(Re: The Sweets They Don’t Eat, Issue 74) As soon as I picked up the pre-Purim issue of The Boro Park View, I couldn’t help but flip to an article describing how various mothers deal with the mountains of candy that descend upon their homes in the form of mishloach manos. It was a good read, as the author shared how her friends and neighbors conquered the seemingly endless smorgasbord of food coloring and sugar that their kids scored the previous Purim, but to be honest, the whole thing left me feeling very unsettled. There were the mothers who swapped out candy for prizes and others who snuck treats out of their kids’ nosh stashes while they weren’t looking. There were those who exchanged towers of sweets for somewhat healthier alternatives, and some who let their kids indulge over Purim, saving the rest for Shabbos parties over the coming weeks. The list went on and on, and what disturbed me was the idea that while a few found ways to limit their offspring’s candy intake and donate the rest to a worthy cause, far more gleefully pronounced how they had tossed whatever they could into the nearest trash can when no one was looking. I hate to be the voice of doom and gloom or to come across as holier-than-thou, but when did discarding food become okay? Having been raised by a father who had

a number tattooed on his arm by the Nazis and hearing how people were grateful to find a potato peel to get them through the day, the idea of cavalierly disposing of edible items doesn’t sit well with me. While I have never delved all that deeply into hilchos ba’al tashchis, I don’t know that there is a special exemption for unwanted gifts of food, candy or even pineapples given to you by your friends and neighbors. A few years ago, one of my married kids shared with me the story of a neighbor who was rather militant about healthy eating. She made it a point of throwing all the Purim candy into the garbage in front of her children so that they would learn that those items weren’t food and belonged in the trash. I know that everyone has a right to raise their children according to their beliefs, but my heart ached for those children and for the fact that they are being taught that it is perfectly okay to throw out food. Which it most definitely is not. Another Purim story that stands out in my mind was one that I heard about someone who was watching their weight and received a potato kugel for mishloach manos, which, of course, they weren’t supposed to be eating. Their resolve began to weaken as they stared at that kugel, so they doused it with cleaning products to render it inedible before tossing it into the garbage. The idea of destroying perfectly good food to make up for a person’s lack of willpower bothered me; that kugel could have been easily handed off to a friend, neighbor, relative, passing yeshivah bachur or any one of dozens of people who would have welcomed the opportunity to make a bracha on it and enjoy the fruits of someone else’s labor. Save yourself some time, and don’t bombard The Boro Park View’s inbox with letters saying that foods with negative nutritional value or items that can potentially torpedo someone’s diet don’t fall under the issur of ba’al tashchis, because they can make a person sick or they don’t even qualify as edible. I can’t imagine that there is a rav out there who would tell someone, adult or child, not to make a bracha on that can of Coke or that bag of jelly beans that you are about to throw out because it isn’t really food. If you don’t want to eat them, then by all means, exercise some self-control and don’t, but throwing away edible items under the banner of halacha is just plain wrong. The amount of money being spent on candy that apparently nobody wants is another issue that shouldn’t be overlooked. As someone who is part of a local food group that exchanges information on extra food, I find it heartwarming to see extras or leftovers being shared and enjoyed. I should also note that I often see people putting out requests for staples like chicken or gefilte fish, which hammers home the point that there are those out there who have trouble paying their food bills, making it all the more upsetting to see money being spent on items that are literally going straight into the garbage. Of course, there are no magic answers, but I do have a couple of ideas to share, even though I am far from qualified to solve the problem of the massive candy mountains that dot the Purim landscape. For starters, it seems to me that instead of spending time trying to

pinpoint mishloach manos items that best accent the family costume, we should be thinking more about what kind of edibles people actually want to receive. I am pretty sure that when Megillas Esther talks about the mitzvah of mishloach manos ish l’reyehu, it wasn’t referring to rainbowstriped candy canes or rock-hard taffies that are choking hazards for small children — the only people in the world who actually want to consume them. You are giving a gift to someone; think about what they would appreciate and enjoy, not what makes you look clever and creative — though if you can accomplish both, kol hakavod to you. And you should probably think twice before sending nuts to those with known allergies, gluten to those who are intolerant, or homemade goods to people who don’t eat food that was prepared outside their homes, because, well, you get the picture. It is also worth noting that no matter how hard you try to come up with something that your recipient will love, one man’s trash is another man’s treasure, and when the author of the Purim-sweets article posed the question “Does anyone need twelve mini babkas?” all I could think was, “Yes, I do — please send them here!” The reality is that you will end up with food coming into your house that isn’t going to work for you, but please, please, please, don’t just toss it into the trash. I know your house is full of clutter and that Pesach is coming just four weeks after Purim, but there are people who would love to adopt your unwanted bounty. Chesed 24/7 and Bikur Cholim welcome your small grape juice bottles, and I know of several teachers who are happy to replenish their candy stashes with your Purim extras. And when in doubt, your cleaning girl or the UPS man may very well be excited to share in your surplus. Finally, ask yourself this: If you don’t want your kids eating piles and piles of sugary stuff, why are you buying them and sending them to other people’s children? I am willing to bet that there are few kids out there who want to see tangerines or the peanut/raisin medley of my youth in their mishloach manos, but there definitely has to be some kind of happy medium that will satisfy both moms and kids. There are far bigger discussions to be had about Purim, but when you start thinking about your 2022 mishloach manos, ask yourself what kind of foods you think your recipients, young or old, might want to get. It could be that nothing would make them happier than a big basket of sour sticks and fizz lollies, but it might be chocolate, brownie bars or a quart of homemade soup that will make them smile. The parsha begins with Moshe Rabbeinu assembling all of Klal Yisroel in preparation for the building of the Mishkan. Why did Moshe see fit to give over these mitzvos in a public manner? What would have happened had Moshe simply relayed the information without gathering all of Klal Yisroel together, the way all other mitzvos were given over?
IT WAS BEFORE THE DAYS of cell phones, Waze or GPS systems. A Yid from Eretz Yisroel was visiting the tri-state area for a family simcha, and he was coasting along the highway in his rented car when he realized that he was lost. He simply forgot which exit he was meant to take. If he’d take the wrong one, he knew it could cost him a couple of miles and the better part of an hour to get back on track. Time was running short, and he wanted to arrive at the simcha he had traveled to the States for in ample timing. Should he try a random exit? His memory wasn’t clear from his last visit. All the exits looked the same to him. He instinctively slowed down, feeling rather dizzy watching cars and trucks whizz past his window at top speed. Then, for lack of better options, the Yid pulled over to the shoulder. He turned off the ignition, and after making sure there was enough space at his side, opened his car door. He stuck out his arm to signal that he needed help, hoping some caring stranger would be kind enough to stop. It took a couple of moments, and a car pulled up. Out came a gentile who approached his window. “Sir, do you need help?” The Yid explained his predicament in broken English. The man immediately began to fire off a string of directions, much quicker than the Yid from Eretz Yisroel could understand. Just then, another car pulled over, and two yungeleit jumped out. “What’s going on?” they asked. “Perhaps we can help you out.” The gentile turned to the lost driver and said, “I knew it! When I saw you at the side of the road, I knew you wouldn’t be alone for long! I knew someone would come to the rescue soon enough…” He chuckled. “Jews don’t leave one another alone. You’re all like one happy family! By us, every person is an individual. Everyone lives his life for himself. A regular guy like me could wait at the side of the road for hours, and not a single person would turn to take a second glance. But by you Jews, it’s different. I just knew it!” He then proceeded to walk over to his car and open his trunk. He pulled out a shopping bag and returned to the surprised trio. “See this?” he asked, drawing a black hat and suit from the bag. “It’s my Jewish costume.” The Yidden couldn’t believe their eyes, and the man grinned. “You see, I’m a regular fellow. I’ve got no Jewish blood at all. But shall I let you in on my secret? I got myself these clothes at a secondhand shop. I keep them in my car for worst-case scenarios. In case it ever happens that I get stuck anywhere, this garb will guarantee that I won’t remain alone…”

