Overseas cash ‘obviously’ plays a role in Vancouver housing crisis: PM

South Asian man charged 6 years after Abbotsford woman murdered

S

ix years after 22-year-old Mandy Johnson was shot and killed while sitting in a car in Abbotsford, police have charged two men in her slaying. Gavinder Grewal, 29, has been charged with manslaughter in Johnson's death and attempted murder in the shooting of her boyfriend, Gator Browne, who escaped the attack unharmed. Jason Himpfen, 41, has also been charged with attempted murder in relation to Browne and with second degree murder in Johnson's slaying. The shooting took place around 3 a.m. PT on July 28, 2010, in the 31100 block of Polar Avenue. Police said at the time that Browne was well known to police, and that they believed the shooting was related to the street level drug trade. RCMP said Wednesday that the investigation team has been working "tenaciously" to gather enough evidence to warrant charges. "IHIT has remained committed to obtaining justice for Mandy Johnson despite the passage of time, and we would be remiss if we did not thank the family and friends for their patience and trust in us for the past six years," RCMP Staff Sgt Jennifer Pound said Wednesday, in a statement. Prime Minister Justin Trudeau in Metro Vancouver to sign B.C. transit deal

P

rime Minister Justin Trudeau and Premier Christy Clark have signed a transit funding agreement totaling over $900 million, making British Columbia the first province in Canada to ratify a bilateral transit deal. Arriving at a Burnaby transit facility on a SkyTrain Thursday morning, Trudeau was joined by Clark, Vancouver Mayor Gregor Robertson and a swath of MPs, MLAs and mayors from across the province. Trudeau said that he was pleased that the first bilateral agreement had been signed with B.C. “Coming to B.C. always feels like coming home,” he said. The prime minister said that, after a decade of a lack of investment in infrastructure across the country, his government wants provinces and municipalities to make their own decisions about where the money is best spent. He said that investments in transit improve the quality of life of all Canadians, something he considers essential, and that his government had worked hard to bring together all the parties involved to ratify the earlier pledge. “We are not in the business of making announcements for political capital without delivering on them,” he said. “We are in the business of delivering.” Clark said she was proud that B.C. was the first province to make the deal. “This is a good investment for the region, the province and for every single Canadian,” she said. The investment was “crucial

for our quality of life,” said Vancouver’s mayor. Robertson said that the past six years had seen Metro Vancouver’s transit underfunded, and that the system had begun to decline. He said that $57 million of the funding was earmarked for the planning and design of the Broadway subway and Surrey LRT, and that he was looking forward to seeing the projects fully funded and breaking ground in six months time. The Phase One funding was announced previously this year, in both the spring federal budget, and by the province in May. Today’s announcement formalizes the commitment, with the federal government providing $460 million and the province $308

million, while municipal contributions will top it up to over $900 million. Trudeau said Thursday that $370 million

of the total is earmarked for infrastructure specific to Metro Vancouver, including additional cars for the SkyTrain system, a new

West Coast Express train, and a new SeaBus. For the rest of the province, the agreement will mean investments in bus infrastructure upgrades, including more cleaner energy buses, a HandyDart service expansion, and the introduction of new technologies to make bus travel safer for both passengers and drivers. But Unifor — the union representing transit operators — says the funding fails to recognize the need and provide for new buses in Metro Vancouver. “The bus system is the backbone of our transit service and not addressing the bus shortage that exists right now is a significant mistake that must be corrected,” said Unifor Local 2200 president Joe Elworthy. The union says it will continue to fight for more buses.

Richmond man stabbed while mowing his lawn

M

etro Vancouver — Police say a 45-year-old man was stabbed as he prepared to mow his lawn in Richmond. RCMP say the man suffered serious injuries in the attack on Wednesday afternoon. Police say the suspect drove off in a Mercedes Benz convertible before officers responded to multiple reports about the stabbing. A 35-year-old man was arrested several hours later when officers spotted the vehicle. James Billing of Surrey has been charged with aggravated assault. Time for provincial and municipal politicians to bite the bullet and stop foreign buyers from ousting local residents from the housing markets

N

ow that Prime Minister Justin Trudeau has admitted that it is “foreign money”, mainly from China, which has created a housing crises in Vancouver, (see story on Page 1 and Page 10), it is time for provincial and municipal politicians, such as Premier Christy Clark, Provincial Finance Minister, Mike de Jong,Vancouver Mayor Gregor Robertson and Surrey Mayor Linda Hepner to do the same and come up with a strategy to keep housing affordable for local residents. So far these Provincial and Municipal politicians have been playing the public for the fool, claiming there was no proof that foreign money was driving house prices beyond astronomical. All these local politicians have refused to do anything because they have been raking in billions of dollars in fees and charges (property transfer tax for the province at the rate of 1 percent for price of each property

sold and in terms of higher property taxes and building and services fees for municipal councils like Vancouver and Surrey). They don't want to give up this bonanza. How big is this pot of gold for the BC Liberal government ?

With prices soaring, the government has turned property transfer tax into a cash cow – the higher the price of a property,

the higher the transfer tax so why would Premier Clark and her side kick Mike de Jong want house prices to come down? By some estimates, BC Liberal government collected $1.49 billion in property transfer tax in the last fiscal year, a 40-per-cent increase in one year. The transfer-tax take was $562 million more than the government budgeted at the start of the year, allowing the Liberals to balance the books and providing them with a good talking point during next year’s election. The collection from property transfer tax is more than the government received from lotteries and casinos, the carbon tax, tobacco and liquor. And it is more than royalties from forestry, mining and natural gas combined. So no wonder Premier Clark would much rather see local residents go homeless rather than shut the door on foreign buyers. Another reason for her to be reluctant to help local residents access affordable housing is because most people selling houses in the current market at huge profits are Liberal supporters. She does not want to offend them with an election coming. In Clark’s vision of BC, only the very wealthy, who can afford to have several homes and sell second and third properties at huge profits, and those who are homeless on the streets or rely on government subsidized or paid housing or tent cities can afford to have a roof over their heads. Everyone in between is in for a very hard and trying time. Either they sell their homes and become homeless because they can't afford another house in this market or they are driven out of their homes by high property taxes, utility and service fees by unforgiving and predatory city councils such as Vancouver and Surrey

CBS News identified Yousuf as a Hindu and his name caused some confusion.

California-based newspaper ‘India West’, which interviewed his uncle, clarified that his mother and paternal grandmother are Hindus and he identifies with their religion. His family emigrated from Guyana, where his ancestors had gone from India. The Daily Gazette of Schenectady, New York, reported that he grew up in the nearby town of Niskayuna and joined the Marine Corps soon after he finished high school at the age of 17 and served in both Afghanistan and Iraq. His brother, Ameer Yousuf, told the newspaper, “This was so unexpected but because of my brother’s training in the Marine Corps, he was prepared and used strategies from that to do everything he did.” Marine Corps Times said he had been awarded the Navy and Marine Corps Achievement Medal during his service.

Supreme Court gives no relief to 92-yr-old man

A

92-year-old “bed-ridden” man, convicted in a 1980 honour killing case, will finally have to go to jail with the Supreme Court on Friday refusing to grant him any exemption from surrendering before the police to undergo the life term awarded to him. The Vacation Bench of Justices Adarsh Kumar Goel and L. Nageswara Rao dismissed his application seeking exemption from surrendering on health grounds before the police as directed by the Lucknow Bench of

the Allahabad High Court. The High Court had on February 24 upheld the conviction and life sentence awarded to Putti, a Uttar Pradesh resident, and had directed him to surrender before the police. The convict has also appealed against the High Court order and termed the verdict as “unreasoned” and “erroneous”, given without considering his plight of old age. Putti is the cousin brother of co-accused Phekka and Sanehi, who expired during the pendency of appeal before the High Court.

ISIS ‘kill list’ includes names of 151 Canadians

here are 151 Canadians about to get an uncomfortable phone call from police. It may go something like this: “It’s probably nothing, but … your name appears to be on an ISIS kill list.” Imagine getting that call. Imagine being the constable assigned to make it. The Canadian names are mostly of women, from predominantly small centres in Canada, although there are some from large cities, too. There are lots of theories as to how the names got on the list. What seems clear is they weren’t hand-picked. These don’t appear to be people targeted for who they are or what they have said or done. It doesn’t even seem like the names were entered manually. Some appear multiple times. In analyzing the Canadian data, we have learned that most email addresses (71 per cent) appear to have been hacked at some

Himpfen has a lengthy criminal history dating back 20 years across the Lower Mainland, including convictions for assault with a weapon, possession of stolen property, theft, breaches, drug trafficking and possession of a loaded, restricted firearm. Grewal has a criminal conviction for extortion and possession of a controlled substance for the purpose of trafficking. He is prohibited from possessing firearms. Grewal, along with two associates, was the subject of an extraordinary public warning by the Abbotsford Police Department last year. All three were believed to be involved in the “Townline Hill conflict” that has led to several shootings. One of the three, Jimi Sandhu, was deported to his native India in April.

point, either in an old LinkedIn hack or one from Myspace or Adobe. It is possible the information from those hacks was simply pushed around from group to group.

Some of the information may exist in the public domain. The Middle East Media Research Institute (MEMRI) says it first uncovered the list on pro-ISIS accounts from social media platforms

like Telegram. MEMRI’s Elliot Zwig says the first call was to police. “It’s a large list, it would be difficult to follow through on them, but it’s something that we’ve shared with law enforcement and they’re taking seriously and presumably are proceeding upon,” he said. “We know the right places to go, the right accounts to link up with, the right people to contact, the right forums to be present in, it came to us, it wasn’t something that was overly difficult to find.” The entity behind the list is called the United Cyber Caliphate. It’s a sort of umbrella group for pro-ISIS hackers. It has a history of defacing websites and acting like a type of IT resource for ISIS supporters. United Cyber Caliphate and others have been busy building and releasing these lists. In the past four months, nine “kill lists” have surfaced. Sometimes, as was the case with a

release of 3,600 names of New York residents in April, the hacking group publishes a bizarre accompanying graphic. That one included the phrases, “we want them dead” and “the most important citizens of New York.” Civilians aren’t the typical targets of these lists. Pro-ISIS hacking groups have previously targeted U.S. drone operators or transit police or government employees. This seems far more random. There is no indication anyone on any of these lists has ever been harmed, but if they have had that call from police, they have most assuredly had a moment of pause. Various police agencies in Canada have confirmed to CBC that they are in the process of informing everyone on the list of what is going on. There is a “duty to inform.” It takes time and resources and distracts from other investigations police need to be conducting.

