G

overnments almost never consider bills introduced by the Opposition. There are a lot of reasons for that — some good, some not so good — but it’s a long, unfortunate tradition in Canada’s notoriously partisan parliaments. In B.C., we broke from that tradition. Earlier this spring, the Greens introduced a bill that would set clear guidelines for sexual assault and misconduct at all public post-secondary institutions in B.C. I happened to be reading it during Question Period when I was surprised with a question about whether or not we would pass it. As I got up to answer, I decided that our government would pass the legislation. I knew it was the right thing to do. Why? It’s about changing the environment in which post-secondary students spend most of their time, and providing more support for victims of sexual assaults and sexual violence on college and university campuses. It speaks to the large number of women and men who stay silent about their experiences. I knew all too well why women stay silent. For over 35 years, I’ve been one of them As I sat in my chair on the floor of the legislature, it struck me: I knew all too well why women stay silent. For over 35 years, I’ve been one of them. I grew up in suburban Burnaby, the youngest of four kids in a community where it seemed like there were four children in every house. The road up the hill was teeming

with kids walking to school, and then back home for lunch at noon. In 1978, nobody drove anybody anywhere. You either hoofed it, or when you were old enough, took a bus. It was back in the day when there were lots more kids than parents around. The days before chronic over-scheduling, when kids were allowed to waste time and wander. I don’t remember everything from my youth, but I do remember all of the sexual advances from strangers: getting flashed, groped, spied on. Things that no person should experience, let alone a young

girl or teenager. Most of all, I remember the time a stranger pulled me off the sidewalk into the bushes. There was no doubt in my mind that he wanted to hurt me. I’ll never know what might have happened. What I do know is that I never told anyone about it. It was a sunny day, and I was walking to work at my first job. A man suddenly jumped out, grabbed me and pulled me out of sight into a deep copse of shrubs. He didn’t say anything. I don’t even remember what he looked like. I remember wondering

where he had come from, and why I hadn’t seen him. And I remember being very scared. Luckily, it didn’t last long. When he pulled me down the little slope, it must have shifted him off balance. He loosened his grip for a moment, giving me a chance to wriggle away, clamber a few feet forward, and get out of the bush. Once I got out into the sunlight, I ran like the wind. When I got to my restaurant job, overflowing with relief that I was safe, I stopped outside to catch my breath. Then I went in, put on my apron, and got to work. I never told anyone. Not about this or any of the other frightening things of a sexual nature that happened to me as a child or a teenager. For 35 years, it’s as though they never happened. Continued on next page...

Suspect in Surrey taxi robbery sought

S

urrey Mounties are asking for the public’s help in identifying a suspect in the robbery of a taxi driver last month. On May 16, shortly after 1 a.m., police were called to the robbery of a cab driver in the 10300 block of 127A Street in Surrey. The suspect, described as a white male in his 30s who stands about six feet tall, assaulted the taxi driver and stole his money and personal belongings before fleeing the scene. Police canvassed the area for additional information and forensic evidence, but are now turning to the public for assistance. Over the last few weeks, I’ve shared this story with female friends and colleagues. Almost every single one of them also had a story. Like me, none of them had said a word. That’s why the stories of so many women who stay silent have struck me so deeply. Many of their stories are much worse; horrifying events will take years of determined effort to heal. Nonetheless, many of us share something in common: we have never spoken about it, not to the authorities, or our parents or spouses. I don’t claim to speak for all women in explaining why I didn’t tell, but for me, as a child and then a teenager, I was ashamed. It made people uncomfortable. I suppose I felt that if I hadn’t been physically hurt, people would think I was self-absorbed, overly upset about something that was just part of life for my half of humanity. I told myself: Get over it. Bad things happen. It was trivial. Sexual violence is common. Unfortunately, so is staying silent about it. Our silence

makes it easier for those who wish to harm us. We don’t share our stories, we don’t think anyone would care much if we did, and then we live with the warped impression that we are alone in our fear and shame. I’m not speaking out for sympathy; I don’t need it. I am speaking out because as Premier of British Columbia and B.C.’s first elected female premier, I am privileged to have a public platform. I want women who have never said anything about sexual violence in their lives to know they are not alone. Shame is painful. It’s also pervasive and isolating, but the capacity to survive and heal is achievable through the sharing of our experiences. Let’s build a community where women and men who have dealt with sexual violence can feel safe and comfortable talking about it. Let’s build strength in numbers. Let’s help the institutions where we work, go to school and live our everyday lives, understand the breadth of this problem. Let’s get to work on addressing it. You know what bothers me the most about what happened to 13-year-old me? Not knowing if the man who pulled me into

the bushes kept going until he caught a girl who couldn’t get away. I wish I’d had the courage to say something then. I do now. Christy Clark is the premier of British Columbia

Say no to tolls to fund Translink

C taxpayers have loudly voiced their opinion that they do not want a tax increase of any kind to fund Translinks. Yet politicians and some business groups keep on coming up with new ideas to increase the tax burden on Metro Vancouver tax payers. This time it is Anita Huberman, CEO of the Surrey Board of Trade, who is pushing for more fees and a taxes to be piled upon taxpayer s in order to fund Translink. We’re playing catch up all the time,” Huberman said. “We need a plan for the future,” Huberman made the comments a day after TransLink’s new CEO, Kevin Desmond, floated the notion of tolls for transit funding to the Surrey business group. Cities need the power to use road tolls and congestion taxes, SBOT says. Huberman would have sounded more credible if she had suggested that her members, the business community, should be taxed as well to fund the Translink. But no, she only wants ordinary workers using the row to get to their place of work to pay for Translink. Huberman reprints the business community, not the transit users or ordinary taxpayers. Taxpayers do not want yet another tax and fees increase to pay for an inefficient Translink.

In his first visit, Modi used the Madison Square event to tap overseas Indian sentiment and the enthusiastic reception was duly noted by global media. It was an effective strategy to counter activists raising human rights issues. The PM’s warm relationship with Obama was crucial for his plans to push Indian interests ranging from Pakistan, China, technology, investments, defence, climate change to admission to the NSG.


Local Accused asked friend to keep crime scene detail from police

A

woman accused in the fatal stabbing of Jagtar Gill told a friend doing interior design work at her house that she saw blood inside the Gill home on the day of the stabbing, then two days later told her not to share that information with police, an Ottawa court heard Monday. Gurpreet Ronald, 37, is facing a first-degree murder charge in the death of Gill, 43, who was found bludgeoned and stabbed to death on the afternoon of Jan. 29, 2014 in her home on Brambling Way in the Ottawa community of Barrhaven. Also facing a first-degree murder charge is Jagtar Gill's husband, 40-year-old Bhupinderpal Gill. The Crown alleges Ronald and Bhupinderpal Gill were lovers and conspired to murder Gill's wife because they were involved in a long-term affair. The two are being tried together, but have each retained their own legal counsel. On Monday afternoon the court heard from Rosa DeMarco, a public servant with a side business as an interior designer, who was working at Ronald's home on the day Gill's body was found. DeMarco said she and Ronald were friends, and that Ronald had confided in her that she believed her husband was having an affair and that she planned to leave the marriage. DeMarco said she had also met Bhupinderpal Gill through Ronald and that after a few visits she noticed the two had feelings for each other. But she said Ronald never confirmed or denied that and described Gill as "an old family friend." DeMarco told Ontario Superior Court Justice Julianne Parfett and the 12-person jury that Ronald arrived home that afternoon at about 3:30 p.m. "out of sorts" and distracted. She said Ronald said something about her husband and then broke down crying, saying "It's tough" and then "I'm tough and I'll deal with it." Then Ronald's children ran in screaming about police at the nearby Gill home, DeMarco said. Ronald told DeMarco she had seen Bhupinderpal Gill earlier at grocery store buying cake and flowers, and then described going to the Gill home front door. Ronald said she saw police there, noticed the door ajar and said she saw blood in the home, DeMarco said. Last week in court, a police officer at the scene testified Ronald had twice approached the front door of the house but was blocked from doing so. DeMarco said Ronald was in a daze and seemed preoccupied. DeMarco said two days later she went to see Ronald and Ronald seemed confused that she had told DeMarco about the blood. She told the court Ronald asked her not to tell police about the conversation about seeing blood in the home. DeMarco said she was emphatic in her response, saying “I can’t do that.” DeMarco said Ronald spoke of how the police had interrogated her and that she thought her phone had been tapped. DeMarco said she felt uncomfortable having the conversation and wanted to leave the house. Under cross-examination from James Harbic, Bhupinderpal Gill’s lawyer, DeMarco clarified the exchange, saying Ronald had begun to ask “Well if they ask you about the blood, can you not…” and DeMarco responded, “Are you asking me not to say anything?”

Hill agreed with Harbic that police wanted proof that the two were having an affair — and that if the pair spent the weekend at the hotel, police would get a warrant to record their conversations. However, Ronald turned down the door prize one month later, Hill testified.

