With a new Canadian National Institute for the Blind (CNIB) hub opening in June, the neighbourhood has seen an influx of blind visitors, and to help make the entire area cater more to their needs, many local businesses are installing beacons to help those with vision loss navigate their shops. The beacons work with BlindSquare, a smartphone app, allowing users to hear directions as they approach or enter a store. JUSTIN SKINNER jskinner@insidetoronto.com A total of 258 commercial buildings in the Yonge and Eglinton area are in line to be protected from demolition. The decision was made at the City of Toronto’s Planning and Growth Management Committee on Thursday, Sept. 7. The protections come as the area faces massive development pressure, and less than a year after a 110-year-old Bank of Montreal building was torn down quickly at 2444 Yonge St. before heritage protections could be put in place. The decision to list the properties in a large batch coincides with the Midtown in Focus Secondary Plan for the area, which will help to steer development in the area and aims
to ensure the area still has adequate infrastructure and social amenities. Protecting the character of the neighbourhood is another key element to dealing with growth in the area in light of a growing number of building applications in the Yonge and Eglinton area, said Ward 22 councillor Josh Matlow (St. Paul’s). "It’s putting proactive protections on properties not to sterilize them or prohibit any change ever in the future," he said. "It allows for the city to take the time to evaluate the heritage merits of each building." Listed buildings cannot be demolished until they have been deemed to hold insufficient heritage value. If a demolition application for a listed building comes through, the city has 60 days to determine whether
the building should be designated a heritage building and therefore protected. The decision to list such a large number of buildings was met with mixed emotions from those in the area. Gary Switzer, chair of the Toronto branch of BILD, called the process overly "broad-brushed" and suggested the mass listing included a number of "secondary contextual buildings" that were not particularly valuable as heritage properties. He acknowledged that preserving heritage buildings is a worthwhile exercise, but said a mass listing was not called for. "I think that it’s a misuse of the process to be trying to preserve the streetscape and the scale of the neighbourhood through listings," he said.

A 110-year-old building at 2444 Yonge St., that was formerly home to a Bank of Montreal branch, was demolished earlier this year, prompting council to consider adding dozens of midtown buildings to the city’s heritage registry. Local building owner Anat Papp expressed concern that listings could limit business owners from such things as erecting sig-
nage to altering a building’s façade to market their business. Matlow refuted such concerns, noting that the
listings would protect buildings merely by giving the city time to examine a property before a demolition permit would be granted. "It’s not full designation; it’s a heritage listing," he said. "It allows the city (when it receives an application) to say ’let’s put this on pause and do a deeper and fuller review.’" Sharon Mourer, chair of the heritage group at the South Eglinton Ratepayers’ and Residents’ Association, said her organization supports the decision to list buildings and applauded the scope of the listings as a means of preserving the character of the midtown area. "All these main streets provide a historical streetscape to a village life from the past, present and hopefully the future," she said.

Heritage district sails through community council DAVID NICKLE dnickle@insidetoronto.com Plans to create a Heritage Conservation District in the King Street West / Spadina Avenue neighbourhood received unanimous support at the Toronto and East York Community Council this week. Councillors recommended the designation at the community council’s Sept. 6 meeting. If approved by Toronto Council in October, the designation will place restrictions on
redevelopment of about 500 properties in the area so as to preserve the historic character of late 19th and early 20th century structures in the area. The district is a 45-hectare collection of blocks bounded by Richmond Street West to the north, Wellington and King streets to the south, Simcoe Street to the east and Bathurst Street to the west. In the early 20th century, the lands and buildings were a hub of industrial and commercial growth in the city.
More recently, it has been a magnet for redevelopment, spurred by policies enacted in the 1990s by former Toronto Mayor Barbara Hall’s Council. Local councillor Joe Cressey noted that over more recent decades, the area has "one of the highest levels of growth in North America." "The city began there," he said. "I believe in the future much of the city will be placed there. There are currently 60 properties in the works. It is a time for a

"There’s no reference to First Nations, no reference to other cultural groups, and no reference to the development in the 1950s. You’re only focused on 30 years. It’s incredibly myopic." The designation recommendation will go to Toronto Council’s Oct. 3 meeting for final approval.