Samurai sword-wielding attacker sentenced to 6 years, 10 months in Manraj Akalirai killing

A

mritpal Dhillon, 23, who used a samurai sword to nearly decapitate Manraj Akalirai, 19, was sentenced today in Vancouver to six years and 10 months in prison. “The court must recognize that a human life was lost,” said Justice Nathan Smith to the crowded courtroom, which included dozens of Akalirai’s friends and family members. “Mr. Dhillon used a deadly weapon in the most deadly way possible.” His co-accused, Amritpaul Rakhra, 21, who beat Akalirai with a golf club, has been sentenced to four and a half years, less nine days credit for pre-trial custody. The victim’s family, who declined an interview request, called the sentences “disappointing.” Akalirai was killed in in January 2013 during what the judge today called a “stupid

and unnecessary street fight” in South Vancouver. The victim, who had recently graduated from Gladstone High School, was carrying a knife as he was attacked by a large group on Elgin Street near East 47th Ave. Dhillon, who was 19 at the time, was initially charged with seconddegree murder, but was convicted last year of manslaughter along with Rakhra, who was 18 in 2013. Neither had a previous criminal record, and both have expressed regret for what happened, the judge said as he delivered their sentences. However, the “moral culpability in this case is high,” and the court must deter other young men from this conduct, said Smith. Rakhra is expected to seek bail while he appeals the sentence.

Federal Liberals have asked Google to delete dozens of Harper-era web pages from its search results

TTAWA — The Liberal government has had dozens of web pages from Stephen Harper’s days as prime minister deleted from Google search results. The Privy Council Office requests for deletion from Google began last Nov. 4, the day the Trudeau government took office, and continued into January. Documents tabled in the Commons in response to a written question from Conservative MP Candice Bergen detail the deletion requests. The PCO says the material itself was neither deleted nor destroyed and remains available through Library and Archives Canada. The search result requests cover Harper’s

daily posts and his 24-Seven video diary as well as news releases in both French and English. On Nov. 9, the PCO asked Google to clear its index for any page published on the domain pm.gc. ca before Nov. 4, but Google did not offer such a service. In January, requests were made for more deletions yearby-year through Harper’s tenure and the government reply says pages no longer show up search results. In all, the PCO asked Google 51 times to remove Harper material from its search results. The office said, however, that Harper’s website material was saved in its entirety and can be accessed through the archives.

Homicide investigators ask for help identifying suspect vehicle in developer’s death

omicide investigators are asking for the public’s help identifying a gold or silver SUV they call a “suspect vehicle” in the shooting death of prominent Richmond developer Amarjit Singh Sandhu earlier this month. Sandhu died in hospital after being shot in a Tim Hortons parking lot in Richmond, B.C., on a sunny Saturday shortly after 6 p.m. The Integrated H o m i c i d e Investigation Team called the shooting, which left Sandhu’s truck riddled with bullets, a “targeted” attack. Now, IHIT is asking for help identifying the “vehicle of interest,” which they said appears to be a Chevrolet Trailblazer in gold

Woman arrested in Pakistan after allegedly throwing acid at her lover for refusing to marry her

SLAMABAD — A woman in Pakistan was arrested for allegedly throwing acid on a man who refused to marry her, police said Friday, marking an unusual case in a country where rates of violence against women are high. Local police official Bashir Ahmed said the 32-yearold woman, Monil Mai, was arrested Thursday, hours after she attacked her boyfriend Sadaqat Ali when he went to her home in Multan, a city in central Pakistan. Ahmed said that Mai had been having an affair with Ali for several years. She wanted him to marry her so that she could divorce her husband, he said. Ali was being treated at a hospital in Multan, in the eastern Punjab province, Ali said. There is a need to make checks on the

availability of acid to common people Acid attacks and other so-called honour crimes against women are not unusual in Pakistan, but women are rarely the perpetrators of such attacks. “It is a rare incident in which a woman has been accused of throwing acid on a man,” said Zohra Yusuf, who heads the independent Human Rights Commission of Pakistan. She urged the government to take steps to stop the sale of acid to unauthorized persons. Acid is easily available at markets in many parts of Pakistan, although the government says it was tightening controls to stop illegal sale of chemicals. “There is a need to make checks on the availability of acid to common people to prevent such future attacks against men or women,” Yusuf said.

NRIs can now join NPS online through eNPS

he Finance Ministry on Friday said Non-Resident Indians (NRIs) can now open National Pension Savings (NPS) accounts online if they have Aadhaar Card or PAN card. “NRIs can now open NPS Accounts online if they have Aadhaar Card or PAN card,� the Finance Ministry said in a statement. Till now, NRIs could open NPS accounts only through paper applications by approaching Bank offices. “Through eNPS, a subscriber will be able to open an NPS account from the comfort of his home. All he will need is an internet connection and an Aadhaar/ PanCard,� the statement added. Further, the statement said NRIs will be able to open NPS accounts both

on repatriable and on non-repatriable basis. “On a repatriable basis, an NRI will have to remit the amount through his/her NRE/ FCNR/NRO account. “For Non-Repatriable scheme, NRIs will be able to join NPS through their NRE/FCNR/NRO accounts at the time of maturity or during partial withdrawal, the NPS funds would be deposited only in their NRO accounts,� it pointed out. The Finance Ministry expressed hope that both repatriable and non-repatriable schemes will greatly appeal to NRIs who intend to return to India after their employment abroad, in view of their attractive returns, low cost, flexibility and their being regulated by the PFRDA, a regulator established by the Central Government.

PICS to get 75 child care spaces at long term care home

rogressive Intercultural Community Services Society has received $500,000 from the provincial government to create 75 child care spaces in their new state-of-the-art long term care home PICS Diversity Village that will be built in Cloverdale soon. As part of Child-Care Month in British Columbia, the government is investing $1.22 million under the B.C. Early Years Strategy to create 280 new licensed child-care spaces at six facilities for families in Surrey. “I am extremely pleased to note that this grant will give the much needed boost to the social-infrastructure needs of families in Surrey’s fastest growing communities in the province,� said PICS CEO Charan Gill.

Metro Vancouver homeowners face higher taxes with loss of grants

M

etro Vancouver’s blistering property market has finally hit Kirk Tougas’ home in east Vancouver, pushing the assessed value to $1.2 million. The assessment, up 20 per cent from 2014, means Tougas, a retired freelance filmmaker, can no longer access the homeowner’s or senior’s grants, which saved him hundreds of dollars each year. With the help of the two grants, Tougas paid taxes of $3,725 in 2010 and $4,368 in 2014. This year, his bill is $6,122. Tougas recently retired from a job in the film industry and has lived in his 1910 home for 26 years. “I’m not sure what it will be valued at next year, probably at least $1.4 million because of this craziness,” he said. “So I’m going to pay more in regular taxes and there’s going be no grants.” Tougas is one of scores of homeowners across Metro Vancouver who are feeling increasingly pinched as property taxes and assessments continue to rise across the region. But local councils and the provincial government say they have no plans to ease the tax burden, noting their focus is instead on trying to provide more affordable homes across the region. “The bad news is they have a tax bill, but the good news is they have a home in this market, which a lot of people never will,” Vancouver Coun. Geoff Meggs said. “We can’t change their assessment. As long as

the market is allowed to run off like this, there will be this impact. There’s no doubt about it. They’re chasing the ball downhill right now because the market is so hot.” The B.C. government, meanwhile, maintains homeowners have the option to defer all or part of their taxes if they can’t afford to pay them right away. For the fiscal year ending in March, nearly 40,000 people in B.C. opted not to pay their taxes, with 1,500 of those being families with children living at home. That is an increase of about 5,000 households since 2013. The average deferral is about $3,000 per year. The province sells the scheme as a way to use the equity in a home to avoid paying taxes, for a “modest” increase in interest, while the taxes only have to be paid once a homeowner dies or the property is sold or inherited. “It allows them to lean on the value of their property, which is rising,” said Jamie Edwardson, spokesman for the finance ministry. “I’m not sure the $570 grant is the tipping point for these people who live in $1.2-million houses.” Adrian Mastracci, a financial advisor with KCM Wealth Management Inc., said he expects many homeowners aren’t aware of the tax deferral program. The move is a good option for those who have restricted cash flow, he said, noting it is similar to getting a loan from the bank.

Former Vancouver Police Chief Jim Chu faces disciplinary hearing

ormer Vancouver Police Chief Jim Chu faces a Police Complaint Commissioner’s disciplinary hearing for a strongly worded letter he wrote two years ago in support of firing a constable who had engaged in a series of discreditable actions, including an unauthorized car chase. In a ruling made available Friday but filed on June 10, retired judge Ian Pitfield, working for the commissioner, said there appears to be enough evidence to support an allegation of misconduct against Chu because material

in the letter was wrong or inaccurate. The complaint was filed by the parents of Constable Christopher Charters, who Chu had wanted fired over what he said was a long pattern of poor decision-making and work performance. He filed a letter in 2014 with the adjudicator, William Smart, another retired judge, that roundly criticized Charters’ performance and said he should not be a cop. Smart found Charters guilty of two counts of deceit and neglect of duty.

BC government fires North Okanagan-Shuswap school board

M

embers of the North OkanaganShuswap school board have been fired by the British Columbia government over financial troubles and a loss of public confidence.

The board has been replaced by a single official trustee, former Surrey school district superintendent Mike McKay. The dismissal comes with the release of

a special advisory report saying the board transferred $10 million from its operating surplus funds to pay for projects such as the construction of a new school district office. The report noted three of the nine trustees had already handed in their notices of resignation and that board meetings had degenerated to the point where there was little decorum hampering business. It also said the board lacked the skills for operational oversight. There was no financial expertise, trust among trustees was lacking, as was the perceived transparency. Education Minister Mike Bernier says the government took the unusual step of dismissing the board so the public could have faith in the administration of education in the community.