Premier Christy Clark talks of personal experience behind as a reason for support of campus sex assault bill

.C. Premier Christy Clark supported a private member’s bill on sexual assault because she went through things “no person should experience” as a young girl, she reveals in a letter released to the media this morning. “As I sat in my chair on the floor of the legislature, it struck me: I knew all too well why women stay silent. For over 35 years, I’ve been one of them,” Clark says in the letter. “Earlier this spring, the Greens introduced a bill that would set clear guidelines for sexual assault and misconduct at all public postsecondary institutions in B.C. I happened to be reading it during question period when I was surprised with a question about whether or not we would pass it,” the letter says. “As I got up to answer, I decided that our government would pass the legislation. I knew it was the right thing to do.” Clark recalls growing up in the Vancouver suburb of Burnaby in the days “when there were lots more kids than parents around. The days before chronic over-scheduling, when kids were allowed to waste time and wander.” But with that freedom came some dangerous encounters, the letter says. “I don’t remember everything from my youth, but I do remember all of the sexual advances from strangers: getting flashed, groped, spied on. Things that no person should experience, let alone a young girl or teenager.” In particular Clark recalls one incident when she was attacked by a stranger while walking to work when she was 13 years old. “It was a sunny day, and I was walking to work at my first job. A man suddenly jumped

out, grabbed me and pulled me out of sight into a deep copse of shrubs. “He didn’t say anything. I don’t even remember what he looked like. I remember wondering where he had come from, and why I hadn’t seen him. And I remember being very scared. “Luckily, it didn’t last long. When he pulled me down the little slope, it must have shifted him off balance. He loosened his grip for a moment, giving me a chance to wriggle away, clamber a few feet forward, and get out of the bush. ‘I never told anyone’ “Once I got out into the sunlight, I ran like the wind. When I got to my restaurant job, overflowing with relief that I was safe, I stopped outside to catch my breath. Then I went in, put on my apron, and got to work. “I never told anyone,” the letter continues. “Not about this or any of the other frightening things of a sexual nature that happened to me as a child or a teenager. For 35 years, it’s as though they never happened. I told myself: Get over it. Bad things happen. It was trivial.” Now, years later, she says she realizes that victims of sexual assault need help ending their silence. “Sexual violence is common. Unfortunately, so is staying silent about it. Our silence makes it easier for those who wish to harm us. “I’m not speaking out for sympathy; I don’t need it,” she says. “I am speaking out because as Premier of British Columbia and B.C.’s

Earlier this week, UBC introduced its draft policy. Farrah Khan, a sexual violence support and education co-ordinator at Ryerson University in Toronto, applauded Clark’s decision to speak out. “I’m so glad she did, because it opens up the door for other women to tell their stories, other women to get the support they need, and to know they are not alone and that they’ll be believed heard and seen.” Irene Elhaimer, director the Women Against Violence Against Women, also commended the premier, but said the province could do more to support the victims. “It’s so hard to talk about sexualized violence. But then to want to have someone to support you and to call WAVAW rape crisis centre and to have to be on a list of over 200 women wanting support after sexualized violence — that is absolutely unacceptable.”

he federal government is conducting an in-depth examination of the country’s real estate markets as it decides whether more changes are needed to rein in escalating prices or curb the impact of foreign investment on housing affordability, Finance Minister Bill Morneau said Wednesday. “What we’re doing right now is we’re making sure that we have a deep dive into the

Bank of Canada says house price increases in Vancouver, Toronto likely unsustainable

he Bank of Canada warns it is unlikely that the current pace of housing price increases in the Vancouver and Toronto area can be sustained. The central bank made the comment Thursday in releasing its latest biannual review of risks posed to the Canadian financial system. “[Housing market] supply will be somewhat more elastic in the long term, and it is unlikely that demand fundamentals will justify continued strong price increases,” the bank said. During a question-and-answer session with reporters, Bank of Canada governor Stephen Poloz cautioned that prospective

homebuyers, and their lenders, should not extrapolate recent price increases into the future when they are weighing whether to buy property. “If prices are going up because people expect prices to go up, then that, of course, is probably unsustainable ...,” Poloz told reporters. “And so those expectations will not be realized longer term.” “So that raises significant risks ... in the household sector,” he added. The bank noted that year-over-year price growth in Vancouver reached 30 per cent in May, and 15 per cent in Toronto.

Surrey parents are asking police to help keep their kids away from gangs

he Surrey RCMP is using a new tool to keep young people away from gangs: a hotline for parents. Last month, police introduced a 24 hour hotline for mothers and fathers to call if they are concerned a child is involved in gangs. “To date, we have been in contact with 17 separate families,” says Officer in Charge of the Surrey RCMP, Bill Fordy. “They have reached out to us on our help line to speak specifically with our youth officers and the staff that we have working with our youth officers.” There have been 40 shootings in Surrey so far this year and police blame much of the violence on the low-level drug trade. Many of the players involved are teens or in their early twenties, which is one of the reasons the B.C. government is creating a gang ‘exit program.’ “Once you get into a gang type of activity, there are a lot of threats on you to stay,” says B.C. Solicitor General Mike Morris. “There is a lot of pressure to keep these people within the confines of gang activity. There is no way out? There is a way out. I want to emphasize that. There is a way out of gang

life.” Morris is working with B.C.’s anti-gang police agency, the Combined Forces Special Enforcement Unit, to develop the scope and parameters of the program. The RCMP’s crackdown on street-level drug dealers has led to 18 arrests over the last three weeks, but no one has been charged in any of the shootings. charges drivers to pay to drive on certain roads, bridges and tunnels, is sometimes described as road pricing or dynamic pricing. Others simply call it a toll. One variation is to charge drivers to pay more to use roads and bridges during peak hours with the goal of reducing congestion, The fees have been used in Washington state, Oregon, London and Singapore. On Tuesday, Desmond told the Surrey Board of Trade that tolls and road fees are options to consider, arguing that charging drivers for using certain routes during peak hours may encourage them to use off-peak times instead. Last fall, a study by Canada's Ecofiscal Commission suggested major cities like Vancouver should implement regional street and bridge tolls to reduce gridlock. Huberman said the road pricing schemes could provide a reliable funding sceme for transit infrastructure, which is needed in rapidly growing cities like Surrey. "We need a sustainable source (of funds) instead of always going to the province, she said." In the past, mayors in the Vancouver region

and transit advocates have said they want to consider new financing options such as tolls on bridges and roads to help pay for the expensive infrastructure updates. TransLink plans expansions Two big-ticket transit items include the planned subway line connecting the University of British Columbia to East Vancouver and SkyTrain expansions in Surrey. Last month, B.C. TransLink Minister Peter Fassbender announced nearly $250 million in new funding over the next three years to fund TransLink improvements. The commitments are meant to match the federal government promise of $370 million to upgrade transit stations and SkyTrain cars, announced in the March federal budget. Huberman said those commitments are appreciated, but won't solve long-term funding issues. "There is a fatigue around the ongoing discussion (about funding) but no resolution," she said. Vancouver supports road pricing Vancouver's director of transportation, Lon LaClaire, said studies have shown that road pricing and tolls do ease congestion. LaClaire said some people have no choice but to drive during peak hours, but the fees are aimed at people who can choose to drive at other times. He said reports show that fewer drivers use the new Port Mann Bridge since tolls were imposed. Meanwhile ,Transportation Minister Todd Stone would not say if he agreed with tolls to fund transit infrastructure. However, Stone told reporters at a news conference Wednesday that he is impressed with the TransLink's new CEO, saying Desmond "seems to be focused on the right things." Police identify body of man found wrapped in sleeping bag near Fraser River

ancouver police are now identifying the body of a man found in a sleeping bag near the banks of the Fraser River on Monday as 26-year-old Justin Pauwat Chan. Police say Chan was from Richmond.

The VPD said Wednesday police were able to confirm the death was a homicide, following an autopsy. Chan was found shortly before 2 p.m. PT, June 6, close to the Arthur Laing bridge near the Milltown Marina in Vancouver. It is the city’s fourth homicide of the year.

