduce landlocked Nepal’s economic dependence on India. “Relations with India have become frosty for some time. I want to remove the bitterness,” Prachanda told reporters on Tuesday evening in Kathmandu, adding India now “wants to help Nepal, which is in difficulties.” Nepal has yet to complete a political transition after a decade-long insurgency and weeks of deadly street protests that brought down the monarchy nearly a decade ago. A new republican constitution is still a source of rancour for southern plains people who mounted a five-month border blockade that ended earlier this year. The country’s last government said the fuel and trade embargo had the tacit backing of India - a charge New Delhi has denied. Prachanda said that, on his four-day trip starting on Thursday, the two sides would discuss the railway line stretching from Mechi in east Nepal to Mahakali in the west that India will help build. An Indian railway official said the project that runs parallel to Nepal’s 1,030km (640-mile) east-west highway has been talked about in the past, but that the two countries are now discussing financial terms. “The plan is to push forward immediately with this project. It’s a big development project,” said the official involved in preparations for the visit. The mountainous country has only one short rail line from Jaynagar on the Indian border to Janakpur. Another possible project, Prachanda said, was a hydro-electric power plant that could be built with Indian grant aid. Nepal is one of several South Asian countries where India and China are vying for influence. India has long considered the country of 28 million people as a natural ally based on their close historical ties and long open border. Animal sacrifices turn Dhaka streets into rivers of blood
Large-scale animal sacrifices marking the Islamic festival of Eid al-Adha combined with heavy rains have turned the streets of Bangladesh’s capital into rivers of blood. Authorities in Dhaka designated several places in the city where residents could slaughter animals, but heavy downpours Tuesday meant few people could use those areas. Muslims traditionally mark Eid al-Adha, or the Feast of Sacrifice, by slaughtering livestock. Usually a goat, sheep or a cow is killed to commemorate Prophet Ibrahim’s test of faith. The meat of the sacrificed animals is shared among family and friends and poor people who cannot afford to sacrifice animals as a gesture of generosity to promote social harmony. Dhaka residents used parking lots, garages and alleys to kill the animals and the blood flowed into the flooded streets, turning them into rivers of blood. Flooding is common in Dhaka, an overcrowded city of more than 10 million people, because of poor drainage systems.

Anyway, with Chabahar (port), (Pakistan’s) monopoly will end.” He was referring to Kabul’s warning on Sunday that Afghanistan would shut Pakistan+ ‘s transit route to Central Asian countries if it didn’t allow Afghan traders to use the Wagah border for trade with India. Pakistan, though, appears least bothered. Ghani said yesterday what he thinks of such a policy. “States do not behave like maligned non states actors vis-a-vis their neighbours”, he said, making clear he was referring to Pakistan.

The movie which also stars debutant Kriti Kharbanda and Gaurav Arora was extensively shot in Romania this time and that’s the one reason why the movie gets Reboot in the title. There is a saddening fact for all the Raaz movie’s fans. If reports are to be believed, then this shall be the last movie coming from the franchise and after this there shall be an end to it. So yes we are sad considering there are not many movies made in this genre when it comes to Bollywood. Nonetheless we hope that the movie does wonders at the box office like it’s previous releases so that we could cherish this last experience.