Calls for Cuomo’s Resignation Echo as Legislature Passes Bill to Limit Emergency Powers Despite Governor Andrew Cuomo’s insistence that it would be “undemocratic” for him to resign, calls for him to step down have intensified from both sides of the aisle. Cuomo has been in the hot seat since his administration was found to have significantly underreported COVIDrelated nursing home deaths. The governor has also been hit with multiple allegations of personal misconduct. Both Senate Majority Leader Andrea Stewart-Cousins and Assembly Speaker Carl Heastie issued statements on Sunday saying that the time had come for Cuomo to step down because the ongoing accusations are interfering with his ability to govern. “New York is still in the midst of this pandemic and is still facing the societal, health and economic impacts of it,” said Stewart-Cousins. “We need to govern without daily distraction. For the good of the state, Governor Cuomo must resign.” The State Senate and Assembly passed a bill restricting Cuomo’s emergency powers last Friday, but ironically, it still requires one more signature — that of the governor himself. Cuomo said on Sunday that he will sign the bill, and state Democrats have the ability to override the governor should he change his mind. Cuomo’s executive powers, granted to him at the start of the pandemic, are scheduled to expire on April 30, reported ABC News, but lawmakers felt the time to act had finally come, given Cuomo’s most recent troubles. “I think everyone understands where we were back in March and where we are now,” said Stewart-Cousins. “The public deserves to have checks and balances.” While the bill would stop Cuomo from unilaterally passing new mandates, it would still allow him to extend or modify existing pandemic-related orders, including capacity and gathering limits, social distancing requirements, testing and quarantine guidelines, and vaccination eligibility rules. Under the new legislation, Cuomo would have to notify state leaders of any changes and accept public comments regarding those actions. Assemblyman Simcha Eichenstein was one of those who voted to revoke Cuomo’s executive powers. Addressing the Assembly virtually before Shabbos last week, Eichenstein discussed how his Boro Park and Midwood constituents suffered tremendously under Cuomo’s red-zone designations, a burden that was shared by other Jewish communities in the state. Clusters that developed higher COVID-19 rates were never subject to the same regulations, noted

Eichenstein. “Only Orthodox Jewish neighborhoods — be it in Brooklyn, in Queens, in Rockland County, in Orange County, on Staten Island — only Orthodox Jewish neighborhoods were singled out by this governor and placed in full lockdown in red zones in an effort to take revenge against my community,” said Eichenstein. While he voted in favor of the legislation, Eichenstein called it just a first step, saying that he hoped that additional efforts would further restrict Cuomo’s abilities to enact extraordinary mandates. “I have voted in the past and will continue to advocate for fully revoking the governor’s powers that he has so misused and abused in a discriminatory fashion,” said Eichenstein.
Responding to Hate Crimes, NYPD Announces Installation of 200 Surveillance Cameras More than 200 security cameras have been put up in and around New York City, the latest effort by the NYPD to combat hate crimes. Boro Park 24 reported that the new cameras are a direct result of Mayor Bill de Blasio’s promise last year to find ways to combat hate crimes after a spike of anti-Semitic crimes, most notably in Brooklyn. According to CBS News, this latest announcement came in response to a recent spate of attacks on Asians, with more cameras to be installed to continue the effort to deter hate crimes. Describing the NYPD as the most diverse police force in the world, Commissioner Dermot Shea said that his officers have no tolerance for hate crimes, whether they are directed against Asians, African Americans or Jews. According to Shea, hate crimes are down 42% this year, and all five of the city’s prosecutors have been working hand in hand with the NYPD to ensure that those who commit hate crimes face significant consequences. Jessica Corey, the new commanding officer of the NYPD’s Hate Crimes Unit, said that every New Yorker has the right to walk down city streets and live their lives without fear of being targeted. “Our team of investigators will relentlessly investigate any crimes that are motivated by hate, and seek to bring the perpetrators to justice,” said Corey. “For those who believe their voices are not heard, I hear you. Members of our Hate Crimes team hear you. And the entire New York City Police Department hears you.”