Help identify robbery suspect

urrey RCMP is requesting the public’s assistance in identifying a suspect in a pair of robberies that occurred last month. On May 1st 2016 at 12:00am, Surrey RCMP was advised of a robbery at a sandwich eatery in the 7300 block of 120th Street along the Delta-Surrey border. The suspect was holding a knife however was unsuccessful in his robbery attempt. Approximately 50 minutes later, Surrey RCMP was advised of another robbery of a sandwich eatery in the 10000 block 152nd Street. The suspect was successful in his attempt and fled from the scene on foot. Surrey RCMP’s Robbery Unit has been

engaged and is leading the investigation. Surveillance video has now been obtained from both stores which appears to show the same suspect in both robberies. At this time, the male remains unidentified and the Surrey RCMP is requesting assistance in identifying him. The suspect is described as a black male, approximately 6’0” tall, wearing a black zip up hoodie, loose black pants, and a baseball cap. (Please see attached photos). B.C. Supreme Court judge has ordered a new trial for a Vancouver police officer who was convicted of assault for punching a bicyclist in the face during an arrest in March 2013. Associate Chief Justice Austin Cullen found that the judge in Const. Ismail Bhabha’s original trial failed to give proper consideration to the possibility he was acting lawfully in trying to place handcuffs on the cyclist. The original incident garnered headlines because the punch was caught on camera by the cyclist’s friend and put on social media. Bhabha was given a conditional discharge and ordered to complete 15 hours community service. According to the higher court ruling, the Surrey provincial court

judge who found Bhabha guilty did so after deciding the handcuff arrest itself was unjustified, because the cyclist had identified himself and was being compliant, if rude. As such, the original judge found that even if the cyclist had been resisting, the punch amounted to assault because Bhabha should not have been trying to restrain the cyclist in the first place. But in his appeal, Bhabha argued that was a misinterpretation of the law. The officer claimed he was entitled to arrest or detain the cyclist in order to confirm his identity, and he was allowed to handcuff him to ensure officer safety. The video, posted on Facebook, was shared thousands of times and led to calls on social media for Bhabha to be fired.

The exhibit also features a video of Malala speaking about the importance of her uniform as a symbol for children’s rights, the power of children as change makers and the meaning of her 2014 Nobel Peace Prize. Her Nobel diploma will be on display as well. The items are on loan from Malala. “When I would go to school, I was wearing this uniform and the day I was attacked, I was wearing this uniform and I was fighting for my right to get education — so it’s very important to me,” Malala says in the video that plays in the gallery. “Now I want to show it to children, to people all around the world that this is my right, it is the right of every child to go to school and this should not be neglected.” Having Malala talk about the issues and the message is very powerful, Masson said. “It is Malala herself that tells you, through a video, who tells why she wants the world to see her uniform, why she wants Winnipeggers, Canadians, to see her uniform,” she said. In October 2012, when she was 15, Malala was critically injured when a gunman boarded her school bus in northwest Pakistan and fired three shots, hitting her once in the head. The Taliban claimed responsibility for the attack. She was targeted for her campaigns

promoting girls’ education, which began while she was 11. She started blogging under a pseudonym for the BBC about her love of learning and about Taliban oppression in Pakistan, especially its ban on educating girls in her area. Under Taliban rule, television and music had been also been

banned, women were prevented from going shopping, and Malala’s father, a teacher, was told that his school had to close. Malala used the blog to take an open, public stand and attract more attention from the international media. Malala was in critical condition for many days after the

attack. Her life was saved in a nearby military hospital, where British doctors stabilized her, then airlifted her to the United Kingdom for surgery, still wearing the blood-soaked uniform that now hangs in the museum. She spent three months in hospital recovering and now lives in England with her family and continues her activism, which earned her the distinction in 2014 of becoming the youngest person ever to receive the Nobel Peace Prize.

BC man awarded $8M for spending nearly three decades in jail for wrongful conviction

ANCOUVER — Ivan Henry spent more than 27 years locked inside some of Canada’s toughest jails and prisons, wrongly convicted of a string of violent sexual assaults, rapes that he didn’t commit. He was declared a dangerous offender. He lost his family, his reputation, a huge chunk of his life. Now he’s been awarded more than $8 million by a B.C. court. Henry’s 10 convictions from 1983 were quashed in the Court of Appeal for British Columbia in the fall of 2010. The following year, he filed a civil lawsuit in B.C. Supreme Court, accusing three former Vancouver police officers of “gross negligence and malicious and wilful misconduct” in their “reckless” pursuit of him three decades prior. Their investigation of a series of

remarkably similar sexual assaults in four Vancouver communities was botched, he claimed. Rather than pursue a more likely suspect described in his lawsuit as D.M., a man “with a history of latenight sexual predatory behaviour” in the same communities, the officers ignored their professional judgment and focused on Henry, he said. Also named in his lawsuit were the City of Vancouver, the Attorney General of Canada and the B.C. Attorney General, whom he accused of malicious prosecution. At trial, he had sought an award of more than $30 million in damages. In a 130-page ruling released Wednesday, Chief Justice Christopher Hinkson of the B.C. Supreme Court criticized the

Crown’s decision to withhold key evidence that he said Henry was entitled to receive. Henry blames conspiracy for wrongful

conviction The judge said it demonstrated a “shocking disregard” for Henry’s charter rights. “Crown counsel’s wrongful non-disclosure seriously infringed Mr. Henry’s right to a fair trial,” Hinkson wrote in his decision. “If Mr. Henry had received the disclosure to which he was entitled, the likely result would have been his acquittal at his 1983 trial … and certainly the avoidance of his sentencing as dangerous offender.” Henry’s lawsuit described his arrest in May 1982. He claimed he was escorted to the Vancouver police station and, without having had an opportunity to speak to a lawyer, was “forcibly dragged” into a lineup room. Henry was made to stand in the lineup with six other men, described as “foils.” He was the only person in the lineup with red or curly hair, he claims, and he was shorter than the other men. Henry was unco-operative. He “struggled and yelled” and was eventually restrained by police officers. Eleven sexual assault victims — including six complainants at his subsequent trial — viewed the lineup and watched him struggle. A lineup photograph was taken and was later made public; it showed a grinning police officer holding Henry in a headlock. Supreme Court in 2015 “The lineup made it abundantly clear that the plaintiff was the VPD suspect,” the lawsuit read. Nevertheless, the six complainants did not identify Henry as their attacker until later. Henry was released from police custody the following day. Within a week, the other man, D.M., was caught prowling outside a Vancouver residence, close to the scene of an earlier assault. He was charged with “trespass by night,” the lawsuit claimed. Two months passed and D.M. was arrested and charged again, this time with break and enter and theft, according to the lawsuit. But police had tunnel vision and Henry was the man they wanted, the suit suggested. He was charged with sexual offences relating to 15 victims and convicted in March 1983. He was declared a dangerous offender at his sentencing.

Surrey home to almost half of B.C.’s Syrian refugees

ore Syrian refugees than expected have settled in Surrey, despite efforts by Ottawa and Victoria to send more of them outside the Lower Mainland, figures from the Immigrant Services Society of B.C. reveal. Just under half (44 per cent) of the nearly 1,700 government-assisted Syrian refugees who have arrived in the province since November have settled in Surrey. That is up from 22 and 23 per cent of all the incoming refugees to B.C. who settled in Surrey in 2014 and 2015, according to Chris Friesen, settlement services director for the Immigrant Services Society. Coquitlam and Burnaby each typically receive around 20 per cent of the province’s refugees, but just 10 per cent of the newly arrived Syrians have settled in Coquitlam and six per cent in Burnaby. Only five per cent have settled in the City of Vancouver. The figures, provided by the Immigrant Services Society of B.C. and the Intercultural Association of Greater Victoria, do not include privately sponsored refugees because those organizations have no role in housing them. Almost all the government-assisted Syrian refugees who arrived between December and February have been permanently housed, with just a handful of families remaining in hotels in Metro Vancouver, Abbotsford and Victoria. The heavier-than-expected influx into Surrey, where many Syrian refugees are attracted by relatively cheaper housing prices and a growing Middle Eastern community in the Guildford area, has resulted in monthslong waiting lists for support services. Administrators at two Surrey-based settlement agencies both say their front-line workers are overwhelmed by the demand. “There’s definitely the overwhelm around … more and more needs, and there’s not enough time in the day or programming available to meet the needs,” said Tahzeem Kassam of DIVERSEcity community resources society. DIVERSEcity has 298 people on its waiting list for English classes, 49 of whom are Syrian refugees, Kassam said. Waiting lists can be up to a year for basic-level classes and for people who need child care in order to attend, she added. Waiting lists are similarly long for the

Moving Ahead program, which provides wraparound support services for refugees identified by outreach workers as particularly vulnerable due to past trauma, disabilities, or a lack of formal education. There have been 60 Syrian refugee referrals to the program since late February, of which 33 are now on a waiting list, Kassam said, in addition to another 20 non-Syrian refugees also on the waiting list.

DIVERSEcity has received additional funding from both Immigration, Refugees and Citizenship Canada and the B.C. government to support Syrian refugees. Ottawa did, however, cut funding for English classes this year because B.C. received fewer permanent residents relative to other parts of the country last year. Settlement workers at Options Community Services, also in Surrey, have had to make changes to accommodate the Syrians, said Connie Hong, the agency’s settlement and integration manager. “When they arrived, it was so hard for them to even come to see us (in Newton) because in regular settlement we don’t really do home visits or accompaniment or anything. But we had to modify a little bit to kind of accommodate their needs … they’d get lost. So … we did an initial home visit with them, and we showed them how to get to our office,” she said. Options is addressing the lack of space in formal, government-funded English classes by having retired teachers who are volunteers lead informal conversation circles, Hong said. Arabic-speaking volunteers have also stepped in to help with tasks that settlement workers don’t have time for, such as taking newly arrived families grocery shopping and showing them around their neighbourhoods.