Amitabh Bachchan and Taapsee Pannu’s courtroom drama is the STRONGEST women-centric film of the year!
Pink is not just any regular women-centric film that speaks about women’s rights. There’s more to it than just that. It’s hard-hitting and realistic. Shoojit Sircar and Amitabh Bachchan’s chemistry gets stronger and even better after Piku. There have been so many movies based on rape, molestation and thousand other things that women have to deal with in this country; Angry Indian Goddesses, Mardaani, Damini, Dor, Lajja and so on. Pink adds to these but with a special message that hasn’t been spoken about yet, a message that every woman will relate to very strongly. Pink is the answer to all your WHYs about an ‘appropriate’ lifestyle for women. No woman or girl deserves to be molested, raped or gawked at irrespective of what she wears or how she speaks. Before I start talking about how effing brilliant the movie was, I want to talk to about the general concerns we Indians have about the codes of conduct of a man and woman in the society. A lot of feminists and
social activists have protested and raised the issue about how a woman is judged by her lifestyle and her clothes. Parents force their daughters to cover themselves up and forbid them to befriend anyone of the opposite sex. Most of them don’t do it because they aren’t as liberal as the current or the future generation. They do it to protect their daughters from the judgmental eyes of the society, to protect their daughter’s dignity and most importantly, from other men. Do we hate that our parents can’t sleep till we reach home? We despise it! Whenever there is molestation or a rape case filed, the girl’s character and personality is questioned before anything else. A girl’s past relationships, sexual encounters, habits like drinking and smoking, a promiscuous way of dressing is what everyone blames. Yes all of us are outraged by this perception. Our blood boils when a girl’s fate or character is based on how long she stays out of the house. If you stay out till the wee hours, you’re bound to be involved in things that you can’t even speak
about in public. A woman who judges or taunts about another woman’s character based on her clothes and habits is as bad as ten men molesting or raping a girl. Pink speaks very strongly of the power of the word NO. When a woman says no, it doesn’t mean anything else. It just means no. And when a woman says no, nobody has the right to force her, not even her own husband and this is very strongly portrayed in the movie by Amitabh Bachchan. This is probably one of the very few films that addresses the consent of a woman rather than just focusing on the injustice part of it. What’s it about The movie might remind you a little of Sunny Deol, Rishi Kapoor and Meenakshi Seshadri’s Damini, especially the courtroom scenes but Pink addresses a rather larger issue which is consent. Amitabh Bachchan plays the role of Deepak Sehgal who used to be a famous lawyer and quit his practice after being diagnosed with bipolar disorder. He lives under the shadow of his ailing wife who is in the ICU. He, himself, has several health problems and constantly wears a mask to breathe properly (which reminds you of Darth Vader a little bit). Taapsee Pannu (Meenal Arora), Andrea Tariang (Andrea) and Kirti Kulhari (Falak Ali) are three flatmates who become best friends. They party together, laugh together and spend time with each other while focusing on their individual careers. Life changes for them after they get involved in a fight with Rajvir (Angad Bedi)
and friends. Naturally, the girls are scared since the guys have been blackmailing them ever since they had the fight. Rajvir is the son of an MLA and obviously has his ways with the law. What follows later is a courtroom drama with several accusations and ruthless comments on the girls and their lifestyle. Amitabh Bachchan decides to represent the girls in court. What’s hot The courtroom scenes are cut to cut without any unnecessary scenes about interrogations and finding the proofs, or any songs for that matter. There is not one soul in the movie that has disappointed the audience with their acting skills. Piyush Mishra, who plays the role of the prosecution lawyer, has done exceptionally well. His performance will make you hate him so much that you’ll whistle and clap every time Big B has brilliant comeback to his accusations. And we meant that as a compliment to him. Even the girls have delivered a terrific performance.

Ingredients: 1 cucumber peeled and cut in small cubes to make about 2 cups (I like to use English cucumber) About 8 mint leaves 3 cups water 1 tablespoon lime juice adjust to taste 3 tablespoons sugar adjust to taste 1/4 teaspoon salt adjust to taste 1/4 teaspoon of black pepper adjust to taste Ice cubes to serve Method In a blender, puree the cucumber, mint, salt, pepper and sugar. Pour the puree through a fine mesh strainer into a bowl. Use the spoon to press the solids to take out all the juice. There will be about 1-1/4 cups of cucumber juice. Add the lime juice and water mix it well. Fill the glasses with ice cubes and pour the cucumber drink. Cucumber cooler is ready to be served. Enjoy!

Mr. Sukhdev Singh Sidhu There are some instincts that we inherit from our parents and because we spend our lives seeing them doing something throughout the life, it inspires us to be that way as well. Such is the case with Mr. Sukhdev Singh Sidhu, the owner of Bestway Forex Exchange, who has always been inspired by his Father's Social work, and aspired to help the community in the very same way. Sukhdev Singh Sidhu was raised in a small village by the name of Wakilanwala in Ferozpur, Punjab where not much of the facilities were provided by the government in those times. However, his father was the one progressive minded person who had lived to improve the situation in the area as well as he advanced many things around. Following his footsteps Sukhdev S. Sidhu also started pouring his efforts in the betterment of his area as well as other regions around and till date he continues to do so. "Social work has been in my blood since I was a child. Our family has been devoted to help the society from a long time and every single person at home encourages me to do that", said Mr. Sidhu. His devotion and dedication towards the betterment of society is well judged on the basis that even after coming to Canada and settling down here with the whole family, every single day he wakes up with a new idea that could introduce at his village back home. However, initially his life in Canada was a struggle. "Life was hard when we came here. I started working in mills to earn my bread but every day I would plan for my life ahead and the planning mainly included of how I can help the society back home", smiles Mr. Sidhu. According to him the choice of his business was also on the grounds of the time he and his family will have available to plan strategies for the utmost development of his village. He has already spent millions on various projects, but he thanks people who have supported him with his vision. He supports saving culture, increasing sports, spreading education, gender equality and inspiring youth for a better tomorrow. After doing so much for the community, this person is such a grounded personality that people love to sit and talk to him for long. The thing that touched me was when he said, " I am thankful to Bhai Kanhaiya ji Charitable Trust and people have been crucial part in taking forward our ideas. There was no college for girls in our area and they could not study after 10+2 which I thought was a huge concern in present times. So, we started Bhagat Duni Chand Memorial Girls College."