Frustration growing over shortage of doctors in BC Frustration is mounting for people in British Columbia searching for a family doctor as the province struggles to fill empty spots. There are 656 positions available for physicians on the Health Match B.C. website, 443 of those are for general practitioners. “We have an aging population that results in more complex patients, an aging physician workforce, and new physicians practicing differently – taking longer to move into permanent practices and looking at better work-life balance by working fewer hours than doctors have in years past,” said Health Minister Terry Lake in a statement. The province committed to a ‘GP for Me’ program with the goal of ensuring everyone in the province had a family doctor by the end of 2015, but announced before the end of the year it was a commitment that couldn’t be met. The Canadian Community Health Survey notes that in 2014, the proportion of British Columbians without a regular family doctor was about the same as the Canadian average — about 15 per cent. But the province’s explanation is not good enough for Theresa Hendriks, a Coquitlam resident who has had three family doctors in the last 13 years. She is not optimistic she will find a new family doctor and is worried about going to a walk in clinic as an alternative. “It really scares me because I am on the search for a fourth family doctor and I don’t know if I will find one. I just think, i will go to a walk in clinic and try to explain my history to this doctor who knows nothing about me and has no access to any records or blood tests and I am supposed to rely on my own

memory. Beyond frustration it really scares me.” The greatest frustration for Hendriks is in all three cases she was not notified by her doctor that they were going to retiring or leaving the practice. “I was just filling out a prescription at the drug store and they told they couldn’t fill the

prescription because my doctor was no longer practicing. That surprised me, so I called my doctor’s office and got a voicemail and said yes that was the case.” added Hendriks. The Doctors of B.C. are working closely with the province to recruit new physicians to the province and line up lifestyle choices with potential work opportunities. The province has also invested more heavily in nurse practitioners, dieticians and nurses to work with doctors to ease the strain on them and to create a network of care for patients. “We need to get a handle in this province on where the doctors are needed, what communities, where are the under- serviced metropolitan, urban and rural areas and this is simply not a conversation about GPs, there are a lot of specialist needs as well,” said The Doctors of B.C. president Alan Ruddiman.

Surrey RCMP warn of spike in robberies

A

jump in Surrey home robberies has RCMP sending out warnings to the

public. Between April and June of this year, there have been 37 break and enters in Surrey where the suspect gained entry to the home through the garage using a garage door opener taken from a vehicle.

In April and May, garage door openers have respectively accounted for three and four per cent of residential break ins. In June, that number has jumped to 11 per cent. The jump in break ins comes on the heels of large drops in property crime during the first three months of this year. Surrey RCMP are anxious to get in front of the recent trend.

“Taking steps to help reduce property crime is everyone’s responsibility,” said Cpl. Scotty Schumann. “It only takes a thief a few moments to get into your car, find the garage door opener, and then have access to your home. Take the time to remove all valuables from plain sight in your vehicle including garage door openers.” Schumann said, as it is in many cases, the recent spike in break ins could well be the work of a few. The patterns are somewhat the same. A perpetrator breaks into a car on the street, where a garage door opener is visible. He or she then tries the door opener until a garage opens. Often, the homeowner has not secured the door from the garage into the house, so the robbery is a matter of walking in. Surrey RCMP’s Property Crime Target Team (PCTT) is working closely with crime analysts to identify suspects and areas where similar crimes might occur. This helps police plan and target their uniformed and plainclothes enforcement activities. The PCTT is also actively identifying, tracking, and arresting chronic offenders who are responsible for committing a large percentage of these crimes.

Vancouver west side house changes hands five times in two-plus years

A

Vancouver west-side house that changed hands five times in just over two years shows prices are being pushed up by speculators, says a Vancouver real estate agent. The house at 6712 Adera St. near 49th Avenue and Granville Street first sold in March 2014 for $3.2 million, and last sold in May, for $7.6 million, said Steve Saretsky on his blog headlined: Vancouver Real Estate Speculation Runs Rampant. He said the house’s final sale was among 179 west-side house sales in that month. Of those, 28 houses — or almost one a day — had been sold at least once in the previous 12 months, said Saretsky, who went through the tax histories of each of the sales to come up with the number. That works out to 16 per cent of all May sales, he said. “It’s like a lot of speculation out there,” said Saretsky, who works for Sutton West Coast Broadway Realty. “It is happening. They (buyers) are hanging on to it like stock and then selling” it at a profit. The Adera property sold in July 2015 for $6.4 million before being sold for $7.6 million 10 months later, a $1.2-million profit. The buyer made a gross profit of $120,000 a month or $4,000 a day.

Saretsky acknowledged there is “nothing illegal at all” about homeowners selling properties held for a short period of time, and speculation is risky if the market crashes. But “it’s adding to the problem” of unaffordable housing, he said. The rising prices “aren’t all about supply and demand.” Vancouver west-side detached-home prices have risen 35 per cent over the past year, according to the Real Estate Board of Greater Vancouver. He said he understands why governments are reluctant to intervene in the free market, but said something needs to be done to limit speculation. A group of B.C. academics earlier this year proposed a tax-based housing fund aimed at investors and speculators. The concept calls for property owners with limited residential or economic ties to B.C. to pay a 1.5-percent surcharge on residential real estate. The money would then be distributed as lumpsum payments to all Canadian tax-filers in the collecting region. They said it would identify offshore property owners who pay little or no income taxes in Canada and who keep properties vacant as investment vehicles.

Minister Amarjeet Sohi’s controversial $835K office renos

he Conservatives are hoping to embarrass the Liberal government by forcing them to spend hours debating pricey office renovations. The official Opposition had a field day last month when they discovered the government had spent more than $835,000 on furniture and renovations for the office of Infrastructure Minister Amarjeet Sohi and his deputy minister. Later Tuesday, the Conservatives planned to use parliamentary procedure to officially oppose that line item in the government’s estimates, triggering an hours-long debate that will require Liberal MPs to stand up and defend it. Conservative House leader Andrew Scheer said the parliamentary tool is often used to highlight something that has been in the news or a particular point of contention. “We see a disturbing trend about

Liberal spending and a return to ‘entitledto-entitlement’ ways,” said Scheer — a reference to an infamous turn of phrase once used by ex-Liberal MP and former Royal Canadian Mint CEO David Dingwall. “This particular expenditure in the minister’s office seems quite excessive, so we wanted to highlight it.” Sohi has said the expense was necessary because he had to set up an entirely new department, including space for political staff, a deputy minister and public servants. dedicated DM in order to deliver on the expectations of Canadians,” Sohi told the House of Commons last month when questioned about the expense. “We needed new spaces for our staff and new spaces for our DM and his staff, and that is what the investment is for.” Kate Monfette, a spokeswoman for Sohi, said the minister was planning to be in the House of Commons for the evening debate in order to defend the spending. The sums first came to light when the government responded to an order paper question — sort of an access-to-information request for MPs — on how much each department had spent on renovating, re-

designing and re-furnishing ministerial offices after the Liberals came to power. The response revealed that $450,734 was spent on Sohi’s office, including about $243,000 on furniture. Another $384,518 went to the deputy minister’s office. Scheer said the Conservative caucus objects to the Liberal government’s 2016 budget for all sorts of reasons, but shining a spotlight on the office renovations is a way to get the issue to resonate more strongly with average Canadians. “Sometimes it’s these types of expenditures that people compare to their own small business, or their own home,” Scheer said. “And it can resonate a little bit more when they think, ‘Jeez, $835,000 in office furniture, in renovations, that’s a considerable amount of money.’ You can buy a couple of nice houses in a lot of cities for that kind of money.”

Community Constables arrive in Surrey neighbourhoods

Victim identified in fatal Burnaby shooting

T

he RCMP now has four new ‘Community Constables’ in neighbourhoods throughout Surrey. Having arrived “in the last few months,” according to Cpl. Scotty Schumann, the community-focused officers will be permanently posted in the city. According to an RCMP news release issued Tuesday, the goal of the new positions is to provide “a better opportunity to build longterm relationships with the communities they serve.” The officers are regular members – they’ll carry firearms and wear the same uniform as other RCMP officers – but Schumann said they are not trained to investigate crimes. Instead, they will engage their communities in crime prevention activities and help identify crime-related problems in their respective areas. As well, they will provide “tactical enforcement” and investigational support to other RCMP offers as needed. Schumann did not know the exact neighbourhoods to which the four community constables were assigned, but expected one would be in the South Surrey area if not immediately, then when the program is expanded in the future. The addition of the four officers is not directly part of the city’s overall crime-reduction strategy; Schumann said their addition to the force is “more based on the community side” and are not included in the 100 RCMP officers that were promised to the city last year. As of March, 83 of the 100 promised officers had arrived in Surrey, and another 16 – on top of the 100-officer target – are expected by year’s end.

olice have identified the man shot dead in Burnaby, B.C., on Monday night as 29-year-old Coquitlam resident Christopher Alexander Hurtado, also known as Christopher Alexander Serrano The shooting took place in the 3900 block of Forest Street around 9:30 p.m. Hurtado was transported to hospital with a gunshot wound but died shortly afterwards, according to Sgt. Jennifer Pound with the Integrated Homicide Investigation Team. Hurtado had a criminal record, but Pound said it was too early to determine a motive. "It appears to be a targeted shooting," she said. A dark coloured sedan was seen leaving the scene eastbound on Forest Street. While on Forest Street, police say it drove into a parked car causing damage to both vehicles. "It appears that maybe there were sort of conflict between the individuals from that sedan and our victim," she said. RCMP cordoned off the area in the 3900 block of Forest Street from Smith Avenue to MacDonald Avenue as investigators flooded the scene. It is no longer being held but police say neighbourhood and video canvassing will continue. Police ask anyone with information to call 1-877-551-4448. Ayanle Hassan Ali, accused in Canadian Forces centre stabbing, deemed unfit to stand trial

