Surrey man arrested with two live grenades in Vancouver A Surrey man is in custody after being found in possession of two live grenades during a traffic stop in East Vancouver Thursday night. After responding to a 911 call about a suspicious person near Fraser Street and King Edward Avenue, police arrived and found a man in the driver’s seat of a car parked at the Esso gas station (725 E King Edward Ave). According to a VPD press release, officers talked to the 33-year-old man and found he was possession of a small amount of

marijuana. He was also found to be a prohibited driver and police seized a set of brass knuckles from his pocket. It was during a search of vehicle when police located throwing knives, a tactical vest, and two hand grenades. X-rays of the grenades confirmed they were active, so they were detonated in a nearby school field by the Vancouver Police Explosive Disposal Unit. VPD acting Sgt. Brian Montague says police will be seeking multiple charges against the suspect.

Canada to discuss extradition of Mujibur’s killer

After years of failed negotiations, Bangladesh and Canada have finally agreed to hold talks to find a way to the thorny issue of extraditing fugitive Noor Chowdhury - the self-confessed killer of the country’s founder Sheikh Mujibur Rahman (Bangabandhu) - who has been hiding in Canada. The two countries reached a consensus during a meeting between Bangladeshi Prime Minister Sheikh Hasina and her Canadian counterpart Justin Trudeau in Montreal yesterday, the national news agency Bangladesh Sangbad Sangstha reported. After the talks, Foreign Secretary Md Shahidul Huq told reporters that the officials of two countries would find out a way for extradition of Chowdhury from Canada. “The aim of the discussion would be to bring Noor Chowdhury to justice and execute the verdict of the Bangabandhu murder case,” he said. Huq said the government has been trying to extradite Chowdhury, who is in his 70s, from Canada and this decision will open a new window to bring him to Bangladesh. Chowdhury is a former Bangladeshi military officer who was convicted in absentia in the August 1975 for the assassination of Sheikh Mujib. He is leading a fugitive’s life in Canada. He is one of the five absconding killers of Sheikh Mujib. In 2009, the Supreme Court of Bangladesh sentenced Chowdhury and 11 others to death in the case. Five of those convicted were hanged in 2010; another five, including Chowdhury, have avoided returning to Bangladesh, and one has died. Chowdhury was granted visitor status in Canada in 1996, and hasn’t left the country since. Choudhury’s extradition is a thorny issue because Canada has been a fully abolitionist country since 1998 and in 2011 then Canadian envoy to Dhaka had said Canada can’t extradite him as he could face the death penalty in his home country. In their discussion yesterday, the Hasina and Trudeau also discussed militancy and described it as a “global problem”. The foreign secretary said the Canadian premier highly appreciated Bangladesh’s anti-militancy stance. He said the two leaders also discussed trade issues, including investment and export of garment products. This was the first visit of an elected Bangladeshi prime minister to Canada in 30 years, the repor said.

Surrey RCMP officer facing child luring charges A Surrey Mountie is facing charges after allegedly getting ensnared by a vigilante group who say the off-duty officer was looking online for the company a 14-year-old girl. Const. Dario Devic has not formally been charged yet with communicating with a person who was under the age of 16 for the purposes of sexual interference or sexual touching, as well as breach of trust related to his duties. His lawyer, Rishi Gill, said Devic plans to “vigorously defend” himself. A group called Creep Catchers, who pose as kids online to lure men who potentially want their company, has videotaped several people in the last number of weeks. Creep Catchers posted footage on Facebook Sept. 7 of what they claimed was an RCMP officer who the group had allegedly matched up with someone posing as a 14-year-old. In the video, one of the Surrey Creep Catchers is heard shouting to the Mountie as officer Dan, a mistake for which they later apologized. Gill said the conduct of the group is telling of the case before the courts “It is particularly concerning that the `Surrey Creep Catchers’ have already mistakenly identified a police officer in this matter,” Gill said. Police attended Central City Mall at 10 p.m. the same day when they saw on social media allegations of child luring and child exploitation. The subject of the allegations turned out to be a Surrey RCMP officer. “Last night (Thursday), as the investigation progressed, the suspect officer was arrested and he was taken into custody, where he currently remains,” RCMP Asst. Comm. Brenda Butterworth-Carr said Sept. 9. “A series of charges are pending.” In June, Devic was among dozens of officers honoured for heroism and outstanding service during the Surrey RCMP’s 2016 Officer in Charge Awards ceremony.

The federal Liberals do not stray far from their dna By Umendra Singh: You may put on a new face, paint over the scars and put forward a new leader with a full head doc well coiffured hair. But you can’t change the DNA of a political party. And that is the case with the governing federal Liberal Party. Last year, the party put forward Justin Trudeau as an alternative to Stephen Harper, saying the Liberals were the best for this country. the Liberal leaders were also hoping that the voters had forgotten why the previous Liberal government had been ousted - because of the $150 million sponsorship scandal in the late 1990s and early 2000s when taxpayers’ funds were used to prop up Liberal friendly projects and political hacks in Quebec under the pretence of federal projects. Well, fortunately for the Liberals, most of the voters in2015 had forgotten about the sponsorship scandal and taken the Liberals for their word - that they were honest, upfront and will not be wasting taxpayers money.

However, political dna doesn’t change. And etched in the federal Liberal dna is the sense of entitlement - that the Liberals were born to govern Canada and that it is the right of the Liberals to use taxpayers funds for personal advancements and to lie on occasion to promote Liberal candidates. Imagine the poor Canadian voters when

they recently found out that a Liberal Health minister had used taxpayers money to pay for a day long ride in a cab owned by one of her election volunteers - something like $1100. Then Trudeau’s much vaunted Environment Minister spent over $6,000 of taxpayers money to take a personal photographer

with her to Paris to take pictures of her at a conference. Couldn’t she use her smart phone for selfies? But these are the Liberals and they behave like their predecessors did in 1990s. Then this week came the news that two of Trudeau’s top staffers had spent close to $200,000 of taxpayers money to move from Toronto to Ottawa - after the Liberals won the election last year. And then late this week came news that Democratic Reform Minister Maryam Monsef was born in Iran — not Afghanistan . She claims she did not know because her mother did not tell her — but political opponents are challenging her claim and alleging her true birth country has “been known for quite a while.” Why choose Afghanistan over Iran? Because Afghanistan is far better known than Iran and it is easier to get refugee status why you claim to be from Afghanistan than Iran. Monsef, her mother and sisters came as refugees from Afghanistan to Canada in 1996. Perhaps their refugee claim would not be processed so quickly if it was revealed that they were Iranians and not Afghanis as they lied in their refugee claim. She claims she only found out the truth last week when the Globe and Mail called her office to ask her about her birth place. So there you have it. The Liberals are holding true to their dna and the truth has finally come out. Alas the truth has only come out a year after the last election. The two Ministers who used taxpayers funds have promised to reimburse it and the two Trudeau staffers have promised to reimburse about $80,000 of the $200,000 they used. But the reimbursements only they were caught by the press. Meanwhile, Ministers Monsef is excusing to step aside until an investigation into how her refugee claim was processed and she was given a Canadian passport showing her birthplace in Afghanistan when she was born in Iran.

Cops are the real heroes, law enforcement are the real heroes,” Bains told. When officers responded, Rahami pulled out a handgun and opened fire, striking an officer in the chest. A foot chase ensued, during which Rahami shot at a police car, causing a bullet to graze another office in the face. The chase ended when Rahami was shot multiple times. He was taken to a hospital for surgery. Rahami was not initially cooperative with the police who tried to interview him, a law enforcement official said.

Chinese student sues BC to stop 15% property tax Continued from Page 1... If the lawsuit is certified by the courts and succeeds, the province could be forced to repay hundreds of millions of dollars — much of the expected revenue now earmarked to pay for affordable housing for British Columbians. The additional charge went into effect August 2, brought in by the B.C. government in an attempt to cool down Metro Vancouver’s overheated real estate market. Foreign investors, especially from mainland China, have been blamed by some for fuelling high home prices. The lead plaintiff in the case is Jing Li, 29, a university student from the People’s Republic of China, now living in Burnaby. In August, Jing told CBC News she was caught in a financial crunch by the imposition of the additional tax. In mid-July, she cobbled together a 10 per cent deposit on a $560,000 townhouse in Langley by borrowing from her parents and friends in China. Twelve days later, the new levy was imposed. The tax added $84,000 to the price of the property. If she backs out of the deal, she will lose her non-refundable deposit of $56,000. “I can’t go forward and also can’t go back,” she said at the time. Now, in the notice of civil claim filed late Monday, Jing represents nearly all foreign buyers in the province who have been forced to pay the additional 15 per cent. The suit argues the provincial government has acted outside its jurisdiction, and that only the federal government has the exclusive power over “the conduct and regulation of foreign trade, aliens and the regulation of trade and commerce.” The lawsuit also claims the additional tax has the “sole effect of discriminating against [foreign buyers] because of their status as foreign nationals.” And that, her lawyer argues, violates more than two dozen international treaties that Canada has signed with nations ranging from Argentina and China, to Russia and the United States — the latter covered by NAFTA, the North American Free Trade Agreement. Lawyer Luciana Brasil, representing Jing, says province “used the wrong tool”. “The problem here is that the province has intruded into an area of federal jurisdiction” says Luciana Brasil, a partner with Branch MacMaster Barristers and Solicitors, the law firm that has filed the class-action suit on behalf of Jing. “Because the province chose to use nationality as the basis for the tax, they’re intruding into an area of federal jurisdiction.

Dr. Naurang S. Mangat’s vision Guru Amar Das Apahaj Ashram is one of those initiatives which are a true example of humanity on this planet. The idea was the brainchild of Dr. Naurang S. Mangat.. It is said that just a single word gets enough to inspire, but recently when The Asian Star interviewed Dr. Naurang S. Mangat the whole time felt like the rain of inspiration. Belonging to a middle class Punjabi family, Dr. Mangat inherited the quality of giving away to the society. This highly literate personality completed his PhD in Mathematics and Statistics from Punjab Agriculture University , Ludhiana where he taught for around 20 years. With his profound knowledge and amazing skill set, he qualified for at Windsor University in 1994 and served there for around five months and went back to India. However, after a while he was selected in skilled level family immigration and got settled in Alberta. After working as Senior Scientist in Calgary for eight years, he went back to India from where his new journey began.

Dr. Mangat was contented with his professional growth and now wanted to help the society. “ I had a feeling of gratefulness for all the things that I am blessed with, and then I wanted to help the society but I wanted a solid commitment for those unfortunate people who had no one by their side”, smiled he. It was just an idea which started shaping up. As the days passed, so did his vision unveiled. “I thought of doing something for people who lie on the sides of the road, san food, san water, san care. I had my home but I was not sure what would be the best option for them permanently”, told Dr. Mangat. Dr. Mangat wanted to experience the hardships of a low income Indian man and that was the reason for him to ride a cycle rather taking a car during his analysis of the idea. He would take public transit for long routes and use a cycle for local travel.

“I would go to the most underdeveloped areas including slums and pick up the sickest of the homeless persons and take him/her to the hospital for the treatment”, said Dr. Mangat. The only limitation he thought with this was that he had to leave those people back to streets and then he wanted to create a shelter for them. Initially he thought to construct a shed for them. He purchased a piece of land and planned to construct the facility. “I discussed my plan within my circle in Calgary and my friends advised me to sell the plot because of its small area. With their I got a wider area outside Ludhiana, near Sarabha”, told him. The idea for this 300-yard area was also to make sheds there but on the consultation with architect he agreed to build a two-storied building where initially there were four homeless patients were admitted who received proper facility of food and necessary care. That is how Guru Amar Das Apahaj Ashram started.