With a growing chorus of voices calling for Andrew Cuomo’s resignation despite the governor’s staunch insistence that he isn’t going anywhere, buzz has been mounting that New York City Mayor Bill de Blasio is considering a 2022 gubernatorial run. De Blasio is term-limited and cannot serve another term as mayor, and according to the New York Post, he has started contemplating facing off against Cuomo given his mounting problems. “The more he talks it the more he’s like, ‘maybe this isn’t such a crazy idea — maybe I do have a shot,’” said a former senior mayoral adviser. “The way it’s been described to me is like he is talking himself into it.” Asked by a reporter about whether he would consider running for governor, de Blasio replied cryptically, “The future will take care of itself.” Pundits believe that Cuomo could face a far bigger challenge from Attorney General Letitia James in 2022, should she set her eye on the governor’s mansion. De Blasio has been subjected to serious criticism from New York City Comptroller Scott Stringer for calling for an end to Cuomo’s executive powers, while stubbornly refusing to yield his own in the five boroughs. Stringer has also blasted de Blasio for poor pandemic-related purchases, including a $91 million deal with a supporter for n95 masks and ventilators that were never delivered. A spokesperson for the mayor dismissed Stringer’s statements, categorizing them as a move to help the comptroller in a potential mayoral campaign.

So far, California, New Jersey, Oregon, Pennsylvania and Virginia have enacted similar plans, with Delaware exempting state unemployment from income tax and Arkansas considering a similar measure. “As people everywhere continue to feel the pain of COVID-19’s resulting economic crisis, this legislation will protect New Yorkers who received unemployment benefits from being hit with an extortionate tax bill,” said Felder. Comparable tax relief was offered during the 2009 recession at the federal level, and talk of a nationwide exemption is being discussed in Washington.

Biden’s COVID-19 Relief Bill Passes the Senate THE PULSE: The Senate voted along purely partisan lines
to pass Joe Biden’s American Relief Plan. The Senate version tightened eligibility requirements for stimulus checks and lowered the amount of federal jobless benefits. It also stripped the $15 federal minimum wage from the bill. The bill is expected to pass reconciliation in the House and be signed into law by President Biden later this week. Below are some highlights of the bill: STIMULUS PAYMENTS: Married couples earning up to $150,000 are eligible for a full $1,400 stimulus payment for themselves and each of their dependents. Adult dependents are also eligible for this payment. EXPANDED CHILD CARE TAX CREDIT: The child care tax credit is designed to help offset child care expenses for children up to thirteen years of age. Currently, the credit covers 20% to 35% of costs up to a maximum of $2,100. The new bill expands the credit to cover 50% of incurred expenses up to a maximum of $8,000 for two qualifying individuals. The benefit will be fully refundable. The full value of this credit is available to households earning up to $125,000. This benefit will be in effect for 2021. ENHANCED CHILD TAX CREDIT BENEFITS: The bill
increases the child tax credit from $2,000 to $3,000 ($3,600

for children under the age of five). It increases the age for qualifying children from sixteen to seventeen and makes the entire credit fully refundable. Families can opt into receiving advance payments on their projected tax credit, which will be paid in intervals from July through December. This benefit will be in effect for 2021. HEALTH INSURANCE SUBSIDIES: The bill includes in-
creased subsidies for many who continue to buy into their employer’s insurance plan after being laid off through COBRA. The bill also increases subsidy payments for lower-income earners purchasing their insurance through government exchanges. HOUSING ASSISTANCE: The bill allocates $10 billion in
assistance for homeowners struggling to make mortgage payments or pay utility bills. ASSISTANCE FOR SCHOOLS: The bill includes $2.7 bil-
lion in aid to private K-12 schools and $22.7 billion for higher education institutes. REPUBLICAN REACTION: Republicans slammed the
bill. Minority Leader Mitch McConnell said, “This isn’t a pandemic rescue package. It’s a parade of left-wing pet projects that they are ramming through during a pandemic.” Republicans criticized the bill for being too extensive and costly. They argued that there is still leftover funding from previous COVID-19 legislation that has not been fully allocated. Republicans point to leading center-left econo-

Republicans are also opposed to the increased funding for state and local governments included in the bill. They argue that much of it is unnecessary and is essentially a bailout for poorly run local governments. Additionally, conservatives are historically opposed to adding to an already burgeoning national debt. DEMOCRATIC RESPONSE: Democrats point to Treasury Secretary Janet Yellen and Chairman of the Federal Reserve Jerome Powell, who favor a large stimulus package. Biden chief of staff Ron Klain said that “The danger is not in doing too much. The danger is in doing too little.” Democrats argue that historically low interest rates mean that the benefits of spending justify the costs of borrowing. Democrats point out that former President Donald Trump was a strong proponent of an additional $1,400 stimulus check. THE IMPACT: The bill passed along strictly partisan lines.
However, the bill has widespread support from across the American political spectrum. According to recent polling, upward of 60% of Republican voters support the passage of the bill. Republican mayors in Texas, Arizona, Oklahoma and Florida have publicly expressed support for the bill. Political pundits point out that Donald Trump successfully appealed to many American voters in a way that traditional Republicans were unable to precisely because he did away with fiscal restraint and advocated for populist spending programs. While the GOP grapples with Trump’s legacy, they may be squandering an opportunity to reach out to those voters who in the past felt neglected by traditional conservatives.
The GOP Struggles With Path Forward THE PULSE: The GOP is still struggling with a path for-
ward in the post-Trump era as the pro- and anti-Trump voices in the conservative movement continued to tussle this week. KARL ROVE: In a Wall Street Journal editorial entitled
“Trump’s Appeal at CPAC Rings Hollow,” leading GOP strategist Karl Rove wrote that Trump’s address to CPAC had “no forward-looking agenda” and was “simply a recitation of his greatest hits.” He argued that “People like fresh material. Repetition is useful to a point, but it grows stale.” Rove challenged Trump’s claim that his “endorsement is the most powerful asset in politics” by pointing out that “181 of the 213 winning (House) Republicans ran ahead of him, including 8 in the 14 closest races that gave the GOP its pickups.” According to Rove, “These results reinforce that Mr. Trump’s drawing power is a double-edged sword. Yes, he received 11.2 million more votes in 2020 than in 2016, but also helped turn out 15.4 million more to oppose him, losing by 7.1 million.” Trump hit back at Rove, calling