Time to get engaged with election year coming up Doug Ford’s decision to choose a rematch for mayor, rather than a seat at Queen’s Park, will hopefully put both elections on the radar of Toronto voters. The provincial election is June 7; while municipal elections across the province, including Toronto’s, are set for Oct. 22. The outcome of both elections will help determine the future course of the city. Ford made it known at his announcement, at the 23rd annual Ford Fest held in the backyard of his mother’s Etobicoke home, that he would seek Toronto’s top job as mayor on familiar themes: the war on cars and stopping the gravy train at city hall. Those themes resonated for him in the last election where he finished a surprisingly close second to Mayor John Tory, and prior to that it successfully worked for his brother, Rob. It’s going to be hard to get even that far this time around. Doug Ford is facing an incumbent, always a harder task, especially when the incumbent is polling as well as Tory has. And for two, it will be tough to pin Tory down on Ford’s talking points. Tory hasn’t raised property taxes at a much greater rate than Toronto Council did under Rob Ford. He’s no enemy of motorists, either. While he’s supported bike lanes, he’s also supported the replacement of the car-friendly Gardiner Expressway. And Tory is, well... a Tory, a former leader of the Ontario Progressive Conservative party. By comparison, the late Rob Ford had it easy running against the legacy of a progressive mayor (David Miller) who wasn’t even up for re-election. In any event, spending money wisely, whether at city hall or Queen’s Park, is a job requirement of all candidates. More attention needs to be focused on more pressing issues, especially public housing and transit. Public housing is crumbling while the ambitious transit building we are in the midst of, including the Scarborough subway extension and Tory’s signature SmartTrack, is suffering from dubious and haphazard planning. Both municipal and provincial candidates need to be pressed to come up with both the money to fund these long-simmering big-ticket items, along with a rational plan to make sure that money is spent well. Doug Ford’s entry into the race stirred up his vaunted Ford Nation and hopefully it will energize all voters to get up to speed with the issues and with the candidates as they start to emerge over the next few months.

Keesmaat wrote the book on truth to power "You often say we should speak truth to power." That was Andy Byford, the unflappable CEO of the Toronto Transit Commission, to the TTC’s board meeting the day after Labour Day. He was answering questions from commissioner Glen De Baeremaeker, and gently explaining to the persistent city councillor that the TTC couldn’t let buses from Durham Region use the overcrowded Scarborough Centre bus platform without risking collision. De Baeremaeker wasn’t happy about that, and muttered that there was no power around the table at the commission that he could see. Both of them, bureaucrat and politician, had an

She did finally help craft the Scarborough subway plan, but she made her opposition known publicly and then privately through the process. Although that didn’t win her universal affection, particularly among right-wing councillors, Keesmaat managed to leave the job almost entirely unscathed. Indeed, the most rampant speculation was that she might wish to run for office herself something that she’s so far denied any interest in. Probably just as well for her. In terms of influence and capacity - in terms of power - it would be a step down.

litical so-called masters, she wielded it too - if, that is, one counts persuasiveness as a power in its own right. Keesmaat was something of a bureaucratic pioneer in that regard. She was hired from the private sector in 2013, under the Rob Ford administration and in a bureaucratic environment that would make any public sector worker quake in their boots. Keesmaat didn’t seem to care about any of that. She took to Twitter with gusto, unapologetically advancing a progressive urbanist agenda. "Using these beacons, we can program in information so when someone walks into a store, they know where to go to place their order or anything else they need to know to make their way through the store." While BlindSquare typically costs a fee to download, the Yonge and St. Clair area has a BlindSquare geofence which blankets the entire neighbourhood and eliminates the app’s download cost. By shaking their phones, users can get directions inside stores, with information telling them where there are obstacles, stairs, cash registers and other features. "We’ve been installing about 10 a week," said Susan Vaile, a CNIB volunteer and BlindSquare user, adding that the app only tells users about per-
manent fixtures, not movable items, in order to avoid confusion. Some businesses have multiple beacons, and while both the geofence covering the area and the beacons are free for the first year thanks to a donation from the Rick Hansen Foundation, Clarke hopes to secure funding to make both permanent. Rossana Carelli, general manager of Balance Fitness on St. Clair Avenue East, said installing a beacon will make her fitness centre more accessible to all in the community. "There’s no reason a person with vision loss or who is blind can’t participate in a group class or the other services we offer," she said. "There are a lot of people in this area who are visually impaired because they’re older and have glaucoma or other issues, and this
will let them know we’re here and want to welcome them in." Catering to an aging population is good in other ways, Vaile added. "A lot of times, seniors won’t go somewhere unless they know it’s close to home, and this lets them know what’s around here," she said. CNIB volunteers canvassed the Yonge and St. Clair neighbourhood to measure and collect data from participating businesses with the aim of having beacons installed in at least 200 businesses by the end of the year. The CNIB is also looking into using QR codes to enhance their clients’ experience in the area. "We’re looking at options where a user could for instance - scan a QR code in the church up the street and it describes the stained glass window there," Clarke said.