“Our initial criterion has always been to accept only those people who are needy and cannot afford to meet the basic amenities of their lives. We started getting calls from people who could pay for our facility and live here but our rules will never change”, said Dr. Mangat. Dr. Mangat is so disciplined for rules that he doesn’t even let his relative into the organization. At present there are 40 patients staying in the facility and according to Dr. Mangat there are 10 patients in waiting list.

This free of cost facility is a pure example of humanity which is growing day by day. At present there are four janitors, One doctor and one nurse working with Guru Amar Das Apahaj Ashram, apart from them there are three ladies who prepare food for everyone. Dr. Mangat has a vision to cater to at least 500 people with his initiative. The food prepared in the ashram is grown in the facility itself. Recently they have purchased another piece of land to keep the cattle and fulfill the need of dairy products. “I want the facility to be accomplished with all the important things that are required for everyday purposes. Also in future I am looking forward to make this ashram a 24x7 facility for those who don’t have anyone to look after them”, smiled he. The organization is one of its own kind where religion, cultural differences, caste ,creed ,color nothing is involved but the feeling of compassion and humanity exists. The structure doesn’t relate itself with any government, nor does Dr. Mangat believe in working to gain appreciation. One interesting point about this place is that they don’t appeal for donations, neither they go door to door. “Its all about spreading compassion. Social Work is not for promoting oneself but thanking lord and sharing what you are capable of ”, told Dr. Mangat. Plunging foreign investment in Vancouver real estate ‘the impact we wanted’: Christy Clark B.C. Premier Christy Clark says she is pleased by the dramatic impact her tax on foreign buyers is having on Metro Vancouver’s residential real estate market. According to data released by the B.C. government today, billions of dollars in Metro Vancouver real estate deals dried up virtually overnight after Clark introduced a 15 per cent tax on foreign nationals last month. “I think it is fair to say we have had an impact. That was the impact we wanted to have,� said Clark on Thursday morning in Kelowna. The number of transactions involving foreign buyers plunged, from 2,034 deals in the seven-week period before the tax, to 60 in the four weeks starting Aug. 2. “My hope is that many of those units that would have sold to foreign buyers, will now be sold to British Columbians,� said Clark. According to the data, in the seven weeks before the tax was introduced (June 10 to Aug. 1) the total value of all residential sales involving foreign nationals was $2.3 billion — an average of $329 million per week. After the tax was introduced, the value of sales over a four-week period (Aug. 2 to 30) plunged to $46.9 million — an average of $11.8 million per week. The percentage value of sales involving foreigners also fell from 16.5 per cent of all sales to 0.7 per cent in the month after the introduction of the new tax, the latest numbers also revealed.

The numbers also revealed a huge spike in sales on the final business day before the tax was implemented. “On July 29, 2016, more than $850 million in residential property transactions involving foreign nationals in Metro Vancouver was registered at the Land Title Office,� said a statement released by the government. That is equal to more than 55 per cent of all transactions registered in Metro Vancouver on that day and almost 40 per cent of the total foreign investment in Metro Vancouver residential real estate for the entire period after data collection began and before the additional tax took effect (June 10 to Aug. 1). “Lots of people moved their transactions into July from August because they wanted to avoid paying the tax, so I think we will start to see those number change in the coming months,� said Clark. “It is really early days. We have three months of data. You’ll see those numbers change. “ But NDP housing critic David Eby was also quick to react to the news, saying he believes foreign investors are already finding ways to get around the tax. “It is important to recognize that this is just a fraction of the money in the international housing market,� said Eby. “People are assigning deals to friends and relatives who are Canadian citizens or permanent residents.�

Vancouver empty homes tax to include Airbnb Vancouver’s proposed empty homes tax would include secondary properties being booked on the vacation rental website Airbnb, with the maximum fine for people who evade the levy set at $10,000. New details of the tax emerged on Tuesday, when council voted to push ahead with public consultations. Mayor Gregor Robertson stressed the aim was to free up supply in the city’s crunched rental housing market. “Ultimately, the goal is to get thousands of units back into rental housing at a time when it’s almost impossible to find a rental home,” Robertson told council.

The province granted Vancouver the authority to create the tax in July, months after a city-commissioned report found that about 10,800 homes were sitting empty, most of them condos. Staff have been speaking with experts and researching other jurisdictions’ taxes and presented a report Tuesday with their suggested approach. The levy would be the first of its kind in Canada. The report proposes that the tax be administered similarly to the British Columbia Home Owner Grant. A parcel of residential property that serves as a principal residence for an owner, long-term tenant or a friend or family member would not be taxed. That means that secondary properties — such as investment condos — that are sitting empty or being rented out for short-term stays using sites like Airbnb would be subject to the tax. Tsur Somerville, a University

of British Columbia business professor, said it made sense to apply the empty homes tax to properties being used for short-term rentals, even though they’re not actually empty. “In a city where accommodation is really, really scarce, the first priority should be housing people who live and work here,” he said in an interview. The tax would not apply to people renting out their primary residences on Airbnb, or to basement suites, rooms or laneway homes that are either sitting empty or rented for short-term stays. Airbnb said in a statement it’s committed to working with government to establish fair, sensible rules, including around taxation. The city is also working on separate regulations for short-term rentals, with a report to council expected next month. This summer, Airbnb offered first-time hosts in Vancouver a $250 cash bonus for creating a listing and completing a booking by Sept. 30. (Airbnb) Public consultation on the empty homes tax will begin this fall, with a proposed bylaw introduced to council in November. The tax would be in place for the 2017 year, with the first payments in 2018. There are many questions left to be settled through public talks, including whether secondary residences that are vacant for only part of the year should be exempt. The tax rate is also still being considered, with a current proposal of between 0.5 and 2 per cent of assessed value. Penalties are also still being debated. The maximum fine the city can impose under its charter is $10,000, but it will consider a combination of the fine plus a higher tax rate for people who fail to self-declare or fraudulently declare, said Kathleen Llewelly-Thomas, general manager of community services. Robertson said the city has asked the province many times to increase the maximum fine. The council vote was split 7-3, with councillors from the centre-right NonPartisan Association opposed. Coun. George Affleck called the tax a “bureaucratic nightmare” and said the city should instead encourage the building of more townhomes and rowhomes.

Micheal Noseworthy named BC’s new superintendent of real estate

B.C. has appointed a new superintendent of real estate to oversee the roll out of new regulations for the industry. Micheal Noseworthy is a former lawyer from Newfoundland and Labrador who has served in a number of positions for the Yukon government, including as superintendent of real estate. The move comes after after a special advisory group concluded the industry had failed to effectively regulate itself. Premier Christy Clark responded by promising to create a new position with expanded powers to oversee it. At the time, Clark also announced changes to the real estate council designed to bring the industry under closer government scrutiny and regulation, starting Sept. 30. “I look forward to drawing

upon my experiences as both a regulator and a lawyer with experience in real estate and administrative law to serve the interests of British Columbia’s real estate consumers by working swiftly to implement the reforms initiated by the government,” Noseworthy said in statement released Monday morning. As part of the changes, the province has ended selfregulation of the real estate profession by replacing the 13 elected licensees with government-appointed members. The government is still in the process of completing those appointments, said the statement. The Real Estate Council will continue to be responsible for licensing, licensee and public education, investigation of licensee conduct and licensee discipline.

Innocent bystander’s ear bitten off by police dog A legal advocacy group in British Columbia is calling for dog handlers with the Vancouver Police Department to wear body cameras after a bystander was accidentally mauled earlier this week during a police takedown. Doug King of Pivot Legal Society says the use of police dogs is on the rise and that recording attacks on video would provide an objective look at situations that prompt their use. A man was sent to hospital with serious injuries on Monday as three alleged kidnappers were arrested in the Metro Vancouver suburb of New Westminster. A spokeswoman with a New Westminster hospital says Vick Supramaniam, the person identified in the media as the dog-bite victim, has been discharged. A report from Global News says the man lost part of his left ear and was bitten on his thigh. “We can’t say that collateral damage is OK in our domestic police. It’s just not right,” King said. “We need to know why the handler made the decision to deploy the dog, why the dog was allowed to maul him for so long.” Vancouver police apologized for the attack, explaining that a “completely innocent person” had been caught up in Monday’s incident. “We were dealing with armed people who were alleged to have committed murders, who have a kidnap victim in their vehicle, and we had to act very quickly,” said spokesman Const. Brian Montague.

“Our officers are reaching out to the family to see if there’s anything we can do to help them, but there’s no doubt that they’ll be traumatized.” He said in an email Thursday that accidental bites are very rare and that dogs are used only in serious and dangerous situations when suspects are hiding or running away from police. A man who answered the phone at the Supramaniam residence said Vick Supramaniam was doing well but that he declined to comment. The organization in B.C. that investigates serious injuries or death involving police is looking into the incident. Jason Gunderson, president of the Canadian Police Canine Association, spoke highly of Vancouver’s dog unit. “I know both the trainers out there,” he said, speaking on the phone from Regina, Sask. “I know that both of them are excellent dog handlers and that their members receive excellent training.” Gunderson, who is also a dog handler with the Regina Police Service, rejected the suggestion that handlers be outfitted with body cameras to monitor when dogs are deployed in the field. He cited prohibitively high costs and the device’s ineffectiveness at fully and fairly capturing a situation. Each police department across Canada sets its own policy outlining when police dogs should be used, he added, meaning there is no national standard.

Trial set for former Surrey temple president The trial of a former Surrey temple leader accused of killing his wife in July 2014 has been set. But those who’ve been waiting more than two years to learn the details behind the death of Narinder Kaur Kalsi will have to be patient for another year yet. In an appearance Thursday (Sept. 15) in B.C. Supreme Court in New Westminster, proceedings for Baldev Singh Kalsi were set to get underway on Nov. 20, 2017. Jury selection was scheduled for Nov. 2, 2017. Kalsi – former president of the Gurdwara Sahib Brookside temple – was arrested in South Surrey on July 14, 2014

after police found his wife in severe medical distress at a home in the 19400-block of 32 Avenue. Police at the time described the incident as “domestic-related.” Narinder was airlifted to hospital and placed on life support. Kalsi was removed as temple president four days later. Initially charged with aggravated assault, then attempted murder, the accusation against Kalsi was upgraded to second-degree murder less than a week later, after Narinder was taken off of life support and pronounced dead.

BC set to pick up part of hefty Royal tour bill The Duke and Duchess of Cambridge are about to embark on an all-expenses-paid trip courtesy of the Canadian taxpayer. The upcoming royal visit, which will include the Duke and Duchess and their two children, will be paid for by the Canadian government and the governments of British Columbia and the Yukon. One of the most significant costs associated with the eight-day tour across B.C. and Yukon will be security and policing costs. The RCMP has not released any information publicly about how much it will cost to keep the royal family and other dignitaries safe while attending more than a dozen events. “Security costs for protection of visiting members of the Royal Family while in Canada are covered through the RCMP’s existing operational budget. For security reasons, we can’t provide a detailed breakdown of these costs,” said a statement provided by the RCMP. The RCMP would also not provide information on the number of police officers assigned to the tour. While the Mounties are largely responsible for keeping the famous family of four safe, it is up to local police forces to ensure the sites are

secure. The Victoria Police Department will be responsible for policing crowds around the B.C. Legislature during the largest public event of the tour on September 24. The Vancouver Police Department will oversee policing when Will and Kate arrive at Jack Poole Plaza on September 25 and continue their way to the Downtown Eastside and the Kitsilano Coast Guard base. Acting Sgt. Brian Montague says the royal visit is not expected “to affect us a lot” considering crowds will be significantly smaller than public events like the English bay fireworks or Pride weekend. But what is less clear is who ends up footing the bill. When high profile visitors visit, the VPD often takes on additional responsibilities and then discusses the bill with the other jurisdictions including the province and, in this case, the federal government. “Who pays for what is something that is constantly discussed,” said Montague. “A lot of it is between us and the RCMP who I understand are the official conduit for the visit. We have a limited budget. We realize there are some expenses, but we are not going to pay for something that is not our responsibility.

