PUPT Steps Up Effort for Accreditation Kent Garcia

In an effort to achieve quality education, branch officials are currently spearheading preparations for the upcoming accreditation of selected curricular programs by September of this year. Two programs will be subjected to accreditation, which are the Bachelor of Science in Information Technology (BSIT) and Bachelor of Secondary Education major in English (BSED-E), “since these programs have complete regular faculty members and sufficient laboratories”, according to Branch Director Prof. Sharon Joy F. Pelayo. The accreditors will focus

on ten areas that are used in the assessment of programs, namely: Mission, Vision, Goals and Objectives, Faculty, Curriculum and Instruction, Support to Students, Research, Extension and Community Involvement, Library, Physical Plant and Facilities, Laboratories, and Administration.

IT students win DOST mobile app contest John Dustin Santos Showcasing their utmost talent and expertise in developing mobile applications, students from the Information Technology Department clinched first place in the DOST-NCR Contest on Mobile Application for Disaster Communication held last December 10 at the DOST Executive Lounge in Taguig City. The team, composed of John Perri Cruz, Mark Lawrence Saballe and John Michael Mahaguay (BSIT IV-1), together with their adviser Prof. Gecilie C. Almirañez, emerged from nine other competing universities and colleges with their “Disaster Kit Mobile Application” being judged as the best amongst other

entries. In addition to their victory, they also bagged a cash prize, amounting to P30,000 and will be assisted by DOST-NCR in terms of financial support and wide-scale implementation by the second half of 2015, although no formal agreement has been reached. Fires, earthquakes, and typhoons, which are the most common natural and man-made disaster in our country, have been the main focus of their application. The main features of the application are no-dial call and text functionalities for each kind of disaster. Moreover, it also includes valuable information such as survival tips and first aid directions in case of extreme emer-

gency. One of the main factors in the success of the application was its offline functionality. It can be accessed by any user, anytime and anywhere, because of its open handling, according to Mr. Saballe. More importantly, it can be used even without WiFi, data connection, or cellphone load. Furthermore, he added that their presentation skills and team effort gave the extra push in winning the competition. Students from the Technological Institute of the Philippines – Quezon City settled for second prize, while the third prize went to De La Salle University.

TC Debunks Myths Surrounding The Publication Jean Noelle Rodriguez

“It is with our deepest concern that those propagating wrong conceptions about the publication must be put to an end,” Editor-in-Chief Jeffern Dave Ando said as so-called gossips have scattered in the campus. The Chronicler has been living with its duty to promote student rights, as well as, information that will arouse the students’ interest to participate in nationalist movements. “Of course, we encourage PUPTians to critic the newpaper. However, criticism is different from gossiping,” said Ando. He later clears that the publication welcomes the general public to critic the paper, as long as it is being told first hand to the publication. According to Ando, several organization presidents and professors give an impression to the publication as “non-sense” because it has only provide one issue per semester. Stamping his class as one of the branch’s best student leaders, Mr. Cristian Jay P. Pareja was elected as part of the new NCR Board of Directors of the Philippine Association of College Student Leaders (PACS) during its 19th National Convention for Student Leaders last November 22-25 held at the Teacher’s Camp in Baguio City. Pareja, who is also the current Vice President for Internal Affairs of our Central Student Council, was one of the two delegates at the said convention, alongside CSC President Eugene Solero. He is the only representative from a state university elected to a PACS position this year. Being the Director for Sponsorship, Pareja will manage the search for sponsors that can assist financially to the events that will be organized by PACS. Asked of the significance of his election as one of the officers, he

stated, “Being affiliated with PACS, I can help future student leaders by organizing and having events and seminars to help them more”. He will be working side-by-side with four other directors that will look after the organization’s other functions, such as membership and development, creative and publications, documentations and archives, and logistics and project management. PACS is the student arm of the Philippine Association of Campus Student Advisers (PACSA), which is regarded as one of the top organizations in the country in the field of student advisory. Its aim is to train current student leaders and nurture them to be the country’s next leaders in various fields. CHED Admits ‘Failure’ To Regulate Tuition and School Fees NUSP

HOUSE OF REPRESENTATIVES, QUEZON CITY– Commission on Higher Education (CHED) admitted their failure to regulate tuition and school fees. The Commission further admitted that they let the universities and colleges pursue the tuition hike even though there are complaints by the students against the increase. Among those reported complaints given by the students and representatives of student-led organizations such as the National Union of Students in the Philippines (NUSP), Youth Act Now! Alliance, and Rise 4 Education Alliace were the violation of CHED Memorandum Order No. 3. After immense deliberation in Comittee on Technical and Higher Education last February 16, 2015, CHED finally admits its failure. Accoding to NUSP National President Sarah Elago, the failure of the Commission is a sign of negligence and inuituility. “CHED has failed to do its job. And it has failed miserably! The students and their future are sacrificed by the profiteering mechanisms of school administrators and