Clinton leads Trump in the all-important electoral college

A

fter finally securing a majority of pledged delegates in the Democratic presidential nomination last night — and a majority of all delegates, including superdelegates, on Monday — Hillary Clinton is now the presumptive Democratic nominee. Only Donald Trump now stands between her and the White House, and her chances still look good against the erratic and unpredictable Republican candidate.

After closing the gap on his Democratic rival, Trump has failed to maintain that forward momentum in recent polls. Though he still trails Clinton by a handful of points nationwide, the electoral map remains an imposing challenge for him. According to a CBC weighted average of mainstream national and state-level polls (full methodology below), Clinton currently enjoys the support of 48.9 per cent of decided American voters. Trump trails at 44.9 per cent, while just over 6 per cent of Americans say they would vote for neither or another candidate, such as Libertarian nominee Gary Johnson. Clinton’s lead in the polls, though narrower than it was two months ago, has held consistently since Donald Trump won Indiana and forced his Republicans rivals out of that party’s nomination battle on May 3. In the 31 major national polls published since then, Clinton has led in 28 of them. She has led in 13 consecutive surveys.

But she has not led over Trump by as wide of a margin as has Vermont Senator Bernie Sanders, her opponent for the Democratic nod. The Sanders camp has made the argument that the Democratic race is not yet over. He is technically correct. Washington, D.C. still has to vote next Tuesday, and the final decision will only be made at the party’s national convention in Philadelphia in July. But by any standard measure, Clinton has clinched the nomination. Not only has she won a majority of the pledged delegates that were up for grabs in the Democratic primaries and caucuses (there aren’t enough delegates at stake in Washington, D.C. to change that), but enough superdelegates have pledged their support to Clinton to give her a majority of all delegates that will be voting in Philadelphia. Sanders is relying on those superdelegates to turn their backs on their pledges to give him the nomination. But doing so would mean going against the will of voters: Clinton has won a majority of U.S. states and a majority of ballots cast throughout the nomination process. Even controlling for some of the rules that Sanders claims has rigged the contest against him wouldn’t change that. She’s won simply because more Democrats have voted for her than for Sanders. But can she get the general public to do the same in her battle against Trump? In fact, winning the popular vote in the United States is a secondary concern for a presidential candidate, as George W. Bush demonstrated in the 2000 election. In the end, it all comes down to the electoral college. The magic number in presidential elections is 270, the number of electoral college votes needed to win a majority. Each state is worth a number of electoral college votes equal to the number of members they have in Congress, meaning that larger states are worth more votes. In all but two states, Nebraska and Maine, the winner of the state is awarded all of the electoral college votes up for grabs. At this early stage of the campaign, Clinton holds a distinct advantage in the electoral college. A CBC projection based on national polls and surveys conducted at the state level suggests that Clinton would win 332 electoral college votes if the election were held today. Trump would get the remaining 206. A number of states, however, are projected by slim margins. Accounting for those swing states.

Surrey RCMP arrest 3 teens after helicopter tracks car

hree young men are in custody following a dangerous driving incident in Surrey Thursday. A grey Toyota Camry was spotted driving erratically as it passed a marked police car in Whalley. Staff Sgt. Murray Hedderson with Surrey RCMP says the officer did not make any immediate attempt to try and pursue the vehicle. “The police vehicle did not activate any emergency equipment,” said Hedderson. “No police car attempted to stop the vehicle or

pursue it … fearing for the safety of the public.” The RCMP Air One helicopter was in the area, and was able to locate the Camry. It followed the car to Guildford Mall, broadcasting its location to a number of police cruisers in pursuit. Three male occupants then abandoned the vehicle and fled on foot. Police officers cordoned off the area and began searching for them. The occupants were eventually found by a police dog unit and taken into custody.

Big support for a tax on absentee B.C. homeowners, says pollster

A

s debate over skyrocketing home prices and foreign investment boils over in B.C., a new poll by Insights West shows 80 per cent of British Columbians support a tax on absentee owners. And for the first time, Insights West has measured anger directed at B.C. politicians over housing costs. All three levels of government got scathing reviews in the poll. The provincial government was hit hardest, with 76 per cent of British Columbians expressing dissatisfaction with Victoria’s inaction.

Insights West pollster Mario Canseco said public support for taxing vacant homes in B.C. has climbed steadily from 72 per cent in 2014. Current support is broad, Canseco said, with all generations, ethnic groups, and income levels backing an absentee tax. “It is very rare to get a number as high as 80 per cent, and it is very rare to get three generations and people from all income levels to agree,” Canseco said. The poll comes as average single-family home prices in Vancouver have seen surreal price jumps of about 40 per cent over the

past year. A ripple effect now is pouring across the region, with suburban areas such as Tsawwassen seeing benchmark prices jump as much as 48 per cent year over year. A growing consensus of experts point to a surge of money from Mainland China as the major force driving housing price gains in Metro Vancouver. Canseco noted that his poll “really takes away from the notion you are targeting a specific group for race, because you are only targeting investors because of their absence.” Support for the absentee tax peaks with millennials, aged 18 to 34, at 89 per cent. Voters aged 55 and over show 75-per-cent support for the tax. The crossgenerational agreement also applies to views of politicians. “Anger is widespread, voters are upset with all levels, and most of all Victoria,” Canseco said. “It is inaction that is leading to more cynicism against the provincial government, which is understandable given the cosy nature they have with developers, including their chief fundraiser, (condo marketer) Bob Rennie.” In a widely reported speech this week, Rennie said that Vancouver should “get out of the affordable ownership business” — and that investment from Mainland China should not be tampered with, and foreign investors should not be taxed. In Metro Vancouver, 82 per cent support the absentee owner tax, Canseco said. After playing down concerns about investment from Mainland China as “ridiculous” in 2013, Vancouver Mayor Gregor Robertson this week said that because of “unregulated, speculative global capital flowing into Metro Vancouver’s real estate, we are seeing housing prices completely disconnected from local incomes.” Vancouver millennial Eveline Xia, who several years ago launched “donthaveonemillion” — a popular social media campaign criticizing unaffordability driven by offshore investment — said she is gratified that politicians like Robertson have adopted the protest’s message. “I think there has been an awakening that housing affordability is a global issue and we need to address global capital’s role in

Vancouver,” Xia said. “We are behind other cities like Sydney and London, on taking action.” UBC real estate economist Thomas Davidoff is among a large group of B.C. economists advocating a plan to decrease taxes paid by local workers and increase the property tax bills of investors who can afford to pay for vacant B.C. homes.

Davidoff said that in recent years money from Mainland China appears to be driving B.C. housing prices, but he can foresee that investment from Russia and the Middle East that is prevalent in New York City could soon pour into Vancouver. “Something needs to be done or you have this two-tiered society where local people are pushed out, and international money is partying in Vancouver,” Davidoff said. “And then suddenly you have someone like Donald Trump winning an election in B.C.” Vancouver resident Jason Czorna, 34, said he would support laws allowing only permanent residents and Canadian citizens to own homes in B.C. “The state of our housing market is a disaster and (Premier) Christy Clark will never do what it takes to fix it,” Czorna said. “Real estate as an investment only benefits the rich and crushes the average person’s chance to live affordably.” Not all Vancouver millennials support a tax on absentee investors. “This will do absolutely nothing to change housing affordability. Do you not understand how much money these foreign buyers have?” said 33-year-old realtor Brad Richert. “Demand is insanely high and supply is falling. A tax isn’t going to stop or even slow down anything.”

Mother who vanished with kids for 16 years headed to jail

A

scheming British Columbia mother who vanished into thin air nearly two decades ago after abducting a boy and girl she had by two different men has been sentenced to four years in jail. The woman — identified in court documents only as C.A.S. — was tracked down to South Carolina in 2014 after a global hunt by the fathers, police and missing children organizations. She was remarried and living in squalor with the kids she had kept largely off grid for 16 years; they received no education, medical or dental care and had no legal status or identification in the United States. “The children were deprived of an ‘ordinary’ childhood and the basics that most children take for granted,” Port Coquitlam Judge Deirdre Pothecary wrote in a 77-page decision. “They had no place to really call home as a result of their frequent moves. They were required to live lies and could not maintain their own identities. They lived in constant fear of being discovered by authorities and either sent back to Canada to ‘two bad men’ or of being jailed in the United States illegally.” Pothecary’s decision details seemingly pathological attempts on C.A.S.’s part to alienate the men — known as J.B. and J.S. — from their children beginning before they

were even born. The Crown asked for a sentence of three years, but the judge said the offences warranted greater punishment. C.A.S. is going to jail for four. She was married to J.B from 1990 to 1993 and J.S. from 1994 to 1996. But she separated from each of them shortly after learning she was pregnant. Both fathers attempted to be part of their children’s lives once they were born. But in the court proceedings that followed, C.A.S. made allegations of abuse in both cases, allegedly coaching her daughter to say J.B. had sexually assaulted her and claiming J.S. physically assaulted his son. She was initially granted custody of the children, but that began to change as the court battles wore on, the lies became apparent and judges started believing the fathers. In May 1998, C.A.S. failed to show up at a scheduled B.C. Supreme Court custody hearing with J.B. She wouldn’t be heard from again until 2014. A Canada-wide arrest warrant was issued for C.A.S in October 1998 and charges of contravening custody orders were sworn against her. The Missing Children Society of Canada worked with RCMP to find her. A link to Germany was suggested, so Interpol was asked to help.