One dead in crash in Abbotsford One woman is dead following a singlevehicle crash earlier this afternoon in the 40000 block of No. 3 Road in Abbotsford. The Abbotsford Police Department received a call around noon reporting a single vehicle partially submerged in a ditch.

Police, fire and ambulance personnel responded to the location, and found a Honda SUV in the ditch containing a lone female driver. The driver was pronounced dead at the scene. APD officers are continuing to investigate the scene. More details to come.

Calgary police find five-year-old boy unharmed inside vehicle where two people shot dead A five-year-old boy was found uninjured inside a vehicle where two people were shot dead in northeast Calgary on Tuesday night, in what police believe is a gang-related attack. Officers were called to Redstone Manor N.E. at about 8 p.m. Tuesday in response to reports of shots being fired. They found one man dead in the passenger seat of a car inside a garage. A woman found on the driver’s side of the vehicle was rushed to hospital with a police escort. She died of her injuries in hospital shortly after.

“This was not random and at least one of the victims was the likely intended target,” police said in a news release Wednesday morning. According to Calgary police, a fiveyear-old boy was also found inside the car. He was uninjured in the shooting. Autopsies on the victims, a 38-year-old man and a 34-year-old woman, are scheduled for today. Police said they were in a common-law relationship. Several family members were in the home at the time of the shooting.

Man charged in connection with attempted abduction of teen girl

Police have arrested a 24-year-old man in connection with the attempted abduction of a 16-year-old girl on Saturday night in Abbotsford. Const. Ian MacDonald said Dwight Denis James Love-Paulson of Abbotsford was arrested, and has now been charged with assault, after police stopped him in his vehicle yesterday (Sunday). MacDonald said a news crew with Global TV was filming footage yesterday at the scene of the attempted abduction, when a van drove by that matched the description of the suspect vehicle. The driver also matched the suspect description, which included that the man had a teardrop

tattoo under his eye. The news crew reported the licence plate to the Abbotsford Police Department (APD), and officers pulled over the vehicle not far from the scene. The abduction attempt took place at about 5:15 p.m. on Saturday, when the teen was waiting at a bus stop on Old Yale Road near Mitchell Street. A Caucasian man drove past her several times in a van. Eventually, the suspect parked the van and approached the girl on foot. He tried to entice her with offers of liquor and a ride to work. When the girl refused, the man grabbed her by the arm and attempted to pull her in the direction of his parked vehicle.

BC Liberals pledge 3,000 new units through $500m housing fund The BC Liberals are pledging to finance 2,900 new housing units through a new $500 million commitment to housing initiatives. Few details have been provided, but Housing Minister Rich Coleman said the goal is to have new projects approved by the end of March and built over the next two to three years. That surge of housing into the rental market – heralded as the largest in B.C.’s history – will “change a whole bunch of dynamics,” Coleman predicted. Most of the units are to be affordable housing, built in partnership with non-profits, local governments, other organizations and the private sector. The mix of units promised would provide homes for a wide range of residents, including seniors, students, First Nations, youth aging out of care, developmentally disabled adults and women fleeing abuse. The B.C. government on Aug. 1 began charging foreign buyers of Metro Vancouver real estate a 15 per cent property transfer tax, which is currently forecast to generate $165 million in new revenue that will partly go to new housing. Last week, the quarterly financial update revealed the province now has a nearly

$2-billion surplus. “We’ve got a large surplus this year so we are able to afford to do this,” Premier Christy Clark told reporters Monday at the announcement in Burnaby. Property transfer tax revenue has surged with what has been a white-hot housing market, at least up until the new tax kicked in. PTT revenue is now forecast at $2.1 billion for 2016, an increase of $965 million from what had been budgeted. The extra $500 million for housing is on top of $355 million over five years the province already has budgeted for 2,000 new units. Clark said the housing fund is one of the “pieces of the puzzle” in improving housing affordability on top of government actions such as the foreign buyers’ tax, a new luxury tax on the most expensive homes and cracking down on shady practices in the real estate business. Other levels of government have to step up as well, she said. “The federal government has to do its bit,” Clark said. “They have to make sure dirty money isn’t finding a way into our country. They also have to make sure they’re making land available for development and incenting through the tax system more rentals.”

Surrey shatters its record for film permits Surrey film liaison James Monk is the city’s go-to guy for production crews that are looking for a place to shoot, and his phone never stops ringing. Sometimes, he will get a week’s notice to issue a permit.

Sometimes, he gets less than a day. “Year to date, I’ve issued 152 film permits,” he said. “This is a record year. Last year, we issued 97 film permits. If we keep going at the same pace, we’ll double what we did last year and 2015 was a record year.” Monk says Surrey’s film industry is

cashing in on the weak Canadian dollar, tax incentives for film companies and a wide variety of shooting locations. Monk stood quietly in the background and watched as Skydance Media CEO David Ellison cut the ribbon on his new, 75,000 square feet of studio space in Newton. Ellison started looking 18 months ago for a location to film the new science fiction series, Altered Carbon, for Netflix, and his search brought him to the old printing press building near Scott Road and 88 Avenue. Production starts in November, and a crew of about 400 people will work on the show for six months. “We’ve gotten to shoot many films here over the course of our existence at Skydance,” Ellison said at the ribbon-cutting ceremony. “The cast and crew and overall talent in British Columbia is second to nowhere in the world.” Miguel Sapochnik, who won an Emmy last week for his work directing Game of Thrones, will direct the first episode.

Like most families, they used to keep their sports equipment inside the garage, but that’s no longer possible after it was converted out of necessity into a new master bedroom. Gurb Aujla, 55, used to sleep with his wife Amy upstairs, but that all changed one fateful night in January 2015. Aujla was driving west on the Fraser Highway coming home from hockey practice with his 10-year-old son when his vehicle was struck from behind by a drunk driver fleeing the scene of an earlier crash. His SUV was forced into oncoming traffic and was hit again by an eastbound pickup truck. “When it happened, I didn’t know what was going on,” he told the Leader. “I felt it get rear-ended and all of a sudden I was just spinning around and it felt like I was getting hit in different directions.” Aujla’s son was knocked unconscious but escaped with relatively minor foot and leg injuries, while the woman behind the wheel of the truck broke her arm. Although the former longshoreman still has a firm handshake, he is paralyzed from the chest down. “I am in constant pain in my chest, back and neck,” he said. “I now have constant health issues such as (urinary

tract infections), I have to take up to 20 pills a day and sometimes pain medication as well... I need daily help with bowel routines, showers and getting dressed. “I will have these health issues for the rest of my life.” Aujla now sleeps in a single bed in his former garage and has to be helped in and out by medical assistants who visit three times a day. His wife pushes her own small bed beside him at night so that they can at least still sleep together side by side. The father of four will come face to face with the man who irreparably changed his life for the first time on Oct. 5 at the Surrey Provincial Courthouse when Christopher Evan Malloy, 52, will be sentenced after pleading guilty to several charges earlier this year. Aujla said the Crown prosecutor is asking for a jail term of 12 to 18 months. Aujla doesn’t think it is nearly enough, saying a five-year sentence would be more appropriate. “Because he chose to drive while drunk and because he chose to drive at an extremely excessive speed, he was literally driving a speeding bullet,” said Aujla. “I’ve been given a life sentence. I have lost threequarters of my life and the next person may not be so lucky. The next person could be dead. I hope no one else has to go through what I have and I hope this person never again gets behind the wheel of a car.”

Spectre of Chinese ‘Fox Hunt’ looms over Li Keqiang’s visit to Ottawa with Trudeau

It has been something of a taboo in Canada-China relations, a subject rarely raised in public but clearly on the minds of successive Canadian governments in their uneasy courtship of the world’s secondlargest economy.

The spectre of China’s “Operation Fox Hunt” — the pursuit and harassment of so-called economic fugitives and other dissidents — cast a shadow Wednesday over the arrival of Chinese Premier Li Keqiang, the first visit of its kind in six years. In his efforts to revitalize the economic component of Canada’s “hot and cold” relationship with China under the previous Conservative government, Prime Minister Justin Trudeau has not shied away from human rights concerns, including during his first trip to China earlier this month. But the prime minister was forced to

address something far more sinister — the fact that agents of the Chinese government are harassing Canadian residents or citizens, hoping to force them back to China to answer for various crimes. “I brought up a broad range of concerns around security when I met with Chinese leadership a number of weeks ago, and will continue to talk about those issues when I meet with China in the coming days,” Trudeau told a news conference Wednesday. An internal government memo — written last year for the previous government by Daniel Jean, Trudeau’s current national security adviser — goes a lot further than the prime minister was willing to do. It was not in Canada’s interest to be a “haven for fugitives” and they should be removed, Jean wrote in 2015 in his capacity as deputy minister of foreign affairs. Jean provided additional details of the anticorruption campaign that Chinese President Xi Jinping started in 2014 to return fleeing economic fugitives to China. Critics have called it a ruse that actually targets political opponents of the ruling Communist Party.

‘An exceptionally high toll’ Fentanyl, overdoses claim 488 in BC Despite a slight drop in the number of overdoses in British Columbia last month, the province’s chief coroner is warning against complacency in tackling the fentanyl epidemic.

“There is little good news to share,” Lisa Lapointe told a news conference held to announce the latest statistics on the toll of the opioid epidemic. According to the latest figures, there were 488 apparent illicit drug overdose deaths in B.C. from January to August 2016. That compares to a total of 505 overdose

deaths in all of 2015. Lapointe said the tests to determine how many opioid deaths are related to fentanyl take longer to complete, but all indications are that the drug is still taking lives at an unprecedented rate. “We still see fentanyl taking an exceptionally high toll,” she said. The most common combination in drug fatalities is cocaine and fentanyl, meaning many victims are not even aware that they are taking the drug that kills them. Very few deaths are due to fentanyl alone. But there is a glimmer of hope the epidemic may be slowing. There were 49 illicit drug overdose deaths in August, as opposed to 55 the month before. By far, the highest number of deaths came in January when 81 people died. Lapointe credited the slowing pace of overdoses to a decision to de-schedule naloxone, a drug which provides an antidote to an overdose.