More often than not, everything that happens in the present and in the future always has a link to the past. It affects and will always be a vital part of what are we in now, who we are, and what we will be in. In relation to that, historical landmarks are only the current reminder of a city, or country’s rich and colorful past. Discolored, disfigured and heavily worn down by age, these buildings are seen as the bastions of old times in an ever-changing world, filled with anything and everything new. However, in the rapid urbanization of communities right now, the fast modernization seemed to have infected the people with a culture of

neglect to the past. And sadly, the reflection of this is seen on the dismal state of some historical landmarks in Manila, the nation’s capital. Despite efforts by heritage advocates and historians to prevent this pernicious moves, it seems like there’s no stopping this unlikely juggernaut, which is an irony as Manila, considered as one of the country’s biggest historical and cultural center, will be up for a massive urbanization campaign, which includes the merciless neglect and commercialization of historical landmarks, even going up to the extent of removing them from the face of the city. State of Alarm Anda Circle, located near the historic Manila Cathedral, is now subject to demolition following the order by the Department of Public Works and Highways–NCR (DPWH-NCR), supposedly to ease traffic in the area. The area of the historical marker will be instead converted into a regular intersection, alongside with the current road around it, and will be installed with signal lights. The department said that this move will help improve the traffic situation in the area, which has been heavy due to the frequent entry of container trucks, for the circle is part of the important route to the Manila Port Area. For now, the removed monument, which is a tribute to former Spanish Governor-General Simon de Anda, who ruled the country and fought against British invaders from 1762 to 1764, and its transferring site remains to be planned, alongside with the National Historical Commission and the Department of Tourism. Another great landmark in danger of disappearing is the Old Paco Railroad Station. Coming into existence in 1915, the landmark is designed by William Parsons,

and resembles the Penn Railroad Station in New York. This old station is also holds the remaining memory of the train systems under American rule, as its serves three important train lines at that time such as the Manila Belt Line (Tutuban-Paco), the Paco-Muntinlupa Line, and the Paco-Binakayan line, which links Manila to Cavite. It is even older than the other old structures in the city such as the Manila City Hall and the Post Office Building. However, the station was partly destroyed in 1996 by a contractor of a planned 7-storey mall to be built, leaving the structure into shambles, with only the facade of the station remaining standing. Although the Philippine National Railways (PNR) planned to restore it, in addition of installing a historical marker in 2009, it has never materialized, more than that, a private corporation bought the air rights to the station in 2012, stalling the reconstruction work of the site. Until now, the structure in ruins still remain in ruins. The last addition to the list of landmarks in danger is the El Hogar building. Built in 1922, El Hogar, found in the Binondo district, is one of the city’s vanishing historical structures. Its design is of elements of Neoclassical and Renaissance styles. It housed financing cooperative Sociedad El Hogar Filipino, and American company Smith Bell and Company. However, last year, a private enterprise purchased the property, and despite calls to not issue a building permit, the Manila City Hall issued a demolition permit, moreover, they also refuse to disclose the buyer of the property. Now, GI sheets and concrete barriers cover the building as the demolition of El Hogar becomes “imminent”. All the wrong reasons Many factors have contributed to these atrocious acts committed towards these landmarks. One of it is

poor urban zoning. Often, local government units do not consider the location and historical importance of the area. They would only just issue building orders, permits for demolition, and nothing else. Another consideration is about sweeping modernization. Although the NHCP requires every firm who purchases a heritage site to present a development plan to restore it and partner with them for its rehabilitation, most of them would like to prefer to simply leave old designs for new, modern buildings. Lastly and most importantly, the lack of government enforcement only nurtures this kind of practices to continue. Even if there is a National Heritage Law that protects buildings which are at least 50 years old and procedures and measures aimed to restore and redevelop these landmarks, the only farthest thing they would go is to force the offenders to pay fines. If the walls could only move, it would slap and instruct us to know more of our history, for it existed many years before we were born, yet they were never given the respect due to them. It is even a greater insult that our government officials and bureaucrats, who had learned and known all of these before us, tend to forget these faster than us. We have to wake up. We have to remove this culture of being apathetic towards our past. Because without having a glimpse from the past, without having knowledge of our own history can doom our future. And, a blogger would say, “A people that does not love, or at the very least appreciates, its past is