A

judge ruled Tuesday that a man accused of stabbing soldiers at a Toronto military recruitment centre is unfit to stand trial — just hours after the RCMP laid terrorism charges in the case. Ayanle Hassan Ali, a 27-year-old born in Montreal, allegedly stabbed several soldiers inside the recruitment centre, sending two to hospital. Nobody was killed in the attack. The lawyer representing Ali sent a statement to The Canadian Press saying the ruling was handed down following a twomonth psychiatric evaluation. Maureen Addie said her client was found to be “unfit to stand trial due to the ongoing psychotic symptoms of a major mental illness.” Judge Riun Shandler of the Ontario Court of Justice has ordered Ali to undergo 60 days of treatment in a bid to improve his condition and leave him able to stand trial. If so, Ali faces a raft of charges, including the terrorism counts laid against him on Tuesday. Ali also faces nine criminal charges in connection with the March stabbing. According to Toronto police Chief Mark Saunders, a man walked past a master corporal stationed at the door of the Joseph Shepard Building at 4900 Yonge St., just north of Sheppard Avenue, on the afternoon of March 14. The man then stabbed the master corporal when he tried to stop him. Authorities said the attacker then stabbed a second military member who tried to apprehend him. Attempts to slash a uniformed female Canadian Forces member were unsuccessful, Saunders said a day after the attack. The two who were stabbed were treated in hospital and released. Their injuries weren’t life threatening. On Tuesday, RCMP said they have charged Ali with three counts of attempted murder, two counts of committing assault causing bodily harm, three counts of committing assault using a weapon, and one count of

carrying a weapon dangerous to the public, for the benefit of a terrorist group. RCMP Const. Annie Delisle confirmed that the Mounties have laid nine separate charges against Ali. Delisle said the charges are in addition to the ones laid on March 15 by Toronto police: • Three counts of attempted murder. • Two counts of aggravated assault. • Three counts of assault with a weapon. • One count of carrying a weapon dangerous

Document describes allegations of gang sex assault against 3 Toronto police officers

female parking enforcement officer has accused three Toronto police officers of gang sexually assaulting her while she was too intoxicated to give her consent in a downtown hotel room in January of 2015, according to a police document obtained by CBC News. The three officers, Josh Cabero, Sameer Kara and Leslie Nyznik, all from 51 Division, were arrested and charged with sexual assault and gang sexual assault on Feb. 19, 2015. They have been suspended with pay. A preliminary hearing is to be held next month. Their lawyers have said they will plead not guilty. Details of the sexual assault, which is alleged to have taken place on the night of January 16, 2015, are contained in a document known as an information to obtain (ITO). In it, investigators lay out the evidence they have gathered as part of a request for a warrant authorizing the taking of bodily substances for forensic DNA analysis. None of the allegations in the document has been proven in court. Ontario Superior Court Justice Faye McWatt lifted the publication ban on the ITO this week. According to the document, the three accused and the complainant attended a social function known as a “rookie night,” which involved going to a number of bars. At one point, the ITO alleges, Cabero, Nyznik,and the complainant joined Kara at a room at the Westin Harbour Castle Hotel. The complainant alleges that the three officers sexually assaulted her in the room. She told police at times during the night she was sexually assaulted by two officers at the same time, and she says she didn’t consent to any of the activity. Police say video surveillance has captured the three accused and the complainant arriving and leaving the hotel. “... she told investigators that she was too intoxicated at the time to know everything that happened and the room was dark,” the document reads. Police allege in the document that semen was identified on the complainant, the crotch area of her blue jeans, her black top, a necklace, a black bustier and a beige bra.

At the start of the evening, according to the ITO, the complainant went to CC Supper Club at about 9:30 p.m. Kara bought her a rum and coke. There were about eight to 10 officers at the club. She had a second rum and coke before heading to the Pravda Vodka Bar, where she had a vodka and cranberry juice and a tequila shot. She told police she and Kara ordered more tequila shots and she drank hers. Kara said he didn’t feel well, she said, and gave her his shot. She drank it as Kara went outside to throw up, and another officer hailed Sameer a cab for Kara. She looked for Nyznik and Cabero, and the three of them went by taxi to the Brass Rail strip club, where she had a vodka and cranberry juice. In the taxi, she said she began to feel the effects of the alcohol, and they went a hotel. She said she did not remember the hotel’s name. ‘Josh, stop she is out,’ one officer said In the room, the complainant told police, Kara was sleeping, and Nyznik told her not to wake him up. The next thing she remembered, she said, was that she was on her back, performing oral sex on Nyznik. She said she could barely move and he had to hold her head up. She said she believed Cabero started rubbing her legs. The complainant said she didn’t tell them to stop because she couldn’t form the words. She remembers someone taking off her jeans. She said at one point, the person in her mouth switched with the person between her legs. Then she remembers being penetrated. She didn’t remember who was assaulting her but alleges she heard Kara say: “Josh, stop she is out.” The document alleges the penetration stopped after “a little more coaxing” from Kara. She remembers Kara calling her a name and someone penetrating her a second time. She also remembers someone ejaculating on her lower stomach and someone ejaculating on her upper chest. She said she didn’t know who it was because the room was dark. The complainant alleges that when she woke up, Kara was in the bed next to her

and she believed Nyznik and Cabero were in the other bed. She saw her clothes on the floor but could not find her black thong underwear. She left the hotel room. She told an investigating officer she “had never suffered such memory loss or experienced an inability to move or talk” and had never been that drunk before. The complainant told police she went to North York General Hospital’s emergency room. She waited five hours there, only to be told they could not deal with sexual assaults. She went to Kara Scarborough Grace Hospital, waited a few more hours, got tested and medication for sexual transmitted diseases. After going home, she told police she returned to Scarborough Grace Hospital, where a nurse did a sexual assault examination on her. The nurse suggested there may have been anal penetration as well and she said she didn’t remember. But told police she did remember one of the accused asking another if he should penetrate her anally. She called in sick to work on January 22, when she was next scheduled to work, and was off sick for four days. When she went back to work after that, she had a panic attack. In the change room, she threw up, she told her two female supervisors she had been sexually assaulted and that police officers were involved. Then she spoke with a staff sergeant. She described the three accused. The incident was reported to police on January 26, 2015. Witness statements were obtained from 20 people, including a worker at the Pravda Vodka Bar, who said of the complainant when she was in the bar: “She was a disaster. She was really really drunk.” One officer interviewed by police told investigators: “.. women always wanna sleep with these two guys.” The lawyers for the three accused, the Toronto Police, and the Toronto Police Association declined to comment on the case on Wednesday.

Male student investigated for 3 alleged sex assaults at SFU

P

olice and officials at Simon Fraser University have confirmed they are investigating a male student after three female students reported they were sexually assaulted this year. University spokesperson Kurt Heinrich said the alleged incidents took place during the 2016 spring semester. “We know of three allegations of sexual

Marjorie Griffin Cohen assault that were made last semester by female students against one male student, and all three incidents were reported to police,” Heinrich said. He wouldn’t confirm if the suspect is still an SFU student, but noted that the individual is no longer on campus. The Burnaby, B.C. university, which also has campuses in Vancouver and Surrey, is the latest to grapple with alleged sexual assaults involving students, after the University of B.C. and University of Victoria faced accusations they had mishandled reports of attacks. In a statement, vice-president of academic and provost Jon Driver said that as soon as university personnel became aware of the allegations, it took action to support the students concerned, without interfering with the police investigation. Driver said the RCMP and the university conducted safety assessments, and measures were taken to ensure the safety of the campus community. But it is unclear if any public notice was issued to students.

Heinrich said the university can’t release details of the allegations because of privacy issues and the ongoing investigation. “These cases are incredibly complex,” Heinrich said. “Our priority has always been and always will be, the safety and support of our students to ensure that anybody who has been impacted by something like this is supported.” Burnaby RCMP released a statement saying they’re investigating the allegations but provided no further details. Despite university assurances that student safety was a paramount concern, one professor criticized the administration’s reaction, describing it as “indifferent.” Retired professor Marjorie Griffin Cohen, professor emeritus of political science and gender, sexuality and women’s studies, told CBC News she was approached by one of the alleged victims, an 18-year-old living away from home for the first time. Griffin Cohen, who is a member of a group called Academic Women, a network of female academics, said she pushed the SFU administration for action, adding she was told the suspect was living in the dorm. “I think it’s an administration that knows nothing about it, nothing about the issues and was fairly indifferent,” she said. “It seemed to me quite extraordinary that the person who was alleged to have raped someone was still in a dorm with this woman,” Under new legislation, universities across B.C. have until May of 2017 to come up with a strategic plan to deal with sexual assault. “I think the university did not have the expertise it needed to protect these young women and it reacted very, very late,” Griffin Cohen added. “And it appears only now is there an attempt to put in a real policy, I assume as a result of the provincial legislation.” She added: “It seemed to me really important that the university react to protect these young women and to protect further attacks like this.”

Good Samaritan attacked after attempting to stop SkyTrain rape

etro Vancouver’s Transit Police have released photos of three men who allegedly sexually harassed and threatened two women on SkyTrain, before attacking a Good Samaritan who tried to intervene. On June 9 at approximately 11:20 p.m., three men boarded an eastbound SkyTrain at Sperling Station in Burnaby and allegedly started calling out to a female passenger that they were going to follow her home. One of the men then sat down beside a different woman and allegedly made jokes to his two friends about raping her. Another male passenger — called a Good Samaritan by Transit Police — intervened, telling the three men to leave the women alone. The Good Samaritan was then himself allegedly verbally assaulted and threatened by the three men, and followed off the train

at Lougheed Station where he was punched in the face and body. The attackers then reboarded the train, while the victim boarded a different car, held the door open and pushed the emergency strip. One of the suspects went after the Good Samaritan, allegedly assaulting him for a second time. All three attackers then ran off. The victim was treated in hospital for a bleeding nose and sore arm and later released. B.C. ministry knew Alex Radita was in Alberta and did nothing, murder trial hears

he British Columbia Ministry of Child and Family Development knew Alex Radita was living in Calgary with his family and was concerned about his welfare, but did nothing to notify its Alberta counterpart, according to evidence heard in court on Monday. The ministry was investigating after Alex — who had Type 1 diabetes — failed to show up at two doctors’ appointments over a period of six months in 2008 and 2009. Alex Radita, 15, was discovered dead inside his Calgary home in May 2013 weighing just 37 pounds. He died of complications from untreated diabetes, starvation and neglect. His parents, Rodica and Emil Radita, are on trial in Calgary for first-degree murder. When the Raditas lived in B.C., Alex was seized from his parents after he nearly died from malnourishment. Court has heard evidence that the Radita parents rejected doctors’ diabetes diagnosis. Alex’s untreated diabetes landed him in hospital on several occasions, once just hours away from death, according to a doctor’s testimony last week. On Monday, the court heard testimony from two B.C. social workers who were involved with the Radita family. Richard Gage worked with the family in 2003 when Alex was seized from his parents. The boy was hospitalized for three months and then placed with a foster mother before a judge returned the boy to his family a year later.A second social worker, Ravinder Dhami, was tasked with trying to track down the Raditas after they failed to show up for doctors’ appointments in 2008 and again in 2009. Under cross-examination, Dhami told Emil Radita’s lawyer, Jim Lutz, that she was given a Calgary address for the Radita family, but did not notify social services in Alberta. “It’s not a part of our procedure,” said Dhami. Although there were concerns in 2009 that the Radita parents were once again not properly treating Alex’s diabetes, the B.C. Children and Family Ministry closed the file on the family. There are new protections that came into effect in April 2016 that could prevent a similar death from happening in the future.