Red light to deter Alex Fraser bridge cheaters A partial solution has been found to deter motorists who cross the Alex Fraser Bridge from using Annacis Island as a shortcut to bypass other traffic. The transportation ministry will install a traffic light at the Highway 91 southbound off-ramp to Cliveden Avenue. A red light there with no right turn allowed on red will create extra delay for the short-cutters that use the Annacis off ramp, then try to turn around on the island and quickly go back up onto the Alex Fraser to jump ahead of other bridge users. Transportation Minister Todd Stone said that should encourage those motorists to stay on the bridge, rather than bypass through Annacis roads, and “help alleviate some of the frustration with rushhour short-cutters.” Installation of the new signal will begin in October. The ministry is also exploring the potential to also install a red light enforcement camera there to automatically ticket drivers who violate the no-right-turn-on-red sign that

will apply to that light. The fix for the Annacis off-ramp comes as part of a broader strategy to unclog congestion at the Alex Fraser and Highway 91, which

includes a new interchange at Highway 91 and 72 Avenue to eliminate the traffic lights there, along with more tow trucks to clear stalled vehicles and consideration of the possible use of a new counterflow system on the bridge. Workers and businesses on Annacis have complained for months of excessive delays and hindered access because of the congestion on the island created by bridge cheaters.

BC Liberals, NDP prep for election Surrey cabinet minister Peter Fassbender has become one of the first B.C. Liberals to officially launch his re-election bid. Last weekend, he opened his Fleetwood campaign office with the help of Premier Christy Clark, signalling the party expects a long, tough fight to win a majority of seats in Metro Vancouver’s fastest-growing region. “There were lots of rumours that I was thinking of moving to a safer riding,” said Fassbender, who is now driving around the city in a pickup truck emblazoned with his photo. “I love the riding I’m in, I’m committed to running here and I’m not a quitter. I’m not running away to anything.” The boundaries of many provincial ridings in Surrey have changed for the 2017 election, as the region’s population continues to grow. There’s also a new ninth riding called Surrey South, giving Surrey more seats in the legislature than the entire northern half of the province. It’s expected to be a key battleground for the Liberals and the NDP in the May 9 election, with the NDP hoping to win back lost ground and the Liberals to build on their five seats. Fassbender won his Surrey-Fleetwood riding by only 200 votes in 2013, knocking off then-incumbent NDP MLA Jagrup Brar. The shifting borders are expected to increase NDP

support, and Brar is running again for the New Democrats. The B.C. NDP sees an opportunity to retake lost ground, and Brar is also already out campaigning against Fassbender. “I think he should be scared,” said NDP president Craig Keating. “It was a narrow defeat in 2013 and probably a lot of voters in Surrey-Fleetwood are feeling a bit of buyer’s remorse with Peter Fassbender.” Both parties have already given considerable attention to Surrey’s emerging campaign issues — overcrowding at schools and an increased number of portables, gang violence and crime, traffic congestion, promised rapid transit lines, and the housing affordability crisis that’s gripped much of the Lower Mainland. The B.C. Liberals are moving around some of their Surrey incumbents. Surrey-Panorama MLA Marvin Hunt plans to run in neighbouring Surrey-Cloverdale, where he lives. Cloverdale is held by Children and Family Development Minister Stephanie Cadieux, who will run in the new riding of Surrey South. Cadieux has come under intense criticism in her ministry after several child death scandals this term. The new riding — which encompasses much of her old riding plus an addition west to Crescent Park — is expected to be more positive to the governing party. Continued on Next page....

BC government reform of payday loans explained New regulations are coming to the oftencriticized payday loan industry in B.C., the provincial government announced Wednesday, amid a review of “high-cost alternative financial services.” Here are a few points to know: What are payday loans? Payday loans are “high-cost, short-term cash loans,” of $1,500 or less, for a term of 62 days or less. Generally, borrowers have a regular source of income and when they take out the loan they provide a post-dated cheque or pre-authorized debit for the full amount of the loan, plus fees, to be repaid on their next payday. Why are payday loans controversial? These companies have faced sharp criticism for years, with politicians and advocates for low-income Canadians condemning their

practices as predatory and calling for the government to reduce the maximum interest payable. Currently, the maximum interest payable in B.C. is $23 for every $100 borrowed, Wednesday’s release said. But before new regulations came into effect in 2009 lenders sometimes charged as much as $30 per $100 borrowed. In B.C., payday loan

usage has “grown especially rapidly,” according to a Vancity report from earlier this year. That report, titled “Short-Term Gain, Long-Term Pain,” noted that between 2012 and 2014, the number of payday loan borrowers in B.C. grew 58 per cent, while the size of the industry grew from about $318 million to more than $385 million. BC government removes 95% utilization target for school upgrades The B.C. government has removed utilization targets for building and upgrading schools — including seismic upgrades — although districts must still find ways to justify the need for new, expanded or seismically upgraded schools. “I looked at Richmond, Burnaby and other areas that feel they need to have utilization rates of 95 per cent before we do seismic upgrades,” said Education Minister Mark Bernier in Vancouver on Wednesday. “I want to clarify that that’s absolutely false. In fact, what we’re doing is the removal of 95 per cent as a target the districts must work toward.” Bernier was referring to school boards’ contention that the upgrades wouldn’t be funded by the province unless schools were at 95 per cent capacity. NDP education critic Rob Fleming said the announcement is a climbdown for the government, but is a “tremendous victory” for parents and advocates because it might mean districts like Vancouver and Richmond may no longer have to close schools to get seismic mitigation funds.

“This 95 per cent utilization rule has been driving school closures all across British Columbia. It’s a ridiculous arbitrary policy, it always was, it’s one government denied even existed. “This won’t help other regions where they built new schools that are already at capacity,” Fleming added. “But if the upshot of this policy means Richmond and Vancouver parents … have stability in their lives, which is what they deserve, then this is a good announcement.” Bernier said there had been a great deal of confusion around the 95-per-cent target. “We are ending that confusion today by getting rid of utilization targets as part of our school investment process. “(But) school districts will still need to justify their applications to build new schools or expand existing ones.” Bernier said that since the early 2000s, student targets have been a planning tool for school districts and the province in building new schools and expanding existing ones. He said there are almost 10,000 empty seats in Vancouver.

Vancouver’s living wage policy is confusing Those who work for Vancouver’s police department, public library and other civic agencies are not captured by the city’s living wage guidelines, nor are a host of people contracted to do work for the city or parks board. “Due to the large number of contracts and externally contracted staff … it is not feasible to apply the Living Wage clause to every city contractor,” noted a staff report on the policy. A living wage in Metro Vancouver is $20.64 an hour, according to the Living Wage for Families Campaign, a group working to eradicate low-wage poverty. That wage is considered the amount needed to afford the following: food, clothing, rental housing, child care, transportation, household and health expenses and a contingency fund of two weeks’ pay. What it doesn’t cover are things like debt repayment, savings for education or retirement, caregiving expenses, or anything more than minimal recreation or entertainment expenses. Based on those parameters, city staff found its living wage guidelines would apply to 120 of its existing contracts (which collectively account for 45 per cent of its $300 million in spending for third party goods and services). Just four of those contracts, in the areas of janitorial, security or graffiti removal cover people who are paid less than a living wage. It would cost the city $590,000 to get those workers a living wage, according to the staff report. But that is not what the city will do. Instead, when those four contracts expire, staff “will engage in a competitive procurement process for new service contracts,” according to the report. Before councillors voted on the plan, a handful of union heads stood to state they would have liked to see employees of Easy Park, the Pacific National Exhibition and other entities to have come under the policy. But they were generally supportive of the city’s intention to become a living wage employer. Despite the apparent shortcomings of the city’s guidelines, they appear to be in keeping with criteria for living wage employers. Vancouver is not the first city in the region to pursue the designation, and it in fact modelled its own parameters – with assistance from the living wage campaign – after those of New Westminster, which became a living wage

employer in 2011. Here’s how it all breaks down: $831 - Monthly food budget It would take about $831 to feed a family of non-picky eaters without special dietary requirements each month. That’s not counting the cost for ketchup, curry powder or other condiments and spices. $184 - Monthly clothing budget You can’t send your kids to school without shoes or clothes, and you can’t go to work that way either. Knock $184 a month off your earnings to cover those expenses. $1,652 - Monthly rent Some Vancouver residents may scoff at this estimate, but the think-tank figured they could find themselves a three-bedroom apartment with utilities, phone and insurance for $1,652 a month. Most families would need to look farther afield or pay more. $505 - Monthly transportation costs This includes the cost of owning and operating a car and a couple of transit passes. $1,356 - Monthly child care It would cost $1,356 a month to provide care for a four-year-old in full-time care and a seven-year-old in part-time care. $289 - Monthly health care B.C. residents pay Medical Services Plan premiums and this hypothetical family is no different. Knock off $150 a month for that and another $139 a month for a basic extended health and dental plan. $92 - Education It would cost about $92 a month for one of the parents to take a couple of college courses each year. $241 - Contingency fund This family likes to play it safe by socking away a couple of hundred dollars a month in case someone gets seriously ill or laid off. $765 - All other monthly expenses Internet access, toilet paper, furniture, laundry, art lessons, birthday presents, and the list goes on. It all costs money. Knock off a couple hundred dollars per family member per month. $0 - Debt or future expenses The living wage does not cover things like credit card debt, interest payments or savings for retirement or education.

Men arrested in New Westminster takedown face multiple charges The three men arrested in a dramatic takedown in New Westminster earlier this week, that police have connected to a double homicide in Vancouver, have been identified and charged. Charged with kidnapping without the use of a firearm, unlawful confinement or imprisonment, extortion and aggravated assault are Shamil Ali, Harinam Cox and Gopal Figueredo. Vancouver police were called to a home in East Vancouver on September 17 after a report of a kidnapping. When they arrived at the scene, they found the dead bodies of Samantha Le, 29, and Xuan Vanvy Bacao, 24, along with evidence a third person had been abducted. The kidnap victim was rescued on September 19 in New Westminster at the same time Ali, Cox and Figueredo were arrested. The three accused will appear in court, Sept. 23.

Liberals spent $1.1M to move political staff Prime Minister Justin Trudeau’s government spent an estimated $1.1 million to move 49 ministerial aides to Ottawa, but how more than half of that amount was spent is a mystery. In a document tabled in the House of Commons, the government said it spent $373,921 to reimburse the cost of moving services and $52,777 on hotels, but there is little detail on how $685,118 was spent. The Prime Minister’s Office says that all of the spending and reimbursements followed government guidelines. However, it could not say what kind of expenses contributed to the $685,118 in unexplained spending. Complicating the question is the fact that in their answers to a question placed on the order paper by Conservative MP Larry Miller, some departments supplied the estimates that had been provided by a relocation firm. When the question was posed on June 8, some ministerial staff members had not yet completed their moves to Ottawa. The actual tally could be higher or lower than the relocation company’s estimate. The Conservatives were quick to pounce during question period on Tuesday, portraying the moving bills as another example of the

Liberal government’s sense of “entitlement.” “With unemployment rising and families struggling to make ends meet, why did the Liberals think it was somehow OK to spend taxpayers’ hard-earned money on these outrageous staff expenditures,” demanded Karen Vecchio, Conservative MP for the Ontario riding of ElginMiddlesex-London. It is not known how much it cost taxpayers in moving costs for aides to former prime minister Stephen Harper’s Conservative government. Under the government’s Treasury Board rules for ministerial offices, it is left to each cabinet minister’s discretion to decide whether to reimburse costs associated with a political staff member relocating to Ottawa to work for the minister. “Any benefits are negotiated between the minister and the individual,” the guidelines read. “Any negotiated relocation assistance for those individuals is to be paid from the minister’s own other operating budget.” Government guidelines also allow for a wide range of “entitlements” to be reimbursed, from flights for family members to house hunt to real estate transaction costs or shipping boats.