him “a pompous fool with bad advice [who] always has an agenda.” THE WSJ: In a lead editorial entitled “The Grievances of
Trump Past,” the right-leaning editorial board of the WSJ accused President Trump of “trying to rewrite this history as someone else’s fault.” It asked rhetorically, “If he were so great politically for the GOP, why is the party now out of power?” Trump responded that “The Wall Street Journal editorial page continues, knowingly, to fight for globalist policies such as bad trade deals, open borders and endless wars” and that “Fortunately, nobody cares much about The Wall Street Journal editorial anymore.” The Journal responded that “For someone who says we don’t matter, he sure spends a lot of time reading and responding to us. Thanks for the attention.” LISA MURKOWSKI: After Republican Alaska Senator
Lisa Murkowski cast her vote in favor of Deb Haaland for Interior Secretary, Trump promised to travel to Alaska to help defeat her at the polls. Murkowski was one of seven senators who voted to impeach Trump over the events of January 6. Trump said, “I do not know where other people will be next year, but I know where I will be — in Alaska campaigning against a disloyal and very bad senator.” Trump will face an uphill battle as Alaska recently moved to an open-ranked primary system that diminishes party operatives’ power and is favorable to incumbents with widespread name recognition. RNC, RNCC, RNSC: Trump’s lawyers sent a cease-anddesist order to three of the largest GOP fundraising organizations. Trump’s lawyers requested that these organizations stop using Trump’s name and likeness in fundraising letters, emails and merchandise. Trump was reportedly furious that these organizations fund and support all incumbent GOP candidates, even those who voted to impeach him. Privately, GOP campaign officials complained that it would be challenging to turn out Trump supporters without using his name and image. LARA TRUMP: The rumor mill keeps churning out re-
ports that Lara Trump, wife of Trump’s son Eric Trump, will enter the North Carolina Senate race to fill the seat of retiring GOP Senator Richard Burr. Most political pundits believe that Trump would easily win the Republican primary and would be favored to win the Senate seat in this red state. A Senate win by a member of the Trump family in 2022 would help solidify the former president’s position at the GOP’s helm. THE IMPACT: The GOP is well-positioned to pick up seats in the House and possibly the Senate in the 2022 midterms. Historically, the party of the sitting president loses seats in his first midterm. With such narrow margins in the House and the Senate, Republicans can flip both chambers. However, Republican political operatives fear that incessant infighting and bruising primary battles may prove costly come October 2022.

SIMPLE SYRUP
TO PREPARE THE SIMPLE SYRUP:
2½ cups sugar
1. Mix the sugar and water in a pot and cook on low heat, stirring regularly, until the sugar is completely dissolved.

1. Peel, chop and freeze each type of fruit separately. (Note: Prefreezing the chopped fruits cuts the prep time; this way reblending is not necessary.) 2. Place frozen fruit with the rest of the ingredients from that layer into the food processor. Blend until smooth, and freeze.

1. Working with one layer at a time, combine the ingredients in a pot. Bring mixture to a boil. Freeze in a 9x13” pan.

2. Remove the pans from the freezer and allow them to thaw for 15 minutes. 3. Chop the contents of each pan into large chunks and blend in food processor until smooth. Refreeze. TO ASSEMBLE: 1. Working with one layer at a time, thaw it slightly to a spreadable consistency. 2. Spread a 1” layer over the bottom of a 10” round pan. Freeze until firm. 3. Repeat the above steps with each remaining layer. 4. Freeze any extra sorbet in individual cups. Since the mango and grape layers have less sugar, they are firm enough to freeze in silicone molds, as pictured.

PAV L OVA Light and airy, this dessert is simple to prepare and wow to serve!
INGREDIENTS 6 egg whites (at room temperature) 1½ cups sugar ½ T. potato starch
GRAPE SAUCE 1 cup grape juice
DIRECTIONS
2 T. sugar
1. Preheat the oven to 300°.
1 T. potato starch
2. Beat the egg whites until they’re stiff. Gradually add half of the sugar. 3. Mix the remaining sugar with the potato starch, and gradually beat this mixture into the egg whites too. 4. Place the egg-white mixture into a large bag. Cut a hole in the corner of the bag. 5. Pipe flat 2” squares onto a parchment-lined cookie sheet. Bake for 25 to 30 minutes.
DIRECTIONS 1. Mix together all ingredients in a small saucepan. 2. Bring to a boil; then lower the heat and allow to simmer until the sauce thickens. 3. Serve at room temperature over pavlovas with fruit. 4. Note: This sauce separates slightly when refrigerated, so mix it before serving.
POACHED PEARS An elegant, light way to finish off a meal.
INGREDIENTS 5 pears 1-inch piece of ginger 1 cup sweet or semi-sweet light wine DIRECTIONS 1. Preheat the oven to 350°. 2. Peel the pears, cut each one in half, and remove the core. Place the pears, cut side down, in a lined 9x13” pan. 3. Slice the ginger, and place into the pan with the pears and the wine. Cover the pan tightly. 4. Bake for half an hour. Then either gently turn over the pears or pour cooking liquid over them. 5. Bake for an additional half-hour, covered.

And so we placed a call to L’Asurim. What does it mean for an inmate to receive a letter in prison? we asked. The benefits are manifold, we learned. And so we share this information with you, the community members who can make a difference to our incarcerated fellow Yidden. The biggest benefit of receiving letters, says Mr. Chaim Hollander, is hope. These communications give a prisoner hope that there’s life after prison. Going into incarceration, inmates feel like everything is lost. They feel like even after their prison sentence will finally be over, there will be nothing to go back to. So often, marriages are negatively impacted, children are estranged or contact is limited with them, sources of parnassah are dried up, and the hope of ever returning to normal life dies as the prison door clangs shut. When people communicate with prisoners, sending them information and care and interest, a little seed of hope begins to sprout again. And a person realizes that the five or seven years he’ll be serving won’t lead to nothing. That there will be life after it. That there’s a community waiting to welcome them back. A community awaiting their release and advocating on their behalf. And this hope is priceless in the dreary place that is prison. Prisoners need a network so that they have people they can count on for support once they’re sentence is over and they rejoin humanity. And the bigger the network — the more people who are in contact with a prisoner — the greater the probability that among the letter-writers there will be a

person, or several people, who will be able to help them get on their feet again once they’re released. That’s not to say one should offer help in the first communication, cautions Mr. Hollander. But as time goes on and you establish a rapport with a specific prisoner whom you’re in a position to help, you may have the zechus to have a part in rebuilding a life, a family.