Dahil sa kanya nakalimutan ko lahat ng mapapait na nakaraan. Tagaktak ang pawis ko nang makarating sa building ng kolehiyo namin. Isang taon nang nakatengga ‘yong sirang elevator doon, saan ba napupunta ang mga nauumit nila mula sa aming mga es-

tudyante? “Gian!” “O, may problema?” “Ano, Gui, handa ka na ba sa defense natin mamaya?” “Oo naman, Anna. Nakikita mo ba ‘tong eyebags ko?” Tinawanan niya lang ako. Hindi alam ni tatay na huli na ang lahat para magtapat ako kay Anna. Walong buwan na ang nakalipas mula ng sagutin ni Anna ang manliligaw na nakilala niya sa isang connect group sa simbahan. Kasama na ro’n si Roel. Madaldal siya pero hindi mahangin tulad ng iba naming kainuman. Sa kanya ko naikwento ang tungkol sa amin ni Anna. Buong gabi kaming nag-usap. Nasabi niya rin na kasama siya sa varsity na makakalaban ng team namin sa semifinals.

Melissa Bertos on surviving and starting again “Everything happens for a reason. Talagang may plano si God para sa atin, kaya nangyayari ang lahat ng bagay.” Ginugol ni Melissa ang pag-aaral ng elementary at sekondarya sa kanilang probinsya sa Eastern Samar. Sa pangangalaga ng kanyang butihing Lolo at Lola, gayundin sa suportang ibinibigay ng inang nagtatrabaho sa ibang bansa, nagpatuloy sa kolehiyo ang dalaga. Kumuha siya ng kursong BS Education major in TLE sa Leyte Normal University. Katulad ng karaniwang estudyante, naging masaya at mahirap ang buhay kolehiyo ni Melissa. “Masaya naman ako sa eskwelahan ko, madami akong kaibigan, ayos din naman ang pag-aaral ko. Nag-boarding house ako malapit sa school, kasama ang mga pinsan ko. Tapos pag sem break, umuuwi ako sa amin (Eastern Samar).” Ngunit lahat ay nagbago nang manalasa ang bagyong Yolanda sa Kabisayaan. Nasa ikatlong taon sa kolehiyo na si Melissa noon nang hagupitin sila ng bagyo. Dahil walang telebisyon sa tinutuluyang boarding house, hindi nila alam ang tungkol sa paparating na bagyo. Lumipat siya dito sa Maynila para mag-aral. Sa kanyang tiyahin sa Signal Village, Taguig siya nakikitira ngayon. Nahirapan siya mag-adjust sa paligid niya dahil hindi pa niya alam. Pabalik balik din siya sa PUP Sta. Mesa para ayusin ang mga documents at requirements niya. Dahil walang major in TLE sa Taguig, English major ang kinuha niyang course at first year ulit siya. “Sayang, kasi diba, isang taon nalang sana, gagraduate na ako. Pero ayos lang. Maswerte pa kami, kasi buhay kami. Ligtas kami.”

Marc Alvyn Carlos on pursuing dreams “Wag niyong isipin ang edad. Ituloy lang ninyo kung ano yung pangarap ninyo.” Kilala bilang si Marc sa klase, hindi siya nag-alinlangan para tapusin ang pangarap niya hindi lamang para sa sarili kundi para sa kaniyang mga magulang. 24 taong gulang na si Marc noong siya ay nag-aral ng hayskul. Siya ay bahagi ng Alternative Learning System (ALS) sa kanilang baranggay. Kaniyang pinagsumikapan ang na makapagtapos ng sekondarya habang nagtatrabaho sa isang fast food restawrant at kinalaunan ay sa isang law firm. Ngayon, siya na ay 2nd year na sa kursong BSBA major in Marketing Management. Ayon kay Marc, number one goal niya ang makabalik sa pag-aaral. Erika Cruz on achieving “Be a blaze, not a flare” Noon pa man, si Erika Cruz ay isang achiever na. Isang class salutatorian noong nasa elememtarya at with honors naman sa Taguig Science High School. Noong una, nais ni Erika na mag-aral ng AB in English. Ngunit nang wala sa PUP-Taguig ang kursong ito, inisip niyang bakit hindi siya mag-teacher’s education. Ayon kay Erika, sa kurso niya ngayon napagtanto na siya gusto niyang maging guro. Inaamin ni Erika na hindi man niya gusto ito noong una. Ngunit, dahil sa pinagpatuloy niya ito at nakita ang pangangailangan ng gagabay sa mga susunod na henerasyon, nag-stay siya sa kurso. Dagdag pa niya, “I can attest to the belief that the course grows on you.