SBOT wants Canada-India free trade back on the agenda At the Canadian Chamber of Commerce’s AGM and Convention today, held Sept. 19 in Regina, the Surrey Board of Trade, with the support of the New Westminster Chamber of Commerce, at the request of its members, submitted the resolution, entitled CanadaIndia Free Trade: Time to ReEngage. This policy resolution asks the federal government to apply political direction and resources to reinvigorate the stalled negotiations between Canada and India to achieve a Free Trade Agreement. It is understood that negotiations will not be compromised on concerns regarding fair and tripartite dispute settlement mechanisms. “The Surrey Board of Trade is pleased

to report that doing business with India is also a priority to the Canadian Chamber of Commerce and its network of chambers of commerce and boards of trade across Canada,” said Anita Huberman, CEO Surrey Board of Trade. Ottawa unveils enhanced CPP benefits that will hike payouts to third of income Finance Minister Bill Morneau unveiled the Liberal government’s long-anticipated overhaul of Canada Pension Plan benefits on Monday, but Canadians may have to wait nearly a decade more to see the changes translate into economic growth. While the rollout will begin 2019, the expected benefits to the economy will likely not be felt until after the staged CPP adjustments have been fully implemented in 2025. In fact, gross domestic product — along with employment growth — will take a marginal hit in the medium term from the pension changes, according to the Finance Department. “What we’re focused on is how we can ensure Canadians that in the long-term future, their retirement is more secure,” Morneau told members of the House of Commons finance committee on Parliament Hill, which followed the release of the new CPP policy

guidelines. “We know that 1.1 million Canadian families are going to retire with a lower standard of living than they had when they were working. And we’re focused on how we can, in a responsible way, improve the Canada Pension Plan through enhancement to ensure they have a better situation in the future.” The revamp of the federal pension program — a relic of the 1960s and long a sticking point between Ottawa and the provinces — will see the maximum benefits from the program, based on an individual’s share of annual earnings, grow from one quarter to one-third. That means someone making an average of $50,000 a year over their working life would receive $16,000 a year in retirement benefits,

Ontario has little choice but to tax foreign home buyers, CIBC economist warns The Ontario government has little choice left but to enact a 15 per cent tax on foreign home buyers, says CIBC World Markets deputy chief economist Benjamin Tal. More than a month after the British Columbia put into effect a similar tax, Ontario has made no mention on what action it will take to cool the red hot Toronto housing market. OECD cuts outlook for global economy and Canada The OECD says Canada’s economy will grow by less than it did last year, a much worse performance than previously expected. In a quarterly report on the global economy published Wednesday, the Organization for Economic Co-operation and Development says Canada’s economy will grow by about

1.2 per cent this year. That’s well down from the modest 1.7 per cent growth the group of wealthy nations was expecting as recently as June. Canada’s isn’t the only economy to have hit the brakes. The group says the world economy is only expected to grow by 2.9 per cent in 2016. That’s less than the 3.1 per cent growth seen last year, which was generally viewed as a weak year for the world’s economy. Global growth for 2017 is predicted to be 3.2 per cent, down from an earlier forecast of 3.3 per cent. The group blames a general slowdown in international trade for the dropoff, a phenomenon that’s radiating out from Asia but impacting economies everywhere.

And the extreme measures being undertaken by some central banks don’t seem to be helping either. “Exceptionally low — and in some cases negative — interest rates are distorting financial markets and raising risks across the financial system,” the OECD said. “While weak demand is surely playing a role in the trade slowdown, a lack of political support for trade policies whose benefits could be widely shared is of deep concern,” the group’s chief economist Catherine Mann said. The group singled out the rise of a troubling anti-free trade movement in Western countries, led by isolationist political movements such as the ones that led to the recent Brexit vote and the rise of Donald Trump in the U.S. The problem, Mann said, is that the downsides of freer global trade (such as factories moving elsewhere) are easy to see whereas the benefits (such as lower prices for products, and more consumer choices) are often harder to see. “This is not a pretty picture for global growth,” Mann said. “Across the board a three per cent growth rate is insufficient to keep promises to citizens.” “Productivity has basically fallen by half since the financial crisis and that is a recipe for breaking promises to all of our citizens,” Mann said.

China agrees to maintain Canada’s access to $2.6B canola market through 2020 Two of Canada’s biggest agricultural trade irritants with China have gone away. A deal reached in Ottawa today means Canadian canola exports will continue through 2020 while both sides conduct research to resolve a shipment quality dispute, while exports of bone-in beef from Canadian cattle under 30 months of age will resume following a BSE-related ban. The canola compromise came at the last minute during talks between Chinese Premier Li Keqiang and Prime Minister Justin Trudeau on Parliament Hill Thursday. Li, who is on a four-day official visit to Canada following the United Nations General Assembly meeting in New York, arrived late Wednesday. Intense negotiations went on overnight between Canadian officials and Zhi Shuping, the Chinese minister responsible for the canola file who’s also in Ottawa for the visit. Fearing a disease outbreak, the Chinese have been questioning the quality of Canada’s canola shipments and threatening to impose restrictions or cut access to a market that

was worth roughly $2.6 billion for Canadian canola producers in 2015. In this compromise, both sides agreed to

conduct additional scientific research to find a “science-based and stable solution,” the prime minister said. “This is great news,” Trudeau said. “Our progress on this file goes to show how two countries can collaborate, can solve difficult challenges together.” A worldwide surplus of the crop allows China to put pressure on its international suppliers. The size and growth of the largest Asian market, where cooking oil like that derived from canola is in high demand, made resolving this dispute essential.

Chinese premier, Trudeau announce exploratory free-trade talks Chinese Premier Li Keqiang and Prime Minister Justin Trudeau announced on Thursday exploratory talks on free trade will begin between Canada and China — with the goal of doubling trade between the two countries by 2025 — but a proposed extradition treaty is continuing to raise human rights concerns. Among the bilateral agreements on economic issues signed today was a four-year deal allowing for Canadian canola to continue to be exported to China, a trade worth $2 billion, and the resumption of Chinese imports of bone-in beef from Canadian cattle over 30 months of age. Trudeau touted Canada and China’s “renewed” relationship, which would allow for “honest, regular engagement” on issues that were important and perhaps the source of disagreement between the two countries. The proposed extradition treaty is raising concerns over the lack of due process in the Chinese justice system and the country’s use of the death penalty and other forms of corporal punishment. Premier Li told reporters China’s continued use of capital punishment is “consistent with

our national conditions” and that torture is against the law and all cases are investigated. “If we abolish the death penalty, more innocent people will probably lose their lives.” However, he said he “cannot promise” every prisoner in China is treated humanely, without torture, because China is such a large country. Li said there must be “consensus” between the two countries about repatriating people accused of crimes. Trudeau said China and Canada had been talking about extradition and capital punishment for years and now have a formal forum to air these issues. “We recognize that Canada and China have different systems of law and order and different approaches. And, it will be very important that any future agreement be based on reflecting the realities, the principles, the values that our citizens hold dear in each of our countries.” Trudeau told reporters at a news conference in Ottawa on Wednesday that Canada would have a “very, very rigorous process” to ensure that co-operating with China on the return of wanted fugitives didn’t result in human rights abuses that don’t comply with Canadian law.

Federal departments racked up $17M on cab rides over Liberals’ first seven months in power Federal departments and agencies spent nearly $17 million on cab rides in the first seven months of the Liberal government to transport bureaucrats, ministerial officials and even patients, according to new documents tabled in the House of Commons. Another $2.1 million went on promotional materials, such as pens, stationary, mugs and stickers, while $37,000 was spent on flowers. The numbers were released in response to a question from Conservative MP Ben Lobb. While the documents do not compare spending with previous years, some

departments like Global Affairs Canada – which racked up one of the largest taxi bills – said the tab “does not mark a significant change.” Health Canada had the largest combined cab bill, nearly $7.8 million, although the much of that – about $6.7 million – was for “patient travel under the Non-Insured Health Benefits Program.” The bill for its public servants was $866,046, while $113,277 was spent on non-public servant travel under the Indian Residential Schools Resolution Health Support Program.

Expect lower interest rates for some time to come, Bank of Canada signals The Bank of Canada governor is not alone in warning that weak economic growth and low interest rates have been with us for far longer than anticipated, and that trend is unlikely to change any time soon. It’s not just a domestic concern either, Stephen Poloz said Tuesday, but a global one that requires a lot of economic repairs across borders. But in an address in Quebec City, aptly titled “Living with Lower for Longer,” the governor offered that it doesn’t need to stay that way. “Increasing potential output growth by even a few tenths of a percentage point would make an important difference to all these issue,” Poloz told a business audience. “Raising potential output would boost the real neutral rate of interest and long-term interest rates, and it would increase returns on investments for savers and companies alike,” he said. “So, if there are policies that would

boost potential output — the sum of labour force growth and productivity growth — then we need to pursue them.” The governor insisted there are ways to turn the current “lower-for-longer” tide around. For one, the Group of 20 industrial nations — which includes Canada — have been pursuing structural reforms as a “third leg of the policy stool” that is supported by monetary and fiscal policies. The Bank of Canada has nearly exhausted options in its monetary tool kit. Poloz and his governing counsel reduced their key interest rate to 0.5 per cent in July 2015, following a similar 25-basis-point cut in January of that year in response to the oilprice collapse. They have since resisted going any lower, choosing to see the effectiveness of the federal government’s initial stimulus spending program, focused mainly on infrastructure projects with promises of more money to come over the next 10 years.

Monsef urged to quit Liberal cabinet amid claims true birthplace has ‘been known for quite awhile’ Federal cabinet minister Maryam Monsef says she was shocked to find out she was born in Iran — not Afghanistan — but political opponents in her riding are challenging her claim and alleging her true birth country has “been known for quite a while.” Yet, one of Monsef’s first cousins said Thursday that he and his immediate family members weren’t aware that she born in Iran, and while a “shock” to them, it “is not a big deal.” Monsef is also facing calls from a Conservative leadership contender to consider stepping aside from cabinet while an investigation can be completed. Monsef, the 31-year-old federal Minister of Democratic Institutions, was forced on the defensive Thursday after acknowledging she was born in Iran and that the narrative she has built of being the first Afghan-born Member of Parliament — something trumpeted by the Liberals — isn’t true. The Peterborough, Ont.-area MP said she learned only last week from her mother that she was born in Mashhad, Iran, and not in Herat, Afghanistan, like she has been led to believe her entire life. She has listed Herat, Afghanistan as her birthplace on her passport and is now taking steps to correct her official documentation. Monsef said she also learned that she spent most of the early years of her life in Iran with her mother and two younger sisters before they arrived in Canada as refugees. The Liberal minister said Thursday that the first she heard of her birthplace being questioned was last week when the Globe and Mail phoned her office to ask where she was born. Monsef said in an interview with Postmedia that she then left a phone message with her mother, Soriya Basir. The minister was in a car en route from Kitchener to Toronto, as part of her cross-country tour on electoral reform, when her mother reached her by cellphone. That’s when her mother told her she was actually born in Iran and spent most of her early childhood there. Monsef said she was shocked.