When people communicate with prisoners, sending them information and care and interest, a little seed of hope begins to sprout again. And in addition to hope, Mr. Jeff Bernstein of L’Asurim adds, the communication can even, in some cases, lead to shorter time served. In the New York State prison system, inmates serving indeterminate sentences go before parole boards to determine their release. And the greater the show of community support — the more letters written to the parole board in favor of the person’s release — the greater chance there is for the person’s sentence to be shortened. And this type of communication starts with reaching out to a prisoner. Prison is a place where hours turn into days, and days into weeks, and weeks into months at an agonizingly slow pace. The aim of the game is often to find ways to spend the time, so the time itself doesn’t eat away at the prisoner’s being. And one meaningful time-filler is receiving and reading letters, which provides not only a distraction, but also crucial human connection.

In many prisons, letter distribution is very public, and this provides prisoners who receive letters with an exciting activity that will be the highlight of their day. Once they are summoned as a letter recipient over the loudspeaker, they will go to the distribution room and wait in line with anticipation until their name is announced. They then will spend time reading the letter, and they’ll also have the option of writing back, if they so choose. And then they will put away the letter and take it out on occasion to reread. “While I was incarcerated,” Mr. Bernstein shares, “my cousins would write long letters to me. In them, they’d share what was going on in their life, detail by detail. And I felt like I was in the loop and involved in the world beyond the prison walls. I am extremely grateful to them.” There’s an aspect of protection as well. If fellow inmates see that a prisoner is the recipient of regular mail, they realize that these are guys who have people outside of prison looking out for them. They have connections. And they will treat them with more respect and be wary of teasing or starting up with them in any way, knowing that they have those who look out for their welfare. And all these benefits — the hope, the network and the community support; the time spent reading and rereading and replying to the letters; the excitement and the anticipation — all this starts with you, fellow brother, putting pen to paper, looking up the information of an inmate, and sending some love for them to bask in behind the prison walls.

It’s an ambiguous word in 2021. When the Founding Fathers drew up the Constitution, a foremost aspiration was maintaining a proper division of powers. That’s why they instituted the system of checks and balances: Congress can pass a law, but the president can veto it and the Supreme Court can declare it illegal. The president is commander in chief, but only Congress can declare war. There is one area, however, where the president’s power remains absolute: the power to pardon. Still, presidential pardon is a hot-button topic, and the road to clemency often sparks controversy, contention and claims of corruption.

The Watergate scandal led to glaring public distrust in the president, Richard Nixon. With impeachment and removal from office looming, Nixon chose to be the first — and only — president to resign. A mere month later, he took on another “first,” becoming the first president to receive a pardon. His successor, Gerald Ford, extended a preemptive pardon, or a pardon granted before a person is even charged or convicted. Pardoning the ex-president was no simple decision for Ford, but he ultimately opted to go for it, arguing that it was necessary in order for the country to move on. Still, the U.S. News and World Report stated, “The pardon was a factor in Ford’s loss in the 1976 presidential election.” Politicians speculated as to whether the pardon was part of a “corrupt bargain.” Did Nixon resign, making way for Ford to become president, in exchange for clemency? To date, Nixon is the only president to have received a pardon.
If the purpose of a pardon is to achieve forgiveness, remove stigma and correct injustices, as the textbooks describe, the posthumous pardon of Lt. Flipper scores 100%. For years, governors throughout the country have honored deceased offenders with clemency, but Flipper’s was a presidential first. Flipper was the first African American to graduate West Point and the first officer of color. This former slave was a patriot whose engineering prowess contributed greatly to the U.S. Army. Still, Flipper faced racial ostracism among his fellow cadets. He was unjustly charged with embezzlement — and even though he was found not guilty of that charge, the court found him guilty of “conduct unbecoming an officer and a gentleman,” and he was dismissed from the army in 1881. By pardoning Lieutenant Flipper, nearly sixty years after his death, President Clinton facilitated the final reclamation of an innocent man’s name.

PONDERING PARDONS
When a president chooses to pardon a convict, he knows he needs shoulders wide enough to accept public criticism. Perhaps that is why most recent presidents have been rather tightfisted with their dispensation. President Franklin D. Roosevelt can be honored with a “most liberal clemency presenter” award. Roosevelt issued 2,819 pardons among 3,796 clemency actions over twelve years. The fact that he was the longest-serving president may have played a role in this stat. President George H.W. Bush and his son George W. Bush used this power most sparingly too, dispensing 74 and 189 pardons, respectively. Barack Obama ranks low as well, having given a mere 212 pardons in all. Obama granted proportionately more commutations and remissions, though.

The power of the pardon is a most controversial tool on the executive desk. Rarely does a pardon go through without slapping criticism in the president’s face. Still, some are more controversial than others. President Clinton received quite some flak — and federal investigations — for exonerating oil magnate and entrepreneur Marc Rich. In fact, he later expressed regret for having granted this pardon. Rich was in Switzerland at the time of his indictment in 1983 (which is the reason others claim that he wasn’t in the wrong, since in Switzerland, there would be no grounds for conviction). He was charged with tax evasion and for trading with Iran in violation of a U.S. trade embargo, among other illegalities. The pardon got him off the hook, save for a $1 million fine. Regardless, Rich never returned to the States. The public was outraged at what seemed to be a blatant case of corruption. Records indicated that Rich and his ex-wife had donated large sums of money to the Democratic Party, including substantial funds for Hillary Clinton’s initial Senate campaign and $450,000 to the Clinton presidential library. The president also received pressure from Israeli officials who were likewise recipients of Rich’s philanthropy. Though Clinton was ultimately not found liable for criminal activity in this case, many still view it as an abuse of presidential power.