Political foes call Christy Clark ‘courageous’ for personal story of assault

P

remier Christy Clark’s political foes say her decision to come forward with her personal tale of assault is a ‘courageous’ one but also magnifies the need for more funding and supports for victims. In an open letter, Clark explained she decided to reveal details of her own assault experience after her government agreed to support legislation put forward by the B.C. Green party that will establish clear guidelines for sexual assault and misconduct at all public post-secondary institutions in B.C. In all the years since that encounter, Clark says she never spoke of it and realized victims of sexual assault need help ending their silence. MLA Andrew Weaver, who introduced the bill, said it “took a lot of courage” for Clark to

come forward with her story. “This is a person that has a public platform because she is the premier,” said Weaver on Thursday. “It shows it is something that does not happen in the shadows. It is something that happens to people throughout our society, including our premier.” Clark has faced criticism for releasing the story now in which she describes how, as a 13-year-old girl, she was grabbed, while on her way to work at her first job, by a man and pulled “into a deep copse of shrubs.” Clark described the man slipping and releasing his grip, allowing her to get free and run for help. Critics say Clark is using the assault to humanize herself and to gain sympathy. But Weaver says throughout the work on his bill.

he priest arrested for two major thefts in the city used to do a recce of various sectors during the day to identify houses, watch movies late in the evening at theatres and commit thefts on a stolen car at night. The Chandigarh Police have recovered jewellery worth Rs 36 lakh from the priest. Ravi, alias Pujari, of Kalka was arrested by the Panchkula police on May 8 in connection with a burglary. His arrest revealed that he was involved in thefts in Chandigarh also following which he was brought on production warrant by the Chandigarh Police.

On February 18, the accused had made off with gold jewellery worth around Rs 50 lakh and Rs 1.5 lakh from a house in Sector 36 when the entire family was asleep. Similarly on May 16, 2015, the priest had entered the house of a retired bureaucrat in Sector 18 while the family was asleep and decamped with valuables worth Rs 35 lakh. Sukhchain Singh Gill, SSP, UT, said the accused used to strike single-handedly. “After identifying the house, especially where old couples and nuclear families used to reside, the accused used to return to Surajpur, Panchkula. In the

evening, the accused used to arrive in the city and spend time watching movies at theatres and at night he used to commit thefts,” the SSP said. The police said the amount of Rs 35 lakh stolen from Sector 18 could not be recovered as the accused had spent it. ‘Udta Punjab’ row brings focus back on drug issue

here is no drug problem in Punjab, or so says the BJP which along with ally Akali Dal is currently holding the fort in the state that has become notoriously synonymous with drug menace over the past few years. “The Akali Dal-BJP government is doing excellent work.....I don’t think there is any problem (related to drugs in the state),” said Union Minister Rajiv Pratap Rudy today in response on whether he believed drugs was an issue in Punjab where the incumbent government is currently battling allegations of inaction over widespread abuse and trafficking of drugs. n eerie silence prevails in their palatial house on the outskirts of this village. While retired government schoolteacher Gurdev Singh is sitting idly in front of a pedestal fan in the verandah, his wife Manjit Kaur is quietly chopping vegetables in inside the house. The moment there is a mention of their deceased son, Amandeep alias Deepu (23), tears begin to roll down their cheeks. But both do not utter a word for a few minutes. Finally, Gurdev Singh breaks his silence: “We lost him perhaps because of our ignorance. Even before we could start accepting that he was hooked onto some sort of drug, he left us. When people in the village started telling us that he was taking drugs, we did not believe them. We even confined Deepu in the house for 10 days.” At that time they did not realise then that the supply chain was routed from within the house. Gurdev Singh’s nephew Jeeta, who was a class VII student, too died of drug overdose 11 days after Deepu’s death. As one looks around there is no picture of the boys in the house. Manjit opens up: “Even after more than two years, we are yet to come out of the double shock. I have so many pictures of them but I have not put them around as it depresses me.” Villagers say there have been at least a dozen deaths due to drug addiction in the village. Sarpanch Gurnam Singh, however, puts the number to seven. “The remaining died due to some other causes. They were not addicts,” he claimed.

he Shiv Sena today asked Prime Minister Narendra Modi “to stop maligning India on foreign shores” with his public utterances on corruption in the country. The Sena took strong objection to Modi’s repeated statements criticizing the corrupt systems in India during his foreign trips, saying this would prove counter-productive in the long run. “The PM said publicly in Doha how India was steeped in graft, and outlined the

measures he had initiated to clean up the mess. The gathering clapped and cheered him. This is nothing but maligning the country’s fair image abroad,” the Sena said in an editorial in its mouthpiece Saamana. Army to train Namibian forces

he Indian Army will help establish a Signals training school for the Namibian armed forces in the African country as part of its growing engagement with countries located in what was known as the dark continent. At the same time,

India, besides focusing on bilateral trade and cultural relations, will also push for procurement of uranium from Namibia. A memorandum of understanding (MoU) for helping setting up the military school was expected to be signed between the two countries during President Pranab Mukherjee’s state visit to Namibia next week, senior officials of the Ministry of External Affairs (MEA) said. Besides Namibia, the president will also visit Ghana and Cote d’Ivoire (Ivory Coast). While this is the first-ever visit of an Indian President to Cote d’Ivoire and Ghana, a presidential visit to Namibia, is being undertaken after 21 years. The reaching out to African countries, many of which have historical and cultural ties with India, comes in the backdrop of China having made significant inroads in that continent. China has major presence in the aforementioned

countries with major developmental projects and high volume of trade. A team of three Indian Army officers and other staff will proceed to Namibia for the project once the formalities are worked out. A defence cooperation agreement with Namibia was signed in 1995, following which Indian Air Force training teams have been stationed in Namibia, which has also procured some defence equipment from India, including three transport helicopters from Hindustan Aeronautics Limited. MEA officials said an agreement was signed with Namibia, which is the fourth largest producer of uranium, for peaceful civilian use of nuclear energy, but its implementation had been held up as it was still to be ratified by the Namibian legislature. An agreement among African countries on uranium export is another impediment to the agreement. A number of other agreements are also expected to be signed with the countries that the President is visiting, besides holding delegation level talks with leaders of the respective countries and interaction with the local diaspora. An agreement for setting up a gas-powered fertiliser plant in Ghana and reopening the regional office of the EXIM Bank for West Africa are also on the agenda. The President will address a joint business forum and students and faculty of the University of Ghana besides unveiling a statue of Mahatma Gandhi gifted by the Indian Council of Cultural Relations. In Cote d’Ivoire, among other official engagements, Mukherjee will be honoured with the National Order of the Republic of Ivory Coast, the highest civilian award of that country.

Terrorism ‘incubated’ in India’s vicinity, PM tells US Congress

n his address to the US Congress in Washington today, Prime Minister Narendra Modi spoke about various aspects of the India-US relationship, including ‘shared values’. The new inject was the PM’s

statement, “Today, our relationship has overcome the hesitations of history. Comfort, candour and convergence define our conversations.” This could be interpreted as a signal to the US that India is ready to move from being a non-aligned player to a natural ally of the US. said terrorism was being “incubated in India’s neighbourhood” and pressed for action against groups like the Lashkar-e-Taiba, Taliban and ISIS. “Distinguished members, not just in Afghanistan, but elsewhere in South Asia, and globally, terrorism remains the biggest threat. In the territory stretching from West of India’s border to Africa, it may go by different names, from Laskhar-e-Taiba to Taliban to ISIS. But, it’s philosophy is common: of hate, murder and violence. Although it’s shadow is spreading across the world, it is incubated in India’s neighbourhood.” He commended the members of the US Congress for “sending a clear message to those who preach and practice terrorism for political gains,” and thanked the US for showing solidarity during the Mumbai attack. The PM started his address by referring to his visit to the Arlington Cemetery two days ago and paid his respects to the brave men and women who laid down their lives for their nations. “Freedom, liberty form strong bonds between our two democracies,” said the PM. He added that diversity, equal respect for all faiths were some of the values that India shared with the US. “India lives as one, India grows as one, India celebrates as

one,” he said. His remarks seemed to convey to the US his government’s response to critiques of intolerance and lack of religious freedom. “For my government, the Constitution is the real holy book,” Modi said and went on to add that “1.25 billion Indians have freedom from fear every moment of their lives.” He recalled former PM Atal Behari Vajpayee had described India and the US as ‘natural allies’ and went on to talk about the 2008 phase. He skipped any mention of the man responsible for the civil nuclear deal then, former PM Manmohan Singh. His tongue-in-cheek reference to the

bipartisan workings of the US Congress and the workings of the Indian Parliament provoked a chuckle. He also spoke of the defence purchases that had moved ‘from almost zero to 10 million dollars in less than a decade.” The PM said that strong ties between India and the US could anchor stability- from the Indian Ocean to the Pacific. And in his closing remarks, he played to the gallery by quoting famous American poet Walt Whitman: “Orchestra have sufficiently tuned their instruments, the baton has given the signal.’ And to that, if I might add, there is a new symphony in play. “