“It was a lot to take in, all at once,” she told Postmedia. “It took me a few hours to get back in that car.” The Prime Minister’s Office, which was caught off guard, did not comment Thursday and directed reporters to a statement Monsef released early in the day. Monsef appeared visibly shaken Thursday night in Prince Edward Island when faced with questions about when she found out she was born in Iran. Her voice wavered as she described how the controversy about her background has affected her personally. “I’m experiencing a wide range of emotions over the past week and especially today,” said Monsef, who was in P.E.I. for a town hall on electoral reform. “There’s been an outpouring of support and I do appreciate it.” When asked to respond to reports that it was known to some people in her community that she was born in Iran and not Afghanistan, Monsef carefully pointed out she was never considered an Iranian citizen. “I wish I knew, and if I did have an Iranian background we would have been able to settle in Iran. We were not recognized as Afghan citizens in that country as is the case for many relatives and family friends who still live there as refugees.” Monsef said she would “absolutely not” consider stepping down from cabinet. In an interview, the cabinet minister said she has learned that her family lived in Herat, Afghanistan, for three months in 1987-88, and again for 2 1/2 years from 1993 to 1996. After Herat fell to the Taliban in September 1995, the widowed Basir fled to Canada with her three daughters. But Monsef said she was born an Afghan citizen by dint of her parents being Afghan. It doesn’t make her Iranian that she was born on Iranian soil, she said — that’s not how it works there. It’s the parents’ nationality that counts, she said. And her mother never told her the truth about her birthplace because she didn’t think it mattered much.

Trudeau’s top aides billed taxpayers more than $200,000 in moving expenses, according to report The Globe and Mail is reporting taxpayers were billed more than $200,000 in moving expenses for two of Prime Minister Justin Trudeau’s top aides. A source told the newspaper that Gerald Butts, the prime minister’s principal secretary, and Katie Telford, his chief of staff, were reimbursed for moving their families from Toronto to Ottawa. The Globe reports the costs were

mostly for legal and real estate fees covering the sale of their milliondollar homes. One move cost almost $127,000, while the other was more than $80,000, though it’s unclear which expenses were associated with which aide. The news comes a day after it was revealed taxpayers have forked out $1.1 million to move some four dozen political staffers to Ottawa after Trudeau’s Liberals won power last fall. The expenses were disclosed

by the government in response to Opposition questions on the order paper. “People in Alberta are struggling and losing their homes, savings and livelihoods, but the prime minister is more concerned with making sure his friends are compensated,” Conservative MP Blaine Calkins said Wednesday in question period. “How can the prime minister justify to struggling Albertans this absolutely ridiculous waste of money?” In a statement, Kate Purchase, a spokeswoman for the prime minister, said the government has had a relocation policy for public servants and ministerial staff since the 1970s. She said the current policy was also in place under the previous Conservative government since January 2011. “Some people across government, and in the PMO, moved from rental to rental, others sold their homes and moved their families to Ottawa,” Purchase said. “In the case of the two larger numbers for the PMO, the vast majority of the costs had to do with real estate and legal fees.” Butts declined comment when reached by The Canadian Press, while Telford could not be reached for comment.

Low rain fall leads to low water level in dams The three reservoirs at Bhakra, Pong and Ranjit Sagar dams in the region remained far short of the water level than the maximum storage capacity even as the four months of the rainy season, considered to be the

filling period, have ended. The deficit rain in the catchment area virtually made it impossible for the water level to reach up to the maximum level. The filling period of the Bhakra and Pong reservoirs starts from May 21 and June 21, respectively, and ends on September 20. Lake, the water level was recorded at 1,650.38 feet only. It is over 26 feet lesser than the level recorded the same day last year (1,676.72 feet). This is the lowest water level in the reservoir this decade. Earlier in this decade on the end of the filling season, the lowest level was recorded at 1,655.83 feet on September 21, 2011. At Pong Dam with a storage capacity up to 1,390 feet, the water level was recorded at 1,369.31 feet against 1,380.95 feet recorded last year. The water level at the Ranjit Sagar Dam, also known as the Thein Dam, was recorded as 519.80 m against 511.16 m last year. Bhakra Beas Management Board chairman SK Sharma when contacted said, “Rains were about 20 per cent deficient in the catchment area this season. Besides, the water level was reduced at the Pong Dam for conducting a low-level inspection of the dam and all partner states would get substantial water supply for irrigation.”

Gagneja, 65, considered the main architect of the RSS in Punjab, was shot at by two masked motorcyclists in Jalandhar on August 6. The attackers had followed Gagneja and his wife in their car from their residence at Deep Nagar in Jalandhar Cantonment. Gagneja had no security as he had refused the offer by the police. With his intestines and other vital organs ruptured with bullets, he was shifted to the Ludhiana hospital and put on ventilator. Early on Thursday morning, his blood pressure fell drastically. As soon as the word spread that his condition was deteriorating, BJP leaders started gathering at the DMCH. Heavy security was deployed outside the hospital. Doctors declared him dead around 9.15 am. The post-mortem was conducted at the DMCH itself in the presence of CBI sleuths, owing to security reasons. Gagneja was was cremated in Jalandhar in the evening. Governor VP Singh Badnore paid tributes to him at the DMCH after which the body

was taken to Jalandhar. Senior BJP leaders accompanied the body. After hearing the news, Gagneja’s wife and their two daughters were inconsolable. The family headed for Jalandhar, where security was upped, especially outside the Gagnejas’ house and the RSS office, Peeli Kothi. Additional force from the PAP was also requisitioned. Gagneja had joined the RSS after retiring from the Army in 2004 and kept a low profile. The attack against him was extensively probed by Punjab Police. Rewards, including a job in the police, were announced for anyone providing leads in the case. Loads of CCTV footage from across the city was scanned but the cops remained clueless. Following pressure from the BJP leaders, the inquiry was handed over to the CBI. The central agency sleuths have been in the city for a week but they, too, have not been able to find a clue to the attackers.

Indian-American, two Indians among 17 UN Young Leaders for Sustainable Development Two Indians and one Indian-American are among the 17 people appointed as the inaugural class of UN Young Leaders for Sustainable Development Goals. They were chosen for their leadership and contribution to end poverty, fight against inequality and injustice, and tackling climate change by 2030. Ankit Kawatra, Founder and Chairman of Feeding India -- an organization that addresses food wastage and hunger, and Trisha Shetty, Founder and CEO of ‘SheSays’ -- a platform to educate, rehabilitate and empower women to take direct action against sexual assault in India, are among those selected. An Indian-American scientist and innovator Karan Jerath, 19, who designed the path-breaking device that shuts down undersea spills has also found place among the UN Young Leaders for SDGs. UN Secretary-General’s Envoy on Youth, Ahmad Alhendawi, said: “We are proud to announce this group of young global citizens who are already transforming their communities,” at the Social Good Summit in New York on Monday. “The selection process was an important reminder of the great potential and talent of so many young people around the world, who are making immense contributions to peace, development and the

achievement of the Sustainable Development Goals,” he added. “I am pleased to join in welcoming the inaugural class of UN Young Leaders for the Sustainable Development Goals,” said UN Secretary-General Ban Ki-moon in a statement delivered by Alhendawi. “These 17 young change-makers are a

testament to the ingenuity of youth and I congratulate them for their exceptional leadership and demonstrated commitment to the Sustainable Development Goals,” he added. Selected from over 18,000 nominations from 186 different countries, these leaders, aged 19-30 years, come from diverse backgrounds and will support efforts to engage young people in the realisation of the SDGs and will have opportunities to engage in the UN and its partner-led projects.

‘Saudization’ of sales jobs in the country hits the Indian community Saudi Arabia government’s move to nationalize sales and technical jobs in the cellphone shops of the country has hit the Indian community there. The move has come as a major blow as the sector is considered to be dominated by Indians all across Saudi Arabia, with thousands of Indians working in these shops. Saudi government, as part of the process of creating job vacancies in the country, decided last February to fully nationalize jobs in the mobile phone sector. Apart from creating job vacancies for the citizens, Saudi government also aims at putting an end to the “cover up (binamy)” business in the sector. The move has hit the Indian population living in Saudi hard. Many Indians have changed their business lines. Quite a few shops were closed while a large number of Indians have either travelled back to India

with a long period of re-entry visa or started sitting at their residences, waiting for a favourable atmosphere. There were efforts from various corners of the world for an extension of the deadline for this ‘Saudization’. However, the Ministry of Labour and Social Development has refused such requests and the order came into force on Saturday, following which strict official inspection and legal actions have been implemented. Penalties including fine of 20,000 Saudi Riyals and close inspection campaigns and visits will continue, in coordination with the Ministry of Municipal and Rural Affairs, Ministry of Commerce and Investment, and security agencies. According to the Saudi Labour Ministry, cellphone sector offers good financial returns, and the government hopes to meet the move with success, given the same move in many other sectors has almost failed in the past.

Illegal immigrants from India to US up by 1.3 lakh The number of unauthorised immigrants in the US has remained almost the same between 2009 and 2014 even as the count of those coming from India has gone up by 130,000 in the same period, according to a report. As many as five lakh unauthorised immigrants were from India in 2014, the Pew Research Center said in its latest report yesterday. Pew said the US unauthorised immigrant population — 1.11 crore in 2014 — has stabilised with the number from Mexico declining but the total from other regions of the world increasing. India is the country that saw the greatest increase in unauthorised immigrants since 2009 with a rise of about 130,000, for a total of 500,000 in 2014, Pew said.

Overall, the top five birth countries of unauthorised immigrants are Mexico, El Salvador, Guatemala, India and Honduras. Mexicans remain the majority of the nation’s unauthorised immigrant population, but their estimated number — 58 lakh in 2014 — has declined by about five lakh people since 2009. Mexico is the leading birth country of unauthorised immigrants in at least 38 of the 50 states and the District of Columbia. El Salvador is the leading birth country in the District of Columbia, Maryland and Virginia. The Philippines is the top birth country in Alaska and Hawaii. Other top birth countries include Brazil in Massachusetts, India in New Hampshire and Guatemala in Rhode Island.

India signs deals for 36 Rafale fighter jets India on Friday inked the much-awaited contract to buy 36 Rafale fighter jets at a cost of 7.87 billion euros (Rs 58,828 crore) from France. Defence Minister Manohar Parrikar and his French counterpart Jean-Yves Le Drian signed the deal. This will end the two-decade gap in procuring new fighter jets for the Indian Air Force (IAF) and will provide a technological edge. The IAF has not procured any new fighter jets for long, the last being the Sukhoi 30-MKI from Russia first ordered in mid-1990s and since then licence-produced in India by Hindustan Aeronautics Limited (HAL). The first of the jets from France is to be delivered in 36 months, that is September 2019, and the entire lot will be delivered over the following

30 months. The French company will make India-specific changes like the nextgeneration missiles like Meteor and Scalp, which will add capability much beyond India’s immediate adversaries. The plane will be fitted with synthetic aperture radar and radarjamming. The Meteor is a BVR (Beyond Visual Range) air-to-air missile with a range in excess of 150 km. It will allow the IAF to hit targets inside both Pakistan and Tibet from within its own territory. The Scalp is a long-range air-tocruise missile with a range of 300 km. Parrikar said, “Rafale is a potent aircraft which will add to the IAF’s capability.”