The power to pardon lies in the hands of the president. But what happens when the president himself can use a pardon? Many feel that a self-pardon would be unconstitutional because it violates the basic principle that a person should not judge his own case. Others argue that the power to pardon is broadly worded in the Constitution and thus not limited. In the final weeks of the Trump administration, there was much speculation as to whether President Trump would issue a selfpardon preemptively, anticipating that his adversaries may file charges against him once he’d be out of office. The subject grew more heated once a second impeachment came on the table. Ultimately, the ex-president decided against this controversial move. Until today, no president has invoked such a pardon.

Born into one of the wealthiest families in Texas, Edwin Cox Jr. was lucky his father rubbed shoulders with someone as important as President George H.W. Bush. This friendship led to Cox’s pardon during Bush’s final days in office. Cox had been imprisoned for bank fraud and was set free after six months, when he received his pardon. Eleven months later, Cox’s father earned the title “benefactor,” etched in gold in Bush’s presidential library, for a generous donation of at least $100,000. The public speculated on the morality of the pardon, but since the contribution was made after the fact, it was not considered bribery. Cox defined himself as a longtime friend and supporter of Bush, a privilege that secured the pardon for the family.

When a president pardons a group or community, the general clemency is referred to as amnesty. That’s what President Jimmy Carter did on his first full day in office. Living up to his campaign promises, Carter granted amnesty to some 500,000 youths who had evaded the military draft by fleeing or refusing to register during the Vietnam War. Both the war and the draft left the country so divided that only about half of the pardoned evaders who had fled to Canada even bothered to return to the States.

THE PARDON PROCESS When it comes to an effective pardon, a keen understanding of the political and legal challenges can spell the difference between success and failure. How can one successfully secure a pardon?

It pays to have friends in the right place at the right time, they say. Certainly holds true for a brother… On his last day in office, President Clinton pardoned some 140 convicts, little brother Robert among them. Back in 1985, the president’s younger half-brother was indicted on drug-trafficking counts. He had already completed his prison sentence more than a decade earlier, but with the pardon, his criminal record was cleared. (Regrettably, it seems the younger Clinton didn’t learn his lesson; he has been arrested for drunk driving multiple times since.)
Let’s explore some of the basics. WHAT? The president can pardon federal offenses. State pardons are in the hands of the governors. WHEN? Pardons can be granted at any time, but they typically swell in number toward the end of the four-year presidential cycle. Presidents on their way out of office and incumbents pumped by their reelection are more inclined to issue pardons. WHO? Studies show that prior to Election Day, presidents typically pardon only popular people or cases of injustice. Post-election, granting clemency to controversial figures and allies is more common. WHERE? Applications are first submitted to the Pardon Office. It is
also possible to circumvent the process by tendering the plea directly to the White House. President Trump, for one, seemed to prefer these direct requests. HOW? Once the application arrives on the Pardon Attorney’s desk, it is reviewed from a judicial standpoint. The judge who oversaw the conviction, the victims of the crime and others may be consulted. Then the application is shuttled over to the White House where it is once again analyzed – this time from a political perspective. Sometimes there is give-and-take between the two before the decision is made. WHICH FACTORS ARE CONSIDERED? How serious was the crime? How recent? Are the victims suffering ongoing effects? What does the perpetrator’s behavior and reputation look like? Does he display remorse?
In an age where presidential powers seem to be narrowing in scope by the day, the power to pardon stands in stark contrast. Oh, the privilege of being president! 148 / THE BORO PARK VIEW

The breakfront is often one of the defining characteristics of a Yiddishe home. Generally a sign of aristocracy, our silver collections shine brightest on Seder night, when we display the many trappings of our Jewish nobility. This week, we track the journey of an article of silver, from rough concept to beautiful adornment at your Seder table. Over half a century ago, on the Lower East Side, Mr. and Mrs. Baruch Yehudah Rubin opened the very first retail silver store to serve the needs of the local Jewish community. Early on, the store was located on Grand Street, which was the inspiration for their name: Grand Sterling Silver. Over the decades, the business has continually been at the forefront of a silver revolution in the community, design-

ing and selling unique silver pieces in Brooklyn. Mrs. Chanie Kizelnik, nee Rubin, joined her parents’ shop at age 18, where she first learned the ropes and assisted with everything from running post office errands to dealing with clients. With time, she developed a distinct passion and appreciation for antique silver and the quality and craftmanship of the Italian silver market.
With her keen eye for design, she would be inspired by artistic and ornate pieces, and it didn’t take long for her to bring her own designs to life. The first time a hypothetical idea was put into action was with her Fabergé esrog box collection, which was inspired by the famed Fabergé eggs — the elaborate and dazzling ovalshaped jewelry pieces designed by the Russian House of Fabergé jewelry firm in the late 1800s on behalf of the Czar’s family. The patterns and designs of the esrog boxes mimic that eye-catching quilted design and were instantly a huge hit with gift givers (and receivers!). This success led to additional collections throughout the years, with The Verra Collection among their more notable recent lines. Inspiration is often found in the most unexpected sources. Mrs. Kizelnik once saw her husband’s Gemara on the
ca lly, yet still executed her vision to the greatest extent possible, was conceptualized. From there, this line expanded to include many magnificent silver pieces. While such give-and-take is more straightforward in today’s technological era, it was quite different back in the day, when the best available communication efforts included grainy faxes and the attempt to explain minute details and variations to people speaking a different primary language. Add the fact that Mrs. Kizelnik isn’t an illustrator and hates flying on airplanes, and it’s almost surprising to look back at the successes of her silver collections. Even today, it takes a few months from when a concept is sent to Italy until the item is actually winging its way back here by plane. Why Italy? Well, the country has long had a reputation for the highest quality workmanship, and its silversmiths rank among the very best in the world, putting out the finest and most beautiful silver pieces. There are about a dozen companies with whom Mrs. Kizelnik contracts to produce her items, winnowed down from over 40 with whom the family has dealt over the years. As a small example of what makes Italian silver special, Mrs. Kizelnik recounts the time she inquired about the status of an order and was told that they were still bathing the silver. Now, she knew that fellow frum customers toivel their utensils after purchasing them, but could not fathom why Italian artisans would do that! It turned out that they were coating each piece with a layer of 100% silver (sterling is de-