“Canada’s provinces and territories recognized we needed to strengthen information-sharing provisions to better protect the safety of vulnerable children and families,” said B.C.’s Ministry of Children and Family Development in a written statement. A new provincial protocol is now in effect that “authorizes the sharing of confidential information without the person’s consent where necessary to ensure the safety and wellbeing of a child or youth.” The new protocol would require B.C. social workers to gather and disclose information with other jurisdictions any time there are concerns about the safety and well-being of a child who has moved out of the province. The ministry would not comment on the Radita case specifically, but said that in 2009 Alberta’s department should have been notified if “the originating province was in the process of conducting a child protection investigation.” ‘I cried when they told me he died’ Gage said he learned of Alex’s death after getting a phone call from a Calgary police detective. “I was in the car with my wife and saw this message on my phone and heard it was from the city police service,” he said. “I cried when they told me he died.” Gage, who no longer works as a social worker, said he believes Alex’s death was “completely preventable.” “It was a collection of errors,” he said in an interview outside the courtroom after completing his evidence. Those errors belong to multiple individuals and groups, said Gage. “We’re bringing the interplay of a family, the organizations of two provinces, I wish I had an answer.” Richard Gage was a social worker who was involved in seizing Alex Radita from his parents in 2003 after the boy nearly died from untreated diabetes. (Meghan Grant) During his testimony, Gage got emotional when asked to describe Alex. “We liked Alex,” Gage said in his testimony. “You just saw him and took an instant liking to him, a polite little boy.” Most of Gage’s interactions with the Radita family were with Emil, who Gage said was

always polite, though he didn’t like social services being involved in his family’s affairs. “He said he didn’t want me within 1,000 metres of him or his family,” said Gage. “That was sniper distance.” Gage said Emil explained he’d been in the Romanian special forces. “[He said] I was waging psychological warfare on his family.” Gage said Emil Radita told him that he loved Alex. “I have no doubt, Mr. Radita, that you love your son, but it’s the way which you go about loving him is a concern,” Gage testified he said in response. There were other

failed opportunities for outsiders to check on Alex. He had been registered in a B.C. school but never attended. In Alberta, he was registered in an online school that falls under the East Central Catholic School Board, but never submitted a single piece of work for the 2009-10 school year. The principal of the School of Hope testified last week that although the Raditas could not be contacted, there are no laws that require schools to notify the Alberta Education or Child and Family Services ministries.

NDP demands immediate decriminalization of marijuana

T

he federal New Democrats are putting forward a motion in Parliament today to pressure the Liberal government to decriminalize pot before it is legalized. NDP Justice Critic Murray Rankin says it is not fair to arrest people and give them criminal records for possessing marijuana if the practice will soon be legal. “Despite Justin Trudeau’s clear campaign promise to immediately fix marijuana laws in Canada, the government has done nothing for eight months except continue the senseless practice of handing out

criminal records for personal use,” said a statement released by Rankin. During the federal election Prime Minister Justin Trudeau campaigned on a promise to legalize, regulate and restrict access to marijuana. The federal Health Minister Jane Philpott recently told the UN that legislation to legalize marijuana will be ready in a year. But in February MP Bill Blair, who is leading the task force to craft new laws around marijuana, said until the government legalizes marijuana current

laws must be enforced. NDP Youth Critic

Justin Trudeau denounces killing of Robert Hall in Philippines

P

rime Minister Justin Trudeau denounced the killing of Canadian Robert Hall by a militant group in the Philippines as well as the mass shooting that saw dozens killed at a gay nightclub in Orlando, Fla., on Sunday as "vicious acts of hatred and violence." The prime minister praised Hall's family for their "strength of character in their resilience" in the face of what he described as a "terrible situation." "This is a grievous loss for them, and their country mourns with them," Trudeau said in a brief press conference in the foyer of the House of Commons Monday. President Benigno Aquino released a statement early Tuesday in the Philippines regarding Hall's killing. "We strongly condemn the brutal and senseless murder of Mr. Robert Hall, a Canadian national, after being held captive by the Abu Sayyaf group in Sulu for the past nine months," Aquino said. Hall is the second Canadian to die at the hands of the extremist group in recent months after John Ridsdel was beheaded in April. Ridsdel and Hall were abducted last September from a seaside resort, along with Norwegian Kjartan Sekkingstad and Marites Flor, a Filipina national. Trudeau said he had spoken with Aquino, who offered his condolences for Hall's murder. "We are more committed than ever to working with the government of the Philippines and international partners to pursue those responsible for these heinous acts and bring them to justice, however long it takes." Trudeau also talked about Sunday's shooting at a gay nightclub that left 49 club-

goers and the shooter dead. "The appalling attack on the LGBTQ2 community this weekend in Orlando and this news today serve as devastating reminders for all of us that vicious acts of hatred and violence cannot be tolerated in any form," Trudeau said in the foyer of the House of Commons Monday.

"Today, we have lowered the flag on the Peace Tower in solidarity with our friends and family in Orlando," the prime minister said, in his first public remarks on the mass shooting. "It is with great sadness that the flag flies lowered for yet another sad event as well," he said, in reference to Hall's reported death. Interim Conservative leader Rona Ambrose, in a written statement, expressed her condolences to Hall's family. "The threat of radical and barbaric acts of terrorism remains very real. Canada is not immune to the danger presented by global terror networks. We must stand in solidarity not just with the victims but with our allies around the world as we work together to disrupt and destroy these terrorist organizations." Debt-to-income ratio ticks down to $1.65 for every dollar Canadians earn

T

he amount that Canadians owe compared to what they earn ticked down in the first three months of 2016, but is still near a record high. Statistics Canada said Tuesday the debtto-disposable income ratio was 165.3 per cent for the first three months of 2016, down from 165.4 per cent in the fourth quarter of last year. “Don’t let the improvement fool you though, as the ratio usually falls in the first quarter,” BMO economist Benjamin Reitzes said after the numbers came out, adding the decline was the smallest in seven years. That means households owe $1.65 in debt for every dollar of disposable income they have — still near an all-time high. “That’s the highest level that we have really ever been at,” said Laurie Campbell, the CEO of Credit Canada Debt Solutions in an interview. “I don’t think we should take any comfort in the fact it has moved slightly.” Income and debt increased at the same rate, Statistics Canada said. Household net worth rose 1.2 per cent in the first quarter to $9.633 trillion, driven by gains in the value of real estate. Total household debt, which includes consumer credit, and mortgage and nonmortgage loans, totalled $1.933 trillion at the end of the first quarter. Most of that — $1.268 trillion — came in the form of

mortgage debt. While their assets may also be appreciating, the numbers show that Canadians now owe almost as much as the entire economy is worth. “One final ratio to note: Canadian household debt is inching ever closer to hitting 100 per cent of nominal GDP, with the ratio rising 4.6 [percentage points] over the past year to 98.6 per cent,” Reitzes said. And that figure doesn’t include government debt, which is now at a 15year high of 116 per cent of GDP, he added. Campbell sees reason for caution in the numbers. “I can tell you from our own experience at Credit Canada that we are seeing people coming in with tens of thousands of dollars of unsecured debt with no means of paying it,” she said. “As this continues to happen, we will see increasing bankruptcy numbers,” she added, noting that bankruptcy figures are already starting to increase in Western Canada and Atlantic Canada. “We know this is starting to creep up.” On a per capita basis, the net worth of the typical Canadian came in at $265,200 in the first quarter. That’s slightly down from $269,500 in the fourth quarter, largely because of a decrease in the value of Canadians foreign holdings when converted back into Canadian dollars.

anada’s economy is expected to grow by 1.5 per cent in 2016, with British Columbia to lead the country in growth, according to an outlook by the Conference Board of Canada. Four provinces will have a GDP growth rate of more than two per cent — B.C., Ontario, Manitoba and Prince Edward Island, the think-tank predicts. British Columbia is expected to be the fastest-growing province for the next two years — with its economy expanding by 3 per cent in both 2016 and 2017. While the mining sector is weak, strength in forestry, construction, transportation, and the real estate industry will power its growth, the outlook predicts. Ontario’s GDP is forecast to rise by 2.8 per cent in 2016 and by 2.6 per cent in 2017, primarily because of export growth in the automotive sector. The low dollar and Toronto’s rising housing market are combining to reset economic conditions in the province. Manitoba will grow by 2.1 per cent in 2016 and 2.6 per cent in 2017 as its agricultural sector and services continue to grow. In Prince Edward Island, there has been growth in housing and in manufacturing that will result in 2.3 per cent growth in 2016 and 1.7 per cent 2017. The optimism in these four provinces is offset by a two per cent contraction in Alberta, where disappointing oil prices and the impact of the Fort McMurray fires will continue the recession that began last year.

Alberta’s economy is expected to recover in 2017, partly as a result of the rebuilding of Fort McMurray. New Brunswick’s economy will shrink by 0.4 per cent in 2016 because of weakening manufacturing, construction, and mining plus lacklustre growth in the services sector. Saskatchewan and Newfoundland and Labrador also have stagnant economies. In N.L, Hebron and Muskrat Falls are scheduled to be completed in the next couple of years, worsening the outlook for 2017. For the country as a whole real GDP advanced 0.9 per cent in 2015, about half the pace recorded in 2014, so a projection of 1.5 per cent for 2016 is an improvement. The Conference Board predicts the Canadian economy will be still stronger in 2017, when infrastructure spending proposed by the federal government has an impact. Nonetheless, there are plenty of headwinds for Canada’s economic growth prospects: • Investment in the oil and gas sector is still falling. • Non-energy investment is lacklustre, so Canada may soon face lack of capacity in manufacturing. • Canadian consumer spending may not improve because incomes aren’t rising sufficiently. • Consumers are also stretched thin with debt. • Growth prospects for the global economy remain poor.