Goa court acquits 2 men in UK girl’s rape, murder Eight years after British teenage girl Scarlett Eden Keeling was found dead on a beach in Goa, a children’s court here on Friday acquitted two local men accused of drugging, sexually abusing and leaving her to die on the shore. Goa Children’s Court Judge Vandana Tendulkar acquitted Samson D’Souza and Placido Carvalho of all the charges in the high-profile case, which had cast a shadow on the coastal resort, a former Portuguese enclave. Carvalho and Samson were charged with culpable homicide not amounting to murder, sexual abuse and drugging. As the verdict was pronounced in a jam-packed court hall, Scarlett’s mother Fiona MacKeown did not hide her deep disappointment. “I am devastated, I am shocked,” said Fiona, who waited for long for the verdict in the case as the trial dragged on for years due to several

reasons, including withdrawal of the initial prosecutor and failure to get the deposition of a key witness from abroad. Talking to reporters outside the court here, Fiona, who flew down to Goa from Davon (UK) to be present in the court for the final verdict, said, “I am shocked. I was not expecting acquittal. I was expecting conviction. I will challenge the order.” Goa Chief Minister Laxmikant Parsekar termed the judgment as “unfortunate”, but said it will not hamper the image of the coastal state. “I have just heard about the verdict, I have not gone through the entire judgment. I feel the outcome of the verdict is heartbreaking, it is very unfortunate. Unless, I go through the judgment I would not be in a position to detail my reaction,” he said. Police have issued sketches of suspects spotted moving suspiciously near a naval base at Uran in neighbouring Raigad district, even as multi-agency search operations are on to trace them a day after a high alert was sounded along the Mumbai coast and adjoining areas. Based on the description given by some schoolchildren at Uran who spotted the armed suspects, their sketches were issued on Thursday night, police said on Friday. The schools and colleges in Uran and adjoining areas have been shut on Friday. “As per the reports, five to six people were sighted in Pathan suits and appeared to be carrying weapons and backpacks,” Naval spokesman Commander Rahul Sinha had earlier said.

SC upholds conviction of ex-Haryana DGP The Supreme Court on Friday upheld the conviction of exHaryana DGP SPS Rathore in a 1990 molestation case, but reduced the 18-month jail term to the period already served, that is, about six months. He had been convicted of molesting 14-year-old budding tennis player Ruchika Girhotra. A bench headed by Justice MB Lokur modified the 18-month term to the period already served by Rathore. He was granted bail by the apex court in 2010 in connection with the case before which he spent around six months behind bars.

Military build-up along LoC India and Pakistan are locked in an eyeballto-eyeball confrontation along the Line of Control (LoC) in Jammu and Kashmir, testing each other’s nerves and military acumen. Since the terror attack on the Army camp in Uri sector on September 18, in which 18 soldiers were killed, there have been enough noises on either side to indicate that matters could turn worse. Any movement, rotation of troops or fighter pilots conducting night sorties — all routine matters — are being observed in detail on either side of the border. Ever since the Director General of Military Operations (DGMO), Lt Gen Ranbir Singh, made it clear that “the Indian Army reserves the right to respond at a place and time of its choosing”, a wary Pakistan Army has effected certain changes. Pakistan daily ‘Dawn’ has cited the partial closure of two motorways, M1 (Peshawar-

Islamabad) and M2 (Lahore-Islamabad), as a fallout. However, the National Highway Authority of Pakistan termed it “routine maintenance work”. The two main arteries of the country’s road network are used by Pakistan to build up troops along the LoC, a 749-km-long de facto boundary that divides J&K between India and Pakistan. The Pakistan Air Force landed fighter jets on one of these motorways, an exercise undertaken to practise landings in case runways are damaged by the enemy. Pakistan calls this exercise ‘highmark’, which is conducted once in five years. The assessment is that the Pakistan Army may be preparing to counter a possible strike by the Indian forces. Sources said so far there had been no overt display of movement of troops or equipment. “Both sides want to hide their intent, if any,” said an officer.

Stalker stabs teacher to death in broad daylight

Captured by CCTV on Tuesday in the streets of Burari, in North Delhi, it began with a man dragging a woman along the sidewalk before throwing her to the pavement. He pulled out a single blade from a pair of scissors and stabbed her with tremendous force. Then he continued to stab her again and again. At one point, he paused to kick her in the head. As the man continued to stab the young woman, who was writhing in pain in clear view of every passerby, several people wandered by.

Some ignored the scene entirely, while others glanced over and kept walking. One man in a backpack and another man stuck around, waving their hands helplessly in the air. At one point, a person on a motorbike stopped and seemed to speak to the attacker as he continued stabbing the woman. But by then, the woman had stopped writhing. She was still. No one took any action to stop the horror, according to the video. Within seconds, everyone wandered off, leaving the woman’s body to lie along the street.

Pak a ‘terrorist state’, carries out war crimes- India

India on Thursday called Pakistan a “ terrorist state “ and accused it of carrying out “war crimes” against Indians through its “longstanding policy” of sponsoring terrorism, hours after Pakistan Prime Minister Nawaz Sharif racked up Kashmir issue at the UN+ General Assembly session. In a strong rebuttal, India said the terrorists designated by the UN continued to roam Pakistan’s streets freely and operate with State support. Exercising India’s Right of Reply to Sharif ’s “long tirade” about the situation in the Indian state of Jammu and Kashmir, first secretary in the permanent mission of India to the UN Eenam Gambhir said “the worst violation of human rights is terrorism.” “When practised as an instrument of state policy it is a war crime. What my

country and our other neighbours are facing today is Pakistan’s long-standing policy of sponsoring terrorism, the consequences of which have spread well beyond our region,” she said. Gambhir said India sees in Pakistan “a terrorist state” which channelizes billions of dollars, much of it diverted from international aid, to training, financing and supporting terrorist groups as militant proxies against it neighbours. In a reference to Jaishe-Mohammad chief Masood Azhar and Mumbai terror attack mastermind Zakiur-Rehman Lakhvi, Gambhir said terrorist entities and their leaders, including many designated by the UN, continue to roam the streets of Pakistan freely and operate with State’s support.

AAP MLA arrested in sexual harassment case

Aam Aadmi Party (AAP) legislator Amanatullah Khan was on Wednesday arrested after a sexual harassment complaint by his brother-in-law’s wife, police said. “We arrested Khan today (Wednesday). We had called him for questioning after his brother-in-law’s wife filed a complaint,” a senior police officer said. After his arrest, Khan, who represents Okhla constituency in south Delhi, took to Twitter and wrote: “Came here at (the) DCP office Sarita Vihar for general discussion. But they arrested me”. Following the complaint by the woman (spouse of his wife’s brother), a FIR was lodged against Khan at the Jamia

Nagar police station in south Delhi on September 10. The complainant accused Khan of pressuring her to have a sexual relationship. Khan has denied the allegation, saying he had “no connection with the woman at all”. The AAP leader was booked under Sections 354 (assault or criminal force on woman with intent to outrage her modesty), 509 (word, gesture or act intended to insult the modesty of a woman), 506 (criminal intimidation), 498-A (relative of husband of a woman subjecting her to cruelty) and criminal conspiracy, police said. Khan had gone to the Jamia Nagar police station on Sunday to surrender, but police refused to arrest him.

Pastor tells court he had to rape mother & daughter in order to save them A 75-Year old pastor charged with the rape of two women told the court yesterday that he committed the alleged act to educate them on adultery and the need for them not to look for other men because he wanted to be the only one for them. The founder of the Back to Eden ministry took the witness stand for the defence as the trial went into its second day before Justice Vinsent Perera at the High Court in Suva. The pastor is charged with four counts of rape. The alleged incidents took place between 2012 and 2015 in Labasa and Tailevu. In his evidence, the accused admitted touching and sexually engaging with the two complainants.

However, he clarified his intentions was not to rape. He said those acts were part of his teachings to the youths as they prepared to go for their missions. Two powerful American lawmakers have introduced a bill in the US House of Representatives to designate Pakistan a state sponsor of terrorism, in a setback to Islamabad at a time when Prime Minister Nawaz Sharif is trying to drum up support over the Kashmir issue. As Sharif held talks with world leaders on the sidelines of the 71st session of UN General Assembly to internationalise the dispute with India, the two lawmakers said it was time that the US stopped paying the country for its “betrayal”. The bill, HR 6069 or the Pakistan State Sponsor of Terrorism Designation Act, enjoins the US administration to make a formal call on the matter within four months of its passage. Solution to Madhesi problem soon Nepal Prime Minister Pushpa Kumar Dahal ‘Prachanda’ today said a solution to the Madhesi problem was in sight soon as his government was holding sincere talks with the community, noting legitimate demands will be accommodated within the framework of the Constitution. Calling his talks yesterday with Prime Minister Narendra Modi “very successful”, Prachanda said Nepal’s peace process has the goodwill and encouragement of India. “We are holding talks with them (Madhesis). Before coming here, we had a meeting with them. Talks are going forward in a cordial environment. I am confident that a positive solution to the problem will be found soon,” Prachanda told a select group of journalists. He, however, refused to give a timeline in arriving at the solution. He said after finding the solution to the demands of the Madhesi community,

the Constitution will emerge as a historical achievement for all sections. The Madhesi community, mostly Indian origin, have been strongly opposing certain provisions of the Constitution, saying they will politically marginalise the community. The Madhesis have been seeking India’s intervention on the issue. The Nepalese Prime Minister said his government will take on board all sections of the Nepalese society in implementing the Constitution, adding “we will accommodate legitimate demands within the framework of the Constitution.” He said he had come to India with a “definite purpose” and that the visit has been very successful, adding there is a convergence between India’s neighbourhood first policy and his government’s top priority in improving ties with the neighbours.

Pakistan inaction against terrorists stems from ‘India phobia’: Afghanistan Pakistan’s lack of will in dealing with insurgents+ stems from its “India phobia”, its military and civilian tensions and its trust deficit with neighbours, Afghanistan’s foreign minister has said while demanding the dismantling of “safe havens” in Pakistan to defeat terrorism. “ The way Pakistan behaves+ is because they have India phobia, there are military and civilian tensions and there is trust deficit between Afghanistan and Pakistan,” Salahuddin Rabbani said here when asked what motivates Pakistan in dealing with insurgent groups and its “lack of will” to help+ deal with Taliban and other terror groups. In a talk at the Council on Foreign Relations on Wednesday, Rabbani said out of these three reasons, Afghanistan and Pakistan can work on the issue of the trust deficit. “After the formation of the national unity government, we did our best to go and work with Pakistan and we tried to open a new chapter of relations. On India phobia and the military and civilian tensions of the Pakistani leaders, this is something that they (Pakistan) have to sort it out,” he said. He said Afghanistan does not expect the violence and terror to subside anytime soon “as the Taliban and affiliate groups are sustained with logistical, financial and material support from elements in Pakistan.” Kabul has repeatedly underscored that terrorism will not be defeated in Afghanistan or elsewhere “as long as the distinction between good and bad terrorist continues” coupled with the lingering problem of terrorists’ safe havens and sanctuaries which remain unaddressed. “As our fight against terrorism continues, we have not closed the widow of opportunity for peace and reconciliation with the elements of armed opposition ready to give up violence. Yet we know that any prospect for the success is strictly contingent on the extent to which the government of Pakistan is ready and willing to clamp down on extremist groups,” he said. On the safe havens provided to terror groups in Pakistan, he said the spike in violence in Afghanistan shows that terror groups have continuous support “from somewhere” otherwise they would not have been able to fight in several provinces at the same time. “We saw where their leader (Mullah Akhtar Mohammad) Mansour got killed,” he said referring to the Taliban leader killed in an airstrike in Pakistan in May this year. “Their sanctuaries, bases are somewhere in Pakistan. The Pakistani leadership should take this seriously and should make sure that these groups don’t operate in those areas,” Rabbani said.