This initiative not only benefitted female students in the area but so many students from various villages are coming to study here. "We are growing the institute and will keep growing it so that our students get a chance to grasp finest knowledge in order to stand equivalent in the competitive world", told Mr Sidhu. Apart from this, they are involved in medically important activities i.e. blood donation and eye treatments. He is involved in these initiatives from a longer time and year after year
people started being a part of the initiative. Talking about this year's numbers, the joint Blood Donation Camps with Bhai Kanhaiya ji Charitable Trust were two, and 88 units of blood were donated. Talking about the Eye Camps, in the recent one 581 people were donated the lens, 2133 people got spectacles and around 2000 people received required medicines. The amount of donations made themselves speak about the success rate of the initiatives taken. Apart from this Mr. Sidhu is a great lover of literature, and he has opened a library as a tribute to his father in his village where he keeps upgrading books for readers. People like Sukhdev Singh Sidhu are a role model in the society who inspire people to think different and also inculcate the element of humanity in the modern world. His sparking personality and soft tone encourages people to think for Social enhancement.

Real estate activity in Vancouver is spilling over into the commercial sector which saw sales activity jump 34 per cent in just one quarter, easily eclipsing the previous high, according to a new report. Commercial real estate service provider Altus Group said Wednesday that there were $3.75 billion in real estate transactions in the second quarter of 2016 — the sixth straight quarter of growth in British Columbia’s largest city. There were 875 transactions of more than $1 million in the quarter. The number of deals in the quarter jumped from just 596 in the first quarter, a 44 per cent increase and the first time since Altus began recording data that deal levels were over 600 in a quarter. Just two years ago, the dollar volume of quarterly deals was hovering around $1 million. “The record-setting first half of 2016 has been fuelled by a combination of both high value asset trades as well as a sharp uptick in the deal velocity,” said Paul Richter, director of Altus Data Solutions Canada. “The diversity in the market in terms of assetby-asset contribution at all price levels, will remain key in maintaining momentum going forward.” Office deals were up 110 per cent from the previous quarter and accounted for 11.4 per cent of all transactions in the second quarter.

The tenant has committed for a 10th of the 370,000 square feet – leaving a state of emptiness that is unusual for an office skyscraper in this city. Even so, a huge shift in business tenancy is expected as the region experiences something it has not seen before: an office-tower building boom much of which is speculative construction rather than for specific committed tenants. “This is kind of uncharted territory for Vancouver,” said Mehdi Shokri, a principal with the capital markets team at Avison Young. “But I don’t see a big disaster occurring.” The Credit Suisse tower is only the most visible and furthest along of a second wave of new office towers planned for Vancouver and some key suburbs. A first cluster of towers – some two million square feet – was built downtown in the past three years. He calculates that over the first eight months of the year there were 145 apartment transactions, up 44 per cent from 2015. Dollar volume during the same period climbed 93 per cent to $1.3 billion. “What is happening now is unprecedented,” Goodman said. “The numbers are just staggering. Something is shifting. In my 15 years, we’ve never had this many proposals (to sell) on the go. Twice a day, every day for three weeks we have been getting calls for apartment owners, land owners. There is a rush to get apartments on the market.”

Canadian home prices climbed in August, led by gains in the two hottest markets Vancouver and Toronto, where prices have more than doubled in just over 11 years, a home price index showed on Wednesday. Prices rose 1.5 per cent last month from July, according to the Teranet-National Bank Composite House Price Index, and were up 11.4 per cent from a year earlier.
The index measures price changes for repeat sales of single-family homes. It was the third-largest monthly August rise since the index began in 1999. Prices were up in the month in seven of 11 markets surveyed, led by gains in the two largest markets, Toronto and Vancouver, where heady appreciation since 2010 has sparked fears of a housing bubble. Toronto home prices were up 2.8 per cent in August from July, the seventh straight monthly rise. The Toronto index topped 200 for the first time, indicating that prices have

more than doubled since the index was set at 100 in June 2005. Vancouver prices rose 1.7 per cent in the month, the 20th month without a decline, even as the city implemented a 15 per cent tax on foreign buyers to try to address a lack of affordability for residents. Vancouver has seen prices rise 249 per cent since 2005, the index showed. Gains were also notched in Victoria, Hamilton, Ottawa, Halifax and Edmonton, while prices declined in Winnipeg, Calgary, Montreal and Quebec City, Teranet said. While Toronto and Vancouver have boomed since about 2009, slumping energy prices and job losses in the oilpatch have hurt the Calgary housing market, where prices are down 4.5 per cent from a year ago and down 5.3 per cent from their October 2014 peak, according to Teranet. Canada’s federal government and banking regulators have taken several steps in recent years to cool the housing market, including shortening the maximum length of a mortgage term and increasing the minimum down payment on some houses. The Teranet report showed prices were up from a year ago in eight of 11 markets, led by a 25.8 per cent gain in Vancouver, a 17.5 per cent rise in Victoria, and a 14.6 per cent rise in Toronto, Canada’s largest city. All three are at record price levels.