Miscalculation led to Kamal Nath fiasco

ow that Congress president Sonia Gandhi has relieved senior leader Kamal Nath of the charge of party general secretary for Punjab, the question everyone’s asking is: Why did she appoint him in the first place? Officially, Congress’ senior spokesperson Anand Sharma and Punjab unit chief Capt Amarinder Singh refused to acknowledge today that the resignation had anything to do with AAP and Akali-BJP pressure over Kamal Nath’s alleged role in the 1984 anti-Sikh riots. “Kamal Nath sought to be relieved out of anguish. He was being targeted for something he has never been charged with. The right to

reputation has been equated by the courts with the right to life. We had to respect his sentiment,” Sharma said, describing the party leader’s resignation as “an act of his own volition”. Amarinder also trashed the AAP statement that Kamal Nath had to go because they had exposed his role in the riots and that his appointment reflected the Congress’ insensitivity towards the victims. “That’s not true. Kamal Nath called me yesterday and told me that he was tendering his resignation. He said he had self-respect and was opting out because he was being targeted most unfairly. It was gracious of him to have done so,” the

former Punjab CM said. Posturing apart, insiders admit that the party grossly miscalculated the consequences of naming Kamal Nath, a nine-time MP from Chhindwara (Madhya Pradesh) as the Punjab incharge, considering that he had appeared before the Nanavati Commission to explain his alleged role in the riots. Though exonerated, he had faced accusations of involvement in the torching of Gurdwara Rakabganj and the killing of two Sikhs on November 1, 1984, in the aftermath of the then Prime Minister Indira Gandhi’s assassination. Party leaders said with the issue snowballing in Punjab, concerns about Kamal Nath’s safety also weighed on the Congress’ mind and was one of the reasons why he was relieved.

FIR against SGPC men for thrashing youth

T

he police have initiated criminal proceedings against the sacked SGPC employees who had brutally thrashed a youth, Gurpartap Singh, on May 12. But the victim’s father Rajesh Kumar is dissatisfied with the police response. He said that the accused were being shielded by the police at the behest of the SGPC. The police have booked Yadwinder Singh Nihang, Satnam Singh alias Satta and two unknown persons under Section 323 (voluntarily causing hurt, non-cognisable), 325 (voluntarily causing grievously hurt, cognisable) and 34 (acts done by several persons in furtherance of common intention). These are all bailable offences. On May 12, Gurpartap alias Gaurav was allegedly beaten up brutally by SGPC’s sewadars Yadwinder Singh Nihang, Satnam Singh and two other unidentified SGPC staffers over the charge of stealing a mobile. While accused Yadwinder was dismissed, Satwant was put under suspension after the instance came to light. hief Minister Parkash Singh Badal today said the exit of Kamal Nath as Congress’ general secretary in-charge of the state had vindicated the stand of SAD that the 1984 Sikh carnage was a deep-rooted conspiracy of the Congress. Badal alleged, “Nath was reluctant to accept the post because he was guilty owing to his role in massacre of thousands of innocent Sikhs. umbai has topped the list of the Indian cities where “people look and feel their best,” according to a new study. The study conducted by Nearbuy, sheds light on the blossoming wellness industry in the country and how different cities are reacting to the same. It surveyed over 2,000 people across several cities to reveal that Mumbai was the “Most Pampered City” in the country. “Nearbuy customers in Mumbai bought more full body massages, foot reflexology, haircuts, facials, manicures, pedicures, hair straightening and other indulgent offers than any other place in the country,” the survey said. It showed that while over 42 per cent Mumbaikars visited spas and salons at least once a month, only 20 per cent and 35 per cent people in Bangalore and Delhi respectively spoilt themselves with monthly beauty services. The study showed that 58 per cent of the respondents liked to explore various salons, contrary to the 22 per cent who preferred the

ndian men’s hockey team had their date with history as they clinched a maiden appearance in the final of the prestigious 36th Hero Champions Trophy Hockey tournament against formidable Australia after hosts Great Britain held Belgium to a 3-3 draw in a final round robin match.

This will be India’s first appearance in the summit clash in 36 years since the inception of the blue-riband six-nation tournament. India’s only podium finish until now was a bronze medal won way back in 1982 at Amsterdam. India would thank Great Britain, who rallied from a two-goal deficit to hold Belgium 3-3 in a cliffhanger at the Lee Valley Hockey Centre on Thursday night. This was after India

Pakistan jealous of India-Afghan ties: Karzai

Namibia assures India supply of uranium

Speaking at the State Banquet hosted in the honour of President Pranab Mukherjee, Namibian President Hage Geingob said Namibia commended India’s commitment towards peaceful use of nuclear energy. “We will look into legal ways wherein our uranium can be used by India,” he said. Geingob said his country had resources but could not use them as it did not possess any nuclear weapons. “We have resources but we cannot use it as we do not have nuclear weapons. But there are those who can use it. We will look into legal ways,” he said. Citing a conversation with a former diplomat of India, he said it was a “nuclear apartheid” that a handful of countries wanted to dictate terms of nuclear technology. In an impassioned speech on reforms in United Nations, IMF and World Bank, the President said how could a country with 1.2 billion people and a continent with one billion people did not get representation in the United Nations Security Council. “How can it be democratic?” Geingob asked. Inviting Indian companies to invest in Namibia, Geingob lauded India’s proposal of International Solar Alliance, saying he appreciated the country’s role in combating climate change. “In Namibia, we see ourselves as gateway to Africa. 11 get life imprisonment till death for Gulberg massacre

alling the Gulberg massacre as the “darkest day” in the history of civil society, a special SIT court here on Friday sentenced 11 convicts to life imprisonment in the case of burning alive of 69 people, including former Congress MP Eshan Jafri in the 2002 post-Godhra violence. Rejecting the demand for death sentence for all convicts, the court said life imprisonment for the 11 would be till death if the state did not exercise power to remit the sentence. The court awarded 10-year jail term to one of the 13 convicted for lesser offences while 12 others have been given seven-year sentence each. The prosecution had argued that all

24 convicts should be given death penalty. While describing the massacre as the darkest day in the history of civil society, Special Court Judge PB Desai refused death penalty saying, “If you look at all aspects, no previous antecedent has been placed on record.” Post the incident, 90 per cent of the accused were released on bail, yet no complaints against them have been given even by victims, and there is no record to show that they committed any offence during the time of bail, the judge further said, while giving reasons why he thought that this was not a fit case to give capital punishment to the convicts.

US urges NSG members to support India’s membership

ASHINGTON: The US has urged members of the Nuclear Suppliers Group to support India’s membership into the elite grouping. “The United States calls on Nuclear Suppliers Group (NSG) participating governments to support India’s application when it comes up at the NSG plenary, which I think is next week,” state department Spokesman John Kirby told reporters at his daily news conference on Thursday. “I’m not going to get ahead of how that’s going to go or hypothesise and speculate about where it’s going to go, but we’ve made clear that we support the application,” Kirby said in response to a question. During the US visit of Prime Minister Narendra Modi last week, US President

Barack Obama welcomed India’s application to the 48-member grouping. The US has been pushing for India’s NSG membership. Earlier, ahead of a meeting here US secretary of state John Kerry had written a letter to the NSG member countries which are not supportive of India’s bid, saying they should “agree not to block consensus on Indian admission”. A joint statement issued after talks between Modi and Obama said the US called on NSG participating governments to support India’s application when it comes up at the NSG Plenary later this month. India, though not a member, enjoys the benefits of membership under a 2008 exemption to NSG rules for its atomic cooperation deal with the US.

Family buries murdered victim as police follow leads

HE family of a man whose charred remains was found in his burnt company car at the Fiji Sugar Corporation Lautoka mill are crossing their fingers that someone would soon be brought to justice. Hundreds gathered at Salesh Chand’s parents house in Maunikoso, Nausinu to pay their last respects yesterday. Mr Chand, who was Vinod Patel Hardware’s regional manager west, was cremated at the Dignified Cremations in Davuilevu, Nakasi. Mr Chand was last seen leaving his home last Tuesday after returning from working in

Rakiraki for a week. He had told his wife Ranjini Devi that he was going out. Police later found his car early morning last Wednesday completely burnt at the FSC compound in Lautoka. His younger brother, Gyan Chand said the family was still trying to come to terms with the loss of his brother. “We know something will eventually come out. My brother was a nice person,” Mr Chand said. Police have classified the death as murder and are investigating several leads into the case as investigations continue. Mr Chand is survived by his wife and two sons.

Muslim students reprimanded for wearing veils

SIGATOKA school administered by the Methodist Church in Fiji last week reprimanded a group of Muslim students for wearing religious headwear to school. Confirming the incident, Methodist Church secretary for education Waisake Ravatu said the students were disciplined for breaking the school dress code rules. He said the students were asked to remove headscarves last week Wednesday by the school principal. Mr Ravatu said all students had to abide by the school rules, a prerequisite for any education institution in the country. “It is a Methodist school and all religious

schools around the country have uniforms and attire specified in their respective school rules and all the students are required to follow these rules,” he said. “If the parents of the students concerned wanted their children to wear something of religious significance then they should have done the right thing and consulted with school management first before allowing their children to go to school dressed in headscarves.” Mr Ravatu added that Christians who attended education institutions owned or managed by other religious organisations were similarly bound by the rules and regulations of those schools. “While there is scope for allowing students to practise their religious beliefs, there is a reason we have uniforms. “And like I said, had the parents of the students concerned sought advice or consulted with school management, the issue would have been resolved with a clear understanding. “We acknowledge the fact that the parents of these students raised the issue with the Indian division of the Methodist Church because the school falls under them.” The issue was also highlighted on social media platforms like Facebook.

Credibility of Fiji schools questioned

HE credibility of high schools in Fiji was raised at yesterday’s student forum on Budget consultations in the Western Division. Natabua High School Year 13 student Meera Meghji raised the issue with AttorneyGeneral Aiyaz Sayed-Khaiyum by relating a recent experience. “Just recently, I applied to a university in Singapore, but they declined my application because Fiji was not on their list,” said Meera. “This is the same for a few other countries also. I am not sure if it is because of the curriculum, but if the Government could improve this area for our sake, it would be good.” The same sentiments were shared by Jasper Williams High School Year 13 student Deepika Prakash. “I would love to go and study overseas Sir, but right now, it would be difficult because of the education system in Fiji. I would request the Government to seriously look into this matter for the sake of the young people of this country,” she said. Mr Sayed-Khaiyum responded by saying that times had changed and while the Government was working on this issue, it would take time. “I remember back in the day when we were in school, we used to sit exams that qualified us directly to universities. You didn’t have to do Year 13 or foundation studies but as time went by, universities in Australia and New Zealand changed their systems.