Mexico backs India’s bid for NSG membership

n another crucial backing for India’s NSG bid, Mexico on Thursday supported “positively” and “constructively” its membership of the 48-nation bloc as the two countries agreed to develop a roadmap to upgrade bilateral ties to a strategic partnership. This statement of support was made by Mexican President Enrique Pena Nieto during Prime Minister Narendra Modi’s visit to Mexico. The Prime Minister’s fivenation tour, which concludes with Mexico visit, saw the NSG (Nuclear Suppliers Group) agenda on top and Modi pushed for support from important countries as India’s application comes up for consideration. Switzerland and the US have already committed to supporting India for membership into the NSG. Mexico and Switzerland were initially not part of the Prime Minister’s itinerary but were later added specifically for the NSG agenda. India’s hurry also stems from the fact that the NSG meeting in Vienna takes place today and tomorrow and later on June 23 in Seoul. During these plenary meetings, the 48-nation grouping will be discussing India’s bid and India is keen that its application goes through. For India, the biggest worry comes from China which is already making a case that since India has not signed the NonProliferation Treaty (NPT), it cannot be allowed into the NSG. China also wants that Pakistan to be given entry into the NSG if India is allowed. India, according to people familiar with the developments, has made it clear that it should not be hyphenated with Pakistan when it comes to the NSG membership. Mexico’s President Enrique Pena Nieto on Thursday said his country “positively” and “constructively” supports India’s membership of the 48-nation bloc. “Mexico supports positively and constructively India’s membership of the NSG,” the Mexican President said at a joint media interaction with Prime Minister Narendra Modi in Mexico City. “I thank the President for supporting India’s membership to the Nuclear Suppliers Group,” Modi said in statement, hours after his arrival in Mexico on a state visit. The recent support of Mexico and

Switzerland will further isolate China which is now the only major country blocking India’s entry into the NSG. The NSG works under the principle of unanimity and even one country’s vote against India will scuttle its bid. India has been pushing for membership of the bloc for last few years and had formally moved its application on May 12. The NSG looks after critical issues relating to the nuclear sector and its members are allowed to trade in and export nuclear technology. Its membership will help India significantly expand its atomic energy sector. The NSG had granted an exclusive waiver for India in 2008 to access civil nuclear technology after China reluctantly backed India’s case based on the Indo-US nuclear deal. Nieto drives Modi to restaurant for dinner In a special gesture, Mexico President Enrique Pena Nieto on Thursday drove Prime Minister Narendra Modi to a restaurant for dinner, a Mexican vegetarian fare. “In a very special gesture, President @ EPN personally drives @narendramodi to a restaurant for Mexican vegetarian fare,” External Affairs Ministry spokesperson Vikas Swarup tweeted along with a photo that showed the 49-year-old Nieto behind the wheel with Modi sitting beside him. The two headed to a restaurant called ‘Quintonil’ to bond over vegetarian dinner. “Bonding over bean tacos! President @ EPN and PM @narendramodi share a meal,” Swarup tweeted along with photos showing the two leaders chatting away while sitting at a table in the restaurant. Modi on Thursday left for home after wrapping up a brief visit to Mexico on the final leg of his five-nation tour, which also took him to the US and Afghanistan. “Thank you Mexico. A new era in IndiaMexico ties has begun and this relationship is going to benefit our people and the entire world,” Modi tweeted. “Five days, five countries! After a productive visit to Mexico, the last leg of his journey, PM departs for Delhi,” External Affairs Minister Vikas Swarup tweeted. The tour, that began on June 4, saw Modi visiting Afghanistan, Qatar, Switzerland, the US and Mexico with an aim to bolster ties.

India to open new consulate in Seattle: S Jaishankar

ASHINGTON: India will soon open its sixth consulate in Seattle to cater to the needs of large number of Indian-Americans living in the northwestern part of the United States. “We hope to open a new Indian consulate in Seattle,” Indian Foreign Secretary S Jaishankar said after the conclusion of the talks between Indian Prime Minister Narendra Modi and US President Barack Obama at the White House . This was reflected in a joint statement issued after ModiObama talks. “Both sides committed to open additional consulates in

each other’s country. India will be opening a new consulate in Seattle and the US will open a new consulate at a mutually agreed location in India,” the joint statement said. Apart from its embassy in Washington, India currently has consulates in New York, San Francisco, Chicago, Houston and Atlanta . In the joint statement the two

countries also announced a series of measures to encourage people-to-people contacts. Modi and Obama announced that the United States and India will be Travel and Tourism Partner Countries for 2017, and committed to facilitate visas for each other’s nationals. According to a senior administration official the US plans to increase its number of people to issue visas at its diplomatic missions in India. Reflecting on the strong educational and cultural bonds between the two countries, Modi and Obama welcomed the growing number of Indian students studying in the US which increased by 29 per cent to nearly 1,33,000 students in 2014-2015. They also look forward to increased opportunities for American students to study in India. They also appreciated their governments’ joint efforts through the FulbrightKalam Climate Fellowship to develop a cohort of climate scientists to confront the shared challenge of global climate change. Recognizing its mutual goal of strengthening greater people-to-people ties, the two leaders intend to renew efforts to intensify dialogue to address issues affecting the citizens of both countries that arise due to differences in the approaches of legal systems, including issues relating to cross-country marriage, divorce and child custody, the joint statement said. The US Embassy and Consulates in India issued more than 76,000 student visas in Fiscal Year 2015. Indian students accounted for the second-largest group of foreign students in the United States in the 2014-2015 school year, with the number of students from India in the US increasing by over 29 per cent to a record high of nearly 1,33,000.

OLICE Commissioner BrigadierGeneral Sitiveni Qiliho was accorded traditional ceremonies of welcome at the Police Mobile Unit in Makoi, Nasinu yesterday to officially mark his appointment to the position. The occasion was attended by members of the diplomatic corps, government ministers and Prime Minister Voreqe Bainimarama. The former Fiji Military Forces Land Force Commander, who took on the acting police commissioner role in November last year before being confirmed to the role in March this year, said he did not expect such a welcome. “I’m really humbled with the support shown by the Fiji Police Force. I didn’t expect it. I’m not here to be served — I’d rather be in the frontline to serve the policemen and women.” Brig-Gen Qiliho said he had plans and strategies for the force.

“We’ve made new budget submissions for the new financial year but we’d rather wait for that when the announcement is made,” he said. “Today was an emotional one for me because from day one when I started last year on November 11, we identified welfare and administration was deeply lacking and we had to address that. “We had to get the special constable’s hours paid and the police are trained investigators, they know what’s to be done. It’s only to harness that.” The commissioner said the force would acquire new vehicles to improve service delivery. “Mobility has been an issue for the force. I asked Government for this so we will get 40 new vehicles soon. It’s all about service delivery and I don’t want our officers to give excuses when they have to perform,” BrigGen Qiliho said.

Kava Bill to address grog price, says farmer

AKAUDROVE grog farmer Joni Baleivanua believes the Kava Bill should address the middleman who exploits grog prices. He asked the Parliament Standing Committee on Kava Bill to have a standard price so farmers would not suffer a loss. Most farmers, he added, now preferred to sell their grog in the market because they earned more. “I have been a farmer for more than 10 years and I have seen how middlemen

exploit the grog prices when they come around to villages,” Mr Baleivanua said. “We have about four buyers who come to Natewa area and they have different prices ranging from $35 to $60. “But when they sell, they do so at a higher price and we are at a loss so it isn’t fair.” The situation, he said, had forced many farmers to travel to Savusavu and Labasa to sell their grog. “In Savusavu, it is a different price and in Labasa, the grog price is also higher. “Now, we prefer to come to the market ourselves and sell grog because we get the best price and it pays for all the years of hard work.” Mr Baleivanua said Government should control the price of grog so farmers could also benefit. Committee chairman Joeli Cawaki said the objective of the Kava Bill was to establish a council to protect the interest of kava growers, exporters and importers. “The Bill will also safeguard the importation and exportation of Fiji brand kava,” Mr Cawaki said.

BOUT 200 people call the streets and parks of Lautoka home. And prolific Letters to the Editor contributor Narayan Reddy says the numbers are increasing. “I operate a business where I have to be at the Lautoka Municipal Market about 4.30am every day and I have noticed an increase in the number of homeless people over the past few months,” he shared. “There are about 90 that sleep at the Lautoka bus terminal and there are many more that sleep in doorways around the city, drains near the seaside and in Churchill and Shirley Parks.” Mr Reddy said he was alarmed at the increase and tried to assist by providing shelter for three families at his home. He also provided employment for some of them. “This is not about me or what I do, it is about the lack of interest by the Social Welfare Ministry. “I have contacted Minister Rosy Akbar and asked her to come and see the problem firsthand but she has not responded so far.” Emails sent by this newspaper to Ms Akbar from April to May this year and yesterday on the issue remained unanswered. One of Lautoka’s long-time street dwellers said many of the homeless were from Ba, Tavua and Rakiraki. “Some of them end up here because of family problems and they have nowhere else to go, nobody wants them,” he said.