fined as 92.5% pure silver), a process that gives Italian items an edge in brightness, whiteness and untarnished attractiveness. Yet even the leading Italian firms will not produce just any item. Silver is hardened in special molds, and creating a new mold is incredibly expensive and time-consuming. Most of the time, Italian silversmiths accommodate design requests by working off an existing mold and making small changes. Just recently, when an affluent client requested a very distinctive Shabbos candelabra based on a design his wife liked, it took months of give-and-take until all sides were satisfied with what was realistically feasible — and the stunning order got the green light. Once new products are ready, they are sent to the United States with a forwarding agency that can handle the security requirements for these valuable shipments. A couple of years ago, a large order for which Mrs. Kizelnik had been waiting for months was hijacked in Italy (unfortunately, some poor Italian insurance company was hit with the tab), and it took an additional half year for a replacement to be ready. A year ago, the Kizelniks moved from Boro Park to Lakewood, where, seeking to bring their passion for quality and class to the growing Lakewood community, they launched Argentum (based on the Italian arThis breathtaking kaarah, inspired by the iconic Shaar Vilna design, took a half a year to create. gento, meaning silver). Like the more sleek, neat and modern designs while shunning the gold and silver our forefathers got from their former Egyptian masters, it required a long journey until these beautiful more ungepatchket silver designs of yesteryear. Setting the Seder table beautifully is every Yiddishe hostess’s dream. We take out our finest dishes, silverware and linens as we prepare for the big night! While bottles of fine wine may add to the richness of the table, those big grape juice bottles... not as much. And so, I present you with this beautiful DIY monogrammed pitcher to add class and glamor to your Seder table this Pesach! Don’t let the glitter fool you into thinking that you’ll have gold sparkles all over on Pesach; I’ve got your backs here. The second layer of Mod Podge seals the glitter in place!
SUPPLIES: • Glass pitcher • Rubbing alcohol • Alphabet stencil or printout • Pen or pencil • Contact paper (preferably with a design) • Nail scissors • Mod Podge • Powdered glitter • Fine paintbrush
DIRECTIONS:
1. Clean the surface of the pitcher with rubbing alcohol. 2. Choose an initial or monogram to use as your design. I created the K initial very easily using Microsoft Word.
The font I chose is Harrington, size 125, bolded. Insert a circle (outline weight: 6 pt.), stretch it to form an oval around the initial, and print.
3. Trace the design onto a piece of contact paper. 4. Using the nail scissors, carefully cut out the design (as shown). 5. Peel the piece of contact paper off the backing, and stick it onto the pitcher. Use the original design as a 6. 7. 8. 9. 10. 11. 12.
guide to make sure the design is stuck on straight and all the pieces are aligned.
Smooth any bubbles or creases under the contact paper at the edges close to the design. Using the paintbrush, brush a generous amount of Mod Podge over the cut-out areas of the design. Dip the pitcher into the glitter. Gently shake off any excess glitter. Let the Mod Podge dry for about 20 minutes. Remove the contact paper. You may need to use the tip of the scissors to take off all the paper. If there are some bare spots or areas that don’t look right, you can add Mod Podge with a paint brush and
dip the pitcher into the glitter again, repeating the steps until the design looks perfect! You can also scratch off any bits that you don’t want.
13. Let dry for about an hour. 14. Using the fine brush, add a layer of Mod Podge to cover (and seal!) the glitter. Be careful not to get Mod Podge on the glass — but if you do, let it dry for a couple of minutes and then scratch off.
15. Let the pitcher dry overnight.

Hi, everyone! The second week of The Grand Teen Clean is in full swing! I hope you didn’t overwork last week, but on the far-off chance you did, isn’t sleep and rest so much sweeter after a shmatte is heavily used? I’m talking from experience. For anyone who missed last week’s issue (or if the hard work made you forget!), this is the second week of a four-week cleaning plan provided by The Boro Park View for teenage girls between seventh and twelfth grades. This program was designed so that mothers and teens can both win in the Erev Pesach cleaning madness — without the madness!

Here’s a reminder of how this program works: 1. Chores are divided and organized over four weeks (another two weeks to go after this one) with specific jobs to tackle each day. Follow the program, and have your sisters, neighbors and friends join in! Be advised that if any of the chores do not apply to you, substitute it with something similar, if possible. And if your mother wants to alter the schedule, she comes first! 2. There’s one day off every week (Wednesday, so you can run pick up your copy of The Boro Park View and do your mother’s errands while you’re at it). It’s also a great day to catch up on any missed jobs. 3. A chart was provided last week, which you hopefully clipped. Fill it out each day after you complete your assigned chores. 4. Once the program wraps up, submit your completed chart to The Boro Park View by Wednesday, April 7. In general, board games should be on one of the top shelves in the closet, so little hands don’t steal all the boats from the Battleship game. Yes, my son did that. He nearly sailed away with them. Going through one game at a time, check each box for lost pieces. You can order missing pieces from the company (or solicit your mother’s help). Put things away neatly. You can use Ziploc bags for the little pieces that come with the game. Tape each box that’s torn, and then put the boxes back into the closet, sorting the games according to size.

Dress dolls in the clothes they came in and set them up neatly. Some doll clothing will need to be washed. Place them in a mesh bag, and run them through a delicate cycle. If you’re washing Clics and Lego bricks, do so in the bathtub with a little dishwashing soap, and air dry when clean. Children’s books can have dried crumbs on the pages, so keep an eye out for those. Then tape the torn pages. Wipe down toy vehicles, making sure the ones with batteries don’t get too wet. Wipe shelves and dust the corners of the closets.