Pakistan and Afghanistan have traded blame for the latest violence while calling for a peaceful resolution. However, intermittent shooting continued throughout the day Wednesday, according to two Pakistani officials. The Afghan guard is the third fatality since Sunday night, when clashes erupted at the Torkham border

crossing over the construction of a gate by Pakistan on disputed territory. Over two dozen border guards from both sides have been wounded so far. Afghan border police official Jamal Khan said the guard was killed on late Tuesday. Another Afghan guard was killed the first night of the violence and a Pakistani officer wounded in the border clashes died on Tuesday. Attaullah Khogyani, a spokesman for the governor in Afghanistan’s Nangarhar province, which lies along the border, called on Pakistan to stop shooting toward the Afghan side, adding that fighting ``is not the solution.’’

Pakistan, spurned by US, considers offer of Jordanian F-16 jets

akistan is considering buying used F-16 fighter jets from Jordan, media reported on Tuesday, after a plan to buy eight of the aircraft from the US fell through because of the refusal of the US Congress to finance the deal. Some of Pakistan’s fleet of F-16 jets are due to be decommissioned in the next few years and the government says it needs the aircraft to fight Islamist militants in remote mountains near Afghanistan. The military also sees the aircraft as vital in case of war against old rival India. “We are now going for a third-party

transfer of F-16s and have an offer from Jordan,” defence secretary Alam Khattak told a joint sitting of the Senate defence and foreign affairs committees on Monday, newspapers reported. An air force spokesman declined to say how many F-16s Pakistan has but the number of the aircraft in service is believed to be about 70. Jordan had offered to sell Pakistan 16 used F-16s of the Block-30 variant, an older version than the Block-52s that Pakistan would have obtained from the United States, the Dawn newspaper reported.

3,000 arrested in crackdown against Islamic militants in Bangladesh

ore than 3,000 people, including 37 militants, have been arrested across Bangladesh in a sweeping crackdown on Islamists to halt a wave of fatal attacks on minorities and secular writers, as Prime Minister Sheikh Hasina on Saturday vowed to catch “each and every killer”. The militants arrested were operatives of the outlawed Jamaat-ul-Mujahideen Bangladesh (JMB), the outfit believed to have carried out most of the attacks on secular and liberal activists and minorities, including Hindus and Christians. “Out of the 37 militants, 27 belong to JMB,” deputy inspector general AKM Shahidur Rahman told reporters while reports said more than 3,000 suspects mostly listed as thugs and criminals - were arrested over the past two days. Bangladesh launched the drive after a high-level meeting held by inspector general AKM Shahidul Hoque on Thursday. The anti-militant drive involved the paramilitary Border Guard

as well,” she said, referring to the deadly transport blockade last year organized by opposition parties. She asked her countrymen to not be a bystander during such attacks as most of the attacks involved bikeborne assailants. “Please don’t play the role of an onlooker when you see that a person is under attack, rather, try to resist and catch the criminals ... police and (government) will stand by you,” she said at the meeting at her official residence Gana Bhaban. But opposition Bangladesh Nationalist Party immediately accused the government of using the crackdown to suppress political dissent. It rejected the allegation that the party and its fundamentalist ally Jamaat-eIslami were patronizing the attacks under an

orchestrated plot against the government. BNP secretary general Fakhrul Islam Alamgir accused the government of arresting “hundreds of opposition activists in the name of crackdown against Islamist militants.” The attacks since last year, which has left more than 30 people dead, has put Bangladesh under a global spotlight for failing to prevent such attacks. On Friday, a 60-year-old Hindu ashram worker was hacked to death by ISIS jihadists, days after another priest was killed by the same terrorist group in the Muslim-majority nation. In February, militants stabbed to death a Hindu priest at a temple and shot and wounded a devotee who went to his aid. In April, a liberal professor was brutally hacked to death in Rajshahi city. The same month, a Hindu tailor was hacked to death and Bangladesh’s first gay magazine editor was murdered in his Dhaka flat by Islamists.

The assaults, signifying abuse of children by both parties in the conflict, have left authorities rattled, with one senior provincial official who echoed Rogh Lewanai’s view saying “it’s easier tackling suicide bombers than bacha attackers”. The killings illustrate how bacha bazi is aggravating insecurity in Uruzgan, a remote province which officials warn is teetering on the brink of collapse, unravelling hard-won gains by US, Australian and Dutch troops who fought there for years.

n what could possibly be a big attempt to sabotage Udta Punjab, in all probability by those who are opposing its release, major portions of the movie (40 minutes) have already leaked online. Meanwhile, some say the FULL movie (with a running time of 2 hours, 20 minutes) is available on certain websites. (We’ll come back to tell you the exact length of the film that is now available on your gadgets.) The Central Board of Film Certification (CBFC) has not submitted the certificate to Udta Punjab producers Ekta Kapoor and Anurag Kashyap yet -- it’s scheduled for 4.30 pm today. However, shockingly, the leaked copy bears the ‘For Censor’ stamp, which

indicates that it’s the same copy that’s with the CBFC.

With major chunks of the film now available online, one is forced to suspect if it is an attempt to sabotage it.

Vivek Oberoi puts RGV’s next on hold to promote his adult comedy

R

am Gopal Varma's next project, 'Rai', was supposed to roll earlier this month, but we hear the schedule has been pushed back to July-end. Vivek Oberoi, who will portray gangster Muthappa Rai in the thriller, apparently had to drop plans of starting shoot as the makers of his next release — sex comedy 'Great Grand Masti' — decided to kick off their promotional campaign this week. A source says, “Initially, Vivek thought he would work out his dates and take out time for RGV's film in the midst of promotions. However, since the production team of Great Grand Masti has come up with a full fledged, month-long publicity plan, he had no choice but to push the shoot schedule to July-end.” Vivek is said to have conveyed his decision to Varma and his team. “He informed the

team of Rai that he cannot be in his character's look while promoting the other film. Besides, he needs to keep himself completely free for the publicity campaign which include media interactions and city tours,” adds the source. Rai will go on floors only after the adult comedy co-starring Riteish Deshmukh and Aftab Shivdasani hits theatres on July 22. “The makers have accepted his request to push back Rai's shoot,” the source informs. Vivek remained unavailable for comment. Although it has been widely reported that the film was slated to go on floors in the first week of June, RGV insists, “Rai was always supposed to start July-end.” Rai will be extensively shot in Mangalore, Bangalore, Mumbai, Dubai and London, and release in four languages — Hindi, Kannada, Telugu and Tamil.

'Udta Punjab' Movie Review T

he film opens with a jaw dropping scene when a big packet of drugs is casually flung over by a discus thrower from the other side of the border to be picked up by a 'business' partner in Punjab. This, sets the tone for the rest of the film, which slowly and disturbingly unravels the horrors of the deep and prevalent drug menace in the state. Tommy Singh (Shahid Kapoor) is the popular pop star of Punjab, he's talented, he's obnoxious, he's Gabru and he's dangerously dependent on drugs. Young Tommy has lost control of self as the potent combination of drugs and heady fame rules his life. His lyrics are mostly an ode to the drugs that consistently run through his blood stream. Tommy is not the culprit, he's a victim like a lot of youngsters who are awestruck by him and ape him. He is too naive and drug addled to even realise the repercussions in the long run. The unnamed labour girl (played by Alia Bhatt) is seemingly simple but much stronger. When she stumbles upon a consignment of drugs, she guilelessly hopes to get herself a better life by selling it, without realising how she can get trapped in the muck of this greed driven world of drug business. Sartaj Singh, the cop, is too happy being a cog in the corrupt wheel as he and his boss wrangle bribe from the drug dealers and suppliers and merrily let the consignments

Udta Punjab' A; Crime, Drama Director: Abhishek Chaubey Cast: Shahid Kapoor, Alia Bhatt, Kareena Kapoor Khan, Diljit Dosanjh enter the state. The repercussions of his actions strike him when the truth hits too close home. It is Preeto (Kareena Kapoor Khan) who seems to be the only sane voice in this mess, helps him with that. This is a heart wrenching and deeply disturbing story of broken, fallible human beings, who aren't capable of or refuse to look at the bigger picture as long as their present is tolerable. It is dark alright but mercifully, not hopeless because these very people display strengths of character at that crucial turn in their lives; Tommy Singh (Shahid Kapoor) and Sartaj (Diljit Dosanjh) come in touch with their conscience and Alia's character makes her strong and overwhelming passion to get better of the miserable situation that she's stuck in. The seamless screenplay (Abhishek Chaubey and Sudip Sharma) keeps you hooked and involved in the proceedings as we are taken deeper and deeper through the despondency of the situation and the rampant corruption that makes sure that it doesn't improve. The cinematography (Rajeev Ravi) blends perfectly well with the mood of the film. Above all, this film undoubtedly belongs to Alia Bhatt and Shahid Kapoor. Alia, as someone who tries fighting destiny with her loud, protesting sobs, as someone who fights succumbing to the drug filled world of the weak, is fantabulous.