Pakistan lobbying ‘pro-actively’ to stop India’s NSG bid: Sartaj Aziz

SLAMABAD: Pakistan is lobbying “effectively and pro-actively” in all member countries of the Nuclear Suppliers Group (NSG) over India’s efforts to join the 48-member exclusive club, Pakistan’s top foreign affairs adviser has said. The adviser to the Prime Minister on foreign affairs, Sartaj Aziz, told the Senate that Pakistan’s “efforts towards nondiscriminatory approach will pay off ”. His comments come amid India’s growing push to join the NSG club, backed by the US and Switzerland . Aziz was responding to concerns

expressed by Pakistani senators over the “growing collusion between India and the US” and apprehension that the NSG member states would positively consider India’s request to join it. India as well as Pakistan have both applied for membership to the NSG, which would allow both countries to join nuclear commerce. Pakistan Muslim League-Q Senator Mushahid Hussain Sayed, chairman of the Senate defence committee, said NSG member states would be considering New Delhi’s request to join the group.

ASHINGTON: Treating Pathankot attack at par with 26/11, President Barack Obama on Tuesday sent out a clear message to Pakistan, asking it to punish its perpetrators amid the US vow to stand with India against terror threats from Pakistanbased groups like JeM, LeT and Dawood “company”. “They (Obama and Modi) called for Pakistan to bring the perpetrators of the 2008 Mumbai and 2016 Pathankot terrorist attacks to justice,” a joint statement issued after the Obama-Modi meeting at the White House said. condemned the recent terrorist incidents from Paris to Pathankot, from Brussels to Kabul, the statement said. “They resolved to redouble their efforts, bilaterally and with other like-minded countries, to bring to justice the perpetrators of terrorism anywhere in the world and the infrastructure that supports them,” the statement said. Taliban kill 12 Afghans, kidnap 40 others: Officials

HAZNI (Afghanistan): Afghan authorities on Wednesday recovered bullet-ridden bodies of 12 security officials recently captured by the Taliban in eastern Ghazni province, while gunmen kidnapped 40 others in the country’s north as the insurgency escalates. The violence underscores Afghanistan’s fragile security situation as the Taliban, who launched their annual spring offensive in April, rejected government calls this week for a ceasefire during the holy month of Ramzan. ATHMANDU, Nepal: A general strike called by a small communist party demanding that the government release its supporters detained after previous protests has shut down schools, markets and transportation in Nepal. Police says 28 more supporters of the Nepal Communist Party Maoist were arrested as they attempted to enforce the general strike forcing vehicles off the streets in Kathmandu. They torched a taxi and vandalized a public van in Kathmandu but no one was hurt. The party which is a splinter group of the main Maoist party that is part of the government. The Maoists are former communist rebels who fought government troops for 10 years before entering mainstream politics in 2006. Security has been stepped up and riot police are guarding the main streets of Kathmandu.

ANGKOK: Thailand has become the first Asian country to eliminate mother-to-child transmission of HIV, the World Health Organization said on Wednesday, a milestone in the fight against the disease. The announcement is a boost for a generation of Thai health workers who have transformed the nation from one of Asia’s most HIV-ravaged societies to a pin-up for how to effectively tackle the crisis. Describing the elimination as a “remarkable achievement”, the WHO said Thailand was “the first (country) with a large HIV epidemic to ensure an AIDS-free generation.” Belarus and Armenia were also declared free of mother-to-baby HIV transmissions on Wednesday but both nations have a much lower prevalence of the virus. Previously Cuba was the only other country to have eliminated mother-to-child transmission under the WHO’s criteria back in July 2015. The global health body said Thailand’s routine screening and universal free medication for pregnant women with HIV was crucial in stopping the virus being passed to new generations. If left untreated, mothers with HIV have a 15-45 percent chance of transmitting the virus to their children during pregnancy, childbirth or while breastfeeding. But taking antiretroviral drugs during pregnancy significantly reduces those chances to just over one percent. In 2000 Thailand became one of the first countries in the world to provide free antiretroviral medication to all pregnant women diagnosed with HIV. Screening for the virus during pregnancy is also routine, even in the country’s most remote areas, the WHO added.

Mahie Gill I completely support 'Udta Punjab'. A film can never defame a state. I am proud to be a Punjabi. I am not saying the drug menace prevails only in that state but it does exist there. Removing Punjab from the title is ridiculous as everyone knows about this issue. Whenever I go back home, I hear how substance abuse is killing the youth. I have even heard that grooms don't reach on time for their own wedding in Punjab because of drug abuse. Let's face it, there is a problem and it needs to be addressed. In fact, the film will only help people know the reality and find a way to solve the issue. Diljit Dosanjh At the trailer launch of 'Udta Punjab', the actor-singer said, "I wish this film was made in the Punjabi film industry. Director Abhishek Chaubey and his team did a lot of recce. They have worked hard on the subject. I'm glad that this serious issue is being told to the audience through a bigger platform as it will reach a wider audience." Sonu Sood Punjab is definitely facing a huge drug abuse issue. When I go there and see so many young lads wasting their lives, I tell them that they shouldn't succumb to it. They deny it as they fear they would be caught by the cops but one look at their physique and you can see how it has affected them. I've also tried talking to some parents and urged them to stop their sons from falling into this trap. The guys are unwilling to undergo rehab or treatment as they feel they are leading high-flying lives. I think a film like 'Udta Punjab' should be encouraged to create awareness about this issue. The Censor Board should support the film's cause and the government should find ways to resolve the drug problem. While I can't comment on the cuts, I think it's a stupid argument to suggest changing the film's title and removing any references to Punjab. Vegetable Hakka Noodles (Chow Mein)

egetable Hakka noodles are also more commonly known as Vegetable Chow Mein. This is a popular Indo-Chinese dish. Vegetable hakka noodles consists of stir fry noodles with a variety of vegetables. This is a quick and easy recipe to make. Hakka noodles is a delicious and flavorful dish and very popular with street vendors. This also makes a great one-dish meal. Recipe will serve 2. Ingredients: About 4oz. whole wheat noodles 2 tablespoons oil 2 cups cabbage thinly sliced 1/2 cup carrots grated or thinly sliced 1 cup bell pepper thinly sliced, use the different color bell pepper, capsic 1/2 cup finely chopped French green beans 1 tablespoon ginger finely chopped 1 tablespoon rice vinegar

3 tablespoons soy sauce 2 tablespoons chili sauce, adjust to taste 1/2 teaspoon salt Method Cook noodles according to the package instructions. Drain the cooked noodles in a colander, and rinse them with cold water. Set aside. Heat oil in a wide pan or wok on medium high heat, first sautĂŠ the green beans, and ginger for about 1 minutes. Traditionally vegetables are tossed while cooking, I find it is easier just to stir fry Add grated carrots, shredded cabbage and sliced bell pepper. Stir fry for about two minutes, do not overcook the vegetables. Vegetables should have some crunch. Add noodles, salt, soy sauce, vinegar, and chili sauce, toss them together and stir-fry them for about a minute. Hakka noodles are ready. Enjoy!

Is this a casual brunch of formal dinner? How many people have you invited? If it is a formal gettogether, then for what occasion, what time of the day, and what time of year? What are the guests’ ages, and do any guests have any dietary restrictions? How long will be the get-together last? How much time do you have to prepare? Think about the variety of dishes. Think of colors, textures and complementary dishes. If you are cooking for your family, I believe the menu should be simple. You want to make sure that the food is balanced, healthy, and delicious. A simple Indian menu will include the following:

Salad, Lentil Soup, Vegetable Dish Yogurt, Bread The meal may be finished with fruit or a simple dessert. For a formal get-together, if your appetizers are heavy, then the dinner should

be light. If the guests will be staying longer after dinner, then you can plan for a heavier dessert. Otherwise, the dessert should be light and served just after dinner. When making appetizers or snacks, I like to make sure they are light and not a substitute for my main dishes.

Atta Ka Halwa (Wheat Flour Halwa) Atta ka Halwa, is a delicious sweet dessert. This is easy to make and with few ingredients. Atta ka halwa is made with whole wheat flour, sugar, and clarified butter, flavored with cardamom. I love the sweet aroma and flavor of cardamom, for me cardamom is must to have any sweet I make. Ingredients: 1/2 cup whole wheat flour 1/3 cup ghee, clarified butter 1/2 cup sugar 2 cups water 10-12 raisins 1/4 teaspoon cardamom coarsely ground 2 tablespoons sliced almonds 1 tablespoon pistachios sliced for garnishing Preparation Boil the water and sugar in a pan over medium high heat. Bring the syrup to full boil and mix it well making sure sugar is dissolved, and turn off the heat. Set aside. In a frying pan over low medium heat, add the clarified butter after butter is melted add whole wheat flour. Keep stirring and roast the flour, till it turns light brown and have nice sweet aroma. Flour should be roasted

well, after adding the syrup four will be lighter in shade. Halwa should be nice and light brown in color. This should take about 7-8 minutes.