India wants an ‘accommodating’ Constitution in Nepal As Nepal undergoes a political transition, India today pitched for implementing the country’s Constitution by accommodating aspirations of all sections and assured it of all possible support amid China’s efforts to gain ground in the Himalayan nation. Prime Minister Narendra Modi held an “extensive and productive dialogue” with his Nepalese counterpart Pushpa Kamal Dahal popularly known as Prachanda after which the two sides inked three pacts including one on India extending $150 million for Nepal’s post earthquake reconstruction. It is Prachanda’s first visit to India after becoming Prime Minister for the second time. KP Sharma Oli quit the top post in July following fresh political turmoil due to protest of Madheshi community against the new Constitution. The two countries also decided to continue cooperation in areas of defence and security. In a statement to media following the talks, Modi said India hoped Nepal will be successful in implementing the Constitution through inclusive dialogue accommodating aspirations of all sections of its diverse society.

Radhika Apte and Surveen Chawla starrer should be called Sex And The Village instead!

It is quite a wave of fresh air to see so many women centric films come in a span of nine months. And all of them have managed to work tremendously not just at the box office but even attain a big thumb’s up from the critics. Radhika Apte, Surveen Chawla, Tannishta Chatterjee and Lehar Khan starrer Parched also takes us back to seeing what happens when four women chill together. Now before I speak further, I’d like to wipe out the misinterpretation caused by the promos of Parched and state that no, not a woman empowerment film! Bewildered? I was too when I watched the film. Here’s a film that focuses not on how a woman is troubled by the old school norms of the society but also how her sexuality is affected because of the same. The film is of sexual awakening, more than women empowerment and good that the director, Leena Yadav has turned our attention to something so different yet so basic! What’s it about: The film revolves around the lives of four woman, well, mainly three. So

yeah, Lajjo (Radhika Apte), Rani (Tannishta Chatterjee) and Surveen Chawla (Bijli) are three BFFs. The backstory of these three women is that Lajjo works for a garment manufacturer along with her widow friend Rani. Bijli on the other hand, works as a dancer cum sex worker. The perils they face range from the way the men in their lives treat them to how they haven’t experienced sex in the most pleasing form. Rani has been a widow for 15 years and is trying to get her only son married to a village belle. Lajjo is constantly fighting with herself to hold a smile despite facing abuses from her husband for being barren. Bijli, is at the peak of her career as a dancer and sex worker but then faces competition as her boss brings in a young girl. Now how they break free from this as they experience new realms of sexual nuances, is what the film unravels into. What’s hot: I gotta admit, after Shabd and Teen Patti, Leena Yadav has improved tremendously in terms of direction. A lot of frames and how the story has been

weaved together is commendable. It’s not something you’d see in a conventional Hindi cinema. So you’ll probably enjoy the fact that the film is way different from what’s usually expected of a Hindi film. I think this is the second sexual awakening film I’ve seen since Margarita With A Straw. While the film did a little goof up with the way it was promoted (focussing on the Down Syndrome part), the intent was different. Similarly even Parched speaks volumes of sexual awakening as you will pin point in the film when you watch it. That again makes it an intriguing watch. What I really liked was the rural feel of the film. Not exactly mentioning the name of the village, Yadav has basically made a good point that can happen anywhere. Of course, when it comes to acting, all the ladies did a phenomenal job. Tannishta as the widow who once again faces with her lost sexuality is very convincing. You can see how parched she has been without the touch of a man in her life. Radhika‘s Lajjo character was oh so adorable! She was a sweetheart! Wasn’t a big fan of Surveen‘s character but we’ll get there later. Finally, the intimate scenes have been shot very aesthetically and with a realistic approach. What’s not: Firstly, this could slightly also hit hard at the marketing team for they have been promoting the film in a totally wrong direction. The trailer is also quite misleading as when I looked forward to watch the film, I was hoping for some women empowerment and yes, some hard hitting storyline. Instead all I got was am Indian version of Sex And The City! Okay, perhaps we could call it Sex And The Village since that’s how it is. After

the film was over, there was no sense of elation as the hopes and expectations I had were for something completely different. Bad job there! The film falls in the niche cinema genre so I doubt many would opt for it on a weekend. They might consider it with all the hype but very few might actually understand the depth of what the real message of the film is. I’m still a little perplexed about Surveen’s character, to be honest. She’s shown as a sex worker cum dancer. She likes the attention and is not afraid of her boss breathing down her nose. But wait, the boss has other plans. He brings in competition and makes her insecure because of a younger model (who becomes everybody’s fancy instantly!) Chawla’s character then sort of goes way beyond her inhibitions to prove she’s still to shiz. But for what joy? I didn’t find any depth in her character and I wasn’t really happy with her acting. Even her accent was so confused, just like her character. What to do: While this one is clearly a Sex And The Village that many girls might enjoy, it’s not gonna leave you with a feeling of elation as it’s more like a chick flick for the rural audience. You might like it but it won’t make you go ‘woah’! After watching Pink and having high hopes for some more of hard hitting women centric films, I was very disappointed. One time watch would be enough for this film.

Hyderabadi Chicken Dum Biryani Biryani! Doesn’t that word conjure feelings of joy and comfort? Who doesn’t love this pampered, fragrant, rice delicacy that reigns supreme as the world best one pot meal? For many of my dear readers, today’s post is a long awaited one. At last I got to blog the recipe of the quintessential ‘home style’ Chicken Dum Biryani from the royal kitchen of the Nizams. A dish that calls for an elaborate process and requires lots of TLC aka ‘tender loving care’ while preparing unlike the quick pressure cooker biryani. There are two versions, Kachha (raw) and Pakki (cooked) Biryani. Today’s recipe is basically a Hyderabadi kachha style of biryani where marinated raw chicken and partially cooked basmati rice are layered and cooked on dum,

over low heat. I prepared this biryani a couple of times, the recipe is perfect and has never failed me. Once the biryani is cooked on dum, as you open the lid, the kitchen smells fragrant, rich with the reassuring aroma of pure ghee and saffron and the chicken cooked to melt in the mouth tenderness. Chicken Dum Biryani A few things to keep in mind while preparing biryani. Use best quality aged Basmati rice, good quality chicken and the best saffron available. Marinate chicken for at least 4-6 hrs and if

running out of time then two hours will do. No short cut methods and all the ingredients listed below are a MUST, in other words, there are no substitutes for the mentioned ingredients. Ingredients: 1 kg chicken, washed and drained completely 2 large onions, finely sliced 2 tbsps chopped coriander leaves 1 tsp saffron 1/2 cup luke warm milk salt to taste 2 tbsps ghee + 5 tbsps oil For marination: 3/4 cup thick curd/yogurt 8-10 green chillis, make a small slit in them 1 1/2 tbsps ginger garlic paste 1 tbsp red chilli pwd (adjust) 1/4 tsp turmeric pwd 3/4 tbsp coriander pwd 1/2 cup chopped coriander leaves 3/4 cup pudina leaves juice of 1 lemon 1 3/4 tsps salt Biryani masala, make pwd: 8 cloves 1 cinnamon stick 4 elaichi/cardamom 3/4 tsp shah jeera 12 pepper corns Ingredients to cook rice: 4 cups Basmati rice 6 cloves 3 cardamoms 1 cinnamon stick 3 bay leaves 1 marathi mogga 1 star anise 10 mint leaves 1 tbsp oil 1 1/2 tbsps salt 1 Marinate chicken with the ingredients called for ‘marination’ along with biryani masala pwd. Keep aside for 4 hrs or a min of 1 1/2 hrs. While the chicken is marinating, work on the rest of the preparation. 2 Cook basmati rice in lots of water along with bay leaves, cloves, cinnamon, cardamom, marathi mogga, elaichi, oil, salt till its half cooked. Strain the water and spread the rice on a large wide plate. Allow to cool. 3 Heat 1 tbsp oil + 1 tbsp ghee in a vessel, add sliced onions, saute for 8-10 mts till caramelized. Remove and keep aside. 4 Add the saffron to the luke warm milk and combine well. Keep aside. 5 Take a wide deep vessel to prepare the biryani. Add 3 tbsps oil, add the marinated chicken and spread out over the vessel. Cook on high for 2 mts. Add a tbsp of oil over the chicken pieces. Reduce flame. 6 Spread half of the rice over the chicken layer, pour half a tbsp of ghee all over the rice, add half of the caramalized onions and spread over the rice. Next sprinkle a tbsp of coriander leaves and pour about one fourth cup of saffron milk over the rice. Over this layer, spread the remaining rice. Again pour half a tbsp of ghee all over, add remaining caramelized onions and spread over the rice. Finally sprinkle a tbsp of coriander leaves and pour remaining saffron milk over the rice. 7 Place lid and over the lid place a heavy weight and seal the edges with wheat dough. Cook on high flame for 2 mts. Remove the vessel from the stove and place a iron tawa. Allow to heat. Reduce to low flame and place back the biryani vessel on the iron tawa and cook biryani for 20-25 mts. Turn off heat and do not remove lid for 10 mts. 8 After 10 mts, remove lid, combine gently and serve hot with raita and curry of your choice.

Toronto is expected to lead the country in sales of homes worth more than $1 million as the market in Vancouver cools off, Sotheby’s International Realty Canada said Wednesday. The firm said Vancouver sales of singlefamily homes in the $1 million-plus range declined by 30 per cent in July and by 65 per cent in August, compared with the same months last year. Sales of Vancouver luxury homes over $4 million were off by 33 per cent year-over-year in July and by 46 per cent in August. Condominium sales dropped sharply in Vancouver during the two months. From sales of 93 units worth more than $1 million in July, sales skidded to 49 in August, while sales of condos over $4 million went from seven units in July to zero last month. Sotheby’s said the introduction of the 15 per cent foreign buyer tax by the provincial government on Aug. 2 “injected uncertainty” into the market and is expected to moderate sales activity in the fall. B.C. brought in the foreign buyer tax to curb property speculation. It also gave the city the power to tax empty homes, a move that Vancouver Mayor Gregor Robertson on Wednesday said could result in some homeowners soon paying as much as an extra two per cent tax on their properties. Even so, a huge shift in business tenancy is expected as the region experiences something it has not seen before: an office-tower building boom much of which is speculative construction rather than for specific committed tenants. “This is kind of uncharted territory for Vancouver,” said Mehdi Shokri, a principal with the capital markets team at Avison Young. “But I don’t see a big disaster occurring.” The Credit Suisse tower is only the most visible and furthest along of a second wave of new office towers planned for Vancouver and some key suburbs. A first cluster of towers – some two million square feet – was built downtown in the past three years. Another 11 office developments are proposed within blocks of Credit Suisse’s Exchange tower at Howe and West Pender streets, even while the office-vacancy rate in the region continues to inch up as a result of the first wave of building. But commercial brokers say the city is not about to be populated by ghost towers.

Well-dressed ‘professional tenant’ won’t leave Toronto apartment

A Toronto landlord says she’s been conned by a “professional tenant” who’s been living in her Yorkville home since July without paying rent. “It’s been a living hell for the past two months,” Robin Ennis said in an interview. The matter is the subject of a case being heard by the Ontario Landlord and Tenant Board. The tenant, James Regan, 62, lost a similar dispute at the board earlier this year over another property he was occupying. The board ordered his eviction in that case. Regan appealed that eviction and lost in Ontario Superior Court, a process that

took eight months, during which he lived rent-free in the condo near Old Mill Road and Bloor Street West. Rent was $3,200 per month and, according to court documents, Regan owed more than $25,000 when a second eviction was ordered on July 29. The following day, Ennis said she met Regan, who was well-dressed and polite, when he inquired about renting a second-floor apartment in her home on Avenue Road near Dupont Street. Ennis says they signed an agreement to lease and Regan promised to pay first and last month’s rent, provide proof of insurance, as well as a credit and criminal background check.