Broken wheat upma recipe

roken wheat upma is the simplest South Indian breakfast one can ever make. It is my go-to breakfast when I am rushed for time and need a healthy yet filling meal to see me through the day. This fibre rich dish makes for a great evening tiffin or light dinner option when my fridge is almost empty. In Andhra, we call finer version of broken wheat as godhuma nooka or samba rava and is popular among the Telugu speaking folks. It is called dalia in Hindi and godhumai ravai in Tamil. In our home, I usually use cracked wheat to make dalia khichdi, kheer,

vegetable khara bath, godhuma rava tomato upma and other upma variations. Majority frown upon upma but I love it when served hot off the stove. Broken wheat upma is super simple to make using minimal ingredients. I dry roast the cracked wheat in a little ghee, use cinnamon and cloves to flavour the upma and use a combination of ghee and oil for the tempering. These three steps are essential to enhance the flavor of the humble upma. I sometimes throw in a few chopped carrots and beans for added nutrition. This diabetic friendly grain needs more water to cook than

the normal semolina or upma rava. For one cup of finer version of broken wheat, you need to add two and quarter cups of water for the grain to cook well. The resultant upma has a loose, dry texture. For a sticky, gooey upma, add 2 1/2 to 2 3/4 cups of water for 1 cup of broken wheat. Main Ingredients:.......................... Broken wheat - 2 cups Onions - 1, medium, sliced Tomato - 1, small, finely chopped Green chilies - 2, slit lengthwise Ginger - 1/2” knob, finely minced Turmeric powder - 1/4 tsp

Mustard seeds - pinch (optional) Cumin seeds - pinch Asafoetida - 1/4 tsp Cinnamon - 1” stick Cloves - 2-3 Curry leaves - 1 sprig Oil – 1/2 tbsp Ghee - 1 1/2 tbsps Method Heat 1/2 tbsp ghee in a cooking vessel, add the broken wheat and toast it on low flame for 6-7 mins. Turn off heat and wash it thoroughly. Drain water and set aside. Heat the remaining oil and ghee in a cooking vessel, add the mustard seeds and allow to splutter. Add cumin seeds, cinnamon stick, cloves, asafoetida and curry leaves and saute them till a nice aroma emanates the kitchen. Add the chopped onions, green chilis, and ginger and saute for 4 min. Add the turmeric powder and mix. Add the chopped tomatoes and saute on medium heat for 4 min. Add 4 1/2 cups of hot water and bring to a boil. (be careful as you add the hot water to the cracked wheat, it will splutter) Reduce heat and slowly add the cracked wheat to the water and stir it continuously so that lumps don’t form and it combines well with the water. Place lid and simmer for 20-22 mins or till the water is completely evaporated and the upma is done. Turn off heat and remove to a serving bowl. Garnish with coriander leaves if using and serve warm with pickle or chutney of your choice.

Ford’s summer shutdown cut amid increased SUV sales

ord Motor Co. is knocking a week off the traditional two-week summer shutdown at three SUV plants to handle increased demand.

The company says it will use the extra week of production to make another 22,000

SUVs at factories in Oakville, Ont. Louisville, Kentucky and Chicago. The factories make the Ford Escape, Edge, Flex and Explorer sport utility vehicles and their Lincoln counterparts. Sales of the four Ford SUVs are up 8.5 per cent through May to just over 305,000. Ford’s pickup truck plant in Louisville also will shut down for only a week as it switches to a new Super Duty F-Series truck. Honda CR-Z hybrid officially discontinued in North America

fter we told you last week about the Honda CR-Z’s final days in Japan, the automaker has pulled the plug on the unloved hybrid in North America. Per Car and Driver, Honda quietly pulled the plug on the CR-Z in a bid to “significantly expand its sales of electrified vehicles with the addition of two new volume models.” Those models, at least in the U.S., are the Accord Hybrid and the Clarity family – the

latter of which is available exclusively in the U.S. By now, there’s no guessing as to Honda’s reasoning behind axing the CR-Z. In the U.S., Honda sold all but 970 CR-Zs and just 17 in Canada so far this year. Compare that to the CR-Z’s closest (albeit nonhybrid) competitor, the Hyundai Veloster – it found 11,223 new homes in the U.S. and 781 in Canada thus far.

will have Polestar performance variants, with total output pushing into the neighbourhood of 600 horsepower. Mertens says Volvo’s twincharged 2.0-litre four-cylinder engine could deliver close to 450 horsepower, and that the 87-horsepower electric motor driving the rear wheels in the T8 plug-in hybrid models would be replaced with unit packing more power. The recipe would make one very fast Volvo indeed, but like many cool European cars, Volvo has no current plan to bring these cars to North America just yet.

erman automaker Volkswagen plans to ramp up its offerings of electric vehicles as it fights to bounce back from a scandal over diesel cars rigged to cheat on emissions tests.The electric campaign is part of a wide-ranging review of the company’s strategy that also includes increasing profitability, investing in new ways of getting around that don’t necessarily involve owning a car, and making the company’s management more open and trustworthy. CEO Matthias Mueller said Thursday the company plans to introduce more than 30 electric-powered vehicles by 2025, and to

sell 2 to 3 million of them a year. To support that ambitious plan, the company wants to increase its in-house expertise in battery technology. Improving battery range is expected to be a key factor in getting more people to buy electric cars. Mueller made the announcement as he unveiled the results of a top-to-bottom review triggered by the scandal that erupted in September 2015 and dubbed “Together Strategy 2025.” The new plan inludes a focus on digital mobility, which could include things like ride-sharing or car-sharing based on smartphone apps, for instance.

etro Vancouver realtors will likely fall in line with major data sharing changes that have been forced on Toronto realtors in a competition ruling, Greater Vancouver Real Estate Board President Dan Morrison said Thursday. Weeks ago, the federal Competition Tribunal ordered the Toronto Real Estate Board to release proprietary Multiple Listing Service sales data to consumers online. Homebuyers in Toronto will now be able to access historical sales data that was tightly guarded by realtors in ways that stifled

competition, according to a ruling. The new information should give consumers a better idea of the long-term value of properties compared to current asking prices, experts say, and help them avoid bidding wars that are encouraged under the current system. Some analysts say consumer-friendly changes in Ontario could mark a longpredicted moment of disruption for Canada’s real estate industry, and Vancouver’s red-hot market. Morrison said that if the competition order is upheld in Toronto, Vancouver realtors would also release MLS data, but he could not give a timeline for changes. “I can’t imagine we wouldn’t support a major change like this,” he said. “But I’m not sure I agree that this (ruling) is the thin edge of the wedge in terms of going to a fully open MLS system.” Surrey realtor Mayur Arora believes the Ontario ruling means B.C. consumers will be paying lower commissions for transactions, and general secrecy around many deals that critics say fuels market-inflating bidding wars could be reduced. In one example, Arora says he is aware of realtors who tell prospective buyers that many offers have been made on a home, encouraging higher offers. In some cases, Arora says, multiple offers are “greatly exaggerated” or may not even exist. Also, some consumers and realtors say there are cases where properties don’t make it to the open market and the highest bid may not win, for reasons only known by realtors. In the future, Arora said he can envision all listings being publicly marketed on the MLS system, and disclosure rules that would make all offers officially recorded. The tenant has committed for a 10th of the 370,000 square feet – leaving a state of emptiness that is unusual for an office skyscraper in this city. Even so, a huge shift in business tenancy is expected as the region experiences something it has not seen before: an office-tower building boom much of which is speculative construction rather than for specific committed tenants. “This is kind of uncharted territory for Vancouver,” said Mehdi Shokri, a principal with the capital markets team at Avison Young. “But I don’t see a big disaster occurring.” The Credit Suisse tower is only the most visible and furthest along of a second wave of new office towers planned for Vancouver and some key suburbs. ‘Ego-pricing’ in Vancouver real estate: ‘People can ask for whatever they want’

Shaughnessy property raised eyebrows when it sold last year for $8.01 million — or $2 million over the asking price. The four-bedroom house on a 16,400-square-foot lot — at 1383 West 32nd Ave. — was listed for $5.99 million in February of 2015 before fetching the inflated figure a few months later. In mid-May of this year it went back on the market in pretty much the same condition. The asking price is $11.88 million, an amount that seems at least moderately audacious even in a market with high demand for a tight supply of single-family homes in desirable areas. And there are other properties in Vancouver with what is being cheekily referred to as “ego-pricing.” “People can ask for whatever they want. God bless them,” said RE/MAX’s Stuart Bonner of Vancouver Westside Real Estate. The current listing agent, Ruby Chang of Sutton Group West Coast, did not return calls to her cellphone on Thursday. Bonner, who sold the West 32nd house last year, said there is another house across the street — at 1437 W 32nd, on a 17,000-square-foot lot — that went under contract in June to be sold for just over $8 million. Bonner was thrilled to report back this latest sale to his client. The lot that just sold is only five per cent larger in size, he said. “I think I got (my client) a good deal back then.” In the sport of Vancouver real estate chatter, the other property that has tongues wagging is also a $10-millionplus single-family home. But this one is not your regular big house on a sprawling Shaughnessy or Belmont Avenue lot. It’s on a narrow 25-foot front lot, and the front door is less than a stone’s throw to the sidewalk, at 1081 West 7th Avenue. It’s nestled in a mix of condos and townhomes in Fairview Slopes, two blocks down from West Broadway near Oak Street. The asking price is $13.8 million.

“A big part was finding land with 180-degree views, that is minutes from downtown, and maintaining the environment and fitting into the neighbourhood,” said Shaireen Lalani, a Yaletown dentist who owns the property. She bought the land more than a decade ago and said building the home has been a 10-year project.

Indeed, it’s an almost 5,000-square foot, super-modern, home with all the bells and whistles that cascades from 7th Avenue onto the lane behind. There is a private elevator connecting the five-level home. It is made of steel and concrete and the listing describes it as “designed by one of Canada’s most noted architectural firms, Battersby Howat, whose design hallmarks are the interplay between natural materials, light and view.” Listing agent Ken Leong notes the property’s many attributes. Of the asking price, he said: “This is luxury real estate. It used to be that these were unheard of prices in Vancouver. The city has changed. Look at prices in

Marpole. It used to be that in Marpole, for the west side, it was one of the worst areas, but now Marpole is selling for $1,100 a square foot. It’s crazy. Our city has changed.” “It’s not just that it’s luxury,” said Lalani, describing how it would be difficult now to find this land and build using concrete and steel, which have gone up in price. “We are five minutes from anything, but we have privacy and views. We are in our 40s, so we are still feeling young at heart and didn’t want a typical house with a yard. It’s also having the vision we had, and that’s not dime a dozen.” The house was marketed on its own website at $16 million, but then adjusted recently to $13.8 million. “Because of the lack of market comparables, it was hard to set,” said Lalani, adding they relied on her realtor’s advice. But is there a comparable of any kind? A few doors down, at 1033 West 7th, there is there’s a smaller 3,300-square-foot home, with one less bedroom and one less bathroom, and just three storeys terracing down to the back lane. It’s an older wood house, but was recently renovated. It also has sweeping views of the city in the back and edges up against the city sidewalk in the narrow 25-foot wide front. It sold in March for $2.744 million. Sue Johnson, one of the listing agents who handled that sale, described the area as being “very cool, urban living at its best.” She added it’s a rare single-family home in an area with a lot of apartments, city homes and condos. “It’s very unique.” She declined to comment on the $13.8 million asking price of the home that’s currently for sale. Both properties are zoned FM1 or multi-family and are freehold non-strata. Their assessed land values are both $1.469 million.