Add the syrup slowly to minimize splattering. Keep stirring continuously, making sure there is no lumps. Add raisins, half the almonds and cardamom, and cook till it becomes consistency of thick batter. Keep the halwa softer than your desired consistency, as it will thicken over time. This should take about 5-6 minutes. Garnish with almonds, and pistachios. Serve warm.

GM expected to announce 1,000 engineering jobs in Ontario

G

eneral Motors appears set to announce Friday the addition of 1,000 highly skilled engineering and software jobs in Ontario over the next several years.

CBC News has learned that the automaker will expand the company’s Canadian operations and focus on development of self-driving cars, shared vehicles and other mobility systems. The jobs will mainly be based in Oshawa and Markham, Ont. GM already has a tech centre in Oshawa, and it’s believed that facility will see around 300 new engineering jobs added. Markham will be the home for a new software development centre with around 700 new engineers. When asked for comment, the company confirmed it would have an announcement

on Friday, but declined to offer any more details. “On June 10th, GM Canada will be making an announcement at our Canadian Engineering Centre,” GM spokeswoman Jennifer Wright said in an email. “While there is speculation about the news, GM Canada is looking forward to sharing the news during the event on Friday, June 10th and we cannot confirm or speculate in the meantime.” GM currently employs 9,000 people across Canada, but has run as high as tens of thousands of employees in previous decades. The future of the once iconic GM plant in Oshawa has been clouded since the company announced it will phase out production of the Camaro in 2017. The Camaro has been the main vehicle made there in recent years, although GM recently added a small amount of Equinox production there. The president of auto workers union Unifor told CBC News that while he had no personal knowledge of what GM plans to announce on Friday, “I welcome any sort of investment GM is making in Canada.” “But the most important would be solidifying GM’s footprint in Oshawa,” Jerry Dias said.

2017 BMW i3 gets $1,200 price increase for new, bigger battery

he 2016 BMW i3 started at $43,395 (including the $995 destination fee). The all-electric 2017 BMW i3 with the new 94 Ah battery will start at $44,595 while the REx (Range Extender) version of the new car starts at $48,445. Both of those prices also include the destination fees. The good news is that you get a lot more electric vehicle for your EV bucks. As we learned in May, the 2017 i3 is getting a much larger battery pack than the 2016 model. Instead of a 22-kWh pack that offered 81 miles of range, the 2017 i3s have a 33-kWh pack that’ll take you 114 official miles. In other words, if you only care about battery capacity, you’re paying just over

$100 per kWh of extra capacity for a new i3 now. Or you can look it as a 50-percent capacity increase for about a thousand dollars. Either way, the cost of more electric miles is not as expensive as it once was. Just as predicted. Study says 21 Million Autonomous Cars Will be Sold by 2035

here’s no denying that autonomous cars are developing at a rapid pace. For starters, automakers and tech companies continue to spend millions of dollars in the technology. Lawmakers are doing the best they can to quickly come up with reasonable regulations and consumers are getting more comfortable with surrendering the wheel to robots. These are just some of the reasons why IHS Automotive predicts there will be over 21 million autonomous vehicles on roads globally by the year 2035. In the shorter term, IHS Automotive says total global sales of autonomous vehicles should reach 600,000 units by the end of 2025. After that, the autonomous tech is expected to grow substantially to a whopping 21 million by 2035. IHS Automotive cites the rapid pace at which automakers and tech companies are investing in self-driving technology. Google, for example, recently announced it will build a new self-driving technology development center outside of Detroit, Mich., while Uber is expanding its autonomous testing facility in Pittsburgh, Pa. And almost every major automaker is furiously working to stay ahead of the autonomous game, with some claiming to have fully-autonomous vehicles ready to sell by 2020. Meanwhile, state and

federal lawmakers in the U.S. face persistent pressure from automakers and tech companies to author self-driving regulations sooner rather than later. That said, IHS Automotive expects the U.S. to overcome

regulatory obstacles quicker than other countries, which should make America the first country to offer self-driving cars to the public. The study predicts 4.5 million autonomous vehicles will be on U.S. roads by 2035. China is expected to sell 5.7 million self-driving cars by 2035, while Western Europe should have 1.2 million units out by that time.

ancouver Mayor Gregor Robertson urged the provincial and federal governments on Sunday to heed warnings from the financial sector to cool Metro’s redhot housing market. In a written statement, Robertson said clear measures are needed to “rein in the excesses of the city’s housing market.” The Bank of Nova Scotia and the National Bank of Canada recently said the federal government should take more steps to intervene to stop the rapid rise in housing prices in Vancouver and Toronto. That rapid

rise has been blamed on factors such as low interest rates, a tight housing supply, a low Canadian dollar and foreign investment, particularly from mainland China. Scotiabank CEO and president Brian Porter has said the government could consider measures such as raising down payments, increasing the qualifying rate for five-year fixed mortgages and imposing a temporary luxury tax on foreign buyers. he Toronto Real Estate Board must let its member brokers release more home sales data to the public via the internet, the federal Competition Tribunal ordered Friday, in a move that could resonate across Canadian real estate markets. The tribunal’s order, which follows an April ruling that TREB was stifling competition by restricting access to data on its proprietary Multiple Listing Service, says TREB must let its members offer searchable online databases called “virtual office websites.” Those databases allow access to important information held in MLS, including data like sales prices, broker commissions, and withdrawn listings, as well as archived data. “We’ve always taken the position where the more information that consumers have, the better decisions they can make,” said John Pasalis, president of the Toronto real estate brokerage Realosophy and a witness in favour of opening up the data. “We’re going to look at making it more widely available on our website now,” said Pasalis. Some Toronto-area real estate agents are champing at the bit to take advantage of the Competition Tribunal’s order as quickly as possible. Ara Mamourian, owner of Spring Realty, wrote in his blog that releasing the

previously restricted information via his company’s search tool will save time and hassle for brokers and buyers alike. Even brokers outside of Toronto have their eye on the Competition Tribunal’s order, and expect it to impact their local markets. “Most likely because TREB is the biggest board, I think it’s going to trickle down right to the smallest board out there,” said Mayur Arora, a realtor with Oneflatfee.ca and a member of the Greater Vancouver Real Estate Board. Still, the Competition Tribunal’s ruling does set some limits on exactly which MLS data can be released online. Consumers who want to access the data will have to have a password-protected account with the broker providing it, and individual home sellers can request that TREB exclude their home sale information from the online databases. TREB can also keep certain private information about a home seller confidential, including mortgage and security information. The Tribunal also said “TREB may limit members’ use to being directly related to the business of providing residential real estate brokerage services.” Although the Competition Tribunal’s decision specifically affects the Toronto Real

Estate Board, it could have an impact on real estate boards across Canada. (Darren Calabrese/Canadian Press) The order represents a victory for the federal Competition Bureau. In its original application to get the data released, the bureau said the data will allow real estate agents “to offer consumers the convenience of data-driven insights into home sales prices and trends via the web and to improve the efficiency and quality of their services.” TREB has 60 days from June 3 to implement the changes, and was also ordered to pay the Competition Commissioner’s legal costs of more than $1.8 million. In a statement, TREB CEO John DiMichele said TREB has filed a notice of appeal, but is reviewing the order with its lawyers before commenting publicly. The tribunal’s ruling is the latest development in a case that goes back years. In 2011, the Competition Bureau sued TREB, Canada’s largest real estate board, for restricting the ways in which its member agents could release data from the Multiple Listing System. The Competition Bureau said TREB’s practices were anti-competitive, and kept customers from accessing information that would help them buy a house. At the time, TREB said it was “legally and morally required to respect” the private information involved in real estate sales. The Competition Tribunal dismissed that case, but hearings began again in 2015 following a successful appeal by the Competition Bureau.

TTAWA -- The Bank of Canada is warning that the possibility of a sharp correction in real estate prices has increased in rapidly growing markets like Vancouver and Toronto. In its latest assessment of Canada's financial health, the central bank takes aim at the housing sector, saying that vulnerabilities due to the continued rise of household debt and greater imbalances in regional housing markets are higher than they were six months ago. The severity of the risks associated with a sharp correction in real estate prices in Vancouver and Toronto as well as from household financial stress has risen, said the bank's semi-annual financial system review released Thursday. "In this risk scenario, a severe recession in Canada generates a sharp increase in unemployment across the country that places many highly indebted households under financial stress and causes a broad-based correction in house prices," the bank said. "This chain of events would strain the financial system and the real economy. Such a scenario might unfold if a large negative demand shock hit the Canadian economy, but the probability of this risk occurring remains low."