I know, I know. You thought you wouldn’t be needing your coats anymore. But, hey, look on the bright side! Oh, wait... I forgot what it was. Dust top walls of the closets. Empty bins. And, please! Say goodbye to all the gloves that don’t have pairs. Check coat pockets, and remember: All the loose change goes toward shoes. I mean, toward a present for your mother. Place whatever needs to be washed in the hamper, and hang remaining coats and jackets neatly in order of length. If something isn’t being used at the moment, ask your mother if it can be stored elsewhere. The coat closet generally becomes a “stash everything but your kitchen sink here” kind of place. Clear it all out, and go through the stuff together with your mother. And don’t put those things back in! Send your brother to bike around the neighborhood to drop off random things from the closet on your neighbors’ doorsteps. Kidding. Or maybe not. Everyone likes presents, no?

Grab your polishing gloves, silver polish, Q-tips and toothpicks. If a piece of silver has intricate designs, leave the polish on until it dries. Rinse with hot water, clean out the inner corners and grooves with Q-tips, then rinse again. Windex the shelves and back mirrors and wipe dry, preferably with paper towels. Crystals and china need warm, soapy water. Most of these will generally only need to be wiped down and not necessarily washed. Before you relax with a good book after your tedious work, wash your hands thoroughly — twice. Silver polish has lots of chemicals that stay on for longer than you’d wish.

Imprisonment is one of the oldest forms of punishment, dating back to ancient Egypt and Mesopotamia. Prison facilities, however, have changed over the centuries, becoming more secure with time. Bars and guards aren’t enough nowadays, and contemporary prison security measures can be quite advanced.
SECURITY LEVELS These are the five security levels in federal prisons: MINIMUM: Also known as Federal Prison Camps (FPCs), these institutions have dormitory-style housing, a low staff-toinmate ratio, limited or no fencing, and are work-oriented. LOW: Low-security Federal Correctional
Institutions (FCIs) have double-fenced perimeters and housing is mostly dormitory-style. They have strong work and program components, and the staff-to-inmate ratio is higher than that in minimum-security facilities. MEDIUM: Medium-security FCIs have
strengthened perimeters, such as double fences with electronic detection systems, cell-type housing, a variety of work and treatment programs, and greater internal controls. HIGH: High-security institutions have fencing that is even more secure, multiple- and single-occupant cell housing, the highest staff-to-inmate ratio, and tight control of inmate movement. ADMINISTRATIVE: These prisons can be of any security level, but have a specific mission. Examples are Federal Medical Centers (FMCs), where prisoners requiring medical attention are housed, and Federal Transit Centers (FTCs), where prisoners are housed while waiting to be taken to another prison.

THE ROCK Alcatraz — aka “The Rock” — is one of the most notorious prisons. Opened in 1850 on a small, rocky island in San Francisco Bay, it has since held some of the most hardened and infamous criminals, including Al Capone and Machine Gun Kelly. During its active years, 36 men tried escaping, 23 were caught, 8 died on the run, and 5 are considered drowned. Alcatraz was retired as a prison in 1968 but currently remains open as a tourist attraction.
ROCKY ESCAPE On June 11, 1962, three people — Frank Lee Morris and John and Clarence Anglin — attempted to escape “The Rock.” After fashioning heads out of soap, paint, toilet paper and hair, the threesome left them in their beds to fool the officers doing their rounds. They then crept through a tunnel they’d been digging over the course of a year, until they arrived in an unused service corridor. From the service corridor, they climbed a ventilation shaft to reach the roof. Then they climbed down the roof, scaled a fence, and assembled a raft out of raincoats and cement they had stolen from the prison. Using this raft, they shoved off from the island at 10 p.m. and were discovered missing only the next morning. The FBI never found any trace of the men on Alcatraz, and after a seventeen-year investigation, the FBI concluded that they must have drowned in the bay, despite their ingenious escape plan.

THE TEXAS SEVEN The Texas Seven refers to one of the most famous U.S. prison escapes. On December 13, 2000, seven inmates managed to overpower more than fifteen people, including prison guards. The prisoners stole the guards’ clothing and guns, which allowed them to escape the John B. Connally Unit of a maximumsecurity prison in Kenedy, Texas. After spending over one month free, they were finally caught. A $500,000 reward was offered for their capture, and someone, reading the escapees’ descriptions, phoned in with their location in a nearby park in Woodland Park, Colorado. On January 20, 2001, SWAT teams moved toward their location and captured four of them, then snagged the remaining two a few days later in Colorado Springs. One inmate committed suicide.
MOST SECURE ADX Florence, a penitentiary in Colorado established in 1994, is probably the most secure prison in the world. A maximum lockdown jail, it is said that prisoners are lucky if they ever get to see the sun. Each cell contains a concrete, immovable bed, desk and stool; a four-inch-wide window looking out to the inner courtyard; a shower (on a timer) and toilet; and a vestibule for added isolation and security. Inmates are kept in solitary confinement for 23 hours a day, and the hour they’re allowed out is into a bigger cell with vaulted ceilings known as the “empty swimming pool.”
5-STAR PRISON Housing roughly 200 inmates, the solidly booked Justice Centre Leoben in Austria is dubbed a “five-star prison.” The sleek glass and wood interiors would leave you open-mouthed. In pursuit of resocializing its inmates, the modern prison looks more like a modern-day college dorm, with Ikea-inspired decor. Inmates can move freely among the spacious cells or multiple outdoor communal spaces, which are enclosed by bars. The designer’s motto is “Maximum security outside; maximum freedom inside.”

Sixteen years ago there was a major upheaval regarding the sheitels Jewish women were wearing. Gedolei Yisroel sent a representative to India to investigate the process through which sheitels were being made, and upon his return, they announced that the hair of the sheitels are, “assur b’hana’ah,” and cannot be worn. The hair was deemed, “tikroves avoda zara,” as it had been sacrificed by Indian women to their idols. It was a time of tremendous inspiration, and many burned their shetels, replacing them with synthetic wigs or other forms of head-coverings. After several weeks, many sheitel companies announced that their sheitels are made with hair from other countries, Europe, Brazil, etc. The issue thus quieted down. The issue was forgotten and laid to rest. Now recently, new information came to light regarding the lies and corruption rampant in the global hair industry.
